[00:00:02]
WELL, AND, UH,[CALL TO ORDER]
IT'S 1203.I WILL BRING THE MEETING OF THE COMPREHENSIVE PLAN JOINT COMMITTEE TO ORDER, UM, LEAVE.
OUR FIRST ORDER OF BUSINESS IS TO, ARE THERE, UH, I GUESS COMMUNICATIONS OR CITIZENS COMMUNICATIONS WOULD BE FIRST.
UM, SHOULD I DO ROLL CALL? SORRY.
I WILL DO ROLL CALL FIRST FROM THE PLANNING COMMISSION, UH, COMMISSIONER COX, UH, COMMISSIONER POLITO IS ABSENT COMMISSIONER SCHNEIDER.
UM, AND FROM THE ZONING AND PLANNING COMMISSION COMMISSIONER, UH, VICE-CHAIR SMITH AND COMMISSIONER KOSTA IS ABSENT AND I AM CHAIR FLORES FROM THE PLANNING COMMISSION I'M IN.
AND THERE THERE'S NO PUBLIC COMMUNICATION THAT RIGHT.
UM, SO WE WILL GO ONTO OUR AGENDA TODAY.
UM, STARTING WITH NEW BUSINESS, OUR ANNUAL GOAL SETTING.
YOU NEED TO APPROVE THE MINUTES OF THE LAST MEETING.
UH, MARK WALTERS FROM THE HOUSING AND PLANNING DEPARTMENT WAS, UH, DUE TO PRESENT ON ITEMS THREE DAY, THE INDUSTRY ACTUALLY OUT SICK TODAY.
I'M NOT SURE AT WHAT POINT, UH, WE WOULD LIKE TO TALK ABOUT POTENTIALLY WHENEVER IT COMES UP.
UM, LET, SO YES ON, SO HE'S OUT SICK TODAY.
UM, DIDI AND I DISCUSSED MARK COMING BACK TO OUR JUNE MEETING, UM, TO PRESENT THE INDUSTRIAL STUDY AND, UH, SHE WILL SEND OUT AN EMAIL FOR, UH, FINDING, UH, A GOOD DATE FOR THAT MEETING.
[1. APPROVAL OF MINUTES ]
A COUPLE OF THE MINUTES FROM THE LAST MEETING.CAN YOU REMIND ME WHAT, WHICH ONE WAS OUR LAST MEETING? I KNOW WE HAD A COUPLE THAT WERE WE HAD, SO THESE ARE, UM, APPROVAL OF THE MINUTES FROM DECEMBER 2ND.
[2a. Annual goal setting (Discussion and/or possible action)]
NOW WE'LL GET TO TWO NEW BUSINESS ANNUAL GOAL-SETTING, UM, DIDI, WILL YOU PLEASE SET THE STAGE FOR THAT AND WHAT WE NEED TO TALK ABOUT AND JUST REAL QUICK, UM, THE AUDIO FROM THOSE IN THE ROOM WAS KIND OF CUTTING OUT SO I CAN JUST MAKE SURE AND HAVE THE MICROPHONE CLOSE.I DON'T KNOW IF ANYONE ELSE FROM OUT HEADACHES SHE'S HEARING BEFORE.
YEAH, I HAD A LITTLE BIT OF, UM, YEAH, IT'S A LITTLE BIT CUTTING IN A LITTLE BIT IN AND OUT, SO YOU CAN HAVE MICROPHONE CLOSE AND SPEAK.
I HAVE THIS MIC PRETTY CLOSE, BUT I TELL YOU IF, IF I DO CUT OUT, I'M HAPPY TO REPEAT.
UM, IF YOU JUST WANT TO RAISE YOUR LIFT YOUR HAND UP AND THEN I CAN, I'LL PROBABLY BE WATCHING.
UM, IF Y'ALL REMEMBER AND I'M HAPPY TO HELP JOG YOUR MEMORIES.
THE LAST TIME WE MET IN NUMBER 2021, WE WENT OVER SOME OF THE ROLES AND RESPONSIBILITIES OF THE COMPREHENSIVE PLAN JOINT, AND THOSE ROLES AND RESPONSIBILITIES ARE PRETTY CLEARLY STATED IN THE BYLAWS AND THE ORDINANCE THAT WAS ADOPTED BY OUR AUSTIN CITY COUNCIL TO CREATE A COMPREHENSIVE PLAN JOINT COMMITTEE.
AND I THINK THAT CAN SERVE AS A NICE FRAMEWORK FOR, UH, HOW Y'ALL MIGHT, MIGHT WANT TO APPROACH TALKING ABOUT ANNUAL GOALS.
AND THEN THE OTHER PIECE OF INFORMATION THAT I WAS, UM, GOING TO PROVIDE THAT MIGHT BE HELPFUL INFORMATION OR CONTEXT TO THAT CONVERSATION IS JUST TO LET YOU KNOW,
[00:05:01]
UH, IN TERMS OF THE IMAGINE AUSTIN IMPLEMENTATION TEAM, THAT AS PART OF THE HOUSING AND PLANNING DEPARTMENT, SOME OF THE, UM, THE KEY EFFORTS, INITIATIVES, OR PROJECTS THAT WE'RE WORKING ON CURRENTLY.UM, AND IF YOU'RE INTERESTED IN CHILL INFORMATION AROUND THOSE EFFORTS, I'M HAPPY TO PRESENT THAT.
UM, SO REAL QUICK, JUST TO REVISIT THE COMPREHENSIVE PLAN JOINT COMMITTEE'S ROLE AND PURPOSE, UH, BROADLY SPEAKING, IT IS TO CONSIDER AND MAKE RECOMMENDATIONS ON ISSUES RELATING TO THE COMPREHENSIVE PLAN.
IMAGINE AUSTIN, AND THIS INCLUDES TWO, UH, POSSIBILITY, UH, THE FIRST BEING PROPOSED AMENDMENTS TO THE COMPREHENSIVE PLAN AND THEN IMPLEMENTATION OF THE COMPREHENSIVE PLAN AND THIS POLICY DIRECTIVES OR INITIATIVES OF THE COUNCIL OR THE PLANNING COMMISSION.
