ONE APPROVAL OF THE MINUTES.IS THERE A SECOND? IT'S BEEN MOVED BY COMMISSIONER TALAVERA AND SECONDED BY COMMISSIONER LES THAT WE APPROVE THE MINUTES ALL IN FAVOR OF ACTUALLY THE MINUTES FROM TWO MONTHS AGO, OCTOBER.
THESE ARE THE OCTOBER 12TH, 2021 MINUTES.
ALL IN FAVOR, ANY OPPOSED ANY ABSTENTIONS PASSES UNANIMOUSLY ITEM
[2A. Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health)]
TO THE COMMUNITY SERVICES BLOCK GRANT PROGRAM.MR. ZAMBRANO, ARE YOU AVAILABLE? WE SEE YOUR NAME.
CAN YOU HEAR ME? YES, WE CAN HEAR YOU.
THANK YOU FOR HAVING ME TODAY AND HAPPY HOLIDAYS TO ALL OF YOU GET STARTED, AND IT SHOULD BE A PRETTY BRIEF, UH, REPORT THIS MONTH IN ANY SERVICES BLOCK GRANT PROGRAMMATIC FINANCIAL REPORT FOR DECEMBER 14TH EMISSION, THE NEIGHBORHOOD SERVICES UNIT PROVES THE LIVES AND HEALTH OF PEOPLE EXPERIENCING POVERTY BY PROVIDING PUBLIC HEALTH AND SOCIAL SERVICES AND CONNECTING RESIDENTS OF AUSTIN AND TRAVIS COUNTY TO COMMUNITY RESOURCES.
IF YOU LOOK AT PAGE ONE OF THE REPORT, IT'S A SUMMARY OF THE TYPES OF SERVICES WE PROVIDE.
PREVENTIVE HEALTH IS MANAGEMENT AND EMPLOYMENT SUPPORTS A LITTLE BIT ON THE FUNDING AND BUDGET.
WE ARE ON TRACK TO EXPAND OUR, UH, MONIES BY MARCH OF 2020 TO GO ON TO PAGE TWO, I AM HAPPY TO REPORT THAT EVEN IN THE MIDST OF THIS PANDEMIC, OUR SOCIAL WORKERS WERE WORKING HARD ON THEIR CASE MANAGEMENT SELF-SUFFICIENCY SERVICES, AND THEY WERE ABLE TO TRANSITION 19 INDIVIDUALS OUT OF POVERTY.
OUR GOAL OF 43, UH, WILL NOT BE MET THIS YEAR, GIVEN VARIOUS CIRCUMSTANCES, MOST OF ALL, COVID-19, UH, BUT WE'RE IN GOOD SHAPE NEXT YEAR TO, TO MEET THAT GOAL, MAYBE MOVE ON DOWN.
AND I'D LIKE TO HIGHLIGHT A COUPLE OF THINGS.
WE SPENT A LOT OF THE YEAR PROVIDING OUR RENT ASSISTANCE TO HELP HOUSES OF WHAT YOU'VE MENTIONED.
WE'VE ACHIEVED ABOUT 1,458 HOUSEHOLDS.
UM, AND WON'T EVICTION THIS PAST YEAR.
WE'VE ALSO DONE A LOT OF, UH, FOOD DISTRIBUTIONS.
OVER 30,000 PEOPLE SERVED, UM, 71 PEOPLE IN CASE MANAGEMENT.
THOSE ARE THE FOLKS RECEIVING SELF-SUFFICIENCY OR COUNSELING AND SERVICES TO BE INTO THE WORLD OF WORK IN A LIVING WAGE JOB.
WE ALSO HAVE A LOT MORE VOLUNTEERS.
AGAIN, WE'RE PRACTICING ALL SAFETY PROTOCOLS, BUT WE INVEST 632 HOURS OF VOLUNTEER HOURS COMPARED TO 2020.
THAT IS A REALLY HOPEFUL NUMBER.
YOU CONTINUE TO MOVE UP AND SCROLL TO PAGE THREE.
I'LL GIVE SOME PROGRAMMATIC ADMINISTRATIVE UPDATES GOOD AT NUMBER THREE OR FRESH FOODS FOR FAMILY PROGRAM.
UM, RECENTLY IT'S BEEN VERY SUCCESSFUL AS A DRIVE-THROUGH MODEL, AND I THINK WE'LL CONTINUE TO DO IT THIS WAY.
EVEN POST PANDEMIC, IT'S VERY EFFICIENT AND WE'RE ABLE TO REACH A LOT OF HOUSEHOLDS AND ADDRESS FOOD INSECURITY IN OUR COMMUNITY.
WE HAVE OUR HOME DELIVERY PROGRAM IS GOING ON SIX MONTHS NOW, HAPPY TO WORK ON AN OCTOBER, 2000 180 INDIVIDUALS HAD FOOD BOXES DELIVERED TO THEIR DOORSTEP.
AMAZON HAS DONE ABOUT 3,500 DELIVERIES SO FAR IN THE SHORT SIX MONTHS THAT WE'VE BEEN RUNNING THIS PROGRAM AND THEY'VE BEEN APPROVED TO PROVIDE THESE SERVICES THREE DAYS A WEEK FISCAL YEAR FOR CALENDAR YEAR 22.
[00:05:01]
THROUGH THE SUCCESS IN THEIR IMPACT TO THEIR PEOPLE AND TRYING TO GET THAT FOURTH DAY APPROVED AND HOPEFULLY A 50.SO BY SOMETIME NEXT YEAR, WE'LL BE ABLE TO HAVE THIS SERVICE AVAILABLE TO MEMBERS OF OUR COMMUNITY IN NEED OF FOOD.
UH, FOUR TO FIVE DAYS A WEEK, UH, THROUGH OCTOBER WE ASSISTED 471 HOUSEHOLDS AND PROCESSED $1.1 MILLION IN RENT ASSISTANCE PAYMENTS.
AND WE FELT A TOTAL OF 1,318 PEOPLE AND WAITING EVICTIONS WITH THE CARES ACT ON THE THAT'S REALLY GREAT NEWS.
UH, WE CONTINUE TO PROVIDE UTILITY ASSISTANCE THROUGH OUR ENERGY, UM, AUSTIN ENERGY PLUS ONE PROGRAM.
UH, WE RECEIVED SOME EXTRA FUNDING LAST YEAR, UH, FOR COVID AND WE USED IT ALL IN HELPING PEOPLE KEEP THEIR LIGHTS ON.
I HAVE A SHORT SUCCESS STORY THERE THAT I JUST BROUGHT BACK FROM THE MONTH WHEN WE DIDN'T NEED ABOUT YOU TO TAKE YOUR TIME AND READ THAT ON YOUR OWN TIME.
COUPLE OTHER UPDATES THAT ARE NOT ON THE REPORT.
UH, WE PARTICIPATED IN COLLABORATOR WITH THE HEALTH EQUITY PROGRAM, AUSTIN PUBLIC HEALTH ON PPE EVENTS, AND THOSE WERE VERY SUCCESSFUL WITH THE PAST SIX TO SEVEN MONTHS.
WE DISTRIBUTED AN EXTRA 10, UH, EXTRA PASSES OF SHELF, STABLE FOOD DISTRIBUTED TO 10,000 PEOPLE IN OVER 8,000 HOUSEHOLDS TOTAL, UM, ALMOST 4,500 REUSABLE BAGS WITH RESOURCES FROM US FROM WIC, OTHER PROGRAMS, 20 PALLETS OF HOUSEHOLD GOODS TO ADDRESS OTHER NEEDS THAT OUR COMMUNITY HAS, WHICH IS ANIMAL FOOD SUPPLIES, ELLS, UM, NUTRITIONAL ITEMS, EDUCATIONAL ITEMS, FEMININE HYGIENE, AND INCONTINENCE PRODUCTS, THINGS LIKE THAT.
UH, SO THAT WAS JUST AN EXTRA, UM, OUR COMMUNITY IN COLLABORATION WITH THE CENTRAL TEXAS FOOD BANK AND HEALTH EQUITY IN PUBLIC HEALTH.
SO JUST LETTING YOU KNOW, AND WE CONTINUE TO DO WHAT WE CAN TO ADDRESS THE NEEDS OF OUR COMMUNITY.
UH, WE FOUND SOME NEW, MORE EFFICIENT WAYS TO DELIVER SERVICES EXCITED ABOUT THOSE.
WE'RE ALSO VERY, UH, CONCERNED WITH THESE, UH, VARIANTS AND THE FACT THAT COVID IS STILL WITH US.
SO I JUST ENCOURAGE ALL OF YOU TO CONTINUE TO PRACTICE ALL THE SAFETY PROTOCOLS AND WE WILL DO THE SAME AND THE NEIGHBORHOOD CENTERS AND WITH OUR STAFF.
IF THERE ARE ANY QUESTIONS, PLEASE LET ME KNOW.
UH, SO, UM, A QUESTION FOR STAFF, DO YOU HAVE A SENSE OF WHETHER THE NEED FOR RENTAL ASSISTANCE IS TAPERING OFF OR GOING UP OR THERE'S JUST THE FUNDING IS TAPERING OFF.
IT'S HARD TO TELL, UH, VICE CHAIR, BOB, UH, WE'RE STILL GETTING CALLS.
WE'RE STILL PROVIDING RENTAL ASSISTANCE.
UM, WE'RE WORKING WITH CATHOLIC CHARITIES AS WELL IN TERMS OF REFERRING FOLKS TO, TO THAT PROGRAM OVER THERE.
UM, SO IT'S, IT'S HARD TO TELL, I DON'T THINK IT'S AS IN DEMAND AS IT WAS SIX MONTHS AGO.
UM, BUT IT'D BE INTERESTING TO LOOK AT THE NUMBERS IN NEXT YEAR, NEXT MONTH, A REPORT AND BRING SOME INFORMATION BACK FOR YOU.
I KIND OF WANT TO FOLLOW UP ON VICE-CHAIR POPS QUESTION.
I DO HAVE MY OWN AS WELL, BUT THAT ONE WAS INTERESTING TO ME IN THAT, UM, YOU WERE SAYING IT'S KIND OF HARD TO TELL, ARE WE TRACKING THE NUMBERS JUST STRAIGHT NUMBERS, UM, FROM MONTH TO MONTH? AND SO I DON'T KNOW IF IT WOULD BE HARD TO TELL IF WE'RE JUST COUNTING.
I'M SURE I MUST BE OVERLOOKING SOMETHING IN THE, I THINK YOU'RE UNDER OVERLOOKING ANYTHING.
WE DON'T TRACK NUMBERS MONTH TO MONTH.
I MEAN, WE COULD, UH, WE JUST TAKE THE CALLS AND PROCESS THE, UH, UM, MENTAL ASSISTANCE, UM, REQUEST.
I CAN'T SAY THAT LAST YEAR OR THIS YEAR, UH, THIS FIRST 11 MONTHS WE RECEIVED ABOUT 45,000 CALLS FOR MENTAL ASSISTANCE.
UM, WE ASSISTED THOSE THAT WERE ELIGIBLE AND THOSE THAT WERE NOT, WE WOULD REFER THEM TO, THEY WENT TO PLANO, TEXAS WHEN REALLY CATHOLIC CHARITIES, THE COUNTY, ET CETERA.
[00:10:01]
ON THAT AND THEN TRY TO GET SOME NUMBERS FOR YOU AND PERHAPS I'M NOT NECESSARY.I GET, I THINK I AM A LITTLE SURPRISED THAT WE HAVEN'T BEEN TRACKING NUMBERS.
THAT'S IN THE PAST, BUT YES, GOING FORWARD, IT WOULD BE AN EXPECTATION THAT I WOULD HAVE THAT WE WOULD AT LEAST HAVE A, A TALLY OF THOSE THAT WE DID IN FACT SERVE.
I RECOGNIZE THAT, YOU KNOW, THERE ARE QUITE A FEW COMING IN WHERE I'M REFERRING, YOU KNOW, AS APPROPRIATE.
UH, I, I FEEL THAT THAT TOO COULD BE TRACKED, BUT ESPECIALLY THOSE THAT WE ARE, UH, UH, ASSISTING.
UM, BECAUSE OTHERWISE WE WON'T, WHAT, HOW DO, HOW DO WE KNOW WHAT'S HAPPENING? SO, UM, YEAH, COMMISSIONER THOMPSON, TO THAT POINT, UH I'M HEATHER, WOULD YOU BE ABLE TO, UM, REQUEST, UM, I'M GUESSING WHAT YOU'RE REPORTING WAS, UH, THE NUMBER OF FOLKS THAT WE HAD SERVED THROUGH THE LAST FISCAL YEAR THROUGHOUT, UH, THROUGH THE END OF SEPTEMBER, OR WHEN YOU SAID THROUGH OCTOBER, UM, WHAT WAS THE, WHAT WAS THE DATE RANGE FROM, UH, NOVEMBER OF LAST OF 2020? OKAY.
UM, WOULD YOU THAT'S JUST FOR NEIGHBORHOOD SERVICES, JUST FROM NEIGHBORHOOD SERVICES, RIGHT? NOT, WE'RE NOT COUNTING 0.2 0.0, THE STATE PROGRAM, TRAVIS COUNTY, UH, HAKA.
AND SO NEIGHBORHOOD SERVICES, IS THAT DRAWING FROM THE SAME RENT 2.0 POOL OR NO, THAT'S THE CARES ACT.
UM, RENT 2.0 IS ACTING, SO WHAT YOU WERE REFERENCING, W WHICH DOLLARS ARE THESE COMING FROM? THE NOVEMBER, 2022, OCTOBER, 2021.
WELL, I THINK WHAT WOULD BE HELPFUL IS, UM, IF POSSIBLE, COULD FIND OUT HOW MANY OF THE FA HOW MANY OF THE HOUSEHOLDS WERE SERVED MORE THAN ONCE, MAYBE IN THAT TIME.
UM, AND I THINK THAT MIGHT HELP GIVE THE, AN IDEA OF DEMAND.
AND IT SOUNDS LIKE YOU EXPENDED ALL OF THE DOLLARS THAT WERE AVAILABLE.
AND WERE THE MONTHLY OUT, DO YOU KNOW? WELL, IF YOU EXPENDED THEM ALL, YOU EXPENDED THEM ALL.
I DON'T KNOW, BY MONTH, IT'S IT FLUCTUATED IN A WAY THAT MATTERED, BUT IF YOU COULD AT LEAST FIND OUT HOW MANY OF THE FAMILIES WERE SERVED IN TOTAL AND HOW MANY OF THE FAMILIES WERE SERVED MULTIPLE TIMES.
I THINK THAT MIGHT START TO LEND A LITTLE BIT OF A CLUE AND BACK TO YOU, COMMISSIONER TUFTS.
AND LIKE I SAID, MINE IS MORE OR LESS GOING FORWARD.
