[00:00:01]

EVERYONE ELSE IS VIRTUAL WITH US THIS EVENING.

UM, AND I DON'T KNOW IF, UM, THOSE OF Y'ALL WHO ARE WITH US VIRTUALLY, IF YOU HAPPEN TO HEAR MATT A FEW MINUTES AGO, HE SAID THAT FOR ANY VOTES THAT WE'RE DOING, JUST MAKE SURE YOUR CAMERA IS ON AND YOUR AUDIO AS WELL.

AND YOU JUST HAVE TO RAISE YOUR HAND AND SAY, I SAID, THEY GET THAT FOR THE RECORDING.

UM, SO WE CAN GO AHEAD AND GET STARTED.

[Austin Independent Citizen's Redistricting Meeting]

IT IS 6:16 PM.

WE HAVE NINE COMMISSIONERS PRESENT.

UM, SO WE'LL CALL THE ORDER OF THE INDEPENDENT CITIZENS REDISTRICTING COMMISSION MEETING THIS WEDNESDAY, APRIL SIX.

UM, JUST REALLY QUICK.

Y'ALL WE DO NOT HAVE OUR ADMINISTRATIVE MANAGER CHRISTINE WITH US TONIGHT, BUT I JUST WANT TO SAY WE'RE GRATEFUL FOR ALL THE WORK THAT SHE HAS PUT INTO MAKING THIS MEETING POSSIBLE.

UM, AND THAT IS WITH US.

SO GO AHEAD AND DO ROLL CALL.

ALL RIGHT.

QUESTION.

I WANT TO SAY YOUR NAME, JUST SAY HERE, RAISE YOUR HAND.

PINON MORRIS.

PARDON? SNYDER HERE.

UPSTATE.

IT'S ALWAYS HERE LANDS.

KAMBO HOLD THEIR OWN.

Y YEAH, LIKE I'LL COME.

HMM.

OKAY.

SO WE HAVE NINE, WE HAVE A QUORUM.

GREAT.

AND MATT, IF YOU'RE ABLE TO SHARE YOUR SCREEN, IT'LL JUST BE A COUPLE OF THINGS TONIGHT, BUT TO BE GREAT, IF YOU CAN TAKE US THROUGH THE AGENDA.

OKAY.

SO HERE'S OUR AGENDA.

IT'S MEETING, MEETING GOAL, IDENTIFY TOP CANDIDATES TO FILL COMMISSION VACANCY, IDENTIFY FUTURE 2022 MEETING DATE, PUBLIC COMMUNICATION.

UH, NOBODY SIGNED UP AND NOBODY'S HERE IN PERSON.

EITHER.

ADAM WANTED APPROVAL OF MINUTES.

ITEM TWO NEW BUSINESS.

THE ICRC MAY DISCUSS AND TAKE ACTION ON THE FOLLOWING AGENDA ITEMS, A IDENTIFY TOP THREE CANDIDATES REPLACED, OPEN SHARE ON COMMISSION.

THEY IDENTIFY FUTURE 2022 MEETING DATE REGARDING ACTUAL POTENTIAL ANNEXATION ON THIS AND JUST ANNEXATIONS C UT OSHA, LIFELONG LEARNING INSTITUTE, BUT DISCUSSION DE HOUSEKEEPING.

UM, AGAIN, THREE UNFINISHED BUSINESS.

THE ICRC MAY DISCUSS AND TAKE ACTION ON THE FOLLOWING AGENDA ITEMS, THE WEBSITE UPDATE THE FINAL REPORT UPDATE, AND THEN FUTURE AGENDA ITEMS. THANK YOU SO MUCH FOR THAT.

UM, SINCE WE HAVE NO CITIZEN COMMUNICATION, UH, WE CAN GO RIGHT INTO OUR FIRST ORDER OF BUSINESS AGENDA ITEM ONE, APPROVING THE MINUTES FROM THE JANUARY 19TH MEETING.

UM, AND THE MINUTES FOR THE PREVIOUS MEETING, UM, HAVE BEEN DISTRIBUTED THE EMAIL.

ARE THERE ANY CORRECTIONS TO THE MINUTES? OKAY.

I JUST HAD ONE MINOR THING.

I THINK THAT'S NUMBER TWO, THIS THERE'S A SECOND NUMBER TWO, AND IT SHOULD BE A NUMBER THREE FOR UNFINISHED BUSINESS.

UH, BUT IF THERE ARE NO FURTHER CORRECTIONS, THE MINUTES ARE APPROVED, WE'LL MOVE ON TO NEW BUSINESS.

UM, SO FIRST TO IDENTIFY TOP THREE CANDIDATES TO REPLACE OPEN CHAIR ON COMMISSION, I THINK WE WILL ACTUALLY TRY TO PICK MORE THAN THREE, BUT WE WILL GET INTO THAT.

UM, I WANT TO SAY REALLY QUICK JUST TO REMEMBER ROBERT SCHOOL'S PROCEDURES FOR THE DISCUSSION THIS EVENING.

SO, UM, IF YOU HAVE ALREADY SPOKEN ABOUT A PARTICULAR CANDIDATE, GIVE OTHERS A CHANCE TO SPEAK, UM, AND JUST MAKE SURE THAT YOU, UH, INTEREST THE CHAIR WHEN YOU WANT TO SPEAK, AND THEN YOU'LL BE RECOGNIZED.

UM, AND JUST TRY NOT TO, UM, SIGNAL THAT YOU WANT TO SPEAK WHILE SOMEONE ELSE IS STILL SPEAKING.

UM, THERE'S OF COURSE OTHER THINGS, BUT WE WON'T GET INTO ALL THAT.

JUST WANTED TO KIND OF GIVE THOSE, UM, REMINDERS TO Y'ALL.

AND THEN, UM, REAL QUICK, I'M GOING TO READ YOU A COUPLE OF, UM, NOTES, ONE FROM PHONG LEE, AND THEN ONE FROM BJ MORRIS.

THEY JUST WANTED TO SHARE WITH YOU ALL THEIR RESIGNATION.

UM, EACH ONE IS JUST A, A SMALL PARAGRAPH.

SO, UM, LONG SAID IT HAS BEEN A GREAT PLEASURE TO WORK AND COLLABORATE AMONGST ALL OF YOU COMMISSIONERS AND CITY STAFF, THROUGH YOUR DEDICATION AND HARD WORK.

WE WERE ABLE TO ACHIEVE SOMETHING THAT WILL AFFECT AND SHAPE AUSTIN FOR THE NEXT 10 YEARS.

HOWEVER, THE WORK IS NOT DONE AND YOU ALL MUST CONTINUE ON WITHOUT ME, I'M MOVING OUT OF AUSTIN AND A NEW COMMISSIONER WILL BE CHOSEN TO TAKE MY PLACE.

THANK YOU AGAIN FOR YOUR TIME AND SHOWING ME THE UTMOST

[00:05:01]

RESPECT.

THIS IS A FAREWELL, BUT NOT A GOODBYE.

THANK YOU AGAIN AND BEST OF LUCK.

AND THEN BJ MORRIS SAID EFFECTIVE MARCH 31ST, 2022.

I'LL BE TENDERING.

MY RESIGNATION TO THE ICRC IS COMMISSIONER FROM DISTRICT THREE AND ICRC TREASURER DUE TO ONGOING PERSONAL REASONS.

I HAVE NOT BEEN ABLE TO DEDICATE THE AMOUNT OF TIME AND ATTENTION TO THE MISSION OF THE ICRC THAT IT DESERVES.

AND FOR THAT, I APOLOGIZE, I'M GRATEFUL FOR HAVING HAD THE OPPORTUNITY TO BE PART OF THE ICRC, AND I WISH YOU ALL THE BEST AS YOU CONTINUE YOUR SERVICE TO THE CITY COUNCIL DISTRICTS IN BOSTON, SINCERELY BJ.

UM, SO I JUST WANTED TO SHARE THOSE WITH Y'ALL AND WE'RE GOING TO MISS THOSE TWO COMMISSIONERS AND WE APPRECIATE GREATLY THEIR TIME AND THEIR EFFORT ON THE ICRC OVER THE LAST YEAR.

UM, BUT WITH THAT BEING SAID, LET'S REVIEW OUR TOP CANDIDATES.

UM, AND THANK YOU ALL FOR, UM, FOR THOSE OF YOU WHO WERE ABLE TO PUT NAMES IN.

AND IF YOU WEREN'T, YOU'RE ABSOLUTELY ABLE TO, YOU KNOW, TO SHARE YOUR NAMES, IF YOU DON'T, IF THERE'S A NAME ON YOUR MIND THAT YOU DON'T SEE ON THIS LIST, UM, WE CAN BRING THAT INTO THIS DISCUSSION TONIGHT AS WELL.

UM, BUT MY HOPE AND MY SUGGESTION FOR HOW TO PROCEED IS BASICALLY, UM, JUST, YOU KNOW, WE HAVE THESE FIRST CHOICE CANDIDATES AND WE GAVE THEM POINTS.

SO THE FIRST CHOICE GOT THREE POINTS, SECOND CHOICE GOT TWO POINTS AND THEN THIRD CHOICE GOT ONE POINT.

UM, AND IF WE CAN AGREE TO THIS, WE COULD JUST SAY THAT THE TWO CANDIDATES WHO GOT THE MOST POINTS OVERALL WILL FILL THE TWO VACANT SEATS.

