WE PLEASE REQUEST THAT YOU LET US KNOW 24 HOURS IN ADVANCE TO CHLOE MAXWELL, WHOSE INFORMATION IS POSTED ON OUR AGENDA. UM, WE'RE GONNA START THIS MEETING FIRST OFF WE'LL WITH, UH, WITH AN EXECUTIVE SESSION PURSUANT TO SECTION 5 51 0.07, ONE OF THE TEXAS GOVERNMENT CODE FOR CONSULTATION WITH AN ATTORNEY. SO WE THANK EVERYONE FOR YOUR PATIENCE AS WE COMPLETE THIS EXECUTIVE SESSION. THANK YOU. SO I, I DID FORGOT TO MENTION ONE THING THAT WE DON'T HAVE ANY PUBLIC COMMENT TODAY, SO RIGHT. IS THAT CORRECT? AND NOBODY HAS CALLED IT. OKAY, GREAT. THANK YOU. THANK YOU EVERYONE FOR YOUR PATIENCE. UM, THE BOARD OF DIRECTORS RECONVENING AFTER EXECUTIVE SESSION AND THE FA THE TIME IS 5:11 PM. UM, AS I STATED EARLIER, THERE WERE NO PUBLIC SPEAKERS SIGNED UP TO SPEAK TODAY AT TODAY'S MEETING. SO WE WILL MOVE RIGHT INTO OUR DISCUSSION ITEMS. OUR FIRST ITEM [2. Technical Advisory Committee Reports] TODAY IS THE TECHNICAL ADVISOR COMMITTEE REPORTS. AND I WILL START BY READING THE ONE FROM ARCHITECTURE ENGINEERING AND CONSTRUCTION ADVISORY COMMITTEE. AND LET ME FLIP TO THAT. SO WE HAD, UM, WE MET ON FEBRUARY 2ND, 2022. WE HAD 25 PEOPLE ATTENDING AS WE COMBINED BOTH THE EAC AND THE FAR COMMITTEE MEMBERS. OUR PRIMARY AGENDA ITEMS WERE THE ROADMAP REVIEW, THE BLUE LINE BRIDGE UPDATE, AS WELL AS THE ENO CENTER FOR TRANSPORTATION PRESENTATION. THE COMMITTEE DISCUSSION AND RECOMMENDATIONS ARE AS FOLLOWS THE COMMITTEE REVIEW THE PROJECT TIMELINE THROUGH THE FALL OF 2022. THE COMMITTEE INQUIRED ABOUT THE FINANCIAL PROJECTIONS IN RELATION TO THE PROJECT TIMELINE, MR. COUCH AND FACADES, THE IMPORTANCE TO DELIVER THE PROGRAM WITHIN THIS 8.75 PENNY STOCKS HE DESCRIBED THE MOVIE, DESCRIBED THEM MOVING FORWARD. THE TEAM WILL DESCRIBE BETTER THE FACING PORTION ASPECT OF LAUNCHING A LIGHT RAIL SYSTEM AND FACES WITHIN THE BORDER APPROVED SEQUENCE PLAN. OTHER ATTENDEES ALSO POINTED OUT THE IMPORTANCE OF UNDERSTANDING THE COST ESTIMATES AS THEY RELATED TO THE OPENING OF SEGMENTS. AND THE OVERALL TIMING, MR. COUCH MENTIONED THE RECENT AWARD OF THE RISK ANALYSIS CONTRACT AND THAT THEY WILL LOOK AT THE SEQUENCING AS WELL. IT HAD A KICKOFF MEETING ON FEBRUARY 2ND ON REGARDS TO COST. A FAR COMMITTEE MEMBER DISCUSSED THE HIGHER COST OF ELEVATED AND SUBTERRANEAN STATIONS INITIALLY, AS WELL AS IN LONG TERM MAINTENANCE COSTS OF WHAT IT TAKES TO KEEP ELEVATORS, ESCALATORS AND SUCH IN STATE OF GOOD REPAIR, THE CAC REPRESENTATIVE ECHOED THAT CONCERN AS WELL FROM AN ACCESSIBILITY PERSPECTIVE AND WANTED TO ENSURE THE DESIGN TEAMS ARE ALSO THINKING OF REDUNDANCIES. THE COMMITTEE DISCUSSED OPTIONS FOR ROUTING THROUGH THE DRUG. AND MR. MULLEN DESCRIBED THE SPACE AS A TRANSIT MALL AND THE CLOSE COLLABORATION WITH UT THAT'S UNDERGOING MEMBERS OF THE COMMITTEE INQUIRED ABOUT IMPACTS TO EXISTING BUSINESSES. AND MR. MULLIN DESCRIBED THAT THERE WILL BE A CONSULTANT BROUGHT ON BOARD TO HELP ADDRESS THE CONCERNS OF THE BUSINESS, THE BUSINESSES, ESPECIALLY IN THIS TIGHT CORRIDORS. THE COMMITTEE DISCUSSED THE IMPORTANCE TO HAVE AN ART IN TRANSIT PROGRAM, WHICH IS CURRENTLY MISSING FROM THE LIST PRESENTED BY THE TEAM. THE COMMITTEE INQUIRED IT, THERE'S A COMMITTEE ESTABLISHED TO SELECT THE VEHICLE MANUFACTURER. AND MR. COUCH MENTIONED THAT THE VEHICLE DISCUSSIONS ARE CURRENTLY BEING CONDUCTED ON A ONE-ON-ONE WITH HITASHI BOMBAR THE AIR STATLER, SIEMENS AND OTHERS. HE DESCRIBED THE CURRENT SYSTEM IS CHARLOTTE, NORTH CAROLINA THAT IS OPERATING ON FULL BATTERY POWER. THAT IS THAT THE TEAM IS CURRENTLY STUDYING AND THAT THE VEHICLE BASIS OF THE SIGN TO BE [00:05:01] INCLUDED IN THE 30% DESIGN REGARDING TO THE AGENDA ITEM FOR THE COMMITTED RISK ITEM. NUMBER TWO, THE COMMITTEE DISCUSSED THE GOVERNANCE, IT ON ANALYSIS CURRENTLY UNDERWAY WITH THE ENO CENTER FOR TRANSPORTATION, FOR WHICH, YOU KNOW, DID FOUR ELEMENTS. FIRST, THE DESCRIBE INOS REPRESENTATIVES GAVE AN OVERVIEW OF THE ORGANIZATION HISTORY AND HOW THE RESEARCH HAS INFLUENCED THE DELIVERY OF TRANSIT AND MEGA PROJECTS. OVER THE YEARS, YOU KNOW, DISCUSS THE TOWN HALLS AND INVITED MEMBERS OF THE TCS TO PARTICIPATE. THEY DISCUSS THE PROCESS TRANSPARENCY ASPECTS AND INVITED QUESTIONS FROM THE EAC AND FAR MEMBERS PRESENT. AND THEY DESCRIBED THE DEADLINE FOR INPUT WAS SET FOR FEBRUARY 14TH, WHICH WAS TWO DAYS AGO. OUR FUTURE MEETING TOPICS, OUR UPDATE ON VEHICLE DESIGN DISCUSSIONS AND ADVANCEMENT, AND AN UPDATE ON THE LADY BIRD LAKE BRIDGE STUDY, AS WELL AS AN UPDATE ON THE METRO RAPID BUS SHELTER, DESIGN EVOLUTION, AND PROCUREMENT. AND THAT IS THE END OF MY REPORT. DO I HAVE ANY QUESTIONS FROM THE BOARD? NO QUESTIONS. NO. OKAY. DR. BURNETT AND REMEMBER ELKINS, NO QUESTIONS. OKAY, GREAT. UM, MOVING ON TO THE PLANNING AND SUSTAINABILITY EQUITY AND DBE COMMITTEE, DR. BURNETT, I THINK YOU'RE MUTED DR. BURNETT. ONE SECOND. WE'RE TRYING TO FIX THIS. HEY, TONY IS YOUR SOUND WORKING CHLOE IN THE INTEREST OF TIME. COULD VERONICA GIVE OUR REPORTS? WE HEAR YOU NOW. NOW WE CAN HEAR YOUR DR. BURNETT. OKAY, GREAT. YES. UM, THANK YOU. UH, SO, UM, THE PLANNING SUSTAINABILITY EQUITY AND DBE COMMITTEE MET ON FEBRUARY 3RD, 2022, WE WERE, UM, UH, VERY EXCITED TO HAVE MEMBERS FROM THE FAR, UH, COMMITTEE TECHNICAL ADVISORY COMMITTEE AT PRESENT AT THAT MEETING. OUR AGENDA ITEMS WERE THE BLUE LINE BRIDGE UPDATE, A SUSTAINABILITY VISION PLAN, UPDATE, A ROADMAP REVIEW. AND WE HAD A Q AND A WITH A REPRESENTATION OF REPRESENTATIVES FROM ENO. WE DISCUSSED ROB BROSKI FROM CAP METRO, AND INTRODUCE THE FRAMEWORK FOR THE CAP, METRO SUSTAINABILITY VISION PLAN. UM, WE HAD A GOOD CONVERSATION ON THE TOPIC AND WE ASKED IF WE HAVE MORE DISCUSSION ON THAT TOPIC TO FOLLOW AT OUR MARCH MEETING AS A NEXT STEP, THE COMMITTEE WOULD LIKE STAFF TO EXPLORE LEVERAGING PARTNERSHIPS WITH OTHER LOCAL GOVERNMENT ENTITIES. THERE WAS SOME VERY SPECIFIC ONES NAMED SUCH AS AISD, FOR EXAMPLE, IN THE SUSTAINABILITY PLAN TO MAXIMIZE OVERALL COMMUNITY IMPACT AND TO HEAR AS MANY VOICES AS POSSIBLE. UH, THE, THE COMMITTEE WOULD LIKE TO LEARN MORE ABOUT THE PROCUREMENT ASPECTS OF THE SUSTAINABILITY VISION PLAN, AS WELL AS REQUESTING A DEBRIEF ON THE ENO TOWN HALL MEETINGS AT OUR NEXT MEETING, UH, AT ON THE APRIL AGENDA IS A DISCUSSION ON THE EQUITY GOALS AND METRICS POSSIBLY ON THAT AGENDA, IF WE COULD WORK OUT SCHEDULES. AND THAT WAS THE REQUEST FROM THE COMMITTEE. THANK YOU, MADAM CHAIR. THANK YOU. VICE CHAIR, BURNETT, UH, BOARD MEMBER ELKINS FINANCE NUMBERS. OKAY, GREAT. CAN YOU HEAR ME ALL RIGHT? WE