UH, YOU ALSO WATER DEPARTMENT PROVIDED A WATER SUPPLY UPDATE AND, UM, IT SHOWED, UH, WHAT I WOULD SAY ARE SOME CONCERNING DEVELOPMENTS WITH LAKE LEVELS THAT, UH, THE INFLOWS THIS YEAR HAVE BEEN FREAKISHLY LOW.

AND IT APPEARS TO ME BASED ON THE DATA THAT WAS PRESENTED, THAT THEY WILL LIKELY ENTER STAGE ONE DROUGHT PLAN BY JULY.

OF COURSE, THAT COULD ALL CHANGE WITH MORE RAIN IN THE UPPER PART OF THE BASE OF THAT.

THAT PART IS LOOKING A LITTLE CONCERNING TO MAKE.

UM, SECONDLY, WE HAD A PRESENTATION BY THE WATERSHED PROTECTION DEPARTMENT ON THEIR RAIN TO RIVER.

STRATEGIC PLANNING PROCESS IS CURRENTLY UNDERWAY, WHICH IS QUITE INTERESTING.

ALSO AUSTIN WATER PROVIDED AN OVERVIEW OF THE WATER FORWARD IMPLEMENTATION PROGRESS, INCLUDING REGULAR QUARTERLY UPDATE AND OVERVIEW, THE FISCAL YEAR 21 ANNUAL CENTRALIZED RECLAIM WATER SYSTEM OVERVIEW AND AN IMPLEMENTATION SUBCOMMITTEE REPORT.

ALSO, THE STAFF PROVIDED AN OVERVIEW, UH, ON WATER FORWARD 2024, AS YOU ALL KNOW, THE WATER DEPARTMENT WILL BE UPDATING THE WATER FORWARD 100 YEAR PLAN EVERY FIVE YEARS.

SO THAT WILL BE A 2024 ITEM.

AND THEY TALKED ABOUT SOME OF THE TECHNICAL DETAILS REGARDING FORECASTS AND THINGS LIKE THAT.

UH, AND WE ALSO DISCUSS SOME OF THE IMPLEMENTATION AND WATER FOR 24 SUBCOMMITTEE MEETINGS AND PROVIDED SOME UPDATES ON THOSE.

UH, WE MET, UH, IN, I CAN'T REMEMBER THE EXACT DATE WE MET A FEW WEEKS AGO, UH, AND, UH, WE REVIEWED, UM, A LOT OF THE PERMANENT CHANGES IN THE BUDGET.

UH, ONE OF THE THINGS I DO WANT TO POINT OUT TO THE COMMISSION IS THAT THE CITY COUNCIL ACTUALLY AMENDED THE EXISTING BUDGET, UH, AND, AND THEIR APRIL 21ST COUNCIL MEETING, UM, BY $1.4 MILLION, THIS AMENDMENT ADDED 16 FULL-TIME POSITIONS FOR AUSTIN WATER UTILITY.

UM, IN REVIEWING THE CHANGES, UM, FOR THE UPCOMING PROPOSED BUDGET, THERE IS A PROPOSED AN ADDITIONAL 45 FULL-TIME EMPLOYEES.

AND, UM, A LOT OF THE INCREASES IN ADDITIONAL COSTS THAT WE NEED, UM, WERE BRIEFED ABOUT, UM, WERE CAUSED BY WAGE INCREASES.

THERE'S A 2% ACROSS THE BOARD RATE WAGE INCREASE.

UM, ALSO THERE'S AN 8% INCREASE IN HEALTH INSURANCE.

SO THAT BUMPED UP, UH, QUITE A BIT.

UM, THE OTHER INCREASED COSTS THAT WE WERE, UH, PRIVY TO WERE, UM, JUST WITH INFLATION AND SUPPLY CHAIN ISSUES, CONTRACTS HAVE GONE UP 2%, UM, CHEMICALS, THE COST OF CHEMICALS FOR ALL THE TREATMENT PROCESSES HAVE GONE UP 2% AND FLEET MAINTENANCE HAS GONE UP 7%.

UM, THEY CONTINUE, UH, AUSTIN WATER CONTINUES TO DO A REALLY GOOD JOB WITH THEIR DEBT AND DEFEASANCE.

SO, UM, I'M SURE THE NEXT TIME WE HAVE A BUDGET COMMITTEE MEETING, THEY'LL SHOW THAT TO YOU.

