RIGHT.

UH, GO AHEAD AND, UM,

[CALL TO ORDER]

CALL TO ORDER HERE, UH, ANY PUBLIC COMMUNICATION TODAY? NOPE.

OKAY.

AND WE'LL TAKE A LOOK AT

[1. Approval of the minutes of the Regular meeting of the Bond Oversight Commission on May 18th, 2022 ]

THE, UH, APPROVAL OF MINUTES HERE, WAY BACK ON MAY 18TH, MOTION TO APPROVE.

IS THERE A SECOND, SECOND? OKAY.

ALL THOSE IN FAVOR OF APPROVAL OF MAY 18TH, 2022 MINUTES.

SAY I ANY AYE.

ANY OPPOSED? NAY.

I OKAY.

THAT PASSES.

ALL RIGHT.

WE'LL

[2. Staff Briefing from Financial Services on web content related to General Obligation Public Improvement Bonds]

JUMP RIGHT INTO STAFF BRIEFINGS.

UH, FIRST ON THE LIST, UH, FINANCIAL SERVICES ON WEB CONTENT RELATED TO GENERAL OBLIGATION, PUBLIC IMPROVEMENT BONDS.

OKAY.

UM, GOOD AFTERNOON, S MY NAME IS MARIANNE RE AND I'M HERE WITH THE FINANCIAL SERVICES.

I'LL REPEAT THAT.

MY NAME IS MARYANNE REVA, AND I'M HERE WITH THE FINANCIAL SERVICES DEPARTMENT TO PRESENT ON A NEW WEBSITE, UM, THAT WE ARE LAUNCHING IN AT THE END OF OCTOBER, THAT WILL PROVIDE INFORMATION ON THE CITY'S PUBLIC IMPROVEMENT BONDS.

SO THE IMPETUS FROM THIS SITE CAME FROM REQUESTS FROM THIS COMMISSION, UM, AND ALSO OFFERS AN OPPORTUNITY FOR STAFF TO BRING TOGETHER IN A CENTRALIZED PLACE, MANY DIFFERENT DISPARATE RESOURCES THAT THE CITY, UM, HAS, YOU KNOW, HAS, UH, PREPARED TO DATE ON THE CAPITAL PROGRAM.

SO THE MAJORITY OF THIS PRESENTATION WILL BE THE WEBSITE DEMONSTRATION, AND THEN THERE WILL BE TIME FOR QUESTIONS.

OKAY, GREAT.

YOU, THAT BE GREAT.

I'LL TURN THAT OFF FOR YOU.

THANK YOU SO MUCH.

OKAY.

SO, UM, SO THE PUBLIC IMPROVEMENT BOND SITE CONSISTS OF A HOMEPAGE THAT PROVIDES KIND OF ORIENTING INFORMATION ABOUT THE CITY'S CAPITAL PROGRAM, AS WELL AS PUBLIC IMPROVEMENT BONDS AS A FUNDING MECHANISM.

UM, SO HERE ON THE HOMEPAGE, WE HAVE, WE HAVE THAT INFORMATION.

WE ALSO HAVE, UM, A CHART HERE THAT SHOWS THE VOTER AUTHORIZATION BY BOND PROGRAM.

AND THEN WE GO INTO A SECTION OF SUMMARY INFORMATION ON EACH OF THE BOND PROGRAMS, GOING BACK TO 2006, AS YOU CAN SEE, AND ON THIS PAGE, WE JUST PROVIDE KIND OF BASIC SUMMARY INFORMATION ABOUT THE, UM, THE BOND AND ITS PROPOSITIONS.

SO USING 2020 AS AN EXAMPLE, UM, WE HAVE COURSE THE BOND, THE PROPOSITION NAME, A LINK TO THE BALLOT LANGUAGE, AND THEN STATISTICS ABOUT, UM, THE ACTUAL, UM, OR THE VOTING STATISTICS.

