[CALL TO ORDER]
[00:00:13]
AND WE'LL START ON THE AGENDA WITH, UM, ACTUALLY IT'S DO A QUICK ROLL CALL, UH, VIRTUAL HERE.
UM, COMMISSIONER CURRY, IF YOU COULD JUST SAY I, I HEAR, UH, COMMISSIONER GOOD.
AND THEN DO WE NEED TO GO AROUND THE HORN HERE? COMMISSIONER WEAVER.
HI, WHAT'S YOUR NEATER? HI COMMISSIONER REN.
ALL RIGHT, MICHELLE RODRIGUEZ HERE.
WE'LL UH, JUMP INTO, UH, PUBLIC COMMUNICATION.
IS THERE ANYONE SIGNED UP TODAY? NO.
[1.a. Approval of the minutes from the March 16, 2022 Bond Oversight Commission meeting]
ITEM NUMBER ONE APPROVAL OF MINUTES OF THE MARCH 16TH, 2022 BOND OVERSIGHT COMMISSION MEETING.UM, TAKE A MOMENT TO REVIEW THOSE AND I'LL WAIT ON A MOTION.
I MAKE A MOTION TO APPROVE THE MINUTES.
IS THERE A SECOND? I WOULD SECOND THAT OKAY.
[2.a. Introduction of a newly appointed member to the Bond Oversight Commission]
ITEM NUMBER TWO, DISCUSSION, UH, INTRODUCTION OF NEWLY APPOINTED MEMBER TO THE BOND OVERSIGHT COMMISSION.I DON'T KNOW THAT WE HAVE ANYBODY.
WE HAD STEVEN, BUT HE'S UNABLE TO ATTEND THIS TIME.
WE'LL JUST KEEP THAT ONE ON THERE THEN.
AND IS THAT FROM A COUNCILMAN
I DON'T REMEMBER WHICH DISTRICT IS, UH, UH, YOU COULD GUESS MY PRINT OUT GOT CUT OFF.
I WAS JUST, JUST CURIOUS HOW TO INTRODUCE MYSELF.
WELL THAT BRINGS US TO ITEM NUMBER THREE, STAFF BRIEFINGS.
[3.a. Staff briefing from the Fire and EMS Departments related to the 2018 bond program]
WE'LL JUMP INTO ITEM, A STAFF BRIEFING FROM THE FIRE AND EMS DEPARTMENTS RELATED TO THE 2018 BOND PROGRAM.I'M A BUDGET MANAGER IN THE FINANCIAL SERVICES DEPARTMENT.
I'M JUST GOING TO GET THIS KICKED OFF, UH, FOR OUR, UH, FOLKS HERE FROM FIRE AND EMS. I JUST WANT TO TAKE NOTE THAT, UH, APD WAS UNAVAILABLE TODAY, BUT THEY WILL BE COMING AT THE NEXT MEETING, UH, IS THE PLAN, UH, TO MAKE SURE THAT YOU GUYS ARE ALL ROUNDED OUT FOR A PUBLIC SAFETY BRIEFING FOR THE BOND PRO PROGRAMS. UM, SO, UM, GO AHEAD AND GO TO THE NEXT SLIDE.
UM, SO THIS IS JUST PART OF OUR STANDARD TEMPLATE.
UM, THIS IS, UM, ABOUT THE 2018 BOND PROPOSITION F FOR PUBLIC SAFETY.
THIS IS SPECIFIC TO FIRE AND EMS, UH, STATIONS, BUILDINGS, AND RELATED FACILITIES.
UH, NEXT SLIDE, THIS IS A $38 MILLION PROPOSITION AND A SPLIT BETWEEN EMS AND FIRE.
UM, THE SPLIT IS, UH, 13 MILLION FOR FIRE AND 25 MILLION FOR EMS. WE ARE RIGHT IN THE MIDDLE OF THE FISCAL YEAR.
WE'RE AT QUARTER END OF QUARTER TWO.
UH, AND SO WHAT THIS DATA IS TELLING US RIGHT NOW IS THAT WE ARE APPROXIMATELY 20% COMMITTED, UH, WITH AN AVAILABLE BALANCE OF, UH, 30.4 MILLION.
SO THIS IS THE TRADITIONAL SPIN DOWN CURVE THAT, UH, HAS BEEN PRESENTED TO THIS COMMISSION FOR A FEW YEARS NOW.
UM, SPENDING, UH, PLAN IS THE FORECASTED EXPENSES OR CASH, UH, PLAN TO BE EXPENDED.
SO WE HAVE ON THIS GRAPH HERE, ACTUAL EXPENSES AND THAT PROJECTED SPENDING PLAN, UH, THAT'S TAKEN FROM THE
UM, AND THEN WE PUT A LITTLE DOT ON THERE.
UM, THAT'S A VISUAL INDICATOR OF WHERE WE'RE AT RIGHT NOW, AS FAR AS THE BALANCE.
SO WE ARE AT A BALANCE OF ABOUT, UH, UH, 30 MILLION.
UM, SO WHAT THIS IS TELLING ME IS W WE'VE WE'VE MADE SOME PROGRESS HERE AND WE'RE, WE'RE PROJECTING TO BE ON A STEEP SPENDING CURVE HERE COMING UP.
SO IT'S TELLING ME THAT WE'RE ABOUT TO GET INTO SOME SERIOUS CONSTRUCTION.
[00:05:01]
STAFF FROM, UH, FIRE AND EMS WILL GIVE YOU AN UPDATE ON.UM, AND WITH THE FLATTENING OF THAT LINE, SINCE THE CONSTRUCTION IS GOING TO BE ABLE TO BE STARTING PRETTY SOON ON THEIR PRIORITY PROJECTS, IT'LL ALLOW THE DEPARTMENTS TO BASICALLY FULLY PLAN OUT, UM, THE REMAINDER OF THEIR PROJECTS AND DISSIPATE WHEN THAT SPENDING WILL OCCUR.
OH, I DIDN'T MEAN TO INTERRUPT.
UM, GOING BACK TO THE 30.4 AVAILABLE, UM, THAT'S THAT'S DEBT THAT'S ALREADY BEEN SOLD, THAT'S AVAILABLE FOR THE CAPITAL EXPENSE.
NO, THAT'S A AVAILABLE BUDGET.
AND THEN IS THERE AN ANTICIPATION OF WHAT A PORTION OF THAT MIGHT BE SOLD HERE IN MASON'S THAT'S OUR TYPICAL PAPER SALE? SO, UM, UH, THE ITEM THREE B, I'M GOING TO HOPEFULLY TRY TO GIVE YOU ALL A LITTLE BIT OF AN OVERVIEW, BUT SPECIFICALLY FOR THE NEXT ISSUANCE THAT TAKES PLACE ANNUALLY IN AUGUST.
AND SO WE DON'T HAVE A PROJECTION RIGHT NOW, BUT THE ITEM WILL COME BEFORE YOU IN JUNE BEFORE THAT AUGUST SALE.
AND THEN, AND THEN, SO WHAT WE'RE GOING TO TALK ABOUT NEXT THOUGH, HAS ALREADY BEEN SOLD AND IT'S JUST AVAILABLE FOR DEPLOYMENT.
SO WHAT WE'RE TALKING ABOUT HERE, SO WE HAVE BASICALLY, UM, YOU KNOW, JUST TO THROW OUT SOME FINANCIAL TERMS, WE HAVE APPROPRIATION, WHICH IS COUNCIL'S AUTHORIZATION TO SPEND THE DOLLARS, RIGHT? UM, THE ENCUMBERED AMOUNT, OUR CONTRACTUAL COMMITMENTS THAT WE HAVE MADE AND SPENT IS ACTUALLY CASH OUT THE DOOR.
COMMITTED IS JUST A CALCULATION OF THOSE TWO TOGETHER.
AND OUR AVAILABLE BALANCE IS JUST ANOTHER CALCULATION BASED OFF OF WHAT HAS BEEN APPROPRIATED MINUS THE, UH, COMMITTED DOLLAR.
SO THIS IS THE, THAT $30 MILLION IS WHAT THE DEPARTMENTS HAVE LEFT REMAINING TO ACTUALLY SPEND.
SO WHAT WE'RE ABOUT TO HEAR THAT THEY NEED, WE HAVE AVAILABLE, CORRECT? YES.
THIS IS ALL BUILT INTO THEIR PLANS.
UM, AND WITH THAT, UM, IF THERE'S ANY, ANY OTHER QUESTIONS ON THESE FINANCIAL SLIDES, I WILL HAND IT OFF TO, UM, UH, DIVISION CHIEF, UH, PETER TO LEHIGH AND INTERIM ASSISTANT CHIEF WEST HOPKINS.
I'M AN INTERIM ASSISTANT CHIEF FOR AUSTIN, TRAVIS COUNTY EMS. AND SO I WANTED TO KIND OF TALK THROUGH ALL THE GOOD WORK THAT WE'VE BEEN DOING SINCE WE LAST MET.
UM, CAN I HAVE THE NEXT SLIDE PLEASE? SO JUST A REFRESHER ON THE MAP OF WHERE THESE STATIONS ARE LOCATED, BUT WE'RE GOING TO GO THROUGH, UH, EMS STATIONS, ONE IN FIVE, AND THEN WE'RE GOING TO GO TO JOINT FIRE AND EMS STATIONS THAT ARE MY SEVEN FIRES EIGHT AND THEN, UH, 10 23, 10 25, 13 23.
SO WE'LL GO THROUGH THOSE AND TALK THROUGH THOSE, BUT YOU CAN TELL FROM THE MAP THAT WE'VE GOT STATIONED SCATTERED THROUGHOUT SOUTH AUSTIN, NORTH AUSTIN, CENTRAL, AND THEN INTO EAST AUSTIN, UM, I WILL JUST TAKE A MOMENT TO SAY THIS HAS BEEN ENJOYABLE WORK.
IT'S BEEN CHALLENGING WITH THE PANDEMIC, BUT WE'VE REALLY THRIVED, UH, ON, UH, ZOOM CALLS AND TEAMS CALLS AND SOME, SOME LIMITED INTERACTIONS IN PERSON, DEPENDING ON THE STAGES, BUT WE'RE ABLE TO KIND OF GET, GET THESE HOME INTO A GOOD POINT.
WE'RE FIXING TO START SOME, SOME CONSTRUCTION VERY, VERY QUICKLY ON NEXT SLIDE PLEASE.
SO YOU HAVE YOUR CALL FROM THE LAST TIME WE TALKED TO, THIS IS A STANDALONE EMS STATION ONE ITSELF, SOUTH FIRST STREET.
AND SO I DID A PICTURE IN PICTURE.
YOU CAN SEE THE EXISTING STATION IN THE LOWER LEFT CORNER, AND THEN WHAT WE'VE DONE WITH THE DESIGN TEAM.
AND SO THIS IS SUCH A HIGH CALL VOLUME AREA THAT WE NEEDED A BAY FOR ADDITIONAL RESOURCES.
SO THIS WILL BRING THIS STATION UP TO HOUSE TWO AMBULANCES AND A COMMANDER.
UH, IT WILL HAVE LARGER KITCHEN, A BATHROOM SHOWERS THAT ARE GENDER NEUTRAL.
UH, WE WILL ALSO HAVE, UM, UH, YOU KNOW, AREAS TO BED DOWN CREWS AND INCLEMENT WEATHER.
UH, SO THIS IS KIND OF THE DESIGN ASPECT OF WHAT WE'VE DONE WITH THIS STATION.
AND WE ARE LOOKING TO START A CONSTRUCTION HERE, UH, JUST RIGHT IN MAY.
I WILL TELL YOU ABOUT STATION ONE, THAT IT IS THE FIRST STANDALONE EMS STATION IN THE COUNTRY, ACCORDING TO OUR RETIREES AND MEDICS, I'LL TELL YOU I HAVE ZERO, UH, EVIDENCE TO BACK THIS UP, BUT IF YOU'RE TALKING TO EMS, WE CERTAINLY ARE CALLING IT THE FIRST STANDALONE EMS STATION, UH, IN, IN THE NATION.
AND SO WE DID A SENDOFF FOR THIS STATION AND WE INVITED RETIREES BACK AND IT HAD REALLY GREAT SUCCESS.
UH, WE WERE ABLE TO TAKE A MOMENT AND DO AN OUTSIDE KIND OF EVENT GO INSIDE.
A LOT OF THESE RETIREES GOT TO SEE THE STATION AND MEET THE YOUNGER GENERATION OF MEDICS AND THE AT THE RIGHT HAND CORNER.
THOSE ARE THE FIRST TWO WOMEN THAT EVER WORKED FOR AUSTIN, TRAVIS COUNTY EMS THAT CAME.
SO IT WAS REALLY A NEAT TIME FOR US.
[00:10:01]
SOME OF THE WALL BOARD IN THE STATION THAT WE WILL REPURPOSE AND PUT THAT BACK IN THE STATION.SO REALLY GREAT TURNOUT EVENT.
ANOTHER STANDALONE EMS STATION IS OUR EMS STATION FIVE, AND THAT'S AT CANUCK AND LAMAR.
AND SO THIS IS A VERY DENSE AREA WITH A HIGH CALL VOL AMBULANCE CALL VOLUME FOR US.
AND SO WHAT THIS STATION AFFORDS US IS FOUR BAYS.
AND SO THIS WILL ALLOW US TO HOUSE TWO AMBULANCES, A DISTRICT COMMANDER.
UH, WE COULD PUT A SHIFT CHIEF THERE.
UH, WE'RE DEFINITELY ALSO TOYING WITH THE COMMITTEE HEALTH PARAMEDIC, MENTAL HEALTH RESPONDER IN THIS AREA.
SO BIG, BIG SCOPE INCREASE ON THIS PROJECT.
UM, KITCHEN SLEEP ROOM SHOWERS.
WE ALSO ADDED IN THIS UPSTAIRS AREA BY THE EMS STATION FIVE LOGO.
