UM, I'VE HAD THE PLEASURE OF MEETING A NUMBER OF YOU AND I LOOK FORWARD TO MEETING THE REST SOON, AND I WANT TO SAY, THANK YOU SINCERELY FOR EVERYTHING THAT YOU DO FOR THIS COMMUNITY.

UH, MY NAME IS PAUL DE FIORI, AND I'M HERE ON BEHALF OF THEY'RE AN ORGANIZATION THAT HAS BEEN FIGHTING FOR SOCIAL AND ENVIRONMENTAL JUSTICE IN EAST AUSTIN.

FOR MORE THAN THREE DECADES TODAY, I'D LIKE TO RAISE AN ISSUE TO PUT ON YOUR RADAR NOW AND HOPEFULLY FOR FUTURE AGENDAS.

UM, AND THAT IS WATER JUSTICE IN OUR CITY AND OUR COUNTY.

YOU KNOW, WHEN WE TALK ABOUT WATER PLANNING FOR THE NEXT 100 YEARS, LET'S NOT OVERLOOK THE NEEDS.

TALK ABOUT PLANNING, EQUITABLY, AND I'M GOING TO GIVE YOU AN EXAMPLE OF, I THINK, HOW THAT'S REALLY NOT NECESSARILY HAPPENING TODAY AND HOW WE HAVE A LONG WAY TO GO.

UM, DESPITE THE FACT THAT TOGETHER, THE WORDS, EQUITY AND JUSTICE ARE MENTIONED MORE THAN 50 TIMES IN THE WATER FORWARD PLAN.

UM, BUT BY WAY OF BACKGROUND, UH, LAST YEAR PUT AIR LAUNCHED A NEW INITIATIVE CALLED THE COLORADO RIVER RIVER CONSERVANCY TO GRASSROOTS LED NETWORK OF NEIGHBORHOODS AND ALLIES WHO SHARE THE MISSION OF PROTECTING THE WILD AND SCENIC STRETCH OF AUSTIN'S URBAN RIVER, RUNNING EAST OF LONGHORN DAM.

AND WITH THE DEVELOPMENT PRESSURE FACING THAT RIVER CORRIDOR, WE ARE ADVOCATING FOR A COMMUNITY CENTRIC VISION FOR THE FUTURE THAT NOT ONLY PREVENTS THE DESTRUCTION OF ECOSYSTEMS FOR WILDLIFE, BUT ALSO GETS IN FRONT OF THE LOOMING GENTRIFICATION AND DISPLACEMENT, ESPECIALLY OF LOW-INCOME RESIDENTS OF COLOR AND OUR CONVERSATIONS WITH THOSE RESIDENTS.

WE'VE LEARNED ABOUT A NUMBER OF WATER RELATED ISSUES, BUT THE ONE THAT HAS STOOD OUT TO ME MOST IN RECENT WEEKS IS THAT OF WATER ACCESS AND WATER SERVICE PROVISION.

IN OTHER WORDS, WHEN YOU GO JUST A FEW MILES EAST OF AUSTIN WHO GETS WATER FROM WHOM AND AT WHAT PRICE, AND WHEN YOU TRY TO ANSWER THAT QUESTION, YOU FIND A GLARING EXAMPLE OF INEQUITY THAT IS UNFOLDING RIGHT BEFORE OUR EYES TAKE THE NEIGHBORHOOD OF AUSTIN'S COLONY, JUST OUTSIDE THE CITY LIMITS, WHICH HAS FOR YEARS COMPLAINED ABOUT THE POOR QUALITY OF THEIR WATER AND THE FACT THAT THEY OFTEN PAY ASTRONOMICAL RATES FOR IT.

THEY HAVE THE MISFORTUNE OF BEING IN THE CCN OF A PRIVATE COMPANY CALLED SOUTHWEST WATER.

NOW JUST ACROSS THE STREET FROM THAT NEIGHBORHOOD.

AND THESE PAST TWO YEARS, TESLA HAS BUILT A 4.2 MILLION SQUARE FOOT FACTORY.

ALSO JUST OUTSIDE THE CITY LIMITS.

THEY'RE GOING TO USE A LOT OF WATER IN THEIR MANUFACTURING PROCESSES, BOTH FOR VEHICLES AND BATTERIES, AND THEY'RE GETTING IT FROM AUSTIN WATER.

HOW TESLA'S PROPERTY WHEN PURCHASED WAS IN THE CCN OF YOU GUESSED IT SOUTHWEST WATER.

SO THEY REQUESTED AN EXPEDITED RELEASE FROM THE PUC AND AFTER SOME LEGAL WRANGLING GOT OUT OF THAT CCN OWING, NO COMPENSATION TO SOUTHWEST WATER, THEY BUILT PIPES AND GOT CONNECTED TO THE CITY INSTEAD BECAUSE WHO WOULDN'T WANT CHEAPER, CLEANER WATER, RIGHT? I BET AUSTIN'S COLONY WOULD.

