ALL RIGHT, THEN WE'LL GO AROUND HERE IN THE ROOM.
GREAT COMMISSIONER DRAWING PRESENT, MS. SURE.
MAYBE THIS PRESENT COMMISSIONER REN PRESENT.
MR. NEATER PRESENT RODRIGUEZ IS HERE.
UM, GO AHEAD AND, UH, JUMP INTO THE AGENDA HERE.
I DON'T BELIEVE ANYBODY HAS SIGNED UP, SO WE'LL GO AHEAD AND MOVE INTO ITEM NUMBER ONE

UM, I HAVE A BACKGROUND IN, IN PUBLIC FINANCE AND I'M LOOKING FORWARD TO WORKING WITH YOU ALL.
AND THEN COMMISSIONER GONZALEZ.
DID YOU, DID YOU DO AN INTRODUCTION LAST TIME? I APOLOGIZE IF YOU DID IT WASN'T THE LAST, THE LAST MEETING BECAUSE IT WASN'T THERE AND IT WAS THE MEETING BEFORE, BUT I COULD GO AHEAD FOR EVERYBODY IF YOU DON'T MIND.
UM, I WORK FOR A COMPANY AND WE MANAGE BOND PORTFOLIOS FOR INSURANCE COMPANIES.
SO I'M PRETTY WELL-VERSED IN, UM, MUNICIPAL FINANCE MATTERS.
I'M A CPA, ADDITIONALLY CFA CHARTER FINANCIAL ANALYST.
SO, UH, MY STEP MEET EVERYBODY AND, UH, SERVE WITH Y'ALL GREG.
UM, ANY OTHER COMMENTS ON TWO WAY? I THINK WE'RE CAUGHT UP THERE.
[3.a. Staff briefing from the Austin Police Department related to the 2012 bond program]
I WAS NOTIFIED BY STAFF ON ITEM THREE, A, UH, AUSTIN POLICE DEPARTMENT, UM, 2012 BOND PROGRAM.THEY'RE, UH, THEY'RE NOT GONNA BE ABLE TO MAKE, TO ATTEND TODAY.
SO, UM, THERE IS A, UH, WE CAN SLIDE THEM IN INTO THE JUNE 15TH MEETING.
UM, AND SO IN ORDER TO DO THAT, WE'LL NEED TO TAKE A VOTE.
SO IF THERE'S A MOTION AND A SECOND, WE CAN GO AHEAD AND VOTE ON THAT NOW.
AND SO WE CAN GET THEM ON THE AGENDA IN THE FUTURE MOTION TO A DELAYED THAT VOTE OR MOTION TO DELAY THAT STAFF BRIEFING TO THE JUNE MEETING.
IS THERE A SECOND? I SECOND, THE MOTION.
UH, ALL IN FAVOR TO MOVE APD, UH, 2012 BOND PROGRAM UPDATE TO JUNE 15TH MEETING, SAY AYE.
WE'LL WE'LL UH, TALK TO APD JUNE 15TH, HOPEFULLY.
[3.b. Staff briefing from the Transportation and Public Works Departments related to the 2012, 2016, 2018, and 2020 bond programs]
UH, ITEM THREE, B STAFF BRIEFING FROM TRANSPORTATION AND PUBLIC WORKS DEPARTMENT RELATED TO THE 2000 12, 16, 18 AND 20 BOND PROGRAMS. SO WE WELCOME[00:05:02]
YOU TO THE COMMISSION TODAY.IT'S UH, VERY NICE TO BE HERE WITH YOU ALL TODAY.
I THINK IT'S BEEN, WE WERE JUST SAYING A COUPLE OF YEARS SINCE WE'VE BEEN HERE IN PERSON, SO NICE TO SEE YOU ALL AND SEE THE NEW FACES.
I'M ONE OF THE ASSISTANT DIRECTORS FOR THE AUSTIN TRANSPORTATION DEPARTMENT AND I'M JOINED BY ERIC BAILEY ASSISTANT DIRECTOR FOR THE PUBLIC WORKS DEPARTMENT.
AND IT REALLY HAS BEEN A JOINT EFFORT BETWEEN ATD AND PUBLIC WORKS TO DELIVER ON ALL OF THESE BOND PROGRAMS, GOING BACK TO 2012.
AND NOW MOST RECENTLY WITH 2020, YOU GO ONE MORE SLIDE.
UM, AND TODAY WE'RE GONNA COVER, UM, 20 12, 16, 18 AND 20.
I'M GOING TO LEAD OFF AND GO INTO SOME DETAILS ON 2012 AND 2016.
AND I'M GOING TO HAND IT OVER TO ERIC BAILEY TO WRAP UP, UM, 2018 AND 2020.
UH, THESE FIRST TWO SLIDES, UM, IT'S SORRY.
IT'S KIND OF HARD TO SEE IN THE ROOM HERE WITH THE SCREEN PRETTY FAR AWAY AND THE NUMBERS ARE SMALL.
UM, BUT I'LL JUST SPEND, UM, A BRIEF AMOUNT OF TIME HERE AND THEN REALLY DIVE IN A LITTLE BIT FURTHER TO EACH OF THE PROGRAMS SEPARATELY.
SO FOR THE 2012 ABILITY BOND, UM, THERE WAS 143 MILLION ALLOCATED WITH THE 20, 20, 20 12.
WE ARE A HUNDRED PERCENT APPROPRIATED, 91% COMMITTED.
UM, THERE'S 13 MILLION AVAILABLE, UM, FROM THAT PROPOSITION 12 FROM 2012, UM, THAT 13 MILLION ARE COMMITTED TO PROJECTS.
WE HAVE, UM, ABOUT THREE TO 4 MILLION OF THAT, WHICH WILL BE ALLOCATED LATER THIS YEAR.
I'M THE EAST 51ST STREET PROJECT THAT'LL GO TO CONSTRUCTION AND THE REMAINDER WILL GO.
UM, WE'LL GO TO, UM, PROJECTS THAT WOULD BE CONSTRUCTED WITH 2016 BOND FUNDS TO MAKE THOSE GO A LITTLE BIT FURTHER.
SO WE'D LEVERAGING THOSE REMAINING FUNDS TO EXPAND ON THE 20 TO 16 PROGRAM FOR 2016.
UM, WE ARE A HUNDRED PERCENT APPROPRIATED, UM, 44% COMMITTED, UH, NEXT SLIDE PLEASE, UH, 2018, UM, A HUNDRED PERCENT APPROPRIATED AND 30% COMMITTED.
AND THEN THE MOST RECENT BOND, UM, 2020, WE ARE A HUNDRED PERCENT APPROPRIATED AND 4% COMMITTED.
WE'RE REALLY JUST GETTING STARTED WITH 2020.
WE'LL SPEAK TO SOME OF THOSE DETAILS A BIT LATER IN THE PRESENTATION.
SO THE 2012 BOND TOTALED 143 MILLION AND REALLY THAT SET THE STAGE FOR US, UM, FOR FUTURE MOBILITY BONDS.
UH, YOU MAY RECALL THAT THE 2012 BOND FUNDED CORRIDOR MOBILITY PLANS FOR EAST RIVERSIDE DRIVE NORTH LAMAR AND BURNETT ROAD, AS WELL AS AIRPORT BOULEVARD.
UH, MANY OF THOSE PLANS WENT ON TO BE FUNDED FOR CONSTRUCTION WITH 20 $16.
SO WE'LL BE SEEING THOSE, UM, START TURNING DIRT ON THOSE HERE IN THE VERY SOON FUTURE.
UM, THE 2012 BOND ALSO HAS INVESTMENTS IN SIDEWALKS, BIKE WAYS AND URBAN TRAILS.
UM, AND THIS SLIDE SHOWS OUR SPENDING.
YOU CAN SEE THE, THE SPENDING HAS, UM, HAS BEEN GOING DOWN OF COURSE, SINCE 2012.
UM, WE HAVE A LITTLE BIT LEFT TO GO THAT 13 MILLION THAT I MENTIONED PREVIOUSLY.
UH, BUT THE BULK OF THAT IS COMMITTED TO TWO PROJECTS AND WE EXPECT, UM, THOSE FUNDS TO BE SPENT AS PART OF THOSE PROJECTS IN THE NEXT TWO YEARS.
AND AS PART OF 2012, I JUST WANTED TO HIGHLIGHT A FEW PROJECTS.
WE SAW INVESTMENTS IN OUR TRAFFIC CALMING PROGRAM, WHICH WAS CALLED LATM LOCAL AREA, TRAFFIC MANAGEMENT, UM, AND ALSO A LARGE INVESTMENT IN OUR EAST 51ST STREET PROJECT.
I HIGHLIGHT THAT ONE BECAUSE WE'RE JUST WRAPPING UP PERMITTING RIGHT NOW AND THAT'LL GO TO CONSTRUCTION.
UM, LATER THIS FALL, UM, ADDITIONALLY THERE WERE SOME REGIONAL INVESTMENTS FROM THE 2012 BOND THAT HELPED FUND PROJECTS ON OUR 35 AS WELL AS LOOP ONE.
SO 2016, UM, THIS WAS REALLY OUR BIG YEAR FOR MOBILITY VOTERS APPROVED 720 MILLION FOR TRANSPORTATION AND MOBILITY IMPROVEMENTS.
THE BULK OF THAT FUNDING RESIDES WITH THE QUARTER PROGRAM OFFICE, WHICH WE'LL BE BUILDING OUT IMPROVEMENTS ON NINE ARTERIAL ROADWAYS IN AUSTIN.
ADDITIONALLY, THERE WAS A 101 MILLION, UM, FOR REGIONAL PROJECTS AND 137 MILLION IN OUR LOCAL MOBILITY PROJECTS.
SO AGAIN, THIS SLIDE SHOWS OUR SPENDING PROGRESS TO DATE, UM, AS ANTICIPATED BACK WHEN WE SET THIS PROGRAM
[00:10:01]
UP IN 2016, THE EARLY YEARS.SO REALLY 2016, PROBABLY 2017 WHEN WE STARTED TILL NOW, MOST OF THIS FUNDING HAS BEEN DONE BY THE REGIONAL PROGRAMS AND THE LOCAL MOBILITY PROGRAMS. UH, WHILE THE QUARTER PROGRAM REALLY HAS GONE THROUGH A PRIORITIZATION EXERCISE AND NOW PRELIMINARY ENGINEERING AND DESIGN AND JUST NOW GETTING TO CONSTRUCTION.