UH, BUT I DEFINITELY APPRECIATE HISTORICAL, UH, BECAUSE THAT WILL BE, UM, BENEFICIAL IF YOU MOVE FORWARD AS WELL.
UM, MY QUESTION, UM, THAT I WAS, UM, FOCUSING ON IS I LOVE THE FACT THAT WE'RE DOING THE, UM, THE FRESH FOODS FOR FAMILIES THROUGH THE DRIVE-THROUGH.
IF THE INDIVIDUAL IS NOT, UM, COMING THROUGH THE DRIVE IN A VEHICLE, OR WHAT OPTIONS DO WE HAVE FOR THEIR SERVICES WALK UP, THEY CAN STILL WALK UP.
I THINK THOUGH, I DON'T WANT TO HARP ON IT, BUT I THINK THERE WAS SOME MISCOMMUNICATION.
WE ARE TRACKING THE PEOPLE WE SERVE.
SO THERE IS INFORMATION AND DATA ON, WE RECEIVED ABOUT $1.4 MILLION IN CARES ACT CSBG FUNDS, WHICH IS WHAT I AM REQUIRED TO REPORT TO YOU GUYS.
AND ALL OF THOSE FUNDS WERE EXPENDED THROUGH A CONTRACT WITH STANLEY URBAN LEAGUE.
WE DID THE ELIGIBILITY AND SCREENING AS THE NEW URBAN LEAGUE PROVIDED THE PAYMENT AND THE LAMP.
IT MAKES SENSE THAT YOU HAVE THE DATA, YOU JUST NEED TO GO BACK AND GET IT.
PROBABLY DIDN'T HAVE IT LIKE ALL ON HAND SLICED AND DICED THE WAY WE WANTED IT.
THIS IS COMMISSIONER TO OLIVER.
I HAVE A QUESTION THAT, UH, I NEED TO FIND OUT IF YOU CAN LOOK INTO IT.
I HAD A FAMILY CAME TO ME AND ASKED IF THERE WAS ANY WAY THAT THE COLBERT FAMILY MEMBERS THAT LOST LOVED ONES.
WAS THERE ANY FUNDS AVAILABLE TO HELP THEM? I DON'T KNOW IF IT'S ANYTHING COME UNDER THE HEADING OF A CARES ACT, S B G FUNDING.
BUT I WOULD LIKE TO KNOW IF YOU WOULD LOOK INTO IT AND SEE, BECAUSE WE'RE HAVING, UH, A LOT MORE PEOPLE IN THE HOSPITAL NOW WITH THIS OTHER NEW OUTBREAK.
COMMISSIONER, I CAN ASK, UH, OUR FUNDING WAS ALLOCATED JUST FOR RENT ASSISTANCE.
SO OUR CSBG CARES AND FUNDING WAS REQUIRED TO THE EXTENDED, UM, RENT ASSISTANCE HOME, BUT I CAN ASK AND SEE IF THERE'S ANY OTHER FUNDING AVAILABLE THROUGH THE CITY FOR
[00:15:01]
FAMILIES.WHO'VE LOST FAMILY MEMBERS TO COVID.
AND, UH, I'D LIKE TO ASK A CLARIFYING QUESTION.
WHAT KIND OF ASSISTANCE WOULD THAT BE IN? YOU KNOW, MOSTLY YOUR FILMS NOW IS PRETTY HIGH AND IF IT'S A COVID DEATH IS EVEN MORE.
DO YOU HAVE ANY OTHER QUESTIONS FOR ON-HAND? YEAH.
AND I WISH YOU A VERY, VERY YOU AND ALL OF THE, UH, THE TEAM, A VERY, VERY HAPPY HOLIDAY AND A HAPPY AND HEALTHY 20, 22.
THANK YOU FOR BEING THERE FOR BEING THERE FOR US, ADVOCATING, APPRECIATING LET'S MOVE ON TO ITEM NUMBER THREE, NEW BUSINESS, A BRIEFING ON THE HOUSING INVESTMENT REVIEW COMMITTEE, THE HERC APPOINTMENTS WE HAVE JAMIE MAY WITH HOUSING AND PLANNING.
HE DOESN'T APPEAR TO BE ON JUST YET.
SO MAYBE WE CAN MOVE ON TO THE NEXT ITEM.
[3B. Discussion and Possible Action regarding affordability aspects of South Central Waterfront Plan (Vice Chair Paup)]
POSSIBLE ACTION REGARDING AFFORDABILITY ASPECTS OF THE SOUTH CENTRAL WATERFRONT PLAN VICE-CHAIR PUMP.LET'S SEE, IN OUR OCTOBER MEETING, WE HAD A GOOD DISCUSSION OF THIS, AND WE WEREN'T ABLE TO MEET IN NOVEMBER.
UH, SOME OF THE COMMISSIONERS HAVE BEEN WORKING ON WITH ME ON THE SOUTH CENTRAL WATERFRONT ISSUE.
THE DEVELOPER OF THE WHAT'S KNOWN AS THE STATESMAN PUD, WHICH IS BIGGEST SITE.
IT'S WHERE THE STATESMEN HAD ITS OFFICES AND ITS PRINTING PRESS AND SO FORTH, UH, HAS FILED A CHAPTER.
JESSE, YOU MAY KNOW THIS CHAPTER THREE 80 OR 3 82, A LETTER THAT GIVES THE CITY A DEADLINE FOR, UH, CONSIDERING THE ZONING APPLICATION THAT THEY'VE MADE.
AND SO THAT DEADLINE FALLS DUE VERY SHORTLY.
AND I THINK THE PLANNING COMMISSION, I BE CONSIDERING THIS TONIGHT, AND THEN IT'S HEADED TO COUNCIL IN A FEW WEEKS AFTER, IN A FEW DAYS AFTER THAT.
SO THAT THAT'S GOING TO HAVE AN IMPACT ON THE DISTRICT OVERALL BY KIND OF TAKING IT OUT AND MAKING IT PART OF ITS OWN ZONING RATHER THAN THE DISTRICT PLAN, BUT THERE WILL STILL BE OTHER AREAS LEFT AND THERE IS A PLAN AND THE CITY'S MOVING FORWARD.
THE COUNCIL'S PLANNING TO HAVE A SPECIAL MEETING ON, I THINK THE 20TH OF DECEMBER NEXT WEEK TO GET THE DISTRICT IN PLACE SO THAT IN THE FUTURE AS APPLICATIONS COME UP, THEY CAN BE DEALT WITH UNDER THE OVERALL DISTRICT PLAN INSTEAD OF ONE BY ONE, UNFORTUNATELY FROM MY PERSPECTIVE, BUT THE STATESMAN TRACKED SOMEHOW AN AGREEMENT WAS MADE EARLY ON THAT IT WOULD ONLY HAVE 4% AFFORDABLE HOUSING.
SO THE OVERALL DISTRICT HAS A GOAL OF 20% AND HERE'S A BIG TRACK OF IT.
THAT'S GOING TO GO THROUGH WITH PROBABLY 4%, WHICH MAKES IT HARDER FOR EVERYBODY ELSE TO GET TO THE 20.
UM, WHEN THE SOUTH CENTER WATERFRONT DISTRICT BOARD DISCUSSED THIS, I MADE THE POINT THAT AS A PUTT, IT'S SUPPOSED TO BE SUPERIOR.
PART OF THE CONCEPT OF POD IS THEY CAN DO DIFFERENT THINGS WITH THE ZONING IF THEY ACHIEVE SUPERIORITY AND HOW CAN 4% BE SUPERIOR, THEY NEED TO DO MORE THAN THAT, BUT IT'S, IT'S KIND OF AN UPHILL CLIMB CONSIDERING THAT THE CITY PLAN CALLED FOR IT TO BE 4%.
SO, UM, THE OTHER PIECE OF THIS IS THE REST OF THE LAND AND THE, THE REGULAR WHAT'S CALLED A REGULATING PLAN.
AND THAT IF THE COUNCIL ADOPTS THE DISTRICT NEXT WEEK, THEN THEY'LL, THE STAFF WILL START WORKING ON FINALIZING THE REGULATING PLAN.
AND THAT'S WHERE THE AFFORDABILITY REQUIREMENTS FOR THE REST OF THE PROPERTY.
YOU'D LIKE, IS IT A 60% OR 50% OR 80% OR A HUNDRED PERCENT OF MEDIAN FAMILY INCOME, THAT KIND OF ASPECT OF THE AFFORDABILITY REQUIREMENTS, UH, WHETHER THE FUNDING THAT
[00:20:01]
IS GENERATED THROUGH THE, THE TAX INCREMENT FINANCING MECHANISM GENERATES MONEY JUST DEDICATED TO THE INFRASTRUCTURE, OR IT'S ALSO AVAILABLE FOR THE HOUSING PIECE OF IT.SO THERE ARE A BUNCH OF DECISIONS THAT WILL BE COMING UP IN THE NEXT WEEKS AND MONTHS.
AND, UH, WE HAVE A WORKING COMMITTEE OF THE COMMISSION THAT CONSISTS OF COMMISSIONER GARRETT, COMMISSIONER, UH, LOU AND MYSELF.
AND I, I KNOW THERE WAS ONE OTHER COMMISSIONER WHO WAS INTERESTED, BUT WE HAVEN'T BEEN ABLE TO REACH HER.
I THINK COMMISSIONER DELGADO WAS INTERESTED, BUT WE HAVEN'T BEEN ABLE TO REACH HER TO, TO MEET.
SO I W I WOULD LIKE, UM, FOR THE COMMISSION TO PASS RECOMMENDATIONS ON THE AFFORDABILITY, AND WE MAY NOT BE ABLE TO BE VERY SPECIFIC, BUT AT LEAST WE CAN MAKE A STATEMENT THAT IT'S IMPORTANT.
AND TO DO THAT AT OUR NEXT MEETING, AND TO GIVE TIME FOR US TO MEET AGAIN AND TAKE INTO CONSIDERATION WHATEVER COUNCIL DOES NEXT WEEK, AS WE FINE TUNE A DOCUMENT TO PRESENT TO THE COMMISSION FOR ITS PASSAGE.
I HAVE A, UM, I JUST WANT TO RESTATE THIS TO MAKE SURE I'M TRACKING IT.
AND I KNOW WE'VE TALKED ABOUT IT QUITE A BIT OVER THE LAST COUPLE OF MONTHS, BUT YOU S YOU GRASP THESE, YOU GRASP COMPLEX NOTIONS MUCH BETTER THAN ME.
SO THE SOUTH CENTRAL WATERFRONT DISTRICT HAD, UH, THERE WAS A VISION ASSOCIATED WITH HOW IT WOULD BE REDEVELOPED AND THAT VISION CALLED FOR 20% AFFORDABILITY.
HOWEVER, A PLAN STILL AN ACTUAL PLAN HAS STILL NOT BEEN APPROVED.
UM, AND THEREFORE IN THE INTERIM, WHEN FOLKS WANT TO DEVELOP, THEY DO SUBMIT A PUD, THEY DO A PUD, AND THAT EFFECTIVELY ALLOWS THEM TO, IF THAT'S PERMITTED, IT EFFECTIVELY ALLOWS THEM TO DEVELOP OUTSIDE OF THE PARAMETERS OF WHAT THAT PLAN WAS GOING TO SAY.
SO IF THE PLAN WAS ULTIMATELY GOING TO SAY 20%, NONE OF THAT MATTERS BECAUSE WHOEVER GETS A PUT IN BEFORE THE PLAN IS THERE, IT CAN GET WHATEVER PERCENT AFFORDABILITY THEY WANT.
IS THAT WHAT I'M HEARING? YES.
UM, AND SO OUR HOPE IS TO BE ABLE TO SUBMIT RECOMMENDATION TO COUNCIL, TO TRY TO DO OUR BEST, TO PRESERVE THE AFFORDABILITY VISION AND THE EQUITY VISION AS RELATED TO THE DEVELOPMENT THERE.
THAT DEFINITELY SOUNDS GOOD TO ME.
AND I'M OPEN TO IDEAS ON HOW WE DO SO, OR HOW WE, UM, ITERATE THAT THOUGHT.
MR. GARRETT, DO YOU WANT TO MAKE ANY COMMENTS? UM, I DON'T LEARN MY, I HAVE MORE QUESTIONS.
UM, WHEN DOES THE REGULATORY PLANE GET PAST OR GET UP FOR, FOR A VOTE? I'M NOT SURE.
I DON'T KNOW IF STAFF, IF, IF ERICA CAN ANSWER THAT QUESTION, THIS IS ERIC WITH THE HOUSING AND PLANNING DEPARTMENT.
UM, WE ANTICIPATE THAT THE REGULATING PLAN WILL BE READY FOR COUNCIL APPROVAL THIS SPRING.
UM, WE DON'T HAVE A SPECIFIC DATE YET, BUT ANTICIPATE IT'LL BE THE SPRING.
AND CAN WE ANTICIPATE HOW MANY PUDS WE EXPECT BETWEEN NOW AND THEN? WELL, THERE'S RUMOR OF ANOTHER ONE COMING ALONG, BUT I DON'T THINK THEY'VE FILED.
I HAVEN'T HEARD ANY OTHER DISCUSSION.
MAYBE STAFF HAS MORE INFORMATION.
NO, I DON'T HAVE ANY OTHER INFORMATION, YOU KNOW, AND FORGIVE ME AS MY MEMORY IS FOGGY IN THIS PANDEMIC.
I KNOW WE DIDN'T HAVE A MEETING LAST MONTH AND THE MONTH BEFORE, DID WE PASS THE, UH, SOUTH CENTRAL WATERFRONT RECOMMENDATION THAT WE DID PASS A, UH, WE DID APPROVE THIS BODY APPROVED A SOUTH CENTRAL WATERFRONT RECOMMENDATION THAT YOU HAD DRAFTED.
IS THAT RIGHT? NO, I THINK SO.
I THINK IT DOESN'T THE MINUTES, OR THAT WAS THAT FOR THE OCTOBER.
WE HAD THE PRESENTATION AND THEN NOVEMBER, WE HAD THE RESOLUTION, BUT WE DIDN'T MEET, SO WE DIDN'T HAVE.
[00:25:02]
UM, SO DOES EVERYBODY FEEL, SEEMED TO FEEL, UH, PRETTY RESOLUTE ABOUT THE NOTION THAT WE SHOULD MITIGATE OR PRESERVE AS MUCH AFFORDABILITY AS POSSIBLE HERE? UM, BY MEANS OF A REGULATING PLAN AND, AND, OR OTHER MECHANISMS, AND IF SO, UM, I'D BE HAPPY TO READ SOME THOUGHTS THAT, UH, MIGHT BE A RESOLUTION THAT WE COULD TAKE ACTION ON IMMEDIATELY.DOES THAT SOUND OKAY LIKE TONIGHT? I MEAN, IF, IF WE FEEL RESOLUTE ABOUT IT, WE ARE, UH, IT'S A REALISTIC FOR ACTION IF NECESSARY, WE'D STILL NEED A DRAFT LIKE A MEMO.