IT'S A MEETING SPACE, WHICH WE'VE BEEN LACKING, UH, THAT WAS KIND OF WASTED SPACE ON THE ROOF LINE, BUT WE WERE ABLE TO ENCLOSE IT AND MAKE A MEETING SPACE TO HOLD KIND OF JOINT TRAININGS AND NOT HAVE TO MOVE AMBULANCES OUT OF THEIR SERVICE AREA TO ACTUALLY MEET WITH STAFF AND DO SOME TRAINING AND THINGS LIKE THAT.
UM, AND YOU CAN SEE FROM THE PICTURE IN PICTURE THAT THE EXISTING STATIONS JUST QUITE SMALL, UM, THEY HAD BAYS ARE PRETTY SMALL.
OUR AMBULANCES HAVE ONLY GOTTEN BIGGER AND SAYS YOU BACK INTO THOSE STATIONS, IT'S JUST INCREDIBLY TIGHT SO THAT THE MORE SPACE IS GOING TO BE WELL NEEDED.
CERTAINLY THERE'S TIMES WHEN MYSELF AND THE AUSTIN FIRE DEPARTMENT CO-LOCATED TOGETHER AND EMS STATION SEVEN AND FIRE STATION EIGHT OR ONE OF THOSE PLACES.
AND SO WE'VE DONE SOME WORK AT THIS STATION, UH, ON THIS STATION.
THE EMS SIDE WAS ACTUALLY FALLING AWAY FROM THE ACTUAL CORE FIRE STATION.
AND SO THIS IS GOING TO FIX A LOT OF THOSE STRUCTURAL INTEGRITY PROBLEMS AS WELL.
THE AUSTIN FIRE DEPARTMENT'S HAD SOME, SOME STRUCTURAL PROBLEMS ON THEIR SIDE AS WELL.
SO, SO THIS FIXES THAT, THAT THIS STATION HAS A MINI ASSETS FROM EMS TO FIRE.
UH, THEY HAVE A LADDER AND ENGINE BATTALION CHIEF.
AND SO, UM, HOW THESE, ALL THESE DIFFERENT FUNCTIONS WORK IN THIS STATION, FIXING SOME OF THE EFFICIENCIES IS GOING TO BE REALLY HELPFUL WITH A LARGER KITCHENS AND SHOWERS AND OFFICES AND SLEEP ROOMS THAT ARE INDIVIDUAL AND NOT DORM STYLE.
SO THIS IS GOING TO BE A HUGE WIN FOR US, BUT WE'VE GOT IT DESIGNED.
UM, IT'S GOING TO START, UH, AS WELL AS MAY NEXT SLIDE PLEASE.
AND THEN AGAIN, A JOINT USE FACILITIES, EMS STATION, 10 FIRE STATION 25 IN THE DUVALL AND RESEARCH AREA.
THIS STATION IS GOING TO KICK OFF, UH, IN MAY AS WELL.
WE'VE ACTUALLY, UH, MOVED OUT OF THIS STATION.
AND SO, UH, WE'RE DOING SOME AS BEST AS TESTING AND THINGS LIKE THAT, SO THAT WE CAN ACTUALLY START CONSTRUCTION.
UM, ONE THING ABOUT THIS STATION WAS THAT YOU CAN TELL IN THE PICTURE AND PICTURE THAT EMS WAS IN A REALLY SMALL BAY THAT BECAUSE THE AMBULANCES ARE LARGER NOW, THEY'RE JUST NOT ABLE TO ACCESS IT ANYMORE.
SO THIS DESIGN ACTUALLY, UH, PUTS THE FIRE APPARATUS AND EMS OR APPARATUS PULLING OUT THE FRONT TO THE, THE DUVALL SIDE, UM, HAS MANY EFFICIENCY INCREASES IN THIS STATION, UH, INCLUDING A GYM WHICH WAS LACKING.
WE WERE USING BASE SPACE TO ACTUALLY WORK OUT AND KEEP OUR STAFF HEALTHY.
SO THERE'S A GOOD, GOOD SCOPE INCREASE HERE FOR THIS PROJECT.
UH, NEXT SLIDE, PLEASE, IF YOU RECALL, FROM THE LAST TIME WE SPOKE, UH, EMS STATION 13, FIRST STATION 23 OFF RUNDBERG LANE HAD SOME VERY UNIQUE CHALLENGES OF THE AMBULANCE WAS AN ADD ON ADDITION TO THE STATION.
AND SO THE EMS CREW ACTUALLY HAS TO EXIT THROUGH A MEN'S RESTROOM TO GET TO THE AMBULANCE BAY TO RESPOND.
UH, SO IT CREATED MANY, MANY CHALLENGES FOR US.
AND SO GETTING THIS PROJECT HOME IS GOING TO BE HELPFUL AND CHANGED SOME OF THE EFFICIENCIES SO THAT WE'RE NOT DISTURBING EACH OTHER AS WE RESPOND TO DIFFERENT CALLS IN THE AREA.
SO A HUGE NEED FOR US, UM, AND EMS WILL HAVE MORE DEDICATED SPACE WHERE IN A VERY SMALL AREA RIGHT NOW, UH, ROUGHLY I THINK 800 SQUARE FEET.
SO JUST SOME, SOME GREAT, YOU KNOW, SPACE FOR THE MEDICS TO KIND OF CHECK OUT SOMETIMES FIRE AND EMS HAVE THE SAME WORKFLOWS AND SOMETIMES THEY'RE DIFFERENT.
SO IT'S NICE TO BE TOGETHER IN A COMMUNAL SPACE FOR EATING AND COOKING, BUT ALSO NICE TO HAVE A SPACE TO CHECK OUT.
SO YOU'RE NOT, YOU KNOW, DISRUPTING EACH OTHER.
AND THEN STAND-ALONE EMS STATION 33 IN MUELLER.
UH, THEY'RE KIND OF THE AIRPORT IN 35 AREA, 51ST STREET.
UH, THIS PROJECT IS ACTUALLY COMPLETED IF YOU'LL RECALL.
THIS WAS A STANDALONE EMS STATION THAT HAD WATER THAT WAS OVERPOWERING THE GUTTERS ON A VERY STEEP ROOF LINE.
AND SO BECAUSE OF THE ADA RAMP IN THE BACK, THE WATER WOULD FALL INTO THAT SPACE UNDER THAT CANOPY AND RUN INTO THE STATION.
SO WHAT THIS CANOPY DOES IS DIVERT THE WATER AWAY FROM THE STATION.
SO THIS WAS A REAL, RELATIVELY MINOR PROJECT THAT WE JUST NEEDED, THE FUNDS TO COMPLETE.
WE WERE ABLE TO REALLY, UH, GET THIS PROJECT COMPLETED.
[00:15:01]
AND WE'VE HAD ZERO FLOODING ISSUES SINCE WE CORRECTED THIS.AND THEN LASTLY, FROM THE EMS STANDPOINT, BEFORE I TURN IT OVER TO FIRE IS JUST SOME OF THE CHALLENGES THAT WE'VE ENCOUNTERED.
A LOT OF THESE STATIONS ARE VERY BUSY AREAS FOR FIRE AND EMS. AND SO WE'RE NOT ABLE TO DISPLACE THE AMBULANCE OR OUR FIRE PERSONNEL.
AND SO HAVING A TEMPORARY TRAILER ON SITE THAT WILL HOUSE THE CREWS WHILE WE DO CONSTRUCTION HAS BEEN A CHALLENGE.
AND THAT'S A LOT OF WHAT WE SPEND OUR TIME WORKING ON.
WE'RE ABLE TO, UH, PUT THESE TRAILERS ON SITE.
WE'VE HAD TO GO THROUGH KIND OF THE SITE DEVELOPMENT PERMIT, UH, GET THEM CONNECTED WITH POWER, WATER AND WASTEWATER, WHICH WE'RE FIXING TO GET THAT PART OF IT DONE.
NOW THAT WE'VE GOT SOME PERMITS IN HAND IN A, IN A GOOD SOLID PLAN.
AND SO THAT WILL KEEP THE AMBULANCE AND FIRE APPARATUS ON THE SITES, UH, TO RESPOND TO EMERGENCIES, UH, BECAUSE IT TAKES KIND OF A NETWORK OF AMBULANCES AND FIRETRUCKS TO, TO KIND OF SERVICE THE COMMUNITY.
AND WHEN YOU DISPLACE ONE, THAT HOLE JUST GETS BIGGER.
YOU HAVE LONGER RESPONSE TIMES, ET CETERA.
AND SO JUST, UH, PUTTING THESE TEMPORARY TRAILERS IN IS DEFINITELY BEEN A CHALLENGE, BUT WE WERE ABLE TO GET THE PROJECT DONE.
UM, I WILL SAY JUST IN CLOSING THAT, UH, THIS WORK WOULD NOT HAVE HAPPENED IF IT WASN'T FROM OUR PROJECT MANAGER WITH PUBLIC WORKS, UH, WE HAVE DEFINITELY WORKED VERY HARD WITH HIM TO LOOK AT ALL THE RISKS AND CHALLENGES AND JUST, JUST LABORIOUS PLANNING WEEK AFTER WEEK TO GET ALL THESE PROJECTS HOME.
SO WILLIAM FROM PUBLIC WORKS HAS BEEN A FANTASTIC ASSET TO BOTH ORGANIZATIONS.
SO JUST WANTED TO SAY THANK YOU TO HIM.
I WENT THAT, I'LL TURN IT OVER TO MY COLLEAGUE FROM THE AUSTIN FIRE DEPARTMENT.
GOOD AFTERNOON, LADIES AND GENTLEMEN.
MY NAME IS PETER
I'VE BEEN WORKING WITH, UH, AFT FACILITIES IN A VARIETY OF CAPACITIES FOR ALMOST 20 YEARS NOW.
AND IT'S, UM, IT'S A HUGE HONOR AGAIN, UH, TO BE HERE AND TO BE WORKING AT THIS HIGH LEVEL.
UM, I STARTED WITH, UM, UH, GENDER EQUITY ISSUES AND I'M, I'M PROUD TO REPORT TODAY AT STATION 11.
WE MOVED INTO OUR FINAL STATION THAT HAS EQUAL BATHROOMS FOR BOTH MEN AND WOMEN.
SO A HUGE ACCOMPLISHMENT, AND YOU GUYS ARE A BIG, BIG PART OF THIS.
AND, UM, AS WE MOVE FORWARD, NEXT SLIDE, PLEASE.
SO MANY OF THE STATIONS THAT WE'RE GOING TO TALK ABOUT TODAY HAVE NOT BEEN TOUCHED IN MY ENTIRE CAREER.
I'VE BEEN WITH THE AUSTIN FIRE DEPARTMENT FOR 27 YEARS.
UH, WE'VE BEEN SORT OF DUCT TAPING THINGS TOGETHER, LITERALLY TO MAKE THEM WORK, UH, OVER AND OVER AND OVER AGAIN.
AND AS CHIEF ALLUDED TO, MANY OF THESE ARE IN VERY, VERY BUSY NEIGHBORHOODS THAT WE STRUGGLE WITH, UH, DETERMINING WHEN WE'RE GOING TO TAKE THEM OUT OF SERVICE AND HOW WE'RE GOING TO TAKE THEM OUT OF SERVICE.
AND, UH, THESE BOND HAVE ALLOWED US TO WORK THROUGH THE TRAILER PROCESS, WHICH AGAIN, ALLOWS US TO LEAVE THE UNITS IN PLACE.
UH, WITH THE AUSTIN FIRE DEPARTMENT, WE HAVE TWO LEVELS OF WHAT'S CALLED DEFERRED MAINTENANCE, AND I'LL GO OVER THOSE, UH, THROUGH THIS PRESENTATION.
UH, THE FIRST ONE IS ESSENTIALLY AN UPLIFT WHERE WE GO IN AND AGAIN, STATIONS THAT HAVE NOT BEEN TOUCHED IN ANY WAY, UH, MAINTENANCE WISE GET NEW HPAC, NEW KITCHEN, NEW PAINT, BUT NOT REALLY STRUCTURAL CHANGES TO THE LAYOUT OR THE WALLS OR ANYTHING LIKE THAT.
UH, THE, UH, DEFERRED MAINTENANCE LEVEL TWO, WHICH IS SOME OF THE PROJECTS CHIEF HOPKINS MENTIONED, UH, ARE MUCH LARGER, UH, ALTERATIONS WITHIN THE FOOTPRINT.
SO WE TRY TO TAKE THE ORIGINAL FOOTPRINT.
MAYBE WE ADD A LITTLE BIT ONTO IT.
UH, AND THEN WE UPGRADE EVERYTHING TO THE LEADS LEVEL OF SILVER, UH, DESIGNATION, WHICH AGAIN IS A SIGNIFICANT INVESTMENT, UH, THAT THE CITY OF AUSTIN HAS DECIDED TO, UH, PURSUE.
AND THE AUSTIN FIRE DEPARTMENT IS PROUD TO GET THOSE DESIGNATIONS.
I ANTICIPATE THAT MOST OF YOU ARE FAMILIAR WITH LEADS DESIGNATION PROCESS, BUT IT LOOKS AT THINGS SUCH AS, UH, ENERGY USE HEALTH, THE MATERIALS, MAKING SURE THAT THEY'RE, UH, ECO-FRIENDLY MATERIALS, SUSTAINABLE MATERIALS.
AND THEN WE ALSO LOOK AT THE LAND USE AND THE WATER USE THROUGHOUT THE LONG-TERM LIFE OF THE PROJECT.
NEXT SLIDE, PLEASE, SIMILAR TO CHIEF HOPKINS.
THIS IS OUR A SCOPE OF WORK FOR SOME OF THESE LARGER PROJECTS.
