LET'S COMMISSION MEETING

[CALL TO ORDER]

TODAY IS JANUARY 30.

FIRST.

IT IS 6:06 PM.

THANK YOU TECH FOR HELPING US GET ALL THE THINGS FIXED AND WORKED OUT.

LOVELY TO SEE SOME OF US HERE AND SOME OF US IN THE LITTLE BOX.

UM, AND THANK YOU, CITY OF AUSTIN FOR ALLOWING THE HYBRID MEETING, ESPECIALLY AS A CRON IS, UH, KIND OF WACKY.

SO THANK YOU FOR THAT.

UM, DO WE HAVE ANY, UM, SPEAKERS TONIGHT STAFF.

OKAY.

OKAY.

SO WE HAVE NO SPEAKERS FOR CITIZENS COMMUNICATION, EITHER HYBRID OR IN PERSON, AND WE'RE GOING TO MOVE STRAIGHT TO THE APPROVAL

[1. APPROVAL OF MINUTES]

OF MINUTES FOR DECEMBER 15TH, 2021.

DO I HAVE MOTION? I HAVE EMOTION FROM CASTILLO SECOND FROM MARK.

ANY DISCUSSION OR ANY CHANGES THAT WE NEED TO MAKE ALL IN FAVOR? AYE, AYE.

COMMISSIONER KEATON.

THAT PASSES UNANIMOUSLY.

THANK YOU VERY MUCH.

MOVING ON CHAIRS REPORT.

HI EVERYBODY.

[2.a. Updates - Council Action on ARPA Funding; Equity WG; Reminder of Equity Resources; Communication]

UM, A COUPLE OF QUICK SORT OF UPDATES IN THE LAST, FIRST OF ALL, HAPPY NEW YEAR.

WE HAVEN'T SEEN YOU SINCE JANUARY.

I KNOW IT'S THE END OF THE MONTH.

IT FEELS LIKE ONE DAY IN 700 YEARS.

UM, UH, THANK YOU TO AUSTIN CITY COUNCIL, WHO ON THURSDAY, UH, DOTTED I'S AND CROSS T'S ON THE BETTER BUSINESS BUREAU ARPA, UM, MONEY UPDATE.

SO IF YOU HAVE NOT, UH, CULTURAL CONTRACTOR HAS GOTTEN YOUR ARPA MONEY YET THAT SHOULD BE OUT THE DOOR SHORTLY.

AND I KNOW A NUMBER OF YOU THAT I'VE SPOKEN WITH ALREADY HAVE.

UM, THANK YOU AGAIN TO STAFF FOR FACILITATING THE SWIFT, UM, UH, DISTRIBUTION OF THOSE FUNDS AND DOING IT IN A WAY THAT WAS, UM, JUST REALLY THOUGHTFUL.

UM, SO AT THIS POINT, THE NONPROFIT ARTS AND CULTURE EMERGENCY GRANT MONEY HAS BEEN DISTRIBUTED AND THE ARPA MONEY HAS BEEN DISTRIBUTED.

THAT WAS OUR TOP PRIORITY FOR THE END OF DECEMBER.

UM, SO HOPEFULLY YOU'VE GOT ENOUGH MONEY TO SURVIVE FOR A LITTLE WHILE WHILE WE DO ALL THE OTHER THINGS AND WE WILL BE INVITING YOU TO HELP WITH ALL THE OTHER THINGS.

UM, MOVING RIGHT ALONG, UM, EQUITY WORKING GROUP WAS GOING TO MAKE A PRESENTATION AND JUST A LITTLE BIT, I WANT TO THANK THE MEMBERS OF THAT WORKING GROUP FOR LIKE DEEP, DEEP CONVERSATIONS.

AS WE KICK BACK INTO THE CULTURAL FUNDING REVIEW PROCESS, VERY EXCITED ABOUT WHERE WE ARE AND WHERE WE'RE GOING AND OPPORTUNITIES FOR YOU TO STAY ENGAGED AND INVOLVED IN THAT CONVERSATION.

UM, FINALLY REMINDER THAT WE HAVE AVAILABLE THE EQUITY WORKING GROUP IN ITS EARLIER INCARNATION PUT TOGETHER WITH KIMBERLY KEATON'S LEADERSHIP, A SET OF RESOURCES ON EQUITY AND INCLUSION AND DIVERSITY.

AND THAT FOR MY COMMISSIONERS, WE SENT OUT THIS WEEK, UM, STAFF HAS THAT AVAILABLE TO THE PUBLIC AND CAN WE POST IT SOMEWHERE? THE EQUITY RESOURCES, UM, FROM THE WORKING GROUP, THAT ONE PAGE, UM, COMMISSIONER CASTILLO, IF I'M NOT MISTAKEN, IT WAS LINKED IN THE ORIGINAL ARTS COMMISSION.

THAT'S WHAT I THOUGHT YOU WANT TO READ IT.

YEAH, WE'LL DO THAT.

WE'LL MAKE SURE THAT THAT'S INCLUDED IN THE NEWSLETTER, UM, SIDE NOTE, IF YOU ARE NOT YET REGISTERED FOR THE NEWSLETTER COMMISSIONERS ASSESSMENT, WHERE DO THEY GO TO SIGN UP FOR THE NEWSLETTER? THERE ARE SO MANY DIFFERENT PLACES.

I'VE GOT SOME LIVE LINKS OUT THERE, BUT THE EASIEST WAY WOULD BE TO EMAIL ME DIRECTLY, OR YOU CAN CHECK OUT THE AT T X ARTS AND COMMISSION NEWS, UM, FACEBOOK PAGE.

AND THERE IS A LINK TO SIGN UP TO OUR MAILCHIMP ACCOUNT THERE, BUT ANY WAY THAT YOU WOULD LIKE TO SEE FIT A CARRIER PIGEON TEXT MESSAGE, EMAIL I'M AVAILABLE AND CAN GET YOU ON THAT.

IT'S TOTALLY TRUE.

I'VE SEEN THE CARRIER PIGEON.

ALL RIGHT.

SPEAKING OF COMMUNICATION.

UM, SO IT'S JANUARY, IT'S A NEW YEAR.

WE HAVE A NEW SET OF THINGS THAT WE WANT TO GET DONE, PRIMARILY TRYING TO CONTINUE TO THIS WORK FOR THE LONG-TERM VISION AND SUSTAINABILITY AND RESILIENCE AND SUCCESS OF THIS COMMUNITY WRIT LARGE.

UM, SOME OF THE CONVERSATIONS THAT WE'RE GOING TO BE HAVING OVER THE COURSE OF THE YEAR WILL BE DIFFICULT LIKE THEY WERE LAST YEAR.

UM, ANYTIME THAT THERE'S CHANGE, THAT'S A CHALLENGE.

SO I CALL ON EVERYBODY TO REMEMBER THAT WE ARE HUMANS FIRST AND ARTISTS, AND WE HAVE TO BE GENEROUS AND LOVING WITH EACH OTHER.

THAT THE ONLY WAY THAT THIS COMMUNITY COMES OUT OF THE TWO PLUS YEARS OF COVID IS TO DO SO AS A COMMUNITY, WORKING TOGETHER IN A THOUGHTFUL, ENGAGED PROCESS, UM, THAT IT'S GOING TO TAKE THE RESOURCES AND RESILIENCE AND CREATIVE PROBLEM SOLVING OF ALL OF US.

SO LET'S PLEASE BE KIND TO EACH OTHER, UM, PLEASE MOVING FORWARD.

ALL RIGHT.

WITHOUT FURTHER ADO ART AND PUBLIC PLACES, LIAISON REPORT FROM COMMISSIONER BARNS AS BRETT JOINED US, COMMISSIONER BURNS IS TRYING TO LOG IN CURRENTLY AB

[00:05:01]

CAN WE SEE IF HE NEEDS TO BE BUMPED OVER? GOT HIM.

COOL.

YEAH, LET'S LET COMMISSIONER, BRIAN'S GET LOGGED IN.

HELLO.

RIGHT.

THAT'S A GREAT NOTE.

SO REMINDER, UM, COMMISSIONERS WHO ARE AT HOME, THAT IF YOUR CAMERA IS OFF, YOU'RE CONSIDERED OFF THE DIOCESE.

SO JUST REMEMBER THAT YOU NEED YOUR CAMERA ON, IF YOU WANT TO BE CONSIDERED PRESENT COMMISSIONER BARNES.

HELLO.

WE ARE JUST GETTING TO,

[2.b. Art in Public Places Liaison Report - Commissioner Barnes]

UH, ITEM TO BE THE AIPP LIAISON REPORT.

I WANT TO SHARE JUST, UM, SORT OF BUSINESS AS USUAL.

WE'RE LOOKING AT, UM, JUST THE, THE PROJECTS THAT ARE ON THEIR, UM, THEIR SLATE.

SO, AND THEN, UM, WE HAVE, UH, WELL, I GUESS IT'S LATER ON IN WORKING GROUPS, BUT WE'RE, WE'VE GOT A P THREE WORKING GROUP MEETING ON THE BOOKS, SO I THINK REALLY BIG TO REPORT.

EXCELLENT.

YAY.

P THREE WORKING GROUP.

ALL RIGHT.

UM, AND CARL, HELLO.

THANKS FOR JOINING US.

CARL, YOU HAVE AN UPDATE

[2.c. AEDC/Cultural Trust Advisory Committee Report – Carl Settles]

ON THE AEDC CULTURAL TRUST ADVISORY COMMITTEE.

UH, SURE.

JUST A LITTLE BIT OF STUFF GOING ON THERE.

SO YOU WANT TO SHARE, UH, WELL, UH, WE SHOULD HAVE AN ANNOUNCEMENT ANY DAY NOW OF A NEW CEO, UH, FOR THE, UM, AEDC, UM, UH, WE'RE EXCITED ABOUT THAT AND WE'RE WELL UNDERWAY WITH THE RFP PROCESS FOR, UH, THAT THE BOND MONEY, UM, UM, AND REALLY EDUCATING FOLKS RIGHT NOW.

UM, AND WE'RE IN, UM, ON THE, UM, I GUESS THE, UH, EVALUATE REVIEW COMMITTEE AND SO, UM, GETTING PREPARED, UM, AND I THINK LATER THIS MONTH, OR NEXT MONTH, WE'LL START TO DIVE INTO THOSE AND REVIEW THE PROPOSALS.

I, THE LAST TIME I HEARD THERE ARE ABOUT 35 OR SO, UM, PEOPLE IN THE, OR ORGANIZATIONS IN THE PIPELINE, I THINK, AND I THINK THAT 15 OR 16 IS THOSE WERE EXPECTING TO ACTUALLY SUBMIT FOR THIS FIRST GO AROUND.

AND THE IDEA IS THAT EVEN THOUGH PEOPLE AREN'T GOING TO NECESSARILY GO FOR THIS FIRST ROUND OF FUNDING, WE WANT TO START TO GET AN IDEA OF WHO'S OUT THERE AND START TO BRAINSTORM ABOUT FUTURE WAYS THAT WE CONTINUE, CONTINUE TO PLAN, UM, AND TRY AND IDENTIFY, UH, OTHER FUNDING OPPORTUNITIES, UH, FOR THOSE FOLKS.

UM, THAT'S, THAT'S GENERALLY, UH, WHAT'S GOING ON.

UM, I DON'T HAVE ANY MEETING MINUTES OR ANYTHING LIKE THAT IN FRONT OF ME, BUT I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU ALL MIGHT HAVE ANY QUESTIONS FROM THE COMMISSION, UH, COMMISSIONER FLORES.

UH, FIRST OF ALL, I'M TESTING MY THING CAN Y'ALL HEAR ME CAUSE IT WAS SAYING YOU COULDN'T.

YUP.

YUP.

OKAY.

SO CARL IS THAT HI, HOW IS IT POWER? HOW ARE YOU AND EVERYBODY HAVING SAME GOOD.

SEE ALL LAST NIGHT.

SO, SO THIS IS FOR THE 12 MILLION, UH, THESE PROPOSALS, THE RFP WENT OUT AND STARTED.

HAVEN'T HAD A CHANCE TO LOOK AT IT, BUT SO, UH, WHAT'S THE DEADLINE FOR THAT AGAIN FOR EARNING THOSE MONEY? I'M SORRY.

I, I, I DON'T HAVE THE EXACT DEADLINE 31ST, MARCH 31.

OKAY, COOL.

YEAH.

ALL RIGHT.

I JUST THANK YOU.

YOU'RE WELCOME AND CALL.

THANK YOU FOR RETURNING TO SERVICE ON THE AEDC BOARD.

WE REALLY APPRECIATE YOUR COMMITMENT AND, UH, WE CAN, UH, WE'RE GOING TO KEEP YOU BUSY.

THANK YOU, SIR.

THANK YOU FOR HAVING ME.

IT'S OUR HONOR.

ALL RIGHT, NEXT UP, UM, COMMISSIONER KEATON'S DOWNTOWN COMMISSION REPORT.

I UNDERSTAND COMMISSIONER KEATON THAT YOU'LL HAVE A REPORT IN FEBRUARY BECAUSE THE CALENDARS.

OKAY, GREAT.

MOVING ALONG.

UM, WE ARE HONORED THIS EVENING

[3.a. Ground Floor Theatre – Lisa Scheps, Founder & Co-Artistic Director]

TO HAVE WITH US FOR A SPECIAL PRESENTATION.

UH, LISA SHEP'S, THE FOUNDER AND CO ARTISTIC DIRECTOR OF GROUND FLOOR THEATER.

HEY, HEY, HEAR ME BACK THERE.

THERE I AM.

OKAY.

TAKE TWO.

UH, COMMISSIONER POKER

[00:10:01]

AND THE REST OF THE COMMISSIONERS.

THANK YOU FOR HAVING ME.

THANK YOU, COMMISSIONER GREY FOR INVITING ME TO TALK ABOUT MY FAVORITE SUBJECT.

UH, I ALSO JUST WANT TO SAY WHILE I'M HERE, IT'S SO GREAT TO ACTUALLY BE IN PERSON IN PRESENCE WITH YOU GUYS.

SO THAT MAKES ME FEEL GOOD.

YOU DON'T KNOW IT, BUT THERE IS LIPSTICK ON UNDER HERE.

UM, SO THAT IS GOOD.

UM, GROUND FLOOR THEATER, UH, HAS BEEN AROUND, UH, IN AUSTIN FOR SEVEN YEARS.

WE HAVE A MISSION OF PRODUCING THEATER FOCUSED ON HISTORICALLY UNDERREPRESENTED COMMUNITIES.

OH, OKAY.

SORRY.

I HEAR NOISES.

I LOOK, UM, I STARTED GROUND FLOOR THEATER SEVEN YEARS AGO WHEN I SAW A COUPLE OF THINGS.

NUMBER ONE, I SAW THE LACK OF VENUE SPACES HERE IN TOWN AND, UH, I FELT THAT IT WAS A REALLY GOOD IDEA TO EMPTY OUT MY RETIREMENT ACCOUNT AND OPEN UP A, UH, VENUE, WHICH WE HAVE, WHICH WE USE FOR OUR OWN PRODUCTIONS.

WE ALSO RENT TO LIKE-MINDED NONPROFITS FOR ROUGHLY 60% OF MARKET VALUE.

SO WE FEEL TO WE'RE REALLY DOING A SERVICE TO THE THEATER COMMUNITY.

UM, ONE OF THE THINGS THAT GROUND FLOOR THEATER LIKE TO THINK OF ITSELF AS LOOK, WE'RE A HUB FOR THE COMMUNITY TO COME IN AND WORK WITH US AND, UH, BE PART OF OUR FAMILY AND THE GREATER AUSTIN THEATER COMMUNITY.

I WILL SAY DURING COVID-19, UH, WE TOOK THIS OPPORTUNITY GROUND FLOOR THEATER AND OTHER THEATERS TO BAND TOGETHER TO START TO TALK TO EACH OTHER AND DO WHAT WE HAVEN'T DONE IN MY 16 YEARS OF BEING INVOLVED IN AUSTIN THEATER, WHICH IS REALLY COMMUNICATING WITH EACH OTHER AND REALLY MAKING SURE THAT WE ARE NOT IN COMPETITION WITH EACH OTHER, THAT OTHER THEATERS SUCCESS IS GROUND FLOOR THEATER SUCCESS.

I'M VERY PROUD THAT WE TOOK A LEADERSHIP ROLE IN MAKING THAT HAPPEN.

AND I'M VERY HAPPY TO SEE THAT IT IS, IS GOING ON WITHOUT US IN THE LEADERSHIP ROLE ANYMORE AND CARRYING ON.

UM, I'LL JUST LET YOU ALL KNOW A LITTLE BIT, UH, YOU KNOW, GOING BACKWARDS, WE'VE ALREADY STARTED PRODUCING SHOWS IN THE THEATER.

OF COURSE, WE'VE NOW WITH THE ONSET OF OUR LOVELY FRIEND, OMI CRON WE'VE CLOSED DOWN AGAIN AND WE POSTPONED THINGS, BUT WE DID OPEN A RAINFALL SPECIAL ON ME, AN ORIGINAL PIECE THAT FOCUSES ON PEOPLE EXPERIENCING HOMELESSNESS BY LANE MICHAEL STANLEY DIRECTED BY GROUND FLOOR THEATER, CO-ARTISTIC DIRECTOR, PATTY NEFF TIVEN.

AND I SHOULD SAY THAT FOR THOSE OF YOU THAT ARE LISTENING, THAT WE, UH, WE MADE IT RAIN ON STAGE, WHICH IS REALLY FUN.

