UM, SO THEY'RE ADDING AN ADDITIONAL $9.5 MILLION WORTH OF FUNDING TO THIS PROJECT. UM, AS WELL AS, UH, CHANGING THE SCOPE. UM, IT WAS ORIGINALLY IT'S A TWO LANE HIGHWAY THAT WAS GOING TO HAVE AN OPERATIONAL LANE, A TURN LANE, BUT IT'S NOW GOING TO GO FROM A TWO LANE TO A FOUR HIGHWAY. UM, THEY'RE GOING TO SOLVE CONTINUOUS TURN LANE, WIDEN THE PAVE SHOULDERS, AND THEY'VE ALSO ADDED THE MULTIMODAL BIKE PED ELEMENT AS WELL THROUGH SIDEWALKS. AND SO, UM, UH, A COUPLE OF OTHER THINGS, I JUST WANT TO, UH, POINT OUT THAT AS SAFETY, I THINK, UM, YOU KNOW, THE MAJORITY OF THE FUNDING FOR THIS PROJECT. UM, A MATTER OF FACT, I THINK THERE WAS A FATAL CRASH ABOUT THREE WEEKS AGO, UM, RIGHT AT THE INTERSECTION OF TESLA DRIVE AND FM 9 73. SO THIS PROJECT WILL HELP ADDRESS THAT ALONG WITH THE ADDITIONAL TRAFFIC THAT'S COMING OUT OF THE TESLA PLANT. UM, AS A RESULT OF THAT, UM, ONE OF THE THINGS I DID WANT TO, UH, I DID GO AND CHECK ON THE AUSTIN STRATEGIC MOBILITY PLAN. UH, THIS PROJECT IS CONSISTENT WITH WHAT'S LISTED IN THERE AS WELL, UH, GOING FROM A TWO-LANE TO A FOUR-LANE HIGHWAY. UH, ONE OF THEM IS ALSO IN A PORTION OF, UH, COLDWELL COUNTY, BUT WE HAVE THE FM ONE 10 PROJECT, WHICH IS ON THE TOP SLIDE THERE. THAT IS A NEW LOCATION ROADWAY THAT IS CURRENTLY UNCLASSIFIED, UM, UNDER CONSTRUCTION NOW. AND YOU CAN SEE IT RUNS, UH, SOMEWHAT PARALLEL TO FROM KYLE DOWN TO SAN MARCUS. UM, AND THAT IS, UH, BEING REQUESTED TO BE, UH, CLASSIFIED AS A MINOR ARTERIAL. UM, AND THEN WE'VE ALSO GOT FM 2001. UH, THIS IS CURRENTLY FUNCTIONING AS A MAJOR COLLECTOR. UM, YOU CAN SEE, UH, PRETTY MUCH THE UI, THE PROJECT IS NEEDED, AND IT MAKES A SERIES OF 90 DEGREE RETURNS IN BETWEEN 35 AND SH 21. UM, AND SO TXDOT AND HAYES COUNTY TOGETHER, UM, AND WE'VE ACTUALLY FUNDED A PORTION OF THIS PROJECT AS WELL. THE, UH, THE EASTERN PORTION WE'LL HAVE CAMPO STG FUNDING ON IT. UM, BUT IT'S BASICALLY GOING TO UPGRADE EXISTING PORTIONS AND THEN A PIECE OF IT IS GOING TO BE NEW LOCATION AS WELL, WHERE IT'S STRAIGHTENING OUT, UH, THAT CONNECTION PIECE BETWEEN THOSE TWO MAJOR FACILITIES. UM, SO THAT IS ALSO BEING REQUESTED TO BE A MINOR OR TIER REAL. UM, SO THAT'S JUST A HIGH-LEVEL SUMMARY THERE. THOSE ARE INCLUDED THERE AS WELL. SO IT'S NOT JUST ROADWAY PROJECTS THAT ARE LISTED THERE. UM, IT'S JUST RELATED TO THE TYPE OF, UH, WHERE THE FUNDING IS COMING FROM. SO, UM, AND ALL OF THE ROADWAY PROJECTS ARE MULTIMODAL THAT ARE LISTED IN THAT PROGRAM. UM, AND THEN THE TRANSIT PRODUCTS, WE DO HAVE OUR FORMULA FUNDING FOR, UM, OUR TRANSIT OPERATORS IN THE REGION. WE ALSO NEED A MEANS TO VET THESE TECHNOLOGIES, TO ESTABLISH A PRE-APPROVAL PROCESS, TO BE ON A PUBLIC ROADWAY. WE ARE