NOW YOU MAY NOT HAVE BEEN AWARE OF THAT STORY AS IT RECEIVES ZERO MEDIA ATTENTION AND REQUIRED DIGGING THROUGH PUC FILES AND ASKING CITY OFFICIALS IN ORDER TO FIGURE IT OUT.

WHERE WAS THE OVERSIGHT, THE TRANSPARENCY AND COMMUNITY ENGAGEMENT IN THIS WHOLE PROCESS? TO MY KNOWLEDGE, THERE WASN'T A PUBLIC DISCUSSION ON THE MERITS, LET ALONE APPROVAL FROM THE COUNCIL AND ENORMOUS NEW INDUSTRIAL USER GETS PREFERENTIAL TREATMENT TO BE ADDED TO AUSTIN WATER

SERVICE AREA WHILE NEARBY NEIGHBORHOODS AREN'T.

AND THERE ISN'T EVEN ANY INPUT FROM OUR ELECTED REPRESENTATIVES.

IT'S SHOCKING.

WE HAVE TO DO BETTER.

UM, OUR CITY AND COUNTY LEADERSHIP HAS TO DO BETTER AND PREFERABLY ON THE SOONER END OF THE NEXT 100 YEARS OF WATER FORWARD.

SO MY ASK OF ALL OF YOU TODAY IS THAT YOU HELP US AS ADVOCATES WITH YOUR EXPERTISE AND OVERSIGHT AUTHORITY TO MORE FULLY UNDERSTAND THESE ISSUES AND ENSURE THAT WE MANAGE OUR WATER WITH THE PUBLIC INTEREST IN MIND, PRIORITIZING THE QUALITY OF LIFE, HEALTH AND SAFETY OF PEOPLE OVER THE BUSINESS INTERESTS OF CORPORATIONS RUN BY THE WORLD'S SINGLE WEALTHIEST INDIVIDUAL.

I THINK THAT GIVES THEM A LITTLE MORE FLEXIBILITY TO STORE WATER THERE.

THAT'S GENERALLY JUST SORT OF A EXTERNAL OBSERVATION.

UM, BUT THIS IS A PLAN TO GUIDE THE DEPARTMENT'S WORK FOR THE NEXT 10 YEARS.

UH, IT'S A, AN UPDATE TO OUR LAST STRATEGIC PLAN THAT WAS ORIGINALLY ADOPTED IN 2001 AND IS ALTHOUGH THAT'S EVOLVED OVER THE LAST 20 YEARS, IT STILL IS A PLAN THAT WOULD REALLY HAVE BEEN, UH, FULLY OVERHAULED IN 20 YEARS.

UH, IT ALSO DIDN'T PRIORITIZE ENGAGING PEOPLE OF COLOR AND LOW-INCOME COMMUNITIES AND OTHER GROUPS MORE LIKELY TO EXPERIENCE NEGATIVE QUALITY OF LIFE OUTCOMES IN AUSTIN.

AND WE KNOW WE HAVE TO ADDRESS, UH, SOME OF OUR MOST PRESSING ISSUES LIKE CLIMATE CHANGE, POPULATION GROWTH AND RACIAL INEQUITIES, SO THAT AUSTIN'S RESIDENTS CAN CONTINUE TO THREAT.

UM, I KNOW THERE'S A LOT ON THE AGENDA TODAY.

SO LIKE KATIE MENTIONED, WE'RE KEEPING THIS BRIEF, UM, BUT ALL OF THIS INFORMATION IS ON OUR WEBSITE.

UM, AND WE'LL BE OUT IN THE COMMUNITY A LOT.

THE WATERSHED PROTECTION DEPARTMENT IS THE CITY'S DRAINAGE UTILITY.

OUR DEPARTMENT'S MISSION IS TO PROTECT LIVES PROPERTY IN THE ENVIRONMENT OF OUR COMMUNITY, BY REDUCING THE IMPACT OF FLOODING OR EROSION AND WATER POLLUTION.

OUR WORK HELPS KEEP, KEEP AUSTIN'S CREEKS, LAKES AND LAKES HEALTHY AND CLEAN PREVENTS THINGS FROM ERODING AND STRIVES TO KEEP PEOPLE IN THEIR HOMES SAFE FROM FLOODING.

UH, WE ACHIEVE THIS THROUGH A WIDE VARIETY OF ACTIVITIES.

SOME EXAMPLES INCLUDE PERFORMING MODELING TO FIGURE OUT WHAT BUILDINGS AND ROADS ARE AT RISK OF FLOODING, CONDUCTING ECOLOGICAL RESEARCH AND RESTORATION PROJECTS INSPECTING AND MAINTAINING THE CITY'S DRAINAGE INFRASTRUCTURE.