I THINK THAT GOES ALONG TO COUNSEL.
I THINK YOU, I THINK YOU COULD GET THAT DRAFT LIKELY, UM, WITHIN MOMENTS AFTER THIS MEETING IS OVER.
IF NOT, IS THAT IN THE BACKUP FOR OCTOBER? YES, THERE IS ACTUALLY A DRAFT IN OCTOBER BACK UP, UM, THAT WOULD PROBABLY BE BROUGHT UP, UM, MAYBE, UH, BUT, BUT THERE IS, IS ONE POSTED ON THE CDC WEBSITE FROM THE OCTOBER MEETING.
AND I CAN, SINCE I HAVE IT PULLED UP, UM, I COULD READ IT, UH, IT SAYS, UM, ABSOLUTELY.
AND JUST ONE MOMENT, I HAVE A QUESTION FROM COMMISSIONER TAVOR, UH, THE OTHER COMMISSIONERS ADD, I'M KIND OF STOP STUMPED ON THIS HERE.
APRIL 3RD IS A COMMUNITY IN WHICH INDIVIDUAL UNITS, INDIVIDUAL UNITS HAVE THE ANDY OWNERS HAVE THE OWNERSHIP OF THEIR HOMES, THEIR LODGE, AND THE COMMON USE TOWNHOMES CONDOS, APARTMENT CONFLICTS.
SO IF THEY GET A PRODUCT OUT THERE, THAT MEANS EVERYTHING THAT'S OUT THERE IN THAT POOL WILL BE OWNED BY THE PEOPLE THAT LIVE IN THERE IS THAT RIGHT? WE HAVE TO ALL BE CONDOS.
IT COULD BE RENTAL, IT COULD BE APARTMENTS TOO, BUT TH THIS IS WHAT I'M READING HERE IS THAT IT COULD BE OWNED BY THE PEOPLE THAT LIVE IN THERE.
IS THAT TRUE IF THEIR CONDUCT, AND I DON'T KNOW IF THE PUD NECESSARILY DICTATES THAT THAT HAS TO BE LIKE THAT FOR, I THINK FOR THE SAKE OF THIS DISCUSSION, THE CHALLENGE WITH THE POD IS THAT IT'S LIKE A SPECIAL LITTLE, IT'S LIKE A SPECIAL LITTLE ZONING DISTRICT OF IT.
IT GETS TO JUST FOLLOW ITS OWN RULES OUTSIDE OF THE REGULATING PLAN.
AND SO THAT I THINK IS WHAT THE, WHAT THE, WHAT THE CHALLENGE IS.
AND I DON'T, I THINK THAT'S IMMATERIAL AS TO WHETHER OR NOT IT WOULD FACILITATE OWNERSHIP OF THOSE UNITS OR NOT.
WELL, THIS, THERE IS, UH, AS OF, UH, JUNE THE 17TH OF 2021, THAT WAS WHAT I WAS READING FROM.
AND THE OTHER ONE IS OCTOBER THE 14TH OF 2021 THAT THE POETS THAT HAS TRIED TO IN ALL DEVELOPMENT NOW, THE DEVELOPERS ARE TRYING TO GET THESE BOOKS.
UM, I WOULD, I THINK IT MIGHT BE BEST FOR ME TO ACTUALLY DEFER TO, UM, UH, EITHER KAREN OR ERICA, UH, TO, TO SPEAK TO THAT AS WELL.
AND ERICA, SINCE WE WERE GOING TO READ THAT, THAT RESOLUTION, I'M HAPPY TO PUT YOU ON THE SPOT.
UM, THE CHAIR, I THINK YOU SUMMARIZED IT.
WELL, A PLANNED UNIT DEVELOPMENT IS, IS BASICALLY A SPECIFIC, IS SPECIFIC ZONING FOR A SMALL, FOR A PARCEL OR, OR A COLLECTION OF PARCELS.
SO IT DOESN'T SPEAK TO OWNERSHIP ISSUES.
IT'S JUST THAT THE ZONING IS DEVELOPED SPECIFICALLY FOR THAT, FOR THAT AREA OF LAND.
THANK YOU, ERICA COMMISSIONER.
TALAVERA, I'M HAPPY TO TAKE A LOOK LATER AT WHAT YOU'RE READING AND IT MAY HAVE BEEN A VERY, IT MAY HAVE BEEN A SPECIFIC USE CASE.
THANKS FOR PULLING UP THAT RESOLUTION OR RECOMMENDATION, ERICA.
IS THAT ONE THEY'RE ABLE TO READ
[00:30:01]
IT OR, UM, I'M I'M NOT, NO, NO, I AM.I THINK IT MIGHT BE A LITTLE SMALL FOR EVERYONE.
SO TO BE CLEAR, WAS THIS, THIS WASN'T PASSED BY THIS BODY IN OCTOBER OR THERE WASN'T A MEETING IN OCTOBER.
SO THIS IS AN OCTOBER BACKUP OR IS THIS A NOVEMBER BACKUP? THIS WAS NOVEMBER.
UM, I'M HAPPY TO READ IT UNLESS YOU WANT TO READ IT.
WHEREAS THE SOUTH CENTRAL WATERFRONT VISION CALLS FOR STATE-OF-THE-ART DEVELOPMENT, A PLACE WHERE PEOPLE WANT TO BE AROUND THE CLOCK, A VIBRANT MIX OF OPEN SPACE SHOPS, PERP TRANSIT, CONNECTIONS, AND GREEN DRAINAGE TO CAPTURE ALL STORMWATER ONSITE AND RECYCLE THAT WATER INTO A LUSH CANOPY OF EARTH COOLING SHADE TREES.
WHEREAS BY INCLUDING A GOAL THAT 20% OF HOUSING IN THE WATERFRONT DISTRICT BE AFFORDABLE THE SOUTH CENTRAL WATERFRONT VISION DEPARTS FROM GOVERNMENT PLANNING PROCESSES OF THE PAST, WHICH SYSTEMATICALLY EXCLUDED AND BARRED PEOPLE OF COLOR.
WHEREAS THE IMPACT OF YESTERDAY'S GOVERNMENT SANCTIONED SEGREGATION LINGERS WITH US TODAY RESULTING IN PEOPLE OF COLOR, HAVING LOWER INCOMES AND HIGHER HOUSING INSTABILITY.
WHEREAS THE CIVIL RIGHTS ACT OF 1968 ESTABLISHED FOR CITIES, THE DUTY TO AFFIRMATIVELY FURTHER FAIR HOUSING REQUIRING CITIES, NOT TO PASSIVELY WAIT FOR HOUSING CHOICES TO PRESENT THEMSELVES, BUT TO AFFIRMATIVELY FURTHER CHOICE AND INCLUSION IN PRIME DEVELOPMENTS, SUCH AS IN THE WATERFRONT.
WHEREAS THE DRAFT REGULATING PLAN FOR THE WATERFRONT DISTRICT ALLOWS FEE IN LIEU OF PROVIDING AFFORDABLE UNIT UNITS AND DOES NOT SET OUT A SPECIFIC PATH TO REACHING THE 20% AFFORDABLE HOUSING GOAL, EVEN THOUGH REAL ESTATE DEVELOPMENT REQUIRES EXTENSIVE ADVANCED PLANNING.
WHEREAS IN THE ABSENCE OF A SPECIFIC PLAN, THERE COULD BE AN AVALANCHE OF PUTT APPLICATIONS WITH THE STATESMAN POD APPLICATION, WHICH OFFERS ONLY 4% OF ITS UNITS AS AFFORDABLE BEING THE HARBINGER OF SUCH A POSSIBLE AVALANCHE.
NOW, BE IT RESOLVED THE COMMUNITY DEVELOPMENT COMMISSION RECOMMENDS TO THE CITY COUNCIL THAT ONE, THE WATERFRONT DISTRICT REGULATING PLANS SPECIFICALLY RESERVE ENOUGH DISTRICT HER'S FUNDS TO FILL GAPS IN THE DEVELOPMENT OF HOUSING UNITS TO MEET THE 20% AFFORDABLE HOUSING GOAL TO THE REGULATING PLAN INCLUDE A VEHICLE FOR ACTIVE ACQUISITION OF LAND IN THE DISTRICT WHERE HOUSING MEETING, THE 20% AFFORDABLE HOUSING GOAL CAN BE DEVELOPED.
THREE AVOID ACCEPTING FEES IN LIEU OF PROVIDING HOUSING AND EMPHASIZE INCLUDING ACTUAL UNITS THAT MEET THE 20% AFFORDABLE HOUSING GOAL FOR OR AN AFFORDABLE HOUSING OVERLAY EXISTS WITHIN THE DISTRICT.
THE INCENTIVES OF THAT OVERLAY BE APPLIED FIRST.
SO THAT HALF OF THE AFFORDABLE HOUSING GOAL IS MET UNDER THE INCENTIVES PROVIDED IN THE EXISTING OVERLAY ON THE PROPERTY FIVE, THE CITY COUNCIL DO EVERYTHING POSSIBLE TO ACHIEVE THE 20% AFFORDABLE HOUSING GOAL.
IT SEEMS LIKE A PRETTY STRONG SET OF RECOMMENDATIONS TO ME.
DO WE HAVE ANY DISCUSSION COMMISSIONER SLOAN? UM, THANK YOU.
WOULD YOU MIND ACTUALLY BRINGING THAT BACK UP FOR A MOMENT? UM, THANK YOU FOR YOUR WORK ON THE COMMISSIONERS.
IT IS, UM, IMPORTANT LANGUAGE.
WOULD YOU ACTUALLY SCROLL DOWN TO THE BIT RESOLVED? UM, IT SEEMS THAT THIS IS THE LANGUAGE I, AT LEAST I'M LOOKING FOR TO, UM, SAY LOUD AND CLEAR TO CITY COUNCIL FOR THE PROCESS GOING FORWARD.
IS THERE ANYTHING THAT, UM, THAT YOU FORESEE WE COULD SPEAK TO SPECIFICALLY ON THIS PUTT OR DOES IT FEEL THAT, UM, AT LEAST IN MY INTERPRETATION, MOST OF THIS IS ALL RIGHT, THIS ONE SLIPS THROUGH ON THE REST, WE REALLY NEED TO DO A BETTER JOB OF ACTIVELY ENFORCING THE VISION ON.
IS THERE ANYTHING THAT WE CAN DO REGARDING THIS INITIAL POD OR DOES IT FEEL LIKE IT HAS IN FACT, UM, AT THIS POINT IN THE PROCESS SLIPPED THROUGH AND, AND IT IS SORT OF GOING TO LAND WHERE IT, WHERE IT IS.
[00:35:01]
HAVE A POLICY AND A TRADITION OF NOT TAKING POSITIONS ON SPECIFIC CASES.SO THE LANGUAGE HERE BY MENTIONING THAT THE 4% IS OUT THERE KIND OF EXPRESSES AN OPINION, BUT WITHOUT REALLY TAKING IT ON, THAT MAKES PERFECT SENSE TO ME.
AND IT DOES INDEED EXPRESS AN OPINION WITHOUT TAKING A PARTICULAR STANCE ON A CASE SO WELL DONE ON THAT EFFORT.
AND I BELIEVE I HEARD FROM COMMISSIONER THOMPSON THAT SHE LIKES IT.
DO I, IF WE DON'T HAVE ANY FURTHER DISCUSSION OR ANY EDITS, UM, DO WE HAVE A MOTION, UM, AROUND HIS BEAUTIFULLY AUTHORED RECOMMENDATION COMMISSIONER COMMISSIONER, CHAIRMAN OF THE CDC COMMISSIONER IS COMMISSIONER TOLD HER ABOUT, UM, NOW, UM, MOVED AT THE MINUTES AND THE RESOLUTION BEING APPROVED.
WE HAVE A MOTION TO VOTE, UH, ON THIS RESOLUTION.
DO WE HAVE A SECOND? I SECOND IT PLEASE.
WE HAVE A SECOND FROM COMMISSIONER THOMPSON.
WE HAVE A MOTION FROM COMMISSIONER TODDLER AND A SECOND FROM COMMISSIONER THOMPSON, ALL IN FAVOR, SAY, AYE, RAISE YOUR HAND.
UM, I THINK COMMISSIONER, UH, UH, MIRIAM, I DON'T EXACTLY REMEMBER YOUR LAST NAME AND SPACING ON IT RIGHT NOW.
IS IT, UM, IS IT GARCIA? UH, CAN WE, IT, UH, GARCIA, DO YOU, YOU VOTED I RIGHT.
DO YOU HAVE ANY THOUGHTS ON NOW THAT THIS RECOMMENDATION IS IN, OR REALLY THE COMMISSION AT LARGE? UM, HOW CAN WE, YOU KNOW, BEST, HOW CAN WE MAKE SURE IT LANDS, UH, WITH THE MOST POSSIBLE IMPACT OR HOW CAN WE MAKE SURE THAT THE LEGS KEEP RUNNING? ONE THING WE COULD DO WOULD BE TO MEET WITH COUNCIL MEMBERS ONE WAY, IF WE GO IN AND GROUPS, AND NOW THAT WE'VE PASSED IT, THERE'S NOT A QUORUM ISSUE.
UM, THE GROUP WOULD, WAS ANYBODY INTERESTED IN, IN ASSISTING IN TAKING THIS ON OVER THIS NEXT COUPLE OF WEEKS AND ALSO POSSIBLY IN JANUARY, I HAVE A QUESTION, UM, WHICH COUNCIL MEMBERS DISTRICT IS THE STATESMAN NINE, PERHAPS THAT WOULD BE A GOOD PLACE TO START A COUNCIL MEMBER WHOSE DISTRICT THAT IS TELL US DISTRICT.
MAY I ASK ANOTHER QUESTION PLEASE? COMMISSIONER SLOAN.
UM, I LIKED THE IDEA OF MEETING WITH COUNCIL MEMBERS.
I AM HARD TO MY MYSELF AT THIS TIME, BUT, UH, EVEN LOOKING BEYOND THE DISTRICT, I THINK, UM, THAT THE, THE DEVELOPMENT IS PARTICULARLY IN, UM, ALL OF OUR COUNCIL MEMBERS HAVE TO BE THINKING ABOUT AFFORDABLE HOUSING AND THEY ALL HAVE TO BE SEEING THAT ONE, ONE DISTRICT NOT MEETING GOALS IS, IS THREATENING THEM ALL, NOT MEETING THEIR GOALS.
BUT, UM, THE QUESTION I HAD WAS, UH, YOU SAID THAT THERE WAS A SPECIAL CALLED MEETING COMING UP FOR CITY COUNCIL IN REGARDS TO THIS.
CAN YOU REMIND US OF WHEN THAT IS? IT'S? UH, I BELIEVE IT'S THE 20TH.