SO BROADLY SPEAKING, THOSE ARE THE ROLES AND RESPONSIBILITIES OF THE, UM, AND THEN ALSO IF YOU'LL REMEMBER, THERE'S A CHARTER REQUIREMENT SPECIFIC TO LONG RANGE, CAPITAL IMPROVEMENT PROGRAM PLANNING THAT YOU ALL PARTICIPATE IN DEVELOPMENT OF A MEMO OF RECOMMENDATIONS, UH, LISTING OUT CAPITAL IMPROVEMENTS AT A HIGH LEVEL, WHICH IS WE'LL KNOW, OUR CAPITAL IMPROVEMENT, UH, OR CAPITAL BUDGETS OR CAPITAL IMPROVEMENT PROGRAM IS ONE OF THE MAIN LEVERS THAT WE HAVE TO IMPLEMENT OR COMPREHENSIVE PLAN IMAGINE AUSTIN.
SO IF YOU REMEMBER, UH, BILL EVEN THOUGHT IT WAS ALMOST A YEAR AGO THAT WE WORKED ON DEVELOPING THE MEMO OF RECOMMENDATIONS THAT WE MOVED FORWARD.
AND SO EVEN THOUGH THAT'S NOT CALLED OUT IN THE ORDINANCE IN THE BYLAWS, IT IS A RESPONSIBILITY OF THIS GROUP THAT OUT.
UM, SO THREE VISITS, LONG RANGE CIP PROPOSING AMENDMENTS TO IMAGINE AUSTIN THAN ANYTHING THAT Y'ALL SEE FITTING TO TRY TO IMPLEMENT, IMAGINE AUSTIN AND POLICY DIRECTIVES, OR IN THIS OF OUR CITY COUNCIL ARE PLANNING THIS SOME OF THE TOP PRIORITY WORK ITEMS THAT YES, MR. BETTER.
UM, SO, UH, QUICK QUESTION, UH, I THINK YOU SAID, UM, DIRECTORS FROM CITY COUNCIL OR FROM PLANNING COMMISSION.
AND I WONDERED IF, UH, FOR EXAMPLE, UH, I THINK ONE OF OUR GOALS FOR THIS YEAR OUGHT TO BE REVIEWING, UM, AND HOW WE'RE ZONING INDUSTRIAL AND WHETHER WE NEED TWEAKS TO THAT.
DO WE NEED SOME SORT OF DIRECTIVE FROM ONE OF THE LAND USE COMMISSIONS OR THE COUNCIL TO DO THAT, OR IS THAT SUFFICIENTLY WITHIN THE PARAMETERS OF IMAGINE AUSTIN, THAT WE COULD JUST DO IT ON OUR, UH, THAT IS CORRECT.
YOU, YOU BE ABLE TO DEVELOP ANY TYPE OF RECOMMENDATION ON YOUR OWN, UH, THIS GROUP COMPREHENSIVE PLAN JOINT COMMITTEE IS ORGANIZATIONALLY A BIT DIFFERENT IN THAT YOU Y'ALL DO NOT MAKE RECOMMENDATIONS DIRECTLY TO OUR CITY COUNCIL AS DO SOME OTHER ORGANIZED COMMITTEE.
UM, SO YOU HAVE FULL AUTHORITY TO MAKE RECOMMENDATIONS, UH, ANY IDEAS THAT YOU HAVE, AND THEN WE WOULD MOVE THE PLANNING COMMISSION.
SO JUST SO YOU KNOW, KIND OF THE STEPS IN THE PROCESS, IT WOULD BE A PLANNING COMMISSION AND THEN WHATEVER THE FULL PLANNING COMMISSION WANTED TO DECIDE IN TERMS OF MOVING THAT FORWARD TO COUNCIL, OTHER KIND OF QUESTIONS OR CLARIFICATION ON THE LANE POSSIBILITIES, ARE THERE ANY OTHER, UM, SUGGESTIONS ON, UM, ANY GOALS THAT OTHER COMMISSIONERS MIGHT WANT TO SET FORTH FOR US? I'LL HAVE TO TALK TO COMMISSIONER NON-US PALITO, BUT I, I SEEM TO RECALL IT, UM, PROBABLY OUR VERY FIRST MEETING THAT WE HAD BACK IN JUNE OF LAST YEAR, SHE HAD SOME, UM, ALONG WITH YOUR, WITH COMMISSIONER SCHNEIDER'S INDUSTRIAL, UM, ZONING REVIEW, SHE ALSO HAD SOME, I BELIEVE IT WAS FOR FLOODING OR SOMETHING LIKE THAT.
SO, UM, IF WE COULD TOUCH BASE WITH COMMISSIONARY ON HIS BELIEFS ON, ON WHAT SHE, UM, WANTED TO, UM, CONCENTRATE OUR GOALS ON, I THINK SHE HAD SOME IDEAS AS WELL.
[00:10:01]
PERFECT.I'M ACTUALLY HAPPY TO REACH OUT TO HER.
SHE WASN'T ABLE TO ATTEND TO, BUT I DID LET HER KNOW THAT WE WERE RECORDING IT.
AND THEN IF SHE HAD ANY FOLLOW-UP QUESTIONS, SO I'LL REACH OUT TO HER WITH THE RECORDING AND LET HER KNOW IF SHE HAS ANY, UH, LANGUAGE OR KIND OF CAPTURE WHAT SHE'D LIKED TO DO.
UH, FOR THE, I KNOW AT ZAPPO WE'RE GOING TO GET A BRIEFING FROM STAFF ON LOCALIZED FLOODING ISSUES AND THE LOCALIZED FLOOD MAP, AND HOW TO USE THAT WHEN WE'RE DOING BASES IN REVIEW THAT MIGHT BLEND IN WITH KIND OF WHAT SHE'S TALKING ABOUT.