AGAIN, YOU CAN SEE, UH, THROUGH THE MAJORITY OF THE CITY, WE HAVE PROJECTS GOING ON VERY DIFF UH, DIFFERENT LEVELS, UM, DEFERRED MAINTENANCE, ONE LEVEL LEVEL ONE AND TWO.
AND AGAIN, I'LL GO OVER THOSE NEXT SLIDE, PLEASE.
THIS IS A REALLY GREAT EXAMPLE OF A DEFERRED MAINTENANCE LEVEL ONE AGAIN, UH, IN THIS CASE WE REDID THE KITCHEN.
SO, UH, THIS KITCHEN WAS PRETTY BEAT UP.
I WAS, UH, PERSONALLY ASSIGNED TO STATION 42, UH, LAST
[00:20:01]
COUPLE OF YEARS.UM, THE WATER WAS KIND OF ROTTING THROUGH THE SINK AND, UM, UH, CABINET DOORS WERE FALLING OFF AND THINGS LIKE THAT.
SO WE WERE ABLE TO USE THIS BOND MONEY, UH, VERY WISELY ORDER THE CABINETS, KEEP THE UNITS IN PLACE, UH, SHUT DOWN THE KITCHEN FOR ABOUT A DAY AND A HALF, PUT IN THE NEW CABINETS AND BACK TO WORK.
SO WONDERFUL OPPORTUNITY FOR US TO GET A GOOD REFRESH.
AGAIN, THE KITCHEN IS A REALLY IMPORTANT PLACE FOR FIRE POLICE AND EMS, AND WE JUST LOVE BEING IN THE KITCHEN AND I'M ACTUALLY COOKING MY WAGON TONIGHT.
SO, UM, SUPER IMPORTANT PLACES FOR ALL OF US TO BE NEXT SLIDE, PLEASE.
ANOTHER, UH, DEFERRED MAINTENANCE LEVEL.
ONE PROJECT THAT WE'RE EMBARKING ON IS, UH, FIXING OUR DRIVEWAYS, UH, AS THE SIZE AND WEIGHT OF APPARATUS INCREASE, UH, OLD, UH, APRONS, UH, DETERIORATE AT A FASTER RATE.
UH, THIS DEFERRED MAINTENANCE PROGRAM HAS ALLOWED US TO GO IN AGAIN WITH THE UNITS IN SERVICE, IN COOPERATION WITH THE BUILDING SERVICES DIVISION, GO IN, UH, AS YOU CAN SEE, MAYBE HERE, UH, WE SEGMENT THE WORK WE'LL MOVE, UH, UNITS TO ONE SIDE OR THE OTHER, FIX THAT ONE SIDE OF THE DRIVEWAY, MOVE THE UNITS TO THE OTHER BAY, FIX THAT SIDE.
AND IN ABOUT A MONTH AND A HALF, UH, WE WERE ABLE TO DO START, FINISH AND MOVE ON TO THE NEXT PROJECT WITH THIS PARTICULAR, UH, WORK NEXT SLIDE, PLEASE.
UH, MOVING ON TO DEFERRED MAINTENANCE LEVEL TWO.
THIS IS FIRE STATION 18 IN THE BERKMAN AREA.
UH, CAMERON, UH, TWO 90, UH, THIS STATION AGAIN, I WAS PERSONALLY ASSIGNED THERE, UH, UH, WAS FALLING DOWN AROUND US.
UH, IT HAD, UH, HPAC LIMPING ALONG, UH, PLUMBING PROBLEMS. UH, AND AGAIN, UH, ONE OF THE FOCUSES OF OUR WORK IS WHAT WE CALL WORKPLACE EQUITY NOW.
SO WE WANT OUR MEMBERS TO BE WORKING IN NICE BUILDINGS, SO, AND THAT THEY'RE PROUD TO BE IN.
UH, SO, UH, WE EMBARKED ON THIS PARTICULAR PROJECT AND IT IS A HUNDRED PERCENT COMPLETE AND THE UNITS ARE BACK IN THE STATION.
WE WERE ABLE TO KEEP ESSENTIALLY THE SAME LAYOUT.
UM, BUT IT SORT OF MIMICS THE LAYOUT OF THE OLD STATION.
SO THE MEMBERS THAT GO IN THERE, UM, ONE IN PARTICULAR, SCOTT JOHNSON, HE'S BEEN THERE FOR ALMOST 20 YEARS.
UM, HE FEELS LIKE IT'S THE SAME PLACE.
THAT IS A HUGE WIN FOR US, UM, BECAUSE WE GET ATTACHED TO THE PLACES WE WORK IN.
SO AGAIN, AS CHIEF HOPKINS MENTIONED, UM, UH, FOR US, OUR, UH, CONTRIBUTION TO THIS, UH, BOND PACKAGE, UH, IS DEFERRED LEVEL OF MAINTENANCE, DEFERRED MAINTENANCE LEVEL TO, UH, FOR OUR STATION EIGHT.
UH, SO, UH, WHEN YOU'RE READY TO BRING YOUR DAUGHTER BY, AFTER IT'S ALL FIXED UP, WE'LL, UH, GIVE YOU AN INVITE.
UM, BUT THIS IS A WONDERFUL EXAMPLE OF THE COLLABORATION BETWEEN OUR, UH, UH, TWO AGENCIES AND IT, THESE STATIONS, AGAIN, IN MY CAREER STATIONED AID HAS NEVER BEEN SUBSTANTIALLY UPGRADED.
SO, UH, WE HAD STRUCTURAL ISSUES.
WE HAVE USE ISSUES, WE HAVE PLUMBING ISSUES.
WE HAVE ALL KINDS OF PROBLEMS WITH THESE, WITH THESE BUILDINGS.
AND, UH, THIS IS A HUGE OPPORTUNITY FOR US TO MOVE THESE BUILDINGS FORWARD AND, UH, BRING THEM UP TO, UH, 20, 22 STANDARDS CITY, UH, UH, GOLD STANDARDS AND LEAD STANDARDS AS WELL.
SO, UH, EMS STATION 10 AND 25, UH, AS THE CHIEF MENTIONED, WE WERE IN A MEETING THIS MORNING AND MANY OF THE SIGNIFICANT ISSUES HAVE BEEN OVERCOME.
AND, UH, WE ARE GOING TO, UM, I'LL LEAVE THE EXACT TERMINOLOGY TO TINA, BUT WE'RE GOING TO START SPENDING THIS MONEY ON THESE THREE STATIONS VERY, VERY SOON.
UM, WE'RE GONNA ANTICIPATE SUBSTANTIAL CONSTRUCTION THROUGH THE SUMMER.
UH, SO THESE LAST THREE SLIDES REPRESENT A SIGNIFICANT BULK OF THE BOND MONEY.
AND, UM, IT'S GOING TO START GETTING SPENT NEXT SLIDE PLEASE.
UH, AGAIN, UH, THIS IS THE ONE WHERE THE MEDICS HAD TO GO THROUGH THE MEN'S LOCKER ROOM, UH, TO GET TO THEIR UNIT.
UH, THAT'S NOT GOING TO HAPPEN ANYMORE.
UH, YOU GUYS ARE A SIGNIFICANT PART OF MAKING THAT HAPPEN.
AND AGAIN, THANK YOU VERY MUCH.
AND THAT'S IT FOR THE AUSTIN FIRE DEPARTMENT? I'LL TURN IT BACK TO TINA TO FINISH UP.
I HAVE A QUESTION, UH, YOU KNOW, GOING THROUGH HERE
[00:25:01]
FIRST OFF, UM, GREAT JOB ON PRESENTING THE UP, COMING TO WORK AND, YOU KNOW, THE THINGS THAT HAVE BEEN DONE ALREADY, UH, IN DOING SO I, I NOTICED THE CHALLENGES AND PERMITTING WAS, IS ONE OF THOSE BULLET POINTS.IS THERE ARE THOSE CITY PERMITS YOU'RE TRYING TO PULL AND, AND THEY ARE CITY PERMITS.
AND KIND OF THE WEIRD ISSUE IS KIND OF HOW YOU PERMIT A TEMPORARY TRAILER IN THE CITY OF AUSTIN.
THERE'S CERTAINLY NOT A MECHANISM WHERE YOU MIGHT INHABIT A TRAILER FOR 24 HOURS.
SO THAT, THAT JUST CREATED SOME CHALLENGES FOR US.
BUT WE WORKED WITH, WITH DEVELOPMENT SERVICES AND THE FARM MARSHALL'S OFFICE TO GET THEM PERMITTED.
AND WE ARE WE'RE AT THE ONE YARD LINE.
YOU WOULD THINK IF IT'S INVOLVING PUBLIC SAFETY, ESPECIALLY THAT THERE WOULD BE A, OR A FAST TRACK OR SOME PROCESS IN PLACE TODAY, RIGHT.
SO, YEAH, NO, I MEAN, I JUST THROWING IT THERE, YOU KNOW, SO, OKAY.
WELL, UM, THAT'S ALL I REALLY HAD.
UH, JUST WANTED TO NOTE THAT ANY OTHER QUESTIONS CAN WE SURE NEED OR, UH, WELL, FIRST OF ALL, THANK YOU BOTH.
UH, AND THANK YOUR TEAMS FOR, FOR ADVISING US.
UH, I MEAN, AS YOU KNOW, OUR JOB IS NOT NECESSARILY TO PROPOSE NEW BONDS, BUT TO LOOK BACK, TO SEE HOW WE CAN HELP, YOU KNOW, EFFICIENTLY DEPLOY BOND MONEY.
SO THAT THE NEXT TIME YOU COME BEFORE THE BOND ADVISORY TASKFORCE, UH, YOU HAVE MORE AMMO AND SAYING, HEY, WE'VE DONE THIS, THIS RIDE, THIS RIDE AND THAT RIDE, AND THIS IS A CHALLENGE AND WE GOT THAT ONE THING WRONG, BUT, UM, I HAVE TO GO BACK THOUGH, BECAUSE YOU MENTIONED IT THREE TIMES, NOT THAT I WAS COUNTING.
AND YOU MENTIONED AT ONCE, UM, UH, I'M A LOGISTICS GUY BY TRADE BY BACKGROUND.
UH, AMBULANCES ARE GETTING WIDER.
FIRETRUCKS ARE GETTING HEAVIER AND TALLER AND TALLER.
UH, HOW DO WE BAKE THAT IN? BECAUSE THAT'S JUST, THAT'S JUST ONE OF THOSE THINGS THAT YOU CAN'T DANCE AROUND.
THAT'S NOT, NOT TO BE FLIPPANT.
THAT'S NOT GENDER EQUITY, THAT'S NOT HOMELESSNESS, THOSE AREN'T KNOW BROADER MACRO ISSUES.
THOSE ARE JUST THE THING EITHER FITS IN THE BAY OR IT DOESN'T.
UM, SO HOW DO WE, HOW DO WE START PLANNING FOR THAT? BECAUSE I WOULD THINK THAT THAT'S THING ONE, UH, FOR FUTURE RENOVATIONS AND CERTAINLY NEW CONSTRUCTION.
SO FOR THE NEW CONSTRUCTION THAT WE'RE BUILDING ON THE NEW STATIONS, WE MADE SURE THAT THE, THE BAYS WERE DEFINITELY WIDE AND DEEP AND COULD SUPPORT THE WAY.
AND THESE REMODELS, WE DEFINITELY TOOK INTO ACCOUNT ALL OF THE DIMENSIONS OF AN AMBULANCE AND A FIRE APPARATUS SO THAT THEY WOULD FIT, BUT ALSO SO THAT YOU DIDN'T TAKE ONE ASSET AND PLUG IT INTO ONE SPECIFIC BAY THAT THEY WERE BIG ENOUGH THAT YOU COULD PUT THEM IN MULTIPLE BAYS.
SHOULD THEY NEED A RISE IN THE FUTURE REALLY PLUGGED EMPLOYER? ABSOLUTELY.
UM, BUT I DIDN'T MEAN TO CUT YOU OFF, BUT I MEAN, HOW DO WE, SO WE CAN BAKE THAT INTO NEW CONSTRUCTION AND NEW BONDS, AND WE'LL JUST BE HAPPY TO PASS THAT OFF TO THE NEXT BOND DEAL.
BUT HOW MANY, I IMAGINE THERE'S MORE BAYS THAT WE'RE NOT TALKING ABOUT.
UH, I APPRECIATE WHAT YOU'VE DONE HERE, BUT SO WE'RE BASICALLY WE'D NEED TO TALK ABOUT, BECAUSE YOU'VE GOT NEW EQUIPMENT, THIS IS A REALLY COOL CONVERSATION FOR ME, AND I APPRECIATE YOU BRINGING IT UP KIND OF AT A STATION 18.
WE DID RAISE THE HEADER ON THAT, UH, ON THE AERIAL, UH, DOOR, UH, SPECIFICALLY SO THAT IT COULD FIT THESE LARGER NEWER APPARATUS STATION 11, WHICH I MENTIONED EARLIER AT THE BEGINNING OF MY PRESENTATION IS AN OLD WEST AUSTIN, TECHNICALLY THE WEST AUSTIN, SOUTH SOUTHWEST AUSTIN, UH, STATION 10, UH, IS IN TARRYTOWN.
UM, THOSE STATIONS, UH, CAN'T GET ANY BETTER.
AND WE, WE TRIED TO MAINTAIN THROUGH THE DEFERRED MAINTENANCE PROGRAM, THEIR CURRENT LOOK, THEIR ORIGINAL LOOK.
AND SO WE HAVE, UM, IN, IN TERMS OF BAKING, WE HAVE TWO DIFFERENT APPARATUS SIZE.
SO WE HAVE SOME SMALLER APPARATUS, UH, THAT WE USE INTERESTINGLY.
AND ODDLY ENOUGH, TODAY WE HAD ANOTHER CONVERSATION ABOUT GOING IN THE OTHER DIRECTION.