SO THESE ARE THE KINDS OF THINGS THAT WE LIKE TO DO.

UH, IN DECEMBER WE DECIDED TO, UH, WE HAD TO CANCEL OUR LARGE MUSICAL.

THAT WAS FOR THAT TIME, WE DIDN'T FEEL IT WAS RESPONSIBLE TO BRING 25 SINGERS AND DANCERS TOGETHER IN A ROOM.

SO WE DID A SMALL MUSICAL CALLED UNEXPECTED JOY, ENTIRELY FEMALE CAST, FEMALE BAND, FEMALE PRODUCTION CREWS.

MATTER OF FACT, UH, WITH THE EXCEPTION OF TWO PEOPLE, THE ENTIRE TEAM, UH, IDENTIFIED AS FEMALE, UH, BEFORE COVID 19, OUR LAST SHOW WAS SINGLE BLACK FEMALE BY LISA B. THOMPSON.

I WILL DO A QUICK COMMERCIAL.

THE NEXT SHOW THAT WE'RE DOING IS.BY DOT COLMAN DOMINGO, WHICH IS AN AMAZING PIECE OF THEATER AND IT IS BEING DIRECTED BY FIRST TIME DIRECTOR LISA B. THOMPSON, UH, AND WE ARE VERY EXCITED.

WE JUST CAST IT.

WE'LL BE ANNOUNCING THAT CAST VERY, VERY SOON, UH, THAT WILL BE HAPPENING IN, UM, MAY.

UM, I'M JUST GONNA REALLY QUICK, LIKE, UH, IF I HAD A LITTLE, UH, POWERPOINT PRESENTATION, I WOULD LIKE SHOW PICTURES, BUT I DON'T BECAUSE I'M HIGH TOUCH, NOT HIGH TECH.

UH, WE DID THE BI AND PAIN AWARD-WINNING NEXT TO NORMAL, ALONG WITH DEF AUSTIN THEATER, WHERE WE HAD, WE DID NEXT TO NORMAL, THAT WAS FULLY BILINGUAL IN BOTH ENGLISH AND AMERICAN SIGN LANGUAGE.

THESE ARE THE THINGS THAT GROUND FLOOR THEATER LIKES TO DO.

WE WERE REALLY SHINING LIGHT ON, UH, ON COMMUNITIES.

UH, WE DID A COMPLETELY DEVISED PIECE AROUND THE TRANSGENDER AND NON-BINARY COMMUNITY CALLED TRANSOM, UH, WHICH WAS AMAZING.

UM, SO WE'VE DONE A LOT OF THINGS.

UH, WHEN COVID HIT, WE ALL HAD TO PUNT.

WE DID, UH, YOU KNOW, SOME OF US RETREATED TO THE BACKGROUND TO TRY TO SORT OF LICK OUR WOUNDS.

AND SOME OF US DID OTHER THINGS.

WE WERE, UH, WE WERE PROBABLY RIGHT IN THE MIDDLE OF DOING A LOT OF WORK, BUT, UH, AS I STARTED TO WRITE DOWN THE LIST WAS PRETTY AMAZED.

WE HAD A ZOOM READING SERIES, A, WE STARTED A PROJECT ON YOUTUBE CALLED GMTV, WHICH I JUST POSTED A BRAND NEW ONE YESTERDAY.

[00:15:01]

WE DID THE VIDEO SERIES CALLED GFT SINGS.

UH, I DID A WHOLE, UH, UH, GROUND FOR THEATER DID AN ENTIRE THREE MONTHS OF, UH, FOCUSING ON TRANS STORIES CALLED TRANS LIVES, TRANS VOICES.

UH, WE DID A, UH, ALONG WITH DEF AUSTIN THEATER BY, UH, BROUGHT IN BY GILBERT AND SULLIVAN TO DO A NEW TAKE ON, UH, THE MACADO.

UH, WE PARTNERED WITH, UH, OTHER, UM, ORGANIZATIONS, UH, FOR BIG THING IN OUR PARKING LOT CALLED SING OUT.

WE WORKED WITH JOE IVESTER TO PRODUCE A READING OF HER BRAND NEW PLAY CALLED ALWAYS A BOY.

UH, AND THEN WE WORKED WITH ALEX GARZA TO DO, UH, I BELIEVE IT, CHRISTMAS CAROL.

SO I THINK, UH, WE ACTUALLY KEPT PRETTY BUSY IN THAT TIME AND, UM, CONTINUING OUR WORK TO SHOW, UH, OUR UNDERREPRESENTED COMMUNITIES IN A NEW LIGHT, I WILL SAY, UM, ONE OF THE THINGS I WANT TO FOCUS ON IN OUR VENUE ITSELF, WE HAVE A GALLERY.

UH, WE OFFER OUR WALLS TO ARTISTS IN TOWN FOR FREE.

WE DO NOT CHARGE ANY KIND OF COMMISSION IS TRULY A SERVICE.

WE DO NOT WANT TO MAKE ANY MONEY ON IT.

AND THAT HAS BEEN ONE OF THE BIGGEST JOYS TO SEE THE DIFFERENT TYPES OF ART THAT THIS COMMUNITY IN AUSTIN CAN PROVIDE.

UM, I TOUCHED ON THIS A LITTLE BIT, UH, BUT DURING THIS, THE THEATER COMPANIES ALL CAME TOGETHER AND STARTED AN ORGANIZATION CALLED ATX THEATER.

UH, I WAS PART OF THE ORIGINAL GROUP OF THAT, AND THAT HAS DONE A REALLY GREAT JOB OF BRINGING THEATER TOGETHER.

YOU MAY HAVE NOTICED THAT MY REMARKS AREN'T NECESSARILY TOTALLY GROUND FLOOR THEATER CENTERED BECAUSE THAT'S IMPORTANT TO US.

IT'S IMPORTANT TO GROUND FLOOR THEATER THAT AUSTIN HAVE A LIVING, BREATHING, THRIVING THEATER COMMUNITY, AND WE WANT TO BE PART OF THE PEOPLE MAKING THAT HAPPEN.

UM, SO WITH THAT, UH, I'LL LET, UH, IF YOU HAVE ANY QUESTIONS ABOUT OUR THEATER, I WILL SAY THIS SINCE WE'RE GOING OUT, UH, OUR WEBSITE IS GROUND FLOOR THEATER.ORG.

YOU CAN GET ALL YOUR INFORMATION THERE WE ARE.

UM, WE ARE CONTINUING TO WORK AND WE'RE CONTINUING TO GROW.

THANK YOU.

INSPIRING STUFF.

THANK YOU VERY MUCH QUESTIONS FROM THE COMMISSION COMMISSIONER ASSISTANT.

HOW DOES A VISUAL ARTIST GO ABOUT, UH, INITIATING A SHOW OR AN OPPORTUNITY TO SHOW IN THIS SPACE? I KNOW RIGHT NOW EVERYTHING'S KIND OF IN FLUX, BUT IN GENERAL, IS IT JUST SENDING AN EMAIL? IT'S AN EMAIL TO ME OR PATTY, UH, W BRENNER IS OUR A CURATOR, SO IT COULD ALSO AN EMAIL TO BRENNER.

GREAT.

THANK YOU.

AS A MATTER OF FACT RIGHT NOW, BRENNER HAS WE, UH, WE LOST AN ARTIST RIGHT BEFORE WE START OUR LAST SHOW AND HE PUT UP HIS OWN WORK, WHICH IS AMAZING.

IT'S REALLY GREAT.

IT'S STILL THERE.

SO COME BY AND SEE IT.

TERRIFIC.

AND LISA, ARE YOU GUYS OPEN TO THE PUBLIC AT THIS POINT OR NO? UH, WE, WE ARE, AND WE ARE NOT.

SO WE ARE MAINTAINING, UH, IN STAGE FIVE WHERE WE'RE MASKED WE'RE, WE'RE REQUIRING VACCINES, ALL THAT STUFF.

WE ARE NOT HAVING, UM, THE PUBLIC IN TERMS OF AN AUDIENCE IN, BUT CERTAINLY IF YOU WANT TO COME IN AND SEE THE PLACE, WE'RE NOT, WE DON'T HAVE REGULAR HOURS, BUT YOU CAN ALWAYS EMAIL ME AND I WILL MEET YOU THERE.

OKAY.

TERRIFIC.

WELL, THE GOOD NEWS IS THAT ALMA MACRON IS STARTING TO GET DOWNSTAIRS.

TOTALLY.

HOPEFULLY WE CAN COME BACK.

COMMISSIONER.

GREG, DID YOU HAVE SOMETHING I JUST WANT TO THANK YOU FOR EVERYTHING YOU DO AND WHATEVER, EVERYTHING THAT GROUND FLOOR THEATER DOES FOR THIS COMMUNITY.

THANKS TO COMMISSIONER CHRIS BRINGING TOGETHER.

IT'S AN AMAZING THING.

AND I WISH I COULD'VE SEEN RAINFALL SPECIAL.

I MAY LIVE BECAUSE I ABSOLUTELY LOVED IT THROUGH A SCREEN SO I CAN IMAGINE WHAT IT WAS YOU.

SO I THANK YOU FOR EVERYTHING YOU DO FOR AUSTIN.

YEAH.

I'M GOING TO ECHO THAT.

I REALLY APPRECIATE YOUR COMMUNITY SPIRIT AND HOW DEEP AND WIDE THAT GOES.

YOUR PRESENCE HERE IS IMPORTANT.

THANK YOU.

THANK YOU.

THANK YOU VERY MUCH.

MY UNDERSTANDING IS COMMISSIONER MACH IS WITH US FOR A SHORT TIME THIS EVENING.

AND SINCE SHE'S VOLUNTEERED TO SERVE ON ONE OF THE, UM, BOARD COMMISSION, UH, RULES THAT WE'D WANT TO BRING FORWARD, I WOULD LOVE SOMEONE TO MOVE NEW BUSINESS.

UM, SIX B ONE UP ABOVE SPA STAFF BRIEFINGS REALLY QUICKLY.

SO WE CAN TAKE CARE OF THAT.

AND AMY CAN GO ON CELEBRATE THE NEW YEAR.

SO I HAVE A MOTION FOR COMMISSIONER FLORES AND A SECOND FROM COMMISSIONER CASTILLO AND A THIRD FROM CHRISTOPHER GRAY.

AND WITH THAT, WE WILL MOVE SIX

[6.b. Misc. Discussion and Possible Action Items (Part 1 of 2)]

B ONE, UM, UP ABOVE FOUR.

SO WE'RE GONNA GO TO MISCELLANEOUS DISCUSSION AND POSSIBLE ACTION ITEMS, APPOINT NEW ARTS COMMISSION LIAISON TO THE DOWNTOWN COMMISSION.

[00:20:01]

AND BEFORE WE DO THIS, I WANT TO THANK AGAIN, COMMISSIONER KEATON FOR YOUR SERVICE ON THE DOWNTOWN COMMISSION.

UM, THAT IS SUCH A VITAL LINK FOR US TO HAVE AN ARTS COMMISSIONER IN THAT SPACE.

THERE'S SO MUCH ACTIVITY HAPPENING IN THIS AREA, AND I JUST REALLY WANT TO THANK YOU FOR YOUR TIME.

AND I KNOW THAT THAT'S A BIG COMMITMENT.

THANK YOU SO, SO MUCH FOR BEING THERE AND FOR BEING OUR VOICE IN THAT SPACE.

UM, AND NOW WE NEED TO APPOINT A NEW PERSON FOR THAT COMMISSION.

AND I UNDERSTAND THAT WE HAVE A NOM THAT SOMEONE IS SELF NOMINATING MISSION, A MOCK, YOU WANNA THROW YOUR HAT IN? YES, WELL, WELL, UH, COMMISSION THAT KEATON, YOU KNOW, THAT I WILL COME TO YOU.

UM, AND IF I HAVE QUESTION TO REALLY, UM, UH, LEARN FROM YOU AND YOUR EXPERIENCE TO SERVE AS A LIAISON AT THE DOWNTOWN, UM, COMMISSION, BUT, UM, I AM VERY OPEN AND HONEST ABOUT THE REASON WHY I WANTED TO SERVE IS TO REALLY MAKE SURE THAT WE CAN BRING BACK THE DILLO SO THAT WE CAN HAVE THESE THREE, UH, MOBILITY, YOU KNOW, TRANSPORTATION FOR THE PEOPLE, ESPECIALLY THE HOSPITALITY WORKERS WHO WORK IN BANCA HALSTON, THAT THEY DON'T HAVE TO PAY FOR, YOU KNOW, HIGH COSTS OF PARKING.

AND ALSO FOR VISITORS, YOU KNOW, AS OUR CITY IS GROWING, WE ARE MORE VISIBLE.

WE ARE ON THE MAP.

PEOPLE ARE COMING TO AUSTIN FROM OUR NEIGHBORHOOD CENTRAL TEXAS SMALL TIME TO REALLY SPEND THE WEEKEND.

SO I, I JUST THINK THAT IT WILL BE VERY BENEFICIAL TO THE BUSINESS IN THE DOWNTOWN AREA, IF WE CAN PROVIDE, UH, FREE, HUGE DEALER TRANSPORTATION FOR THEM.

AND THE SECOND THING THAT, YOU KNOW, UM, THAT I WOULD REALLY LIKE TO SEE HAPPEN IS TO, UM, TO REALLY SHOWCASE OUR ARTS IN PUBLIC PLACES IN OUR AROUND DOWNTOWN AREA.

WE HAVE SO MANY GREAT PIECES OF ART THAT THAT NEEDS TO BE, UH, IN EVERY DEAL STOP.

SO AGAIN, IF YOU AGREE WITH MY INTEREST, THEN I'LL BE HAPPY TO SERVE.

WE HAVE A MOTION AND A SECOND MOTION, OR FROM CHRYSTIA SECOND FROM FLORIDA SAYS, WELL, VICE VERSA, ACTUALLY, I THINK FLORES MOTION INITIALLY, AND CHRYSTIA SECONDED.

SO THANK YOU.

AND WE HAVE THE THIRD, RIGHT FROM COMMISSIONER GRAY.

SO ALL IN FAVOR OF APPOINTING COMMISSIONER MOCK TO THE DOWNTOWN COMMISSION, AND HE OPPOSED ANY ABSTENTIONS, IT PASSES UNANIMOUSLY.

THANK YOU, COMMISSIONER MOB IN ADVANCE FOR YOUR SERVICE.

GO GET THEM.

SO LEGEND AND I HAD TO GO BECAUSE I HAVE TO HOSE THIS LUNAR NEW YEAR, A FAMILY, FAMILY DINNER, WHICH IS THE MOST IMPORTANT YOU KNOW, OF A YEAR.

SO I WISH YOU ALL A HAPPY AND HEALTHY EAR OF THE WATER TIGER.

GO GET THEM.

YEAH.

HAPPY NEW YEAR.

ALL RIGHT.

AND WE'RE GOING TO GET BACK ON TRACK ON ITEM FOUR, STAFF BRIEFINGS ARBA AND NON-PROFIT

[4.a. ARPA and Non-Profit Relief Funding Update – Laura Odegaard, Cultural Investment Program Manager]

RELIEF FUNDING UPDATE LAURA ODEGAARD CULTURAL INVESTMENT PROGRAM MANAGER.

HI, LAURA.

WELCOME.

GOOD EVENING EVERYONE.

UM, I HAVE A POWERPOINT THAT IS HOPEFULLY GOING TO BE LOADED WHILE I INTRODUCE MYSELF AS LAURA GUARD, CULTURAL INVESTMENT PROGRAM MANAGER.

I WILL KEEP SPEAKING RELATIVELY SLOWLY.

UM, I THINK I SEE IT COMING UP IN THE CITY HALL ROOM, SO, WHICH IS GREAT.

UM, THE CHAIR'S REPORT GAVE SOME HIGHLIGHTS, I THINK, OF THE PRESENTATION, BUT I WILL GIVE A SLIGHTLY DETAILED, UM, BREAKDOWN OF THINGS FOR BOTH THE ARTS AND CULTURE NON-PROFIT RELIEF PROGRAM, AS WELL AS THE ARTS COMMUNITY RELIEF, ARPA FUNDS.

UM, I CAN'T TELL IF WE'RE THERE YET, BUT MAYBE, UM, OKAY.

I THINK WE'RE ALMOST THERE.

UH, SO FOR THE ARTS AND CULTURE NON-PROFIT RELIEF, IF YOU COULD GO TO THE NEXT SLIDE, PLEASE.

THANK YOU, ER, BACK ONE, PLEASE.

PERFECT.

THANK YOU.

UM, SO THIS IS JUST A SUMMARY OF ALL OF THE ARTS AND CULTURE NON-PROFIT RELIEF FROM THIS PROGRAM.

SO THE TOTAL ENDED UP BEING 3 MILLION, $920,000, UM, THAT WENT OUT TO ARTS AND CULTURE NONPROFITS IN AUSTIN.

UM, AS YOU ALL REMEMBER I MENTIONED, UM, AT THE DECEMBER MEETING THAT WE

[00:25:01]

HAD THE ADDITIONAL $500,000, UH, THAT COUNCIL ADDED AND APPROVED AT THEIR DECEMBER 9TH MEETING.

UH, WE WERE ABLE TO EXECUTE THAT CONTRACT AMENDMENT RELATIVELY QUICKLY.

UM, ON THE 22ND OF DECEMBER, BBB WAS ABLE TO INVOICE ON THE 27TH.

THE FUNDS HIT THEIR ACCOUNTS ON DECEMBER 31ST AND CHECKS WERE CUT AND MAILED TO THOSE 25 FINAL RECIPIENTS THAT DAY.

