COLLINS, EXCUSE ME. THANK YOU. UM, HOPEFULLY IT'S WORKING. UM, SO THIS, UH, ITEM IS A PUBLIC HEARING AND INFORMATION ITEM ON THE DRAFTS 2023 THROUGH 2026 TRANSPORTATION IMPROVEMENT PROGRAM. UM, AND JUST TO REMIND EVERYONE THAT THE, THE, THE TIP IS REALLY AS A FISCALLY CONSTRAINED DOCUMENT THAT OUTLINES THE TRANSPORTATION PRODUCTS THAT HAVE COMMITTED FUNDING IN THE REGION, UM, OVER THE NEXT FOUR YEARS. UM, AND WHAT THE FUNCTION OF THE TIP REALLY IS THAT ANY PROJECTS THAT HAVE FEDERAL SURFACE TRANSPORTATION FUNDING, UM, THESE ARE PROGRAMS THROUGH FTA AND FWA, RESPECTIVELY. UM, IF THEY HAVE, UH, FUNDING COMMITTED FROM ANY OF THE PROGRAMS THAT RUN THROUGH THOSE AGENCIES, THEY DO HAVE TO BE REGIONALLY AUTHORIZED IN THE TRANSPORTATION IMPROVEMENT PROGRAM. SO THAT'S, IT IS A DOCUMENT AND A PROGRAM, BUT IT IS, IT REPRESENTS THAT REGIONAL AUTHORIZATION FOR THESE FUNDS TO BE ALLOCATED TO SPECIFIC PROJECTS. UM, WE DO ADOPT IT EVERY TWO YEARS, UM, BUT WE ALSO AMENDED ON A REGULAR BASIS ON DESK, JUST SO WE CAN INCLUDE THE MOST UP-TO-DATE INFORMATION, UM, INCLUDING THE NEW, UH, FUNDING COMMITMENTS THAT HAPPENED OVER THE LIFESPAN OF THE TIP, AS WELL AS ANY PROJECT CHANGES THAT MAY OCCUR, UM, WHICH IS PRETTY FREQUENT. BUT, UM, SO THIS, UH, UPCOMING SIPS OBVIOUSLY GONNA COVER, UH, 20, 23 THROUGH 2026, WE HAVE A LOT GOING ON IN THE REGION, UH, IN THOSE YEARS. SO IT'S A PRETTY SUBSTANTIAL TIP. A MATTER OF FACT, IT'S ACTUALLY THE LARGEST SIP WE'VE EVER HAD TO DATE. UM, IT'S GOT THE FEWEST PRODUCTS, UH, FROM THE INDIVIDUAL LISTING PERSPECTIVE, BUT IT IS, UH, TO THE TUNE OF ABOUT $6 BILLION WORTH OF, UH, FUNDING, UH, FOR THE REGION. SO, UM, AND THE LAST TIME WE ADOPTED IT, IT WAS THE 2021 THROUGH 2024. UM, SO I DO WANNA KIND OF TAKE A STEP BACK AND TALK ABOUT THE REGIONAL TRANSPORTATION PLAN AND ITS RELATIONSHIP TO THE TIP. I'M NOT GOING TO READ OUT THIS WHOLE SLIDE, BUT I THINK THAT THE CRITICAL THING IS THAT, UH, PRODUCTS THAT ARE LISTED IN THE PLAN, THAT'S THE 20 YEAR DOCUMENT THAT OUTLINES WAS, UH, PLANNED TO OCCUR OVER THE NEXT 20 YEARS. UM, AS THEY RECEIVE A COMMITMENT OF FEDERAL FUNDS, THAT'S WHEN THEY'RE SUBMITTED BY LOCAL GOVERNMENTS, BY THE STATE, UM, WHOEVER HAS RECEIVED THOSE FEDERAL FUNDS, THEY SUBMIT THOSE PRODUCTS TO THE TIP AND THAT'S SO THEY CAN GET THAT