THE MOTION TO APPROVE, TO PASS WITHOUT AMENDMENTS WITH A FIVE YES, ONE ABSTENTION, ONE RECUSAL AND TWO ABSENT OF THE VOTE. AND SO ANYBODY CAN GO SEE THAT WE, YOU KNOW, WHAT THE RECOMMENDATION ACTUALLY WAS CONCERN IS THAT FOR THE PUBLIC RECORD, THAT IS NOT AS FULLY TRANSPARENT AS IT COULD BE IN WHAT, IN WHAT WAY DO YOU FEEL THIS IS NOT TRANSPARENT, IT'S COMPLETELY ONLINE POSTED FOR EVERYBODY TO VIEW, RIGHT? BUT IF PEOPLE ARE JUST LOOKING AT THE, AT THE RECOMMENDED AT THE MINUTES HERE AND THE RECOMMENDATION, THEY'RE NOT AWARE THAT THERE WAS A SERIES OF CONDITIONS THAT WERE ASSOCIATED WITH THAT RECOMMENDATION. AND THERE HAS BEEN SOME MISCOMMUNICATION AS THIS HAS GONE THROUGH, UH, THE PROCESS. AND SO I WOULD, I WOULD SAY THAT FOR CLARITY, IT WOULD BE VERY HELPFUL TO HAVE THAT WORDING AND MIND YOU, I'M A FULL FAN OF TRANSPARENCY. I JUST DON'T, YOU KNOW, WE, WE DEBATED THIS, UH, FOR QUITE SOME TIME AND IT WAS, IT WAS, YOU KNOW, WE HAD SOME VERY, VERY GOOD INPUT BY EVERYBODY. AS A MATTER OF FACT, IN OUR RECOMMENDATION ITSELF, WE REFERENCE OTHER BOARDS AND COMMISSIONS, AND SPECIFICALLY ASKED THAT THE APPLICANT, UM, THE APPLICANT CONTINUES TO WORK WITH STAFF TO RESOLVE CONDITIONS REQUESTED BY BOTH THE ENVIRONMENTAL COMMISSION AND THE PARKS BOARD. SO W IT WAS, UH, FOR ME, THIS FALLS IN THE SAME VEIN OF WE, WE DIDN'T ATTACH ALL OF THE PARKS BOARD RECOMMENDATIONS ON THERE, AND WE DIDN'T ATTACH ALL OF THE ENVIRONMENTAL RECOMMENDATIONS ON THERE. WE DID ACKNOWLEDGE THE FACT THAT THERE WAS RECOMMENDATIONS MADE BY THOSE TWO BODIES, AND WE WANTED THOSE TO MOVE FORWARD. AND SO FOR, FOR THE SAME REASON, THIS IS IT'S A RECOMMENDATION TO ANYBODY WHO WANTS TO VIEW THOSE RECOMMENDATIONS AND DIG DEEPER INTO THEM CAN CERTAINLY VIEW WHAT WE, WHAT WE HAVE DONE HERE. I JUST, I GUESS FOR ME, IT DOESN'T, IT, IT, THIS IS A, UM, A NON-ISSUE, I THINK IT IS AN ISSUE. AND I THINK IT'S AN CLARIFICATION. PERFECT. WE CAN JUST CALL THE VOTE AND WHILE I CAN, I CAN APPRECIATE THAT. YES, I AGREE. DOES ANYBODY ELSE HAVE ANYTHING, ANY CONCERNS REGARDING THIS OR ANYTHING THEY'D LIKE TO SAY REGARDING THIS? AND, UM, I'M, I'M FOCUSED ON THE CHARGE THAT WE GOT FROM COUNCIL TO GET OUT OF LEASED OFFICE SPACE AND INTO OWNED OFFICE SPACE. AND A COUPLE OF THE PROJECTS THAT I'VE WORKED ON ARE THE, THE BUILDING THAT YOU'RE YOU'RE IN RIGHT NOW. AND THEN, UM, I'LL SAY ENERGY HEADQUARTERS AND THE, UH, PERMITTING AND DEVELOPMENT CENTER AT HIGHLAND MALL. UM, THOSE ARE, YOU KNOW, BOTH, UH, BOTH OWNED FACILITIES NOW. AND WE WERE LOOKING TO, UM, TO INCREASE, INCREASE THE NUMBER OF, OF OWNED FACILITIES, OBVIOUSLY. BUT, UM, AS A PART OF THAT