SO TRANSPORTATION DEMAND MANAGEMENT OR TDM AS WE CALL IT AS IT'S A MOUTHFUL, OTHERWISE, UM, REALLY FOCUSES ON GETTING PEOPLE OUT OF THEIR SINGLE OCCUPANCY VEHICLES FOR SOVS AND INTO MORE SUSTAINABLE MODES OF TRANSPORTATION. SO THAT COULD BE ANYTHING FROM RIDING THEIR BIKE OR USING BIKE SHARE LIKE METRO BIKE. IT COULD BE THE USE OF A SHARED MOBILITY LIKE SCOOTERS OR UBER, LYFT, UM, THINGS THAT WOULD FALL UNDER THAT UMBRELLA. AND EVEN MORE RECENTLY, WE WOULD CONSIDER TELEWORKING A SUSTAINABLE MODE OF TRANSPORTATION, AS WE'VE SEEN THE GREAT BENEFITS OF IT FROM, UH, THE PANDEMIC AND THINGS HAPPENING THERE. A LITTLE BIT OF BACKGROUND ON THE TDM PROGRAM, IT MOVED OVER TO THE SMART MOBILITY OFFICE LAST FEBRUARY. UM, IT GAVE US A REALLY COOL OPPORTUNITY TO KIND OF REVAMP THE WHOLE PROGRAM AM. ONE OF THE BIGGEST THINGS THAT WE DID WAS A REBRAND. ORIGINALLY THERE WERE ABOUT FIVE DIFFERENT BRANDS UNDER THE TDM UMBRELLA. IT WAS CONFUSING FOR EVERYBODY INTERNALLY AND EXTERNALLY. SO WE WORKED WITH OUR PUBLIC INFORMATION OFFICE HERE AT ATD AND REBRANDED EVERYTHING TO GET THEIR ATX THE END OF LAST YEAR OVERALL. UM, OUR MAIN FOCUSES FOR TDM IS EDUCATION AND BEHAVIORAL CHANGE. WE FEEL THAT THIS IS REALLY THE BASE OF KIND OF ALL THE PROGRAMMING AND INITIATIVES THAT WE LAUNCHED, UM, THROUGH TDM. NEXT SLIDE PLEASE. ALL RIGHT. SO I MENTIONED THAT REBRAND. UM, THIS IS THE LOGO HERE THAT YOU'LL SEE ON YOUR SCREEN ORIGINALLY. IT WAS SMART TRIPS, AUSTIN. YOU'RE PROBABLY A LITTLE FAMILIAR WITH THAT. I THINK IT WAS ON THE SIDE OF SOME CAB, METRO BUSES AND THINGS LIKE THAT. IT IS NOW GET THEIR ATX. WE HAVE AN EXTERNAL FACING WEBSITE FOR COMMUNITY MEMBERS, AS WELL AS VISITORS TO VISIT AND CHECK OUT ALTERNATIVE MODES OF TRANSPORTATION THAT THEY COULD EXPLORE. IT, THE ASSETS ARE OWNED BY THE CITY OF AUSTIN AND LAST THURSDAY COUNCIL PASSED AN AMENDMENT TO OUR ILA WITH CAPITAL METRO, WHERE THEY WILL TAKE OVER THE OPERATIONS AND MAINTENANCE FOR THE PROGRAM AND WE'LL WORK TOGETHER ON PLANNING AND, UM, UH, COMMS AND MARKETING AND THOSE KINDS OF THINGS. CURRENTLY WE HAVE OVER 800 BIKES, THAT'S A MIX OF PEDAL AND E-BIKES. AND ABOUT 79 DOCK STATIONS, WE PLAN TO EXPAND THE SYSTEM OVER THE NEXT 10 YEARS. FINGERS CROSSED. WE CAN PULL IT OFF IN SIX YEARS AND THAT EXPANSION WILL, UM, EXPAND THE WHOLE SYSTEM BY ABOUT THREE TIMES AND ALSO FULLY ELECTRIFY THE BIKE FLEET. ORIGINALLY PRIOR TO THE AMENDMENT OF THE ILA. THIS WAS A THREE-PART PARTNERSHIP WHERE THE CITY OWNED THE ASSETS BY CHAIR OF AUSTIN, WHICH IS THE NONPROFIT HERE, UM, TOOK CARE OF THE OPERATIONS AND MAINTENANCE, AND THEN CAPITAL METRO HELPED OUT WITH THAT SIDE OF THE HOUSE AS WELL. BUT MOVING FORWARD, THEY WILL ABSORB BY CHAIR BOSTON. AND IT'LL BE MORE 50 50 IN TERMS OF THE PARTNERSHIP. NEXT SLIDE, PLEASE. THIS YEAR WE LAUNCHED OUR METRO BIKE ART INITIATIVE. THIS CAME BECAUSE WE HEARD SOME THINGS FROM COMMUNITY MEMBERS THAT THEY ASSUMED METRO BIKE WAS JUST ANOTHER PROVIDER LIKE BIRD OR LYFT AND THOSE KINDS OF THINGS. AND SO WE REALLY WANTED TO MAKE IT MORE AUSTINE AND HELP COMMUNITY MEMBERS FEEL LIKE THIS WAS THEIR BIKE SHARE. SO WE PARTNERED WITH A LOCAL ARTIST AND WE PUT THESE REALLY COOL GEOMETRIC DESIGNS ON ABOUT 200 E-BIKES. AND THEN WE ALSO DID SOME ART PANELS ON OUR STATIONS, AND THERE'S ABOUT 20 STATIONS THAT HAVE THE ART PANEL ART. THESE WILL STAY LIVE THROUGH THE END OF THE CALENDAR YEAR. THERE'S A CHANCE WE'LL CONTINUE THIS PROGRAM, BUT THAT WILL DEPEND ON OUR PARTNERSHIP WITH CAP METRO AND KIND OF WHERE WE WOULD LIKE TO SEE THIS GO. NEXT SLIDE, PLEASE. ONE OF THE THINGS THAT KIND OF FALLS UNDER THE UMBRELLA OF TDM IS OUR AIR QUALITY PROGRAM. THIS PROGRAM IS FUNDED BY OUR PARKING ENTERPRISE AND IT IS [00:10:01] MANAGED BY