GRANT, THE LEGISLATION CLEARLY IDENTIFIES THE PREFERENCE FOR REGIONAL SAFETY ACTION PLANS VERSUS INDIVIDUAL PLANS. THE TAX SPENT TIME AT EACH OF ITS MEETINGS THIS SUMMER DISCUSSING THE SS FOUR A GRANT PROGRAM WITH THE CONCLUSION THAT CAMPO SHOULD SUBMIT FOR A REGIONAL PLAN WITH CO-APPLICANT AND PARTNERSHIP PARTICIPATION ROLES FOR THE MEMBERSHIP AGENCIES AT ITS LAST MEETING. THE TAC ADOPTED A FORMAL RECOMMENDATION FOR THE USE OF TDCS FOR LOCAL MATCH. SINCE OUR MEETING CAMPO STAFF HAS FOUND THAT TDCS ARE NOT AN ACCEPTABLE LOCAL MATCH WHILE NOT DISCUSSED AT THE TAC LEVEL. I BELIEVE THE COMMITTEE WOULD SUPPORT SUBMITTING THE APPLICATION UNDER OPTION ONE AS THE BEST ALTERNATIVE IN ORDER TO MEET THE GRANT SUBMISSION DEADLINE. I FEEL THAT I CAN SPEAK FOR THE TECH AND THANKING TRAVIS COUNTY IN DEVELOPING A PARTICIPATION CONCEPT FOR THE REGIONAL PLAN. OUR SECOND ITEM OF FOCUS THIS SUMMER WAS THE PROCESS OF SELECTING CORRIDOR SEGMENTS FOR THE REGEN CORRIDOR IMPROVEMENTS. AS A REMINDER, THERE ARE MORE REGIONAL CORRIDOR SEGMENTS THAN THERE IS FUNDING TO COMPLETE CLEARANCE OF THOSE STUDIES. THOSE SEGMENTS, THE BYLAWS OF THE TECH REQUIRE THE APPROVAL OF THE POLICY BOARD FOR CREATION OF COMMITTEES. THEREFORE THE TECH RESPECTFULLY REQUESTS, THE POLICY BOARD ALLOW THE CREATION OF AN AD HOC COMMITTEE TO WORK WITH CAMPO STAFF ON THIS PROCESS. UM, SO THE INFRASTRUCTURE INVESTMENT AND JOBS ACT INCLUDES THE SAFE STREETS AND ROADS FOR ALL OUR SS FOUR, A GRANT PROGRAM TO FUND PLANS AND PROJECTS, UH, THAT WILL CONTRIBUTE TO IMPROVEMENTS IN SAFETY, UM, TO PURSUE IMPLEMENTATION FUNDING PROJECTS AND STRATEGIES MUST FIRST APPEAR IN A QUALIFYING SAFETY ACTION PLAN. AND THE US DEPARTMENT OF TRANSPORTATION ENCOURAGES REGIONALLY COORDINATED, UM, ACTION PLAN, GRANT APPLICATIONS, FOR EXAMPLE, THROUGH, UM, NPOS. SO CAMPO HAS PREPARED THE MATERIALS NEEDED FOR A REGIONAL SAFETY ACTION PLAN. AND WE'VE BEEN WORKING WITH, UM, OUR LOCAL JOINT APPLICANTS, SOME OF THE, UM, AGENCIES, UM, THAT, UM, UM, L LORI MENTIONED EARLIER, INCLUDING TRAVIS COUNTY, UM, AND THE INTENTION WAS THAT WE WOULD USE TRANSPORTATION DEVELOPMENT CREDITS FOR OUR LOCAL MATCH SINCE, UM, ALMOST ALL OF THE FUNDING THAT AN MPO RECEIVES IS FEDERAL, AND WE CAN'T MATCH FEDERAL MONEY WITH FEDERAL MONEY FOR THIS GRANT PROGRAM. HOWEVER, WE LEARNED VERY LATE IN THE PROCESS, UM, AT, WE HAD ASKED WITHIN A DAY OR TWO OF THE, UM, GRANT BEING, UH, PUBLICIZED WHETHER TDCS WOULD BE ALLOWED AND, UH, ONLY GOT THE ANSWER ABOUT TWO WEEKS AGO THAT THAT TDCS WILL NOT BE