UM, ONE THAT WE RECEIVE ANNUALLY THROUGH THE HOUSING AND URBAN DEVELOPMENT DEPARTMENT AT THE FEDERAL LEVEL, UM, THAT WE RECEIVE THROUGH WHAT'S CALLED THE ACTION PLAN. AND WE'RE LOOKING AT THAT FOR THE UPCOMING YEAR. UM, AND THEN ANOTHER POOL OF FUNDING, WHICH IS A ONE-TIME GRANT THAT WE WILL ALSO WILL RECEIVE FROM HUD, UM, CALLED HOME ARP, WHICH IS SPECIFICALLY INTENDED FOR HOUSING AND, UM, HOUSING INSTABILITY. AND IF YOU GO TO THE NEXT SLIDE, UM, WE'RE GOING TO FIRST START BY REVIEWING SOME OF THE PERFORMANCE THAT THE CITY HAS HAD WITH OUR HOUSING AND PUBLIC SERVICE DOLLARS FROM HUD. UM, TO GIVE YOU AN IDEA OF WHERE THAT MONEY HAS HAS GONE, UM, IN THE PAST FISCAL YEAR, WE'LL TALK ABOUT WHAT THE PROCESS LOOKS LIKE FOR RECEIVING THESE DOLLARS. AND WE'LL DO MORE OF A DEEP DIVE INTO OUR HOUSING PROGRAMS WITH HER DEPUTY DIRECTOR, MANDY DE MAYO. UH, AND THEN WE'LL GIVE YOU SOME INFORMATION ABOUT THIS ONE-TIME GRANT HOMIE RP, WHICH THE CITY IS ELIGIBLE FOR ALSO FROM THE HOUSING AND URBAN DEVELOPMENT DEPARTMENT, WHICH IS AN $11.4 MILLION GRANT. UM, AND THEN WE'LL TALK ABOUT WHAT THE CITY IS DOING TO REACH OUT TO PEOPLE ABOUT THIS FUNDING AND OPEN IT UP TO YOUR DISCUSSION, QUESTIONS AND FEEDBACK. NEXT SLIDE, PLEASE. AND YOU CAN GO ONE MORE. SO LOOKING AT OUR PERFORMANCE WITH THIS SPECIFIC SLICE OF FEDERAL FUNDING THAT THE CITY RECEIVES EACH YEAR, UM, IN FISCAL YEAR 2021, WE SERVED ROUGHLY 3,552 PEOPLE, UH, WITH THESE FEDERAL FUNDS, 2,688 OF THAT WERE PEOPLE WHO QUALIFIED AS EXTREMELY LOW INCOME, UH, AND ACROSS ALL OF OUR ANNUAL GRANTS, WE SPENT AROUND 9 MILLION, $765,000. AND LOOKING AT OUR CARES EXPENDING FOR THAT YEAR, WE SPENT AROUND 10 MILLION, $196. NEXT SLIDE POST THIS SLIDE BREAKS DOWN HOW MANY PEOPLE WERE SERVED BY THE DIFFERENT INCOME CATEGORIES. UM, SO YOU CAN SEE THE HIGHEST CONCENTRATION OF PEOPLE THAT WE SERVED WERE IN THAT EXTREMELY LOW INCOME CATEGORY, WHICH IS PEOPLE WHO WERE EARNING AT OR BELOW 30% OF THE MEDIAN FAMILY INCOME. NEXT SLIDE. THIS IS A BREAKDOWN OF WHO THE CITY IS SERVING WITH THESE FEDERALLY FUNDED PROGRAMS BY RACE. SO ON THE LEFT, WE HAVE THE [00:15:01] POPULATION THAT WAS SERVED IN FISCAL YEAR OF 2021. AND ON THE RIGHT, WE HAVE THE POPULATION OF AUSTIN THAT IS PROVIDED FOR REFERENCE. UM, SO IN THE WHITE CATEGORY AT 54% OF THE PEOPLE SERVED, WE, UM, ARE IN THE BLUE CATEGORY REPRESENTING WHITE PEOPLE. THAT'S 54% OF INDIVIDUALS SERVED, UM, THE ORANGE CATEGORIES ABOUT 31 POINT 36% OF PEOPLE SERVED. UM, THE GRAY CATEGORY THERE REPRESENTS ASIAN PEOPLE SERVED, AND WE HAVE ABOUT OIL UNDER 2%. UM, THE GOLD CATEGORY, THERE ARE PRESENTING NATIVE AMERICAN