OFFICE OF SUSTAINABILITY, BUT WE DO WORK CLOSELY WITH OFFICE OF SUSTAINABILITY ON THIS PROGRAM. SOME OF THE WAYS THAT WE DO THAT IS WHERE A MEMBER OF CAP COGS AIR QUALITY PROGRAM. WE HAVE A TEAM MEMBER ON TDM WHO HAS A BACKGROUND IN, UM, ELECTRIC VEHICLES, SUSTAINABILITY AND ENVIRONMENTAL KIND OF THINGS. AND SO HE IS OUR POINT OF CONTACT FOR THAT. WE ALSO HAVE A PROJECT THAT WE'RE WORKING ON WITH UT AND MICROSOFT, WHERE WE'RE INSTALLING THESE AIR QUALITY SENSORS THAT YOU SEE ON YOUR SCREEN. UM, WE HAVE THEM INSTALLED AT UT AND WE'RE ALSO WORKING WITH PARKS AND REC TO HAVE THEM, UH, SOME OF THE PARKS AND TO MEASURE THE AIR QUALITY IN THOSE AREAS AS WELL. ONE OF THE OTHER THINGS THAT WE FOCUS ON UNDER THIS PROGRAM IS EDUCATION ON IDLING. THE CITY HAS AN ORDINANCE ON HEAVY DUTY VEHICLE IDLING THOUGH. WE DON'T CURRENTLY ENFORCE IT. WE TAKE IT MORE FROM AN EDUCATIONAL STANDPOINT. AND SO WE ARE WORKING ON DIFFERENT CAMPAIGNS THROUGH PAMPHLETS AND ALSO OUR GET THEIR ATX SOCIAL CHANNELS TO EDUCATE COMMUNITY MEMBERS AND COMPANIES ON IDLING. NEXT PAGE, PLEASE. ALL RIGHT. SO I MENTIONED EARLIER THAT WE REALLY PRIORITIZE EDUCATION AND BEHAVIORAL CHANGE. WE DID THIS IN A FEW WAYS, BUT, UM, SOME OF THOSE WAYS ARE OUR PARTNERSHIPS. ONE OF OUR PARTNERSHIPS IS WITH GISELLA CYCLING INITIATIVE. THEY'RE AN ORGANIZATION HERE IN TOWN AND THEY HELP US RUN OUR COMMUNITY AMBASSADOR PROGRAM. AND WHAT THAT LOOKS LIKE IS THEY LEAD EVENTS WITH OUR COMMUNITY MEMBERS WHERE THEY TEACH THEM HOW TO BIKE SAFELY OR WALK SAFELY. SOMETIMES THEY INCLUDE TRANSIT TRIPS THERE. AND WHAT WE'VE REALLY FOUND WITH THIS PARTICULAR PARTNERSHIP IS A LOT OF TIMES PEOPLE HAVEN'T RIDDEN A BIKE IN A LONG TIME, OR THEY'RE NOT SURE WHERE THE SAFE WALKING TRAILS ARE. AND SO THEY MIGHT NOT TRY THIS MOTIVE TRANSPORTATION. SO IF WE CAN PARTNER WITH THEM AND GUIDE THEM AND SHOW THEM THE TOOLS AND RESOURCES THAT THEY COULD USE, IT'LL INCREASE THEIR CHANCES OF ADOPTING THIS NEW MODE OF TRANSPORTATION FOR THEMSELVES. ANOTHER PROJECT WE'RE WORKING ON IS WITH NEW MOVERS. THIS IS IN PARTNERSHIP WITH JUST SALO, AS WELL AS CAPITAL METRO. AND WE WORK WITH NELSON NYGAARD ON THIS. AND THE IDEA BEHIND THE PROJECT IS TO IDENTIFY PEOPLE WHO HAVE RECENTLY MOVED TO AUSTIN OR MAYBE MOVED AROUND AUSTIN. AND IN THAT FIRST AUSTIN ENERGY BILL THAT THEY GET, THEY WOULD HAVE A, UM, LITTLE POSTCARD IN THERE THAT SAID, HEY, YOU KNOW, CHECK OUT, GET THEIR ATX AND HOW YOU CAN COMMUTE SUSTAINABLY AROUND YOUR CITY. AND WE WOULD OFTEN INCENTIVIZE THEM THROUGH A METRO BIKE PASS AND A CAP METRO PASS ON, ENCOURAGING THEM TO TAKE THAT FIRST TRIP AND IDEALLY GETTING IN AT THE START WHERE THEY ARE IN A NEW LOCATION AND MAYBE MORE WILLING TO ADOPT AND KEEP NEW BEHAVIORS. ANOTHER ONE OF OUR PARTNERSHIPS IS WITH MOVABILITY, INC. THEY ARE OUR REGIONAL TRANSPORTATION MANAGEMENT ASSOCIATION, OR T M A. WHAT WE LOVE ABOUT LIVABILITY IS THEY HAVE A REGIONAL BEACH. SO THEY HAVE A MEMBERSHIP BASE, ANYBODY FROM GOOGLE, INDEED DELL TO EVEN OUR SMALLER ORGANIZATIONS AS MAYBE OUR NONPROFITS OR ROYAL BLUE GROCERY, UH, ORGANIZATIONS LIKE THAT. AND THEY FOCUS ON EDUCATING THESE COMPANIES AND ORGANIZATIONS, AND ALSO REGIONAL PARTNERS THROUGH WEBINARS, EDUCATIONAL EVENTS, UM, AND THROUGH THEIR WEBSITE AS WELL. WE CREATED A LICENSING AGREEMENT FOR GET THEIR ATX AND WE DO HAVE THEM KIND OF SHOP THAT AROUND REGIONALLY. AND THE IDEA BEHIND IT IS TO EXPAND THAT BRAND OUTSIDE OF AUSTIN AND INTO OTHER MUNICIPALITIES AND ORGANIZATIONS, UH, WITH THE GOAL OF HAVING A REGIONAL BRAND RECOGNITION AND, UM, SPREADING THOSE RESOURCES AS FAR AS WE CAN. AND THEY ALSO ALREADY HAVE ACCESS TO FREE TRANSIT THROUGH CAP, METRO AND DISCOUNTING TRANSIT WITH METRO BIKE. AND WHAT WE'LL DO HERE IS