UM, AND THEN TO BE SAFE, WE WANT TO HAVE A FEW NAMES IN ADDITION TO OUR TOP SELECTIONS.

UM, SO THEN THE REST OF THOSE NAMES THAT GOT MORE THAN ONE NOMINATION COULD BECOME THE BACKUP CANDIDATES, AND THEN THOSE COULD BE CALLED IN THE ORDER THAT THEY'RE LISTED IN THAT SPREADSHEET THAT I SHARED WITH YOU TODAY.

UH, AGAIN, THIS IS ONLY A SUGGESTION FOR HOW TO MOVE FORWARD.

UM, SO TOTALLY OPEN TO ANY SUGGESTIONS YOU ALL HAVE FOR HOW TO NAVIGATE SELECTING THE TOP CANDIDATES TO REPLACE HONG AND BJ.

I NAMED THREE, THEY'RE ALL LISTED HERE IN THE ORDER IN WHICH I HAD IGNORED.

GREAT.

UM, COMMISSIONER FALCO.

I HAVE A QUESTION I ASKED CHRISTINE AND, UM, I GUESS THAT I WOULD WONDER HOW NOT HAVING REPRESENTATION FROM DISTRICT THREE WOULD PLAY IN.

SO I DEFINITELY CONSIDERED THAT WHEN I DID MY SELECTIONS, BUT I'M NOT SURE HOW THAT'S REFLECTED IN THIS RANK SYSTEM.

SO COULD YOU LET US KNOW THAT'S AN EXCELLENT POINT.

UM, IF YOU'RE ABLE TO SEE THE DOCUMENT, UM, AND MATT, MAYBE YOU CAN SHARE YOUR SCREEN.

UM, WE WERE ABLE TO SEE PEOPLE'S RATIONALE FOR PICKING THESE, AND I SEE THAT PEOPLE DEFINITELY MADE THEIR FIRST CHOICE BASED ON DISTRICT THREE, THAT IS A STRONG, UH, INFLUENCE HERE ON THE, ON THE SELECTION.

BUT I'M ALSO HAPPY TO READ JUST AN ABBREVIATED PORTION OF THE CHARTER.

I ACTUALLY HAVE ALL THE LANGUAGE ON HAND, BUT I'LL SPARE, Y'ALL READING IT OUT LOUD, BUT IF YOU WANTED TO JUST JOT IT DOWN, UM, THE SECTIONS THAT WE'RE FOLLOWING IN MAKING THIS CHOICE ARE, UM, THREE I NINE, UH, THREE J TWO, AND THEN, UM, THREE D ONE AND 3D FOUR, BECAUSE I THINK WE REALIZED THERE WAS LIKE A TYPO IN THE, IN THE CHARTER.

UM, SO THOSE ARE ALL OF THE, UM, YOU KNOW, UH, PORTIONS THAT WE ARE REALLY LIKE USING TO GUIDE OUR DECISION HERE.

UM, IN THE CHARTER, IT DOES SAY THAT THESE SHOULD, TO THE EXTENT POSSIBLE HAVE REPRESENTATION ACROSS ALL OF THE DISTRICTS.

UM, AND SO THAT WAS MY INTENTION AS WELL IN MAKING A SELECTION WAS, UM, MY TOP CANDIDATES WERE FROM DISTRICT THREE.

UH, AND I, IT LOOKS LIKE MANY OF US DID THAT AS WELL.

UM, SO DOES THAT, DOES THAT HELP ANSWER YOUR QUESTION, COMMISSIONER FOLK ON IT DOES.

THANK YOU.

I AM NOW ABLE TO SEE, SORRY, I DIDN'T SEE THAT AT FIRST, SO THANK YOU.

NO WORRIES.

NO WORRIES.

I I'M SORRY.

I GOT THAT OUT.

AS SOON AS I COULD SEE Y'ALL, UM, CHRISTINE WAS, IS OUT OF TOWN.

SO, UM, I HAD TO KIND OF DO THIS LIKE LATE LAST NIGHT AND THEN GET IT OUT TO Y'ALL AS SOON AS I COULD TODAY.

UM, SO HERE IT IS.

UM, DO WE HAVE ANY OTHER SUGGESTIONS FOR HOW TO MOVE FORWARD OR ARE YOU ALL AGREEABLE TO MY SUGGESTION, UH, VICE CHECK-INS ELLISVILLE, UM, I WOULD MAKE A MOTION THAT WE FOLLOW THE SPREADSHEET HERE.

UH, WE'D HAVE SIXTH GRADE CANDIDATES, YOU KNOW, LET'S DO AN ORDER OF A POINT SYSTEM, UM, TALK TO CLEARLY, UM, OUR PREFERRED OR TOP CANDIDATES.

AND IF EVERYONE IS AGREEABLE, UM, IT WOULDN'T BE COMMOTION THAT WE FOLLOW SPREADSHEET AS PRESENTED.

AND I THINK, UNFORTUNATELY I'M NOT ABLE TO VIEW EVERYONE ON THE SCREEN WHILE WE'RE SHARING.

SO IF YOU WANT TO SPEAK UP, UM, IF YOU HAVE

[00:10:01]

SOMETHING TO SAY, I DO SEE COMMISSIONER FALCON.

YEAH.

I'M SEEING THAT, UM, THE W THE THREE ON THE LIST, THEY ALL HAVE THREE POINTS.

SO, UH, CAN WE TALK ABOUT HOW WE, IF IN THE UNFORTUNATE SITUATION THAT WE DO GET THERE? UM, I GUESS THAT WOULD BE MY CONCERN.

I WONDER IF MAYBE WE SHOULD LOOK AT THOSE THREE, UM, LIKE REVOLT FOR AN ORDER OF THOSE.

UM, SO THAT WOULD BE MY ONLY CONCERN WITH THE MOTION, UH, THAT COMMISSIONER GONZALEZ PRESENTED, UH, COMMISSIONER FALCO.

ARE YOU SAYING THAT, UM, IF THE FOLKS WHO ARE IN THE TOP THREE, IF THEY DON'T ACCEPT, UM, BEING ON THE COMMISSION, THEN WE WOULD HAVE TO HAVE ANOTHER MEETING.

IS THAT YOUR CONCERN OR NO? WHAT I'M SAYING IS THAT, UM, I GUESS, UM, THE PERSON WITH THE LAST NAME, BOONE TOES, SARAH, UM, HILL AND MCDANIEL, THEY ALL WERE AWARDED THREE POINTS.

SO IF WE GET TO THAT PLACE ON THE LIST, HOW WOULD WE, YOU KNOW, DECIDE WHO WAS, I GUESS, 1, 2, 3 FOURTH, WHO WAS FIFTH AND WHO WAS SIX? CAUSE NORMALLY IF PEOPLE HAVE LIKE THE SAME POINTS, THEY WOULD ALL BE LIKE NUMBER SIX.

AND WHAT I'M ASSUMING HAPPENED IS THAT YOU TRY TO RANK THEM BY LIKE, WHO WAS THE FIRST CHOICE, WHO WAS THE SECOND CHOICE.

BUT I THINK THAT IF WE LOOKED ONLY AT THOSE THREE, THEN WE MIGHT HAVE A DISTINCT ORDER THAT WE MIGHT ADVOCATE FOR.

SO MY SUGGESTION IS FOR US TO, UM, YOU KNOW, ORDER THESE.

SO WE HAVE A DISTINCT FOURTH PERSON, FIFTH PERSON, AND SIX PERSON, SO THAT AT THE END WE CAN HAVE A LIST THAT'S ONE THROUGH SIX AND NOT THEY'LL HAVE THE LAST THREE KIND OF BE TIED.

THAT MAKES SENSE.

I WOULD AGREE WITH THAT.

I WOULD ALSO JUST POINT THANK YOU.

COMMISSIONER FELT GONE.

WE TRIED TO RANK THEM AND KIND OF WITH, UM, TWO, THREE FIVES, YOU KNOW, THEY, THEY HAD THREE POINTS, BUT IT WAS THE FIRST CHOICE.

SO IN MY MIND THAT WOULD BE FOURTH.

UM, AND THEN THE OTHER TWO HAD SIMILAR, UM, PLACINGS.

SO THEY WOULD BE TIED FOR FIT IN A WAY OR, OR TIED FOR SIXTH, BUT I WELCOME THE SUGGESTION AND GETTING A PROPER BORDER FOR THESE LAST THREE CANDIDATES.

THAT WAS JUST THE INTERSECTION OF THE ADDITIONAL WORDAGE ON THE SIDE OF THEIR POINTS.

SURE.

A FISHER AND FELL CON, DID YOU HAVE ANY SUGGESTION FOR HOW TO PROCEED? DID YOU WANT TO JUST START WITH LOOKING AT THE COMMENTS, UM, THAT WE PROVIDED OR DO YOU WANT TO JUST GO RIGHT INTO THEIR APPLICATION? I QUICK QUESTION, UM, WHAT HAPPENS IF WE DON'T DO THAT? UM, WE WOULD HAVE TO HAVE ANOTHER MEETING IN CASE, IS, IS THAT WHAT WE'RE TRYING TO PREVENT? SO I GUESS WHAT I'M SAYING IS LIKE, LET'S JUST SAY WE REACHED OUT TO THESE THREE FOLKS.

ONLY ONE OF THEM WANTS TO MOVE FORWARD THEN WHAT, WHAT OUR NEXT STEPS IN THAT SCENARIO.

RIGHT.