DID YOU HAVE ANYTHING THAT YOU THOUGHT MIGHT INTEREST YOU AND THINK THAT WE SHOULD CONCENTRATE ON? I MISSED A MEETING BECAUSE MY DOG IS BARKING RIGHT NOW.
I DON'T HAVE ANYTHING TO ADD AT THIS POINT.
I'M HAPPY TO SHARE WITH YOU ALL, SOME OF THE TOP PRIORITY WORK ITEMS THAT THE IMAGINE AUSTIN IMPLEMENTATION ON RIGHT NOW AND SEE IF ANY OF THESE THAT WOULD BE HELPFUL.
SO WE ARE CURRENTLY WORKING WITH OUR FINANCIAL SERVICES DIVISION PERFORMANCE MANAGEMENT OFFICE ON ALIGNING.
IMAGINE AUSTIN WAS STRATEGIC DIRECTION, UH, 20, 23, UH, UP FOR REFRESH.
UM, AND SO, UH, THAT'S A PRETTY IMPORTANT EFFORT, UH, WE'RE WORKING ON NOW.
AND ALSO, I'M NOT SURE IF IT'S HIT YOUR BACKUP FOR A PLANNING COMMISSION APOLOGIZE.
I'M NOT SURE IF IT WOULD BE MAP BACK UP, BUT AT ANY RATE AT OUR DECEMBER MEETING, WE TALKED ABOUT HOW CURRENTLY RELATED TO ZONING CASES THAT YOUR RE UH, EVERY PLANNING COMMISSION MEETING THAT YOU HAVE, UH, AN IMAGINE AUSTIN COMPLIANCE REVIEW NARRATIVE, UH, MR. FOX, I BELIEVE YOU'RE THE ONE THAT BROUGHT THAT UP AND HAD QUESTIONS ABOUT THAT.
UM, OUR TEAM IS WORKING AND WE HAVE PROTOTYPED A CHECKLIST.
AND I DON'T KNOW IF THAT'S HIT YOUR BACKUP YET.
UH, I THINK THERE'S PROBABLY A BIT OF A DELAY IN TERMS OF CASE REVIEW AND THEN ACTUALLY MOVING.
SO PLEASE BE ON THE LOOKOUT FOR THAT.
UH, IT IS AN EFFORT TO IMPROVE PROCESS OF REVIEWING FOR THE IMAGINE AUSTIN COMPREHENSIVE PLAN.
AND I KNOW ONE OF YOUR REQUESTS FROM THE LAST MEETING WAS HOPEFULLY TO, AND THIS MAY APOLOGIZE.
I CAN'T REMEMBER IT WAS BOXER GRAY, BUT, UM, HAVE MORE OBJECTIVE CRITERIA, UH, IN THAT PARTICULAR DECISION MAYBE.
AND SO WE HAVE BEEN WORKING ON THAT.
UM, AND THEN FOR THE AUSTIN CITY CHARTER IN AN ANNUAL BASIS FOR THE IMAGINE AUSTIN COMPREHENSIVE PLAN, WE PRODUCED OUR, BELIEVE IT OR NOT IN APRIL, 2022, RIGHT AROUND THE CORNER.
IMAGINE AUSTIN WILL BE 10 YEARS OLD DECADE.
UM, SO AT THE FIVE-YEAR MARK OR OUR CHARTER, WE DO A MORE IN DEPTH EVALUATION.
I CAN NEVER REMEMBER EVALUATION.
UH, THE CHART SAYS EVALUATION AND APPRAISAL REPORT.
SO WE DO A MORE IN DEPTH REPORTING.
IF YOU WANT TO GET A GENERAL IDEA OF THE DIFFERENCE BETWEEN AN ANNUAL REPORT AND A FIVE-YEAR MARK PROGRESS REPORT, WE DO HAVE THE FIVE-YEAR, UH, AND WE HAVE ANNUAL REPORTS, SO I'M HAPPY TO SEND IT ALL VIA EMAIL.
UM, SO WE WILL BE DOING A MORE IN DEPTH EVALUATION AND APPRAISAL OF THE IMAGINE AUSTIN COMPREHENSIVE PLAN.
AND OUR GOAL WITH THAT IS TO OBVIOUSLY EVALUATE, APPRAISE THE PERFORMANCE OF THE PLAN, UH, PARTY PROGRAMS THROUGHOUT THE CITY, BOSTON IN DIFFERENT DEPARTMENTS.
THEY'RE RESPONSIBLE FOR ACTION ITEMS THAT WERE PASSED IN THE IMAGINE AUSTIN COMPREHENSIVE PLAN.
AND SO WE WILL GET AN UPDATE ON THOSE ACTION ITEMS. I WILL LET YOU KNOW, THEY'RE NOT ALL ASSIGNED TO DEPARTMENTS PART MORE RESPONSIBILITY, A METHOD.
AND SO THERE ARE SOME THAT ARE UNDEFINED, BUT WE DO HAVE, UH, QUITE A FEW ACTION ITEMS THAT WE'LL BE GETTING UPDATES ON AS WELL AS INDICATOR DATA.
AND, UH, THAT IT OBVIOUSLY IS TO EVALUATE AN APPRAISAL REPORT AT A 10 YEAR MARK.
AND ALSO WE'RE HOPING THAT THE INFORMATION, THE QUANTITATIVE DATA AS
[00:15:01]
WELL, LIKELY SOME QUALITATIVE DATA THAT IT COULD HELP INFORM ANY KIND OF AMENDMENTS THAT WE MAY WANT TO MAKE TO THE COMPREHENSIVE PLAN, UH, THAT FOLLOWING YEAR QUESTION THAT THAT'S A LOT OF INFORMATION AT ONCE, BUT ANY QUESTIONS ABOUT ANY OF THE PARTY WORK ITEMS OR ANYTHING ALL VIDEO WANTED TO FORM WORKING GROUPS OR ANYTHING LIKE THAT? UM, YEAH.WHEN IS THE EVALUATION AND APPRAISAL DUE? IS IT DUE IN APRIL? NO, IT'S ACTUALLY, UM, TYPICALLY DELIVERED AFTER BUDGET.