UH, WE ALSO BUILD CAPITAL IMPROVEMENT PROJECTS AND WE WRITE REGULATIONS THAT PREVENT POLLUTION AND EXCESSIVE STORMWATER RUNOFF AND DEVELOPMENT IN UNSAFE AREAS.

AND SO YEAH, THIS PROCESS IS ALL ABOUT UPDATING OUR DEPARTMENTS TO TJ PLAN.

AND SO WHAT IS THAT? SO FIRST, SO REALLY IT DOES THREE MAIN THINGS FOR OUR DEPARTMENT.

FIRST, IT ACTS AS A GUIDANCE BLUEPRINT, IT'S UPS GOALS AND OBJECTIVES FOR OUR WORK.

IT ESTABLISHES HOW WE PRIORITIZE PROBLEMS AND IT HELPS US EVALUATE POTENTIAL SOLUTIONS.

UM, SECOND IT PROVIDES A FRAMEWORK FOR EVALUATING FUTURE PROGRAMS, PROJECTS, AND REGULATIONS, AS WELL AS MEASURING OUR SUCCESS TOWARDS ACHIEVING OUR GOALS AND OBJECTIVES.

AND THIRD, IT SERVES AS A COMMUNICATION TOOL TO HELP EXPLAIN OUR WORK AND PRIORITIES TO WATERSHED STAFF, OTHER DEPARTMENTS, BOARDS, AND COMMISSIONS CITY COUNCIL, AND HOPEFULLY THE ENTIRE AUSTIN COMMUNITY.

AND LIKE, CAN'T YOU MENTION, THIS IS THE FIRST MAJOR UPDATE WE'VE DONE SINCE IT WAS ORIGINALLY UPDATED IN 2001.

UM, SO THIS IS A PRETTY BIG DEAL FOR OUR DEPARTMENT.

THIS IS AN VERY IMPORTANT DOCUMENT FOR OUR DEPARTMENT AND THIS PROCESS IS REALLY EMPHASIZING COMMUNITY ENGAGEMENT.

SO, UM, LET'S GO ON TO THE NEXT SLIDE.

UM, THE PROVIDING A VERY HIGH LEVEL OVERVIEW OF OUR APPROACH

UM, SO GENERALLY WE'RE PLANNING TO DIVIDE THE PROCESS INTO THREE PHASES.

WE ESTIMATE THIS PROCESS WILL TAKE ABOUT THREE YEARS TO COMPLETE WITH FINAL ADOPTION BY CITY COUNCIL ANTICIPATED AT THE END OF 2024.

UM, SO THE FIRST PHASE AND THE ATTEMPT ON THE FIRST PHASE IS TOGETHER COMMUNITY INPUT AS MUCH COMMUNITY INPUT AS POSSIBLE, AND TO HEAR FROM A REPRESENTATIVE GROUP OF THE AUSTIN COMMUNITY, AND REALLY TO DO THAT, WE'RE GOING TO USE A BROAD RANGE OF STRATEGIES.

UM, SOME OF THOSE ARE TRADITIONAL LIKE SURVEYS, BUT MANY OF THOSE ARE HERE FOR OUR DEPARTMENT FOCUS GROUPS AND A COMMUNITY AMBASSADOR PROGRAM TO NAME SOME OF THOSE, UH, PHASE ONE ALREADY STARTED IN APRIL.

IT'S GOING TO LAST FOR NINE MONTHS AFTER PHASE ONE ENDS.

WE'RE GOING TO TAKE SOME TIME INTERNALLY TO EVALUATE ALL THAT INPUT WE RECEIVED AND DEVELOP CONTENT.

THEN WE'RE GOING BACK TO THE COMMUNITY AND MAY, 2023 TO BEGIN PHASE TWO.

AND SO IN PHASE TWO, OUR OBJECTIVE IS TO EVALUATE HOW EFFECTIVELY WE TRANSLATED ALL THAT WE HEARD FROM THE COMMUNITY AND PHASE ONE INTO PLAY IN CONTENT.

AND THEN AFTER PHASE TWO, WE'LL HAVE ANOTHER BEHIND THE SCENES PERIOD WHERE WE ACTUALLY WRITE THE DRAFT PLAN.

AND THEN IN WE'LL LAUNCH PHASE THREE AND MAY OF 2024 TO PRESENT THAT DRAFT PLAN TO THE COMMUNITY, FINALIZE THE PLAN FOR ADOPTION PRESENTED BOARD'S CONDITIONS AND ULTIMATELY COUNCIL.

UM, THE ANNUAL REPORT IS, UH, IN YOUR PACKETS OR IN YOUR EMAILED PACKETS.

