AND I GET THE PRIVILEGE AND THE HONOR OF STANDING NEXT TO MY COLLEAGUE, MAYOR PRO TEM ALTAR THIS MORNING TO RECOGNIZE THE CENSUS EFFORT THAT TOOK PLACE RECENTLY.
UM, IT WAS A GIGANTIC EFFORT AND WE HAD TO DO IT DURING COVID.
SO I REALLY JUST WANT TO SAY TO ALL THE ORGANIZATIONS AND INDIVIDUALS WHO PUT FORWARD, UH, SO MUCH EFFORT IN TIME TO MAKE SURE THAT EVERYBODY GOT COUNTED, UM, AND PUTTING OUT INFORMATION THAT MADE IT.
SO FOLKS REALLY UNDERSTOOD WHY IT'S IMPORTANT TO BE COUNTED.
I I'M SO HAPPY THAT WE GET TO DELIVER THIS PROCLAMATION FOR THEM THIS MORNING.
MY NAME IS ALISON ALTER AND I'M PROUD TO SERVE AS MAYOR PRO TEM AND TO REPRESENT DISTRICT 10 ON THE AUSTIN CITY COUNCIL JOINED WITH MY COLLEAGUE COUNCIL MEMBER, HARPER, MADISON, TO CELEBRATE THE FOLKS WHO HELPED US COUNT EVERY PERSON IN OUR COMMUNITY.
LAST NIGHT, WE GOT TOGETHER FOR AN EVENT TOGETHER.
WE COUNT WHERE WE CELEBRATED, UM, THE FOLKS WHO REALLY LED THE EFFORT, WHETHER IT WAS OUR ASIAN-AMERICAN COUNT GROUP, OUR LGBTQ COUNT GROUP, OUR LATINO, OUR AFRICAN-AMERICAN AND BRAWL, THE EVERY PERSON WHO CAME OUT AND HELPED DO THE HARD WORK OF REACHING INTO OUR COMMUNITY AND MAKING SURE THAT EVERYONE COUNTS AS YOU KNOW, THE CENSUS IS A SUPER IMPORTANT PROCESS.
AND FOR OUR COMMUNITY, WE NEED TO MAKE SURE THAT EVERYONE IS COUNTED.
IT IMPACTS HOW MUCH MONEY WE GET, THE TYPE OF REPRESENTATION THAT WE HAVE AND HELPS US AS POLICYMAKERS TO MAKE SURE THAT WE HAVE AS MUCH INFORMATION AS WE CAN FOR OUR POLICY MAKING.
SO TODAY I WANT TO OFFER THIS PROCLAMATION FOR THE FOLKS WHO HELPED US MAKE SURE THAT EVERYONE COUNTS PROCLAMATION, BE IT KNOWN THAT WHEREAS TOGETHER WE COUNT DAY IS THE INAUGURAL CELEBRATION.
RECOGNIZING THE EXTRAORDINARY EFFORTS LED BY THE AUSTIN TRAVIS COUNTY COMPLETE COUNT COMMITTEE AND THE PEOPLE OF AUSTIN TO EDUCATE, RAISE AWARENESS AND INSPIRE EVERY CENTRAL TEXAN TO PARTICIPATE IN THE 2020 CENSUS AS PART OF THE DECENNIAL CENSUS COUNT.
AND WHEREAS THE VALUE OF AN ACCURATE CENSUS COUNT IS VITAL TO PRESERVE AND ADVANCE VOTING RIGHTS AT ALL LEVELS OF GOVERNMENT AND ALLOCATION OF FEDERAL DOLLARS FOR AREA SCHOOLS, HOSPITALS, TRANSPORTATION, AND OTHER VITAL PROGRAMS, AND WHEREAS INNOVATIVE AND NIMBLE ORGANIZING AND OUTREACH OVER THE COURSE OF A YEAR IN THE FACE OF A GLOBAL PANDEMIC RESULTED IN INCREASED RESPONSE RATE COMPARED TO 2010.
AND WHEREAS TOGETHER WE COUNT DAY IS A TIME FOR OUR COMMUNITY TO REFLECT ON THE IMPORTANCE OF AN ACCURATE CENSUS COUNT AND TO RECOGNIZE THE UNWAVERING COMMITMENT OF THE COMPLETE COUNT COMMITTEE.

