NOTABLY EXCEPTIONAL DROUGHT HAS RETURNED TO THE STATE FOR THE FIRST TIME SINCE JUNE, 2021. WE HERE IN CENTRAL TEXAS HAVE NOT BEEN AS AFFECTED BY THE DROUGHT. AND OF COURSE THIS IS A WEEKLY UPDATE. UM, HOWEVER, IF WE MOVE ON TO THE NEXT SLIDE, I BELIEVE, UH, WELL, IT'S ACTUALLY A COUPLE OF SLIDES DOWN, BUT IF YOU MOVE ON TO THE NEXT CYCLE, I SHOULD HAVE REARRANGED THOSE MYSELF. BUT, UM, IF WE LOOK THE NOAA THREE MONTH OUTLOOK, WE ARE, UM, LOOKING AT POTENTIALLY HAVING BELOW AVERAGE PRECIPITATION, AS WELL AS ABOVE AVERAGE TEMPERATURES FOR THE NEXT THREE MONTHS. SO WE WILL BE WATCHING TO SEE HOW, UH, TEMPERATURE AND PRECEPT PROCEED AND HOW THAT IS GOING TO IMPACT OUR COMBINED STORAGE LEVELS. YOU GO BACK ONE SLIDE. SO THE FAIR DISTRIBUTION OF BENEFITS AND BURDENS OF, UM, RELATED TO, UH, THE IMPLEMENTATION OF WATER MANAGEMENT STRATEGIES, FOR EXAMPLE, WHETHER THAT BE CONSERVATION OR AN, OR REUSE OR WATER SUPPLY STRATEGIES. UM, ON THE OTHER HAND, PROCEDURAL JUSTICE IS A CONCEPT THAT FOCUSES ON THE FAIRNESS OF A PROCESS BY WHICH YOU REACH A DECISION ABOUT HOW TO DISTRIBUTE BENEFITS AND BURDENS. SO BASICALLY HOW FAIR IS THE PROCESS WHERE YOU MADE DECISIONS ABOUT AN OUTCOME, UM, AND THAT WE'RE TRYING TO KIND OF TIE THESE TWO THINGS INTO OUR OBJECTIVES, UM, THAT YOU'LL SEE IN SOME OF THE COMING SLIDES, WE WANT TO MAKE SURE THAT WE'VE GOT A GOOD DISTRIBUTION OF BENEFITS AND BURDENS AND EQUITABLE DISTRIBUTION OF BENEFITS AND BURDENS AS WELL AS AN EQUITABLE PROCESS OF COMING TO DECISIONS. OUR GUIDING PRINCIPLE INCLUDES, UH, IT WOULD BE TO INCLUDE DIVERSE WATER MANAGEMENT STRATEGIES THAT MAKE USE OF ALL WATER SOURCES, INCLUDING REUSE CONSERVATION AND EFFICIENCY. OUR OBJECTIVE WOULD BE TO CONTINUE AUSTIN'S FOCUS ON WATER CONSERVATION AND WATER USE EFFICIENCY. AND OUR PERFORMANCE MEASURES WOULD INCLUDE OUR POTABLE GALLON PER CAPITA, PER DAY METRIC, AS WELL AS A PORTFOLIO DIVERSITY SCORE THE PORTFOLIO DIVERSITY SCORE, SOMETHING THAT WILL BE NEW FOR WATER FOR 2024, AND WOULD MEASURE, UM, HOW DIVERSE OUR PORTFOLIOS OF STRATEGIES ARE. AND THEN AS WE KIND OF LOOK AT THE DIFFERENT PORTFOLIOS OF STRATEGIES, ARE THERE ADJUSTMENTS THAT WE CAN MAKE TO THE PORTFOLIOS TO IMPROVE THAT DISTRIBUTION OF BENEFITS AND BURDENS? AND, UM, AND THEN WE ALSO TALKED ABOUT BRINGING FORWARD THE, UM, JUST CAUSE IT'S SO IMPORTANT. I THINK THE KEY, UM, EVALUATION IS GOING TO BE AT THE PORTFOLIO LEVEL BECAUSE ALL OF THESE STRATEGIES KIND OF WORK TOGETHER. UM, SO WHEN WE'RE THINKING ABOUT IT AT THAT HIGH LEVEL, AND WITH THE KIND OF IDEA OF HAVING A HUNDRED-YEAR PLAN THAT HAS NEAR TERM