[2. Update from the chair of the Urban Transportation Commission (UTC) regarding recent UTC actions.]
ITEM NUMBER TWO IS GOING TO BE THE UPDATE FROM THE CHAIR OF THE URBAN TRANSPORTATION COMMISSION REGARDING RECENT UTC ACTIONS.UM, I KNOW IT WAS PRESSED FOR TIME, SO IT WILL BE PRETTY QUICK.
SO THE LAST URBAN TRANSPORTATION COMMISSION MEETING, UH, WE WENT TO MANY OF THE PRESENTATIONS THAT YOU'RE GOING TO GET, UH, TODAY IT SEEMS LIKE, UM, I'LL JUST TALK ABOUT TWO OF THEM IN PARTICULAR, THE, UH, RED RIVER EXTENSION REALIGNMENT, UM, DISCUSSION.
THERE WAS A FAIR AMOUNT OF DISCUSSION ABOUT WHETHER OR NOT IT IS LIVING UP TO THE CURRENT STANDARDS THAT, UM, THE CITY IS PROFESSING WITH THINGS LIKE THE AUSTIN STRATEGIC MOBILITY PLAN IN PARTICULAR, THE WAY BIKES AND PEDESTRIANS ARE BEING TREATED.
UM, ON SOME OF THE NEW DEVELOPMENT, WE KNOW THAT PART OF THIS IS ON UT PROPERTY, SO THAT, UH, MAYBE HAS A DIFFERENT LEVEL OF COMPLEXITY THERE, BUT THERE WAS DEFINITELY, UH, CITIZEN COMMUNICATION.
UM, MAYBE THESE ARE THE SAME FOLKS, UM, FORMER COUNSELOR, CHRIS RILEY AND HAYDEN WALKER, BLACK AMONG THEM, BUT OTHERS AS WELL, UH, EXPRESSING REAL CONCERNS THAT, UM, THE EXTENSION AND REALIGNMENT IS NOT REALLY MEETING THE, UH, STANDARDS THAT WE HAVE TODAY.
UM, WE DID NOT TAKE ACTION ON THAT ITEM, W WASN'T SET UP THAT WAY, BUT IT WAS DEFINITELY HAVE EXPRESSIONS OF OPINION THAT, UM, THAT NEEDS SOME LOOKING INTO THE EYE WHERE WE DID TAKE IT, WHICH IS ON THE SCREEN NOW WHERE WE DID TAKE ACTION AS A RECOMMENDATION AND IT'S SIMILAR, OR IT'S REALLY AN EXTENSION OF THE DISCUSSION WE HAD LAST MONTH WHERE WE JUST DIDN'T HAVE ENOUGH TIME TO GET INTO IT.
SO WE BROUGHT IT BACK UP AGAIN.
THIS IS BASED ON, UM, SOME WORK BY FARM AND CITY, WHICH IS A NONPROFIT.
IF YOU HAVEN'T SEEN THEIR PRESENTATION, I HIGHLY RECOMMEND IT.
UM, ABOUT HOW CAMPO DOES ITS PLANNING.
I MEAN, I COULD REALLY SUM IT UP AND KIND OF TWO MOST IMPORTANT PARTS, UH, THE NEED FOR SCENARIO PLANNING AND THE NEED FOR MULTIPLE WAYS TO LOOK AT THOSE FORECASTS.
SO IN THE PRESENTATION FROM FARM AND CITY, YOU WILL SEE THAT THEY GO BACK AND LOOK AT WHAT THE PREDICTIONS HAVE BEEN, BECAUSE NOW THAT TIME HAS PASSED, YOU COULD GO SEE IF THOSE PREDICTIONS WERE ACCURATE OR NOT.
THEY TURNED OUT TO NOT BE VERY ACCURATE MUCH AT THE TIME, AND THEY DO NOT HAVE MULTIPLE ALTERNATIVES.
SO THE SCENARIO PLANNING PROCESS, WHICH IS ENCOURAGED BY THE FEDERAL HIGHWAY ADMINISTRATION IS A WAY TO ADDRESS THAT CONCERN.
SO WE MADE A RECOMMENDATION THAT, UM, CAMPO THE MEMBERS OF COUNCIL THAT ARE ON CAMPUS, UH, WORK TOWARDS MAKING SOME CHANGES, UM, IN PARTICULAR TO GO DOWN TO THE RESOLVE SECTION, IT'S ESSENTIALLY USED AN EQUITABLE SCENARIO BASED PLANNING APPROACH, UH, PROVIDED THE DOCUMENTS ON WHICH THOSE ARE BASED AND, UM, LOOKING AT HOW TO, UM, MORE ACCURATELY ASSESS THE ACCURACY OF THE PREVIOUS PREDICTIONS, UM, SO THAT WE DON'T MAKE MISTAKES DOWN THE ROAD.