ALLOWED FOR THIS, UM, PROGRAM. SO, UM, WE'VE BEEN CONSIDERING HOW WE [00:10:01] REACH THAT LOCAL MATCH OF 580,000 FOR THE TOTAL PROJECT COST OF 2.9, UH, MILLION DOLLARS. SO THAT'S WHY WE'VE BROUGHT THE, THE ITEM HERE TODAY FOR FURTHER DISCUSSION. SO IN LIEU OF THE TRANSPORTATION DEVELOPMENT CREDITS, WE HAVE THESE THREE, UM, POTENTIAL OPTIONS TO DISCUSS THE FIRST WOULD BE IN KIND SERVICES WHERE WE WOULD CITE THE CORRIDOR PROGRAM WORK AS AN IN KIND DONATION. SO, UM, THESE ARE THE CORRIDOR STUDIES THAT WE'RE JUST NOW INITIATING THROUGHOUT THE REGION. AND OF COURSE, SAFETY IS A MAJOR COMPONENT OF THOSE. IT IS SOMETHING THAT WE'RE HANDLING RIGHT NOW IN THE DEVELOPMENT OF OUR, UM, TAX SUBCOMMITTEE, WHERE FOR INSTANCE, UM, HOW MUCH DO WE CONSIDER SAFETY IN IDENTIFYING THE PROJECTS AND THEN PRIORITIZE INCLUDING THE PROJECT? SO SAFETY IS DEFINITELY, UH, PART OF THAT PROGRAM. ANOTHER OPTION WOULD BE LOCAL OR STATE CONTRIBUTION. SO, UH, DIRECT CONTRIBUTION FROM LOCAL JURISDICTIONS OR AGENCIES OF THE $580,000 MATCH. AND THEN THE THIRD OPTION, WE HAVE EXPLORE NON SS FOUR, A FUNDING. SO, UH, IN THIS CASE, CAMPO WOULD NOT PURSUE THIS REGIONAL PLAN THAT WE, UM, THAT WE HAVE LAID OUT HERE THAT DOES NOT, UH, PRECLUDE OTHER AGENCIES. FOR EXAMPLE, THE CITY OF AUSTIN IS, UH, SUBMITTING AN IMPLEMENTATION GRANT. TRAVIS COUNTY HAS BEEN ON A SEPARATE TRACK TO IMPLEMENT, UH, TO, UM, TO REQUEST A PLANNING GRANT IN THE EVENT THAT TDCS WERE NOT ALLOWED. SO TRAVIS COUNTY WOULD STILL GO FORWARD WITH THAT AND THEN CAMPO, WE WOULD GO AND LOOK FOR OTHER FUNDING, OTHER SAFETY FUNDING THAT WE COULD USE TO SUPPLEMENT OR TO HELP TO ACTUALLY IMPLEMENT THOSE PLANS AND PROGRAMS. SO, UM, THESE ARE THE THREE OPTIONS THAT, UM, WE HAVE, AND I THINK ASHLEY, YEAH, I THINK ASHBY, IF YOU WANTED TO TAKE IT. THANKS CHAD. SO AS CHAD SAID, A WEEK OR SO AGO, WE WENT, WE NEVER HEARD FROM S D O T WE SENT OUR INQUIRY. UM, SO WE WENT BACK AND CHECKED THE PAGE. AND, UM, THE REASON BEING, UH, APPARENTLY THIS PROGRAM WAS ACTUALLY NOT UNDER THE, UM, I A J BILL, AS WE THOUGHT IT WAS A STANDALONE PROGRAM, BUT IT WAS SORT OF ADVERTISED WITH THIS, BUT CAUSE IT WAS NOT UNDER TITLE 23 OR TITLE 49, UH, USC THEN THEREFORE IT COULD NOT, UM, WE COULD NOT USE TOTAL CREDITS AS THE MATCH. SO THE, UM, THE DISCUSSION IS, UM, A COUPLE OF THINGS. ONE IS LOCAL JURISDICTIONS COULD COME UP WITH THE, THE THAT'S THE SECOND OPTION, EITHER LOCAL JURISDICTIONS OR TEXT DOT SHOULD MAN NOT BE FALLING FROM HEAVEN AT THAT POINT IN TIME. UM, OR THE, UM, IN KIND, BUT