UH, WE AT THE CIVICS LAB HAVE BEEN WORKING WITH THE CITY COUNCIL TO PASS A RESOLUTION TO TIE CAP, METRO AND TRANSIT ISSUES, UH, INTO SOLUTIONS FOR FOOD ACCESSIBILITY.
UH, I WAS SPEAKING TO SOMEONE AT THE AUSTIN OR THE CENTRAL TEXAS FOOD BANK TODAY, AND THEY WERE TELLING ME, YOU KNOW, WE DON'T HAVE A FOOD SUPPLY ISSUE.
UH, SO TODAY I MAINLY CAME TO INTRODUCE OUR PROGRAM TO THE AUSTIN TRANSIT PARTNERSHIP.
UM, I HAVEN'T COME TO, I TRIED TO MAKE IT A POINT TO COME TO SPEAK TO ALL THE BOARDS ABOUT OUR ISSUES, UM, CONCERNING TRANSIT, UH, AND I WASN'T ABLE TO COME TO, UH, THIS WEEK'S MEETING.

AND SO EVEN THOUGH YOU SPEAK A NAUSEUM ABOUT EQUITY, UM, THE REALITY IS THAT IT IS NOT EQUITABLE FEDERAL TRANSIT ADMINISTRATION CIRCULAR FOR 700, 2.1 B CHAPTER FOUR 16 ACTUALLY REQUIRES CAPITAL METRO TO REANALYZE AND IMPLEMENT THE LEAST DISCRIMINATORY ALTERNATIVE.
AND I DID MEET WITH MR. CLARK, APRIL 20TH, 2018.
AND UNFORTUNATELY, NONE OF THE ISSUES THAT ARE BROUGHT FORTH HAVE BEEN ADDRESSED.
AND SO I WOULD JUST ASK YOU TO RECOGNIZE THE NEED TO PUT $4.7 MILLION IN PALMER, SAMSUNG TO APPLE EAST-WEST CONNECTIVITY, JULY 27TH, 2020, THAT WAS UNILATERALLY ELIMINATED.
AND THEN IT WAS $22.8 MILLION MORE FOR THE METRO RAPIDS THAT WILL SERVE THE DOMAIN.
AND I WILL WRAP UP BY SAYING THE DEVELOPERS HAVE PAID A FEE IN LIEU OF PUTTING AFFORDABLE HOUSING THERE.
SO AGAIN, THE SYSTEM IS INEQUITABLE.

FOR TODAY IS THE ATP TECHNICAL ADVISORY COMMITTEE REPORTS, AND I WILL BE SHARING THE ONE FROM THE EAC.UM, I THINK ALL OF YOU HAVE A COPY IN YOUR PACKET AND RATHER THAN READ IT THIS TIME, BECAUSE THE LAST TIME WAS REALLY LONG.
I'M JUST GOING TO PARAPHRASE, GIVE YOU ALL JUST A HIGH-LEVEL SUMMARY.
BUT WE MET ON THREE IMPORTANT ITEMS. THEN, UM, WE TALKED ABOUT VEHICLES.
WE HAD 25 ATTENDEES AT THIS MEETING, AND WE TALKED ABOUT THE SEQUENCE AND HOW LONG IT WOULD TAKE FOR THE PROCUREMENT OF VEHICLES TO TAKE PLACE, WHICH WOULD TAKE ANYWHERE BETWEEN 18 MONTHS AND TWO YEARS, UM, FOR THAT PROCUREMENT.
AND BY THE TIME THE FIRST VEHICLES ARE DELIVERED, IT WOULD BE ANOTHER, AN ADDITIONAL THREE YEARS.
SO THAT TIMELINE, JUST TO GET AN UNDERSTANDING OF WHAT THAT MEANT AND WHAT IT MEANT IN TERMS OF FUNDING.
THAT WAS, THAT WAS REALLY, UH, THE, JUST OF THE,

AND, UM, AND THE, FOR THE FUTURE MEETING TOPICS, WE'RE GOING TO BE TALKING ABOUT THE OUTCOMES OF THESE WORKSHOPS THAT HAVE BEEN HAPPENING OVER THE PAST TWO WEEKS, HOW THAT COMMITTEE IS GOING TO SEND A RECOMMENDATION TO COUNCIL BASED ON PROS AND CONS OF THAT.
UM, SO THAT WOULD BE ALSO THE DESIGN OPTIONS FOR THE PLEASANT VALLEY AND RIVERSIDE CENTER THAT WILL BE REVIEWED AT THE MAIN MEETING.

