WE HAD SEEN, UH, THE HISTORICAL PROJECT CONNECT PLAN BEING APPROVED BY CITY COUNCIL AND THE VOTERS. AND IN RELATION TO THAT, WE ALSO HAVE SEEN A LOT OF PROGRESS MADE ON DIFFERENT MOBILITY CORRIDORS WITHIN THE CITY, THE BOND PROGRAM, THEY HAD MADE SIGNIFICANT PROGRESS. WE ALSO HAVE SEEN A LOT OF, UH, NATURAL DISASTERS AND CALAMITIES, UH, PERSONAL STORM BACK IN, UM, YOU KNOW, LAST YEAR, ACTUALLY. SO [00:10:01] THE INTENT OF THE AMENDMENT OR UPDATES TO THE S AND P WAS TO MAKE SURE WE INCORPORATE ALL THE CHANGES COMING FROM A PROJECT CONNECT PLAN. UH, SOME OF THE UPDATES AND PROGRESS IS MADE ON THE BOND CORRIDORS. WE HAVE ALSO, UH, AN APPROVAL OF THE TRANSPORTATION CRITERIA, MANUAL UPDATE, SO TO INCORPORATE ALL THOSE UPDATES INTO THE SNP. LIKE HOW DO WE REACT FROM THE MOBILITY PERSPECTIVE? HOW CAN WE MAKE OUR MOBILITY INFRASTRUCTURE, UM, MORE ADAPTIVE AND SUSTAINABLE UNDER THOSE, UM, NATURAL CALAMITIES AND ALSO TO, YOU KNOW, ADDRESS ANY DISASTER SITUATIONS LIKE WE HAD EXPERIENCED THE PAST COUPLE OF YEARS DURING THE SUMMER STRONG, HOW CAN WE REALLY PUT IN IT WITH OUR PARTNER AGENCIES, TECHSTOP PARTNER COUNTIES WITHIN THE REGION TO MAKE SURE WE ARE READY TO RESPOND, HOW TO PROVIDE A SAFE AND, YOU KNOW, UM, EFFICIENT SERVICES TO OUR COMMUNITY DURING THE DISASTERS. AND, UM, I GUESS THE OTHER GOAL, UH, POLICY GOAL THAT WE INTRODUCED WAS OUR STREETS. YOU KNOW, IT CAN BE USED FOR, UM, CIVIL RIGHTS MOVEMENTS, UH, FOR, YOU KNOW, NON MOBILITY USAGE. UM, SO IF THERE ARE SOME PROCESSIONS OR SOME CIVIL RIGHTS MOVEMENTS, UM, THE STRESS CAN BE USED FOR THOSE. SO WE INCLUDED THAT AS A NEW, UH, COLON POLICY IN THE DOCUMENT. SO ALL THAT TO SAY IS THAT WE HAVE CHANGED. WE HAVE SEEN A LOT OF CHANGES THE PAST COUPLE OF YEARS, AND THE INTENT OF REALLY, UM, AMENDING OR UPDATING WHETHER THIS, UH, MOBILITY PLAN IS TO MAKE SURE THIS PLAN IS CONSISTENT WITH ALL THESE CHANGING EVENTS, CHANGED PLANS, IMPROVE PLANS, AND MODIFICATIONS THAT WE HAVE SEEN IN PROJECT CONNECT, UH, THE BOND CORRIDORS, TCM, AND SOME OF OUR DESIGN AND PLANNING EFFORTS, UM, OTHER PLANNING DOCUMENT, AND EVEN WITH ALL THESE CHANGES WITH ALL THESE AMENDMENTS PROPOSED IN THIS DOCUMENT IS NOT PERFECT YET, BUT WE BELIEVE THAT PERFECTION SHOULDN'T GET IN THE WAY OF MAKING THINGS BETTER. UM, AND THAT FIRST ROUND OF