OUR COLLEAGUES, WE'RE GOING TO [00:00:01] GO AHEAD AND RECESS. THE AUSTIN CITY COUNCIL MEETING, UH, HERE AT, UH, 11, 10, OR JUST A MOMENT. UH, WE'RE GOING TO THEN CONVENE THE AUSTIN HOUSING FINANCE CORPORATION MEETING HERE ON MARCH 24TH, 2020. A BOARD OF DIRECTORS ARE PRESENT 2022. WHAT WHAT'D I SAY? 20 20, 20, 20, 20 22. UM, WE'VE KIND OF LOST A COUPLE OF YEARS IN THERE AND WE DON'T WANT TO REPEAT THAT, REPEAT THEM. UM, BUT UH, WE HAVE A QUORUM PRESENT. UH, WE'RE GOING TO GO AHEAD [Consent] AND CONVENE THIS MAYBE FOR THE PURPOSE OF TAKING PUBLIC TESTIMONY. UH, I THINK WE HAVE ONE SPEAKER, UH, SIGNED UP. WOULD YOU PLEASE CALL HER SYNOVIA? JOSEPH? THANK YOU. MAYOR COUNCIL. I'M SYNOVIA. JOSEPH MAY ARE, DO I HAVE TWO MINUTES OR THREE, THREE MINUTES. THANK YOU, MAYOR. MY OPPOSITION SPECIFICALLY AS IT RELATES TO THE AUSTIN HOUSING FINANCE CORPORATION, ITEM ONE IS SPECIFICALLY THE $458,000 SPECIFIES THAT THIS FUNDING IS COMING FROM THE ANTI-DISPLACEMENT FUND SPECIFICALLY RELATED TO PROJECT CONNECT ON YOUR AGENDA TODAY. HOWEVER, YOU DO HAVE THE COMMUNITY ADVISORY COMMITTEE BYLAWS, WHICH SPECIFIES THAT ANTI-DISPLACEMENT AND EQUITY MATTERS WILL BE BROUGHT BEFORE THAT COMMITTEE. BEFORE YOU TAKE ACTION, I WANT TO REMIND YOU AS WELL THAT YOUR JOINT POWERS AGREEMENT 3.2 0.2, THE PRIORITY POPULATION SPECIFIES THAT BIPAP, WHICH I HATE THAT TERM, BUT IT'S IN THE LANGUAGE. BLACK INDIGENOUS AND PEOPLE OF COLOR ARE PRIORITY POPULATIONS FOR COMMUNITY OUTREACH. SO MY QUESTION, AS IT RELATES TO THIS FOURPLEX, THERE IS THEREFORE TWO BEDROOM UNITS. WHAT BLACK PEOPLE HAVE YOU SPOKEN TO? WHAT ORGANIZATIONS HAVE YOU COMMUNICATED WITH? HOW DID GREG SMITH COME TO THIS PROJECT? AND SPECIFICALLY, HOW IS THIS GOING TO IMPROVE ECONOMIC DEVELOPMENT? YOU JUST HEARD FROM MR. WATSON TALKING ABOUT THE NEEDS AND ETHOS. AND SPECIFICALLY, I WANT YOU TO RECOGNIZE THAT THIS ANTI-DISPLACEMENT FUND IS REALLY A FORCE. AND SO RESPECTFULLY MAYOR, I'M NOT SURE WHY YOU HAVE SUCH AN AVERSION TO BLACK PEOPLE. THIS IS NOT GOING TO GROW ANY TYPE OF WEALTH IN EAST AUSTIN. YOU HAVE ON YOUR AGENDA TODAY, 56, THE COLONY PARK, SUSTAINABLE COMMUNITY INITIATIVE. THAT IS NOTHING MORE THAN A REGURGITATED RESOLUTION. WHAT I WANT YOU TO RECOGNIZE IS THAT JUST YESTERDAY, MAYOR THE EMAIL REPORT, SPECIFIES THAT PEOPLE HAVE LOST FAITH IN THIS PROCESS AS IT RELATES TO PROJECT CONNECT. SO UNLESS YOU'RE JUST GOING TO GO THROUGH THE MOTIONS AND THIS IS MERELY AN EXERCISE IN FUTILITY, I WOULDN'T ASK YOU TO PAUSE THIS ITEM, GO OUT TO THE COMMUNITY AND RECOGNIZE THE NEED FOR HOME OWNERSHIP. I SUPPORT HOME OWNERSHIP IN THIS AREA. THIS IS IN THE AREA OFF