UM, I'M GONNA START WITH PUBLIC COMMENT. UM, AND I DON'T KNOW IF ANYBODY HAS SIGNED UP, UH, SINCE WE DON'T HAVE ANY, I'M GONNA GIVE THE FLOOR TO CITY COUNCIL MEMBER, KATHY TOVO, WHO HAS, UM, AN ANNOUNCEMENT TO MAKE. THANK YOU. THANK YOU, COMMISSIONER. ARE THESE ON? YEAH, THEY'RE ON IF WE DON'T, BUT, OKAY, GREAT. UM, I DISTRIBUTED A PRESS RELEASE THAT A LOT OF YOU AROUND THE TABLE KNOW ABOUT, BUT I WANTED TO BE SURE THAT WE RAISED IT HERE, ESPECIALLY FOR THE COUNTY PER, UM, THE COUNTY'S AWARENESS. SO DURING THIS YEAR'S BUDGET PROCESS, I WAS ABLE TO PASS BUDGET DIRECTION ALONG AND HAD CO-SPONSORS OF MAYOR PRO TE ALTER AND COUNCIL MEMBERS FTU, WHO ALSO SERVE ON THIS COMMITTEE. IT DIDN'T REQUIRE ANY MONEY, WHICH WAS WONDERFUL, VERY RARE IN A BUDGET PROCESS THAT YOU'RE ABLE TO PASS DIRECTION THAT DOESN'T ACTUALLY REQUIRE ANY FUNDING, BUT IT'S TO START A NEW WORKFORCE PROGRAM IN PARTNERSHIP WITH AIS D'S OFFICE OF SUPPORTED EMPLOYMENT, SPECIAL EDUCATION DEPARTMENT. AND THIS IS A, A REALLY SUPER IDEA THAT, THAT WE'RE BORROWING FROM WILEY, TEXAS. I HAPPEN TO SEE A LITTLE BLURB ABOUT A WORKFORCE PROGRAM THAT THEY HAVE, UH, AT THE CITY OF WILEY AND WE'RE REPLICATING IT HERE. AND SO BEGINNING, I THINK AS SOON AS THEY CAN GET THE LOGISTICAL PIECES IN, IN PLACE AND GET PLACEMENT FOR THE STUDENTS WHO ARE OUR PARTICIPANTS, UM, THEY WILL BE STUDENTS PARTICIPATING AT THE CITY OF AUSTIN IN DIFFERENT DEPARTMENTS. UH, WE'RE STARTING WITH FOUR AS A PILOT PROGRAM, AND THESE ARE STUDENTS WHO ARE TRANSITIONING STUDENTS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES WHO ARE TRANSITIONING INTO THE WORKFORCE, AND THEY WILL BE PLACED IN TEMPORARY POSITIONS AT THE CITY OF AUSTIN, AND THEN BE ELIGIBLE TO COMPETE FOR PERMANENT POSITIONS AT THE CITY OF AUSTIN. SO I RAISE IT BECAUSE IT WOULD BE, THIS MIGHT BE SOMETHING THAT TRAVIS COUNTY IS ALSO INTERESTED IN PARTICIPATING IN AT SOME POINT. UM, WE'VE HAD JUST A GREAT EXPERIENCE. MY OFFICE HAS HAD A GREAT EXPERIENCE WORKING WITH R A I S D STAFF IN GETTING THIS UP AND RUNNING. AND, AND SO I'M SUPER EXCITED ABOUT IT. I KNOW THE CITY OF AUSTIN IS EXCITED. THE DEPARTMENTS THAT MIGHT BE PARTICIPATING ON THE FIRST ROUND HAVE EXPRESSED A LOT OF INTEREST. AND SO HOPEFULLY WE'LL BE ABLE TO FIND SOME REALLY GOOD, GOOD POSITIONS FOR THOSE STUDENTS. AND, YOU KNOW, AT THE CITY OF AUSTIN AND EXPECT THE SAME IS TRUE AT THE TRAVIS COUNTY. THERE ARE SUCH AN ARRAY OF DEPARTMENTS. THERE ARE LOTS OF, LOTS OF PLACES FOR PEOPLE TO WORK, UM, THAT TO MEET, TO MEET THEIR INTERESTS. SO I THINK IT'S A REAL NEW, A GOOD, GOOD, FUN, UM, INITIATIVE. AND AGAIN, TRAVIS COUNTY, IF, IF ANY OF YOU ARE INTERESTED IN TALKING ABOUT WHAT, WHAT IT TOOK TO GET THAT MOVING, I'M HAPPY TO, TO PUT YOU IN TOUCH WITH, WITH OUR FOLKS WHO HAVE MADE IT HAPPEN. UH, WITH ME TODAY FROM THE CITY OF BOSTON, WE HAVE MARK ER, WHO IS A PROGRAM MANAGER FOR THE RESILIENCE HUB EFFORT, AS WELL AS FROM TRAVIS COUNTY. WE HAVE CHARLES BROTHERTON AND FROM A I S D WE HAVE TS, AND I BELIEVE THEY'RE ON THE LINE AND ON CAMERA AS WELL. UM, WE HAVE MOVED TO PROVIDING THE QUARTERLY WRITTEN REPORTS. UM, AS YOU CAN SEE IN THIS REPORT, AS YOU THUMB THROUGH IT, WE HAVE CHANGED THE STRUCTURE OF THE REPORT TO INCLUDE A SIMPLE DASHBOARD, UM, AND DETAILS OF EACH PHASE. UM, SO AS YOU GO THROUGH IT, UM, BRIEFLY I WANTED TO HIGHLIGHT, UM, UH, A FEW OF THE, THE TASKS THAT HAVE BEEN COMPLETED. UM, AND, AND, AND THESE INCLUDE THAT WE HAVE LAUNCHED, UH, THE RESILIENCE HUB WEBSITE. UM, THIS ONE CAN BE ACCESSED AT, UH, THE WWW AUSTIN, TEXAS.GOV/AUSTIN RESILIENCE HUBS. UM, THIS WEBSITE PROVIDES ALL THE INFORMATION ON THE PROGRESS OF THE RESILIENCE HUB'S EFFORT, UH, AND INCLUDES ADDITIONAL INFORMATION FOR FOLKS TO PARTICIPATE IN THIS PROGRAM. UM, WE ARE IN THE PROCESS OF COMPLETING THE FOCUS AREA WORKSHOPS WITHIN THE DIFFERENT NEIGHBORHOODS TO SELECT THE LOCATION OF THE FIRST INITIAL SIX HUBS. UM, WE, WE HAVE CONDUCTED THREE MEETINGS THUS FAR, UH, IN FOCUS AREA ONE, TWO AND FOUR, UM, AND FOCUS AREAS THREE, FIVE, AND SIX ARE GOING TO TAKE PLACE. UM, THE FIRST ONE WILL BE THE, THE FIRST ONE FOR THAT AR FOR FOCUS AREA FOUR WILL BE TOMORROW FROM SIX TO EIGHT IN MON POLIS. UH, ON THURSDAY, SEPTEMBER 15TH, WE WILL HAVE THE WORKSHOP FOR THE DUB SPRINGS AREA AT THE DUB SPRINGS RECREATION CENTER. AND THE FINAL, UM, WORKSHOP WILL TAKE PLACE ON SEPTEMBER 20TH, UH, AT THE ST JOHN'S COMMUNITY CENTER. UH, JUST AS A REMINDER, UH, FOR THIS BODY, THE, UH, WORKSHOPS ARE INTENDED TO BE WAY IN WHICH, UH, THE TEAM CAN, UM, ENGAGE WITH COMMUNITY MEMBERS AND COMMUNITY LEADERS AS THE INITIAL CONVERSATION TO SELECT THE LOCATION OF THE SPECIFIC SITES THAT WILL SERVE AS RESILIENCE HUBS. AND ONCE WE HAVE THOSE SITES SELECTED, WE'LL GO INTO DEEPER CONVERSATIONS WITH THE COMMUNITY TO REALLY IDENTIFY THE SPECIFIC ELEMENTS THAT ARE NEEDED TO BE, UM, INCLUDED BOTH FROM A STRUCTURAL STANDPOINT. SO THIS INCLUDES CONVERSATIONS ABOUT, UH, WHAT BACKUP POWER OR