SO YOU CAN TELL OUR SLOPE PER SPENDING SLOPE GETS MUCH STEEPER, UM, FROM NOW UNTIL THE END OF 25 OR 26.
UM, AND MOST OF THAT WILL BE IN LARGE CONSTRUCTION PROJECTS AS PART OF THE QUARTER PROGRAMS, UH, PROJECT DELIVERY.
SO SPEAKING OF THE QUARTER PROGRAM OFFICE, UM, WE HAVE TWO PROJECTS THAT WILL, UM, TWO LARGE PROJECTS THAT WE'LL START CONSTRUCTION, UM, IN MAY AND JUNE RESPECTIVELY.
UM, THE FIRST IS AIRPORT BOULEVARD, UM, AND THAT PROJECT, THE LIMITS ARE FROM NORTH LAMAR BOULEVARD TO 55TH STREET.
UM, WE ALSO HAVE A PROJECT ON, UM, BURNETT ROAD FROM CANAAN TO WHITE HORSE THAT WILL BE GOING TO CONSTRUCTION THIS SUMMER.
UM, ADDITIONALLY WE HAVE BIKE AND PEDESTRIAN IMPROVEMENTS REALLY WE'VE BEEN CONSTRUCTING THOSE ON AN ONGOING BASIS ACROSS ALL NINE CORRIDORS, AS WELL AS SIGNAL IMPROVEMENTS AS WELL.
UM, THE FOCUS, UM, THE QUARTER PROGRAM HAS HAD A REALLY KEY FOCUS ON STAKEHOLDER ENGAGEMENT AND THAT WILL CONTINUE AND BUILD AS WE GET INTO HEAVY CONSTRUCTION.
UM, SO THEIR, THEIR FOCUS IS ON COMMUNICATIONS TO BUSINESS OWNERS, UM, DEVELOPING A BUSINESS SUCCESS STRATEGY.
UM, WE'VE HAD A FEW GROUNDBREAKINGS, UM, AND RIBBON CUTTINGS AS WELL TO CELEBRATE THE WORK.
AND WHILE I'VE SAID THAT, YOU KNOW, WE'LL GET INTO HEAVY CONSTRUCTION IN THE NEXT FEW YEARS, THERE HAS BEEN EARLY OUTS OR EARLY WORK DONE BY CPO, UM, TOTALLY OVER $50 MILLION IN INVESTMENTS.
UM, AND THAT'S SPREAD OVER 20, UH, CRITICAL SAFETY MOBILITY PROJECTS ON THE MAJOR CORRIDORS, A GREAT EXAMPLE HERE THAT YOU SEE PICTURES OF OUR EARLY, UM, SIDEWALK AND BIKE WAY IMPROVEMENTS THAT WE DID AROUND Q2 STADIUM AHEAD OF THE FIRST SOCCER GAME FOR THEIR INAUGURAL SEASON.
AND FINALLY, LIKE I MENTIONED, CONSTRUCTION IS REALLY GONNA RAMP UP, UM, IN THE END OF 22, GOING INTO 2023, WE EXPECT $150 MILLION IN PROJECTS TO GO TO BID AND CONSTRUCTION THROUGH THE END OF THIS YEAR.
UM, ANOTHER PART OF THE 2016 BOND WAS THE 101 MILLION DEDICATED TO REGIONAL MOBILITY PROJECTS.
UM, THAT FUNDING WAS DISTRIBUTED OVER PARTNERSHIP PROJECTS WITH TECH STOCK, AS WELL AS SOME IMPROVEMENTS ON CITY ROADWAYS.
SO THERE ARE TWO CITY LED PROJECTS, THE ANDERSON MILL ROAD PROJECT, AND THE SPICEWOOD SPRINGS ROAD PROJECT ANDERSON MILL ROAD, UM, WENT FIRST AND WE ACTUALLY WRAPPED UP CONSTRUCTION THERE IN LATE 2021.
UM, AND DID A RIBBON CUTTING, I BELIEVE LAST DECEMBER, UM, SPICEWOOD SPRINGS ROAD IS NEARING FINAL DESIGN AND WE'LL BE OUT FOR BID LATER THIS YEAR.
SOME PRE-CONSTRUCTION WORK IS ALREADY GOING OUT IN THE FIELD.
UM, SO IF YOU SEE FOLKS OUT THERE WE'RE DOING SOME TREE TREMAINE AND SOME, UM, UTILITY RELOCATION TO GET OUT AHEAD OF THE CONSTRUCTION PROJECT.
UM, ANOTHER ITEM OF NOTE, THERE'S BEEN A CHANGE IN SCOPE FOR ONE OF THE REGIONAL PROJECTS.
WE WERE ORIGINALLY GOING TO CONTRIBUTE $17 MILLION TO TXDOT FOR THEIR IMPAIRMENTS THAT THEY WERE STUDYING ON PARMER LANE.
UM, THE PROJECT WAS PUT ON HOLD INDEFINITELY BY TXDOT.
SO IN APRIL OF 2022, UH, COUNCIL APPROVED A TRANSFER OF FUNDS FROM THE PARMER LANE PROJECT.
UM, LIKE I MENTIONED IS SINCE IT'S ON HOLD INDEFINITELY TO A REDEFINED LAKELINE BOULEVARD PROJECT, AND THAT WILL REALLY, UM, SERVE THE SAME, I WON'T SAY THE SAME NEED, BUT SERVE THE SAME PART OF TOWN IN THE SAME RESIDENCE BY IMPROVING A CONNECTION BETWEEN PARMER LANE AND THE CAP, METRO LAKELINE STATION PARK AND RIDE.
WE ARE ACCELERATING THE DESIGN AS MUCH AS POSSIBLE, UM, AND ANTICIPATE BEING ABLE TO GET TO CONSTRUCTION BY THE END OF 2024.
AND FINALLY, THE LOCAL MOBILITY PROGRAMS, UM, LIKE I MENTIONED, THEY HAVE MADE, THEY HAVE MADE UP THE BULK OF THE SPENDING, UM, AT THE FRONT END OF THE 2016 MOBILITY BOND.
WE HAVE MADE INVESTMENTS IN VISION ZERO SIDEWALKS, BIKE WAYS, URBAN TRAILS, SAFE ROUTES TO SCHOOL AND PLANNING FOR THE SUBSTANDARD STREET PROJECTS.
UM, ALL OF THESE LOCAL MOBILITY PROGRAMS ALSO RECEIVED ADDITIONAL FUNDING AS PART OF THE 2020 BOND, WHICH ERIC WILL TALK ABOUT, UM, THE FOCUS NOW AND INTO NEXT YEAR, WE'LL BE SPENDING DOWN AND COMPLETING THE 2016 PROJECTS, UM, ALL RAMPING UP SO THAT WE CAN, UM, BUILD ON THAT AND UTILIZE ALL THE 20, 20 BOND FUNDS AS WELL.
[00:15:01]
NEXT SLIDE PLEASE.AND SOME, UM, SOME UPCOMING HIGHLIGHTS HERE.
UH, WE HAVE TWO MORE VISION, ZERO PROJECTS GOING INTO CONSTRUCTION THIS YEAR.
UM, THE SIDEWALK PROGRAM DOES AMAZING WORK AND THEY'RE JUST GOING TO BE CRANKING OUT MORE MISSING SEGMENTS OF SIDEWALK.
UM, PHASE TWO OF THE CHERRY WOOD NEIGHBORHOOD BIKEWAY PROJECT, UM, WILL START LATER THIS YEAR, UM, AND A COUPLE OF SEGMENTS OF URBAN TRAILS AS WELL.
UM, AND LIKE I MENTIONED, ALL THIS UPSTAIRS STREET PLANNING PROJECTS ARE COMPLETE AND SEVERAL OF THOSE RECEIVED FUNDING IN 2020 WITH THE 2020 BONDS.
SO THOSE WILL ARE IN DESIGN AND WE'LL MOVE TO CONSTRUCTION LATER THIS YEAR.
SO IT'S, UM, WE REALLY LIKE HOW THESE BONDS HAVE BEEN BUILDING ON THEMSELVES.
UM, AND SO WE CAN COMPARE NOW GO TO CONSTRUCTION ON, UM, PROJECTS THAT WERE PLANNED IN PREVIOUS BOND CYCLES.
AND WITH THAT, I'M GOING TO HAND IT TO ERIC TO DIVE INTO 2018 AND 2020.
AND I JUST WANT TO POINT OUT I HAVE AN ERROR ON MY, THE SLIDE HERE, UM, AND WE'LL MAKE SURE THAT THAT'S CORRECTED.
WE'VE GOT THE WRONG NUMBER ON THAT, UM, PROPOSITION.
IT'S ACTUALLY ONE 60, SO I'LL LET ERIC CARRY ON.
WE'LL MAKE SURE THAT'S POSTED PROPERLY.
UH, ERIC BAILEY ASSISTANT DIRECTOR OF PUBLIC WORKS OVER A CAPITAL PROJECT DELIVERY.
UM, THANK YOU FOR THE OPPORTUNITY TODAY.
AND I JUST WANT TO REITERATE WHAT ANNA SAID.
IT REALLY HAS BEEN A GREAT, UH, TEAMWORK, UH, BETWEEN PUBLIC WORKS IN AUSTIN TRANSPORTATION TO DELIVER THESE MULTIPLE, UH, THESE MOBILITY PROJECTS ACROSS THE DIFFERENT PROGRAMS AND THINGS LIKE THAT.
SO, UM, ON THE, THE BOND LANGUAGE HERE, THE ACTUAL NUMBER HERE IS 160 MILLION, NOT, NOT 720, UM, THAT WAS COPIED OVER FROM THE PREVIOUS BOND.
BUT IF YOU GO TO THE NEXT SLIDE, WE'LL SHOW THE, THE SPENDING CURVE AGAIN, AS YOU CAN SEE HERE, WE'RE ENTERING THAT STEEPER PART, UM, OF THE CURVE WHERE WE'RE GETTING INTO CONSTRUCTION, GETTING THROUGH SOME OF THE PLANNING AND DESIGN PHASES HERE.
UM, YOU CAN SEE THAT ACCELERATES DOWN THROUGH FISCAL 25, UM, INTO, TO COMPLETION THERE.
SO LIKE TO GO OVER A COUPLE OF PROJECT HIGHLIGHTS THAT WE'VE BEEN GOING ON ON THE NEXT SLIDE HERE.
SO, UM, OF THE 160 MILLION, 66 AND A HALF IS FOR STREET RECONSTRUCTION.