CAN. PERFECT. SO THE FINANCE AND RISK COMMITTEE MET ON FEBRUARY 8TH. WE HAD A PACKED AGENDA. WE HAD SEVEN MEMBERS OF THE FAR COMMITTEE PLUS, UH, ATB STAFF ATTENDING. SO THE AGENDA ITEMS WERE THE, UH, FISCAL 21 PRELIMINARY FINANCIAL REPORT AS OF SEPTEMBER 30TH, 21. SO OUR DIANE SLUR PRESENTED THAT WE ALSO HAD AN UPDATE ON ANTI-DISPLACEMENT INVESTMENT FUNDING STATUS AND PROCESS THAT DIANE PRESENTED THAT AS WELL. UH, BRIAN RIVERA HAD A PRESENTATION ON THE STATUS OF ATPS CASH INVESTMENTS AND WHERE WE ARE WITH RESPECT TO INVESTING OUR CASH. HE ALSO WENT INTO A DISCUSSION ON THE PLANET FINANCING, A PRELIMINARY DISCUSSION ON PLANET FINANCING. AND I WOULD IMAGINE THAT TO IN FUTURE FAR MEETING, WE'LL BE HAVING MORE ROBUST DISCUSSIONS AS THE PLAN OF FINANCING GETS A LITTLE BIT MORE, UH, SOLID. AND, UM, WE'LL, WE'LL HAVE MORE PRESENTATIONS ON THAT. UH, SAM SARGENT DID A PRESENTATION ON THE FEDERAL INFRASTRUCTURE [00:10:01] BILL, WHAT HIGHLIGHTS THAT WERE FOR ATP. UH, SO THAT WAS AN INTERESTING DISCUSSION. UH, VICKY HAD A DISCUSSION ON THE, UM, FINANCIAL, UH, RISK ADVISORY CONTRACT THAT WE AWARDED LAST MONTH TO ERNST AND YOUNG. SO TALK A LITTLE BIT ABOUT WHAT THEY'RE GOING TO BE DOING, THE SCOPE OF WORK. AND THEN I GAVE A BRIEF UPDATE ON WHERE WE ARE WITH RESPECT TO HIRING, UH, AN INTERNAL AUDITOR FOR THE BOARD. SO THE SPECIFIC RECOMMENDATIONS FROM THE COMMITTEE TO BE FOLLOWED UP WITH IN THE NEXT MEETING, WHICH WILL BE IN MAY, UM, ATP NEEDS TO EXPAND COMMUNITY MESSAGING ABOUT PROJECT CONNECT IMPROVEMENTS, UH, TECHNOLOGY STATION, OPERA, UM, UPGRADES THAT WILL IMPACT EXISTING BITER BUS RIDERSHIP. SO I THINK SPECIFICALLY THIS IS, UM, A REQUEST TO STAFF. WHAT IMPACTS TO EXISTING BUS RIDERSHIP WILL RESULT, UH, AS A, AS A RESULT OF ATPS WORK ON PROJECT CONNECT. SO IF WE ARE CHANGING LANE CONFIGURATIONS, WILL THAT SLOW BUSES DOWN OR SO I THINK THOSE ARE THE TYPES OF THINGS THAT THE FDR COMMITTEE WOULD LIKE AN UPDATE ON. UM, ALSO THERE WAS A DISCUSSION ON ROUNDABOUTS IF ADDING ROUNDABOUTS THAT HAVE WORKED IN SOME CITIES IN THE UNITED STATES WOULD HAVE SOME IMPROVEMENT. UM, PRIOR, PRIOR TO ISSUING THE RFP FOR AN EXTERNAL INVESTMENT ADVISOR, UH, ATP NEEDS TO HAVE A COST BENEFIT ANALYSIS TO LOOK AT THE COMPENSATION VERSUS INVESTMENT RETURNS, TO DETERMINE WHETHER IT BE MORE EFFECTIVE TO, UH, INVEST IN HOUSE OR HIRE A CONSULTANT TO IN INVEST THROUGH, UH, THE CONSULTANT, UM, ERNST AND YOUNG SHOULD INCORPORATE THE FAR RISK LISTS THAT WAS DISCUSSED IN THE NOVEMBER MEETING. I THINK THERE WAS ABOUT 10 OR 11 RISKS THAT WERE PRESENTED IN SCENARIO PLANNING AND EVALUATE THOSE RISKS ACROSS ATP, INCLUDING PUBLIC PERCEPTIONS AND ENVIRONMENTAL ISSUES. UM, THERE WAS ALSO TWO REQUESTS FOR MORE INFORMATION ON A BRIEFING FROM THE CITY HOUSING DEPARTMENT. I THINK THAT WOULD BE NEFERTITI REGARDING ANTI-DISPLACEMENT FUNDING GRANT PROCESS. SO, UM, WE'RE GOING TO TEE THAT UP IN MAY, UH, THROUGH NEFFER TD OR HER DEPARTMENT, AND THEN A BRIEFING ON VARIOUS DEBT MECHANISMS AND FEDERAL FINANCING GRANTS AVAILABLE TO ATP. SO NEXT STEPS, ERNST AND YOUNG WILL CONDUCT RISK WORKSHOPS AND PRESENT TO THE FAR COMMITTEE THIS SUMMER AND RSM. OUR AUDITOR WILL PRESENT THE FINAL AUDIT TO THE FAR AT THE MAY MEETING. UH, ANY QUESTIONS ON THAT? DO WE HAVE ANY QUESTIONS FROM THE BOARD? THANK YOU. ANYONE HAS ANY QUESTIONS? THANK YOU, MEMBER ELKINS. I THINK THE WIDOWS, YOU KNOW, IF YOU GUYS ARE STILL THERE, IT WENT TO THE SLIDES. UM, SO [3. Executive Director Report] NOW WE'RE GOING TO MOVE ON TO OUR EXECUTIVE DIRECTOR'S REPORT. THANK YOU, MR. CLARK. THANK YOU CHAIR. UH, TWO VERY QUICK ITEMS HERE. UM, FIRST ONE, IF YOU CAN BRING THAT UP, CHLOE, WHEN YOU GET A CHANCE, THANK YOU. UH, WANT TO JUST ACKNOWLEDGE THE GREAT GROUNDBREAKING WE HAD TODAY. UH, THE MAYOR WAS ON THE, UH, SPEAKING ON BEHALF OF ATP AND OBVIOUSLY THIS, HIS ROLE AS THE MAYOR. UH, WE HAD A CONGRESSMAN DOG, IT, LOTS OF OTHER COMMUNITY OFFICIALS, UH, WITH US TODAY. SO THIS IS A GROUNDBREAKING ON THE PLEASANT VALLEY, UH, ROUTE AND A SERVE FROM GOODNIGHT RANCH, ALL THE WAY UP TO MUELLER OR MILLER, I GUESS, DEPENDING ON HOW YOU'D LIKE TO PRONOUNCE THAT. AND THIS IS GOING TO BE A REALLY, REALLY GOOD SERVICE, UH, ANOTHER GOOD, UH, REALLY GOOD, EQUITABLE INVESTMENT, ESPECIALLY IN THE EAST SIDE OF AUSTIN. SO, UH, ALSO ZERO EMISSION VEHICLES. SO THAT GOES BACK TO OUR WHOLE SUSTAINABILITY VALUES AND HOW WE'RE MOVING OUR PROGRAM FORWARD. SO JUST WANT TO THANK EVERYONE THAT WAS INVOLVED IN THIS INCREDIBLE STAFF EFFORT ON MOVING THIS PROGRAM FORWARD. UH, APPRECIATE THE CITY STAFF, UH, GINA AND HER WHOLE TEAM, UH, GETTING US TO THIS POINT, UH, THIS, THIS ACTUALLY I THINK, IS GOING TO LEAD TO FUTURE COLLABORATION ON BIKE LANE IMPROVEMENTS AND, UH, OTHER THINGS, UH, KIND OF JOINTLY AS WELL. UH, SO THAT'S GOING TO BE REALLY GOOD. UH, IF EVERYTHING GOES WELL, WE'RE HOPING TO GET OUR SMALL STARTS GRANTS PROBABLY BY THE MAY TIMEFRAME, UH, ON THIS PROJECT WITH FTA. SO WE'RE WORKING VERY COLLABORATIVE FTA, NO HICCUPS, NO ISSUES, JUST PROCESS. AND THEY'VE BEEN JUST FANTASTIC TO WORK WITH. SO, UH, WANTING TO GIVE, MAKE SURE PUBLIC WILL BE ACKNOWLEDGED TODAY'S EVENT. UH, THE OTHER, UH, QUICK INFORMATION IS JUST A REMINDER ON, UH, MARCH 2ND, WE'LL BE HAVING A TRI-PARTY WORK SESSION THAT'S BETWEEN THIS BOARD, THE CAP METRO BOARD AND THE CITY COUNCIL. AND THE IDEA IS TO GO THROUGH REALLY THIS, THE UPCOMING AND THE DESIGN AND THE PROCESS TO REACH A KIND OF CONSENSUS ON 30% DESIGN, OUR ENVIRONMENTAL IMPACT STATEMENT AND OUR SEGMENT [00:15:01] PHASING. HOW DO WE ACTUALLY THEN MOVE INTO 23 AND STARTING PUTTING OUR PLAN IN PLACE FOR CONSTRUCTION AND LETTING CONTRACTS IN THAT NATURE? SO, UH, REALLY EXCITED FOR THIS, UH, AGAIN, APPRECIATE GINA AND NIQUE AND THEIR TEAM. UH, DOTTIE HAS BEEN REALLY THE LEAD ON THE CABINETRY SIDE AND DAVE ON, ON THE ATP SIDE, UM, I THINK ALL THREE STAFFS ARE ALIGNED REALLY WELL TO TRY TO TALK ABOUT, UH, THINGS THAT THE STAFF HAS REALLY FOUND A LOT OF CONSENSUS ON FROM A TECHNICAL POINT OF VIEW AND A LOT OF COMMUNITY INPUT ON A VIEW. AND THEN THERE'S A FEW ITEMS LEFT THAT, UH, ARE NOT DEVOTED TO BE RESOLVED ON, UM, MARCH 2ND, BUT REALLY ABOUT IDENTIFYING AND DAYLIGHTING THOSE TOPICS AND THE PROCESS OVER THE NEXT COMING MONTHS TO GET TO RESOLUTION ON THOSE. UH, AND IDEALLY THEN WE COULD BRING, UH, A TRI-PARTY STAFF PRELIMINARY RECOMMENDATION TO THE COMMUNITY FOR THE DNI PROCESS THAT WILL LEAD TO A FINAL STAFF RECOMMENDATION TO THE THREE