AND THEN HERE, I'LL JUST POINT OUT THAT WE HAVE A COLUMN SHOWING THAT WHETHER IT PASS OR FAILED.

SO ON THIS PAGE, WE DO INCLUDE, UM, BOND PROPOSITIONS THAT PASSED AS WELL AS THOSE THAT FAILED.

UM, SO FROM HERE, USERS CAN CLICK OVER TO THE INDIVIDUAL BOND PROGRAM PAGES.

SO WE'VE CREATED A SINGLE PAGE FOR EACH BOND PROGRAM.

AND AS YOU CAN SEE, SORRY, ACTUALLY I'M GONNA USE 2018 AS AN EXAMPLE.

SO I'LL SHOW YOU THE 2018 PAGE AND THEN JUXTAPOSE TO THAT, THE 2010, UM, BOND PAGE, SINCE THE CIRCUMSTANCES OF THOSE BONDS ARE A LITTLE BIT DIFFERENT.

SO YOU CAN SEE HOW WE'VE HANDLED KIND OF DIFFERENT BONDS THROUGH THROUGHOUT THE SITE.

SO HERE IN THE 2018 PAGE, WE HAVE JUST BRIEF OVERVIEW, WHICH LISTS THE PROPOSITIONS THAT WERE PART OF THAT BOND, UM, AND THE TOTAL BOND AUTHORIZATION AMOUNT.

AND THEN WE ALSO HAVE THAT LISTED HERE IN THIS NICE CHART.

SO YOU CAN SEE HOW MUCH WAS AUTHORIZED UNDER EACH PROPOSITION, SCROLLING DOWN, WE HAVE THREE BUTTONS.

UM, AND SO THESE ARE LINKS TO THE BOND BROCHURE.

AS YOU SCROLL OVER, YOU CAN SEE BRIEF DEFINITIONS OF, OF WHAT WE'RE LINKING TO.

UM, SO WE HAVE BOND BROCHURE, A LINK AGAIN TO THE BALLOT LANGUAGE, AND THEN FOR BONDS THAT

[00:05:01]

HAD CONTRACTS WITH THE VOTERS OR A CONTRACT WITH THE VOTERS ASSOCIATED WITH IT.

WE ALSO LINK TO THAT DOCUMENT THEN MOVING DOWN.

OKAY.

SO IN THIS NEXT SECTION, WE PROVIDE INFORMATION ABOUT THE STATUS OF SPENDING AND AVAILABLE BALANCES FOR THE BOND PROGRAM.

SO WE HAVE THIS PIE GRAPH, UM, THAT SHOWS THE BALANCE, THE ENCUMBRANCE AND THE SPENT, AND THAT IS, UM, AS OF THE MOST RECENT COMPLETE FINANCIAL QUARTER.

SO THIS DATA, ONCE THE SITE LAUNCHES WILL BE UPDATED ON A QUARTERLY BASIS, WE ALSO HAVE THIS, UM, THIS LINE GRAPH THAT SHOWS THE AVAILABLE SPENDING AND IT KIND OF CREATES A SPIN DOWN CURVE WAS THE INTENT.

SO YOU CAN SEE HOW MUCH SPENDING, UH, REMAINS AVAILABLE IN EACH YEAR.

NOW, A NICE FEATURE HERE IS FOR BONDS WITH MULTIPLE PROPOSITIONS.

UM, YOU WILL AUTOMATICALLY SEE THE ENTIRE BOND, LIKE INFORMATION OR DATA FOR THE ENTIRE BOND, BUT YOU CAN SELECT A SINGLE PROPOSITION.

AND SO YOU CAN LOOK AT THAT DATA AT THE PROPOSITION LEVEL AS WELL.

AND THEN THE FINAL SECTION OF EACH BOND PAGE IS THIS 2000, UM, 18 BOND PROJECTS LIST.

AND SO THIS SHOWS ALL THE PROJECTS WITH, WITH ANY FUNDING FROM THAT BOND.