CHARGE, THE LAST TIME WE WENT TO COUNCIL, UH, WE WERE ASKED TO TAKE A LOOK AT EXISTING OWNED FACILITIES WHERE WE COULD, UM, REDEVELOP AND PROVIDE OFFICE SPACE. AND, AND SO AS A PART OF THAT, UM, WE LOOKED AT, AT ONE TEXAS SAYS, UH, A GOOD LOCATION FOR US TO MEET THOSE NEEDS. AND, UM, WAS IN AUGUST OF THIS PAST YEAR, UM, THE SSGT WENT TO THE AUDIT AND FINANCE COMMITTEE OF COUNCIL AND A SUB-COMMITTEE OF COUNCIL AND PRESENTED A OVERARCHING KIND OF APPROACH TO WHAT WE WERE DOING. AND, UH, ONE TEXAS CENTER WAS A PART OF THAT PRESENTATION AT THAT TIME. UM, AND I'VE, I'VE, UH, I HAVE THOSE SLIDES TO SHOW TO YOU ALL WHAT WAS PRESENTED TO I DIDN'T FINANCE. UM, BUT SINCE THEN, UM, WE ARE, ARE, ARE RETHINKING WHAT OUR, UH, OUR NEEDS WILL BE AS WE'RE COMING INTO TWO YEARS OF, OF TELEWORKING AND GETTING A BETTER UNDERSTANDING OF, OF HOW WE ARE FUNCTIONING AS ORGANIZATION WITH THE TELEWORKING. AND THEN FROM MY STANDPOINT, IT'S OKAY. SO HOW DOES THAT IMPACT WHAT OUR OVERALL SQUARE FOOTAGE NEEDS ARE? WHAT'S THE CAPACITY THAT WE, WE NEED AS AN ORGANIZATION TO MEET THE, TO FUNCTION, AND THEN ALSO TO PROVIDE NO SPACE FOR THE, THE LEASES THAT WE DO HAVE COMING UP THAT WE NEED TO, UM, PROVIDE SPACE FOR. SO I'M HAPPY TO, TO PROVIDE THE SLIDES AND THERE IS A, UM, YOU KNOW, AMASSING RENDERING. THAT'S A PART OF THEM THAT SHOW A COUPLE OF TOWERS, UM, ON THE SITE, ALONG WITH, UH, AFFORDABLE HOUSING ON THE SURFACE LOT. BUT I'LL JUST SAY THAT, UM, BY NO MEANS IS THIS WHAT IS GOING TO HAPPEN? UM, YOU KNOW, AS WE'RE LOOKING AT, UM, POTENTIAL FUNDING SOURCES FOR THE SOUTH CENTRAL WATERFRONT, AS YOU KNOW, WE'RE LOOKING AT POTENTIAL FOR A TIFF OR A TERRORIST COUNCIL HAS BEEN LOOKING INTO THOSE THINGS, WHAT ARE THE DIFFERENT FUNDING MECHANISMS AND OPTIONS THAT YOU GUYS ARE LOOKING AT FOR, FOR AFFORDABLE HOUSING THERE AT ONE TEXAS CENTER, THE PARKING LOT OF ONE TEXAS CENTER, OUR PRIMARY, UM, FINANCING PROGRAM FOR AFFORDABLE HOUSING. UM, AND THIS IS NOT JUST IN THE CITY OF AUSTIN. THIS IS ACROSS THE COUNTRY, IS THE LOW-INCOME HOUSING TAX CREDIT PROGRAM OR LYTEC PROGRAM. IT'S BEEN AROUND SINCE 1986. IT'S ACTUALLY ADMINISTERED BY THE I R S SO IT IS A TAX CREDIT PROGRAM. IF THEY PUBLIC PRIVATE PROGRAM WHEREBY PRIVATE DEVELOPERS, UM, ACCESS TAX CREDITS, ONE FOR ONE CREDITS FOR ESSENTIALLY INVESTING IN AFFORDABLE HOUSING. I DON'T WANT TO GET INTO THE WEEDS, BUT IT IS ADMINISTERED BY THE STATE, WHICH IS THE STATE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS. UM, WE AT THE CITY OF AUSTIN PROVIDE GAP FINANCING FOR A VARIETY OF AFFORDABLE HOUSING DEVELOPMENTS. UM, RANGING FROM SMALL, WE'VE WORKED WITH SMALL COMMUNITY-BASED