YOU KNOW, USUALLY, UH, WHEN I'M GIVING THESE A DISTINGUISHED SERVICE AWARDS, OFTENTIMES THEY'RE GOING TO PEOPLE THAT ARE, ARE, ARE PUBLIC SERVANTS AND THAT THAT'S THEIR JOB.

AND THESE ARE PEOPLE THAT HAVE LONG STANDING HISTORY IN THE DEPARTMENT, OR HAVE DONE THAT KIND OF PUBLIC SERVICE.

BUT I THINK THAT TODAY WE'RE HONORING A SIMILAR BUT DIFFERENT KINDS OF, OF PUBLIC SERVICE, UM, AND, AND INVESTMENT IN, IN THE SPIRIT AND THE, AND THE CULTURE, UH, THAT IS A COMMUNITY HELPING TO SHAPE, UH, HOW WE, HOW WE KEEP THINGS THAT ARE REALLY SPECIAL ABOUT THIS PLACE AND, AND CARRY THEM FORWARD.

UH, AND, AND I LOVE THAT, UH, TODAY I HAVE THE ABILITY TO GIVE A DISTINGUISHED SERVICE AWARD, UH, IN THAT CONTEXT TO, UH, TO, TO, TO, TO, TO AROMA.

SO HERE IT IS, THIS IS A CITY OF AUSTIN DISTINGUISHED SERVICE AWARD FOR HAVING BEEN AN EXEMPLARY AMBASSADOR FOR AUSTIN AT ALL 34 AUSTIN FC INAUGURAL CAMPAIGN MATCHES HOME AND AWAY IN 2021.

WE THANK HER FOR EXEMPLIFYING THE VALUES OF THE LOAD'S VR DAYS AND AUSTIN FC COMMUNITY, UH, ROMANTICIZE DESERVING A PUBLIC ACCLAIM AND RECOGNITION.

THE CERTIFICATE IS PRESENTED AND ACKNOWLEDGEMENT AND APPRECIATION THEREOF.

WORLD AIDS DAY WAS DECEMBER 1ST.

WE'RE DOING IT.

WE'RE GOING TO DO IT NOW.

THAT'S ALL RIGHT.

WE HAVE AN IMPORTANT PROCLAMATION TODAY TO, TO RECOGNIZE, UH, UH, UH, DEDICATION OF DECEMBER 1ST, UM, PROCLAMATION BE IT KNOWN THAT WHEREAS WORLD AIDS DAY BEGAN 33 YEARS AGO ON DECEMBER 1ST, 1988, AND CONTINUES TO BE AN IMPORTANT WAY TO COMMEMORATE THE EXTRAORDINARY ADVANCES THAT WE'VE MADE IN THE BATTLE AGAINST HIV.

AND TO REMIND US THAT HIV HAS NOT GONE AWAY AND THAT MUCH MORE HAS YET STILL TO BE DONE.

AND WHEREAS IN THE AUSTIN AREA, THERE WERE 247 NEW HIV CASES IN 2019 AND OF THE 6,708 PEOPLE LIVING WITH HIV IN THE AUSTIN AREA.

IT IS ESTIMATED THAT AN ADDITIONAL 1010 ARE UNAWARE OF THEIR STATUS, AND WHEREAS TO HELP STEER THE RESPONSE TO THE HIV CRISIS AND ENSURE THE BEST CARE FOR THE COMMUNITY, THE HIV PLANNING COUNCIL,

ALONG WITH THE AUSTIN ALUMNI CHAPTER OF THE DELTA SIGMA THETA SORORITY INCORPORATED SUPPORT THE EFFORTS OF THE COMMUNITY IN, BUT NOT LIMITED TO THE FAST-TRACK CITIES AND ENDING THE HIV EPIDEMIC INITIATIVES AND WISHES TO COMPLIMENT LOCAL EFFORTS WITH OUR COMMITMENT TO EDUCATE ADVOCATE AND SUPPORT ENDING THE HIV EPIDEMIC.