UM, THE PURPLE AREA IS THE WALNUT INTERCEPTOR AND LITTLE WALNUT INTERCEPTOR EXTENDING INTO NORTH AUSTIN.

THE RED IS THE JOHNNY MORRIS INTERCEPTOR BASIN, UM, WHICH IS JUST NORTH OF THE PLANT.

AND THEN THE SMALL BLUE SECTION IS SOME NEARBY CONTRIBUTING FLOWS, UM, NEAR TO THE PLANT.

UM, SOME NUMBERS FOR THE AUSTIN WATER COLLECTION SYSTEM AS A WHOLE.

UM, I'LL JUST HIT A FEW OF THESE.

SO, UM, IN THE COLOR IN THE SYSTEM, THERE'S EIGHT DE-CENTRALIZED PACKAGE PLANTS AND TWO REGIONAL PLANTS.

UM, WALNUT IS ONE OF THE REGIONAL PLANTS AND THE OTHER IS SOUTH AUSTIN REGIONAL OR SAR WASTEWATER TREATMENT PLANT.

AND WE HAVE ONE BIOSOLIDS FACILITY, WHICH IS HORNSBY BEND BIOSOLIDS MANAGEMENT PLANT, WHICH RECEIVES SLEDGE FROM WALNUT INSAR AND FURTHER TREATS IT ALL THE WAY THROUGH TO COMPOSTING.

EXCELLENT.

UM, WALNUT IS CURRENTLY PERMITTED FOR AN ANNUAL AVERAGE OF 75 MILLION GALLONS PER DAY OR MGD.

AND THE TWO HOUR PEAK IS 165 MGD, SOME BRIEF HISTORY.

UM, THE PLANT WAS ORIGINALLY BUILT AND CAME ONLINE AND THEN LATE SEVENTIES AND UNDERWENT TWO MAJOR EXPANSION IN THE EIGHT MAJOR EXPANSIONS IN THE EIGHTIES, AND THEN ANOTHER MAJOR EXPANSION.

AND RERATE AROUND 2005 TO ITS CURRENT, UM, 75 MGD CAPACITY.

SO THIS FLOW PROJECTIONS GRAFT IS PRODUCED BY OUR SYSTEMS PLANNING GROUP.

UM, BASICALLY YOU SEE, UM, TOWARDS THE LEFT-HAND SIDE OF THE GRAPH IN THE, THE BROWN, YOU SEE THE HISTORICAL TRENDED FLOW AND THEN THE ORANGE PROJECTION LINE IS THE 10 YEAR AVERAGE PROJECTED PROJECTION USING TEN-YEAR AVERAGE.

UM, YOU SEE, THEY'RE DISPLAYED ON THE GRAPH, UM, AN ARROW POINTING TO THE PROJECTED FLOWS, REACH PEAK REACH CAPACITY, UM, AS NOTED, THE PLAN IS 75 MGD.

AND SO LOOKING AT THE, UM, THE BOLD LINE HORIZONTALLY ACROSS THE GRAPH, AND THEN SOME DASH LINES, THEY SHOW 100%

WHEN YOU REACH 90% OF PERMANENT CAPACITY, YOU SHOULD BE IN CONSTRUCTION.

AND THEN OF COURSE AT A HUNDRED PERCENT, YOU SHOULD HAVE THE EXPANSION ON THE GROUND.

SO THE LIGHTING, UM, IN THAT PHOTO IS NOT GREAT, BUT IT IS A REHAB GRAVITY THICKENER IN THE MIDDLE IS THE NEW DIFFUSERS IN, UM, ALL THE AERATION BASINS, OF COURSE HERE, YOU'RE NOT SEEING THE DIFFUSERS, BUT YOU'RE SEEING THAT THE NEW DIFFUSED ERROR PATTERN AND THEN ON THE RIGHT IS THE REPLACEMENT OF THE MAIN LIFT STATION PUMPS, WHICH WE CALL THE SUBTLE WASTEWATER PUMPS.

SO A COUPLE OF NOTABLE PROJECTS, THE FIRST IS THE EXPANSION TO 100 MGD.

AND AGAIN, THAT UPCOMING, UM, RCA COMMISSION, UH, COMMISSION ACTION, JULY 20TH FOR FINAL DESIGN PHASE SERVICES AMENDMENT, AND THE EXHIBIT ON THE LEFT, UM, SHOWS KIND OF SOME GENERAL LOCATIONS OF NEW PLAN TREATMENT UNITS.