SO COUNCIL MEMBER ALTER HAD ASKED US TO ACT WITH EXPEDIENCY IDEALLY BY DECEMBER 31ST.

AND I'M HAPPY TO SAY THAT WE SUCCESSFULLY, UM, COMPLETED THAT REQUEST.

SO ALL OF THESE FUNDS HAVE NOW BEEN DISTRIBUTED TO OUR COMMUNITY.

AND THE NEXT SLIDE, PLEASE, AND THEN AN UPDATE ABOUT THE, UM, THE ART ARTS COMMUNITY RELIEF.

UM, SO AS A REMINDER IN DECEMBER, I HAD ANNOUNCED THE PIVOT TO A THIRD PARTY TO DISTRIBUTE THESE FUNDS.

UM, CULTURAL CONTRACTORS WERE NOTIFIED THAT FRIDAY, THE 17TH AND AWARD EMAIL WITH A LINK FOR, FOR HOW TO ACTUALLY, UM, RECEIVE THOSE FUNDS WAS SENT FROM BBB ON THE 22ND OF DECEMBER.

WE FINALIZED THEIR CONTRACT, UM, AND GOT IT THROUGH THE CITY SYSTEM, UM, ON JANUARY 13TH.

AND SO BBB WAS ABLE TO INVOICE ON THE 18TH OF JANUARY.

THE FUNDS HIT THEIR ACCOUNT ON JANUARY 21ST AND THAT FRIDAY, THE SAME DAY THAT THE CHECKS ARE THAT THE MONEY HIT THEIR ACCOUNT.

UH, WE WERE ABLE TO GET $5 MILLION OUT THE DOOR THAT FRIDAY, JANUARY 21ST, 335 CHECKS, UM, WE'RE OUT THE DOOR.

SO THAT WAS A HUGE LIFT THE PAST, UM, MONTH AND A HALF.

SO SUPER THRILLED TO BE ABLE TO REPORT THAT TO YOU ALL.

UM, I DO WANT TO MENTION THAT THERE'S A LITTLE ASTERISKS THERE, UM, THAT WE, AS, AS I HAD MENTIONED BEFORE, WE HAD AUTOMATED THE PROCESS INTERNALLY AND THERE WERE ACTUALLY 22 CONTRACTORS, UM, WHOSE AWARDS WERE UNDER $5,000 WHO ACTUALLY, UM, RECEIVED THEIR FUNDS DIRECTLY FROM THE CITY BEFORE WE PIVOTED TO OUR THIRD-PARTY.

SO $71,000, UM, OF THESE FUNDS WENT OUT DIRECTLY FROM THE CITY TO 22 CONTRACTORS AND THE REST IS FROM THE THIRD PARTY.

UM, SO THE, THE BIG BULK OF THE CHECKS WERE DROPS ON THE 21ST.

UM, WE HAD 13 MORE THAT WENT OUT LAST WEEK.

AND AS OF A COUPLE HOURS AGO, THERE WERE 10 STRAGGLERS THAT HAVE NOT, UM, RESPONDED TO THE EMAIL.

SO I HAVE, UM, CONTACTED THEM ALL A FEW TIMES.

THE BETTER BUSINESS BUREAU HAS CONTACTED THEM ALL SEVERAL TIMES.

SO WE'RE JUST GOING TO KEEP REACHING OUT TO THOSE 10 FOLKS AND THEN HOPEFULLY BE ABLE TO, UM, CLOSE UP THIS PROGRAM, BUT, UM, HUGE THANK YOU TO, UM, ALL OF YOUR SUPPORT TO MAKE THESE FUNDS AVAILABLE TO, UM, TO OUR COMMUNITY.

UM, AND THEN THE FINAL THING I WANTED TO MENTION FOR THIS, UH, WE'RE STILL WORKING ON A PRESS RELEASE, BUT I THOUGHT IT WAS IMPORTANT TO GIVE YOU AN UPDATE SINCE WE'RE IN A NEW YEAR.

UH, IF YOU COULD GO TO THE NEXT SLIDE, PLEASE.

SO WE HAVE TO DATE DISTRIBUTED $22,513,939 IN CREATIVE SECTOR SUPPORT THROUGH 5,425 UNIQUE GRANTS IN LESS THAN TWO YEARS.

SO THIS IS A HUGE, HUGE NUMBER.

AND I THINK SOMETIMES WE JUST TALK ABOUT, OH, THIS GRANT HAPPENED HERE AND THIS GRANT HAPPENED HERE AND I WANTED TO KIND OF STEP BACK AND SAY, OKAY, WHAT DOES THAT SUPPORT ACTUALLY LOOK LIKE TO OUR CREATIVE SECTOR? SO THIS IS EVERYTHING FROM THE MUSIC DISASTER RELIEF GRANTS.

THAT WAS THE FIRST ONE OUT.

AND SO THE WIDTH OF THE BAR IS THE NUMBER OF UNIQUE GRANTS.

AND THE DEPTH OF THE BAR IS THE ACTUAL AMOUNT THAT WAS INVESTED IN THAT PROGRAM.

AND SO, UH, YOU CAN SEE, FOR EXAMPLE, FOR THE ARTS AND CULTURE NON-PROFIT RELIEF, IT STARTED WITH ARPA FUNDS, THE 2 MILLION OF ARPA FUNDS.

THEN WE HAD SOME CITY FUNDS AND THEN WE HAD ADDITIONAL ARPA FUNDS.

SO THAT PROGRAM IS A COMBINED, UM, FUNDING CATEGORY.

UM, BUT THE, THE ARTS COMMUNITY PROGRAM THAT I JUST SPOKE OF, THAT'S THE ONE THAT HAS 358, UH, GRANTS FOR 5.3, $2 MILLION.

SO THAT'S THAT PINK SECTION UP THERE.

SO FOR, I THINK THE ONLY THING I WANTED TO POINT OUT HERE, AS WELL AS FOR THE SMALL BUSINESS RELIEF AND FOR THE NON-PROFIT RELIEF, I

[00:30:01]

ONLY PULLED OUT THE CREATIVE SECTOR FIELDS FOR THOSE TWO PROGRAMS. SO FOR THE SMALL BUSINESS RELIEF, THAT WAS ONLY BUSINESSES WHO IDENTIFIED AS ARTS ENTERTAINMENT, BUSINESSES, OR LIVE PERFORMANCE AND MUSIC VENUES AND FOR THE NON-PROFIT SECTION, UM, THAT WAS ONLY FOR NONPROFITS WHO HAD IDENTIFIED AS ARTS AND CULTURE NONPROFITS.

SO THIS IS NOT THE TOTAL RELIEF OF EVERYTHING THAT THE CITY HAS DONE FOR, FOR THE AUSTINITES.

UM, BUT THIS IS THE FUNDING THAT HAS GONE SPECIFICALLY TO THE CREATIVE SECTOR.

UM, SO I KNOW I SOMETIMES WILL SEE ARTICLES AND THINGS FROM OTHER CITIES TALKING ABOUT HOW MUCH MONEY HAS GONE TO THE CREATIVE SECTOR.

UM, AND WE, WE DON'T ALWAYS TALK ABOUT JUST THE CREATIVE SECTOR SUPPORT.

SO THIS IS, UM, I WOULD SAY A HUGE FEATHER IN AUSTIN'S CAP FOR HAVING AN ARTS COMMISSION AND A COUNCIL THAT IS PRIORITIZING, UM, THESE INDUSTRIES.

SO JUST WANTED TO SHARE THIS WITH YOU ALL.

UM, AND THEN THE NEXT SLIDE, PLEASE, AS THE ACTUAL BREAKDOWN, UM, OF EACH OF THE INDIVIDUAL PROGRAMS, THE AMOUNT FUNDED AND THE NUMBER OF GRANTS, UH, AS WELL AS THE SOURCE, UM, AND THEN THE TOTALS BY YEAR OVER ON THE FAR SIDE.

SO THE MUSIC DISASTER RELIEF 2.0, THAT PROGRAM JUST CLOSED LAST FRIDAY.

UM, AND THERE'LL BE THE THIRD-PARTY, WE'LL BE DISTRIBUTING FUNDS TO MUSICIANS AND MUSIC WORKERS, UM, BY THE END OF FEBRUARY, I BELIEVE, BUT I INCLUDED THAT JUST BECAUSE THAT'S, THAT WAS KIND OF WHERE WE WERE ON FRIDAY.

UM, SO HAPPY TO ANSWER ANY QUESTIONS ABOUT, UM, EMERGENCY RELIEF AND RECOVERY T TECH AND YOU STOP SHARING SO I CAN SEE THE COMMISSIONERS.

THANKS.

WELL, LAURA, THANK YOU.

THANK YOU.

THANK YOU.

QUESTIONS FROM COMMISSIONERS BEF I WANT TO STOP FOR A SECOND AND SAY THANK YOU TO AUSTIN CITY COUNCIL.

NONE OF THIS WOULD HAVE HAPPENED WITHOUT THEIR MEASURABLE SUPPORT.

UM, AND PARTICULARLY I WANT TO THANK, UH, COUNCIL MEMBER ALTAR FOR HER SUPPORT OF THE NON-PROFIT ARTS AND CULTURAL LEAF GRANT.

I KNOW THAT WE WERE LOOKING FOR EXTRA FUNDS TO TRY TO MAKE THAT POSSIBLE, TO SERVE EVERYBODY WHO WAS ELIGIBLE IN THAT PROGRAM.

AND THAT WAS A HUGE LIFT AND REALLY APPRECIATED.

AND I KNOW I'VE TALKED TO A NUMBER OF ORGANIZATIONS FOR HIM THAT WAS A LIFELINE DURING THIS PROCESS.

UM, AND ALL OF THIS HAS BEEN, BUT $23 MILLION IS PRETTY.

AND FOR THE COMMUNITY TO KNOW THAT THAT'S $23 MILLION, THAT WAS ALL LIKE ALL OF THOSE PROGRAMS CAME THROUGH ECONOMIC DEVELOPMENT.

SO IF YOU WONDERING WHAT STAFF IS DOING AND THEY'RE COPIOUS FREE TIME, THEY HAVE NO FREE TIME.

THEY'VE BEEN FUNNELING MONEY OUT TO THE COMMUNITY AND FINDING CREATIVE AND THOUGHTFUL AND, UM, AND REALLY CLEAN WAYS TO DO ALL OF THAT, TAKING EVERYONE INTO CONSIDERATION.

SO AGAIN, STAFF, THANK YOU.

THANK YOU, AUSTIN CITY COUNCIL.

THANK YOU, FELLOW COMMISSIONERS FOR YOUR ADVOCACY THROUGH ALL OF THIS WORK.

UM, HOPEFULLY I'M A CRIME GOES AWAY AND WE DON'T HAVE TO DO THIS ANYMORE, BUT A ONE STEP AT A TIME LIKE COMMISSIONER VAN DYKE, YOU HAVE A QUESTION I NORMALLY APPRECIATE WHAT YOU DID.

I REALLY APPRECIATE YOU BREAKING IT DOWN TO, AND IT MAKES IT A LOT MORE DIGESTIBLE AND BEING ABLE TO SORT IT OUT.

SO THANKS FOR THE SPECIFICS AND THE DETAILS TO MAKE YOU.

AND ONE UNDER THE REMINDER TO FOLKS IS THOSE ARPA FUNDS ARE USABLE FOR WHATEVER THE NEED IS FOR THE ORGANIZATION ARTISTS.

SO, YOU KNOW, AT THE MINUTE NUMBER OF PEOPLE WERE USING THEM FOR PROGRAMMING, BUT ALSO OPERATIONS AND JUST END SURVIVAL, MAKING SURE THAT THEIR VENUES ARE STILL HERE WHEN EVERYONE CAN COME BACK AND BE IN THEM TOGETHER.

OTHER QUESTIONS FROM COMMISSIONERS.

AWESOME.

ALL RIGHT, MOVING ALONG.

THANK YOU AGAIN, LAURA, FOR ALL OF YOUR HARD WORK AND FOR THAT CLARITY, AND THERE ARE BEAUTIFUL SLIDES AND COMMISSIONERS, THIS MAN WILL BE SHARING THEM IN THE LOVELY, UH, SOON TO BE RELEASED NEWSLETTER FROM THE ARTS COMMISSION, UH, ITEM FOUR B HOTEL

[4.b. Hotel Occupancy Tax Update – Sylnovia Holt-Rabb, Acting Economic Development Department Director]

OCCUPANCY TAX UPDATES WILL NOT BE HOPE.

ROB ACTING ECONOMIC DEVELOPMENT DEPARTMENT DIRECTOR.

SO FUN FACT, IT'S ACTUALLY GOING TO BE ME TONIGHT DOING THE UPDATE ON THE HOTEL OCCUPANCY TAX.

UH, SYNOVIA IS ON THE LINE IN CASE, UH, I JUST COMPLETELY DESTROYED, UH, THE PRESENTATION.

UM, BUT IF THE AB TECH, IF YOU COULD BRING UP THE HOTEL OCCUPANCY TAX PRESENTATION, PLEASE.

THANKS, LAURA.

AND HEISEL NEBIA

[00:35:49]

ALL RIGHT.

IT LOOKS LIKE WE'RE GETTING THERE.

IF YOU COULD GO TO THE SECOND SLIDE, PLEASE.

GREAT.

THANK YOU.

UM, SO THE DECEMBER NUMBERS, UH, FOR THE CULTURAL ARTS FUNDS, WE CAME IN AT $314,150.

SO OUR YEAR TO DATE IS 2,374,916.

THAT'S JUST FOR THE CULTURAL ARTS FUND.

UM, SO OUR TOTAL YEAR TO DATE, UM, FROM DECEMBER FOR THE TOTAL HOT IS $24,868,025, UH, WHICH IS ACTUALLY 36% OF OUR TOTAL BUDGETED.

SO WE ARE, UM, STILL DOING VERY GOOD, UH, WHICH IS 15, 16 MILLION ABOVE THE PREVIOUS YEAR TO DATE FIGURE OF 8 MILLION EIGHT HUNDRED AND SIXTY SEVEN, ONE HUNDRED AND SIXTY THREE.

UH, IF YOU CAN GO TO THE NEXT SLIDE, PLEASE, I CAN'T RESIST.

I HAVE TO MAKE SOME KIND OF VISUALIZATION JUST BECAUSE FOR ME, THIS IS HELPFUL TO SEE.

SO THANK YOU SO NOVIA FOR LETTING ME DO THIS.

UM, SO ON, ON THE RIGHT HAND, UM, YOU CAN SEE THE TOTAL YEAR END ESTIMATE FOR THE CULTURAL ARTS FUND IS 6 MILLION, 660,189.

UM, AND RIGHT NOW YOU CAN SEE THE OCTOBER, NOVEMBER AND DECEMBER NUMBERS.

SO WE ARE ALREADY AT 36%, UM, OF THE TOTAL BUDGET, WHICH IS GREAT.

UM, AND THEN ON THE OTHER SIDE OF THE SCREEN, YOU CAN SEE THE COMPARISON OF THIS YEAR VERSUS LAST YEAR, UH, FOR THE DECEMBER NUMBERS.

SO THIS YEAR'S DECEMBER NUMBERS FOR 314,000 AND THE PREVIOUS YEAR WAS 56,000.

SO WE ARE, UM, COMING UP.

UM, I THINK THIS IS THE PART WHERE SYNOVIA USUALLY SAYS, PLEASE ENCOURAGE EVERYONE TO STILL COME AND VISIT AUSTIN AND SPEND LOTS OF MONEY, UM, TO KEEP, KEEP THOSE NUMBERS GROWING.

UM, AND SO, YOU KNOW, ESPECIALLY FOR DECEMBER BEING PART OF, UM, YOU KNOW, THE SHOULDER SEASONS SORT OF BETWEEN HAPPENINGS, UM, IN TOWN, IT LOOKS LIKE WE'RE STILL DOING PRETTY GOOD, EVEN DESPITE ALMA CRIME.

SO HAPPY TO ANSWER ANY QUESTIONS OR, OR BE CORRECTED IF I SAID ANYTHING WRONG, GREAT JOB, LAURA COMMISSIONER FLORES, JUST A QUICK QUESTION.

UH, PHILADELPHIA, CAUSE YOU KNOW, I ALWAYS HAVE TO HAVE BET YOU MISSED ME LAST MONTH.

ANYWAY, UH, SO 6 MILLION PLUS.

SO WE WERE THINKING IT WAS, IT WAS ORIGINALLY WERE SAVED FOUR AND A HALF, RIGHT? SO WE'RE DOING BETTER.

IS, AM I HEARING YOU RIGHT? YES.

SO WE ARE DOING MUCH BETTER THAN WE WERE LAST YEAR.

AND UM, SO WE DID COME IN, REMEMBER WE CAME IN A LITTLE BETTER AT THE END OF THE YEAR, BUT AGAIN, DESPITE THE NEW VALUE OF TRAVELING TO AUSTIN AND THAT SHOULDER SEASON WHERE WE CALL THAT SEMERJIAN TIME UNTIL WE HIT WHAT WE CALL SPRING FESTIVAL IS USUALLY SLOW.

BUT THIS YEAR WE'RE DEFINITELY HIGHER THAN LAST DECEMBER.

THAT'S THE UPSIDE OF FOLKS BEING HOUSEBOUND FOR SO LONG.

DO WE HAVE A SENSE AT ALL WITH OMNIPRO BECAUSE I'M A CONCERT OF KICKING UP RIGHT AT THE END OF DECEMBER AND REALLY STARTED AFFECTING US MORE ON JANUARY.