PUBLIC COMMENT ENDED ON JANUARY 30TH. AND THEN IN FEBRUARY, WE SPENT THAT TIME, UM, SUMMARIZING THE COMMENTS AND, UH, MAKING, UH, REVISIONS, UH, TO THE SECOND, UH, DRAFT OF, UH, THE PROPOSED AMENDMENTS, FEBRUARY 28TH, UH, NOTIFICATION WAS SENT OUT, UH, VIA THE COMMUNITY REGISTRY, UM, OF THE UPDATED DRAFT OF THE PROPOSAL. AND THEN ALONG THE WAY, WE'VE ALSO PROVIDED, UM, MOS TO MERIT COUNCIL. THOSE ARE LINKED IN THE SLIDE. SO IN MARCH, UH, WE CONDUCTED OUR SECOND ROUND OF PUBLIC ENGAGEMENT, UH, UH, RELEASE OF THE UPDATED DRAFT. UM, BUT WE ALSO HAD A PUBLIC FEEDBACK FORM, UM, AND PRESENTED TO BOARDS AND COMMISSIONS, BOTH THE COUNCIL MOBILITY, AND THEN APRIL WE'VE, UM, BEEN SUMMARIZING THAT FEEDBACK, UH, LOOKING AT THE FEEDBACK OVERALL AND DEVELOPING THE FINAL DRAFT OF THE PROPOSED AMENDMENTS, AS WELL AS AROUND TO ENGAGEMENT REPORT. SO THAT IN MAY, ON MAY 3RD, WE'LL PUBLISH OUR FINAL DRAFT, UM, GO TO PLANNING COMMISSION ON MAY 10TH, HOLD A PUBLIC HEARING ON MAY 19 COUNCIL AND, AND FOLLOWED BY COUNCIL'S, UM, ITERATION IN JUNE. SO, UM, WHAT'S INCLUDED IN THIS PRESENTATION IS, IS MORE DETAIL ABOUT THE ENGAGEMENT PROCESS AND ITS TIMELINE. UM, SOME OF THE CONSIDERATIONS, UH, UH, STRATEGIES, UM, THAT WE USED TO ULTIMATELY CREATE AWARENESS AROUND THE ENGAGEMENT PROCESS, UH, AWARENESS OF THE AMENDMENT PROCESS, UM, AND PROVIDE AN OPPORTUNITY FOR FEEDBACK. UM, BUT THE THING THAT WE NEEDED TO RECOGNIZE, UM, GOING INTO THIS IS THAT, UH, THE COMMUNITY DOES EXPERIENCE, UM, A LOT OF COMPETING NEEDS. UM, THIS AMENDMENT PROCESS WAS INTENDED TO THE FINER IN NATURE, UM, IN COMPARISON TO SOME THINGS THAT, THAT HAVE IMPACTED PEOPLE'S LIVES MORE DIRECTLY, UM, LIKE CAPITAL EXPRESS PROJECT, PROJECT CONNECT, UM, WHETHER IT'S FROM A, A ENGINEERING PERSPECTIVE OR A DISPLACEMENT PERSPECTIVE, BUT ALSO UPDATE TO OUR, OUR BICYCLE PLAN, SIDEWALK PLAN SALES, UH, PLANS, ATX WALK BACK ROLL. UM, BUT, UH, THE, THE BIGGEST THING TO CONSIDER THAT MADE THIS AMENDMENT PROCESS DIFFERENT FROM THE ORIGINAL ACE AND FEED ENGAGEMENT IS THAT WE'RE STILL IN A PANDEMIC. UM, WE WERE PLANNING FOR THE ENGAGEMENT OF ROUND ONE DURING THE DELAY AND, UH, MUCH OF ROUND ONE OCCURRED DURING THE CONCERT. SO, UM, TAKING ALL OF THAT INTO CONSIDERATION AROUND ONE OF ENGAGEMENT, UH, ALTERNATE MINT WILL PROVIDE AN