AND WHEREAS THE HIV PLANNING COUNCIL, THE AUSTIN ALUMNI CHAPTER OF THE DELTA SIGMA THETA SORORITY INC CITY OF AUSTIN AND TRAVIS COUNTY ARE COMMITTED TO ENDING THE HIV EPIDEMIC BY 2030.

UH, I'M ROBIN BLACKMAN, THE PRESIDENT OF THE AUSTIN ALUMNI CHAPTER OF DELTA SIGMA THETA SORORITY INCORPORATED WORLD AIDS DAY IS ONE OF OUR NATIONAL INITIATIVES FROM OUR GRAND CHAPTER.

UM, WE WERE FOUNDED IN 1913.

OUR LOCAL CHAPTER HAS BEEN HERE IN THE AUSTIN AREA FOR 90 PLUS YEARS.

WE HAVE BEEN WORKING WITH ALL OF THE EFFORTS IN AIDS FOR A LONG TIME, AND WE ARE, UH, DEFINITELY, UH, EXCITED TO PARTNER WITH THE CITY AND WITH, UH, SARAH KESHA SMOTHERS, WHO WORKS FOR THE CITY TO MAKE SURE THAT WE MAKE A DIFFERENCE AND MAKE A RECOGNIZABLE IMPACT IN THIS COMMUNITY.

UH, YOU WILL REMEMBER A FEW YEARS AGO, YOU SIGNED ONTO THE PARIS ACCORD ABOUT ENDING THE HIV EPIDEMIC, UH, WILL TELL YOU THAT WE'RE HARD AT WORK.

THE COMMUNITY IS AT HARDER WORK, REALLY LOOKING AT HOW WE CAN DO THAT AND, UH, WORKING ON SYSTEMS AND PROCESSES, UH, TO MAKE THAT COME A REALITY.

I WOULD LIKE TO COMMEND OUR CITY STAFF FOR PUTTING TOGETHER A FINANCING AND PROJECT PLAN FOR THE CHAIRS IN SUCH A SHORT TIMEFRAME.

I RECOGNIZE THE IMMENSE LEVEL OF WORK THIS INVOLVES, AND THEY'VE DONE A GREAT JOB PUTTING TOGETHER SUCH A COMPLEX DOCUMENT IN SUCH A SHORT AMOUNT OF TIME.

MY MAIN CONCERN WITH THIS DOCUMENT, HOWEVER, IS THE LACK OF MENTION OF AFFORDABLE HOUSING.

THE SOUTH CENTRAL WATERFRONT VISION PLAN ADOPTED BY THE AUSTIN CITY COUNCIL IN 2016, CLEARLY OUTLINED A 20% GOAL FOR AFFORDABLE HOUSING IN DISTRICT.

HOWEVER, THE PROJECT AND FINANCING PLAN PRESENTED BY STAFF HAS NO MENTION WHATSOEVER OF AFFORDABLE HOUSING.

IT DOES NOT SPEAK TO THE 20% AFFORDABLE HOUSING GOAL OR ARE LIGHTING ANY MONEY FROM THE TOUR'S FUNDS COLLECTED TO REACH OUR AFFORDABLE HOUSING GOALS LAID OUT IN THE VISION PLAN.

CHAPTER THREE 11 OF THE TEXAS LOCAL GOVERNMENT CODE CODE CLEARLY OUTLINES THE USE OF TERSE FUNDS FOR AFFORDABLE HOUSING, EITHER IN DISTRICT OR ANYWHERE IN THE CITY.

SO THE LACK OF INCLUDING THIS IS VERY CONCERNING TO ME, WE ALL KNOW THE UNFORTUNATE, THE UNFORTUNATE HOUSING CRISIS WE ARE FACING.

SO FOR US NOT TO BE USING EVERY TOOL IN THE TOOLBOX TO HELP TACKLE THIS PROBLEM IS ONCE AGAIN, VERY CONCERNING TO ME, I RESPECTFULLY REQUEST THAT COUNCIL DIRECT THE CITY MANAGER TO INCLUDE SOME FUNDS FOR AFFORDABLE HOUSING, EVEN IF IT IS JUST A BLANKET AMOUNT, THE DETAILS OF WHICH CAN BE WORKED OUT IN THE FUTURE TO HELP REACH OUR 20% 20% AFFORDABLE HOUSING GOAL.

