WE HAVE THREE ITEMS ON THE AGENDA TODAY.

THE FIRST IS APPROVING THE MEETING MINUTES FROM NOVEMBER 18.

THE SECOND ITEM THAT YOU'VE HEARD SPEAKERS FROM THIS MORNING IS AUTHORIZING STAFF FROM THE BOARD WITH THE NEGOTIATION AND EXECUTION OF AN AGREEMENT WITH FOUNDATION COMMUNITY.

THAT'S.

THE SECOND ITEM IS AUTHORIZING STAFF TO MOVE FORWARD WITH THE NEGOTIATION AND EXECUTION OF AN AGREEMENT WITH FOUNDATION COMMUNITIES AND NEIGHBORHOOD DEVELOPMENT CORPORATION, OR OTHERWISE A QUALIFIED RESPONDENT TO DEVELOP THE 7.96 ACRE TRACK ANATEL LANE.

YOU'VE HEARD FROM SPEAKERS THIS MORNING ON THAT TOPIC.

AND THE THIRD ITEM IS AUTHORIZING US TO MOVE FORWARD WITH AN 11 MONTH CONTRACT WITH THE HOUSING AUTHORITY OF THE CITY OF AUSTIN OR HAKA OR THEIR TENANT BASED RENTAL ASSISTANCE PROGRAM, UH, IN AN AMOUNT OF APPROXIMATELY 1.1 MILLION.

ANY QUESTIONS, COLLEAGUES THERE, ANY OBJECTION TO ADDING THE DIRECTION THAT I HAVE POSTED AND WITH RESPECT TO ITEM NUMBER TWO, HEARING? NO OBJECTION THAT AMENDMENT IS ADDED.

YEAH, I JUST WANT TO APPRECIATE, UH, TWO ELEMENTS.

I WANT TO SAY WE HAD SOME GREAT PROPOSALS FOR THIS KIND OF HEALTH TRACT AND, AND THAT TO ME IS VERY EXCITING THAT WE HAVE MULTIPLE TALENTED, AFFORDABLE HOUSING DEVELOPERS HERE IN AUSTIN AND DIFFERENT COMMUNITY PARTNERS WHO WANTED TO BE A PART OF MAKING SURE THAT THOSE, THAT THOSE RESIDENTS HAD THE KIND OF SUPPORTIVE SERVICES AND AMENITIES THAT THEY, THAT THEY DESERVE.

AND SO THANK YOU.

IT WAS REALLY INTERESTING TO HEAR, TO HEAR MORE ABOUT THEM TODAY AND TO SEE THE PROPOSALS REFLECTED.

I'M REALLY EXCITED ABOUT THE ONE THAT WE'RE MOVING FORWARD WITH.

AND I ALSO WANT TO JUST SAY A QUICK THANKS WORD OF THANKS TO OUR CITY STAFF FOR, FOR DOING TWO REALLY IMPORTANT THINGS IN THE COURSE OF THIS PROPOSAL, MULTIPLE IMPORTANT THINGS.

BUT TWO, I WANT TO HIGHLIGHT ONE IS HAVING A REPRESENTATIVE FROM THE SCHOOL DISTRICT AS PART OF THE PROCESS.

I THINK THAT IS JUST TERRIFIC.

I THINK IT ALIGNS WITH WHAT WE HAVE SET FORWARD AS GOALS FOR AWHILE NOW OF REALLY MAKING SURE THAT AS WE'RE, AS WE'RE ABLE TO, WE'RE WORKING IN PARTNERSHIP WITH OUR SCHOOL DISTRICTS AND ESPECIALLY AROUND AROUND PLANNING AND HOW, UM, SOME INTENTIONALITY AND SOME THOUGHT TO THE KIND OF DEVELOPMENT WE'RE ENCOURAGING CAN HAVE AN IMPACT ON THAT SCHOOL DISTRICT ON THE SCHOOL DISTRICT AND THE NEARBY SCHOOLS.

AND SO THOSE CONVERSATIONS ABOUT WHAT KIND OF HOUSING WOULD BEST SUPPORT NORMAN ELEMENTARY AND USE THE GREAT RESOURCES AT NORMAN ELEMENTARY IN TERMS OF THEIR PRE-K THREE PROGRAM.

AND SOME OF THE OTHER PROGRAMS THEY OFFER IS JUST EXACTLY THE DIRECTION WE NEED TO BE MOVING.

SO THANK YOU.

I ALSO WANT TO JUST CELEBRATE THAT THIS IS ONE OF THE FIRST PROJECTS TO USE OUR PREFERENCE POLICY.

AND SO THANK YOU FOR GETTING THAT IN PLACE.