I THINK THAT MY, UM, ORIGINAL SUGGESTION WAS TO JUST KIND OF START CALLING DOWN THE LIST.

UM, BUT I THINK THAT KRISHA FOUCAULT IS SUGGESTING TO BE A LITTLE MORE THOUGHTFUL ABOUT IT AND, AND REALLY RANK THEM.

UM, I WILL SAY JUST, JUST AS A, A SIDE NOTE, UM, YOU KNOW, THESE REPLACEMENTS, THEY WILL BE FULLY FLEDGED MEMBERS OF COURSE, OF THE COMMISSION, BUT SINCE THE ICRC HAS ALREADY FULFILLED ITS PRIMARY DUTIES, I MEAN, WE'RE REALLY JUST ESSENTIALLY MEETING ONCE A YEAR, YOU KNOW, TO HANDLE THE ANNEXATIONS AT THAT YEAR, FROM THIS POINT ON.

SO, UM, THAT'S JUST SOMETHING TO CONSIDER IN, IN MAKING THE SELECTIONS.

I THINK A PRIORITY FOR ME IS KNOWING THAT THEY WILL BE IN AUSTIN LONGTERM.

SO WE DON'T HAVE TO DO THIS AGAIN, COMMISSIONER FALCON AND THEN COMMISSIONER BLANK.

YEAH.

I THINK THAT'S PART OF MY CONSIDERATION GIVEN THAT, UM, YOU KNOW, MOST OF THE WORK IS DONE.

I THINK THERE'S A HIGH LIKELIHOOD THAT PEOPLE WILL NOT ACCEPT THE NOMINATION.

SO THAT'S WHY IT'S IMPORTANT TO ME THAT WE HAVE IT WELL RANKED ALL THE WAY DOWN THE LIST.

THIS MIGHT, UH, SOUND CONTRARY TO THAT.

I SUPPOSE I WAS JUST, YOU KNOW, FOR THE LAST THREE, SINCE THEY ALL HAVE THREE POINTS, I MEAN, I SEE YOU PUT THE FIRST PERSON WITH THE ONE FIRST CHOICE PLACE KIND OF IN THE FOURTH SPOT.

AND THEN THE LAST TWO PEOPLE WERE THE KIND OF INDISTINGUISHABLE IN TERMS OF LIKE INTENSITY OF PREFERENCE HERE.

I MEAN, I THINK UNLESS, YOU KNOW, PEOPLE WOULD LIKE TO SPEAK UP IN FAVOR OF, YOU KNOW, A CERTAIN CANDIDATE BEING IN THE FOURTH SPOT AND THEN IN FAVOR OF A CERTAIN CANDIDATE BEING THE FIFTH SPOT, GIVEN THAT THIS IS SOMEWHAT OF A FORMALITY IN TERMS OF THE POSITION AND ALL THAT, I'LL MAKE AN ALTERNATIVE SUGGESTIONS.

WE COULD JUST USE RANDOM NUMBER GENERATOR FOR THE THREE AND PUT THEM IN THE ORDER AND THEN NOBODY'S GOING

[00:15:01]

TO LIKE THAT.

BUT IT'S ALSO LESS PEOPLE WANT TO SPEAK UP.

I'M JUST THINKING THE ALTERNATIVE IS, I THINK PEOPLE ARE GONNA NEED TO SAY WHY THEY THINK SOMEONE SHOULD BE IN THE FOURTH SPOT EXPLICITLY, WHICH IS FINE.

I'M HAPPY TO HAVE THAT CONVERSATION, BUT I THINK WE SHOULD GET THAT CONVERSATION STARTED IF THAT'S WHAT WE'RE DOING.

SO I THINK EITHER LET'S START HAVING SOMEONE SUGGEST, YOU KNOW, MAKING A MOTION TO PUTTING SOMEONE IN THE FOURTH SPOT AND WHY, AND WE CAN DO IT, OR LET'S JUST RUN A RANDOM NUMBER GENERATOR AND PICK THE LAST THREE SPOTS IN ORDER.

AND HOPEFULLY ONE OF THE FIRST TWO OF THE FIRST THREE PEOPLE SAY, YES, ALL RIGHT.

YEAH, I'LL GO FIRST.

YOU KNOW, MY, MY SUGGESTION WOULD BE TO LEAVE THE INDIVIDUAL WHO WAS PLACED AT LEAST ONCE AND THE FIRST CHOICE AS FOURTH.

AND THEN IF YOU LOOK AT SOME OF THE NOTES FOR GAGNON HILL, UM, SPECIFICALLY, I'M LOOKING AT THE THIRD CHOICE SECTION, THEY DIDN'T KNOW THE DISTRICTS, UM, DISTRICT ONE AND DISTRICT FOUR, THERE WAS LESS REPRESENTATION FOR DISTRICT FOUR CURRENTLY THAN THERE IS DISTRICT ONE.

SO MY VOTE WOULD MAYBE GO ABOVE MCDANIEL.

SO IT WOULD BE PUNTO PIDDLE, DANIEL FOURTH, FIFTH AND SIXTH.

IN MY OPINION, DID WE CONFIRM THAT THESE ARE STILL THEIR DISTRICTS BECAUSE, UM, THIS PERSON MENTIONED A NEIGHBORHOOD ASSOCIATION THAT I THINK, I THINK THEY MAY BE IN A DIFFERENT DISTRICTS NOW THAN WHAT WAS ON THEIR ORIGINAL APPLICATION.

THAT'S A GREAT QUESTION.

UM, WE ARE WORKING WITH THE INFORMATION THAT THEY HAD GIVEN US IN 2020 WHEN WE ALL APPLIED.

SO FISHER SNYDER THE NEW DISTRICTS ENFORCED.

NOW, ONCE WE AGREED UPON, ARE THEY ENFORCED AT THIS POINT? WELL, I THINK THERE WAS LIKE A LITTLE BIT OF CONFUSION ABOUT THAT KIND OF ALL THE WAY AROUND, UM, LIKE, ESPECIALLY WITH THE SPECIAL ELECTION, BUT ANYWAY.

SURE.

YEAH.

SO MY UNDERSTANDING TALKING WITH LAW IS, UM, YEAH, YELLOW FOR THE MAP LAST YEAR.

UM, THERE'S NO EFFECTIVE DATE OF THE ACTUAL MAP FITS IT'S IT IT'LL BE USED TO DETERMINE, UM, WHICH CANDIDATES RUN FOR CITY COUNCIL DISTRICTS FOR THE NOVEMBER, 2022 GENERAL ELECTION NOW, BUT THE NEW MAPS HAVE BEEN UPLOADED AND PUBLISHED ON THE CITY, UM, DATA SOURCES.

SO THEY'RE EFFICIENT.

YES.

YES.

I MEAN, THEY WERE OFFICIAL WHEN YOU, WHEN YOU VOTED ON WITHIN OCTOBER, WHATEVER DISTRICT NOW, AS OPPOSED TO WHATEVER DISTRICT I WAS IN EARLIER IS THERE IS A CHANGE.

RIGHT.

AND MAYBE FOR YOU TO, I DON'T KNOW.

YES.

YES.

SO, YEAH, SO THAT WOULD BE FOR THE NOVEMBER 20, 22 GENERAL ELECTION.

I SEE YOUR POINT THOUGH, UM, FISHER SCHNEIDER, BECAUSE NOW YOU ARE REPRESENTING A DIFFERENT DISTRICT.

IS THAT WHAT YOU'RE SAYING? SO YOU'RE NO LONGER IN DISTRICT SIX AND DISTRICT SEVEN, I THINK WHILE WE'RE DOING OUR BEST ACTRESS, YOUR PHONE, CAN WE ACTUALLY, UM, MAYBE JUST ALL SAY WHAT DISTRICT WE'RE IN NOW, BECAUSE IT SEEMS LIKE MAYBE WE HAVE THREE COMMISSIONERS FROM DISTRICT SEVEN NOW.

AND, UM, NONE FROM DISTRICT SIX.

I THINK THAT YOU WERE THE ONLY ONE WHO WAS CHANGED UNLESS ANYONE ELSE HAS MOVED RECENTLY.

I DON'T THINK ANYONE ELSE WAS TAKEN OUT OF THEIR DISTRICT.

SO IF COMMISSIONER CIDER WAS IN DISTRICT SIX, WE HAVE ANOTHER PERSON FROM DISTRICT SIX.

NO.

SO I DON'T THINK I, I FACTOR THAT IN, WHEN I REVIEW THE PROFILES AND I PROBABLY WOULD HAVE, UM, GIVEN MORE CONSIDERATION TO CANDIDATES FROM DISTRICT SIX THEN.

SO YES, ABSOLUTELY.

I THINK, I THINK THAT MIGHT'VE BEEN AN OVERSIGHT FOR, UM, FOR ALL OF US THIS TIME AROUND.

UM, BUT THAT IS A GREAT POINT.

UM, SO YOU KNOW, WE'RE MEETING RIGHT NOW.

UH, WE WOULD, I THINK THAT WE COULD EITHER JUST THROWING THIS OUT THERE, UM, PLEASE FEEL FREE TO MAKE SUGGESTIONS, REVISIT, AND FIND A DISTRICT SIX CANDIDATE NOW AND TALK ABOUT THAT OR, UH, AGREE TO JUST USE THE CANDIDATES WE ALREADY HAVE, OR WE WOULD HAVE TO MEET AGAIN.