MY LAST COMMENT CONCERNS THE GOVERNANCE STRUCTURE OF THE TERRORS AND POTENTIALLY THE IMPLEMENTATION OF THE SOUTH CENTRAL WATERFRONT.

IT HAS BEEN MY UNDERSTANDING THAT THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION WILL BE THE GOVERNANCE STRUCTURE FOR ANY PROJECTS THAT ARE IMPLEMENTED USING THESE FUNDS COLLECTED FROM A SOUTH CENTRAL WATERFRONT TOURS.

ALTHOUGH NOT SPECIFICALLY STATED IN THE TOURIST PROJECT PLAN, I WOULD IMAGINE THAT THE $300,000 ADMINISTRATIVE FEE IS BEING USED TO COVER THOSE COSTS.

HOWEVER, I WOULD ASK THAT YOU LOOK AT THE PLAN PUT TOGETHER BY THE ORIGINAL CONSULTANT WHO HELPED THE STRUCTURE, WHO HELPS STRUCTURE THE ADC.

IF YOU HAVEN'T ALREADY, IT CALLS FOR A LITTLE BIT MORE MONEY THAN THAT IN ORDER FOR THIS PLAN TO WORK, WE'RE GOING TO NEED GREAT STAFF AND PLENTY OF BOOTS ON THE GROUND TO IMPLEMENT THESE PROJECTS, RESPONSIBLY PRODUCTS THAT WILL EVENTUALLY FUND THE TOURS.

SO LET'S NOT SHORTCHANGE OUR ADC STAFF AND MAKE SURE THAT WE HAVE THE RIGHT AMOUNT OF MONEY ALLOCATED IN THE BUDGET FOR THEM TO DO THEIR IMPORTANT WORK AND SUCCEED.

UM, IT WAS COMPETITIVE, BUT WE ARE REALLY COMMITTED TO BUILDING THE HIGHEST QUALITY AFFORDABLE HOUSING FOR FAMILIES.

WE'RE, WE'RE MOSTLY BUILDING TWO AND THREE BEDROOM UNITS, UM, WHICH WE THINK IS MAKES PERFECT SENSE ACROSS THE STREET FROM NORMAN ELEMENTARY SCHOOL.

UM, AND NOT JUST HOUSING, BUT UH, A HUGE LEARNING CENTER.

IT WILL BE OUR 15TH CENTER, UM, TO SUPPORT THE KIDS THAT ARE ENROLLED THERE, HAVE A FOOD PANTRY, HAVE HEALTH PROGRAMS, HAVE THE SIGNATURE SERVICES THAT WE PROVIDE IN OUR COMMUNITIES.

WE'RE ALSO REALLY EXCITED ABOUT PARTNERING WITH GUADALUPE NEIGHBORHOOD DEVELOPMENT CORPORATION, UH, TO BUILD 32, UM, HOMES FOR SALE.

UM, I THINK WHAT STANDS OUT WITH OUR PROPOSAL IS OUR TRACK RECORD THAT WE'VE BEEN PART OF AUSTIN AND GMDC FOR MORE THAN THREE DECADES, WE'VE PROVEN OURSELVES NOT JUST TO BUILD A GREAT COMMUNITY, BUT TO OWN IT AND OPERATE IT FOR DECADES AND DECADES OVER TIME.

UM, THAT'S OUR MISSION.

THAT'S REALLY OUR COMMITMENT.

TO ME, IT REMINDED ME A LITTLE BIT OF THE CONVERSATION WE'VE BEEN HAVING, UH, WITH REGARD TO HOMELESSNESS AND OUR WRAPAROUND SERVICES, YOU KNOW, WHERE WE COME IN, NOT JUST WITH A PLACE FOR PEOPLE TO SHELTER, BUT ALSO WITH, UM, ADDITIONAL RESOURCES THAT HELP THEM, UM, TO PROVIDE FOR THEMSELVES AND TO INCREASE THE, UM, THE QUALITY OF LIFE THAT PEOPLE HAVE.

