I CAN HEAR YOU OKAY.

TO

[CALL TO ORDER]

ORDER IT IS.

UM, COULD I ASK YOU TO MOVE THE MIC CLOSER? YOU'RE SORT OF CUTTING IN AND OUT.

UM, HE SAID THEY CAN'T ABLE TO HEAR IF THEY GET A LITTLE, RIGHT.

YEAH.

ROB STATERS.

SHE'S NOT ABLE TO HEAR, CAN YOU HEAR ME, ROB? YEAH.

MATT.

I CAN HEAR YOU.

I JUST COULDN'T HEAR THAT.

YEAH, THAT'S GREAT.

THANK YOU.

OKAY.

THE MEETING WAS CALLED TO ORDER AT 1214.

I AM GOING TO ROLL PAUL, UH, GRAYSON COX HERE.

CAN YOU HEAR ME? THANK YOU.

YES, YVETTE FLORES IS PRESENT.

CARMEN YON IS BILLY THOUGH IS ABSENT.

UH, ROBERT SCHNEIDER.

I'M HERE.

VERY GOOD.

UH, CESAR ACOSTA AND HANK SMITH HERE.

GREAT.

UM, SO

[PUBLIC COMMUNICATION: GENERAL]

OUR FIRST ITEM OF BUSINESS IS, UM, PUBLIC COMMUNICATIONS.

DO WE HAVE ANY, YEAH, YES.

WE HAVE TWO SPEAKERS HERE.

I'LL JUST HAVE YOU ALL COME OVER TO THIS ONE.

OKAY.

WE HAVE TWO SPEAKERS THIS AFTERNOON.

OKAY.

YOU WOULD JUST STATE YOUR NAME.

UH, I'M JOE REYNOLDS.

UH, I LIVE ON 49TH STREET.

I'M A MEMBER OF THE ALLENDALE ZONING COMMITTEE, BUT I'M SPEAKING FOR MYSELF TODAY.

UM, I WANTED TO COMMENT ON THE, BUT THE WORK ON THIS SEEMS TO ME TO BE LACKING IN NECESSARY, DETAILED AND CARE.

THERE ARE MANY PLACES IN THE CHANGES IN THE, AND P THAT, UH, ARE PLACES WITH LOW OR NO CHANCE OF EVER BEING IMPLEMENTED.

ONE OF THEM IS ON HANCOCK NEXT TO THE CEMETERY.

SO CHANGING THE RIGHT OF WAY.

THERE'S, IT'S GOT A REAL LOW CHANCE TO HAPPEN.

UH, THERE'S ANOTHER ONE ON 49TH STREET, EAST OF VERNON.

THERE'S STATE LAND ON BOTH SIDES OF THE ROAD AND, UH, A FIVE STORY CONCRETE PARKING GARAGE WITHIN FIVE FEET OF THE ONE ON 45TH STREET.

HE USED TO, UH, AGAIN, HE USED TO BURN IT TOO.

THERE'S LAND ON BOTH SIDES ON BARKER SPRINGS.

UH, I MEAN, ON, ON THE, YOU KNOW, BARTON SPRINGS ROAD, UH, EAST OF LAMAR, THERE'S ONE THAT'S MARKED, BUT THERE'S A RAILROAD BRIDGE AND RAILROADS HAVE RIGHT AWAY CAN DO THAT THING.

OH, IF YOU, UH, IF YOU GO TO 49TH STREET AT BO SHOW FREE, UH, THERE'S A CHANGE IN WIDTH THERE, BUT RIGHT AWAY THERE, BUT THERE'S A GAS PIPELINE.

SO THESE KINDS OF THINGS ARE GOING ON.

THERE'S ALSO SOME AGAIN AT BARTON SPRINGS AND LAMAR, UH, ON THE WEST SIDE OF LAMAR THERE'S, UH, UH, CHAIN WIDE CHANGE, EXCEPT THAT THE GEOLOGY OF THAT CORNER IS SUCH THAT, UH, IF YOU MAKE ANY CHANGES TO THE SOIL THAT THEY'RE CHANGING RIGHT AWAY, ONE WOULD NOT, WOULD NOT BE USEFUL BECAUSE IF YOU MAKE ANY CHANGES, YOU'RE GOING TO HAVE A HILLSIDE FLUBS, MUCH LIKE THE ONE THAT THE CITY JUST HAD ON SHOW BREAK OF WHOM THEY TRIED TO PUT THE TRAILS FROM THIS MADE A WHOLE LOT OF MONEY FOR, OF THE PRESIDENT OF UNIVERSITY OF TEXAS WHEN HE WAS HE'S A CHILL OF JUST WASN'T GEOLOGIST.

UH, THAT'S BEEN A THING.

AND SO THIS KIND OF STUFF, THE CHANGES THAT ARE THERE DON'T SEEM TO HAVE CONSIDERED ANY OF THIS.

AND IF YOU'RE GOING TO HAVE SOMETHING THAT'S GOING TO BE A PLAN, IT OUGHT TO BE A PEACEFUL PLAN.

[00:05:06]

GOOD AFTERNOON, COMMISSIONERS.

THANK YOU FOR HEARING ME.

MY NAME IS MEGAN MEISENBACH.

I LIVE IN THE JUDGES HILL NEIGHBORHOOD.

UM, I'M A MEMBER OF A AND C BUT ALSO A SECTOR REPRESENTATIVE FOR IT ALSO, UM, TO KNOW WHERE THE ASM P HAS COME FROM, UM, THE CITIZENS OF THE GOVERNMENT NEED TO KNOW WHERE IT STARTED.

SO THE ASM P LIST OF STREETS NEEDS TO DESCRIBE THE EXISTING CONDITIONS, WHICH INCLUDES THE LENGTH OF THE ROADS AFFECTED WHAT PART OF THE ROAD, THE, UH, RIGHT OF WAY THAT EXISTS AND THE EXISTING WIDTH OF THE CEMENT AND THE CURB.

AND BEFORE IT'S CHANGED, YOU NEED TO KNOW WHAT YOU STARTED WITH.

SO THE EFFECTS CAN BE REGISTERED THE ASN P AS A WHOLE, UH, I THINK SHOULD USE WORDS TO DESCRIBE WHAT IS HAPPENING, NOT JUST A MAP, WHICH COULD HAVE MISFUNCTIONS I THINK A RESOLUTION OR A PROGRAM NEEDS TO HAVE WORDS TO DESCRIBE THE PROGRAM.

AND PARTICULARLY FOR ME, I WOULD LIKE TO SEE THE ASSURANCES THAT MR. KITTEN HAS MADE AND OTHERS, UH, TO PROTECT SINGLE FAMILY PROPERTIES, TO PUT ALL THAT, IN WORDS, NOT JUST THE NOTE SOMEWHERE OR IN THE FACTS.

AND LASTLY, I HOPE THAT THE CITIZENS WILL BE NOTIFIED OF THESE CHANGES IN OTHER WAYS THAN A NEWSPAPER NOTICE.

WE JUST REALIZED YESTERDAY THAT THE AUSTIN STATEMENT COSTS $106 A MONTH UP FROM LIKE 30 OR SO.

SO THAT'S AN EXPENSE.

SO THAT MEANS THAT SOME PEOPLE WILL NEVER KNOW.

JULIE, THANK YOU SO MUCH FOR HEARING.

THANK YOU.

ALL RIGHT.

THAT IS ALL OF OUR SPEAKERS.

[1. APPROVAL OF MINUTES]

SO WE WILL MOVE ON TO THE APPROVAL OF THE MINUTES FROM MARCH 10TH, 2022.

UM, DOES ANYBODY HAVE ANY CHANGES OR AMENDMENTS TO THE MINUTES, BUT DID NOT SAY IT IS UNLESS ANYBODY HAS ANY ALL RIGHT.

WE HAVE A SECOND, SECOND BY COMMISSIONER SCHNEIDER.

UM, AND WE'LL VOTE ON THOSE.

YES.

HI, COMMISSIONER COX.

THANK YOU.

OKAY.

THAT PASSES UNANIMOUSLY.

AND NOW WE WILL GO ON TO

[2.a. Austin Strategic Mobility Plan Amendments (Discussion and Action)]

NEW BUSINESS.

WE WILL HAVE, UM, DISCUSSION AND ACTION AND A PRESENTATION ON THE AUSTIN STRATEGIC MOBILITY PLAN AMENDMENTS.

UM, UM, WHAT IS, UM, OUR ACTION TO BE AT THE END OF THIS? ARE WE VOTING TO APPROVE THE AMENDMENTS THAT WERE IN OUR BACKUP OR ARE WE JUST HEARING THE PRESENTATION? OH, RIGHT.

OKAY.

UH, OUR ACTION WILL BE TO MOVE TO PC.

OKAY.

VERY GOOD.

THANK YOU.

UM, MR. GORDON, UH, CAN YOU ALL HEAR ME ALL RIGHT.

THANK YOU.

UH, GOOD AFTERNOON CHAIR BY SHEER COMMISSIONERS AND EVERYONE.

UH, MY NAME IS .

I'M THE DEVELOPMENT OFFICER AND THE EXECUTIVE SPONSOR FOR AUSTIN STRATEGIC MOBILITY PLAN AMENDMENT.