UM, AS A CANCER SURVIVOR, I HAPPEN TO BE ONE OF THOSE PATIENTS THAT DOES INFECT, UH, PROGRESS INTO A DISEASE THAT'S CALLED LYMPHEDEMA.
UM, AND IT AFFECTS EVERYBODY DIFFERENTLY AND, AND IT DOESN'T AFFECT EVERY SINGLE CANCER SURVIVOR.
AND SO I THINK, YOU KNOW, WE ALL KNOW ABOUT CANCER.
WE ALL KNOW ABOUT BREAST CANCER, BUT I THINK OFTENTIMES WE DON'T TALK ABOUT THE LESSER KNOWN ILLNESSES THAT AFFECT PEOPLE'S LIVES.
UM, SO I'M REALLY PROUD TO HAVE CRESTA HERE THIS MORNING, UM, WHO IS ACTUALLY A THERAPIST OF MINE ALONG THE WAY, UH, HERE THIS MORNING TO REPRESENT THE LYMPHEDEMA COMMUNITY AND TO JUST SAY A FEW WORDS ABOUT, ABOUT THE ILLNESS AND BRING SOME AWARENESS TO IT.
SO I GET THE OPPORTUNITY RIGHT NOW TO DELIVER A PROCLAMATION.
OUR PROCLAMATION IS BE IT KNOWN THAT WHEREAS LYMPHEDEMA IS AN INCURABLE CONDITION, AFFECTING HUNDREDS OF MILLIONS OF PEOPLE, ALL OF ALL AGES WORLDWIDE WITH DISFIGUREMENT, DISABILITY, DISCOMFORT, PAIN, FINANCIAL HARDSHIP, REDUCED QUALITY OF LIFE AND REDUCED BODY IMAGE.
AND WHEREAS LYMPHEDEMA CAN BE CAUSED BY GENETIC FACTORS AND ALSO BY BODILY TRAUMA RELATED TO CANCER TREATMENTS, RADIATION TREATMENTS, RADIATION THERAPY, MAJOR THERAPY, SEVERE BURNS, OR OTHER INJURIES.
AND WHEREAS THERE IS A PRESSING NEED TO RAISE THE LEVEL OF AWARENESS OF LYMPHEDEMA WITHIN THE MEDICAL COMMUNITY TO ENSURE TIMELY AND PROPER DIAGNOSIS.
AND WHEREAS IN RECOGNITION OF THE SEVERE PHYSICAL, EMOTIONAL, PSYCHOLOGICAL, AND FINANCIAL IMPACTS LYMPHEDEMA EFFECTS HAVE ON PATIENTS AND FAMILIES, IT IS TIME TO SUPPORT THE COURAGEOUS INDIVIDUALS LIVING WITH THIS DISEASE, WITH THIS DEBILITATING DISEASE, AS WELL AS THEIR CAREGIVERS.

THIS LEAVES BOTH HONEY BEES AND NATIVE BEES STRUGGLING TO FIND FOOD AND HOMES BY DESIGNATING AUSTIN AS A BEAST CITY WILL BE ABLE TO PROTECT AND PROMOTE THE HEALTH AND WELLNESS OF BEES AND OTHER ESSENTIAL POLLINATORS BY PRESERVING THEIR HABITAT IN RAISING AWARENESS FOR ALL THE WAYS THAT BEES CONTRIBUTE TO OUR CITY IN COMMUNITY.

EACH OF US EATS REQUIRES POLLINATORS IN 2016.
THE USDA REPORTED THAT HONEYBEES POLLINATE AN ESTIMATED $15 BILLION WORTH OF CROPS EACH YEAR, BY BECOMING OBESITY, WE WILL DIRECTLY BE RELIEVING ENVIRONMENTAL STRESSORS AGAINST BEES BY PLANTING MORE NATIVE PLANTS, PROVIDING THIS SITES, REDUCING PESTICIDE USAGE WITH INTEGRATED PEST MANAGEMENT PLANS AND INCREASING COMMUNITY ENGAGEMENT AND PRACTICES.