OPPORTUNITY FOR FEEDBACK AND CREATE AWARENESS OF THE AMENDMENT PROCESS, UM, BUT TO KEEP ALL OF THOSE, THOSE COMPLETE EFFECTIVE, UM, SO ENGAGEMENT MATERIALS WERE PRODUCED IN ENGLISH AND SPANISH. UM, THE ONLINE POLICY SURVEY HAD 959 RESPONSES. THE ONLINE FEEDBACK MAP HAD, UM, 1,647 COMMENTS. WE DEVELOPED A STORY MAP PRESENTATION TO HELP EXPLAIN, UM, UH, THE SUGGESTED [00:20:01] AMENDMENTS TO THE TREE STREET NETWORK. UM, WE ALSO DISTRIBUTED FLYERS TO LIBRARIES, UM, IN, IN, UM, ZIP CODES AND DID PAID SOCIAL MEDIA ADVERTISING, UM, IN TARGETED ZIP CODES WHERE WE HISTORICALLY HAVE UNDERREPRESENTED. UH, WE ALSO WERE ABLE TO DO OUTREACH, UM, WITH SEVERAL NEIGHBORHOODS ON INCLUDED IN AN IN-PERSON EVENT BEFORE, UM, BEFORE THE, UH, PAGE WENT BACK UP. UM, BUT OVERALL WE HAD, UM, VERY STRONG, UH, EMAIL WITH THOSE THAT, UM, REACHED OUT VIA EMAIL, UH, PROVIDED A RESPONSE, UH, UH, CASES WITHIN TWO DAYS. UM, BUT BEFORE RESULTS OF THAT FIRST ROUND OF, UH, PUBLIC FEEDBACK CAN BE FOUND IN ROUND ONE REPORT. SO ROUND TWO ENGAGEMENT, UM, FOLLOWING AROUND ONE, UM, WAS INITIATED FEBRUARY 28TH, UH, WHO DID AN UPDATED DRAFT TO THE PROPOSAL. AND THAT'S REFLECTING THE FEEDBACK THAT WE HEARD FROM, UM, THE PRESENTATIONS TO BOARDS AND COMMISSIONS IS REALLY OUR OPPORTUNITY TO SHARE THE UPDATED INFORMATION AND SOCIALIZE THOSE CHANGES SO THAT PEOPLE COULD UNDERSTAND HOW THE AMENDMENTS AT, UH, THE SUGGESTED AMENDMENTS HAD CHANGED FROM ROUND ONE TO ROUND TWO. UH, WE ALSO PRESENTED TO ACCOUNT THAT FEEDBACK PERIOD POST ON MARCH 31ST. SO SIMILARLY THE STRATEGY WAS TO UPDATE ALL OF THOSE SAME MATERIALS, HAVE AN UPDATED STORY MAP PRESENTATION, AND A MORE ROBUST, UH, FAQ SECTION, UM, IN RESPONSE TO A LOT OF THE QUESTIONS AND CONCERNS HEARD IN ROUND ONE, UM, THE MATERIALS WERE IN ENGLISH AND SPANISH. AGAIN, WE UPDATED OUR FLYERS AND DISTRIBUTED THEM TO THE LIBRARIES. UM, AND WE CREATED A, UH, A NEW FEEDBACK FORM THAT REPLACED THE TWO METHODS OF A POLICY SURVEY AND A FEEDBACK MAP. UM, BASED ON COMMENTS WE RECEIVED IN ABOUT, UM, THE DIFFICULTY OF BEING ABLE TO NAVIGATE MULTIPLE SITES AS WELL AS THE FEEDBACK MAP ITSELF. UM, BUT YOU'LL SEE THAT WE ONLY HAD 62 RESPONSES IN THAT FEEDBACK FORM PAIRED TO 1600 COMMENTS IN ROUND ONE. UM, SO, AND, AND THAT'S ALSO, UH, CENTERING THAT WE, UM, SENT