THE EXAMPLE PROJECT WE HAVE HERE IS, UM, A RECENTLY COMPLETED PROJECT ON NORTH PLEASANT VALLEY ROAD.
UM, IN ADDITION, WE HAVE FOR SIGNALS AND TECHNOLOGY FOUR AND A HALF MILLION, AND WE'RE DEVELOPING A CITY-WIDE EMERGENCY VEHICLE PREEMPTION SYSTEM AND EXTENDED EXTENDED TRANSIT SIGNAL PRIORITY SYSTEM, UH, THAT STARTED IN 2022.
AND WE'RE CONTINUING TO WORK ON THAT THROUGH THE LIFE OF THE BOND HERE, UM, SIDEWALK REHABILITATION, UH, YOU KNOW, AGAIN, WORKING ON COMPLETING THE SIDEWALK NETWORK, REPAIRING ANY SIDEWALKS THAT ARE DAMAGED OR, UM, YOU KNOW, DO NOT MEET THE STANDARDS.
AND SO THIS IS AN EXAMPLE OF ONE OF THOSE PROJECTS THAT TOOK PLACE ON, ON MOSS ROCK DRIVE BETWEEN MILLWAY AND SHOAL CREEK BOULEVARD.
UM, ADDITIONALLY THERE'S 15 MILLION FOR, UM, SAFETY VISION ZERO.
UM, THIS IS AN EXAMPLE OF IMPROVEMENTS AT CAMERON AND FERGUSON, WHICH ARE, UM, MODIFIED MEDIANS AND HIGH VISIBILITY CROSSWALKS, BASICALLY MAKING IT EASIER FOR FOLKS ACROSS THE STREET, SHORTER CROSSING DISTANCES, THINGS LIKE THAT.
UM, ANOTHER LARGE CHUNK OF THE 2018 MON WAS RELATED TO BRIDGES AND STRUCTURES.
UM, ONE OF THE MAJOR PROJECTS THERE IS THE, UM, REDBUD TRAIL BRIDGE.
UM, WE'VE COMPLETED THE ENVIRONMENTAL SCOPE ON THAT AND ARE WORKING TOWARDS WORKING THROUGH THE DESIGN AND, AND, UH, POTENTIAL OR EVENTUAL CONSTRUCTION OF THAT, UH, MAJOR, UH, BRIDGE INFRASTRUCTURE PROJECT.
WE ALSO HAVE $3 MILLION FOR URBAN TRAILS PROJECTS, UM, BROOKS FROM SPUR WEST, WHICH IS AUSTIN'S FIRST RAILS TO TRAILS PROJECT.
WE REACHED THE 30% MARK ON DESIGN THERE.
SO PROGRESSING THAT THROUGH THE DESIGN AND INTO CONSTRUCTION EVENTUALLY, AND THEN ALSO A MILLION DOLLARS FOR THE NEIGHBORHOOD, UM, PARTNERING, UM, IN THIS EXAMPLE, HERE IS THE WEST BOLDEN CREEK TRAILHEAD WITH AN INFORMATIONAL KIOSK, UM, SIGNING SIGNAGE, UH, FENCING, AND SOME NEW PARKING AREAS THERE FOR THAT.
SO SOME UPCOMING HIGHLIGHTS, YOU MENTIONED THE RED BUD TRAIL BRIDGE, THE 60% DESIGN ON THAT ONE IS DUE IN MAY OF THIS YEAR.
UM, WE'RE WORKING WITH THE SIDEWALK REHABILITATION GROUP, UM, TO ELIMINATE SIDEWALK GAPS ON NINTH STREET AND 10TH STREET.
WE HAVE SOME ONGOING IMPROVEMENTS TO CONGRESS AVENUE AT RAMBLE LANE.
UM, I MENTIONED THE SIGNALS AND TECHNOLOGY.
THAT'S AN ONGOING PROJECT THAT WE HAVE STARTED STARTING IN LATE 22 OR, UM, UPGRADING THE SIGNAL COMMUNICATION SWITCHES.
AND THEN, UH, ON HIGHLIGHT ON THE NEIGHBORHOOD PARTNERING, WE ACTUALLY HAVE A RE A RIBBON CUTTING TOMORROW FOR THE COLONY PARK, UH, ENTRY AND ACCESS.
UM, AND AGAIN, SIMILAR TO THE PREVIOUS EXAMPLE PROJECT WHERE IT'S, UM, PARK ENTRANCE, LIGHTING PATHS, IRRIGATION, AND SOME NEW LANDSCAPING THERE.
SO, UM, ON THE RIGHT HAND SIDE OF THE SLIDE, THERE'S A LOT OF LINKS TO EXISTING RESOURCES THAT WE HAVE FOR PROJECT PAGES AND NEIGHBORHOOD, THE DIFFERENT PROGRAMS THAT ARE INVOLVED HERE IN THE, UH, THE 2018
[00:20:01]
MONTH.SO, UH, NEXT SLIDE MOVING ON TO 2020.
SO 2020 IS A 460 MILLION, UH, DOLLAR PROGRAM THAT BEGAN, UM, OBVIOUSLY IN NOVEMBER OF 2020, UM, THE SIX YEAR TIMEFRAME ON THAT, UM, ACTUALLY BEGAN IN MARCH OF THIS YEAR WHEN WE WENT TO COUNCIL WITH OUR FIRST ID IQ CONSTRUCTION PROJECT.
SO WE'RE VERY EXCITED ABOUT THAT THIS PROGRAM, UM, DOES A LOT OF THINGS.
IT, IT EXPANDS A LOT OF OUR EXISTING PROGRAMS, INCLUDING SIDEWALKS AND BIKE WAYS, BUT THEN ALSO PROVIDES FUNDING FOR SOME MAJOR CIP PROJECTS THAT WILL GO INTO HERE ON THE NEXT SLIDE.
UM, YOU CAN SEE ON THIS ONE TO THE FUND BALANCE, WE'RE ONLY A LITTLE WAYS INTO THIS ONE.
SO THE FUND BALANCE HAS NOT STARTED TO DECLINE YET.
WHAT WE'VE DONE IS WE'VE ACTUALLY, UM, EXECUTED, UH, DESIGNED CONTRACTS, AMENDMENTS TO OUR EXISTING DESIGN CONTRACTS, TO PROGRESS A LOT OF THE MAJOR CIP PROJECTS, AS WELL AS MOVING FORWARD WITH THE IDQ PROJECTS THAT I ALREADY MENTIONED.
AND WE'RE ALSO GOING TO BE GOING TO COUNCIL HERE IN THE NEAR FUTURE WITH, UM, SOME ADDITIONAL ENGINEERING ROTATION LISTS TO WORK ON THE PRELIMINARY ENGINEERING FOR SOME OF OUR OTHER PROJECTS THAT WE HAVE COMING UP SO WE CAN GET THOSE, UM, GOING AS WELL.
SO AGAIN, UM, THE FOCUS RIGHT NOW FOR THE EXISTING PROGRAMS IS TO SPEND DOWN OUR, OUR PREVIOUS, UH, BOND MONEY, GET THAT OUT THE DOOR BEFORE WE START REALLY SPENDING ON THE 2020 STUFF, WHEN IT COMES TO SIDEWALKS AND ALL OF THE INDIVIDUAL PROGRAMS, AND WE NEEDED THIS FUNDING, LIKE I SAID, TO MOVE FORWARD WITH THE DESIGN ON SOME OF THE MAJOR CIP AND THE BIG CA UH, DESIGN WORK THAT WE'RE DOING.
SO, UM, ANOTHER THING THAT WE'VE DONE IN 2020 IS THE ATX WALK BIKE ROLE, WHICH IS A REALLY KEY PROGRAM THAT WE'VE ROLLED THAT OUT HERE IN THE LAST COUPLE OF MONTHS.
UM, IT OFFERS A NEW WAY OF IDENTIFYING AND PRIORITIZING, UH, PROJECTS, UH, THROUGHOUT THE CITY AND TAKES REEVALUATE THE EQUITY LENS AND ADDS THAT, UM, EVALUATION COMPONENT TO, TO PRO POTENTIAL PROJECTS AND THINGS.
SO WE CAN GET A BETTER HANDLE ON THAT AND BETTER ADDRESS THE HISTORIC INEQUITIES IN THE CITY.
UH, NEXT SLIDE, THIS IS A BREAKDOWN OF THE 460 MILLION.
UM, A LOT OF IT, IT, IT GOES UP A LOT BETWEEN THE LARGE CAPITAL IMPROVEMENT PROGRAMS, URBAN TRAIL SUBSTANDARD STREETS, WHICH ARE MORE OF OUR TRADITIONAL, YOU KNOW, DELIVERY METHODS, DESIGN BID BUILD TAKE SOME TIME AND PRELIMINARY ENGINEERING, THINGS LIKE THAT.
BUT THEN WE ALSO EXPAND A LOT OF OUR EXISTING PROGRAMS, SUCH AS SIDEWALKS, BIKE WAYS, UM, SAFE ROUTES TO SCHOOL AND LOCAL TRANSIT THAT USE, UM, YOU KNOW, ID IQ TYPE DELIVERY METHODS TO GET THOSE PROJECTS OUT THERE QUICKER.
UM, THE DESIGN IS USUALLY DONE VIA FIELD ENGINEERING OR, OR SOME PRETTY LIGHT USE OF CITY STANDARD, UM, BID DOCUMENTS AND THINGS LIKE THAT.
SO WE'VE GOT A GOOD BALANCE OF THE DIFFERENT PROJECTS AND WE'VE GOT A LOT OF GOOD, UM, PROJECTS THAT WE'RE MOVING FORWARD.
ONE OF THE EXAMPLES OF THE MAJOR CIP PROJECTS IS THE LONGHORN DAM.
UH, I'M SURE EVERYONE HAS SEEN THIS AS IT'S GOING TO BE A GREAT PROJECT.
UM, IT'S MOVING THROUGH THE 60% DESIGN PHASE NOW, UM, IN WILL REALLY ENHANCE THE PEDESTRIAN CONNECTION, UM, OVER PLEASANT VALLEY, RIGHT AT LONGHORN DAM.
UM, IN ADDITION TO LONGHORN DAM, THE MAJOR CA EITHER MAJOR CIPS OR THE SOUTH CONGRESS, URBAN DESIGN INITIATIVE, BARTON SPRINGS BRIDGE AND SOUTH PLEASANT VALLEY ROAD.
