LET'S SEE.MOVING ON TO ITEM NUMBER SIX, DISCUSS, UM, AN AMENDMENT CYCLE FOR TECH STOCKS UTP, AND I THINK WE'VE GOT HEATHER HERE WELCOME UM, TODAY WE ALWAYS REMIND PEOPLE THAT THEIR BASELINE POTENTIAL TRANSPORTATION, GRAVITY THAT MAY BE AVAILABLE IN THE NEXT 10 YEARS, BUT BECAUSE OF FUNDING LEVEL, IT'S NOT NECESSARILY A GUARANTEE THAT THE PRODUCT WILL GO FORWARD.
OTHERWISE IT'S JUST GOING TO PLAN AUTHORIZE LOCAL PARTNERING AGENCIES TO PREPARE FOR FRONT.
IT DETERMINES HOW MUCH TRANSPORTATION FUNDING THE STATE EXPECTS TO HAVE OVER THE NEXT DECADE AND HOW TO DISTRIBUTE IT.
IT INCLUDES ALL TRANSPORTATION

PROJECTS THAT TEXTS US DEVELOPING FOR CONSTRUCTION OVER THE NEXT 10 YEARS.THERE'S 12 DIFFERENT FUNDING CATEGORIES AND IT'S REQUIRED BY STATE LAW AND APPROVED BY COMMISSION IN AUGUST.
UM, THERE CAN BE OUT OF CYCLE UTP AMENDMENTS, BUT WE DON'T TYPICALLY DO THOSE.
SO THIS IS THE, UH, FAMILY PLANNING, PROGRAMMING DOCUMENTS, UH, THAT WE, THAT WE HAVE THE LONG-TERM VISION.
IS THIS A STATE WIDE LONG RANGE TRANSPORTATION PLAN? THAT'S THE 24 YEAR PLAN.
AND THEN THE MTP IS, IS WHAT YOU, YOU ALL HAVE ADOPTED FOR THE 20 YEAR PLAN.
AND THEN THE PRODUCT DEVELOPMENT STAGE IS THE UTP.
THE FOUR YEARS IS THE, UH, PROJECTS THAT ARE FUNDED FOR CONSTRUCTION.
AND THEN THE TWO YEARS OF THAT IS THE LETTINGS.
SO YOU CAN SEE HERE, UH, PLAN AUTHORITY IS, UH, UH, WHAT WE PUT PROJECTS AND WHEN WE'RE DOING THE FEASIBILITY STAGE AND DEVELOP AND CONSTRUCT AUTHORITY IS THE UCP THOSE 10 YEARS IN THE BLUE AND THE I'M SORRY, THE BROWN AND THE ORANGE, UH, PROJECTS, UH, THAT ARE IN DEVELOP AUTHORITY.
SOME OF THE CAMPO TO BURT PROJECTS ARE WHAT WE HAVE DEVELOPED AUTHORITY ON, EVEN THOUGH THEY AREN'T FUNDED IN THE 10 YEARS.
SO WE HAVE AN ALLOCATION, WE GET ABOUT $600 MILLION TO PUT IN DEVELOPMENT AUTHORITY BECAUSE THE CAUSE THE TENURE ATP HAS TO BE FISCALLY CONSTRAINED.
SO THE PROJECTS THAT ARE PROGRAMMED IN THERE, THERE'S A BALANCE THAT WE GET TO USE ON DEVELOPING PROJECTS THAT AREN'T IN THE UTP, BUT WE HAVE DEVELOPED AUTHORITY ON.
AND THEN AGAIN, POST LETTING AS THE CONSTRUCTION PHASE, THIS IS VERY SIMILAR TO THE PREVIOUS SLIDE OF PLANT AUTHORITY IS UP THERE IN THE HOPPER.