UH, SO THE PEACE MEETING WAS ON APRIL 7TH AND PRIMARILY WE DISCUSSED THE, UH, BLUE LINE BRIDGE AND THERE WERE THE TEAMS FROM ATP CAPITAL METRO AND THE CITY OF AUSTIN, AND THEY PROVIDED A SUMMARY OF THEIR ANALYSIS ON HOW THE LADY BIRD LAKE BRIDGE, UM, AND THE BLUE LINE COULD ACCOMMODATE BUSES IN ADDITION TO LIGHT RAIL TRANSIT AND THE FACILITIES THAT WOULD BE REQUIRED FOR PEDESTRIANS AND CYCLISTS.
I REALLY HAVE TO COMPLIMENT THE TEAM ON THE THOROUGHNESS OF THE PRESENTATION, UM, AND THE, THE DISCUSSION THAT TOOK PLACE.
UH, WE DISCUSSED THE CITY POLICIES THAT WOULD BE, UM, NECESSARY TO ENSURE THAT OPERATIONAL FLEXIBILITY, UM, AND WHAT WOULD BE NECESSARY TO SUPPORT THE BUS MOVEMENTS ON TRINITY AND SAN JACINTO STREETS AND WHAT THE, WHAT THAT WOULD MEAN FOR THE STREET NETWORK.
UM, AGP WILL, UH, AS, AS THE CHAIR INDICATED, HOSTED A COMMUNITY MEETING ON APRIL 26, WHICH WILL BE A DESIGN WORKSHOP, UM, AND WE REALLY WANT TO ENCOURAGE THE COMMUNITY TO PARTICIPATE IN THAT BECAUSE THAT WILL, UM, YOU KNOW, LARGELY ADVANCED A RECOMMENDATION THAT WOULD BE INCLUDED IN THE DRAFT ENVIRONMENTAL IMPACT STATEMENT, UH, FUTURE TOPICS THAT WERE, UM, SUGGESTED INCLUDE AN OUTLINE OF SUSTAINABILITY PLAN AND PROCUREMENT PRACTICES, AS WELL AS PROVIDING FEEDBACK THAT ATP NEEDS TO CONNECT ENVIRONMENTAL MESSAGING WITH PLANNING TO MOVE AWAY FROM NEPA LANGUAGE.
UM, AND THE NEXT MEETING OF THE P SAC WILL BE ON MAY 5TH.

IT'S BEEN, UH, SOMETHING, UH, UNFAMILIAR IN THE CAP METRO SIDE.
COVID KIND OF PUT A LITTLE, A LITTLE DENT INTO THAT, UH, WITH, UH, UH, IN-PERSON EVENTS.
UH, BUT THIS ONE IS REALLY A GREAT COMBINATION OF CAP METRO AND ATP TOGETHER.
THE REAL PURPOSE OF THIS EVENT IS TO, UH, PROVIDE EVEN MORE CLARITY TO VENDORS, CONSULTANTS, CONTRACTORS, ABOUT DIFFERENT THINGS THAT CAP METRO IS DOING IN ITS CIP PROGRAM VERSUS THINGS THAT WILL BE COMING THROUGH THE ATP, UH, ORGANIZATION AS A, THE PROGRAM, UH, UH, KIND OF GETS MORE DEFINITION THROUGHOUT THE REST OF THE YEAR.
SO THERE'S A LOT OF CONSULTANTS, A LOT OF CONTRACTORS THAT WILL BE OBVIOUSLY LOOKING TO BID OR PARTNER, UH, ON, ON BOTH OF THOSE TYPES OF, UH, CONTRACTING OPPORTUNITIES.
AND WE JUST WANTED TO KIND OF LAY THAT ROADMAP OUT FOR EVERYONE SO THEY CAN KIND OF GET THAT CLARITY.