SO PROJECTS MAY HAVE MULTIPLE FUNDING SOURCES.

THE INFORMATION WE'RE PROVIDING HERE IS SPECIFIC TO THE BOND, YOU KNOW, THE PUBLIC IMPROVEMENT, BOND FUNDED PIECE, UM, OF THAT, OF THOSE PROJECTS.

AND THAT INFORMATION CAN BE DOWNLOADED INTO EXCEL AND, YOU KNOW, CAN BE VIEWED THERE AS WELL AS, UM, AS THROUGH THE SITE.

SO I WILL CLICK OVER TO 2010 REAL QUICK TO SHOW YOU SOME DIFFERENCES BASED ON WHOOP.

I SCROLL OVER AS BEING A LITTLE FINICKY.

I'LL JUST GO BACK TO THE HOME PAGE.

OKAY.

SO USING 2010 AS AN EXAMPLE, THAT WAS A BOND WITH A SINGLE PROPOSITION.

SO WHEN WE LAND ON THIS BOND PAGE, UM, YOU'LL SEE, THERE, THERE IS NO CHART SHOWING AS, AS WITH 2018, SINCE IT HAD MULTIPLE PROPOSITIONS, WE BREAK DOWN THE AUTHORIZATION.

THIS BOND HAD 90 MILLION AUTHORIZED FOR A SINGLE PROPOSITION.

SO WE LIST THAT HERE IN THE TEXT, AS WELL AS SOME ADDITIONAL INFORMATION AND A LINK OUT TO MORE INFORMATION ABOUT THIS BOND.

UM, ANOTHER SLIGHT DIFFERENCE BETWEEN THIS PAGE IN 2018 WAS WE STILL HAVE THE THREE, UM, THE THREE BUTTONS.

WE HAVE THE BOND BROCHURE, THE BALLOT LANGUAGE FOR THIS BOND, SINCE IT'S AN OLDER BOND, AND THERE WAS NO CONTRACT WITH, WITH THE VOTERS FOR THIS BOND, WE LINK TO OPEN BUDGET AND I'LL SHOW YOU SOME ADDITIONAL RESOURCES THAT WE LINK TO MORE GENERALLY, UM, ON ANOTHER PAGE OF THE SITE IN JUST A MOMENT.

SO THIS BOND IS ALSO SUBSTANTIALLY SPENT.

AND SO THAT MEANS THAT 90% OR MORE OF THE BOND HAS BEEN SPENT AT THIS POINT.

SO WE'VE, UM, WE'VE EXCLUDED THE PIE CHART SINCE IT WILL SHOW ALMOST A HUN, YOU KNOW, CLOSE TO A HUNDRED PERCENT SPENT.

AND WE HAVE THE, THE LINE GRAPH GOING FROM THE YEAR, UM, AROUND THE YEAR OF AUTHORIZATION.

SO WHENEVER IT STARTED OUT WITH THAT TOTAL, TOTAL AUTHORIZED AMOUNT, AND THEN IT WINDS DOWN TO THE YEAR IN WHICH IT REACHED THE STATUS OF SUBSTANTIALLY SPENT.

AND THEN SAME AS WITH 2018, WE HAVE THE BOND PROJECTS, UM, WITH ALL OF THE RELEVANT, UM, APPROPRIATION AND OTHER SPENDING DATA.

SO I'LL JUST SCROLL BACK UP TO THE, THIS NAVIGATION BAR.

AND SO HERE, UM, WE'VE ALSO CREATED A LINK TO THE BOND OVERSIGHT, SO TO THE BOND OVERSIGHT COMMISSIONS WEBSITE.

SO WE HAVE THAT INFORMATION LINKED, UM, AS WELL AS A LINK ON THE HOMEPAGE FOR BOND OVER SITE, WE HAVE A CIP P RESOURCES PAGE.

