SO, UM, I THINK THAT IS IN TERMS OF PROXIES TODAY.

SO, UM, WE

[2. Public Comments]

WILL GO AHEAD.

UM, THERE WAS AN EMAIL PUBLIC COMMENT THAT WAS THAT FORWARDED TO THE WHOLE BOARD ASHBY.

OKAY.

SO YOU'VE GOT THAT ON, UM, THE GREEN SHEET BEFORE YOU, UM, ON PUBLIC COMMENTS ACTUALLY.

UH, I'M SORRY.

I THINK IT MIGHT BE A COMMENT, UM, RELATED TO ITEM NUMBER FIVE, UM, RATHER THAN A PUBLIC COMMENT.

SORRY.

AND SO WE WILL, UM, MOVE ON.

THERE'S NO NEED FOR AN EXECUTIVE SESSION.

I WILL ENTERTAIN

[4. Discussion and Take Appropriate Action on November 8, 2021 Meeting Minutes]

A MOTION FOR APPROVAL OF THE MINUTES FROM OUR NOVEMBER MEETING.

MADAM CHAIR.

OKAY.

MOTION BY COUNCIL MEMBER MATEO, SECOND BY, UH, MAYOR SHUTTER COAST.

UM, LET'S SEE.

OKAY.

WE HAVE ITEM NUMBER FIVE,

[5. Discussion and Take Appropriate Action on 2022 Election of Officers for the CAMPO Transportation Policy Board]

DISCUSSING TAKE APPROPRIATE ACTION ON ELECTION OF OFFICERS.

I'M GOING TO TURN THAT OVER TO MAYOR MORGAN, WHO WAS THE CHAIR OF OUR SUBCOMMITTEE.

UH, WE MET ON DECEMBER THE 16TH.

I BELIEVE BY ZOOM.

THE COMMUNITY HAD SEVERAL, UH, DISCUSS SOME ITEMS ON ANDROID THAT WITH ALL THE NEW MEMBERS THAT HAVE COME ON BOARD THAT, UH, THAT EXPERIENCE WITH CHAIR WALL AND LAST CHAIR KITCHEN WAS CRUCIAL TO KEEP THE CONTINUITY OF THE WEB THE MORE, UH, AND THEN WE, UH, HAD A LEG AND SECRETARY, AND SO WE CHOSE TO ELECT A COMMISSIONER.

JOHN SAW I'LL MAKE A MOTION TO ELECT A NOMINATE PROTON NOMINEE COMMITTEE SHARE COMMISSIONER LONG FOR CHAIR, UH, COUNCIL MEMBER, AND KITCHEN TO LAST CHAIR AND, UH, COMMISSIONER JONES, UH, FOR SECRETARY.

OKAY.

THAT WAS A MOTION BY MAYOR MORGAN IN A SECOND BY JUDGE OAKLEY.

UM, IS THERE ANY COMMENT FROM ANYBODY ELSE ON THE COMMITTEE, UM, OR FROM THE BOARD? THE ONLY THING I WOULD ADD CHAIRS, THERE WERE SEVERAL DISCUSSION ITEMS ABOUT, UH, MAY I ASK SPOKE TO HIM ABOUT SOME TRANSIT STUFF? UH, SOME OF THE THINGS THAT WE THOUGHT MIGHT BE GOOD TO BRING TO THE BOARD, BUT I DON'T THINK THAT'S FOR DISCUSSION TODAY.

Y'ALL BOTH HAVE IT.

AND SO APPRECIATE YOU COMING TO MEET WITH US AND, UH, DOING THE DUE DILIGENCE.

OKAY.

THANK YOU, MAYOR.

UM, SO THERE'S A MOTION AND A SECOND ALL IN FAVOR.

OKAY.

THAT LOOKS UNANIMOUS.

UM, AND SO UNLESS ANYBODY OPPOSE.

OKAY.

SO MOTION PASSES UNANIMOUSLY.

THANK YOU ALL.

UM, COUNCIL MEMBER, KITCHEN, UM, YOU KNOW, UH, I THINK WE'VE HAD A, UH, CHALLENGING, BUT A PRODUCTIVE LAST TWO YEARS AND LOOK FORWARD TO CONTINUING TO SERVE.

SO THANK YOU.

UM, AND

[6. Discussion on Amendment Cycle for TxDOT’s Unified Transportation Program (UTP)]

LET'S SEE.

OKAY.

MOVING ON TO ITEM NUMBER SIX, DISCUSS, UM, AN AMENDMENT CYCLE FOR TECH STOCKS UTP, AND I THINK WE'VE GOT HEATHER HERE WELCOME UM, TODAY WE ALWAYS REMIND PEOPLE THAT THEIR BASELINE POTENTIAL TRANSPORTATION, GRAVITY THAT MAY BE AVAILABLE IN THE NEXT 10 YEARS, BUT BECAUSE OF FUNDING LEVEL, IT'S NOT NECESSARILY A GUARANTEE THAT THE PRODUCT WILL GO FORWARD.

OTHERWISE IT'S JUST GOING TO PLAN AUTHORIZE LOCAL PARTNERING AGENCIES TO PREPARE FOR FRONT.

IT DETERMINES HOW MUCH TRANSPORTATION FUNDING THE STATE EXPECTS TO HAVE OVER THE NEXT DECADE AND HOW TO DISTRIBUTE IT.

IT INCLUDES ALL TRANSPORTATION

[00:05:01]

PROJECTS THAT TEXTS US DEVELOPING FOR CONSTRUCTION OVER THE NEXT 10 YEARS.

THERE'S 12 DIFFERENT FUNDING CATEGORIES AND IT'S REQUIRED BY STATE LAW AND APPROVED BY COMMISSION IN AUGUST.

UM, THERE CAN BE OUT OF CYCLE UTP AMENDMENTS, BUT WE DON'T TYPICALLY DO THOSE.