UM, THESE ARE KIND OF THE BOWELS THAT, THAT SPEED AT THAT SPEED PROJECTS COMING INTO THE ATP.
AND THEN ALSO, UM, WHETHER THEY GO TO CONSTRUCTION OR NOT.
SO WHEN PRIVATES ARE IMPLANTED AUTHORITY, THIS IS, THAT'S WHAT WE'RE DOING RIGHT NOW.
WE'RE TRYING TO MOVE PROJECTS FROM PLAN AUTHORITY INTO THE ETT AND THAT'LL HAPPEN THIS AUGUST.
AND THEN AGAIN, AS WE GET PROJECTS INTO THE UTP, IT ALL DEPENDS ON THE CASHFLOW, UM, ON WHAT GOES TO CONSTRUCTION.
SO THIS IS THE UTP DEVELOPMENT TIMELINE.
UM, THIS LAST PAST OCTOBER IN NOVEMBER, WE WERE GIVEN, UH, THERE, THEY WERE DEVELOPING PLANNING, THEY WERE CASHED FORECASTING.
AND, UH, WE'VE BEEN PUTTING IN TECH STOCK CONNECT OUR PROGRAM OF PROJECTS.
AND SO TOMORROW IS OUR DEADLINE TO SUBMIT PROJECTS FOR THE 2023 ATP.
AND THEN, UM, ON JANUARY 27TH IS THE COMMISSION MEETING, UH, WHERE THEY'LL BE LOOKING AT THE CONTROLLER ACCOUNT AND ALL OF THE NEW INFRASTRUCTURE BILL AND HOW, HOW THEY'VE BEEN WILLING TO GIVE OUR PROJECTIONS THE NEXT SLIDE.
SO WE WILL BE GIVEN OUR PLANNING TARGETS, UM, AT THE END OF, AT THE BEGINNING OF FEBRUARY AFTER THE COMMISSION MEETING AND THEN EXCITED.
AND THEN LATER IN THE YEAR IN JUNE FOR JULY IS WHEN THE COMMISSION WILL APPROVE THE DRAFT UTP DOCUMENT.
AND THEN THE PUBLIC INVOLVEMENT STAGE IS IN JULY AND UTP ADOPTION, AS WE MENTIONED WAS ISN'T AUGUST.
THIS YEAR IS THE PROGRAM OF PROJECTS THAT YOU ALL SAW LAST YEAR THAT GOT INTO THE, UH, THE CAMPO DEFERRAL PROJECTS THAT GOT INTO THE 22 UTP, UM, OVER THERE ON THE, THE LATER COLUMN.
THOSE ARE ALL NEW AUTHORIZATION.
SO ANY NEW AUTHORIZATIONS TYPICALLY COME INTO THE LATER PART OF THE UCP NEXT SLIDE.
AND IN TERMS OF THE PROJECTS COMING INTO THE LATER PART OF THE UTP, THIS IN THIS SHOWS, UH, OUR CURRENT 22 UTP TARGETS AND PROGRAM PROJECTS, AS YOU CAN SEE, THE FIRST FOUR YEARS ARE ACTUALLY, THE FIRST FIVE YEARS ARE VERY, VERY OVER-PROGRAMMED.
AND SO ANY NEW PROJECTS THAT COME IN WE'LL BE COMING IN INTO THE LAYER PART OF THE UTP.
SO THEY'LL, THEY'LL BE KIND OF WAITING BECAUSE WE ALREADY HAVE THESE PROJECTS THAT ARE STOCKED UP, READY TO BE DEVELOPED.