IT, IT, IT COULD BE OTHER PROJECTS YOU'VE KIND OF TEED UP THE CORRIDOR PROJECT AS AN OPTION, BUT I THINK THERE ARE SAFETY PROJECTS GOING ON IN JUST ABOUT EVERY COMMUNITY. IT WOULD NOT NECESSARILY HAVE TO BE THAT ONE. IS THAT CORRECT? YES. UM, THE REASON WE'RE SUGGESTING, UH, THE CORRIDORS PROGRAM IS BECAUSE THE CONSULTANTS ALREADY, YOU KNOW, THEY'RE SITTING IN THE BUILDINGS EVERY MONTH AND IT'S EASY FOR US TO TRACK TO TRACK THAT CAUSE THAT'S ALREADY HAPPENING. YEAH. I, I, MY, MY SLIGHT CONCERN WITH THAT IS I DON'T WANT TO CO-OPT THAT CORRIDOR STUDY BECAUSE THAT, I THINK THE BOARD ANTICIPATES THAT IS A MUCH BIGGER PICTURE LOOK THAN THIS VERY NARROWLY FOCUSED ISSUE. AND SO I THINK THAT'S, I DON'T WANT TO JUST TO COME UP WITH A $580,000 MATCH, I DON'T WANNA CO-OP TO 7 MILLION PROGRAM IF THAT'S, I MEAN, I DON'T KNOW IF ANYBODY ELSE ON THE BOARD HAS THAT SAME CONCERN, BUT, UM, WE'VE WORKED A REALLY LONG TIME TO GET WHERE WE'RE GOING WITH THESE CORRIDOR, BIGGER PICTURE CONCEPT STUDIES. UM, AND WHAT WE REALLY REALIZED WHEN YOU LOOK BACK IN THE LEGISLATION IS THAT IT'S REALLY TIED TO, UH, KIND OF PROPS ONE AND SEVEN AND THE SPENDING OF STATE DOLLARS THAT GET ALLOCATED IN CATEGORIES TWO, FOUR AND 12. AND THESE ARE THE INDIVIDUALLY LISTED PROJECTS THAT ARE INCLUDED IN THE UTP. UM, AND SO THE WAY WE'RE GOING TO APPROACH THE, THIS INITIAL DEVELOPMENT OF THE 10 YEAR TRANSPORTATION PLAN IS REALLY TO IT'S THERE TO PROVIDE THE SUPPORT, UH, FOR THOSE REGIONAL PROJECTS THAT ARE INDIVIDUALLY LISTED IN THE UNIFIED TRANSPORTATION PLAN. UM, THESE ARE PROJECTS THAT ARE SELECTED BY TECH DOT, UH, THE DISTRICT AND THE COMMISSION. UM, BUT WE ALSO, UH, ARE HEAVILY INVOLVED WITH THE SELECTION OF THOSE PROJECTS, UH, PARTICULARLY CATEGORY TWO. UM, BUT, UH, THIS REALLY THIS PLAN, UM, WHAT WE'VE REALIZED IS, UH, REALLY TO FORMALIZE OUR SUPPORT, UM, OF THE UNIFIED TRANSPORTATION PLAN. AND SO THAT'S HOW WE'RE GOING TO APPROACH IT. UH, WE WE'VE, UH, DECIDED TO KEEP IT AS SIMPLE AS POSSIBLE. UM, IF ANYONE'S NOT FAMILIAR WITH IT IS THEIR 10 YEAR, UH, PLANNING DOCUMENT AND IT AUTHORIZES PROJECT DEVELOPMENT. UM, UH, IT'S CALLED DEVELOP AUTHORITY FOR YEARS, UH, FIVE THROUGH 10, AND THEN ANYTHING THAT'S IN, UH, THE FIRST YEARS GET, UH, FIRST FOUR YEARS HAVE CONSTRUCT AUTHORITY, BUT THE FUNDING LEVELS, THEY ESSENTIALLY, THE FUNDING LEVELS ARE BASED ON FORECASTS, UM, OF TRANSPORTATION REVENUE THAT'S POTENTIALLY AVAILABLE OVER THE 10 YEAR, UH, PERIOD. SO EVERY YEAR WHEN THEY DO THE UPDATE, THEY DO A NEW FINANCIAL FORECAST, UH, FOR