UM, AS MOST OF YOU KNOW, UM, THE ORIGINAL SNP WAS ADOPTED AND APPROVED BY CITY COUNCIL BACK IN 2019.

AND SINCE THEN WE HAVE SEEN A LOT OF CHANGES.

UH, WE HAVE EXPERIENCED COVID.

WE HAD SEEN, UH, THE HISTORICAL PROJECT CONNECT PLAN BEING APPROVED BY CITY COUNCIL AND THE VOTERS.

AND IN RELATION TO THAT, WE ALSO HAVE SEEN A LOT OF PROGRESS MADE ON DIFFERENT MOBILITY CORRIDORS WITHIN THE CITY, THE BOND PROGRAM, THEY HAD MADE SIGNIFICANT PROGRESS.

WE ALSO HAVE SEEN A LOT OF, UH, NATURAL DISASTERS AND CALAMITIES, UH, PERSONAL RESTAURANT BACK IN, UM, LAST YEAR, ACTUALLY.

SO THE INTENT OF THE AMENDMENT OR UPDATES TO THE S AND P WAS TO MAKE SURE WE INCORPORATE ALL THE CHANGES COMING FROM A PROJECT CONNECT PLAN.

UH, SOME OF THE UPDATES AND PROGRESS IS MADE ON THE BOND CORRIDORS.

WE HAVE ALSO, UH, UH, APPROVAL OF THE TRANSPORTATION CREDIT MANUAL

[00:10:01]

UPDATE.

SO TO INCORPORATE ALL THOSE UPDATES INTO THE SNP, AND ALSO WE INTRODUCED A COUPLE OF MAJOR POLICY ITEMS TO SNP, AS WE HAVE EXPERIENCED TWO SIGNIFICANT NATURAL CALAMITIES.

THE LAST COUPLE OF YEARS, WE HAVE INTRODUCED, UM, UH, CLIMATE CHANGE.

LIKE HOW DO WE REACT FROM THE MOBILITY PERSPECTIVE? HOW CAN WE MAKE OUR MOBILITY INFRASTRUCTURE MORE ADAPTIVE AND SUSTAINABLE UNDER THOSE, UM, NATURAL CALAMITIES AND ALSO TO, YOU KNOW, ADDRESS ANY DISASTER SITUATIONS LIKE WE HAD EXPERIENCED THE PAST COUPLE OF YEARS DURING THE SUMMER STORM, HOW CAN WE REALLY PUT IN IT WITH OUR PARTNER AGENCIES, TECHSTOP PARTNER COUNTIES WITHIN THE REGION TO MAKE SURE WE ARE READY TO RESPOND, HOW TO PROVIDE A SAFE AND, YOU KNOW, UM, EFFICIENT SERVICES TO OUR COMMUNITY DURING THE DISASTERS.

AND, UM, I GUESS THE OTHER GOAL, UH, POLICY GOAL THAT WE INTRODUCED WAS OUR STREETS.

YOU KNOW, IT CAN BE USED FOR, UM, CIVIL RIGHTS MOVEMENTS, UH, FOR, YOU KNOW, NON MOBILITY USAGE.

UM, SO IF THERE ARE SOME PROCESSIONS OR SOME CIVIL RIGHTS MOVEMENTS, UM, THE STRESS CAN BE USED FOR THOSE.

SO WE INCLUDED THAT AS A NEW, UH, COLON POLICY IN THE DOCUMENT.

SO ALL THAT TO SAY IS THAT WE HAVE CHANGED.

WE HAVE SEEN A LOT OF CHANGES THE PAST COUPLE OF YEARS, AND THE INTENT OF REALLY, UM, AMENDING OR UPDATING WHETHER THIS, UH, MOBILITY PLAN IS TO MAKE SURE THIS PLAN IS CONSISTENT WITH ALL THESE CHANGING EVENTS CHANGED, IMPROVE PLANTS AND MODIFICATIONS THAT WE HAVE SEEN IN PROJECT CONNECT, UH, THE BOND CORRIDORS, TCM, AND SOME OF OUR DESIGN AND PLANNING EFFORTS, UM, OTHER PLANNING DOCUMENT, AND EVEN WITH ALL THESE CHANGES WITH ALL THIS AMENDMENTS PROPOSED IN THIS DOCUMENT IS NOT PERFECT YET, BUT WE BELIEVE THAT PERFECTION SHOULDN'T GET IN THE WAY OF MAKING THINGS BETTER.

AND THIS IS JUST THE FIRST AMENDMENT OR UPDATE WE'RE MAKING TO SNP.

AND OUR INTENT IS REALLY TO BIG BIANNUAL UPDATES TO S AND P AND MAKE IT CONSISTENT WITH ALL THE PLANNING DOCUMENTS INTO THIS MODEL OF PLANNING DOCUMENTS FOR TRANSPORTATION.

SO WITH THAT, I'M GOING TO HAND IT OVER TO COLE.

KITTEN IS GONNA WALK US THROUGH THE PROCESSES THAT DETAILS AND SOME OF OUR NEXT STEPS.

THANKS FOR HAVING ME, UH, COLE KITTEN DIVISION MANAGER OVERSEEING OUR LONG RANGE PLANNING AND ATD.

UM, SO, UH, ZONING AND PLANNING, COMMISSION PLANNING COMMISSION ALREADY RECEIVED A BRIEFING.

SO THIS PRESENTATION, UM, PROVIDES A BIT OF A RECAP ON THAT.

UM, BUT, BUT INCLUDES SOME ADDITIONAL INFORMATION.

UH, THAT'S BEEN PREPARED AS WE MOVE INTO THE, THE OFFICIAL PROCESS TO AMEND THE PLAN.

SO I'LL GO OVER, UM, THE PURPOSE OF THE AMENDMENT PROCESS, THE TIMELINE, UH, FOCUSING ON OUR PUBLIC ENGAGEMENT PROCESS AND THEN RECAP WITHIN THIS AMENDMENT VEHICLE AND, UM, COVER SPECIFICALLY SOME STREET NETWORK CHANGES.

UM, AND THEN WE CAN DO Q AND A, UH, I'VE ALSO INCLUDED AN UPDATED FAQ AS BACKUP AND OUR RESPONSE TO THE ZONING INVITING COMMISSION, UH, RECOMMENDATION IN THE BACKUP.

SO FIRST TO START, UM, UNDERSTANDING THE DIRECTION, UH, THE GUIDANCE THAT WE HAVE TO, UH, TAKE THESE, UH, COUNCIL, UH, INITIATED IN THE PROCESS VIA RESOLUTION, UH, TO, UH, END THE S AND A S AND P TO ADD PROJECT CONNECT SYSTEM PLAN.

UM, BUT THE S AND P ALSO INCLUDES IN THE APPENDIX, UM, GUIDANCE FOR WHEN WE WOULD BRING, UM, STREET NETWORK AMENDMENTS TO COUNCIL FOR APPROVAL.

AND THAT'S, IF THERE ARE CHANGES TO THEIR REQUIRED RIGHT OF WAY, UM, SINCE, UM, UH, TRANSPORTATION CRITERIA MANUAL WAS UPDATED AND, UH, OTHER, UH, ENGINEERING PLANS HAVE ADVANCED, UH, THESE PROPOSED AMENDMENTS ARE BEING, UH, BUSTED FOR COUNCIL APPROVAL IN ADDITION TO THE PROJECT CONNECT CHANGES.

SO, UM, THE TIMELINE THAT WE'VE GONE THROUGH SO FAR STARTED IN MAY OF 2021, UH, WITH INTERNAL REVIEW PROCESS.

[00:15:01]

UM, BUT PUBLICLY IT STARTED OCTOBER 1ST WITH THE RELEASE, UH, POLICY SURVEY, UM, FOLLOWED BY THE RELEASE OF, UH, FIRST SUGGESTED AMENDMENTS TO THE MAP.

UM, AND THAT FIRST ROUND OF PUBLIC COMMENT ENDED ON JANUARY 30TH.

AND THEN IN FEBRUARY, WE SPENT THAT TIME, UM, SUMMARIZING THE COMMENTS AND, UH, MAKING, UH, REVISIONS, UH, TO THE SECOND, UH, DRAFT OF, UH, THE PROPOSED AMENDMENTS, FEBRUARY 28TH, UH, NOTIFICATION WAS SENT OUT, UH, YOU KNOW, THE COMMUNITY REGISTRY, UM, OF THE UPDATED DRAFT OF THE PROPOSAL.

AND THEN ALONG THE WAY, WE'VE ALSO PROVIDED, UM, MOS TO MARIN COUNCIL.

THOSE ARE LINKED IN THE SLIDE.

SO IN MARCH, UH, WE CONDUCTED OUR SECOND ROUND OF PUBLIC ENGAGEMENT, UH, RELEASE OF THE UPDATED DRAFT.

UM, BUT WE ALSO HAD A PUBLIC FEEDBACK FORM, UM, AND PRESENTED TO BOARDS AND COMMISSIONS, BOTH THE COUNCIL MOBILITY, AND THEN APRIL WE'VE, UM, BEEN SUMMARIZING THAT FEEDBACK, UH, LOOKING AT THE FEEDBACK OVERALL AND DEVELOPING THE FINAL DRAFT OF THE PROPOSED AMENDMENTS, AS WELL AS AROUND TO, UH, TO ENGAGEMENT REPORT.