PROPOSING A TEST AND IMPROVING CENTER CALLED SMART TRACK. A SMART TRACK WILL FURNISH A PLATFORM FOR A PUBLIC PRIVATE COLLABORATION ON TECHNOLOGY SOLUTIONS, BUT ALSO BE A PROVING GROUND TO VET THE SOLUTIONS. IT ALSO PROVIDE RESEARCHERS, THEY ANTICIPATE, UH, ANY TYPE OF ANTICIPATED AND REACTIVE ANTICIPATED CHANGES IN THESE FUTURE TRENDS FOR EMERGING TECHNOLOGY. THE STEPS WOULD BE ONCE WE FORMED A SUBCOMMITTEE, IT'S BASICALLY TO ESTABLISH COMMON GOALS AND CRITERIA TO, UH, TO ADD TO OUR REGIONAL ITS PLAN ACROSS ALL JURISDICTIONS, UH, DEFINE PROTOCOLS AND VETTING CRITERIA FOR THESE TECHNOLOGIES, UH, DETERMINE POTENTIAL FUNDING SOURCES, SUCH AS GRANTS, AND TO PARTNER ON THE CONSTRUCTION OF THE TRACK, ESTABLISH A REVIEW BOARD AND GOVERN THE OPERATION LONGTERM. SO, UM, UM, OUR LEGAL COUNSEL, MR TAGHI AND I SAT DOWN, WENT THROUGH THE FOUR APPLICATIONS AND LOOKED AT, UM, THE REQUIREMENTS LAID OUT IN STATE STATUTE, UH, AT A MINIMUM AS A MINIMUM SCREEN, UH, FOR THAT, UH, OUR DETERMINATION WAS THAT ALL FOUR, UH, CANDIDATES MEET THE MINIMUM QUALIFICATIONS LAID OUT IN STATE STATUTE. AND SO WHAT WE ARE RECOMMENDING TO THIS BODY IS THAT ALL FOUR APPLICANTS BE INTERVIEWED, UH, BY THE NOMINATING COMMITTEE, UH, THAT WAS SET UP, UM, PREVIOUSLY. SO, UH, UH, CAMPBELL STAFF HAS BEGUN TO, UM, CONTACT, UH, THE APPLICANTS AND, UH, THE NOMINATING COMMITTEE MEMBERS TO COORDINATE SCHEDULES. SO WE CAN GET THE INTERVIEW SCHEDULED FOR THE WEEK OF MAY 23RD. UH, AND THEN, UH, ONCE THOSE INTERVIEWS ARE DONE, UH, THE NOMINATING COMMITTEE WILL COME BACK TO THIS BODY AT THE JUNE 13TH MEETING AND MAKE A RECOMMENDATION, UM, FOR AN APPOINTEE IN THIS BODY THAT WILL BE AN ITEM POSTED. I PROMISE YOU, IT WILL BE POSTED IN THE ACTION SECTION, UM, THAT WILL, THAT, UH, WE'LL ASK FOR APPROVAL OF, UH, AN APPOINTEE. ALL RIGHT. UM, WHAT WAS MAINLY TALKED ABOUT WAS A, UM, MAYBE SOME SORT OF CAMPAIGN THAT WILL BE SIMPLE, SIMPLE, SIMILAR TO DON'T MESS WITH TEXAS, BUT FOR SAFETY, I GOT MIXED FEELINGS ABOUT THAT. I THINK WE'VE GOT A LOT OF PROGRAMS THAT ARE EFFECTIVE NOW. I'M NOT SURE HOW MUCH MORE THAT WOULD DO. UM, ONE OF THE THINGS I AM INTERESTED IN HEARING MORE ABOUT, UH, IS, UH, THE POTENTIAL. SO THE SAFETY MONEY, UM, AND THE CONGESTION MITIGATION AIR QUALITY WHEN HE COMES THROUGH THE STATE FIRST AND THEN GOES, UM, TO SOME OF THE REGIONS, AIR QUALITY IN PARTICULAR, UH, WE'VE HAD IN THE LAST FIVE OR SIX MONTHS, UM, WHERE BOTH HOUSTON AND DALLAS HAVE TURNED BACK, UH, HUNDREDS OF MILLIONS IN CONGESTION, MITIGATION AND AIR QUALITY AND MONEY TO THE FEDERAL GOVERNMENT, BECAUSE IT WAS NOT SPENT TIME, UM, THAT MONEY CAN BE MOVED TO HELP THEM SPEND THAT. AND I HAVE BEEN, I HAVE BEEN LOBBYING