SO THIS IS THE, UH, FAMILY PLANNING, PROGRAMMING DOCUMENTS, UH, THAT WE, THAT WE HAVE THE LONG-TERM VISION.

IS THIS A STATE WIDE LONG RANGE TRANSPORTATION PLAN? THAT'S THE 24 YEAR PLAN.

AND THEN THE MTP IS, IS WHAT YOU, YOU ALL HAVE ADOPTED FOR THE 20 YEAR PLAN.

AND THEN THE PRODUCT DEVELOPMENT STAGE IS THE UTP.

THAT'S THE 10 YEAR PLAN.

THE FOUR YEARS IS THE, UH, PROJECTS THAT ARE FUNDED FOR CONSTRUCTION.

AND THEN THE TWO YEARS OF THAT IS THE LETTINGS.

SO YOU CAN SEE HERE, UH, PLAN AUTHORITY IS, UH, UH, WHAT WE PUT PROJECTS AND WHEN WE'RE DOING THE FEASIBILITY STAGE AND DEVELOP AND CONSTRUCT AUTHORITY IS THE UCP THOSE 10 YEARS IN THE BLUE AND THE I'M SORRY, THE BROWN AND THE ORANGE, UH, PROJECTS, UH, THAT ARE IN DEVELOP AUTHORITY.

SOME OF THE CAMPO TO BURT PROJECTS ARE WHAT WE HAVE DEVELOPED AUTHORITY ON, EVEN THOUGH THEY AREN'T FUNDED IN THE 10 YEARS.

SO WE HAVE AN ALLOCATION, WE GET ABOUT $600 MILLION TO PUT IN DEVELOPMENT AUTHORITY BECAUSE THE CAUSE THE TENURE ATP HAS TO BE FISCALLY CONSTRAINED.

SO THE PROJECTS THAT ARE PROGRAMMED IN THERE, THERE'S A BALANCE THAT WE GET TO USE ON DEVELOPING PROJECTS THAT AREN'T IN THE UTP, BUT WE HAVE DEVELOPED AUTHORITY ON.

AND THEN AGAIN, POST LETTING AS THE CONSTRUCTION PHASE, THIS IS VERY SIMILAR TO THE PREVIOUS SLIDE OF PLANT AUTHORITY IS UP THERE IN THE HOPPER.

UM, THESE ARE KIND OF THE BOWELS THAT, THAT SPEED AT THAT SPEED PROJECTS COMING INTO THE ATP.

AND THEN ALSO, UM, WHETHER THEY GO TO CONSTRUCTION OR NOT.

SO WHEN PRIVATES ARE IMPLANTED AUTHORITY, THIS IS, THAT'S WHAT WE'RE DOING RIGHT NOW.

WE'RE TRYING TO MOVE PROJECTS FROM PLAN AUTHORITY INTO THE ETT AND THAT'LL HAPPEN THIS AUGUST.

AND THEN AGAIN, AS WE GET PROJECTS INTO THE UTP, IT ALL DEPENDS ON THE CASHFLOW, UM, ON WHAT GOES TO CONSTRUCTION.

SO THIS IS THE UTP DEVELOPMENT TIMELINE.

UM, THIS LAST PAST OCTOBER IN NOVEMBER, WE WERE GIVEN, UH, THERE, THEY WERE DEVELOPING PLANNING, THEY WERE CASHED FORECASTING.

AND, UH, WE'VE BEEN PUTTING IN TECH STOCK CONNECT OUR PROGRAM OF PROJECTS.

AND SO TOMORROW IS OUR DEADLINE TO SUBMIT PROJECTS FOR THE 2023 ATP.

AND THEN, UM, ON JANUARY 27TH IS THE COMMISSION MEETING, UH, WHERE THEY'LL BE LOOKING AT THE CONTROLLER ACCOUNT AND ALL OF THE NEW INFRASTRUCTURE BILL AND HOW, HOW THEY'VE BEEN WILLING TO GIVE OUR PROJECTIONS THE NEXT SLIDE.

SO WE WILL BE GIVEN OUR PLANNING TARGETS, UM, AT THE END OF, AT THE BEGINNING OF FEBRUARY AFTER THE COMMISSION MEETING AND THEN EXCITED.

AND THEN LATER IN THE YEAR IN JUNE FOR JULY IS WHEN THE COMMISSION WILL APPROVE THE DRAFT UTP DOCUMENT.

AND THEN THE PUBLIC INVOLVEMENT STAGE IS IN JULY AND UTP ADOPTION, AS WE MENTIONED WAS ISN'T AUGUST.

THIS YEAR IS THE PROGRAM OF PROJECTS THAT YOU ALL SAW LAST YEAR THAT GOT INTO THE, UH, THE CAMPO DEFERRAL PROJECTS THAT GOT INTO THE 22 UTP, UM, OVER THERE ON THE, THE LATER COLUMN.

THOSE ARE ALL NEW AUTHORIZATION.

SO ANY NEW AUTHORIZATIONS TYPICALLY COME INTO THE LATER PART OF THE UCP NEXT SLIDE.

AND IN TERMS OF THE PROJECTS COMING INTO THE LATER PART OF THE UTP, THIS IN THIS SHOWS, UH, OUR CURRENT 22 UTP TARGETS AND PROGRAM PROJECTS, AS YOU CAN SEE, THE FIRST FOUR YEARS ARE ACTUALLY, THE FIRST FIVE YEARS ARE VERY, VERY OVER-PROGRAMMED.

AND SO ANY NEW PROJECTS THAT COME IN WE'LL BE COMING IN INTO THE LAYER PART OF THE UTP.

SO THEY'LL, THEY'LL BE KIND OF WAITING BECAUSE WE ALREADY HAVE THESE PROJECTS THAT ARE STOCKED UP, READY TO BE DEVELOPED.

DOES HERE IS, UH, SOME INFORMATION THAT WE HAVE ONLINE, UH, FROM THE INFRASTRUCTURE INVESTMENT AND JOBS ACT.