AND SO THIS HAS, UH, THESE BUTTONS HERE THAT LINK OUT TO EXISTING CIP P INFORMATION THAT IS ALREADY PUBLICLY AVAILABLE.

UM, BUT WE'LL HOPE WE ARE HOPING IT WILL BE YOU NOT BE A USEFUL TOOL FOR,

[00:10:01]

FOR YOUR COMMISSION FOR THE PUBLIC, BUT ALSO FOR CITY STAFF, YOU KNOW, AS THEY WORK ON LIKE CONTINUE TO WORK ON THESE PROJECTS, TO HAVE ALL OF THIS INFORMATION ACCESSIBLE FROM A CENTRALIZED SOURCE.

SO WE HAVE A LINK TO CAPITAL PROJECTS, EXPLORE THE CITY'S C I P PLANS.

UM, THE LONG RANGE C I P PLAN OPEN BUDGET ARE OFFICIAL STATEMENTS AND, UM, DEBT TRANSPARENCY INFORMATION FROM AUSTIN FINANCE ONLINE.

AND THEN FINALLY WE HAVE A KEY TERMS PAGE WHERE, YOU KNOW, WE'VE ATTEMPTED TO GO THROUGH THE SITE AND IDENTIFY VOCABULARY THAT, UM, COULD BE BENEFICIAL TO DEFINE FOR USERS.

UM, AND SO WE'VE LISTED THOSE HERE, SO YOU CAN SEE IF YOU CLICK ON THEM, YOU'LL GET A BRIEF DEFINITION.

AND, UM, AND THAT, THAT IS OUR SITE.

AS I MENTIONED, IT IS STILL IN DEVELOPMENT.

SO WE'RE, WE PLAN TO LAUNCH, UH, BY THE END OF OCTOBER, THE SITE WILL BE UPDATED ON A QUARTERLY BASIS AND, UM, IT IS MOBILE FRIENDLY.

SO WE CAN, I'LL JUST DEMONSTRATE, YOU KNOW, YOU CAN MANIPULATE THE, THE SITE TO FIT ONTO MOBILE SCREEN.

SO YOU CAN ACCESS THIS FROM YOUR, YOUR CELL PHONE.

UM, AND THEN ONE THING I DID, I DID PASS OVER WAS HERE ON THE HOMEPAGE.

WE DO HAVE ANOTHER LINK TO THE, UM, BOND OVERSIGHT COMMISSIONS WEBSITE.

SO, ON, ON THAT QUICK NOTE, THANK YOU VERY MUCH ON THAT QUICK NOTE.

DO YOU MIND GOING TO THE BOND OVERSIGHT? UH, YES, CERTAINLY.

CERTAINLY JUST SHOWING US WHERE THAT LINK IS ON THAT PAGE.

SO WE HAVE, HAVE NOT ADDED THE LINK YET.

IT WILL BE ADDED ONCE THE SITE GOES LIVE.

OKAY.

SO WE DON'T HAVE THE FINAL LINK YET.

UM, BUT YES.

OKAY, GREAT.

SORRY.

FIND MYSELF, TINA.

I, TINA WILL NOTIFY YOU WHEN, WHEN EVERYTHING IS, UM, IS READY AND ACCESSIBLE ON THE SITE.

I DON'T WANNA GET DRAGGED INTO THIS.

YEAH.

RIGHT.

LIKE WHAT? WELL, UM, GREAT JOB.

ARE THERE ANY QUESTIONS OVER HERE? YES, I HAVE A QUESTION.

UM, SO UNDER THE BOND PROJECTS DRILL DOWN, MM-HMM THAT GIVES YOU WHAT A NAME.

OH, YEAH.

THE PROJECT.

YEAH.

LET'S SEE.

SHOULD I GO BACK TO THAT? UM, SO YES, THE BOND PROJECTS, WE HAVE THE PROPOSITION NAME, THE PROJECT ID, PROJECT NAME, BOND, APPROPRIATION, THE BOND OBLIGATED BOND BALANCE, AND THEN THE PERCENT, YOU KNOW, BOND AMOUNT.