UH, BUT I THINK THAT THAT WOULD HAVE TO BE VERY SOON BECAUSE WE HAVE TO FILL THE SEAT WITHIN 15 DAYS OF THE VACANCY.

SO WE WOULD BE TALKING ANOTHER MEETING NEXT WEDNESDAY OR SOMETHING LIKE THAT.

UM, SO I THINK WE'RE, WE'RE PROBABLY GONNA HAVE TO TAKE CARE OF IT NOW.

UM, JUST BEING REALISTIC, PUSH ME OFF ON.

CAN YOU, UM, SO THE ORIGINAL SPREADSHEET THAT HAD PEOPLE'S DISTRICT LISTED, IT'S NOW LOCKED, SO WE CAN'T ACTUALLY SEE IT.

CAN YOU, OR WHOEVER HAS EDIT ACCESS UNLOCK IT?

[00:20:04]

SURE.

I, I'M NOT SURE HOW THAT HAPPENED.

LET'S SEE.

UM, GIVE ME JUST A MINUTE.

UM, AND DO Y'ALL HAVE ANY OTHER IDEAS FEEL FREE TO JUMP IN? I THINK I'M GOING TO HAVE TO FIND, BECAUSE I THINK IT WAS, UM, CHRISTINE OWNS THAT DOCUMENT, RIGHT? YOU FOUND HER CAN COMMISSIONER BLANK WANTS TO SAY SOMETHING.

OH, SURE.

I'M SURE.

BLANK.

OKAY.

I MEAN, JUST BEFORE WE GO KIND OF DOWN THIS ROUTE, I'M WONDERING IF WE COULDN'T DO SOMETHING OF A TEST VOTE HERE, YOU KNOW, I MEAN, THINK I'D LIKE TO MAKE A MOTION THAT WE PROCEED WITH THE LIST OF CANDIDATES WE HAVE WITH, UH, GONZALEZ AND FIRST POLMAN, SECOND PRADO AND THIRD, UH, BUTOH AND FOURTH HILL AND FIFTH.

RIGHT.

AND MCDANIEL AND SIX.

NOW, IF SOMEBODY WANTS TO SECOND THAT WE CAN VOTE ON IT, WE CAN KILL IT AND THEN REWORK THIS, BUT I'D LIKE TO GIVE US THE OPPORTUNITY TO, TO MOVE FORWARD WITH THIS BEFORE WE KIND OF GO DOWN THIS ROUTE OF TRYING TO FIGURE OUT HOW TO START GOING INTO GETTING ACCESS TO FILES YOU DON'T HAVE ACCESS TO AND ALL THAT STUFF.

AND AGAIN, IF WE DON'T WANT TO DO THAT AND WE WANT TO GO AND GO DOWN THIS ROUTE, I'M HAPPY TO DO IT.

I JUST WANT TO GIVE US THE CHANCE TO VOTE ON IT BEFORE WE JUST MOVE ON.

SURE.

DO WE HAVE A SECOND ON THAT? OKAY.

COMMISSIONER SCHNEIDER.

OKAY.

UM, THAT'S FINE.

SO IT IS MOVED AND SECONDED THAT WE APPROVE THE LIST OF CANDIDATES IN THIS ORDER.

UM, MCKIERNAN GONZALEZ, PALMA, PRADO HILL AND MCDANIEL.

SO THE FLOOR IS OPEN IF ANYONE WANTS TO SPEAK TO THOSE CANDIDATES.

UM, BUT IF THERE'S NO FURTHER DEBATE WE CAN TAKE HELLO, FISHER, DEMPSEY.

I THINK SHE MEANS TO ME.

OH, YOU ARE, YOU ARE TIME FOR YOU TO PRESS THE BUTTON.

CAN ANYONE ELSE MUTE? OKAY.

UM, I WOULD SAY, UM, I, I WOULD RATHER MAKE A MOTION.

WE APPROVE ONE THROUGH THREE.

UM, HOW LONG IS IT GOING TO TAKE FOR FOLKS TO REACH OUT TO THEM? THAT'S A QUESTION FOR MATT.

HE WOULD BE THE ONE HANDLING THE, AND AGAIN, I UNDERSTAND, I UNDERSTAND WE DON'T WANT TO HAVE MEETINGS AND STUFF, BUT IT'S REALLY IMPORTANT TO ME THAT WE HAVE REPRESENTATION FROM EVERY DISTRICT.

AND IT'S REALLY IMPORTANT TO ME THAT WE HAVE WOMEN ON THIS COMMISSION.

AND IT'S REALLY IMPORTANT TO ME THAT WE HAVE REPRESENTATION FROM THE OPPORTUNITY DISTRICTS.

AND I DON'T KNOW ANYTHING ABOUT THESE OTHER TWO FOLKS.

UM, SO I DON'T WANT TO JUST SAY LIKE, YEAH, LET'S DO IT SO WE DON'T HAVE TO MEET AGAIN.

UM, SO I WAS SO MUCH RATHER, OR I'LL MAKE A MOTION THAT WE APPROVE ONE THROUGH THREE, OR CAN WE GET THAT INFORMATION BEFORE I MAKE A MOTION SO THAT WE HAVE THE TOOLKIT TO MAKE THESE DECISIONS.

RIGHT.

UM, SO WE DO HAVE, ALL OF THE, EVERYONE SHOULD HAVE ACCESS TO, UM, THIS INFORMATION IS THE DROPBOX WITH THE APPLICATIONS AND EVERYTHING.

SO WE CAN REVISIT THAT NOW, IF YOU'D LIKE, CORRECT.

COULD I PLEASE FIRST GET THE INFORMATION ABOUT HOW LONG IT'S GOING TO TAKE FOR THIS PROCESS? UM, SO WE HAVE A CLEARER PICTURE OF TIMELINE.

SURE.

UM, AGAIN, THAT WOULD BE A QUESTION FOR MATT TO CONTACT THEM, SEE IF THEY'RE INTERESTED.

IT SOUNDS LIKE, IS THAT WHAT YOU'RE ASKING? COMMISSIONER? YEAH.

W UH, LET'S HAVE THE NAMES.

I CAN CONTACT THEM TOMORROW.

AND, UM, BY EMAIL, LET THEM KNOW THAT THEY'VE BEEN SELECTED TO SERVE ON THE ICRC AND NOW MAKE SURE THEY'RE INTERESTED IN STILL DOING THAT.

OKAY.

UM, AND THEN YOU CAN NOTIFY THE COMMISSION AND THEN WE WOULD DETERMINE WHETHER WE WOULD NEED TO MEET AGAIN NEXT WEDNESDAY, IF NOT SOONER, BUT I THINK WE WOULD NEED TO GET THE AGENDA POSTED 72 HOURS IN ADVANCE.

SO THERE'S, THERE'S KIND OF ALL THAT TO WORK THROUGH AS WELL.

IF WE'RE GOING TO MEET AGAIN, UM, SOON, UM, UM, WELL, AND I'M JUST GOING TO SAY, MAYBE WE CAN LIKE TAKE FIVE MINUTES AND GO REVIEW THE CANDIDATES AND THEN COME BACK.

BUT ALSO COMMISSIONER FOX ONE HAD A COMMENT TO ME.

I HAVE A POINT OF ORDER THOUGH.

WE STILL HAVE EMOTION ON A QUESTION.

UM, CAUSE YOU'RE YEAH.

SO THIS IS THE DISCUSSION

[00:25:01]

OF THAT MOTION.

AND SO THE REASON I BROUGHT UP THESE THINGS ON THE DISCUSSION IS BECAUSE I DO THINK IF WE MOVE FORWARD AS IS, WE ARE, UM, WE DIDN'T HAVE THE FULL INFORMATION OR WE'RE NOT AWARE OF THE FULL INFORMATION WHEN WE DID OUR RANKINGS.

AND ALSO, UM, YOU KNOW, I ALSO WANT TO ADVOCATE FOR DISTRICT SIX, EVEN THOUGH IT'S NOT MY DISTRICT THAT, UM, PER THE CHARTER, THEY SHOULD ALSO HAVE A CHANCE FOR REPRESENTATION.

SO, UM, YOU KNOW, I, I BELIEVE STRONGLY IN THE CANDIDATES THAT I SELECTED, BUT I ALSO, UM, HAD THAT IN MIND WHEN I DID MY SELECTION.

SO I TOO WOULD LIKE SOME TIME TO LOOK QUICKLY TO SEE IF WE DO HAVE DISTRICT SIX CANDIDATES.

UM, THE OTHER THING I WILL SAY IS THAT I KNOW CHRISTINE'S SAD WHEN SHE SENT THIS OUT, THAT HER SPREADSHEET HA UM, LIKE EXCLUDED PEOPLE WHO ARE DISQUALIFIED.

SO IF WE GO THROUGH THE DROPBOX, WE CAN PICK OUT WHO IS IN DISTRICT SIX, BUT THEY MAY HAVE BEEN DISQUALIFIED FOR REASONS WE DON'T KNOW ABOUT.

SO, UM, THAT'S WHY I SAY, I GUESS WE COULD VOTE ON THIS AND THEN MAYBE, UM, COMMISSIONER CALDERON COULD MAKE HER MOTION TO MOVE WITH THE TOP THREE, AND MAYBE WE CAN SEE OUR COMFORT LEVEL WITH THAT.

I TRIED TO FILL IT.

SO ONE OF THE NOTES THAT I'M, UM, SUPPORT IN SUPPORT OF THE MOTION, THAT'S ON THE FLOOR RIGHT NOW.