UM, I AM REALLY EXCITED TO SEE US PRIORITIZING OUR HOUSING FOR INDIVIDUALS WHO WITH LONG-TERM GENERATIONAL TIES.

SO THANK YOU.

THAT'S UM, THESE ARE ALL VERY GOOD DIRECTIONS FOR US TO BE MOVING.

SO, UH, I ALSO EXCITED ABOUT THIS PROPOSAL APPRECIATIVE OF THE ADDITIONAL DIRECTION.

OBVIOUSLY THERE WAS A WIDE VARIANCE WITH RESPECT TO WHAT COULD BE PRODUCED, UH, AND I APPRECIATE STAFF GETTING AND DIGGING INTO THAT A LITTLE BIT.

I DO THINK IN THE FUTURE, IT'S GOING TO BE REAL IMPORTANT TO INVOLVE THE HOMELESSNESS OFFICE MANAGER, UH, AND DIANA GRAY IN CONSIDERATION OF TRACKS LIKE THIS AND REVIEWS, AND THEN SETTING UP WHAT THE, UH, CRITERIA ARE TO BE USED.

AND WE'RE TRYING TO GET AS MANY COC UNITS AS WE POSSIBLY CAN AND CONSISTENT WITH THE GOALS THAT, UM, UH, UH, THE DIRECTOR OF THAT OFFICE HAS GIVEN THE COUNCIL.

THERE'S A LOT OF UNITS, THE COMMUNITY'S GUIDE TO HAVE TO FIND.

SO WHEN WE HAVE SOMETHING LIKE THIS, WE OUGHT TO HAVE AS ONE OF THE STATED GOALS, UH, YOU KNOW, A CERTAIN AMOUNT OF, UH, CONTINUING CARE, UM, UH, UH, UNITS THAT ARE AVAILABLE ON THESE SITES.

AND WHEN YOU HAVE A SITE THAT'S ESPECIALLY REAL PROXIMATE TO, UH, THE RATH GABER CENTER, YOU KNOW, WHERE PEOPLE ARE GOING IN SHELTERING AND THEN WANTING TO MOVE OUT, UH, ONE OF THE REASONS WHY THE SCHOOL DISTRICT GAVE US THIS PROPERTY OR SOLD IT TO US WAS TO HELP INCREASE THE NUMBER OF FAMILIES AND HAVE PEOPLE THAT DIDN'T HAVE TO MOVE.

SO WE HAVE FAMILIES IN THE WRATH GABER THAT ARE GOING TO MOVE OUT INTO A HOME,

AND IF THEY CAN MOVE INTO THIS, THEN THEIR CHILDREN CAN STAY IN THE SAME SCHOOL.

THAT'S MEETING THE OBJECTIVES THAT, UH, IN, IN PART THAT THE, THAT THE SCHOOL DISTRICT, UH, HAD.

SO I THINK WE OUGHT TO MAKE THOSE KINDS OF UNITS PART OF IT, I WOULD INVOLVE, UM, UH, THAT OFFICE, UH, IN SETTING UP THE, THE, THE REQUIREMENTS AND THINGS THAT WE NEED.

AND, YOU KNOW, IF WE WANT TO HAVE, UH, YOU KNOW, JUST THE THINGS THAT WE'VE TALKED ABOUT, THAT THAT ARE, THAT ARE REAL DESIRABLE FOR US TO HAVE, I THINK, NEED TO, TO TRY TO WORK THEIR WAY INTO THE CRITERIA THAT WE'RE USING AS INDICATED IN THE, UH, IN THE, UH, IN THE DIRECTION.

AND THEN FINALLY, I THINK ONE THING TO, TO CONSIDER, AND I THINK IT'S PART OF THE CONVERSATION TO HAVE WITH, UH, DIANA GRAY IN THE ROOM.

WE'RE TRYING TO INCREASE CAPACITY IN OUR CITY.

UH, WE KNOW THAT AS WE WERE TRYING TO FIND PEOPLE TO BE ABLE TO HELP WITH SOME OF THE HOTELS, THAT WE WERE LIMITED AT A LOCAL CAPACITY AND IN OUR OVERBURDENING, OUR HISTORIC, UH, PARTNERS, WE HAVE AN OPPORTUNITY AT SOMETHING LIKE THIS TO, TO REALLY DO THINGS IN WITH NEW FOLKS THAT ARE, THAT ARE, THAT ARE COMING IN AND TO JUST WAIT REALLY HEAVILY PEOPLE THAT HAVE DONE IT BEFORE, BECAUSE THEY'VE DONE IT BEFORE IS NEVER GOING TO HELP US INCREASE CAPACITY IN OUR CITY, WHICH IS GOING TO BE NECESSARY FOR US TO BE ABLE TO REACH THE SCALE AND NUMBER THAT WE, THAT WE WANT.