OR ALASKA NATIVES. UM, A LITTLE UNDER 1% OF THE POPULATION SERVED BY OUR PROGRAMS, UH, NATIVE HAWAIIAN OR OTHER PACIFIC ISLANDERS, UM, REPRESENTED BY ALSO UNDER 1%. AND THEN THE OTHER CATEGORY, WHICH REPRESENTS MULTIRACIAL INDIVIDUALS OR PEOPLE WHO IDENTIFY WITH THE RACE OUTSIDE OF THE CENSUS CATEGORIES, UM, WERE REPRESENTED BY 11.2% OF THE PEOPLE SERVED EXCELLENT, PLEASE. AND WITHIN EACH OF THOSE RACIAL CATEGORIES, THERE ARE SUBPOPULATIONS OF PEOPLE WHO WERE ALSO IDENTIFIED AS, UM, WHO ALSO IDENTIFIED AS HISPANIC OR LATINO. AND SO WE CAN SEE HERE ON THE LEFT, THE POPULATION SERVED BY OUR PROGRAMS, 32% WERE HISPANIC OR LATINO. UM, AND THEN ON THE RIGHT, WE HAVE THE POPULATION OF AUSTIN FOR REFERENCE. NEXT SLIDE, PLEASE. THESE NEXT FEW SLIDES ARE GOING TO TAKE US THROUGH THE SPECIFIC PROGRAMS THAT ARE FUNDED WITH THESE ENTITLEMENT DOLLARS. UM, AND IT WILL SHOW THE GOALS THAT WE SET FOR THESE PROGRAMS AT THE BEGINNING OF THE FISCAL YEAR, AND THEN THE ACTUAL PERFORMANCE THAT THE CITY HAD AND TO COMPARE ALONG WITH THE BUDGETED AMOUNT VERSUS HOW MUCH WAS ACTUALLY SPENT. SO WE HAVE OUR DOWN PAYMENT ASSISTANCE PROGRAM, UH, OWNERSHIP, HOUSING, DEVELOPMENT, ASSISTANCE, TENANT BASED RENTAL ASSISTANCE, AND SENIOR SERVICES. THESE ARE THE PROGRAMS THAT WE'RE ABLE TO PERFORM ABOVE THEIR STATED GOALS. UM, EXCELLENT. PLUS THEN WE HAVE OUR, UM, PROGRAMS ON THIS SLIDE THAT, UH, DID NOT PERFORM ABOVE THEIR GOALS. WE HAVE OUR HOME REPAIR PROGRAMS LISTED AT THE TOP THERE, THE FIRST THREE, UH, WHICH MANY OF WHICH WERE PAUSED THROUGH THE PANDEMIC TO AVOID PEOPLE, MEETING IN PERSON WITH CITY STAFF AND PEOPLE MEETING INSIDE OF OTHER PEOPLE'S HOMES TO AVOID SPREAD OF COVID. UM, WE HAVE A RENTAL HOUSING DEVELOPMENT ASSISTANCE PROGRAM, HOMELESSNESS SERVICES, WHICH ARE FUNDED BY THE EMERGENCY SOLUTIONS GRANT. UM, THAT PROGRAM WAS ROLLED BACK IN THE AMOUNT OF IN-PERSON OUTREACH CONDUCTED ON THE STREET, AS WELL AS, UM, SHELTER CAPACITY TO AVOID LARGE CONGREGATIONS OF PEOPLE. UM, WE HAVE OUR TENANTS RIGHTS ASSISTANCE PROGRAM, WHICH SERVED 297 PEOPLE THROUGH THE PANDEMIC. WE'VE HEARD THAT TENANTS RIGHTS ISSUES THAT ARE BROUGHT TO THE HOUSING ADVOCATES THAT ADMINISTER THIS PROGRAM HAVE BECOME MUCH MORE COMPLEX, UH, AND, UM, W MUCH MORE FOCUSED ON THE POSSIBILITY OF EVICTION. THERE WAS A CONVICTION. AND SO THE CAPACITY TO SERVE A WIDER NUMBER OF PEOPLE HAS BEEN DECREASED, AND WE HAVE OUR CHILDCARE SERVICES AND YOUTH MENTAL HEALTH SERVICES PROGRAMS, WHICH ALSO HAVE HAD TO NAVIGATE A CHANGING LANDSCAPE OF, OF WHAT NEEDS ARE BEING SERVED. FOR INSTANCE, THROUGH THE PANDEMIC, MANY PARENTS WHO WERE ENROLLED