I THINK WE ALL DID SOME GREAT WORK AND REVIEWING THE CANDIDATES OVER THE LAST FEW DAYS.

THERE'S CLEARLY TWO TOP CANDIDATES, DESPITE WHAT DISTRICT THEY'RE IN.

AND ACTUALLY THEY'RE BOTH IN DISTRICT THREE.

SO THEY WERE BOTH REPLACED THE COMMISSIONERS WHO ARE CURRENTLY DEPARTING OR ALSO FROM DISTRICT THREE.

UM, JUST WANNA SH I THINK, I THINK THIS IS A GOOD RANKING.

UM, THERE'S STILL SOME CONFUSION ABOUT WHEN THESE MAPS GO INTO EFFECT.

SO IN MY MIND, COMMISSIONER SCHNEIDER IS STILL A REPRESENTATIVE OF DISTRICT SIX UNTIL THE NOVEMBER ELECTIONS.

UM, THAT'S JUST HOW I'M VIEWING THE CHARTER AND THE LANGUAGE.

UM, I'D RATHER GO FOR THE BEST CANDIDATES, UM, THAT WE'VE ALL COLLECTIVELY IDENTIFIED.

UM, THAT'S, THAT'S MY, THAT'S MY VOICE.

AND IT'S IMPORTANT, THE MOTION MR. CAMPBELL, WHICH THEY BLAMED, WANTED TO SEE SOMETHING.

OKAY.

YES.

UH, THANK YOU.

SO IF, UM, WE DID NOT HAVE THE TWO COMMISSIONERS RESIGNED OUR CONFIGURATION, WE WOULD HAVE THOSE TWO COMMISSIONERS IN DISTRICT THREE AND NO COMMISSIONER IN DISTRICT SIX.

AND SO I DON'T HAVE ANY DISCOMFORT ABOUT NOT GOING TO FISH OUT SOMEBODY AT THIS POINT FOR DISTRICT SIX, BECAUSE THAT, FOR THE RESIGNATIONS, THAT WOULD BE OUR CONSIDERATION, UH, GIVEN OUR 15 DAY WINDOW, UM, I'M COMFORTABLE WITH MOVING FORWARD WITH, UH, UH, WALKING TO GET COMMISSIONERS OUT OF THE TOP THREE PEOPLE THAT WERE MY, THAT WERE RANKED BY THE WORK THAT HAS BEEN CONDUCTED.

AND, UH, IF IT BECOMES NECESSARY FOR US TO MEET AGAIN NEXT WEEK, WE JUST, IT IN NEXT WEEK AND WE CAN USE THE DOWNTIME TO PROBE EXPLORE AND CONSIDER OTHER CANDIDATES.

SO THAT'S MY SHERIFF OF DISCUSSION.

CAN I THANKS.

THANK YOU, MR. CAMPBELL.

UM, TERRY JUST WANTED TO QUICKLY MENTION, I THINK MR. BLANK WAS RIGHT.

WE SHOULD HAVE IT ON THE MOTION OF THE MOTION.

REPEAT THE MOTION SO WE CAN JUST VOTE ON IT AND GET IT.

YEAH, THAT'S FINE.

UM, SO IT HAS BEEN MOVED AND SECONDED TO APPROVE THE LIST OF CANDIDATES, UM, SHOULD BE CALLED IN THIS ORDER.

MCKIERNAN GONZALEZ PALOMA, PERATO HILL AND MCDANIEL.

UH, THAT WAS THE ORIGINAL MOTION FROM COMMISSIONER BLANK.

UM, I WANTED TO MAKE SURE THAT I GAVE TIME FOR, UM, DEBATE, BUT IT SOUNDS LIKE WE'RE CALLING FOR A VOTE.

SO, UM, THE QUESTION IS ON THE ADOPTION OF THAT MOTION.

UM, SO THOSE IN FAVOR OF THE MOTION, RAISE YOUR HAND AND SAY, AYE, AYE.

THOSE OPPOSED SAY NO.

OKAY.

NOW, UH, SO THE MOTION, UM, THE NAYS HAVE IT, THE MOTION IS LOST.

WE HAVE NINE PEOPLE IN THIS MEETING AND ALL OF US WILL HAVE TO AGREE.

THERE'S GOING TO HAVE TO BE TOTAL CONSENSUS TO PASS ANYTHING THIS EVENING, JUST SO EVERYBODY KNOWS THAT.

UM, SO YEAH, UM, WE CAN CONTINUE AND I'M FINE WITH CALLING A, A BREAK IF WE WANT TO JUST KIND

[00:30:01]

OF REVISIT, UM, APPLICATIONS AND EVERYTHING.

UM, AND THEN MAYBE COME BACK WITH SOME IDEAS FOR HOW TO PROCEED.

I DO SEE A FEW HANDS THOUGH, COMMISSIONER BLANK.

UH, BEFORE WE GO TO RECESS, THIS, THERE SEEM TO BE APPETITE FOR AT LEAST APPROVING THE FIRST THREE.

I'D LIKE, IF IT'S OKAY WITH THE CHAIR, I'D LIKE TO MAKE A MOTION THAT WE APPROVE THE FIRST THREE CANDIDATES IN THE ORDER OF MATURED AND GONZALEZ, PAULA AND PRADO AGAIN, FISHER CALDERON SECONDS.

OKAY.

SO IT IS MOVED AND SECONDED THAT WE APPROVE THE CANDIDATES IN THIS ORDER.

MCCUNE CONSOLE IS PALMA AND PRADO FRESHER CONSOLE.

SO I DIDN'T MAKE ANOTHER NOTE THAT SINCE, UM, COMMISSIONER LEE RESIGNED, I THINK BILLY, I BELIEVE THAT TODAY IS THE 15 DAY MARK.

SO WE AT LEAST NEED ONE CANDIDATE.

SO WE JUST WANT TO KEEP THAT IN MIND TO US THAT IF THERE'S SOME FOLKS WHO WANT TO MEET AGAIN NEXT WEEK, UH, WE AT LEAST NEED FOR THE CHARTER TO HAVE ONE OF THESE COMMISSIONERS CONFIRMED THIS EVENING.

UM, SO MATT COULD THEN MAKE THE CALLS.

UM, THE SECOND ONE, I BELIEVE COMMISSIONER MORRISON HIS LETTER.

HIS RESIGNATION IS TENURED ON MARCH 31ST.

SO THERE IS TIME.

UM, BUT AGAIN, IF IT'S WANT TO CONTINUE MEETING AS OPPOSED TO GETTING BOTH CANDIDATES, UM, COMPLETED TODAY.

SO I JUST WANTED TO SHARE THAT NOTE.

IS THERE ANY FURTHER? OKAY.

UM, SO THE QUESTION IS ON THE ADOPTION OF THE MOTION TO APPROVE THE LIST OF CANDIDATES, UH, THE TOP THREE CANDIDATES IN THIS ORDER, MCKIERNAN GONZALEZ, PALMA, AND PRADO THOSE IN FAVOR OF THE MOTION.

RAISE YOUR HAND AND SAY, I WAS OPPOSED.

SAY NO.

OKAY.

YOU GUYS HAVE IT.

AND THE MOTION IS ADOPTED.

THANK YOU.

UM, AND THANK YOU, COMMISSIONER CALDERON FOR MAKING THAT SUGGESTION INITIALLY.

THANK YOU, MR. BLANK FOR, UM, GETTING US THERE.

UM, SO WE WILL GO AHEAD AND GET THOSE CALLS TOMORROW, RIGHT? THAT, I MEAN, NOW THAT YOU HAVE TO TAKE ACTION, IF WE DO TAKE A BREAK, I CALL THESE FIRST TWO RIGHT NOW DURING THE BREAK AND SEE WHAT THEY SAY.

WHAT DO Y'ALL THINK ABOUT THAT? OKAY, SURE.

WHY DON'T WE TAKE A RECESS FOR, UM, LET'S, LET'S SAY 10 MINUTES.

WE'LL GO FROM THERE.

OKAY.

ARE WE RECORDING? I WASN'T ABLE TO TURN IT OFF.

OKAY.

GOTCHA.

UM, SO WE'RE GOING TO GO AHEAD AND GET STARTED EVERYBODY.

UM, AND WE HAVE GOOD NEWS.

I DON'T KNOW HOW MUCH YOU MIGHT HAVE HEARD, UM, OR IF WE WERE ON MUTE, BUT, UH, JOHN KIERNAN GONZALEZ ANSWERED THE PHONE AND HAS ACCEPTED.

SO WE HAVE THAT TAKEN CARE OF, UM, THE OTHER, UH, OUR SECOND, UM, NANCY PALMA, THERE HAS NOT ANSWERED, BUT IF STRICT GONZALEZ LEFT VOICEMAIL AND A TEXT MESSAGE, UM, NOTIFYING HER, UM, SO WE WILL HOPEFULLY HAVE MORE NEWS FOR Y'ALL TOMORROW OR IN THE COMING DAYS, BUT FOR NOW WE DEFINITELY HAVE SECURED A REPLACEMENT FOR, UH, QUANG, WHICH IS VERY IMPORTANT BECAUSE THIS WAS THE 15TH DAY.

UM, AND THEN A SECOND BIT OF NEWS FOR Y'ALL.

I WENT AHEAD AND CALLED DAVE RICHARDS JUST TO PUT OUR MINDS AT EASE ABOUT THE DISTRICT SIX DISTRICT SEVEN THING.