ENCOURAGED STUDENTS TO SHARE ABOUT, GET THEIR ATS AND, UM, ENCOURAGE THEIR FRIENDS TO TAKE SUSTAINABLE LOADS OF TRANSPORTATION, BUT ALSO AGAIN, GETTING IN AT THAT AGE WHERE THEY MIGHT BE MAKING THESE LIFE DECISIONS THAT THEY'LL STICK TO. SO THEY DON'T ALREADY HAVE A VEHICLE, UM, WILL THEY BUY ONE, WILL THEY STICK TO PUBLIC TRANSIT, UH, CREATING THOSE BEHAVIORS EARLY ON, WE HAVE HAD QUITE A FEW PRESENTATIONS THIS YEAR, MOSTLY OVER METRO BIKE AS IT'S HAD THE MOST CHANGES AND WAS OUR LARGEST PROGRAM FOR A LITTLE BIT, BUT ALSO OVER, UM, THINGS LIKE SUSTAINABILITY GOALS RELATED TO TDM AND THERE AWARDS AND RECOGNITION. WE ARE, UM, WE'RE VERY EXCITED ABOUT THIS HALF OF OUR TEAM OF OUR TDM TEAM, WHICH IS REALLY JUST TWO PEOPLE. THEY ARE IN CHICAGO RIGHT NOW AT THE ASSOCIATION FOR COMMUTER TRANSPORTATION CONFERENCE. THAT'S THE BIG NATIONAL TDM CONFERENCE THAT THEY HOLD EVERY YEAR. WE HAVE BEEN NOMINATED FOR TWO DIFFERENT AWARDS. THE FIRST IS THE GET THEIR ATX FESTIVE INSTAGRAM. AND THE SECOND IS OUR NEW MOVERS PROJECT. SO WE'RE REALLY EXCITED ABOUT THAT. WE'RE HOPING THEY COME HOME THE END OF THIS WEEK WITH SOME AWARDS FOR US. NEXT SLIDE, PLEASE. WE WENT THROUGH ABOUT 150 TACOS IN LESS THAN 45 MINUTES, WHICH I THINK THAT IS ALWAYS A POSITIVE OUTCOME. AND ANOTHER ONE THAT WE PARTICIPATED IN WAS OUR SOLE FOOD TRUCK FESTIVAL AT HOUSTON TILSTON. AND THAT WAS ANOTHER GREAT TURNOUT WE HAD ABOUT, I THINK WE GAVE OUT ABOUT 200, 250 SWAG BAGS. SO WE WERE VERY EXCITED ABOUT THAT, UH, THAT EVENT, THIS ONE NOT ONLY GAVE US THE OPPORTUNITY TO PROMOTE GET THEIR ATX, BUT WE WERE ALSO ABLE TO PROMOTE OUR VISION ZERO PROGRAM THERE AS WELL. SOMEBODY WORKING FOR THE PARKS DEPARTMENT, I DON'T KNOW WHICH DEPARTMENTS HAVE RELATIVELY LIBERAL AND RELATIVELY CONSERVATIVE POLICIES ABOUT WORKING FROM HOME, BUT YOU'RE OPENING YOURSELF UP FOR PEOPLE COMPLAINING BECAUSE THIS OTHER DEPARTMENT HAD ALLOWED PEOPLE TO WORK FOR HOW MUCH MORE EASILY. UM, THEY ALSO HAVE A GRANT PROGRAM, UH, FOR OUR SMALLER AND MEDIUM BUSINESSES. FOR EXAMPLE, A FEW YEARS BACK, UH, ROYAL BLUE GROCERY HAD EXPRESSED THAT THEIR EMPLOYEES WERE WILLING AND ABLE TO BIKE TO AND FROM WORK. BUT THE ISSUE WITH IT WAS THAT THEY DIDN'T HAVE ACCESS TO BIKE RACKS, SO INFRASTRUCTURE TO SAFELY LOCK THEIR BIKES UP IN FRONT OF EACH GROCERY STORE. SO THEY SUBMITTED FOR A GRANT AND, UM, THEY RECEIVED THAT AND THE MOVABILITY WAS ABLE TO HELP THEM INSTALL BIKE RACKS. SO WE RELY ON THAT PARTNERSHIP. UM, THEY'RE VERY GOOD AT IT AND THEY HAVE A MUCH LARGER REACH THAN US JUST AT THE CITY COULD HAVE, AND TAKE THIS UP REAL QUICK, IF YOU DON'T MIND. UM, SO W MOST TMAS IN THE UNITED STATES TRANSPORTATION MANAGEMENT ASSOCIATION, WHICH IS WHAT LIVABILITY IS, AND THAT'S, YOU KNOW, WE CAN'T REGULATE IT TO THE PRIVATE COMPANIES. WE GOT TO FIND A WAY TO INCENTIVIZE IT. UM, I UNDERSTAND THAT THERE IS A, A RACE TO MAKE, UH, AUSTIN, UM, HAVE THE HIGHEST HIGH RISE IN TEXAS. AND IN FACT, THEY'RE THE FIRST AND THE HIGHEST HIGH-RISES GOING IN NOW. AND I THINK THERE'S ANOTHER HIGH RISE IT'S ABOUT TO START. THAT'S GOING TO BE HIGHER THAN THAT ONE. AND THEN THERE'S ANOTHER ONE THAT'S ALREADY I'M HEARING ABOUT. UM, WE CENTRALIZED COMMUNITY COMMUNICATIONS FOR LARGE SPECIAL EVENTS. SO WE'VE USED DIFFERENT PROGRAMMING FOR US TO COMMUNICATE QUICKLY. UM, SO WE'VE RECENTLY RECENTLY RECEIVED SOME FEEDBACK FROM PEOPLE THAT HAVE PUT IN THREE OR ONE SAYING THAT THEY PUT IT IN AND IT WAS ANSWERED QUICKLY. UM, AND THEY'RE REALLY IMPRESSED WITH THAT SERVICE. SO I GUESS YOU COULD PUT THAT OUT THERE. UM, WE'VE CHANGED FEES TO REFLECT THE COST OF STAFF TIME AND HOW MUCH TAP TIME IS BEING PUT INTO THE OPERATIONAL SERVICES AS WELL. WE MADE IT A PRIORITY, MEANING THAT IF PROVIDERS ARE