LOOK, NO I DON'T LOBBY. I EDUCATE. SO I HAVE BEEN, BUT IT WASN'T AN ELECTED OFFICIAL. UM, SO I HAVE BEEN, UM, UH, EDUCATING ABOUT OUR ABILITY TO SPEND, UM, SOME OF THAT MONEY. SHOULD IT COME TO US IN THE FORM OF CITIBANK MONEY, OR IF IT WAS CONVERTED, UH, OVER TO CON TO, UM, SURFACE TRANSPORTATION BLOCK GRANT ON FUNDING. UM, WE COULD USE SOME OF THAT MONEY TO FUND SEVERAL SAFETY RELATED PROJECTS, BUT ALSO, UM, WE HAVE THINGS, UM, THAT COULD MEET THE QUALIFICATIONS UNDER EQUALITY. UM, WHEN THEY IMPORTANT THINGS IS THAT WE HAVE A POLICY IN PLACE THAT, UH, PROJECTS HAVE TO, UM, MAKE CONTINUAL [00:50:01] PROGRESS IN ORDER TO KEEP THE FUNDING THAT WE, UM, UH, ALLOCATE TO THEM. AND SO I W I DID WANT TO HIGHLIGHT JUST A FEW PROJECTS THAT HAVE HAD SOME SIGNIFICANT CHANGES. UH, THE CITY OF AUSTIN, UH, AUSTIN DEMANDER TRAIL, UM, HAS INCLUDED THEIR ENVIRONMENTAL AND THEY ARE SCHEDULED TO LET, UM, LATER THIS YEAR, I THINK LATER THIS SUMMER, ACTUALLY IN AUGUST, UH, VIOLET CROWN TRAIL IS UNDER CONSTRUCTION CURRENTLY, UM, AND FM 2001, UH, THAT PROJECT DID ONE POINT THAT OUT IT WAS EXPERIENCING DELAYS PREVIOUSLY, BUT WE ARE WORKING, UM, WITH THE CITY OF UTA AND THE AREA OFFICE, AND THEY ARE MOVING FORWARD WITH OUR PROJECT AND HOPE TO LET THAT IN AUGUST AS WELL. UM, SYDNEY FOR MY ROCKS GOT OF SCHOOL ROAD HAS LED, AND THEN HAYES COUNTY HAS HAD SOME, UH, QUICK SUCCESS WITH ARM 12 AT FM 32 37. THAT PROJECT WAS REFUNDED. I WANT TO SAY NOVEMBER. UM, AND THEY'RE MOVING FORWARD TOWARDS LETTING AT WARP SPEED WITH THAT. AND THEN WE'VE GOT SH 80, THAT'S A SAFETY PROJECT THAT HAS LED AND THEN CALDWELL COUNTY, THAT WAS A PROJECT, UM, AS A COLDWELL COUNTIES PROJECT, AND THEN CAMPUS HELPING ADMINISTER THAT PROJECT. UM, WE'RE STEADILY MOVING THROUGH PRELIMINARY ENGINEERING AND DESIGN. UM, AND WE'VE ALSO STARTED THE ENVIRONMENTAL PROCESS WITH THAT AS WELL. UM, IF YOU'RE LOOKING THROUGH THE REPORT IN THE BACK, WE DID NOT RECEIVE REPORTS, UH, FROM THIS LIST HERE. SO THIS LOOKS VERY FAMILIAR, BUT THE DAY WE PROCESSED THAT ADMINISTRATIVE AMENDMENT, UM, THE FEDERAL TRANSIT ADMINISTRATION, UH, RELEASED THEIR FISCAL YEAR 2023 FUNDING RECOMMENDATION, UH, WHICH INCLUDES THE CHANGES THAT NEED TO BE REFLECTED IN THIS PROJECT LISTING. UM, AND IT'S ACTUALLY GOOD NEWS. UH, SO THE FEDERAL PORTION, UM, IT WAS SUPPOSED TO BE A 50% COST SHARE BETWEEN THE LOCAL GOVERNMENT AND CAP METRO. UM, THE, UH, UPDATED RECOMMENDATION IS NOW THAT THEY'RE BOTH, UH, AROUND 63% FEDERALLY FUNDED. UM, SO IT'S AN INCREASE IN THE FEDERAL SHARE. SO, UM, THAT'S BEEN REFLECTED AND THE ADMINISTRATIVE AMENDMENT IS IN YOUR BACKGROUND MATERIALS AND JUST WANT TO ANNOUNCE THAT. AND, UH, THAT'S ALL. THANK YOU.