NOTIFICATION OUT TO THE, OUR LIST OF CONTEXT AND THE COMMUNITY REGISTRY. SO IT'S A SIGNIFICANT DIFFERENCE IN THE AMOUNT OF FEEDBACK WE HEARD. ALL'S I'M SAYING IS WHEN YOU TAKE IT TO THE PLANNING COMMISSION INCLUDE WHAT THE OTHER HALF OF THIS COMMITTEE RECOMMENDED. SO WHY DON'T WE HAVE GO AHEAD AND HAVE CITY STAFF COMMENT ON, UH, TAKE ABOUT THREE, FIVE MINUTES. IS THAT ALL RIGHT [00:45:01] TO COMMENT ON ZONING AND PLANNING, COMMISSIONS, UM, RECOMMENDATIONS AND THE RESPONSE FROM STAFF? YEAH. AWESOME. UM, SO WHAT WE HAVE IN THE BACKUP IS, UH, OUR BOARD AND COMMISSION RECOMMENDATION LOG THAT WILL CARRY FORWARD TO, UM, COUNCIL. SO THEY'LL SEE EACH RECOMMENDATION MADE, UM, AS WELL AS STAFF'S RESPONSE AND NOTES ON THAT RESPONSE. SO THE FIRST RECOMMENDATION FROM ZAP, UM, WAS TO ENCOURAGE CITY COUNCIL, UM, THAT THERE SHOULD BE NO STREET-LEVEL CHANGES IN THE ACMP EXCEPT TO INCORPORATE THE PROJECT CONNECT SYSTEM PLAN AS DIRECTED BY AUSTIN CITY COUNCIL. UM, STAFF DOES NOT SUPPORT THIS CHANGE AND THE REASONS WERE INCLUDED WITHIN THE PRESENTATION, UM, UH, WITHIN THE PURPOSE, UH, SLIDE, UH, REFERENCING APPENDIX B IF THE ADOPTED ACMP THAT PROVIDES THE GUIDANCE FOR WHEN MODIFICATIONS TO THE STREET NETWORK REQUIRES CITY COUNCIL APPROVAL. UM, SO WE ARE NOT PRECLUDED FROM ADVANCING, UH, PROPOSED AMENDMENTS TO THE STREET NOW WORK, UH, THAT REQUIRE RIGHT OF WAY CHANGES. AND STOP ME IF YOU WANT TO DISCUSS A SPECIFIC RECOMMENDATION, OTHERWISE I'LL KEEP GOING. UM, THE SECOND RECOMMENDATION WAS FOR NOTIFICATION TO PROPERTY OWNERS AND TENANTS WHOSE FRONTAGE IS LISTED FOR POTENTIAL RIGHT-OF-WAY DEDICATION, UH, BE NOTIFIED IN THEIR PRIMARY LANGUAGE BEFORE CITY COUNCIL, THOUGH ON THE ASM P AND STAFF DOES NOT SUPPORT THIS CHANGE. UM, THE EXPLANATION IS THAT PER CITY CHARTER REQUIREMENTS, UM, IT OUTLINES THAT NOTIFICATION IS REQUIRED, UM, UH, FOR A PUBLIC HEARING, 16 DAYS IN ADVANCE OF THE PUBLIC HEARING FOR, UM, AMENDMENTS TO THE COMPREHENSIVE PLAN, WHICH, UH, IS, UH, INCLUDES THE ASM P UM, IN ADDITION TO THE, UH, CHARTER REQUIREMENTS, THE ASN P AMENDMENT PROCESS DID HOLD TWO ROUNDS OF PUBLIC ENGAGEMENT, UM, BEFORE POSTING THIS FINAL DRAFT OF THE PROPOSED AMENDMENTS. UM, AND IT INCLUDED, UH, UM, UH, ADDITIONAL EFFORT FOR, UM, UH, UH, PUBLIC OUTREACH IN HISTORICALLY UNDERREPRESENTED