BODIES, UH, FOR YOUR CONSIDERATION. AND, UH, HOPEFULLY THAT HAPPENS KIND OF IN THE LATE FALL TIMEFRAME. SO, UH, THAT'S WHERE WE ARE WITH THAT. AND I BELIEVE THE MAYOR MIGHT EVEN HAVE SOME CONVERSATION ABOUT THAT LATER AS WELL. SO THANK YOU. THANK YOU, MR. CLARK, ANY QUESTIONS? [4.1. Community Engagement and Involvement Update] SO MOVING ON TO OUR MONTHLY PROGRAM UPDATES FIRST, WE HAVE THE COMMUNITY ENGAGEMENT AND INVOLVEMENT UPDATE FROM ADP'S DIRECTOR OF COMMUNITY ENGAGEMENT AND INVOLVEMENT. MS. JACKIE NIERENBERG, ARE YOU HERE? YES, I AM. GOOD AFTERNOON. GOOD AFTERNOON. UH, MY PLEASURE TO BRING YOU THE COMMUNITY ENGAGEMENT UPDATE FOR THIS MONTH. SO WHERE WE'D BEEN, WE HAD A METRO RAPID COMMUNITY UPDATE MEETING ON FEBRUARY 7TH, WITH 32 PARTICIPANTS. WE HAD AN ORANGE LINE NORTH GUADALUPE WORKING GROUP ON FEBRUARY 10TH, WITH 64 PARTICIPANTS. AND LAST NIGHT WE HAD AN ORANGE LINE ST. EDWARD'S TO STASSNEY WORKING GROUP MEETING, UH, WITH 67 PARTICIPANTS. AND THEN OF COURSE OUR ADVISORY GROUPS MET THIS MONTH. UM, WE'VE ALREADY COVERED THOSE IN THE REPORT, SO I'LL MOVE ON TO THE NEXT SLIDE. SO HERE IS OUR LOOK AHEAD, UM, FOR THE CAC, OUR NEXT MEETING IS NEXT WEEK ON FEBRUARY 23RD. OUR EAC WILL BE MARCH 2ND. HE SEC, MARCH THE THIRD, AND WE'RE HAVING A JOINT CAC AND TAX MEET AND GREET OPPORTUNITY ON MARCH THE SEVENTH. THAT WILL BE AT PLAZA SALTY OVER. WE'RE REALLY EXCITED ABOUT THAT. AND THAT'S AN OPPORTUNITY FOR OUR COMMITTEE MEMBERS TO GET TO KNOW EACH OTHER A LITTLE BETTER AND ALSO MEET AND GREET OUR SENIOR MANAGEMENT TEAM WITH ATP. UM, WE HAVE A BLUE LINE METRO CENTER WORKING GROUP SCHEDULED FOR MARCH THE EIGHTH. UM, AND THEN OUR MARCH CAC MEETING IS ON THE 23RD. AND THEN WE HAVE A, AN EXCITING OPPORTUNITY FOR COMMUNITY FEEDBACK. IT'S OUR LET'S TALK PROJECT CONNECT VIRTUAL COMMUNITY CONVERSATION. THOSE ARE HAPPENING MARCH 29TH AND 31ST. AND THE WHOLE PURPOSE OF THESE IS TO, UH, ALLOW FOR DEEP DIVE CONVERSATIONS ON SUBJECT MATTERS THAT WE'VE HEARD A LOT OF COMMENTS AND QUESTIONS ON OVER THE YEAR OF GIVING, UH, PEOPLE OF HAVING MEETINGS WITH THE COMMUNITY, UM, AND NOT BEING ABLE TO GIVE PEOPLE ENOUGH TIME TO REALLY DIG DOWN INTO THOSE SUBJECTS. SO WE'LL BE BREAKING OUT INTO, UM, DISCUSSION GROUPS. ONE WILL BE ON TRAFFIC ISSUES. ANOTHER WILL BE ON CONNECTIVITY, UM, WHETHER IT BE BIKE HEAD OR, UM, BUS CONNECTIVITY, IT, IT COULD ALSO BE THE PICKUP SERVICE. IT CAN BE, UM, PARKING RIDES. SO ANYTHING THAT HAS TO DO WITH CONNECTIVITY, WE'LL HAVE ANOTHER, UH, ANOTHER DISCUSSION GROUP FOR, UH, ENVIRONMENTAL ISSUES AND THE ENVIRONMENTAL REVIEW PROCESS. AND THEN FINALLY OUR PARTNERS AT THE CITY OF AUSTIN'S HOUSING, UH, PLANNING AND HOUSING DEPARTMENT, WE'LL DO A BREAKOUT SESSION FOR FOLKS TO DIG DEEP INTO THE, UM, ANTI-DISPLACEMENT STRATEGIES AND THE EQUITY TOOL. UM, SO WE LOOK FORWARD TO THOSE AND LIKE WITH ANY MAJOR COMMUNITY MEETING, WE ALWAYS ACCOMPANY IT WITH A, AN ONLINE MONTH LONG, UH, VIRTUAL OPEN HOUSE WITH THE SAME MATERIALS THAT ARE DISCUSSED IN THE MEETINGS AND OPPORTUNITIES FOR FEEDBACK. SO WE'LL HAVE THAT LIVE FROM MARCH 29TH THROUGH APRIL EIGHT. UM, AND THEN WE HAVE A SLEW OF SPRING WORKING GROUP MEETINGS FOR OTHER AREAS ALONG THE TWO CORRIDORS, THE ORANGE AND BLUE LINES, UH, INCLUDING NORTH LAMAR CRESTVIEW, UM, WHICH WE'RE HOPEFULLY GOING TO DO IN CONJUNCTION WITH, UM, COUNCIL MEMBER, LESLIE POOLS OFFICE AS A TOWN HALL, UM, THE BLUE LINE BRIDGE NORTH LINE, SOUTH LINE EAST RIVERSIDE, DOWNTOWN, SOUTH CONGRESS, AND MORE, UM, SO WE'RE GOING TO BE QUITE BUSY GETTING THOSE SCHEDULED, UH, PROBABLY FROM APRIL THROUGH MAY. UM, AND MAYBE INTO JUNE, THERE ARE A COUPLE OF ISSUES. I ALSO WANTED TO DISCUSS THINGS THAT WE'VE [00:20:01] BEEN WORKING ON. ONE OF THOSE THINGS WE'VE BEEN ASKED ON SEVERAL OCCASIONS, HOW CAN WE BETTER COMMUNICATE CLOSING THE FEEDBACK LOOP AND DEMONSTRATING THAT FEEDBACK ON OUR PROJECT DESIGN IS ACTUALLY BEING INCORPORATED AND WE ARE WORKING ON GETTING THAT UP ON THE WEBSITE, BUT I WOULD LIKE TO, UM, POINT OUT SOME EXAMPLES OF WAYS THAT COMMUNITY FEEDBACK HAS BEEN INCORPORATED OVER THE LAST YEAR. UM, THE VERY FIRST THING I WANTED TO MENTION WAS OF COURSE, THE COMMUNITY ADVISORY COMMITTEE THAT WAS ESTABLISHED THE CAC, AND THAT WAS, UH, UH, IN, IN, UH, RESPONSE TO COMMUNITY FEEDBACK AND COMMUNITY REQUESTS. UM, THEN OF COURSE WE HAD OUR JPA, THE COMMUNITY ENGAGEMENT PRINCIPLES INCLUDED IN THE JOINT POWERS AGREEMENT, MANY WERE ADOPTED FROM RECOMMENDATIONS BY, UH, COMMUNITY ORGANIZATIONS LIKE PUMA AND AUSTIN JUSTICE COALITION. UM, AND, UH, THOSE WERE INCORPORATED INTO THE JPA COMMUNITY ENGAGEMENT SECTION. UH, ANOTHER EXAMPLE, MUCH MORE SPECIFIC EXAMPLE ON THE BLUE LINE, UM, IN OUR TALKS WITH THE COMMUNITY, IT, IT BECAME APPARENT THAT THE RIVERWALK CONDOS, WHICH WERE POTENTIALLY GOING TO BE IMPACTED BY THE BLUE LINE, WE'RE A COMMUNITY OF MIXED INCOME RESIDENTS. UM, AND THERE WERE A LOT OF CONCERNS ABOUT DISPLACEMENT THERE, AND OUR TEAM WAS ABLE TO WORK WITH OUR PARTNERS AT THE CITY TO MITIGATE THAT IMPACT. UM, AND THAT WAS A DIRECT RESULT OF COMMUNITY FEEDBACK. UM, WE'VE, AS WE'VE ALSO GOTTEN A LOT OF FEEDBACK, UH, FROM OUR DISABILITY COMMUNITY, UM, IN OUR COMMUNITY DESIGN WORKSHOPS, ONE EXAMPLE WAS THAT THE PLEASANT VALLEY COMMUNITY DESIGN WORKSHOP. UM, AND SO A LOT OF THOSE COMMENTS HAVE BEEN TAKEN INTO ACCOUNT. UM, WHEN WE'RE THINKING ABOUT IN PARTICULAR, UM, HAVING TO GO UNDER, UH, FOR A STATION OR THE SUBWAY, THAT ELEVATORS ARE AN ISSUE, AN ISSUE OF CONCERN FOR, UH, THE DISABILITY COMMUNITY, BECAUSE THEY OFTEN, UM, DON'T WORK, THEY GET BROKEN. UM, AND SO WE HAVE TO PROVIDE MULTIPLE WAYS FOR PEOPLE TO ACCESS OUR STATIONS. UM, THERE WERE ALSO LOTS OF, LOTS OF, THERE WAS ALSO LOTS OF FEEDBACK FROM, UH, PEDESTRIANS AND BICYCLISTS ABOUT CONNECTIVITY. AND THERE WERE SEVERAL AREAS WHERE THOSE CONCERNS AND COMMENTS WERE INCORPORATED INTO DESIGN THE BLUE LINE, FOR EXAMPLE, WHICH WILL CROSS ABOVE A US 180 3 TO INCORPORATE A NEW SHARED USE PATH BRIDGE ALONG WITH THE LIGHT RAIL, UH, TO PROVIDE BETTER BICYCLE AND PEDESTRIAN CONNECTION, UM, TO THE USE, THE SHARED USE PATH THAT WAS BEING PLANNED BY, UH, TEXTILE ALONG, UH, 71, ALSO FRONT INTO ROAD GOING TOWARD THE AIRPORT. SO THAT'S ANOTHER EXAMPLE OF, UM, INPUT FROM OUR, OUR PEDESTRIAN AND BICYCLISTS COMMUNITY. SIMILARLY, WE ADDED PEDESTRIAN CROSSINGS ACROSS THE TRANSIT WAY IN PLACES ALONG THE CORRIDORS, UH, IN ADDITION TO THE SIGNALIZED CROSSING, BECAUSE THERE WERE LOTS OF CONCERNS THAT