DO WE HAVE ANY SENSE OF THAT? AND THE ANSWER IS, COULD BE NOW, BUT I THOUGHT I'D ASK.

NOPE.

OKAY.

NOW, UM, I DONE, BUT I AM LOOKING FORWARD TO MARCH BECAUSE YOU KNOW, MARCHES TYPICALLY ARE FESTIVAL MONTH BY TEXAS RELAY.

RIGHT NOW.

THEY'RE STILL SET TO GO BEFORE TO HOSTING OUR VISITORS.

TERRIFIC.

YEAH.

EVERYBODY COME TO AUSTIN, STAY IN A HOTEL OR THE QUESTIONS FROM THE COMMISSION.

YOU GUYS GOOD? OOPS.

SORRY ABOUT THAT.

MY MASK IS BIGGER THAN MY FACE.

THAT JUST ISN'T WRONG.

UM, ALL RIGHT.

THANK YOU.

MOVING ON.

AND THANK YOU LAURA, FOR BEING

[00:40:01]

FULL THIS EVENING.

UH, FORESEE CULTURAL

[4.c. Cultural Funding Review Process Update – Meghan Wells, Cultural Arts Division Manager]

FUNDING, REVIEW PROCESS UPDATE MEGHAN WALLS, CULTURAL ARTS DIVISION MANAGER.

EVERYBODY LOVES THE CULTURAL ARTS FUNDING REVIEW UPDATE.

LET'S GO.

UM, I ALSO HAVE A ONE SLIDE POWERPOINT IF YOU WOULDN'T MIND BRINGING THAT UP.

EXCELLENT.

ALL RIGHT.

UH, THANK YOU AND GOOD TO SEE YOU.

COMMISSIONERS MEGAN WELLS, CULTURAL ARTS DIVISION MANAGER.

I JUST WANT IN MY REPORT TO PROVIDE A TRAJECTORY OF THE NEXT STEPS AS WE NAVIGATE THE REMAINING PHASES OF THE CULTURAL FUNDING REVIEW PROCESS.

SO THAT THERE'S AS MUCH TRANSPARENCY AND ACCESS TO THIS INFORMATION AS POSSIBLE.

AT ALL TIMES, I WILL PREFACE THIS REPORT WITH THE CAVEAT THAT THIS IS SUBJECT TO CHANGE, AND THERE ARE STILL A FEW VERY SUBSTANTIVE VARIABLES THAT WILL AFFECT HOW THIS UNFOLDS AND AT WHAT CORRESPONDING TIMEFRAMES, BUT WE ARE COMMITTED TO FORWARD MOMENTUM AND WILL, AND KEEPING THIS PROCESS AT THE FOREFRONT OF OUR WORK WITH THE COMMISSION, THE COMMUNITY AND EVERYONE INVOLVED.

SO YOU'LL SEE FROM THE VISUAL THAT THERE ARE SIX PHASES AHEAD BEFORE ANY HOT FUNDING GOES OUT THE DOOR AND THE CORRESPONDING ESTIMATES FOR HOW THESE PHASES WILL FLOW.

THIS SHOWS A LINEAR PATH, BUT KEEP IN MIND THAT SOME WORK WITHIN THE PHASES IS ITERATIVE AND SOME OF THE PHASES MAY OVERLAP EACH OTHER.

THE TIMEFRAMES ASSOCIATED STRIVE TO BALANCE EXPEDIENCY AND EFFICIENCY WITH INCLUSION, APPROVALS, AND ADMINISTRATIVE REQUIREMENTS, THE IMMEDIATE NEXT STEP, AND WHICH, WHICH IS THE PHASE WE'RE IN NOW INVOLVES MEETINGS OF THE ARTS COMMISSIONS WORKING GROUP TO DISCUSS BIG PICTURE FRAMING AND GOALS OF THE PROPOSED NEW PROGRAMS, AS WELL AS LONGTERM SUSTAINABILITY OF AN EQUITABLE CULTURAL ECOSYSTEM.

WE ANTICIPATE DUE TO THREE MEETINGS OF THE WORKING GROUP IN FEBRUARY.

AND I'M SURE YOU'LL HEAR ABOUT THAT FROM THE WORKING GROUP TO COURT TODAY, WITH THE GOAL OF CONCLUDING BY MID-MARCH.

AT THAT POINT, STAFF WILL PROCESS THE FEEDBACK OF THE WORKING GROUP AND MAKE ANY RELATED EDITS TO THE GRAPH PROGRAMS AND GUIDELINES THAT ALIGN WITH THE FEEDBACK.

THIS STEP NEEDS AT LEAST TWO WEEKS TO TAKE PLACE.

AND WE WOULD LIKE IDEALLY TO RELEASE PUBLIC DRAFTS OF THE GUIDELINES CONCURRENTLY WITH THE DRAFT GUIDELINES, FROM THE MUSIC AND ENTERTAINMENT DIVISION AND THE HERITAGE TOURISM DIVISION.

SO THAT ALL THREE PROGRAM AREAS CAN INFORM HOW COMMUNITY MEMBERS MAY VIEW THEIR ACTIVITIES FITTING INTO THESE SEPARATE, BUT RELATED FRAMEWORKS OF CULTURAL SUPPORT.

WE WOULD LIKELY KEEP THE FEEDBACK PHASE OPEN AT THAT POINT FOR ANOTHER TWO TO THREE WEEKS TO CAPTURE ANY FURTHER COMMUNITY THOUGHTS.

STAFF WILL AT THAT POINT AGAIN, PROCESS THIS COMMUNITY FEEDBACK, MAKE ANY EDITS AND THEN SEND THE DRAFT OF THE PROGRAM INFORMATION AND GUIDELINES TO THE ARTS COMMISSION FOR YOUR REVIEW.

AND ACTION.

THIS PROCESS MAY TAKE PLACE AT ONE MEETING OR TWO, DEPENDING ON HOW MUCH DIALOGUE RESULTS AND WHEN THE COMMISSION DECIDES TO MAKE YOUR RECOMMENDATION.

THERE MAY OR MAY NOT BE A COUNCIL BRIEFING ON THE GUIDELINES.

AFTER THE ARTS COMMISSION PUTS FORWARD THEIR RECOMMENDATION TO CONFIRM COUNCIL DIRECTION ON THAT WITH OUR EXECUTIVE LEADERSHIP, IF THAT NEEDS TO HAPPEN, IT WILL NEED TO BE BEFORE THEY TAKE THEIR BREAK IN JULY AND THEN TURN THEIR ATTENTION TO CITY BUDGET IN AUGUST OR WAIT UNTIL AFTER THE BUDGET IS PASSED IN SEPTEMBER AFTER THE GUIDELINES ARE FINALIZED, THE ADMINISTRATIVE PHASE BEGINS, WHICH INVOLVES THE PRELAUNCH ACTIVITIES OF WEB INTEGRATION, WORKING TO GET THE COMMUNITY NAVIGATORS PLUGGED IN TO PROVIDE TECHNICAL ASSISTANCE PANEL RECRUITMENT AND TRAINING, AND ANY OTHER COORDINATION NEEDED WITH PARTNERS INTERNALLY OR EXTERNALLY.

THIS PHASE ALSO INVOLVES WORKING WITH OUR INTERNAL COMMUNICATIONS TEAM TO ENSURE ACCESS AND PROMOTION BROADLY TO THE COMMUNITY.

AND ONE TO TWO MONTHS WILL BE NEEDED FOR ALL OF THIS ADMINISTRATION.

AT THE POINT OF LAUNCH, WE ENVISION THE APPLICATION I'M NOT QUITE DONE.

SORRY, THANK YOU.

AT THE POINT OF LAUNCH, WE ENVISION THE APPLICATION TO BE OPEN FOR AT LEAST SIX WEEKS AND TO BE ACCOMPANIED BY WORKSHOPS AND TECHNICAL ASSISTANCE.

FINALLY, AFTER THE APPLICATIONS CLOSE EVALUATION AND SCORING IS COMPLETED, WE ESTIMATE THIS DURING A TWO MONTH WINDOW, THE CONTRACTING PORTION COMMENCES AND INVOICING FOLLOWS.

AS I MENTIONED AT THE OUTSET OF MY REPORT, THIS IS A TENTATIVE FLOW CHART, BUT I WANTED TO PROVIDE IT TO HELP ENSURE THAT WE'RE ALL ON THE SAME PAGE WITH THE PROCESS THAT IS AHEAD.

AND I WILL BE GLAD TO USE THIS FRAMEWORK TO KEEP THE COMMISSION IN THE COMMUNITY UPDATED AS WE PROGRESS.

AND THAT CONCLUDES, AND I'M HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU.

QUESTIONS, QUISHA FLORES.

I MAY GET HI EVERYONE AGAIN.

I JUST WANTED TO SAY THANK YOU.

UH, THAT'S A REALLY GREAT GRAPHIC.

IT'S A VERY CLEAR, I FEEL LIKE, UM, I WANNA THANK

[00:45:01]

THE STAFF FOR ALL THE WORK PATIENCE, UH, YOU KNOW, PROCESS THAT'S BEEN TAKING PLACE OVER THE LAST, YOU KNOW, MANY MONTHS.

AND I, YOU KNOW, I KNOW WE HAD THE FLU THINGS DOWN, BUT I, I REALLY APPRECIATE, YOU KNOW, THAT IT'S REALLY COMING FORWARD IN A WEDDING.

AND I THINK, UH, WE'VE HAD A LOT OF COMMUNITY, BUT, AND I KNOW THAT THE, UH, YOU KNOW, IT'S, IT'S TRANSPARENT, IT'S CLEAR AND ADDING A LOT OF FEEDBACK.

AND SO I JUST WANT TO SAY THANK YOU TO YOU AND TO THE OTHER COMMISSIONERS, WE HAVE BEEN WORKING SO HARD ON THIS AND, UH, YOU KNOW, FOR, YOU KNOW, PERSEVERING AND MOVING FORWARD AND GETTING THE INPUT THAT NEED TO MAKE SURE WE HAVE ALL THE BUY-IN WE NEED TO FOR THIS, THIS NEW, UH, PROCESS.

SO THANK YOU VERY MUCH.

YOU'RE WELCOME.

THANK YOU ALL.

OH, THEY'RE COMMISSION QUESTIONS.

YEAH.

THANK YOU FOR THE, FOR THE CLEAR LINE OF WHAT, WHAT COMES IN, WHAT ORDER AND WHAT COMES NEXT.

AND ALSO FOR CLARIFYING THAT CONVERSATIONS AROUND DRAFT GUIDELINES WILL CONTINUE.

WE'VE GOT SOME TIME STILL, SO PEOPLE NEED TO JUST KNOW THAT THERE'S AN OPPORTUNITY STILL TO PLUG IN AND THE WORKING GROUP.

WE'LL TALK A LITTLE BIT ABOUT THAT.

AND AS, AS WELL, I, AS WE MOVE FORWARD, COMMISSIONER KOSTIA, I'VE GOT A COUPLE QUESTIONS.

UM, FIRST I WANTED TO ASK YOU, IF YOU COULD REPEAT UP, I UNDERSTAND THAT THIS ANTICIPATED TIMELINE IS, UH, SUBJECT TO CHANGE.

UM, BUT THAT END POINT CAN JUST BALLPARK IT WHEN THINK THAT IS THAT LIKE BEGINNING OF SUMMER, END OF SUMMER, I'M SORRY.

I MEANT THIS, THAT THE, WHICH, WHICH END POINT CONTRACTING.

OH, EVALUATING AND CONTRACTING.

I DON'T SUSPECT THAT'S GOING TO BE BEFORE THE END OF THE FISCAL YEAR.

I DON'T SUSPECT THAT'S GOING TO HAPPEN BEFORE OCTOBER AND IT COULD BE AS LATE AS DECEMBER, JANUARY, BUT AGAIN, UM, A LOT OF THINGS KIND OF HAVE TO FALL INTO PLACE, BUT THAT, THAT PHASE OF GETTING CHECKS OUT THE DOOR OF GETTING CONTRACTS EXECUTED, UM, IS UNLIKELY TO HAPPEN WITH ALL OF THESE PHASES HAVING TO COME BEFORE THEN, BEFORE THE END OF THIS FISCAL YEAR.

SO I, YOU KNOW, OPTIMISTICALLY, IT WOULD BE, YOU KNOW, THE FALL, UM, BUT IT MAY FALL, YOU KNOW, KIND OF INTO THE WINTER, WINTER TIMEFRAME.

RIGHT.

AND, AND THAT'S FAIR.

I JUST WANTED TO MAKE SURE AND GAVE YOU TIME TO REPEAT THAT BECAUSE THE USUAL PATTERN HAS BEEN FOR IT TO OCCUR DURING SUMMER.

SO JUST WANT TO MAKE SURE EVERYBODY UNDERSTANDS THAT IT'S SLIGHTLY, UH, SLID BACK FROM WHAT OUR USUAL PROCESSES.

AND THEN MY SEC.

YEAH.

AND THEN MY SECOND QUESTION IS, UM, AND I DON'T KNOW IF THIS MIGHT BE A BETTER QUESTION TO ASK IN A SMALLER SETTING, BUT WE HAVE THESE OPPORTUNITIES, UH, DRAFTED OF, OF WHERE OR OUTLINED WHERE COMMUNITY FEEDBACK CAN BE HEARD.

UM, BUT I'M THINKING IN TERMS OF THE STAGE AFTERWARDS, RIGHT AFTER YOU'VE INTEGRATED THE FEEDBACK, HOW DOES SOMEONE KNOW THAT YOU'VE TAKEN THEIR FEEDBACK, UM, IS THERE AS THEIR THOUGHT OF HOW Y'ALL DEMONSTRATE WHERE THE FEEDBACK HAS BEEN, UH, TAKEN INTO ACCOUNT AND HAS ACTUALLY CHANGED THINGS? UM, I'LL HAVE TO GIVE THAT A LITTLE MORE THOUGHT, BECAUSE TYPICALLY WE DON'T DO A, UM, ATTRACT CHANGES THAT REFLECTS LIKE AT A SPECIFIC POINT OR A, OR A PERSON WHO CONTRIBUTED IT, JUST BECAUSE WE WANT TO KEEP THAT INFORMATION SOMETIMES CONFIDENTIAL BECAUSE OF THE WAY IT WAS CONVEYED TO US.

BUT ALSO THAT WOULD BE A REALLY HARD DOCUMENT TO FOLLOW.

SO I'LL GIVE THAT SOME THOUGHT, UM, WE DO WANT TO BE RESPONSIVE SO THAT PEOPLE KNOW THAT IF THEY'VE CONTRIBUTED SOMETHING TO US, WE'VE A RECEIVED IT AND B YOU KNOW, WE'RE ABLE TO ANALYZE AND PROCESS IT.

UM, LET ME TALK THAT OVER WITH THE TEAM AND SEE IF THERE'S A WAY TO BE, YOU KNOW, SORT OF FORTHCOMING WITH THAT PROCESS.

UM, LAST, YOU KNOW, WHEN WE PREVIOUSLY ACCEPTED FEEDBACK, WE HAD, UH, AN EXTENSIVE LIST OF LIKE Q AND A ON OUR WEBSITE.

UM, WE MAY USE THAT AGAIN.

UM, I'LL JUST HAVE TO KIND OF THINK ABOUT WHERE IT FITS IN AND WHAT WOULD BE MOST CONSTRUCTIVE TO THE PEOPLE THAT ARE GIVING THE FEEDBACK, BUT I APPRECIATE THE POINT.

THANK YOU, COMMISSIONER BARNS.

I THINK IT'S ALSO IMPORTANT TO MAKE SURE THAT WE, WE PUT OUT THERE THAT WE DO ENCOURAGE FEEDBACK AND WE DO ENCOURAGE PARTICIPATION, BUT THAT DOESN'T GUARANTEE THAT A PERSON'S FEEDBACK IS GOING TO BE INCORPORATED.

THAT IT'S JUST PART OF THE PROCESS THAT WE CAN'T GUARANTEE THAT EVERYTHING EVERYBODY SAYS IT'S GOING TO MAKE IT HERE.

SO I JUST WANT TO MAKE SURE THAT WE'RE NOT SETTING

[00:50:01]

ANYBODY UP FOR FAILURE, WHETHER THAT'S, YOU KNOW, ON, ON ANY SIDE, BUT JUST BEING VERY REALISTIC THAT STAFF HAS RESEARCHED THIS.

WE DID.

I THINK IT IS A GREAT POINT TO SAY, THANK YOU FOR YOUR FEEDBACK.

IT HAS BEEN CONSIDERED, YOU KNOW, JUST SO THAT SOMEBODY GETS THAT KNOWS THAT THEY WERE HURT, BUT ALSO THAT WE CANNOT GUARANTEE THAT EVERYBODY'S FEEDBACK IS GOING TO MAKE IT INTO A FINAL DOCUMENT.

RIGHT.

AND I THINK AGAIN, POINT TAKEN.

AND I THINK THAT BALANCE IS WHAT'S CRUCIAL BECAUSE THE PARTICIPATION AND THE ENGAGEMENT AND HEARING VOICES AND MAKING SURE THAT THE PROCESS ALLOWS FOR ALL THE VIEWPOINTS TO BE SHARED WITH US IS REALLY THE PARENT PARAMOUNT THING THAT WE CARE ABOUT.