ONE OF THE RECOMMENDATIONS OF THAT AUSTIN WATER RESOURCE PLANNING TASK FORCE, IN ADDITION TO SHORT TERM, MEDIUM TERM AND LONGTERM OF WATER SUPPLY RECOMMENDATIONS WAS THE DEVELOPMENT OF AN INTEGRATED WATER RESOURCE PLAN THAT IT WOULD INCLUDE A DESEGREGATED DEMAND MODEL AS WELL AS SOME OTHER ELEMENTS, UM, AFTER THEY DELIVERED THEIR, UM, REPORT IN JULY OF 2014, I THINK IT WAS, UM, COUNCIL THEN CREATED IN DECEMBER OF 2014, THE AUSTIN INTEGRATED WATER RESOURCE PLANNING COMMUNITY TASK FORCE, WHICH WE NOW LOVINGLY CALL THE WATERFORD TASKFORCE.

UM, THE WATERFORD TASK FORCE BEGAN MEETING IN MAY OF 2015 AND HAS CONTINUED TO MEET SINCE THAT TIME.

IN 2015, WE BEGAN AT THE UTILITY, THE SCOPE DEVELOPMENT FOR THAT IWI RP IN 2016, WE BROUGHT ON A CDM SMITH AND OTHER CONSULTANTS TO BEGIN THE PLAN DEVELOPMENT PROCESS.

UM, AND WE CONTINUED THAT PROCESS THROUGH 2017, UM, AT, UH, INCLUDING TECHNICAL WORK AND COMMUNITY ENGAGEMENT.

UH, WE, UH, COMPLETED TO A HUNDRED DIFFERENT COMMUNITY ENGAGEMENT EVENTS OVER THE COURSE OF A THREE-YEAR PERIOD.

AND THEN IN 2018, A WATERFORD PLAN WAS UNANIMOUSLY APPROVED BY COUNCIL IN NOVEMBER.

UM, WE BEGAN THE IMPLEMENTATION PLANNING, UH, AND IN 2018 AFTER COUNCIL APPROVED THE PLAN AND HAVE BEEN IN THE IMPLEMENTATION STAGE SINCE THEN.

UM, SO YOU CAN GO AHEAD AND GO TO THE NEXT SLIDE.

AWESOME.

THIS SUMMARIZES SOME KEY IMPLEMENTATION MILESTONES IN THE PERIOD SINCE THE PLAN, UH, APPROVAL.

AND AFTER WE, UM, COMPLETED AN IMPLEMENTATION PLANNING PROCESS, WE BEGAN OUR INFRASTRUCTURE METERING, ADVANCED METERING INFRASTRUCTURE PROJECT.

UM, COUNCIL APPROVED OUR ONSITE WATER REUSE SYSTEM, REGULATORY FRAMEWORK AND INCENTIVE.

THEY'VE ALSO, UM, COUNCIL ALSO APPROVED THE, UM, UH, PROCUREMENT OF AN CONSULTANT, UH, TO SUPPORT OUR AQUIFER STORAGE AND RECOVERY PILOT AND PROGRAM MANAGEMENT PROJECT.

UM, UH, WE, UH, ALSO DEVELOPED AND GOT APPROVED BY COUNCIL ADDITIONAL CODE REQUIREMENTS FOR WATER BENCHMARKING, ONSITE, WATER REUSE, AND EXTENSION OF RECLAIMED WATER CONNECTION REQUIREMENTS AND STAFF, UH, AT THE UTILITY ALSO DEVELOPED A NEW VOLUNTARY RECLAIMED WATER CONNECTION INCENTIVE THAT IS NOW LIVE.

UM, DURING THIS PERIOD OF TIME, WE ALSO WORKED THROUGH THE REGIONAL WATER PLANNING PROCESS, UM, TO SUPPORT THAT PLANS DEVELOPMENT ALONG WITH OTHER FOLKS WHO PARTICIPATE IN THIS TASK FORCE.

UM, THE REGION K WATER PLAN WAS ULTIMATELY APPROVED BY TEXAS WATER DEVELOPMENT BOARD IN 2021.

UM, HERE IN 2022, JUST KIND OF BROADENING OUT A LITTLE BIT.

UM, WE'VE SO FAR COMPLETED OUR ASR PRELIMINARY STORAGE ZONE SCREENING, UM, AND IDENTIFIED ADDITIONAL AQUIFERS FOR FURTHER EVALUATION AND WE'VE BECOME OUR, UM, PLAN UPDATE PROCESS THIS YEAR.

THE PLAN WAS, UM, UH, GOING TO BE UPDATED ON A FIVE-YEAR CYCLE AND ALIGNMENT WITH THE REGIONAL WATER PLANNING CYCLE.