TYPICALLY WHAT WE'RE, WHAT WE'RE, WHAT WE'RE BEING TOLD IS WE CAN ANTICIPATE ABOUT ONE BILL 1.1, FOUR EXTRA BILLION DOLLARS PER YEAR.

BUT AS MENTIONED, WE'RE TOLD THAT, UH, AS THOSE ARE BEING PROGRAMMED, THEY'LL MEET NEED TO BE PROGRAMMED AT THE LATER YEARS OF THE UTP NEXT TIME.

SO INFORMATION ON THE UTP CAN BE FOUND ON THE TEXTILE WEBSITE AND WE HAVE PROJECT TRACKER WHERE YOU CAN LOOK AT ALL OF OUR THOUSANDS OF PROJECTS AND EVERY STAGE OF DEVELOPMENT.

AND THE UTP IS THE DOCUMENT WHERE YOU CAN LOOK AT, UM, IN PARTICULAR, THE PROJECTS THAT ARE FUNDED WITH CATEGORIES TWO, FOUR, AND 12.

THAT'S IT.

THANK YOU, HEATHER.

APPRECIATE IT.

ASHLEY, DO YOU HAVE ANYTHING TO ADD

[00:10:09]

SO, SO THESE PROJECTS WERE FUNDED, UH, IN THE LAST 22 UTP AND FOR EXAMPLE, UH, COURTYARD IS IT GOT INTO THE UTP IN YEAR 20, 26.

UM, SO NOW IN THE 23 TP YEARS, 23 THROUGH 26 ARE IN THE FIRST FOUR YEARS.

AND SO IT WILL BE IN THAT CONSTRUCTIVE FOR AUTHORITY PART.

AND SO, UM, AT LEAST ON 360, WHAT WE'RE, WHAT WE'VE BEEN DOING RECENTLY IS, UM, PROVIDING OPTIONS FOR, UM, KIND OF A BETTER PARKING AREA.

SO WE'RE ADDING A LITTLE BIT OF MONEY ONTO THAT PROJECT IN ORDER TO, TO HAVE IT SHOVEL-READY, UM, IN ORDER FOR IT TO BE READY, ALL THESE OTHER PROJECTS.

UM, I DON'T KNOW IF ANYONE IN HERE HAS HEARD OF THE TERM RACK AND STACK THEM, BUT THAT'S SOMETHING THAT WE'VE BEEN DOING STATEWIDE TO GET PROJECTS READY.

AND SO WE HAVE A WHOLE LIST OF PROJECTS AND 22 THAT, THAT ARE ON THE SIDELINES TO GET READY, THAT FUNNEL THAT I SHOWED YOU EARLIER LAST YEAR, WE HAD SOME, SOME SHORTFALLS IN OUR, IN OUR LETTINGS, BUT WE DIDN'T HAVE ANYTHING IN THAT HOPPER READY TO ME TO BE LED.

AND SO NOW, UH, STATEWIDE, WE'RE DOING A REALLY GOOD JOB OF GETTING PROJECTS, UH, SHELL READY, WHICH IS A LOT OF THESE PROJECTS THAT WERE ALREADY IN THE UTP ALONG WITH THESE NEWLY FUNDED LAST YEAR.

OKAY, WAIT A MINUTE.

RACK AND STACK WASN'T THERE A, LIKE A KID'S TOY CALLED THE , UM, IN TERMS OF .

SO, UH, SO WHAT'S HAPPENING IS AS TUCKER AND I MEET MONTHLY WITH THE HEAD OF THE METRO RACK AND STACK THEM GROUP, AND WE GO OVER OUR PROJECTS, WE TALK ABOUT READY TO LET YOU KNOW HOW MUCH IS THE RIGHT OF WAY CLEAR CAUSE ANY PROJECTS THAT ARE ELIGIBLE FOR RAPID STACK AND HAVE TO BE FULLY, FULLY READY WITH NO MANAGEMENT PLANS.

AND SO IN PARTICULAR PROJECTS THAT AREN'T IN THE UTP AND IN THE STEP, THEY REALLY COULDN'T BE ELIGIBLE FOR, UM, RACK AND STACK THEM THIS YEAR BECAUSE ALL THE PLANNING DOCUMENT CHANGES THAT WOULD NEED TO HAPPEN.

SO RIGHT NOW WE'RE TARGETING, UH, IN THE MAINTENANCE PROJECTS FOR THIS YEAR.

AND THEN NEXT YEAR, WE'LL, WE'LL GET ALL THOSE PROJECTS READY, THAT ORDERED BIRD.

I MEAN, THERE'S A LOT OF PROJECTS THAT ARE 90% PSD THAT WE CAN REALLY GET READY FOR FOR THE OPPORTUNITY.

SO WHAT'S HAPPENING NOW IS, UM, STATEWIDE.

WE HAVE A WHOLE LIST OF PROJECTS, AND THEN I BELIEVE THERE'S MAYBE GOING TO BE A COMMITTEE THAT WILL DETERMINE, UM, KIND OF WHAT PROJECTS CAN THEN BE PROGRAMMED.

SO RIGHT NOW WE'RE NOT PROGRAMMING ANY RAKIM, STOCK AND PROJECTS.

THEY'RE JUST BEING, THEY'RE JUST GETTING READY.

YOU KNOW, WE'RE JUST GETTING THE PLANS ON THE SHELF.

AND THEN WHEN ADMINISTRATION TELLS US THAT WE CAN PROGRAM THEM, THAT'S WHEN WE CAN START PUTTING THEM TO LETTING OKAY.

A COUPLE OF COMMENTS ON HAS HEATHER VERIFIED FOR US, ALL OF THESE CAT TWO PROJECTS THAT WERE IN LAST YEAR'S UTD WERE ALL FROM A DIFFERENT LIST THAT WE TOOK ACTION ON IN 2020.