BACKUP WATER, UM, ELEMENTS THESE FACILITIES TO HAVE, AS WELL AS THE PROGRAMMATIC, UM, UH, UH, PROGRAMMATIC ASPECTS OF THE RESILIENCE HUBS. AND THIS INCLUDES, UH, WHAT TYPES OF SERVICES THEY WILL PROVIDE DURING AN EMERGENCY, AS WELL AS THE SERVICES THAT THEY WILL PROVIDE, UM, DURING NON EMERGENCIES AND DURING BLUE SKY DAYS. UM, ANOTHER, UM, ANOTHER ASPECT THAT WE HAVE COMPLETED IS THE HAZARD AND VULNERABILITY ASSESSMENT, UM, AND AS WELL AS AGENCY FACILITY ASSESSMENTS, WHICH MEANS THAT WE HAVE A COMPLETED LIST OF SITES THAT CAN SERVE AS A TYPE OF RESILIENCE HUB, AND WHETHER THIS IS AN INFORMATION CENTER, A COOLING CENTER, OR A FULL SCALE SHELTER. AND THERE ARE EFFORTS UNDERWAY BETWEEN, UH, DIFFERENT DEPARTMENTS, INCLUDING THE HOMELAND SECURITY AND EMERGENCY MANAGEMENT OFFICE TO, UH, LINK THOSE SPECIFIC SITES THAT WILL SERVE AS NEIGHBORHOOD RESILIENCE HUB AND HOW THEY CAN BE, UM, HOW, WHAT SPECIFIC PROTOCOLS WILL BE ESTABLISHED TO ACTIVATE THEM DURING AN EMERGENCY. UM, WE'RE ALSO IN THE PROCESS OF REFINING THE DEVELOPMENT OF THE RESILIENCE HUB TOOLKIT, WHICH WAS PART OF A RESOLUTION, UH, FROM COUNCIL MEMBER TOVO, UM, THAT CALLED FOR ESTABLISHING, UH, SPECIFIC TOOLS AND SPECIFIC INFORMATION FOR SETTING UP PRIVATELY OWNED COMMUNITY SITES. UM, SO AS I MENTIONED BEFORE, WE HAVE ESTABLISHED AND CREATED A, UH, UH, A WEBSITE. AND WITHIN THAT WEBSITE, WE, UM, HAVE POSTED A SURVEY IN WHICH WE'RE COLLECTING INFORMATION FOR FOLKS THAT ARE, UM, UH, ABLE TO, AND HAVE, I WOULD LIKE TO PARTICIPATE IN SETTING UP A COMMUNITY RESILIENCE HUB, UM, UH, LOCATION. ONCE WE HAVE THIS INITIAL [00:10:01] INFORMATION, WE'LL BE ABLE TO REACH OUT TO FOLKS AND ESTABLISH, UH, WHAT SPECIFIC PROTOCOLS, UM, ARE NEEDED TO BE PART OF THE NETWORK AND UNDERSTAND WHAT SPECIFIC SERVICES THEY WILL PROVIDE. UM, AND THE LAST MAIN FINAL UPDATE IS THAT WE ARE EXPANDING THE RESILIENCE HUBS TEAM WITHIN THE CITY. UM, AN ITEM WAS PASSED THROUGH COUNCIL AND APPROVED THROUGH COUNCIL TO NEGOTIATE, UM, A, A CONTRACT WITH THE FUSE CORE TO BRING FORWARD A FUSE FELLOW THAT WILL HELP MOVE THIS PROCESS FORWARD, UM, AND HELP, UH, PROVIDE ADDITIONAL STAFF CAPACITY TO DEVELOP THE RESILIENCE HUBS, TOOLKIT, UH, AND ESTABLISH THE PREPAREDNESS GUIDES IN A WAY THAT, UH, IS CONDUCIVE TO ALL OF THE ADDITIONAL PLANNING WORK THAT IS GOING FORWARD WITHIN THE CITY. UM, REALLY QUICKLY, OUR NEXT STEPS, UH, INCLUDE, UH, FINALIZING THE RESILIENCE HUB TOOLKIT, UH, INCLUDING THE FACILITY IDENTIFICATION, THE SELECTION AND OF DEVELOPMENT OF THESE SPECIFIC PARTNERSHIPS CONTINUE WITH OUR STAKEHOLDER ENGAGEMENT AND COORDINATION AND DEVELOP THE SPECIFIC PROTOCOLS TO ACTIVATE SITE STEERING EMERGENCIES. WE'RE ALSO, UM, LIKE I MENTIONED, IN THE PROCESS OF IDENTIFYING THE SPECIFIC STRUCTURAL IMPROVEMENT PROJECTS. UM, AND SO THAT WILL CONTINUE AS WE IDENTIFY, UM, THE, THE SPECIFIC FUNDING THAT IS REQUIRED TO BE ABLE TO MAKE THESE IMPROVEMENTS. UM, AND THIS OF COURSE CAN ONLY BE DONE, UH, ONCE THE SITES ARE SELECTED. UM, AND I DO WANT TO CLOSE WITH JUST REMINDING THAT WE DO HAVE THE THREE REMAINING COMMUNITY WORKSHOPS. UM, THESE ARE INCLUDED WITHIN THE REPORT AND THAT WE ALSO HAVE THE COMMUNITY PREPAREDNESS FAIR TAKING PLACE ON SEPTEMBER 20TH AT THE ASIAN AMERICAN COMMUNITY CENTER, UH, WHERE WE'LL ALSO HAVE A RESILIENCE HUB TABLE. UM, THIS IS GREAT. AND JUST A REMINDER TO THE PUBLIC, THE REASON THAT WE ARE, UM, COORDINATING AMONG OUR THREE ENTITIES ON THE RESILIENCE HUB IS, UM, PARTLY IN RESPONSE TO WINTER STORM UY. THERE WERE SO MANY PEOPLE WITHOUT POWER WITHOUT WATER WHO WERE DESPERATE FOR BOTH. UM, AND WE KNOW THAT WE'RE GOING TO BE EXPERIENCING MORE AND MORE EXTREME WEATHER AS THE CLIMATE CHANGES. SO THESE RESILIENT RESILIENCE HUBS ARE INTENDED TO BE, UH, AREAS IN THE COMMUNITY ACROSS THE COMMUNITY WHERE THE PUBLIC CAN ACCESS POWER OR HEATING OR COOLING OR SHELTER OF ANY KIND, UH, DURING TIMES OF EXTREME WEATHER WHERE THERE ARE DISRUPTIONS TO OUR ELECTRIC GRID OR OUR WATER, OR OTHER KINDS OF RESOURCES. UM, WE HAVE IDENTIFIED THIS AS A PRIORITY FOR THE JOINT SUBCOMMITTEE. SO I THINK IT WOULD BE USEFUL EVEN THOUGH, UH, IT'S IDENTIFIED AS, UH, AS A WRITTEN REPORT. I THINK, UM, THERE ARE A FEW PLACES WHERE THERE ARE THESE KINDS OF ONGOING UPDATES ON THE RESILIENCE HUB THAT, UH, INCLUDE ALL THREE OF US. SO IF WE COULD HAVE A SORT OF A STANDING UPDATE, THIS SORT OF BRIEF, UM, UM, CATCH UP OF WHAT'S HAPPENED IN THE INTERIM, THAT WOULD, THAT WOULD BE A USEFUL THING. AND IF WE COULD JUST BUDGET TIME FOR THAT ON, ON OUR AGENDA, UM, I WILL SAY THE COUNTY, UM, IS IN THE PROCESS OF ADOPTING A BUDGET. AND I THINK WE HAVE EARMARKED, UM, CHUCK, IF YOU'RE ON HERE, HELP ME REMEMBER. I THINK IT'S A MILLION OR 1,000,005 FOR OUR PARTICIPATION IN THE RESILIENCE HUB, UH, INITIATIVE. SO WE ARE, UM, IDENTIFYING FUNDS, UH, THAT COULD BE AVAILABLE FOR, UM, USE IN THIS EFFORT. UM, IT'S A MAJOR PRIORITY FOR, I THINK, ALL OF US TO TRY AND HELP OUR, OUR RESIDENTS. UM, SO