NOT ANSWERING THAT CALL, WE'RE ACTUALLY SUSPENDING THEIR SERVICES IN ORDER TO ANSWER THOSE CALLS. UM, WE'VE, UM, PUT A MORATORIUM ON DEVICE INCREASES IN DOWNTOWN. SO NO MORE DEVICE IS, UM, INCREASES THROUGH THE DEPARTMENT LEVEL. UM, AND THEN WE ALSO REQUIRED A REDUCTION OF SPEED FOR 20 MILES TO 15 MILES AT A CITYWIDE. UM, AND THEN RECENTLY THE CONGRESS AVENUE DEVICE CAP PILOT, UM, AND I'LL GET TO THE REASON WHY WE CALL IT A PILOT HERE IN A SECOND. SO CARSON AVENUE DEVICE, BY THE WAY. SO THE REASON WHY WE'RE CALLING IT A PILOT, UM, IS BECAUSE IT'S A FOCUS AREA. SOME OF THOSE THINGS WE'RE LOOKING AT, AND IT'S UPGRADING OUR MICRO MOBILITY PARKING BOX DESIGNS, WE'RE WORKING WITH, UM, UH, ENGINEERING CONSULTANT TO BE ABLE TO LOOK AT THOSE VERTICAL ELEMENTS AND OTHER WAYFINDING THINGS TO REALLY FOCUS IN ON WHAT THAT LOOKS LIKE AND DESIGN. UM, AND THEN, WELL AS USE OF TECHNOLOGY, RIGHT. AND ONE LAST THING THAT SORT OF RELATED TO THAT, I REMEMBER WHEN ALL OF THESE THINGS BEGAN. I REMEMBER SEEING AT NIGHTTIME PICKUP TRUCKS GOING AROUND TOWN AND, UH, IT WAS SORT OF LIKE, UH, A FLEET OF, UH, INDIVIDUAL CONTRACT EMPLOYEES OR GIG, UH, PICK UPS. HAVE THEY CHANGED THAT KIND OF MECHANISM OR YEAH. SO THEY STILL HAVE THAT. THEY HAVE CONTRACTORS. YES. BUT THEY'RE THE WAY THEIR, THEIR BUSINESS MODEL HAS. SOME OF THEM HAVE CHANGED IT. SO AS OPPOSED TO REDUCING THEIR SERVICE, UM, CAUSE THERE'S STILL, YOU STILL GOTTA PAY FOR A CITY EMPLOYEE OR SOMEONE TO GO MANAGE THAT PROBLEM. WHAT IF WE INCREASE THE FINES? UM, WE ARE, YOU KNOW, UH, UNDERSTAFFED IN OUR ENFORCEMENT, UM, UNIT AND WE'RE WORKING TO STAFF BACK UP JUST, IT IS A CONSTANT, UH, HIRING CHURN. UH, BUT THERE IS A, A SUPPLEMENTAL CONTRACT THAT WE ARE WORKING ON, UH, TO POTENTIALLY BRING ANOTHER COMPANY ON BOARD. AND, AND THEY HAVE, UM, PROPRIETARY SOFTWARE WHERE THEY, THEY KEEP TRACK OF EACH OF THE COMPANIES. THEY, THEY PROVIDE US STATISTICS AND DATA. THEY ALSO WILL GO AROUND AND PICK UP DEVICES AND DO IMPOUNDS. AND THEN ALL OF THOSE ITEMS WILL BE BACK CHARGED BACK TO THE PROVIDERS AS WELL. SO WE'RE, WE'RE WORKING ON, ON A CONTRACT OF THAT NATURE. UM, AND SO IF YOU'RE, IF YOU'RE THINKING ABOUT MAKING IT ILLEGAL THROUGHOUT THE ENTIRE CITY TO PARK IN A BIKE LANE, WITHOUT THE REGULATORY SIGNAGE, THEN WE WOULD HAVE TO LOOK AT AN, AN ORDINANCE CHANGE WHERE WE BASICALLY IT'S IT'S PERMISSIVE VERSUS RESTRICTIVE. AND SO, UH, RIGHT NOW WE ARE, UM, IT'S MORE OF A RESTRICTIVE, I'M SORRY, A PERMISSIVE MODEL, NO CORRECTION, IT'S A RESTRICTIVE MODEL. AND SO WHAT WE WOULD WANT TO DO IS RESTRICT EVERYTHING. AND OUR VISION IS TO ENGAGE WITH THE COMMUNITY TO CREATE A SAFER, HEALTHIER, AND MORE EQUITABLE ENVIRONMENT THAT FOSTERS HUMAN POWER TRANSPORTATION AS A FIRST CHOICE FOR CITY OF BOSTON STUDENTS. AND SO, UM, YOU MAY OR MAY NOT KNOW, BUT THE CITY OF AUSTIN EMPLOYEES OVER 200 CROSSING GUARDS, UM, THROUGHOUT A HUNDRED PLUS ELEMENTARY SCHOOLS IN THE CITY OF AUSTIN, FULL PURPOSE JURISDICTION, SIDEBAR, WE ARE ACTIVELY HIRING FOR 55 MORE SPOTS. IF YOU KNOW ANYBODY THAT WANTS A JOB THAT THIS FALL HELPING KIDS CROSS THE STREET SAFELY APPLY THE CITY BASKET OF SITE. ALL RIGHT, NOT PART OF THE PRESENTATION, I'M JUST THROWING IT OUT THERE. WE ALSO HAVE AN EDUCATION BRANCH OF OUR PROGRAM, WHERE WE SEND FOUR STAFF MEMBERS INTO THE CLASSROOMS. THEY GO INTO THE PE CLASSROOM SPECIFICALLY, AND THEY TEACH THE KIDS HOW TO WALK AND BIKE ACROSS THE STREET SAFELY. UM, WE ALSO DO ENGAGEMENT WHERE WE ACTIVATE THE SPACES THAT WE BUILT UNDER THE INFRASTRUCTURE TEAMS. SO THIS INCLUDES BIKE TO SCHOOL DAY WALK TO SCHOOL DAY, THE BUILD THE BACKPACK CAMPAIGN YOU MIGHT HAVE HEARD ABOUT ALL SORTS OF DIFFERENT ACTIVITIES ARE INVOLVED WITH THE PRINCIPALS AND THE PTA'S OF