SO ONE OF THE THINGS THAT WE'RE CHALLENGED WITH AND IN THE FIRE SERVICE IS, UM, OUR ROADS GETTING SMALLER, UM, UH, THE ABILITY TO NAVIGATE THOSE ROADS, GETTING MORE AND MORE, UH, DIFFICULT.
AND SO WE'RE LOOKING AT, UH, SMALLER OPTIONS, UH, OH, AS TERMS OF EQUIPMENT.
SO, UH, IT'S, IT'S FANTASTIC QUESTION.
AS FAR AS, UM, YOU KNOW, HOW DO WE NAVIGATE THIS OUT FOR THE FUTURE? I THINK WE HAVE A REALLY GOOD SOLUTION ON WHAT I'LL CALL THE PERIPHERY, ANY NEW STATION.
UM, WE'RE LOOKING, UH, FAR SOUTH AUSTIN, IT'S GOING TO THESE BAY, THESE BAYS ARE ENORMOUS.
I CAN'T IMAGINE THAT THEY WON'T FIT AN APPARATUS IN THE FUTURE WHERE WE HAVE CHALLENGES IS HERE IN THE CITY CORE WHERE THINGS ARE JUST OUTSIZED, RIGHT.
AND YOU CAN'T JUST REINVENT A NEW BAY BASED ON A SMALL FOOTPRINT, LIKE THE ONE YOU MENTIONED IN EVERY TOWN.
UM, AND, UH, LAST TIME I CHECKED, I DON'T THINK AUSTIN'S GETTING ANY SMALLER, SO YOU'RE GOING TO HAVE MORE SERVICE NEEDS IN THE CBD, PARTICULARLY IN THE CORE.
[00:30:01]
UM, SO I JUST WANT TO MAKE SURE THAT WE CAN AT LEAST HELP YOU EFFICIENTLY DEPLOY WHAT CAPITAL IS AVAILABLE FROM THE LAST BOND INTO RETROFITTING SOME OF THESE SPACES.BUT AS YOU'VE MET ME, AS YOU MENTIONED THOUGH, ELOQUENTLY, UM, THERE MAY NOT ACTUALLY BE THAT OPTION.
SO YOU NEED TO THEN FIGURE OUT DIFFERENT EQUIPMENT, UH, THAT CAN PARK THERE.
SO IS THAT SOMETHING THAT WOULD FALL UNDER, UH, YOUR, YOUR BOND CAPACITY? SO WITH THIS PARTICULAR BOND, I, I DON'T THINK SO.
YOU'RE SAYING IS BUYING APPARATUS WITHIN THE, THIS BOND THAT IS NOT WHAT THIS, YEAH, THAT'S TYPICALLY FOR CAPITAL, I MEAN, FOR CAP X FOR, FOR CONSTRUCTION AND RETROFITTING.
UM, BUT YOU KNOW, I WANT TO JUST MAKE SURE THAT WE PUT THIS, UH, IN A, IN A FUTURE CONVERSATION FOR, UM, PERHAPS, YOU KNOW, MAKING SURE THAT THE NEXT BOND MAYBE HAS AN ALLOCATION FOR PROPERLY SIZED.
I DON'T KNOW WHAT THE TERM WOULD BE WITH PROPERLY SIZED APPARATUS.
SO I THINK YOU'RE EXACTLY RIGHT.
SO ONE OF THE THINGS WE INCOME INCORPORATED INTO THESE STATIONS IS CERTAINLY THE APPARATUS IS IN THE BAY, BUT TYPICALLY IF A BAY DOOR FAILS THERE, THEY'RE VERY HEAVY.
AND SO YOU HAVE TROUBLE RAISING THEM TO GET THE APPARATUS OUT.
THESE INCORPORATE A DOOR THAT DON'T GO VERTICAL, THEY OPEN HORIZONTAL AND ACCORDION STYLE.
SO IF YOU HAVE A MOTOR FAILURE, UH, YOU CAN PULL A CORD AND YOU CAN PUSH THE DOORS OPEN THAT KEEPS THE APPARATUS AND SERVICE.
AS YOU'RE TALKING ABOUT FUTURE BONDS, THE BAYS ARE GETTING MORE COMPLICATED, THE POWER REQUIREMENTS FOR APPARATUS, AS WE TALK ABOUT AIR CONDITIONERS AND HEATERS FOR CLIMATE CONTROLLED MEDICATIONS, UM, EXHAUST FANS, OUR CLIMATE EVENT SYSTEM THAT REMOVES EXHAUST PARTICULATES OUT OF THE BAY.
SOMETHING WE SHOULD INCORPORATE AND, AND LOOK AT WHICH WE'VE DONE IN THESE, BUT WE SHOULD CONTINUE THAT WORK.
AND THEN LASTLY, FLOOR DRAINS, BECAUSE AS YOU HAVE THESE AIR CONDITIONERS, THEY PUT OUT CONDENSATION AND YOU GET WATER STANDING ON THE FLOOR IN THE CONCRETE.
AND SO, UH, THAT IS SOMETHING THAT WE SHOULD LOOK AT FOR THE FUTURE.
THEY'RE JUST GETTING MORE COMPLICATED, WHICH IS GOING TO RELATE TO A MORE EXPENSIVE BAY.
UM, SO WE CAN'T JUST DO LIKE A BATTERY POWERED PRIUS VERSION OF A 70,000 POUND FIRETRUCK, BUT I KNOW IT IS COMING, BUT NOT TODAY.
WE'VE TRIED SOME THINGS LIKE THAT.
I DON'T KNOW THAT THE TECHNOLOGY IS QUITE THERE YET.
I THINK IT WILL BE ONE DAY ABOUT RIGHT NOW, YOU KNOW, THE VEHICLES EITHER RUNNING OR IN THE BAY IT'S PLUGGED IN.
UM, NO, AGAIN, I WAS JUST ASKING QUESTIONS SO WE CAN MAKE SURE THAT WE CAN EFFECTIVELY REPORT ON WHAT YOU'VE ALL DONE WITH AN INCREDIBLE RESOURCEFULNESS.
UM, AND I'M GLAD YOU'RE HAPPY WITH THE KITCHENS, BUT, YOU KNOW, BUT IF WE COULD HELP FIGURE OUT, YOU KNOW, HOW TO FURTHER RECONFIGURE OR RETROFIT, UH, AND THEN DO NEW CONSTRUCTION, UM, THAT'S SOMETHING I THINK WE CAN ACTUALLY HELP WITH AND MAKE SURE THAT YOU GET THE DOLLARS APPROXIMATELY FOR THAT.
SO MY 2 CENTS, THANKS FOR THE AWESOME, THANKS FOR ENTERTAINING THEM ON THE PREAMBLE.
ARE THERE ANY OTHER QUESTIONS? I JUST HAVE ONE QUESTION THEN, AND THANK YOU SO MUCH.
I REALLY APPRECIATED HOW YOU MENTIONED CREATING THEM CONTINUING TO HAVE A HOME FOR THE STAFF WHO'S WORKING THERE AND FOR THE EMS AND FIRE FAMILIES.
THAT'S WHY I APPRECIATE YOU FOR THAT.
UM, MY QUESTIONS MAY BE MORE FINANCIALLY RELATED, SO I'M NOT SURE IF IT'S BETTER FOR TINA, BUT SEEING HOW MANY PROJECTS ARE KIND OF COMING INTO CONSTRUCTION THIS YEAR.
I'M WONDERING IF WE'RE ABLE, IN TERMS OF EFFICIENCY WITH OUR DOLLARS TO MAYBE LEVERAGE OUR GROUP KIND OF THE CONSTRUCTION CONTRACTING TO BE MORE EFFECTIVE IF WE'VE DONE SOMETHING THAT WAY, OR IF YOU KNOW HOW THAT PROCESS WORKS.
I THINK THESE STATIONS ARE CMR PROJECTS.
AND SO THAT WE'VE HAD W WE'RE, WE'RE KIND OF GETTING INTO THAT.
UH, SO CERTAINLY I THINK THAT, THAT AS WE HAVE, UH, AN ARCHITECTURAL FIRM ON CONTRACT AND THEN THE CONSTRUCTION COMPANY AND HOW IT KIND OF LEVERAGE THAT TO GET THESE HOME, BUT YEAH, I THINK TO YOUR POINT, IT'S A, AND THAT, I BELIEVE IF I'M NOT MISSING THIS MISTAKE, THESE ARE ALL BUNDLED.
SO WE DID LEVERAGE, UM, SCALE, UH, TO GET, UH, ESSENTIALLY, UH, A HIGHER PROFILE CONTRACTOR, HOW PROFILE DESIGN, UM, AND, AND THAT IN ITSELF IS, IS SOMEWHAT UNIQUE, UM, AT LEAST WITHIN, WITHIN MY EXPERIENCE.
BUT I THINK REFLECTS GOOD PLANNING AND SORT OF AN INTENTION TO DO MULTIPLE SITES AT ONCE.
SO A GOOD THING TO POINT OUT TWO OR THREE OTHER PLACES OUTSIDE OF THE BOND WORLD, I WILL ADD ON THAT.
CERTAINLY WE, WE INITIALLY HAD THESE PROJECTS KIND OF SPREAD OUT, BUT AS WE GOT INTO THE DESIGN AND CHALLENGES, THEY BEGAN TO COMPRESS.
AND SO WE WERE VERY GRATEFUL THAT WE HAD A LARGE ARCHITECTURAL FIRM AND CONSTRUCTION COMPANY TO BE ABLE TO KIND OF DELIVER, BECAUSE WE DEFINITELY HAD THAT CONVERSATION OF THESE ARE FIXING TO START ALL ABOUT THE SAME TIME.
DO YOU HAVE THE BANDWIDTH TO DO THAT? AND THEY DID.
UM, THAT'S JUST GOOD, GOOD FORTUNE, I THINK.
WELL, AND PROBABLY YOU HAVE, LIKE YOU MENTIONED, YOU HAD A LOT OF SIMILAR CHALLENGES ACROSS MULTIPLE LOCATIONS.
SO FINDING A SOLUTION THAT YOU CAN APPLY IN MULTIPLE PLACES PROBABLY HELPS YOU AND HELPS TO BE MORE EFFICIENT AS WELL.
I'M JUST THINKING ABOUT WHAT Y'ALL WERE TALKING ABOUT WITH WALKING OVER HERE.
UM, SO YOU'RE SAYING THAT WE'RE BUILDING BIGGER BASE TO ACCOMMODATE THE CARS NOW, BUT WHAT WE'RE EXPECTING IS THE APPARATUS ARE GOING TO SHRINK IN THE FUTURE TO
[00:35:01]
ACCOMMODATE SMALLER.NO, MA'AM NO, MA'AM LET ME, UH, JUST TO ADD ONTO WOLFGANG'S QUESTIONING POINT AND YOURS AS WELL.
UM, W WE'RE HAVING TO, UM, IDENTIFY SOLUTIONS WE'RE HAVING TO IDENTIFY SOLUTIONS.
SO THERE IS A STANDARD AMBULANCE PACKAGE.
THERE'S A STIMULUS STANDARD ENGINE PACKAGE.
THERE'S THE STANDARD, UH, AERIAL APPARATUS PACKAGE.
THAT'S THE BIG LADDER THAT GOES UP AND, AND THEY'RE, THEY'RE BIG, THEY'RE BIG.
UM, THEY'RE SORT OF, OUTSIZING THE CITY CORPS.
SO I CERTAINLY DON'T WANT TO SPEAK FOR CHIEF HOPKINS, BUT I KNOW THAT THE FIRE DEPARTMENTS AT EVEN VARIED DEPLOYMENT MODELS, MOTORCYCLES, UH, UH, FOUR WHEELERS, UM, SPRINTER VANS, UM, YOU KNOW, WE'RE CONSIDERING ALL SORTS OF THINGS, UH, PICKUP TRUCKS, UH, WE CAN PUT FOUR FIREFIGHTERS IN A PICKUP TRUCK WITH A SKID LOAD.
IT'S KIND OF LIKE A BRUSH TRUCK AND WE CAN GO UP ON SIDEWALKS AND WE CAN GO WHEREVER WE NEED TO GO TO GET SOME INITIAL ATTACK.
UH, SO WE'RE CONSIDERING ALL SORTS OF THINGS.
AND TO YOUR POINT ABOUT THE FUTURE BOND, WE WOULD LOVE TO HAVE A TAYLOR, WHICH IS THE ARTICULATING, UH, TRUCK COMBINATION, UM, THAT ARE SPECIFICALLY DESIGNED FOR, UH, TIGHT SPACES.
SO THAT'S GOING TO INVOLVE A FTE PACKAGE AS WELL.
UM, CERTAINLY EMS IS IN A UNIQUE SITUATION, SO WE DO A BIG, SPECIAL EVENTS FOOTPRINT.
SO WE DO HAVE MEDICS ON MOTORCYCLES AND POLARIS RANGERS, BUT AMBULANCES UNFORTUNATELY ARE NOT GETTING SMALLER JUST BECAUSE WE'RE BRINGING MORE LIFE-SAVING EQUIPMENT, UH, WHOLE BLOOD PRODUCTS TO THE PATIENT SIDE, UH, UH, ULTRASOUND.
UM, WE BRING THE EMERGENCY ROOM TO YOU.
AND SO THOSE AMBULANCES CERTAINLY HAVE A SPECIFIC SIZE.
THAT'S NOT GETTING ANY SMALLER.
WE ALSO NEED THE CAPACITY TO SOMETIMES TAKE MULTIPLE PATIENTS TO THE HOSPITAL AT THE SAME TIME IN A MASS CASUALTY TYPE INCIDENT.
SO CERTAINLY FOR US, THE BASE SIZE IS IMPORTANT AND IN THE AMBULANCES AND THE NUMBER OF PEOPLE WE PUT IN THE BACK OF THE AMBULANCE IS, IS NOT GETTING SMALLER FOR US.