THE 10 YEARS. AND THEN THEY UPDATE, UH, UH, THE PROJECT SELECTION THAT IS LISTED, UM, AND OF ACCORD TO STATE AND REGIONAL PRIORITIES. AND SO THE, THE TRANSPORTATION COMMISSION DOES AUTHORIZE, UH, ALL OF THE FUNDING S EVERY YEAR. UM, THERE'S 12 TOTAL CATEGORIES. UM, THEY AUTHORIZE THE DISTRIBUTION AND THEN FUNDING ALL SPECIFIC PROJECTS, WHICH WILL BE LISTED IN OUR 10 YEAR TRANSPORTATION PLAN. SO THAT'S THE APPROACH WE'RE TAKING. IT'S REALLY GONNA SUPPORT THE SELECTION OF PROJECTS AND CATEGORIES TWO FOR AND 12. UM, AND SO WE'LL HAVE THAT BROUGHT BACK TO Y'ALL NEXT MONTH. UM, I DID WANT TO TALK ABOUT HOW THAT DOES SLOT IN THE, UH, 10 YEAR TRANSPORTATION PLAN. AGAIN, IS A STATE REQUIREMENT. UH, WE'RE GONNA UPDATE THAT ANNUALLY IN CONJUNCTION WITH THE UTP. UM, AND THEN WE'VE ALSO GOT A LONG RANGE PLAN AND THEN THE TRANSPORTATION IMPROVEMENT PROGRAM, UM, THAT, UH, OUTLINES THE FIRST FOUR YEARS, I DO WANNA POINT OUT THAT THE TRANSPORTATION IMPROVEMENT PROGRAM DOES OVERLAP WITH THE FIRST, UH, FOUR YEARS OF THE UTP AND OUR TENURE PLAN. UM, AND THAT'S WHERE THE FUNDING IS ACTUALLY ALLOCATED. SO OUR TENURE TRANSPORTATION PLAN, ISN'T GOING TO ALLOCATE FUNDING. UM, IT'S REALLY JUST GONNA FORMALIZE THE SUPPORT OF PROJECT SELECTION, CUZ WE DO WORK WITH THE DISTRICT ON A REGULAR BASIS THROUGHOUT THE YEAR, DEVELOPING THE UTP IS A, UH, ANNUAL PROCESS. UM, AND AS I'VE BEEN, UH, WANTING TO BRING THIS TO THE POLICY BOARD, WE FELT LIKE THIS WAS A GOOD OPPORTUNITY, UH, TO, UH, TALK ABOUT HOW INFLATION IS, UH, IMPACTING PROJECT SELECTION, UH, SPECIFICALLY IN THE UTP. UM, SO THE ANNUAL UPDATE, UH, TO THE UTB, YOU KNOW, THEY BRING IN AN ADDITIONAL FORECAST YEAR AND TYPICALLY THAT ADDITIONAL FORECAST YEAR OF FUNDING IS ALLOCATED TO NEW PROJECTS. SO IT ALLOWS YOU TO ADD SOME PROJECTS, UH, BUT THIS YEAR THAT FUNDING AVAILABILITY WAS SEVERELY IMPACTED BY INFLATIONARY PRESSURES. UM, I KNOW WE'RE TALKING ABOUT INFLATION IN EVERY ASPECT OF OUR LIVES. UM, BUT I THINK IT'S IMPORTANT TO, TO TALK SPECIFICALLY ABOUT HOW IT'S IMPACTING TRANSPORTATION PROJECTS IN OUR REGION, UH, YOU KNOW, SUPPLY CHAIN, DISRUPTIONS, LABOR, AND MATERIALS, EVERYTHING'S GOTTEN MORE EXPENSIVE. AND SO THAT HAS REALLY IMPACTED, UM, OUR ABILITY TO, UH, SCHEDULE IN NEW PROJECTS OVER THAT 10 YEAR, TIME PERIOD. UM, AND SO YOU CAN SEE THERE, YOU'VE GOT THE STATEWIDE BID ESTIMATE. UM, THESE ARE THE, UH, MONTHLY WEDDINGS AND THE INCREASE YOU SEE ARE THE, SO WE HAVE OUR, OBVIOUSLY OUR PROJECT ESTIMATES AND THEN, UH, THE CONSTRUCTION COMPANIES