REGIONAL AUTHORIZATION. UM, SO I DO WANT TO TALK ABOUT, UH, THERE, THERE'S BASICALLY A FEW SECTIONS IN THE TRANSPORTATION IMPROVEMENT PROGRAM. THE, UH, ONE OF THEM, UH, WE HAVE THE INDIVIDUAL LISTINGS AND THESE ARE THE MAJOR PRODUCTS THAT, UH, THAT NEED APPROVAL BY THE POLICY BOARD. UM, AND THESE ARE ANY PROJECTS THAT ARE FUNDED THROUGH FEDERAL HIGHWAY PROGRAMS THAT ARE AUTHORIZED IN 23 USC. UH, THERE ARE ABOUT 90 PROGRAMS, BUT THE ONES THAT WE'RE MOST FAMILIAR WITH ARE THE ONES THAT COME THROUGH, UH, OR, UH, THE NATIONAL HIGHWAY IMPROVEMENT PROGRAM, THE NATIONAL HIGHWAY SAFETY IMPROVEMENT PROGRAM, AS WELL AS STG FUNDING, WHICH IS, UH, ADMINISTERED, UH, DIRECTLY BY THE POLICY BOARD. THESE ARE ALL THE ONES THAT ARE INCLUDED IN THE INDIVIDUAL LISTINGS. AND FOR THIS TIP, WE HAVE 14 INDIVIDUALLY LISTED PRODUCTS, TOTALING OVER $5 BILLION WORTH OF FUNDING. OBVIOUSLY THE BIG WHALE IN THE ROOM IS EITHER 35 CENTRAL, UH, EXPRESS THAT'S INCLUDED, UM, AND FISCAL YEAR 2025. AND THEN WE'VE ALSO GOT, UH, THE 180 3 FRONTAGE ROADS, AS WELL AS SOME, SEVERAL, SEVERAL SEBG, UH, [00:05:01] FUNDED LOCAL PROJECTS. UH, THESE ARE SOME CITY OF AUSTIN PRODUCTS THAT ARE SCHEDULED TO LET, UH, LATER THIS YEAR. SO WE WANTED TO MAKE SURE THEY WERE INCLUDED IN THIS PROGRAM AS WELL, UH, ALONGSIDE THE INDIVIDUAL LISTINGS FOR THE HIGHWAY SIDE. WE ALSO HAVE THE TRANSIT PROJECTS IN THE REGION. UH, THESE ARE FEDERALLY PUBLIC TRANSPORTATION FUNDS THAT COME FROM, EXCUSE ME, 49, USC CHAPTER 53, THAT'S BASICALLY FTA PROGRAMS. UM, SO WE'VE GOT 30 INDIVIDUALLY. WE LISTED TRANSIT PROJECTS THAT TOTAL OVER $340 MILLION. THE BULK OF THAT FUNDING THAT'S INCLUDED ARE THE OPERATIONAL FUNDS. UH, THE 53 OF SEVEN FUNDS FOR CAPITAL METRO CITY OF ROUND ROCK AND THE CITY OF SAN MARCUS. UH, WE'VE ALSO INCLUDED PROJECT CONNECTS LOCALLY FUNDED PHASES OF THE ORANGE AND BLUE LINES. THESE ARE PRODUCTS THAT ARE CURRENTLY GOING THROUGH THE CAPITAL INVESTMENTS GRANT PROGRAM, UM, AND THAT'S AN ITERATIVE PROCESS, BUT WE WANTED TO GO AHEAD AND PUT IN, UH, UH, SO ATP AND CAPITAL METRO SUBMITTED, UH, THE LOCALLY FUNDED PHASES, WHICH IS THE ENGINEERING AND ENVIRONMENTAL FOR THESE, UH, THE ORANGE AND BLUE LINES. AND SO WE'VE GOT THOSE LOCALLY FUNDED PHASES INCLUDED IN THE INDIVIDUAL LISTINGS. UM, SHOULD THEY RECEIVE FEDERAL