SOME OF THOSE SIGNALIZED CROSSINGS MIGHT NOT BE AS CONVENIENT OR EASY TO GET TO, UM, PEDESTRIAN SAFETY CONCERNS IN THE CRESTVIEW AREA LED TO DEVELOPMENT OF AN AERIAL OPTION FOR THE ORANGE LINE AT CRESTVIEW STATION TO REDUCE TRAFFIC CONFLICTS AND DELAYS, UM, THE PROPOSAL TO LEVERAGE THE AUSTIN STATE HOSPITAL PROPERTY ON THE WEST SIDE OF THE NORTH GUADALUPE SECTION RATHER THAN IMPACT BUSINESSES ON THE EAST SIDE WAS ALSO DRIVEN BY COMMUNITY INPUT. SO THAT'S JUST A SAMPLING OF ALL, A LOT OF DIFFERENT WAYS THAT THAT INPUT HAS BEEN INCLUDED. AND WE LOOK FORWARD TO DAYLIGHTING THAT, UM, FOR OUR COMMUNITY MEMBERS VIA OUR WEBSITE, AS, AS SOON AS WE HAVE THE MECHANISM DEVELOPED. UM, THE OTHER THING I DID WANT TO MENTION WHILE I HAVE THE FLOOR IS THAT WE'RE WORKING ON AN EXCITING NEW, UM, UH, INITIATIVE TO CONNECT BETTER WITH WHAT WE CALL OUR PRIORITY COMMUNITIES, COMMUNITIES. BASICALLY THESE ARE COMMUNITIES WHO NEED OUR SERVICES THE MOST. UM, AND SADLY WE DON'T CONNECT WITH THEM AS OFTEN OR WELL, AS WE SHOULD. AND IF WE LOOK AT THE DATA FROM OUR, UM, COMMUNITY MEETINGS, I MENTIONED, YOU KNOW, THE VIRTUAL OPTION HAS ACTUALLY TURNED OUT TO BE A SILVER LINING IN THE SENSE THAT MORE AND MORE PEOPLE ARE PARTICIPATING, BUT WE'RE STILL MISSING THE MARK WITH COMMUNITIES OF COLOR, LOW INCOME COMMUNITIES AND SOME AREAS OF THE CITY, WHICH USUALLY GET, UM, MORE ATTENTION WHEN WE'RE ABLE TO BE OUT AND ABOUT. WE'RE STARTING TO DO MORE OF THAT, BUT WE THINK WE NEED TO DO BETTER. UH, WHEN WE DO APPS AT STOP OUTREACH OR WHEN WE, UM, UH, PIGGYBACK ON EXISTING MEETINGS, WE DON'T REALLY GET THE TIME THAT WE, UM, HAVE DURING OUR OWN MEETINGS TO REALLY ENGAGE AND GET SOME DEEP FEEDBACK FROM, FROM, UH, THE COMMUNITY. SO, UM, WE'RE WORKING ON A PLAN [00:25:01] NOW TO ACTUALLY COMPENSATE, UH, COMMUNITY MEMBERS WHO CAN BE OUR CONNECTORS. AND WE TOOK THAT CUE FROM BOTH OUR PARTNERS AT THE CITY WHO DID THAT SO WELL WITH OUR, UH, WITH DEVELOPING THE EQUITY TOOL AND ALSO FROM OUR, UH, CAP METRO, UH, UH, EQUITABLE TRANSIT ORIENTED DEVELOPMENT TEAM, OUR ETOD TEAM WHO IS, UM, PUTTING THAT TO WORK RIGHT NOW. SO WE REALIZED THAT PEOPLE'S LIVED EXPERIENCES VALUABLE AND THEY SHOULD BE COMPENSATED FOR IT. AND THAT THE ONLY WAY TO, UH, START REBUILDING TRUST IN SOME OF OUR COMMUNITIES IS TO WORK WITH COMMUNITY MEMBERS WHO ARE TRUSTED INDIVIDUALS IN THOSE COMMUNITIES AND CAN HELP US CONNECT SO MORE ON THAT AS IT DEVELOPS, BUT JUST WANTED TO, UM, LET YOU KNOW THAT THAT'S IN THE WORKS. AND THAT IS ALL I HAVE FOR MY REPORT TODAY. MADAM CHAIR, I HAVE DR. BURNETT. THANK YOU, JACKIE. THANK YOU, JACKIE, FOR THAT REPORT, I REALLY APPRECIATE THE DAYLIGHTING. UM, AND ALSO I ENCOURAGE US TO FIND IT, CONTINUE TO CHISEL AWAY AT FIGURING OUT THE, THE SPACES WHERE WE'RE MISSING, UM, THAT PRIORITY POPULATION. IS THERE A TIME ON THE MARCH 7TH MEETING? I WOULD LIKE TO MAKE THAT IF POSSIBLE. YES. I BELIEVE IT IS SCHEDULED AT FOUR 30 TO SIX 30 IN THE AFTERNOON. OKAY. AND WE WILL SEND OUT INFORMATION ON THAT. THANK YOU SO MUCH, MS. NIERENBERG. DO WE HAVE ANY OTHER QUESTIONS FROM THE BOARD? THAT WAS A LOT OF WORK. THANK YOU. MY PLEASURE. I APPRECIATE IT. [4.2. Technical Program Update] UM, MOVING ON TO, UM, THE MONTHLY PROGRAM UPDATE FROM ATP'S CHIEF PROGRAM, OFFICER MR. COUCH WELCOME, UH, BATAM CHAIRMAN MEMBERS OF THE BOARD EXECUTIVE DIRECTOR CLARK. UH, WE CONTINUE TO MOVE FORWARD ON THE ORANGE AND BLUE LINE WITH ENGINEERING ACTIVITIES. WE'VE HIT A COUPLE OF MILESTONES. WE'D GET THE 30% DESIGN SUBMITTAL THAT HAS COME IN FOR COMMENT, UH, ON THE ORANGE LINE. AND WE'RE IN THE PROCESS OF SORTING THROUGH 6,500 COMMENTS THAT HAVE COME IN FROM EVERYTHING FROM TEXTILES, ALL THE CITY DEPARTMENTS. SO WE GOT GOOD RESPONSE AND GOOD SERIES OF COMMENTS ON THAT, UH, AND VERY MUCH APPRECIATE EVERYBODY TAKING THE TIME AND MAKING THE TIME, UH, JEAN. AND THANK YOU VERY MUCH FOR ALL THAT THE CITY HAS DONE AS WE'VE GONE THROUGH THAT. UH, THE 30% BLUE LINE IS RIGHT BEHIND US. IT'S COMING IN ON THE 11TH OF MARCH AND WE WILL GO THROUGH EXACTLY THE SAME PROCESS WITH GETTING COMMENTS, UH, AND THEN GOING AHEAD AND RESOLVING THOSE TO PUT THEM INTO THE FINAL 30% DESIGN WORKING ON TRAFFIC ANALYSIS, DATA OR STATE HIGHWAY 71 WITH TXDOT, UH, AND THEN THE LADYBIRD BRIDGE, AS YOU'VE HEARD ON SEVERAL OTHER PIECES. UH, AND THEN THE TUNNEL METHODOLOGY, NEXT SLIDE, PLEASE, ON THE NEPA FRONT, UH, WE CONTINUE TO GET GREAT SUPPORT AND WE HAD A CONVERSATION EARLIER THIS WEEK WITH FTA, UH, AND BY US PROVIDING THE SUPPORT UNDER 1 39 J THEY'VE BEEN ABLE TO STAY ON OUR PROJECTED SCHEDULE WITH THE REVIEWS, UH, AND ALL THE REPORTS THAT WE'VE GOT. UH, ALL THE DRAFT TECHNICAL REPORTS HAVE BEEN SUBMITTED AND ARE BEING REVIEWED, AND WE CONTINUE TO DO THE WORK. UH, THAT'S THE ORDINATION WITH THE TEXAS PARKS, WITH THE WILDLIFE AND ALL THE OTHER ACTIVITIES THAT IT TAKES TO GO AHEAD AND GET TO THE POINT THAT WE WILL HAVE, UH, THE ORANGE AND BLUE LINE PUBLIC MEETING. UH, AND THEN GO AHEAD AND GO FORWARD FROM THERE. NEXT SLIDE. UH, METRO RAPID UPDATES. UH, YOU HEARD A FEW MINUTES AGO FROM EXECUTIVES LIKE ART, UH, ABOUT THE GROUNDBREAKING FOR PLEASANT VALLEY. UH, SKIP THAT NEXT SLIDE, PLEASE. IT TO THE NEXT SLIDE. YOU DIDN'T PUT IT IN. UH, BASICALLY THERE WAS A, WE HAD A, WE HAD A PHOTO THAT WAS GOING TO GET INSERTED IN HERE THAT BASICALLY WAS, UH, THE DEMOLITION, UH, ONE OF THE EXISTING BUS SHELTERS, UH, IN BASICALLY EXPO LINE, UH, AND BASICALLY, UH, A LOCATION THAT WE'RE NOW READY TO GO AHEAD AND GET STARTED FOR THE EXCAVATION TO DO THE SHELTER FOUNDATION. UH, SO NOW IN THE FIELD AND WORKING TOWARDS, UH, THAT FIRST SERIES OF INSTALLATIONS ON THAT PROJECT, UH, DESIGNED FOR GOAL LINE AND ALSO FOR SOUTH LAMAR, UH, THOSE ARE GETTING KICKED OFF AND GETTING STARTED. NEXT SLIDE PLEASE. AND ON THE RED LINE, UH, THE MCCOLLOUGH [00:30:01] STATION, UH, THAT DESIGN HAS PROGRESSED FROM 60 TO 90, LOOKING AT THE DRAINAGE IMPROVEMENTS, UH, GOT THEIR PROPOSALS IN FOR THE DESIGN BUILD CONTRACT FOR THE STATION AREA ON THE 27TH OF JANUARY. AND THEY CURRENTLY ARE BEING, UH, EVALUATED, UH, WORK ON THE TRACK BETWEEN LEANDER AND LAKE LINE CONTINUES. UH, AND BROADMORE STATION WAS THE GROUNDBREAKING THAT WAS HELD, UH, THIS PAST JANUARY THE 18TH. UH, AND THEY'RE GETTING READY TO ALSO GO AHEAD AND GET A SHOVEL IN THE GROUND, UH, AND START WORK THERE. THAT CONCLUDES, UH, MY MONTHLY REPORT, MADAM CHAIR. UH, I'D BE GLAD TO ANSWER ANY QUESTIONS. THANK YOU, MR. COUCH. DO WE HAVE ANY