CAN YOU CLARIFY IF YOU'RE LOOKING FOR BEYOND THOSE SIX AREAS AT THIS POINT? ABSOLUTELY. SO THE FIRST SIX PILOT AREAS ARE PRIMARILY FOCUSED, UM, ON, UH, THE LIST OF THE CITY FACILITY, THE CITY, UH, A I S D AND COUNTY FACILITIES ARE IN, IN THE INITIAL ASSESSMENT THAT WAS CONDUCTED. UM, BUT THE SURVEY FOR THE COMMUNITY OWNED AND PRIVATE OWNED SIZE IS EXPANSIVE TO THE WHOLE, UH, CITY OF AUSTIN LIMITS. SO I THINK THIS IS A GREAT OPPORTUNITY FOR THE COUNTY AND CITY TO WORK TOGETHER, TO CREATE A RESILIENCE HUB THAT WILL HELP SERVE OUR FURTHER SOUTHEAST COMMUNITY, UM, THAT BEING DEL VALLEY. UM, HOWEVER, THESE ARE JUST THE INITIAL FACILITIES THAT HAVE BEEN IDENTIFIED THROUGH THE ASSESSMENT AND THE CONVERSATIONS THAT WE ARE HAVING WITH THE COMMUNITY MEMBERS THAT ARE ATTENDING THE MEETINGS, AS WELL AS ENGAGING THROUGH THE SOCIAL PINPOINT TOOL. UM, UH, WE ARE ENCOURAGING FOLKS TO ALSO NOMINATE OTHER FACILITIES, WHETHER THEY ARE CITY, UM, TRAVIS COUNTY, OR A I S D FACILITIES OR EXTERNAL FACILITIES AS WELL THAT COULD SERVE AS RESILIENCE HUBS. SO NOW THAT THE COUNTY HAS FOUND FUNDS TO WORK WITH US, WE CAN LOOK AT IT CLOSER. UH, WE ARE FOCUSING ON THE FLU GREENVILLE CENTER AREA AND DEL VALLEY, AND WE WANNA SEE IF MAYBE THERE ARE OTHER ORGANIZATIONS LIKE SCHOOLS OR CHURCHES THAT MIGHT BE A BETTER PLACE IN THOSE AREAS. AND THEN THE EVENING WE INVITED THE COMMUNITY, UM, TO THE CONVERSATION. UM, ONE OF THE THINGS THAT WE'RE REALLY TRYING TO DO IS MAKE SURE WE UNDERSTAND WHAT GUN VIOLENCE LOOKS LIKE IN OUR COMMUNITY, SO THAT WE CAN TAKE OUR LIMITED RESOURCES AND REALLY, UM, TARGET IT, UH, TO PARTICULAR PLACES. I DON'T WANNA, UM, STEAL MICHELLE'S THUNDER WITH HER PRESENTATION, BUT THERE ARE SEVERAL THINGS THAT WE HAVE DONE SINCE THEN. WE HAVE SOME CONTRACTS THAT MICHELLE WILL TALK ABOUT. UM, WE PUT IN SEED MONEY FOR THE TRAUMA RECOVERY CENTER, UM, WITH, WITH COUNCIL MEMBER FUENTES LEADERSHIP. AND I WAS PLEASED TO PARTNER WITH THAT. UM, AND I KNOW THAT DA HAS SOME ONGOING THINGS AS WELL, BUT THERE'S A LOT OF WORK, UM, THAT NEEDS TO BE DONE. AND THIS, UM, WORK IS REALLY IMPORTANT. YES, BECAUSE AS WE KNOW IN THE SUMMER MONTHS, GUN VIOLENCE TENDS TO INCREASE AND MARI PRO TA UM, ALTER AND DISTRICT ATTORNEY GARZA WANTED TO REALLY GET AHEAD OF THAT AND WORK TOWARDS, UM, PULLING COMMUNITY TOGETHER, UM, TO, TO DISCUSS THE IMPORTANT ISSUES AROUND GUN VIOLENCE, ESTABLISHING THAT ECOSYSTEM AND DOING IT IN A WAY THAT WAS HOLISTIC, STRATEGIC AND COLLABORATIVE. SO, UH, PART OF THAT, THOSE DISCUSSIONS WAS, UH, TO SHARING WITH EVERYONE THE IMPORTANCE OF A GUN VIOLENCE PROBLEM ANALYSIS, WHICH IS LOOKING AT, UH, CRIME DATA, AS WELL AS WORKING WITH, UM, OFFICERS POLICE OFFICERS TO KIND OF FIGURE OUT, YOU KNOW, FROM THE QUANTITATIVE AND QUALITATIVE DATA, WHAT ARE THE DRIVERS OF GUN VIOLENCE IN AUSTIN AND AUSTIN PUBLIC HEALTH AND THE OFFICE OF VIOLENCE PREVENTION, UH, PARTNERED WITH THE NATIONAL INSTITUTE ON CRIMINAL JUSTICE REFORM, UM, TO COME INTO AUSTIN TO DO THIS WORK, AND WE'RE STILL WORKING TO GET THIS WORK OFF THE GROUND. UM, AND FROM THAT UNDERSTANDING OF THE GUN VIOLENCE PROBLEM ANALYSIS, AND SOME OF THE OTHER GROUND WORK THAT'S BEEN DONE BY THE NATIONAL INSTITUTE OF CRIMINAL JUSTICE REFORM AND DR. CHICO TILLMAN, WHO WE ALSO CONTRACTED WITH, WE WILL, UM, GET FROM THEM A GUN VIOLENCE REDUCTION STRATEGY RECOMMENDATION, WHICH WILL MAKE, MAKE RECOMMENDATIONS AS TO WHAT RESOURCES AND INVESTMENTS THAT WE NEED TO DO IN AUSTIN AND TRAVIS COUNTY THAT WILL DRIVE DOWN GUN VIOLENCE AND BUILD OUT THIS COMPREHENSIVE ECOSYSTEM. IN ADDITION TO THAT, IT WAS DISCUSSED, UM, AUSTIN'S ROLE AS PART OF THE, UM, WHITE HOUSE COMMUNITY VIOLENCE, INTERVENTION, COLLABORATIVE, UM, WHICH IS A COLLABORATIVE OF 16 PART PARTNER CITIES, UM, WITH THE WHITE HOUSE DESIGNED TO LOOK AT COMMUNITY BASED PUBLIC, PUBLIC, UM, SAFETY STRATEGIES. AND THEN WHAT'S IMPORTANT REGARDING GUN VIOLENCE. UM, PREVENTION AND INTERVENTION IS TO CENTER THE VOICES OF SURVIVORS, WHICH IS REALLY IMPORTANT, RIGHT? BECAUSE WE WANNA KNOW FROM THE INDIVIDUALS AND PEOPLE IN THE COMMUNITIES WHO ARE MOST IMPACTED AND ONE PLACE TO DO THIS WORK IS, UM, BY INSTITUTING TRAUMA RECOVERY CENTERS, WHICH ME PROTE JUST MENTIONED, UM, WHICH ARE, WHICH PROVIDE PSYCHOTHERAPY, PSYCHOTHERAPY SERVICES, CASE MANAGEMENT SERVICES, UM, AND OTHER WRAPAROUND SERVICES TO HELP VICTIMS OF CRIME. UM, AND THESE ARE DONE AT NO COST, AND THESE ARE ROOTED IN COMMUNITIES MOST IMPACTED BY CRIME. NEXT SLIDE PLEASE. AND AS MENTIONED EARLIER BY MARI PRO TAB, SOME OF THE KEY TAKEAWAYS FROM THE SUMMIT WAS THE IMPORTANCE OF ESTABLISHING A HOLISTIC ECOSYSTEM. THAT IS, UM, MULTI-SECTOR MOST MULTIFACETED THAT CENTERS, UM, VICTIMS OF CRIME AND COMMUNITIES MOST IMPACTED. AND, UM, ALSO THAT THERE NEEDS TO BE ROBUST FUNDING FROM DIFFERENT ENTITIES, UM, SO THAT WE ENSURE THAT WE HAVE THE RESOURCES NEEDED TO BE ABLE TO PROVIDE THESE MUCH NEEDED SERVICES AND COMMUNITY. AND IT IS ALSO IMPORTANT TO, TO KNOW