AGAIN, I DON'T THINK WE CAN, WE CAN INTEGRATE EVERYONE'S PERSPECTIVE BECAUSE THIS IS SOMETHING AT THE END OF THE DAY, WHICH, UH, YOU KNOW, HAS TO SERVE EVERYONE AND CAN'T SERVE, YOU KNOW, EVERYONE IN THIS IN A WAY THAT THEY FEEL IS PERFECT FOR THEM, BUT IT'S A COMMUNITY-WIDE RESOURCE.

WE WANT TO ELEVATE, YOU KNOW, THE GOALS OF, OF OUR WORK TOGETHER.

AND SOME OF THOSE FINER POINTS OR THINGS THAT, YOU KNOW, WE MAY HEAR AND HASH HASH OUT, UH, AS A COMMUNITY.

AND THAT, YOU KNOW, AS THIS PILOT GOES FORWARD IN THE FUTURE YEARS TO THIS IS A, THIS IS A WAY TO GET SOMETHING OUT THAT WE CAN LEARN FROM THAT HITS THE GOALS THAT WE'RE, YOU KNOW, KIND OF COALESCED AROUND FOR THE IMPROVEMENT OF, OF OUR SYSTEM.

BUT, UH, I, I HAVE NO ILLUSION THAT, THAT SOME PEOPLE WILL FIND THINGS THAT THEY CONTINUE TO WANT TO DISCUSS.

AND I HOPE THAT'S THE CASE.

AND I LIKE, AGAIN, MAKING SURE THAT WE'RE POINTING OUT THE WORD PILOT.

YEAH, ABSOLUTELY.

THESE ARE PILOTS THAT WILL BE ALL DOCUMENT THAT WILL NEVER BE REVIEWED AGAIN.

THIS IS, YEAH.

AND WE FOLDED THAT REVIEW INTO THE PROCESS WITH WORKING GROUP, AND THAT WILL CONTINUE COMMISSIONER FLORES, UH, JUST, UH, TO BREATHS MY RN TO MEGAN AB I MEAN, IT MAY, THIS MAY OR MAY NOT MAKE SENSE, BUT MAYBE IF YOU DO INCORPORATE A COMMENT, SAY TO THAT PERSON SAY, OH, YOUR COMMENT WAS RECEIVED.

AND ACTUALLY IT, YOU KNOW, AND THEN ON SECTION 1.2, FOUR, OR WHATEVER, AND, UH, YOU KNOW, SO THEY'LL KNOW THAT YOU GOT IN AND I CAN LOOK IT UP AND I CAN SEE IT.

UH, SO I DUNNO, THAT MIGHT BE A LOT OF WORK, BUT IT MIGHT BE ANOTHER WAY TO, AT LEAST FOR THOSE THINGS THAT DID, YOU KNOW, MAKE IT IN, THEY CAN BE SHOWN WHERE THEY WERE.

AND SO FOLKS CAN HAVE A REFERENCE OR SOMETHING.

NO, THAT MAKES PERFECT SENSE.

AND I WILL ADD TO THAT, YOU KNOW, ALONG THE LINES WITH WHAT THE AEC IS DOING RIGHT NOW, IT'S LIKE THEY WERE IDEAS THAT WILL COME IN THAT MAY NOT BE LIKE, THIS MAY NOT BE THE PROGRAM FOR THEM, BUT THEY MAY BE INCREDIBLY ENLIGHTENING AND HELPFUL AND LOOKING AT WHAT THE WHOLE CONTINUUM OF SUPPORT IS LONGTERM.

AND WE, WE SAID THIS OVER AND OVER AGAIN IN CONVERSATIONS OVER THE LAST, CERTAINLY THE LAST SIX YEARS THAT I'VE BEEN ON THE COMMISSION, BUT HOT IS NOT GOING TO SOLVE EVERYTHING THAT WE WANTED TO SOLVE IN THIS COMMUNITY THAT HAVE RESTRICTIONS ON THE USES OF THOSE FUNDS WERE BIGGER THAN WE WERE SIX YEARS AGO AS A COMMUNITY.

UM, AND WE NEED TO BE LOOKING AT IT AT A MUCH LARGER LEVEL.

SO YOUR COMMENTS ON HOT ARE GREAT AND MAY END UP IN THIS, BUT THEY MAY NOT.

AND THAT DOESN'T MEAN THAT IT'S NOT A VALID COMMENT, BUT WE'RE LOOKING AT THE WHOLE THING, KEEP COMING BACK TO, AND KEEP COMING BACK, COMING BACK TO, BECAUSE THE THING IS, IT'S THE CRUX OF THE OTHER, THE WAY THAT WE GET OUT OF THIS, RIGHT? THE WAY WE MOVE FORWARD IN THE WAY THAT WE DO SOMETHING REALLY SPECIAL AND UNIQUELY AUSTIN IN OUR RESOLUTION.

ABSOLUTELY.

AND I, AND I THINK THE CONTEXT OF HOW THESE GUIDELINES HAVE DEVELOPED IS REALLY IMPORTANT.

SO WE, AS A TEAM ARE CAPTURING THAT AND CAN SPEAK MORE TO THE RATIONALE OF WHY SOMETHING WAS INCORPORATED OR WHAT THE THOUGHT PROCESS WAS BEHIND IT.

SO A LOT OF THAT I BELIEVE WILL COME OUT IN THE WORKING GROUP DISCUSSIONS AND WITH THE, HOW WE PRESENT THE GUIDELINES TO THE COMMUNITY, FOR FEEDBACK, WE WANT TO BE AS INSTRUCTIVE AS POSSIBLE TO SHOW WHAT OUR THINKING IS, BUT ALSO ALLOW FOR THE PERSPECTIVES OF THE COMMUNITY TO CONTINUE TO INFORM THE WORK.

THANK YOU SO MUCH.

AND THANK YOU TO STAFF.

I KNOW YOU GUYS ARE WORKING SO HARD AND LISTENING TO EVERYBODY AND INCORPORATING ALL THE IDEAS AND, AND ARGUING AND WRESTLING AND ARGUING AND WRESTLING AND WRITING AND EDITING.

AND THANK YOU.

UM, AND I KNOW IT'S BEEN A LABOR OF LOVE AND A LABOR OF FRUSTRATION AND THE LABOR OF ALL THE THINGS FOR YEARS, AND IT SHOWS IN THE WORK AND IT WILL SHOW AS WE MOVE FORWARD AND PUT THIS ALL TOGETHER.

SO THANK YOU.

THANK YOU FOR YOUR TENACITY AND PERSEVERANCE THROUGH ALL OF IT, TRULY, UM, UH, COMMISSIONER KEATON.

YOU ARE OFF THE DICE BECAUSE THERE YOU ARE.

HELLO, LOVELY.

UM, I HAVE ON THE AGENDA UNDER OLD BUSINESS, A DISCUSSION AND POSSIBLE ACTION ON CULTURAL FUNDING REVIEW PROCESS.

I WOULD LOVE A MOTION TO MOVE THE EQUITY WORKING GROUP DISCUSSION ABOVE IT SO THAT WE CAN TALK ABOUT THAT AND SEE IF THERE'S ANYTHING WE NEED TO DO.

IS THAT IN YOUR MOTION? COMMISSIONER CASTILLO.

OKAY.

I IMAGINED FOR COMMISSIONER

[00:55:01]

CASTILLO A SECOND FROM COMMISSIONER FLORES, A THIRD FROM COMMISSIONER GRAY.

I GOT TO LOOK TO MY LEFT FASTER.

I'M SORRY.

I SEE.

UH, UM, ALL RIGHT.

SO IF WE CAN DO THAT AND WE WILL GO TO FIVE

[5.b. Discussion and Possible Action on Working Groups and Working Group Updates (Part 1 of 2)]

B ONE, THE EQUITY WORKING GROUP WITH COMMUNITY ARTS LEADERS OF BIPAP, LGBTQ DISABILITY, COMMUNITY WOMEN, AND WOMEN WITH COMMISSIONER KEATON, WHO WAS THE CHAIR, UH, COMMISSIONERS CASTILLO, GRAY POLGAR AND COMMUNITY MEMBERS.

MR. KEATON, GO FOR IT.

HOPEFULLY YOU CAN HEAR ME.

I'M SORRY.

I'VE BEEN SNACKING A LITTLE BIT.

I JUST WANT TO GIVE YOU A BRIEF UPDATE, UM, AS IT PERTAINS TO WHAT'S TAKING PLACE.

I, OF COURSE, WE'D LIKE TO, UM, GIVE ALL OF MY FRIENDS AND COMMISSIONERS.

I THANK YOU FOR JOINING ME ON A WEEKLY BASIS SINCE NOVEMBER OF 2021 WORKING, UM, IN THIS GROUP.

SO BASICALLY WHAT I JUST WANT TO DO IS JUST SHARE THE MISSION WITH YOU, WHAT WE'VE BEEN DISCUSSING, WHICH I THINK IS IMPORTANT.

UM, SO AS IT READS, WE'RE HAVING A CONVERSATION WITH LEADERS FROM OUR COMMUNITY WHO HAVE NOT REPRESENTED, WHO HAVE NOT BEEN REPRESENTED THIS PAST YEAR REGARDING FEEDBACK ABOUT ARTISTS AND ORGANIZATIONS, AND CREATE A COMMUNICATIONS PIPELINE TO, TO INFORM OUR WORK DURING AND POST CULTURAL ARTS FUNDING GOALS OR THIS YEAR.

UM, WITH THAT BEING SAID, UH, WHAT THIS WILL LOOK LIKE IS MEETING WITH A, UH, A SMALL GROUP OF COMMUNITY ARTS LEADERS IN WHICH WE WILL LISTEN TO THEIR REQUESTS, THEIR THOUGHTS ABOUT THE FUNDING PROCESS, UM, AS IT STANDS RIGHT NOW, UH, WE HAVE, UM, I WOULD SAY SOME TEMPLATES TO START THIS CONVERSATION OUT WITH, UM, OUR LAST MEETING WILL BE TOMORROW OR THIS EQUITY WORKING GROUP IN WHICH WE WILL BE ABLE TO FINALIZE A FEW MORE THINGS AS IT PERTAINS TO SENDING OUT A LETTER OF INVITATION TO ALL OF THE PARTICIPATE PARTICIPANTS WHO HAVE COMMUNICATED WITH ME AND THE OTHER COMMISSIONERS, AS WELL AS LOOKING AT A FEW MORE TALKING POINTS.

AND, UM, WE WILL BE MEETING WITHIN THE NEXT TWO WEEKS.

SO, UM, IF ANYONE HAS ANY QUESTIONS FOR ME, I AM HERE NOW TO ANSWER THOSE QUESTIONS.

AND THE VAST MAJORITY OF OUR GROUP IS HERE.

IF YOU HAVE ANY INDIVIDUAL QUESTIONS FOR THE COMMISSIONERS QUESTIONS, POINTS OF CLARIFICATION.

UM, SO, UH, SO ONE OF THE THINGS THAT I'D LIKE TO DO IS IT'S BECOME CLEAR THAT WE COULD USE ANOTHER BODY IN THIS SPACE.

AND, UM, SO I WOULD LOVE IT IF WE ADDED A MEMBER OFFICIALLY TO THAT GROUP AND COMMISSIONER GREY, I THINK YOU HAVE A NOMINATION.

YES.

I'D LIKE TO NOMINATE CHEROKEES.

WE HAVE A NOMINATION, WE HAVE A NOMINATION FOR COMMISSIONER GUESTS.

ZISMAN I CAN'T SAY THESE YELLOW LEATHER TO JOIN THAT WORKING GROUP.

DO I HAVE A SECOND COMMISSIONER? UH, FLORIDA IS A SECOND.

DID THAT ALL IN FAVOR? I DON'T KNOW THAT WE NEED AN OFFICIAL VOTE, BUT WE HAVE.

OKAY.

ANY OPPOSED, ANY ABSTENTIONS HEARING? NONE WELCOME TO THE PARTY COMMISSIONER SYSMON UM, A POINT OF CLARIFICATION.

SO YES, THIS FIRST GROUP IS A SMALL, UM, CURATED GROUP OF FOLKS WHO REPRESENT LOTS OF DIFFERENT PARTS OF THE COMMUNITY THAT HAVE NOT BEEN ENGAGED IN THE CULTURAL ARTS FUNDING REVIEW PROCESS UP TO THIS POINT OR WHOSE VOICE HAS JUST HIS COMMUNITIES.

HAVEN'T REALLY BEEN IN THAT MIX.

UM, AND THIS IS ONE STEP IN THE PROCESS AND WE WANT TO MAKE SURE THAT WE'RE LOOKING AT NOT IT'S LIKE, THIS IS NOT A GUIDELINES WORKING GROUP, RIGHT? THIS IS A VISIONARY, HOW IS THIS LOOKING FOR YOU? WHAT IS YOUR LIFE LIKE? IS, DOES, WHAT IS THIS ARTS COMMUNITY LOOK LIKE? HOW DOES IT FUNCTION FOR YOUR COMMUNITY CONVERSATION? RIGHT.

ONE STEP IN THE PROCESS TO TRY TO SORT OF LEVEL SET AND BRING PEOPLE INTO THE CONVERSATION AND THAT FORWARD, UM, THERE WILL BE ONCE THE GUIDELINES ARE RELEASED, UH, UH, OTHER OPPORTUNITIES FOR PEOPLE TO PLUG IN COMMUNITY FORUMS, DO THE COMMUNITY CHAT ON THE BOOKS.

UM, WE'LL BRING IN SOME OTHER LONG-TIME ARTS LEADERS WHO HAVE BEEN DEEPLY ENGAGED IN SOME OF THESE CONVERSATIONS TO ALSO JOIN IN THAT SPACE.

UM, SO IT IS AN ONGOING THING, BUT THIS FIRST ITERATION IS A SMALL GROUP FIRST ROUND.

AND AGAIN, WITH THE FOCUS ON BIG VISION, RIGHT LONG-TERM GOALS

[01:00:01]

AND HOW THIS IS A PIECE OF THAT BIGGER PUZZLE.

AM I, AM I STATING THAT CORRECTLY? COMMISSIONER KEATON? I WOULD HOPE SO.

OKAY.

MAKING SURE THAT WE'RE ALL ON THE SAME PAGE THERE, COMMISSIONER CHRYSTIA, WHAT DID WE MISS? UH, I DIDN'T WANT TO JUMP THE LINE.

I SAW COMMISSIONER FLORES RAISING YOUR HAND, BUT I THINK IT'S IMPORTANT TO RECALL THAT THIS, THIS IS COMING OUT OF THE, OUR SEPTEMBER MEETING, WHERE, WHERE IT WAS BROUGHT TO LIGHT, THAT THERE WAS VOICES MISSING FROM THIS PROCESS.

AND SO THAT'S WHERE WE'RE, WE'RE WORKING TO RECTIFY THAT.

AND, AND TO REITERATE WHAT YOU'VE ALREADY SAID, LIKE THIS IS JUST THE FIRST STEP WE WERE MEETING WITH THESE VOICES THAT WE ACKNOWLEDGED THAT HAVE, HAVE BEEN MISSING OUT THIS PAST YEAR.

AND AFTER THEY'RE CAUGHT UP TO SPEED, YOU KNOW, WE'RE, WE'RE NOT EXCLUDING ANYONE.

WE'RE, WE'RE GONNA CONTINUE GOING AROUND, MAKING SURE EVERYBODY IS INCLUDED IN THE PROCESS AND UNDERSTANDS WHAT'S GOING ON.

AND, UM, MR. FLORES, YEAH, IT WAS MORE ACCOMMODATING.

YOU DIDN'T JUMP OVER ME.

I WAS SORT OF, I WAS THINKING ABOUT THE AGENDA, BUT, UH, NOW I, I AGREE THAT I THINK THIS IS MORE PROACTIVE WORK ON THE PART OF THE COMMISSION AND JUST TRYING TO GET FEEDBACK FROM THE COMMUNITY, ESPECIALLY THOSE, UH, UNHEARD VOICES, UH, SO THAT WE CAN MOVE AWAY FROM THE CRITICISM THAT WE ARE AVAILABLE OR ACCESSIBLE OR ANY OF THAT.

SO WE WANT TO BRING IN MEMBERS OF THE, YOU THAT HAVEN'T HERETOFORE PARTICIPATED EITHER BECAUSE THEY DIDN'T KNOW ABOUT THE PROCESS OR THEY FELT EXCLUDED.

I MEAN, THIS IS A WAY TO RECTIFY THAT AND SORT OF, UH, CLEAR THE, YOU KNOW, THE MISCONCEPTION THAT WE ARE WILLING AND INTERESTED IN HEARING FROM ALL ASPECTS OF OUR COMMUNITY.

SO I THINK IT'S A GOOD FIRST STEP, AS YOU SAID.

UH, BUT WE WILL CONTINUE TO ENGAGE ALL MEMBERS OF THE ARTS COMMUNITY.

AND WHEN IT COMES TIME TO DISCUSS HOW THE PROCESS IS GOING TO MOVE FORWARD, ESPECIALLY WITH THE GUIDELINES THAT EVERYBODY'S VOICES WILL BE INCLUDED AT THAT.

BUT RIGHT NOW WE ARE JUST REACHING OUT TO BRING IN AS MANY VOICES AS WE CAN.

ABSOLUTELY.

AND REMEMBER THAT THIS IS A GROUP THAT WE DESIGNED TO BE INFORMATIVE AND COMMUNITY COMMUNICATION AVENUE FOR US BEFORE, DURING AND AFTER, RIGHT? THESE ARE PILOT PROGRAMS THAT ARE GOING TO BE ITERATIVE CHANGES AS WE GO, AND WE NEED TO BE ABLE TO HAVE TOUCH POINTS IN THE COMMUNITY SO WE CAN GAUGE WHAT'S WORKING.