QUESTIONS FROM THE BOARD? I DO HAVE, I DO HAVE A QUESTION REGARDING THE, THE UPDATE AND MAYBE THE ONE OF YOU COULD ANSWER. THERE WAS MY UNDERSTANDING IS THAT THE BUSES ON THE BLUE LINE BRIDGE HAS NOW BEEN STARTING TO BE STUDIED. AND I DIDN'T SEE THE CONTRACT UPDATE AMOUNT ON YOUR MEMO FOR THAT. WHO WAS IT AWARDED TO OR WHOSE WHOSE SCOPE HAS BEEN EXPANDED TO STUDY THAT WORK? UM, WELL, I GUESS I WOULD ANSWER IT THIS WAY, CHAIR, WHICH IS THERE WAS STUDY DONE. WE'RE GOING TO DO MORE STUDY AND A LOT OF THE STUDY IS, UM, LIKE CAP METRO SERVICE PLANNING IS GOING TO DO A LITTLE BIT MORE WORK. I BELIEVE DAVE, I CAN'T BELIEVE REMEMBER IT'S A CALM, I THINK IS HELPING ON THE BUS BACKGROUND NETWORK. YOU CAN CORRECT ME IF I GOT THE WRONG FROM ON THAT PIECE. UH, THANK YOU. AND OBVIOUSLY THERE'S CITY STAFF INVOLVED AND OTHER PARTS OF CAP METRO FROM A SAFETY POINT OF VIEW AND, UH, CERTAIN VULNERABILITIES THAT KIND OF STUFF, AND AN ATP DESIGN STAFF. SO, UH, THIS IS NOT NECESSARILY AN EXTRA CONTRACT AS MUCH AS, UH, MORE COORDINATION BETWEEN THE THREE ENTITIES PLUS YOU LITTLE BIT MORE DATA ON, UH, BACKGROUND BUS NETWORK PLANNING THAT THE SERVICE PLANNING TEAM AT CAP METRO NEEDS TO BRING MORE TO BEAR. SO IT'S NOT, IT'S LIKE AN EXTRA TASK FOR PEOPLE TO DO THE WORK. IT'S JUST DEEPER COORDINATION BETWEEN THE THREE ENTITIES ON KIND OF THE ENGINEERING SERVICE PLANNING, SAFETY ELEMENTS OF, OF DIFFERENT OPTIONALITY. OKAY, GREAT. BECAUSE I SAW THAT IN THE, IN THE KUT REPORT THAT THERE WAS ALREADY A CONTRACT BEING AWARDED TO STUDY IT FURTHER, BUT I DIDN'T KNOW WHICH CONSULTANT HAD BEEN. NOW. WE HAVE A LOT OF CONTRACT SUPPORT ON A VARIETY OF THESE CONSULTING ELEMENTS. AND I THINK WE JUST CONFIRMED, I THINK IT'S A CON THAT'S HELPING US ON THE, ON THE, UH, BUS SERVICE NETWORK BACKGROUND, LIKE YOUR BASE MODEL, UH, AND THAT'D BE A COMPONENT OF THAT. AND IT TENDS TO BE ITSELF IT'S, UH, BECAUSE THAT REDUCED PART OF THAT PUMP TRACK FOR THE NEPA PROCESS. UH, AND WE'VE ALSO GOT RESEARCH THAT'S BEING DONE, UH, BY HVR, UH, OTHER LOCATIONS AROUND THE COUNTRY WHERE, UH, IT HAS BEEN BASED ON A COMBINED BUS AND RAIL BRIDGE. UH, SO THOSE ARE ALL, IT'S ALL OUR EXISTS. IT'S NOT A NEW CONSULTANT. UH, IT'S ALWAYS, MR. CLARK SAID, UH, FOLKS THAT WE CURRENTLY HAVE UNDER EXISTING CONTRACTS IS NOT AN, YEAH, I JUST DIDN'T SEE IT ON THE MEMO IF THEY HAD BEEN GIVEN A SPECIFIC TASK ORDER. SO IF, IF SOME DETAIL WAS MISSING ON THAT SEPARATE MEMO, THAT'S, THAT'S REALLY WHAT I'M INQUIRING ABOUT. THANK YOU. ANY OTHER QUESTIONS FROM ANYONE ELSE? NO. UM, SO I KNOW WE'RE GOING TO POSTPONE FOR ANOTHER MEETING, THE FACILITY'S EXPANSION FROM MR. CLARK, MR. KEN CARTWRIGHT, AS WELL AS THE DISCUSSION ON SYSTEM. WHAT ACCESSIBILITY. OH, [4.3. Administrative Program Update] OH, THE ADMINISTRATIVE. HOW DID I SKIP THAT? GO AHEAD, MS. I APOLOGIZE. NO PROBLEM. UM, I THINK YOU HAVE AN ANNOUNCEMENT TO MAKE IT TO AFTER THAT, BEFORE WE MOVE TO DISCUSSION ANYWAY, BUT, UM, YEAH. THANK YOU. I'M UM, WE'RE GOING TO WEAR MY GENERAL COUNSEL HAT TO GIVE THIS ADMINISTRATIVE UPDATE. IT'S UM, I'M GOING TO GO TO THE NEXT SLIDE CLEARLY. IT'S JUST KIND OF A RECAP OF WHERE WE ARE WITH THE INDEPENDENT ANALYSIS, UM, THAT THE ATP BOARD HAS COMMISSIONED WITH THE ENO CENTER FOR TRANSPORTATION. THIS IS, UM, JUST OVERALL THE SCHEDULE OF WHAT WE'VE BEEN WORKING ON, AND THEN I'LL GO INTO SOME MORE DETAIL, BUT ESSENTIALLY, YOU KNOW, WE STARTED IN DECEMBER WITH OUR RESOLUTION WITH THAT PROCESS LAID OUT. UM, WE ENGAGE THE ENO CENTER FOR TRANSPORTATION, AND THEN WE HAD, UM, THE PRELIMINARY REPORT POSTED WITH NOTICE OF THE TOWN HALLS IN JANUARY, FEBRUARY WE'VE CONDUCTED, OR, YOU KNOW, IS CONDUCTED, I SHOULD SAY, INTERVIEWS INTO VIRTUAL TOWN HALLS. AND NEXT MONTH THEY WILL GIVE THE PRESENTATION OF THEIR ANALYSIS TO THE ATP BOARD ON MARCH 23RD, POST THE FINAL REPORT BY MARCH 31ST AND THEN DECISION IN APRIL. SO THIS KIND OF IS JUST A VISUAL OF WHAT THAT RESOLUTION STATES. SO IF YOU WANT TO GO TO THE NEXT SLIDE, I'LL, I'LL JUST GET INTO, SO THIS IS, YOU KNOW, I KNOW WE'RE, [00:35:02] WE DON'T HAVE A LOT OF TIME, SO I JUST WANT TO DEMONSTRATE THAT WE'VE, YOU KNOW, KIND OF WHERE WE WERE IN DECEMBER, WE HAD A NOVEMBER VOTE TO APPROVE THE RESOLUTION, UM, TO ENTER INTO THE JPA OR JOINT POWERS AGREEMENT. AND, UM, SECTION 4.2 0.2 OF THAT AGREEMENT REQUIRED THE ATP BOARD TO CONDUCT THIS INDEPENDENT ANALYSIS. AND THAT LED TO THE DECEMBER RESOLUTION, THE NEXT SLIDE. SO JUST TO RECAP, WHICH IS, UM, WE'VE HAD, UH, THE, YOU KNOW, GROUP IN CONJUNCTION WITH THE BOARD HAS CONDUCTED SOME REALLY FANTASTIC, UM, COMMUNITY ENGAGEMENT, WHICH WAS PART OF THE REQUIREMENT UNDER SECTION 4.2 0.2 OF THE JPA. UM, THERE WAS THREE FOLKS FROM, YOU KNOW, STAFF ACTUALLY IN TOWN IN AUSTIN, UM, AND THEY WERE ABLE TO INTERVIEW EITHER VIRTUALLY OR IN PERSON, APPROXIMATELY 43 INDIVIDUALS, AND THEN ALSO MET WITH OF COURSE THE T THE TAX AND THE CAC, UM, TO GET THEIR INPUT. AND, AND THEN ALSO THEY HOSTED TWO VIRTUAL COMMUNITY TOWN HALLS, ONE IN THE EVENING ON A TUESDAY AND ONE ON A SATURDAY AFTERNOON. AND WE HAD, UH, 258 PEOPLE IN ATTENDANCE. SO A LOT OF INTEREST IN THIS TOPIC AND THE NEXT SLIDE. UM, AND THEN JUST TO LOOK AHEAD IN MARCH, UM, WE, WE'VE GOT A MEETING IS ACTUALLY ON THE 23RD, SO A LITTLE LATER IN THE MONTH, UM, AND THE, YOU KNOW, CENTER BETWEEN BETWEEN NOW AND THEN WE'LL ACTUALLY BE TALKING TO SISTER ORGANIZATIONS, OTHER TRANSIT AGENCIES, AND KIND OF TAKING THE INPUT FROM THE COMMUNITY AND SHAPING SOME QUESTIONS FOR THEM AROUND TO GET THEIR ADVICE AND WHAT WOULD BE THE BEST PRACTICE FOR HERE IN AUSTIN, UM, IN TERMS OF OUR GOVERNANCE STRUCTURE, AND THEY'LL PRESENT THOSE FINDINGS TO THE ATP BOARD ON MARCH 23RD, AND THEN, UM, AS REQUIRED IN THE JPA POSTS THERE, UM, REPORT TO OUR WEBSITE BY MARCH 31ST, NEXT SLIDE. AND THEN IN ACCORDANCE WITH THE DECEMBER RESOLUTION, UM, BY THE APRIL 20 20TH, UM, ATP BOARD MEETING, THE ATP BOARD WILL DETERMINE THE APPROPRIATE LEADERSHIP LEADERSHIP MODEL FOR THE ORGANIZATION. AND JUST WANT TO NEXT SLIDE, TURN IT OVER FOR ANY QUESTIONS THAT THE BOARD HAS THE PROCESS. THANK YOU, MS. BARACK, ANY QUESTIONS FROM ANYONE? DID WE LOSE DR. BURNETT AND BOARD MEMBER ELKINS? I DON'T SEE THEM. ARE THEY STILL HERE? I'M HERE AND WE'RE HERE. OKAY, GOOD. I JUST WANT TO MAKE SURE WE STILL HAVE YOU, YEAH, YOU CAN TAKE THIS. OKAY. YEAH. AND, UM, I WILL BE PRESENTING A VERY SIMILAR SLIDE DECK TO THE CAC JUST FOR, TO GIVE THEM AN UPDATE THIS MONTH. SO THANK