I WANT TO THANK MY COLLEAGUES FOR WORKING TOWARDS MAKING THOSE SIGNIFICANT CHANGES POSSIBLE, BUT I WANT TO TAKE A MOMENT AND HIGHLIGHT WHAT THE APPROVAL OF THIS PROJECT WILL DO.
THE VICTIMS OF CRIME ACT SUPPLEMENTAL AWARD WILL ALLOW FOR THE CITY OF AUSTIN TO FUND SALARIES AND BENEFITS FOR FOUR ADDITIONAL FULL-TIME VICTIM, COUNSELOR POSITIONS, AND WITH MINIMAL SUPPLY AND TRAINING COSTS.
APD COUNSELORS PROVIDE MENTAL HEALTH AND PRACTICAL INTERVENTION FOR VICTIMS OF CRIME AS CLOSE TO THE TIME OF AN INCIDENT AS POSSIBLE.
THIS INTERVENTION MAY INCLUDE CRISIS COUNSELING AND STABILIZATION JUSTICE SUPPORT, PERSONAL ADVOCACY, EMERGENCY PLACEMENT IN A SHELTER, SAFETY PLANNING, INFORMATION AND REFERRALS TO OTHER HELPFUL SERVICE PROVIDERS.
APD ANTICIPATES THAT THIS PROJECT WILL PROVIDE SERVICES FOR AN ESTIMATED 600 VICTIMS OF CRIME OVER THE REMAINDER OF THE PROJECT PERIOD.
I ALSO WANT TO THANK THE STATE OF TEXAS OFFICE OF THE GOVERNOR CRIMINAL JUSTICE DIVISION FOR MAKING THIS POSSIBLE.

THE SUBJECT PROPERTY IS NEAR 98 0 4 NORTH FM SIX 20 ROAD, AND IS PLANNED FOR A CO-LOCATED POLICE FIRE AND EMS STATION.
THIS EMS STATION AND FIRE STATION IS AMONG HIGH.
ONE OF THE HIGH PRIORITY STATIONS PLANNED FOR DEVELOPMENT CURRENTLY, AND WE REALLY NEED ONE OUT THERE.
I ALSO WANT TO SAY SOMETHING ABOUT 26 VERY QUICKLY.
IT WAS BROUGHT FORWARD BY A COUNCIL MEMBER.

UM, AND THEN RIGHT NOW TODAY, POST COVID, WE'RE ACTUALLY AT A RECOVERY NUMBER OF PASSENGERS AND VEHICLES PASSED WHEN 2019 NUMBERS.