IS THAT IN OCTOBER, OCTOBER 1ST.
SO OCTOBER 1ST, 2020, AND I'VE AFTER THAT, OR WHEN, WHEN DOES, WHEN DOES THE TEAM TAKE IT AROUND TO ALL OF THE, UH, DO DEBRIEFINGS FOR ALL OF THE COMMISSIONS THAT WOULD BE IN THE SUMMER? SO WE'RE ABOUT TO KICK OFF THE INTERNAL PROCESS AND REACHING OUT TO OUR PARTNER DEPARTMENTS AND 30 PROGRAM CHAMPION, GO AHEAD AND START THE, YOU KNOW, THAT BODY OF WORK TO GET THOSE ACTION ITEMS AND INDICATORS UPDATED.
AND THEN IT'S TYPICALLY, UH, THE DELIVERABLE, IF YOU WILL, IS TYPICALLY A REPORT.
UH, WE'VE ALSO MOVED IN THE PAST, OH GOSH, TWO OR THREE YEARS.
WE'VE ACTUALLY HAD A WEBSITE INSTEAD OF A PDF.
UM, BUT THAT IS WHAT IS PRESENTED, UH, IN TERMS OF A DELIVERABLE THAT'S PRESENTED TO OUR BOARDS AND COMMISSION AND COUNCIL.
I'M LINE OF THAT IS THE SUMMER.
SO IN TERMS OF OUR AGENDA TODAY FOR THE ANNUAL GOAL SETTING, UM, WOULD IT BE BENEFICIAL FOR JUST TO GET FEEDBACK FROM EVERYONE? AND THEN WE GET THAT TO, UH, THE LIAISONS, OUR TEAM HERE TO PUT THAT ALL TOGETHER.
SO WE'VE GOT THE ONE FROM COMMISSIONER SCHNEIDER, THE ONE WE'RE GOING TO TALK ABOUT, UM, OR THE GOAL FROM A COMMISSIONING ON IS PULIDO, AND THEN ANY OTHERS THAT, YOU KNOW, WE WANT TO, UM, FOCUS ON, BUT MAY NOT HAVE TODAY, UM, SUBMIT THEM TO, TO ME AND I'LL WORK WITH DD ON PUTTING SOMETHING TOGETHER FOR, UM, WHAT WE WILL SUBMIT TO PLANNING COMMISSION.
SO IF YOU'VE GOT ANYTHING THAT, UM, YOU KNOW, AFTER THINKING ABOUT IT, FURTHER HEARING, SOME OF THE THINGS THAT, UM, THE COMPREHENSIVE PLAN TEAM ARE WORKING ON, UM, YOU GOT ANYTHING THAT YOU'D LIKE TO INCLUDE IN SOME OF OUR, UH, WHAT OUR GOALS WILL BE, AND THIS IS FOR THE NEXT YEAR, IS THAT RIGHT? OR, OKAY.
I'LL WORK WITH D TO, TO GET THAT PUT TOGETHER FOR SOMETHING THAT WE SUBMIT TO PLANNING COMMISSION AND THE GOALS FROM LAST YEAR.
I WAS NOT IN A WAY ON CASSIDY AT THAT POINT.
SO I, I THINK WE DO, BUT I'D HAVE TO GO DIG THOSE UP TO FIND OUT WHAT THEY WERE.
WE CAN, WE CAN FIND THOSE AND SEND THEM AROUND.
UM, BUT I'M PRETTY SURE THERE WERE, UM, YEAH, YEAH, ACTUALLY I CAN'T REMEMBER.
SO I WANT TO SAY, HEY, JUST SAY, WHAT WAS OUR GOALS FOR THIS YEAR? YEAH, WELL, IT SOUNDED STRANGE TWO YEARS.
A LOT OF GOALS HAVE BEEN MET, BUT BE ABLE TO SEE, YEAH, GREAT.
SO I CAN PUT TOGETHER THE GOALS FROM LAST YEAR AND THEN I'LL CAPTURE WHAT WE'VE, UH, DRAFTED UP OR TALKED ABOUT TODAY AND THEN KIND OF, UH, OF THAT, OR, SORRY, EXCUSE ME, CHAIR FLORES, GARCIA.
AND I WILL WORK TOGETHER TO, UM, SEND THAT AROUND AND THAT'LL GIVE OTHERS THAT WEREN'T ABLE TO MAYBE PARTICIPATE TODAY OPPORTUNITY.
I THINK THAT'S A, THAT'S A GOOD PLAN AND BE VERY HELPFUL.
UM, DO WE HAVE ANYTHING ELSE ON THAT ITEM?
[2b. Long-Range Capital Improvement Program Planning (Discussion and action) Discussion and action to approve re-transmission of the FYs 2021-2023 Long-Range CIP Planning Memo of Recommendations to Planning Commission on June 14, 2022, to meet the Austin City Charter Article X, Section 4(4) requirement. ]
NOT GONE.[00:20:02]
TO, TO BE THE LONG RANGE, CAPITAL IMPROVEMENT PROGRAM PLANNING.UM, SO THIS ITEM IS WHAT DIDI WAS TALKING ABOUT.
UM, A LITTLE BIT, A FEW MINUTES AGO, THIS IS THE, THE MEMO THAT WE PUT TOGETHER.
UM, AND WE DID THAT PRETTY QUICKLY LAST YEAR AND SUBMITTED THAT TO PLANNING COMMISSION AND IT WAS PASSED.
SO, UM, THIS WOULD BE APPROVING GREEN TRANSMISSION OF THAT.
WOULD IT BE THAT SAME MEMO? YES, THAT IS CORRECT.