HE SAID THAT COMMISSIONER SCHNEIDER WILL CONTINUE TO SERVE DISTRICT SIX FOR THE REMAINDER OF HIS TERM.

AND THAT THOSE, THE NEW DISTRICTS WILL APPLY BASICALLY TO THE NEXT COMMISSION.

UM, AND SO I THINK THAT WE'RE GOING TO BE OKAY THERE.

I ASKED HIM TO PUT THAT IN WRITING FOR US IN CASE ANYONE JUST, YOU KNOW, WANTED THAT PEACE OF MIND, BUT I JUST WANT YOU TO KNOW THAT, THAT WE WERE ABLE TO TALK ABOUT THAT.

UM, SO IT SOUNDS LIKE WE HAVE OUR THREE, UM, AND IF WE DO NOT HEAR FROM HOMELAND PRADO, WHICH SEEMS UNLIKELY, BUT IF THAT WERE TO HAPPEN, IT SEEMS LIKE MAYBE WE STILL NEED TO WORK THROUGH THE LAST THREE CANDIDATES ON THAT LIST.

UM, BUT I WILL AGAIN, OPEN THE FLOOR TO Y'ALL SUGGESTIONS FOR HOW TO PROCEED.

I THINK WE KIND OF MAYBE GIVE IT SOME TIME, UM, YOU KNOW, I FEEL CONFIDENT VOICEMAIL.

IT WAS THE CORRECT NUMBER.

I GOT A VOICE AND A VOICE MESSAGE THAT DIDN'T SAY ME ETSY.

UH, AND I, A FORMER COLLEAGUE OF MINE FROM DELL MEDICAL SCHOOL.

I DO KNOW PATTY PRADO.

UM, SO, AND HER NUMBER IS THE SAME.

HER POSITION'S THE SAME.

I, I FEEL CONFIDENT IF WE DON'T HEAR FROM NANCY AND MAYBE THE NEXT DAY OR SO THAT WE COULD REACH OUT TO OUR THIRD IDENTIFIED CANDIDATE, MS. PETTY PRADO TO SEE IF SHE'S INTERESTED IN SERVING ON THE COMMISSION.

[00:35:03]

SO FIND MY SUGGESTION HERE.

UH, JUST A SUGGESTION OF EMOTION, BUT A SUGGESTION IS NOT TO KIND OF HOLD OFF ON IDENTITY OR RANKING ANY OTHER OF THE CANDIDATES UNTIL WE HEAR BACK FROM NANCY PALMA OR PATTY PRADO.

I'M GOOD.

I'M GOOD WITH THAT.

UM, I DON'T HAVE ANYTHING ELSE TO CONTRIBUTE, BUT I MEAN, I THINK WE WERE ABLE TO GET A PRETTY QUICK TURNAROUND ON THIS PARTICULAR ISSUE.

UM, SO THANKS EVERYONE WHO, UH, MADE IT HAPPEN HERE TONIGHT AT THE MEETING TWO THUMBS UP.

UM, THANK YOU EVERYONE.

IS THAT OKAY WITH EVERYONE ELSE THAT WE KIND OF JUST PAUSE, WAIT TO SEE WHAT HAPPENS WITH THE OTHER TWO.

OKAY, GREAT.

UM, WONDERFUL.

THEN WE ARE GOING TO MOVE ON AND THE REST OF THIS WILL JUST BE SMOOTH SAILING.

I JUST WANTED TO SHARE A FEW THINGS WITH Y'ALL.

SO THE NEXT, UH, ORDER OF BUSINESS IS TO BE, UH, IDENTIFIED A FUTURE 2022 MEETING DATE REGARDING ACTION ON POTENTIAL ANNEXATIONS AND DIS ANNEXATIONS.

AND, UM, THAT I KNOW THAT YOU SAID THAT YOU WOULD COME WITH A COUPLE OF DATES THAT WE COULD DISCUSS BASED ON, UH, THE CITY'S TIMEFRAME FOR CONSIDERING ANNEXATIONS.

YES.

SO, UM, JUNE 16TH IS THE LAST CITY COUNCIL MEETING BEFORE THEIR SUMMER BREAK.

UM, SO AFTER THAT DATE WOULD BE A GOOD TIME FOR Y'ALL TO MEET.

SO IF YOU WANT TO STICK TO THE WEDNESDAY MEETINGS, THE NEXT, THE NEXT WEDNESDAY IN JUNE WOULD BE JUNE 22ND OR JUNE 29TH.

UM, OR IF YOU WANT TO STICK TO KEEP SINKING WITH WEDNESDAYS IN JULY, BUT JULY 6TH OR JULY 13TH ABOUT DO YOU KNOW, KIND OF LIKE, SO THEIR LAST MEETING ON THE 16TH, PUT IT, LET'S SAY WE WANTED TO MEET, LET'S SAY WE DECIDED ON JUNE 22ND.

WOULD THAT BE ENOUGH TIME THAT WE'D HAVE, UH, YES, WE'LL HAVE TO TAKE ACTION.

OKAY.

THAT JUNE 16TH MEETING, MAYBE IF WE WANT TO GIVE US JUST A LITTLE BIT OF BUFFER TO REVIEW ANY MATERIALS THAT COME OUT OF THERE, MY SUGGESTION WOULD MAYBE BE TO SEE WHERE EVERYONE'S AT ON JUNE 29TH, WHICH IS THE LAST WEDNESDAY OF THE MONTH, THE 4TH OF JULY HOLIDAY.

I WOULD KEEP IT.

I MEAN, I THINK WE SAW FROM THE LAST TIME WE APPROVED ANNEXATIONS, IT WAS PRETTY STRAIGHTFORWARD.

UM, AND JUST GIVEN THAT I KNOW A LOT OF PEOPLE WITH FAMILIES TRAVEL IN JULY, I WOULD, I WOULD ADVOCATE FOR THE JUNE 22ND, LIKE AS EARLY IN JUNE AS POSSIBLE.

YES.

I KNOW FROM MY WORK AND OTHER THINGS, IT'S VERY HARD TO CONVENE PEOPLE.

UM, THE LATER YOU GET INTO JUNE, I SCHNEIDER, THAT'D BE HERE ON THE 22ND OF JUNE, BUT I WILL BE ON THE 29TH OF JUNE.

IS THERE ANYONE ELSE WHO ALREADY HAS SOMETHING ON THEIR CALENDARS FOR EITHER OF THOSE DATES? EXACTLY.

NOT THE 22ND.

OKAY.

SO COMMISSIONER CAMPBELL ALSO SAYS THE 22ND IS OUT.

I DO NOT HAVE ANYTHING ON EITHER OF THOSE DATES THAT I'M HAPPY TO DO EITHER ONE, IF, IF NO ONE ELSE HAS A CONFLICT, IT SOUNDS LIKE MAYBE THE 29TH WOULD BE THE WAY TO GO IN THAT CASE ALSO.

UM, WILL IT BE THE SAME WAY, LIKE WHERE PEOPLE CAN BE REMOTE, CAUSE THAT MIGHT HELP TO HAVE THAT INFORMATION AS WELL, AS FAR AS I KNOW, BUT YET WE SHOULD STILL BE ABLE TO DO THIS HYBRID MEETING AS LONG AS THE CHAIR OR VICE CHAIR.

ONE OF THEM IS IN PERSON, THE REST OF THE QUORUM BE MADE OVER THE VIRTUAL MEETING.

OKAY.

I THINK THAT DEFINITELY NEGATES MY CONCERNS.

GREAT.

I WOULD SAY THAT I WOULD MAKE A COMMITMENT IF WE DECIDE ON JUNE 29TH TO BE HERE IN PERSON, IF IT'S A CHARITY OR NOT.

SO LET'S DO 20 MINUTES.

YEP.

NO, I'LL BE HERE.

I CAN BE HERE.

OKAY.

UH, SO LET'S, LET'S PUT IT IN OUR CALENDARS, UM, AND I WILL MAKE SURE THAT WE SEND OUT REMINDERS TO EVERYONE'S.

UM, IT DOESN'T WORK TO SEND BOTH TO YOUR CITY AND PERSONAL EMAIL ADDRESSES.

I KNOW WE'RE PROBABLY NOT CHECKING AS FREQUENTLY.

YEAH.

OKAY, GREAT.

AND SO WE CAN DO THAT, UH, THE WEEK PRIOR, BUT YEAH, JUST GO AHEAD AND I'LL PUT IT ON OUR CALENDARS NOW.

UM, AND EVERYONE WHO'S HERE.

IF WE CAN ALL COMMIT TO BEING THERE, THEN WE HAVE CORA.

UM, WONDERFUL.

COULD YOU RE, COULD YOU JUST, UH, IT'S GOING TO BE JUNE, SORRY, 29TH AT 6:00 PM.

IS THAT CORRECT? CORRECT.

OKAY.

HOPEFULLY YOU CAN BE IN THIS ROOM.

OKAY.

UM, THANK YOU, EVERYONE.

NEXT IS TO SEE THE UT ALI NOVA DISCUSSION COMMISSIONER SCHNEIDER.

DID YOU WANT TO SHARE A BIT ABOUT THAT? IT'S NOT.

WELL, I INVITED A NUMBER OF PEOPLE IN SEVERAL ACCEPTED TO PRESENT A LECTURE AT UT ALI NOVA,

[00:40:01]

WHICH IS THE OSHER LIFELONG LEARNING INSTITUTE OR ADULTS, MOSTLY OVER 50, SOME OVER 65.