AND WHAT'S NOT, THIS IS A WAY TO SORT OF FORMALIZE SOME, SOME MEASUREMENT TOOL IN THAT REGARD.

SO THAT'S THE OTHER THING, COMMISSIONER KEATON.

THANK YOU.

YOU'VE BEEN JUST AMAZING THROUGH ALL OF THIS, WRANGLING US ALL AND KEEPING US ALL ON TASK AND JUST THE WORK HAS BEEN SUPER INSPIRING AND THREE YOUR LEADERSHIP.

THANK YOU.

THANK YOU.

SO, SO MUCH LOOK FORWARD TO SEEING YOU GUYS TOMORROW.

CAUSE WE NEED MORE MEETINGS.

THE COMMISSIONER FLORES, I'M SORRY, I'M BEING SO VOCAL TODAY.

I GUESS I'M GOING TO BE IN TROUBLE AROUND.

UH, NO, I HAD A QUESTION BECAUSE I KNOW WE'RE ON OLD BUSINESS RIGHT NOW AND CONTINUED.

I JUST, BECAUSE I HAVE TO MOVE ON AT FOUR OTHER ENGAGEMENTS AFTER THIS, UH, AND APOLOGIZE FOR THAT.

BUT I WONDER IF, UM, IT WOULD BE IF WE COULD MOVE, UH, THE, THE NEW BUSINESS RIGHT BEFORE THE ACTUAL REPORTS FROM THE OTHER WORKING GROUPS, UNLESS THERE'S ACTUAL ACTION ITEMS THAT HAVE TO COME FROM THOSE GROUPS.

WOULD THAT BE A POSSIBILITY? I'M JUST CURIOUS.

YEAH.

I THINK THAT'D BE A POSSIBILITY.

LET ME ASK YOU GUYS REAL QUICK.

BEFORE WE DO THAT, UM, ON FIVE, EIGHT DISCUSSION AND ACTION ON CULTURAL FUNDING REVIEW PROCESS, I PUT IT HERE AS A PLACEHOLDER, BUT IT SEEMS LIKE WHERE WE ARE IS THE PROCESSES MOVING FORWARD AND THERE'S NOT AN ACTION THAT WE NEED TO TAKE RIGHT NOW.

IS THAT THE AGREEMENT OF THE BODY? OKAY, COOL.

SO I'M GOING TO CHECK FIVE OFF AND FIVE BE OFF AND I HAVE A MOTION TO MOVE SIX, A ABOVE FIVE, B TWO, SORRY.

I SAID FIVE B FIVE B ONE.

CAN WE MOVE SIX, A ABOVE THE JOINT WORKING GROUPS, THE REST OF THE REPORTS.

SO THAT COMMISSIONER FLORES CAN MOVE FORWARD.

COMMISSIONER GRAY.

I HAVE A MOTION.

DO I HAVE A SECOND SECOND FOR THE COMMISSIONER ASSESSMENT? ALL RIGHT, LET'S DO IT.

SIX A,

[6.a. AIPP discussion and action items]

UM, COMMISSIONER BARNES.

YOU HAD SOMETHING THAT YOU WANTED TO SAY AS WE FRAME THIS AIP CONVERSATION.

YES.

SO, UM, AS WE LOOK AT SORT OF THE ITEMS UP FOR DISCUSSION AIPP HAS ABOUT IT'S A LITTLE MORE THAN $700,000 IN PROJECTS FOR THIS QUARTER, UM, ALONE THAT WE'RE BRINGING FORWARD AND MARJORIE, UM, IS ON THE CALL AND CERTAINLY CAN SPEAK TO THIS BETTER OR CORRECT ME IF I'M WRONG.

BUT, UM, I THINK WHAT WE'RE, WHAT AIPP STAFF IS WANTING TO DO IS TO BATCH THESE, UM, QUARTERLY SO THAT WE CAN SORT OF SPACE OUT THE OPPORTUNITIES.

IT WILL HELP STAFF MANAGE THEM.

IT WILL HELP ARTISTS PLANT BE ABLE TO PLAY IN THEIR CALENDARS A LITTLE BIT BETTER.

THE CALLS FOR THESE

[01:05:01]

PROJECTS ARE BOTH SPLIT BETWEEN OPEN CALLS TO ANYBODY.

AND THEN, UM, AND I THINK THAT'S 277,000 IS FOR OPEN CALLS AND THEN THERE'S 429,000 FOR THE PRE QUAL POOL.

SO, UM, I JUST WANTED TO SAY THAT SO THAT WE ALL KNOW, I, I GAVE KIND OF A VERY SCATTERED NOTHING REPORT AT THE BEGINNING, BUT JUST WANTED TO ADD THAT IN AND MARJORIE, I DON'T KNOW IF THERE'S ANYTHING THAT I'VE MISSED OR NEEDED TO BE CORRECTED ON, SO PLEASE, UM, THINGS LET ME KNOW.

NO, THAT WAS GREAT.

THEY KEEP AT RIGHT.

THANK YOU.

SO SIX, A ONE APPROVED THE PROSPECTUS FOR DOVE SPRINGS, PUBLIC HEALTH FACILITY, ART AND PUBLIC PLACES, PROCESS COMMISSIONER FLORES.

UH, IS THERE GOING TO BE A STAFF PRESENTATION OR IS EMOTION IN ORDER? WE HAVE THE INFORMATION AHEAD OF TIME.

SO, I MEAN, I'D LIKE TO MAKE A MOTION TO APPROVE THE DOVE SPRINGS PROJECT.

ALL SECOND, WE HAVE MOTION TO SECOND COMMISSIONER CASTILLO.

DO YOU HAVE A QUESTION? YEAH, I HAD A QUESTION.

UM, IT'S WEIRD.

CAUSE I TH MY QUESTION FOR THE NEXT PROJECT IS ACTUALLY MORE PERTINENT.

THIS FEEDS OFF OF THAT.

BUT, UM, MY QUESTION IS BECAUSE THE PROJECTS ARE IN SUCH CLOSE PROXIMITY TO MENDEZ MIDDLE SCHOOL, AND, UH, I THINK IT'S WHITE AND ELEMENTARY.

UM, I KNOW IT'S, IT'S CREATES LOGISTICAL CHALLENGES BECAUSE THEY'RE, THEY'RE, UH, CHILDREN, BUT I'M CURIOUS ABOUT HAVING SOME SORT OF REPRESENTATION ON THE ADVISORY POTENTIAL ADVISORS FOR THESE PROJECTS.

UM, I KNOW THAT WE'VE ALREADY IDENTIFIED, UH, SOMEONE FROM, FROM THE REC CENTER, WHICH IS ALSO NEARBY.

UM, BUT I'M, I'M CURIOUS ABOUT IF THERE IS OPPORTUNITY TO INCLUDE THIS, THIS DEMOGRAPHIC, UM, THAT WE HAVEN'T REALLY CONSIDERED BEFORE.

WHY KNOWLEDGE, SORRY.

UH, I GUESS MY QUESTION IS, ARE YOU MEETING AS A STUDENT OR ARE YOU TALKING ABOUT A REPRESENTATIVE FROM THE SCHOOL I WAS THINKING OF STUDENT, BUT I KNOW THAT THERE'S SO MANY CHALLENGES WITH THAT.

UM, BUT YEAH, IT'S JUST, I'M TRYING TO BRAINSTORM HERE AND I KNOW IT MIGHT NOT BE THE BEST TIME TO DO SO, BUT, UM, YOU KNOW, BRINGING IN THAT DIFFERENT PERSPECTIVE, BRINGING IN, UM, OPPORTUNITY TO DEMONSTRATE, UH, FUTURE CAREER OPTIONS IN TERMS OF WHAT PUBLIC ART COULD BE JUST IN JUST ALL OF THAT.

I CAN, I JUST SAY SOMETHING VERY QUICKLY TO RETREAT.

I MEAN, TO ME THAT SEEMS MORE APPROPRIATE.

I MEAN, IN ELEMENTARY SCHOOL, IF YOU WERE TALKING HIGH SCHOOL, I DEFINITELY COULD SEE IT, BUT AT A YOUNGER AGE, I'M WONDERING IF THAT'S JUST MORE OF A, AN ENCOURAGEMENT OF COMMUNITY ENGAGEMENT.

LIKE WHOEVER IS SELECTED WILL NEED TO GO AND SPEAK TO THESE SCHOOLS AND TALK ABOUT CAREER AS AN ARTIST AND TALK AND GET THEIR VIEWPOINT.

BUT THAT'S WHAT I WOULD SAY.

I'M HAPPY TO WORK WITH STAFF TO IDENTIFY, UM, A REPRESENTATIVE FROM THE SCHOOL I'M AND, YOU KNOW, PART OF THE SELECTED ARTISTS CONTRACT INVOLVES ADDITIONAL COMMUNITY ENGAGEMENT.

SO I THINK THAT MIGHT BE A BETTER PLACE TO REALLY WORK WITH STUDENTS AT THE SCHOOL AND AN ART CLASS TALKING ABOUT FURTHER CAREERS OR PROFESSIONS.

UM, BUT YEAH, IF YOU'D LIKE TO HAVE A REPRESENTATIVE FROM THE SCHOOL ON THE ADVISORY COMMITTEE, WE CAN DEFINITELY LOOK TO IDENTIFY WHO THAT MIGHT BE.

COMMISSIONER FLORES.

DID YOU HAVE SOMETHING? WELL, I WAS JUST GOING TO SAY, YEAH, IN TERMS OF THE COMMUNITY ENGAGEMENT ASPECT, I WOULD AGREE THAT YOU DEFINITELY WANT TO BRING, YOU KNOW, BRING THOSE VOICES IN AND BRING THE CHILDREN TO THEIR KIDS' VOICES IN TO, TO THE ACTUAL PROJECTS.

ONCE YOU SELECTED THE ARTISTS WHO ARE GOING TO GO OUT AND DO THE ENGAGING OF THE COMMUNITY, OR TO DEVELOP THE PIECE OF WORK THAT THEY'RE WORKING ON.

SO I BRI THE MORE VOICES AND DISSIPATION FROM THE COMMUNITY, THE BETTER THE PROJECT AND THE MORE ACCEPTANCE OF IT.

SO I THINK, BUT I THINK THAT, I THINK YOU'RE RIGHT MARJORIE AND IN THAT SENSE, BUT I THINK TO YOUR OTHER POINT, I THINK MAYBE BRINGING INTO SCHOOLS THAT THEY ARE IN CLOSE PROXIMITY AND IT IS GOING TO BE SOMETHING THAT IMPACTS THEM AND HAVING THAT VOICE ON THE ACTUAL ADVISORY COMMITTEE WITH, IT SOUNDS TO ME LIKE IT'S SOMETHING THAT WE MIGHT WANT TO TAKE BACK TO AIPP TO LOOK AT MOVING FORWARD, HOW WE MIGHT ENGAGE WITH, UH, WITH THE DISTRICT AND PROJECTS THAT ARE CLOSE BY, AND ESPECIALLY IT'S BRETT, TO YOUR POINT AT THE HIGH SCHOOL LEVEL.

MOST CERTAINLY THE DEVELOPMENT

[01:10:01]

LENGTH.

THERE'S PRETTY EXCITING.

I THINK BACK TO PREVIOUS PROJECTS, I KNOW THAT THERE WAS ONE AT A FIRE STATION WHERE THE ARTISTS WENT AND DID EXTENSIVE COMMUNITY ENGAGEMENT AT THE SCHOOL.

AND THERE'S BEEN OTHER PROJECTS THAT, WHERE THEY HAVE ENGAGED THAT I, I, I, AGAIN, I, I DO LOVE THE IDEA OF MAYBE AN OLDER STUDENT BEING ON, ON, ON THE, ON THE, UM, PANEL OR, YOU KNOW, UH, THROUGH THE PROCESS.

BUT YEAH, SO, YEAH, AND I LOVE THOSE PROJECTS WHERE KIDS ACTUALLY ARE ASKED TO WORK, UM, THE PIECE THAT THE ARTIST IS, IS DOING, BECAUSE THERE'S BEEN A LOT OF THOSE TYPES OF PROJECTS AND THOSE, THOSE ARE REALLY, I FIND TO BE VERY, VERY, VERY GOOD.

I JUST WANTED TO CLARIFY, LIKE THE, I KNOW THE GEOGRAPHY OF THIS PLACE.

IT'S, IT'S MENDEZ MIDDLE SCHOOL THAT IS IT'S F AFTER THE ELEMENTARY SCHOOL, BUT STILL LIKE, UM, MENDEZ AT SCHOOL IS FACING SOME CHALLENGES.

AND I THOUGHT THIS MIGHT BE A GOOD OPPORTUNITY TO, TO HELP THE SCHOOL OUT.

SO THAT WAS MY SPECIFIC REASON.

AND I TOTALLY UNDERSTAND WHAT EVERYONE'S SAYING IN TERMS OF AGE APPROPRIATENESS, SUCH AS I WANTED TO BRING THE ISSUE UP, LET'S MOVE FORWARD.

LET'S VOTE.

I JUST WANTED TO MAKE SURE STAFF IS AWARE OF WHAT I'M THINKING.

YOU MARCIA, YOU HAD SOMETHING I DID WANT TO NOTE THAT THE FOUR DEVS SPRINGS THERE, THE PROJECT GOALS, THERE IS A GOAL SPECIFICALLY TIED TO MAKING SURE THAT THE DESIGN OF THE ARTWORK IS VISUALLY OR PHYSICALLY INTEGRATING EDUCATIONAL ELEMENTS THAT PROMOTE EARLY CHILDHOOD DEVELOPMENT.

SO THE CONTRACTED ARTISTS WILL DEFINITELY BE FOCUSING ON CHILDHOOD DEVELOPMENT AND WE'LL, WE'LL HOPEFULLY MEET THAT GOAL.

UM, SO THAT'S THERE AS ONE POINT OF CONNECTION FOR CHILDREN, BUT THEN I AGREE THAT THERE SHOULD BE SOME CROSSOVER BETWEEN THE JURY AND PROJECT ADVISORS AND, UH, THE SCHOOL COMMUNITIES.

THAT'S A GREAT QUESTION.

I MAY THANK YOU FOR RAISING IT.

ALL RIGHT.

WE HAVE A MOTION AND A SECOND COMMISSIONER IS THIS MAN MARJORIE.

I GOT SOME INFORMATION ON, UH, GROUPS IN THE DOVE SPRINGS AREAS ALSO, AND ALSO, UH, STAFF AT MENDEZ THAT I'D JUST LOVE TO SEND YOUR WAY.

SO JUST THE, YOU KNOW, I'VE GOT SOME IDEAS FOR YOU.

GREAT.

THANK YOU.

TERRIFIC.

GOOD CONVERSATION.

THANK YOU.

SO WE HAVE A MOTION AND A SECOND, LIKE TO CALL THIS ALL IN FAVOR OF APPROVING THE PERSPECTIVES FOR DOVE SPRINGS, PUBLIC HEALTH FACILITY, OR MPP PROJECT, ANY OPPOSED ANY ABSTENTIONS IT PASSES UNANIMOUSLY.

THANK YOU.

UM, AND THEN SIX, A TWO TO APPROVE THE PERSPECTIVES FOR KUMAL POCKET PARK ART IN PUBLIC PLACES.

PROJECT.

DO I HAVE A MOTION TO APPROVE BECAUSE COUNTY COMMISSIONER CASTILLO, IS THAT A MOTION, MOTION TO APPROVE? AND I HAVE A QUESTION.

OKAY, COOL.

COMMISSIONER BARNES IS AT A SECOND, CORRECT.

OKAY.

SO WE HAVE A MOTION FROM KOSTIA SECOND FROM BAR'S COMMISSIONER.

CHRIS, DO YOU HAVE A QUESTION? OKAY.

THIS IS WHERE I WANTED TO ASK STAFF, UH, BECAUSE THE, AGAIN, THE PROPERTY ACROSS THE STREET IS, UH, IS, UM, I'M FORGETTING THE NAMES COURT, AND I KNOW THAT THERE'S A HOT CHALMERS COURT.

THANK YOU.

AND I KNOW THAT THERE'S A HAKA REPRESENTATIVE ON, ON THE ADVISORS.

UM, BUT I THOUGHT IT WOULD BE, UH, IMPORTANT TO HAVE A RESIDENT OF CHILD WAS CALLED, BE ON EITHER THE JURY OR ADVISORS.

SO THAT, THAT THE RESIDENTS, UM, PERSPECTIVE IS INCLUDED IN THIS PROCESS AS, UM, I'M, I'M HAPPY TO INCLUDE, UH, A VOTING COMMUNITY MEMBER ON THE JURY, OUR GUIDELINES STIPULATE THAT THEY HAVE TO HAVE VISUAL ARTS, UH, BACKGROUND.

SO I DON'T HAVE A NAME AT THIS MINUTE, BUT I'M DEFINITELY OPEN TO SUGGESTIONS AND WANT TO MAKE SURE THAT THERE'S A RESIDENT ON, UM, THAT GROUP AS WELL.

BUT I'M HAPPY TO WORK WITH, WITH, UH, THE ARTS COMMISSION.

IF YOU GUYS HAVE, UM, NAMES OR I CAN CONTINUE TO WORK WITH THE COMMUNITY TO TRY TO COME UP WITH SOMEONE WHO'S A GOOD FIT.

YEAH.