FUNDING IN THE FUTURE? THEY WILL HAVE TO COME BACK, UH, FOR AN AMENDMENT, BUT WE THINK IT'S CRITICAL TO, TO GET THESE IN FRONT OF THE POLICY BOARD, AS WELL AS, UM, BECAUSE THEY ARE GOING THROUGH A FEDERALLY FUNDING PROCESS, UM, ALONGSIDE THE INDIVIDUAL LISTINGS, WE ALSO HAVE ABOUT 430 OR $27 MILLION WORTH OF GROUPS PROJECTS. NOW THESE ARE PROJECTS THAT, UH, ESSENTIALLY THEY'RE, THEY'RE CRITICAL PROGRAMS AND PRODUCTS, BUT THEY'RE NOT INDIVIDUALLY IDENTIFIED. AND THEY UNDERGO A MORE STREAMLINED PROCESS, UM, APPROVAL PROCESS BOTH THROUGH HERE AT THE STATE AND AT THE FEDERAL LEVEL. UM, SO THIS INCLUDES PRELIMINARY ENGINEERING AND PLANNING PHASES OF LARGER PROJECTS. UM, THE SAFETY PROGRAMS, AS WELL AS BRIEF REPLACEMENT, PREVENTATIVE MAINTENANCE PROJECTS LIKE THAT, THEIR SCOPE OF WORK IS RELATIVELY ROUTINE, BUT THERE, SO WE, UM, NOT ROUTINE I GUESS, BUT, UH, YOU KNOW, THEY JUST BASICALLY BASED ON THE SCOPE REPORT, UH, THEY GET A FASTER APPROVAL PROCESS. SO I DIDN'T WANT TO TALK ABOUT THE GROUP PROJECT DISTRIBUTION A LITTLE BIT. UM, SO $427 MILLION WORTH OF PROJECTS IN THE REGION ARE INCLUDED IN THE TIP, UM, UNDER THIS GROUP PROJECT SECTION. UM, AND WE'VE GOT IT SUMMED UP, BUT BASICALLY WE, UH, THE MAJORITY, YOU CAN SEE THE SAFETY PROGRAM, WE HAVE $228 MILLION WORTH OF SAFETY FUNDING INCLUDED IN THIS, UM, AS WELL AS BICYCLE PEDESTRIAN PROJECTS, ITS DEPLOYMENTS, UM, PREVENTATIVE MAINTENANCE AND A LOT OF BRIDGE REHAB AND REHABILITATION. SO THESE ARE ALL INCLUDED IF YOU DON'T SEE IT INDIVIDUALLY LISTED, UM, IT'S PROBABLY INCLUDED IN THE GROUP PROJECT DISTRIBUTION, UH, SECTION. SO WE'VE ALSO GOT THE DISTRIBUTION BY COUNTY IF YOU'RE INTERESTED IN LOOKING AT THAT. UH, SO THE, THE MAJORITY OF IT IS GOING TO TRUMP'S COUNTY AND TWO AND 23 MILLION, THEN WE'VE GOT WILLIAMSON COUNTY GETTING, UH, UH, OVER $80 MILLION FOR THE PRODUCTS AND THEN BURN UP A BASH SHOP. AND CALDWELL AND HAY IS GETTING AROUND $30 MILLION, 30 TO 35. UM, ADDITIONAL SECTIONS INCLUDE LOCAL PROJECTS. SO WE, UH, RECEIVED A BUNCH OF, UH, SEVERAL REQUESTS FOR PRODUCTS TO BE INCLUDED IN THE TIP THAT ARE COMPLETELY LOCALLY FUNDED. SO THEY'RE NOT REQUIRED TO GO THROUGH THE FEDERAL AUTHORIZATION PROCESS, BUT WE DID WANT TO INCLUDE THEM, UH, FOR, UH, PUBLIC TRANSPARENCY PURPOSES. SO THOSE ARE INCLUDED IN THE