SO I WANT TO MAKE THAT CLEAR TO WORK GOING TO THAT DEFERRAL LIST OF GETTING APPROPRIATE, UM, BUT ALSO ON THE RACK AND STACK THEM PROGRAM.

JUST EXPLAIN TO EXPLAIN THAT A LITTLE BIT.

I THINK ONE OF YOUR SLIDES ONTO YOUR HEAD HEAD, WE HAVE AN $8.8 BILLION PROGRAM.

SO OUR, OUR TARGET FOR, UM, STATEWIDE LETTINGS IS, IS ALMOST $9 BILLION SAY $0.8 BILLION FOR THIS FISCAL YEAR.

AND OUR COMMISSION HAS ASKED US AS TXDOT ALL DISTRICTS TO HAVE ANOTHER, BETWEEN $800,000,001.2 BILLION, READY TO GO ON TOP OF THAT 8.8 BILLION TO PREPARE FOR, IF ANY OF THESE PROJECTS SLIP OUT OF THE FISCAL YEAR, WE CAN GRAB THOSE PROJECTS OR IF NEW MONEY BECOMES AVAILABLE, WE CAN, UH, WE CAN ADD TO THIS FISCAL YEAR.

SO THE WHOLE RACK AND STACK AND THE SORT OF THE LABEL OR THE BRAINING THAT OUR COMMISSIONERS PUT ON IT, BUT IT BASICALLY IS LOOKING AT FUTURE FISCAL YEARS OF PROJECTS THAT ARE FUNDED TO GET THOSE ACCELERATED, GET THEM READY TO LET THIS FISCAL YEAR, IF THE OPPORTUNITY PRESENTS ITSELF IN THE CENTER SET OF COMMITTEE, WE'LL BE LOOKING AT THIS ON A MONTHLY BASIS TO SEE, UH, TO MAKE SURE WORK OR MEETING OR ON TARGET TO MEET OUR 8.8 BILLION FOR THIS FISCAL YEAR.

AND IF WE'RE FALLING BEHIND OR BIDS OR COMMITTEE COMING IN LOW, WE CAN TAKE THESE OTHER PROJECTS THAT ARE, ARE READY AND, AND UP, AND READY TO LET AND ADD THEM INTO, TO MEET OUR, OUR $9 BILLION STATEWIDE GOAL.

UM,

[00:15:01]

SO THESE PROJECTS THAT YOU SEE HERE ARE THE ONES THAT WERE ADOPTED LAST YEAR, AND THEY WERE THERE IN THE, THE, THE UTP NOW FROM YEARS 26 TO 2 31.

AND SO THAT'S WHEN, UH, DOESN'T MEAN THAT, THAT, YOU KNOW, A LOT OF THEM WEREN'T FURTHER ALONG THAN TYPICAL, TYPICALLY WHEN, WHEN PROJECTS ARE IN PLAN AUTHORITY AND THEY COME IN, THEY'RE NOT AS FAR ALONG AS SOME OF THESE PROJECTS, I KNOW THE ITSC PROJECTS WERE GETTING READY TO ROCK AND STACK, AND WE'RE GETTING THE CONSULTANTS, UM, PREPARED TO, TO DELIVER THOSE.

SO THAT THEY'RE READY.

UM, IF WE HAVE THAT FOR FALL UH, IT WOULD, IT WOULD HAVE TO BE IN THE LAYER PART OF THE UTP, UH, THE ONES THAT WERE ADOPTED LAST YEAR.

SO 20, 26 AND ON, UM, ASSUMING NO OTHER QUESTIONS.

OKAY.

HERE'S THE LIST OF PROJECTS THAT ARE IN THE EARLIER PART FROM NOW TILL 2026, THAT WE MIGHT BE WANTING TO BE READY FOR THIS 9 BILLION TO HIT THE 9 BILLION THAT'S DIFFERENT THAN THIS WEST, RIGHT? AND THIS IS JUST A LIST.

THE LIST IS I CAN PROVIDE YOU ALL THE 22, 20 AND 22 AUSTIN DISTRICT A LIST OF PROJECTS THAT ARE IN 22 UTP.

I DON'T HAVE THAT HERE RIGHT NOW, BUT I CAN PROVIDE THEM.

I THINK THAT WOULD BE VERY HELPFUL AND JUST SEE WHERE YOU'RE COMING FROM.

IT MADE A BIG DIFFERENCE, TUCKER, WHEN YOU SAID THAT THIS COMES FROM THE OTHER FOLLOWERS, BECAUSE AGAIN, WE'RE NOT A UNIFORM.

WE ACT ASSESSOR AT THE SAME TIME, CRAZY CONCEPT.

BUT WHEN WE GO TO THE THINGS THAT WE HAD TO FUND US FOR THE MONEY, AND IT'S AN OF FASHION, WHICH IS ALSO REALLY IMPORTANT.

SO THANK YOU.

SO TO THE UTV, THE 10 YEARS LET'S CALL OUT THE AUSTIN DISTRICTS PAGES AND GET THEM TO ONE OF THE WOMEN THEN THERE'S IN THERE AUGUST THE 23 IS THE .

SO THAT ONE'S DEFINITELY FOUR YEARS ALREADY.

OKAY.

JUST QUICKLY.

IS THIS SENT OUT IN BACA? ACTUALLY, IF ANYBODY IS INTERESTED AFTER THE MEETING BUT I CAN, I CAN SHOW YOU THE HARD COPY OF THE WOOL CARPET OUT.

HEATHER.

THANK YOU, TUCKER.

OKAY.

SEEING NO OTHER QUESTIONS, WE WILL MOVE ON.

UM,

[7. Update on Federal Infrastructure Bill]

SORT OF BLED OVER INTO THIS A LITTLE BIT, BUT WE'LL GO AHEAD AND MOVE ON TO ITEM NUMBER SEVEN.