AND I KNOW HOW DEDICATED YOU AND YOUR TEAM ARE AND HAVE BEEN TO PROVIDING THOSE SORTS OF PRETTY FUNDAMENTAL RESOURCES AND SERVICES TO THE GOOD FOLKS WHO HAPPEN TO EITHER RENT OR LIVE IN, UM, OWN, UH, STRUCTURES THAT THAT FOUNDATION COMMUNITIES HAS, UM, PUT ON THE GROUND FOR US.

IS THAT GOING TO BE THE CASE WITH THIS? YES.

ALL OUR LEARNING CENTERS ARE OPEN TO THE PUBLIC AND TO THE NEIGHBORHOOD KIDS AND FREE PROGRAMS AND THAT'S ESSENTIAL.

AND SO I THINK THERE'S SOME GREAT OPPORTUNITIES HERE WITH, UH, BOTH THE RAF GABER FAMILY CENTER DOWN THE ROAD, AS WELL AS THE CITY OF CHILDREN, UH, WOMEN, WOMEN, AND CHILDREN'S SHELTER THAT IS RUN BY THE SALVATION ARMY.

AND SO I KNOW THE MAYOR HAS AN AMENDMENT HERE.

IF I SOUND A LITTLE SCATTERED IT'S BECAUSE WE HAVE LIKE A JACK HAMMER IN OUR EAR AND HAVE SORT OF FOR DAYS NOW RUNNING.

UM, BUT ANY CASE WITH THAT DOWN THE ROAD, I THINK THERE'S SOME GREAT OPPORTUNITIES.

THE MAYOR'S AMENDMENT ASKS THAT YOU, THAT YOU AFFIRMATIVELY OUTREACH TO THOSE, UH, TO THOSE ENTITIES TO SEE IF THERE ARE OPPORTUNITIES FOR SOME OF, OF SOME OF THE FAMILIES THAT ARE SHELTERING THERE TO RECEIVE PERMANENT HOUSING DOWN THE STREET IN YOUR FACILITY.

AND I WOULD ASK YOU TO ALSO EXPLORE PARTNERSHIPS WITH, IN TERMS OF USING THE LEARNING CENTER AND POTENTIALLY I KNOW THEY HAVE A, UM, CHILDCARE PROGRAM.

THERE MAY BE SOME NICE, SOME NICE SYNERGIES THERE FOR FAMILIES AT YOUR DEVELOPMENT AT, WITHIN YOUR COMMUNITY.

THAT, UM, THAT ARE YOUNGER, THAT HAVE CHILDREN WHO ARE YOUNGER.

THAT'S A GREAT IDEA.

AND WE PARTNER WITH THE RATHGEBER VILLAGE ALREADY IN PASSAGES PROGRAM, AND WE'RE A KIND OF A PIPELINE FOR FAMILIES TO BE ABLE TO MOVE OUT OF THAT TRANSITIONAL SITUATION INTO A PERMANENT HOME.

AND, UM, WE LOVE THAT PARTNERSHIP.

COULD YOU TALK, THANK YOU.

AND THANKS, YOU KNOW, FOR ALL OF THE WORK THAT YOU DO, COULD YOU TALK A BIT ABOUT THE WAY IN WHICH FOUNDATION COMMUNITIES WORKS WITH INDIVIDUALS WHO ARE PREVIOUSLY HOMELESS? I KNOW THAT YOU HAVE A FEW SPECIAL INITIATIVES, UM, INCLUDING WITHIN YOUR FAMILY AND COMMUNITIES.

YEAH.

WE, UM, WE HAVE FAMILY COMMUNITIES WHICH ARE MOSTLY TWO BEDROOM, THREE BEDROOM, AND RIGHT NOW 160 APARTMENTS ARE IN WHAT WE CALL OUR CHILDREN'S HOME INITIATIVE FOR FAMILIES, WITH KIDS THAT HAVE BEEN HOMELESS.

UM, WE'RE OVERWHELMED BY THE DEMAND.