SO IT'S GOOD TO KIND OF PLAN THAT FOR THE NEXT GENERATION OF, OF RENOVATIONS.
I JUST WANT TO ECHO, THAT'S A GREAT POINT THAT THERE ARE, I DON'T MEAN TO SAY CLEVER, BUT THERE ARE CLEVER WAYS OR IN INGENIOUS WAYS TO BRING FIREFIGHTERS TO A SITE AT WHICH TIME YOU CAN DEPLOY WATER, I MEAN, AND DO WHAT YOU ALL DO.
UM, BUT TO YOUR POINT, THE HUMAN BODY TAKES UP SPACE AND THE STUFF YOU NEED TO SAVE A HUMAN BODY TAKES UP SPACE.
SO IT SOUNDS LIKE YOU MIGHT BE NEEDING A LARGER RIG WITH MORE OF A PHYSICAL ASSET, UH, NOT IN A BAD WAY, RIGHT? AND YOU MIGHT BE ABLE TO FIGURE OUT MORE INTERESTING WAYS AND INGENIOUS WAYS AND DISRUPTIVE WAYS TO BRING THE PEOPLE TO THE FIGHT.
UM, MAYBE THE TWAIN SHALL NEVER MEET OR WHATEVER THE EXPRESSION IS, BUT, UH, NO, BUT I WOULD ENCOURAGE YOU ALL TO, TO HELP US FIGURE OUT AND LET US HELP YOU FIGURE OUT HOW TO BROADCAST THAT, BECAUSE THAT'S JUST, THAT'S JUST A PHYSICAL SPACE CHALLENGE THAT HAS NOTHING TO DO WITH, WITH, WITH POLITICS OR BUDGETS.
THAT'S JUST, YOU NEED TO GET MORE FOLKS TO THE FIGHT AND YOU NEED TO GET PEOPLE OUT OF THE FIGHT AND HOW DO WE HELP YOU SOLVE FOR THAT? AND, AND LET'S, LET'S, LET'S SOLVE FOR THAT GOING BACKWARDS.
AND YOU'VE SOUNDS LIKE YOU'VE ALREADY BEEN VERY RESOURCEFUL, BUT HOW DO WE THEN FIGURE OUT THAT NARRATIVE, UH, GOING TO THE FUTURE, BECAUSE I THINK THAT'S A VERY COMPELLING DISCUSSION MIGHT, OR YOU MIGHT KIND OF TIME.
WELL WITH THAT ONTO THE NEXT ITEM, THANK YOU BOTH FOR BEING HERE.
[3.b. Staff briefing from the Financial Services Department related to Public Improvement Bonds for the Capital Improvement Program.]
B STAFF BRIEFING FROM FINANCIAL SERVICES DEPARTMENT RELATED TO PUBLIC IMPROVEMENT BONDS FOR THE CAPITAL IMPROVEMENT PROGRAM.AGAIN, TINA VAN WI UM, WITH FINANCIAL SERVICES.
UM, SO, UM, PUT THIS, UM, ITEM TOGETHER BECAUSE WE ARE LIKE MIDWAY THROUGH OUR FISCAL YEAR.
UM, AND WITH SOME NEWER MEMBERS, UM, THIS MIGHT BE A GOOD KIND OF WAY TO, UH, GET SOME BEARINGS WITH ALL OF OUR ENTIRE, UH, BOND PROGRAMS. WE HAVE NUMEROUS BOND PROGRAM YEARS GOING ON AND JUST KIND OF GET A BIT BETTER PICTURE OF WHAT MAY BE GOING ON.
SO THIS SLIDE HERE IS JUST A LOOK AT WHAT THE COMMUNITY HAS BEEN PRESENTED WITH WITH BONDS, UM, BY YEAR AND SIZE OF THE PACKAGE, SO THAT WE CAN SEE THAT THERE'VE BEEN 10 ELECTIONS FOR BONDS SINCE 1998, UH, SIX OF WHICH HAVE BEEN IN THE PAST 10 YEARS.
UH, THE BLUE BARS REPRESENT COMPREHENSIVE PACKAGES WITH MULTIPLE PROPOSITIONS AND INFRASTRUCTURE TYPES.
[00:40:01]
REPRESENT SINGLE INFRASTRUCTURES.THE 2000 HAD A LITTLE BIT OF TRANSPORTATION AND A LITTLE BIT OF OPEN SPACE.
AND THEN WE HAVE TWO, UH, PROPOSITIONS THAT HAVE FAILED.
UM, BUT GENERALLY SPEAKING, OUR BONDS HAVE BEEN, UH, SUCCESSFUL AMONGST THE VOTERS.
UM, AND AS YOU CAN SEE, UH, TOWARDS OUR MORE RECENT HISTORY, UM, WE'VE HAD MORE ELECTIONS NEXT SLIDE.
THIS NEXT ONE HERE IS JUST A PICTURE OF, UH, HOW MUCH OUR VOTERS HAVE APPROVED, UM, TO INVEST IN OUR INFRASTRUCTURE BY CATEGORY.
UM, SO IT'S A SICKNESS, SIGNIFICANT INVESTMENT SINCE 2006.
AND I WENT AHEAD AND WENT BACK TO 2006 BECAUSE WHEN WE'RE TALKING ABOUT OUR BONDS, WE'RE TALKING ABOUT 20 YEAR LIFESPAN, UM, PERMANENT, UH, INFRASTRUCTURE.
SO, UM, YOU KNOW, IT, EVEN THOUGH IT MAY SEEM, UH, A BIT FROM OUR PAST, IT'S STILL QUITE RELEVANT TODAY.
UH, 2006, UH, WE HAD, UH, SOME REALLY GREAT FACILITY PROJECTS, UH, INCLUDED IN THERE.
UM, BUT SO THE, THE LARGEST CATEGORY THAT DOMINATES REALLY IS OUR TRANSPORTATION AND MOBILITY AT 54% FOLLOWED BY AFFORDABLE HOUSING AT 12 DRAINAGE.
AND OPEN-SPACE AT 11 PARKS AT 10, UM, AND, UH, FOLLOWED BY SMALLER INVESTMENTS, UM, INTO OTHER CATEGORIES.
BUT REALLY WHAT WE CAN SEE HERE IS THAT OUR COMPREHENSIVE PROGRAMS COMBINED COMBINED WITH THE STANDALONE PROGRAMS, THEY'VE, THEY'VE JUST REALLY, UM, UH, EMPHASIZE THE INVESTMENT INTO OUR TRANSPORTATION NEXT SLIDE.
AND THIS IS JUST AN UPDATE OF WHERE WE ARE WITH EXPENSES AS OF THIS, UH, SECOND QUARTER AND
SO WHEN WE LOOK AT THIS, WE CAN SEE THAT AFFORDABLE HOUSING IS, IS MAKING SOME PROGRESS, UM, AND HAS THE SMALLEST PERCENTAGE OF FUNDS AVAILABLE, UM, HEALTH, PUBLIC SAFETY AND LIBRARY AND MUSEUMS AND CULTURAL FACILITIES ARE, UH, BY FAR AND LARGE ASSOCIATED WITH THE 2018 COMPREHENSIVE BOND, UM, HELP DOESN'T HAVE A HUGE AMOUNT OF ACTUAL DOLLARS REMAINING.
IT'S FOR SINGLE NAMED, UH, PROJECT FOR DOVE SPRINGS, WHICH IS PROGRESSING.
AND YOU JUST HEARD FROM A FIRE AND EMS, UH, FOR, FOR PUBLIC SAFETY AND LIBRARY AND MUSEUMS, UM, ARE ALSO RE PRIMARILY RELATED TO THE 2018 BOND.
WE HAVE SOME VERY LARGE COMPLEX PROJECTS, UH, LIKE THE DARDY ARTS REPLACEMENT, UM, FOR 25 MILLION, UM, UH, THE MEXICAN AMERICAN CULTURAL CENTER, 27 MILLION, SO ON, SO FORTH, THEY, THERE'S JUST A LARGE INVESTMENT IN THOSE AREAS.
AND THIS IS WHEN WE CAN LOOK AT IT MORE CAREFULLY BY YEAR.
SO WHEN WE LOOK AT THIS, UH, 2010 AND 2013 ARE, ARE DEFINITELY DONE, UM, 2006 HAS A LITTLE BIT LEFT TO SPEND, AND THAT'S PRIMARILY DUE TO, UH, DOLLARS REMAINING FOR THE MEXICO, OUR DATE PROJECT IT'S COMBINING AND PARTNERING WITH 20 $18 TO GET FINISHED.
SO, UM, THAT'S REALLY WHAT IS LINGERING THERE? 2012? WHAT IS REMAINING THERE IS REMAINING FOR, UH, MORE COMPLEX TRANSPORTATION AND PARK PROJECTS.
THE 2012 BOND PROGRAM PROVIDED EARLY ALLOCATIONS FOR A MORE COMPREHENSIVE CORRIDOR, UH, PROGRAM, UH, DEVELOPS PART OF THE 2016 MOBILITY BOND.
SO ONCE THAT CORRIDOR CONSTRUCTION PROGRAM WAS APPROVED BY COUNCIL, THE 2012, UH, FUNDS WERE PROGRAMMED INTO DESIGN COSTS AND EARLY UP PROJECTS TO BE LEVERAGED WITH THE 2016 MOBILITY BOND FUNDS AND MATCHING, UM, FUNDS TOWARDS, UH, UH, FUNDS AWARDED BY CAMPO.
UM, AND FOR 2012, UH, PARD, UM, THEY ARE ACTIVELY SPENDING, UH, UNDER OR NEARING CONSTRUCTION FOR ZILKER MAINTENANCE BAR BARN, BARTON SPRINGS, BATH HOUSE, AND JUST SOME OF THE MORE COMPLEX PROJECTS.
AND, UM, BUT REALLY THE STORY HERE IS THAT OUR MOST ACTIVE PRO UH, PROGRAMS ARE GOING TO BE 20 16, 20 18 AND 2020 NEXT SLIDE.
AND THIS IS JUST ANOTHER, UH, LOOK AT, UM, HOW ALL OF THESE BOND PROGRAMS HAVE, UH, SPENT OVER TIME.
UM, THESE ARE THROUGH QUARTER TWO.
SO AT THE END OF THIS FISCAL YEAR, THOSE NUMBERS WILL TICK UP, UM, SINCE WE'RE JUST MIDWAY THROUGH.
UM, BUT THIS IS THE CUMULATIVE SPENT BY YEAR, GOING BACK TO THE 2006 BOND TO CURRENT AND
[00:45:01]
JUST FOR REFERENCE WHEN WE, WHEN WE HAVE A BOND ELECTION, UM, WHICH HAS TYPICALLY BEEN IN NOVEMBER, UM, AND CERTAINLY THESE HAVE ALL BEEN NOVEMBER.UM, THAT'S ACTUALLY, UH, THE FISCAL YEAR IS THE NEXT FISCAL YEAR.
SO, UM, AND WE DO A BUDGET AMENDMENT USUALLY IN THE SPRING.
SO DEPARTMENTS ONLY HAVE ABOUT A FEW MONTHS DEPENDING ON WHEN THE BUDGET AMENDMENT IS TO, TO REALLY GET, UH, TO SPENDING THEIR MONEY, UH, THAT FIRST YEAR.
UM, I SHADED OUT THAT TOP 10% BECAUSE REALLY WE CONSIDER ONCE WE'VE SPENT 90% OF THE BOND, WE REALLY CONSIDER THAT COMPLETE, ALTHOUGH YOU GUYS WILL RECEIVE UPDATES ON THE 2006, BECAUSE THERE'S STILL OUTSTANDING SPENDING AS WELL AS 20, 20 12.
SO UNTIL THOSE REALLY GET TO THAT, UM, UH, YOU KNOW, 99, A HUNDRED PERCENT COMPLETE, YOU WILL STILL RECEIVE UPDATES ON THOSE.
UM, AND SO THE TAKEAWAY ON THIS IS THAT, UM, YOU KNOW, WE'VE GOT, UM, OUR COMPREHENSIVE PROGRAMS 2006 AND 2012, UM, WHICH YOU CAN SEE ARE KIND OF GO STEADY OVER TIME AND TAKE A BIT LONGER EVERY PROGRAM THAT WE HAVE, UM, HAS ITS OWN UNIQUE SET OF, UM, UH, PROJECTS AND THOSE ALL COME WITH THEIR UNIQUE SET OF CONSTRAINTS AND CHALLENGES.
UH, BUT, BUT IN GENERAL, UH, THOSE COMPREHENSIVE PROGRAMS ARE, UH, YOU KNOW, SPINNED PRETTY STEADY AND YOU CAN ALREADY SEE THAT THE 2018 BOND IS, UH, MAYBE, UH, YOU KNOW, LIKELY TO FOLLOW THAT SAME TREND LINE OF 2006 AND 2012, AT LEAST HOW IT IS AS OF RIGHT NOW, UM, YOU KNOW, EACH OF THESE PROGRAMS, UM, SINCE 2016, WE'VE HAD THE CONTRACT WITH THE VOTERS.
AND SO, UM, EACH OF THESE, UH, WE HOPE TO HAVE EXPECTED, UM, PER THAT RESOLUTION, UM, PROGRAMS COMPLETED WITHIN THE TIME SET ASIDE.
SO WHEN YOU GET RECEIVE UPDATES FROM THE DEPARTMENTS, PART OF THAT TEMPLATE IN THAT THE FIRST COUPLE OF SLIDES, UM, REVIEWS, UM, THE TIMELINE FOR THAT PARTICULAR BOND PROGRAM THAT YOU'RE, THAT THEY'RE BRIEFING YOU ON.
WELL, I'VE GOT A QUICK, QUICK ASK.
COMMISSIONER DASGUPTA TEXTED ME AND SAID, HE'S TRYING TO GET IN.
I DON'T KNOW IF YOU'VE, YOU'VE HAD A REQUEST TO ALLOW SOMEBODY INTO THE PRESENTATION.