THAT ALL OF THE, THE, UM, INTERVENTIONS AND STRATEGIES THAT WE ARE SEEKING TO UTILIZE HAS TO BE DATA INFORMED. WE WANNA MAKE SURE THAT WE ARE TARGETING IN A WAY THAT THE DATA IS DIRECTING US TOWARDS, AND THAT MEANS QUANTITATIVE AND QUALITATIVE DATA. WE WANNA SEE THE DATA WITHIN THE CONTEXT, AND WE WANNA WITHIN THE CONTEXT OF COMMUNITY AND COMMUNITIES MOST IMPACTED, BUT, AND WE ALSO WANNA LOOK AT IT FROM A QUANTITATIVE STANDPOINT. UM, WHAT ALSO CAME OUT OF THE SUMMIT WAS THE IMPORTANCE OF BOLSTERING COMMUNICATION BETWEEN LAW ENFORCEMENT AND, UM, THE PROSECUTOR'S OFFICE, UM, STREAMLINING DATING, SHARING AMONG PUBLIC SAFETY ENTITIES. IT'S REALLY IMPORTANT. THAT'S PART OF, ONE OF THE THINGS THAT WE'RE TRYING TO DO WITH THE GUN VIOLENCE PROBLEM ANALYSIS IS TO ENHANCE DATA SHARING SO THAT WE CAN USE THIS INFORMATION TO DRIVE INTERVENTIONS. UM, AND WE WANNA BUILD TRUST AND ACCOUNTABILITY BETWEEN EVERYONE. WE WANT, UM, EVERYONE TO KNOW THAT WE ARE ALL HONEST BROKERS AND THAT WE ARE VERY TRANSPARENT AND WE ARE WANTING TO ACHIEVE THE GOAL OF REDUCING VIOLENCE, IMPROVING COMMUNITY, UM, ENHANCING PEACE, RIGHT? AND THEN MOVING FORWARD, WE'RE WORKING TOWARDS, UM, GETTING THAT GUN VIOLENCE, PROBLEM ANALYSIS. I MEAN, THAT IS SOMETHING THAT WE ARE ACTIVELY WORKING WITH APD TO FIGURE OUT HOW WE'RE GOING TO BE ABLE TO, UM, BEGIN THE WORK AROUND THE, UM, THE GUN VIOLENCE PROBLEM ANALYSIS. UM, WE'RE ALSO WAITING FOR THE GUN VIOLENCE, UM, REDUCTION STRATEGY RECOMMENDATION, UM, WHICH WILL COME FROM THAT GUN VIOLENCE PROBLEM ANALYSIS, AS MENTIONED EARLIER BY MARIT, WE HAVE SOME SEED MONEY FOR TRAUMA RECOVERY [00:40:01] CENTERS IN, IN THE TUNE OF $1 MILLION. SO, UM, THE OFFICE OF VIOLENCE PREVENTION IS WORKING WITH THE ALLIANCE FOR SAFETY AND JUSTICE REGARDING, UM, THE, THE, THE STRATEGIC PLANNING AROUND, UM, IMPLEMENTING OF THE TRAUMA RECOVERY CENTERS. UM, WE'RE ALSO WORKING TO BRING COMMUNITY VIOLENCE AND INTERVENTION PROGRAMMING INTO AUSTIN. SO WE'RE WORKING ON A CONTRACT RIGHT NOW. TALK ABOUT THAT MORE LATER. UM, BUT ALSO WE NEED SOME SUSTAINABILITY FUNDING BECAUSE THAT IS A PILOT PROJECT. AND THEN THE IMPORTANCE OF DEVELOPING THE VIOLENCE PREVENTION ROADMAP. AND AS THE CITY, AS THE OFFICE OF VIOLENCE PREVENTION IS LAYING DOWN ALL OF, UM, THE GROUNDWORK AND THE FOUNDATION, UM, WITH CONTRACTS AND INTERVENTIONS WHEN FISCAL YEAR 23 ROLES AROUND WILL HAVE ALL THE COMPONENTS IN PLACE TO START WORKING TOWARDS BUILDING OUT THAT ROADMAP WITH COMMUNITY, WITH THE DA'S OFFICE, WITH EVERYONE, UM, TO, UM, VIOLENCE PREVENTION. NEXT LINE, PLEASE. AND COULD YOU GO TO THE NEXT LINE? OKAY. AS I MENTIONED, WELL, I DIDN'T MENTION THIS EARLIER, BUT JUST KIND OF HAPPENED TO BE THIS WAY THAT WHEN THE GUN THAT THE GUN VIOLENCE SUMMIT HAD THAT HAPPENED, IT WAS ONE DAY AFTER ONE DAY AND ONE YEAR AFTER THE OFFICE OF VIOLENCE PREVENTION WAS ESTABLISHED OUR BUDGET FOR FISCAL YEAR 20. UM, TWO WAS ABOUT 2.4 MILLION, UM, AND THE OFFICE OF VIOLENCE PREVENTION IS FULLY STAFFED. UM, WE HAVE THREE, UH, PERMANENT POSITIONS INCLUDING MYSELF AND, UM, TWO TEMPORARY POSITIONS. NOW WE DO HAVE FUNDING FOR A GRANT FUNDED PO POSITION, UM, TO MAN OUR FIREARM SURRENDER PROTOCOL, WE, WHICH WE GOT A GRANT FOR FOR RECENTLY. AND THEN ALSO WE HAVE A NEW POSITION OF PUBLIC HEALTH, A, A PUBLIC HEALTH FUNDING SPECIALIST, WHICH WILL HELP US MANAGE ALL OUR CONTRACTS. UM, ONE THING THAT WE DID WHEN WE FIRST ESTABLISHED THE OFFICE AND WE'RE GOING TO CONTINUE TO FUND OUR YOUTH PROGRAMS AND THESE YOUTH PROGRAMS SEEK TO PROVIDE BEHAVIORAL HEALTH SERVICES AND SUPPORTS, UM, AND COMMUNITY ART PROJECTS, UH, TO, UM, KIDS WHO ARE, ARE AT RISK FOR, FOR, UM, VIOLENCE OR, UM, UM, SOME DISCIPLINARY ACTIONS IN SCHOOLS. SO, AND THESE, UM, PROGRAMS ARE TARGETED IN COMMUNITIES MOST IMPACTED, UM, BY VIOLENCE AND DIVESTMENT NOW REGARDING OUR SAFE GUN STORAGE SAVINGS LIVES. THAT'S A CAMPAIGN AND A CONTRACT THAT WE HOLD WITHIN THE OFFICE OF VIOLENCE PREVENTION, UM, AND IT SEEKS TO, AND HAS DISTRIBUTED GUN LOCKS OUT INTO COMMUNITY, UM, PROVIDED, UM, COMMUNITY EDUCATION CAMPAIGNS AND, UM, WORKS IN AT A COMMUNITY IN COMMUNITY EVENTS AND, UM, THE SAFE GUN STORAGE, SAFE LIVE CAMPAIGN, UM, LAUNCHED THE ACTUAL CAMPAIGN LAUNCHED AROUND WHEN SOUTH BY SOUTHWEST OCCURRED THIS YEAR. AND IT WAS, UM, UH, BILLBOARDS AND BUS ADS, UM, RELATED TO SAFE, THE IMPORTANCE OF SAFETY SECURING YOUR FIREARMS. IT WAS DONE IN COLLABORATION WITH THE DEPARTMENT OF PUBLIC SAFETY, THE TRAVIS COUNTY DA'S OFFICE, A P D TEXAS GUN SENSE AND LOCK ARMS FOR LIFE WHO IS THE, UM, AGENCY THAT WAS LEADING THE EFFORT. UM, OUR AUSTIN VIOLENCE PREVENTION, UM, CONTRACT IS WITH THE NATIONAL INSTITUTE ON CRIMINAL JUSTICE REFORM, DR. AND DR. CHICO TILLMAN. AND AS I MENTIONED BEFORE, UM, WHEN I WAS TALKING ABOUT THE, UM, THE GUN SUMMIT, UM, THIS CONTRACT WAS SPECIFICALLY DESIGNED TO HELP BUILD OUT THE OFFICE OF VIOLENCE PREVENTION AND TO BUILD THE FOUNDATION OF THE ECOSYSTEM, UM, FOR THE, UH, FOR GUN