IN THE CHILDCARE SERVICES PROGRAM BECAME UNEMPLOYED AND NO LONGER NECESSARILY NEEDED THE SERVICES. UM, AND SO WE'VE, WE'VE HAD SOME, SOME CHANGE IN NEED THAT'S REFLECTED IN A LOWER AMOUNT OF SERVICES PROVIDED NEXT SLIDE, PLEASE. HERE WE HAVE A, AN UPDATE ON OUR CARE ZACK SPENDING. UM, SOME OF THESE PROGRAMS ARE ONGOING, LIKE OUR CHILDCARE SERVICES PROGRAM FUNDED BY THE CARES ACT, OUR EMERGENCY SOLUTIONS GRANT, UM, PROGRAMS THAT ARE ALSO FUNDED BY THE CARE ZACK. THOSE PROGRAMS ARE INTENDED TO SPECIFICALLY TOUCH PEOPLE WHO QUALIFY AS IMPACTED BY COVID-19. UH, AND THEN WE HAVE OUR EMERGENCY RENTAL ASSISTANCE PROGRAMS, WHICH HAVE CONCLUDED NEXT SLIDE PLEASE. AND ONE MORE, CAN I JUST SAY, GIVE YOU SOME CONTEXT ABOUT, ABOUT WHAT IT IS WE'RE TALKING ABOUT WHEN WE SAY THE ACTION PLAN, THE ACTION PLAN IS THE CITY'S APPLICATION TO HUD FOR THE FUNDING THAT THE CITY USES TO FUND THE PROGRAMS THAT WE JUST REVIEWED. UM, AND SO EVERY FIVE YEARS, THE CITY SUBMITS A CONSOLIDATED PLAN TO HUD THAT OUTLINES HOW THE CITY PLANS TO SPEND ENTITLEMENT FUNDING FROM HUD FOR THE NEXT FIVE YEARS. AND IT LISTS OUT ALL THE PROGRAMS THAT WE POSSIBLY THINK WE'RE GOING TO WANT TO FUND. AND THEN FOR EACH YEAR WITHIN THAT FIVE-YEAR PERIOD, WE PUBLISH AN ANNUAL ACTION PLAN, WHICH REITERATE WHAT OUR BUDGET ALLOCATIONS ARE FOR EACH PROGRAM AND [00:20:01] WHAT OUR GOALS ARE FOR EACH PROGRAM AS WELL. AND SO THAT'S WHAT WE'RE GOING INTO RIGHT NOW IS SETTING THE BUDGET ALLOCATIONS FOR THESE PROGRAMS, SETTING THE GOALS. AND, UM, AS WE WRITE THIS PLAN, UM, IN THE PROCESS, WE REACH OUT TO DIFFERENT COMMUNITY ORGANIZATIONS AND BOARDS AND COMMISSIONS TO INFORM THEM OF THIS PROCESS AND GET FEEDBACK ABOUT WHAT PROGRAMS SHOULD BE PRIORITIZED. AND THEN AT THE END OF THE FISCAL YEAR, WE PUBLISH A PERFORMANCE AND EVALUATION REPORT, WHICH WE SUBMIT TO HUD AND DETAILS A LOT OF THE DEMOGRAPHIC INFORMATION THAT WE JUST REVIEWED. SO WE'RE GOING INTO YEAR FOUR OF OUR FIVE-YEAR PERIOD. NEXT SLIDE PLEASE. AND THROUGH THE ACTION PLAN, UH, WE RECEIVED THE FOUR GRANTS THAT YOU SEE HERE, THE COMMUNITY DEVELOPMENT BLOCK, GRANT HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, GRANT, HOME, INVESTMENT PARTNERSHIPS, AND THE EMERGENCY SOLUTIONS GRANT. THOSE INCLUDE HOMELESSNESS ASSISTANCE, SPECIAL NEEDS ASSISTANCE, RENTERS ASSISTANCE, HOME OWNER ASSISTANCE, UM, BUYER ASSISTANCE, HOUSING DEVELOPER ASSISTANCE, AND THEN A GENERAL CATCH ALL CATEGORY, WHICH IS BASICALLY OTHER COMMUNITY DEVELOPMENT ASSISTANCE. AND IF WE CAN GO TO THE NEXT SLIDE, I'LL DIG INTO EACH OF THOSE CATEGORIES, UM, REGARDING HOMELESSNESS ASSISTANCE. UH, WE