WE GET TWO OR THREE APPLICATIONS EVERY DAY.

UM, AND OFTEN ONLY HAVE ONE OR MAYBE TWO APARTMENTS A WEEK THAT OPEN UP, UH, IT'S INTENSIVE SUPPORT FOR TWO YEARS TO HELP WRAP AROUND THE SERVICES WITH THAT FAMILY AND HELP THEM TO ADDRESS CHILDCARE AND HEALTH ISSUES.

OUR BIGGEST GOAL IS TO REALLY HELP THE FAMILY BOOST THEIR INCOME, UM, TO GET TO A SUSTAINABLE INCOME THIS YEAR IN THOSE 160 APARTMENTS, WE HAD OVER A 90% SUCCESS RATE OF FAMILIES BEING ABLE TO GRADUATE AND GET TO THAT LEVEL.

AND FOR KIDS THAT'S SUCH A HUGE IMPACT TO BE ABLE TO HAVE, AND THEY DON'T HAVE TO MOVE SO THEY CAN STAY IN THAT APARTMENT.

THE RENT WILL GO AFTER A COUPLE OF YEARS TO AN AFFORDABLE LEVEL.

UM, AND THEN THE NEXT EMPTY APARTMENT ROLLS INTO THE PROGRAM.

SO IT'S SUSTAINABLE ON THAT BASIS.

WE HAVE A WHOLE DIFFERENT PROGRAM FOR SINGLE ADULTS, INDIVIDUALS THAT HAVE BEEN HOMELESS OR CHRONICALLY HOMELESS.

UM, UH, WE'RE BUILDING ZILKER STUDIOS NOW, AND WE JUST OPENED WATERLOO TERRACE UP BY THE DOMAIN.

I MIGHT SHARE WITH COUNCIL WHEN WE, WHEN WE STARTED LEASING WATERLOO TERRACE A YEAR AGO, WE HAD OVER 1300 PEOPLE APPLY FOR 135 APARTMENTS.

AND A MONTH AGO WE JUST STARTED LEASING LAUREL CREEK IN COUNCIL MEMBER PULLS DISTRICT ON NORTH LAMAR.

AND WE HAD OVER 600 PEOPLE INTERESTED IN LIVING THERE FOR 88 APARTMENTS.

UM, WE WERE ABLE TO GET THE FIRST FOUR FAMILIES IN RIGHT BEFORE THANKSGIVING.

WE WERE GOING TO HAND OUT KEYS STARTING DECEMBER 1ST, BUT THESE FOUR FAMILIES IN PARTICULAR WERE HOMELESS, UH, STAYING IN THEIR CAR OR THE SHELTER SORT OF GETTING THEM IN BEFORE THANKSGIVING WAS HUGE.

AND NONE OF THESE FAMILIES WERE IN THE SYSTEM.

NONE OF THEM WERE BEING COUNTED.

IT JUST, UM, THEY NEEDED AN AFFORDABLE PLACE TO LIVE AND MADE SURE THEY WERE AT THE FRONT OF THE LINE AT LAUREL CREEK.

UM, SO WE HAVE OUR 7,000 RESIDENTS THIS YEAR ABOUT A THOUSAND WE'RE FORMERLY HOMELESS.

SO WE'RE THANK YOU FOR, UM, THANK YOU FOR ARTICULATING THAT IN WITH THAT LEVEL OF DETAIL.

I KNOW I KNOW MANY IN THE COMMUNITY ARE FAMILIAR WITH THE GREAT WORK THAT FOUNDATION COMMUNITIES DOES.

UH, I ALSO, I WANT TO JUST ACKNOWLEDGE THE WAY THAT FOUNDATIONS COMMUNITIES HAS ALSO STEPPED FORWARD AT A TIME WHEN, UM, UH, THE PRIORITY OF DEALING WITH, UH, UH, HOMELESSNESS AND CHRONIC HOMELESSNESS THAT, UH, THE ORGANIZATION HAS STEPPED UP TO, TO HELP FILL GAPS.