OF LOYOLA LANES. THIS IS NOT A PRIORITY FOR ANTI-DISPLACEMENT. AND AS IT RELATES TO THE RESOLUTION THAT TALKS ABOUT CALLING ME PARK, THE GREEN LINE, SPECIFICALLY JUNE 20TH, 2017, TODD HEMINGSON TOLD TRAVIS COUNTY COMMISSIONER'S COURT. IT DOES NOT MEET THE RIDERSHIP FOR FEDERAL TRANSIT ADMINISTRATION FUNDING. IT HAS TO BE LOCALLY FUNDED AND NATASHA HARPER MADISON, THE DISTRICT ONE COUNCIL MEMBER ASKED THIS QUESTION DURING THE MOBILITY COMMITTEE, THIS IS DISINFORMATION AND THAT LANGUAGE NEEDS TO BE CHANGED AND IT NEEDS TO ACCURATELY REFLECT WHAT IS HAPPENING. IF YOU'RE GOING TO DO ANYTHING IN THIS AREA, THERE NEEDS TO BE HOME OWNERSHIP. AND I WOULD JUST ASK THE COUNCIL, 84 0 2 GORE CREEK CIRCLE, WHICH IS NEAR ROUTE 3 37, THE SOUL FREQUENT BUS LINES TO CONSIDER A PLOT OF LAND SO THAT PEOPLE CAN GROW THEIR OWN FOOD, HOME OWNERSHIP, WHERE YOU HAVE THE, YOU ACTUALLY OWN THE LAND AND SOMEONE CAN ACTUALLY HAVE, UH, SOME TYPE OF EQUITY IN THE PROPERTY, BUT THEY DON'T OWN THE LAND. YOU ACTUALLY THROUGH THE COMMUNITY LAND TRUST. IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER. THE MATH IS FINE. THANK YOU. THANK YOU VERY MUCH. WE HAVE ANY OTHER SPEAKERS TO SPEAK. THAT IS ALL. THANK YOU. I'M GOING TO GO AHEAD AND RECESS. THE AUSTIN HOUSING FINANCE CORPORATION MEETING HERE AT 1115 AND AT 1243, I'M GOING TO CONVENE THE AUSTIN HOUSING FINANCE CORPORATION MEETING. UH, WE'RE HERE IN CITY HALL. UH, WE WERE CONVENED EARLIER. WE'VE HEARD PUBLIC COMMENT. UH, NOW TIME FOR US TO TAKE CARE OF THE AGENDA STAFF. YOU WANT TO TAKE US THROUGH, UH, ITEMS, [00:05:01] UH, MAYOR MANDY DEMOUNT, AUSTIN HOUSING, FINANCE CORPORATION. WE ONLY HAVE ONE ITEM, UM, ON THE AGENDA TODAY AND THAT IS TO AUTHORIZE STAFF TO MOVE FORWARD WITH A, UH, LOAN TO AUSTIN REVITALIZATION AUTHORITY, A R A OR THE ACQUISITION OF A FOURPLEX IN THE COLONY PARK LAKESIDE AREA AT 84 0 2 GUARD CREEK CIRCLE. AND THIS IS FOR THE ACQUISITION AND REHAB IN THE HOME WILL BE, OR ALL FOUR UNITS WILL BE RENTED TO FOLKS AT OR BELOW 50% MEDIAN FAMILY INCOME OR THE REGULATIONS OF OUR BRAND NEW AD CAP PROGRAM, WHICH IS OUR ANTI DISPLACEMENT COMMUNITY ACQUISITION PROGRAM UTILIZING OUR PROJECT CONNECT ANTI-DISPLACEMENT POWERS. GREAT, THANK YOU. IS THERE A MOTION TO APPROVE THIS ITEM? COUNCIL MEMBER HARPER MADISON MAKES THE MOTION. COUNCILMEMBER MEMBER READ TERESA SECONDS AND DISCUSSION. ACTUALLY IT WAS DIRECTOR HARPER, MADISON, AND DIRECTOR A RENT 30. YET THOSE IN FAVOR, PLEASE RAISE YOUR HAND. THOSE OPPOSED UNANIMOUS WITH, UH, UH, DIRECTOR BELL OFF THE DYESS THAT PASSES, UM, AND WITH THAT BEING OUR ITEMS. THANK YOU VERY MUCH, MANDY, FOR BEING WITH US.