AND VICE-CHAIR POP WAS THE CONTENT OF THAT MEETING, UM, AROUND THE REGULATING PLAN OR WAS IT AROUND THE, THE STATESMEN PUD IT'S AROUND ADOPTING THE TERS DISTRICT.
SO THEN AFTER THAT COMES TO REGULATING PLAN, I SEE ERIKA SHAKING HER HEAD.
ERICA, DID YOU HAVE ANY THING TO ELABORATE WITH, UM, JUST THAT THE MEETING IS SPECIFIC TO THE ADOPTION OF, UM, UH, THE TERSE, UH, TAX AND FERMENT ONLINE? I FORGOT WHAT THE RS, UM,
[00:40:01]
WELL IT TAX INCREMENT FINANCING DISTRICT, UM, OR THE AREA.IT IS NOT THE REGULATING PLAN.
WE CAN ALSO MEET WITH PLANNING COMMISSIONERS.
SORRY, I HAVE ANOTHER QUESTION.
SO, UM, IF WE OURSELVES ARE NOT ABLE TO COMMIT AT THIS MOMENT TO MEETING WITH COUNCIL MEMBERS, UM, WOULD THE COMMISSION AND A NEW S THE AUTHOR FEEL COMFORTABLE WITH US SHARING WITHIN OUR STRONG NETWORKS THAT I KNOW THAT EACH OF US REPRESENT ON THIS COMMISSION, THE LANGUAGE OF THE RESOLUTION THAT WE HAVE PASSED THIS EVENING, UM, WITH THE ENCOURAGEMENT TO GO TO YOUR COUNCIL MEMBER AND EXPRESS, UM, YOU KNOW, SOLIDARITY WITH THAT SENTIMENT.
DO YOU SEE THAT AS A, AN EFFECTIVE POSSIBLE TACTIC IF WE CAN'T HAVE THOSE ONE-ON-ONE MEETINGS NECESSARILY SOUNDS GOOD TO ME.
THE OTHER COMMISSIONERS HAVE ANY RESERVATIONS ABOUT THAT.
I'D LIKE TO SAY THAT I'M, UM, SINCE I'M THE SOUTH AUSTIN REP AND IT'S, UM, I'M PREPARED TO MEET WITH COUNCIL MEMBERS.
UM, SO, UH, IF WE WENT TO, UM, CONVO, UH, AFTER THE MEETING, I'M PREPARED YOU TO YOU, THANK YOU, COMMISSIONER WOODS, THAT'S SUPER HELPFUL.
UM, WHATEVER THAT SAYING IS ABOUT MORE HANDS MAKES YOU MARRY OR SOMETHING.
UM, I ALSO REALLY APPRECIATE COMMISSIONER SLOAN SUGGESTION THAT WE, UH, PUBLICIZE, UH, THIS WORK AS MUCH AS POSSIBLE.
AND, UH, WITH, WITH VICE-CHAIR POS BLESSING, I, I MIGHT RECOMMEND THAT EVERYONE DO OUR BEST TO PUBLICIZE, UH, THE PASSAGE OF THIS RECOMMENDATION UNANIMOUSLY, UH, THROUGH ALL THE CHANNELS WE CAN.
AND UNLESS THERE'S ANY FURTHER DISCUSSION.
I'M WILLING TO, UM, PARTICIPATE AS WELL.
UM, BUT I DO WANT TO ASK, UM, MS. ERICA, NOW THAT THIS RESOLUTION HAS BEEN PASSED, MS. ERICA, HOW IS IT THAT, UM, YOU ALL FROM STAFF CAN, UM, ENSURE THAT THE ESSENCE AND THE SPIRIT OF THE RESOLUTION IS, YOU KNOW, GOES THROUGH THE CHANNELS WITH YOU ALL AS WELL, IF POSSIBLE.
UM, SO THE PROCESS THAT, UM, THAT TAKES PLACE WHEN BOARDS AND COMMISSIONS ADOPT RECOMMENDATIONS IS THAT THEY ARE UPLOADED INTO THE CITY CLERK SYSTEM.
AND THEN A NOTIFICATION IS SENT TO ALL CITY COUNCIL MEMBERS THAT, UM, THAT A BOARD OR COMMISSION HAS, HAS ADOPTED A RECOMMENDATION.
SO ALL COUNCIL MEMBERS ARE NOTIFIED AUTOMATICALLY AS SOON AS THE RECOMMENDATION IS, UH, UPLOADED, WHICH, UM, YOU KNOW, IF WE CAN GET IT SIGNED BY THE CHAIR IN THE NEXT DAY, IT SHOULD BE ABLE TO BE UPLOADED IN THE NEXT COUPLE OF DAYS.
THANK YOU SO MUCH, UH, COMMISSIONER, NO GHANA, THAT'S IT.
UM, I JUST WANTED TO THINK, UH, COMMISSIONER POP FOR ALL THE HARD WORK THAT YOU'VE DONE, UM, SITTING ON THAT, UM, COMMITTEE, AND I KNOW IT'S BEEN A LOT OF YOUR HARD WORK, SO I'M WILLING TO ALSO JOIN IN SUPPORT, UM, IN SOLIDARITY, UM, WITH ANY OF YOU COMMISSIONERS THAT WANT TO TAKE THE LEAD, I'M THERE TO SUPPORT AND ALSO JOIN, UH, TO TALK TO COUNCIL, UM, BECAUSE THIS IS AN OPEN DOOR.
UM, WE HAVE TO MAKE SURE THAT WE ARE VOICING, UH, REAL AFFORDABILITY, ESPECIALLY IN THE WATERFRONT.
IT CONCERNS ME, ESPECIALLY AS DEVELOPERS KEEP WANTING TO COME AND BUILT, UM, YOU KNOW, THROUGHOUT THE, THE SOUTH AND THE NORTH SHORE OF THE COLORADO RIVER.
AND SO I NEED TO MAKE SURE THAT I SAY ALSO INVOLVED IN THOSE CONVERSATIONS AS IT, EVEN THOUGH IT'S NOT IN MY DISTRICT, I WANT TO SUPPORT THE DISTRICT THAT THIS FALLS UNDER.
SO WITH YOUR LEAD, I WILL FOLLOW.
THANK YOU, COMMISSIONER DALE GOT HIM.
AND, UH, FOR, AGAIN, JUST FOR ALL OF THOSE WHO HAVE THEIR EYES GLUED TO THE TV, OR WHO ARE LISTENING INTENTLY TO THIS MEETING, YOU CAN FIND THE TEXT OF THAT RESOLUTION AND THE NOVEMBER BACKUP FROM THE MEETING THAT DIDN'T OCCUR, BUT IT WILL BE IMMINENTLY UPLOADED AS WELL.
[00:45:02]
NO FURTHER DISCUSSION.AND THANK YOU AGAIN, VICE-CHAIR FOR OFFERING SUCH A FANTASTIC RECOMMENDATION.
IT WAS VERY TIMELY TO HAVE THAT AVAILABLE FOR US TODAY.
WELL, THANKS TO EVERYBODY FOR FOLLOWING ALONG WITH THIS, IT'S BEEN A LONG PROCESS.
LET'S, UH, JUMP BACK TO ITEM THREE A
[3A. Briefing on Housing Investment Review Committee (HIRC) appointments (James May, Housing and Planning Department)]
I BELIEVE JAMIE IS HERE, UM, BRIEFING ON THE HOUSING INVESTMENT REVIEW COMMITTEE, THE HERC APPOINTMENTS WE HAVE JAMIE MAY WITH THE HOUSING AND PLANNING DEPARTMENT.UM, JAMIE MAY WOULD BE THE ACTING HOUSING AND COMMUNITY DEVELOPMENT OFFICER FOR THE PLANNING DEPARTMENT.
UM, THANK YOU ALL FOR HAVING ME HERE TONIGHT.
UH, AND MY APOLOGIES, I ALL MESS UP.
UM, I WOULD LIKE TO SPEAK ABOUT THE HOUSING INVESTMENT REVIEW COMMITTEE, AS YOU KNOW, UH, THE HOUSING INVESTMENT REVIEW COMMITTEE INTEGRAL PART OF OUR APPLICATION REVIEW PROCESS FOR THE RENTAL HOUSING DEVELOPMENT SYSTEMS AND THE OWNERSHIP HOUSING DEVELOPMENT ASSISTANCE PROGRAMS. UH, THROUGH THESE PROGRAMS, WE HAVE DEPLOYED, UM, TENS OF MILLIONS OF DOLLARS ANNUALLY, AND THE HOUSING INVESTMENT REVIEW COMMITTEE IS, UH, ONE OF THE KEY PARTS OF THAT PROCESS TO REALLY ENSURE THAT OUR INVESTMENTS ARE PROTECTED.
AND THEN, UH, WE ARE INVESTING IN THE RIGHT PROPERTY AT THE RIGHT TIME, JUST A BRIEF HISTORY, UH, IN 2007, COUNCIL ADOPTED A RESOLUTION WHICH ESTABLISHES, WHICH ESTABLISHED THE HOUSING BOND REVIEW COMMITTEE COMPOSED OF TWO REPRESENTATIVES OF THE COMMUNITY DEVELOPMENT COMMISSION, AND THREE REPRESENTATIVES FROM THE COMMUNITY WHO HAVE DEMONSTRATED EXPERIENCE IN HOUSING DEVELOPMENT AND FINANCE IN 2018.
THE HOUSING BOND REVIEW COMMITTEE WAS RETITLED AS THE HOUSING INVESTMENT GROUP, AS THE NAME SUGGESTS THE HOUSING BOND CAN BE A REVIEW COMMITTEE, ONLY LOOKED AT, UH, THE DEPLOYMENT OF OUR HOUSING BUNKS.
UH, THE NEW HOUSING INVESTMENT REVIEW COMMITTEE LOOKS AT ALL OF OUR INVESTMENTS, UH, IRRESPECTIVE OF THE FUNDING SOURCE.
CURRENTLY THE HOUSING INVESTMENT REVIEW COMMITTEE IS COMPOSED OF, UH, FIVE INDIVIDUALS.
ONE INDIVIDUAL RECENTLY RETIRED FROM THE CONNECTICUT.
UM, AND AGAIN, THESE INDIVIDUALS HAVE BEEN WORKING FOR, UH, FOR THE, IN SOME SENSES IN SOME INSTANCES, UH, MORE THAN 10 YEARS ON THESE PROJECTS.
UM, I'D LIKE TO PARTICULARLY THINK COMMISSIONER, UH, DESOLTEL AND COMMISSIONER FIDELA, UH, FOR THEIR, UM, UH, FOR THEIR IMPACT ON ALL OUR PROJECTS AND FOR THEIR, UH, VERY THOUGHTFUL COMMENTS AS LEAVE A REVIEW OF THESE APPLICATIONS.
HE, A GOAL OR THE TASK OF THE HOUSING INVESTMENT REVIEW COMMITTEE IS TO REVIEW STAFF'S WORK ESSENTIALLY TO REVIEW THE, UH, THE APPLICATIONS THAT HAVE BEEN RECOMMENDED FOR FUNDING.
UH, AND WE TAKE THIS VERY SERIOUSLY.
WE TRY TO GIVE THEM AS MUCH INFORMATION AS POSSIBLE, AND WE REALLY APPRECIATE THE INFORMATION THAT THEY PROVIDE TO US.
UH, REALLY, AS I SAY, GRILLING THE DEVELOPERS, UH, TO ENSURE THAT, UH, THEY THOUGHT THROUGH ALL OF THE DIFFICULT PROBLEMS THAT I, UH, THAT AN AFFORDABLE HOUSING DEVELOPMENT MAY POSE, UM, OR REALLY ANY TYPE OF REAL ESTATE DEVELOPMENT.
AND THEY FACE, AS I MENTIONED, THE, UH, KIRK IS COMPOSED OF, UH, TWO INDIVIDUALS APPOINTED FROM THE COMMUNITY DEVELOPMENT COMMISSION AND THREE INDIVIDUALS APPOINTED FROM THE COMMUNITY ESSENTIALLY BY THE DEPARTMENT DIRECTOR, UH, AS PER THE ORDINANCE, THE THREE INDIVIDUALS APPOINTED BY THE COMMISSIONER BY THE, UH, UM, UH, DEPARTMENT DIRECTOR, UH, SHOULD HAVE EXPERIENCE WITH HOUSING DEVELOPMENT AND FINANCE.
UM, THE TWO INDIVIDUALS APPOINTED BY THE CDC MAY HAVE THAT, HOWEVER, UH, WE TAKE NO POSITION ON WHETHER THIS IS A REQUIREMENT FOR THOSE APPOINTEES BY THE CDC.
UH, WE'D BE HAPPY TO HELP YOU IDENTIFY INDIVIDUALS WHO WOULD MEET THOSE QUALIFICATIONS.
UH, BUT ULTIMATELY IT IS THE CDCS, UH, PURVIEW TO APPOINT TWO MEMBERS.
NOW IN OUR REVIEW OF THE HOUSING BOND REVIEW COMMITTEE AND THE HOUSING INVESTMENT REVIEW COMMITTEE OF THE LAST YEAR, UH, WE HAVE IDENTIFIED SEVERAL, UH, KEY COMPONENTS OR KEY VIEWPOINTS THAT WE WOULD LIKE TO, UH, TO ATTRACT AS PART OF THE NEW MEMBERSHIP.
UM, THESE INCLUDE MEMBERS FROM THE DEVELOPMENT COMMUNITY MEMBERS FROM THE FINANCE COMMUNITY, FROM THE SERVICE PROVIDER COMMUNITY AND FROM THE PROPERTY MANAGEMENT, AS WELL AS FROM RELATED AGENCIES, WHETHER THAT BE AUSTIN, PUBLIC HEALTH, THE ECONOMIC DEVELOPMENT COMMUNITY, OR EVEN AISD.
UM, WE'VE ALSO HEARD FROM MULTIPLE STAKEHOLDERS THAT HAVE EXPRESSED THE DESIRE TO HEAR FROM MEMBERS OF THE COMMUNITY THAT HAVE LIVED THE EXPERIENCE OF HOUSING INSTABILITY AND BY HOUSING INSTABILITY, WE NEED THOSE INDIVIDUALS THAT THE AFFORDABLE UNITS WOULD BE TARGETED, UH, WHETHER THEY ARE AT BELOW 50% MEDIAN FAMILY INCOME, UH, OR HAVE PREVIOUSLY EXPERIENCED HOMELESSNESS.
THIS IS A VIEWPOINT THAT WE REALLY, UH, LACK IN OUR, OUR CURRENT ANALYSIS.
[00:50:02]
UM, BUT WE DO UNDERSTAND, AND WE RECOGNIZE THE IMPORTANCE OF THAT, UH, OF THAT DEEP.SO AS WE MOVE INTO THIS NEW, UH, UM, NEW COMPOSITION OF THE HOUSING INVESTMENT REVIEW COMMITTEE, WE HAVE PROPOSED A SERIES OF TASKS FOR OURSELVES FIRST, UH, THE CURRENT HOUSING INVESTMENT REVIEW COMMITTEE AS COMPOSED WE'LL MEET ON DECEMBER 21ST, I'M SORRY, DECEMBER 22ND.