VIOLENCE, UM, RE PREVENTION AND INTERVENTION. AND WITH THAT CONTRACT, WE'VE GOTTEN SOME WORK AROUND SOME LA LANDSCAPE ANALYSES AROUND, UM, YOU KNOW, WHAT IS THE LANDSCAPE OF VIOLENCE PREVENTION WORK IN AUSTIN, UM, AND WHO ARE THOSE PROVIDERS THAT ARE PROVIDING THOSE SERVICES? AND, UM, AND SO WHAT WE FOUND FROM THOSE, THOSE ANALYSES IS THAT THERE'S NOT A LOT OF, UM, FOLKS IN THE COMMUNITY THAT'S PROVIDING VIOLENCE PREVENTION SERVICES. UM, AND WE NEED TO BUILD OUT THAT ECOSYSTEM AND WE'RE STILL WAITING FOR, UM, SOME, UH, WORK TO BE DONE AROUND THE GUN VIOLENCE, PROVI PROBLEM ANALYSIS, AND, UM, THE GUN VIOLENCE, PRODUCTION STRATEGY RECOMMENDATION. AND AS I MENTIONED EARLIER, THE WHITE HOUSE COMMUNITY VIOLENCE INTERVENTION [00:45:01] PROGRAM IS SOMETHING THAT WE'VE BEEN INVOLVED WITH, UM, SINCE IT'S IT'S INCEPTION. AND, UM, IT'S ITS GOAL IS TO, UM, COME UP WITH COMMUNITY BASED, UM, PUBLIC SAFETY STRATEGIES, INTERVENTIONS, NEXT LINE, PLEASE. AND AS I MENTIONED, UM, BEFORE THE COMMUNITY VIOLENCE INTERVENTION, UM, PROGRAM THAT WE'RE WANTING TO ESTABLISH IN AUSTIN, UM, WE DID A SOLICITATION AND WE ARE WORKING ON A CONTRACT WITH JAILS TO JOBS, UM, AND, UM, AS A SUB SUB SUBCONTRACTOR, UM, LIFE ANEW TO PROVIDE THIS SERVICE, UM, IN AUSTIN AND WE'RE TARGETING TWO LOCATIONS, WE'RE TARGETING THE, THE RUNDBERG AREA AS WELL AS, UM, PLEASANT VALLEY AND RIVERSIDE. AND SO WE'RE WORKING WITH THE AGENCIES TO KIND OF FINE TUNE WHAT THOSE AREAS WILL LOOK LIKE AND HOW WE'RE GOING TO EXPAND, EXPAND OUT AROUND THOSE TARGETED AREAS TO PROVIDE THE SERVICES AND THE SERVICES AROUND THE COMMUNITY POSITIVE INTERVENTION PROGRAM IS WORKING WITH, UM, UH, TRUSTED MESSAGES WITH LIVE EXPERIENCE, WHO WILL GO OUT IN COMMUNITY TO DO OUTREACH TO INDIVIDUALS WHO ARE HIGHEST RISK OF, UM, GUN AND COMMUNITY VIOLENCE AND PROVIDE WRAPAROUND SERVICES TO THEM. AND, UM, THEY'RE ALSO GONNA PROVIDE CASE MANAGEMENT CONFLICT, MEDIATION, DO COMMUNITY ENGAGEMENT, YOU KNOW, HOLD EVENTS, UM, WORK TO CHANGE COMMUNITY NORMS AROUND VIOLENCE, UM, AND JUST PER TO HELP TO CREATE A MORE, UH, A COMMUNITY THAT IS FULL MORE FULL OF PEACE, IF YOU WILL. WE'RE ALSO, UM, WORKING ON SOME WHAT WE'RE CALLING COMMUNITY ROOTED MID MINI GRANTS, WHICH ARE LOOKING AT, UH, AREAS OF SAFETY, VIOLENCE PREVENTION, AND ENHANCING SUPPORTS FOR FAMILIES AND KIDS. AND SO WE'RE, WE ARE WORKING ON THOSE CONTRACTS RIGHT NOW. WE HAVE FIVE, UM, PROVIDERS IDENTIFIED, UM, AND WE'RE EXCITED ABOUT THOSE, UM, THOSE GRANTS OR THOSE, UM, UH, PROGRAMS WHEN THEY, THEY COME ONLINE. WE RECENTLY RECEIVED $500,000 FROM THE OFFICE ON VIOLENCE AGAINST WOMEN, UM, FOR OUR TECHNICAL FIREARMS TECHNICAL ASSISTANCE PRO PROJECT, WHICH IS REALLY DESIGNED TO BRING A COMPREHENSIVE FIREARM SURRENDER PROTOCOL, UM, IN AUSTIN AND TRAVIS COUNTY, UM, ACROSS JURISDICTIONS IN, UM, WHERE IN THE AREA WHERE GUN VIOLENCE AND DOMESTIC VIOLENCE MEET, RIGHT? SO WE WANNA MAKE SURE THAT WE HAVE THIS PROTOCOL IN PLACE THAT ALL THE ENTITIES AND COMMUNITIES INVOLVED ARE AWARE OF THE PROTOCOL, UM, THAT THAT INCLUDES, UM, MAGISTRATES, JUDGES, PROSECUTORS, UM, UH, DEFENSE ATTORNEYS, EVERYONE, UH, PEOPLE WHO ARE INVOLVED IN THE, THE CASE, UM, THAT THE, THAT THE FIREARMS SURRENDER PROTOCOLS UNDERSTOOD AND THAT THEY, EVERYONE KNOWS WHERE AND HOW TO SURRENDER FIRE, UM, YOUR FIREARMS IF YOU ORDERED TO DO SO. UH, WE'RE WORKING WITH P D AND TO APPLY FOR A PROJECT SAFE NEIGHBORHOOD GRANT. UH, WE'RE HOPING TO GET, UM, NOTIFICATIONS SOON IF WE GOT THE GRANT AND THIS GRANT IS TO, UM, PROVIDE SERVICES IN, UM, THE CHARLIE SECTOR, UM, OF, UH, FOR A P D, WHICH INCLUDES THE GIVENS PARK AREA. THAT'S HOW I REMEMBER THE SECTOR. UM, BUT IT'S OF COURSE, MUCH BIGGER THAN GIVENS PARK. AND IT'S DESIGNED, UM, TO PROVIDE DEESCALATION, TRAIN THE TRAINER TRAINING AS WELL AS CONFLICT MEDIATION TRAINING FOR THE COMMUNITY, CUZ WE WANNA ENHANCE AND PROVIDE THESE SERVICES WITHIN COMMUNITY. UM, UH, IN ADDITION TO THIS, UM, THE OFFICE OF VIOLENCE PREVENTION, UM, WITH BUILDING PROMISE USA, UM, AND INTEGRAL CARE, UM, APPLIED FOR A CRISIS STABILIZATION AND COMMUNITY REENTRY PROGRAM, AND THIS IS THROUGH THE BUREAU OF JUSTICE ASSISTANCE. UM, WE JUST SUBMITTED THE GRANT A MONTH OR SO AGO AND WE'RE HOPING TO GET IT. AND THE GOAL OF THIS IS TO, UM, UH, PROVIDE A MORE OF A COMPREHENSIVE APPROACH TO DISCHARGE PLANNING FOR FOLKS WHO ARE IN TRAVIS COUNTY JAIL. SO IF SOMEONE IS IN TRAVIS COUNTY JAIL AND HAS, UM, A MENTAL HEALTH DIAGNOSES, WE WANNA ENSURE THAT THEY HAVE PROPER DISCHARGE PLANNING AND CONTINUITY OF CARE. AND, UH, THIS WILL BE DONE BY, BY, UM, PLACING [00:50:01] A PEER INSIDE THE, THE, THE JAIL, UM, TO WORK WITH PEOPLE WHO NEED THIS SERVICE. UH, SO THIS SUMMER, THERE WERE A, UM, A, A NEW DIRECTIVE THAT ASKED US TO LOOK AT VARIOUS THINGS AROUND SCHOOL SAFETY BRIEFLY THAT INCLUDED, UH, CONDUCTING AUDITS [00:55:01] DURING THE SUMMER, WORKING WITH OUR, UM, OUR SAFETY AND SECURITY COMMITTEE OF WHICH OUR BOARD PRESIDENT ALSO SERVES AS THE