I HAVE NOT BEEN ABLE TO DEDICATE THE AMOUNT OF TIME AND ATTENTION TO THE MISSION OF THE ICRC THAT IT DESERVES.

AND FOR THAT, I APOLOGIZE, I'M GRATEFUL FOR HAVING HAD THE OPPORTUNITY TO BE PART OF THE ICRC, AND I WISH YOU ALL THE BEST AS YOU CONTINUE YOUR SERVICE TO THE CITY COUNCIL DISTRICTS IN BOSTON, SINCERELY BJ.

SO THE FIRST CHOICE GOT THREE POINTS, SECOND CHOICE GOT TWO POINTS AND THEN THIRD CHOICE GOT ONE POINT.

UM, AND IF WE CAN AGREE TO THIS, WE COULD JUST SAY THAT THE TWO CANDIDATES WHO GOT THE MOST POINTS OVERALL WILL FILL THE TWO VACANT SEATS.

UM, AND THEN TO BE SAFE, WE WANT TO HAVE A FEW NAMES IN ADDITION TO OUR TOP SELECTIONS.

UM, SO THEN THE REST OF THOSE NAMES THAT GOT MORE THAN ONE NOMINATION COULD BECOME THE BACKUP CANDIDATES, AND THEN THOSE COULD BE CALLED IN THE ORDER THAT THEY'RE LISTED IN THAT SPREADSHEET THAT I SHARED WITH YOU TODAY.

UH, AGAIN, THIS IS ONLY A SUGGESTION FOR HOW TO MOVE FORWARD.

UM, SO TOTALLY OPEN TO ANY SUGGESTIONS YOU ALL HAVE FOR HOW TO NAVIGATE SELECTING THE TOP CANDIDATES TO REPLACE HONG AND BJ.

I NAMED THREE, THEY'RE ALL LISTED HERE IN THE ORDER IN WHICH I HAD IGNORED.

I HAVE A QUESTION I ASKED CHRISTINE AND, UM, I GUESS THAT I WOULD WONDER HOW NOT HAVING REPRESENTATION FROM DISTRICT THREE WOULD PLAY IN.

SO I DEFINITELY CONSIDERED THAT WHEN I DID MY SELECTIONS, BUT I'M NOT SURE HOW THAT'S REFLECTED IN THIS RANK SYSTEM.

SO COULD YOU LET US KNOW THAT'S AN EXCELLENT POINT.

UM, WE WERE ABLE TO SEE PEOPLE'S RATIONALE FOR PICKING THESE, AND I SEE THAT PEOPLE DEFINITELY MADE THEIR FIRST CHOICE BASED ON DISTRICT THREE, THAT IS A STRONG, UH, INFLUENCE HERE ON THE, ON THE SELECTION.

BUT I'M ALSO HAPPY TO READ JUST AN ABBREVIATED PORTION OF THE CHARTER.

I ACTUALLY HAVE ALL THE LANGUAGE ON HAND, BUT I'LL SPARE, Y'ALL READING IT OUT LOUD, BUT IF YOU WANTED TO JUST JOT IT DOWN, UM, THE SECTIONS THAT WE'RE FOLLOWING IN MAKING THIS CHOICE ARE, UM, THREE I NINE, UH, THREE J TWO, AND THEN, UM, THREE D ONE AND 3D FOUR, BECAUSE I THINK WE REALIZED THERE WAS LIKE A TYPO IN THE, IN THE CHARTER.

UM, SO THOSE ARE ALL OF THE, UM, YOU KNOW, UH, PORTIONS THAT WE ARE REALLY LIKE USING TO GUIDE OUR DECISION HERE.

UM, IN THE CHARTER, IT DOES SAY THAT THESE SHOULD, TO THE EXTENT POSSIBLE HAVE REPRESENTATION ACROSS ALL OF THE DISTRICTS.

UM, AND SO THAT WAS MY INTENTION AS WELL IN MAKING A SELECTION WAS, UM, MY TOP CANDIDATES WERE FROM DISTRICT THREE.

UH, AND I, IT LOOKS LIKE MANY OF US DID THAT AS WELL.

ARE YOU SAYING THAT, UM, IF THE FOLKS WHO ARE IN THE TOP THREE, IF THEY DON'T ACCEPT, UM, BEING ON THE COMMISSION, THEN WE WOULD HAVE TO HAVE ANOTHER MEETING.

IS THAT YOUR CONCERN OR NO? WHAT I'M SAYING IS THAT, UM, I GUESS, UM, THE PERSON WITH THE LAST NAME, BOONE TOES, SARAH, UM, HILL AND MCDANIEL, THEY ALL WERE AWARDED THREE POINTS.

SO IF WE GET TO THAT PLACE ON THE LIST, HOW WOULD WE, YOU KNOW, DECIDE WHO WAS, I GUESS, 1, 2, 3 FOURTH, WHO WAS FIFTH AND WHO WAS SIX? CAUSE NORMALLY IF PEOPLE HAVE LIKE THE SAME POINTS, THEY WOULD ALL BE LIKE NUMBER SIX.

AND WHAT I'M ASSUMING HAPPENED IS THAT YOU TRY TO RANK THEM BY LIKE, WHO WAS THE FIRST CHOICE, WHO WAS THE SECOND CHOICE.

BUT I THINK THAT IF WE LOOKED ONLY AT THOSE THREE, THEN WE MIGHT HAVE A DISTINCT ORDER THAT WE MIGHT ADVOCATE FOR.