UM, THE NUMBERS THAT YOU SEE ON THE SCREEN HERE TO THIS REGION STRAIGHT TO THIS BODY IN THIS ONE, CATEGORY $7 GO STRAIGHT TO METRO, AND WE HAVE NOT SEEN THOSE TABLES TO WASHINGTON AND WAS TOLD.

SO I'M HOPEFUL.

I'M HOPEFUL THAT BY THE TIME WE SEND OUT THE INFORMATION FROM THE UGT PRESENTATION, I CAN ALSO SEND YOU

[00:20:02]

AS WELL.

SO YOU CAN SEE HOW MUCH WE ANTICIPATED I CAN TELL YOU IT'S AN INCREASE, BUT I DON'T KNOW HOW MUCH, BECAUSE I USED TO RUN THE PERFORMANCE, UM, TO TALK ABOUT TODAY WAS TO ASK YOU TO START THINKING ABOUT HOW TO HANDLE, UM, DISCRETIONARY GRANT PROGRAM PORTION OF THE FEDERAL BILL.

SO THIS PARTICULAR INFRASTRUCTURE BILL HAS A LOT OF DISCRETIONARY GRANT PROGRAMS. SOME OF THE NEW PROGRAMS HAVE A LOT OF OVERLAP WITH EXISTING PROGRAMS. WE'RE NOT SURE HOW THAT'S GOING TO, UM, ALSO, UM, UM, SO EACH PROGRAM WILL HAVE WE'LL HAVE SET UP A PROCESS FOR ACCEPTING APPLICATIONS AND METRICS FOR SELECTING WE'RE STILL TRYING TO UNDERSTAND HOW THE MONEY WILL FLOW ADVANTAGE IS WE'VE GONE THROUGH THE ANALYSIS AND UM, SO, UM, WHAT'S THE, WHAT'S THE DOWNSIDE OF AND HELP WITH COORDINATION THAT NEEDS TO HAPPEN PROBABLY BETWEEN, UM, TO HANDLE THAT.

I AM ALSO ANTICIPATING BECAUSE SOME OF THESE PROGRAMS , AND SO I DON'T KNOW IF THEIR APPROACH IS GOING TO BE TO PUT A LITTLE BIT OF MONEY EVERYWHERE, CONCENTRATED SPREAD MONEY OUT A LITTLE BIT.

SO THAT, THAT BRINGS ME TO, IF SOMEONE RECEIVES A BRAND, BUT IT'S 10% OF THE TOTAL COST, THEN THE REMAINDER, IF THEY CAN'T COME UP WITH THE FULL REMAINDER

[00:25:10]

I DON'T WANT TO REINTRODUCE THAT AGAIN.

UM, SO, UM, IS THE REMAINDER OF THE INFORMATION THAT WE'RE LOOKING FOR, UM, FROM, UH, FEDERAL HIGHWAY TRANSIT, BUT ALSO SOME SORT OF RECOMMENDATION BACK TO .

SO JUST A, I GUESS A POINT OF CLARIFICATION, UM, YOU KNOW, LOCAL GOVERNMENTS ARE ENCOURAGED TO APPLY FOR THESE AND CAMPOS, NOT GOING TO BE THE DECIDING FACTOR, WHETHER YOU CAN OR CAN'T AT ALL.

AND, UM, IT PROBABLY WILL LOOK MORE FAVORABLY EVEN AT THE FEDERAL LEVEL, IF IT'S ALREADY IN THE PLAN AND THE TIP, BUT, YOU KNOW, IF YOU HAVE THIS FANTASTIC THING THAT WE DIDN'T KNOW ABOUT, UM, JUST RECOGNIZE BECAUSE IT'S GOING TO INVOLVE FEDERAL FUNDS.

IF IT SHOULD SOMEHOW GET AWARDED, IT WILL HAVE TO END UP IN THE PLAN AND THE TIP AND, UM, AND GET VOTED ON HERE.

BUT I WOULD ALSO TO APPOINT ASHBY MADE, UM, MAKE SURE THAT ANY LOCAL MATCH REQUIREMENTS YOU HAVE OR THAT, THAT MIGHT BE ATTACHED TO ANY OF THOSE GRANTS, MAKE SURE YOU HAVE IT, YOU KNOW, THAT'S UM, CAUSE I THINK IT WOULD BE PRETTY CHALLENGING OF THIS BODY.

IF YOU GOT AWARDED SOMETHING AND THEN DIDN'T HAVE A LOCAL MATCH AND CAME BACK AND SAID, HEY, HELP ME.

SO JUST MAKE SURE ON THOSE THINGS.

AND, AND I THINK THAT'LL GET FURTHER VETTED AT THE TAC, BUT I JUST WANTED TO CLARIFY, I MEAN, IT'S, IT'S CERTAINLY UP TO ANY LOCAL GOVERNMENT TO GO APPLY FOR, YOU KNOW, WHATEVER CATEGORY AS THOSE GET FURTHER FLUSHED OUT, UM, AND ENCOURAGE YOU TO DO SO IF THERE'S ONE THAT FITS ANY OTHER QUESTIONS OR COMMENTS ON ITEM, NUMBER SEVEN, COME FROM RELEVANT, I'VE GOT ONE OVER HERE AND THEN I'LL COME BACK TO YOU.

UH, JUST A QUICK QUESTION.

AS FAR AS THE PROCESS FOR PEOPLE WHO WOULD WANT TO APPLY FOR THESE GRANT FUNDS, I UNDERSTAND THE ONES THAT HAVE ALREADY BEEN SUBMITTED AND ARE IN THE TIP AUGUST.

THEY DON'T NEED TO REAPPLY, BUT WITH NEW PROJECTS NEED TO SUBMIT TO CAMPO, THERE'LL BE A PROJECT CALL FOR THIS, OR WOULD IT GO THROUGH TECHSTARS OR FEDERAL GOVERNMENT? WHAT WOULD THAT LOOK LIKE FOR NEW PROJECTS THAT ARE NOT IN OUR 10 ? THEY WILL PROBABLY ASK HIM, ASK HIM TO PRODUCE A LETTER OR SOMETHING SAYING THAT IS CONSISTENT WITH THE .