ADMINISTER THROUGH OUR, UM, PARTNER DEPARTMENT, THE AUSTIN, UM, PUBLIC HEALTH DEPARTMENT, THE EMERGENCY SOLUTIONS GRANT PROGRAM. THAT'S A BLOCK GRANT THAT MAX MENTIONED EARLIER, UH, FUNDING FROM THE FEDERAL GOVERNMENT AND THAT PROVIDES FUNDING FOR RAPID REHOUSING TENANT BASED RENTAL ASSISTANCE, AND THEN OPERATIONS AND MAINTENANCE FOR THE DOWNTOWN HOMELESS SHELTER KNOWN AS THE ARCH. ALL OF THOSE PROGRAMS ARE ADMINISTERED BY EIGHT P H UM, AND ARE FUNDED BY THE FEDERAL GOVERNMENT. WE GET TO THE NEXT SLIDE REGARDING SPECIAL NEEDS ASSISTANCE. WE RECEIVED FUNDING THROUGH, AS MAX MENTIONED, IT'S CALLED HOPWA HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS. UM, AND THOSE PROGRAMS ARE ADMINISTERED BY AUSTIN PUBLIC HEALTH. WE ALSO HAVE CONTRACTS WITH NONPROFIT ORGANIZATIONS FOR CHILDCARE SERVICES, YOUTH MENTAL HEALTH SERVICES, AND SENIOR SERVICES. AS AN EXAMPLE FOR SENIOR SERVICES, OUR CONTRACT IS WITH LOCAL NON-PROFIT ORGANIZATION, FAMILY ELDER CARE, UM, AND THEY PROVIDE ASSISTANCE FOR LOW INCOME SENIORS NEEDING HELP, UM, WITH GETTING ON PUBLIC ASSISTANCE AND BILL PAYER SERVICES. WE COULD GO TO THE NEXT SLIDE, PLEASE. OUR RENTER'S ASSISTANCE PROGRAMS INCLUDE TENANT BASED RENTAL ASSISTANCE OR TB R A. WE HAVE A CONTRACT WITH THE HOUSING AUTHORITY OF THE CITY OF AUSTIN. AND THROUGH THAT CONTRACT, WE PROVIDE TEMPORARY RENTAL ASSISTANCE FOR UP TO 18 MONTHS FOR FOLKS WHO ARE EXITING HOMELESSNESS. UM, WE WORK WITH THE HOUSING AUTHORITY KNOWN AS HAKA AND, UM, ECHO, WHICH IS OUR CONTINUUM OF CARE ORGANIZATION TO ENSURE THAT WE ARE SERVING FOLKS MOST IN NEED, TAKING THEM OUT OF HOMELESSNESS AND INTO PERMANENT HOUSING, UH, WHERE THAT 18 MONTH PERIOD, AND THEN, UM, MOVING THEM ONTO A PERMANENT SUBSIDY. AFTER THAT 18 MONTHS, OUR ARCHITECTURAL BARRIER REMOVAL PROGRAM IS FOR RENTERS WITH DISABILITIES WHO ARE IN NEED OF MODIFICATIONS. WE PROVIDE ASSISTANCE FOR THAT PROGRAM. AND THEN WE ALSO HAVE A PROGRAM CALLED TENANTS RIGHTS ASSISTANCE, AND IT'S A CONTRACT WITH AUSTIN TENANT'S COUNCIL, LOCAL NONPROFIT TO PROVIDE LANDLORD TENANT COUNSELING. WE COULD GO TO THE NEXT SLIDE. OUR HOME OWNER ASSISTANCE IS DIRECTED TOWARD [00:25:01] LOW INCOME HOMEOWNERS IN THE CITY OF AUSTIN. AND WE PROVIDE A RANGE OF HOME REPAIRS THROUGH A VARIETY OF COMMUNITY PARTNERS. THOSE HOMEWORK PAIRS RANGE FROM SMALLER EMERGENCY HOME REPAIRS. SO UP TO $5,000, THOSE ARE OFTEN, UM, PLUMBING ISSUES. UM, THERE MAY BE A ROOF LEAK, A ROOF THAT NEEDS TO BE PATCHED. UM, THIS IS A CONTRACT WITH THE AUSTIN AREA, URBAN LEAGUE, AND AGAIN, THOSE REPAIRS ARE UP TO $5,000. THEN WE HAVE SOME MID RANGE, UH, UH, PROGRAMS. ONE IS