UM, WE WERE DELAYED A LITTLE BIT BECAUSE OF THE DELAYS IN DELIVERY OF THE 2020 CENSUS DATA.

HOWEVER, WE'RE STILL PLANNING TO DELIVER THAT PLAN, UM, IN 2024, NEXT SLIDE.

I MEAN, THAT SHOULD WORK OUT FINE FOR REGIONAL WATER PLANNING BECAUSE THE WHOLE IDEA IS FOR FOLKS, IS THAT THE WATER THAT STRATEGIES AND WATER FORWARD WILL BE WATER MANAGEMENT STRATEGIES AND REGION K PLAN, UM, THAT TIMING WILL WORK OUT FINE.

ABSOLUTELY.

YEAH.

SO THAT'S JUST GREAT CONTEXT TO KEEP IN MIND.

SO WE'RE DOING CITY LEVEL PLANNING.

WATERFORD IS A PLAN FOR THE CITY OF AUSTIN THAT ULTIMATELY FEEDS INTO THE REGIONAL WATER PLAN.

UM, THAT IS JEN, WE INCLUDING STAKEHOLDERS ACROSS THE WHOLE LOWER COLORADO RIVER BASIN, AND THEN THAT FEEDS UP INTO THE STATE PLAN.

SO THERE'S DIFFERENT LEVELS OF, OF, UH, KIND OF STAKEHOLDER ENGAGEMENT COORDINATION THAT WE'RE ACCOMPLISHING.

UM, SO JUST TO GO THROUGH SOME OF THE SECTIONS OF THE REPORT ITSELF, I WILL GO THROUGH JUST KIND OF QUICKLY, UM, BECAUSE I KNOW THAT Y'ALL, UH, WILL HAVE THE REPORT TO LOOK AT IMPROVES AT YOUR LEISURE, UM, IN TERMS OF WATER SUPPLIES.

AGAIN, JUST FOR SOME CONTEXT, CITY OF AUSTIN HAS APPROXIMATELY 325,000 ACRE FEET OF WATER, UM, AVAILABLE TO US FROM OUR COLORADO RIVER AND HIGHLAND LAKES, WATER SUPPLIES IN F 21.

WE DID EXPERIENCE, UM, FAIRLY LOW INFLOWS IN FLOWS TO LAKE TRAVIS AND BUCHANAN WERE THE 10TH LOWEST SINCE THE LAKES WERE BUILT.

UM, AND JUST TO KNOW, WE'VE ALREADY DISCUSSED THIS, BUT AS THOSE DRY CONDITIONS, IF THOSE DRY CONDITIONS PERSIST, WE, UM, WE'LL LIKELY SEE COMBINED STORAGE LEVELS, UH, DECREASING AND THE POSSIBLE TRIGGERING OF STAGE ONE DROUGHT CONTINGENCY PLAN RESTRICTIONS, NEXT SIDE, UH, IN TERMS OF CUSTOMERS AND WATER USE R F Y 21, TOTAL PUMPING WAS 51.4 BILLION GALLONS, OR ABOUT 49% OF AUSTIN WATERS, TOTAL WATER SUPPLY.

WE SERVED APPROXIMATELY 1.1, TWO, 5 MILLION PEOPLE, UM, AND OUR WATER USE ON A GALLONS PER CAPITA PER DAY BASIS WAS EQUAL TO ABOUT 125.

UH, I MENTIONED SOME OF OUR ACTIVITIES IN, UM, PROTECTING OUR CORE COLORADO RIVER SUPPLIES AND WORKING WITH OUR REGIONAL PARTNERS.

UM, WE ALSO CONTINUE TO WORK WITH, UM, THE LOWER COLORADO RIVER AUTHORITY AND THROUGH OUR WATER PARTNERSHIP TO SHARE INFORMATION AND COORDINATE ON WATER SUPPLY PLANNING ISSUES.

NEXT SLIDE, UH, IN TERMS OF CONSERVATION INCENTIVES, CODES, AND ORDINANCES.

DURING THIS PERIOD OF TIME, AUSTIN WATER CREATED A PILOT PARTNERSHIP WITH AUSTIN ENERGY TO PROVIDE INSTANT REBATES FOR CERTAIN WATER SAVING DEVICES, BASICALLY TRYING TO STREAMLINE THE PROCESS TO PROVIDE INCENTIVES.

WE ALSO CONTINUE TO INCENTIVIZE LANDSCAPE TRANSFORMATION WITH OUR EXISTING REBATE PROGRAMS, AND WE BEGAN THE DEVELOPMENT OF AN IRRIGATION AND LANDSCAPE ORDINANCE FOR NEW SINGLE FAMILY, RESIDENTIAL DEVELOPMENTS.