UM, TWO MORE ON THE, THE, OF THE MAJOR PROGRAMS IDENTIFIED IN THE BOND WHERE JOHNNY MORRIS ROAD AND ROSS ROAD, THOSE PROJECTS ARE MOVING FORWARD THROUGH THE DESIGN PROCESS AS WELL.
UH, NEXT SLIDE HERE, WE HAVE SOME UPCOMING HIGHLIGHTS, UM, LOCAL MOBILITY WORKING ON PEDESTRIAN CROSSINGS ON, ON WICKERSHAM LANE.
THAT'LL BE HAPPENING THIS SUMMER, UM, SUBSIDIARY STREETS, I, JOHNNY MORRIS, BEFORE THE SURVEY AND GEOTECHNICAL WORK WILL TAKE PLACE.
ONE OF THE DESIGN CONTRACTS WE EXECUTED WAS FOR JOHNNY MORRIS.
UM, AND THEN WE'RE ALSO MOVING FORWARD WITH THE DETAILED DESIGN FOR THE CONGRESS AVENUE, UM, URBAN DESIGN INITIATIVE, WHICH IS BASICALLY A CONGRESS AVENUE FROM RIVERSIDE ALL THE WAY UP TO THE, TO THE CAPITOL AND TRYING TO OPTIMIZE THAT AREA AS WELL.
UM, THE CLOCK BEGAN TICKING FOR US IN MARCH OF 2022 WHEN CONGRESS, UH, WHEN CONGRESS, WHEN COUNCIL, EXCUSE ME, GOT CONGRESS ON THE MIND HERE WHEN COUNCIL, UH, AUTHORIZED THE FIRST ID IQ CONTRACTS.
SO WE'RE GOING TO BE USING THAT FOR, UM, SOME OF OUR, UM, INDEFINITE QUANTITY DELIVERY METHODS THERE.
WE ALSO HAVE A STAFF AUGMENTATION CONTRACT THAT'S EXECUTED IN MAY AND A FUEL ENGINEERING ROTATION LIST.
ALSO COMING UP IN MAY TO HELP WITH SOME OF THOSE, UH, DELIVERIES, UM, ADDITIONAL RESOURCES ON THE RIGHT-HAND OF THE SCREEN, THERE AGAIN, THE 2020 BOND WEBSITE, AS WELL AS INDIVIDUAL, UM, PROJECT WEBSITES IN TERMS OF ADDITIONAL DATA THERE, UM, ASM P THE AUSTIN, AUSTIN STRATEGIC MOBILITY PLAN AND THE ALL AGES AND ABILITIES, UH, BICYCLE NETWORK, AS WELL AS THE PUBLIC WORKS PROJECT PAGE, WHICH COVERS THE, THE MAJOR CIPS AND EVERYTHING LIKE THAT.
SO, UM, WITH THAT, I KNOW THAT WAS A QUICK RAPID FIRE OVERVIEW,
[00:25:01]
BUT WE'LL OPEN IT UP FOR QUESTIONS, IF YOU ALL HAVE ANY QUESTIONS, ANY QUESTIONS OUT OF THE GATE, THE DICE, UH, COMMISSIONER JOHANNE, UH, DISTRICT TWO, UH, FIRST OF ALL, UH, AND, AND ERIC, THANKS SO MUCH FOR TAKING THE TIME TO SPEAK WITH US.UM, I THINK FOR ME, THE, THE FIRST QUESTION I HAD WAS JUST TO EXPRESS SOME CURIOSITY AROUND THE 2016 BOND.
UM, AND I BELIEVE YOU, YOU TOUCHED ON IT A LITTLE BIT, BUT I WAS JUST HOPING FOR A LITTLE BIT MORE ELABORATION.
UM, I BELIEVE YOU'VE ONLY COMMITTED 44% OF THAT AS OF YET WITH A TIMELINE OF EIGHT YEARS.
UM, GIVEN THAT WE'RE KIND OF, UH, CLOSE TO APPROACHING THAT EIGHT YEAR TIMELINE.
I WAS JUST CURIOUS IF YOU COULD ELABORATE A LITTLE BIT ON, UH, WHAT'S BEEN COMPLEX ABOUT COMMITTING MORE THAN 45% OF THAT.
SO I THINK WHAT YOU'RE SEEING IS, UM, THE FUNDS THAT HAVE BEEN SPENT SO FAR, AT LEAST FROM THE QUARTER PROGRAM PERSPECTIVE, THEY WENT THROUGH A PRIORITIZATION PHASE, A PRELIMINARY ENGINEERING PHASE, AND NOW THEY'RE THE DESIGN PHASE.
WE'RE TRYING TO LEAVE AS MUCH FUNDS IN THE BANK FOR CONSTRUCTION AS POSSIBLE.
SO JUST STARTING NOW THIS SUMMER WITH THE FIRST TWO LARGE PROJECTS GOING FORWARD, AND THAT WILL CONTINUE.
UM, I THINK WE'LL SEE THAT GO DOWN RELATIVELY QUICKLY, UM, OVER THE NEXT TWO TO THREE YEARS.
UM, BUT THAT'S BEEN INTENTIONAL.
WE ALWAYS KNEW THAT THE BACK END OF THIS PROGRAM WOULD BE REALLY CHALLENGING AND WE'RE SEEING THIS.
SO WE'RE GOING TO HAVE A LOT OF CONSTRUCTION KIND OF STACKING UP AND I'LL START IT IN THE NEXT, YOU KNOW, 12 TO 18 MONTHS.
THANKS SO MUCH FOR THE CLARIFICATION THERE.
LET'S ADD A QUICK QUESTION ON THE 2018, UH, BOND PROP, WAS THERE NOT A TIMELINE, UH, ASSOCIATED WITH THE VOTER? UM, IT'S EIGHT YEARS.
THAT'S ALL, I HAD A APPRECIATE TO THE DOTTED LINE FROM THE 21 PLAN AND HOW THAT'S CHANGED RIGHT OVER THE YEARS.
UM, IS THERE ANYTHING THAT'S, YOU KNOW, NOT GETTING DONE FROM YOUR PERSPECTIVE THAT WAS, YOU KNOW, FROM THE NEEDS ASSESSMENT OR ANYTHING, I MEAN, THAT'S KIND OF AN OPEN-ENDED QUESTION, BUT IS THERE ANYTHING THAT, YOU KNOW, THE NEEDS ARE GREAT, RIGHT.
AND WE HAVE PLANS AND THEN COVID AND EVERYTHING ELSE HAS HAPPENED.
IS THERE, ARE, ARE THERE ANY, YOU KNOW, PROJECTS THAT HAVE BEEN IDENTIFIED AS CRITICAL OR FROM A SAFETY PERSPECTIVE THAT AREN'T GETTING DONE BECAUSE OF EITHER TIMELINE OR FUNDS OR ANY OTHER MISCELLANEOUS FACTORS THAT YOU ALL CAN PINPOINT TODAY? I'M JUST CURIOUS.
WE ACTUALLY HAD A HUGE OPPORTUNITY DURING COVID WITH LESS TRAFFIC ON THIS, ON THE STREETS.
AND THEREFORE WE COULD WORK IN THE STREET FOR LONGER HOURS TO REALLY PUSH SOME THINGS FORWARD.
UM, FROM THE QUARTER PROGRAM PERSPECTIVE, WE WERE ABLE TO IDENTIFY EARLY OUT PROJECTS.
SO WE INSTALLED A LOT OF SIGNALS AND PEDESTRIAN HYBRID BEACONS AND, UM, SMALLER SCALE INFRASTRUCTURE, BUT CAN REALLY MAKE IT A HUGE SAFETY DENT.
AND IN TERMS OF JUST MAKING PEOPLE'S LIVES A LITTLE BIT EASIER, PROVIDING THOSE SAFE CROSSINGS.
UM, SO WE TOOK ADVANTAGE OF THAT DURING COVID.
JUST TO ADD TO THAT, I MEAN, SPECIFICALLY ANSWER YOUR QUESTION.
NO, I MEAN, WE'VE IDENTIFIED PRIORITY PROJECTS AND THINGS LIKE THAT.
IT'S JUST A MATTER OF GETTING, YOU KNOW, DOING THE PRELIMINARY ENGINEERING AND THE DESIGN AND GETTING IT THROUGH, OUT TO BID AND ALL THAT KIND OF STUFF.
JUST, IT TAKES TIME AND, YOU KNOW, WE'RE, WE'RE DOING IT THE RIGHT WAY AND WE NEED TO MAKE SURE THAT WE GET THE ENGINEERING RIGHT.
AND SO WE HAVE THOSE THINGS THEY'VE, UM, YOU KNOW, THEY'RE MOVING THROUGH THE CITY PROCESSES AND THROUGH THE ENGINEERING PROCESSES THAT THEY NEED TO MOVE THROUGH.
COMMISSIONER DASGUPTA THANK YOU FOR YOUR SPOT.
YOUR AUDIO IS A COMPROMISE TO DISNEY.
IT'S A, IT'S VERY HIGH IN SCRAMBLE.
UM, YOU'VE GOT YOUR, YOUR VOICE SCRAMBLER ON, YOU MAY WANT TO LOG OFF AND LOG BACK ON.
MAYBE IT'S THE AB TECH I RECOMMEND EITHER CALLING IN OR MAYBE RESTARTING, BUT I KNOW WE'RE IN THE MIDDLE OF MEETINGS.
SO CALLING IN MIGHT BE BEST, UH, COMMISSIONER LUCA, YOU ENDED UP.
UM, MY QUESTION WAS ABOUT THE BIDDING PROCESS.
UM, YOU MADE MENTION IN YOUR PRESENTATION, THEN AT SOME POINT YOU WENT TO A, KIND OF A LIGHTER, UH, PROCUREMENT PROCESS AND EXACTLY FOR WHICH FOND CYCLE WAS THAT.
AND CAN YOU DESCRIBE, UH, THAT REFINED PROCESS FOR US? I WOULDN'T SAY THAT WE WENT TO A LIGHTER PROCESS.
WHAT WE, WHAT WE DID IS, UM, SOME PROJECTS WE CAN CONSTRUCT THROUGH AN INDEFINITE QUANTITY, INDEFINITE DURATION CONTRACT, WHICH BASICALLY
[00:30:01]
BID THOSE THROUGH OUR STANDARD CITY PROCESS, BUT THE EXACT DETAILS OF THE PROJECT ARE NOT, UM, KNOWN AT THE TIME GENERALLY IT'S FOR THINGS LIKE SIDEWALK REPLACEMENT, STUFF THAT DOESN'T TAKE A LOT OF, UH, YOU KNOW, HEAVY ENGINEERING DESIGN WORK, WHERE WE HAVE STANDARD QUANTITIES AND STANDARD STANDARD UNIT PRICES.UM, AS MUCH AS WE CAN, WE'VE GONE TO THAT, BUT AGAIN, IT CAN BE CHALLENGING BECAUSE SOME OF THE LARGER PROJECTS NEED TO GO THROUGH A FULL ON, YOU KNOW, ENGINEERED DESIGN, PERMITTING DEVELOPMENT, ALL THAT KIND OF STUFF.