AREAS. UM, BUT PRIMARILY THE THING TO UNDERSTAND IS THAT ASM P IS PART OF THE COMPREHENSIVE PLAN AND IT ISN'T A PROJECT DEVELOPMENT PROCESS. UM, AND IT WOULD BE OUT OF SYNC, UH, FOR US TO SEND OUT NOTIFICATION TO PROPERTIES, UM, IN ADVANCE OF A PROJECT DEVELOPMENT PROCESS OCCURRING. JUST A CLARIFICATION ON THAT WILL THE, UH, REQUIRED NOTIFICATIONS THAT YOU DO MAKE BE IN MULTIPLE LANGUAGES, OR IS IT ONLY GOING TO BE THE NOTIFICATION, UH, SENT OUT TO THE COMMUNITY REGISTRY WILL BE IN ENGLISH AND SPANISH. UH, AGAIN, DEVELOP AN OFFICER FROM AUSTIN TRANSPORTATION DEPARTMENT, UH, JUST TO PROVIDE SOME CLARIFICATION TO THE EXISTING, UM, HOMEOWNERS AND EXISTING LANDOWNERS WITH THE POSSIBLE ADOPTION OF THIS SMP UPDATE. UM, THE ADDITIONAL RIGHT-OF-WAY REQUIREMENT IS NOT GOING TO BE TRIGGERED FOR THE EXISTING LANDOWNERS. IT IS BASICALLY FOR THE RIGHT OF WAY PLANNING FOR LONG RANGE COULD BE 20 YEARS, COULD BE 25, COULD BE 50 WHENEVER THERE IS AN INTENSIVE DEVELOPMENT. THE INTENT IS REALLY TO MAKE SURE THE CITY HAS THE OPPORTUNITY TO, UM, EVALUATE THE RIGHT-OF-WAY DEDICATION AND WHEN THE ENTIRE NEIGHBORHOOD OR ENTIRE STREET GUESTS WE DEVELOPED, AND THE CITY IS ABLE TO SECURE THE RIGHT-OF-WAY DEDICATION, THEN THE PROJECT DEVELOPMENT PROCESS TRIGGERS, AND THERE IS GOING TO BE A SIGNIFICANT PUBLIC ENGAGEMENT AT THAT POINT. AND IT COULD BE FIVE YEARS, COULD BE 10, COULD BE 50. THE NEXT RECOMMENDATION FROM SAP, UM, WAS TO INCLUDE, UH, OR TO COMPLY WITH TITLE SIX, UM, WHICH IS, UH, HAS TO DO WITH EQUITY AND ENGAGEMENT AND PROVIDING MEANINGFUL OPPORTUNITY FOR PUBLIC COMMENT. UM, BUT IT ALSO INCLUDES REFERENCE TO, UM, ENGAGEMENT AROUND THE JOINT POWERS AGREEMENT FOR PROJECT CONNECT, AS WELL AS THE ETX WALK BACK ROLE, UM, PLANNING PROCESS, UM, AND IT STATED RACIAL EQUITY, UM, GOALS STAFF DOES NOT OPPOSE THIS RECOMMENDATION, UM, AS [00:50:01] THE SMP, UH, PRIORITIZES EQUITABLE OUTREACH, IT REFERENCES TITLE SIX ON PAGE 9, 2 19 OF THE PLAN UNDER FRAMEWORKS FOR EQUITY. UM, AND AGAIN, UH, WE BELIEVE THIS NPA AMENDMENT PROCESS WENT BEYOND THE CHARTER REQUIREMENTS, UH, TO PROVIDE OPPORTUNITIES FOR PARTICIPATION THROUGH TWO ROUNDS OF ENGAGEMENT, WHICH INCLUDED MATERIALS IN ENGLISH AND SPANISH, AS WELL AS TARGETED SOCIAL ADVERTISING AND FLYERS IN LIBRARIES. ADDITIONALLY, UM, THIS, THIS, UH, PLANNING