AND THAT IS THE END OF MY QUICK SUMMARY.

CAN YOU ALL HEAR ME ALL RIGHT? YES.GOOD AFTERNOON, CHAIR, VICE CHAIR, MAYOR PRO TEM AND COUNCIL MEMBERS.
I'M THE DEVELOPMENT OFFICER FOR AUSTIN TRANSPORTATION DEPARTMENT.
I'M ALSO THE SPONSOR OF SOME OF THE PROJECTS THAT YOU'RE GOING TO HEAR ABOUT TODAY.
THE FIRST ONE IS BEING THE STREET IMPACT FEE PROGRAM AS MOST OF YOU KNOW, CITY COUNCIL APPROVED THE STREET IMPACT FEE ORDINANCE BACK IN DECEMBER OF 2020, AND IT IS GOING TO BE EFFECTIVE JUNE OF THIS YEAR.
SO WHAT IS THE STREET IMPACT FEE STREET IMPACT IS A PROGRAM THAT ALLOWS THE DEVELOPMENT TO PAY FOR THEMSELVES.
UH, UNDER THIS STRUCTURE, UM, THE APPLICANTS WILL HAVE TO PAY THEIR FAIR AND EQUITABLE SHARE OF THEIR, UM, IMPROVEMENTS TO OUR MOBILITY IN THIS PARTICULAR PROGRAM.
UH, EACH AND EVERY APPLICANT WILL HAVE TO PAY A PARTICULAR FEE BASED ON THEIR INTENSITY LAND USE AND LOCATION OF THE DEVELOPMENT.
AND WITH THAT FEE, THE CITY IS GOING TO, UH, PROVIDE IMPROVEMENTS TO MOBILITY AND INFRASTRUCTURE TO ACCOMMODATE NEW GROWTH AND DEVELOPMENTS.
SO THE BEAUTY OF THE STREET IMPACT FEE PROGRAM IS THAT, UM, THE APPLICANTS CAN CALCULATE THEIR EXPOSURE TO MOBILITY AT THE INCEPTION OF THE DEVELOPMENT.
THEY DON'T REALLY HAVE TO WAIT UNTIL THE SITE PLAN OR THE SUBDIVISION PLAN SO THAT IT PROVIDES A PREDICTABILITY CERTAINTY AND TRANSPARENCY TO THE DEVELOPMENT COMMUNITY, AS WELL AS TO ALL THE CITIZENS OF AUSTIN.
UM, SO WITH THAT, UM, STOOD IMPACT FOR ORDINANCE BEING APPROVED BACK IN DECEMBER, 2020, WE HAD BEEN WORKING IN THE BACKGROUND TO GET US READY SO THAT WE CAN INITIATE COLLECTION ON DECEMBER, UH, OR ON JUNE 20TH OF THIS YEAR, WE HAD WORKED ON SEVERAL ITF PROGRAMMING, UH, FINANCE PROGRAMMING, AS WELL AS THE OVERALL FRAMEWORK OF THE PROGRAM.
AND NOW THAT WE ARE GETTING CLOSE TO THE COLLECTION DATE WITHIN TWO MONTHS, WE ARE READY TO INITIATE THE COLLECTION WITH THAT.
I'M GOING TO HAND IT OVER TO MY COLLEAGUE
UH, I AM CURTIS BEATTY, UM, WITH AUSTIN TRANSPORTATION DEPARTMENT.
UM, AS APRIL SAID, THE STREET IMPACT FEE LOW, SIR.
HOW ABOUT THAT TOO? UH, STREET IMPACT FEE WAS, UH, ADOPTED BY COUNCIL DECEMBER, 2020.
UH, THERE WAS A DELAY OF 18 MONTHS, PARTLY TO CO UH, HAVE THE, ALSO THE NEW TRANSPORTATION CRITERIA MANUAL IN PLACE AND ALONGSIDE THIS AND TO GET SOME INTERNAL, UH, SYSTEMS READY TO GO TO IMPLEMENT THE COLLECTION TODAY.
I'M JUST GOING TO TALK ABOUT THE, A LITTLE BIT ABOUT THE TIMELINE OVERALL.