YOU'VE TAKEN OVER, UH, UM, MANAGEMENT AND HELP ON A PROPERTY WHEN, UH, UH, THEY'RE NOT ALLOWED TO SERVICE PROVIDERS, UH, AVAILABLE OR WILLING OR ABLE TO STEP INTO THAT.

AND YOU HAVE, UH, THE PROGRAM THAT YOU'RE DOING WITH, UH, UH, THE COUNTY, UH, AND US, UH, AND THEN, UM, UH, MAKING THE, THE COMMITMENTS TO THE, THE, THE, UH, TO SPECIFICALLY ADDRESS THIS CHALLENGE AND TO PARTICIPATE IN THE, UH, UH, DATA COLLECTION EFFORT NOW THAT I THINK WE'LL HAVE EVERYBODY PARTICIPATING IN THE COMMUNITY.

I MEAN, WE GO BACK ALMOST 30 YEARS IF NOT LONGER.

AND, UH, I'VE KNOWN THE WORK THAT, THAT THIS ORGANIZATION HAS DONE AND NOT ONCE HAVE I EVER HEARD ANYBODY EVER COMPLAINED ABOUT ANY OF THEIR PROJECTS THAT THEY HAVE, UH, DONE, UH, EVEN NO ONE COULD, YOU KNOW, WE HAD ALL THE COMPLAINTS BEFORE, YOU KNOW, AND THEY, PEOPLE WERE VERY CONCERNED ABOUT A LOT OF THE, UH, TAKING IN HOMELESS INTO THESE, UH, AND BUILDING HOUSING FOR THEM AND, AND, AND APARTMENTS AND, AND BUYING BUILDINGS.

BUT AFTERWARDS IT'S, I MEAN, PEOPLE JUST CAN'T BELIEVE HOW PEACEFUL AND SAFE THAT WHOLE AREA AROUND FOUNDATION COMMUNITIES, UH, PROJECTS.

AND I REALLY WANT TO SAY, THANK YOU FOR ALL THAT HARD WORK THAT YOU HAVE DONE, BUT SHE WILD LOOPY ALSO.

I MEAN, BETWEEN Y'ALL AND WHY LUPA AND THE HOUSING AUTHORITY, YOU ARE THE BEST ORGANIZATION THAT HAS DONE SO MUCH FOR AUSTIN.

SO IT WAS ONLY AFTER WE FINISHED THE FIRST FOUR HOMES ON FATHER JOE'S, THEN OTIS STREET, THAT INTEREST STARTED TO GROW, AND MAN DID IT GROW RIGHT NOW? WE'VE GOT OVER 140 POTENTIAL HOMEOWNERS, UH, IN OUR WAIT LIST.

AND ALMOST EVERY ONE OF THEM HAS GENERATIONAL TIES TO 7 8, 7 0 2 7 8 7 2 1 AND 7 8 7 4 1.

I'M THE DEPUTY EXECUTIVE DIRECTOR AT FOUNDATION COMMUNITIES, AND I OVERSEE ALL OF OUR PROGRAMS. A LOT OF WHAT I WAS GOING TO SAY TODAY HAS ALREADY BEEN KIND OF COVERED BY WALTER AND SOME OF THE QUESTIONS THAT Y'ALL ASKED, BUT I'LL JUST HIT ON A COUPLE OF KEY THINGS.

I DO WANT TO REITERATE THAT ALL OF THE SUPPORT SERVICES THAT WE'RE PROPOSING FOR NORMAN CROSSING ARE BASED ON PROVEN WELL-ESTABLISHED PROGRAMS IN PLACE THAT ARE 25 OTHER AFFORDABLE HOUSING COMMUNITIES.

EVERY DAY, WE SERVE HUNDREDS OF KIDS AND STRUCTURED EDUCATION FOCUSED AFTERSCHOOL PROGRAMS. UM, AND, AND WE WORK CLOSELY WITH OUR NEIGHBORHOOD SCHOOLS AND THE ADMINISTRATORS AT THOSE SCHOOLS.

UH, OUR KIDS HAVE CONSISTENTLY MAINTAINED ABOUT A 3.4 GPA OVER THE YEARS,