BID ON THESE PROJECTS AND THE BIDS HAVE BEEN COMING IN WELL ABOVE WHAT THE ESTIMATED PROJECT COST IS. AND SO YOU CAN SEE THE STATEWIDE UP THERE, UH, FOR MAY, JUNE AND JULY. UM, YOU KNOW, OBVIOUSLY THEY VARY, UM, BUT IT'S BEEN PARTICULARLY HARD FOR OUR REGION AND PARTICULARLY, UM, YOU KNOW, IMPACTFUL FOR THE LARGER, MORE COMPLEX PROJECTS. I THINK THERE'S A LOT OF MOVING PARTS WITH THE LARGER PROJECTS. YOU CAN SEE THE CAPITAL EXPRESS SOUTH AND NORTH PROJECTS, UM, HAD BIDS COME IN 45% AND 43% ABOVE, UH, THE ESTIMATED, UM, PROJECT COSTS. SO, UM, ALMOST EVERY MAJOR PROJECT IN OUR REGION HAS BEEN IMPACTED BY INFLATION. THIS ALSO INCLUDES, UH, SL 360. I THINK WE HAD TO MAKE SOME ADJUSTMENTS FOR THE INTERSECTION AT COURTYARD DRIVE. UM, AND THEN WE HAVE 180 3, THE FRONTAGE ROWS THAT ARE FUNDED THROUGH CATEGORY SEVEN, UM, THAT THE, THAT WILL LIKELY NEED AN ADJUSTMENT AS WELL. UM, IT'S SCHEDULED TO LET, UH, SOMETIMES NEXT YEAR, UM, SO REALLY WANTED TO BRING THIS, UH, INFLATION DISCUSSION TO THE POLICY BOARD, JUST TO KNOW THAT IT IS, IS SOMETHING THAT IS IMPACTING US. UM, IT'S GONNA IMPACT OUR ABILITY TO SCHEDULE NEW PROJECTS. AND THEN WE'VE ALSO GOT DEFERRED PROJECTS, UH, PARTICULARLY IN CATEGORY SEVEN. SO WE NEED TO HAVE THAT DISCUSSION WHEN WE LOOK TO REFUND THOSE PROJECTS, INFLATION WILL HAVE IMPACTED THOSE PROJECTS. SO I THINK IT'S AN IMPORTANT THING FOR OUR POLICY BOARD TO START THINKING ABOUT OF ARE WE GONNA MAKE THOSE ADJUSTMENTS, UM, YOU KNOW, BECAUSE TECH THAT THE STATE IS HAVING TO FILL IN THE GAP ON WITHIN CAPITAL EXPRESS SOUTH AND NORTH, THOSE DO HAVE SOME CATEGORY SEVEN, UH, POLICY, BOARD FUNDING ON IT, BUT THE STATE IS MAKING UP THE DIFFERENCE ON THOSE, UH, ON THOSE INCREASES. AND SO THAT'S JUST SOMETHING TO NOTE, UM, AS WE MOVE FORWARD, THIS WILL PROBABLY BE A DISCUSSION ITEM FOR THE NEXT COUPLE OF YEARS, UM, UNTIL THINGS KIND OF GET UNDER CONTROL. UM, I DO WANNA POINT OUT THAT NORMALLY, UH, THE INFLATION RATE THAT IT'S SCHEDULED INTO PROJECT DEVELOPMENT IS 4%. AND SO IT'S BEEN MUCH HIGHER CLEARLY. UM, SO JUST WANNA, UM, MAKE EVERYONE AWARE OF THAT. AND WE THOUGHT THIS WAS A GOOD OPPORTUNITY TO TALK ABOUT THAT ISSUE. SO, AND, UM, I KNOW THAT'S [00:30:01] KIND OF AN ASIDE FROM THE 10 YEAR PLAN, UM, BUT WE THOUGHT THIS WAS A GOOD OPPORTUNITY TO TALK ABOUT THAT. UM, IF, IF I COULD, UM, AND I THINK TUCKER MM-HMM , UH, IF YOU DON'T MIND EXPANDING A LITTLE BIT ON THE CAPITAL EXPRESS, UM, BECAUSE THOSE, IF I UNDERSTAND IT, YOU KNOW, THOSE ENGINEER ESTIMATES, THOSE ARE NOT OLD