WHAT IS OUTSTANDING PASSENGER JUNE? WHAT WAS ACCOMPLISHED LAST YEAR IN 2021, WHERE WE ARE TODAY, WHAT'S LEFT TO GO AND THEN SOME BEGIN TO GIVE YOU SOME SAMPLING OF QUESTIONS WE'RE GETTING FROM THE DEVELOPMENT COMMUNITY AS THEY BECOME MORE AND MORE AWARE OF THE STREET IMPACT FEE, AND TRYING TO UNDERSTAND WHAT DOES THIS MEAN TO INDIVIDUAL PROJECTS? THEY HAVE, UH, WE ARE JUST PAY OUT 10 TO 12 WEEKS AWAY FROM HAVING OUR FIRST COLLECTION IN JUNE.
UH, THAT IS AN ONGOING ACTIVITY.
WE HAVE, UH, SEVERAL ITEMS THAT WE'RE DOING THAT ARE INTERNALLY FOR OUR STAFF AND THEN ALSO THE PUBLICLY FACING.
AND WE'LL GET INTO THOSE DETAILS.
ALSO, THE ORDINANCE WAS PASSED, ALSO HAD TWO OTHER MILESTONES THAT WILL TAKE PLACE IN DECEMBER OF 2022, WHICH IS THIS YEAR THERE'LL BE A FORD FACING DASHBOARD THAT WILL SHOW THE COLLECTIONS OF AMOUNTS IN EACH OF THE 17 SERVICE AREAS, THE PROJECTS WHERE THOSE MONEY IS BEING SPENT, AND TO HAVE MORE TRANSPARENCY OF HOW THAT FUNDING IS BEING RECEIVED AND USED BY THE CITY.
AND THEN LASTLY, THERE IS A IDLE IT'S STILL NOT ENOUGH.
UH, THE LAST ITEM THAT IS GOING TO BE TRIGGERED WITHIN THE ORDINANCE ITSELF IS TIA IS IF THEY ARE APPROVED BEFORE 2020, RIGHT NOW THEY'RE EXEMPT FROM, UM, COLLECTING THE STREET IMPACT FEE.
BUT THAT GRANDFATHERING EXPIRES IN DECEMBER OF 2023.
LAST YEAR, SEVERAL ACTIVITIES TOOK PLACE.
WE BEGAN TO HAVE SOME INFORMATIONAL SESSIONS WITH THE DEVELOPMENT COMMUNITY TO INFORM THEM ABOUT THE SIF, SOME GENERAL CONCEPTS OF THE GUIDELINES AND HOW IT WOULD, UH, BE IMPLEMENTED.

WE ALSO PREPARED A ESTIMATING WORKSHEET SO THAT THE PUBLIC CAN BEGIN LOOKING AT WHAT COULD BE MY POTENTIAL EXPOSURE WITH A STRAIGHT IMPACT FEE BASED ON THEIR LAND USES AND THE INTENSITIES.AND TO ALSO START LOOKING AT SOME OF THE REDUCTIONS THEY MAY BE ELIGIBLE FOR, AND TO HAVE CONVERSATIONS WITH CITY STAFF, TO TALK ABOUT OBTAINING THOSE REDUCTIONS.
UH, AS OUR PROJECT IS DEVELOPED, THERE IS A PUBLIC FACING GUIDELINE THAT LAST YEAR WE PLAYED AT ABOUT 50% DRAFT, ALSO STANDING OPERATING PROCEDURES WHERE THE STAFF HAS BEEN COMPILED, AND WE ALREADY BEGAN DOING SOME OF THE PRIORITIZATION OF THE PROJECTS ON THE BACK END AFTER FUNDING HAS COME IN SO FAR THIS YEAR, WE ARE JUST ABOUT TO START TESTING WITH AN AMANDA.
ALL THE PROGRAMMING HAS BEEN DONE.
WE ARE NOW KICKING THE TIRES, IF YOU WILL, FOR STAFF TO GO THROUGH TO MAKE SURE EVERYTHING IS, UH, READY TO GO.
ONCE THE FIRST BUILDING PERMIT COMES IN ON JUNE 20TH, UH, SO THAT WE CAN COLLECT IT AND RECORD EVERYTHING APPROPRIATELY.
UH, THERE'S BEEN BRIEFINGS WITH COUNCIL MEMBERS AND MAYOR IN REGARDS TO THOSE PROJECT PRIORITIZATIONS GETTING INPUT OF WHAT PROJECTS SHOULD BE, UM, SELECTED TOWARDS THE FIRST AS MONEY COMES IN AND ALSO, UH, HOW TO WHAT PROJECTS WE MAY NEED TO SAVE ON.
UM, SOME ADDITIONAL TIME TO BRING IN ADDITIONAL FUNDS TO HANDLE THE BIGGER PROJECTS WE ARE LOOKING AT.