NEXT SLIDE FROM MY ATX WATER, THAT'S OUR ADVANCED METERING INFRASTRUCTURE INITIATIVE.

WE, UH, COMPLETED A PILOT PROJECT IN MID 2021 AT THE END OF FYI, 2021.

WE HAD INSTALLED NEARLY 15,000 METERS AND I'LL GIVE YOU SOME UPDATES ON KIND OF WHERE WE'RE AT IN CURRENT PROGRESS AS PART OF OUR QUARTERLY UPDATE, NEXT SIDE ON THE UTILITY WATER LOSS CONTROL FRONT.

UM, WE CONTINUE TO A SUBSTANTIAL AMOUNT OF ACTIVITIES, UM, TO TRY TO IMPROVE OUR WATER LOSS CONTROL STRATEGY.

WE SURVEYED OVER 450 MILES OF PIPE FOR LEAKS AND RESPONDED TO OVER 80% OF PRIORITY ONE LEAKS AND LESS THAN THREE HOURS.

THAT METRIC, WE DID GET A LITTLE BIT OF A DANE FROM THE FEBRUARY WINTER STORM WHERE WE EXPERIENCED A HIGHER THAN NORMAL NUMBER OF LEAKS IN A SMALL PERIOD OF TIME.

UM, WE'LL NOTE THAT OVER THE LAST NUMBER OF YEARS, OUR INFRASTRUCTURE LEAKAGE INDEX HAS BEEN HIGHER THAN DESIRED.

GIVEN THE UTILITIES EFFORTS ON WATER LOSS REDUCTION STRATEGIES.

HOWEVER, OUR WATER LOSS ILI HAS BEEN WITHIN THE T WDB RECOMMENDED RANGE OF 3.0 TO 5.0.

THERE ARE, UH, THERE IS SOME ADDITIONAL INFORMATION WITHIN THE REPORT ON OUR WATER LOSS ACTIVITIES, UM, AND ON OUR, UM, WATER LOSS ILI FOR THIS PAST YEAR.

UM, THE, UH, ESTIMATE THAT WE WILL BE SUBMITTING OR HAVE SUBMITTED TO TEXAS WATER DEVELOPMENT BOARD WAS 3.864, FYI, UH, 21.

AND MY UNDERSTANDING IS THAT THE WATER DEVELOPMENT BOARD IS MOVING AWAY FROM ILI AS A METRIC.

UM, I MEAN, AUSTIN CAN USE WHATEVER AUSTIN USES, BUT, UM, JUST ONE OF THE REASONS BEING THAT IT'S A LITTLE UNCLEAR WHAT IT MEANS.

UM, AND THEY'VE ALSO, UM, REVIEWED WATER BENCHMARKING APPLICATIONS FOR ALL SITE PLANS THAT WERE SUBMITTED AFTER DECEMBER 1ST, 2021, WHEN THAT BECAME A REQUIREMENT.

UM, WE ARE LIKE MENTIONED, LIKE I MENTIONED, UM, WORKING TOWARDS, UH, THAT, UM, CELEBRATION FOR THE OSCAR AND CLARA COMMISSIONING.

AND THEN, UM, WE'RE ALSO WORKING ON SOME IMPROVEMENTS TO THE WATER BENCHMARKING APPLICATION PROCESS TO KIND OF STREAMLINE THAT AND MAKE SURE THAT WE'RE PROVIDING REALLY RELEVANT INFORMATION FOR THE DEVELOPMENT COMMUNITY, UM, FUTURE IMPLEMENTATION STEPS.

WE'VE GOT SOME TARGETS THERE FOR PILOT INCENTIVE FUNDS.

AND THEN, UM, WE ARE ALSO COLLABORATING WITH OTHERS TO DEVELOP A NATIONAL ONSITE WATER REUSE SYSTEM OPERATOR CERTIFICATION PROGRAM, UM, AND KIND OF LIKE LOOKING TOWARDS THE FUTURE.

IS THAT BEING A NECESSARY COMPONENT FOR KIND OF HAVING THE INFRASTRUCTURE TO SUPPORT THESE SYSTEMS OVER TIME? NEXT SIDE, I'M TRYING TO MOVE THROUGH THIS EXPEDITIOUSLY BECAUSE IT'S EITHER THRILLING OR SUPER BORING.

THIS IS A KEY COMPONENT TO MAKING SURE THAT THESE SYSTEMS ACTUALLY GET IMPLEMENTED AS KIND OF LIKE IDENTIFYING THE AREAS THAT COULD BE SERVED WITH THIS, UM, DECENTRALIZED RECLAIM WATER, UM, AND KIND OF WHAT THE SYSTEM CONFIGURATIONS WOULD LOOK LIKE.