LOCAL PROJECT SECTION. UH, AND THEN WE'VE ALSO GOT THE PROJECT DEVELOPMENT LISTS. NOW THESE ARE PROJECTS THAT ARE BEING QUEUED UP FOR THE NEXT ITERATION OF THE TIP. UH, THEY'RE UNDERGOING, UH, ENGINEERING AS WELL AS ENVIRONMENTAL CLEARANCE. THESE DO INCLUDE ALL OF THE PRODUCTS THAT WERE DEFERRED THE LAST TIME WE ADOPTED THE TIP BACK IN 2020. SO IF YOU, UH, PRODUCTS THAT ARE, HAVE NOT BEEN REFUNDED AS OF THIS POINT ARE INCLUDED IN THE PROJECT DEVELOPMENT LIST, AND THIS IS ALSO A CRITICAL LIST, UH, FOR ENVIRONMENTAL CLEARANCE AT THE STATE LEVEL, UH, PROJECTS THAT ARE GOING THROUGH THE NEPA PROCESS AT THE STATE. UM, DO YOU HAVE TO BE LISTED IN THIS PROJECT DEVELOPMENT LIST, UM, IN ADDITIONAL SECTIONS INCLUDE THE PERFORMANCE MEASURES THAT I'M GOING TO TALK ABOUT IN THE NEXT ITEM. AND WE ALSO HAVE THE STATE HAS TO DO THE SAME THING. SO WE SUPPORT THE STATE AND THESE, UH, UH, ENDEAVORS AS WELL. THAT IS A VERY DATA DRIVEN PROCESS THAT WE USE TO TRACK AND MAKE OUR INVESTMENTS. UM, BUT WE ALSO MONITOR THOSE INVESTMENTS OVER TIME AND THE PROGRESS THAT THEY MAKE AND THE ACTUAL IMPACT THAT THEY HAVE AFTER THEY'VE BEEN BUILT. AND THEN WE ALSO INCORPORATE THESE, UH, OF THESE TARGETS INTO OUR PLANNING PRODUCTS, INCLUDING THE TIP AND THE RTP AND STUFF, AND ALL OF THE STUDIES WE DO. IT'S ALL, IT'S REALLY JUST ABOUT DATA AND USING DATA TO MAKE BETTER DECISIONS. UM, SO JUST REMIND EVERYONE, WE'VE GOT THE PERFORMANCE MEASURE GOAL AREAS ON THE LEFT. AND, UH, OUR FEDERAL PARTNERS THAT, UH, FEDERAL HIGHWAY ADMINISTRATION, AS WELL AS THE FEDERAL TRANSIT ADMINISTRATION SET THE ACTUAL GOALS AND THOSE GOAL AREAS, AS WELL AS THE PERFORMANCE MEASURE AND METRICS THAT WE NEED TO BE TRACKING. UM, AND ONCE THEY SET THOSE IN PLACE THROUGH A RULE-MAKING PROCESS, UH, THE STATES SET THEIR OWN TARGETS WITHIN THESE PERFORMANCE MEASURES. AND THEN THE MPO 180 THAT HAS 180 DAYS TO ADOPT THEIR OWN TARGETS AS WELL. AND THEN THE MPO ALONG WITH THE STATE ALSO INCORPORATE ALL OF THESE THINGS INTO OUR PLANS AND PROGRAMS. AND SO THIS IS AN ITERATIVE PROCESS AND IT HAPPENS EVERY SINGLE YEAR. UM, AND SO THIS YEAR WE ARE UPDATING, UH, SO WE TRACK FIVE DIFFERENT AREAS. UM, SO SAFETY, WE ALSO LOOK AT OUR, UH, INFRASTRUCTURE AND SYSTEM PERFORMANCE, UH, TRANSIT ASSET MANAGEMENT AND TRANSIT SAFETY TARGETS ON