THE SCHOOLS. AND THEN THE LAST BRANCH HAS INFRASTRUCTURE ON THAT'S THE TEAM THAT I'M A PART OF WHERE WE USING FUNDING FROM THE 2016 AND 2020 MOBILITY BONDS TO PUT CONCRETE IMPROVEMENTS ON THE GROUND, AROUND THE SCHOOLS. SO YOU GO TO THE NEXT SLIDE, THE INFRASTRUCTURE, UH, BUBBLE IS THE ONE WE'RE GOING TO TALK ABOUT TONIGHT. NEXT SLIDE PLEASE. OKAY. SO THE INFRASTRUCTURE PROGRAM WAS BORN OUT OF THE 2016 BOND. UM, THE BOND WAS PASSED, UH, BY VOTERS LARGELY. UM, IT WAS EXCITING TO SEE US HAVING FUNDING FOR THE FIRST TIME TO DO CONCRETE IMPROVEMENTS. AND SO OUR PROGRAM RECEIVED 27, HALF MILLION DOLLARS DIVIDED EVENLY AMONG THE 10 CITY COUNCIL DISTRICTS TO ALLOW THE CITY TO ADDRESS SAFE ROUTES TO SCHOOL. SO WE WORKED WITH LOCAL SCHOOL DISTRICTS TO ADDRESS SAFETY CONCERNS AND ENCOURAGE CHILDREN AND FAMILIES TO WALK OR BIKE TO SCHOOL. UM, WE HAVE MULTIPLE, UH, DIFFERENT, UM, IMPROVEMENTS THAT WE'RE DOING, THAT IT FALLS UNDER INFRASTRUCTURE, INCLUDING SIDEWALKS, TRAFFIC, CALMING DEVICES, BIKE FACILITIES, URBAN TRAILS, LIGHTING, ET CETERA. AND SO HOW OUR APPROACH HAS BEEN WAS WE INITIALLY ASKED THE SCHOOL, UM, FOR A LIST OF CONCERNS. SO WE DID SOME EARLY OUT PROJECTS IN 2017 BEFORE OUR REPORT WAS FINISHED, JUST ASKING SCHOOLS, HEY, WHAT ARE YOUR MOST URGENT CONCERNS? THEN WE DID WALK AUDITS AND COMMUNITY MEETINGS. SO WE DID 137 WALK AUDITS AT ELEMENTARY AND MIDDLE SCHOOLS WITHIN THE CITY OF AUSTIN, FULL PURPOSE JURISDICTION. WE HELD, UM, OVER 50 COMMUNITY MEETINGS. UM, MAINLY THESE INCLUDE, UH, CANVASSING AT SCHOOLS, CHURCHES, GROCERY STORES, AND FLEA MARKETS, AS WELL AS FIVE OFFICIAL OPEN HOUSES. THEN WE DID AN INTERNAL REVIEW WHERE WE, UM, SPOKE WITH OUR ENGINEERS AND ASKED THEM WHAT WERE CONCERNS THEY WERE HEARING THAT PERHAPS MAY NOT HAVE BEEN CAPTURED IN THE WALK AUDITS OR THE COMMUNITY MEETINGS. THEN WE DID THE RELEASE OF A DRAFT INFRASTRUCTURE REPORT, HELD IT OPEN TO THE PUBLIC FOR THREE WEEKS, COMMON PERIOD, AND THEN FINALLY PRODUCED THE OFFICIAL REPORT, UH, END OF 2019, EARLY 2020, JUST IN TIME FOR OUR GLOBAL PANDEMIC. UH, NEXT SLIDE PLEASE. AND SO HERE'S A BREAKDOWN OF THE WALK AUDITS FOR COUNCIL DISTRICT. SO I MENTIONED WE DID 137 THAT'S INCLUDING ALL ELEMENTARY AND MIDDLE SCHOOLS. YOU CAN SEE HERE THAT THE HIGHEST NUMBER OF ELEMENTARY AND MIDDLE SCHOOLS LIE IN DISTRICTS ONE AND TWO AND SIX, AND SOME OF OUR LOWEST, A NUMBER OF SCHOOLS ARE IN DISTRICTS NINE AND FIVE. NEXT SLIDE PLEASE. SO HERE, WE'RE LOOKING AT THE NUMBER OF BARRIERS IDENTIFIED PER COUNCIL DISTRICT. SO OUR REPORT THAT IS PUBLISHED AND AVAILABLE ON OUR WEBSITE REVEALED OVER 4,600 BARRIERS TO WALKING AND BIKING TO SCHOOL SAFELY. AND SO WE TOOK THOSE 4,400, 4,600 PLUS BARRIERS AND BROKE THEM DOWN PER COUNCIL DISTRICT. AND SO YOU CAN SEE HERE THAT, UM, COUNCIL DISTRICT ONE, FOR EXAMPLE, HAS THE HIGHEST NUMBER OF BARRIERS TO GET TO AND FROM SCHOOL SAFELY AND SOME OF THE OTHER COUNCIL DISTRICTS, UM, SUCH AS EIGHT AND NINE, HAVE A LOWER AMOUNT OF BARRIERS, HALF A DIFFERENCE. AND SO THIS BECOMES REALLY IMPORTANT TO NOTE, UH, BECAUSE THE 27 AND A HALF BILLION DOLLARS THAT WE RECEIVED FROM THE 2016 BOND HAD TO BE DIVIDED EQUALLY AMONG 10 COUNCIL DISTRICTS. AND SO AS YOU CAN SEE THE NUMBER OF BARRIERS AND THE NUMBER OF SCHOOLS IS NOT EQUAL ACROSS DISTRICTS, BUT THE FUNDING WAS. AND SO WE HAD TO GET A LITTLE BIT CREATIVE ABOUT HOW WE WERE DOING IMPROVEMENTS AT THE SCHOOLS. NEXT SLIDE PLEASE. SO HERE, WE'RE LOOKING AT THE ESTIMATED COST OF BARRIERS PER TOWNSELL DISTRICT. SO THE 4,600 BARRIERS THAT I MENTIONED CAME TO A WHOPPING TOTAL OF $825 MILLION. UM, AND AGAIN, THIS WAS ESTIMATED, UM, IN, UH, 20 19 20 20. SO OBVIOUSLY COSTS WOULD BE HIGHER TODAY IF WE WERE TO ACCOUNT FOR THE, UM, CHANGING COVID