BIG PART OF THIS EVENT IS WE WANT TO CREATE OPPORTUNITIES FOR PRIMES TO MEET WITH DBS AND DBES TO REALLY SHOWCASE THEMSELVES AND CREATE MORE OPPORTUNITIES TO MEET, MEET, MEET PRIME, SOME PRIMES THAT ARE LOCAL AND SOME PRIMES THAT ARE ACTUALLY NATIONAL INTERNATIONAL.UM, SO WE'RE WORKING REALLY CLOSELY WITH ALL OF OUR CHAMBER PARTNERS, UH, BOTH OUR MINORITY CHAMBER PARTNERS AND, UH, THE GREATER AUSTIN CHAMBER TO REALLY FACILITATE AS MANY PARTNERSHIPS AND NETWORKING OPPORTUNITIES.
SO I WOULD SAY A BIG CHUNK OF THE EVENT IS ACTUALLY NETWORKING WITH DBES AND WE'RE REALLY LOOKING TO DRIVE HOME THE AMAZING AMOUNT OF OPPORTUNITY THAT FOR THE NEXT, YOU KNOW, DECADE PLUS HERE IN, IN THE, IN THE MARKET.
AND IT'LL ALSO HELP US IDENTIFY SOME GAPS.
THERE'S OBVIOUSLY NOT ENOUGH CAPACITY IN THIS MARKET TO DO THE VOLUME OF PROJECTS WE'RE GOING TO HAVE.
AND SO THE EARLIER WE CAN IDENTIFY THOSE GAPS SO WE CAN WORK WITH WHETHER IT'S ACC OR OTHER INSTITUTIONS TO, UH, AND, AND SOME LOCAL DBES TO BUILD THEIR CAPACITY.
CAUSE IT'S, IT'S A MARATHON, NOT A SPRINT.

I FIGURED YOU WOULD, YOU WOULD, YOU WOULD LIKE THE FLOW THAT WE DID THERE.
UM, SO, SO ALREADY WE HAVE OVER 300 PEOPLE REGISTERED AND, UH, IT'S JUST A REALLY GOOD EVENT TO GET THAT OUT.

UH, WE'RE, WE'RE CAUTIOUSLY OPTIMISTIC.
WE CAN HAVE THAT GRANT SIGNED, UH, BY JUNE AND WE'RE WORKING WITH THE FDA ON THAT.
AND FDA HAS JUST BEEN FANTASTIC ON EVERY SINGLE PIECE OF COORDINATION.
CAN'T THANK BOTH HEADQUARTERS IN DC AND OUR REGION OFFICE ENOUGH.
THEY'VE JUST BEEN GREAT TO WORK WITH.
UH, ORIGINALLY IN OUR MODEL, WE, WE THOUGHT, YOU KNOW, WE, WE SAID 45% AVERAGE FOR ALL FEDERAL PROJECTS IN OUR INITIAL, UH, REQUEST WITH FTA.
WE WERE LOOKING FOR A 50, 50 SPLIT AND WE KEPT WORKING WITH THE FDA AND WE CAME BACK WITH, UH, AN ASK FOR A LARGER FEDERAL SHARE AFTER THE FEDERAL INFRASTRUCTURE BILL WAS SIGNED BY PRESIDENT BIDEN.
AND I'M REALLY HAPPY TO REPORT THAT WE ACTUALLY ENDED UP WITH A VERY SIGNIFICANT INCREASE IN FEDERAL FUNDING.
UH, W THE TWO PROJECTS ARE AVERAGING ABOUT 65% FEDERAL SHARE AND 35% LOCAL.
IT ALL IN IT'S ABOUT $30 MILLION MORE OF FEDERAL MONEY BROUGHT BACK HERE TO, UH, BACK HERE TO THE AUSTIN REGION, UH, BASED ON THE INFRASTRUCTURE BILL.
SO AGAIN, WE WANT TO REALLY THANK, UH, OUR, OUR CONGRESSIONAL DELEGATION FOR THEIR SUPPORT OF, OF, UH, THE INFRASTRUCTURE BILL, THE ADMINISTRATION, AND THE FTA FOR, FOR, FOR THIS BILL AND WORKING CLOSELY WITH US, UM, IS THERE, SO THEREFORE IT'S GOING TO SAVE MONEY IN THE MODEL.