TYPICALLY WHAT WE'RE, WHAT WE'RE, WHAT WE'RE BEING TOLD IS WE CAN ANTICIPATE ABOUT ONE BILL 1.1, FOUR EXTRA BILLION DOLLARS PER YEAR.
BUT AS MENTIONED, WE'RE TOLD THAT, UH, AS THOSE ARE BEING PROGRAMMED, THEY'LL MEET NEED TO BE PROGRAMMED AT THE LATER YEARS OF THE UTP NEXT TIME.
SO INFORMATION ON THE UTP CAN BE FOUND ON THE TEXTILE WEBSITE AND WE HAVE PROJECT TRACKER WHERE YOU CAN LOOK AT ALL OF OUR THOUSANDS OF PROJECTS AND EVERY STAGE OF DEVELOPMENT.
AND THE UTP IS THE DOCUMENT WHERE YOU CAN LOOK AT, UM, IN PARTICULAR, THE PROJECTS THAT ARE FUNDED WITH CATEGORIES TWO, FOUR, AND 12.

AND SO IT WILL BE IN THAT CONSTRUCTIVE FOR AUTHORITY PART.
AND SO, UM, AT LEAST ON 360, WHAT WE'RE, WHAT WE'VE BEEN DOING RECENTLY IS, UM, PROVIDING OPTIONS FOR, UM, KIND OF A BETTER PARKING AREA.
SO WE'RE ADDING A LITTLE BIT OF MONEY ONTO THAT PROJECT IN ORDER TO, TO HAVE IT SHOVEL-READY, UM, IN ORDER FOR IT TO BE READY, ALL THESE OTHER PROJECTS.
UM, I DON'T KNOW IF ANYONE IN HERE HAS HEARD OF THE TERM RACK AND STACK THEM, BUT THAT'S SOMETHING THAT WE'VE BEEN DOING STATEWIDE TO GET PROJECTS READY.
AND SO WE HAVE A WHOLE LIST OF PROJECTS AND 22 THAT, THAT ARE ON THE SIDELINES TO GET READY, THAT FUNNEL THAT I SHOWED YOU EARLIER LAST YEAR, WE HAD SOME, SOME SHORTFALLS IN OUR, IN OUR LETTINGS, BUT WE DIDN'T HAVE ANYTHING IN THAT HOPPER READY TO ME TO BE LED.
AND SO NOW, UH, STATEWIDE, WE'RE DOING A REALLY GOOD JOB OF GETTING PROJECTS, UH, SHELL READY, WHICH IS A LOT OF THESE PROJECTS THAT WERE ALREADY IN THE UTP ALONG WITH THESE NEWLY FUNDED LAST YEAR.
RACK AND STACK WASN'T THERE A, LIKE A KID'S TOY CALLED THE , UM, IN TERMS OF .
SO, UH, SO WHAT'S HAPPENING IS AS TUCKER AND I MEET MONTHLY WITH THE HEAD OF THE METRO RACK AND STACK THEM GROUP, AND WE GO OVER OUR PROJECTS, WE TALK ABOUT READY TO LET YOU KNOW HOW MUCH IS THE RIGHT OF WAY CLEAR CAUSE ANY PROJECTS THAT ARE ELIGIBLE FOR RAPID STACK AND HAVE TO BE FULLY, FULLY READY WITH NO MANAGEMENT PLANS.
AND SO IN PARTICULAR PROJECTS THAT AREN'T IN THE UTP AND IN THE STEP, THEY REALLY COULDN'T BE ELIGIBLE FOR, UM, RACK AND STACK THEM THIS YEAR BECAUSE ALL THE PLANNING DOCUMENT CHANGES THAT WOULD NEED TO HAPPEN.
SO RIGHT NOW WE'RE TARGETING, UH, IN THE MAINTENANCE PROJECTS FOR THIS YEAR.
AND THEN NEXT YEAR, WE'LL, WE'LL GET ALL THOSE PROJECTS READY, THAT ORDERED BIRD.
I MEAN, THERE'S A LOT OF PROJECTS THAT ARE 90% PSD THAT WE CAN REALLY GET READY FOR FOR THE OPPORTUNITY.
SO WHAT'S HAPPENING NOW IS, UM, STATEWIDE.
WE HAVE A WHOLE LIST OF PROJECTS, AND THEN I BELIEVE THERE'S MAYBE GOING TO BE A COMMITTEE THAT WILL DETERMINE, UM, KIND OF WHAT PROJECTS CAN THEN BE PROGRAMMED.
SO RIGHT NOW WE'RE NOT PROGRAMMING ANY RAKIM, STOCK AND PROJECTS.
THEY'RE JUST BEING, THEY'RE JUST GETTING READY.

SO I WANT TO MAKE THAT CLEAR TO WORK GOING TO THAT DEFERRAL LIST OF GETTING APPROPRIATE, UM, BUT ALSO ON THE RACK AND STACK THEM PROGRAM.