NOT TO SAY THE IDEA IS DON'T GET PERMITTED.
IT'S A, IT'S A GENERAL PERMIT VERSUS A SITE PLAN OR A MORE INVOLVED BASED ON THE, UM, SCOPE OF THE PROJECT.
SO, UM, WE'VE TRIED, ONE OF THE THINGS WE'VE REALLY BEEN FOCUSING ON IS USING THAT ID IQ AS MUCH AS WE CAN JUST TO GET, UM, WORK OUT AND UNDER CONSTRUCTION AS QUICKLY AS WE CAN.
UM, BUT ULTIMATELY MANY OF THE LARGER PROJECTS DON'T FALL IN THAT BUCKET WHERE WE CAN'T DELIVER THEM THAT WAY, JUST BECAUSE OF THE DETAILS THAT ARE NEEDED, UM, IN THE ACTUAL CONSTRUCTION.
AND THEN AS A FOLLOW-UP ABOUT HOW MANY, UM, UH, CONTRACTORS OR VENDORS DO YOU GET FOR EACH ID IQ CONTRACT? YEAH, THE, I WOULD S I MEAN, I DON'T HAVE THE NUMBERS ON THE TOP OF MY HEAD, BUT WE, FOR THE IDQ CONTRACTS, WE ALWAYS GET THREE TO FOUR, SOMETIMES AS MANY AS FIVE OR SIX, UM, CONTRACTORS BIDDING ON THOSE PROJECTS.
SO THEY'RE PRETTY WELL, UM, PRETTY WELL RESPONDED TO, UM, IN TERMS OF COMPETITIVE BIDDING AND THINGS LIKE THAT.
UM, A LOT OF THOSE CONTRACTORS HAVE DONE THAT TYPE OF WORK FOR THE CITY BEFORE.
SO THEY'RE FAMILIAR WITH THAT DELIVERY TYPE AND, UM, WE DO GET SOME PRETTY, PRETTY COMPETITIVE PRICING THERE FROM, FROM THOSE FOLKS.
SO FOR EXAMPLE, SIDEWALK CONTRACTS, HOW MANY VENDORS DO YOU THINK YOU HAVE FOR, FOR THOSE, UM, OFF THE TOP OF MY HEAD.
I MEAN, I'D HAVE TO GET BACK TO YOU WITH THE ACTUAL FOR SURE NUMBER, BUT, UM, THE INDIVIDUAL ID IQ CONTRACTS ARE ONLY EXECUTED WITH ONE CONTRACTOR.
WE HAVE SEVERAL ID, IQ CONTRACTS.
UM, I THINK THERE'S AT LEAST THREE OR FOUR ACTIVE SIDEWALK ID, IQ CONTRACTS GOING ON RIGHT NOW.
UM, AND THOSE WERE ALL ADVERTISED SEPARATELY UNDER THE VARIOUS BOND PROGRAMS THAT ID IQ DELIVERY METHOD IS USED ACROSS THE DIFFERENT BONDS.
CAN YOU HEAR ME BETTER NOW? YES, YES, YES.
SO I HAVE A BUNCH OF QUESTIONS.
DO YOU MIND IF I JUST GO DOWN ONE AFTER ANOTHER, YOU KNOW SURE.
SO I'M GOING TO TALK ABOUT THOUSAND 16.
UH, ACTUALLY AT MY COMMENT IS GENERAL ABOUT ALL THE PROJECTS I HEARD THAT YOU HAVE ALL THESE PROJECTS ALONG THESE DIFFERENT AVENUES AND BOULEVARDS, BUT I DIDN'T HEAR MUCH ABOUT THE DETAILS BEHIND IT.
SO FOR 2016, YOU MENTIONED AIRPORT BOULEVARD.
AND WAS IT BURNETT, YOU MENTIONED, AND ONE OF THE PROJECTS ON THOSE TWO, UH, YOU KNOW, UH, YOU KNOW, ARTERIES.
SO WE HAVE, WE HAVE NINE CORRIDORS THAT WE WILL BE DOING IMPROVEMENTS ON, AND THAT THE SCOPE IS VERY, UM, BASED ON THE NEEDS ON THE STREET, BUT, UM, THEY WOULD INCLUDE GENERALLY, UM, ADA COMPLIANCE, SIDEWALKS ON BOTH SIDES OF THE STREET BIKE LANES ON BOTH SIDES OF THE STREET, SOME LEVEL OF REPAVING IF NECESSARY, UM, INTERSECTION ENHANCEMENTS, UM, NEW SIGNAL TECHNOLOGY, NEW CROSSING LOCATIONS, WHETHER THOSE ARE SIGNALS OR PEDESTRIAN HYBRID BEACONS, UM, DURING THE IMPROVEMENTS, UM, THOSE ARE THE MAJOR SCOPE ELEMENTS, BUT IT, IT DOES DIFFER, UM, BASED ON THE NEEDS ON EACH PROJECT.
UH, SPECIFICALLY ANDREW, 2016, UH, I NOTICED THAT YOU SORT OF TAILED OFF AT THE BOTTOM.
THERE WAS SOMEWHERE 30 MILLION OR WHATEVER LEFT.
WHAT DO YOU DO THAT YOU HAVE TO VERBALLY USE THAT USE THE MEASUREMENTS AS YOU GO FORWARD, OR IS IT PULLED OVER TO THE NEXT BOND PROGRAM? SO WHAT HAPPENS TO THAT LEFTOVER MONEY? WELL, WE'LL GET A LITTLE BIT MORE PRECISE AS WE GET CLOSER TO THOSE OUT YEARS.
WE JUST SUBMITTED OUR FISCAL YEAR 23 PLAN AND LOOKS LIKE OUR, OUR ESTIMATE IS THAT WE'LL BE FULLY SPENT BY THE END OF FISCAL YEAR 26.
UM, SO THOSE FUNDS WILL GET ENCUMBERED AND, AND, AND, AND USED AS PART OF SPECIFIC PROJECTS.
NOW YOU ALSO TALKED ABOUT, UH, COMPLETED PROJECTS, UH, ON ANDERSON MILL AND UPCOMING PROJECTS IN SPICEWOOD SPRINGS.
SO WHAT ANNOUNCEMENT FOR DOWNER ANDERSON MILL AND WHAT'S GOING TO HAPPEN TO SPICEWOOD SPRINGS? SO ANDERSON MILL ROAD USED TO BE A, UM, FOUR LANE UNDIVIDED ROADWAY, AND IT WAS WIDENED TO PUT IN A CENTER TURN LANE, AS WELL AS SOME SIGNAL ENHANCEMENTS, UM, SHARED, USED PADS ON BOTH SIDES OF THE STREET, AND I BELIEVE SOME DRAINAGE IMPROVEMENTS AS WELL.
UM, SO THAT ONE IS COMPLETE AND THERE'LL BE A SIMILAR UPGRADE OF SPICEWOOD SPRINGS ROAD.
IT'S A, UM, THAT SECTION OF ROADWAY IS A TWO LANE ROADWAY, UM, THAT BASICALLY DROPPED THAT DON'T BELIEVE THERE'S ANY PEDESTRIAN ACCOMMODATIONS
[00:35:01]
ALONG THE STREET.SO WE WIDEN THAT TO A FOUR LANE DIVIDED ROADWAY, UM, WITH THE SIDEWALKS OR SHARED USE PATHS ON BOTH SIDES AS WELL.
UM, UM, WHEN I SERVED THEM THE 2018, UH, UH, BOND ELECTION TASK FORCE, AND ONE OF THE NUMBERS I, I HEARD THAT REALLY SHOCKED ME WAS THAT 90% OF OUR SIDEWALKS ARE NOT ADA COMPLIANT HAS THAT IMPROVED MUCH? UH, I'M THAT SEAT THAT SEEMS LIKE A VERY HIGH NUMBER TO ME.
CAN YOU, HELLO? GOOD AFTERNOON PEERS MOINES, ASSISTANT DIRECTOR PUBLIC WORKS OVER OPERATIONS.
ACTUALLY THE 90% YOU'RE REFERRING TO IS THE ACTUAL AID ADA TO THE LETTER OF THE WORD WE ARE RIGHT NOW, YOU'RE, UH, DISTINGUISHING BETWEEN ACCESSIBLE AND NOT ACCESSIBLE, AND MORE THAN 60%, MORE THAN 42% ARE NO ACCESSIBLE.
WE HAVE BEEN MAKING QUITE A BIT OF DIFFERENCE BY DOING OVER 20 MILES OF NEW SIDEWALK, AS WELL AS IT REGULARLY, FIVE TO EIGHT MILES OF SIDEWALK, REPAIR, REHAB, AND CLEARANCE FROM VEGETATION.
SO REGULARLY OVER THE PAST TWO OR THREE YEARS, WE'VE MADE A BIG DIFFERENCE.
UH, WE HAVE MADE SURE THAT DEVELOPMENT THAT GOES IN, THEY DO BUILD THE SIDEWALKS INSTEAD OF REFERRING IT BACK.
UH, SO THERE'S A LOT THAT'S HAPPENING.
THE SIDEWALK CONDITION ASSESSMENT WAS RECENTLY COMPLETED LAST WEEK.
WE HAVE THE CONDITION OF THE SIDEWALKS OVER THE WHOLE NETWORK NOW.
SO, UH, WE ARE, UH, WE HAVE THE DATA ON WHERE WE NEED TO BE AS WELL AS HAVING THE SIDEWALK PLAN, BEING UPDATED AS WE TALK.
SO IN ANOTHER YEAR, YEAR AND A HALF, WE SHOULD HAVE THE SIDEWALK BIKEWAYS AND TRADE, UH, PLAN UPDATED THAT WOULD RESPOND TO THE NEED ACROSS THE CITY, AS WELL AS THE QUIT.
SO WHEN THAT IS COMPLETED AND READY, I WOULD HOPE THAT YOU CAN HAVE ACCESS TO A DOCUMENT APPS.