TEAM IS PARTICIPATING IN THE ATX WALK BACK ROLE PLANNING PROCESS, AND WE'RE COORDINATING WITH EQUITY OFFICE, UM, AND WORKED WITH THE EQUITY OFFICE TO DEVELOP THE EQUITY FRAMEWORK, THAT CENTERS, THAT PLANNING EFFORT ON RACIAL EQUITY. UM, AND WE ALSO, UM, LEAD COORDINATION OF THE, THAT EFFORTS COMMUNITY AMBASSADOR PROGRAM. UM, SO WE FEEL, UM, CONFIDENT THAT THAT, THAT PLANNING PROCESS IS, IS, IS COMPLYING OR DOING THE BEST THAT IT CAN TO PROVIDE OPPORTUNITIES. UM, ANY QUESTIONS ABOUT THAT ONE, THE NEXT ONE, UH, IS ABOUT THE TRANSIT PRIORITY NETWORK, UH, UH, BE EXPANDED ONLY WHEN TRANSIT SERVICES ADDED STAFF DOES NOT SUPPORT THIS CHANGE. UM, THE REASON BEING IS THAT THE S AND P IS A LONG RANGE PLANNING DOCUMENT. IT HAS SEVERAL POLICIES AND ACTION ITEMS, UH, THAT RELATE TO IT THAT DIRECT CITY STAFF TO IMPROVE AND SUPPORT THE SPEED AND RELIABILITY OF OUR PUBLIC TRANSPORTATION SYSTEM OVERALL, BUT WITH A FOCUS ON THE TRANSIT PRIORITY NETWORK. SO, UM, THESE AMENDMENTS, UH, ARE PROPOSED, UH, TO UPDATE THE TRANSIT PRIORITY NETWORK TO REFLECT EXISTING HIGH-FREQUENCY TRANSIT SERVICE AND PLAN SERVICE. THAT'S IDENTIFIED WITHIN THE HORIZON YEAR OF THE PLAN TO OPERATE. AND THE REASON WE NEED TO INCLUDE TRANSIT PRIORITY NETWORK FOR PLAN SERVICE IS TO ENSURE THAT IF THERE'S ANY, UH, PLANNING OR PROJECT DEVELOPMENT PROCESS THAT OCCURS THAT IT UNDERSTANDS IT NEEDS TO, TO PLAN FOR AND CONSIDER TRANSIT AS A PRIORITY ALONG THOSE BORDERS, WHEN THOSE DECISIONS ARE MADE. UH, THE, THE LAST RECOMMENDATION, UM, IS TO, UH, RECOMMEND BEFORE A REVISED BICYCLE PLAN IS INCORPORATED INTO THE SNP A STREET LEVEL. ONE B SHOULD BE ADDED TO THE TRANSPORTATION CRITERIA MANUAL THAT INDICATES THE PRESENCE OF A BICYCLE LAND FOR BOTH CURVED AND NON CURB STREET DESIGNS WITHOUT RAISING THE RIGHT OF WAY REQUIREMENTS TO MATCH LEVEL TWO STREETS. AND THAT ONLY APPROVED AND SAFE BIKE ROUTES BE INCLUDED. SO STAFF SUPPORTS ELEMENTS OF THIS CHANGE. UM, HOWEVER, UM, THE, THE MAIN THING TO UNDERSTAND, UM, AGAIN, IS THE INTENT OF THE STREET NETWORK IS TO USE THE TCM AS THE STARTING POINT AND THE RIGHT OF WAY, UM, PLANNING PROCESS AND, UH, UH, THE DEDICATION REQUIREMENTS. SO USE THE LEVEL TWO STREET CROSS-SECTION AS THE MAXIMUM AMOUNT OF RIGHT-OF-WAY THAT MAY BE NEEDED AT THE TIME