CURRENTLY PROJECTS WILL START BE COMING BUILDABLE IF YOU WILL, FROM THE STREET ARTIFACT FEES, PROBABLY ABOUT TWO YEARS TO GET ENOUGH FUNDING.
AND EACH OF THE SERVICE AREAS TO INITIATE PROJECTS, WE'RE CONTINUING TO DOING STAKEHOLDER OUTREACH.
UM, WE'RE DOING EMAILS, WE'RE DOING SOME ADDITIONAL WORKSHOPS.
WE HAVE SOME BEGINNING LATER THIS MONTH.
UH, WE ARE BEGINNING TO ALSO DO SOME THINGS WITH DIFFERENT MEDIA FORMATS, NOT ONLY SOCIAL MEDIA, BUT TELEVISION ATX AND, AND THINGS OF THAT NATURE.
SO THERE'S GOING TO BE MORE AND MORE INFORMATION AVAILABLE.
UM, IT'S RATHER A DETAILED ORDINANCE ONCE YOU GET INTO THE, THE MEAT OF IT.
UH, SO WE ARE MAKING OURSELVES VERY, ARE YOU AVAILABLE? WE'VE HAD VERY MANY, UM, PROFESSIONAL ORGANIZATIONS CONTACT US AND SAY, HEY, CAN YOU SPEAK TO OUR GROUP ABOUT THE STREET IMPACT FEE? AND WE'RE MORE THAN HAPPY TO DO THAT.
UM, SOME OF THE PROJECTS THAT HAVE BEEN PRIORITIZED, WE'RE BEGINNING TO MOVE THOSE OFF OF LINES ON A PIECE OF PAPER AND SEE EXACTLY WHAT IS THAT PROJECT GOING TO ENTAIL.
SO ONCE FUNDS ARE COLLECTED, WE CAN ACTUALLY MOVE INTO THE DESIGN OF SOME OF THOSE PROJECTS.
AND THEN AS THE ORDINANCE DATES, THE THIEVES BEGIN COLLECTING IN ABOUT, UM, 10 WEEKS.
AS I MENTIONED, JUST A FEW MINUTES AGO, WE BEGAN TO HAVE STAKEHOLDER OUTREACH MEETINGS.
UM, THE FIRST ONE WILL BE HERE IN APRIL AND WITHIN A COUPLE OF WEEKS, THESE ARE WHERE WE'RE GOING TO GET INTO SOME MORE OF THE DETAILS OF WITH THE INDIVIDUAL DEVELOPERS LAND OWNERS TO COME IN AND MAKE SURE THEY UNDERSTAND HOW THESE A STREET IMPACT FEE WILL IMPACT THE PROJECT, HOW TO GO THROUGH THE PROCESS WHEN THEY PULL THEIR BUILDING PERMITS SOME OF THE INFORMATION THEY NEED TO BE DOCUMENTING, AND SOME OF THE, UH, INFORMATION THAT WE WILL NEED TO DOCUMENT FOR A LONGEVITY JEVITY WITHIN OUR SYSTEM.
SO EVERYBODY KNOWS IF THERE'S OFFSETS AND THE CREDITS DO THOSE ARE DOCUMENTING, AGREED TO.
WE'RE ALSO BEGINNING TO HAVE SOME WITH THE LARGER DEVELOPMENTS, THE BIGGER PLAYERS, IF YOU WILL REPEAT, UH, UM, DEVELOPERS THAT HAVE ALREADY ASKED A LOTS OF QUESTIONS, BUT WE'RE GOING TO HAVE A FORMAL MEETING WITH THEM.
UM, IN MAY, AS STREET IMPACT FEE BECOMES MORE OF THE VOCABULARY WITHIN THE DEVELOPMENT COMMUNITY HERE IN AUSTIN.
THERE ARE SEVERAL QUESTIONS WE'RE BEGINNING TO GET, AND JUST WANTED TO SHARE WITH YOU SOME OF THE THINGS THAT ARE COMING ACROSS, THE CONVERSATIONS WE'RE HAVING WITH DIFFERENT INDIVIDUALS.
UM, ABOUT TWO MONTHS AGO, WE HAD A CHURCH CALLING IN AND SAYING, HEY, ARE WE AUTOMATICALLY EXEMPT FROM THE STREET IMPACT FEE BECAUSE WE'RE A NONPROFIT.
AND WE BASICALLY HAD TO KIND OF WALK THEM THROUGH.
WE SAID, WE UNDERSTAND YOUR PREDICAMENT, BUT THE WAY THE ORDINANCE IS WRITTEN, IT'S BASED ON, UM, THE NUMBER OF PEAK HOUR TRIPS AND IT'S EERIE REGARDLESS OF THE ENTITY ITSELF.