UM, FOR THEIR QUARTER MEETING, WE RUN ON, UH, UH, THE, UH, FISCAL YEAR ORDERS.
SO IT'S THE SECOND QUARTER OF THE FISCAL YEAR, UH, WHERE WE WILL REVIEW, UH, APPLICATIONS.
AND, UM, ULTIMATELY THOSE APPLICATIONS WILL GO TO RECOMMENDATIONS OR, UH, APPROVAL OR NOT.
UM, AFTER THIS MEETING, UM, THE EXISTING MEMBERS OF THE CURRENT MEMBERS, UH, WILL BE FREE TO GO.
WE'VE HEARD FROM SEVERAL MEMBERS OF THE DESIRE TO, UH, RESIGN FROM THE COMMITTEE, UM, TO STEP BACK, TO GIVE OTHERS A CHANCE TO SERVE.
UM, BUT WE WOULD ALSO LOVE TO INVITE OUR CURRENT MEMBERS TO REAPPLY.
UH, WE WOULD LIKE TO HAVE ALL OF THE NEW, ALL THE CURRENT MEMBERS REAPPLY SO THAT WE CAN REALLY ASSESS ALL APPLICANTS EQUALLY AND IDENTIFY A COMMITTEE COMPOSITION THAT WILL HAVE THE GREATEST IMPACT ON OUR APPLICATION REVIEW.
THE APPLICATION IS CURRENT IS ATTACHED TO THIS DRAFT MEMORANDUM.
IT WILL BE AVAILABLE ONLINE, UH, AND IT WILL BE DEPLOYED WITH A PRESS RELEASE, UH, WHICH OUR COMMUNICATIONS TEAM IS WORKING ON CURRENTLY.
UM, AND WE INTEND TO HAVE THAT OUT BEFORE THE HOLIDAYS.
NOW, AS YOU CAN, AS YOU PROBABLY READ IN THIS MEMO, WE HAD A TIMELINE THAT SAID THE APPLICATION PERIOD WILL BE CLOSED DECEMBER 31ST, OBVIOUSLY THAT HAS BEEN PUSHED BACK A BIT.
LUCKILY WE BUILT IN, UH, QUITE A FEW WEEKS OF BUFFER, UH, SO THAT WE CAN REVIEW APPLICATIONS, APPOINT A NEW COMMITTEE, AND THEN HAVE THEM SIT AT THE NOTE MARCH 30TH, 2020 TO, UH, HER COMMITTEE TO REVIEW THE THIRD QUARTER APPLICATIONS FOR OUR HDA AND OHD PROGRAMS. AND THAT'S FROM RENTAL HOUSING DEVELOPMENT ASSISTANCE AND OWNERSHIP, HOUSING DEVELOPMENT SYSTEMS. AS I MENTIONED, THE PROPOSED APPLICATION FOR MEMBERSHIP IS ATTACHED TO THIS MEMORANDUM.
WE WILL BE REVIEWING THESE APPLICATIONS AND MAKE RECOMMENDATIONS, UH, YOU KNOW, LATER AND, UH, OR MID FEBRUARY.
AND WE'D LIKE TO WORK WITH THE CDC TO ENSURE THAT DIVERSITY OF USE ARE REPRESENTATIVE ARE REPRESENTED THROUGH BOTH SETS OF APPOINTEES AND SERVE.
AS WE ALSO LIKE TO SERVE AS A RESOURCE FOR THE CDC THROUGHOUT, WE EXPECT THAT THE CDC WILL APPOINT REPRESENTATIVES IN TIME FOR THAT MARCH 30TH MEETING AS WELL.
STAFF WILL PRIORITIZE APPLICANTS FROM COMMUNITY REPRESENTATIVES THAT HAVE WROTE THAT CAN PROVIDE MULTIPLE PERSPECTIVES.
SO A PROPERTY MANAGER WHO, UH, HAS EXPERIENCED HOUSING INSTABILITY, UM, OR A DEVELOPER WHO ALSO HAS A BACKGROUND IN FINANCE, HOWEVER, DUE TO THE LIMITATIONS OF THE RESOLUTION STAFF IS RESTRICTED TO ONLY RECOMMEND THREE INDIVIDUALS WITH DEMONSTRATED EXPERIENCE IN HOUSING AND FINANCE.
THOSE ARE OUR STRICTURES, UH, MEMBERS.
ADDITIONALLY, ONE OF THE CHALLENGES THAT WE'VE SEEN IS THAT THE HOUSING INVESTMENT REVIEW COMMITTEE DOESN'T REALLY HAVE A TERM LIMIT.
SO, UH, ONCE THE NEW MEMBERS ARE APPOINTED, UH, WE WILL BE SURE TO COMMUNICATE A DEFINED TERM WITH A CLEAR START AND END DATE.
UM, AND THIS WILL BE INCORPORATED INTO BYLAWS, UH, DRAFTED FOR THE COMMITTEE, AND WE'RE GOING TO WORK WITH OUR LAW DEPARTMENT TO HELP THE COMMITTEE, DRAFT THOSE BYLAWS AND PROVIDE THE NECESSARY GUIDANCE FOR FUTURE ITERATIONS OF SUCH.
AND THOSE DRAFT BYLAWS WOULD INCLUDE TERM LIMITS AS WELL AS RULES FOR RECUSAL AND DISCLOSURE.
AGAIN, AS WE ARE TRYING TO ATTRACT MEMBERS OF THE DEVELOPMENT COMMUNITY, IF YOU ARE AN ALSO AN APPLICANT, THEN YOU WOULD NEED TO RECUSE YOURSELF FROM REVIEWING YOUR OWN APPLICATION.
UM, AGAIN, WE HOPE TO HAVE THIS APPLICATION POSTED WITH THE PRESS RELEASE WITHIN THE NEXT WEEK OR SO.
UM, LEAVE IT OPEN FOR SEVERAL WEEKS TO COLLECT AS MANY APPLICATIONS AS POSSIBLE.
WE WOULD LOVE TO SHARE THOSE WITH THE CDC.
UM, BUT AGAIN, WE HOLD NO, UH, UM, POSITION AS TO WHO THE CDC WOULD POINT.
UM, AND, UH, WE HOPE TO HAVE THE FULL BODY APPOINTED BY MARCH 30TH, UH, FOR THE REVIEW OF THE THIRD QUARTER APPLICATION ROUND.
I MEAN, BEING, I WOULD BE HAPPY TO ANSWER ANY QUESTIONS.
THANK YOU, JAMIE, DO WE HAVE ANY QUESTIONS I'VE UH, YES.
UH, COMMISSIONER GARRETT, UH, JUST FOR CLARIFICATION, DID YOU STATE WHEN THE APPLICATION WOULD BE THE APPLICATION DEADLINE WOULD BE SINCE IT'S MOVED BACK FROM THE 31ST, RIGHT.
UM, SO THAT THE ORIGINAL INTENT WAS TO HAVE THE APPLICATION AVAILABLE
[00:55:01]
IN EARLY DECEMBER.SO YOU WOULD HAVE A FULL MONTH.
UH, THE DEADLINE IS KIND OF FLUID.
UH, WE, WE, UH, WANT TO POST IT AS QUICKLY AS POSSIBLE, BUT WE DON'T WANT THE HOLIDAYS TO GET IN ANYONE'S WAY.
UM, WE'VE GOT SOME TIMEFRAME OR SOME, UH, UH, FLEXIBILITY IN TERMS OF TIME.
I WOULD SAY THE END OF JANUARY WOULD PROBABLY BE OUR TARGET, BUT THAT HAS NOT BEEN DETERMINED AT THIS POINT.
AND MY LAST OTHER QUESTION IS, DID THE CDC APPOINT REPRESENTATIVES FROM THIS COMMISSION, OR WE LOOK AT APPLICATIONS AND APPOINT FOLKS FROM THAT POOL TO THE HERC WAS KIND OF CONFUSED ABOUT WHAT OUR ROLE WAS IN THAT.
UM, SO WE, WE GREATLY THANK AND APPRECIATE, UH, UH, BOTH COMMISSIONERS, UH, DESOLTEL TALENTS TOGETHER, UH, FOR THEIR SERVICE, UH, ON THE HOUSING INVESTMENT REVIEW COMMITTEE, IF THE CDC CHOOSES TO REAPPOINT THOSE TWO COMMISSIONERS, THAT'S FINE.
UH, ESSENTIALLY THE MESSAGE IS IT'S UP TO YOU.
YOU CAN, UH, THE CDC HAS THE ABILITY, UH, TO, UH, POINT, UH, TO INDIVIDUALS, WHETHER THEY ARE, UH, FROM THE COMMUNITY OR, UM, FROM THIS COMMISSION, UH, WE WOULD ONLY ASK THAT, UH, IN LOOKING AT WHO YOU APPOINT, UH, WE CAN HAVE A REGARDING, UH, THOSE VIEWPOINTS, UH, THAT WE'VE IDENTIFIED AS NECESSARY, UH, TO REALLY VET ALL OF THESE APPLICATIONS.
UM, AGAIN, THIS WOULD JUST BE, UH, STAFF, UM, PROVIDING, UH, INFORMATION TO THE CDC.
ULTIMATELY IT WOULD BE YOUR DECISION.
UH, ONE MORE QUESTION, UH, IN THE FOOTNOTE, UM, IT STATES THAT STAFF RECOMMENDS AMENDING THE RESOLUTION TO HAVE, UM, MORE FOLKS ON THE HERC.
IS THAT SOMETHING THAT'S GOING TO GO THROUGH? THAT IS SOMETHING THAT WE ARE CONSIDERING? UM, IT'S NOT A PROCESS THAT WE HAVE BEGUN AT THIS POINT.
UH, WE ARE STILL LIMITED TO, UH, THREE MEMBERS APPOINTED FROM, UH, THE COMMUNITY AND TWO, UH, MEMBERS APPOINTED FROM THE CDC.
UH, THERE ARE SOME OTHER ADDITIONAL, UH, UM, AMENDMENTS THAT WE WOULD LIKE TO MAKE TO THAT RESOLUTION.
HOWEVER, WE WANT TO BE CAREFUL.
UH, SO AS NOT TO OVERLOAD ANY, ANY PARTICULAR WAGON WITH, UH, WITH, WITH EXTRA PROVISIONS, UM, FOR EXAMPLE, UH, ONE OF THE PROVISIONS IN THAT RESOLUTION CALLS FOR OPEN APPLICATIONS, UH, FOR, UH, THOSE, UH, DEVELOPMENTS SEEKING FUNDING LESS THAN A $100,000, UH, CURRENTLY OUR, UH, SIGNATURE AUTHORITY IS UP TO $300,000.
SO THAT MIGHT BE SOMETHING WE WOULD WANT TO EXPLORE.
UM, BUT FOR AN ORDINANCE THAT WAS DRAFTED ALMOST 15 YEARS AGO, IT'S CLEAR THAT THERE, THAT UPDATES MAY BE NECESSARY.
THANK YOU, COMMISSIONER GARRETT.
DO WE HAVE ANY OTHER DISCUSSION OR QUESTIONS? I, UH, FORGIVE ME JIMMY, IF I MISSED OR THAT I MISSED THIS.
UM, SO IT SEEMS TO ME THAT THERE IT'S THREE PLUS TWO, UM, IS TOTAL BODY OF FIVE.
WHAT DID I, WHAT DID I MISS IN THE BEGINNING ABOUT WHY WE'RE LOOKING AT SIX IN THE CURRENT COMPOSITION? THE CURRENT COMMISSION HAD, UH, FOUR INDIVIDUALS, UH, PRIOR TO THE APPOINTMENT OF THE TWO MEMBERS OF THE CDC, UH, AND RATHER THAN, UH, D APPOINTING OR, UH, FORCING ONE INDIVIDUAL TO RESIGN.
UH, WE ALLOWED FOR, UH, SIX INDIVIDUALS TO SIT ON THE HOUSING INVESTMENT REVIEW COMMITTEE AS THIS BODY IS A REVIEW WILL REVIEW APPLICATIONS.
UM, AND IT DOES NOT MAKE RECOMMENDATIONS NOR DOES IT MAKE ANY APPROVALS, UM, STAFF CONSIDERED THIS AS AN ACCEPTABLE, UH, EXPANSION.
HOWEVER, IN THE NEW CONSTITUTION, WE WOULD LIKE TO, UH, REVERT BACK TO THE, THE FIVE INDIVIDUALS AS SPECIFIED IN THE RESOLUTION.
AND JUST A COUPLE OF BITS, UH, FOR WHAT THEY MAY BE WORTH IF THERE WERE TO HAVE BEEN AN AMENDMENT, UH, AT SOME POINT, UH, THAT WOULD LOOK TO EXPAND, UH, THE SIZE OF THE, OF THE COMMITTEE.
YOU KNOW, MY, UH, ONE PENNY IS, IS THAT IT WOULD BE GREAT IF THOSE, FOR EXAMPLE, IF IT WERE TWO ADDITIONAL MEMBERS THAT, YOU KNOW, THEY WOULD BE SPLIT, UH, PERHAPS ONE COULD BE APPOINTED BY, UH, THE CDC AND THE OTHER MIGHT BE SELECTED BY THE DEPARTMENT FROM THE COMMUNITY SINCE THEORETICALLY BOTH MEMBERS WOULD BE COMING FROM THE COMMUNITY.
UM, AND THEN THE SECOND WOULD BE THAT, UH, I, IN A LOT OF THE LANGUAGE AROUND HOUSING AND STABILITY AND THE SORT OF EXPERIENCE WITH THAT, UH, THAT
[01:00:01]
WOULD BE HELPFUL OBVIOUSLY IN SERVING ON THIS COMMITTEE.UM, I FEEL LIKE ONE OF THE PERSPECTIVES THOUGH, IT'S NOT, OF COURSE PARAMOUNT AMONG THE MANIFOLD CHALLENGES OF HOUSING INSTABILITY THAT WE ALL FACE HERE IN THE CITY.
UH, ONE OF THE PERSPECTIVES THAT I KNOW, UH, IS PRETTY IMPORTANT ON THIS COMMISSION IS THE PERSPECTIVE OF THE DISPLACED HOMEOWNER.
UH, AND SO, UM, IT WOULD BE HELPFUL TO HEAR, UH, THAT A LITTLE BIT MORE AS WELL.
ANY OTHER DISCUSSION, THOUGHTS, QUESTIONS MR. LES? NONE.
UM, I ACTUALLY WANT TO EXPAND ON THAT.
UM, UM, CHAIR SAID, UH, YES, THE, THE VIEW AS FAR AS, AS FAR AS I UNDERSTOOD IT, IS THAT, YOU KNOW, WE WANT THE COMMUNITY, UH, TO HAVE A VOICE ON THIS AND DEFINITELY, UH, YOU KNOW, THE AUSTIN CDC BEING, HAVING ELECTED, UH, COMMUNITY REPRESENTATIVES.