AND, UM, BEYOND THAT WAY, BEYOND THAT, I HAVE BEEN A MEMBER OF NOVA SINCE NIGHT CENTER FOR 11 YEARS.

AND WE'VE MADE THREE TERMS PER YEAR, ALL WINTER AND SPRING SPRING TERM WILL BE IN THE MIDDLE OF IT'S RUN ON THE 13TH OF APRIL ONE WEEK FROM TODAY.

AND FROM NOON ARE FROM ONE UNTIL TWO 10.

WE VOLUNTEERS FROM THIS GROUP WILL GIVE A LECTURE DESCRIBING THE INDEPENDENT CITIZENS, REDISTRICTING COMMISSION FUNCTION AND OUTCOME.

THE POINT WILL BE TO DISTINGUISH THIS METHOD OF REDISTRICTING FROM MOST OTHERS THAT APPLY IN THIS COUNTRY THAT WE KNOW ABOUT, AND WE'LL BE ABLE TO TICKLE IT.

WE'LL BE EMPHASIZING THE CITIZEN ROLE IN MANAGING AND REDISTRICTING, THE CITY COUNCIL DISTRICTS TO BEST REPRESENT THE PEOPLE OVER THEMSELVES, MAKE THE DECISIONS ABOUT WHAT GROUP, WHAT SECTION GOES INTO WHAT DISTRICT IN AN ATTEMPT TO EQUALIZE DISTRICT DISTRICTS MAINTAIN A FEDERALLY.

UM, IT'S A TERM, ESPECIALLY FOR ME, COMMUNITY, COMMUNITY INTEREST AND ALL OF THOSE THINGS.

LUIS WILL BE THE PRIMARY PRESENTER AND BE ABLE TO USE WHAT HE USED FOR JUST ABOUT ALL OF THE PUBLIC MEETINGS THAT WE HAVE HAD HERE IN THIS ROOM.

AND IN OTHER LOCATIONS, UM, WE WILL HAVE A GIVEN THE Q AND A ABOUT 15 MINUTES AT THE END OF THE PROGRAM, WE ARE PREPARED TO INVITE NON NOVA MEMBERS OF THE PUBLIC WHO WISH TO BE THERE, OR A HOUSTON IN PARTICULAR ASKED ME IF SHE COULD COME TO IT IN CHECKING IN, BUT THERE'S A CERTAIN AMOUNT OF RIGOR OF A ROLE THAT WE HAVE TO FOLLOW.

NOT UNLIKE THE CITY'S RIGAMAROLE.

THERE'S PLENTY OF IT IN ALL DIRECTIONS.

SO THAT'S, WHAT'S GOING TO HAPPEN.

AND RIGHT HERE TONIGHT, PERHAPS AT EIGHT ANOTHER VENUE, WE'RE GOING TO DISCUSS A FEW OF THE DETAILS THAT WE HAVEN'T YET IRONED OUT IN IRONCLAD TERMS. AND THERE IS NO IRONCLAD ANYTHING HERE, SO WE WILL SEE HOW IT HAPPENS.

AND IF ANYBODY HAS ANY COMMENTS OR QUESTIONS, I'LL BE HAPPY TO TRY TO ANSWER THEM FOR YOU.

THANK YOU SO MUCH.

I JUST WANT TO SAY THANK YOU, PATRICIA SCHNEIDER FOR, UM, WORKING ON THIS OPPORTUNITY FOR US.

I THINK IT'S REALLY IMPORTANT NOW THAT A MAJORITY OF OUR WORK AS A COMMISSION IS COMPLETED TO HAVE OPPORTUNITIES TO SHARE WITH AUSTIN RESIDENTS, THE WORK THAT WE DID, YOU KNOW, WE KNOW HOW DIFFICULT IT WAS FOR OUTREACH DURING A GLOBAL PANDEMIC, GETTING PEOPLE TO PUBLIC FORUMS. SO I JUST THINK, YOU KNOW, SOMETHING FOR EVERYONE TO KEEP IN MIND, IF AN OPPORTUNITY SIMILAR TO THIS PRESENTS ITSELF, I THINK WE SHOULD DISCUSS IT.

I THINK IT, I THINK THERE ARE GREAT OPPORTUNITIES TO KEEP INFORMING THE PUBLIC, WHICH WAS GOING TO BE OUR PRIMARY RESPONSIBILITY OVER THE NEXT 10 YEARS, UH, NOW THAT THE MAP IS COMPLETED.

SO THANK YOU, COMMISSIONER SCHNEIDER FOR GETTING US TO THE UTL.

WE KNOW FOR GROUP A THANK YOU TO COMMISSIONER BLANK, COMMISSIONER CAMBO, COMMISSIONER YOU FOR JOINING US ON THE PANEL DISCUSSION AFTER THE PRESENTATION, IF ANYONE, YOU KNOW, ANY OTHER COMMISSIONER I KNOW THEY'RE RECORDED, UM, YOU KNOW, FIND US AFTER THE FACT OR MAYBE YOU WANT TO JOIN US IN PERSON.

UM, IT'S AT THE UT THOMPSON CONFERENCE CENTER, UH, WEDNESDAY, APRIL 13TH AT 1:00 PM.

THANK YOU.

AND, UM, REALLY QUICK, JUST ON THAT NOTE, IF ANY OF YOU HAPPEN TO, UM, SPEAK ON BEHALF OF THE ICRC AND THERE'S A RECORDING OF IT OR A STORY PUBLISHED ABOUT IT, PLEASE DO SEND THAT TO US BECAUSE WE WILL CONTINUE TO, UH, YOU KNOW, RECORD ALL OF THAT.

AND THE PLAN IS TO ALSO HAVE A SECTION ON THE WEBSITE, WHICH I WILL SHARE WITH YOU NEXT, UM, UH, YOU KNOW, JUST A LITTLE PRESS SECTION OF ALL OF THAT NEWS ABOUT THE COMMISSION.

UM, SO, SO YEAH, THANK YOU.

THANK YOU ALL.

UM, CHRISTIAN SCHNEIDER, UM, SHERIFF WEDNESDAY, IT'S JUST FOR YOUR INFORMATION LAST WEEK AT LUNCH, HALF THE NOVA EVENT, MY WIFE AND I WERE TALKING TO OTHER NOVEMBER MEMBERS WHO WE KNOW REALLY WELL.

AND THEY WERE SAYING REALLY, IS THAT HOW THAT HAPPENED? WE DIDN'T KNOW ANYTHING ABOUT THAT.

TELL US MORE ABOUT THIS, BUT YOU COME ON THE 13TH OF APRIL AND WE'LL SPELL IT OUT FOR YOU.

AND BILL SAID THEY WILL BE THERE PROMOTER.

WELL, I JUST SAID, HE SAID, UM, I JUST WANTED TO KNOW BEFORE I FORGET, UH, COULD YOU DIFFERENTIATE BETWEEN THE REGULAR ALI AND THE NOVA?

[00:45:01]

IS THERE ANYTHING THE ACTUAL LIFELONG LEARNING INSTITUTE IS A NATIONWIDE LEARNING PROGRAM SPONSORED BY AND FUNDED BY SOMEBODY NAMED JOHN OSHER OF SAN FRANCISCO, CALIFORNIA.

HE DONATED BILLIONS OF DOLLARS TO SELECTED INSTITUTIONS MANY, BUT NOT ALL.

OR UNIVERSITY-BASED.

THERE ARE ABOUT 103 OLLIE PROGRAMS NATIONWIDE IN TEXAS.

THERE ARE THREE ONE HERE, ONE AT THE UNIVERSITY OF NORTH TEXAS, AND ONE AT THE UNIVERSITY OF TEXAS MEDICAL BRANCH AT GALVESTON.

THAT'S IT, SOME STATES, A FEW STATES HAVE NONE.

SO TEXAS, UT TEXAS IS ONE OF THE LARGEST ONES.

IF NOT THE LARGEST ONE OLLIE WITH AT ONE TIME ABOUT 2000 MEMBERS SINCE THE PANDEMIC ARE FEWER, BUT AT ONE TIME, 2000 MEMBERS AND THE PROGRAM COULD NOT DEAL WITH A THOUSAND MEMBERS AT A GIVEN DAY FOR LECTURES AND SEMINARS.

SO IT WAS BROKEN UP INTO FIVE SUB GROUPS OF WHICH NOAH IS ONE, THE NEWEST ONE ACTUALLY, WHICH WAS FOUNDED IN 10 YEARS AGO, 2011.

AND THAT'S WHEN MY WIFE AND I JOINED IT.

THE OTHER FIVE.

I COULD NAME MAYBE QUEST LAMP AND TWO OTHERS, WHICH I CAN'T NAME RIGHT NOW.

I CAN'T REMEMBER.

BUT IN ANY CASE AT ONE TIME OR ANOTHER, THEY WERE MORE OR LESS ALL THE SAME SIZE, APPROXIMATELY 350 TO 400 MEMBERS.

AND THEY HAD INDIVIDUAL SCHEDULES, NOVA MEETS ONE DAY, A WEEK, WEDNESDAYS OR SIX WEEKS PER TERM RETURNS PER YEAR.

OTHERS HAVE MET TWO OR THREE TIMES A WEEK.

WELL, MY WIFE AND I HAD INTERESTED IN THAT ONE DAY A WEEK FROM 9:00 AM UNTIL TWO 30.

THAT'S GOOD.