LOOK, THEY ARE A RELIGIOUS ORGANIZATION, CONGREGATIONAL TYPE ORGANIZATION.
UM, THEY WERE ADDING SOME ADDITIONAL SQUARE FOOTAGE.
UM, SO THEY WERE JUST ASKING HOW THAT WORKS.
UH, THEY'RE NOT ADDING ENOUGH TO ACTUALLY HAVE TO TRIGGER THIS A STREET IMPACT FEE, BUT THOSE ARE QUESTIONS WE'RE BEGINNING TO GET OTHER QUESTIONS SUCH AS, HEY, I'M GOING TO BE PAYING SO MUCH FEE AND, AND ON THIS DEVELOPMENT, AND I'VE AGREED TO BUILD SOME THINGS THAT'S OFFSET CREDITS.
CAN I CARRY THOSE OFFSETS CREDITS TO A FUTURE PROJECT? AND AGAIN, WE KIND OF POINT TO THEM, WE'RE IN THE ORDINANCE ITSELF, THAT IS NOT ALLOWABLE.
SO IF WE ARE WORKING VERY CLOSELY WITH EACH INDIVIDUAL APPLICANT, SO THAT THEY'RE NOT OVERLY BURDENED FOR THE PURPOSE OF THEIR DEVELOPMENT, SO THAT YES IS A SPREADSHEET AND THE RATES HAVE ALL BEEN DEFINED, BUT WE'RE NOT OUT TO GET ANY DEVELOPER TO OVERDO.

THE NEW TCM DOES ADDRESS SOME OF THE OFFSET REDUCTIONS THAT TAKE PLACE WITHIN THE STREET IMPACT FEE, PARKING, TRANSIT, INTERNAL CAPTURE, THINGS OF THAT NATURE.SO VERY MUCH THE ARE ALIGNED, UM, WITH THE NEW TCM, BUT SOME OF THOSE ARE ALSO KEPT BY WHICH SERVICE AREA THE PROJECT IS ACTUALLY LOCATED IN.
AND WE'RE BEGINNING TO HAVE SOME CONVERSATIONS WITH A LOT OF HOW DO THEY ACCOUNT FOR THESE REDUCTIONS? IS IT ABOVE THE LINE BELOW THE LINE THING, THAT THOSE TYPES OF CONVERSATION, UH, SOMETHING THAT CAME UP NOT TOO LONG AGO, A DEVELOPER SAYING, HEY, I'M BUILDING AN AFFORDABLE HOUSING MULTI-FAMILY, UH, UNIT.
AND, UH, DOES ALL MY AFFORDABLE HOUSING COUNT AS A REDUCTION? THE SIMPLE ANSWER IS NO.
AND THE WAY THAT'S, UH, ORDINANCE IS WRITTEN MULTI-FAMILY FOR AFFORDABLE HOUSING HAS TO BE NO HIGHER THAN 60% AT MFI.
AND SO THERE ARE LOTS OF DEVELOPMENTS.
I LIKE TO DO SOME AT 80% MFI 85%.
THOSE WOULD NOT GIVE THEM A REDUCTION IN THEIR STREET IMPACT FEE.
IT MUST BE AT A MAXIMUM 60% MFI.
SO WE'RE CONTINUING TO PUT THE BOW ON EVERYTHING.
IF YOU WILL, TO GET THIS IMPLEMENTED TO WE'RE CONFIDENT THAT COLLECTIONS WILL BEGIN IN JUNE.
UH, THERE ARE SOME UNKNOWNS WE'RE TRYING TO FIGHT IT, FIGURE OUT HOW LONG IS IT GOING TO TAKE TO ACTUALLY PROCESS THESE, UM, THESE, UH, STREET IMPACT FEE ASSESSMENTS.
ONCE THEY COME IN FOR BUILDING PERMIT, UH, OUR STAFF HAS TRAINING.
WE'RE KIND OF TAKING THE MENTALITY OF ALL HANDS ON DECK BECOME JUNE SO THAT WE ARE NOT COMPLICATING THE PROCESS OF PUTTING IN A BURDEN AND THEY'RE NOT GETTING THEIR BUILDING PERMITS.
SO STAFF WILL BE AVAILABLE TO ASSIST THEM AT ANY TIME WITH THAT.

AND THE LAST TIME I BELIEVE, UM, OUR CRITERIA MANUAL OF THE TCM WAS UPDATED SUBSTANTIALLY.