YOU. AND I WANT TO CONGRATULATE HINT, REALLY NOT JUST SO MUCH CONGRATULATE, BUT GIVE EVERYONE THANKS FOR MAKING THEIR SCHEDULES AVAILABLE AS WE HAD, YOU KNOW, IN TOWN AND THEY HAD TO JUGGLE SO MANY SCHEDULES. SO I APPRECIATE THE BOARD'S COOPERATION AND EVERYBODY PARTICIPATING SEAMLESSLY ON THIS, ON THIS EFFORT. SO THANK YOU, MS. BARAC FOR ALL YOUR HARD WORK AS WELL. SO THANK YOU. THANK YOU. AND BEFORE WE MOVE ON TO OUR ACTION ITEMS, I'D LIKE TO TAKE THIS OPPORTUNITY ON BEHALF OF THE ATP BOARD TO ANNOUNCE OUR OWN ADMINISTRATIVE UPDATE. I DON'T THINK THE BOARD HAS EVER GIVEN ONE AS AN ADMINISTRATIVE UPDATE, BUT OUR TOP CANDIDATE FOR INTERNAL AUDITOR, MS. KATIE HOUSTON HAS ACCEPTED OUR EMPLOYMENT OFFER AND JOINS ATP AT THE END OF THIS MONTH. UM, I LIKE TO READ A LITTLE BIT A BRIEF BIO ABOUT HER, JUST, UM, MS. HOUSTON COMES TO US FROM THE CITY OF AUSTIN, WHERE SHE SERVED FOR THE LAST NINE YEARS FIRST, A SUPERVISING SENIOR AUDITOR, AND THEN AS AN ASSISTANT CITY AUDITOR, BEFORE JOINING THE CD, MS. HOUSTON WORKED AS A SENIOR AUDITOR AT THE TEXAS DEPARTMENT OF PUBLIC SAFETY AND AS A SENIOR AUDITOR AT THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY, MS. HOUSTON IS A LICENSED CERTIFIED PUBLIC ACCOUNTANT, A CERTIFIED INTERNAL AUDITOR AND A CERTIFIED FRAUD EXAMINER. SHE'S ALSO THE LEAD EDITOR OF THE ASSOCIATION OF LOCAL GOVERNMENT AUDITORS, A L G A AND THE GOVERNOR OF THE AUSTIN CHAPTER OF THE INSTITUTE OF INTERNAL AUDITORS. LET ME SEE, JUSTIN WILL BE REPORTING DIRECTLY TO THE BOARD OF DIRECTORS AND WE ARE VERY EXCITED TO HAVE MS. HOUSTON JOIN THE AUSTIN TRANSIT PARTNERSHIP. AND AGAIN, I LIKE TO THANK THE BOARD FOR HELPING CONDUCT THE INTERVIEWS FOR HELP SHEPHERD THIS PROCESS THROUGH TOGETHER. SO THIS IS A TEAM EFFORT, SO THANK YOU EVERYONE FOR ALL YOUR HARD WORK. AND, UM, AND NOW MOVING ON TO [00:40:02] OUR ACTION ITEMS TODAY, THE ONLY ONE WE HAVE REALLY IS CHAIR, I THINK WE MADE IT, UM, WE INCLUDED THE BOARD MINUTES, BUT UNFORTUNATELY NEGLECTED TO POST THAT ACTION ITEMS. SO WE'LL JUST ROLL IT INTO NEXT MONTH. OH, PERFECT. SORRY. THANK YOU FOR THAT POINT OF ORDER. UM, SO I, SO I THINK WE'RE DONE RIGHT WHERE THEY'RE MEETING. OH, NO, [6.1. Discussion of Agenda for March 2, 2022 Tri-Party Workshop with the Capital Metro Board and City Council] YOU'RE ALL RIGHT. I WANTED TO COMPLETELY SKIP YOU ON THE THING THAT WAS CO-SPONSORED NO, I MEAN, TO A LARGE DEGREE, I THINK RANDY, RANDY, UH, UH, UH, ALREADY ADDRESSED THIS, I'M LOOKING FORWARD TO THE, UH, THE, THE, THE WORKSHOP ON THE OTHER SECOND, WHICH JUST GOT TO HAVE ALL THREE BOARDS TOGETHER. UM, AGAIN, KIND OF THE STRUCTURE FOR THAT, UH, IS, IS ASKING, UH, THE THREE, THE THREE STAFFS OF ATP AND CAP METRO AND THE CITY OF AUSTIN, UH, TO GET TOGETHER, REALLY PRESENT TO THE THREE BOARDS, DID THE COMMUNITY. I'M NOT SURE THERE'S REALLY GOING TO BE THAT MUCH FOR THE BOARDS TO BE DOING OR THE COUNCIL TO BE DOING THAT DAY OTHER THAN RECEIVING INFORMATION. BUT THE, THE, THE QUESTIONS I THINK THAT, THAT HAVE REALLY RESISTED ARE, UH, YOU MEAN GETTING INTO THE REAL NITTY GRITTY, HOW DO WE GET FROM HERE TO THERE, UH, WITH RESPECT TO THE 30% DRUGS, WHICH TO A LARGE DEGREE, WHETHER DODD AND FINALIZE WHAT REALLY SET OUT WHAT THE PROJECT LOOKS LIKE. BUT OBVIOUSLY THERE ARE LOTS OF CHOICES THAT WE HAVE TO BAKE BETWEEN NOW AND THEN AS A COMMUNITY OR AS A BODY OR AS A THREE BODIES OR WHOEVER IT IS A LOT OF CHOICES THEY GET PUT INTO THAT. SEVERAL PROBABLY COSTS MORE MONEY. SOME WILL COST LESS MONEY, SEVERAL EXTENT. AND THE TIME TO COMPLETE A SUBCU GETS EITHER BE SHORT AT THE TIME TO COMPLETE IT, BUT WE HAVE TO GET TO THAT PLACE. AND I THINK FOR A LOT OF US OR THE COMMUNITY, IT'S STILL A LITTLE HAZY ON EXACTLY HOW WE GET FROM HERE TO THERE AND HOW THOSE KIND OF DECISIONS ARE MADE. WE KNOW, FOR EXAMPLE, THAT AT ONE ISSUE THAT NEEDS TO BE RESOLVED IS, ARE THERE, OR ARE THERE BUSES ON THE BRIDGE THAT CROSSES, UH, UH, THE, UH, UH, LIKE ALSO OUR LAKE, UH, IS, AND, AND, UH, WE'VE RECEIVED A MEMO THAT TELLS US THAT WE HAVE TO MAKE THAT DECISION BY THE 31ST OF BAY IN ORDER FOR IT TO BE INCORPORATED TO THE 30% OF DRAWINGS, WHICH GIVES RISE TO THE QUESTION. IF WE HAVE TO MAKE THAT DECISION BY MAY 31ST, WHEN DO WE HAVE TO START HEARING THE PROS OR CARDS OR WHAT THE DIFFERENT CHOICES ARE AS WE BACK UP FROM THAT? UH, I WOULD IMAGINE WE'VE SET OUT A COMMUNITY ENGAGEMENT, UH, SCHEDULE, UM, BUT I DON'T SEE ANYTHING OTHER THAN COMMUNITY ENGAGEMENT SCHEDULE THAT IS RELATED TO THOSE KINDS OF DECISIONS, THINGS WE NEED TO MAKE, PERHAPS IT IS. AND PERHAPS WE'VE ALREADY DONE THE COMMUNITY ENGAGEMENT WE NEED, UH, BUT FIGURING OUT EXACTLY WHAT ARE ALL THE THINGS WE HAVE TO DECIDE BY WHAT TIMES, AND LAYERING THEM ONTO A CALENDAR BACKING UP FOR THE THINGS THAT HAVE TO HAPPEN FOR US TO BE ABLE TO MAKE THOSE DECISIONS, WHOEVER IT IS THAT MAKES THEM, UH, I THINK IS, IS THE LEVEL OF DETAIL THAT THE COMMUNITY IS ASKING FOR AT THIS POINT, SO THAT THEY HAVE A BETTER HANDLE ON WHAT HAS TO BE DONE BY, BY, BY, BY WHEN, UH, I APPRECIATE THE SUGGESTION TO, TO KIND OF LIKE DIVIDED INTO BUCKETS, UH, TO, TO IDENTIFY ALL THOSE THINGS THAT, UH, ARE TOUGH CHOICES. AND WE'RE GOING TO HAVE TO BAKE THAT, THAT MAYBE THEY'RE NOT RESOLVED YET BECAUSE THE STAFFS HAVEN'T GOTTEN ALL THE INFORMATION THEY NEED, OR BECAUSE THERE'S A DIFFERENCE AMONG MISSTEPS, WHATEVER IT IS, WHAT ARE THE BIG DECISIONS THAT, THAT ARE STILL KIND OF NEEDED TO BE RESOLVED? ANOTHER BUCKET WOULD BE ALL THE DECISIONS THAT HAVE BEEN RESOLVED BY STAFFS WHERE THERE'S CONSENSUS. UH, BUT OBVIOUSLY THERE'S BEEN 10,000 OF THOSE. SO IT'S REALLY JUST THOSE DECISIONS THAT HAVE BEEN RESOLVED. BUT, UH, WE KNOW FROM OUR COMMUNITY ENGAGEMENT PEOPLE, UH, THAT THERE WAS SIGNIFICANT INTEREST IN THAT DECISION OR A DIFFERENCE, UH, IN THAT. SO WE CAN, WE GET HIGHLIGHT THE DECISIONS THAT HAVE BEEN MADE AS WE'RE MOVING FORWARD SO THAT WHEN 30% DRAWINGS COME OUT IN WHATEVER THAT IS NOT EXACTLY SURE WHEN, BUT THAT'S PART OF THE QUESTIONS WE'RE ASKING YOU TO, TO, TO, TO LEARN ON THE SECOND, BUT WHATEVER THAT IS, PEOPLE IN THAT COMMUNITY, YOU'RE NOT SEEING THAT DECISIONS FOR THE FIRST TIME THAT THEY'RE SEEING THOSE KINDS OF DECISIONS, BUT YOUR EARLIER, SO THAT WHEN, WHEN THE 30% DESIGN COME OUT, THERE'S NO SURPRISE TO ANYBODY BECAUSE EVERYBODY KNOWS EFFECTIVELY WHAT [00:45:01] ARE THE, WHAT ARE THE CHOICES THAT HAVE BEEN MADE? SOME OF THOSE CHOICES ARE RIGHT, INVOLVE US, YOU KNOW, EXPANDING SCOPES OVER THOSE CHOICES