SO MY SUGGESTION IS FOR US TO, UM, YOU KNOW, ORDER THESE.

SO WE HAVE A DISTINCT FOURTH PERSON, FIFTH PERSON, AND SIX PERSON, SO THAT AT THE END WE CAN HAVE A LIST THAT'S ONE THROUGH SIX AND NOT THEY'LL HAVE THE LAST THREE KIND OF BE TIED.

THAT MAKES SENSE.

I WOULD AGREE WITH THAT.

UM, I WILL SAY JUST, JUST AS A, A SIDE NOTE, UM, YOU KNOW, THESE REPLACEMENTS, THEY WILL BE FULLY FLEDGED MEMBERS OF COURSE, OF THE COMMISSION, BUT SINCE THE ICRC HAS ALREADY FULFILLED ITS PRIMARY DUTIES, I MEAN, WE'RE REALLY JUST ESSENTIALLY MEETING ONCE A YEAR, YOU KNOW, TO HANDLE THE ANNEXATIONS AT THAT YEAR, FROM THIS POINT ON.

SO, UM, THAT'S JUST SOMETHING TO CONSIDER IN, IN MAKING THE SELECTIONS.

I THINK A PRIORITY FOR ME IS KNOWING THAT THEY WILL BE IN AUSTIN LONGTERM.

SO WE DON'T HAVE TO DO THIS AGAIN, COMMISSIONER FALCON AND THEN COMMISSIONER BLANK.

YEAH.

I THINK THAT'S PART OF MY CONSIDERATION GIVEN THAT, UM, YOU KNOW, MOST OF THE WORK IS DONE.

I THINK THERE'S A HIGH LIKELIHOOD THAT PEOPLE WILL NOT ACCEPT THE NOMINATION.

SO THAT'S WHY IT'S IMPORTANT TO ME THAT WE HAVE IT WELL RANKED ALL THE WAY DOWN THE LIST.

THIS MIGHT, UH, SOUND CONTRARY TO THAT.

I SUPPOSE I WAS JUST, YOU KNOW, FOR THE LAST THREE, SINCE THEY ALL HAVE THREE POINTS, I MEAN, I SEE YOU PUT THE FIRST PERSON WITH THE ONE FIRST CHOICE PLACE KIND OF IN THE FOURTH SPOT.

AND THEN THE LAST TWO PEOPLE WERE THE KIND OF INDISTINGUISHABLE IN TERMS OF LIKE INTENSITY OF PREFERENCE HERE.

I MEAN, I THINK UNLESS, YOU KNOW, PEOPLE WOULD LIKE TO SPEAK UP IN FAVOR OF, YOU KNOW, A CERTAIN CANDIDATE BEING IN THE FOURTH SPOT AND THEN IN FAVOR OF A CERTAIN CANDIDATE BEING THE FIFTH SPOT, GIVEN THAT THIS IS SOMEWHAT OF A FORMALITY IN TERMS OF THE POSITION AND ALL THAT, I'LL MAKE AN ALTERNATIVE SUGGESTIONS.

WE COULD JUST USE RANDOM NUMBER GENERATOR FOR THE THREE AND PUT THEM IN THE ORDER AND THEN NOBODY'S GOING

AND HOPEFULLY ONE OF THE FIRST TWO OF THE FIRST THREE PEOPLE SAY, YES, ALL RIGHT.

YOU KNOW, MY, MY SUGGESTION WOULD BE TO LEAVE THE INDIVIDUAL WHO WAS PLACED AT LEAST ONCE AND THE FIRST CHOICE AS FOURTH.

AND THEN IF YOU LOOK AT SOME OF THE NOTES FOR GAGNON HILL, UM, SPECIFICALLY, I'M LOOKING AT THE THIRD CHOICE SECTION, THEY DIDN'T KNOW THE DISTRICTS, UM, DISTRICT ONE AND DISTRICT FOUR, THERE WAS LESS REPRESENTATION FOR DISTRICT FOUR CURRENTLY THAN THERE IS DISTRICT ONE.

SO MY VOTE WOULD MAYBE GO ABOVE MCDANIEL.

SO IT WOULD BE PUNTO PIDDLE, DANIEL FOURTH, FIFTH AND SIXTH.

IN MY OPINION, DID WE CONFIRM THAT THESE ARE STILL THEIR DISTRICTS BECAUSE, UM, THIS PERSON MENTIONED A NEIGHBORHOOD ASSOCIATION THAT I THINK, I THINK THEY MAY BE IN A DIFFERENT DISTRICTS NOW THAN WHAT WAS ON THEIR ORIGINAL APPLICATION.

THAT'S A GREAT QUESTION.

UM, WE ARE WORKING WITH THE INFORMATION THAT THEY HAD GIVEN US IN 2020 WHEN WE ALL APPLIED.

SO FISHER SNYDER THE NEW DISTRICTS ENFORCED.

NOW, ONCE WE AGREED UPON, ARE THEY ENFORCED AT THIS POINT? WELL, I THINK THERE WAS LIKE A LITTLE BIT OF CONFUSION ABOUT THAT KIND OF ALL THE WAY AROUND, UM, LIKE, ESPECIALLY WITH THE SPECIAL ELECTION, BUT ANYWAY.

SO MY UNDERSTANDING TALKING WITH LAW IS, UM, YEAH, YELLOW FOR THE MAP LAST YEAR.