I THINK THAT HAVING, IF YOU WERE EXPANDED BY TWO MEMBERS, I AGREE THAT IT SHOULD BE, UM, A, YOU KNOW, A MEMBER OF THE CDC AND, UM, PREFERABLY SOMEBODY THAT WAS ELECTED BY THE NEIGHBORHOOD, THE REPRESENTS A NEIGHBORHOOD, UM, THAT IS FACING DISPLACEMENT THAT, YOU KNOW, THAT IS, UH, AS THOSE MEMBERS, LIKE CHAIR SAID THAT, UM, DISPLACED HOMEOWNERS, DISPLACED RENTERS.
COMMISSIONER ILEUS, COMMISSIONER DECIBEL.
I JUST WANTED TO SAY, UH, THANKS FOR BRINGING THIS FORWARD, BECAUSE I DO THINK IT'S REALLY IMPORTANT AND HAVING SERVED THAT I KNOW HOW IMPORTANT THE HERC IS, AND I THINK THAT, UM, YOU KNOW, ESTABLISHING, YOU KNOW, THIS MORE FORMAL WAY TO, UM, TO GO ABOUT CHOOSING THE MEMBERS IS ACTUALLY A REALLY GOOD IDEA AND SOMETHING THAT WE SHOULD DO.
UM, AND SO I, I APPRECIATE MY TIME ON IT SO FAR, BUT, UM, BUT I DEFINITELY THINK THIS IS THE RIGHT WAY TO MOVE.
SO JUST IN CASE ANYBODY WAS CURIOUS IF FROM SOME MONEY WHO'S, WHO'S BEEN SERVING, I DEFINITELY THINK THIS IS THE RIGHT THE RIGHT WAY TO GO.
THAT'S IT REALLY? I JUST WANTED TO SAY, I APPRECIATE THIS RESOLUTION AND I THINK THIS IS A GOOD, GOOD IDEA.
THANK YOU, COMMISSIONER JESSA.
TELL THEM THANK YOU, OF COURSE, FOR SERVING ON THE HEART.
UH, JAMIE, THANK YOU SO MUCH, UH, FOR EXPLAINING THIS SO CLEARLY TO US AND, UM, WE CAN MOVE ON TO THE NEXT ITEM, WHICH IS THREE
[3C. Discussion regarding CDC goals and potential CDC member retreat (Chair Motwani)]
C DISCUSSION REGARDING CDC GOALS AND A POTENTIAL CDC MEMBER RETREAT.SO OF COURSE, OVER THE LAST YEAR, UH, AND I BELIEVE THAT, UH, VICE-CHAIR PUFF AND I HAVE BEEN SERVING FOR ABOUT NO EXACTLY A YEAR, UH, IN THESE ROLES.
AND, UH, I KNOW THAT I, FOR ONE HAVE, UH, REALLY, UM, WISHED FOR THE OPPORTUNITY TO HAVE, UH, HAD, UH, TIME AWAY FROM THE ACTUAL FORUM OR QUORUM, UH, TO, UH, WITH, WITH OUR CO COMMISSIONERS HERE, TO BE ABLE TO DISCUSS OUR SHARED VALUES AND GOALS, UH, ENVISION AS RELATED TO THE WORK THAT WE'RE SHARING HERE.
AND, UH, OF COURSE, YOU KNOW, A FEW YEARS BACK, WE HAD A RETREAT, UH, OBVIOUS CIRCUMSTANCES PREVENTED THAT FROM HAPPENING, UH, THE PAST COUPLE OF YEARS.
AND THERE IS A PROBABILITY THAT IT COULD OCCUR IN THE FOLLOWING CALENDAR YEAR.
UM, GOD WILLING, AND THE CREEK DON'T RISE AND OR IF IT DOESN'T HAPPEN IN PERSON, UM, THERE'S A HIGH PROBABILITY THAT WE'LL DO SOMETHING REMOTELY.
AND THEREFORE, I THOUGHT IT WOULD BE GOOD FOR US TO GET A CHANCE TO DISCUSS HOW THAT FORUM MIGHT LOOK OR WHAT THE FRAMEWORK MIGHT BE.
UM, SOME EXAMPLES OF WHAT WE MIGHT TALK ABOUT WHERE, YOU KNOW, W TODAY ANY WAY WOULD BE, WOULD THAT BE A FACILITATED SESSION? WOULD IT JUST BE A MEETING WHERE WE ALL GET TOGETHER AND HAVE LUNCH AND TALK ABOUT, YOU KNOW, WHAT WE'D LIKE TO DO? UM, WOULD WE LIKE IT TO BE STAFF HEAVY? UH, WOULD WE LIKE IT NOT TO BE STAFF HEAVY, JUST REALLY OPEN DISCUSSION AROUND THAT AND ANYTHING RELATED TO IT? WHAT I
[01:05:01]
PERSONALLY WOULD LIKE TO SEE US COME OUT OF IT WITH WOULD BE AN OVERALL VISION, UH, WHAT OUR GOALS, WHAT OUR SHARED GOALS ARE, AND THEN HOW THAT RELATES TO THE CHARGE WE HAVE HERE AT THE COMMISSION.SO WHAT OUR STRATEGIES ARE GOING TO BE, UM, YOU KNOW, AS COMMISSIONERS TO BE ABLE TO MOVE THOSE GOALS FORWARD.
NOW THAT'S JUST A VERY HIGH LEVEL LOOK AT, YOU KNOW, WHAT I MIGHT HOPE TO GET OUT OF IT, BUT THAT'S JUST REALLY ONE COMMISSIONER'S VIEW ON WHAT, UH, HE MIGHT LIKE TO GET OUT OF IT.
SO WITH NO FURTHER ADO, IF ANYONE ELSE HAS ANY THOUGHTS ON, ON HOW OR WHAT WE MIGHT DO, I'D LOVE TO HEAR THEM.
I ACTUALLY REALLY LIKED THE FORMAT THAT WE HAD LAST TIME, UH, FOR THOSE WHO WEREN'T ON THE COMMISSION, BASICALLY, WE WENT TO, UM, UH, UH, OH MAN, JUST WHAT'S THE, WHAT WAS IT UNITED WAY? YEAH.
IT'S RIGHT DOWN THE STREET FROM WHERE I LIVE, WE, UH, WE BASICALLY HAD THE, HAD THE MAIN CONFERENCE ROOM ABOUT THIS SIZE, UH, YOU KNOW, WE HAD LUNCH AND STUFF, BUT IT WAS SORT OF A FACILITATED BY STAFF, UH, YOU KNOW, WHITEBOARD AND ALL THAT.
EVERYBODY HAD A CHANCE TO DISCUSS WHAT WE THOUGHT WERE PRIORITIES FOR THE COMMISSION AND THEN OUR VISION LOOKING FORWARD, WHAT, WHAT WE WANTED TO WORK AND PRIORITIZE ON, UH, FOR THE FEATURE.
UM, AND I JUST THOUGHT IT WAS, UH, VERY GOOD AND, UH, FOR US TO GET TO KNOW EACH OTHER ON A SORT OF A DIFFERENT LEVEL.
UM, BUT, UH, I THINK IT HELPED TO WORK IN RELATIONSHIPS AND UNDERSTANDING AND PUT US ALL ON THE SAME PAGE.
SO, UH, TO ME, I THOUGHT THE FORMAT OF THAT WAS REALLY GREAT.
AND, UM, I WOULD SUGGEST SOMETHING VERY SIMILAR TO WHAT WE DID LAST TIME.
I REALLY PREFERRED THE FACILITATED DISCUSSION.
AND, UH, I DO BELIEVE THAT, UH, STAFF HAD BROUGHT IN A FACILITY TRAINED FACILITATOR.
THAT'S ALWAYS HELPFUL, UM, TO DISTILL BIG PICTURE VISION DOWN TO BREAST TACTICS.
SO, UH, I'M, I'M ALSO A FAN OF THAT OTHER THOUGHTS AND, UM, ERICA, UM, WHAT IS THE STUFF PERSPECTIVE AROUND THE POTENTIAL FOR A RETREAT AND WHETHER OR NOT THAT'S EVEN PLAUSIBLE OR WHETHER IT'S JUST STILL SO MANY MILES OUT ON THE HORIZON THAT WE PROBABLY SHOULDN'T BE TALKING ABOUT IT.
UM, SO AS, AS A REMINDER, UM, ALL MEETINGS WITH A QUORUM, REGARDLESS OF WHETHER THEY'RE CALLED RETREATS OR NOT, UM, DO HAVE TO BE RECORDED.
SO JUST WANT EVERYONE TO BE AWARE OF THAT.
UM, YOU KNOW, IT COULD POTENTIALLY BE A, UM, A, AN ONLINE MEETING.
UM, WE, I, I AM, I DON'T BELIEVE THERE WILL BE RESOURCES, UM, FOR A PAY FACILITATOR, BUT WE MAY BE ABLE TO IDENTIFY STAFF WHO CAN SILICATES, UH, A SESSION LIKE THIS.
AND WAS THERE, THERE WAS A PAID FACILITATOR FOR THE ONE THAT I'M REMEMBERING, IS THAT RIGHT? THAT'S CORRECT.
UM, WITH THE MERGING OF THE HOUSING AND PLANNING DEPARTMENTS, UM, THE DEPARTMENT NOW SUPPORTS MORE THAN 10 BOARDS AND COMMISSIONS.
UM, AND SO, UH, WE WANT TO MAKE SURE TO, UM, W W WE'RE NOT FOR THE WEEKEND SUPPORT PAID FACILITATORS FOR SUCH A LARGE NUMBER OF BOARDS AND COMMISSIONS.
UH, COMMISSIONER, THANK YOU, ERICA.
SO, ERICA, UM, SO THE, THE ONLY THING I WANTED TO MAYBE ASK IS IF WE CAN'T HAVE A PAID FACILITATOR, UM, DO WE STILL HAVE RESOURCES TO ACTUALLY DO A RETREAT? CAUSE I, I REALLY, I I'M REALLY A FAN OF THE RETREATS.
I THINK IT'S REALLY IMPORTANT.
I THINK EVERY DEPARTMENT IN THE CITY OF AUSTIN DOES RETREATS.
IF YOU'RE AN EMPLOYED EMPLOYEE, UM, WE ARE NOT EMPLOYED.
THIS IS A VOLUNTEER SERVICE, AND I THINK MANY OF US HAVE SERVED ON THIS COMMISSION FOR MANY YEARS.
AND SO FOR THE LAST, UM, TWO YEARS, WE HAVE NOT HAD A RETREAT FOR OUR NEW COMMISSIONERS.
[01:10:01]
THINK IT'S REALLY IMPORTANT THAT, UM, THE BOARDS OF COMMISSION, I UNDERSTAND THE MERGE, BUT THAT WE ALSO ARE INCLUDED AS A PROFESSIONAL, UM, BOARD OF, YOU KNOW, BOARD OF COMMISSIONS, EVEN THOUGH WE'RE NOT A SOVEREIGN BOARD.UM, WE NEED TO BE MAKING SURE THAT WE PRIORITIZE OUR COMMISSIONERS, UM, TO HAVING THIS TYPE OF, OF A RETREAT BECAUSE IT'S IMPORTANT.
UM, I KNOW THAT I'M A VETERAN TO THIS BOARD AND I'LL BE LEAVING NEXT YEAR.
AND I WANNA MAKE SURE THAT THESE NEW COMMISSIONERS, UM, ARE, YOU KNOW, ARE BEING TREATED JUST LIKE WE WERE WHEN WE FIRST ARRIVED ONTO THIS BOARD.
AND I SEE THAT SINCE A PANDEMIC HAPPENED, SO MANY THINGS HAVE BEEN DELAYED POSTPONED.
WE DON'T HAVE RESOURCES, WE HAVE MERCHANTS, YOU KNOW, THINGS ARE BEING DONE, UM, STILL, YOU KNOW, THROUGH DIGITAL, UM, ZOOMING.
BUT I ALSO KNOW THAT OUR CITY IS OPERATING FULLY AND, UM, I SEE A LOT OF EVENTS GOING ON.
I SEE A LOT OF CITY EVENTS HAPPENING.
UM, SO I REALLY HOPE THAT WE COULD LEAVE HERE WITH WANTING TO DO A RETREAT AND FINDING THE RESOURCES, UM, AND HEARING THE RECOMMENDATIONS OF THESE COMMISSIONERS TODAY, BECAUSE IT'S REALLY IMPORTANT THAT THE NEW COMMISSIONERS DO THAT AND THAT I LEAVE THIS COMMISSION, UH, WITH THE 20, 22 GOALS OF WHAT I HOPE TO SEE THIS COMMISSION AND THE NEIGHBORHOOD HOUSING, UH, GOALS AS WELL AS WE WORK TOGETHER IN THE FUTURE.
THANK YOU, COMMISSIONER DELGADO.
SO AS WE HASH THAT OUT, UM, I REALLY WOULD LIKE EVERYONE TO SPEND SOME TIME THINKING ABOUT IN GENERAL.
AND I THINK WE ALREADY KNOW THIS FOR OURSELVES INDIVIDUALLY.
WHAT, WHAT IS, YOU KNOW, SORT OF OUR OWN VISION STATEMENT, WHAT IS THE, WHAT IS THE WORLD WE VISUALIZE? UH, AND HOW DOES THAT CASCADE INTO THE WORK THAT WE'RE DOING HERE? UM, IT WOULD BE EXTREMELY VALUABLE, I BELIEVE FOR US TO FIND COMMON GROUND COMMON GROUND IN THAT, UH, AND TO DEVELOP A REALLY POSITIVE RUNNING CHEMISTRY OVER THE NEXT YEAR.
I THINK JUST ONE EXAMPLE, WHAT WE DID TODAY, UH, IN PASSING VICE-CHAIR POP'S RECOMMENDATION AND ALL REALLY THOUGHT PARTNERING AROUND HOW WE COULD MAKE IT MORE THAN JUST A RECOMMENDATION THAT WAS PASSED, BUT SOMETHING THAT MIGHT STICK AND SOMETHING THAT MIGHT CONTINUE, CONTINUE TO, TO HAVE AN EFFECT, UM, UH, ON POLICY AND ON PERCEPTION AS WELL.
W I THINK WE CAN DO SO MUCH MORE.
AND I KNOW THAT WE ALL HAVE A WHOLE LOT OF COMMON GROUND AND A LOT OF SHARED VALUES.
SO, UM, IF WE COULD AT LEAST THINK ABOUT WHAT WE MIGHT LIKE TO SEE IN A RETREAT, UH, THAT WOULD BE REALLY HELPFUL AND WOULD LOVE TO REVISIT THIS DISCUSSION JUST QUICKLY IN JANUARY, UH, AS WE EVALUATE PERHAPS WHAT THE OPTIONS ARE FOR A FORUM, WHETHER IT'S IN PERSON, WHETHER IT'S ONLINE, FACILITATED BY EXTERNAL OR INTERNAL, UM, UH, PERSONNEL.