MIGHT BE RESOLVING CONFLICTS ON RIGHT AWAY. OR IF DIFFERENT PEOPLE HAVE DIFFERENT PRIORITIES, WE JUST NEED TO ELEVATE THOSE THINGS, OR WE NEED TO HELP WITH THE PROCESS. SO THOSE TWO BUCKETS, THE FIRST ONE THAT THINGS INDEED STILL NEED TO BE RESOLVED. THE THINGS THAT HAVE BEEN RESOLVED, BUT WE'RE OF MATERIAL INTEREST, UH, TO A SIGNIFICANT NUMBER OF PEOPLE. AND THEN A THIRD BUCKET KIND OF LIKE DON DESIGN ISSUES. UH, MY HOPE IS THAT WE CONSIDER THINGS LIKE EXPRESSING TO THE COMMUNITY, THAT IT'S NOT THE INTENTION AS WE MAKE CHOICES TO EVER RAISE TAXES OR GO BACK FOR MORE BUDDY, THEN WE'LL DO IT WITHIN THE ENVELOPE THAT'S BEEN PROVIDED. UH, AND IF WE WANTED TO, AS A COMMUNITY, MAKE A CHOICE AT INCREASED COPE OR SEQUENCY, WE COULD ENLARGE THE DELIVERY TIME. UH, BUT, UH, YOU KNOW, FOR ME AS I SIT HERE RIGHT NOW, UH, I WOULD NOT SUPPORT INCREASING THE LEVY ON PEOPLE. AND I THINK THAT PEOPLE EXPECT US TO BE ABLE TO DO THIS PROJECT WITHIN, UH, THE AUTHORIZATION GIVEN, BUT, YOU KNOW, PROBABLY SOMETHING WE SHOULD SAY OUT LOUD OR THE THREE BODIES SHOULD SAY OUT LOUD. AND IF THERE'S DISAGREEMENT, WE SHOULD PROBABLY, YOU KNOW, ARRIVE, GIVE RISE TO THAT. BUT ALL THE OTHER KINDS OF DECISIONS THAT I DON'T KNOW WHAT THEY ARE, BUT DOD DESIGNS IS DECISIONS THAT WE ALSO NEED TO ELEVATE SO THAT THE COMMUNITY KNOWS WHERE WE'RE GOING TO BE ADDRESSING THAT, AND THEN TO TAKE ALL THOSE THREE BUCKETS AND THEN LAYER THEM ONTO A CALENDAR SO THAT WE GET A FEEL FOR THAT. AND THAT MAY VERY WELL DIRECT. WHAT KIND OF COMMUNITY ENGAGEMENT MEETINGS WE HAVE OR WHAT THE TECHNICAL ADVISORY COUNCIL, AS BIG AS TO DLR UNDER THEIR COMMUNITY ADVISORY COUNCIL. UH, THE, THE DESCRIPTION OF THE THREE BUCKETS THAT A DOCUMENT I'VE HANDED OUT HERE TODAY ARE MIDAZ, I'VE ALSO GIVEN IT TO THE, TO, TO, TO OUR STAFF. AND I WOULD APPRECIATE IT. A STAFF WOULD POST THIS, UH, WITH THE AGENDA SO THAT, UH, SO IT GOES INTO PUBLIC. THEY CAN FIND THIS DOCUMENT AS WELL, UH, IN ADDITION TO POSTING. GREAT. THANK YOU. UH, AND I'M REALLY LOOKING FORWARD TO THAT MEETING. I, YOU KNOW, I GET ASKED A LOT OF TIMES THE QUESTION, WELL, WHO'S GOT TO DECIDE WHICH ONE OF THESE QUESTIONS AND MY ANSWER TO THAT IS IT DEPENDS ON WHAT THE QUESTION IS, RIGHT? MY HOPE IS NUMBER ONE, THAT, THAT THIS PROCESS, WHICH I THINK IS NOT TOO DISSIMILAR TO THE, WHAT WE USED LEADING UP TO THE VOTE, UH, WE'LL, WE'LL DEMONSTRATE FOR US AGAIN, THAT OUR VARIOUS STAFFS CAN REACH CONSENSUS ON WHAT'S THE RIGHT ANSWER ALMOST ALL THE TIME, IF NOT ALL THE TIME, THAT WOULD BE OBVIOUSLY KIND WHAT WE'RE HOPING FOR. IT, QUITE FRANKLY, I'M SURE THE STAFF IS HOPING TO DO THAT TOO LESS. THEY HAVE TO COME TO US TO BREAK TIES, WHICH, UH, THEY'RE NOT GOING TO WANT. AND QUITE FRANKLY, I DON'T THINK THE BOARD'S MORE THAT THE COUNCILS WEREN'T THAT EITHER. UH, BUT IF THERE'S A HARD DECISION, UH, I THINK ON ITS FACE, MY SENSE IS IT'LL BE A APPARENT IF IT'S A RIGHT OF WAY DECISION ON USE, PROBABLY THAT'S THE CITY OF AUSTIN, BECAUSE THEY OWE THOSE, YOU KNOW, THERE ARE SOME DECISIONS THAT ARE GOING TO BE IN A DEBATE OF KAT VETRO. THEY IMPACT THE BUDGET AND SEQUENCE, AND IT'S PROBABLY SOMETHING THAT WE ALL WEIGH IN ON, BUT WITHOUT HAVING A THEORETICAL CONVERSATION, BECAUSE WE COULD BE SPINNING OUR WHEELS AND AROUND EACH OTHER FOR HOURS WITHOUT RESOLVING LOWE'S, LET'S JUST LAY OUT WHAT IT IS WE'RE GOING TO HAVE TO DECIDE AND FIGURE OUT, UH, THE PARTICULARS AREN'T ANYTHING. THAT'S GOTTA BE A HARD THING TO DECIDE. THERE ARE GOING TO BE HARD CHOICES AS WE GO WITH THIS, THERE ARE GOING TO BE THINGS WE WANT, WE CAN'T HAVE, THERE ARE GOTTA BE RESOLUTIONS TO DESIGN QUESTIONS OR OPERATION QUESTIONS, OR SEQUENCING QUESTIONS THAT NOT EVERYBODY'S GOING TO LIKE ALL THOSE THINGS WE KNOW. BUT WHAT WE ALSO KNOW IS THAT WE HAVE A RESPONSIBILITY TO THIS COMMUNITY TO DELIVER AN EQUITABLE PROJECT. WE HAVE AN OBLIGATION AS COMMUNITY TO DELIVER A PROJECT THAT THE COMMUNITY HAS THE ABILITY TO BE ABLE TO SEE THE DECISIONS THAT ARE BEING MADE AND TO PARTICIPATE IN THAT. UH, AND, AND I THINK THIS IS JUST PART OF THAT. SO I LOOK FORWARD TO THAT, RANDY, I UNDERSTAND THAT THE INGENA THAT THE STAFFS GOT TOGETHER YESTERDAY, AND THEY'RE ALREADY STARTING TO PREPARE FOR THIS AUGUST 2ND, THAT THOSE MEETINGS WENT WELL YESTERDAY. YEAH. I VERY, I THINK MAYOR, WE ARE VERY ALIGNED WITH WHAT YOU JUST SAID. SO I'M REALLY APPRECIATE GINA AND HER TEAM, UH, DOTTIE AND KEVIN ANDERSON, DAVE ON THE, ON THE ATP SIDE. SO, UM, I PROBABLY WOULDN'T ADD ANYTHING MORE THAN WHAT YOU SAID. I THINK IF THE MEETING ITSELF IS GOING TO HELP, UM, DAYLIGHT MORE AND MORE PROCESS, AND WE WERE TRYING TO DO THAT, BUT WITH THREE BOARDS, IT KIND OF GETS CONVOLUTED SOMETIMES. AND IT'S HARD FOR THE COMMUNITY BECAUSE IT'S THREE BOARDS. UH, SO STAFF HAS BEEN WANTING TO DO THIS IN A WAY THAT, UM, YOU KNOW, CAUSE [00:50:01] I WILL REALLY EMPHASIZE THIS POINT AND I THINK THIS IS CRITICAL. I SAY THIS A LOT UP HERE. THE PARTNERSHIP ON THE STAFF LEVEL IS FANTASTIC. OF COURSE WE HAVE SOME DISAGREEMENTS. I MEAN, THAT'S, THAT'S ACTUALLY, IT'D BE UNHEALTHY IF WE DIDN'T HAVE ANY DISAGREEMENTS, BUT IT'S VERY PROFESSIONAL AND WE'RE ALL WORKING TOWARDS CONSENSUS AND CONSENSUS MEANS EVERYONE GIVES AND TAKES A LITTLE BIT BECAUSE THE ULTIMATE OUTCOME IS FOR THE BETTERMENT OF THE, OF THE, THE FUTURE OF THE COMMUNITY FOR FOREVER. UM, WE AN ENORMOUS AMOUNT OF CONSENSUS AROUND A LOT OF TOPICS AND YOU KNOW, FROM, AND IT REALLY STARTED TWO YEARS, I THINK THE WAY YOU SAID A MIRROR AND I REALLY APPRECIATE THIS. THIS STARTED LONG BEFORE THE ELECTION GROUNDING GROUNDING US AS A TEAM ABOUT ASM P AND PROJECT CONNECT UNIFICATION CENTER, RUNNING TRANSIT MODE CORRIDORS. THAT PROCESS HAS LED TO BETTER WORK ABOUT UTILITIES, BIKE, INTERFACE, BUS, RAIL, INTERFACE, STATION DESIGN, ALL OF THOSE THINGS. SO I MEAN THAT, THAT, THAT CONTINUUM JUST KEEPS HAPPENING. SO I THINK A LOT OF WAYS THIS IS GOING TO BRING THAT NEXT LEVEL OF CLARITY. AFTER THAT MEETING, WE REALLY HAVE A LOT OF WORK TO DO A LOT OF COMMUNITY DESIGN WORKSHOPS THAT PETER, DAVE AND NICK, A LOT OF PEOPLE HAVE BEEN DOING. THERE'S THIS NEXT ROUND OF THEM TO HAVE TO GO THROUGH THAT NEXT LEVEL OF DETAIL. THAT'S GOING TO LAND US INTO THAT KIND OF DRAFT EIS PROCESS THAT STAFF WILL HAVE A PRELIMINARY RECOMMENDATION. I DO THE ALL THREE TASKS PRELIMINARY RECOMMENDATION. WE'RE GOING TO GET THAT BY THE END OF THE SUMMER, PROBABLY REALISTICALLY, UM, GIVE OR TAKE, AND THEN THAT'S GONNA ALLOW THE PUBLIC TO HAVE, YOU