IMPLEMENTATION, YOU KNOW, IMPACTS IT'S REALLY STRATEGIC LEVEL PLANNING. SO I DON'T THINK WE'RE GETTING DOWN INTO THE LEVEL OF, FOR EXAMPLE, LIKE DOING AN EQUITY AND AFFORDABILITY ANALYSIS OF POTENTIAL CODE LANGUAGE. YOU KNOW, WE WON'T HAVE LIKE DRAFT CODE LANGUAGE WHERE WE CAN LIKE REALLY DIVE IN AND KIND OF MAKE AN ASSESSMENT OF, YOU KNOW, THESE WOULD BE SPECIFIC AFFORDABILITY IMPACTS OF, YOU KNOW, ON SPECIFIC BUILDING TYPOLOGIES. I THINK WE CAN PROBABLY DO A HIGHER LEVEL OF ANALYSIS ON, YOU KNOW, THESE COULD POSSIBLY BE A RANGE OF IMPACTS THAT WE COULD SEE DEPENDING ON, YOU KNOW, SPECIFIC IMPLEMENTATION AND KIND OF LIKE TACTICAL, UH, STRATEGIES THAT ARE TO BE DEVELOPED. SURE. UM, JUST TO ADD TO THAT, IF WE LOOK AT SOME OF THE IMPLEMENTATION WORK WE'RE ALREADY KIND OF DOING LIKE THE ASR PROJECT, WE HAVE AN EQUITY AND AFFORDABILITY PROCESS FOR THAT. I'M THINKING ABOUT OUR SMART METERS, MY ATX WATER, YOU KNOW, WE HAVE WORKING GROUPS WITHIN OUR STAFF TO KIND OF LOOK AT EQUITY AND AFFORDABILITY IMPACTS OF THAT. SO THIS IS MORE OF THE HIGH LEVEL, BUT AS WE GET INTO IMPLEMENTATION OF THOSE OF THESE, I GUESS, STRATEGIES LIKE LATER, THAT'S SOMETHING THAT OUR STAFF IS DEFINITELY PRIORITIZING. YES, ABSOLUTELY. UM, WE SELECTED THOSE FIVE GCMS BASED ON THEIR PERFORMANCE FOR OUR AREA, THE AVAILABILITY OF DATA FOR EACH OF THOSE GCMS, AND THEN THE LEVEL OF EFFORT REQUIRED TO GET DATA FROM THOSE. UM, LET'S SEE, WE, UH, DISCUSSED KIND OF THE BENEFITS, UM, OR OF, UH, POTENTIALLY EITHER REGRETTING THE DATA OR DOWNSCALING TO A SPECIFIC POINT. UM, THE BASIN, EH, THE DATA FOR THIS IS GOING TO BE, UH, KIND OF MODELED THROUGH 27 GRID CELLS THAT ARE ONE DEGREE BY ONE DEGREE GRID CELLS. THAT'S IN ALIGNMENT WITH THE, UM, EVAPORATION QUADRANGLES THAT ARE COMING FROM T WDB, UM, IN THE LAST WATER FORD CYCLE, WE ACTUALLY REGRETTED, UH, OR WE DOWNSCALED THE DATA TO INDIVIDUAL WEATHER STATIONS SO THAT WE COULD DO A COMPARISON OF, UM, YOU KNOW, HOW WELL THE INDIVIDUAL WEATHER, HOW WELL THE GCMS, UM, REPLICATED DATA FROM THE INDIVIDUAL WEATHER STATIONS. BUT THIS TIME AROUND AS KIND OF LIKE A, UH, AN EFFICIENCY MEASURE, WE'RE THINKING INSTEAD OF NEEDING TO DO THAT DOWN-SCALING TO THE INDIVIDUAL POINT, UM, WE'RE JUST GOING TO GO WITH THE ONE DEGREE SQUARES. UM, THIS IS, UH, UH, AN ACCEPTABLE LEVEL, UH, AN ACCEPTABLE RESOLUTION FOR THE INFORMATION THAT'S NECESSARY FOR WHAM INPUTS. UH, THEY ONLY PRESENTED THE MEAN TEMPERATURE DATA, BUT THEY'RE GOING TO BE DEVELOPING SOME ADDITIONAL INFORMATION THOUGH THEY'LL BE PRESENT, UM, THAT WE'LL BE ABLE TO SHARE IN THE COMING WEEKS AND MONTHS.