UM, WE'RE GOING TO CONTINUE DEVELOPING THOSE INFRASTRUCTURE PLANS AND INCORPORATING THAT INTO OUR, OUR LONG, UM, PLAN, UH, LONG RANGE PLANNING AND OTHER, UM, UH, PLANNING PROCESSES.

THEY PUT, UH, RECLAIMED WATER INTO THE RIVERWALK.

THEY PUT A FAIR AMOUNT OF RECLAIMED WATER INTO SALADO CREEK AND THEY, UH, COUNT SOME WATER THAT THEY PUT INTO THE, INTO THE RIVER FOR A DOWNHILL POWER PLANT USE.

BUT WHEN YOU ACTUALLY LOOK AT A WATER THAT PASSES THROUGH A METER TO A CUSTOMER AND IS BUILT, THE SIZES OF THE SYSTEMS ARE ABOUT THE SAME.

UM, SO IT IS OFTEN IT'S AN UNFAIR COMPARISON, BUT, UH, THERE IS, UH, SOME SHOWN ON THIS, ON THIS PARTICULAR SLIDE.

SO YOU MAY HAVE HEARD THAT WE RECENTLY COMPLETED OUR RECLAIM INFRASTRUCTURE PLAN.

FIRST OFF WE DEVELOPED, UH, DEMAND CURVES FOR INDIVIDUAL CUSTOMERS, WHICH, WHICH HAD NOT BEEN DONE BEFORE.

WE, UH, ALSO FIRMLY ESTABLISHED PRESSURE ZONES FOR THE SYSTEM, WHICH HAD NOT BEEN DONE BEFORE.

AND WE DEVELOPED A GOAL FOR STORAGE AMONG A NUMBER OF OTHER THINGS.

UH, IN 2011, WE ALSO DID AN UPDATE OF THE PLAN.

UH, WE TRADITIONALLY HADN'T DONE THAT WITH THE RECLAIMED WATER SYSTEM BECAUSE IT WAS SO NEW AND THE CONSTRUCTION MATERIALS WERE NEW IN GENERALLY IN PRETTY GOOD CONDITION, BUT ACKNOWLEDGING THAT WE'RE GOING TO BE LOOKING OUT OVER A HUNDRED YEARS, UH, WE PUT IN, UH, GLOBAL DEMAND FOR LEAKAGE, DID SOMETHING SILLY, SIMILAR FOR, UH, MANDATORY CONNECTIONS.

WHEN WE IDENTIFY THE DEMAND FOR THE SYSTEM, WE LOOKED AT INDIVIDUAL CUSTOMERS AND OF COURSE, MANDATORY CONNECTIONS ARE NOT KNOWN.

AND WE KNEW THAT THE DEMAND WOULD GO UP.

SO WE PUT IN AN ADDITIONAL, UH, 50%, UH, FOR THEM AGAIN, MILES OF PIPE INCREASED AND, UH, WE'RE, UH, SET IT.

WE WE'VE SET THE PLAN TO MEET, UH, WATER FORWARD DEMANDS IN 2040 AND 2070 AS WELL.

IT'S NOT NECESSARILY A RECLAIMED WATER QUALITY ISSUE.

UH, THE, THE CHALLENGE IN MY EXPERIENCE WHEN THESE BIG FACILITIES ARE OPENING IS YOU'RE COMPETING WITH A MILLION MESSAGES, YOU KNOW, AND THERE'S A LOT OF THINGS THAT NEED TO BE SAID AND DIFFERENT PEOPLE WANTING TO SAY THAT INCLUDING PEOPLE LIKE MATTHEW MCCONAUGHEY, UM, BUT I THINK THERE ARE OPPORTUNITIES BEYOND THE OPENING, YOU KNOW, AT EVENTS THAT PEOPLE ARE GOING TO BE ATTENDING.

AND IN MY EXPERIENCE, WORKING WITH THE Q2 SOCCER STADIUM, UM, YOU KNOW, THERE'S A LOT OF INNOVATIVE STUFF HAPPENING THERE, INCLUDING WITH WATER AND A LOT OF OTHER THINGS.

AND, UH, YOU KNOW, THEY'RE SHARING MESSAGES WITH THE PUBLIC ABOUT RECYCLING AND COMPOSTING AT THE STADIUM.

UH, BUT THAT'S PARTLY A PARTNERSHIP, YOU KNOW, WITH THEIR, WITH THEIR WASTE MANAGEMENT CONSULTANT.

I WAS JUST SOMEHOW POPPED UP ON MY PHONE YESTERDAY, UM, AT THE ONE WATER SUMMIT IN MINNEAPOLIS WITH BILL AND A COUPLE OTHER PEOPLE.

AND WE TOURED THE MINNESOTA TWINS, BASEBALL STADIUM BASEBALL, IS IT BASEBALL? OKAY, GOTCHA.