AND, UH, THAT'S ALL I HAVE TO SAY ABOUT THAT UNLESS ANYBODY ELSE HAS ANY OTHER FINAL THOUGHTS, COMMISSIONER THOMPSON, AGAIN, GOING BACK TO ERICA, UM, IN JANUARY, IF YOU COULD HAVE, UH, AVAILABLE ANY CONCERNS, UM, THAT YOU FEEL WOULD APPLY, UM, TO THIS DESIRE TO MOVE FORWARD WITH THE RETREAT I WOULD LOVE, I DO FEEL THAT THAT WOULD BE A WORTHWHILE DEAL.
UM, AND IT WOULD BE IMPORTANT THAT WE KNOW WHAT LIMITATIONS STAFF, UM, ALREADY FORESEE AND ANTICIPATE BEFORE WE GO DOWN TOO FAR DOWN, UM, AND THEN HAVE TO WAIT FOR YOUR STAFF APPROVAL.
UM, WE WILL MOVE ON TO NUMBER FOUR, AGENDA ITEM NUMBER FOUR, WORKING GROUP AND COMMITTEE REPORTS DO COMMISSIONER FIDELIO IS NOT HERE.
SO I'M ASSUMING THAT SHE HASN'T PASSED OFF THAT JOINT'S SUSTAINABILITY REPORT TO ANYBODY.
[4B. Update from the Austin Transit Partnership (ATP) Community Advisory Committee (Commissioner Elias)]
DO WE HAVE AN UPDATE FROM THE AUSTIN TRANSIT PARTNERSHIP COMMUNITY ADVISORY COMMITTEE COMMISSIONER ELISE? YES.SO THIS IS FROM NOVEMBER 15 MEETING.
UM, SO THERE WAS AN UPDATE ON THE JOINT POWERS AGREEMENT, WHICH WAS NOT APPROVED AT THE OCTOBER 29 TRITE PARTY, UM, MEETING, BUT IT WAS APPROVED BY THE
[01:15:01]
CITY COUNCIL LATER ON NOVEMBER 4TH, THEY DID ADD AMENDMENTS AND CAP METRO APPROVED IT LATER ON NOVEMBER 10TH WITH THOSE AMENDMENTS.SO, UM, JOINT POWERS AGREEMENT, THEY CALL THAT VERSION FOUR.
UH, AND YEAH, SO IT WAS APPROVED BY CAP METRO ON NOVEMBER 10TH.
UH, THEN THE BIGGEST THING THAT WE TALKED ABOUT WAS THE CAC MEMBERS, UM, HOW TO APPOINT THEM, HOW TO, UH, HOW MANY, UH, SO THE MAIN THING THAT WOULD BE CONCERNING US WOULD BE THAT THEY WOULD LIKE US TO HAVE, UH, YOU KNOW, OUR CVC, WHICH IS ME RIGHT NOW, UH, BUT TO HAVE AN ALTERNATE AS WELL.
UH, THEY HAD, UH, ISSUES WITH, UH, SOMEBODY LEAVING AND THEN NOT HAVING, UH, SOMEBODY TO REPLACE THEM WITH.
AND SO, UM, AND AS FAR AS THE, THAT GOES, IT'S GOING TO BE REALLY HARD TO HAVE A MEETING WITHOUT HAVING THAT ALTERNATE.
UH, UM, SO I DUNNO IF THAT'S SOMETHING WE HAVE TO MOVE FORWARD ON, YOU KNOW, UH, NAMING A, AN ALTERNATE, WE CAN GET TO THAT IN A SECOND.
IS THAT, IS THAT THE END OF THE REPORT? WELL, UM, I DON'T KNOW THAT, WELL, I DON'T EVEN THINK IT REQUIRES, UH, ACTION PER SE.
UM, IS, UH, ANYBODY INTERESTED IN BEING THE ALTERNATE? WELL, UM, AS WE'RE THINKING ABOUT THAT, I KNOW A LOT OF YOU ARE GOING OVER IT IN YOUR MINDS.
UH, YOU KNOW, HOW YOU CAN MAKE IT WORK.
UM, YOU KNOW, I DO COMMISSIONER ILEUS, YOUR, YOUR REPORTS ARE FANTASTIC AND THANK YOU FOR, UH, BEING SO CONSCIENTIOUS ABOUT AGAIN, DISTILLING IT DOWN TO THE MOST IMPORTANT ELEMENTS AND BRINGING THOSE ELEMENTS TO US.
UM, HOW MANY FOLKS ARE ON THE CAC RIGHT NOW, OR THAT YOU'RE SEEING ANYWAY, ATTENDING WHATEVER YOU GOT 13 AND IS IT PRETTY WELL ATTENDED? WE USUALLY HAVE QUORUM EVERY, UM, EVERY MEETING, UH, IT IS, IT'S NOT, UH, LET ME, I'M TRYING TO REMEMBER WHAT THE EXPLANATION WAS.
UH, BUT, UH, THE OPEN MEETINGS, UH, DOES NOT APPLY BECAUSE IT'S IN TARA GOVERNMENT OR DIFFERENT GROUPS.
AND SO ONLY THE CHAIR HAS TO BE IN PERSON.
EVERYBODY ELSE CAN BE, UH, UH, VIRTUALLY.
SO IT'S, UH, A LOT OF MORE REPRESENTATIVES ARE THERE.
UM, AND, UH, SO I THINK, UH, MAYBE ALL OF US MIGHT WANT TO THINK ABOUT, UH, WHO, WHO MIGHT LIKE TO SERVE AS THAT ALTERNATE.
UM, IT LOOKS LIKE COMMISSIONER, SLOANE'S GOT HER MICROPHONE HOT.
UM, IF THE COMMISSION FEELS LIKE IT WOULD BE APPROPRIATE, I'D BE HAPPY TO, UM, HAVE YOUR BACK AND BE, BE YOUR ALTERNATE IN CASE YOU NEED IT.
THAT IS INCREDIBLE WORK, UM, THAT YOU'RE DOING.
I REALLY APPRECIATE YOUR COMMITMENT TO IT.
AND WHILE I, I WOULDN'T WANT TO STAND IN YOUR STEAD AT THIS MOMENT, BEING ABLE TO FILL IN GAPS IS SOMETHING THAT I FEEL EQUIPPED TO DO.
UM, IF THE REST OF YOU WHO FEEL LIKE THAT WORKS.
AND, UH, I BELIEVE I'M NOT SURE IF I HAVE TO, UH, BRING NAMES, BUT I WILL BRING YOUR NAME IF ASKED ABOUT THAT.
I DID HAVE ANOTHER QUESTION IF THAT'S OKAY, PLEASE.
WERE YOU ABLE TO ATTEND THE LABOR MEETING? I THINK IT HAPPENED IN NOVEMBER.
NO, I WAS NOT ABLE TO DO THAT, BUT I BELIEVE SOME OF THE AMENDMENTS FROM CITY COUNCIL WERE RELATED TO THAT.
THANK YOU, COMMISSIONER SLOAN, COMMISSIONER LIAS.
AND MR. DELGADO ALSO FOR YOUR PREVIOUS COMMENTS, SPEAKING OF HAVING BACK.
UM, WELL, UM, WE'RE ON NUMBER FIVE, ANY
[5. FUTURE AGENDA ITEMS]
FUTURE AGENDA ITEMS THAT SOMEONE WOULD LIKE TO PROPOSE FOR US TO DISCUSS UPCOMING COMMISSIONER ? SO, UM, I KNOW THAT WE'VE HAD THIS DISCUSSION BEFORE ABOUT THE CITY OF BOSTON HOUSING AUTHORITY, NOT BEING, UH, ONE OF THE AGENCIES THAT WE OVERSIGHT BECAUSE THEY DON'T RECEIVE ANY OF OUR FUNDING.UM, SO I DO KNOW THAT SOME DEVELOPMENT IS HAPPENING, UH, FOR THE CHALMERS, UH, COURTS
[01:20:01]
AND FOR ROSEWOOD COMING UP.AND I WOULD LIKE TO SEE, I CAN DIRECT THIS TO STAFF, UH, IF WE COULD GET, UH, MY GERBER, THEIR STAFF UP HERE TO GIVE US AN UPDATE.
CAUSE EVEN THOUGH, UM, AGAIN, Y'ALL EXPLAINED THAT TO ME THAT, UH, WE HAVE NO JURISDICTION OVER THE CITY OF BOSTON HOUSING AUTHORITY HERE IN AUSTIN.
UM, BUT WE DO NEED TO HAVE AN UPDATE OF WHAT IS HAPPENING AS FAR AS GROUNDBREAKING, UM, UH, TIMELINE, UH, AS A COMMISSIONER FOR EAST AUSTIN, 7, 8, 7 0 2.
UM, THOSE DEVELOPMENTS OF AFFORDABLE HOUSING ARE ON IN MY AREA AND MY PHONE IS RINGING AND RINGING.
UM, AND AS I, OF COURSE, YOU KNOW, WE'RE ALL COMING OUT OF, UM, YOU KNOW, THE SUMMER AND GETTING BACK TO THE FALL AND THE HOLIDAYS.
I KNOW EVERYONE'S BUSY, BUT I WOULD LIKE TO SEE IF WE CAN REQUEST TO GET MIKE GERBER, UH, IN HIS STAFF TO GIVE US AN UPDATE FOR JANUARY, POSSIBLY IF WE CAN, UH, NO LATER THAN FEBRUARY.
SO I CAN BE ABLE TO, UH, GIVE OUR CONSTITUENTS SOME INFORMATION OUT THERE BECAUSE CURRENTLY RIGHT NOW THERE'S NOTHING OUT THERE POSTED TO THE PUBLIC.
THANK YOU, COMMISSIONER DELGADO.
SO IT SOUNDS LIKE WE HAVE A REQUEST FOR A UPDATE ON THE CHALMERS, UH, DEVELOPMENT, UH, HOPEFULLY IN JANUARY, POSSIBLY FEBRUARY, ANYTHING ELSE, COMMISSIONER GARRETT, UH, THE CLIMATE EQUITY PLAN PASSED A FEW MONTHS AGO AND I WANTED TO SEE IF WE COULD HAVE STAFF, UM, OR, UM, THE AUTHORS DO A PRESENTATION ON THE PLAN AND WHAT'S THERE LIKE THE FOCUS AND THE STRATEGIES AND WHAT'S IN THEIR STORY, THEIR GOALS AND HOW THEY WANT THE STRATEGIES TO BE KIND OF, UM, INCLUDED IN FUTURE DEVELOPMENT, UM, FOR AUSTIN.
AND MY OTHER ONE IS, UM, WE NOW HAVE A CIVIL RIGHTS OFFICE AND ALSO WOULD LOVE TO MEET, UM, OUR NEW CIVIL RIGHTS DIRECTOR, UM, OF THE, UH, THE OFFICE AND SAME THING KIND OF FOCUS AND HOW BEST, UM, WE CAN BE, UM, IN PARTNERSHIP WITH THAT OFFICE, WITH THEIR WORK AND THE WORK THAT WE DO, WE DO.
UM, SO PRESENTATION ON THE, UH, CLIMATE EQUITY PLAN, UH, AND OF COURSE HOW IT RELATES TO OUR WORK, UM, AND, UH, POSSIBLY, UM, MEETING THE HEAD OF THE CIVIL RIGHTS OFFICE, UH, HERE AND, UM, DISCUSSION AROUND THAT WORK.
ANYTHING ELSE BEFORE WE HEAD OFF? YEAH, I HAVE A QUESTION.
DO WE HAVE SOMEONE COMING TO TALK ABOUT ANY PROGRAMS TO PREVENT, UH, ANY FUTURE, A STORM WINTER OR SOMETHING LIKE THAT? WE DID, NOT THAT I KNOW OF UPCOMING, I CAN, I CAN DEFER TO ERICA THERE.
WE DID HAVE A, UH, COUPLE OF BRIEFINGS, ONE THAT WAS A LITTLE BIT MORE COMPREHENSIVE AROUND, UH, WINTER STORM YURI AND, AND, AND PREPAREDNESS AROUND IT, OR, YOU KNOW, WHAT WE'VE DONE TO BE MORE PREPARED AROUND IT.
UM, BUT, UH, PERHAPS THINGS HAVE CHANGED AND HOPEFULLY, UH, ADVANCED SINCE THEN, UH, ERICA, I DON'T REMEMBER A PRESENTATION TO THE COMMISSION, UH, ON THAT SUBJECT OTHER THAN THE, THE WINTER STORM THEORY AND OF ANTI-DISPLACEMENT EFFORTS.
UM, I KNOW THAT THERE WAS A RECENT REPORT THAT WAS RELEASED ABOUT IT.
UM, AND I KNOW THAT THE OFFICE OF EMERGENCY MANAGEMENT IS WORKING ON A NUMBER OF, UH, STORM RESPONSE ACTIVITIES AS IS, UM, THE, THE OFFICE OF SUSTAINABILITY IS WORKING ON RESILIENCE HELPS.
SO THERE ARE DEPARTMENTS WE COULD REQUEST, UM, TO, TO COME PROVIDE INFORMATION ABOUT WHAT THEY'RE DOING.
WE DID HAVE A PRESENTATION FROM CODE COMPLIANCE FROM DANIEL WORD ABOUT WHAT HAPPENED WITH PEOPLE'S HOUSING DURING ORI, THAT A LOT OF PEOPLE HAD BURST PIPES AND BETWEEN THAT AND THE MOLD THAT RESULTED FROM IT, THAT,
[01:25:01]
UM, THAT THAT WAS A MAJOR PROBLEM.AND THE CITY WAS WORKING ON HOW TO ADDRESS MOLD BETTER.
AND I THINK THAT WAS COUPLED MAYBE WITH A, UM, PRESENTATION FROM MIKE, WITH HAKA AS WELL AS OTHER MIKE FROM SWCC.
UH, YEAH, I DON'T, I I'M FORGIVE ME.
OH, WE'RE GRANDVILLE OR THE APARTMENTS THAT THE SUBS, THE SECTION EIGHT PROJECT-BASED APARTMENTS THAT EVERYBODY HAD TO LEAVE BECAUSE THE GAS LINES MOUNTAIN PERMIT.
WE WANT TO TALK ABOUT THE RENTAL LINE.
UM, WHAT WOULD YOU RECOMMEND OR, OR, OR, UH, COMMISSIONER GARCIA, COULD YOU, UH, EXPOUND A LITTLE BIT MORE ON WHAT YOU MIGHT LIKE TO HEAR AND THEN WE CAN SEE, SEE IF ERICA HAS ANY GUIDANCE AROUND WHICH STAFF MEMBERS OR DEPARTMENTS WE MAY WANT TO ENGAGE.