AND JUST ONE MORE ITEM TO CLARIFY OFTEN WHEN, UM, WE'VE HAD DIFFERENT OPPORTUNITIES FOR FEDERAL FUNDING OR FEDERAL GRANTS.

UM, LOCAL GOVERNMENTS HAVE ASKED, UM, OF OUR EXECUTIVE DIRECTOR FOR A LETTER OF SUPPORT.

AND, UM, I THINK IF IT'S IN THE PLAN OR THE TIP, THAT CLEARLY IS SOMETHING THAT THIS BODY'S ALREADY VOTED ON AND HE CAN PROBABLY DO THAT IF IT'S NOT IN THE PLANNER TIP, YOU KNOW, HE'S PROBABLY GONNA SAY NO BECAUSE YOU KNOW, HE, HE ACTS WITH THE AUTHORITY THAT WE GIVE HIM.

AND SO THAT WOULD BE A PROJECT OUTSIDE OF THAT.

UM, IF YOU WERE SUBMITTING SOMETHING IN ONE OF THE SUPPORTIVE CAMPO, EVEN THOUGH IT MIGHT NOT BE IN THOSE TWO THINGS THAT WOULD PROBABLY HAVE TO COME TO THE, TO THE BOARD JUST AS FAR AS FOR CLARIFICATION I WOULD NOT FEEL COMFORTABLE.

OKAY.

AND COUNT TO REMEMBER TO TELL YOU, YOU HAD A QUESTION THAT YOU'RE IN.

GO BACK ONE SLIDE, PLEASE.

THANK YOU.

SO WHAT YOU WERE SAYING, ASHLEY, IS THAT THAT MISSES, IT, IT ISN'T AN EXHAUSTIVE LIST, BUT IT'S THINGS THAT YOU THINK ARE APPLICABLE AND WE NEED TO BE COGNIZANT I HAVEN'T THAT SPECIFIC LESSON, BUT IT ALSO SOUNDS LIKE FROM WHAT YOU SAID FROM THE FEDERAL GUIDELINES OR LACK THEREOF, THERE'S A LOT OF ELECTRICITY FOR A BETTER LACK OF TERM INTO WHAT WILL ULTIMATELY BE AS THE CRITERION.

SO WHEN WE'RE TALKING ABOUT THINGS THAT, UM, WE'VE ALREADY VETTED THROUGH OUR BOARD AND I'LL THROW OUT APPLICABLE PROCESSES, UM, SO YOU KNOW, IT HAS A REGIONAL SIGNIFICANCE AND WHAT WE'RE DOING, IS THERE ANYTHING THAT WE NEED TO BE CONCERNED ABOUT THAT, UH, ANY CRITERIA MAY CONFLICT WITH WHAT YOU'VE SEEN FROM THE FEDERAL LEVEL, OR DO YOU SEE

[00:30:01]

A PRETTY BROAD DISCRETION LOCALLY TO BE ABLE TO GO AHEAD AND ASSERT THAT THERE'S FUNDS IN THOSE CUPBOARDS GRANTS IN A, IN A WAY THAT WE THINK IS APPROPRIATE? I WAS WONDERING WHAT IS THE ROLE OF TECH STOCK IN THIS PROCESS VERSUS TAMPA OKAY.

AND THEN TO WHAT EXTENT ARE SOME OF THESE PROGRAMS, THINGS THAT WE DON'T ALREADY HAVE IN THE PIPELINE? SO, I MEAN, THAT WE MIGHT WANT TO DO, BUT HAVEN'T DONE BECAUSE THERE WASN'T THE FUNDING, WHICH IS PART OF THE POINT OF THE GRANT PROGRAM.

ARE THERE BUCKETS IN THE LIST OF THE DISCRETIONARY GRANTS THAT WOULDN'T BE COVERED BY OUR TIP OKAY.

IT WOULD BE HELPFUL AS WE, AS WE GET THE MORE ADDITIONAL INFORMATION TO UNDERSTAND THOSE, THOSE KINDS OF CONTOURS AND TO BE ABLE TO PROVIDE YOU FEEDBACK.

NO, CAUSE IF THERE'S A POT OF THINGS THAT WE HAVEN'T TRADITIONALLY BEEN FUNDING THAT WOULDN'T APPEAR IN OUR PLANS, THEN, THEN WE WOULD WANT TO HAVE MECHANISMS

[00:35:01]

FOR HIGHLIGHTING THOSE.

UM, AND THEN FINALLY, I JUST WANTED TO MENTION, YOU KNOW, ONE OF THE PROJECTS, I THINK THAT OUR COMMUNITY WOULD BE VERY MUCH INTERESTED IN AND HAS BEEN WORKING CLOSELY WITH TXDOT ON, UM, WHICH FALLS UNDER THE RECONNECTING COMMUNITIES WOULD BE TO DO THE NEXT STEPS WITH THE TXDOT PLANNING FOR WITH THE CABIN STITCH.

UM, IT'S REALLY CRITICAL FOR RECONNECTING OUR COMMUNITIES IN AUSTIN, ALLOWING THOSE CAPS TO HAPPEN.

I'M NOT SURE THOSE ARE IN THE, IN OUR PLANS, SO WHAT THEY ARE THEY'RE.

YEAH, SO THAT WOULD BE AN AREA THAT I THINK A WHOLE CHUNK OF THE FEDERAL PROGRAM IS DESIGNED FOR RECONNECTING COMMUNITIES.

UM, AND SO I WOULD WANT TO MAKE SURE THAT, YOU KNOW, CAMPO COULD BE BEHIND THAT AND, AND, AND BE PUSHING FORWARD.