SPORTS BALL STADIUM.

AND, UM, AND, UH, IT WAS INCREDIBLE.

THEY HAVE SO MUCH WATER RECYCLING AND REUSE.

THEY WASHED DOWN THE STADIUM.

ONE OF THE USES OF IT WAS TO WASH DOWN THE STADIUM SEATS, WHICH IS APPARENTLY A THING THAT HAPPENS IS THAT STADIUMS THEY HAD, THEY HAD SIGNAGE ALL ALONG THE WALLS.

THE WALLS WERE PAINTED WITH THE MURALS ABOUT THE WATER USE.

IT WAS SO COOL.

I JUST HAPPENED TO SEE THAT IN MY PHOTO ROLL YESTERDAY, BUT THAT WAS A REALLY COOL FACILITY.

UM, AND DOESN'T REQUIRE A LOT OF, YOU KNOW, IT REQUIRES FOR PLANNING.

AND THEN IT REQUIRES OWNING THE FACT THAT WE'RE A FACILITY THAT SAVES WATER.

WE ALSO, YOU KNOW, HAVE CELEBRITY ENDORSERS AND TEAMS AND WE WANT TO SELL STUFF AND WE HAVE SPONSORS, BUT ALSO, YOU KNOW, WE WANNA, WE, UM, WE ARE A FACILITY THAT USES LESS WATER AND OUR, AND OUR HELPING THE FUTURE OF THIS COMMUNITY.

UM, OUR NEXT STEPS WILL BE TO FINALIZE THOSE SCENARIOS, UM, UH, TO THAT WE CAN BEGIN THE DEVELOPMENT OF MODEL WATER AVAILABILITY MODEL PARAMETERS, OR UPDATING THOSE PARAMETERS TO DO THAT PRELIMINARY NEEDS ASSESSMENT.

UM, WE'VE ALSO SUBSTANTIALLY COMPLETED DESEGREGATED DEMAND MODEL STRUCTURAL IMPROVEMENTS,

I FORGOT THE PEOPLE WERE ON THE SCREEN THERE, UM, TO SHOW, YOU KNOW, KIND OF WHAT THOSE TRENDS LOOK LIKE OVER THE COLORADO RIVER BASIN AND AUSTIN UT HAS ALSO BEGAN DEVELOPMENT OF HYDROLOGIC MODELS, UM, THAT ARE USING A, AN APPROACH TO ADJUSTING RUNOFF OUTPUT FROM, UH, THE GLOBAL CLIMATE MODELS.

AND AT THE SAME TIME, OUR CONSULTING HYDROLOGISTS RICHARD HOFFPAUIR, UH, HAS DEVELOPED, UM, HYDROLOGIC MODELS FOR ALL OF THE GAUGES THROUGHOUT THE COLORADO RIVER BASIN THAT USE, UH, UM, THAT ARE THEY'RE MULTI-VARIATE MODELS.

THEY BASICALLY DEVELOP, UM, CORRELATIONS BETWEEN DIFFERENT CLIMATE VARIABLES AND USE THOSE CORRELATIONS TO DEVELOP A, UM, MULTI-VARIATE EQUATION THAT, UM, CAN TAKE THEN INPUTS FOR PROJECTED, UH, TEMPERATURE, PRECINCT, UH, OTHER CLIMATE VARIABLES AND, UM, DEVELOP PROJECTIONS OF STREAM FLOW FOR EACH OF THE GAUGES FOR EACH OF THE GLOBAL CLIMATE MODELS.

SO WE HAVE ALSO HAD A TECHNICAL CLIMATE TECHNICAL ADVISORY GROUP MEETING ON APRIL.

WAS IT APRIL 12TH, I GUESS IT WAS APRIL 12TH WHERE WE DISCUSSED THIS INFORMATION, AS WELL AS SOME OTHER, UH, KIND OF MORE DETAILS ABOUT THE BIAS CORRECTION THAT U UT HAS BEEN DOING AND SOME OTHER KIND OF TECHNICAL DETAILS.

UH, WE, THIS HAS A RESULT, BUT IT MAY BE THAT WE'RE PROVIDING SOME UPDATES ON KIND OF THE PROGRESS OF THAT TASK AND, AND RESULTS WILL BE INTERIM RESULTS.

UM, AND THEN WE'LL ALSO BE PROVIDING UPDATES ON YIELD UPDATES FOR OUR WATERFORD 18 STRATEGIES AND THEN, UM, A PROGRESS UPDATE AND HOW WE'RE USING THE EQUITY AND AFFORDABILITY ROADMAP TO TURN THAT INTO A TOOL THAT WILL EVENTUALLY BE USED FOR THE PORTFOLIO AS PART OF THE PORTFOLIO EVALUATION PROCESS.