PEOPLE NOW MOVING FORWARD, UM, I HEARD A COMMENT THAT COVID ACTUALLY HAS BEEN A POSITIVE IN THE SENSE THAT THE ROADS WERE NOT AS OCCUPIED, SO YOU COULD PROBABLY MOVE FORWARD FASTER THAN BEFORE, BUT WHAT ABOUT ALL THE PRICE INCREASES? THE COST INCREASES THAT HAVE HAPPENED? HAS DAD BEEN ALSO A DETRACTOR IN THE WAY YOU'VE APPLIED THESE? YEAH, I MEAN, I'LL TAKE THAT ONE.
UM, I RECENTLY, YOU KNOW, THE COST INCREASES SINCE 2020 OBVIOUSLY HAVE BEEN REAL.
I THINK, YOU KNOW, IT'S ON THE ORDER OF 10 TO 15% IN THE SORT OF GENERAL, YOU KNOW, CIVIL UTILITY WORLD AND, AND UP TO 20, 25% IN THE CONSTRUCTION BUILDING CONSTRUCTION WORLD.
AND SO, UM, WE'VE SEEN SOME OF THAT.
WE'RE OBVIOUSLY ADJUSTING SOME OF OUR COST ESTIMATES BASED ON THE REVISED PRICING AND THINGS.
UM, WE HAVE NOT REACHED THE POINT WHERE WE'VE HAD TO REDUCE SCOPE OR CHANGE, UM, ANY OF THE, ANY OF THE PLANNED WORK THAT WE'RE DOING DUE TO, UM, COST INCREASES THAT WE'VE BEEN SEEING.
AND MY LAST QUESTIONS ARE RELATING TO THE PRINTED 20 BONDS.
UM, I AM ALSO PART OF THE AUSTIN TRANSIT PARTNERSHIP, WHICH I DON'T KNOW HOW MANY OF YOU ARE FAMILIAR WITH IT'S A SEMI AUTONOMOUS BODY THAT BEEN CREATED, UH, THE CITY OF AUSTIN AND THAT METRO TO DRIVE THE BILLIONS OF DOLLARS THAT ARE FLOWING IN TO ACHIEVE PROJECT CONNECT.
AND SO MY QUESTION IS HOW ARE YOU CONNECTING WITH AUSTIN TRANSIT PARTNERSHIP? HOW DOES THIS SIMILAR MILLION OR WHATEVER THE NUMBER YOU SAW? I CAN'T REMEMBER NOW, UH, LINES UP WITH THE BILLIONS THAT ARE BEING SPENT FOR PROJECT CONNECT.
HOW ARE YOU OPTIMIZING YOUR USE OF THE OPERA MONIES? THAT'S A GREAT QUESTION.
AND WE'RE VERY, VERY CLOSELY COORDINATED WE'RE MEETING WITH, UM, THEIR CONSULTANT TEAMS AND STAFF AT ATP EVERY OTHER DAY, UM, ON MULTIPLE PROJECTS.
UM, WE HAVE A PROCESS WITH OUR, WITH OUR LOCAL MOBILITY BOND FUNDS THAT WE PRIORITIZE AND SELECT PROJECTS ANNUALLY.
SO THAT GIVES US AN OPPORTUNITY TO BE VERY FLEXIBLE AND REACT TO THINGS LIKE NEW, NEW PROJECTS FROM, UM, OTHER AGENCIES OR NEW DEVELOPMENT OR OTHER THINGS THAT CAUSE CHANGES IN THE WAY PEOPLE GET AROUND OUR CITY.
SO STARTING THIS YEAR IN OUR PLANNING PROCESS, WE INCORPORATED ALL OF THE PLANNED INVESTMENTS, UM, FROM THE PROJECT CONNECT SIDE, INCLUDING THEIR METRO RAPID SIDE.
WE'RE REALLY FOCUSING FIRST ON THE METRO RAPID LINES, BECAUSE THOSE WILL BE OPERATIONAL IN 23 AND 24, UM, AS OPPOSED TO, UM, PRETTY MUCH OUR BOND FUNDS WILL BE SPENT DOWN BEFORE WE GET TO THE ORANGE LINE AND BLUE LINE CONSTRUCTION.
[00:40:01]
WE'RE REALLY LOOKING CLOSELY AT THOSE METRO RAPID LINES AND HOW WE CAN OPTIMIZE INVESTMENTS, UM, AROUND, AROUND THOSE STATIONS.SO THAT LEADS TO ANOTHER QUESTION.
YOU KNOW, THE, ONE OF THE THINGS I HEARD IS ALL THE CHANGES THAT WILL COME TO DOWNTOWN AND BACK ARE ALL UNDER THE DRAG WHERE THEY CAN BE, UH, YOU KNOW, ESSENTIALLY OCCUPYING SOME, UH, DRIVING UP, UH, SOME, UH, DRIVING LANES IN ORDER TO BE ABLE TO PUT, UH, ONE OF THE LINES IN.
SO HOW WILL THAT IMPACT THE ROADS, YOU KNOW, FROM THE STANDPOINT OF EIGHT ATD, HOW WILL THAT IMPACT IF YOU DO? YEAH, THERE'LL CERTAINLY BE A CHANGE FOR THE RESIDENTS.
IF, IF THAT'S THE OPTION THAT IS CHOSEN, THERE'S STILL SEVERAL OPTIONS ON THE TABLE FOR WHAT, HOW THE ORANGE LINE MIGHT OPERATE THROUGH THE DRAG.
ONE OF THOSE OPTIONS IS TURNING THAT SPACE INTO A TRANSIT MALL.
UM, WE'LL CERTAINLY HAVE TO LOOK AT WHERE FOLKS WILL GO.
I MEAN, SOME FOLKS WILL GET ON THE TRAIN, OF COURSE, AND THEN OTHERS WILL USE OTHER PARALLEL ROUTES.
SO WE'RE LOOKING CLOSELY AT THAT AND WORKING WITH THE ORANGE LINE TEAM AS THEY WORK THROUGH THAT ANALYSIS.
AND MY LAST QUESTION IS ABOUT, I HEARD A COMMENT ABOUT IMPROVEMENTS TO CONGRESS.
IN FACT, THAT TOPIC CAME UP IN THE LAST MEETING OF THE ATB, WHERE THEY WERE TALKING ABOUT THERE USED TO BE LIMITS ON HOW, UH, YOU KNOW, STREET SIGNS AND TRAFFIC SIGNALS WERE PLACED SO THAT IT DIDN'T BLOCK THE VIEW OF THE CAPITOL, BUT SOME OR OTHER THOSE RULES SORT OF WENT BY THE WAYSIDE.
AND NOW YOU'VE GOT TRAFFIC SIGNALS EVERYWHERE CONGRESS.
SO WHEN YOU TALK ABOUT IMPROVEMENTS TO CONGRESS, IS WHAT YOU'RE TALKING ABOUT TAKING SOME OF THOSE IMPEDIMENTS AWAY, OR WHAT, WHAT KIND OF IMPROVEMENTS ARE YOU TALKING ABOUT? SO WE'RE TALKING ABOUT A DIFFERENT SECTION OF CONGRESS AVENUE.
UM, THE BOND PROJECT WILL WORK ON RIVERSIDE.
I BELIEVE IT'S RIVERSIDE DRIVE TO THE NORTH, UP TO THE CAPITOL, UM, AND PUT IN PLACE.
WE PUT SOME TEMPORARY MEASURES IN WITH SOME, UM, PROTECTED BIKE LANES, AND IT'LL BE, UM, MORE FULLY BOLDING BUILDING OUT THAT CROSS SECTION FOR THOSE.
SO THERE'S, IT'S ENHANCED SAFETY FOR ALL MODES.
UM, WE ARE NOT WORKING ON THE SECTION FROM RIVERSIDE TO THE SOUTH WHERE THE ORANGE LINE WILL BE OPERATING.
ANYTHING ELSE TO ADD? NO, THAT'S IT, THAT'S IT.
I THINK YOU'RE REFERRING TO THIS SECTION SOUTH OF WHERE THE CONGRESS URBAN DESIGN INITIATIVE IS GOING TO BE GOING.
AND LAST IS WHAT IS ID IQ? I'M DRAWING A BLANK, UH, INDEFINITE DELIVERY, INDEFINITE QUANTITY.
UM, SO BASICALLY IT'S A, IT'S A CONTRACT WHERE WE SET UP UNIT PRICES AND WE ISSUE ASSIGNMENTS TO THE CONTRACTOR AND THEY NEGOTIATE A TIME TO COMPLETE BASED ON THE AMOUNT OF THE ASSIGNMENT AND THE QUANTITY OF THE WORK.
USUALLY THEY'RE ISSUED AS, UH, AN INITIAL TERM, WHICH IS ONE TO TWO YEARS.
AND THEN, UM, TWO OR THREE RENEWAL OPTIONS BASED ON THAT FOR GENERALLY, IT'S A TOTAL OF ABOUT FIVE YEARS.
UM, IF WE RENEW ALL THE OPTIONS, DO YOU HAVE A QUESTION ALL THE PROJECT UPDATES YOU DISCUSSED BY THE WAY, MEET THE CAPITOL VIEW CORRIDOR REQUIREMENTS? JUST TO BE YES.
I MEAN, I'M NOT TRYING TO SOUND FACETIOUS, BUT WE'VE, WE'VE BEEN DOWN THAT ROAD BEFORE WHERE WE HAD A PROJECT THAT JUST MADE A WOEFULLY EMBARRASSING $2 BILLION MISTAKES.
YOU NEVER KNOW THERE COULD BE A REALLY TALL SIDEWALK, RIGHT.
QUESTION FROM COMMISSIONER LUCA.
UH, IN THE, UH, IN THE CONVERSATION EARLIER IN THE PRESENTATION ABOUT, UH, PRIORITY FOR EMERGENCY VEHICLES AND SOME TECHNOLOGY AROUND THAT, CAN SOMEONE SPEAK TO THAT? YEAH, I THINK ERIC MENTIONED THAT AS PART OF THE, I BELIEVE WAS THE 2018 BOND AND REALLY IT'S JUST UPDATING THE TECHNOLOGY AT INTERSECTIONS, UM, SO THAT WHEN FIRETRUCKS OR EMS GO THROUGH, THEY HAVE A SIGNAL ON THEIR TRUCK.
UM, AND THERE'S ALSO A SIGNAL ON THE SIGNAL TO GIVE THEM, UM, PREEMPTION OR PRIORITY TO GET THE TRUCKS THROUGH THE EMERGENCY, THE EMERGENCY ROUTES.