NONPROFITS THAT ARE DEVELOPING SMALL PROJECTS. IT COULD BE A SINGLE-FAMILY HOME. IT COULD BE AN ACCESSORY DWELLING UNIT COULD BE A SMALL APARTMENT COMPLEX, BUT THE PRIMARY SOURCE OF HOW WE GET OUR AFFORDABLE HOUSING UNITS IS THROUGH THE LIGHT TECH PROGRAM. SO IT CHANGES FROM YEAR TO YEAR, SLIGHTLY NOT, BUT NOT THAT THE BASICS OF THE PROGRAM, BUT IT DOES CHANGE THE PRIORITIES CHANGE YEAR TO YEAR. UM, THERE ARE TWO DIFFERENT PROGRAMS. ONE IS A COMPETITIVE PROGRAM, WHICH IS, UM, OFFERED ON A REGIONAL BASIS. WE'RE IN THE MIDST OF THAT COMPETITION RIGHT NOW. UM, THOSE PROJECTS TEND TO BE A LITTLE SMALLER AND IT'S BECAUSE OF THE AMOUNT OF EQUITY THAT HELPERS CAN DRAW, UM, FROM THROUGH THE COMPETITIVE PROGRAM, THE [00:40:01] NON-COMPETITIVE, WHICH IS A BIT OF A MISNOMER, BUT THE NON-COMPETITIVE PROGRAM BRINGS IN LESS EQUITY TAKE ON MORE DEBT. THERE ARE A LOT OF FINANCING COSTS. IT TENDS TO PENCIL OUT BETTER AS A SLIGHTLY LARGER PROJECT. SO WE SEE OUR COMPETITIVE TAX CREDIT PROJECTS SOMEWHERE AROUND A HUNDRED UNITS. WE SEE OUR NON-COMPETITIVE PROJECTS DEPENDING ON WHETHER THEY ARE SOMEWHERE AROUND 160 UNITS ON AVERAGE. I MEAN, THAT'S REALLY A BROAD BRUSH. UM, SO I SAY ALL OF THAT BECAUSE, OR A PROJECT, UM, OF THIS IMPORTANCE SCOPE, BUT PATIENT MY GUESS IS RIGHT NOW THAT WE WOULD BE, UM, LOOKING AT A SOLICITATION FOR A DEVELOPER WHO WOULD BE FOCUSED ON DEVELOPING, UTILIZING THE TAX CREDIT PROGRAM. MY GUESS IS THAT'S ONE OF THE REASONS WE KIND OF LANDED, UH, IN THAT HUNDRED AND 40 PLUS OR MINUS UNIT, UM, REALM. UM, AND IT LENDS ITSELF WITH RESPECT TO THE SIZE OF THE SURFACE PARKING LOT. AND AGAIN, AS ANDY SAID, YOU KNOW, WE'RE KIND OF IN THE PRELIMINARY STAGES AND THINGS ARE CHANGING EVERY DAY, BUT AT A MINIMUM, WE'RE LOOKING AT THE SURFACE PARKING LOT AND THAT SIZE LENDS ITSELF TO, UH, SOMETHING THAT IS IN THE HUNDRED AND 40 UNIT RANGE, THAT, THAT I'M HAPPY TO GO INTO MORE DETAIL. IT MAY, UM, IT MAY NOT BE AS HELPFUL, BUT MY GUESS IS THAT'S THE FINANCING WE'RE GONNA USE, UM, SHOULD IN FACT, WITH ALMOST ANY OF OUR TAX CREDIT PROJECTS, WHICH ARE, UM, MEET OUR SMART HOUSING STANDARDS. SO THE GREEN BUILT NEXT TO TRANSIT, UM, AND MAY PROVIDE ENHANCED ACCESSIBILITY. THEY TYPICALLY PROVIDE ADDITIONAL FUNDING THAT FUNDING, UM, TYPICALLY, UH, ALTHOUGH THERE ARE MULTIPLE LAYERS IN THE CAPITAL STACK, BUT WE OFTEN PROVIDE GAP FINANCING FOR, UH, OUR TAX CREDITS, UH, DEVELOPERS WHO ARE BOTH NONPROFIT AND FOR-PROFIT. UM, AND THAT COMES THROUGH A VARIETY OF SOURCES THAT OUR DEPARTMENT ADMINISTERS. THOSE INCLUDE GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING. WE'RE CURRENTLY SPENDING DOWN OUR 2018, A