AND IF THERE'S THINGS THAT WE NEED TO DO TO MAKE SURE THAT THAT CAN HAPPEN IN A TIMELY MANNER AS WE GO THROUGH THE PROCESS, UM, OBVIOUSLY WE'VE BEEN WORKING CLOSELY WITH TECH STAFF, UM, AND THE CITY OF AUSTIN ON THOSE PROGRAMS, UM, BUT WOULD LOVE TO BE PUTTING THOSE PROPOSALS FORWARD ALSO WITH CAMPOS KNOW SUPPORT.

UM, AND IT'S WHERE WE ARE IN THE DESIGN PROCESS WHERE I DON'T THINK IT'S BEEN IN THERE, BUT, BUT I THINK IT'S A CRITICAL ISSUE FOR AWESOME.

ANY KILT ROOM, KITCHEN.

THANKS FOR BRINGING THAT UP.

UM, COUNSELING, THE ALTERNATIVE, UM, ASKING MAYBE YOU COULD JUST GIVE SOME THOUGHT, UH, CHAIRMAN, GIVE SOME THOUGHT TO WHAT THE PROCESS MIGHT BE.

IF, IF WE WANT TO BRING SOME PROJECTS TO THIS BOARD'S ATTENTION TO, SHOULD WE KEEP SO WE CAN ADOPT THEM OR DO, UH, THAT'S PROBABLY NOT THE RIGHT WORD, BUT SO WE CAN SOMEHOW, UH, CONSIDER THEM SO THAT THEY WILL BE SOMETHING THAT COULD PERHAPS WITH A LETTER OF SUPPORT ANOTHER, WE HAVE TO GO THROUGH SOME KIND OF PROCESS, BUT THERE MAY BE SOME PROJECTS LIKE THAT THAT WE MIGHT WANT TO ASK.

AND I DON'T KNOW WHAT THE RIGHT PROCESS WHO MOVED TO, SO IT WILL BE A TIMELY COFFIN TRYING TO FLUSH SOMETHING ELSE, YOUR POINT, THAT THOSE AREN'T IN THE PLAN, BECAUSE IT HAS TO BE, YOU HAVE TO HAVE FUNDS IDENTIFIED FOR IT.

THERE'S NO FUN.

SO YOU DON'T WANT TO GET THAT'S RIGHT.

WE DON'T WANT TO, YOU KNOW, THERE MAY BE AN APPROPRIATE PROCESS THAT IS JUST UNIQUE TO THIS KIND OF LETTER OF SUPPORT THAT WE DON'T WANT TO PUT A PROJECT THROUGH OUR WHOLE PROCESS.

ANY OTHER QUESTIONS TO REIMBURSEMENT, CORRECT ASHTRAY.

SO IF THE REIMBURSEMENT THEN CAPITAL TO YOUR POINT, UM, KEPT ALTERING COSTS, MENTAL KITCHEN, THEN YOU HAVE THE POSSIBILITY OF HAVING THIS PROJECTS KEEP MOVING FORWARD.

AND THEN IF IN FACT THIS IS A REIMBURSEMENT, THEY SHOULD BE RUNNING ALONGSIDE THAT SAME TRAIN LINE.

SO IT SHOULDN'T BE SOMETHING TO SLOW DOWN EITHER WAY ON THAT.

IF WE DON'T HAVE ANY OTHER COMMENTS ON NUMBER SEVEN,

[Additional Item]

SURE, THANKS ASHBY AND SAY HAPPY NEW YEAR, EVERYBODY GOOD TO SEE EVERYONE.

AND, UH, WE HAVE A VERY EXCITING YEAR COMING UP.

UH, TWO OF OUR PROJECTS ARE GETTING READY TO GO TO LET, UH, HERE THE SPRING DOES THE NORTH PROJECT AND THE SOUTH PROJECT.

AND I'VE BEEN ABLE TO VISIT WITH SEVERAL OF YOU AND WE'LL CONTINUE TO DO SO OVER THIS COURSE OF THE YEAR, ESPECIALLY ON OUR 35 AND OUR COUNTY AND CITY OFFICIALS TO MAKE SURE THEY KNOW THE DEVELOPMENT OF OUR PROJECTS AND A SPECIFIC LAB, 35, UM, AND HOW THAT'S GOING.

CAUSE WE'RE GETTING A LOT OF ATTENTION ON THAT.

UH, BUT WITH THAT SAID, UH, I'D LIKE TO, UH, RECOGNIZE ONE OF OUR MEMBERS INTO PARTICULAR TODAY.

AND IF YOU RECALL AT THIS MEETING LAST YEAR, UH, I ANNOUNCED THAT OUR CAMPO EXECUTIVE DIRECTOR ASHBY JOHNSON WAS A RECIPIENT OF THE 2020 TXDOT ROAD HAND AWARD, WHICH WAS CREATED IN 1973.

AND IT'S THE HIGHEST TRIBUTE TO TXDOT, UM, ATTRIBUTES TO ITS CITIZENS WHO MET, MAKE TRANSPORTATION IN TEXAS THE BEST IN THE NATION.

AND I'M PROUD TO SAY THAT WE HAVE ANOTHER AWARD WINNER THIS YEAR AND THE 2021 ROAD AND ROAD HANDLE BOARD, UH, JOINING A LIST OF SEVERAL OTHERS FROM OUR CAMPBELL FAMILY TO WIN THIS AWARD.

AS I SAID, ASHBY WON IT LAST YEAR.

AND NOW WE'VE ALSO RECOGNIZED.

AND PREVIOUS YEARS WILLIAMSON COUNTY COMMISSIONER, VALERIE KOBE AND FORMER CAMPO CHAIR WILL CALMLY.

AND, UM, AS I LIST SOME OF THE ACCOMPLISHMENTS ABOUT THIS PERSON, IT PROBABLY WON'T BE HARD TO FIGURE OUT WHO IT IS, BUT JUST BEAR WITH ME FOR A FEW MINUTES AS I GET THROUGH THOSE.