UH, NO, I JUST WANTED TO CLARIFY, BECAUSE THIS IS A IT'S IT'S SUBMITTED EVERY TWO YEARS.
AND SO THAT'S WHY WE'RE JUST DOING A RESUBMISSION OF THE ONE THAT WE HAD ALREADY DONE LAST JUNE.
IT'S A, THE PLANNING CYCLE IS IN EVERY OTHER YEAR IN THE OFF CYCLE, ESSENTIALLY, WHAT'S KIND OF DRIVING THE RECOMMENDATION TO RETRANSMIT MICHAEL'S MEMO IS THAT THE PROCESSES DATA-DRIVEN PROCESSES HAVE HAPPENED.
UM, EVERY OTHER YEAR, THEY, THAT WE WOULD BE ABLE TO PROVIDE, INFORM ANY KIND OF UPDATE TO THOSE RECORDS.
UH, ALSO BECAUSE OF THE HIGH NATURE HIGH-LEVEL NATURE OF THE RECOMMENDATION, AND THEN LONG RANGE PLANNING EFFORT THAT THE RECOMMENDATION STILL ARE RATHER VALID, UM, AND NOT IMPLEMENTED BASIS.
UM, I AM DD, COULD YOU JUST, UH, BE MINDFUL OF STAYING CLOSE TO THE MIC? YES.
I'M TEMPTED TO TAKE IT OUT OF THE STAND AND JUST HAVE IT IN MY HAND.
IT FEELS A LITTLE STRANGE, BUT, UM, BUT I, I MIGHT DO THAT, UM, ALSO WHAT YOU WILL HAVE IN YOUR EMAIL AND IN THE BACKUP OUR BUDGET OFFICE.
SO I'LL JUST REMIND YOU THAT FOR THE LONG RANGE CIP, THE HOUSING AND PLANNING DEPARTMENT, AND THE IMAGINE AUSTIN IMPLEMENTATION TEAM SPECIFICALLY, WE FACILITATE THE PROCESS OF THE LONG RANGE, CIP PLANNING EFFORT.
AND SO WE WORKED VERY CLOSELY WITH OUR BUDGET OFFICE, AS WELL AS THE PUBLIC WORKS DEPARTMENT AND OUR BUDGET BUDGET OFFICE THIS YEAR WAS ABLE TO PROVIDE SOME VIP HIGHLIGHTS.
AND SO I'VE JUST PUT THOSE IN A BACKUP DOCUMENT FOR YOU ALL SO THAT YOU CAN SEE SOME OF THE DIFFERENT ACTIVITIES THAT ARE HAPPENING ACROSS OUR CITY.
IT IS BY NO MEANS A COMPREHENSIVE LIST, BUT IT'LL GIVE YOU A GENERAL IDEA OF IN A FISCAL YEAR, 2021 TO 2022 BUDGET CYCLE, SOME OF THE CIP FUNDING DECISIONS THAT WERE BEING MADE THAT DO RELATE TO YOUR RECOMMENDATION.
UM, I CAN'T TELL YOU THAT THEY WERE, THAT IT'S A STRAIGHT LINE.
I CAN'T DRAW THE EXACT STRAIGHT LINE FROM THE RECOMMENDATIONS BY A FUNDING DECISION WAS MADE.
UM, I APPRECIATE Y'ALL'S WORK IN THE LAST MEMO DEVELOPMENT.
I THINK, UH, IT'S HELPFUL TO, TO CONTINUE TO IMPROVE THE PROCESS AND TO TRY, TRY TO, YOU KNOW, FURTHER CONNECT THOSE DOTS, BUILD THOSE RELATIONSHIPS.
UM, AND SO THERE ARE MANY THINGS HAPPENING, CITY-WIDE IT, IT'S A RATHER IMPRESSIVE LIST.
I ALWAYS LOVE UPDATES LIKE THIS BECAUSE IT REMINDS ME HOW MUCH THE CITY IS ACCOMPLISHING.
OF COURSE THERE'S ALWAYS ROOM FOR YOU MORE.
UM, BUT THAT IS THE OTHER PIECE OF BACKUP THAT IS AVAILABLE TO YOU.
AND IT CAN BE A MINUTE TO JOIN THE MEETING, BUT, UM, BUT THE ACTION THAT IS DESIRABLE TODAY IS, IS APPROVAL TO RETRANSMIT WHAT WAS APPROVED LAST SUMMER.
AND JUST TO REMIND YOU, UM, WE'RE TRYING TO ACCOMPLISH IT TODAY IS SO THAT WE COULD GET IT BEFORE THE FULL PLANNING COMMISSION FOR APPROVAL BY THE END OF JUNE.
UH, THAT IS WHAT MEETS OUR CHARTER REQUIREMENT.
AND I'M HAPPY TO READ THROUGH THE HIGHLIGHTS.
UH, IT'S QUITE A BIT OF INFORMATION.
SO I AM HAPPY TO TRY TO ANSWER ANY QUESTIONS IF YOU'VE HAD A CHANCE TO DIGEST THAT INFORMATION OR
[00:25:01]
HAPPY TO KIND OF READ THROUGH THOSE, I'VE READ THROUGH THE BACKUP AND THE, THEIR MOTIVES.UH, I REVIEWED IT AS WELL, UM, IN REVIEWING THE MEMO THAT WE SO QUICKLY CRAFTED, UH, LAST YEAR, UH, I'VE JUST FOUND A LITTLE BIT OF SOME AWKWARD LANGUAGE JUST IN ONE PLACE.
AND I DON'T KNOW IF IT'S WORTHWHILE DOING ANYTHING ABOUT IT.
IT'S AT THE BOTTOM OF PAGE SIX WHERE WE SAY INCREASE THE AMOUNT OF AFFORDABLE CREATIVE SPACE THAT IS AVAILABLE TO WORKING ARTISTS, COMMA, INCLUDING PERFORMANCE ARTISTS.
AND I THINK WE DIDN'T MEAN, YOU KNOW, PERFORMANCE ARTISTS.