SO THAT IN MAY, ON MAY 3RD, WE'LL PUBLISH OUR FINAL DRAFT, UM, GO TO PLANNING COMMISSION ON MAY 10TH, HOLD A PUBLIC HEARING ON MAY 19 COUNCIL AND, AND FOLLOWED BY COUNCIL'S, UM, ITERATION IN JUNE.

SO, UM, WHAT'S INCLUDED IN THIS PRESENTATION IS, IS MORE DETAIL ABOUT THE ENGAGEMENT PROCESS AND ITS TIMELINE.

UM, SOME OF THE CONSIDERATIONS, UH, UH, STRATEGIES, UM, THAT WE USED TO ULTIMATELY CREATE AWARENESS AROUND THE ENGAGEMENT PROCESS, UH, AWARENESS OF THE AMENDMENT PROCESS, UM, AND PROVIDE AN OPPORTUNITY FOR FEEDBACK.

UM, SO AS I SAID, THIS STARTED MID MAY, UH, MIDDLE OF LAST YEAR, UM, 8 20 21.

UM, THIS COINCIDED WITH PROJECT CONNECT, COMPLETING ITS 15% DESIGN, UM, AS WELL AS, UM, UH, THEIR OWN ENGAGEMENT PROCESS IN LATE SUMMER.

SO WE FOLLOWED SHORTLY AFTER, UM, WITH OUR FIRST ROUND OF ENGAGEMENT OCTOBER 1ST.

UM, BUT THE THING THAT WE NEEDED TO RECOGNIZE, UM, GOING INTO THIS IS THAT, UH, THE COMMUNITY DOES EXPERIENCE, UM, A LOT OF COMPETING NEEDS.

UM, THIS AMENDMENT PROCESS WAS INTENDED TO THE FINER IN NATURE, UM, IN COMPARISON TO SOME THINGS THAT, THAT HAVE IMPACTED PEOPLE'S LIVES MORE DIRECTLY, UM, LIKE CAPITAL EXPRESS PROJECT, PROJECT CONNECT, UM, WHETHER IT'S FROM A ENGINEERING PERSPECTIVE OR A DISPLACEMENT PERSPECTIVE, BUT ALSO UPDATE TO OUR, OUR BICYCLE PLAN SIDEWALK PLAN SALES PLANS, ATX WALK BACK ROLL.

UM, BUT, UH, THE BIGGEST THING TO CONSIDER THAT MADE THIS AMENDMENT PROCESS DIFFERENT FROM THE ORIGINAL ACE AND FEE ARRANGEMENT IS THAT WE'RE STILL IN A PANDEMIC.

UM, WE WERE PLANNING FOR THE ENGAGEMENT OF ROUND ONE DURING THE DELAY AND, UH, MUCH OF ROUND ONE OCCURRED DURING THE SURGE.

SO, UM, TAKING ALL OF THAT INTO CONSIDERATION AROUND ONE OF ENGAGEMENT, UH, ALTERNATE MINT BILL PROVIDE AN OPPORTUNITY FOR FEEDBACK AND CREATE AWARENESS OF THE AMENDMENT PROCESS, UM, BUT TO KEEP ALL OF THOSE, THOSE COMPLETE EFFECTIVE, UM, SO ENGAGEMENT MATERIALS WERE PRODUCED IN ENGLISH AND SPANISH.

UM, THE ONLINE POLICY SURVEY HAD 959 RESPONSES.

THE ONLINE FEEDBACK MAP HAD 1,647 COMMENTS.

WE DEVELOPED A STORY MAP PRESENTATION TO HELP EXPLAIN, UM, UH, THE SUGGESTED AMENDMENTS TO THE STREET STREET NETWORK.

UM, WE ALSO DISTRIBUTED FLYERS TO LIBRARIES, UM, IN, IN, UM, ZIP CODES AND DID PAID SOCIAL MEDIA ADVERTISING, UM, IN TARGETED ZIP CODES WHERE WE HISTORICALLY HAVE UNDERREPRESENTED.

UH,

[00:20:03]

ALSO WE'RE ABLE TO DO OUTREACH, UM, WITH SEVERAL NEIGHBORHOODS, BEEN INCLUDED IN AN IN PERSON EVENT BEFORE, UM, BEFORE THE, UH, PAGE WENT BACK UP.

UM, BUT OVERALL WE HAD A VERY STRONG, UH, EMAIL COMMUNICATION WITH THOSE THAT, UM, REACHED OUT VIA EMAIL, UH, PROVIDED A RESPONSE, UH, BASIS WITHIN TWO DAYS.

UM, BUT THE FULL RESULTS OF THAT FIRST ROUND OF, UH, PUBLIC FEEDBACK CAN BE FOUND IN ROUND ONE REPORT.

SO ROUND TWO ENGAGEMENT, UM, FOLLOWING AROUND ONE, UM, WAS INITIATED FEBRUARY 28TH, UH, WHO DID AN UPDATED DRAFT TO THE PROPOSAL.

AND THAT'S REFLECTING THE FEEDBACK THAT WE HEARD FROM, UM, THE PRESENTATIONS TO BOARDS AND COMMISSIONS IS REALLY OUR OPPORTUNITY TO SHARE THE UPDATED INFORMATION AND SOCIALIZE THOSE CHANGES SO THAT PEOPLE COULD UNDERSTAND HOW THE AMENDMENTS AT, UH, THE SUGGESTED AMENDMENTS HAD CHANGED FROM ROUND ONE TO ROUND TWO.

WE ALSO PRESENTED TO COUNCIL THAT FEEDBACK PERIOD CLOSED ON MARCH 31ST.

SO SIMILARLY THE STRATEGY WAS TO UPDATE ALL OF THOSE SAME MATERIALS, HAVE AN UPDATED STORY MAP PRESENTATION, AND A MORE ROBUST, UH, FAQ SECTION, UM, IN RESPONSE TO A LOT OF THE QUESTIONS AND CONCERNS HEARD IN ROUND ONE, UM, THE MATERIALS WERE IN ENGLISH AND SPANISH AGAIN, UPDATED OUR FLYERS AND DISTRIBUTED THEM TO THE LIBRARIES.

UM, AND WE CREATED A, UH, A NEW FEEDBACK FORM THAT REPLACED THE, THE TWO METHODS OF A POLICY SURVEY AND A FEEDBACK MAP.

UM, BASED ON COMMENTS WE RECEIVED IN THAT ABOUT, UM, THE DIFFICULTY OF BEING ABLE TO NAVIGATE MULTIPLE SITES AS WELL AS THE FEEDBACK MAP ITSELF.

UM, BUT YOU'LL SEE THAT WE ONLY HAD 62 RESPONSES IN THAT FEEDBACK FORM PAIRED TO 1600 BAP COMMENTS IN ROUND ONE.

UM, SO, AND, AND THAT'S ALSO, UH, CONSIDERING THAT WE, UM, SENT NOTIFICATION OUT TO THE, OUR LIST OF CONTEXT AND THE COMMUNITY REGISTRY.

SO IT'S A SIGNIFICANT, UM, DIFFERENCE IN THE AMOUNT OF FEEDBACK WE HEARD.

UM, BUT I THINK ROUND TWO IS VERY REFLECTIVE OF THE, THE, THE CHANGES WE MADE IN ROUND TWO SELECTIVE OF THE CONCERNS HEARD.

SO THAT'S PERHAPS A REASON WHY, UM, PEOPLE DIDN'T PROVIDE COMMENTS SAYING, UH, WE AGREE WITH THE UPDATED CHANGES AND IN ROUND TWO, UM, NONETHELESS, UH, WE WERE ABLE TO, UM, HAVE MORE FOCUSED OUTREACH WITH NEIGHBORHOODS THAT SHOWED INTEREST.

UM, WE HAD SIX VIRTUAL MEETINGS AND ONE IN PERSON MEETING, UM, AND WE CONTINUE TO HAVE EMAIL COMMUNICATIONS, BUT IT WAS, IT WAS, UH, SIGNIFICANTLY LESS THAN, UH, ROUND ONE.

SO ON MAY 3RD, WE'LL BE PUBLISHING, UM, THE FULL ROUND TO PUBLIC FEEDBACK REPORT.

IT'S THE UPDATED DRAFT, A FINAL DRAFT OF THE SO ONE THING THAT I THINK IS, IS, UH, REALLY HELPFUL TO UNDERSTAND THIS NEXT SERIES OF SLIDES, UM, SHOWS OUR, OUR ENGAGEMENT RESULTS, UM, UH, BY ZIP CODE.

SO THE MAP SHOWS, UH, KIND OF A HEAT DENSITY OF WHERE THE COMMENTS WERE RECEIVED BY ZIP CODE.

UM, BUT WHAT WE WANTED TO HIGHLIGHT IS, UM, THE STRATEGIES THAT WE, THAT I JUST, UH, FIND ABOUT TARGETING SOCIAL MEDIA TO SPECIFIC ZIP CODES, UM, TO TRY TO REACH THOSE HISTORICALLY REPRESENTED POPULATIONS, UM, AS WELL AS POSTING FLYERS IN CITY LIBRARIES, HOLDING THESE COMMUNITY MEETINGS, WHETHER THEY'RE VIRTUAL OR IN PERSON.