SO, UM, ONE TO CLARIFY THE, THE GUIDANCE SAYS THAT THEY HAVE TO HAVE ARTS BACKGROUND, OR IS IT THAT ONE PERSON ON THE JURY SHOULD HAVE, SHOULD HAVE IT, UH, ARTS PROFESSIONAL BACKGROUND? YEAH.

SO THERE'S TWO PATHS TO SELECT AN ARTIST.

THERE'S ONE USING THE PRE-QUALIFIED POOL.

AND THERE'S ONE, THAT'S AN OPEN CALL

[01:15:01]

FOR OPEN CALLS, OUR GUIDELINES STATE THAT THERE'S A THREE TO FIVE MEMBER JURY, AND THEY ALL HAVE TO HAVE VISUAL ARTS BACKGROUND.

SO THIS CALL IS SET UP AS AN OPEN CALL BECAUSE WE'RE LOOKING FOR A MOSAIC ARTIST SPECIFICALLY, AND THERE WEREN'T ENOUGH MOSAIC ARTISTS ON THE PRE-QUALIFIED POOL LIST.

SO, UM, TO BE ON THE JURY, THEY WOULD NEED TO HAVE THAT PROFESSIONAL VISUAL ARTS BACKGROUND.

YEAH.

BUT I, WELL, AS A COMMUNITY ADVISOR THOUGH, THEY DON'T HAVE TO HAVE A VISUAL ARTS BACKGROUND TO CORRECT.

YOU CAN ADD ANOTHER COMMUNITY ADVISOR.

YOU'RE JUST SAYING THAT WE HAVE A VOTE NOW SOMETIMES WHEN I SERVED ON SOME AND THAT I'VE ALWAYS BEEN CONFUSED OR NEVER MARJORIE THAT SOMETIMES WE GET ABOUT, AND SOMETIMES YOU DON'T GET A VOTE AND IT DEPENDS ON THE TYPE OF CALL IT IS, BUT, BUT AT THE SAME TIME THEY WOULD HAVE INPUT.

AND THE INPUT IS, IS, IS, IS HEARD.

AND THE DRIPPERS TAKE INTO ACCOUNT THAT INPUT.

SO IF THERE IS A RESIDENT AT CHALMERS COURT THAT DOESN'T HAVE A VISUAL ARTS, YOU COULD MAYBE ADD ANOTHER COMMUNITY ADVISOR AND THEY COULD PARTICIPATE IN THE PROCESS, BUT THEY MAY OR MAY NOT HAVE A VOTE BECAUSE OF THE TYPE OF PROCESS IT IS, BUT THEY STILL HAVE A VOICE AND IT'S STILL TAKEN INTO ACCOUNT.

RIGHT.

THAT IS ABSOLUTELY RIGHT.

AND I WILL SAY FOR THE PAST, UM, THREE YEARS, THOSE COMMUNITY ADVISORS ARE ALSO PAID.

SO, UM, THEIR, THEIR WORKLOAD, ISN'T QUITE AS HEAVY AS HAVING TO REVIEW ALL THAT, THE ARTISTS AND VOTE AND, AND, YOU KNOW, DO ALL THAT.

UH, BUT THEY ARE PAID ADVISORS FROM THE COMMUNITY.

SO, UH, IF WE DON'T FIND A SPECIFIC THERE'S ARTS PROFESSIONAL, THEN WE CAN, WE CAN ALWAYS ADD THEM AS AN ADVISOR FOR SURE.

AND THEIR VOICE IS LISTENED TO QUITE HEAVILY BY THE JURY.

THANK YOU.

TERRIFIC.

ALL RIGHT.

I HAVE A MOTION AND A SECOND, ANY OTHER DISCUSSION, ALL IN FAVOR OF APPROVING THE KOMAL POCKET PARK AIPP PERSPECTIVE.

OKAY.

ANY OPPOSED? ANY ABSTENTIONS? IT PASSES UNANIMOUSLY.

THANK YOU.

THANK YOU, COMMISSIONER FLORES.

I KNOW YOU HAVE SOMEWHERE TO BE.

WE'RE GOING TO GO BACK

[5.b. Discussion and Possible Action on Working Groups and Working Group Updates (Part 2 of 2)]

TO FIVE B TO GET BACK ON TRACK.

UH, YEAH, MEGAN, UH, JUST REALLY QUICKLY BEFORE WE, UH, LEAVE THE AIPP PORTION.

I JUST WANTED TO THANK MARJORY FLANAGAN FOR SERVING AS THE ACTING MANAGER FOR THE ART AND PUBLIC PLACES.

UH, SHE'S IN PLACE RIGHT NOW, UH, WHILE WE, UH, SEEK A REPLACEMENT FOR THAT VACANCY.

AND I WANT TO THANK HER FOR HER SERVICE.

THANK YOU SO MUCH.

THANK YOU.

AWESOME.

ALL RIGHT.

FIVE B2 JOINT WORKING GROUP FOR JOINT CULTURAL COMMITTEE, COMMISSIONER CASTILLO, CHAIR AND MEMBERS OF OTHER QL OF LIFE COMMISSIONS.

NO UPDATE.

THIS MONTH, WE'VE BEEN BUSY DOING THINGS, HAVE A, UH, A MEETING SCHEDULED IN NEXT.

YEP.

THANK YOU VERY MUCH.

UM, ITEM FIVE, B3, JOINT MUSIC, ARTS COMMISSION, WORKING GROUP TWO ADDITIONAL DISTRICTS TO IDENTIFY ADDITIONAL FUNDING, RESOURCES AND STRATEGIES BEYOND HOT COMMISSIONER, SMALL BUCKETS, THE CHAIR, SHE IS NOT HERE THIS EVENING.

IS THERE ANY UPDATE FROM THAT COMMITTEE? WE'LL BE HAPPY TO UPDATE.

WE HAVE NOT MET, BUT WE DO HAVE OUR CONTACTS FROM AIRBNB SLATED TO COME FOR OUR FEBRUARY MEETING AND PRESENT.

I ALSO HAVE SOME UPDATES FOR THEM REGARDING POLL DATA THAT THEY HAVE, UM, WHICH, UH, I ASKED THEM TO PUT TOGETHER A ONE SHEET, SOME OF THE STATS THAT THEY'VE BEEN ABLE TO COLLECT THUS FAR, I WILL BE CIRCULATING, CIRCULATING THAT VIA ANN MARIE TO THE ENTIRE COMMISSION SO THAT WE CAN HAVE SOME TIME TO BRIEF AND BE FAMILIAR WITH THEIR WORK WHEN THEY'RE HERE TO PRESENT TO US IN FEBRUARY AND HAVE ANY QUESTIONS PREPARED.

SO LOOKING FORWARD TO DISTRIBUTING THAT COMMISSIONER BARNS, AND I DON'T KNOW IF THIS IS A MEGAN OR OR WHO WOULD FEEL THIS QUESTION, BUT, UM, DON'T, DOESN'T LIKE AIRBNB AND VRVO OR THOSE TEMPORARY, UM, SHORT-TERM RENTALS.

AREN'T THEY SUPPOSED TO BE PAYING INTO HOT TAX COMMISSIONER BONNER'S YESTERDAY, IT'S SUPPOSED TO BE BRENDISH DIRT AND ANG TO TAX.

I JUST WANTED TO MAKE SURE THAT THE, THAT, THAT WORKING GROUP KNOWS THAT.

CAUSE IF YOU'RE ONE OF YOUR CHARGES IS TO LOOK BEYOND THE HOT TAX FUNDS AND OTHER RESOURCES.

I JUST DON'T WANT YOU TO BE THINKING ABOUT THAT AS A SOLE SOURCE, BECAUSE TECHNICALLY THEY ARE PART

[01:20:01]

OF THAT SHORT-TERM POT FUND OR, YOU KNOW, SO THANK YOU.

UH, IT WAS A COMMENT BECAUSE WE WERE NOT ONLY TRYING TO, YES, WE'RE LOOKING OUTSIDE, BUT WE WERE ALSO LOOKING AT THE FACT THAT THESE ISN'T UNREALIZED FUNDS, BECAUSE I DON'T KNOW THAT THE COLLECTION HAS BEEN UP TO PAR AND THEREFORE WE THOUGHT, YOU KNOW, IF, IF THERE'S A WAY TO BOOST THE HOT FUNDS, I MEAN, THAT IS ANOTHER WAY.

I MEAN, WE, WE UNDERSTAND THAT THEY HAVE TO PAY IT IN, BUT I, AT LEAST TO MY KNOWLEDGE, UH, OR UNDERSTANDING THESE HAD BEEN, UH, HERE TO, FOR UNREALIZED.

AND SO, UH, WE WOULD LIKE TO RECTIFY THAT, SO THAT HOT FUND IS MORE FLUSH COMMISSIONER WISTIA, THEN COMMISSIONER CISMEN WHAT COMMISSIONER FLORES SAID, OKAY, MR. IS THIS MAN.

AND TO THAT EFFECT, UH, COMMISSIONER BARNS THAT THEY AIRBNB IN PARTICULAR HAS SOME PRETTY CREATIVE IDEAS FOR ADDITIONAL FUNDING OPPORTUNITIES THROUGH NOT NECESSARILY THE GUEST END, BUT THROUGH THE ACTUAL HOST PORTAL.

UM, I'M NOT GOING TO SPOIL THE SURPRISE, BUT I'M LOOKING FORWARD TO THEM SHARING ALL THAT THEY'VE BEEN WORKING ON ON THEIR OWN INDEPENDENTLY OF THIS CONVERSATION.

SO LOOK, YEAH.

PRETTY EXCITING STUFF.

THANK YOU GUYS.

ALL RIGHT.

MOVING ON ITEM A FIVE BEFORE QUARTERLY ARTS COMMISSION MEETUPS WORKING GROUP COMMISSIONER CASTILLO CHAIR WITH BARNES SCARS AND GRAY APOLOGIZE THAT DON'T HAVE AN UPDATE THIS MONTH.

AND I WALKED HIM A KICK TO THE SHINS FROM ANY OF THE WORKING GROUP MEMBERS.

NO KICKING SHINS, NO VIOLENCE.

I'LL BE THE FIRST ONE, BUT I'LL BE I'LL SHUFFLE AND BE SWEET.

AW, TAKE THE HIGH RED FRIENDS.

OKAY.

EMERGENCY FUNDING AND PROACTIVE STRATEGIES FOR FUTURE FUNDING WORKING GROUP THAT'S ITEM A FIVE B FIVE.

THAT GROUP HAS NOT MET BACK TO ME.

YEAH, WE HAVE NOT YET MET.

WE HAVE BEEN, UH, FOCUSED ON THE TASK AT HAND OPERA ALLOCATIONS AS WELL AS A PILOT PROGRAMMING FOR CULTURAL FUNDING.

SO IT'S ON THE DR.

IT'S ON THE DOCKET AND ACC SEES ON OUR RADAR.

SO THAT'S THAT? UM, AND THEN OUR NEIGHBORHOODS WORKING GROUP, MR. VAN DYKE CHAIR, THIS CLOSE.

TERRIFIC.

ALL RIGHT.

ANY QUESTIONS FOR COMMISSIONER REDNECK? NICE TO SEE YOU.

I SAID YOU GOT KICKED OUT.

I'M GLAD TO SEE YOU'RE BACK IN THE ROOM.

THANKS FOR COMING BACK.

AND FINALLY, ITEM SEVEN UNDER FIVE B PUBLIC PRIVATE PARTNERSHIP, THE P THREE WORKING GROUP.

I UNDERSTAND THERE'S A MEETING SO MANY DO, WE'VE GOT A MEETING SCHEDULED, UM, COMING UP, WE'RE ANTICIPATING NEEDING PROBABLY TWO, UM, MEETINGS FOR THIS WORKING GROUP.

SO, UM, I'VE TALKED WITH, UM, MARJORIE ABOUT IT.

UM, WE HAVE TWO AIPP PANELISTS THAT ARE ALSO, UM, JOINING THIS WORKING GROUP, JOEL AND STEPHANIE.

SO STEPHANIE LIMO AND JOEL NOLAN.

UM, AND AGAIN, OUR CHARGE IS TO REALLY COME UP WITH A RECOMMENDATION FOR HOW WE SHOULD BE LOOKING AT THESE GREEN BUILDING PROJECTS THAT THE CITY IS UNDERTAKING LIKE THEY DID FOR THE PERMIT, UM, BUILDING THAT WAS 30 PLUS MILLION DOLLARS.

AND WHILE THEY COMMISSIONED A $250,000 ART PIECE, IT STILL DID NOT LIVE.

YOU KNOW, IT STILL ISN'T THE 2% THAT A, A BUILDING PROJECT WOULD COST.

SO OUR ROLE WILL BE COMING UP WITH A RECOMMENDATION THAT WILL ULTIMATELY GO TO CITY COUNCIL TO BE ADOPTED.

SO, UM, THAT'S WHAT WE WILL BE WORKING ON.

THANK YOU.

ALL RIGHT.

SO WE HAVE WORKED OUR WAY THROUGH FIVE.

WE'VE DONE SIX WE'RE ON

[6.b. Misc. Discussion and Possible Action Items (Part 2 of 2)]

SIX B MISCELLANEOUS DISCUSSION AND POSSIBLE ACTION ITEMS. WE HAVE APPOINTED COMMISSIONER MARK TO THE DOWNTOWN COMMISSION.

I HAD TO, IN CASE WE WANTED TO HAVE A CONVERSATION ABOUT WHAT THINGS WE WANTED TO TAKE TO THE DOWNTOWN COMMISSION COMMISSIONER MOC HAS MADE IT CLEAR THAT SHE HAS SOME INTEREST IN SOME THINGS THAT WE'VE TALKED ABOUT AS AN ORGANIZATION.

IS THERE ANYTHING ELSE WE WANT TO PUT ON THERE NOW? OR DO WE WANT TO WAIT AND SEE HOW THINGS PROGRESS GOING ONCE GOING TWICE? I HEAR WAIT.

WE'RE MOVING ON.

ALL RIGHT.

COOL.

ITEM SIX, B3 FORGING, A HEALTHY CREATIVE ECONOMY, THE PATH FORWARD.

OKAY.

SO THIS IS WHERE I SAY, HI, IT'S JANUARY.

WE'VE BEEN PUTTING OUT FIRES SINCE MARCH OF 2020.

AND SINCE WELL, BEFORE THAT, WE HAVE A CULTURAL FUNDING REVIEW PROCESS, WHICH IS UNDERWAY.

WE HAVE A ROBUST JOINT WORKING GROUP WITH ARTS AND MUSIC, LOOKING FOR OTHER SOURCES, INCLUDING LOW-HANGING FRUIT, HOT TAXES THAT WE'RE NOT COLLECTING.

AND ALSO LOOKING FOR OTHER SOURCES AND MATERIALS.

WE HAVE THE AEDC AND CULTURAL TRUST HAPPENING.

AND WE HAVE AN RFP OUT FOR THE CREATIVE SPACES FUNDS, WHICH IS VERY EXCITING.

WE HAVE A COALITION THAT IS IN PROCESS

[01:25:01]

OF POTENTIALLY BEING FORMED WITH THE LONG CENTER PARTNERSHIPS AND WAYS THAT THE COMMUNITY IS HELPING EACH OTHER.

WE HAVE GROUND FLOOR THEATER COMING AND TALKING TO US ABOUT THE WORK THAT THEY'RE DOING IN THE COMMUNITY.

WE HAVE ATEX THEATER ORGANIZATIONS THAT ARE TALKING TO EACH OTHER AND SUPPORTING EACH OTHER AND COMMUNICATING WITH EACH OTHER.

THIS IS ALL VERY EXCITING STUFF.

UM, AND IT IS, AND IT'S ALL HAPPENING IN LITTLE PIECES.

AND HOPEFULLY WE CAN START TO DE SILO.

HERE'S MY WORK FOR TODAY DE SILO THIS COMMUNITY.

UM, BUT BOY, WOULD, I LOVE US TO ALL SIT DOWN AND HAVE A REAL DEEP CONVERSATION ABOUT JUST THAT TOPIC AT A TIME THAT WE'RE NOT ALSO DEALING WITH WHATEVER ELSE IS COMING OUR WAY IN A REGULAR MEETING.

SO THIS IS MY SEGUE TO SAY, WE NEED TO SCHEDULE A COMMISSION RETREAT.

SO I'M GOING TO ROLL RIGHT FROM ITEM THREE TO ITEM FOUR AND TRY TO GET AN ARTS COMMISSION RETREAT ON THE BOOKS THIS QUARTER THAT WE'RE IN MARCH WHILE WE'RE HAVING CONVERSATIONS WITH THE COMMUNITY AND ASKING THEM THE SAME QUESTIONS I WANT TO ASK US, WHICH IS, WHAT DOES THIS LOOK LIKE? HOW DO WE DO IT TOGETHER? WHAT PARTNERSHIPS ARE WE MISSING? UM, WHAT RESOURCES ARE WE MISSING AND HOW CAN WE AMPLIFY AND ELEVATE ALL OF THOSE THINGS AND COME OUT OF THIS A BIGGER, BETTER, BROADER COMMUNITY THAN WE WERE BEFORE TO THAT END.

UM, I HAVE, UH, COMMUNICATION FROM STAFF THAT SAYS, YEAH, WE THINK WE CAN DO A RUBBER TREAT THIS QUARTER.

SO I WOULD LOVE TO GET A, JUST A GENERAL SENSE OF WHAT LIVES LOOK LIKE.

LIKE NOT BEFORE THIS DATE, NOT AFTER THIS DATE, I'M LOOKING AT YOUTH COMMISSIONER FLORES, CAUSE I KNOW YOUR LIFE IS INSANE.