UM, SO REALLY IT'S JUST A TECHNOLOGY UPGRADE TO MAKE SURE THAT'S ALL WORKING AS WELL AS IT CAN BE.
JUST WANTED TO ADD TO THAT, THAT, UH, LAST MONTH, UM, THE EMS, UH, STAFF THAT PRESENTED TO US MENTIONED THAT, AND THE COORDINATION BETWEEN THEIR DEPARTMENT IN YOUR DEPARTMENT AND KIND OF EXPENDITURE THAT'S REALLY, REALLY FASCINATING AND HOW THESE NEW SMALLER VEHICLES THAT ARE A LITTLE BIT MORE NIMBLE WILL ALSO HAVE IT.
AND, UM, I ENCOURAGE YOU TO GO BACK TO REPORT IS REALLY, REALLY INTERESTING AND A VERY COST-EFFECTIVE, BUT ANYWAY, I THOUGHT THAT WAS THE COOLEST PART QUESTION FROM COMMISSIONER CONZALEZ THIS YEAR.
UM, I JUST WANTED TO FOLLOW UP ON WHAT, UH, COMMISSIONER GUPTA HAD, UH, HIT UPON, WHICH IS, UM, THE INCREASING RATE OF INFLATION.
YOU KNOW, I DID THE MATH RIGHT HERE OF THE UNSPENT UNENCUMBERED FUNDS THAT ARE STILL AVAILABLE, UH, CLOSE TO A BILLION DOLLARS, 970 MILLION CAREER PRESENTATION, UM,
[00:45:01]
IN MOVING FORWARD AS COSTS CONTINUE TO INCREASE.WILL YOU, UM, PRESENT TO US ITEMS THAT MIGHT POSSIBLY BE ON THE CHOPPING BLOCK AND DUE TO INCREASED COSTS OR LESSER FUNDS AVAILABLE THAT WERE ORIGINALLY FORESEEN IN THE BUDGET? OR ARE YOU, OR IS THE PLAN TO MAYBE SCALE BACK ON PROJECTS BY, YOU KNOW, NOT, UH, PAVING AS MANY MILES OF SIDEWALK OR A ROAD OR, OR SOMETHING LIKE THAT, HOW WOULD YOU, HOW DO YOU PLAN TO, UM, UM, EXPRESS THOSE CHANGES, YOU KNOW, TO THE COMMISSION MOVING FORWARD? THAT'S A REALLY, REALLY GOOD QUESTION AND SOMETHING WE'RE JUST STARTING TO TALK ABOUT.
UM, SINCE WE DO HAVE A, A PRETTY EXPLICIT CONTRACT WITH THE VOTERS, ANY CHANGES TO THAT, UM, WE'LL LIKELY HAVE TO GO BACK, UM, BEFORE CITY COUNCIL.
UM, AND I IMAGINE THERE WOULD BE AN UPDATE AT SOME POINT TO, UM, THIS COMMISSION, AS WELL AS WE WORK THROUGH THAT.
UM, BUT THAT'S NOT TO SAY A YEAR FROM NOW.
WE MIGHT HAVE MORE INFORMATION AND BE CLOSER TO THAT.
WE'RE GOING TO BE WATCHING THIS VERY CLOSELY.
AND TO, TO ADD THAT TO THE ENGINEERING COST ESTIMATES FOR ALL THOSE PROJECTS THAT ARE IN FURTHER OUT, YOURS DO INCLUDE, UM, ESCALATION AS WELL AS, UM, CONTINGENCY IN TERMS OF WHAT THAT, THAT VALUE IS RIGHT NOW, WE HAVEN'T SEEN THE COST INCREASES, EXCEED THE, UM, CONTINGENCY AND INFLATION FACTORS THAT ARE BUILT IN TO THE, TO THE COST ESTIMATE.
SO IN A WAY WE'VE ALREADY ACCOUNTED FOR PART OF IT.
IT'S A LITTLE IT'S HIGHER THAN WHAT WE ORIGINALLY ANTICIPATED, BUT IT'S STILL WITHIN OUR, UM, YOU KNOW, MARGIN OF ERROR IN OUR ESTIMATES AND THINGS LIKE THAT MOVING FORWARD.
AND WE'VE HEARD FROM MANY, MANY GROUPS AND BOARDS HERE THAT OBVIOUSLY YOU BEGIN SOME MODICUM OF INFLATION ON EXPENDITURES JUST TO GET YOUR EIGHT TO 10 YEAR LOOKOUT.
UM, IS THERE ALSO A BAKED IN FACTOR FOR INCREASE ON THE DEBT SERVICE BECAUSE OF HIGHER INTEREST RATES? SO THAT ALSO, I MEAN, I KNOW IT'S NOT INCLUDED ON YOUR CAPEX SIDE, BUT ON THE SIDE THAT WE'RE PRESENTING TO VOTERS OR PERHAPS THAT'S AN INTERNAL I'LL, I'LL TAKE THAT MIND.
UM, UH, SO, UM, YOU KNOW, I THINK THAT MIGHT BE SOMETHING THAT ALSO, UM, TREASURY CAN ADDRESS WHEN THEY COME NEXT MONTH.
UM, BUT BASICALLY, UM, WE STILL HAVE MOST OF THE IMPACT FOR THESE BONDS STILL, UH, YET TO COME.
UM, AND THEY DO, UM, RELATIVELY CONSERVATIVE ESTIMATES OF, FOR, UH, PROJECTED, UM, UH, IMPACT.
SO, UM, I'LL JUST MAKE SURE THAT THEY TOUCH ON THAT IN THE NEXT PRESENTATION.
I MEAN, AND I DON'T EXPECT ANY FORK IF, IF, IF THIS COMMISSION CAN FORECAST INTEREST RATES AND WE HAVE MUCH MORE POWER THAN I EVER REALIZED.
CAN I SHARE WITH YOU THIS? OKAY.
UM, I HAD A QUESTION EARLIER IN THE DISCUSSION, UH, REGARDING THE 2016 BOND REGIONAL MOBILITY BOND.
UH, THERE WAS A REFERENCE TO THE LAKELINE BOULEVARD EXPANSION PROJECT IN REDEFINE, DUE TO, UH, SOMETHING, SOME IMPACT OF TXDOT WITHDRAWING FROM SOMETHING.
COULD I, CAN I GET SOME BACKGROUND ON THAT? SURE.
UM, YOUR ORIGINAL COMMITMENT WAS THAT WE WERE GOING TO CONTRIBUTE $17 MILLION TO A WIDENING OF PARMER LANE THAT WAS PLANNED BY TXDOT, UM, TECHS OUT IN CONJUNCTION WITH CAMPO, THE PLANNING BODY FOR THE REGION, UM, DECIDED TO, UM, DO A DEAD STOP ON THAT PROJECT, UM, AND STUDY WHETHER THAT SHOULD BE SOME OTHER FORM IN THE FUTURE.
SO WHETHER IT'S A CONTROLLED ACCESS HIGHWAY OR SOMETHING LIKE THAT.
SO, UM, BUT DESIGN PROJECT, UM, WAS INDEFINITELY HALTED BY TECH STAT.
AND SO IN, IN LIGHT OF TRYING TO MEET, UM, OUR COMMIT WITH THE VOTERS FOR EXPANDING THIS MONEY IN EIGHT YEARS, WE FOUND A VERY LIKE SIMILAR PROJECT, UM, THAT WE COULD BUILD OUT IN, IN, IN ABOUT THE SAME TIMEFRAME WHILE TEXTILE AND CAMPO AND THE PLANNING ORGANIZATIONS PLAN FOR WHAT PALMER MIGHT LOOK LIKE IN THE FUTURE.
THANK YOU, COMMISSIONER WAVER.
UM, I SAW IN THE 2020, YOU HAVE TO BREAK OUT OF THE DIFFERENT CATEGORIES AND I NOTICED THAT URBAN TRAILS VERSUS BIKE WEIGHTS.
CAN YOU JUST EXPLAIN A LITTLE BIT MORE THE DIFFERENCE BETWEEN THOSE AND ELABORATE? YEAH.
UM, THE URBAN TRAILS AND CORRECT ME IF I'M WRONG, THE URBAN TRAILS TEND TO BE STANDALONE TRAILS THAT ARE NOT ADJACENT TO ROADWAYS WHERE THE BIKE WAYS TEND TO BE, YOU KNOW, BIKE LANES AND THINGS LIKE THAT.
NOT TO SAY THAT'S ALWAYS THE CASE, BUT IT'S SORT OF A GENERAL GENERALIZATION OF THE DIFFERENCE BETWEEN THE TWO.
[00:50:05]
ALL RIGHT.ANY OTHER QUESTIONS FROM THE DICE? UM, I HAVE ONE LAST SPECIFIC DISTRICT TO QUESTION, UM, AND I JUST WASN'T SURE IF, UH, YOU MIGHT EVEN BE ABLE TO PROVIDE THIS LEVEL OF DETAIL, BUT, UM, I LIVED AROUND EMERALD FOREST AND THERE WAS A RECENT KIND OF OVERHAUL OF THE BIKE LANES.
AND I WAS JUST CURIOUS IF, UH, WHICH BOND THAT WAS ATTRIBUTED TO, IF YOU MIGHT KNOW, I BELIEVE THAT WAS FROM THE 2016 BIKEWAYS BOND BUCKET.
WELL, THANK YOU ALL FOR BEING HERE AND FOR THE UPDATE.
AND WE LOOK FORWARD TO SPEAKING TO YOU AGAIN, SIR.
IT'S A WONDER TO RECOGNIZE, UH, COMMISSIONER CURRY AND WHO ELSE JUMPED ON COMMISSIONER MCNABB JOINED THE MEETING.
[4. FUTURE AGENDA ITEMS]
ITEM NUMBER FOUR, FUTURE AGENDA ITEMS. UM, ONE ITEM THAT, UH, I WANTED TO DEFINITELY TALK ABOUT IS OUR CALENDAR, SO WE CAN BRING THAT UP FOR THE NEXT TIME.UH, WE KNOW IT SOUNDS LIKE WE'RE GOING TO HAVE A TREASURY AND APD, AND SO, UM, AND THEN THERE'S A SUMMER BREAK IN THERE TOO.
SO WE JUST NEED TO LOOK JUST TO MAKE SURE WE'RE ON TRACK WITH ALL OF OUR OBJECTIVES FOR THE YEAR.