THAT'S WHAT WE MET, BUT I DON'T KNOW IF THAT'S WORTH CHANGING.
IT'S JUST A LITTLE THING JUST TO SHOW YOU THAT I ACTUALLY READ IT.
SO DID YOU WANT TO CHANGE IT TO THE MUSICIANS? BECAUSE I THINK THIS ENCOMPASSES ALL PERFORMANCE ARTISTS, NOT JUST MUSICIANS.
I THINK WHAT WE MEANT WAS PERFORMING.
YOU'LL JUST HAVE TO MUTE YOURSELF ON THE WEBEX BD.
WE STILL HAVE YOUR MICROPHONE.
SO I'M FINE WITH THAT CHANGE IF WE WANT TO DO THAT TO PERFORMING PERFORMING ARTISTS.
SO I'M A BIG FAN OF PERFORMANCE ART.
I'M SURE THE DISTINCTION MATTERS A LOT BETWEEN PERFORMANCE ARTISTS AND PERFORMING ARTISTS.
SOME PEOPLE WOULD THINK THAT THIS IN FACT IS PERFORMANCE ART.
UM, AND THERE'S MINOR DETAILS, BUT, UM, JUST TO BE TRANSPARENT, WHAT I WOULD DO IS OF COURSE CHANGE THE DATE, UH, TO A CURRENT DATE.
UH, AND THEN IT WOULD BE RE TRANSMITTAL INSTEAD OF TRANSMITTAL STILL MAKES SENSE.
SO ANYWHERE THERE'S TRANSMIT, I WOULD CHANGE THAT TO RE AND THEN IT SOUNDS LIKE THEY'LL LOOK AT THE SCREEN, INCLUDING PERFORMANCE ARTISTS, PERFORMING, PERFORMING ARTISTS.
SO IN THE CONCLUSION, UH, WE SAY IN THE PAST YEAR, THE CITY HAS FACED UNIQUE CHALLENGES.
AND I THINK WE NAMED IT IN THE PAST YEARS OR IN THE PAST TWO YEARS OR WHATEVER THAT, BECAUSE WE'RE NOT, WE MENTIONED SPECIFICALLY THE, UH, STORM URI AND THAT I THINK THAT'S STILL RELEVANT FOR THESE RECOMMENDATIONS, BUT OBVIOUSLY IT WAS, UH, WHAT WAS IT? UH, MAYBE WE CAN KEEP IT THE WAY IT IS WITH SORT OF IN THE PAST YEAR, OR I'M HAPPY TO CHANGE THAT TWO YEARS.
WHAT WOULD Y'ALL PREFER? CAN YOU HEAR ME PLEASE? OKAY, GREAT.
I WILL SAY IN THE PAST YEARS, I'LL MAKE THAT CHANGE.
OTHER COMMENTS OR QUESTIONS LIKE A MOTION TO RETRANSMIT THE MEMO AS MODIFIED SECOND BY COMMISSIONER SCHNEIDER, ALL IN FAVOR GREEN HERE THAT IS PASSES UNANIMOUSLY
[00:30:05]
EDD.UM, SO WE HAVE POSTPONED OR OLD BUSINESS OR, UM, THE BRIEFING BY MARK WALTERS ON THE INDUSTRIAL STUDY.
SO WE'LL, AS WE SAID AT THE BEGINNING OF THE MEETING, UM, DIDI WILL SEND OUT, UH, AN EMAIL WITH, UH, SOME DATES AND WE'LL FIND A GOOD DATE IN JUNE FOR, UH, MARK TO MAKE THAT PRESENTATION SO QUICKLY.
SO WE ACTUALLY ALREADY HAVE THE JUNE MEETING.
SO JUNE IS ONE OF THE MONTHS THAT WE HAVE WHEN WE PASSED, UH, I BELIEVE IN OCTOBER WHEN Y'ALL AGREED ON THE ANNUAL MEETING SCHEDULE.
SO JUST TO REITERATE, THAT WOULD BE JUNE 9TH, IT'S A THURSDAY, IT'S A REGULAR MEETING TIME, UM, THURSDAY, JUNE 9TH.
AND I'M ASSUMING WE COULD STILL BE HYBRID.
I HAVEN'T RECEIVED ANY CONFIRMATION.
THERE'S SOME QUESTION ABOUT THE, UH, AN OPTION THAT'S GOING TO BE AVAILABLE IN PERPETUITY.
AND I'M DON'T, I, I DON'T KNOW, BUT ASSUMING HOPEFULLY IT WOULD STILL BE ABLE TO OFFER THE HYBRID OPTION AND, UM, SAME IF NOT, SAME TIME, SAME PLACE, JUNE EIGHT.
UH, WE HAD A PLANNING COMMISSION MEETING ON TUESDAY AND, UH, TRANSPORTATION DIVISION.
I THINK THEY SAID THAT THERE WAS GOING TO BE AN ASM ASAP BRIEFING IN APRIL, BUT I DON'T HAVE A DATE ON MY CALENDAR IN APRIL.
I MEAN, IF I, IT MAY BE BECAUSE WE DIDN'T SET ONE, BUT IT MAY BE THAT WE DID, AND I DIDN'T PUT IT ON MY CALENDAR.
SO NOW I BELIEVE IT'S APRIL 14TH.
IS THAT RIGHT? D SO THAT, THAT'S UP TO YOU ALL.
THAT'S THE DATE THAT I RECOMMENDED THAT WOULD, UM, STAY WITHIN YOUR REGULAR, UH, SECOND TUESDAY OR, SORRY, SECOND THURSDAY.
UM, AND AT THE HOUR, UH, APRIL 14TH IS THAT SECOND THURSDAY.
IF YOU'RE INTERESTED IN THAT, UH, I HAVE REACHED OUT TO ITS FULL KITTEN, UH, AND HIS TEAM IN AUSTIN TRANSPORTATION DEPARTMENT.