CHAIR OF THAT COMMITTEE. AND THEN OF COURSE, UM, MAKE SURE THAT WE HAVE OUR DRILLS AND OUR SAFETY PROTOCOLS PRACTICE WITH ALL OF OUR STAFF PRIOR TO THE START OF SCHOOL, UM, BECAUSE THIS IS REALLY FOCUSED AROUND TWO THINGS. AND, AND WE KNOW THAT OF WHAT SCHOOL DISTRICTS HAVE, UH, RESPONSIBILITY FOR AND WHAT THEY CAN ACTUALLY AFFECT. THERE ARE REALLY TWO BIG THINGS THAT WE CAN DO. WE CAN ENSURE THAT OUR BUILDINGS ARE, ARE SAFELY SECURED, AND WE CAN ALSO ENSURE THAT ALL OF OUR STAFF, ALL OF OUR PARENTS, ALL OF OUR STUDENTS, AND JUST AS IMPORTANTLY, OUR SUBSTITUTE TEACHERS ARE WELL INFORMED OF SAFETY PROCEDURES THAT GO ON AT CAMPUS. WE REALLY BELIEVE THAT WHEN THOSE TWO THINGS ARE IN PLACE, IT'S GONNA BE A MUCH SAFER ENVIRONMENT FOR OUR STUDENTS AND OUR STAFF. UH, SO OUR NEXT SLIDE, PLEASE. SO ONE OF THE FIRST THINGS THAT WE DID THIS SUMMER IS WE ACTUALLY DID TARGETED AUDITS AT EVERY SINGLE, AND THIS IS TRUE FOR ALL SCHOOL DISTRICTS, UM, IN THE STATE OF TEXAS. SO AS PART OF THAT, WE ENSURED THAT WE ACTUALLY HAVE DOCUMENTED SAFETY PRACTICES AND PROCEDURES FOR ALL OF OUR CAMPUSES, THAT THE PRINCIPAL IS AWARE WHAT THOSE STEPS ARE AND THAT THEY ALSO HAVE ACCESS CONTROLS AND WRITTEN DOCUMENTATION ON THINGS LIKE VISITORS, UM, HOW YOU LOCK YOUR DOORS. I WILL MENTION THAT IN AUSTIN HD, WE DO HAVE A LOCKED DOOR POLICY FOR OUR CLASSROOMS, OUR CLASSROOMS, UH, AND THEN, UH, OUR PORTABLE SAFETY RECOGNIZING THAT THAT'S A ISSUE THAT WE REALLY WANNA ADDRESS, CUZ OFTENTIMES THEY'RE NOT PART OF THE REGULAR BUILDING. I FIND BECAUSE, YOU KNOW, WITH 120 DIFFERENT SCHOOLS, I DON'T KNOW WHERE EVERY FRONT ENTRANCE IS FOR EVERY CAMPUS. IF I HAVEN'T ALREADY VISITED IT. SO I PULLED INTO THE BACK PARKING LOT AND I WAS WALKING UP TO THE BUILDING AND MR. BRIAN GREETED ME, HE SAID, OH, ARE, ARE YOU HERE FOR THE TOUR? AND I SAID, YES, SIR. I AM. HE SAID, OH, WELL, THAT'S GREAT. HE SAID, WELL, THEY'RE MEETING IN THE FRONT. YOU CAN WALK AROUND THE WALKWAY OVER HERE AND, AND YOU'LL FIND IT RIGHT OVER THERE. AND I SAID, OH NO, I'LL, I'LL JUST GO IN THROUGH HERE AND I'LL WALK THROUGH. UM, HE SAID, OH, I'M SORRY. I, I CAN'T ALLOW THAT. I NEED YOU TO GO TO THE FRONT OFFICE. AND I SAID, WELL, NO, IT'S OKAY. MIND YOU , BUT MAKING SURE THAT SECURITY IS ALL OF OUR DUTIES WHEN WE'RE LOOKING OUT FOR OUR KIDS AND OUR STAFF, THAT'S A GREAT STORY. UH, SO OUR NEXT SLIDE IS, UM, EXTERIOR DOOR AUDITS. THIS IS ANOTHER THING THAT WE CONDUCTED THIS YEAR. WE TESTED EVERY SINGLE DOOR IN THE WHOLE DISTRICT AT EVERY CAMPUS, EVERY BUILDING. AND WHAT WE WERE LOOKING FOR IS ENHANCED SAFETY FEATURES. AND WE, UH, ACTUALLY REPORTED ON THE DISTRICT. OVERALL, OBVIOUSLY WE CAN'T IDENTIFY INDIVIDUAL DOORS BECAUSE WE RECOGNIZE THAT THAT ALONE COULD BE A SAFETY ISSUE, BUT WE WANTED TO ENSURE THAT WE HAVE ENHANCED SAFETY FEATURES ON ALL OF OUR DOORS. UH, ABOUT 99.5% OF ALL OF OUR DOORS HAD AT LEAST ONE ENHANCED SAFETY FEATURE. NOW JUST BECAUSE IT'S NOT ENHANCED, DOESN'T MEAN IT DOESN'T HAVE A LOCK. SO THE DOOR WOULD STILL HAVE A DEADBOLT LOCK ON IT. WE DON'T HAVE ANY DOORS, EXTERIOR DOORS THAT DON'T HAVE DEADBOLT LOCKS. UH, BUT WE WANNA MAKE SURE THAT WE'RE ADDRESSING WHERE WE FIND NON OPERATIONAL ITEMS. SO THAT WAS PRIORITIZED BEFORE THE START OF SCHOOL. AND WE WENT THROUGH A LOT OF THOSE TO ADDRESS AS MANY AS WE COULD. WE'RE CONTINUING TO ADDRESS THOSE. AND THEN WE ALSO WANTED TO MAKE SURE THAT WE ARE CHECKING ON THIS WEEKLY BECAUSE WE KNOW AGAIN, THAT HAVING THOSE EXTERIOR PROTECTIONS IS ONE OF THE MOST IMPORTANT THINGS WE CAN DO. SO WE'RE GONNA START WEEKLY. ACTUALLY, THEY'VE ALREADY STARTED WEEKLY ACCESS CONTROL CHECKS WHERE A MEMBER OF A CAMPUS GOES THROUGH AND JUST MAKE SURE THAT ALL THESE DIFFERENT ITEMS ARE STILL OPERATING AS THEY'RE INTENDED TO. SO ANOTHER ITEM THAT, UH, WAS, UH, A HOT TOPIC, AND THIS WAS IN THE NEWS A LOT WAS A NEW THING FROM THE STATE, WHICH IS RANDOM INTRUSION DRILLS. AND THAT'S, THAT'S THEIR TITLE, NOT MINE. WE KNOW, FOR INSTANCE, AUSTIN ISD WILL HAVE MULTIPLE SCHOOLS CHECKED, UM, BUT THEY'RE GONNA CONDUCT THESE RANDOM INTRUSION AUDITS. UH, SO PART OF THIS PROCESS IS THE TEXAS STATE SCHOOL SAFETY CENTER WILL SEND OUT THESE AUDITORS TO CHECK, TO SEE IF DOORS ARE BEING LEFT OPEN. SO WHEN THEY ARRIVE, THEY'LL WALK AROUND A BUILDING, SEE IF THERE'S ANY OPEN DOORS, THEY MAY TEST A FEW DOORS, SEE IF IT'LL JUST ALLOW THEM TO WALK RIGHT IN. UH, THEY MAY ALSO ASK STUDENTS, OH, WILL YOU LET ME IN, UM, TO SEE IF STUDENTS WOULD ALLOW THEM INTO THE BUILDING, UH, ONCE THEY COME INTO THE BUILDING, THEY'LL ACTUALLY WALK AROUND WITH THE PRINCIPAL TO, UM, CHECK THESE DIFFERENT FUNCTIONS THAT WE'VE ALREADY SPOKEN TO TO, AND SEE WHAT ELSE THEY NEED TO ADDRESS. BECAUSE I, I IMAGINE IT WOULD UNNERVE SOME CHILDREN TO SEE FOLKS TRYING TO GET INTO THE BUILDING AND NOT KNOWING WHO THEY ARE NOT HAVING DRILLS AROUND THOSE PARTICULAR AREAS. UH, WHAT HAS THE STATE PROVIDED TO ADDRESS MENTAL HEALTH ISSUES AND, AND ANXIETY ISSUES