AND PRICING, BUT IN 2019 AND 2020, WE HAD $825 MILLION, UM, ESTIMATED FOR THE TOTAL NUMBER OF BARRIERS TO BE ADDRESSED IF WE WERE TO FIX EVERYTHING. SO ALL 4,600, ALL 4,600 RECOMMENDATIONS, [01:30:01] THIS IS HOW MUCH IT COSTS. AND YOU CAN SEE THAT, UH, DISTRICTS ONE IN SEVEN REALLY JUMPED OUT AT THE TOP AT THE HIGHEST NUMBER OF COSTS NEEDED TO DO IMPROVEMENTS THERE. AND SOME OF THE OTHER DISTRICTS LIKE SIX AND NINE ARE, UM, HAVE LESS, UH, LESS NEED IN TERMS OF FINANCES. NEXT SLIDE PLEASE. AND SO TO FIGURE OUT, WELL, WHICH PROJECTS ARE WE GOING TO DO? WE TAKE CAME UP WITH A BENEFIT ANALYSIS, LOOKING AT FOR PARTS TO COME TO A TOTAL COST AND DECISION ON PROJECTS. SO WE LOOKED AT DEMAND, EQUITY, SAFETY, AND STAKEHOLDER INPUT. UM, DEMAND WAS 35% OF THE TOTAL SCORE. SO WE LOOKED AT SCHOOLS WITHIN A HALF MILE RADIUS. WE LOOKED AT AREAS WITHIN A HALF MILE RADIUS, INCLUDING THE SCHOOLS, UM, WALKING AND BIKING NETWORK. WE ALSO USED GIS AND NETWORK ANALYSTS WHERE WE DID A STUDENT SURVEY CATCHMENT AREA. THE NEXT LARGEST CATEGORY WAS SAFETY. WE LOOKED AT BIKE AND PEDESTRIAN CRASHES. WE LOOKED AT THE FUNCTIONAL CLASS SCORE OF THE STREETS, AND THEN WE ALSO JUST USE ENGINEERING JUDGMENT. SO THOSE THREE COMPONENTS, UH, MADE UP THE SAFETY SCORE. THEN WE LOOKED AT EQUITY GIVING THAT 20, 20% OF THE TOTAL SCORE FOR EACH PROJECT, AND THAT LOOKED AT FREE AND REDUCED TO ELIGIBILITY RATES AND ALSO POVERTY RATE. AND THEN THE LAST COMPONENT OF THE SCORE WAS STAKEHOLDER INPUT AT 15%. AND SO WE LOOKED AT WIKI MAP COMMENTS AND PUBLIC COMMENT. AND SO THE WIKI MAC COMMENTS WHERE I'M AN ONLINE MATH, WE HAD UP ON OUR WEBSITE WHERE FOLKS COULD JUST LOG IN AND AT THEIR OWN CONVENIENCE ON THEIR OWN TIME, JUST PUT IN COMMENTS ABOUT, HEY, WHERE THEY THOUGHT THEY NEEDED IMPROVEMENTS, PLACES THAT WERE UNSAFE, ET CETERA. IT TELLS YOU THE INTERSECTION LOCATION, AS WELL AS THE ISSUES, AS WELL AS THE RECOMMENDATIONS AND THE OVERALL BENEFIT CATEGORY AND AN ESTIMATED COST BENEFIT CATEGORIES. SO THAT PRIORITIZATION MODEL THAT I TALKED ABOUT IN THE OTHER SLIDE CAME UP WITH A RANKING FROM VERY HIGH TO VERY LOW, SO A FIVE-PART RANKING AND, UM, THAT'S HOW WE DETERMINED WHICH PROJECTS WOULD MOVE FORWARD. SO WE LOOKED AT PROJECTS THAT EITHER HAD VERY HIGH OR HIGH UNDER OVERALL BENEFIT OR ESTIMATED COST OF BENEFIT. AND SO SOMETIMES RECOMMENDATIONS WERE AS SIMPLE AS ADD CURB RAMPS. SOMETIMES THEY WERE MORE COMPLICATED NEEDING LIGHTING REQUESTS OR IMPROVEMENTS OF SIDEWALKS OR MISSING SIDEWALKS ALL TOGETHER. NEXT SLIDE PLEASE. AND SO THE GUIDING PRINCIPLES THAT WE USE MOVING FORWARD TO WORK ON OUR PROJECTS ARE, UM, AS I MENTIONED, THE IMPLEMENTATION OF HIGH OR VERY HIGH OVERALL BENEFIT OR HIGH OR VERY HIGH ESTIMATED COST BENEFIT, WE HAD OVER 4,600, UM, UH, BARRIERS TO SCHOOL, $825 MILLION IS WHAT IT WOULD COST TO FIX THEM ALL. I'LL GET TO THAT IN A COUPLE OF SLIDES, BUT RIGHT NOW OUR, UM, OUR MODE OF OPERATIONS IS VERY HIGH AND HIGH. WE ARE ALSO LOOKING AT, UM, MAKING MEANINGFUL WALKING AND BICYCLE IMPROVEMENTS NEAR AS MANY SCHOOLS AS POSSIBLE. SO A LOT OF SCHOOLS HAVE OVERLAP ON CATCHMAN AREAS, ELEMENTARY SCHOOLS, UM, AS ALSO MIDDLE SCHOOLS. AND OFTENTIMES WE'LL LOOK FOR A PROJECT THAT'S GOING TO SERVE MAYBE TWO ELEMENTARY SCHOOLS AND THE MIDDLE SCHOOL AT ONCE KIND OF GETTING MORE BANG FOR YOUR BUCK. UM, IF WE JUST IMPROVE A SIDEWALK THAT CONNECTS MULTIPLE PLACES, ANOTHER GUIDING PRINCIPLE WE'RE LOOKING AT IS, UM, WE HAD MOBILITY BOND FUNDING BALANCING OVER EQUAL, EQUALLY OVER ALL 10 DISTRICTS. SO THIS IS HOW THE BOND LANGUAGE IS WRITTEN AND VOTED UPON. UM, AND AS YOU SAW IN THE EARLIER SIDES, THE NEED WASN'T EQUAL AND THE NUMBER OF SCHOOLS ISN'T EQUAL, BUT THE FUNDING IS. AND SO, UH, USING LIMITED FUNDING