WHAT'S DO YOU HAVE A WINDOW THAT IS COMPLETELY DONE? I WANT TO GET A BALLPARK AND THEN I'M GOING TO ASK FOR A DOODLE POLL TO GO OUT.

SO I'M NOT GOING TO TRY TO KNOCK IT DOWN, BUT I JUST WANT TO GET A WINDOW ANYTHING AFTER MARCH ONE IS GOOD WITH ME.

OKAY, COOL.

AND MARCH ONE.

OKAY.

UM, SO SANTA APRIL SOUNDS LIKE MARCH.

OKAY.

SOUNDS LIKE MARCH.

OKAY.

UM, I WILL GET WITH STAFF AND PUT TOGETHER SOME OPTIONS PROBABLY SEND YOU GUYS AN EMAIL THROUGH ANNE-MARIE TO GET TO NARROW IT DOWN AND WE'LL PUT A, UH, PULL TOGETHER TO FIGURE OUT WHEN WE CAN MAKE THAT HAPPEN.

YEAH.

WE'RE ALSO MISSING A BUNCH OF FOLKS TONIGHT, BUT UN SOUND LIKE A GOOD PLAN.

ALL RIGHT.

OKAY, COOL.

MOVING RIGHT ALONG.

ALL RIGHT.

SIX B FIVE FISCAL SPONSORSHIP.

SO THIS IS SOMETHING THAT WE KEEP COMING BACK TO, AND WE'VE BEEN TALKING ABOUT IT FOR A VERY LONG TIME.

LIKE ALL THE YEARS THAT I'VE BEEN HERE, WHICH IS I THINK 753 GIVE OR TAKE A DAY, UM, LOOKING AT SORT OF WHAT, WHAT IT IS THAT IS AVAILABLE TO THE COMMUNITY THROUGH THE WIDE VARIETY OF FISCAL SPONSORS WHO ARE SUPPORTING CULTURAL CONTRACTORS, UM, AND BEST PRACTICES AND, YOU KNOW, DISPARITIES IN DIFFERENCES BETWEEN ORGANIZATIONS WHO WILL DO ALL THE THINGS FOR EVERYBODY AND NOT CHARGE ANYONE, ANYTHING.

AND THEY'RE, YOU KNOW, THIS IS THEIR LIFE'S WORK VERSUS ORGANIZATIONS THAT, THAT THEN HAVE VARYING LEVELS OF SUPPORT ACROSS THE SPECTRUM.

UM, I'M INTERESTED IN A SURVEY OF THAT.

I WANT TO KNOW WHAT WE HAVE OUT THERE.

UM, I'M ALSO INTERESTED, REALLY INTERESTED FROM STAFF ABOUT THE, THE COMMUNITY NAVIGATORS PROGRAM, WHICH WAS SOMETHING THAT WE WERE LOOKING AT AS A POTENTIAL SORT OF DOVETAIL MODEL.

UM, AT THIS POINT, THE LAST ITERATION OF THE GUIDELINES FOR CULTURAL FUNDING SAID FISCAL SPONSORSHIP WAS SOMETHING THAT WAS OPTIONAL IN OUR LIBERTARIAN STATE.

THAT MAKES A LOT OF SENSE TO ME.

UM, BUT I ALSO UNDERSTAND THAT THERE ARE PEOPLE WHO VERY MUCH BENEFIT FROM FISCAL SPONSORSHIP AND WOULD LOVE TO HAVE IT.

AND WE'D LOVE TO BE ABLE TO PROVIDE THEM WITH THE INFORMATION THEY NEED TO MAKE AN INFORMED DECISION ABOUT WHERE THEY WANT TO PLUG IN.

SO THIS IS MY WAY OF SAYING, WE'VE BEEN TALKING ABOUT TALKING ABOUT IT.

NOW WE START TALKING ABOUT IT AS WE GET TO THIS POINT IN THE GUIDELINES CONVERSATION.

UM, SO, AND I THINK PROBABLY THE NEXT PIECE FOR ME IS TO TALK TO STAFF AND TRY TO GET SOME DATA ON WHAT WE KNOW, UM, FROM PAST HISTORY.

UM, BUT ALSO, AND I, AND I ALSO KNOW THAT WE HAVE A DEPTH OF KNOWLEDGE ON STAFF ABOUT BEST PRACTICES AND FISCAL SPONSORSHIP.

AND SO WE WILL BE COMING TO YOU GUYS SAYING, HEY, CAN YOU PROVIDE US WITH SOME MATERIALS IN THAT REGARD? AND SO I'D LIKE TO COME BACK ON THIS TOPIC AT OUR NEXT MEETING IN FEBRUARY.

AND, UM, MEGAN, I'LL TALK WITH YOU GUYS ABOUT WHAT I'M LOOKING FOR JUST IN THE BASICS.

AND WE'LL GO FROM THERE.

QUESTIONS, THOUGHTS, COMMENTS, THANKS.

GREAT TO HAVE THAT.

ARE THEY, IT'S GOOD TO THINK OF IT IN CHOICES FOR THE ARTISTS TO BE ABLE TO GO ONE DIRECTION OR THE OTHER.

I'M GLAD TO BE GETTING MORE INFORMATION ON THAT.

THAT'S GREAT.

AND THEN JUST AS A DOVETAIL STAFF, WHEN WILL WE KNOW MORE ABOUT COMMUNITY NAVIGATORS? CAUSE I KNOW THERE WAS LIKE A PRESS RELEASE.

IT WAS GOING TO LIKE WHERE, WHERE IS THAT PROCESS? CAN YOU JUST REAL QUICK FILL US IN ON THAT? I THINK UNTIL NATALIE CORRECT ME IF I'M WRONG, THEY WERE IN THE MIDST OF FINALIZING CONTRACTS.

LAST TIME I GOT THE UPDATE, I THINK THEY'RE FAIRLY CLOSE, BUT I CAN GET MORE PRECISE ON THAT.

SO THEY'VE BEEN SELECTED.

UH,

[01:30:01]

NOW THEY'RE JUST GETTING THEM UNDER CONTRACT, YOU KNOW, CONFIRMING SCOPE AND GETTING THEIR CONTRACTS INKED.

SO THEY SHOULD BE UP AND RUNNING FAIRLY SOON AND ARE ALL OF THE, UM, THE FOLKS THAT ARE CONTRACTED TO BE COMMUNITY NAVIGATORS ARE THOSE PROGRAMS ALL DESIGNED INDIVIDUALLY BY THOSE ORGANIZATIONS AND THEY PRESENT, THEY CREATED THEIR OWN PROPOSALS FOR HOW TO DO IT WITHIN OUR FRAMEWORK.

IS THAT AN ACCURATE, I BELIEVE SO.

I BELIEVE THEY APPLIED WITH A SPECIAL FOCUS OR, OR EXPERTISE THAT THEY WOULD BE PROVIDING TO THE COMMUNITY, BUT I CAN, I CAN DEFINITELY GET MORE INFORMATION AND MAYBE BRING THAT TO YOU AT THE NEXT MEETING AND ASK, HOW DO YOU KNOW, THANK YOU SO MUCH.

I APPRECIATE IT.

I HATE TO GIVE YOU GUYS MORE TO DO.

I KNOW YOU'RE I KNOW YOU'RE SLAMMED, BUT IT'LL BE SUPER HELPFUL.

IT'S AN EASY ONE.

OKAY, COOL.

COMMISSIONER.

GREG, CAN YOU REMIND US MEGAN? HOW MANY HAVE BEEN CONTRACTED? I'M SORRY, I'M GOING TO ANSWER THAT.

AND THIS MICHELLE, THERE WERE CERTAIN CATEGORIES THAT THEY COULD APPLY UNDER, BASED ON R D PROCESS.

SO THAT'D BE SUPER COMMISSIONERS THIS MAN.

DID YOU HAVE A QUESTION? I DO.

I DON'T THINK SO.

YOU'RE SAYING THINGS ARE CLOSE.

IS IT GOING TO BE PUBLICIZED THIS LIST OF COMMUNITY NAVIGATORS? YES.

I SEE YOU SHAKING YOUR HEAD.

YEAH, IT DIDN'T IT ALREADY GO ON THE PRESS RELEASE.

I THOUGHT THEY ALREADY NAMED, BUT I'LL, I'LL CATCH UP AND MAKE SURE I CAN BRING YOU ALL THE LATEST INFORMATION THAT WE HAVE.

SUPER.

BOTH.

YEAH.

THAT'S TERRIFIC.

ANY QUESTIONS MR. VAN DYKE? DO YOU HAVE ANY QUESTIONS ABOUT ANY OF THIS? YOU GOOD COMMISSIONER KAYTON.

YOU GOOD? ALL RIGHT.

WELL GUESS WHAT WE'RE

[7. ITEMS FOR INFORMATION]

AT ITEMS FOR INFORMATION ITEM SEVEN.

I THINK THIS IS A GREAT WARMUP FOR THOSE QUARTERLY MEETUPS THAT WE'LL BE HOSTING, UH, REGULARLY WHEN THOSE ARE UP AND RUNNING.

UM, IT WILL BE THE 9TH OF FEBRUARY.

WE'RE TRYING TO SCHEDULE THESE SO THAT THEY FOLLOW A ARTS COMMISSION MEETING.

SO IF THERE ARE QUESTIONS OR CONCERNS OR ITEMS OF DISCUSSION THAT THEY CAN BE FRESH IN EVERYBODY'S MIND AND BE BROUGHT TO THE TABLE, WE CAN SPEAK CANDIDLY.

UM, YOU KNOW, CITIZENS COMMUNICATION IS WONDERFUL, BUT WE OBVIOUSLY HAVE LIMITATIONS ON THE BACK AND FORTH.

SO THIS IS THAT OPPORTUNITY.

I WANT TO SAY.

THANK YOU VERY, VERY MUCH TO FUTURE FRONT, WHO WILL BE OUR HOST FOR THE FEBRUARY MEETINGS.

I WANT US TO START LOOKING AT US LIKE THAT, AND THAT IS WHERE I'M POSTING RECAPS FOR THE NEWSLETTERS, ANY ITEMS, INFORMATION, THERE'S SOME GREAT STUFF COMING DOWN THE PIKE FROM, UH, ORGANIZATIONS LIKE TALA AS WE ARE IN TECH SEASON.

SO PLEASE CHECK BACK FOR ARTISTS, CALLS, WORKSHOP OPPORTUNITIES, EDUCATION, UM, EVENTS, UH, SOUP TO NUTS.

IT'S GOING TO BE THERE, RIGHT? UH, JUST A REAL QUICK QUESTION.

I DON'T HAVE A TIME SOLIDIFIED YET FOR THE NINTH, BUT WE'VE GOT THE DAY.

SO I'M, I'M TAKING THE VICTORIES WHERE I CAN GET THEM, BUT ALL THAT INFORMATION WILL BE CIRCULATED ONCE I'VE GOT THAT COMING, COMING SOON TO AN INBOX NEAR YOU.

YEAH.

UM, YEAH, COME AND COME AND DO THIS.

AND I CAN'T WAIT TO BE IN PERSON.

THAT WILL BE SUPER EXCITING.

UM, TALLA.

YEAH.

HAS A, WHAT? 24TH.

THEY HAVE TWO THINGS COMING UP.

THEY HAVE THEIR, THEIR OPEN CALL LINE.

I CAN PULL THIS UP RIGHT NOW BECAUSE I JUST SHARED THIS INFORMATION VIA OUR FACEBOOK PAGE HERE.

UH, THEY ALSO HAVE A POPULAR WORKSHOP BACK WHERE THEY ARE YOU'RE IN THE ROOM WITH A CPA.

SO, UM, IT'S A, THE LEGAL ARTS LEGAL LINE IS OPEN THERE.

THEY'VE GOT TIME SLOTS AVAILABLE.

AND THEN, UH, LIKE I SAID, THE, UM, IT IS A, UH, WORKSHOP, UM, SORRY GUYS, LET ME PULL THIS UP WEBINAR IN TWO PART, THE ART OF TAXES WHO

[01:35:01]

DOES NOT WANT TO JUST JUMP INTO THAT WORKSHOP.

LET ME TELL YOU IT'S GOING TO BE GOOD.

CAN WE, UM, BUT MULTIPLE OPPORTUNITIES FOR THAT.

AND I RECOMMEND CHECKING THEM OUT IF YOU ARE NOT AWARE, TEXAS LAWYERS AND ACCOUNTANTS FOR THE ARTS.

OKAY.

SO YOU JUST HEARD HER LIST, A TON OF INFORMATION THAT SHE'S TRYING TO PUT OUT AND I'M GOING TO PUT OUT FOR INFORMATION.

WE NEED PARTNERS IN THE COMMUNITY THAT CAN HELP US DO THIS.

WE ARE VOLUNTEERS WITH FULL-TIME DAY JOBS AND SOME OF US CHILDREN OF VARYING SIZES.

WE WOULD LOVE TO HAVE SOMEONE WHO GETS PAID SOMETHING ON A REGULAR BASIS TO BE PART OF THE COMMUNITY TO HELP US GET THIS WORD OUT.

RIGHT.

COMMENT, HELP US, HELP ME.

ALL RIGHT.

ANYTHING ELSE, MR. KAYTON? DID YOU HAVE ANYTHING? UM, YES.

WHAT ELSE? ANYTHING ELSE? UM, OR YOU ASK IF THERE'S ANYTHING ELSE? SO JUST SO YOU KNOW, UM, OF COURSE I'M SURE YOU ALL FOLLOW.

UM, SO UM, IS OUR NEW, UM, CITY COUNCIL MEMBER WHO IS MY DISTRICT.

SO, UM, I HAVE NOT HAD A LENGTHY CONVERSATION WITH HIM, BUT, UM, I WILL ENDEAVOR TO DO SUCH, BUT, UH, UH, DEPENDING UPON IF HE HAS SOMEBODY OR NOT, IT COULD BE SOMEBODY NEW.

I THINK THAT IT'S WHAT IT'S FEBRUARY AND THEN TWO MONTHS AFTER THAT.

SO, UM, JUST SO YOU'LL KNOW THAT, AND THEN OF COURSE, AGAIN, WE ALL NEED TO BE ENCOURAGING PEOPLE TO GET OUT AND VOTE.

SO YEAH.

YEAH.

I THINK, UH, COMMISSIONER BARNES REMINDERS IS A GREAT REMINDER FOR ALL OF US, THAT THOSE OF US WHO'VE BEEN HERE LONGER TO IMPART YOUR WISDOM ABOUT THE COMMISSION AND EVERYTHING THAT HAS BEEN GOING ON TO, TO THE, UH, YOUNGER MEMBERS OF THE COMMISSION.

UM, BUT ALSO ANYONE INTERESTED IN SERVING ON THE ARTS COMMISSION TO REACH OUT TO ANY OF US AND CATCH YOU UP TO SPEED ON WHAT'S GOING ON.

JUST, YOU KNOW, THIS WAS KIND OF NOT REALLY A SURPRISE, BUT KIND OF AS A SURPRISE THAT WE MIGHT LOSE THE MEM, UH, ARTS COMMISSIONER.

SO JUST, I WANT TO REMIND EVERYBODY TO KEEP SHARING THE KNOWLEDGE THAT YOU HAVE.

THANK YOU, MR. FLORES.

LULA.

DID YOU HAVE SOMETHING YOU'RE MUTED? OH, SHIT.

OKAY.

OKAY.

OH, SORRY.

NO, I SAID I'M SORRY.

I BASED OUT, I THINK SOME OF US ARE JUST TERMED OUT, SO DEFINITELY.

YEP.

ALL RIGHT.

YEAH.

COMMISSIONER IS THIS MAN TO THAT POINT, EVERYONE.

UM, THOSE THAT ARE HEARING FROM COMMUNITY MEMBERS THAT WOULD BE INTERESTED IN SERVING ON THIS BODY, LIKE WE ARE CONSTANTLY COLLECTING INFORMATION ON FOLKS THAT ARE INTERESTED IN ENGAGING WITH US, EITHER IN WORKING GROUPS, UH, CURRENT OR FORTHCOMING, UM, PEOPLE THAT YOU THINK WOULD MAKE A GOOD, UH, COMMISSIONER.

LIKE LET'S GET THEM IN THE ROOM, LET'S START SHARING OUR CONTENT AND INTRODUCING THEM TO WHAT THIS WORK LOOKS LIKE, BECAUSE WE NEED TO BE PROACTIVE.

SO WE'RE NOT SCRAMBLING CALM THESE TERM LIMITS CAUSE WE'RE GOING TO BE LOSING SOME HEAVY HITTERS AND I'M VERY SAD TO SEE THEM GO.

SO, UH, PLEASE TO USE COMMISSIONER BARNES WORDS, MY DINOSAURS, PLEASE SHARE ALL THE WISDOM YOU HAVE WITH US NOVICE COMMISSIONERS.

AND, UM, PLEASE BE THINKING ABOUT PEOPLE THAT WOULD SERVE THIS STYLE AS WELL.

THANKS EVERYBODY.

AND THANK YOU ALL FOR YOUR SERVICE DAY IN AND DAY OUT.

THIS, I AM JUST HONORED EVERY SINGLE DAY TO WORK WITH ALL OF YOU.

YOU INSPIRE ME.

THANK YOU.

ALL RIGHT.

SHALL WE ADJOURN? LET'S DO IT.

MOTION CAPTURE MOTION SECOND.

ALL IN FAVOR.

YEAH, LET'S JUST DO THIS BY CONSENT.

GOODBYE.

THANK YOU EVERYONE.