OF REDEVELOPMENT. UM, BUT IN PRACTICE, WHENEVER A BICYCLE FACILITY GETS ADDED TO AN EXISTING STREET, UM, WE EFFECTIVELY IMPLEMENT WHAT'S BEING CONSIDERED A STREET LEVEL ONE B BECAUSE THOSE BICYCLE FACILITIES ARE BEING DESIGNED USING THE FLEXIBLE DESIGN CRITERIA TO FIT WITHIN THOSE EXISTING CONDITIONS. SO WE'RE, WE'RE ABLE TO ACCOMPLISH A STREET LEVEL ONE B IN PRACTICE WHEN A PROJECT IS BEING DESIGNED. UM, BUT AGAIN, THE GOAL OF THE STREET NETWORK IN THE S AND P IS FOR RIGHT OF WAY DEDICATION PURPOSES. SO WE NEED TO HAVE THE ULTIMATE RIGHT OF WAY REFLECTED IN THE STREET NETWORK FOR THAT OPPORTUNITY. UM, SO THAT IT'S NOT MISSED AT TIME OF REDEVELOPMENT. UM, SO FINALLY, UM, STAFF STAFF, UH, THAT SUPPORT CONTINUING TO DISCUSS THIS, THIS RECOMMENDATION AND FUTURE UPDATES TO THE TCM, UH, AGAIN, DEVELOPMENT OFFICER, AUSTIN TRANSPORTATION DEPARTMENT. SO ON THE LAST RECOMMENDATION, UM, OR RESPONSES TO THE COMMENTS, BUT COLE IS TRYING TO SAY IS THAT WE ALREADY HAVE THE PROBATION AND THE TCM AND THE FULL RIGHT-OF-WAY REQUIREMENT IS A STARTING POINT, BUT WE PROVIDED A LOT OF CONTEXT-SENSITIVE DESIGN GUIDANCE IN THE TCN THAT ALREADY ALLOWS US TO PROVIDE THE [00:55:01] BICYCLE FACILITY, PUTTING THE CONSTRAINT RIGHT AWAY. UM, SO I CAN TRY TO RESPOND TO THAT QUESTION. UH, I GUESS THE BIGGEST CHALLENGE AND THE RISK IS THAT PROJECT CONNECT HAS UPDATED THEIR DESIGN PLAN. AND IF WE DO NOT MOVE FORWARD WITH THIS PARTICULAR PLAN, THE CITY AND PROJECT CONNECT WILL LOSE THE OPPORTUNITY TO INCORPORATE THEIR DESIGN ELEMENTS AND THE RIGHT OF WHERE THAT PROJECT CONNECT MIGHT NEED. THE CITY OWNED, BE ABLE TO REVIEW THAT ENABLE IT, THAT AT THE TIME OF THE DEVELOPMENT PROCESS. SO THAT'S NUMBER ONE, UH, SAME WAY WITH RESPECT TO UPDATING OR UPGRADING THE LEVELS OF ITS TRAITS. IF WE DO NOT MOVE FORWARD WITH THOSE, WE ARE GOING TO LOSE THE OPPORTUNITIES TO EVALUATE THE STREETS AT THE TIME OF DEVELOP DEVELOPMENT PROPOSALS OR THE REDEVELOPMENT PROPOSALS. AGAIN, WITH THE RIGHT OF WAY, DEDICATION IS NOT REALLY, UH, DIRECTING STAFF TO WIDEN THE PAVEMENT OR MAKE CHANGES RIGHT AWAY RIGHT AWAY. IT IS A LONG-TERM PROCESS TO GET ALL THE RIGHT-OF-WAYS FOR ANY PROJECT LEVEL ASSESSMENT. AND AS WE KNOW RIGHT NOW, UM, THE RIDER FOR COST ARE INCREASING SIGNIFICANTLY. SO IF WE DO NOT INCORPORATE ALL