ARCHITECTURAL BARRIER REMOVAL, AND THAT IS FOR SENIORS AND PEOPLE WITH DISABILITIES WHO ARE HOMEOWNERS HELPING TO MAKE THEIR HOMES MORE ACCESSIBLE. TYPICALLY THIS REPAIRS AND MODIFICATIONS INCLUDE THINGS LIKE, UM, ROLL IN SHOWERS, UH, GRAB BARS, WIDEN DOORWAYS RAMPS, AN EXTRA MODIFICATIONS TO ENABLE LOW INCOME HOMEOWNER HOME OWNERS TO STAY IN THEIR OWN HOME. AND THEN WE HAVE ALL THE WAY UP TO $75,000 A LOAN PROGRAM FOR HOMEOWNERS WHO ARE IN NEED OF SIPS, SIGNIFICANT, UH, CAPITAL REPAIRS THAT COULD INCLUDE THINGS LIKE OH, ROOF REPLACEMENT. UM, IT COULD INCLUDE SYSTEMS LIKE, UH, AIR CONDITIONING AND HEATING SYSTEMS OR PLUMBING SYSTEMS. THAT'D BE TO BE COMPLETELY, UH, REPAIRED AND UPDATED AND BROUGHT UP TO CODE. YOU COULD GO TO THE NEXT SLIDE. IT SHOULD BE HOME BUYERS, BUYER ASSISTANCE. AND IT IS, UM, THIS IS OUR PROGRAM FOR FIRST TIME HOME BUYERS IN THE CITY OF AUSTIN, WE ADMINISTER A DOWN PAYMENT ASSISTANCE PROGRAM THAT PROVIDES BETWEEN 15,000 AND $40,000. UM, OR DOWN-PAYMENT FOR INCOME QUALIFIED PEOPLE TO PURCHASE AN ELIGIBLE PROPERTY WITHIN THE CITY OF AUSTIN. IT'S A VERY POPULAR PROGRAM. AS MAX MENTIONED PREVIOUSLY, WE TYPICALLY OUTPERFORM WITH THIS PROGRAM BECAUSE THERE IS SIGNIFICANTLY MORE DEMAND AND WE HAVE RESOURCES TO PROVIDE NEXT SLIDE, PLEASE. OUR HOUSING DEVELOPMENT ASSISTANCE PROGRAM IS A GAP FINANCING PROGRAM. WE PROVIDE GAP FINANCING LOANS TO NON-PROFIT AND FOR-PROFIT DEVELOPERS AT BOTH OWNERSHIP, HOUSING AND RENTAL HOUSING. UM, WE ALSO ADMINISTER A VARIETY OF INCENTIVE-BASED PROGRAMS, WHERE WE PROVIDE DEVELOPMENT INCENTIVES TO DEVELOPERS WHO ARE CREATING MARKET, UH, HOUSING. AND WE HAVE THEM PROVIDE SOME AFFORDABLE HOUSING ONSITE IN EXCHANGE FOR CERTAIN INCENTIVES. THOSE ARE ALL PROGRAMS WE ADMINISTERED IN OUR DEPARTMENT. NEXT SLIDE PLEASE. UM, THE ECONOMIC DEVELOPMENT DEPARTMENT ADMINISTERS A FAMILY BUSINESS LOAN PROGRAM AS THEY'RE A SMALL BUSINESS LOANS. UM, AND WE WORK IN CONJUNCTION WITH THE ECONOMIC DEVELOPMENT DEPARTMENT ON THIS PROGRAM. AND THEN WE ALSO PROVIDE OPERATING EXPENSE GRANTS FOR ORGANIZATIONS THAT WE CALL CHODOS. THAT'S A COMMUNITY HOUSING DEVELOPMENT ORGANIZATION. WE CURRENTLY HAVE THREE SUCH ORGANIZATIONS IN THE CITY OF AUSTIN THAT ARE ELIGIBLE. ONE IS, UH, BLACK LAND COMMUNITY DEVELOPMENT CORPORATION. THE OTHER IS BLACK SHEER COMMUNITY DEVELOPMENT CORPORATION. BOTH OF THOSE OPERATE IN CENTRAL EAST AUSTIN. AND THEN WE HAVE AN ORGANIZATION CALLED ACCESSIBLE HOUSING AUSTIN THAT DEVELOPS AFFORDABLE, ACCESSIBLE, AND INTEGRATED HOUSING FOR PEOPLE WITH AND WITHOUT DISABILITIES, THEY ARE A CERTIFIED SHOWED UP AND THEY RECEIVED OPERATING