KNOW, A 45 DAY NEPA WINDOW WITH A PUBLIC HEARING, THAT REGULAR KIND OF PROCESS, GET THAT LAST KIND OF ROUND OF FEEDBACK TO THAT LEVEL, THE PROGRAM STAFF THEN UNIFIES AND A FINAL RECOMMENDATION. AND WHAT STAFF REALLY THINKS IS IMPORTANT FOR THIS PROGRAM IS BRINGING IT TO ALL THREE BODIES FOR THAT CONCURRENCE OR YOUR CONSIDERATION APPROVAL, YOU KNOW, DO THAT, THOSE WORD CHOICES AND THAT LOCKS ALL THE PARTNERS TOGETHER. AND THEN, YOU KNOW, MOST OF IT AT THAT POINT, ATPS OFF TO THE RACES OF DOING THE CONTRACTS TO REALLY EFFECTUATE WHAT WE ALL DECIDED THIS YEAR, WHAT WE ALL AGREE, WHAT WE'RE GOING TO DO. SO, UH, IT'S REALLY GOING TO BE HEALTHY FOR THE PROCESS, UH, FOR THIS MEETING. SO, UH, GIANA, IF YOU WANT TO ADD ANY MORE, BUT, UM, I, I DO. AND THANK, THANK YOU MAYOR. UM, YOU KNOW, JUST FROM THE CITY'S PERSPECTIVE AND I THINK FROM ALL, ALL THE STAFF REALLY, UM, I THINK THAT THEY'RE LOOKING FORWARD TO HAVING THE OPPORTUNITY TO SHOW YOU ALL OF THE WORK THAT'S BEEN GOING ON OVER THE LAST, UH, YEAR AND A HALF, REALLY SINCE, UH, THEY'VE, THEY'VE HIT THE GROUND RUNNING. I THINK EVERYONE WILL BE IMPRESSED. UH, AND I THINK THAT THIS FORMAT IS GREAT OPPORTUNITY FOR THE STAFF TO ACTUALLY HAVE AN OPPORTUNITY TO SPEAK TO THE BOARDS DIRECTLY. UM, AND I LOVE THIS STYLE. IT'S CONVERSATIONAL, UM, WITHOUT ANY, UM, UH, UH, OUTSIDE FACILITATOR OR LEADING THE DISCUSSION, I'VE EMPOWERED MY STAFF TO FILL THESE BUCKETS AS THEY SEE FIT AND THE, THE ISSUES AND THE CONCEPTS THAT THEY WANT TO PRESENT. BUT REALLY I'M LOOKING FORWARD TO SEEING THE STAFF GET THE RECOGNITION FOR ALL OF THE WORK THAT THEY'VE DONE ON THIS. THAT'S GOOD. AND THEN I WOULD REITERATE JUST AT THE END, WE'RE NOT GOING TO ACTUALLY BE DECIDING ANY OF THOSE ISSUES. UH, WE'RE JUST TRYING TO DAYLIGHT AS MANY OF THEM AS WE CAN TO THE UNIVERSE. SO WE HAVE A REAL CLEAR IDEA OF WHAT KINDS OF DECISIONS MORE THAN THAT, WHAT DECISIONS WE'RE GOING TO HAVE TO BE MAKING OVER THE NEXT SIX MONTHS. GREAT. THANK YOU GUYS FOR THE DR. BURNETT AND BOARD MEMBER ELKINS, DO YOU ALL HAVE ANY QUESTIONS? OH, NOT HERE. I THINK THAT WAS A GREAT OVERVIEW AND LOOK FORWARD TO THE WORKSHOP NEXT MONTH. I APPRECIATE IT. I'M SAD THAT I WON'T MAKE IT. I HAVE A CONFLICT. I WON'T BE IN TOWN ON THAT DAY. I HAVE ANOTHER MEETING I'M IN DC, SO I WON'T BE HERE. I'LL MISS IT. SO I'M SAD ABOUT THAT. SOUNDS LIKE A GREAT MOVE FORWARD, BUT REMEMBER, WE'LL GET YOU A NICE COPY OF THE MEETINGS FOR FREE TO REVIEW. I THINK WE MIGHT HAVE, WE MIGHT HAVE A COUPLE OTHERS OF THE 17 THAT CAMP, BUT WHOEVER'S NOT THERE. WE'LL DEFINITELY MAKE SURE YOU GET A FULL, FULL, FULL RECAP OF EVERYTHING. AND THEN STAFF COULD ALSO SIT DOWN WITH YOU INDIVIDUALLY AND DO AND DO SOME ONE-ON-ONE TIME TO MAKE SURE YOU GET ALL THAT INFORMATION AS WELL. THAT WOULD BE WONDERFUL. GREAT. AND, UM, SO I THINK, I MEAN, ONE BEFORE WE POST THIS TO THE PUBLIC, I JUST WANT TO SAY JUST LET'S CORRECT. THE FEBRUARY DATE AND JUST PUT MARCH HERE SINCE THAT'S, IT'S GOING TO BE MARCH 2ND, RIGHT? YES. OKAY. AND SINCE WE'RE GOING TO BEAT THE LIGHTING ISSUES, I KNOW WE'RE BEEN OPERATING WITH A 2% DESIGN COST SO FAR. DOES THE 7.1 BILLION WOULD ALL, WOULD THAT ALSO BE DAYLIGHTED AT THIS MEETING? THE 15% DESIGN COST ESTIMATES? UM, THAT WAS THE PLAN AGAIN WAS NOT TO THAT CAUSE THOSE ARE, YOU KNOW, THESE ARE VERY EVOLUTIONARY PROCESSES. SO A 30% DESIGN COST ESTIMATES WE'RE WORKING REALLY HARD ON. [00:55:01] AND I THINK DAVE MENTIONED, UH, MAYBE HE DID ON THAT PRESENTATION AND IT WAS THE ONE BEFORE I APOLOGIZE. UH, THERE'LL BE READY WITH A 30% DESIGN. SO AGAIN, WE'RE, WE'RE REALLY TRYING TO GO EVOLUTIONARY THROUGH THIS PROCESS TO UNDERSTAND, UH, WHEN WE GET TO 30% DESIGN, A LOT OF THESE THINGS THAT WE'RE GOING TO DAYLIGHT AT THE SECOND MEETING, AND I'M GOING TO SAY DAYLIGHT, WE'VE ACTUALLY BEEN DAYLIGHTING THEM IN THE COMMUNITY TO BRING MORE DAYLIGHT TO THEM, COULD HAVE SIGNIFICANT CHANGES TO HOW WE WANT TO. I THINK THE MAYOR SAID IT BEST DECISIONS ON KIND OF SCOPE SCHEDULE COSTS. AND SO I THINK IT'S REALLY IMPORTANT THAT WE START GROUNDING THOSE DECISIONS AND THAT ALLOWS US TO MOVE NUMBERS OUT IN A REALLY GOOD, TRANSPARENT WAY ABOUT WHAT, WHAT THOSE OPTIONALITIES ARE VERSUS JUST HYPOTHETICAL'S THAT'S RIGHT. EVEN THE THIRD BUCKET OF THE NON DESIGN ELEMENTS OF THINGS THAT WE NEED TO GET OUT FOR US TO SEE PUBLIC TO UNDERSTAND WILL BE COSTS. THE COST OF CHOICES WERE BAKED A COST OF CONSTRUCTION, HOW THEY'VE CHANGED OR SUPPLIES. SO IN THE THIRD BUCKET, WE'LL IDENTIFY THE ISSUES OF COST. AND SO FAR AS THEY'RE THERE, THEY'RE NOT ALREADY INCLUDED IN THE DESIGN ELEMENTS, BUCKETS A AND B. YEAH, THAT'S CORRECT. MARY. I THINK THAT THE WAY WE WOULD FRAME IT UP AS THE FINANCIAL MODEL AND KIND OF THE SEGMENT PHASING PLAN, HOW THOSE WORK TOGETHER. SO IT'S, YOU KNOW, IF WE DECIDE AS A GROUP THAT IT'S MORE OF AX, THEN OBVIOUSLY THAT COULD HAVE COST IMPLICATIONS. AND THEN IF THE DECISION IS UP NO MORE REVENUE, THEN OBVIOUSLY THAT COULD IMPACT SCHEDULE AND HOW THOSE THINGS KIND OF FIT TOGETHER. RIGHT. BUT IN THAT BUCKET, SEE, I THINK, UH, MATERIAL COSTS RIGHT AWAY COSTS CONSTRUCTION COSTS WILL ALL BE PHASE THAT AMONG THE OTHERS ARE ELEMENTS THAT ARE IN THAT BUCKET C AND THEY'D BE, WOULD HAVE TO PUT THOSE THINGS ON THE CALENDAR SO THAT WE DON'T THERE. WE'RE GOING TO BE BROUGHT UP TO SPEED ON THOSE THINGS. OKAY. BECAUSE WE'RE GETTING MORE AND MORE, I MEAN, MARK QUESTIONS DIRECTLY FROM THE BOARD. AND I JUST WANT TO MAKE SURE THAT WE CAN BE AS TRANSPARENT AS POSSIBLE WITH COST, ESPECIALLY BEFORE WE START MAKING THE CONVERSATION ABOUT TRADE-OFFS. BECAUSE I THINK THERE'S ALWAYS AN ASSOCIATION OF WHAT'S THE PRICE STOCK WITH SOMETHING AND SCHEDULE. SO LET'S ALL BE, LET'S ALL BE ON THE SAME PAGE. ABSOLUTELY. BUT NO, NO CHOICES OR JUST TO IDENTIFY ISSUES. AND IF YOU COULD, ON THAT DOCUMENT THAT THEY GAVE IT TO ME CROSS OUT FEBRUARY, PUT IN MARCH 2ND AND PEOPLE WILL KNOW EXACTLY. YEAH. THANK YOU. THANK YOU. SO I THINK THIS, IF THERE'S NO OTHER FURTHER COMMENTS OR QUESTIONS, DOES THIS MEAN WE'RE GOING TO, DOES THIS MEAN ATP NOW HAS ITS OWN BUCKET LIST? WE WILL. SO, OKAY. I'M JUST, JUST WONDERING. SO THIS CONCLUDES, UM, THE FEBRUARY ATP BOARD MEETING, I WANT TO THANK THE BOARD, THE STAFF, ALL THE PEOPLE THAT HAVE BEEN SO PATIENT WITH US AND THANK YOU FOR ALL THE ENERGY TO EVERYONE. THE TIME IS 6:07 PM. MEETING IS ADJOURNED. THANK YOU. YEAH. THANK YOU EVERYONE. * This transcript was created by voice-to-text technology.