THE CHANGES AND INCORPORATE ALL THESE NEW PLANS FROM OTHER PROJECT PLANS INTO THE MOTHER OF PASSPORTS AND PLAN DOCUMENT, THEN IT WOULD PRECLUDE THE CITY TO BE ABLE TO ASSESS ALL THESE OPPORTUNITIES. YEAH, I'LL, I'LL ADD THAT, YOU KNOW, DEVELOPMENT ISN'T SLOWING DOWN IN AUSTIN AND, AND, YOU KNOW, WHEN DEVELOPMENT OCCURS, UM, THAT'S WHEN THE S THE CITY, WHEN THE FRAMEWORK, OUR BACKBONE OR TRANSPORTATION NETWORK IT'S ESTABLISHED. SO OUR RIGHT OF WAY HAS BEEN ESTABLISHED OVER OVER DECADES. UM, SO AS IT BEGINS TO REDEVELOP, THAT'S OUR OPPORTUNITY TO INCORPORATE THESE UPDATED STREET DESIGN STANDARDS THAT WE KNOW ARE DEFICIENT CURRENTLY FROM A SAFETY PERSPECTIVE, UM, AS WELL AS OTHER, UH, COMMUNITY GOALS LIKE PROVIDING STREET TREES, UM, FOR, FOR AIR QUALITY AND CLIMATE. SO, UM, WHAT ULTIMATELY, I THINK THE OPPORTUNITY COSTS, UM, BOSS IS, IS VERY SIMILAR TO WHAT HAPPENED IN THE RAINY NEIGHBORHOOD WHERE ZONING CHANGED AND THE TRANSPORTATION WORK DID NOT. AND WE KNOW VERY WELL THAT THE NETWORK IS, IS, DOES NOT IT'S IT'S DEFICIENT, UM, TO, TO WHAT IT NEEDED TO BE. SO, SO WHAT I'M, WHAT I'M HEARING IS THAT THIS IS LARGELY TO ENABLE THE CITY TO ACQUIRE RIGHT OF WAY WHERE, WHERE THEY THINK IT'S GOING TO BE NEEDED FOR, FOR FUTURE, UM, MOBILITY REASONS. UM, AND THAT'S WHY THIS UPDATE IS, IS LARGELY NEEDED SO THAT THE CITY DOESN'T LOSE OUT ON THE CHANCE TO HAVE REDEVELOPMENT, UM, OVER THAT RIGHT AWAY, THAT THAT'S NEEDED. BUT I'M LOOKING AT THE SUMMARY OF THE STREET LEVEL CHANGES THAT WAS PRESENTED. IT DOES SAY THAT 93 OF THE STREET NETWORK IS PROPOSED TO MAINTAIN THE SAME, UM, STREET LEVELS. AND SO IT IS, IS THAT REMAINING 7% REALLY, TRULY FOCUSED ON THE PROJECT CONNECT, UM, ITEMS WHERE WE THINK THAT THAT RIGHT AWAY WILL BE NEEDED TO ACCOMMODATE THAT, OR, UM, IS, IS THERE REALLY MORE, IS THERE MORE TO THAT, OR IS THAT ESSENTIALLY KIND OF THE BOTTOM LINE HERE? UM, SO, SO [01:00:01] WHAT'S NOT CAPTURED IN THAT STREET LEVEL, UM, CHANGE TABLE IS THAT, UH, PROJECT CONNECT TO BORDERS, AREN'T ACTUALLY CHANGING STREET LEVELS, BUT THEIR RIGHT OF WAY REQUIREMENTS ARE CHANGING. SO MANY OF THOSE ARE ALREADY DESIGNATED AS A LEVEL THREE STREETS. UM, BUT THE UNDERLYING RIGHT OF WAY, RE GARMENTS HAVE BEEN UPDATED TO REFLECT WHAT'S IN THE ENGINEERING PLANS. OH, OKAY. ALL RIGHT.