AND THEN, UM, SO SHOWING WHERE WE HAD, UH, TENSIVE COMMUNICATIONS WITH SPECIFIC GROUPS IN NEIGHBORHOODS, UH, WITHIN AUSTIN, UM, BUT ALL OF THAT AMOUNTS TO, UM, COMPARING OUR, OUR ENGAGEMENT STRATEGY WITH THE RESULTS THAT WE ACHIEVE.

SO OBVIOUSLY, UM, OUR GOAL IN ACMP

[00:25:01]

IS TO PRIORITIZE OUTREACH, UM, WITH THOSE THAT ARE HISTORICALLY UNDERREPRESENTED IN THE PROCESS.

UM, SO THAT'S WHERE WE, WE TRIED TO FOCUS OUR ATTENTION, UM, BUT THE RESULTS, UM, ARE, ARE OFTEN SHOW AREAS IN AUSTIN THAT, UH, ARE HISTORICALLY ALREADY ENGAGED.

SO, UM, TO SUMMARIZE OUR ENGAGEMENT, UM, THE MAJORITY OF OUR PUBLIC COMMENTS CAME DURING ONE.

MOST OF THOSE COMMENTS WERE CONCERNS ABOUT, UH, LEVEL ONE STREETS BEING RECLASSIFIED LEVEL TWO STREETS.

SO, UM, THE THING TO ACKNOWLEDGE THERE IS THAT, UH, THESE PROPOSED STREET LEVEL CHANGES WERE REMOVED IN ROUND TWO WHERE SINGLE FAMILY ZONING IS PRESENT AND LARGELY, UH, IT'S THIS AFTER THIS EFFORT OR THE ENGAGEMENT STRATEGY IS VERY DIRECT COMMUNICATION, UM, WITH NEIGHBORHOOD ASSOCIATIONS, COMMUNITY MEMBERS, VIA EMAILS, PHONE CALLS, AND, UH, AND MEETINGS TO, TO SPECIFICALLY GO OVER THOSE CHANGES WITHIN THEIR NEIGHBORHOOD.

UM, AND THE, THE LIST OF STREETS ON THE RIGHT IS TO ACKNOWLEDGE, UH, UH, KIND OF WHERE, WHERE THE LEVEL OF EFFORT OR RESOURCES THAT BEING TO RESPOND TO COMMENTS, UM, THAT RECEIVED A LOT OF ATTENTION.

SO THIS IS FINE.

YEAH.

OKAY.

I'LL, I'LL SPEED IT UP.

UM, FINAL ROUND IT AGAIN, ENGAGEMENT IS, IS BASED ON CITY CHARTER REQUIREMENTS, UM, UM, TO AMEND AN ELEMENT OF IMAGINE AUSTIN.

SO THIS COMPREHENSIVE, UH, PLAN JOINT COMMITTEE THAT FIRST STEP, UH, BEFORE PLANNING COMMISSION MAKES THEIR RECOMMENDATION, UM, POSTING NOTIFICATION AND THE AMERICAN STATESMAN AND ADVERTISING IN THE COMMUNITY AND REGISTRY OF THE PUBLIC HEARING 16 DAYS PRIOR, UM, IS A REQUIREMENT OF THE CHARTER HOLDING THE PUBLIC HEARING, UM, ON MAY 19TH AND THEN FOLLOWED BY THE COUNCIL READINGS.

SO IN MAY, MAY 3RD WE'LL, WE'LL PUBLISH OUR FINAL DRAFT OF THE PROPOSED AMENDMENTS, AS WELL AS, UM, HAVE UPDATED MATERIALS, UH, SIMILAR TO WHAT WAS PROVIDED BEFORE.

SO THIS IS WHERE THE RECAP BEGINS AND I'LL QUICKLY GO THROUGH THESE, UM, IS BECAUSE BOTH, UH, COMMISSION, UM, BUT, UH, THIS AMENDMENT CYCLE INCLUDES, UM, EMMONS TO THE POLICY DOCUMENT, AS WELL AS THE STREET NETWORK, TABLE AND MAP.

UM, THERE'S THREE POLICY ADDITIONS, AS WELL AS ACTION ITEM, REVISIONS AND ADDITIONS AND VARIOUS RADA AND MINOR DOCUMENT CORRECTIONS.

AND ALL OF THOSE ARE, ARE OUTLINED WITHIN OUR RED LINE, UM, UH, VERSION OF THE POLICY DOCUMENT WITH AN ASSOCIATED AMENDMENT LOG.

SO IT'S VERY EASY TO SEE WHAT, WHAT THOSE TRACK CHANGES ARE PROPOSED TO BE NOW THE STREET NETWORK TABLE, UM, UH, AMENDMENTS ARE ABOUT CORRECTIONS IN ALIGNMENT WITH THE LIST OF, OF, UH, CITY DOCUMENTS, OTHER CHANGES.

SO THESE ARE THE THREE POLICIES, UM, THAT WERE PRESENTED.

UH, THERE FURTHER DETAIL CAN BE FOUND WITHIN THE RED LINE, UM, SUCH AS THEIR FULL SUPPORTING TEXT TO EXPLAIN, UM, BY THIS IS A PRIORITY AND WHAT THE CITY INTENDS TO DO, UM, TO MAKE THIS A STRENGTH INSTEAD OF A WEAKNESS.

ADDITIONALLY, THE STREET NETWORK, UM, RECAP THAT THE STREET NETWORK INCLUDES EVERY STREET IN AUSTIN, IT'S EXISTING AND FUTURE CONDITIONS.

AND THOSE FUTURE CONDITIONS REFLECT THE POLICIES AND, AND TRANSPORTATION VISION FOR WHAT WE WANT OUR, OUR, UH, NETWORK TO LOOK LIKE IN THE FUTURE.

ULTIMATELY THOUGH, IT'S, IT'S USED TO IDENTIFY RIGHT-OF-WAY DEDICATION REQUIREMENTS, UM, FURTHER LAND DEVELOPMENT CODE.

SO MORE DETAIL ON THAT, UM, RIGHT AWAY, DEDICATION IS TRIGGERED DURING ZONING SUBDIVISION AND SITE PLAN.

UM, DEDICATION CAN ACTUALLY BE, UM, UH, I GUESS, POSTPONED UNTIL A LATER STAGE IN THAT PROCESS, PARTICULARLY AT SITE PLAN, WHEN MORE INFORMATION ABOUT THE SITE IS KNOWN, UM, BUT, UH, RESIDENTIAL PERMIT REVIEWS, RESIDENTIAL DEVELOPMENTS UP TO TWO DWELLING UNITS DO NOT TRIGGER REVIEW OF THE RIGHT OF WAY DEDICATION.

AND THIS IS BY VIRTUE OF IT BEING WRITTEN THAT WAY IN OUR LAND DEVELOPMENT CODE REGULATIONS, BUT IT'S NOT SOMETHING THAT THE S AND P IS REGULATING

[00:30:01]

IT'S IT'S, IT'S WRITTEN INTO THE LDC THOUGH.

UM, ONE THING TO NOTE IS THAT ONLY NEW DEVELOPMENT OR REDEVELOPMENT OF A CERTAIN SIZE OF INTENSITY WILL ACTUALLY REQUIRE A RIGHT-OF-WAY DEDICATION.

SO IT MAY BE TRIGGERED.

HOWEVER, IT STILL REQUIRES A CERTAIN AMOUNT OF DEVELOPMENT TO WHERE IT'S ROUGHLY PROPORTIONATE FOR THAT RIDE OF WEIGHT, TO BE DEDICATED THIS AMOUNTS TO, UM, UH, MORE THAN 10 SINGLE FAMILY UNITS OR OVER 15 TO 25 MULTIFAMILY.

AND THAT REALLY DEPENDS ON THE LAND VALUE OF THE PROPERTY THAT'S BEING DEDICATED.

AND YEAH.

UM, WOULD IT BE MORE ACCURATE TO SAY, INSTEAD OF SAYING RIGHT AWAY, DEDICATION IS TRIGGERED DURING ZONE A LITTLE BIT LIKE AUTOMATIC APPEARING, THOSE SIDES ARE GOING TO WORSE IF IT'S NOT TRIGGERED FIRE THAT THE FIRST OPPORTUNITY YOU HAVE RIGHT.

THAT'S A GOOD CLARIFICATION, UM, THAT IT'S, IT'S TRIGGERING THE REVIEW OR THE EVALUATION OF ADDITIONAL RIGHT OF WAY THAT MAYBE THAT, SO THE STREET NETWORK CHANGES ARE BASED ON THE UPDATED TCM, WHICH MEANS WE'RE, UH, PROPOSING UPDATES TO THE STREET LEVEL DESIGNATION ASSOCIATED CROSS SECTIONS AND REQUIRED RIGHT OF WAY.

UM, IN THE 2014 BICYCLE PLAN IS USED AS INPUT FOR THE STREET NETWORK, UH, TO HELP, UH, IDENTIFY THE ASSOCIATED CROSS-SECTION AND THE TCM BY THE TYPE OF BICYCLE FACILITY, ALL OF THOSE DETAILS PUT IT IN THE PREVIOUS, UM, PRESENTATIONS AS WELL AS THE STORY MAP PRESENTATIONS THAT WE RELEASED IN ROUND ONE AND ROUND TWO.