AS, UH, THE COMMISSIONER, UH, SAID A MONTH AGO, IT WAS, I DON'T REMEMBER EXACTLY WHO IT WAS, BUT IT WAS ABOUT THE MOLD AND, UH, THE PROBLEM WITH THE PIPES, SOME APARTMENTS, UH, WE'RE HAVING.
AND I WOULD LIKE TO KNOW WHAT'S THE RESOLUTION AND WHAT IT'S GOING TO, BUT IT'S GOING TO BE THERE IF THEY HAVE ANY PROJECT, IF THEY HAVE ANY, ANYTHING IN MIND, IF THAT HAPPENS AGAIN, WHAT IS GOING TO BE THE, THE PLAN FOR DEATH AS, UH, UM, THE NORTH AUSTIN, IT LOOKS LIKE A FEW MONTHS AGO.
UH, THERE WAS THREE STILL STRUGGLING WITH SOME OF THE MOLD PROBLEMS. GOT IT.
AND ERICA, WHAT WOULD, WHAT ARE YOUR THOUGHTS ON HOW WE MAY BE ABLE TO GET THE MOST, UM, ACCURATE AND UPDATED SYNOPSIS ON WHAT OUR APPROACHES TO ADDRESSING MOLD AND RELATED ISSUES? I THINK THE CODE DEPARTMENT WOULD BE LEAD ON THAT.
UM, SO WE CAN CHECK WITH THEM TO SEE IF THEY INDEED ARE AND SEE IF THEY COULD COME BACK TO PROVIDE AN UPDATE TO THE CDC.
AND IF, UM, IF, UH, I'LL GET YOU IN JUST A SECOND, UM, COMMISSIONER DELGADO, AND WITH RESPECT TO CODE, IF I RECALL THE PRESENTATION THAT WE HAD LAST TIME, IT WAS VERY THOUGHTFUL AROUND HOW WE CAN ADDRESS ISSUES, BUT WITHOUT DISPLACING FOLKS FROM THEIR HOME, YOU KNOW, HOW CAN WE MOST PRAGMATICALLY ADDRESS THESE ISSUES? RIGHT.
BECAUSE ONE OF THE CHALLENGES OF COURSE, IS THAT WHEN THERE IS A CODE ISSUE THAT'S TOO SEVERE, THEN, UH, THE COLLATERAL DAMAGE ENDS UP BEING THE RESIDENTS, UH, HAVING TO LEAVE THEIR PLACE.
AND SO THERE IS INCENTIVE, ALIGNMENT IS KIND OF SCREWED UP ALL AROUND.
AND SO, UH, THE DISCUSSION WAS AROUND, YOU KNOW, HOW THEY'RE TRYING TO REALLY APPROACH THAT BETTER.
I DON'T WHO, WHOM WOULD WE ENGAGE AROUND PERHAPS, UH, IF IT COMES TO ENFORCEMENT WHEN IT COMES TO MANAGEMENT OR PROPERTY MANAGEMENT, UM, OUT, I GUESS IT'S CODE RELATED, BUT, UM, HMM.
IT, UM, WHAT I'M, WHAT I'M TRYING TO AVOID IS MAYBE JUST GETTING THE SAME PRESENTATION OVER AGAIN, UNLESS YOU THINK, UNLESS YOU THINK THAT, THAT, THAT WE'D GET SOMETHING DIFFERENT, I'M FAIRLY CERTAIN, UM, THAT, THAT COUNCIL PASSED A RESOLUTION RELATING SPECIFICALLY TO MOLD ISSUES.
UM, AND SO THAT'S WHERE I THINK THERE COULD POTENTIALLY BE AN UPDATE.
UM, BUT I DON'T KNOW WHAT OTHER INFORMATION THEY MIGHT OR MIGHT NOT.
UH, SO COMMISSIONER GARCIA, IS IT SOUND OKAY TO RE-ENGAGE WITH, WITH CODE WITH THE AUSTIN CODE? OKAY, GREAT.
UH, COMMISSIONER DELGADO, WHEN I TOOK FROM, UH, COMMISSIONER GARCIA WAS THAT SHE WAS WANTING TO SEE IF WE COULD GET AN UPDATE FROM ANY TYPE OF A DEPARTMENT THAT'S WITHIN THE CITY, UM, IN EMERGENCY SERVICES FOR OUR NEXT WINTER STORM.
IF WE HAVE ONE, IF THIS IS GOING TO HAPPEN AGAIN, WHAT IS OUR, UM, I KNOW THAT THERE WAS SOMETHING THAT WAS EITHER ALLOCATED OR DESIGNED BY COUNCIL DURING, AFTER THE WINTER STORM.
I KNOW THAT A TEAM WAS PUT TOGETHER.
[01:30:01]
AND MAYBE HOUSING CAN HELP STAFF CAN HELP WITH FINDING THAT INFORMATION.BUT I KNOW, I REMEMBER THAT THEY WENT OVER, UM, SOME PREVENTION, UM, UM, HOW WE CAN PREVENT A COUPLE OF THINGS THAT ARE COMING UP IN THE WINTER.
ALSO, UM, THEY WENT OVER SOME STRATEGIES OF WHAT TO DO IF, UM, AN APARTMENT COMPLEX HAS TO, UM, YOU KNOW, VACATE BECAUSE OF LOSS OF GAS OR WATER.
UM, I WOULD LIKE TO, AND I DON'T KNOW IF THAT'S EXACTLY WHAT COMMISSIONER GARCIA WAS STATING, BUT, UM, I DON'T THINK CODE IS GOING TO BE ABLE TO PROVIDE THIS, THAT REPORT CODE IS STRICTLY, UM, THEIR, THEIR JOB IS ENFORCEMENT.
SO THEIR JOB HAS REALLY FOCUSED ON, UH, EVERYTHING THROUGHOUT THE CITY, FROM PARKING TO SHORT-TERM RENTALS, TO, UM, YOU KNOW, THINGS THAT ARE HAPPENING, UH, PEOPLE NOT FOLLOWING CODE.
UM, I DON'T, I DON'T EVEN KNOW IF THEY'RE EVEN FULLY STAFFED TO HANDLE WHAT'S GOING TO HAPPEN.
AND WHEN WE HIT A WINTER STORM AGAIN, HERE IN AUSTIN, I WANT TO SEE, UH, AN EMT, AN EMERGENCY TEAM THAT THE CITY PUT TOGETHER FOR THE, FOR PREVENTION OF THE WINTER STORM COMING IN 2022.
AND ALSO WHAT ARE THE RESULTS OF ALL OF THE PEOPLE THAT WERE DISPLACED, ALL THE APARTMENTS THAT WERE CONDEMNED, UH, ALL THE PEOPLE THAT WERE RELOCATED, MY CHILD WAS ONE OF THEM.
UM, AND MOUNT CARMEL, ALL OF THOSE RESIDENTS AND MANY RESIDENTS THROUGHOUT THE CITY, MANY APARTMENTS THROUGHOUT THE CITY HAVE SUFFERED AND HAVE BEEN DISPLACED AND HAVE LOST A LOT OF THEIR ITEMS AND BELONGING.
SO WE'VE NEVER GOT AS A HOUSING COMMISSION.
IT SEEMS KIND OF ODD THAT WE HAVE NEVER GOT A REPORT FROM OUR CITY MANAGER'S OFFICE OR MAYOR'S OFFICE, UH, IN ANY ENTITY THROUGHOUT THE CITY, GIVING US YOUR REPORT ON ALL OF THAT AFTERMATH.
AND SO AS A HOUSING COMMISSION, UH, IF I CAN REQUEST THAT WE SHOULD GET SOMETHING, UH, BECAUSE WE NEED TO BE THINKING ABOUT THAT AS THE WINTER COMES, WE HAVE A CLIMATE CHANGE IT'S HOT OUTSIDE.
UM, SO I DON'T TRUST THAT THE GRIDS ARE NOT GOING TO GO OFF AGAIN ON US AGAIN, UH, IN FEBRUARY.
UM, SO WE NEED TO ALSO TALK ABOUT WHAT IS, UM, THE PREVENTION OF THIS WINTER STORM AND US NOT HAVING POWER FOR FOUR DAYS.
I THINK THAT THAT'S A KEY, THAT'S A PRIORITY THAT THIS COMMISSION SHOULD BE ABLE TO, UH, GET SOME INFORMATION SO WE CAN GIVE OUR, OUR CONSTITUENTS THAT INFORMATION.
THANK YOU FOR LOOKING OUT COMMISSIONER DELGADO.
AND, YOU KNOW, ON THAT NOTE, ERICA, YOU WERE MENTIONING THE RESILIENCE HUBS, UH, WITHIN THE SUSTAINABILITY OFFICE.
IS THERE A CHIEF RESILIENCE OFFICER? WAS THAT WHAT THAT WAS, UH, IS THERE, IS THERE, IS THERE, UM, IS THERE, UH, A LEAD TO THAT ORGANIZATION W AM CURIOUS ABOUT THAT AND THEN BE, YOU KNOW, CAN WE ENGAGE WITH THEM IRRESPECTIVE OF WHETHER OR NOT THERE'S A LEAD? UH, I HAVEN'T HEARD THAT ANYONE HAS BEEN SELECTED, UH, AS A REAL RESILIENCY OFFICER, BUT I COULD HAVE MISSED IT.
UM, AND IT IS THE OFFICE OF SUSTAINABILITY.
THAT'S TAKING THE LEAD FOR THE RESILIENCY HUBS AT PRESENT.
UM, SO THERE, THERE CERTAINLY ARE CONTACTS IN THAT OFFICE AND THE RESILIENCE C HUBS ARE THOSE THE, UH, VEHICLES THAT WOULD BE PART OF THE RESPONSE EFFORT TO CIRCUMSTANCES WHERE LIKE THE GRID IS OUT FOR FOUR DAYS.
THAT'S, THAT'S THE CONCEPT SUPER.
SO IT SOUNDS LIKE WE WANT TO HEAR MORE ABOUT THAT DOES THAT, RIGHT.
VICE CHAIR, SHAREPOINT, THE COMMISSIONER DELGADO MADE A GOOD POINT ABOUT THE INVENTORIES.
WE MIGHT HAVE, LIKE THE NUMBER OF APARTMENTS THAT WERE CLOSED OR APARTMENT UNITS OR APARTMENT BUILDINGS THAT WERE CLOSED BECAUSE OF THE MOLD, WHETHER ANYBODY HAS ANY STATISTICS ON, UM, HOMELESSNESS INCREASING BECAUSE PEOPLE GOT DISPLACED.
SO IF WE COULD, UM, GO A STEP FURTHER AND ENUMERATING THAT WE LOOKING AT INVENTORIES.
SO THE NUMBER OF UNITS THAT MAY HAVE BEEN CLOSED OR CONDEMNED W WHAT WAS THE APPROPRIATE LANGUAGE CLOSED OR CONDEMNED, UM, AND, UH, YOU KNOW, AS A RESULT OF, UH, MOLD OR OTHER RELATED ISSUES, AND, UH, WHAT ELSE DO WE WANT TO KNOW THE NUMBER OF PEOPLE DISPLACED? DO WE KNOW THE RESOLUTIONS THERE'S ANY COUNT OF THAT? IS THERE AN OVERLAP BETWEEN WHAT, UM, APARTMENTS CLOSING, OR, UM, LOSING THEIR PRIVATES AND THE REPEAT OF WHAT'S CALLED THE OFFENDER LIST? UH, THE
[01:35:01]
REPEAT OFFENDER LIST AND CHAIR, UH, JUST ONE MOMENT PLEASE.COMMISSIONER THOMPSON, THE REPEAT OFFENDER LIST.
CAN YOU HELP ME WITH THAT LIST OF PROPERTIES THAT HAVE A HISTORY OF CODE VIOLATIONS? OKAY.
I WOULD LIKE TO PIGGYBACK ON WHAT VICE-CHAIR, PAPA'S SPEAKING ABOUT AS WELL AS TO FIGURING OUT WHAT WAS THE DURATION OF THE, UM, HOW LONG DID IT TAKE FOR THEM TO GET THEMSELVES BACK UP, UM, FOR THOSE RESIDENTS TO GET BACK INTO THEIR HOMES? HOW LONG WERE THEY DISPLACED? OKAY.
SO, UM, WE CAN TRY TO JUST MAKE SURE WE HAVE THIS ALL NAILED DOWN HERE, OR IT MAY SPILL OVER INTO AN EMAIL DISCUSSION.
SO I'M GOING TO TAKE A STAB AT IT REALLY QUICKLY.
UM, IT SOUNDS LIKE WE WANTED TO KNOW THE NUMBER OF UNITS, UH, THAT MAY HAVE, THAT MAY HAVE BEEN CLOSED OR CONDEMNED.
UM, AND THEN THE, THEREFORE THE NUMBER OF PEOPLE THAT WERE DISPLACED FROM THOSE UNITS AND HOW LONG THEY WERE DISPLACED BEFORE THEY WERE ABLE TO COME BACK INTO THEIR UNITS.
UM, WE WANT TO KNOW HOW MANY OF THESE ISSUES WERE HAPPENING, UH, AT THE, UH, DEVELOPER AT THIS, AT THE PROPERTIES OF SO-CALLED REPEAT OFFENDERS.
AND THE IMPLICATIONS ON HOMELESSNESS POTENTIALLY.
IS THAT SUM IT UP? THANK YOU, COMMISSIONER DELGADO.
ANY OTHER FUTURE AGENDA ITEMS THEN? UH, UNLESS, UH, THERE, YOU KNOW, THERE'S ANY OBJECTION.
UH, I'M EXCITED TO WISH EVERYONE A HAPPY, HEALTHY AND RESTORATIVE, HOPEFULLY HOLIDAY, UH, AND A LOVELY ENTRY INTO 2022.
I'M SURE COULD USE SOME POSITIVE MOVEMENT AND WHO BETTER THAN THE FOLKS IN THIS ROOM, UH, TO DO THAT.
SO IT'S BEEN GREAT HANGING OUT WITH YOU ALL THIS YEAR AND LOOK FORWARD TO CATCHING UP NEXT YEAR.
THANK YOU ALL SO MUCH FOR YOUR ENGAGEMENT.
THAT INCLUDES THE STAFF, ALL OF Y'ALL, ESPECIALLY THOSE OF Y'ALL WHO ARE HERE IN PERSON, UM, AND ALL THE COMMISSIONERS WHO ALSO COME IN PERSON, UM, BECAUSE OF A LACK OF RESILIENCE ON THE PART OF OTHER, UH, AUTHORITIES THAT MAKE US HAVE TO DO THIS DURING THIS RISKY PERIOD.
SO THANK YOU ALL FOR BEING HERE.
UM, I WILL CALL THIS MEETING ADJOURNED AT EIGHT 12, HAVE A GOOD NIGHT, EVERYBODY