THEY HAVE ASKED FOR A SPECIAL CALLED MEETING AND WE'LL TAKE THEM THE WHOLE HOUR.
SO, UM, IT DOES MAKE SENSE, I THINK TO HAVE IT AS A SPECIAL CALL, THE APRIL DATE WORKS FOR THEM IN TERMS OF, UH, WHAT THEY WOULD DIRE OR WOULD THEY BE ASKING OF YOU ALL IS TO APPROVE FORMAL RECOMMENDATION, APPROVING THEIR AMENDMENTS, AND THEN MOVING THAT TO PLANNING COMMISSION.
SO THE APRIL TIMEFRAME WORKS FOR THEM.
I DID GET A VERY RECENT EMAIL FROM COLE.
UH, I WAS TRYING TO UNDERSTAND HIS TEAM'S AVAILABLE AVAILABILITY AND IN CASE THIS CAME UP TODAY.
AND JUST TO LET YOU KNOW THAT HE DID SAY THAT THE FURTHER INTO APRIL, THE CLOSER THEY WILL BE TO A FINAL DRAFT.
AND SO IT, APRIL 14, THEY COULD DEFINITELY, UH, PROVIDE A SUMMARY OF, OF EVERYTHING THEY'VE HEARD.
UH, BUT IF YOU WANTED TO HAVE THAT MEETING FURTHER OUT IN APRIL, BY ALL MEANS THAT THAT'S AN OPTION.
UM, SO I'LL LEAVE THAT UP TO YOU ALL.
IF YOU PREFER TO HAVE MORE INFORMATION AND CLOSER, CLOSER TO THE FINAL DRAFT, THEN I WOULD RECOMMEND, UH, IT LOOKS LIKE THE 28TH IS A THURSDAY IN APRIL OR THE 21ST.
I WAS CONFUSING MARK'S, UH, INDUSTRIAL STUDY BRIEFING WITH, UM, TRANSPORTATION DEPARTMENTS, UH, ASAP BRIEFING.
UM, SO THE ONE THAT WE WOULD NEED TO DECIDE ON A DATE IS, IS IN FACT, THE ASM P THINGS.
SO, UM, I AM AVAILABLE ON THE 14TH.
UM, DO YOU, UH, W W WE CAN SET ONE NOW, OR IF YOU WOULD LIKE TO, UH, FOR DD TO SEND OUT A POLL
[00:35:01]
SO THAT YOU CAN REVIEW YOUR CALENDARS, WE CAN ALSO DO THAT.UM, SO I'M GOOD EITHER WAY FOR A SMALL NUMBER, SO MAYBE WE COULD JUST DO IT NOW.
UM, I, UNFORTUNATELY I CAN'T DO THE 14TH.
I CAN DO THE 21ST OR THE 28TH AS BOTH WORKED FOR ME AS WELL.
SO THE 21ST I WOULD HAVE TO BE, UM, I'M GOING TO BE IN HOUSTON.
I AM AVAILABLE COMMISSIONER COX.
DO YOU HAVE ANY PREFERENCE ON THE 21ST OR 28TH OF APRIL? I AM ACTUALLY.
WHAT WAS THE SECOND DATE? APRIL 28.
I MIGHT, I'M GOING TO BE ON VACATION TWO WEEKS IN APRIL, AND I THINK THE 28TH DATE IS GOING TO BE BETTER, BUT LET ME CHECK.
UH, I'M GOING TO BE, I'M GONNA BE OUT OF TOWN UNTIL THE 23RD, SO THE 28TH WOULD BE BETTER FOR ME.
SO IT LOOKS LIKE, UM, APRIL 28TH IS THE DAY THAT WORKS BEST FOR EVERYONE.
DO YOU DID SAY IT THE 28TH WOULD WORK FOR YOU? RIGHT.
SO AT LEAST WE'LL HAVE A QUORUM OF ALL OF US WHO ARE PRESENT ON THE 28TH AND JUST A LOGISTICAL DETAIL.
I DO NOT KNOW IF THIS ROOM IS AVAILABLE ON THE 28TH, BUT I FEEL CERTAIN I CAN FIND A, A ROOM THAT WOULD BE A HYBRID OPTION.
SO, UH, NOW THAT I HAVE A DATE, I'LL DO THAT WORK.
UM, AND YEAH, I WILL MAKE IT WORK AND I'LL ALSO PASS THE INFORMATION ON TO ATD.
[4. FUTURE AGENDA ITEMS]
TO ITEM FOUR, ANY FUTURE AGENDA ITEMS. SO MATT, DO YOU, WOULD WE BE COMING TO THE CONFERENCE OF BLUNT? SORRY.I'LL COMPREHENSIVE PLAN JOINT COMMITTEE IN JUNE 5TH, UH, DRAFT OF TENURE PROGRESS REPORT, OR I THINK THAT THAT COULD BE A FUTURE AGENDA ITEM.
I'M JUST A LITTLE UNCLEAR ON THE TIMING OF THAT OR WHEN IT WAS TYPICALLY COMING TO THIS GROUP.
WE'LL DEFINITELY BRING THAT, THAT REPORT TO THIS JOINT COMMITTEE.
UM, I DON'T KNOW IF WE'LL HAVE IT BY JUNE, BUT IF NOT, WE CAN DO A TRY FOR A SPECIAL CALLED MEETING AND, UH, IN JULY OR AUGUST, DEPENDING ON AVAILABILITY, ANYONE ELSE, ALL RIGHT.
THERE'S NOTHING ELSE ON THE AGENDA FOR TODAY.
WE DID HAVE IT, UM, SET UNTIL ONE 30, BUT BECAUSE WE DIDN'T GET THE BRIEFING, I GOT SOME TIME AVAILABLE.
UM, OTHERWISE NOT ANYTHING ELSE I JUST BRIEFLY, UM, I JUST WOULD LIKE TO REVIEW MY NEXT STEPS AROUND ON THINGS THAT I'M COMMITTING TO DO.
AND THEN IF THERE'S ANYTHING THAT I MISSED.