GRANTS, UM, ABOUT TWO $50,000 A YEAR. AND IN ORDER TO RECEIVE THAT FUNDING, THE CITIES ARE REQUIRED TO GO THROUGH PROCESSES OF CONSULTATION WITH COMMUNITY ORGANIZATIONS THAT, UM, PROVIDE SERVICES AND INPUT AND SUPPORT FOR QUALIFYING POPULATIONS. UM, AND THEN WE'LL PACKAGE EVERYTHING UP INTO A DRAFT ALLOCATION PLAN, PUT THAT OUT TO THE PUBLIC FOR REVIEW, UM, AND HOPEFULLY SUBMIT THE PLAN TO HUD BY AUGUST. AND SO THAT'S THE PROCESS THAT WE'RE GOING THROUGH RIGHT NOW AND WHAT WE'RE HOPING TO, TO ROPE THIS COMMISSION INTO NEXT SLIDE, PLEASE. SO IN THIS GRADE, WE CAN SEE THE ELIGIBLE USES OF THE HOME MAYOR P GRANT. WE HAVE DEVELOPMENT OF AFFORDABLE HOUSING, TENANT BASED RENTAL ASSISTANCE, PROVISION OF SUPPORTIVE SERVICES AND ACQUISITION AND DEVELOPMENT OF NON CONGREGATE SHELTER. THE CITY IS ABLE TO ALLOCATE THE $11.4 MILLION UNTIL ONE OF THESE CATEGORIES OR ACROSS MULTIPLE NEXT SLIDE, PLEASE. THESE ARE THE POPULATIONS THAT STAND TO BENEFIT FROM HOMING RP THAT QUALIFIED TO RECEIVE SUPPORT AND ASSISTANCE. AND WE HAVE POPULATIONS WHO ARE HOMELESS AT RISK OF HOMELESSNESS, PLAYING DOMESTIC VIOLENCE, UM, OR OTHER POPULATIONS WHERE SUPPORTIVE SERVICES COULD PREVENT HOMELESSNESS, UM, OR HELP PEOPLE WHO ARE HOUSING UNSTABLE. UM, BUT THOSE WHO ARE MOST DISADVANTAGED AND, UM, LESS EMPLOYED, PARTICULARLY ACUTELY THE CASE WITH PEOPLE WITH DISABILITIES, UM, ARE COMPETING FOR LIMITED NUMBER OF SPOTS, WHICH LOTS OF OTHER PEOPLE WHO ARE MUCH LESS IMPOVERISHED OR ABLE TO GET, BECAUSE THERE AREN'T ANY, UM, THERE ARE LOTS MORE, UM, SOMEWHAT AFFORDABLE OR WHATEVER. I'M NOT SURE HOW TO CHARACTERIZE THE CATEGORIZATION, BUT THE PERCENTAGE OF POVERTY THAT MAKES YOU ELIGIBLE FOR THE ASSISTANCE FROM THE CITY, UM, IS HIGH. AND WE'D LIKE TO SEE YOU PUT EVEN MORE TO THE CLOSE, THOSE FOLKS WHO ARE CLOSER TO HOMELESSNESS AND WHO ARE MORE LOW INCOME. UM, AND THEN IT GOES INTO BLACK WOMEN ARE MORE LIKELY TO DIE FROM PREGNANCY OR CHILDBIRTH. UH, THIS RELATES TO MENTAL HEALTH OF UNRECOGNIZED BIAS AND COMMUNICATION OR CARE, UH, INCREASES IN FOOD SECURITY IN AUSTIN, TEXAS, WHERE MOST SIGNIFICANT AMONG HISPANIC AND SPANISH SPEAKING FAMILIES, ESPECIALLY DUE TO JOB LOSS. PEOPLE WITH DISABILITIES, LOCKED UP INSIDE OF A JAIL CELL, UH, AND, UM, W BASICALLY ALLOWING THE HOMELESS TO LAND SIDEWALKS OR INADEQUATE AND INAPPROPRIATE PUBLIC POLICIES. UH, BUT SO WE'RE CRIMINALIZING PEOPLE WITH MENTAL HEALTH ISSUES, UH, LAW ENFORCEMENT, UM, SUCH AS AUSTIN POLICE DISLIKE, UH, BEING RELEGATED TO MENTAL HEALTH CARE PROVIDERS. WE'VE BEEN VERY CONCERNED THAT ABEL ISM IS, UH, NOT A LESSER FORM OF DISCRIMINATION WITHIN THE CITY OF AUSTIN.