SO, UM, AND THAT IS THE, THE BOND PIECE OF WHATEVER THAT THE BOND FUNDING PIECE OF WHATEVER THAT PROJECT WOULD BE.

OKAY.

AND THAT, AND THAT IS USEFUL.

THERE, THERE'S ANOTHER SIDE OF THAT, THAT I'M CURIOUS ABOUT.

AND I DON'T KNOW IF IT'S PERHAPS IN THE CIP P RESOURCES PORTION.

UM, IT'S UM, IS THERE A WAY TO SEE WHICH PARTICULAR, WHICH COMPANIES WERE BIDDING ON THESE PROJECTS AND WHICH COMPANY WAS AWARDED THE BID? TINA, I WILL DEFER TO TINA.

UH, WE DON'T HAVE THAT INFORMATION.

UM, THAT MIGHT BE SOMETHING THAT WE COULD LOOK INTO TO SEE IF THAT'S EASILY LINKED, UM, OUT, UH, SOMETHING LIKE THIS.

UM, BUT IT'LL BE SOMETHING THAT WE HAVE TO RESEARCH A LITTLE BIT.

RIGHT.

AND IT DOESN'T NEED TO NECESSARILY BE PART OF THIS IF IT'S REALLY HARD, BUT IT IS SOMETHING I'M CURIOUS ABOUT.

UM, SO PERHAPS A FUTURE DISCUSSION.

YEAH.

GREAT.

BUT, YOU KNOW, WHILE WE'RE ON THIS SAME PROJECTS PAGE, IS IT, IS IT POSSIBLE TO ADD THE DISTRICT THAT THESE PROJECTS ARE IN OR IS THAT SOMEWHERE ELSE THAT CAN BE EASILY ACCESSIBLE OR IS THERE A MAP SOMETHING WE CAN CLICK ON PROBABLY THROUGH PROJECT EXPLORER, TINA U N YEAH.

I'LL I'LL, I'LL TAKE THAT ONE.

SO, UM, THERE ARE LINKS TO THE CAPITAL PROJECTS EXPLORER.

SO, UM, THERE ARE ACTUALLY FILTERS ON CAPITAL PROJECTS EXPLORED BY THE, THE BOND PROGRAM THAT YOU CAN SELECT.

UM, ALL OF OUR, UM, UH, ALL OF OUR PROJECTS, REGARDLESS OF FUNDING STORES ARE PUT ONTO THAT WEBSITE.

WE CAN PUT, UH, I THINK WE WOULD BE ABLE TO PUT THE DISTRICT OR MULTIPLE DISTRICTS, UM, ON HERE.

UM, JUST KNOWING THAT THE BENEFITS OF A LOT OF THESE ASSETS THAT ARE BEING BUILT MAY HAVE BROADER, UM, YOU KNOW, BENEFIT THAN TO JUST WHERE IT'S BEING CONSTRUCTED.

SO, BUT I, I THINK THAT'S PROBABLY SOMETHING WE COULD ADD.

SURE.

OKAY, GREAT.

THANKS.

OKAY.

UH, THAT'S A GOOD POINT.

I WAS THINKING ABOUT, I MEAN, ROADS OBVIOUSLY TRAVERSE MULTIPLE DISTRICTS, BUT YOU KNOW, A LIBRARY, PEOPLE COME FROM THREE DIFFERENT DISTRICTS TO THIS ONE.

MM-HMM, , YOU KNOW, SOLITARY CAPITAL PROJECT.

UM, THIS IS, MAKES ME FEEL KIND OF

[00:15:01]

FUNCTIONALLY OBSOLESCENCE SINCE THIS IS ABOUT HALF OF WHAT WE SPEND OUR TIME, YOU AND I FOR THE LAST, UH, SIX OR SEVEN YEARS.