UM, SO I'M GONNA WORK ON THE MEETING LOGISTICS FOR APRIL 28TH, AND I'LL GET THAT, UH, ON YOUR CALENDARS AS QUICKLY AS POSSIBLE, UH, LONG RANGE CIP.
I'LL MAKE THOSE CHANGES THAT WE DISCUSSED TO THE, THE NUMBER OF RECOMMENDATIONS FOR RETRANSMISSION.
SO I'LL EMAIL THAT OUT, TYPICAL TO WHAT WE DID LAST SUMMER, AND THEN, UH, ANDREW I'LL WORK CLOSELY WITH ANDREW RIVERA TO GET THAT ONTO THE PLANNING COMMISSION BACK UP, UH, AND SCHEDULED ON THEIR
[00:40:01]
AGENDA BEFORE THE END OF JUNE.AND I'LL LET YOU KNOW WHICH DATE TO ANTICIPATE FOR THAT, UH, JUST TO GIVE YOU A HEADS UP.
SO YOU'LL, YOU'LL KIND OF KNOW WHEN TO EXPECT THAT, THAT ITEM COMING TO FULL PLANNING COMMISSION, AND THEN I WILL GENERATE THE EMAIL AROUND THE ANNUAL GOALS AND LOOK AT THE PAST GOALS AND THEN PROVIDE AN OPPORTUNITY FOR THE REST OF THE GROUP TO, UH, PARTICIPATE IN ADDING ANY INFORMATION THEY'D LIKE TO BOWLS.
I CHAIR, UH, UH, JUST TO LOOK BACK ON THE OLD BUSINESS, UM, UH, PLANNING AND MAYBE ZAP ALSO GOT A BRIEFING ON AN, THE INDUSTRIAL STUDY THAT WAS DONE WHATEVER LAST YEAR, AND I KNOW WE'RE GOING TO HAVE IT AGAIN.
UH, IT SOUNDS LIKE WE'RE GONNA, MAYBE THERE'S SOME CONSENSUS THAT THIS WILL BE ONE OF THE GOALS FOR THE COMPREHENSIVE JOINT, UH, JOINT COMMITTEE.
UM, I JUST WONDERED IF BEFORE WE GET TO THE JUNE MEETING, YOU KNOW, WHICH, YOU KNOW, LIKE WE'RE HALFWAY THROUGH THE YEAR, IF, INSTEAD OF JUST A BRIEFING, IF STAFF MIGHT CONSIDER LIKE LAYING OUT A PLAN FOR US OR LAYING OUT SOME RECOMMENDATIONS, OR LIKE SOME SOMETHING MORE CONCRETE SO THAT WE DON'T END UP AT THE END OF THE YEAR, YOU KNOW, JUST SORT OF HALFWAY THROUGH THE PROCESS SO WE CAN, SO WE CAN AT LEAST FROM STAFF'S PERSPECTIVE SO WE CAN, UH, ACTUALLY HAVE RECOMMENDATIONS BEFORE, UM, DECEMBER COMES AROUND.
I DON'T KNOW IF THAT WAS STAFF'S INTENTION ALREADY TO, UH, GIVE US, UH, MORE, UH, SPECIFIC RECOMMENDATIONS OR MORE SPECIFIC TIMELINE TO GET AN ESTIMATE AS A, AND YOU'RE TALKING ABOUT THE GOAL SETTING, IS THAT RIGHT? WELL, NO, I'M TALKING ABOUT THE INDUSTRIAL STUDY, SORRY.
UH, BUT IT SOUNDS LIKE ONE OF OUR GOALS WAS GOING TO BE, TO REVIEW TO DO SOMETHING AROUND INDUSTRIAL ZONING.
UH, AND I JUST WANTED US TO MAYBE GET AHEAD OF THAT IF POSSIBLE, SINCE WE'VE GOT ANOTHER FEW MONTHS BEFORE WE'LL GET THE GREEN THING.
UM, UH, APPRECIATE THE, UM, YOU KIND OF WANT TO BE PRODUCTIVE IN THAT WHEN WE GET THAT, WHEN Y'ALL GET THAT BRIEFING, UM, WE CAN DEFINITELY PUT SOMETHING TOGETHER AS FAR AS LIKE A RECOMMENDATION WOULD GO.
UM, BUT ANY GUIDANCE YOU HAVE ON WHAT KIND OF CRAFTING THAT RECOMMENDATION WOULD BE HELPFUL? LIKE WHAT, WHAT DIRECTION YOU'RE LOOKING TO GO OR WHAT, UH, WHAT YOU'RE TRYING TO, WHAT YOU'RE TRYING TO DO, UM, WITH INDUSTRIAL LAND AND THAT WE CAN KIND OF GO BACK AND HUDDLE UP AND COME UP WITH SOMETHING.
UH, IS THAT SOMETHING THAT WOULD BE HELPFUL TO MAYBE SEND AN EMAIL ON? SURE.
AND DID I SEND IT TO YOU AND, WELL, WE DON'T HAVE ANY QUORUM PROBLEMS, BUT, UM, I DON'T THINK, BUT I'LL JUST SEND IT TO YOU.
ANYTHING ELSE FOR FUTURE AGENDA ITEMS? OKAY.
WELL, IF THERE IS NOTHING ELSE THAT WE NEED TO DISCUSS, UM, ANY LAST ITEMS FOR US, DD THAT COVERS EVERYTHING, UH, FOR TODAY, AND, UH, SUPER HELPFUL TO HAVE THE INFORMATION FOR UPCOMING MEETINGS.
SO OUR NEXT MEETING WILL BE APRIL 28, THEN THAT IS CORRECT.
WELL, IF WE HAVE NOTHING ELSE, THERE'S NOTHING ELSE ON THE AGENDA AND NOTHING ELSE THAT ANYONE NEEDS TO BRING UP.
THANK YOU VERY MUCH FOR THE TIME THAT BEYOND TODAY.