WE ASK PROACTIVELY WORKING WITH FDA, IF WE COULD GET THAT ASSIGNED EARLY, AND THEY'VE ALREADY ASSIGNED, UH, THE PMOC AND WE'VE ALREADY HAD OUR, UH, INITIAL KICKOFF MEETING WITH PMOC AS WE ALMOST A MONTH AGO.
I THINK AT THIS POINT, UH, IT'S FANTASTIC NEWS, UH, IT'S ABOUT NINE MONTHS EARLIER THAN NORMAL THE FDA PROCESS.
SO THAT'S GOING TO HELP REDUCE RISK.
IT'S GOING TO HELP PREPARE DOCUMENTATION AND GO THROUGH THE DILIGENCE PROCESS, WHICH SHOULD REALLY HELP MOVE THE GRANT PROGRAM REALLY WELL ON THE ORANGE AND BLUE LINES.
UH, AND THEN LASTLY, IN THE INFRASTRUCTURE BILL, UH, THERE IS A CONDITION, UH, FTA AND THE PRESIDENT'S BUDGET TALKED ABOUT POTENTIALLY DOING A PRE WHAT THEY CALL A PRE AWARD AUTHORITY.
SO THE IDEA THAT BEFORE YOU GET A FULL FUNDING GRANT AGREEMENT, TO GIVE SOME FUNDING TO AN AGENCY THAT'S ALREADY IN, UH, ENGINEERING TO KEEP YOUR PROCESS GOING, AND WE'RE GOING TO BE WORKING AS CLOSE AS WE CAN WITH FTA AND HOPE, HOPE TO THAT.

UM, AND THE PURPOSE OF THESE MEETINGS WAS TO GIVE PEOPLE A CHANCE TO HAVE SOME DEEP DIVE DISCUSSIONS WITH OUR TECHNICAL TEAMS AND OTHERS, UM, ON TOPICS THAT HAVE BEEN COMING UP OVER THE LAST COUPLE OF YEARS.
AND SO WE HAD FOUR BREAKOUT DISCUSSION GROUPS.
WE HAD ONE ON TRAFFIC, ONE ON ENVIRONMENTAL, UH, STUDY.
WE HAD ONE ON INTERCONNECTIVITY AND ONE HOSTED BY OUR PARTNERS AT THE CITY OF AUSTIN ON ANTI-DISPLACEMENT STRATEGIES.
AND A FEW OF THE TOPICS THAT GOT THE MOST ROBUST DISCUSSION WERE ACCESS FOR ALL ABILITIES.
IN OTHER WORDS, DESIGNING FOR ACCESS FOR ALL ABILITIES, THE IMPORTANCE OF WAYFINDING AND CLEAR SIGNAGE THROUGHOUT THE SYSTEM, AS WELL AS REAL TIME INFORMATION, UM, BICYCLE AND PEDESTRIAN CONNECTIVITY INTO THE SYSTEM.