SO FINALLY, THE ADDITIONAL STREET NETWORK CHANGES INCLUDE, UM, PUBLIC TRANSPORTATION, PROJECT CONNECT, UH, REPLACING THE LONGTERM VISION PLAN, ADOPTED A SYSTEM PLAN, AS WELL AS REFLECTING THE ENGINEERING PLANS THAT ARE GOING THROUGH THE PROCESS.

AND, UH, THAT INCLUDES UPDATING THE TRANSIT PRIORITY NETWORK, UM, TO REFLECT, UH, THE LATEST, UM, HIGH-FREQUENCY SERVICE AND PLANNED ASSOCIATED, UH, SYSTEM MAP.

ADDITIONALLY, THE MOBILITY BONDS HAVE THE SAME PLANS.

WE'VE ALSO USED THIS OPPORTUNITY TO REMOVE ROADWAYS THAT, UM, ARE NO LONGER FEASIBLE OR DO NOT HAVE COMMUNITY SUPPORT AS WELL AS ADD ROADWAYS, UM, THAT HAVE BEEN PLANTED SINCE, UH, 2019.

UM, THE SUMMARY OF STREET LEVEL CHANGES TO UNDERSTAND THE MAGNITUDE OR SCALE OF THIS AMENDMENT PROCESS IS THAT 93% OF THE SMP STREET NETWORK, UM, IS PROPOSED TO STAY THE SAME, UM, 3% OF THE PROPOSED CHANGES, UM, FROM THOSE, UM, FLATTERED ROADWAYS THAT WE'RE ADDING TO THE STREET THAT ARE LEVEL ONE STREETS.

UM, BUT 0.6% OF THE LEVEL ONE STREETS ARE PROPOSED TO BE RECLASSIFIED TO LEVEL TWO.

UM, AND 1.9% OF LEVEL TWO STREETS, FAST TO LEVEL ONE STREETS.

AND AGAIN, THE DETAILS BEHIND THAT, UM, IS THAT THOSE LEVEL TWO STREETS, UH, ARE RECOMMENDED TO NOT HAVE DESIGNATED BICYCLE FACILITIES.

UM, SO THEY ALIGN WITH OUR LEVEL ONE STREET CROSS-SECTION INSTEAD OF TWO FIRES, UH, LESS SPACE AT THE TIME OF DEVELOPMENT REDEVELOPMENT.

AND THEN THOSE LEVEL ONE STREETS THAT ARE GOING UP TO THE TWO THAT REMAINED TO BE PROPOSED IN THE PROCESS EITHER ALREADY HAVE AN EXISTING, UM, BICYCLE FACILITY, UM, OR THE ADJACENT ZONING IS ON SINGLE FAMILY.

SO THAT'S, THAT'S IT FOR THE REMAINING SCHEDULE, UM, DO FAQ, UM, AND A REMINDER IF ANY SESSION IS ABOUT OUR RESPONSE TO FIGHTING COMMISSION'S RECOMMENDATION, I HAVE THAT, UH, TO BRING DOUBLES, RIGHT.

ARE THERE ANY QUESTIONS, COMMISSIONER SCHNEIDER? SO, UH, IN THE COMMENTS EARLIER FROM THE PUBLIC, WE HEARD, UM,

[00:35:02]

SOME CONCERNS THAT, UH, UH, THERE WERE PLACES IN, UM, LIKE BY THE CEMETERY OR BY STATE PROPERTY WHERE THE, UH, UH, THERE WASN'T ANY SORT OF REASONABLE PROSPECT OF ACTUALLY BEING ABLE TO MAKE SOME OF THE CHANGES THAT ARE OUTLINED.

AND I JUST, UH, WANTED TO GIVE OPPORTUNITY TO STAFF TO COMMENT ON THAT OR RESPOND.

OKAY.

SO, UM, UH, THE APPROACH FOR THE STREET NETWORK, UM, NOW THAT WE HAVE AN UPDATED TCN IS GLUED THOSE, UM, CROSS SECTION DETAILS, UM, AS A STARTING POINT AND ALLOW FOR THE PROJECT DEVELOPMENT PROCESS TO REVISE, UM, REVISE THE, UH, NECESSARY AMOUNT OF RIGHT OF WAY THAT'S NEEDED TO IMPLEMENT A PROJECT.

AND THAT ALSO OCCURS DURING THE LAND DEVELOPMENT PROCESS.

SO THE TCM IS THE STARTING POINT THAT WE'RE USING AS THAT RIGHT OF WAY REQUIREMENT.

UM, AND THERE'S ALWAYS GOING TO BE A NEXT STEP THAT REQUIRES A MORE DETAILED ANALYSIS, UM, TO ARRIVE AT A, UH, WHAT, WHAT MAY BE CONSIDERED ROUGHLY PROPORTIONATE AMOUNT OF RIGHT OF WAY, OR A FEASIBLE AMOUNT OF RIGHT OF WAY BASED ON THOSE TYPES OF CONSTRAINTS.

BUT THE PRIMARY GOAL IS THAT THE S AND P IS A HIGH LEVEL PLANNING DOCUMENT, AND IT CAN'T GET INTO, UM, LOWER-LEVEL PROJECT DEVELOPMENT, PHASE TYPE EVALUATION AND RECOMMENDATIONS.

SO, UH, IT'S IN PLACE AS SORT OF A COMPREHENSIVE PLAN.

YOU KNOW, IT'S POSSIBLE THAT SOME OR ALL OF THESE, UM, UH, LOCATIONS COULD CHANGE HANDS OR SOME, I MEAN, SOME OF THEM SEEM QUITE UNLIKELY, BUT THE IDEA IS THAT IT REMAINS IN PLACE PENDING, WHATEVER CHANGES HAPPEN IN THE WORLD.

AND THEN WHEN WE GET DOWN TO BRASS TACKS, THAT'S WHERE THE REAL REVIEW HAPPENS.

AND THE DECISIONS ABOUT CHANGING THE STATUS OF THE ROADWAY HAPPEN CHECK BASICALLY, RIGHT.

THAT'S CORRECT.

I MEAN, THE WAY I LOOK AT IT IS PLAN IS AN ENGINEERING PLANNING NEED TO MAKE EXACTLY THAT THE SURVEY, IF THEY DEVELOPER COMES IN AND MUSTARD OR POP THE OWNER COMES IN AND WANTS TO REDEVELOP THAT PROPERTY.

AND ONE OF THE FACTORS THAT TRIGGERS THAT IF IT'S IN THE PLAN, THERE'S AN OPPORTUNITY TO THE CITY TO LOOK AT IT AND SAY, AS PART OF YOUR PROCESS, YOU'RE GOING TO HAVE TO DEDICATE RIGHT IN THE AREA OR ADDING THE BODILY TO THE CITY AT THAT RUNWAY SPOT IN PLAN, BECAUSE WE DECIDED THAT WELL, WHEN IT GROWS OUT OF THE PLAN, THE CDD LOSES THAT OFF.

AND IF THEY MOVE FORWARD AND SAY, NOW WE WANT TO BUY THEM THIS PROTOTYPE, YOU'VE LOST YOUR OPPORTUNITY TO GAIN THAT RADICALLY FOR FREE.

NOW YOU'D HAVE TO GO TO THE TAXPAYERS AND SEND, YOU HAD TO FIT A HUNDRED PERCENT OF THE FIELD LINES RATHER THAN AS OPPOSED TO SITTING IN ALL IN FOR A DEVELOPER DEDICATED BENEFIT TO THE CITY AND A BENEFIT TO TAXPAYERS TO INCLUDE THE BOAT.

ISN'T THERE DOESN'T MEAN IT'S GOING TO HAPPEN.

JUST BEING A GREAT OPPORTUNITY FOR THE CITY TO GET THAT DEDICATION LICENSURE THERE.

UH, I THINK THAT'S, THAT'S A GOOD SUMMARY.

UM, I WOULD JUST REPHRASE FREE TO BE MORE, UH, PROPORTIONATE TO THE IMPACT.

OKAY.

IT DOESN'T COST TAX TAXPAYER MONEY, RIGHT? WHEREAS IT'S IN THE PLANNING PROCESS, YOU DECIDE, WE NOW BUY THIS RUNWAY AND WE COULD HAVE EXACTLY THAT RIGHT AWAY, RATHER DEVELOPER AT ONE POINT IN TIME NOW, THE TAX CLERK, ALL RIGHT.

ANY OTHER QUESTIONS? THE OTHER DISCUSSION ON THIS, WE HAVE A, UH, AND I WOULDN'T MAKE A MOTION THAT WE POSE THE S AND P AMENDMENTS FOR THEM TO PLAN A CONDITION ALONG WITH THE RECOMMENDATIONS FROM THE ZONING AND PLANNING COMMISSION AND STAFF CONGRESS, REPUTATIONS, THEY HAVE THREE DOCUMENTS, THEY HAVE THE AMENDMENTS ZONING AND PLANNING COMMISSION RECOMMENDATION.

YOU STILL HAVE TO HAVE COMMON PLANNING

[00:40:04]

ANY DISCUSSION ON THIS MOTION, OR A SECOND FIRST, I GUESS I NEED THAT.