I CAN ADD, ADD THEM OVER LIFE PRESENTATION OVER HERE.
IS YOU PENDING MERCY? I CAN'T SEE VERY MUCH.
AND SO I'M SORRY, WHAT WAS HER NAME? UH, SUMEET DASGUPTA I DON'T SEE THEM ALL BACK AND KEEP MY EYE OUT AND BACK IN A MINUTE.
AND HERE IS JUST KIND OF THE LIFE CYCLE OF A BOND PROGRAM.
UM, SO OF COURSE, UM, WE RECEIVE INPUT FROM THE COMMUNITY, UM, THROUGH VARIOUS WAYS TO, UM, YOU KNOW, IDENTIFY WHAT OUR PROJECTS, UH, WILL LOOK LIKE.
WE HAVE IMAGINED AUSTIN SD 2023 MASTER PLANS, STRATEGIC PLANS, INITIATIVES, AND THEN WE GO THROUGH BOND DEVELOPMENT, BOND DEVELOPMENT, UH, CAN TAKE ANYWHERE FROM NINE MONTHS TO TWO YEARS, UH, FOR OUR COMPREHENSIVE PROGRAMS. UH, WE GO THROUGH THE ELECTION.
AND THEN AS I MENTIONED BEFORE, WE WILL DO A BUDGET AMENDMENT AND ANNUAL APPROPRIATIONS RIGHT NOW FOR ALL OF OUR BOND PROGRAMS. WE'RE FULLY APPROPRIATED.
WHAT THAT MEANS IS THAT THEY HAVE EVERYTHING AT HAND THAT THEY NEED TO MOVE FORWARD ON THEIR PROJECTS, UM, AND, UH, GET THOSE COMPLETED.
UM, AND SO REALLY KIND OF WHERE WE'RE AT WITH OUR ACTIVE PROGRAMS IS IN THIS CAPITAL IMPROVEMENT PROGRAM, IMPLEMENTATION AND DELIVERY.
UM, THIS IS WHERE ONCE WE GET PAST DESIGN, YOU CAN DRIVE DOWN THE STREET AND HOPEFULLY SEE ONE OF THOSE CONSTRUCTION SITES WITH THESE ARE YOUR BOND DOLLARS AT WORK.
UM, AND SO, SORRY, ACTUALLY SEE SOME IMPROVEMENTS, UH, THAT YOU VOTED ON.
UH, THEN ON AN ANNUAL BASIS, WE DO OUR BOND SALES.
SO, UH, THIS IS WHERE, AGAIN, AS MENTIONED EARLIER, YOU WILL GET AN UPDATE FROM TREASURY IN JUNE BEFORE THE AUGUST, UH, BOND SALE.
AND SO THAT, THAT'S ALL I HAVE FOR YOU TODAY AT THE END OF THIS.
UM, I DO HAVE THE APPENDIX, AND I KNOW THAT THERE'S BEEN SOME INTEREST IN GETTING SOME OF THESE RESOURCES CONSOLIDATED ON, UM, THE WEB FOR BETTER CONSUMPTION BY THE PUBLIC.
AND, UH, SO I EXPECT THAT WE WILL HAVE MORE INFORMATION FOR Y'ALL COMING FORWARD.
I'VE REACHED OUT, UM, TO SOME FOLKS ACTUALLY WITHIN OUR FSD,
[00:50:01]
UH, MEGAN BELL, UH, SHE'S OVER A GROUP THAT, UM, I THINK CAN LOOK AT THIS STRATEGICALLY AND, AND TRY TO GET, UM, MAKE SURE THAT WE GET THIS PUT TOGETHER IN A WAY THAT, UH, IS EASILY ASSESSABLE.WE HAVE A LOT OF RESOURCES THAT WE WANT TO TAKE ADVANTAGE OF AND MAKE SURE ALL THE CONNECTIONS ARE THERE.
SO THAT WILL, THAT WILL COME IN THE FUTURE.
OH, UH, WHAT DOES MEGAN BELL'S NAME RING A BELL? YEAH, NO, NO, YEAH, YEAH, IT SHOULD.
SHE WAS A LIAISON A COUPLE OF YEARS AGO.
GIVE ME A BRAIN FOG ON NAMES, BUT OKAY.
UM, NO, AND I, I, I, I I'LL STICK TO THE AGENDA, BUT I JUST HAD AN IDEA.
I MEAN, IT'S THE SAME THING I REVERBERATE EVERY FEW MONTHS, BUT, UM, YOU KNOW, I'VE, I'VE ALWAYS ERRED ON THE SIDE OF GIVING VOTERS MORE INFORMATION AND NOT TREATING THEM AS, YOU KNOW, BEING CONFLATED WITH.
UH, BUT, UM, BUT I THINK, I MEAN, YOUR, YOUR, YOUR MESSAGE IS VERY TRANSPARENT, VERY OPEN, AND WE'VE TRIED TO KEEP THE BOARD THE SAME WAY, AND I WOULD LOVE IT IF WE COULD FIGURE OUT A WAY TO, I MEAN, YOU CAN'T PUT THIS ON A BALLOT, BUT A WAY TO PUSH OUT, JUST, I MEAN, JUST EXACTLY YOU JUST SURMISE IT IN 60 SECONDS.
HERE'S ACTUALLY HOW BONDS GET SOLD AND DEPLOYED.
I MEAN, THIS, THIS SLIDE ALONE, I THINK IT WAS INCREDIBLY IMPACTFUL SO THAT CITIZENS UNDERSTAND, AND WE'VE, WE'VE HAD SOME BONDS PASSED, WE'VE HAD SOME BONDS FAIL.
AND, UH, I THINK THAT, UH, THAT THE MORE TRANSPARENCY AND MORE INFORMATION IS FOR THE BETTER.
AND, UH, I'D LOVE IT IF WE COULD FIGURE OUT A WAY TO PACKAGE THIS AND PUT IT OUT, AS YOU STATED, UM, BY WHICH, YOU KNOW, THEY UNDERSTAND THAT HERE'S THE CYCLE OF LIFE, SIMBA, YOU KNOW, ACCORDING TO THE LION KING, BUT HERE'S HOW WE SELL THE DEBT.
HERE'S HOW IT GETS PUT INTO THE CAPITAL PROJECTION, UH, PLATFORM.
AND HERE'S HOW IT GETS PUSHED OUT SO THAT YOU SEE THOSE SIGNS WHILE YOU'RE DRIVING, THAT YOU SEE THAT, UH, THERE'S FIRE STATION, UH, TO THESE GENTLEMAN'S POINT, THIS EMS STATION, THIS SCHOOL, UH, OR THIS OR THAT, NOT CITY OF AUSTIN, BUT THESE ROADS, THAT'S HOW IT HAPPENS.
AND THERE'S A VERY COMPELLING NARRATIVE HERE.
AND I FEEL LIKE WE, WE, YOU KNOW, WE'VE BEEN, I MEAN, YOU AND I HAVE BEEN DOING THIS FOR SEVEN YEARS, RIGHT.
AND YOU ARE NOW HOUR STUCK WITH US.
SO, UH, THERE'S, THERE'S AN INTERESTING STORY HERE.
WE KNOW IT WORKS BECAUSE WE GET TO SEE BEHIND THE CURTAIN AND WE DIDN'T WANT TO PUT FOLKS THROUGH TWO HOURS EVERY MONTH CAUSE NO AUSTINITE HAS THAT PATIENCE LEVEL, UH, NOR DO WE, BUT, UM, I'D LOVE IT IF WE COULD FIGURE OUT A WAY TO MESSAGE WITH YOU AND YOUR OFFICE AND YOUR TEAM, UH, TO, TO HELP FOLKS UNDERSTAND THAT THIS IS HOW IT WORKS AND THIS IS HOW IT GOES.
AND, AND THIS IS HOW IT EVENTUALLY GETS DEPLOYED BECAUSE, YOU KNOW, WE, WE, WE DO CLICK YES AT THE BALLOT BOX.
UM, BUT THEN THERE'S A DISCONNECT FOR A FEW YEARS.
AND, AND THEN, WELL, YOU KNOW, WHAT HAPPENED TO THIS ROAD AND WHAT HAPPENED TO THAT FIRE STATION AND THIS AND THAT ANYWAY, THAT'S MY, MY RAMBLE.
BUT, UM, YOU KNOW, THAT'S, THAT'S ONE OF THE THINGS WE, WE, YOU AND I HAVE TALKED ABOUT THIS, AND I THINK I'D LOVE TO, TO SPEAK FOR ALL OF YOU, UH, ON THE REST OF THE COMMISSION THAT, UM, THERE'S A WAY THAT THIS WORKS AND THERE'S A WAY WE CAN CONDENSE IT AND BROADCAST IT IN A, IN A, IN A COMPELLING FASHION.
AND WHAT YOU JUST SAID IN THE, IN THE LAST THREE MINUTES IS, IS WHAT I'VE BEEN TRYING TO FIGURE OUT FOR SEVEN YEARS.
SO, UM, I WILL YIELD BACK THE REMAINDER OF MY TIME, BUT, UH, THIS IS REALLY INTERESTING STUFF BECAUSE, UM, YOU KNOW, W W WHETHER WE WANT TO ADMIT IT OR NOT, I THINK THE CITY IS STARTING TO GET TO ITS ITS CAPACITY FOR TOLERANCE, UH, WITHOUT GETTING MORE RESULTS.
UM, APPARENTLY WE CAN'T GET FIRETRUCKS ON OUR ROADS NOW BECAUSE THE ROADS ARE BLOCKED OFF AND THAT'S JUST A CRUMMY SITUATION.
I WANT TO FIGURE OUT WHAT I WANT TO FIGURE OUT WHAT WE CAN DO WITH THIS BOARD GOING FORWARD TOO, BECAUSE YOU'RE NOT THE MIND ADVISORY TASK FORCE.
WE'VE HEARD COMPELLING, COMPELLING STORIES FROM PREVIOUS, UH, GROUPS THAT ARE TRYING TO WADE THEIR WAY.
AND WE'RE AT ABOUT, ABOUT, AT A POINT WHERE MOST OF THE MONEY HAS BEEN SPENT.
AND SO WHAT DO WE MONITOR GOING FORWARD? BECAUSE WE'RE ABOUT AT OUR, OUR ROLE OF INSIGNIFICANCE.
ANY ADDITIONAL QUESTIONS REGARDING, OKAY.
WHO'S THAT COMMISSIONER CURRY? YES.
SO WHEN A SIMILAR BRIEFING WAS DONE AT AUDIT AND FINANCE COMMITTEE, IT ALSO INCLUDED A PROJECTION GOING FORWARD OF BOND SALES EACH YEAR, COMBINED WITH THE FINANCIAL POLICIES THAT LIMIT WHEN WE CAN HAVE ANOTHER ELECTION.
ARE YOU FAMILIAR WITH THAT? YES.
UM, AND, UM, COME JUNE IS WHEN WE TARGET OUR TREASURY OFFICE TO COME AND TALK MORE EXTENSIVELY ABOUT OUR, UH, UPCOMING ISSUANCE AND ARE AUTHORIZED, BUT UNISSUED BALANCES.
[00:55:01]
PROJECTION GOING FORWARD OF THE, UH, PLAN FOR ISSUING BONDS AND SPENDING EACH YEAR, THEN WHEN THESE DEPARTMENTS COME AND MAKE A PRESENTATION ABOUT THEIR SPENDING PLAN, WHY IS THAT NOT COMPARED TO WHAT THE ORIGINAL PROJECTION WAS? THAT'S SOMETHING THAT I THINK THAT, UM, ON OUR SPIN DOWN GRAPH THAT WE CAN WORK ON ADDING A SECOND LINE, UH, FROM A PRIOR YEAR ESTIMATE.UM, AND I THINK THAT THERE, THAT HAS BEEN DONE BEFORE, BUT WE CAN WORK ON THAT FOR THE NEXT, UH, PRESENTATION AND SEE IF WE CAN GET THAT BUILT IN, ON THAT SPIN DOWN CURVE.
SO ONE OF THE THINGS THAT WAS INTERESTING FROM THAT PROJECTION AND YOU SHOWED EARLIER ABOUT THE BALANCES LEFT, WE ARE, UH, BASICALLY ALABAMA AUTHORITY FOR AFFORDABLE HOUSING, RIGHT.
THEY'RE NEARING, COMPLETING, UH, SPENDING IT THERE'S, UH, THEY, THEY DO HAVE FUTURE YEARS OF SPENDING, BUT YES, THEY'RE, THEY'RE CLOSEST TO BEING FINISHED SPENDING OUT, BUT OUR FINANCIAL POLICY WOULD LIMIT OUR ABILITY TO HAVE ANOTHER BOND ELECTION BASED ON WHAT OTHER DEPARTMENTS HAVE NOT SPENT OR HOW MANY YEARS IN THE FUTURE.
UM, YEAH, SO OUR FINANCIAL POLICIES ARE IN PLACE THAT, THAT GUIDE US, UM, UH, BASED ON HOW MANY, UM, AUTHORIZED, BUT UNISSUED YEARS WE HAVE, UH, LEFT, UH, BUT CERTAINLY COUNSEL, UH, AT THEIR WILL, CAN, UM, CHOOSE TO HAVE AN ELECTION, UM, AND PUT IT ON THE BALLOT.
WHAT I'M TRYING TO GET AT IS HOW DID WE GET IN THE POSITION OF RUNNING OUT OF AUTHORITY IN ONE OF THE MOST DEMANDED EXPENDITURE AREAS, AFFORDABLE HOUSING, UM, AND NOT, UH, HOW D HOW W HOW DID OUR BOND SALES AND OUR EXPENSES GET OUT OF WHACK? SO THAT AFFORDABLE HOUSING RAN OUT OF AUTHORIZATION BEFORE WE WERE READY TO HAVE ANOTHER BOND ELECTION.