FOR THE CHILDREN WHO ARE EXPERIENCING OR WHO SEE YAL DAY AROUND THEM? I THINK THAT TEES UP CHIEFS NEEDS COMMENTS ALMOST PERFECTLY . AND SO I, I, UH, DON'T HAVE THE EXACT DOLLAR MARE ME. I BELIEVE THAT THE STATE DEDICATED $7 MILLION TO EXPAND AN ONLINE MENTAL HEALTH PROGRAM THAT THEY PROVIDE. AND I KNOW THAT TRUSTEE RODRIGUEZ MAY KNOW THE NAME OF IT. UM, THE NAME IS MY MIND AND I APOLOGIZE, BUT THEY HAD ACTUALLY DEDICATED ABOUT A HUNDRED MILLION, BUT OUT OF THAT ONLY 7 MILLION WENT TO MENTAL HEALTH. AND THAT'S JUST FOR THIS UPCOMING SCHOOL YEAR, OBVIOUSLY WITH A NEW LEGISLATIVE SESSION, THAT'S A TOPIC. IT'S SOMETHING THAT AUSTIN ISD WOULD LIKE TO ADVOCATE FOR IS HOW WE SEE GREATER SUPPORTS FOR STUDENT MENTAL HEALTH NEEDS. AND IT IS SOMETHING THAT WE HAVE DONE THROUGH OUR LOCAL FUNDS FOR YEARS. SO YOU SAID 7 MILLION OUT OF A HUNDRED MILLION. DID I HEAR THAT RIGHT? THAT'S CORRECT. THEY SPENT ABOUT 55 MILLION ON BALLISTIC SHIELDS AND THEN THE, THE 7 MILLION FOR MENTAL HEALTH. AND THEN THERE'S SOME VARIOUS OTHER PROGRAMS LIKE EXPANDING THE TEXAS STATE SCHOOL SAFETY CENTER AND A FEW OTHER ITEMS, BUT THE, THE BULK OF THAT MONEY WENT TO BALLISTIC SHIELDS. THANK YOU. THE TEXAS CHILDREN'S MENTAL HEALTH CARE CONSORTIUM. THAT'S WHAT IT IT'S CALLED. THAT'S WHERE THE MONEY GOES THROUGH. UM, AUSTIN PUBLIC HEALTH HAS BEEN IMPLEMENTING THE PEER-TO-PEER PROGRAM WHERE WE'VE REACHED, UH, OVER 4,100 STUDENTS AGES 14 TO 18 WITHIN AUSTIN ISD, DEL VALLEY ISD AND OTHER COMMUNITY SETTINGS. SO, UM, DATA SUGGESTS THAT PEERS PREFER TO LEARN ABOUT SEXUAL HEALTH FROM THEIR PEERS. THEY DON'T WANNA HEAR IT FROM US TO THAT EFFECT. WE TRAIN APPROXIMATELY 20 PEER HEALTH EDUCATORS ANNUALLY ON OUR SEXUAL HEALTH CURRICULUM. AND THEN THEY TURN AROUND AND FACILITATE THE CURRICULUM TO THEIR PEERS WITH THE SUPPORT OF OUR STAFF, OUR, OUR ADULT HEALTH EDUCATORS. UH, THIS MODEL HAS PROVED TO BE AN EFFECTIVE STRATEGY FOR US WHEN RECRUITING PEER HEALTH EDUCATORS, WHO ARE EXCITED TO EMPOWER AND EDUCATE THEIR FRIENDS. UH, WE USE A COMPREHENSIVE EVIDENCE BASED SEXUAL HEALTH CURRICULUM CALLED POSITIVE PREVENTION. PLUS IT'S AN ABSTINENCE PLUS CURRICULUM FOR HIGH SCHOOL SETTINGS. THE LESSONS RELATE TO, UM, HEALTHY RELATIONSHIPS, UH, SELF-IDENTITY SAFE PRACTICE, SAFE PRACTICES, HEALTHY DECISION MAKING, AS WELL AS ABSTAINING FROM SEXUAL RELATIONSHIPS. IN FACT, UM, ABSTINENCE IS RECOMMENDED AS THE PRIMARY PROTECTION FROM UNPLANNED PREGNANCIES AND SEXUALLY TRANSMITTED INFECTIONS. SO IN THE PAST EIGHT YEARS, UM, WE'VE BEEN EDUCATING YOUTH AT NOVA EAST SIDE LBJ, NORTHEAST TRAVIS AND AUSTIN HIGH SCHOOLS. WHY, WHY DO WE DO THIS WORK? WE REACHED OUT TO OUR APH EPIDEMIOLOGISTS TO PROVIDE US WITH DATA, DATA RATES ON TEEN PREGNANCIES TO SHARE WITH YOU TODAY. WHEREAS TEEN BIRTH RATES TO WOMEN AGES 15 TO 19 IN TRAVIS COUNTY HAVE BEEN DECLINING IN LARGE PART TWO PREVENTION PROGRAMS LIKE PEER TOPE. THEY'RE NOT DECLINING AS FAST FOR YOUTH OF COLOR, ESPECIALLY HISPANIC TEENS. FOR EXAMPLE, THE BIRTH RATE FOR NON-HISPANIC WHITE TEENS WAS 6.1 IN 2016, AND IT DECLINED TO 2.5 IN 2019. HOWEVER, FOR HISPANIC TEENS, THAT RATE ONLY LOWERED FROM 36.1 TO 34.5. DURING THAT SAME TIME PERIOD. ADDITIONALLY, THE PERCENTAGE OF BIRTHS TO 15 TO 19 YEAR OLDS WAS 9.3% FOR HISPANIC TEENS COMPARED TO 1% FOR THEIR WHITE, FOR THEIR WHITE PEERS DURING THIS SAME TIME PERIOD. ANOTHER CONCERN IS THAT SEXUALLY TRANSMITTED INFECTIONS OR STIS ARE INCREASING AMONG TEXAS YOUTH AND THE RATES ARE EVEN HIGHER HERE IN TRAVIS COUNTY. WHEN YOU'RE LOOKING AT HIV, CHLAMYDIA AND GONORRHEA PERCENTAGES, AS YOU ALL ARE AWARE, IT IS EVEN MORE IMPORTANT TODAY TO EDUCATE OUR YOUTH, TO HELP US REDUCE UNPLANNED PREGNANCIES IN OUR SCHOOLS AND IN OUR COMMUNITY. HOWEVER, RECENT BARRIERS HAVE MADE IT DIFFICULT FOR US TO ACCESS YOUTH DURING IN-SCHOOL PROGRAMMING IN THE LAST 20 21 22 SCHOOL YEAR, OUR SEXUAL HEALTH CURRICULUM PROGRAMMING WAS HALTED WITHIN AUSTIN ISD CAMPUSES. AND BELIEVE ME, IT'S NOT FOR A LACK OF TRYING. OUR STAFF WERE PERSISTENT IN TRYING TO CONNECT WITH SCHOOL ADMINISTRATORS. NOW COVID HAD A LITTLE BIT OF TO DO WITH THAT, BUT NOW THAT WE'RE UP AND RUNNING, YOU KNOW, WE'RE STILL FACING SOME OF THOSE CHALLENGES WITH THE PASSAGE OF HOUSE BILL 1525 DURING THE LAST TEXAS LEGISLATIVE SESSION SCHOOL DISTRICTS HAVE BEEN TRYING TO MEET NEW STATE REQUIREMENTS RELATED TO THEIR SEXUAL HEALTH EDUCATION CURRICULUM. HOWEVER, OUR CURRICULUM IS NOT THE MAIN, UH, SEXUAL CURRICULUM FOR THE DISTRICT THAT IS SUBJECT TO THE ADDITIONAL VETTING BY THE SCHOOL BOARD AND THE SCHOOL HEALTH ADVISORY, UH, COUNCIL OR THE SHACK. NEVERTHELESS, WE TOOK THE STEPS EARLY ON TO GET OUR CURRICULUM APPROVED BY THE [01:15:01] AUSTIN ISD SHACK DURING THE 2018 WAYNE 19 SCHOOL YEAR. AND WE'VE BEEN PROVIDING UPDATES TO OUR PROGRAM SERVICES WITH, UM, WITH THE A I S D HEALTH SERVICES OFFICE EVERY YEAR, SINCE THEN, UH, WE ALSO ADHERE TO LOCAL SCHOOL DISTRICT AND STATE LAWS BY IMPLEMENTING AN ADAPTED CURRICULUM