AND, UH, ALL OF THESE ITEMS WERE IN THE BACKUP THAT WAS SENT TO US.

SO THEY'RE CORRECT.

CAN I ASK A CLARIFYING QUESTION? SURE.

UH, ARE, ARE WE SUPPOSED TO, UH, OPINE ABOUT, UH, I, I'M NOT EXACTLY SURE.

WHAT ARE WE SUPPOSED TO RECOMMEND THESE, LIKE, ARE WE RECOMMENDING THESE TO CITY COUNCIL THROUGH THIS BOAT OR ARE WE RECOMMENDING THEM TO THE PLANNING COMMISSION? WHAT'S, I'M ADDING TO THE PLANET, THIS COMMITTEE'S THAT BE SAYING, OR THE RECOMMENDATIONS AS THEY ARE ALONG WITH ZONING AND PLANNING COMMISSION COMMENTS, ALONG WITH STAFF'S COMMENTS ON ZONING AND PLANNING COMMISSION MOTIONS TO THE PLANNING COMMISSION AFTER APRIL MAY 10TH MEETING AND AT THE MAY 10TH MEETING PLANNING COMMISSION WILL TAKE ALL THAT INFORMATION AND MAKE A MOTION BEFORE THE CITY COUNCIL.

UH, SO COMMISSIONER SCHNEIDER, I THINK WHAT YOUR CONCERN IS, IF WE, IF WE INCLUDE THE ZONING AND PLANNING COMMISSION'S RECOMMENDATIONS, THERE WILL BE DISCUSSION ON THOSE AS WELL, BECAUSE, YOU KNOW, PLANNING MISSION IS NOT JUST GOING TO AUTOMATICALLY INCLUDE THOSE WITHOUT DISCUSSION.

RIGHT.

UM, I'M JUST SAYING INCLUDED IN THE BACKEND.

OKAY.

UH, UH, I'M, I'M A LITTLE UNCOMFORTABLE LIKE SAYING THAT I ENDORSE ALL OF THOSE THREE DOCUMENTS WITHOUT SOME FURTHER DISCUSSION.

AND I KNOW THAT'S NOT WHAT YOU'RE SAYING.

UM, UH, UH, UH, AND I ASSUME WE NEED A FULL, WE NEED A HUNDRED PERCENT VOTE IN ORDER FOR IT TO PASS.

LET ME ASK A QUESTION OF STAFF AND TD.

WHEN THIS GOES TO PLANNING COMMISSION, WILL IT ALREADY INCLUDE, DO WE NEED TO POINT IT OUT IN THE, I'M ASSUMING THAT'S, WHAT'S GOING TO GO TO , THAT'D BE PACKING THE AMENDMENTS ALONG WITH WHATEVER OTHER AND SAYING, YEAH, IT'S GOING TO BE THERE.

THAT'S WHAT OUR COMMITTEE IS RECOMMENDING BECAUSE WE ARE A COMMITTEE OF BOTH ZONING AND PLANNING COMMISSION AND PLANNING COMMISSION, BUT I DON'T WANT TO LEAVE OUT ONE ENTITIES INTEREST TO SAY, HEY, DON'T IGNORE WHAT THEY DID.

JUST LOOKING AT WHAT PLANNING COMMISSION'S GOT TO DO.

I'M SAYING HAVE ALL THAT FORWARD AND HAVE ALL THAT PRESENTED ON COMMISSION PLANNING.

COMMISSION HAS EVERYTHING IN FRONT OF THEM.

THEY CAN DO WHAT THEY WANT WITH IT AT THAT POINT IN TIME, BECAUSE ATD WILL PROVIDE THIS ANYWAY.

SO I'M NOT ENDORSING PLANNING AND ZONING COMMISSION THAT MUSCLE THAT SAYING, IT'S NOT GOOD.

I'M JUST SAYING, PASS THAT ON TO PLANNING COMMISSION ANY, WELL, WE DON'T HAVE THE SECOND, SO YES, GO AHEAD.

COMMISSIONER COX.

SORRY.

I I'M ON MY PHONE.

I'M TRYING TO TURN ON MY CAMERA, BUT MY PHONE WON'T LET ME DO IT FOR SOME REASON, BUT ANYWAYS, UM, I'D LIKE IF, IF WE HAVE TIME, I THINK IT WOULD BE HELPFUL IF STAFF KIND OF GAVE US A RELATIVELY BRIEF OVERVIEW OF THEIR RESPONSE TO THE ZONING AND PLANNING COMMISSION RECOMMENDATIONS.

IF, IF, IF AN ULTIMATE MOTION IS GOING TO INCLUDE THAT, UM, THEN I THINK IT'D BE HELPFUL TO HAVE THAT DISCUSSION WITH STAFF.

OKAY.

UM, SO THE TIME IS 1258.

UM, I MEAN KIND OF THE WAY I LOOK AT IT, THIS IS A JOINT COMMITTEE OF BOTH THE ZONING AND PLANNING COMMISSION AND THE ATLANTIC COMMISSION, BOTH ENTITIES ARE EQUALLY REPRESENTED.

ALL I'M SAYING IS WHEN YOU TAKE IT TO THE PLANNING COMMISSION INCLUDE WHAT THE OTHER HALF OF THIS COMMITTEE RECOMMENDED.

SO WHY DON'T WE HAVE GO AHEAD AND HAVE CITY STAFF COMMENT ON, UH, TAKE ABOUT THREE, FIVE MINUTES.

IS THAT ALL RIGHT TO COMMENT ON ZONING AND PLANNING, COMMISSIONS, UM, RECOMMENDATIONS AND THE RESPONSE FROM STAFF? YEAH.

AWESOME.

UM, SO WHAT WE HAVE IN THE BACKUP IS, UH, OUR BOARD AND COMMISSION RECOMMENDATION LOG THAT WILL CARRY FORWARD TO, UM,

[00:45:01]

COUNCIL.

SO THEY'LL SEE EACH RECOMMENDATION MADE, UM, AS WELL AS STAFF'S RESPONSE AND NOTES ON THAT RESPONSE.

SO THE FIRST RECOMMENDATION FROM ZAP, UM, WAS TO ENCOURAGE CITY COUNCIL, UM, THAT THERE SHOULD BE NO STREET-LEVEL CHANGES IN THE ACMP EXCEPT TO INCORPORATE THE PROJECT CONNECT SYSTEM PLAN AS DIRECTED BY AUSTIN CITY COUNCIL.

UM, STAFF DOES NOT SUPPORT THIS CHANGE AND THE REASONS WERE INCLUDED WITHIN THE PRESENTATION, UM, UH, WITHIN THE PURPOSE, UH, SLIDE, UH, REFERENCING APPENDIX B, IF THEY ADOPTED ACMP THAT PROVIDES THE GUIDANCE FOR WHEN MODIFICATIONS TO THE STREET NETWORK REQUIRES CITY COUNCIL APPROVAL.

UM, SO WE ARE NOT PRECLUDED FROM ADVANCING, UH, PROPOSED AMENDMENTS TO THE STREET NOW WORK, UH, THAT REQUIRE RIGHT OF WAY CHANGES.

AND STOP ME IF YOU WANT TO DISCUSS A SPECIFIC RECOMMENDATION, OTHERWISE I'LL KEEP GOING.

UM, THE SECOND RECOMMENDATION WAS FOR NOTIFICATION TO PROPERTY OWNERS AND TENANTS WHOSE FRONTAGE IS LISTED FOR POTENTIAL RIGHT-OF-WAY DEDICATION, UH, BE NOTIFIED IN THEIR PRIMARY LANGUAGE BEFORE CITY COUNCIL VOTE ON THE ASM P AND STAFF DOES NOT SUPPORT THIS CHANGE.

UM, THE EXPLANATION IS THAT PER CITY CHARTER REQUIREMENTS, UM, IT OUTLINES THAT NOTIFICATION IS REQUIRED, UM, UH, FOR A PUBLIC HEARING, 16 DAYS IN ADVANCE OF THE PUBLIC HEARING FOR, UM, AMENDMENTS TO THE COMPREHENSIVE PLAN, WHICH, UH, IS, UH, INCLUDES THE SMP.

UM, IN ADDITION TO THE, UH, CHARTER REQUIREMENTS, THE ASN P AMENDMENT PROCESS DID HOLD TWO ROUNDS OF PUBLIC ENGAGEMENT, UM, BEFORE POSTING THIS FINAL DRAFT OF THE PROPOSED AMENDMENTS, UM, AND IT INCLUDED, UH, UM, UH, ADDITIONAL EFFORT FOR, UM, UH, UH, PUBLIC OUTREACH IN HISTORICALLY UNDERREPRESENTED AREAS.

UM, BUT PRIMARILY THE THING TO UNDERSTAND IS THAT ASM P IS PART OF THE COMPREHENSIVE PLAN AND IT ISN'T A PROJECT DEVELOPMENT PROCESS.

UM, AND IT WOULD BE OUT OF SYNC, UH, FOR US TO SEND OUT NOTIFICATION TO PROPERTIES, UM, IN ADVANCE OF A PROJECT DEVELOPMENT OCCURRING QUESTION.