IT'S OF GRAND OF GREAT CONCERN OF GRAVE CONCERN.
AND I APPRECIATE ALL OF THE STAKEHOLDERS WHO HAVE COME FORWARD TO WORK ON, ON WHAT SOLUTIONS WE CAN LOOK TO.
AND JUST AS A, AS A POINT OF BACKGROUND IN THE DAYS AFTER THE SHOOTINGS IN JUNE, I WAS MADE AWARE OF A FACEBOOK POST ON FACEBOOK.
I WAS MADE AWARE OF SEVERAL STUDIES THAT HAVE BEEN DONE IN THE, IN THE PROCEEDING YEARS THAT NEVER CAME TO COUNCIL.
THESE WERE, WERE PR ONE WAS, I THINK THEY WERE BOTH DONE BY OUTSIDE GROUPS, BUT SOME IN CONSULTATION WITH CITY STAFF, BUT THEY HAD DEVELOPED A BODY OF RECOMMENDATIONS THAT WERE NEVER DISCUSSED HERE AT COUNCIL AND NEVER CAME FORWARD TO, TO COUNCIL.
AND SO WE NEVER TOOK ACTION ON THEM.
AND SO, YOU KNOW, SOME OF THE RECOMMENDATIONS THAT ARE NOW MOVING FORWARD ARE THOSE THAT WERE CONTAINED IN THOSE CONSULTANT REPORTS.
YOU KNOW, THIS IS A VERY COMPLICATED PROBLEM.
AS I MENTIONED, WE ALL WANT TO SEE SIXTH STREET AS, AS IN EVERY AREA OF OUR CITY BE, BE SAFE, BE ACCOMMODATING, BE THE VITAL, WONDERFUL PLACE THAT IT HAS BEEN FOR DECADES.
AND WE WANT PEOPLE TO FEEL COMFORTABLE GOING DOWN THERE, WHETHER THEY'RE GOING DOWN THERE WITH THEIR FAMILIES OR GOING DOWN THERE TO EAT OR GOING DOWN THERE TO, TO GO TO ONE OF THE BARS ALONG SIXTH STREET, AND IT'S GOING TO TAKE, UH, MANY EFFORTS.
MAYOR PRO TEM ALTERS OFFICE OF VIOLENCE PREVENTION IS WORKING ON GRASSROOTS COMMUNITY-BASED STRATEGIES TO REDUCE GUN VIOLENCE, REDUCE THE PREVALENCE OF ILLEGAL GUNS IN OUR COMMUNITY.
THAT'S GOTTA BE, YOU KNOW, PRIMARY, UH, PRIMARY, UM, STRATEGY.
WE ARE EXCITED ABOUT THE CADETS THAT HAVE JUST GRADUATED AND ARE JOINING THE FORCE AND LOOK FORWARD TO SEEING, I LOOK FORWARD TO SEEING THE ADDITIONAL CADETS THAT ARE GOING TO BE STARTING HERE SOON IN MARCH.
UM, JOINING THE FORCE, WE NEED TO MAKE SURE THAT WE HAVE A STRONG, UH, STRONG PUBLIC SAFETY PRESENCE IN OUR DOWNTOWN, ANOTHER AREAS ACROSS THE CITY, BUT THERE ARE OTHER STRATEGIES THAT CAN BE HELPFUL, YOU KNOW, AND I'M GOING INTO DETAIL ON THAT BECAUSE I'VE HEARD A FEW COMMENTS THIS WEEK ABOUT, YOU KNOW, THE, THE PROBLEM IS NOT GOING TO BE SOLVED THROUGH THE MEASURES THAT ARE IN THIS RESOLUTION.
WELL, NO, AND IT'S NOT INTENDED TO BE THE ONE AND ONLY SOLUTION BECAUSE WE NEED ALL OF THESE STRATEGIES AND, AND REALLY WE ABSOLUTELY NEED TO INVEST IN AND TO PROMOTE AND TO CONTINUE TO STRENGTHEN THOSE PROGRAMS THAT ARE GOING TO REDUCE THE PREVALENCE OF GUNS IN OUR COMMUNITY.
I THINK THAT'S, THAT IS OUR NUMBER ONE NET.
IT'S CERTAINLY MY NUMBER ONE GOAL.
SO WITH ALL THAT, I JUST WANT TO POINT OUT THE CHANGES THAT I'VE BEEN MAKING THAT I'VE MADE IN THE DRAFT THAT YOU GOT THIS MORNING.
UM, THESE INCORPORATE SOME SUGGESTIONS FOR MAYOR ADLER IN A, IN A FEW SPECIFIC WAYS THAT I CAN COVER.
IF ANYBODY IS INTERESTED, IT MAKES IT CLEAR THAT IN THE GUN STORAGE THAT WE CURRENTLY HAVE A GRUNT GUN STORAGE POLICY FOR INDIVIDUALS WHO ARE, HAVE EVACUATED TO OUR CITY AND MIGHT BE STAYING IN ONE OF THE SHELTERS, THERE IS A SAFE GUN STORAGE PRACTICE.
THERE IS NOT A GUN, A SAFE GUN STORAGE PRACTICE FOR INDIVIDUALS THAT WE MIGHT BE HOUSING IN HOTELS.
AND SEVERAL YEARS AGO, WHEN WE HAD HOW SOME EVACUEES IN THE EVENING, THEY WENT TO SIXTH STREET ENGAGED IN A GUNFIGHT.
AND IN THAT IN THE CROSSFIRE, UM, KILLED AN, A WOMAN WHO IS EXPERIENCING HOMELESSNESS, WHO WAS IN THE AREA OF SIXTH STREET, I BELIEVE.
AND SHE WAS VERY CLOSE TO ARE VERY NEWLY AT THAT POINT INSTALLED, UM, PUBLIC RESTROOMS. AND SHE WAS CAUGHT IN THAT GUNFIRE.
AND THAT IS, UH, A VERY PREVENTABLE DEATH ON MULTIPLE LEVELS.
BUT I WANT TO BE SURE THAT WE CLOSE THAT GAP IN OUR GUN STORAGE, UM, PR REQUIREMENTS FOR INDIVIDUALS THAT WERE HOUSING IN AND THROUGH OUR, UH, THROUGH OUR CITY, WHETHER THEY'RE STAYING IN HOTELS OR SHELTER, THERE'S ALSO SOME ADDITIONAL LANGUAGE FROM THAT.
INCORPORATE SOME SUGGESTIONS FROM ECONOMIC DEVELOPMENT DEPARTMENT, SOME ADDITIONAL SUGGESTIONS FROM THE DOWNTOWN AUSTIN ALLIANCE.
AND SO I CAN COVER ANY OTHER CHANGES, BUT IN THE MAIN, THIS, THIS MOVES FORWARD.
SOME OF THE RECOMMENDATIONS THAT CAME FORWARD TO US IN THE SECOND PHASE FROM OUR CITY STAFF, THANK YOU TO BRIAN BLOCK, WHO IS HEADING UP THAT WORK THAT, THAT OUR INTERDEPARTMENTAL TEAM IS DOING.
IT INCLUDES THE POLICE DEPARTMENT AND THE FIRE DEPARTMENT, EMS TRANSPORTATION,