ESTIMATES, THAT'S RELATIVELY NEW ESTIMATES. IT'S JUST, IT CAME IN THAT MUCH MORE ABOVE THE 350 MILLION ESTIMATES PROBABLY WERE A YEAR OLD, A YEAR OLD, BUT, BUT WHEN WE, WE'RE NOT TALKING FIVE YEARS OLD, POSSIBLY JUST A YEAR, A YEAR OLD AND, AND PROBABLY THE THREE 50, WOULD'VE BEEN GOOD EVEN AROUND THE TURN, THE BEGINNING OF NEW YEAR WHEN WE WERE LOOKING TO BID THOSE, BUT THEY GOT DELAYED. AND THE, UM, THE ESTIMATE FOR ON, ON SOUTH WAS THREE 50. WE MADE UP THAT DIFFERENCE BY ADMINISTRATIVELY MOVING SOME MONEY AROUND. AND WE WERE ABLE TO UNDER THE, THE RULES OF THE, UM, OF THE COMMISSION WHILE WE WERE ABLE TO, UH, TO DO THERE, BASED ON THE SOUTH ESTIMATE, WE INCREASED THE NORTH ESTIMATE TO ABOUT 500 MILLION. AND, UH, AND IT CAME IN JUST SLIGHTLY ABOVE THAT, ABOUT FIVE, OH, UH, WE HAD TO COVER ABOUT 6 MILLION HEATHER ON NORTH AFTER WE INCREASED THAT, UH, THE, THE, THE ESTIMATE ON THE ONE THAT OPENED UP IN SEVEN. YEAH. SO, SO WE DID INCREASE THE ESTIMATE ON NORTH AND CAME IN PRETTY MUCH ON TARGET, BUT JUST LOOKING BACK AT A YEAR AGO, IF WE COULD, WOULD'VE BEEN ABLE TO OPEN BIDS ON THESE WE'D, WE'D DECIDED, UH, HUNDRED MILLION HUNDRED HUNDREDS OF A COUPLE HUNDREDS OF MILLIONS OF DOLLARS. SO WE'VE BEEN ABLE TO, TO MOVE THE MONEY AROUND TO, TO COVER THAT. AND NOW WHAT WE DID NOT MOVE WAS THE CATEGORY SEVEN MONEY THAT WAS, UH, THAT THIS BODY VOTED ON TWO YEARS AGO TO PUT ON CAPEX CENTRAL. I'M SURE THE CITIES HEAR THE SAME THING TO GO AFTER THE FEDERAL DOLLARS THAT ARE GONNA BE, YOU KNOW, AVAILABLE TO THE LOCAL LEVEL. AND I'M JUST, I KNOW YOU AND I HAVE HAD ONE CONVERSATION ABOUT FEDERAL DOLLARS, BUT IS THERE ANYTHING THAT CAMPO CAN DO TO, UM, TO REALLY ASSIST THE LOCAL COMMUNITIES IN UNDERSTANDING WHAT DOLLARS ARE ARE RIGHT. FOR WHAT KINDS OF PROJECTS? IT, IT SEEMS LIKE WE'RE ALL SORTA, YOU KNOW, IT'S AN EXCITING TIME, BUT IT'S OVERWHELMING TO KNOW WHAT'S REAL. UM, THANK YOU, COMMISSIONER HOWARD. SO THE, THE SHORT ANSWER IS, IS YES. SO AS THESE PROGRAMS ARE BEING, UM, SORT OF STOOD UP AND, AND ROLLED OUT, WE'RE TRYING TO, TO COLLECT INFORMATION ON THAT AND WE CAN DISTRIBUTE THAT, UM, UM, BOTH THROUGH THIS BODY AND THROUGH T UM, SO THAT, UM, YOU HAVE THE BENEFIT OF THE INFORMATION THAT WE HAVE. UM, THE, THE DIFFICULTY WE'RE HAVING RIGHT NOW IS THESE ARE BRAND NEW PROGRAMS. UH THEY'RE THEY U S D O T ARE SHORT STAFFED, JUST LIKE WE ARE. UM, AND SO, UM, THERE'S A LOT OF RUSHING GOING ON, BUT, BUT THINGS AREN'T NECESSARILY MOVING AS, AS FAST. AND IN SOME, SOME CASES, DIRECTIONS ARE VERY