AND WE CAN DO THAT.

IT BEING SIX TIMES A YEAR, I MEAN I'M SIX DAYS, SIX WEEKS FOR THREE TERMS, WHICH I'VE ALREADY MENTIONED TO YOU.

WE ARE ABLE TO PARK THE UTI.

ALI LOCKED NUMBER 40, WHICH IS ADJACENT TO THE THOMPSON CONFERENCE CENTER IN EARLIER TIMES.

PARKING WAS A REAL CHALLENGE POST COVID.

IT'S NOT A BIG DEAL.

HOWEVER, IF YOU DON'T PUT YOUR PARKING PERMIT IN THE WINDSHIELD, YOU RUN THE RISK OF BEING TICKETED BECAUSE UT OBVIOUSLY IT LOOKS AT PARKING TICKETS AS A SOURCE OF INCOME.

HEY, THERE, I WAS JUST WONDERING IF WE COULD MAYBE PUT ALL THIS INFORMATION IN AN EMAIL, I'M SORRY TO BE RUDE, BUT UM, IF YOU'RE INTERESTED, WE CAN DO THAT.

THANK YOU.

YEAH, THAT'D BE GREAT.

AND IF YOU WISH TO COME, PLEASE LET ME KNOW PRONTO SO THAT I CAN TELL THE PEOPLE THAT UTL INOVA, THAT WE HAVE A NON NOVA GUEST WHO WISHES TO ATTEND THE LECTURE AND THEY WILL SEND YOU ALL THE APPROPRIATE INFORMATION YOU NEED TO NAME BADGE.

THEY WANT TO KNOW WHO'S IN THE BUILDING.

THEY WANT YOU TO HAVE A PARKING PERMIT AND I AM RIGHT HERE IN MY HAND.

THANK YOU.

THANK YOU.

OKAY, WELL, WE'RE GOING TO GO AHEAD AND GET TO A HOUSEKEEPING 2D.

UH, WE'VE WANTED TO MAKE SURE THAT WE HAVE ON RECORD THE OFFICIAL STATUS OF THE CORRECT SHAPE FILE BEING SENT TO THE TRAVIS COUNTY TAX OFFICE.

SINCE WE LAST MET AS A BODY, THERE WERE SOME ISSUES AROUND ENSURING THE LATEST, INCORRECT VERSION OF THE CITY COUNCIL DISTRICT EIGHT, SHARE WITH GRETCHEN, MAYBE AT TRUMP'S COUNTY.

UM, SO THIS IS JUST IMPORTANT.

WE GET THAT RIGHT FOR THE UPCOMING LOCAL ELECTIONS.

UM, AND SO MATT, DO YOU HAVE ANY UPDATES ON THAT? OH YES.

I CAN TELL YOU THEY HAVE THE CORRECT SHAPE FILE OR FINALS CERTIFIED MAP THAT Y'ALL UP IN IT WAS JANUARY.

WONDERFUL.

UM, DO WE HAVE ANY OTHER HOUSEKEEPING BUSINESS FISHER POP ON? I HAVE A GOOD QUESTION.

SO YOU MENTIONED ABOUT CITY EMAIL AND JUST TO CONFIRM, IS CHRISTINE STILL REPLYING TO EMAILS THAT COME TO THE ICRC ACCOUNT? SHE SHOULD BE, BUT IT'S THE G-MAIL AND NOT THE CITY ACCOUNT THAT SHE HAS.

UM, IS IT THE, UH, I THINK IT'S LIKE CHRISTINE GRANADA'S ICRC.

YEAH.

I JUST SAW A FEW AND I DIDN'T SEE THE RESPONSES AND THEY SEEMED LIKE, KIND OF TIME-SENSITIVE SO, UM, JUST WANTED TO CHECK ON THAT.

I KNOW USUALLY SHE'S REALLY GOOD ABOUT COPYING US ON THE RESPONSES, SO I DON'T KNOW IF WE CAN CHECK THAT OR JUST RECONFIRM WHATEVER'S APPROPRIATE.

ABSOLUTELY.

UM, WERE THOSE, UM, LIKE YOU WERE REACHING OUT TO HER ONE-ON-ONE AND SHE'S NOT GETTING BACK? NO.

OR I BELIEVE MR. EMAILS COME FROM EXTERNAL.

IF THE ICRC COMMISSIONER, IF CHRISTINA'S RESPONDING TO THEM, I SHOULD HAVE BEEN IN THE PAST.

IT

[00:50:01]

SEEMS LIKE SOME OF THEM ARE GETTING MISSED.

GOT IT.

OKAY.

I WILL DEFINITELY FOLLOW UP WITH HER ON THAT.

THANK YOU.

CALL.

DO WE HAVE ANY OTHER HOUSEKEEPING ITEMS? DID Y'ALL HAVE SOMETHING YOU WANTED TO BRING TO THE FLOOR? NO.

OKAY.

JUST MAKING SURE.

UH, NEXT IS UNFINISHED BUSINESS THREE, A THE WEBSITE UPDATE.

I JUST WANTED TO LET YOU ALL KNOW SINCE COMMISSIONER, HE WAS NOT ABLE TO JOIN US TONIGHT, UM, THAT WE HAVE DECIDED TO MOVE FORWARD WITH A WEBSITE THROUGH THE CITY.

UM, AND, UH, JUST KIND OF GIVING A QUICK BACKGROUND ON THAT.

UM, THIS IS BECAUSE, UH, YOU KNOW, WORKING AT AS FAR AS I UNDERSTAND, AND WE ALSO HAVE A COUPLE OF MEMBERS OF THE WEBSITE COMMISSION HERE, OR SORRY, COMMITTEE.

SO IF Y'ALL HAVE ANYTHING ELSE TO ADD, JUMP IN, BUT, UM, IT WAS GOING TO BE REALLY EXPENSIVE.

THERE WERE CONCERNS ABOUT THE 10 YEAR UPKEEP OF A WEBSITE WITH A, YOU KNOW, A PRIVATE FIRM.

UM, AND SO HAVING IT WITH THE CITY WILL KIND OF JUST TAKE CARE OF ALL OF THAT.

AND WE WILL ALSO BE ABLE TO CONTINUE TO MAINTAIN OUR INDEPENDENCE, BUT THAT SITE, UM, THE PURPOSE OF THE SITE IS JUST TO BE A ONE-STOP SHOP FOR ALL OF AUSTINITES AND THE GENERAL PUBLIC TO LEARN ABOUT THE ICRC.

UM, AND THEN WE'RE GOING TO HAVE SEVERAL TABS THERE OR, UM, PAGES RATHER.

UM, AND YOU WILL BE ABLE TO SEE ALL OF THIS AS SOON AS IT IS.

ACTUALLY, WE'LL SEND THIS OUT TO THE COMMISSION.

I JUST WANT TO THANK CHRISTINE AND CELINA TO, YOU KNOW, JUST FOR EVERYTHING THAT THEY'VE DONE.

UM, THIS COULD NOT HAVE BEEN POSSIBLE WITHOUT THEIR EFFORTS.

UM, AND, UH, LET'S SEE HERE, IT'LL BE FINISHED QUICKLY.

WE DON'T HAVE AN EXACT DATE, BUT I, I WOULD SAY WITHIN A MONTH OR SO WE SHOULD HAVE THAT WEBSITE UP AND IT'S GOING TO LOOK A LOT LIKE THE ONE FOR THE AUSTIN ANIMAL CENTER.

IF YOU'RE FAMILIAR WITH THAT ONE, UM, AS THE FORMAT WILL BE VERY SIMILAR THERE, UH, WE HAVE A COUPLE OF PERMITTED USERS FOR THE SITE.

WE WILL HAVE COMPLETE CONTROL OVER THE CONTENT.

SO FOR NOW THAT'S GOING TO BE COMMISSIONER YE AND MYSELF.

UM, BUT IF ANYTHING WERE TO HAPPEN TO EITHER OF US IN THE FUTURE, UH, WE COULD DEFINITELY PASS THAT ON TO SOMEONE ELSE ON THIS COMMISSION IF THEY WANTED TO TAKE ON THAT ROLE WITH THE WEBSITE.

UM, AND I THINK THAT IS EVERYTHING I WANTED TO SAY.

COMMISSIONER HARDEN.

KAMBO DID YOU HAVE ANYTHING TO ADD? OKAY, GREAT.

THE NEXT ORDER OF BUSINESS IS THREE V THE FINAL REPORT UPDATE.

JUST WANTED TO SHARE IT'S ALREADY IN THE EMAIL FOR YOU THE LINK, BUT JUST SO WE'RE ON RECORD.

WE DO HAVE THIS FINAL REPORT AVAILABLE ONLINE IN ENGLISH, SPANISH, CHINESE, AND VIETNAMESE, AND WE ARE REALLY PROUD OF THIS STEP AND JUST GRATEFUL, DENSE AND MATT, UH, AND THE TRANSLATORS FOR MAKING THAT POSSIBLE.

UM, SO I JUST WANTED TO MAKE SURE WE HAVE THAT, UM, FOR EVERYONE'S KNOWLEDGE FINALLY, UM, THE NEXT ORDER OF BUSINESS IS FUTURE AGENDA ITEMS. THE FLOOR IS OPEN TO OTHER FUTURE AGENDA ITEMS. OKAY.

IF THERE'S NO FURTHER BUSINESS, THE MEETING IS ADJOURNED.

THANKS EVERYBODY.

GREAT WORK.

THANKS.