SO THE WHOLE RACK AND STACK AND THE SORT OF THE LABEL OR THE BRAINING THAT OUR COMMISSIONERS PUT ON IT, BUT IT BASICALLY IS LOOKING AT FUTURE FISCAL YEARS OF PROJECTS THAT ARE FUNDED TO GET THOSE ACCELERATED, GET THEM READY TO LET THIS FISCAL YEAR, IF THE OPPORTUNITY PRESENTS ITSELF IN THE CENTER SET OF COMMITTEE, WE'LL BE LOOKING AT THIS ON A MONTHLY BASIS TO SEE, UH, TO MAKE SURE WORK OR MEETING OR ON TARGET TO MEET OUR 8.8 BILLION FOR THIS FISCAL YEAR.

WHAT WOULD THAT LOOK LIKE FOR NEW PROJECTS THAT ARE NOT IN OUR 10 ? THEY WILL PROBABLY ASK HIM, ASK HIM TO PRODUCE A LETTER OR SOMETHING SAYING THAT IS CONSISTENT WITH THE .
AND JUST ONE MORE ITEM TO CLARIFY OFTEN WHEN, UM, WE'VE HAD DIFFERENT OPPORTUNITIES FOR FEDERAL FUNDING OR FEDERAL GRANTS.
UM, LOCAL GOVERNMENTS HAVE ASKED, UM, OF OUR EXECUTIVE DIRECTOR FOR A LETTER OF SUPPORT.
AND, UM, I THINK IF IT'S IN THE PLAN OR THE TIP, THAT CLEARLY IS SOMETHING THAT THIS BODY'S ALREADY VOTED ON AND HE CAN PROBABLY DO THAT IF IT'S NOT IN THE PLANNER TIP, YOU KNOW, HE'S PROBABLY GONNA SAY NO BECAUSE YOU KNOW, HE, HE ACTS WITH THE AUTHORITY THAT WE GIVE HIM.

SO, I MEAN, THAT WE MIGHT WANT TO DO, BUT HAVEN'T DONE BECAUSE THERE WASN'T THE FUNDING, WHICH IS PART OF THE POINT OF THE GRANT PROGRAM.
ARE THERE BUCKETS IN THE LIST OF THE DISCRETIONARY GRANTS THAT WOULDN'T BE COVERED BY OUR TIP OKAY.

UM, IT'S REALLY CRITICAL FOR RECONNECTING OUR COMMUNITIES IN AUSTIN, ALLOWING THOSE CAPS TO HAPPEN.
I'M NOT SURE THOSE ARE IN THE, IN OUR PLANS, SO WHAT THEY ARE THEY'RE.
YEAH, SO THAT WOULD BE AN AREA THAT I THINK A WHOLE CHUNK OF THE FEDERAL PROGRAM IS DESIGNED FOR RECONNECTING COMMUNITIES.
UM, AND SO I WOULD WANT TO MAKE SURE THAT, YOU KNOW, CAMPO COULD BE BEHIND THAT AND, AND, AND BE PUSHING FORWARD.
AND IF THERE'S THINGS THAT WE NEED TO DO TO MAKE SURE THAT THAT CAN HAPPEN IN A TIMELY MANNER AS WE GO THROUGH THE PROCESS, UM, OBVIOUSLY WE'VE BEEN WORKING CLOSELY WITH TECH STAFF, UM, AND THE CITY OF AUSTIN ON THOSE PROGRAMS, UM, BUT WOULD LOVE TO BE PUTTING THOSE PROPOSALS FORWARD ALSO WITH CAMPOS KNOW SUPPORT.
UM, AND IT'S WHERE WE ARE IN THE DESIGN PROCESS WHERE I DON'T THINK IT'S BEEN IN THERE, BUT, BUT I THINK IT'S A CRITICAL ISSUE FOR AWESOME.
UM, COUNSELING, THE ALTERNATIVE, UM, ASKING MAYBE YOU COULD JUST GIVE SOME THOUGHT, UH, CHAIRMAN, GIVE SOME THOUGHT TO WHAT THE PROCESS MIGHT BE.
IF, IF WE WANT TO BRING SOME PROJECTS TO THIS BOARD'S ATTENTION TO, SHOULD WE KEEP SO WE CAN ADOPT THEM OR DO, UH, THAT'S PROBABLY NOT THE RIGHT WORD, BUT SO WE CAN SOMEHOW, UH, CONSIDER THEM SO THAT THEY WILL BE SOMETHING THAT COULD PERHAPS WITH A LETTER OF SUPPORT ANOTHER, WE HAVE TO GO THROUGH SOME KIND OF PROCESS, BUT THERE MAY BE SOME PROJECTS LIKE THAT THAT WE MIGHT WANT TO ASK.
AND I DON'T KNOW WHAT THE RIGHT PROCESS WHO MOVED TO, SO IT WILL BE A TIMELY COFFIN TRYING TO FLUSH SOMETHING ELSE, YOUR POINT, THAT THOSE AREN'T IN THE PLAN, BECAUSE IT HAS TO BE, YOU HAVE TO HAVE FUNDS IDENTIFIED FOR IT.
SO YOU DON'T WANT TO GET THAT'S RIGHT.
WE DON'T WANT TO, YOU KNOW, THERE MAY BE AN APPROPRIATE PROCESS THAT IS JUST UNIQUE TO THIS KIND OF LETTER OF SUPPORT THAT WE DON'T WANT TO PUT A PROJECT THROUGH OUR WHOLE PROCESS.