UM, SO THIS CLARIFIES A LOT.

IT'S VERY SALIENT BY THE WAY THAT THAT SPIN CURVE, UM, YOU KNOW, THIS IS WHAT WAS APPROVED AND THIS IS WHAT HAS BEEN SPENT, AND HERE'S HOW YOU CAN FOLLOW IT.

UM, NOT TO GIVE YOU MORE HOMEWORK, BUT IS THERE A WAY WE COULD ALSO ADD KIND OF ALONG THAT SPIN CURVE OR THAT DECLINE CURVE, UM, WHEN THAT PAPER WAS SOLD, UM, WE KNOW THE APPROVED AMOUNT AND WE KNOW WHAT WE SPENT, THOSE ARE PRETTY EASY TO FIGURE OUT, BUT, UM, MAYBE TO REMOVE THE APPLICATION OF WHEN, YOU KNOW, KIND OF HOW THAT, THAT CURVE ALSO FOLLOWS THE, THE, THE, THE, THE SALE CURVE OF, OF OUR, OF OUR ACTUAL DEBT, WE CAN DEFINITELY LOOK INTO THAT.

AND I THINK THAT'S PART OF A LARGER DISCUSSION THAT, UM, WE HAVE KIND OF TALKED ABOUT INITIALLY, BUT NOTED.

AND, UM, YEAH, I THINK WE'LL CONTINUE TO TALK WITH TINA ABOUT, AND I KNOW, I KNOW THAT'S AN ADDITIONAL TECHNICALITY, BUT I MEAN, IT'S, YOU KNOW, WHEN WE SELL OUR PAPER, IT'S NO MYSTERY, BUT JUST SORT OF SEE HOW THAT WHOLE PROCESS GOES, CUZ THIS IS SUPER HELPFUL.

I MEAN, THAT JUST LIKE, THIS IS WHAT YOU APPROVED AND THIS IS WHEN WE ACTUALLY SPENT IT, SUBSTANTIALLY SPENT MEANS SOMETHING.

AND, YOU KNOW, SO THERE'S THAT, I MEAN, I DON'T WANNA SAY THAT MOST OF THE HEAVY LIFTING'S BEEN DONE AND THEN MAYBE JUST OVERLAY THE, THE MUNI SALE ON TOP OF IT.

WE CAN DEFINITELY LOOK INTO THAT AND THAT'S JUST THE BOND NERD ME.

OKAY.

HERE HE GOES.

FIGUR IT.

OKAY.

YEP.

COMMISSIONER DESK GIFT.

YEAH.

AND IN A, IN LINE WITH PURPOSE JUST DISCUSSED, YOU KNOW, PUT A LITTLE TRIANGLES ALONG THE WAY TO SEE WHERE THE PAPER WAS SOLD, BUT I HAVE ANOTHER, UM, REQUEST.

THIS IS ALL VERY GOOD.

I LIKE THIS.

THIS IS REALLY, I, I, I ENJOYED THIS PRESENTATION, SO THANK YOU.

I'D LIKE TO SEE THE ORIGINAL CURVE OF EXPENDITURE, WHAT WAS PLANNED AND HOW IT WAS ACTUALLY EXPENDED, BECAUSE THAT WILL TELL US, YOU KNOW, WE ARE A BOND OVERSIGHT COMMISSION.

SO AS PART OF THE OVERSIGHT, I THINK WE SHOULD HAVE BOTH DATA WHAT WAS PLANNED AND HOW IT WAS EXECUTED.

SO I'D REALLY LIKE TO SEE TWO CURVES, ONE, THE ORIGINAL PLAN, THE OTHER ONE WAS REALITY.

SO YEAH, BASICALLY LIKE A FORECAST VERSUS ACTUAL RIGHT.

AH, EXACTLY, EXACTLY.