THAT WAS 49 PARTICIPANTS CRESTVIEW STATION WORKING GROUP WAS ON, UM, OH, I DIDN'T PUT THE DATE IN HERE, BUT IT WAS EARLIER THIS MONTH.
UM, CRESTVIEW WAS AN INTERESTING MEETING BECAUSE IT CONVENED NOT JUST THE ORANGE LINE PROJECT, BUT ALL OF THE OTHER PROJECTS THAT MAKE UP A VERY COMPLEX, UH, INTERSECTION THERE AT CRESTVIEW WHERE CRESTVIEW STATION IS.
AND SO LUCKILY WE HAD TWO COUNCIL MEMBERS, COUNCIL MEMBER, LESLIE POOLE, AND COUNCIL MEMBER, UH, CHIEF VELA, WHO, UH, CO-SPONSORED OR CO-HOSTED THE EVENT FOR US.

AND WE LOOKED AT AND KIND OF MEASURED UP THOSE STRATEGIES TO THE THINGS THAT WE WANTED TO DO INTERNALLY WITHIN CAPITAL METRO.
AND THEY WERE BASICALLY LINE LINED UP ONE FOR ONE, AND WE LOOKED AT HOW THOSE STRATEGIES, WE WOULD BE EITHER IMPLEMENTING THEM INTERNALLY TO GUIDE OUR OPERATIONS OR PARTNERING WITH THE CITY, WITH THE COUNTIES, THE REGION, TO IMPLEMENT THOSE GOALS EXTERNALLY AS WE SUPPORT THOSE COMMUNITY PROGRAMS. AND THAT'S WHAT THIS CHART SHOWS, HOW THAT LINES UP.
THE NEXT SET OF KIND OF ALIGNMENTS THAT I WANT TO SHOW UP SHOW IS HOW WE ARE LINING UP WITH THOSE OVERARCHING KIND OF GUIDING PRINCIPLES.

WE'VE DEVELOPED A S S UH, SUSTAINABILITY LEADERSHIP COMMITTEE WITH, UH, LISA AND I'LL BE GUIDING THAT THAT'LL HAVE ATP AND CAPITAL METRO STAFF, UH, AS EACH OF THESE PROJECTS THAT DAVE AND OTHERS HAVE TALKED ABOUT WILL BE INTER, UM, INTERWEAVING SUSTAINABILITY THROUGH THAT.
AND LOOKING AT THOSE STRATEGIES, UH, DIRECTLY, WE ALSO DEVELOPED AND HAD OUR FIRST MEETING FOR THE SUSTAINABILITY ADVISORY GROUP, WHICH BRINGS IN THE REST OF OUR PEERS WITHIN THE CITY, WITHIN AUSTIN WATER CYSTS, OFFICE OF SUSTAINABILITY PARKS, AUSTIN ENERGY, ALL OF THE DEPARTMENTS THAT HAVE A SIMILAR SUSTAINABILITY COMPONENTS TO THEM WHERE WE'RE BRINGING THAT GROUP TOGETHER AGAIN ON A REGULAR BASIS TO HELP LOOK AT OUR PLAN, ADD, ADD IDEAS, SHARE, AND EXCHANGE IDEAS.
CO-OP WORK ON COOPERATIVE PROGRAMS TOGETHER, AND THEN WE'LL HAVE A GREEN TEAM.

ZERO FLOW, ZERO EMISSION FLEET AROUND WATER IN THE NATURAL WORLD, ZERO WASTE AND THAT, AND A RESOURCE USE GREEN BUILDINGS AND INFRASTRUCTURE ACTIVE TRANSPORTATION, AND THEN ENVIRONMENTAL AND SUSTAINABILITY MANAGEMENT.
THOSE THINGS THAT WE DO INTERNALLY TO REDUCE POLLUTION