CAUSE WE'RE GETTING A LOT OF ATTENTION ON THAT.
UH, BUT WITH THAT SAID, UH, I'D LIKE TO, UH, RECOGNIZE ONE OF OUR MEMBERS INTO PARTICULAR TODAY.
AND IF YOU RECALL AT THIS MEETING LAST YEAR, UH, I ANNOUNCED THAT OUR CAMPO EXECUTIVE DIRECTOR ASHBY JOHNSON WAS A RECIPIENT OF THE 2020 TXDOT ROAD HAND AWARD, WHICH WAS CREATED IN 1973.
AND IT'S THE HIGHEST TRIBUTE TO TXDOT, UM, ATTRIBUTES TO ITS CITIZENS WHO MET, MAKE TRANSPORTATION IN TEXAS THE BEST IN THE NATION.

UM, OUR RECIPIENT HAS SERVED WILLIAMSON COUNTY COMMISSIONER PRECINCT TWO SINCE 2007 AND ALSO SITS ON THE CAP COG EXECUTIVE COMMITTEE, UH, SHE'S CHAMPION CHAMPION, NUMEROUS PROJECTS IN WILLIAMSON COUNTY AFTER VOTERS APPROVED TWO VON PACKAGES, ONE IN 2013 FOR $275 MILLION AND ANOTHER IN 2019

FOR $447 MILLION IN 2020.THIS YEAR'S RECIPIENT BECAME A FIRST PERSON FROM WILLIAMSON COUNTY TO CHAIR THE TRANSPORTATION POLICY BOARD.
AND ALSO AS THE FIRST WOMAN TO HOLD THIS POSITION AS CAMPO CHAIR, SHE'D LED THE EFFORT ON THE FUNDING PLAN FOR OUR NUMBER ONE MOST CRITICAL CORRIDOR IN THE REGION, THE CAPITOL EXPRESS CENTRAL PROJECT TWO FOR THE FIRST EXPANSION OF ANY SIGNIFICANCE SINCE THE MID 1970S, OUR RECIPIENT ALSO HAS BEEN A CHAMPION FOR ENVIRONMENTAL STEWARDSHIP AND TAINT OBTAINING A DEPARTMENT OF ENERGY GRANT, ALLOWING WINSTON COUNTY TO PURCHASE 22 GAS TO PROPANE CONVERTERS FOR VEHICLES USED BY CONSTABLES AND EMERGENCY SERVICES.
THE COUNTY ALSO INSTALLED FIVE PROPANE FUELING STATIONS.
THESE MOVES HAVE SAY THE COUNTY CLOSE TO $70,000 A YEAR TO SUPPORT TEXAS INDUSTRY SECTOR JOBS.
SHE AND HER HUSBAND, DON ARE MEMBERS OF THE HILL COUNTRY BIBLE CHURCH.
AND THEY SPENT CONSIDERABLE AMOUNT OF TIME VOLUNTEERING.
WE'RE FAITH BASED HEALTH CLINICS AND FOOD PANTRIES.
AND WITH APPRECIATION OF HER TIRELESS EFFORTS TO IMPROVE TRANSPORTATION, THE QUALITY OF LIFE OF ALL TEXANS, WE CONGRATULATE THE 2021 ROAD HAND WARD WINNER.