THE TRANSIT SIDE ARE THE THINGS THAT WE TRACK THERE. THESE ARE AVERAGES. SO EACH AGENCY HAS TO SET THEIR OWN TARGETS. UM, THIS INCLUDES CAPITAL METRO AND THE CITY OF SAN MARCUS, AS WELL AS THE CITY OF ROUND ROCK. AND THEN WE AVERAGE THOSE TOGETHER. SO THAT, THAT'S WHAT YOU'RE SEEING HERE. AND THAT'S WHAT WE'RE RECOMMENDING TODAY. UM, SO ONE THING, ONE QUESTION THAT ALWAYS COMES UP, WE DO ADOPT THE, UH, THE STATE'S, UH, TARGETS VERBATIM. AND THEN, UH, WE ALSO RECEIVED A REQUEST FROM THE CTR RMA ON THE PAC SOUTH TO AMEND THE PROJECT LISTING AND THE LONG RANGE PLAN, UH, THAT, UM, INCLUDED UPDATING THE LET YEAR, UH, FROM 2023 TO 2025, AND THEN ALSO UPDATING THE PROJECT COSTS. SO IF YOU HAVE ANY QUESTIONS ABOUT THAT, I'LL BE MORE THAN HAPPY TO TAKE THOSE. SO I, I DON'T KNOW ABOUT FOLKS IN THE REGION WHO ARE LETTING PROJECTS, BUT, UM, I MEAN THE COST, THE, THE NEW ENGINEER ESTIMATES THAT WE'RE GETTING ON, SOME OF THE ONES THAT WE'RE BIDDING ARE, UM, SUBSTANTIALLY HIGHER, JUST BECAUSE OF THE COST OF EVERYTHING. CAUSE I, I THINK, I MEAN, I WILL SAY THAT GIVEN THE AMOUNT OF PUBLIC INPUT THAT HAS OCCURRED ON THIS PROJECT IN THE PAST, UM, I CAN SEE WHERE, UM, THE CRITERIA WERE FOLLOWED TO MAKE THIS AN ADMINISTRATIVE AMENDMENT, BUT IF THERE IS A SIGNIFICANT CHANGE IN OUR TRAVEL DEMAND MODEL, POTENTIALLY BY A PROJECT DESCRIPTION, UM, I THINK THAT'S A REASON TO ELEVATE AN AMENDMENT LIKE THIS, TO SOMETHING WHERE THE PUBLIC COULD HAVE GIVEN INPUT AND HAD HAD IT MORE INFORMATION ABOUT IT. AND I WOULD ALSO SAY JUST FROM A REGIONAL PERSPECTIVE, THIS IS A PRETTY MAJOR ROADWAY AND THE PUBLIC HAVING RECEIVED INFORMATION BEFOREHAND, BEFORE IT WAS APPROVED TO UNDERSTAND THE PROJECT COST, UM, WOULD HAVE, WOULD HAVE SHOWN THAT THE PUBLIC IS BEING INCLUDED. AND THAT THE PAST PARTICIPATION IS NOW IS NOW ALSO A FACTOR IN THE TYPES OF THINGS THAT THE TYPES OF PROJECTS THAT THE PUBLIC WOULD BE INFORMED. SO, UH, CORRECT ME IF I'M WRONG. THERE'S MULTIPLE LEVELS OF PUBLIC INVOLVEMENT. ONE IS FROM THE ENTITY ITSELF. SO WHATEVER THE RMA HAS DONE OR TEXTILE OR CAP, METRO, WHOEVER THEY HAVE A LEVEL OF PUBLIC, THIS IS JUST ON OUR SIDE. AND, AND WE HAVE, UH, WE'VE ACTUALLY NOT TOO LONG AGO, REVISED IT, BUT HAVE A RIGOROUS PROCESS ON OUR TIP AMENDMENTS AND WHAT QUALIFIES AS ADMINISTRATIVE.