I ALSO WANTED TO MENTION, WE ALSO HAVE HEALTH SLATED TO GO ON THE 15TH AS WELL NEXT MONTH.
SO IT'S GONNA BE A BUSY, BUSY DAY.
ALSO WANTED TO GET AN UPDATE ON, UH, POTENTIAL WEBSITE, UH, ENHANCEMENTS FROM OUR PERSPECTIVE, YOU KNOW, LOOKING THROUGH THIS, UH, THIS PRESENTATION THAT WE JUST HAD, AND THERE'S SOME REALLY GOOD LINKS IN THERE.
I THINK, YOU KNOW, WE COULD CONSOLIDATE THOSE ON OUR PAGE AS WELL.
AND, UM, IF THERE'S INTEREST IN DOING A WORKING GROUP, THAT'S SOMETHING Y'ALL CAN YEAH, ABSOLUTELY.
WE, UM, DO YOU KNOW IF THERE ARE ANY PARAMETERS AROUND IT, SHOULD WE GET THE CLERK'S OFFICE AND SEE, OR IS IT, UM, I KNOW THAT IT CAN'T BE THE SIZE OF QUORUM, UM, AND, UM, UH, YOU DO HAVE TO VOTE ON IT TO, TO CREATE THE WORD, TO CREATE THE WORKING GROUP.
SO WE'LL, WE'LL, UH, TALK ABOUT THAT NEXT TIME TOO.
DO YOU, DO YOU KNOW, UM, SECONDLY, DO YOU KNOW IF THERE ARE ANY PARAMETERS AROUND ANY UPDATES WE CAN DO TO THE WEBSITE? I MEAN, I THINK THAT'S SOMETHING THAT, UM, IF WE BRING STAFF IN THAT THEY CAN SPEAK TO KIND OF WHAT'S WHAT THE CURRENT STATUS IS AND WHAT PROCESS THEY'RE GOING THROUGH FOR THAT.
THE, ANY ADDITIONAL ITEMS ANYONE WOULD LIKE TO SEE ON THE FUTURE? I HAD TWO, HOPEFULLY BRIEF QUESTIONS.
I CAN'T REMEMBER WHICH ONE OF Y'ALL ON ZOOM.
UM, JUST A BLUR EXCEPT FOR THE CHIPMUNK VOICE THING, UM, WHO ASKED ABOUT THE 970 MILLION, UM, AVAILABLE AMOUNT.
UH, BUT THAT, OKAY, I'M SORRY.
SO MY, MY COUNSEL, UH, PERSON, UH, UH, PAIGE ELLIS ASKED, UM, YOU KNOW, ENCUMBRANCE THAT'S, UH, I GUESS WE HAVE TWO NEW BOND EXPERTS, SO WELCOME, UH, THAT EXPERTISE.
UM, YOU KNOW, THAT'S LARGELY EITHER A EUROPEAN BOND TERM OR A, UH, MUNICIPAL BOND TERM.
THAT'S NOT SOMETHING THAT VOTERS ARE TERRIBLY FAMILIAR WITH.
NOT THAT I I'VE ALWAYS ENCOURAGED US TO, TO TREAT VOTERS WITH MORE RESPECT AND DIGNITY, BUT THAT'S ANOTHER STORY FOR ANOTHER TIME.
UM, BUT OUR ENCUMBRANCE UPON HER HUNDRED 27 MILLION MORE OR LESS JUST ON TRANSPORTATION, OUR COMMITTED AMOUNT IS ABOUT 513 MILLION.
UM, I THINK A FEW COUNCIL PERSONS HAVE WISHED THE ABILITY TO EXPRESS TO VOTERS.
UM, YOU KNOW, JUST, JUST BECAUSE YOU ISSUE A $460 MILLION BOND DOESN'T MEAN YOU SAW THAT PAPER THAT DAY AND START PAYING, YOU KNOW, 5.7, 5%.
UM, BUT, AND OF COURSE THERE ARE DELAYS IN CAPITAL EXPENDITURES.
YOU HIT PROJECT, YOU HIT A PANDEMIC BY THE WAY, UH, THAT, THAT THING HAPPENED, UM, THAT SLOW STUFF UP.
BUT, UM, WHAT HAVE WE FLOATED? WHAT HAVE WE SOLD AS A CITY AND MAY AS THE TIME IN WHICH AT THE TIME OF YOUR REVIEW? I SUPPOSE WE WERE HEARING THAT FROM TREASURY.
UM, WHAT'S THE DIFFERENCE BETWEEN HOW MUCH WE HAVE OUTSTANDING THAT WE'RE PAYING DEBT SERVICE ON, UM, THAT'S BEING DEPLOYED AND THAT'S, THAT'S THE GOOD STUFF.
THOSE ARE THE PROJECTS THAT ARE TAKING PLACE, BUT WHAT IS NOT, WHAT IS SITTING IDLE, UM, WHAT IS YET TO BE COMMITTED, UM, THAT, THAT DIFFERENCE BETWEEN ENCUMBERMENT AND COMMITMENT IS IT IS HUNDREDS OF MILLIONS OF DOLLARS
[00:55:01]
JUST ON TRANSPORTATION.UM, AND AGAIN, THERE'S ALWAYS EXPLANATIONS.
UM, BUT I THINK IT FALLS UPON US TO EXPRESS, TO, TO, TO COUNSEL AND TO VOTERS WHAT THAT OVERALL DELTA LOOKS LIKE AND WHY IT EXISTS OR WHY IT DOESN'T EXIST.
AND, UM, AGAIN, I THINK THAT'S ACTUALLY THE MOST TRANSPARENT PART.
THE TRANSPARENT PART TO ME IS NOT THAT THE BALLOT ELECTION CAUSE THAT GETS COUNTED, UH, DESPITE MALIN VOTES OR WHATEVER THE EXCUSES THIS WEEK, WE ALL KNOW THAT IF YOU VOTE ON A $460 MILLION BOND, YOU VOTED ON IT, BUT, AND THEN WHEN YOU SEE THE PROJECT TAKING PLACE, BUT I THINK THE REAL DISCONNECT COMES FROM WHAT HAVE WE SOLD AS BOND MONEY, UH, AND PAYING SERVICE ON THAT WE HAVE YET TO REALLY COME TO A COMMITTED CAPITAL EXPENDITURE ARRIVAL ON IF THAT MAKES SENSE.
I THINK THAT'S THE MOST POWERFUL MESSAGE WE CAN CONVEY TO, TO COUNCIL AND TO VOTERS.
AND IT'S FOR SOME REASON REMAINS THE MOST MYSTERIOUS.
AND THEN THE SECOND THING WAS MAYBE JUST, UH, WE'LL, WE'LL GET A REPORT I ASSUME, FROM TREASURY ABOUT THE ANNUAL BOND.
SO, UM, BUT, UH, AND THEN THE SECOND ONE WAS JUST A PUNT.
THIS MAYBE FURTHER INTO THE SUMMER, PROBABLY INTO ELECTION SEASON.
I SUSPECT I WAS ASKED TO ASK THIS BECAUSE ELECTION SEASON WILL BE, UH, WHEN WE GET BACK TOGETHER AFTER SUMMER, BUT ALSO GET AN UPDATE ON THE AFFORDABLE HOUSING BOND FROM 2018.
UM, THIS IS GETTING CONFLATED.
I ACTUALLY GET ASKED QUESTIONS BY FELLOW VOTERS IN ALL RIGHT, JOE BEER DATA.
I DIDN'T GET THAT ONE, I THINK TOWARDS MIKE WASN'T OFF.
SO, OH, UH, AND THEN JUST, UH, JUST AS A, A SUBJECT UPDATE, IT'S JUST GOOD.
WE USUALLY GO THROUGH RECOMMENDATIONS, FOLKS THAT LIKE TO HEAR FROM, UH, AFFORDABLE HOUSING 2018, UH, IT'S GETTING CONFLATED, UNFORTUNATELY WITH, AND AGAIN, THIS IS THE MEDIA, I'M NOT TALKING TO THIS GROUP, BUT IF WE NEED TO GET INTO THE WEEDS ON THIS STUFF, BUT YOU KNOW, THE CANDLEWOOD SUITES, HOTEL THING, UM, YOU KNOW, MORE CAMPS, UM, YOU KNOW, THE WHOLE, WHATEVER, SAY BOSTON, WHATEVER IT WAS CALLED, BUT, UM, I WANT TO GET A MUCH MORE SALIENT AND CLEAR REPORT FROM AFFORDABLE HOUSING, PERHAPS, MAYBE IN AUGUST OR SEPTEMBER, JUST TO PUT THAT ON EVERYONE'S RADAR.
UM, YOU KNOW, WE'RE NOT GOING TO GET A CHANCE TO GET TO IT BEFORE THE SUMMER BREAK AND I GET THAT, BUT I SUSPECT THERE'S JUST GOING TO BE MORE MISINFORMATION AND DISCONNECT BETWEEN NOW AND THEN, AND I'D LOVE TO GET AN UPDATE FROM THEM ANYWAY.
IT'S ABOUT, IT'S KIND OF TIMELY ANYWAY, SO ABOUT HALFWAY THROUGH THE CYCLE ANYWAY.
SO IF WE COULD, UH, IF WE COULD GET THAT ON THE AGENDA.
ANYTHING ELSE FROM ANYONE? ALRIGHT.
I JUST WANT TO LIKE TO GIVE, UM, UH, UH, VANESSA CHALET HERE, UH, CHABLIS, SORRY.
SHE'S BEEN OUR INTERN AND BEEN WORKING BEHIND THE SCENES, UM, HELPING WITH OUR TEMPLATE AND PULLING DATA, WORKING WITH OUR DEPARTMENTS AND DOING A LOT OF WORK, UM, TO SEE Y'ALL SUPPORTED.
AND, UH, SHE'S BEEN DOING THIS FOR QUITE SOME TIME, BUT SHE'S COMING TO THE END OF HER INTERNSHIP.
I'M GOING TO PUT YOU ON THE SPOT.
WHAT ARE YOU DOING AFTER THE INTERNSHIP? UM, I'M GRADUATING WITH MY MASTER'S THIS COMING WEEKEND.
SO I'M LOOKING FOR FULL-TIME EMPLOYMENT AFTERWARDS.
ANY PARTICULAR FIELD? UM, EITHER CITY, STATE AND LOCAL GOVERNMENT OR, UM, NONPROFIT ADVOCACY.
ALRIGHT, WELL, THANKS FOR EVERYBODY'S PARTICIPATION TODAY.