UM, OUR RECIPIENT HAS SERVED WILLIAMSON COUNTY COMMISSIONER PRECINCT TWO SINCE 2007 AND ALSO SITS ON THE CAP COG EXECUTIVE COMMITTEE, UH, SHE'S CHAMPION CHAMPION, NUMEROUS PROJECTS IN WILLIAMSON COUNTY AFTER VOTERS APPROVED TWO VON PACKAGES, ONE IN 2013 FOR $275 MILLION AND ANOTHER IN 2019

[00:40:01]

FOR $447 MILLION IN 2020.

THIS YEAR'S RECIPIENT BECAME A FIRST PERSON FROM WILLIAMSON COUNTY TO CHAIR THE TRANSPORTATION POLICY BOARD.

AND ALSO AS THE FIRST WOMAN TO HOLD THIS POSITION AS CAMPO CHAIR, SHE'D LED THE EFFORT ON THE FUNDING PLAN FOR OUR NUMBER ONE MOST CRITICAL CORRIDOR IN THE REGION, THE CAPITOL EXPRESS CENTRAL PROJECT TWO FOR THE FIRST EXPANSION OF ANY SIGNIFICANCE SINCE THE MID 1970S, OUR RECIPIENT ALSO HAS BEEN A CHAMPION FOR ENVIRONMENTAL STEWARDSHIP AND TAINT OBTAINING A DEPARTMENT OF ENERGY GRANT, ALLOWING WINSTON COUNTY TO PURCHASE 22 GAS TO PROPANE CONVERTERS FOR VEHICLES USED BY CONSTABLES AND EMERGENCY SERVICES.

THE COUNTY ALSO INSTALLED FIVE PROPANE FUELING STATIONS.

THESE MOVES HAVE SAY THE COUNTY CLOSE TO $70,000 A YEAR TO SUPPORT TEXAS INDUSTRY SECTOR JOBS.

SHE AND HER HUSBAND, DON ARE MEMBERS OF THE HILL COUNTRY BIBLE CHURCH.

AND THEY SPENT CONSIDERABLE AMOUNT OF TIME VOLUNTEERING.

WE'RE FAITH BASED HEALTH CLINICS AND FOOD PANTRIES.

AND WITH APPRECIATION OF HER TIRELESS EFFORTS TO IMPROVE TRANSPORTATION, THE QUALITY OF LIFE OF ALL TEXANS, WE CONGRATULATE THE 2021 ROAD HAND WARD WINNER.

CAMPO CHAIR SENT THE ALONE I HAVE THIS ENORMOUS CERTIFICATE.

WELL, THANK YOU, TUCKER.

I'M NOT SURE WHO MADE UP THAT RESUME, BUT OKAY.

THAT WAS A SURPRISE.

CAUSE I'M LIKE ASHBY IS, TUCKER'S NOT ON THE AGENDA HERE, SO WHAT'S GOING ON WITH THAT? WELL, THANK YOU.

IT'S IT'S AN HONOR.

UM, UH, AND THERE ARE CERTAINLY A LOT OF PEOPLE THAT HAVE CONTRIBUTED A WHOLE LOT MORE TRANSPORTATION THAN I HAVE ON THAT LIST, BUT IT'S AN HONOR TO BE WITH THEM.

UM, AND TO BE SITTING HERE TODAY WITH TWO OF OUR FORMER ROAD HANDS, UH, FORMER COMMISSIONER CONLEY AND ASHBY RIGHT HERE TODAY.

SO, UM, THANK YOU ALL.

I APPRECIATE IT.

OKAY, SO WE GOT OKAY.

SO

[8. Executive Director’s Report on Transportation Planning Activities]

WE'LL GO ON TO THE EXECUTIVE DIRECTORS REPORT.

WE'RE TRYING TO GET OUR TECHNOLOGY TO WORK.

RYAN IS HOPEFULLY GOING TO BE ABLE TO JOIN US VIRTUALLY HERE

[00:45:24]

AND THAT'S ANOTHER, YEAH, ONE MORE REMINDER.

UM, IF THERE IS SOMETHING THAT, UM, IN THE LAST DISCUSSION YOU THOUGHT ABOUT THAT, UH, WE'VE GOT FUNDING FOR THIS, BUT IT MIGHT NOT BE IN IT AND JUST FOR AN AMENDMENT TO A PROJECT, MAKE SURE YOU'RE WORKING WITH YOUR CHEFS TO, TO GET THOSE DONE.

UM, OKAY.

THAT WAS, UH, EIGHT, EIGHT.

ANYTHING ELSE ON THE SAFETY UM, YEAH, THAT WAS SOMETHING WE TALKED ABOUT A LOT WHEN WE TALKED ABOUT THIS EXTENSIVELY LAST YEAR, I BELIEVE, OR MAYBE IT WAS 2020, UM, AND JUST THE IMPORTANCE OF US WORKING WITH OUR LOCAL LAW ENFORCEMENT, BECAUSE THAT'S REALLY WHERE THE RUBBER MEETS THE ROAD IN TERMS OF, UM, BECAUSE LET'S FACE IT.

IF THERE'S NO THREAT OR SOMEBODY'S GETTING PULLED OVER FOR SPEEDING, THEY'RE LIKELY TO SPEED POINT, UM, THIS, THOSE HIGH SPEEDS CRASHES THAT ARE THE MOST.

UM, ALL RIGHT, SO

[9. Announcements]

THAT WAS NUMBER EIGHT, ITEM NUMBER NINE.

UM, WE HAVE A TAC MEETING ON JANUARY 24TH AT 2:00 PM IN OUR NEXT POLICY BOARD MEETING WILL BE ON VALENTINE'S DAY, UM, AT 2:00 PM AND THE SAME LOCATION.

UM, SO, UH, WHEN THAT WE WILL ADJOURN THE MEETING AT 2:50 PM.

THANK YOU ALL FOR ATTENDING.