PORTABLE HOUSING BONDS. UH, IT ALSO INCLUDES OUR FEDERAL DOLLARS. UH, WE DO HAVE FUNDS THROUGH VARIETY RECEIPT, BLOCK GRANTS FROM THE FEDERAL GOVERNMENT AND THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. AND THEN WE HAVE LOCAL FUNDS AS WELL, AND LOCAL FUNDS THAT WE ADMINISTER, UM, OUR RANGE, SOME ARE GEOGRAPHIC SPECIFIC. UH, WE ADMINISTERED THE PLAZA SALTY, OH, TODD, WHERE WE COLLECT FEE IN LIEU FROM DEVELOPERS. AND WE INVEST THOSE FUNDS IN A VERY SPECIFIC GEOGRAPHY. UH, THAT'S ONE EXAMPLE. UM, WE HAVE DOWNTOWN DENSITY BONUS FEE AND LU THAT WE COLLECT AND IS UTILIZED FOR A VERY SPECIFIC ACTIVITY, NOT NECESSARILY GEOGRAPHY BUT ACTIVITY. UM, SO WE HAVE A VARIETY OF OTHER LOCAL FUNDS AND A HOUSING TRUST FUND AS WELL, UM, THAT CAN BE SPENT THROUGHOUT THE CITY. SO SOME ARE GEOGRAPHIC RESTRICTED, SOME FUNDS ARE, UM, UH, RESTRICTED BASED ON ACTIVITY AND SOME ARE LESS RESTRICTED UNDERSTOOD. AND SO, SO THROUGHOUT THAT, THERE WAS A WONDERFUL THAT, THANK YOU. THAT'S, THAT'S PROBABLY THE MOST INFORMATION WE'VE GOTTEN ON, ON, UH, FUNDING, AFFORDABLE HOUSING TO THIS BODY AND EVER, BUT SO THERE'S NO TALK WHATSOEVER OF OTHER FUNDING SOURCES TO INCLUDE ANYTHING LIKE THE POTENTIAL TIFF RETIRES THAT WOULD, THAT IS BEING CONTEMPLATED RIGHT NOW BY CITY COUNCIL. SO RIGHT NOW WE DO ADMINISTER, WE HAVE ONE TOURIST FUND THAT WE ADMINISTERED. IT IS THE HPD TERS, WHICH IS THE HOMESTEAD PRESERVATION DISTRICT. IT'S A SPECIAL DESIGNATION THAT WAS CREATED BY THE STATE LEGISLATURE. UH, IT IS EFFECTIVELY IT'S GEOGRAPHICALLY BOUND, EFFECTIVE EFFECTIVELY CENTRAL EAST AUSTIN. UM, WE HAVE COLLECTED THUS FAR A LITTLE OVER $5 MILLION IN THAT JURORS WE HAVE YET TO DEPLOY ANY OF THOSE FUNDS YET. WE ANTICIPATE, UH, SETTING THAT FUND UP FOR, UH, THIS FISCAL YEAR. ACTUALLY, I JUST DID A PRESENTATION TO THE HOUSING AND PLANNING COMMITTEE OF CITY COUNCIL EARLIER TODAY. UM, AND, AND THAT WAS ONE OF THE TOPICS OF INTEREST. SO IF IT WERE JUST VERTICAL MIXED USE, THEN THAT IS WHAT IS ANTICIPATED TO BE PROVIDED. UM, SO THAT HAS BEEN STAFF'S INTENTION BRING FOR THE REGULATING PLAN, BUT I, I DON'T KNOW IF THERE HAS BEEN ACTION ON THE REGULATING STATE. UM, FOR THE LONG-TERM WE ALSO DO HAVE FUNDS ANTI-DISPLACEMENT FUNDS, THE 300 MILLION, UM, IN ANTI-DISPLACEMENT FUNDING FOR PROJECT CONNECT, A PORTION OF THAT THIS HAS NOT BEEN DECIDED YET, BUT A PORTION OF THAT COULD BE USED FOR, UM, ACQUISITION, UH, AS WELL AS DEVELOPMENT OF AFFORDABLE HOUSING. UM, AND THOSE FUNDS ARE DESIGNATED FOR CERTAIN GEOGRAPHIES WITHIN A MILE OF PROJECT CONNECT STATIONS, UM, UH, AND IN AREAS THAT ARE EXPERIENCING DIFFERENT LEVELS OF GENTRIFICATION.
