SO BASICALLY EVERY YEAR I COME IN AND BRING UP THE FACT THAT THERE'S NOT ENOUGH PROGRAMMING FOR CHILDREN AND ADULTS WITH INTELLECTUAL DISABILITIES THROUGH THE PARKS PROGRAM. UM, THE PROBLEM FOR THE INTELLECTUAL DISABLED COMMUNITY IS THAT MOST, UM, PRIVATE OR EVEN OTHER PUBLIC PROGRAMMING THAT'S RECREATIONAL, UM, DOES NOT INCLUDE, UH, CHILDREN OR ADULTS WITH INTELLECTUAL DISABILITIES. IN OTHER WORDS, YOU CAN ATTEND. IF YOU HAVE AN AID FULL TIME, YOU HAVE TO HAVE PE SOME OTHER ADULT TO GO WITH YOUR KID TO IF THEY HAVE ANY KIND OF, YOU KNOW, SIGNIFICANT NEED. UM, THE EXCEPTION TO THAT IS THE VERY LIMITED PROGRAMMING THAT'S AVAILABLE THROUGH THE MACBETH. AND I THINK DUE IN PART TO THIS, THIS COMMITTEE'S RECOMMENDATION THERE HAVE IN THE LAST COUPLE OF YEARS BEEN WELL COVID, COVID PUT A HALT TO IT, BUT A LITTLE BIT OF PROGRAMMING FOR ADULTS WITH INTELLECTUAL DISABILITIES ALSO OFFERED AT THE DOTTY JORDAN RECREATIONAL CENTER IN NORTHEAST AUSTIN. UM, SO LET ME JUST DESCRIBE THIS SIGNIFICANT, THE PLACE WHERE THERE'S NEEDS. SO WE, SINCE I'VE BEEN ON THIS COMMITTEE AND ADVOCATING ON THIS TOPIC, THE CITY HAS INCREASED TO PROVIDE CAMP, UM, SERVICES AT MACBETH REC CENTER ALL THE WAY DOWN TO THREE YEARS OLD. UM, AND THE REASON FOR THAT NEED IS THAT AT THREE, YOUR CHILD STARTS TO GO TO PUBLIC SCHOOL IF THEY HAVE DISABILITIES OR THEY'RE ELIGIBLE. AND THEY, UH, THEN IN THE SUMMER YOU DON'T HAVE CHILDCARE BECAUSE YOUR CHILD'S NOT IN A NORMAL PRE-K, THEY'RE GOING TO PUBLIC SCHOOL. SO THEY EXPANDED AND WENT ALL THE WAY DOWN TO THREE. THEY USED TO ONLY START PROGRAMMING BATH AT EIGHT, BUT THERE'S STILL NOT ENOUGH SLOTS FOR THE THREE TO 22 YEAR OLDS. THEY OFFER SEVERAL DIFFERENT PROGRAMS THAT MAKE BATH, ALL SEGREGATED, UM, ALL ONLY CHILDREN WITH DISABILITIES. UM, BUT IT IS SOMETHING IT'S CAMP. SO ALL SUMMER THEY OFFER SUMMER CAMP. IT'S SPRING BREAK, THEY OFFER A CAMP, UM, AND SINCE MANY OF US, INCLUDING OUR OWN FAMILY, OUR SON IS NOT ACCEPTED INTO ANY OTHER PROGRAMMING. SO IT'S THE ONE PLACE THAT WE'RE ABLE TO GET HIM. BUT THE PROBLEM IS THERE'S WAITING LISTS FOR THAT THREE TO 22 YEAR OLD. AND IT'S A LOT IT'S YOU GOTTA GET IN THERE. UM, AT EXACTLY 10:00 AM, WHEN REGISTRATION OPENS, YOU NEED TO HURRY UP AND GRAB A SPOT, AND THEN ALL THE, THE SPOTS ARE FULL. SO THERE'S NOT ENOUGH SPOTS FOR THREE TO 22 YEAR OLDS WITH INTELLECTUAL DISABILITIES. THAT MACBETH THERE'S ALSO, OUR SON IS NOW 22 [00:15:01] AND HE WILL ATTEND HIS LAST CAMP SESSION THIS SUMMER AT MACBETH. UM, THEN HE WILL NO LONGER BE ELIGIBLE FOR