JUST A CLARIFICATION ON THAT WILL THE, UH, REQUIRED NOTIFICATIONS THAT YOU DO MAKE BE IN MULTIPLE LANGUAGES, OR IS IT ONLY GOING TO BE THE NOTIFICATION, UH, SENT OUT TO THE COMMUNITY REGISTRY WILL BE IN ENGLISH AND SPANISH.

UH, AGAIN, DEVELOP AN OFFICER FROM AUSTIN TRANSPORTATION DEPARTMENT, UH, JUST TO PROVIDE SOME CLARIFICATION TO THE EXISTING, UM, HOMEOWNERS AND EXISTING LANDOWNERS WITH THE POSSIBLE ADOPTION OF THIS SMP UPDATE.

UM, THE ADDITIONAL RIGHT-OF-WAY REQUIREMENT IS NOT GOING TO BE TRIGGERED FOR THE EXISTING LANDOWNERS.

IT IS BASICALLY FOR THE RIGHT-OF-WAY PLANNING FOR LONG RANGE COULD BE 20 YEARS, COULD BE 25, COULD BE 50 WHENEVER THERE IS AN INTENSIVE DEVELOPMENT.

THE INTENT IS REALLY TO MAKE SURE THE CITY HAS THE OPPORTUNITY TO, UM, EVALUATE THE RIGHT-OF-WAY DEDICATION AND WHEN THE ENTIRE NEIGHBORHOOD OR IMPAIRED STREET GETS REDEVELOPED AND THE CITY IS ABLE TO SECURE THE RIGHT-OF-WAY DEDICATION, THEN THE PRODUCT DEVELOPMENT PROCESS TRIGGERS, AND THERE IS GOING TO BE A SIGNIFICANT PUBLIC ENGAGEMENT AT THAT POINT.

AND IT COULD BE FIVE YEARS, COULD BE 10, COULD BE 50 NEXT RECOMMENDATION FROM SAP, UM, WAS TO INCLUDE, UH, OR TO COMPLY WITH TITLE SIX, UM, WHICH IS, UH, HAS TO DO WITH EQUITY AND ENGAGEMENT AND PROVIDING MEANINGFUL OPPORTUNITY FOR PUBLIC COMMENT.

UM, BUT IT ALSO INCLUDES REFERENCE TO, UM, ENGAGEMENT AROUND THE JOINT POWERS AGREEMENT FOR PROJECT CONNECT, AS WELL AS THE TX WALK BACK ROLE, UM, PLANNING PROCESS, UM, AND IT STATED RACIAL EQUITY, UM, GOALS STAFF DOES NOT OPPOSE THIS RECOMMENDATION, UM, AS THE SMP, UH, PRIORITIZES EQUITABLE OUTREACH, IT REFERENCES TITLE SIX ON PAGE 9, 2 19 OF THE PLAN UNDER FRAMEWORKS FOR EQUITY.

UM, AND AGAIN, UH, WE BELIEVE THEY SENT THE AMENDMENT PROCESS, WENT BEYOND THE CHARTER REQUIREMENTS, UH, TO PROVIDE OPPORTUNITIES FOR PARTICIPATION THROUGH TWO ROUNDS OF ENGAGEMENT, WHICH INCLUDED

[00:50:01]

MATERIALS IN ENGLISH AND SPANISH, AS WELL AS TARGETED SOCIAL MEDIA ADVERTISING AND FLYERS IN LIBRARIES.

ADDITIONALLY, UM, THIS, THIS, UH, PLANNING TEAM IS PARTICIPATING IN THE ATX WALK BACK ROLE PLANNING PROCESS, AND WE'RE COORDINATING WITH EQUITY OFFICE, UM, AND WORKED WITH EQUITY OFFICE TO DEVELOP THE EQUITY FRAMEWORK, THAT CENTERS, THAT PLANNING EFFORT ON RACIAL EQUITY.

UM, AND WE ALSO, UM, LEAD COORDINATION OF THE, THAT EFFORTS COMMUNITY AMBASSADOR PROGRAM.

UM, SO WE FEEL, UM, CONFIDENT THAT THAT, THAT PLANNING PROCESSES IS, IS COMPLYING OR DOING THE BEST THAT IT CAN TO PROVIDE OPPORTUNITIES.

UM, ANY QUESTIONS ABOUT THAT ONE, THE NEXT ONE, UH, IS ABOUT THE TRANSIT PRIORITY NETWORK, UH, UH, BE EXPANDED ONLY WHEN TRANSIT SERVICE IS ADDED.

STAFF DOES NOT SUPPORT THIS CHANGE.

UM, THE REASON BEING IS THAT THE S AND P IS A LONG RANGE PLANNING DOCUMENT.

IT HAS SEVERAL POLICIES, UH, AND ACTION ITEMS, UH, THAT RELATE TO IT THAT DIRECT CITY STAFF TO IMPROVE AND SUPPORT THE SPEED AND RELIABILITY OF, OF OUR PUBLIC TRANSPORTATION SYSTEM OVERALL, BUT WITH A FOCUS ON THE TRANSIT PRIORITY NETWORK.

SO, UM, THESE AMENDMENTS, UH, ARE PROPOSED, UH, TO UPDATE THE TRANSIT PRIORITY NETWORK TO REFLECT EXISTING HIGH-FREQUENCY TRANSIT SERVICE AND PLAN SERVICE.

THAT'S IDENTIFIED WITHIN THE HORIZON YEAR OF THE PLAN TO OPERATE.

AND THE REASON WE NEED TO INCLUDE TRANSIT PRIORITY NETWORK FOR PLAN SERVICE IS TO ENSURE THAT IF THERE IS ANY, UH, PLANNING OR PROJECT DEVELOPMENT PROCESS THAT OCCURS THAT IT UNDERSTANDS THAT IT NEEDS TO, TO PLAN FOR AND CONSIDER TRANSIT AS A PRIORITY ALONG THOSE CORRIDORS, WHEN THOSE DECISIONS ARE MADE.

UH, THE, THE LAST RECOMMENDATION, UM, IS TO, UH, RECOMMEND BEFORE A REVISED BICYCLE PLAN IS INCORPORATED INTO THE S AND P UH, STREET LEVEL ONE B SHOULD BE ADDED TO THE TRANSPORTATION CRITERIA MANUAL THAT INDICATES THE PRESENCE OF A BICYCLE LAND FOR BOTH CURVED AND NON CURVED STREET DESIGNS WITHOUT RAISING THE RIGHT OF WAY REQUIREMENTS TO MATCH LEVEL TWO STREETS.

AND THAT ONLY APPROVED AND SAFE BIKE ROUTES BE INCLUDED.

SO STAFF SUPPORTS ELEMENTS OF THIS CHANGE.

UM, HOWEVER, UM, THE, THE MAIN THING TO UNDERSTAND, UM, AGAIN, IS THE INTENT OF THE STREET NETWORK IS TO USE THE TCM AS THE STARTING POINT AND THE RIGHT OF WAY, UM, PLANNING PROCESS AND, UH, THE DEDICATION REQUIREMENTS.

SO WE USE THE LEVEL TWO STREET CROSS-SECTION AS THE MAXIMUM AMOUNT OF RIGHT-OF-WAY THAT MAY BE NEEDED AT THE TIME OF REDEVELOPMENT.

UM, BUT IN PRACTICE, WHENEVER A BICYCLE FACILITY GETS ADDED TO AN EXISTING STREET, UM, WE EFFECTIVELY IMPLEMENT WHAT'S BEING CONSIDERED A STREET LEVEL ONE B BECAUSE THOSE BICYCLE FACILITIES ARE BEING DESIGNED USING THE FLEXIBLE DESIGN CRITERIA TO FIT WITHIN THOSE EXISTING CONDITIONS.

SO WE'RE, WE'RE ABLE TO ACCOMPLISH A STREET LEVEL ONE B IN PRACTICE WHEN A PROJECT IS BEING, UH, DESIGNED.

UM, BUT AGAIN, THE GOAL OF THE STREET NETWORK IN THE S AND P IS FOR RIGHT OF WAY DEDICATION PURPOSES.

SO WE NEED TO HAVE THE ULTIMATE RIGHT OF WAY REFLECTED IN THE STREET NETWORK FOR THAT OPPORTUNITY.

UM, SO THAT IT'S NOT MISSED AT TIME OF REDEVELOPMENT.

UM, SO FINALLY, UM, STAFF STAFF, UH, THAT SUPPORT CONTINUING TO DISCUSS THIS, THIS RECOMMENDATION AND FUTURE UPDATES TO THE TCM, UH, AGAIN, DEVELOPMENT OFFICER, AUSTIN TRANSPORTATION DEPARTMENT.

SO ON THE LAST RECOMMENDATION, UM, OR RESPONSES TO THE COMMENTS, BUT COLE IS TRYING TO SAY IS THAT WE ALREADY HAD THE PROBATION AND THE TCM AND THE FULL RIGHT-OF-WAY REQUIREMENT IS A STARTING POINT, BUT WE PROVIDED A LOT OF CONTEXT-SENSITIVE DESIGN GUIDANCE IN THE TCN THAT ALREADY ALLOWS US TO PROVIDE THE BICYCLE FACILITY, PUTTING THE CONSTRAINT RIGHT AWAY.