SO IN 40 YEARS, THIS WAS THE FIRST TIME WE WERE, UM, SUCCESSFUL TO UPDATE THIS PARTICULAR MANUAL.
SO WHILE UPDATING THIS, UM, FOUR DECADES OLD DOCUMENT, WE FOCUSED ON, UM, THE DESIGN AND SAFETY STANDARDS SPECIFICALLY ON PEDESTRIAN BICYCLE AND TRANSIT, UM, SAFETY AND CONNECTIVITY BECAUSE 40 YEARS BACK, MANY OF THESE ELEMENTS WERE NOT REALLY PRIORITIZED.
SO THAT WAS A BIG ELEMENT THAT WE UPDATED IN OUR CURRENT CRITERIA MANUAL.
UH, THE OTHER ITEM WE REALLY FOCUSED ON WAS TO PROVIDE FLEXIBILITY IN DESIGN AND TO PROVIDE SOME CONTEXT SENSITIVE DESIGN GUIDANCE, BECAUSE NOW THAT WE LIVE IN A BUILT ENROLLMENT, UM, MORE OFTEN THAN NOT, WE DON'T REALLY HAVE THE IDEAL SCENARIO.

UM, SO WE WOULD, THE DEVELOPER WOULD TAKE A LOOK AT, UM, THE EXISTING ROADWAY CONDITIONS AND THINK OF THE TCM KIND OF HELPS THEM THINK OF ALTERNATIVES TO GET THOSE, THE DIFFERENT LEVEL, THE DIFFERENT ASPECTS OF THE CROSS-SECTION IN, ONTO THE SITE.

WE SPEND A LOT OF TIME, UM, WITH THE BICYCLE COMMUNITY, AS WELL AS OUR ENGINEERS HERE AT ATD TO DETERMINE THAT CONFIGURATION.
UM, I THINK A LOT OF THAT HAS TO DO BOTH WITH MAINTENANCE AND JUST FOR THE BICYCLISTS TO BE ABLE TO GET TO THEIR DESTINATIONS, UM, EFFICIENTLY.
SO THAT'S HOW THOSE, THAT CROSS SECTION LAYOUT WAS DETERMINED.
MY PERSONAL PREFERENCE IS TO HAVE THE BIKE AND PEN FURTHER AWAY FROM THE CARS, JUST BECAUSE I KNOW THERE'S BEEN A COUPLE OF INCIDENTS, ONE PARTICULARLY IN MY DISTRICT WHERE A CAR JUMPED THE CURB AND ENDED UP IN A TREE NEXT TO THE SIDEWALK.
AND SO WE REALLY, REALLY, REALLY HAVE, UM, A COMMITMENT TO TRYING TO MAINTAIN THAT LEVEL OF SAFETY AS I KNOW THE TRANSPORTATION DEPARTMENT DOES.

UM, AS FAR AS DEDICATED TRANSIT LANES, DO YOU HAVE CRITERIA POINTED OUT IN HERE TO FIGURE OUT IF AND WHEN A DEDICATED TRANSIT LANE CAN BE ADDED? I KNOW THERE'S RECENT ABOUT THE SOUTH FIRST STREET BRIDGE, UM, GETTING SOME IMPROVEMENTS.
WHAT IS THAT CONVERSATION GOING TO LOOK LIKE MOVING FORWARD, ESPECIALLY SINCE WE'RE ADDING BUS LANES AND, AND BUS ROUTES ALL THE TIME THROUGH CAP METRO? YEAH, THAT'S A GREAT QUESTION.
UM, BECAUSE THE TCM KIND OF PREDATED, UM, YOU KNOW, THE UPDATES TO OUR TRANSIT PLANS, WE DO HAVE PLACEHOLDER LANGUAGE IN THE TCM, WHICH WILL ALLOW ANY TYPE OF, UM, CRITERIA THAT PROJECT CONNECT, UM, OR CAP METRO ADOPTS IN THE NEAR FUTURE, UM, TO, TO WORK IN ALIGNMENT WITH THE TCM.
SO A DEVELOPER WOULD BE ABLE TO LOOK AT THE CRITERIA THAT OUTLINES ANY FUTURE TRANSIT, UM, CONSIDERATIONS, AND THEY WOULD ASSUME THAT THOSE, THOSE WOULD MOST LIKELY BE IN PLACE, OR THEY WOULD BE PARTIALLY RESPONSIBLE FOR MAKING SURE THAT THEY CAN FIT IN FRONT OF THEIR DEVELOPMENT.
AND THEN THEY WOULD WORK WITH OUR ATD STAFF, UM, FOR THOSE SITE SPECIFIC ISSUES.