UM, THAT THAT'S, UH, A GOOD QUESTION.
UM, I THINK PROBABLY BEST SUITED FOR OUR AFFORDABLE HOUSING DEPARTMENT AND, UM, HOUSING AND PLANNING.
SO I COULD FOLLOW UP WITH THAT.
UH, IT LOOKS LIKE A QUESTION FROM COMMISSIONER.
I TOOK THE MINUTES AFTER, SO, OKAY.
UM, MY QUESTION IS RELATED TO THE PREVIOUS, UH, QUESTION, UM, YOU KNOW, AS FAR AS AFFORDABLE HOUSING IS CONCERNED, IT HAS ALWAYS BEEN AN ENDURING PROBLEM FOR THE LAST 1, 8, 10 YEARS.
AND THIS ONE, YOU KNOW, THE 2018 BOND IS JUST, YOU KNOW, QUITE A BIT MORE RECENT.
SO WHERE DO WE REALLY, YOU KNOW, WHAT'S THE NEXT STEP, UH, IS CITY COUNCIL THINKING OFF ANOTHER ONE PACKAGE IN THE NEAR FUTURE, OR IS THAT NOT ON THE TABLE YET? AND SECONDLY, HOW HAS INFLATION AFFECTED ALL OF THESE PACKAGES, INCLUDING, YOU KNOW, OUR ABILITY TO ACQUIRE MORE PROPERTIES? UH, SO REGARDING INFLATION, I BELIEVE THAT THE PUBLIC WORKS DEPARTMENT RECENTLY PROVIDED, UM, AN UPDATE TO THIS COMMISSION.
UM, AND I WOULD, UH, ENCOURAGE REFERRING BACK TO THAT PRESENTATION.
UM, I HAVEN'T WATCHED IT, BUT I AM FAMILIAR WITH IT.
UM, BUT YOU KNOW, THAT, THAT'S ONE OF THE PARTICULAR CHALLENGES THAT EVERY DEPARTMENT HAS, UM, WITH IMPLEMENTING THEIR PROGRAMS IN, UM, AND PROJECT MANAGERS CERTAINLY TO DELIVER A QUALITY PROJECT ON TIME AND WITHIN BUDGET.
AND THEN OF COURSE OUR BUDGETS ARE, ARE BASED ON, ARE AUTHORIZED.
SO THEY'RE NOT GOING TO JUST INCREASE.
UM, IT'S, IT'S WHAT, UH, WHAT THE VOTERS APPROVED.
SO IT IS A CHALLENGE, UM, AND, UH, YOU KNOW, MY HATS OFF TO THEM FOR MANAGING ALL OF THAT, UM, AND STILL GETTING OUT A QUALITY PRODUCT.
UM, AND, AND WITH REGARDS TO, UH, THE QUESTION ON, UH, YOU KNOW, WHAT MAY BE GOING ON AS FAR AS FUTURE ELECTIONS, UM, YOU KNOW, I, I, I'M NOT, UM, WE'RE NOT WORKING ON ANYTHING RIGHT NOW THAT, THAT I, THAT I, THAT I AM PERSONALLY WORKING ON.
UM, SO, UH, UH, YOU KNOW, TH THAT'S, UH, MAYBE SOMETHING TO TALK ABOUT WITH YOUR COUNCIL MEMBERS.
[01:00:03]
SO THAT, THAT 250 MILLION INCOMERS IS FULLY, UH, THAT, THAT 250 MILLION FROM THE 2018 MON THAT'S FULLY ALLOCATED IN ENCUMBERED? NO, THERE'S STILL A BALANCE.THERE'S ABOUT IF I REMEMBER CORRECTLY, ABOUT 60 MILLION IN CUMBERLAND COST 60 MILLION REMAINING THE BALANCE IT'S ON THE IT'S ONE ON ONE OF THE SLIDES.
I WAS JUST TRYING TO MARRY THE TWO QUESTIONS TOGETHER.
I GUESS FROM MY SIDE, I WANTED TO ECHO WHAT COMMISSIONER CURRY SAID IN TERMS OF TRYING TO TRACK KIND OF THE ORIGINALLY ANTICIPATED VERSUS KIND OF A BUDGET TO ACTUAL TYPE IDEA WITH RESPECT TO THE BONDS.
I THINK THAT WOULD BE HELPFUL TO UNDERSTAND THE IMPACTS OF INFLATION IN PARTICULARLY EVEN FOR COMMUNICATING THE MESSAGE OF THE EFFECTIVENESS OF THE BONDS.
I THINK WE CAN TIE ALL OF THAT TOGETHER, MAYBE WITH A LITTLE BIT MORE OF THIS DATA.
SO ON, ON THAT POINT, IS THAT SOMETHING WE CAN INCORPORATE INTO THE TEMPLATE AS, UH, YOU KNOW YEAH.
I'LL WORK ON, UH, A SCENE ABOUT PUTTING A SECOND LINE ON THAT DRAWDOWN.
I THINK ORIGINALLY WE, WE HAD THAT DOWN, BUT I, I JUST, I THINK WE'VE GOTTEN TO THAT SECOND ROUND NOW WITH THIS, AND SO PROBABLY JUST FELL OFF, BUT YEAH.
WELL THAT WILL, UH, CLOSE OUT, UH, ITEM THREE B ONTO ITEM NUMBER FOUR,
[4.a. Discussion and possible action on the election of new officers]
DISCUSSION POSSIBLE ACTION ON THE ELECTION OF NEW OFFICERS ITEM A ANY DISCUSSION, NONE OR ANYONE? ANYONE BUT ME.I NOMINATE YOU RODRIGUEZ TO CONTINUE FOR ANOTHER YEAR.
IS THERE A SECOND? I WOULD HEAR BY SECOND, THAT NOMINATION AND I WOULD, WELL, I SECOND THAT YES.
ARE THE, ARE THERE ANY OTHER NOMINATIONS I WOULD LIKE TO, UH, NOT SURE EXACTLY WHERE THIS HAS BEEN SEVEN YEARS SINCE I'D HAD ROBERT'S RULES, BUT ALSO LIKE TO OPEN UP NOMINATIONS FOR VICE CHAIR, IF, UH, IF APPROPRIATE.
WE HAVE TO GO BACK TO THE FIRST.
I GOT AHEAD OF MYSELF, THE CHAIR.
I JUST WANT TO NOTE IN THE BYLAWS THAT, UM, AND I DON'T KNOW HOW LONG THAT YOU'VE BEEN THE CHAIR, BUT I JUST WANT TO POINT OUT THAT MY LAST GO AHEAD.
I WAS GOING TO SAY A PERSON MAY NOT SERVE AS AN OFFICIAL OFFICER AND A DESIGNATED POSITION OF A BOARD FOR MORE THAN FOUR CONSECUTIVE ONE YEAR TERM.
SO I JUST WANTED TO THROW THAT OUT THERE.
I DON'T KNOW YOU WOULD BE STARTING YEAR THREE, THOSE THREE.
I THINK THIS WOULD BE A FLIRTIER.
I THINK WHAT I WAS THINKING OF YOU CAN'T SERVE ON A COMMISSION FOR MORE THAN TWO TERMS, A TERM BEING A FOUR YEAR, FOUR YEAR.
BUT YEAH, THAT'S AS A COUNCIL NOMINATION, BUT THEN WITHIN LEADERSHIP WITHIN THE COMMISSION IT'S YEAH, ONE YEAR, FOUR TIMES.
SO YOU CAN, YOU CAN DO FOUR YEARS WITHIN AN EIGHT YEAR STRETCH.
WELL LET'S UH, IF THERE ARE NO OTHER NOMINATIONS ALL IN FAVOR TO NOMINATE MYSELF TO CHAIR, THAT'S REALLY ARROGANT BY ANY NAYS.
WELL, THANK YOU FOR THE VOTE OF CONFIDENCE TO VOTE FOR ME UNDER PENALTY OF, UH, I'M GRATEFUL AND ACCEPT.
ONTO, UH, THE EMOTION TO, I GUESS I WOULD HEAR BY RAISE A MOTION TO DISCUSS THE NOMINATION OF A POTENTIAL VICE CHAIR, UH, WITH NO ILL WILL TOWARDS ANYONE WHO'S CURRENTLY SERVING IN THAT ROLE, BUT JUST THOUGHT WE'D OPEN IT UP.
NOT SURE CURRENTLY HAVE A VICE CHAIR.
COMMISSIONER ARE THERE ANY NOMINATIONS I'D LIKE TO NOMINATE WOLFGANG? I RESPECTFULLY DECLINED, BUT I APPRECIATE THAT.
I'D LIKE TO RENOMINATE COMMISSIONER DASGUPTA FOR VICE-CHAIR SECOND.
UH, WE'LL TAKE THAT TO A VOTE ALL IN FAVOR OF, UH, ARE, ARE THERE ANY OTHER NOMINATIONS? YEAH.
IS THERE ANYONE ELSE THAT WOULD LIKE TO DO IT, I GUESS WOULD BE THE, OKAY.
WE ARE CERTAINLY BUNCHED ALL IN FAVOR OF COMMISSIONER DASGUPTA AS VICE-CHAIR SAY AYE.
WE'LL DO THIS AGAIN FOR ANOTHER YEAR.
[4.b. Discussion and possible action related to the FY2022-23 budget process and Commission budget recommendations]
[01:05:04]
ALL RIGHT.ITEM FOUR, B DISCUSSION AND POSSIBLE ACTION RELATED TO THE FISCAL YEAR 2223 BUDGET PROCESS IN COMMISSION BUDGET RECOMMENDATIONS.
I THINK THIS WAS ONE THAT WE HAD ADDED DUE TO A MESSAGE, UM, MAYBE FROM THE CLERK'S OFFICE TO GO BACK AND LOOK AND SEE, BUT, UM, I WANT TO SAY THAT THERE WERE NO RECOMMENDATIONS AT THE TIME AND WE CAN CLOSE THIS ONE OUT.
HOWEVER, COMMISSIONER CURRY DID HAVE A QUESTION RELATED LAST TIME ABOUT WHEN WOULD BE THE MOST APPROPRIATE TIME TO MAKE RECOMMENDATIONS, UM, TO LIKE, LET'S SAY A TASK FORCE OR IF THERE'S AN UPCOMING BOND, UM, WHEN SHOULD THE COMMISSION OR THOSE, THOSE IDEAS OUT OF THE COMMISSION, UM, BE SENT TO DEPARTMENTS FOR IDEAS.
AND IS THERE A PROCESS FOR THAT? YEAH, SO THE, THE PROCESS, UM, UH, THAT Y'ALL RECEIVED FROM THE BUDGET OFFICE IS, UH, IS A GREAT TIME TO DO IT.
UM, BUT CERTAINLY ANY TIME THAT YOU FEEL LIKE YOU HAVE A RECOMMENDATION THAT YOU WANT TO MAKE, UM, THAT'S ALWAYS SOMETHING THAT CAN BE PLACED ON THE AGENDA FOR ABOUT OKAY, MR. DASGUPTA.
I HAVE A POINT TO MAKE AND I, AND I COME AT IT FROM THREE DIFFERENT ROLES.
ONE IS THE ROLE THAT I PLAY IN THIS COMMISSION.
THE SECOND IS THE ROLE I PLAY AS A MEMBER OF THE COMMUNITY TECHNOLOGY AND TELECOM COMMISSION.
AND ALSO MY PAST EXPERIENCE AS ONE OF THE LEADERS IN THE, IN THE COMPLETE COUNT COMMITTEES, I WAS THE CO-DIRECTOR OF THE ASIAN-AMERICAN COMPLETE COUNT COMMITTEE FOR THE 2020 CENSUS.
AND THE RESULTS THAT WE GOT OUT OF IT, YOU KNOW, THERE WAS THIS COMPLAINT THAT THE CITY WAS, UH, WAS, UH, UNDER COUNTED.
AND THE REASON IS THAT WHEN COVID IT, YOU KNOW, ORIGINALLY WE WERE GOING TO GO DOOR TO DOOR, ASKING PEOPLE TO, TO, TO, UH, FILL OUT THE FORM.
AND THEN WHEN COVID HIT THE ASIAN COMPLETE COUNT COMMITTEE SWITCHED ENTIRELY TO SOCIAL MEDIA.
IN FACT, THE METHODS THAT WE DEVELOPED, WE PASSED ON TO ALL THE OTHER PEOPLE ON COMMITTEES.
AND THERE ARE A COUPLE OF RESULTS THAT WE GOT OUT OF IT.
THERE WERE COMMUNITIES WHERE THE CENSUS COUNT WAS LOW, BUT USING SOCIAL MEDIA, WE NOT ONLY AFFECTED THE ASIAN AMERICAN COMMUNITY, BUT THE ENTIRE COMMUNITY, BECAUSE NEIGHBORS WERE TALKING TO NEIGHBORS UNTIL WE GOT TO THE AREA CALLED DISTRICT FOUR LAMAR AND RUNDBERG.
IF YOU DRAW A CIRCLE AROUND THAT INTERSECTION, IT IS LIKE A BLACK ZONE.
THIS IS WHERE AI IS SHUT DOWN BECAUSE OF LACK OF EQUIPMENT, EYE PADS, AND THE LACK OF TRAINING ON HOW TO USE THE SOFTWARE ON THE IPADS.
SO EVEN THOUGH ISD NOMINALLY OPEN, THE STUDENTS IN THAT AREA ARE TWO MONTHS BEHIND THE REST OF THE STUDENTS IN AISD, NEVERMIND ALL THE OTHER SCHOOL DISTRICTS, OKAY.
WE COULD NOT REACH THE PEOPLE IN THAT COMMUNITY.
AND THE SAME, YOU KNOW, RESULTS CAME FROM THE HISPANIC COMMUNITY, FROM THE AFRICAN-AMERICAN COMMUNITY.