THAT OMITS LESSONS ON ABORTION, CONDOM, DEMONSTRATIONS, AND CONDOM DISTRIBUTION ON SCHOOL CAMPUSES. WE ALSO REQUIRE OPT IN VERSUS OPTOUT TO GET PARENT CONSENT. LASTLY, WE'RE AN APPROVED SITE FOR AUSTIN ISD TO PROVIDE YOUTH DEVELOPMENT SERVICES ON A I D CAMPUSES THROUGH OUR CURRENT INTER LOCAL AGREEMENT THAT REQUIRES US TO UPDATE OUR ADULT HEALTH EDUCATOR, UM, FINGERPRINTING BACKGROUND CHECKS AND THE YOUTH SERVICE MAPPING THAT LAURA MENTIONED EARLIER, WHERE WE UPDATE THE INVENTORY OF WHERE OUR SERVICES ARE LOCATED EACH YEAR. OUR GOAL IS TO GET BACK INTO THE CLASSROOMS DURING THIS SCHOOL YEAR, UH, TO RESUME THESE CRITICAL, UM, THIS CRITICAL SEXUAL HEALTH EDUCATION AND PREVENTION SERVICE ROUTINES. UH, THE HEALTHY FAMILIES PROGRAM HAS, UH, COLLABORATED WITH, UH, A I S D AND OTHER SCHOOL DISTRICTS, UH, AS A REFERRING PARTNER. SO WE CONTINUE TO PROVIDE SUPPORT TO A I S D STUDENTS AND OTHERS IN OUR COMMUNITY. THE SERVICES ARE FAMILY DRIVEN AND CULTURALLY SENSITIVE. AND BASED ON THE STRENGTHS OF THE INDIVIDUAL FAMILIES, THE SERVICES ARE PROVIDED PRENATALLY ALL THE WAY THROUGH THE CHILD'S, UM, TURNING THE AGE OF THREE. UM, THE SERVICES ARE PROVIDED, UH, INITIALLY ON A WEEKLY BASIS AND THEN GO TO QUARTERLY DE UH, DEPENDING ON HOW LONG THEY'VE BEEN INTO THE PROGRAM. UM, WE ARE PROVIDING THESE SERVICES IN THE HOME WITH THE BABIES AND THE MOTHERS AND THE FAMILY MEMBERS. WE'RE ENCOURAGING THE ENGAGEMENT IN WORKING WITH FATHERS AS THEY'RE AN IMPORTANT PART OF ANY FAMILY, UH, ECOSYSTEM. UM, AND WE ARE PROMOTING CERTAIN SERVICES AROUND, UM, BREASTFEEDING, UM, AS WELL AS IDENTIFYING HEALTHY FAMILY RELATIONS. AND SO WE BROUGHT THAT BACK TO THE COURT, UM, AND HAVE, UH, RECEIVED ADDITIONAL FUNDING IN THAT AREA, BUT I DON'T HAVE THE NUMBERS. IT WOULD BE GREAT. AND THIS, THIS IS A FOLLOW UP, UH, UH, REQUEST FOR DATA FROM LAWRENCE AND OTHERS TO HAVE SOME KIND OF TALLY OF THE MONEY THAT WE ARE CURRENTLY PUTTING IN FROM OUR BUDGET INTO CHILDCARE, UH, PROGRAMS THAT PROVIDE CHILDCARE A SERVICES, UH, IN ADDITION TO THE MONEY THAT WE'VE ALLOCATED THROUGH THE ARPA FUNDS, UH, ALSO KNOWN AS L F RF, UM, AND THE WORKFORCE COMMISSION TOLD ME THE OTHER DAY THEY ARE INVESTING 54 MILLION. UM, IT SOUNDED LIKE A SUBSTANTIAL AMOUNT OF THAT WAS THE FEDERAL FUNDING IN CHILDCARE SERVICES IN TRAVIS COUNTY AND THE CITY OF AUSTIN. AND I'VE ASKED THEM FOR A BREAKDOWN, CUZ I WAS SURPRISED AT THE SIZE OF THAT NUMBER. I WAS UNAWARE THAT THAT MUCH MONEY WAS BEING INVESTED IN CHILDCARE. OBVIOUSLY IT'S A HUGE NEED AND A REALLY IMPORTANT ONE. UM, BUT I WAS GLAD TO SEE THAT THAT AMOUNT OF MONEY WAS BEING INVESTED. I JUST DIDN'T KNOW THE DETAILS, SO THEY, THEY SHOULD BE SENDING A FOLLOW UP AND I'M HAPPY TO SHARE THAT AS WELL, CUZ IT'S REALLY A SUBSTANTIAL AMOUNT OF MONEY, WHICH I'M GLAD TO SEE WE'RE INVESTING IN THAT AREA. SO I LIKE THE QUESTION AND, AND I JUST WANT TO SEE IT IN A, IN A MATRIX SO WE CAN KIND OF LOOK AT IT SIDE BY SIDE AND MAYBE THE X AXIS LOOKS LIKE, UH, THE DIFFERENT TYPES OF SERVICES THAT ARE BEING PROVIDED. MAYBE THE Y AXIS LOOKS LIKE, UH, THE VARIOUS, UM, VENDORS, CONTRACTORS THAT WE'RE WORKING WITH. SO WE CAN IDENTIFY WHAT SERVICES ARE BEING PROVIDED BY WHICH, WHICH CONTRACT AND THE, THE, THE TYPES OF DOLLARS AND DELIVERABLES SO THAT WE CAN JUST GET A, A GOOD WORKING LOOK SIDE BY SIDE OF, OF WHAT'S THERE AND THEN ASSESS, UH, THE ENTIRE CONTINUUM AND SAY, ARE WE SPENDING THE RIGHT AMOUNT OF DOLLARS HERE? UH, IS THERE A GREATER NEED THERE, BUT WE COULD, IF WE COULD START WITH A CURRENT STATE THAT JUST LAYS OUT THE DELIVERABLES AND THE GROUPS THAT ARE PROVIDING THEM IN THE VOLUME OF DOLLARS AND WHERE THEY'RE COMING FROM, ARE THEY LOCAL DOLLARS? ARE THEY STATE BASED DOLLARS? ARE THEY FEDERAL DOLLARS? UH, THAT WOULD BE A GOOD, UH, THAT THAT WOULD BE SOMETHING, UH, TO, UM, MAKE SOME, A, SOME ACTIONABLE POLICY DECISIONS. AND, AND ALSO THE NUMBER OF CHILDREN SERVED. THIS IS GOOD, A GOOD WRITTEN DESCRIPTION ASSOCIATED WITH EACH OF THESE ITEMS AND THE DOLLAR AMOUNTS, BUT IT'S NOT CLEAR HOW MANY CHILDREN ARE ACTUALLY BEING SERVED, UM, WITH THE FUNDS AVAILABLE, CERTAINLY, AND THAT DATA'S COLLECTED FOR EACH OF THE CONTRACTS. SO WE CAN CERTAINLY PROVIDE THAT. THAT WOULD BE GREAT. ARE THERE ANY OTHER QUESTIONS? I HAVE A COMMENT AFTER GO AHEAD. OH, IT WAS BRIEF. SO I'M KIND OF DISAPPOINTED AD ISN'T HERE ANYMORE, BUT, UM, TRAVIS COUNTY AND, UH, THE CITY OF AUSTIN HAVE INVESTED IN SAFE EXPECT RESPECT PROGRAM, WHICH IS AN ANTI-BULLYING PROGRAM AND MANY OF THE SCHOOLS. UM, IT'S ALSO, THEY ALSO DISCUSS HEALTHY RELATIONSHIPS, HOW TO HAVE ONE AND IT, IT KIND OF MARRIES, UM, THE WHOLE VIOLENCE PREVENTION AND GUN VIOLENCE PREVENTION. UM, SO I JUST THINK THAT'S A GREAT OVERALL PROGRAM AND IT MAY NOT HAVE BEEN MENTIONED IN HERE BECAUSE IT'S NOT AN AP PROGRAM. UM, THIS IS A WONDERFUL OVERVIEW. THANK YOU. UM, WE CERTAINLY COULD TAKE THAT UP AGAIN, BUT I DON'T THINK THAT WE I'M JUST THINKING, GET INFORMATION TO SHARE.