FOR EACH COUNCIL DISTRICT, UH, 2.75 MILLION, WE HAD TO BE STRATEGIC ABOUT WHICH PROJECTS WOULD MOVE FORWARD. SO WE WANTED TO BE MINDFUL OF THAT AS WELL. AND THEN THE LAST, UM, THE LAST GUIDING PRINCIPLE IS LEVERAGING OTHER AVAILABLE SOURCES OF FUNDING TO IMPLEMENT ADDITIONAL PROJECTS. AND SO ONE OF OUR FAVORITE THINGS DO IS TO COST SHARE WITH OTHER PARTNERS. I'LL TALK ABOUT THAT LATER ON, TOO, BUT, [01:35:01] UM, SUPPLEMENTING FUNDING FROM EITHER QUARTER CENT OR GRANTS, OR, UM, JUST WORKING WITH OTHER DEPARTMENTS AND PROGRAMS HAS ALLOWED US TO DO BETTER PROJECTS AND MORE PROJECTS BECAUSE WE'RE, UM, FOSTERING ON THE TOTAL BILL. SO SOMETIMES, UM, A PROJECT WILL MAYBE BE LIKE, SAY A HUNDRED THOUSAND DOLLARS, BUT IF WE HAVE FOUR PRODUCT PROGRAMS PUTTING IN 25, UM, 25,000, FOR EXAMPLE, IT'S LESS FOR US TO PUT IN ON THAT ONE SPECIFIC INTERSECTION, WHICH MEANS WE CAN DO MORE PROJECTS AROUND THE CITY AND FOR EACH SCHOOL. SO THAT'S ONE OF OUR FAVORITE WAYS TO GET PROJECTS BUILT. NEXT SLIDE. SO WHERE ARE WE LOOKING AT RIGHT NOW? SO, AS I MENTIONED, WE DID SOME EARLY OUT PROJECTS IN 2017, AND THEN THIS IS A CHART SHOWING OUR FUNDING FROM 20TH, 2018 THROUGH 2022, WHICH IS REALLY WHEN THE PROGRAM RAMPED UP SPENDING. SO BASICALLY IF THE SCHOOL LIVES WITHIN CITY, BOSTON JURISDICTION, WE INCLUDED IT IN OUR ACCOUNTS AS WELL AS OUR PROVINCE. HOWEVER, THEY MAY NOT ACTUALLY FALL WITHIN AUSTIN SCHOOL DISTRICT. SO THAT'S JUST ONE OF THE CAVEATS TO WORKING IN THE SAFE ROUTES TO SCHOOL PROGRAM. WE LASTLY, WE'RE WORKING WITH CAPITAL METRO. WE RELOCATED A COUPLE OF BUS STOPS, UH, IN CONJUNCTION WITH SOME SAFE ROUTES TO SCHOOL PROJECTS. AND, UM, FINALLY WE USE QUARTER SEND FUNDING AS WELL. WE'VE GOTTEN, UH, DIFFERENT PROJECTS BUILDS THAT WERE PRETTY EXPENSIVE USING QUARTERS AND FUNDING. AND SO THAT'S ANOTHER MECHANISM WE USE TO, UH, HELP GET PROJECTS UP BIGGER AND BETTER, AND, UM, GET MORE DONE IN EACH DISTRICT. NEXT SLIDE PLEASE. AND SO HERE'S SOME TOTALS WHERE WE'RE AT NOW. SO OF OUR HUNDRED AND 37 SCHOOLS, WE'VE DONE IMPROVEMENTS AT 97 OF THEM, WHICH COMES OUT TO ABOUT 71%. WE'VE DONE OVER 300 PROJECTS AS OF JULY 1ST, AND WE HAVE 251 PROJECTS IN THE PIPELINE. SO THIS IS INCLUDING THOSE IN DESIGN PHASE AND OR CONSTRUCTION PLAYS. SO WE ARE DEFINITELY CHUGGING ALONG WITH MORE COMING EVERY MONTH. UM, THESE ARE JUST THE TOTALS AS OF YESTERDAY MORNING. SO IN 2020, UH, THE VOTERS PASSED, UM, THE 2020 BOND, WHICH ALLOWED US TO GET AN ADDITIONAL $20 MILLION TO ADDRESS BARRIERS IN THE INFRASTRUCTURE REPORTS. SO AGAIN, WE'RE FOCUSING ON VERY HIGH AND HIGH BENEFIT PROJECTS, UM, AS WELL AS THOSE HAVING, UM, HIGH COST BENEFIT ANALYSIS. SO THE INTERESTING PART ABOUT THE 2020 BOND IS THAT IT DOES NOT HAVE TO BE SPLIT EVENLY AMONGST COUNCIL DISTRICT, WHICH ALLOWS US TO FOCUS MORE ON EQUITY. SO NOW WE CAN TAKE A LOOK AT THOSE DISTRICTS THAT HAD HIGHER NUMBER OF BARRIERS AND HIGHER NUMBER OF COSTS NEED AND FOCUS ON GETTING THOSE PROJECTS DONE AS OPPOSED TO, UM, BEING COGNIZANT OF SPENDING EQUAL AMOUNTS OF MONEY PER DISTRICT. [01:40:01] SO THAT WAS AN INTERESTING CAVEAT TO 2020 BONDS. AND SO WE'RE EXCITED ABOUT HOW THAT GIVES US MORE FLEXIBILITY, NEXT SLIDE PLEASE, AND THEN FUTURE PLANNING. SO WHAT'S NEXT FOR US? SO, UM, OUR CURRENT INFRASTRUCTURE REPORTS FOCUS ON ELEMENTARY PUBLIC ELEMENTARY AND MIDDLE SCHOOLS IN AUSTIN BECAUSE THEY HAVE A DEFINED CATCHMENT AREA. AND THAT'S HOW WE'RE ABLE TO RUN THE DEMAND ANALYSIS TO COME UP WITH THE SCORING FOR ALL OF THE PROJECTS THAT WERE IDENTIFIED AS BARRIERS TO SCHOOL. SO ONE OF THE THINGS THAT WE'RE DOING AND THAT WE'RE EXCITED ABOUT FOR THE 2020 BOND IS THAT WE'RE GOING TO LOOK AT, UM, SOME CHARTER SCHOOLS ADDRESSING BARRIERS TO WARDS THEM, UM, ESPECIALLY