AND WE'VE BEEN COLLECTING STRONGER, COLLECTING THE SUSTAINABILITY INFORMATION AND THEIR UTILITY INFORMATION SINCE 2016.
SO ALL THESE NUMBERS ARE BASED ON OUR 2016 BASELINE, UH, WHICH IS WHERE WE WERE CONFIDENT THAT WE HAVE REALLY STRONG NUMBERS ON, BUT, UM, OUR BUSES JUST BY REDUCING DIESEL, UM, UH, IMPROVING OUR DIESEL, UH, BUS TECHNOLOGY, AND THEN GOING TO ELECTRIC BUSES, UH, WE'RE REDUCING THE, THE AIR EMISSIONS, REDUCING THE NOX EMISSIONS AND THE PARTICULATE EMISSIONS BY A TREMENDOUS AMOUNT, 70, UH, 70% OF NOX EMISSIONS REDUCED 90 OVER 90% OF PARTICULATE EMISSIONS.
AND WE ONLY HAVE 12 ELECTRIC BUSES.
SO THE FUTURE IS GOING TO BE TREMENDOUS OF REDUCING THE COMPONENTS, UM, THAT CAUSED AIR QUALITY ISSUES HERE IN AUSTIN, NOT TO MENTION THE GREENHOUSE GAS EMISSION REDUCTION THAT WE'RE JUST, WE'RE JUST STARTING WITH RIGHT NOW.
I MENTIONED IN GREENHOUSE GAS EMISSIONS, WE WERE AT A HUNDRED PERCENT GREEN CHOICE ENERGY FROM, UH, FROM AUSTIN ENERGY.
SO ALL WIND, ALL SOLAR, THE ONLY PART THAT IS NOT AS THOSE, THAT ENERGY THAT WE PURCHASE FROM OUR CO-OPS IN THE EX EX OUTSIDE AREA.
SO WE'RE, WE'RE REALLY MAKING SOME PROGRESS THERE.
AND I THINK $2.8 MILLION OR MILLION GALLONS IN WATER REDUCTION BY SOME OF THE OPERATION CHANGES ANNUALLY.