THAT IS A DEAD ZONE OR GE SERVICE IS SO POOR THAT SOMETIMES SCHOOL BUSES GO STANDARD ACTING AS HUBS CHILDREN CANNOT GET ACCESS TO WIRELESS COMMUNICATION TO FILL OUT APPLICATION FORMS, TO DO THEIR HOMEWORK, NOTHING.
SO WHY AM I SAYING THIS? I'M SAYING THIS, THAT THE BUDGET, YOU KNOW, WE ARE, WE'VE GOT A, WE'VE GOT AN EQUITY LENS THAT WE APPLY ON THE BUDGET.
I THINK IT IS TIME TO NOT JUST APPLY AN EQUITY LENS CITYWIDE, BUT TO FOCUS ON BLOUSE REGIONS WHERE THE EQUITY LENS SHOULD YOU GROUP SHOULD ROOT OUT THESE PROBLEMS THAT ARE KEEPING A PART OF OUR CITY WAY BEHIND THE REST OF THE CITY.
I THINK, UM, YOU KNOW, AS PART OF THOSE TYPES OF IDEAS THAT WE HAVE A STANDING ITEM, YOU KNOW, THAT, UM, YOU KNOW, THAT, THAT ALLOWS FOR FOLKS TO, UH, BRING UP IDEAS AND POTENTIAL RECOMMENDATIONS TO COUNCIL THAT THE GROUP CAN DISCUSS OKAY.
[5. FUTURE AGENDA ITEMS]
ITEM FIVE, FUTURE AGENDA ITEMS. I KNOW COMMISSIONER, UH,[01:10:01]
NEATER HAD ONE ABOUT, UM, KIND OF THE FUTURE OF THE, THE BODY OF HOW WE'RE GOING TO STAY RELEVANT.UM, SO YEAH, I I'M GONE IN LESS THAN A YEAR, BUT, UH, BUT, UH, NO, I MEAN, I'M ALWAYS, WE'RE ALWAYS, I MEAN, YOU KNOW, WE, WE'VE SEEN A FEW INCARNATIONS OF THIS BOARD ALREADY.
I MEAN, WE, WE WERE TO PROPOSE THE MOBILITY BOND AND THEN THEY DIDN'T LIKE WHAT WE HAD TO SAY.
SO THEN WE GOT JETTISON TO NO ONLY RETROACTIVELY LOOKING AT BONDS.
AND SO, UH, STAFF'S BEEN GREAT.
I DON'T WANT TO BURN THAT OPPORTUNITY, BUT, UM, I GUESS, I GUESS I'M LEGACY SHOPPING.
I'D LIKE US TO FIGURE OUT A WAY TO ALSO HELP BROADCAST, UH, TO THE ELECTORATE.
YOU KNOW, HOW THIS ALL, HOW THIS ALL WORKS.
IT'S NOT JUST $250 MILLION FOR AFFORDABLE HOUSING, BUT HERE'S HOW IT GETS SOLD.
AND HERE'S HOW IT GOES THROUGH, YOU KNOW? AND, AND I, I DON'T, YOU KNOW, I DON'T WANT TO OVER-COMPLICATE IT, BUT TH THERE, THERE'S GOTTA BE A HAPPY MEDIUM BETWEEN THE AUSTIN CHRONICLE WRITEUP ABOUT THIS, AND THEN JUST BLINDLY VOTING.
UM, AND I'D LOVE IS FOR US TO FIGURE OUT SOME WAY TO SAY, NO, HERE'S, HERE'S HOW IT ACTUALLY IS ALL BEEN SPENT AND IT'S GOING WELL, AND YOU SEE THOSE SIGNS, AND THIS IS WHAT IT MEANS.
UM, YEAH, I THINK DIRECTLY, DIRECTLY TIED TO THAT IS, IS WE HAVE AN AGENDA ITEM NEXT TIME TO ACTUALLY WALK THROUGH HOW A WEBSITE, WHETHER IT BE THIS BODIES OR SOME SITE, UM, CONSOLIDATES, A LOT OF THE INFORMATION THAT'S OUT THERE, WHETHER IT'S, YOU KNOW, FROM A PROJECT TRACKING TO A, UM, FINANCIAL LIFECYCLE TYPE OF TYPE OF THING THAT SOMEONE CAN GO AND LET'S SEE THAT BECAUSE WE'RE ALL STUCK IN THE GRANULARITY OF THIS WORLD, THE BUDGET NERDS.
UM, AND I'M NOT SAYING WE ARE NOT IN A POSITION.
I'M NOT SAYING THAT WE SHOULD BE ENDORSING OR NOT ENDORSING PARTICULAR BOND ISSUANCES.
UM, BUT THERE IS NOTHING, IN MY OPINION, NOTHING WRONG WITH EXPLAINING THE PROCEDURE BY WHICH THIS ALL TAKES PLACE.
UM, I AM JUST, I'VE HAD MY FILL WITH TREATING VOTERS LIKE ELEMENTARY SCHOOL CHILDREN WHEN THEY'RE NOT.
UM, AND, UH, I WOULD LOVE IT IF THIS COULD BE A MORE INFORMATIVE COMMITTEE TO THE PUBLIC BECAUSE WE'VE TAKEN DEEP DIVES AND SPEND AN AWFUL LOT OF TIME AND AN AWFUL LOT OF ENERGY AND HAD GREAT INPUT FROM GREAT STAFF.
I'D LOVE TO JUST TRANSMIT A MODICUM OF THAT, UH, OUT TO THE PUBLIC.
UM, JUST TO SAY, HERE'S HOW IT ACTUALLY GOES DOWN ONCE YOU CLICK.
AND THESE ARE THE GOOD THINGS ABOUT IT.
A COUPLE OF THINGS WE SHOULD PAY CREDENCE TO, UH, AND BE WEARY OF, BUT THIS IS ACTUALLY HOW IT GOES.
AND THIS IS HOW IT'S GOING RIGHT NOW WITH REGARD TO MOBILITY, WITH REGARD TO AFFORDABLE HOUSING, WITH REGARD TO, UM, WE'RE GETTING TO BE A BIG CITY, WE'RE GONNA HAVE TO GET OUR BIG CITY PANTS ON.
UM, AND, UH, MOODY'S AND, UH, S AND P AND, UH, AND, AND, AND FITCH ARE LOOKING AT US AND, UM, THIS AAA RATING WON'T LAST FOREVER.
UM, AND I WANT VOTERS TO BE AWARE OF WHAT WE'RE DOING, BUT, AND BY THE WAY, IT'S A GOOD STORY.
IT'S NOT LIKE WE'RE JUST PAYING FOR A BUNCH OF, YOU KNOW, PENSION PLANS FOR, YOU KNOW, NINE YEAR OLD MINERS, NO OFFENSE TO THOSE GUYS, BUT, UM, THERE'S COOL STUFF GOING ON.
AND I, I DON'T KNOW WHAT IT SHOULD LOOK LIKE, BUT I'LL PUT IT ON THE ONUS TO, TO YOU AND YOUR TEAM.
UM, BUT, UH, I WOULD JUST LOVE FOR US TO, AS WE'RE REALLY, REALLY GETTING DEPLOYED SERIOUS MONEY.
AND I DON'T KNOW IF YOU ALL NOTICED, BUT PEOPLE AREN'T TERRIBLY EXCITED ABOUT THE PROPERTY TAX INCREASES COMING NEXT YEAR, UH, GIVEN THE NEW ASSESSED VALUES.
SO I DON'T KNOW, I'D LIKE TO STAY AHEAD OF IT, AND THERE'S JUST REALLY COOL STUFF HAPPENING.
AND, UH, WE'RE GOING TO GET A NEW MAYOR, UH, JUST BECAUSE OF TERM LIMITS AND PROBABLY A FEW NEW COUNCIL MEMBERS.
AND, UM, I JUST LOVE FOR US TO STAY AHEAD OF THIS SOMEHOW AND, AND PUT A POSITIVE SPIN ON IT.
BUT YEAH, IT'S JUST ME TRYING TO FIGURE OUT WHAT I'M GONNA DO WHEN I RAN UP TO THE SUNSET.
I THINK THOSE ARE ALL GREAT IDEAS AND TO ADD IT, IT WOULD BE NEAT TO, UM, TO KIND OF PERSONALIZE SOME OF THE OUTCOMES OF THE BONDS AS WELL.
SO, MEANING, UH, FOR EXAMPLE, IF MORALE IS BOOSTED AT A FIREHOUSE, BECAUSE SOMETHING WAS REDONE, LIKE HAVE A VIDEO CLIP OF SOME OF THE STAFF THERE, YOU KNOW, SAYING, LOOK WHAT YOUR, YOUR, YOUR BOND DOLLARS DID THAT YOU VOTED ON RIGHT NOW, THE DEPUTY CHIEF MENTIONED THE KITCHEN FOUR TIMES.
AND I THOUGHT THAT WAS SO COOL, BUT YOU CAN'T TRANSLATE THAT TO, WELL, SHOOT, THAT'S ANOTHER 80 BUCKS A MONTH IN MY PROPERTY TAXES, BUT YOU KNOW, IT WAS INFECTIOUS, BUT, YOU KNOW, YOU CAN'T HAVE A COMMERCIAL FOR EVERY SINGLE BOND, EVERY SINGLE FIREHOUSE.
BUT, UM, YOU KNOW, I THINK A LOT OF THE CITIES AT A TIPPING POINT WHERE, YOU KNOW, YEAH, IT'S, HE KEEPS SAYING IT'S ONLY 6 CENTS A MONTH OR 12 CENTS A MONTH.
AND, YOU KNOW, RENTERS ARE COMPLETELY OBFUSCATED FROM WHAT THEY PAY BECAUSE WE PRETEND THEY DON'T PAY PROPERTY TAXES, EVEN THOUGH WE KNOW IT'S BAKED INTO THEIR RENT.
UM, THEY'RE, I HAVEN'T, I'VE YET TO MEET A PROPERTY OWNER THAT JUST SIGNS A CHECK TO TRAVIS CAD AT THE END OF THE YEAR.
UM, BUT, UH, THERE'S GOTTA BE A MORE INTERESTING WAY TO DO THIS, BUT, UM, AGAIN, I DON'T KNOW WHAT THAT LOOKS LIKE, BUT AT LEAST EDUCATING FOLKS ON IF YOU PULLED, UH, I'LL, I'LL LEAVE IT ON THIS.
IF YOU PULL A HUNDRED AUSTINITES ARE YOUR, ARE
[01:15:01]
YOUR TAXES FROM THE CITY OF AUSTIN TO HIGH 99 WILL SAY YES.DO YOU KNOW WHEN WE SELL BONDS IN THE CITY OF AUSTIN, ONE PERSON WILL KNOW WHEN THAT HAPPENS.
AND I PROMISE YOU THAT IT'S NOT HYPERBOLE.
THOSE ANSWERS ARE ABSOLUTELY TRUE.
AND ONE PERSON WILL ACTUALLY KNOW HOW THIS ENTIRE SALE WORKS AND WORK IT'S DEPLOYED.
AND I'D LOVE IT IF WE COULD TRY TO CLOSE THAT GAP JUST TO JUST A HINT.
AND BY THE WAY, WE HAVE GOOD STORIES TO TELL.
IT'S NOT LIKE WE'RE TRYING TO COVER SOMETHING UP, RIGHT.
I JUST WANT TO LEAVE ON A HIGH NOTE.
I'M RETIRING I'M OUT IN JANUARY AND CAN I, MIKE DROP, THIS IS A VERY GOOD POINT BY THE WAY THAT YOU JUST MADE.
AND, UH, ONE OF THE THINGS THAT I WAS HOPING TO, UH, YOU KNOW, THE COMMON JOB IS MOVE ON TO MAY WHEN THEY WERE SHOWING UP THESE, UH, UH, THE, THESE, UH, YOU KNOW, FIRE STATIONS, ET CETERA, IS I WONDER HOW MANY PEOPLE ACTUALLY WALK THROUGH A POWER STATION AND SEE HOW THESE PEOPLE SERVE OUR COMMUNITY.
I DON'T THINK ANYBODY WOULD RESENT THE FACT THAT WE UPGRADED THE KITCHEN, ET CETERA, BECAUSE THE LIVES THEY LEAD ARE VERY STRESSFUL LIVES.
AND IF WE CAN LOWER THAT STRESS LEVEL, WE WILL GET MANY TIMES MORE IN SERVICE FROM THEM.
SO MAYBE WE NEED TO DO A LITTLE BIT OF PR AND LET PEOPLE WALK THROUGH THEM, YOU KNOW, MAY HAVE SMOKING HOUSES.
COMMISSIONER DOES GUPTA WILL COOK CHILI AT EACH OF THE FIRE STATIONS.
ARE WE DISCUSSING THIS NOW OR NOT? OKAY, GREAT.
UM, YOU MENTIONED THAT THERE WAS 10% THAT LIKE WASN'T ALWAYS USED OR ALWAYS LIKE SPENT ISN'T THAT WHAT THE GRAY LINE AT THE TOP OF THE THING WAS? NO, THAT'S JUST WHEN WE CONSIDER A BOND PROGRAM COMPLETED, THEN NEVERMIND.
UM, IT, ANYTHING ELSE ON ITEM FIVE FROM THE DICE WE'RE HEARING FROM THE NEXT MEETING FROM, UH, DEFINITELY POLICE, RIGHT POLICE AND, UH, TRANSPORTATION AND PUBLIC WORKS FOR ALL OF THE BOND PROGRAMS ARE STILL, UM, OUTSTANDING.
UH, AND THANK YOU VERY MUCH, TINA.
IT'S GOOD TO SEE YOU AND STAFF.
UH, WE'LL GO AHEAD AND CALL TODAY'S, UH, COMMISSIONER MEETING THEN.
THANK YOU ALL FOR ATTENDING AND YOUR INPUT AND FEEDBACK.