PUBLIC WORKS, OTHERS.THEY'RE DOING A GREAT JOB OF ALSO TALKING WITH STAKEHOLDERS AND PROPERTY OWNERS IN THAT AREA ABOUT HOW WE CAN, YOU KNOW, THROUGH ALL OF THESE DIFFERENT WAYS, REALLY IMPROVE THE SAFETY AND IT ADVANCES, UM, IMPORTANT MEASURES.
UM, WE HAVE UPGRADED THE LIGHTING IN THAT AREA.
THE NEXT STEP IS TO IDENTIFY THE NEED FOR ADDITIONAL LIGHTING AND TO CONTINUE THE WORK THAT STAFF IS DOING IN WORKING WITH PRIVATE PROPERTY OWNERS ON HOW THEY CAN IMPROVE LIGHTING IN SOME OF THE AREAS WHERE CITY LIGHTING CAN'T HELP.
SO ALLEYS ON BUILDINGS, THINGS OF THAT SORT, HOUSTON, THE HOUSTON MAYOR RECENTLY ANNOUNCED AN INITIATIVE TO DO A COUPLE OF THINGS TO REDUCE, UH, REDUCE CRIME IN HOUSTON.
AND ONE OF THEM INCLUDES TAKING LEGAL ACTION AGAINST ESTABLISHMENTS, WHERE THERE ARE REPEATED ACTIONS OF REPEATED VIOLENT INCIDENTS.
AND I THINK WE SHOULD DO THE SAME.
AND SO THIS ASKS OUR MANAGER TO COME BACK TO US IN VERY SHORT ORDER, WITH SOME LEGAL OPTIONS THAT WE CAN TAKE AGAINST THOSE ESTABLISHMENTS, WHERE WE'RE SEEING ACTS OF A REPEATED VIOLENCE, IT INTRODUCES A, AN ENTERTAINMENT LICENSE.
THIS WILL COME BACK TO US FOR FINAL DECISION, BUT IT WOULD APPLY TO THOSE ESTABLISHMENTS, THOSE PLACES OF ASSEMBLY IN THIS AREA THAT ARE OPEN AFTER 12.
AND IT WOULD REQUIRE THEM TO HAVE A SAFETY, A WRITTEN SAFETY PLAN, A COMMUNICATIONS PROTOCOL, AND SOME LEVEL OF STAFF TRAINING FOR THOSE WHO WORK IN THOSE ESTABLISHMENTS.
AND THEN THERE'S SOME OTHER THINGS UPDATING US ON THE PROGRESS OF, OF SETTING UP THAT EMS STAGING AREA, WHICH WE KNOW WE NEED, UM, PROVIDING INFORMATION SO THAT WE CAN MAKE A GOOD DECISION ABOUT WHETHER OR NOT TO CONSIDER REINSTITUTING A GUN BUYBACK PROGRAM, AND THEN SOME OTHER, UH, SOME OTHER KINDS OF PLACEMAKING THINGS, HAVING, SEEING WHAT WE CAN DO TO INCENTIVIZE THE CREATION OF KITCHENS, WHICH WOULD ALLOW FOR, UH, WOULD ALLOW AND ENCOURAGE A MORE DIVERSE USE OF USES ALONG SIXTH STREET, AND THEN PARTNERING WITH OUR DOWNTOWN AUSTIN ALLIANCE FOUNDATION ON SOME OF THE REALLY EXCITING IDEAS THAT THEY'VE HAD AND THAT MY STAFF HAVE HAD, AND OTHERS IN THE COMMUNITY I'VE HAD ABOUT, YOU KNOW, HOW WE, HOW WE CREATE MORE, MORE REASONS FOR PEOPLE TO GO DOWN TO SIXTH STREET, WHICH AGAIN, I THINK HELPS US DIVERSIFY THE USES FARMER'S MARKETS, FLEA MARKETS.
I WENT TO, UH, AN AMAZING YEARLING CONTEST, UM, DOWNTOWN, PROBABLY A DECADE AND A HALF AGO.
UM, IN ONE OF THE PARKING LOTS ALONG SIXTH STREET, IT WAS ONE OF THE MOST FUN EVENTS I CAN REMEMBER EXPERIENCING IN DOWNTOWN AUSTIN.
ANYWAY, THERE'S A RANGE OF FUN ACTIVITIES THAT WE CAN, CAN INTRODUCE ART, BENCHES, SEATS, SEAT SEATING FOR SOME OF THE RESTAURANTS DOWN THERE THAT CAN HELP, UM, INTERRUPT, DISRUPT SOME OF THE OTHER ACTIVITIES THAT WE REALLY WANT TO DISCOURAGE.
UM, AGAIN, THIS IS NOT, THIS IS ALSO NOT THE LAST WORK THAT WE'RE DOING ON IT.
UM, AS I MENTIONED, I THINK ON TUESDAY, THERE WAS A LARGE SECTION ABOUT ALLEYS.
THERE'S BEEN A LOT OF WORK AND THINKING ABOUT ALLEYS THAT MY OFFICE HAS ENGAGED WITH OVER THE YEARS WITH OTHERS, I REMOVED IT FROM THIS.