ALL RIGHT.

THANK YOU.

ARE THERE ANY OTHER QUESTIONS? YEAH, CHAIR, UM, COULD STAFF, UH, THIS MAY BE A HARD QUESTION TO ANSWER, BUT

[00:55:01]

I'M CURIOUS WHAT THEY THINK THE OPPORTUNITY COSTS HERE IS TO THE CITY, IF, UH, IF FOR SOME REASON THESE AMENDMENTS, UM, OR IF THIS UPDATE WAS NOT APPROVED, OR IF IT WAS SLOWED DOWN IN, IN ANY WAY, WHAT, WHAT DO THEY THINK IS THE, THE, THE NEGATIVES OF MAP? UM, SO I CAN TRY TO RESPOND TO THAT QUESTION.

UH, I GUESS THE BIGGEST CHALLENGE AND THE RISK IS THAT PROJECT CONNECT HAS UPDATED THEIR DESIGN PLAN.

AND IF WE DO NOT MOVE FORWARD WITH THIS PARTICULAR PLAN, THE CITY AND PROJECT CONNECT WILL LOSE THE OPPORTUNITY TO INCORPORATE THEIR DESIGN ELEMENT AND THE RIGHT OF WHERE THAT PROJECT CONNECT MIGHT NEED.

THE CITY OWNED, BE ABLE TO REVIEW THAT ENABLER THAT AT THE TIME OF THE DEVELOPMENT PROCESS.

SO THAT'S NUMBER ONE, UH, SAME WAY WITH RESPECT TO UPDATING OR UPGRADING, UH, LEVELS OF ITS STREETS.

IF WE DO NOT MOVE FORWARD WITH THOSE, WE ARE GOING TO LOSE THE OPPORTUNITIES TO EVALUATE THE STREETS AT THE TIME OF DEVELOP DEVELOPMENT PROPOSALS OR THE DEVELOPMENT PROPOSALS.

AGAIN, WITH THE RIGHT OF WAY, DEDICATION IS NOT REALLY, UH, DIRECTING STAFF TO WIDEN THE PAVEMENT OR MAKE CHANGES AWAY RIGHT AWAY.

IT IS A LONG-TERM PROCESS TO GET ALL THE RIGHT RIGHT-OF-WAYS FOR ANY PROJECT LEVEL ASSESSMENT.

AND AS WE KNOW RIGHT NOW, UM, THE WRITER FOR COST ARE INCREASING SIGNIFICANTLY.

SO IF WE DO NOT INCORPORATE ALL THE CHANGES AND INCORPORATE ALL THESE NEW PLANS FROM OTHER PROJECT PLANS INTO THE MOTHER OF PASSPORTS AND PLAN DOCUMENT, THEN IT WOULD PRECLUDE THE CITY TO BE ABLE TO ASSESS ALL THESE OPPORTUNITIES.

YEAH, I'LL, I'LL ADD THAT, YOU KNOW, DEVELOPMENT ISN'T SLOWING DOWN IN AUSTIN AND, AND, YOU KNOW, WHEN DEVELOPMENT OCCURS, UM, THAT'S WHEN THE S THE CITY, UH, WHEN THE FRAMEWORK, OUR BACKBONE OR OUR TRANSPORTATION NETWORK IT'S ESTABLISHED.

SO OUR RIGHT OF WAY HAS BEEN ESTABLISHED OVER OVER DECADES.

UM, SO AS IT BEGINS TO REDEVELOP, THAT'S OUR OPPORTUNITY TO INCORPORATE THESE UPDATED STREET DESIGN STANDARDS THAT WE KNOW ARE DEFICIENT CURRENTLY FROM A SAFETY PERSPECTIVE, UM, AS WELL AS OTHER, UH, COMMUNITY GOALS LIKE PROVIDING STREET TREES, UM, FOR, FOR AIR QUALITY AND CLIMATE.

SO, UM, WHAT ULTIMATELY, I THINK THE OPPORTUNITY COSTS, UM, BOSS IS, IS VERY SIMILAR TO WHAT HAPPENED IN THE RAINY NEIGHBORHOOD WHERE ZONING CHANGED AND THE TRANSPORTATION WORK DID NOT.

AND WE KNOW VERY WELL THAT, UH, THE NETWORK IS, IS, DOES NOT IT'S IT'S DEFICIENT, UM, TO, TO WHAT IT NEEDED TO BE.

SO, SO WHAT I'M, WHAT I'M HEARING IS THAT THIS IS LARGELY TO ENABLE THE CITY TO ACQUIRE RIGHT OF WAY WHERE, WHERE THEY THINK IT'S GOING TO BE NEEDED FOR, FOR FUTURE, UM, MOBILITY REASONS.

UM, AND THAT'S WHY THIS UPDATE IS, IS LARGELY NEEDED SO THAT THE CITY DOESN'T LOSE OUT ON THE CHANCE TO HAVE REDEVELOPMENT, UM, HANDOVER THAT RIGHT AWAY, THAT THAT'S NEEDED.

BUT I'M LOOKING AT THE SUMMARY OF THE STREET LEVEL CHANGES THAT WAS PRESENTED.

IT DOES SAY THAT 93% OF THE STREET NETWORK IS PROPOSED TO MAINTAIN THE SAME, UM, STREET LEVELS.

AND SO IT IS, IS THAT REMAINING 7% REALLY, TRULY FOCUSED ON THE PROJECT CONNECT, UM, ITEMS WHERE WE THINK THAT THAT RIGHT WILL BE NEEDED TO ACCOMMODATE THAT, OR, UM, IS, IS THERE REALLY MORE, IS THERE MORE TO THAT, OR IS THAT ESSENTIALLY KIND OF THE BOTTOM LINE HERE? UM, SO, SO WHAT'S NOT CAPTURED IN THAT STREET LEVEL, UM, CHANGE TABLE IS THAT, UH, PROJECT CONNECT TO BORDERS, AREN'T ACTUALLY CHANGING STREET LEVELS, BUT THEIR RIGHT OF WAY REQUIREMENTS ARE CHANGING.

SO MANY OF THOSE ARE ALREADY DESIGNATED AS A LEVEL THREE STREETS.

UM, BUT THE UNDERLYING RIGHT OF WAY, RE GARMENTS HAVE BEEN UPDATED

[01:00:01]

TO REFLECT WHAT'S IN THE ENGINEERING PLANS.

OH, OKAY.

ALL RIGHT.

I SEE THAT, THAT MAKES, THAT MAKES MORE SENSE.

AND I APPRECIATE THAT.

THANKS.

ALL RIGHT.

ARE THERE ANY OTHER QUESTIONS, UM, MR. SMITH, DO YOU WANT TO RESTATE YOUR MOTION AND SEE IF WE CAN? I MEAN, MY MOTION WAS TO FORWARD THE RSM P CHANGES ALONG WITH THE RECOMMENDATION FROM THE ZONING PLANNING COMMISSION, AND ALSO INCLUDE STAFF'S COMMENTS ON THE MOTION BY EXOTIC, PLENTY OF PATIENTS, ALL THOSE, ALL THAT INFORMATION IS PROVIDED AS BACKUP TO THE PLANNING COMMISSION.

AND WHEN I HEAR THE CASE ON MAY 10TH, I CAN SECOND THAT.

OKAY.

SECOND BY COMMISSIONER COX.

WAS IT? YES.

YES.

I HAVE A QUESTION OR A COMMENT.

GO AHEAD, COMMISSIONER STEINER.

UM, I, I THINK I'M OKAY WITH THIS.

UM, IT SOUNDS LIKE WHAT WE'RE DOING IS NOT MAKING A RECOMMENDATION.

WE'RE SIMPLY FORWARDING STAFF PROPOSAL ON THE RECOMMENDATION OF STAFF COMMENTS.

I'M FINE WITH THAT.

YES.

ALL RIGHT.

WE'RE READY TO TAKE A VOTE.

UM, RAISE YOUR HAND IF YOU VOTE YES.

OR SAY YAY.

COMMISSIONER.

THAT IS UNANIMOUS FOUR ZERO.

THANK YOU VERY MUCH.

THANK YOU, ATD.

UM, SO WE WILL FORWARD THESE WITH OUR, UM, JUST OUR PART APPROVAL OR RECOMMENDATION FROM, FROM THIS.

UM, NOW WE'VE GOT OLD BUSINESS, NOTHING.

ALL RIGHT.

AND

[4. FUTURE AGENDA ITEMS]

FUTURE AGENDA ITEMS. WE HAVE ANY FUTURE AGENDA ITEMS. YEAH.

SURE.

CAN YOU REMIND, UH, CAN YOU REMIND US THE NEXT MEETING AND IS THAT WHERE WE'RE DISCUSSING, UH, INDUSTRIAL ZONING? YEAH.

WAS THAT WOULD BE, UH, JUNE 9TH AND, UH, WE SHOULD HAVE THE INDUSTRIAL STUDY ON THAT AGENDA.

ALL RIGHT.

ANY NEW ITEMS OR FUTURE AGENDA ITEMS? ALL RIGHT.

I JUST WANNA THANK EVERYONE FOR BEING HERE AND WE WILL, UM, CALL THIS MEETING ADJOURNED.

THANK YOU.

THANK YOU.