UM, WOULD THEY BE PAYING INTO STREET IMPACT FEE OR ANOTHER FORM OF FEE IN LIEU UNTIL THE UPDATES CAN BE MADE TO THE ENTIRE STREET, OR WOULD THEY BE EXPECTED TO BUILD SOMETHING THAT MAY NOT MATCH THE REST OF THE STREET INITIALLY? UM, IN THE, IN THOSE SITUATIONS, UM, IF THE DEVELOPER FELT THAT, UH, THE TCM CRITERIA OR VASTLY OUT OF LINE WITH THE CHARACTER OF THE CURRENT STREET, UM, THEY WOULD CONTACT ATD STAFF SO THAT WE COULD HELP EITHER DETERMINE IF, IF WE DID WANT THE TCM CRITERIA, UH, TO BE CONSTRUCTED, OR IF WE WANTED TO KIND OF CREATE MORE OF A SUBJECT SITE SPECIFIC, UM, SITUATION.

UH, UH, FROM A NUMBER OF YEARS GONE BY, UH, THE PURPOSE OF THIS PROJECT WAS TO ACCOMMODATE THE UT MASTER PLAN FOR THE MOODY CENTER OF PHASE ONE AND ALSO ACCOMMODATE CENTRAL HEALTH'S REDEVELOPMENT, UH, OF, UM, THE HEALTH CENTER AREA.
UH, AS YOU'LL REMEMBER, COUNCIL WAS VERY INFLUENTIAL IN HELPING, UH, SETON HOSPITAL MOVE SETON, MAINE MOVE, UH, THEIR LOCATIONS DOWNTOWN, WHICH IS NOW THE DEL, UH, MEDICAL CENTER AND, AND CREATE THAT MEDICAL CENTER THERE AND THE CAMPUS AS AN EXPANSION AT THE UNIVERSITY OF TEXAS.

UM, SO IS THERE COORDINATION HAPPENING TO MAKE SURE THAT CYCLIST EITHER NO, THERE MAY BE A SAFER ROUTE TO TAKE, OR HOW HAS THAT BEING FACTORED IN FROM THE SECTIONS WE'RE LOOKING AT NOW FROM THE SECTIONS ON, ON THE OUTSIDE OF THIS PARTICULAR PROJECT, RIGHT.
WELL, FIRST OF ALL, THE NEW ROAD IS NOT OPEN QUITE YET.
SO, UH, WE WILL GO THROUGH A TRANSITION PROCESS WHERE ONE GETS TURNED OFF AND ONE GETS TURNED ON AND WHEN THE NEW ONE GETS TURNED ON, UH, WE, WE, THE NEW ROAD GETS OPENED OBVIOUSLY AND TRANSITIONS TO THE CITY OF AUSTIN.
THERE WILL BE WAYFINDING AND, AND COMMUNICATION, AND HOPEFULLY A CELEBRATION OF WHAT IS REALLY, YOU KNOW, ONE OF THE LAST NEW ROADS IN, IN DOWNTOWN AUSTIN.
UH, SO IT WILL BE VERY CLEAR FOR PEDESTRIANS AND BICYCLISTS, UH, AND ACTIVE TRANSPORTATION, WHICH WAY THEY SHOULD GO.
IT WILL FEEL AND LOOK LIKE A CONTINUOUS ROUND.
YEAH, THAT'S REALLY GOOD TO HEAR.
I KNOW THAT WITH THE OPENING OF THE WATERLOO GREENWAY, THERE'S A LOT OF FOLKS THAT ARE TRYING DIFFERENT METHODS OF TRANSPORTATION IN THIS PARTICULAR AREA.
AND I THINK IT'S A PRIME OPPORTUNITY TO TRY TO, TO GET THINGS RIGHT.
EVEN AS, AS WE HAVE BEEN TALKING ABOUT THE STREET IMPACT FEE AND THE CRITERIA MANUAL ACROSS SECTIONS, AND JUST REALLY, UM, TRYING TO UNDERSTAND IN THIS TRANSITION PERIOD, HOW TO SET OURSELVES UP FOR SUCCESS, MOVING FORWARD, KNOWING HOW HARD IT IS TO RETROFIT LATER, UM, WHEN YOU ONLY HAVE SO MUCH, SO MUCH SPACE TO WORK IN.
AND AS YOU CAN SEE, WE REALLY ONLY HAVE THREE LANES AND THE TURN LANE IS NECESSARY BECAUSE WE DO HAVE PEOPLE THAT WILL BE TURNING LEFT TO GET INTO BUILDINGS.