THOSE BILLS IN THE LOW SOCIOECONOMIC STATUS AREAS. AND LIKE, BECAUSE LIKE WE PUT ALL YOUR KINDERGARTENERS ON A BUS, THERE'S A LOT OF THINGS THAT ARE INTERESTING ABOUT WHERE I THINK CHARTER SCHOOLS LOCATED. SO, UM, I THINK IT'S A GOOD THING TO BE THINKING ABOUT THAT. ONE OF THE THINGS THAT I'VE REALLY BEEN THINKING A LOT AS AISD HAS REALLY BEEN ARTICULATING AND ASD BEING THE DISTRICT I'M MOST FAMILIAR WITH IS THEIR ARTICULATING THEIR PLANS, UM, FOR THEIR FUTURE, THEIR, THEIR, UM, OVERALL FACILITIES PLANS AND THEIR CURRENT BOND. UH, THEY HAVING A LOT OF IMPOSITIONS RIGHT NOW ABOUT THEIR BOND PROGRAM FOR THE NEXT 2022 BOND. AND ONE OF THE THINGS AND, AND ALSO FULL DISCLOSURE. I HAD A KID AT, UM, UH, PEASE ELEMENTARY THAT WAS CLOSED. AND ONE OF THE THINGS THAT WE WERE DOCKED ON IN DIFFERENT SCORING WAS THINGS LIKE PARKING AND NOT HAVING A LOT OF LAND AND THINGS THAT REALLY DIDN'T MATTER TO THE FUNCTION OF THE SCHOOL, IN MY OPINION. BUT ANYWAY, WHAT I GUESS WHAT I'M TRYING TO DRIVE AT HERE IS HOW THE CITY CAN HELPFULLY TALK TO THE DISTRICTS. BECAUSE LIKE, IF YOU LOOK AT WHAT THE, SO FOR A NEW ELEMENTARY SCHOOL, IT'S BASICALLY TO BE BEHIND PARKING AND A DRIVEWAY AND PROVIDE A LOT OF PARKING BRENTWOOD ELEMENTARY WHEN IT WAS REBUILT WAS NO LONGER, UH, INTERFACED WITH THE STREET, BUT IT NOW INTERFACES WITH ITS PARKING LOT. AND I THINK THAT THAT'S A REAL TRAGEDY FOR HOW AISD IS REBUILDING SCHOOLS. THEY'RE DOING SOME WONDERFUL THINGS WITH THE WAYS THAT THEY'RE REBUILDING SCHOOLS AND RE-IMAGINING THEIR, THEIR, YOU KNOW, NEW SPACES AND TRYING TO PUT NEW, UH, CUTTING EDGE SCHOOLS AND SOME OF OUR LOWER SOCIOECONOMIC DISTRICTS. BUT THEN IT SEEMS LIKE SOME OF THE THINGS THEY'RE DOING ARE ACTUALLY NOT IN ALIGNMENT WITH SAFETY OR STUDENTS OR THE ASSUMPTION THAT STUDENTS WOULD WALK TO SCHOOL. SO I JUST REALLY WONDER IF THERE'S A WAY THAT YOUR OFFICE CAN PARTNER WITH THOSE, YOU KNOW, FACILITIES, PEOPLE. I ASSUME THAT YOU TALKED TO THEM A LOT AT AISD AND GET THEM TO THINK ABOUT THE WAYS THAT THEY'RE BUILDING THEIR SCHOOLS AS FAR AS THE TRANSPORTATION IMPACTS FOR THE STUDENTS AND FAMILIES. YEAH. I KNOW THAT'S A REALLY GREAT QUESTION. UM, AND I DIDN'T, I DIDN'T MENTION THIS EARLIER, BUT, UM, WE DO, WE DO HAVE ACCOUNTING FOR THE FORCE ELEMENTARY SCHOOLS THAT CLOSED, UM, AFTER THE WALK AUDITS WERE DONE, [01:45:01] AS WELL AS WE DO KEEP TRACK OF THE NEW SCHOOLS OPENING UP AS WELL, IN ADDITION TO THE SCHOOLS LIKE BRENTWOOD, WHICH WAS CLOSED AND THEN REOPENED BECAUSE IT WAS REMODELED. SO WE KIND OF DO TRACK ALL THOSE THINGS, UM, INDEPENDENTLY OF EACH OTHER. BUT YES, ONE OF THE THINGS WE DO IS WE DO HAVE, UH, AN LAA, UM, WITH THE INDEPENDENT SCHOOL DISTRICTS. AND SO, UM, ONE OF THE THINGS WE ASKED THEM TO DO IS WHEN THEY'RE UNDER CONSTRUCTION, UM, WE DO WORK WITH THEM AND, UH, IN PARTICULAR WE'VE BEEN ASKING SCHOOLS TO CREATE A SHARED USE PATH AROUND THEIR PERIMETER. AND SO TYPICALLY, UM, SCHOOLS ARE REQUIRED TO JUST DO A FIVE FOOT, UM, FIVE FOOT WIDE SIDEWALK AROUND THE SCHOOLS. AND WE'VE BEEN OFTEN ASKING THEM TO DO, UH, ANYWHERE FROM SIX TO EIGHT FEET, JUST SO THAT WE CAN ACCOMMODATE BIKES AND PEDESTRIANS IN A MORE SAFER SPACE. AND SO YES, YOU CAN BIKE ON THE SIDEWALK, BUT IF IT'S WIDER THAN YOU KIND OF HAVE SEPARATE LIKE TRACKS FOR BOTH. AND SO WE DO REVIEW SITE PLANS FOR THE SCHOOLS AS THEY COME UP, WE DO WORK WITH THE FACILITIES MANAGERS. UM, SOMETIMES WE NEED A RIGHT OF ENTRY TO DO LIKE IMPROVEMENTS, LIKE RIGHT BY THE SCHOOL DOOR. UM, SO WE ARE IN CONTACT WITH THE PRINCIPALS AND THE FACILITIES MANAGERS TOO. BUT YES. AND TO ANSWER YOUR QUESTION, UM, WE DON'T REALLY HAVE CONTROL UNDER LIKE THE FULL SITE PLAN, LIKE WHERE THEY'RE GOING OR LIKE HOW THEY WANT TO FACE THE SCHOOL.