SUMMER CAMP OR SPRING BREAK CAMP AT MACBETH. WHAT HE IS POSSIBLY, HOPEFULLY GONNA QUALIFY FOR IS DAY HABILITATION SERVICES OFFERED THROUGH MACBETH, BUT MACBETH HAS LONG WAITING LISTS FOR THE TWO WAYS YOU CAN PAY FOR THOSE ADULT DAY HAB SERVICES. YOU CAN PAY FOR THAT PROGRAM THROUGH STATE FUNDING, THROUGH MEDICAID WAIVER, AND YOU CAN PAY PRIVATE PAY JUST PER WEEK, JUST LIKE YOU PAY FOR CHILDCARE. THE PROBLEM IS BOTH OF THOSE WAITING LISTS ARE VERY LONG THAT THE STATE PAY, WHICH OUR SON IS ON A STATE MEDICAID WAIVER PROGRAM, BUT THE STATE PAY IS YEARS AND YEARS AND YEARS LONG. SO TO BE ABLE TO GET HIM FREE DAY HAB SERVICES, I DON'T KNOW WHEN, IF, IF EVER THERE'LL BE ENOUGH SPACES THERE FOR HIM FOR THAT THE PRIVATE PAY LIST IS YEARS LONG TOO. AND FOR INSTANCE, MY SON WILL TURN 22. HE WON'T BE ELIGIBLE FOR, FOR BOTH SCHOOL. HE'S NOT ABLE TO GO AND JUST WORK AND BE INDEPENDENT AND WE HAVE FULL-TIME JOBS. SO IF WE CAN'T FIND SOMETHING POSITIVE FOR HIM TO BE DOING DURING THE DAY, HE ENDS UP JUST BEING HOME WITH AN ASSISTANT, NOT DOING MUCH. SO BEING OUT IN THE COMMUNITY AND DOING ACTIVITIES, BEING ENGAGED IN PHYSICAL ACTIVITY IS REALLY IMPORTANT FOR ADULTS IN THEIR MENTAL HEALTH AND PHYSICAL HEALTH. SO THERE'S NOT ENOUGH SLOTS THAT MAKE BETH, THEY HAVE THIS VERY LIMITED PROGRAMMING THAT MIGHT DOTTIE JORDAN IS FROM ONLY NINE TO TWO. THE MACBETH IS LIKE EIGHT 30 TO THREE 30, WHICH IS NOT A FULL DAY'S WORK, BUT THE DOTTIE JORDAN'S EVEN LESS. IT'S NINE TO TWO. SO, AND THERE'S VERY FEW SLOTS FOR THAT ALSO. SO WHAT I'M ASKING FOR IN THIS RECOMMENDATION IS A SPECIFIC REQUEST TO THE CITY TO AGAIN, INCREASE FUNDING FOR THESE PROGRAMS. UM, AND SO I'VE TOOK THE RESOLUTION THAT WE HAVE USED IN PRIOR UNIVERSE, AND I INSERTED THAT LANGUAGE. AND THAT'S WHAT YOU HAVE BEFORE BEFORE YOU, UM, I, I W I WANT TO ASK AND I'LL MOVE THAT WE APPROVE THIS. UM, I CAN, I WAS LOOKING TO BRING IN THE COORDINATOR FOR THE STATE OF TEXAS TO COME SPEAK TO US. SHE'S SPEAKING TO THE HOUSTON MAYOR'S COMMITTEE FOR PEOPLE DISABILITIES, UH, TO TALK ABOUT THE PROGRAM SO THAT WE COULD POSSIBLY CIRCULATE IT WITH OUR CONNECTIONS. UM, I THINK THAT THAT'S VERY REASONABLE BECAUSE, UH, THERE'S A, UH, LARGE, UM, CON THERE'S LARGE DEAF CHAMBER OF COMMERCE HEADQUARTERED IN AUSTIN. AND, UM, THEY'RE NOT ELIGIBLE FOR MEMBERSHIP AND THAT UNDER CURRENT RULES, UM, OTHER CITIES DO INCLUDE DISABILITY. UM, AND THERE ARE SMALL BUSINESS, UM, COMMUNITIES FOR DISADVANTAGED BUSINESSES, SUCH AS, UH, WE WERE TALKING ABOUT HOUSTON FOR ANOTHER REASON EARLIER.