UM, YOU KNOW, WE WERE ASKED BY COUNCIL TO MATCH THE RIGHT OF WAY THAT'S NORTH OF 15TH STREET, THAT'S CONSISTENT WITH UTS DESIGN.
UH, AND SO WHAT THAT ALSO MEANS IS THAT AS ADDITIONAL NEW BUILDINGS COME IN, WE EXPECT THAT THEY WILL BE SET BACK FROM THIS TRANSPORTATION FRONTAGE.
UH, THEY WON'T BE BUILT RIGHT UP TO THE, UH, UH, EDGE OF THE PEDESTRIAN WAY.
AND SO IT WILL ACTUALLY, I BELIEVE JUST LIKE NORTH OF 15TH ACTUALLY FEEL MUCH MORE OPEN THAN, UH, I THINK WE, UM, ARE CONCERNED ABOUT RIGHT NOW OR AS A COMMUNITY MIGHT BE CONCERNED ABOUT.
SO IT WILL BE MORE OPEN AS THAT GOES FORWARD.
AND AS FAR AS THE FLEXI POSTS, ARE THOSE BEING ACCOMPANIED WITH ANY SORT OF PARKING CURBS OR OTHER SAFETY MEASURES LIKE WE'VE SEEN FOR INSTANCE, ON THE SOUTH CONGRESS BRIDGE, THERE'S HAVE A COMBINATION OF BOTH AND ARE WORKING WELL, EVEN THOUGH I KNOW THE LANES ARE WIDER IN THAT PARTICULAR INSTANCE, UH, YOU KNOW, THE SOUTH CONGRESS BRIDGE, WHAT WAS SORT OF A PILOT OF A PUSH TO TRY THOSE RUBBER CURVES BETWEEN THE FLEXI POSTS.
UH, AND THOSE ARE EASILY ADDED SUBSEQUENT TO THIS.
THOSE AGAIN ARE JUST ARE AGAIN, A VISUAL REMINDER, UM, THAT THERE IS A BIKE FACILITY THERE.
UH, THE STREET WILL BE RATHER SLOW.
IT WILL NOT BE THE OLD RED RIVER.
THAT'S THAT'S SEEMS HIGHER SPEED BECAUSE OF JUST THE WIDTH OF THE LANES AND THE ACTIVITIES THAT ARE GOING ON THERE.
SO, UH, WE THINK THE DESIGN IS SAFE.
THERE CERTAINLY WILL BE PAINT ON THE GROUND TO HELP, UH, THE DRIVERS VISUALLY DISTINGUISH WHERE THE BIKE AND WHERE THE NON BIKE, UH, TRAVEL IS APPROPRIATE.
AND COULD YOU TELL ME IF, YOU KNOW, OFF THE TOP OF YOUR HEAD, WHAT LIGHTING MIGHT BE LIKE? I KNOW THERE'S SOME AREAS OF TOWN THAT ARE INCREDIBLY DARK AT NIGHT.
I WOULD LIKE TO SAY BRIGHT, BUT I DON'T ACTUALLY KNOW.
I MEAN, COUNCIL MEMBER KITCHEN.
I THINK THE, THE IDEA, THE, YOU KNOW, THE, THE PLAZA AREA, THE PROMINENT AREA IS REALLY COOL AND, UM, I CAN'T HELP, BUT NOTICE THAT THE PICTURES HAD A PAINTING, UM, ON THE, UH, SO THERE'S, THERE'S LOTS OF OPPORTUNITY, I GUESS, FOR PUBLIC ART, I GUESS, IS WHAT I'M SAYING TO MAKE THE AREA LOOK REALLY, REALLY INVITING, UM, YOU KNOW, KEEPING IT AS RIGHT AWAY AND DESIGNATING IT AS PEDESTRIANS ONLY THAT'S WITHIN THE, THE CITY TRAFFIC ENGINEERS AUTHORITY ALLOWS US A LOT MORE, UM, UH, LEEWAY IN HOW WE PAINT AND HOW WE MAKE THAT LOOK.
UM, UH, AND, AND SO SINCE WE WON'T HAVE AUTOMATED VEHICLES, HOPEFULLY DRIVING IN THAT AREA, WE DON'T HAVE TO WORRY ABOUT SO MUCH ABOUT MACHINE LEARNING, KNOWING WHAT TO EXPECT.

UM, AND JUNE, I KNOW THERE WAS SOME DISCUSSION OF DOING A SPECIAL CALLED, UM, TOPIC FOR THE MOBILITY COMMITTEE, BUT WE'RE NOT GOING TO NEED TO HAVE THAT ONE AFTER ALL.