AND SO, UM, ALONG WITH THAT COMES, THE, UM, UM, PART OF THE EXPANSION WILL BE CONVERSION, UM, OF THE EXISTING PLANT TO BIOLOGICAL NUTRIENT REMOVAL OR BNR.

AND THE NEW 25 MGD TREATMENT TRAIN WILL INCLUDE BNR.

AND THE, UM, THE PERMIT WITH THE EXPANSION INCLUDES A PHOSPHOROUS LIMIT OF ONE AND THE, UM, THE BNR PROCESS FOR THAT PROJECT WE'LL REMOVE PHOSPHOROUS AND NITROGEN.

UM, THE EXPANSION ALSO INCLUDES WET WEATHER FACILITIES AND SITE IMPROVEMENTS SUCH AS DRAINAGE, DETENTION, AND FLOOD PROTECTION.

THE ANTICIPATED SOLUTION IS A FLOOD WALL AROUND THE PERIMETER OF THE SITE.

AND, UM, ALSO WANTED TO NOTE THAT, UM, WE ARE ACTIVELY WORKING WITH, UM, OUR INTERNAL AWS FINANCE GROUP, ALSO OUR FINANCE GROUP AND REPRESENTATIVES FROM THE TEXAS WATER DEVELOPMENT BOARD TO TRY TO GET THE FLOOD PROTECTION PORTION OF THIS PROJECT INCLUDED IN THE STATE FLOOD PLAN, UM, WHICH MAY OPEN US UP TO ELIGIBILITY FOR LOW INTEREST LOANS.

UM, THE SECOND AND FINAL NOTABLE PROJECT IS A PRIMARY CLARIFIER AND FLAKE REALIZATION BASED IN REHAB.

UM, AND WHAT REALLY MAKES THIS PROJECT NOTABLE IS THE DELIVERY METHOD.

AND I'LL PROVIDE SOME INFORMATION ON THAT.

SO I'M STARTING FROM THE TOP OF THE COST.

THE CONSTRUCTION COSTS ABOUT 30 TO 35 MILLION PROJECT MILESTONES.

UM, WE HAVE STARTED FINAL DESIGN WITH COMPLETION AROUND THE END OF 2023, UM, AND CONSTRUCTION MANAGER AT RISK CMR PACKAGES AROUND THE SAME TIME, 2023 END OF 2023 SUBSTANTIAL COMPLETION, UM, IN 2027,

AND, UM, THE THERE'S BASICALLY SKYLIGHTS FOR ACCESS AND SOME OTHER, UM, SOME OTHER ACCESS.

SO BASICALLY ACCESS IS, UM, ACCESS IS CHALLENGING.

AND SO WHEN WE STARTED LOOKING AT DELIVERING THIS PROJECT, WE STARTED LOOKING AT WAYS TO REDUCE, UM, REDUCE RISKS DURING CONSTRUCTION OR REDUCE RISK TO THE PROJECT.

AND SO WE DECIDED TO GO WITH CMR, UM, CMR DELIVERY METHOD FOR THOSE OVERALL CONSTRUCTABILITY CHALLENGES.

UM, AND SO, UM, IN ADDITION TO, UM, THOSE CONSTRUCTABILITY CHALLENGES, AND WE'LL BE ABLE TO BRING THE CMR, UM, CONTRACTOR ONBOARD BETWEEN ABOUT 30% AND 60% DESIGN, UM, TO BE ABLE TO COLLABORATE WITH THE PROJECT TEAM AND CONTRACTOR, UM, THROUGH THOSE TO TALK ABOUT CONSTRUCTION METHODS AND DIFFERENT THINGS TO MITIGATE THAT RISK, UM, AND HAVE A MORE COLLABORATIVE APPROACH DURING DESIGN.

AND THE OTHER ADVANTAGE IS, UM, WE'RE HOPING TO RELEASE LONG LEAD EQUIPMENT LIKE THE CLARIFIER MECHANISMS CLOSER TO THAT 90% DESIGN MARK, UM, WHICH COMPARED TO A TRADITIONAL DESIGN BID BUILD OR LOW BID PROJECT IS A LITTLE BIT EARLIER.