SO I JUST WANT TO BRING YOUR ATTENTION TO A FEW ITEMS OF NOTE AND THEN PROVIDE YOU WITH THE OPPORTUNITY TO ASK ANY QUESTIONS.
IF YOU HAVE ANYTHING, UH, FOR THE YEAR-END, UM, REPORT, MOST IMPORTANTLY, WHAT YOU'LL, WHAT I WANT TO DRAW YOUR ATTENTION TO IS THE VERY LAST PARAGRAPH ON PAGE FOUR, WHICH IS RSM OUR AUDITORS OPINION THAT OUR FINANCIAL STATEMENTS WERE REPRESENTED FAIRLY IN ALL MATERIAL ASPECTS.
AND SO THAT IS AS, AS GOOD AS IT GETS FROM AN AUDITOR'S PERSPECTIVE.
AND, UM, I ALSO WANT TO JUST, UH, TAKE A MOMENT TO THANK EVERYBODY INVOLVED WITH THIS YEAR END AUDIT.
SO NOT ONLY DID, UM, BRIAN AND I FROM ATP SIDE WORK, UM, ON IT, BUT WE ALSO HAD THE PARTNERS OVER AT CAPITAL METRO, UH, BEN HODGES, NADIA NAVI, UM, AND THEN RSM THEMSELVES WERE WE'RE A GREAT PARTNER.
SO JUST TAKE A LITTLE MOMENT TO RECOGNIZE ALL OF THE WORK THAT EVERYBODY DID ON IT.
UM, SO WHEN I WAS HERE LAST IN CHLOE, WHEN I WAS HERE LAST, UM, I PRESENTED TO YOU THE FOURTH QUARTER YEAR END REPORTS.
UM, I MENTIONED THAT IT WAS PRE-AUDIT IT'S ALL PRIMARILY THE SAME.
THE ONLY THING THAT WAS DIFFERENT WAS THAT WE HAD TO RECOGNIZE AN ADDITIONAL $1.8 MILLION OF EXPENDITURES THAT WERE INCURRED IN OCTOBER, BUT NEEDED TO BE RECOGNIZED IN THE PRIOR FISCAL YEAR.
SO WHAT THAT DID WAS IT JUST DREW DOWN OUR ENDING BALANCE BY $1.8 MILLION.
UM, BUT WE STILL, AS YOU CAN SEE, WE'RE STILL ENDING THE YEAR SUBSTANTIALLY OVER THE BUDGET AMOUNT OF ONE, $112 MILLION.
SO WE'RE ENDING AT OVER $168 MILLION.
SO MOVING ON TO THE FOURTH, UH, THE FIRST QUARTER REPORT FOR FYI 22, UH, THE FIRST THING THAT I WANT TO TALK ABOUT IS I WANT TO THANK YOU ALL FOR ALL OF THE FEEDBACK YOU RE YOU GAVE US ON THE FIRST THREE QUARTER REPORTS.
UH, SO WE DIDN'T HAVE A LOT OF INFORMATION TO REPORT LAST YEAR, GIVEN THAT WE WERE JUST NEW, BUT THIS YEAR, THIS YEAR WE HAVE MORE INFORMATION.
SO WE'VE ADDED ELEMENTS TO THE REPORT.
UH, WE HAVE NOW SOME INFORMATION ABOUT THE MAJOR CONTRACTS WITH HDR, H NTB, A E-COM.
WE HAVE INFORMATION IN THERE FOR YOU ABOUT OUR, UM, OUR STAFFING LEVELS AND OUR, UM, AND OUR CURRENT HIRING RATES.
WE'VE ALSO ADDED TO THE REPORT, THE PURCHASING REPORT THAT YOU RECEIVED FROM VICKY REDERICK AND ALSO THE INVESTMENT REPORT THAT YOU'RE GETTING FROM THE TREASURER.
SO MOVING ON TO THE NEXT, GOING INTO THE NUMBERS FOR THE FIRST QUARTER, YOU'LL NOTICE THAT THERE ARE NO THERE'S NO REVENUE, NO SIGNIFICANT REVENUE RECEIVED.
WE DID GET SOME, SOME MINOR REVENUE FROM THE PARKING LOT, BUT, UM, ARE THE MAJOR CONTRIBUTIONS FROM CAPITAL METRO AND THE CITY OF AUSTIN.
WE DON'T ACTUALLY RECEIVE THE FIRST TRAUNCH OF FUNDING FROM EITHER OF THOSE ENTITIES UNTIL APRIL.
SO WE'RE, WE'VE ALREADY RECEIVED THE, UH, THE, THE PROPERTY TAX, GETTING THE, OKAY FROM BRIAN.
WE ALREADY RECEIVED THE PROPERTY TAX FROM THE CITY OF AUSTIN IN APRIL.
AND I KNOW CAP METRO IS WORKING ON THEIR FIRST CONTRIBUTION.
SO MAY SAY ZERO, BUT THAT'S, THAT'S PERFECTLY ACCEPTABLE.
THAT'S THE WAY IT'S SUPPOSED TO WHAT IT'S SUPPOSED TO SAY, MOVING ONTO THE EXPENDITURES.
SO JUST WANT TO DRAW YOUR ATTENTION TO THE FACT THAT IT LOOKS VERY UNDER SPENT AT THIS MOMENT.
FIRST, IT'S NOT UNCOMMON FOR THE FIRST QUARTER OF A YEAR TO W TO BE UNDER UNDER THE TIME TREND.
UM, SOMETIMES IT TAKES A LITTLE WHILE FOR US TO GET, UH, PURCHASES OFF THE GROUND.
IN ADDITION, UM, THERE'S JUST A LITTLE TIMING ISSUE WITH CAP METRO BILLING US FOR THE, UM, METRO RAPID PROJECTS, BUT THEY'LL, THAT'S GOING TO BE TRUED UP IN THE SECOND QUARTER AND THEN, UM, REALLY THERE'S NOTHING, THERE'S NOTHING TRULY, UM, THAT STANDS OUT THAT I'M, I'M CONCERNED WITH AT THE, AT THIS MOMENT.
AND WE'RE WORKING RIGHT NOW, THE, UH, SECOND QUARTER ENDED MARCH 31ST.
AND SO WE'RE CURRENTLY WORKING ON BRINGING YOU A MORE UPDATED, UM, SNAPSHOT, UH, NEXT MONTH.