UNCLEAR. OKAY. SO, UH, BUT THE SHORT ANSWER IS, IS YES, WE, WE WILL DO OUR BEST TO, TO, UH, GIVE THAT OUT. ONE THING I HAVE ASKED FOR, UM, FROM U S D O T UH, IS A SCHEDULE OF WHEN THEY THINK THEY, THEY MIGHT BE ROLLING, UH, ITEMS OUT. AND THEN FOR THOSE THINGS THAT NEED TO GO THROUGH A RULEMAKING PROCESS TO TELL US WHAT, UH, WHAT THOSE THINGS ARE. AND THEN WHEN THEY THINK THEY'RE GOING TO SUBMIT THEM FOR RULE MAKING. SO WE HAVE A SENSE OF WHAT THE SCHEDULE LOOKS LIKE, AND WE CAN GET READY. UM, OKAY. READY FOR THOSE THINGS. ONE, ONE OTHER THING I WILL SAY, COMMISSIONER HOWARD, THERE'S BEEN A LOT OF TALK ABOUT, UM, THERE'S, YOU KNOW, ALL THIS MONEY IS, IS OUT THERE ON DISCRETIONARY SIDE, AND IT IS TRUE. THERE IS NEW MONEY OUT THERE ON THE DISCRETIONARY SIDE, BUT WE'RE LOSING A LOT TO INFLATION. AND SO THE BUYING POWER IS BEING, YOU KNOW, REDUCED QUICKLY. ASH, WHAT PERCENTAGE DO YOU ATTRIBUTE TO BEING LOST IN INFLATION? IT, YOU KNOW, IT DEPENDS GREATLY ON WHERE YOU ARE, BUT I, I WOULD TELL YOU AT LEAST 10%, IF NOT MORE THAN THAT, IT'S, IT'S MORE THAN THAT. IT'S PROBABLY 30, 40%. THAT'S SOMETHING THAT CUZ CONSTRUCTION INFLATION IS EVEN GREATER THAN, YOU KNOW, GROCERIES. WELL, AND THAT'S PART OF THE CONCERN, WHAT THE COMMISSIONER WAS BRINGING UP AND WE'RE TALKING ABOUT READY, MADE PROJECTS, SHOVEL, READY, PROJECTS, GET THIS ENGINEERING. BUT WHAT WE CONSISTENTLY HEAR, PARTICULARLY FROM THE SMALLER ENTITIES OVER AND OVER AGAIN, IS THAT THEY JUST DON'T HAVE THE MONEY OR THE CAPACITY TO GO AHEAD AND GET THESE THINGS WRONG. SO IF THERE'S ANYTHING THAT WE CAN DO TO HELP, I MEAN, I KNOW, I MEAN, I'M JUST TALKING ABOUT THIS RIGHT ON THE BOARD RIGHT HERE WITH THAT, BUT THAT MAY BE SOMETHING WE WANNA LOOK AT BECAUSE THERE'S A LOT OF THEM WHO TALK ABOUT THAT AS AN, AS AN INVISIBLE BARRIER TO ACTUALLY GET PROJECTS DONE. SO THAT'S A, THAT'S A, THAT'S A CONCERN I'M HEARING FROM MY COUNTERPARTS ACROSS THE COUNTRY IS, UM, THEIR SMALLER JURISDICTIONS EITHER DON'T HAVE THE RESOURCES TO, TO PULL THE MONEY TOGETHER, TO HAVE SOMEBODY WRITE THE GRANT FOR THEM OR THEY CAN'T COME UP WITH A MATCH OR BOTH. THE SMART TRACK PROGRAM IS A PUBLIC PRIVATE PARTNERSHIP AIMED AT ADVANCING THE STATE OF THE STATE OF PRACTICE, THE STATE OF THE PRACTICE AND THE STATE OF THE ART IN AUTONOMOUS VEHICLES, DATA SHARING, UM, TRANSPORTATION AND INTELLIGENT TRANSPORTATION SYSTEMS AND POLICY AND THE TECH DOT AUSTIN DISTRICT AND CAMPO STAFF HAVE REQUESTED AN AD HOC SUBCOMMITTEE OF THE, UH, TECH TO PROVIDE TARGETED TECHNICAL ASSISTANCE.
