UH, WE HAVE THREE ITEMS ON YOUR AGENDA TODAY.

THE FIRST IS THE APPROVAL OF THE MINUTES FROM THE LAST TWO HFC BOARD MEETINGS.

THE SECOND ITEM IS AN AMENDMENT TO THE AUSTIN HOUSING FINANCE CORPORATION GRANT OPERATING BUDGET, AND THE AMOUNT OF $41 MILLION.

THE THIRD ITEM IS AN AMENDMENT TO THE FISCAL YEAR 20 21, 20 22 SERVICE AGREEMENT BETWEEN THE CITY OF AUSTIN AND AUSTIN HOUSING FINANCE CORPORATION FOR THE SAME AMOUNT OF $41 MILLION.

THIS IS A, THESE ARE SISTER, UH, ITEMS TO THE ITEM NUMBER 20 ON THE CITY ACCOUNT CITY OF AUSTIN, UH, COUNCIL AGENDA.

AND I OFFER ALL THREE OF THESE ITEMS ON CONSENT.

MY COMMENTS ARE SPECIFICALLY RELATED TO ITEM THREE, WHICH IS THE $41 MILLION IN AN AMOUNT NOT TO EXCEED $171.9 MILLION FOR AUSTIN TRANSIT PARTNERSHIP, AS IT RELATES TO THE $300 MILLION FOR THE AFFORDABLE HOUSING SPECIFICALLY ANTI-DISPLACEMENT AND TO COUNCIL MEMBER LSI, JUST WANT TO ASK RESPECTFULLY THAT YOU STOPPED BEING COMPLICIT IN THE DISCRIMINATION THAT'S OCCURRING IN AUSTIN.

SO MY COMMENTS ARE SPECIFICALLY RELATED TO TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE COLOR, NATIONAL ORIGIN HISTORY MATTERS.

AND I WANT YOU TO REMEMBER THAT ON OCTOBER 17TH, 2019 COUNCIL ACTUALLY VOTED TO REZONE THE EAST RIVERSIDE BLUE LINE CORRIDOR.

AND I WANT YOU TO RECOGNIZE THAT ON OCTOBER 23RD, 2019, HEATHER WAY, UH, THE UT LAW PROFESSOR ACTUALLY SAID THAT YOU DID NOT COMPLY WITH THE ITEMS THAT THEY GAVE YOU THE RECOMMENDATIONS FROM THE UPROOTED REPORT.

SO I WANT YOU TO REMEMBER THAT, UH, THE ORANGE LINE SOUTH OF NORTH LAMAR, SPECIFICALLY HIGH PARK WAS EXCLUSIVELY FOR WHITE PEOPLE.

COLONEL MONROE'S SHIRE DEVELOPED THAT AREA IN 1890 TO 1924, OVER A 34 YEAR PERIOD.

AND SO THIS COUNCIL IS ACTUALLY CONTINUING THE WORK OF COLONEL MONROE.

I WANT YOU TO REMEMBER THAT WHEN YOU GET TO THE GOLD LINE, THE RED LINE, AUSTIN COMMUNITY COLLEGE HIGHLAND, HIGHLAND VILLAGES, THE ONLY AFFORDABLE DEVELOPMENT THERE IT'S 80% AREA MEDIAN INCOME AFRICAN-AMERICANS EARNED APPROXIMATELY $42,000.

AND THAT WOULD BE ABOUT $55,000 FOR 80% AREA MEDIAN INCOME.

I WANT YOU TO REMEMBER AS WELL THAT THE STREETS ARE NAMED FOR AFRICAN-AMERICANS BECAUSE OF THE NEGRO ORPHANAGE.

THAT WAS ONCE THERE, I WAS THERE YESTERDAY, GOING TO THE, A NEW PERMIT BUILDING WILAMENA DEL CODE, JACOB FONTAINE, AND MANY OTHERS ARE THERE, BUT I DIDN'T SEE ONE BLACK PERSON.

WHEN I WALKED THROUGH THE CAMPUS.

I WANT YOU TO RECOGNIZE THAT THIS IS REALLY A SMOKE SCREEN.

MY UNDERSTANDING IS, IS WE JUST DID NOT GET ALL THE PAPERWORK NECESSARY FOR US TO ACTUALLY FORM THE CORPORATION.

SO STATUS ASKED FOR A DELAY SO THEY CAN GET THE FINAL PAPERWORK SO THAT WE CAN, WE CAN ACTUALLY FORM THE ENTITY.