SO THERE'S A BENEFIT JUST IN HAVING NEW PEOPLE INVOLVED, BRINGING IN THE URBAN LEAGUE, WHO HAS EXPRESSED A DESIRE TO HAVE TO REALLY GET INVOLVED.

I KNOW THEY WERE ONE OF THE PARTICIPANTS ALONG WITH GUADALUPE ON ONE OF THE ONES THAT WAS NOT, UH, RANKED.

I WAS NOT SELECTED ONE, BUT I THINK WE OUGHT TO TRY TO PROMOTE THAT TO HAVE AN OUTSIDE A DEVELOPER FROM OUTSIDE OF OUR CITY, BRINGING IN ADDITIONAL CAPITAL THAT OUR CURRENT DEVELOPERS MIGHT NOT HAVE THE SAME ACCESS TO IN THE LONG RUN.

WE'LL DO THEM A REALLY GOOD THING FOR OUR CITY.

SO WE OUGHT TO NOT COUNT AGAINST THOSE PEOPLE, BECAUSE WE HAVEN'T HAD EXPERIENCE WITH THEM BEFORE, BUT MAYBE GIVE THEM EXTRA POINTS BECAUSE THEY'RE GOING TO OPEN UP THE POSSIBILITY FOR US TO DO STUFF AT SCALE.

SO, UM, I URGE YOU AND YOUR STAFF TO, TO CONSIDER THOSE THINGS TOO.

ALRIGHT, MOVED AND SECONDED ON THE CONSENT.

THAT'S WHY I'M, TOVO I APOLOGIES FOR NOT MENTIONING THIS EARLIER.

SO WE HAD A CONVERSATION TUESDAY ABOUT THE CHILDCARE PIECE AND THANK YOU FOR THE RESPONSE STAFF AND THE Q AND A THAT, THAT THE RFP WAS RELEASED AFTER MY RESOLUTION REQUIRING THERE'D BE A CONVERSATION ABOUT CHILDCARE WITHIN A PROPOSAL.

AND SO MANAGER, MY QUESTION TO YOU IS WHETHER YOU NEED AN ADDITIONAL IFC TO EXTEND THIS PROVISION TO PROPERTIES THAT ARE FLOWING THROUGH OUR AUSTIN HOUSING FINANCE CORPORATION, OR WHETHER THE POLICY WE'VE PASSED IS SUFFICIENT.

AND YOU CAN GET BACK TO ME IF YOU WANT.

BUT I DO.

IF YOU HAVE AN ANSWER TODAY, THAT WOULD BE HELPFUL.

I JUST WANT TO BE SURE THAT WE ALWAYS HAVE A PROACTIVE CONVERSATION ABOUT, ABOUT CITY OWNED LAND.

IF THERE'S NOT GOING TO BE CHILDCARE REQUIRED AS PART OF THE PROPOSAL UNDERSTOOD.

I WANT TO TALK TO THE STAFF AND WE'LL GET BACK TO YOU.

CAUSE I I'M CONFUSED NOW WHEN YOU GET INTO THE DETAILS, WHICH I APPRECIATE YOU DOING, AS YOU GO THROUGH THIS, UM, CHILDREN AT RISK, LOOK AT THE, YOU KNOW, THE ZIP CODES IN THE AREA TO IDENTIFY WHERE WE HAD CHILDCARE DESERTS.

THIS WAS NOT ONE OF THOSE, UH, AREAS.

AND I DON'T KNOW IF THAT'S JUST BECAUSE THERE WERE NOT VERY MANY KIDS IN THE ZIP CODE OR WHAT THE ISSUE WAS, BUT SOMEONE TAKING A LOOK AT THOSE KINDS OF THINGS, AS PART OF THIS, I THINK WOULD BE HELPFUL, RIGHT? AND THE RESOLUTION WE PASSED DIDN'T INSIST THAT THERE ALWAYS BE A CHILDCARE AS PART OF THE RFP, BUT THAT IF THEY WERE NOT, IF STAFF WERE NOT INCLUDING IT, THAT THEY LET US KNOW THAT THEY'RE NOT AND WHY.

AND THAT WOULD BE A REASONABLE REASON THAT, YOU KNOW, THERE ARE MULTIPLE OTHER HIGH-QUALITY CHILDCARE CENTERS IN THE AREA.

AND SO WE DIDN'T INCLUDE IT, BUT THAT THERE'D BE AN INTENTIONAL CONVERSATION AROUND IT.