UM, I'M NOT SURE, I THINK THE MOST IMPORTANT ASPECT IS THAT WE, WE SHOW THAT WE HAVE CLEAN A CLEAN AUDIT.

SO THE BUDGETS THAT YOU ALL HAD HAD, UH, APPROVED IN BOTH FYI 21 AND FYI 20 TO ALLOW US TO TAKE WHATEVER THE CAPITAL WAS, WAS BUDGETED AND JUST ROLL THAT OVER INTO THE NEXT YEAR.

AND IT WILL BE AVAILABLE UNTIL, UNTIL THE PROJECT IS, IS FINISHED AND THE, AND THE FUNDS ARE EXPENDED.
SO YES, YOU'RE, IF YOU'RE LOOKING AT THIS AND IF AT THE END OF THE YEAR, YOU SEE, OH, WE ARE ONLY AT 50%, 75% OF THE TOTAL BUDGET, IT'S SIMPLY GOING TO BE A TIMING ISSUE.
AND IT MEANS THAT WE DIDN'T SPEND AS MUCH AS WE THOUGHT WE WOULD SPEND THIS YEAR.

WE APPRECIATE THE HARD WORK OF THE ENO CENTER FOR TRANSPORTATION, WHICH LED OUR ENGAGEMENT PROCESS.
THEY STUDIED PEER TRANSIT AGENCIES AROUND THE UNITED STATES AND AROUND THE WORLD AND CONCLUDED THAT, YOU KNOW, A NEW GOVERNANCE STRUCTURE IS CRITICAL TO OUR SUCCESS AND THEREFORE THE SUCCESS OF THIS PROGRAM.
AND MOST IMPORTANTLY, THIS BOARD'S DECISION TODAY REGARDING OUR GOVERNANCE MOVES US CLOSER TO WHAT THE VOTERS ARE EXPECTING OR WERE PROMISED OF US IN THE 2020 PROGRAM PROJECT CONNECT REFERENDUM.
IT ALSO ENSURES THAT WE FULFILL OUR COMMITMENTS THAT ARE SPELLED OUT IN THE JOINT POWERS AGREEMENT BETWEEN US, THE CITY OF AUSTIN AND CAPITAL METRO.

SO YOU SHOWN THAT, THAT WE WERE ABLE TO DO THAT IN A SHORT AMOUNT OF TIME AND STILL MAINTAIN EXCELLENCE.

AND THIS LEADERSHIP TEAM, I HAVE FAITH THAT ALL THREE OF US THAT GINA, RANDY, GREG, THE CITY CAP, METRO, AND ATP, THAT WE'RE ALL READY FOR THE CHALLENGE, AND WE CAN MAKE THIS HAPPEN AND I'M LOOKING FORWARD TO WHAT, WHAT THINGS ARE TO COME.

AND SO TO BE ABLE TO CONTINUE TO DO THAT IN THIS ROLE, I REALLY, UH, I APPRECIATE IT.
AND I'M LOOKING FORWARD TO PROVIDING THAT LEADERSHIP.

AND THEN ULTIMATELY WITH THE BOARD, I'M REALLY EXCITED CAUSE I GET TO WORK EVEN MORE CLOSELY WITH YOU AS A BOARD.
UM, I THINK, UH, WHAT YOU'VE DONE, THE EFFORT, THAT DELIBERATIVE EFFORT THAT YOU JUST WENT THROUGH, UM, TO GO THROUGH AND THINK ABOUT AND ENGAGE THE COMMUNITY ON WHAT YOU WANT IT AS A BOARD FOR YOUR LEADERSHIP IS VERY MUCH SIMILAR TO WHAT THE CITY COUNCIL AND CAP METRO DID GOING ON TWO YEARS AGO, THE DELIBERATIVE NATURE ABOUT HOW THE BOARD SHOULD BE CONSTITUTED AND ALL OF THAT WENT INTO THAT.