UH, THE DEVELOPER DOESN'T GET THE ZONING, THEY'LL GO TO 31 47 UNITS.
AND AGAIN, THE BIKE LANES AND BUS STOPS ARE 200, 300 FEET FROM THAT AREA NEXT.
UM, SOME OF THE CONSIDERATIONS, UH, LIGHTING FOR THE NEIGHBORHOOD AS YOU SAW, PROBABLY IN THE AREA VIEW THE BACK PART OF THAT DEVELOPMENT IS GOING TO BE RIGHT UP AGAINST THE NEIGHBORHOOD.

IN SOME PATIENTS, THESE INCREASES HAVE ONLY BEEN APPROVED IN AREAS BASED ON FOR 60 FEET, NOT 40 FEET AS IS THIS SITE, FOR EXAMPLE, FAIR MARKET AND HABITAT GOT 85 FEET RECENTLY, BUT THESE CASES NOT VALID COMPARISONS, FAIR MARKET IS ADJACENT TO ENDEAVORS 85 FEET, AND NOT THE SINGLE FAMILY PORTION OF THE NEIGHBORHOOD.
FURTHER HABITAT WAS GRANTED AS SUPER DENSITY BONUS DUE TO THE LARGE PERCENTAGE OF ACTUAL DEEPLY AFFORDABLE HOUSING IN THE DEVELOPMENT.
NOT A FEE IN LIEU AS STREAM REALTY IS REQUESTING FOR THE SALTY OTO DEREGULATING PLAN.
AN 85 FOOT BUILDING IS SIMPLY TOO TALL.
THE SITE BORDERS ECCS HUMAN SCALE, SINGLE FAMILY NEIGHBORHOODS, MANY COMMUNITY COMMUNITY MEMBERS ARE UNDERSTANDABLY VERY CONCERNED ABOUT THE HEIGHT CREEP AND RELATED DOMINO EFFECT TO COMPATIBLY CONFORM WITH THE EXISTING NEIGHBORHOOD SCALE.
WE NEED A STEP DOWN HEIGHT AT THIS LOCATION AS THE REGULATING PLAN CALLS FOR PLEASE HONOR THE REGULATING PLAN AND RESPECT OUR SINGLE-FAMILY NEIGHBORS.
THE CONTACT TEAM STRONGLY ENDORSES THE GOALS OF THE FULL TEAR TOD TO PREDICT PROVIDE ADDITIONAL DENSITY IN EXCHANGE FOR AFFORDABLE HOUSING, WHICH WE NEED.

SO ULTIMATELY GRANTING THE DEVELOPER EXCESSIVE ADDITIONAL HEIGHT WITHOUT PROVIDING ANY AFFORDABLE HOUSING IN OUR NEIGHBORHOOD REALLY IS UNACCEPTABLE AS IS REWRITING THE TOD ZONING LOT.