FOCUS VERSUS ACTUAL BECAUSE THAT, YOU KNOW, IT DOES, UH, YOU KNOW, GIVE US A WINDOW INTO HOW WELL THE CITY IS PERFORMING, HOW PROJECTS ARE, UH, BEING COMPLETED ON TIME, BECAUSE THAT HAS, YOU KNOW, CONSEQUENCES.

IF YOU'RE EARLY, THAT'S GOOD.

IF YOU'RE LATE, THERE ARE CONSEQUENCES THAT YOU'RE LATE IN PUTTING OUT, UH, SIDEWALKS FOR INSTANCE.

RIGHT.

SO I'D LIKE TO SEE THE, THOSE TWO CURVES IN TWO DIFFERENT COLORS SO THAT I CAN MATCH IT.

ANOTHER QUESTION I HAVE, AND THAT IS REALLY NOT GERMANE TO THIS PRESENTATION.

SO I WOULD LIKE TO TABLE IT, MAYBE TINA, YOU CAN, UH, YOU KNOW, TAKE THAT ON, IS THAT ALL THESE EXPEND CURVES HAVE AN ASYMPTOTIC NATURE TOOL IN A SORT OF TRAILS OFF INTO VULNERABLE LAND.

WHY DOESN'T IT HAVE A MORE, YOU KNOW, SPECIFIC GRADIENT ON WHICH IT JUST GOES TO ZERO? WHY DOES IT TRAIL OFF LIKE THIS? SO WHEN WE'RE PROJECTING OUT OUR EXPENSES, THOSE LAST FEW DOLLARS ARE SOMETIMES VERY HARD TO FIGURE OUT HOW WE GET SPENT.

SOMETIMES WE'RE GETTING DOWN TO, YOU KNOW, $3,000 BALANCES, UH, $2,000 BALANCES AND TO COBBLE THOSE ALL TOGETHER, MAKE SURE ALL THE PAYMENTS FOR THE PROJECTS THAT ARE ACTIVE AND FINISHING OUT HAVE EVERYTHING THAT THEY NEED IN ORDER TO MAKE THOSE FINAL PAYMENTS.

SOMETIMES THOSE LAST FEW DOLLARS DO TAKE A LITTLE BIT OF TIME TO BEST, UH, IDENTIFY HOW TO SPEND AND, AND WHILE ENSURING THAT OUR PROJECTS ARE FULLY FUNDED AND COMPLETE, BECAUSE WE DO HAVE OUR CONSTRUCTION PHASE AND THEN PASS THAT AS OUR WARRANTY PHASE.

AND THEN THERE MAY BE OTHER ISSUES AND LITTLE, UH, UH, YOU KNOW, CAVEATS WITH THE PROJECTS WHERE THEY MIGHT NEED TO HOLD ONTO JUST A, A FEW OF THE DOLLARS TO MAKE SURE THAT THEY ADDRESS ANY SORT OF WARRANTY ITEMS OR POST WARRANTY ITEMS. OKAY.

THAT, THAT MAKES SENSE.

THANK YOU.

I APPRECIATE THAT.

THANK YOU VERY MUCH IF I COULD FOLLOW UP ON SOMETHING.

YEAH.

UH, THAT, UM, COMMISSIONER DOES SAID, UM, I, I, I LIKE THE IDEA OF HAVING THE TWO CURVES, THE, THE AS SPENT VERSUS ORIGINALLY, UH, PROJECTED MM-HMM .

UM, I THINK THAT'S ALSO A LOT, UH, BECOMES A LOT MORE MEANINGFUL WHEN WE LOOK AT IT AT A DIFFERENT LEVEL AT THE INDIVIDUAL PROJECT LEVELS.

MM-HMM BECAUSE AT THE SUMMARIZED LEVEL, SOME OF THAT DETAIL MIGHT GET BLURRED MM-HMM , UM, AND LESS EASY TO SEE WHERE SOME SET OF PROJECTS, MAYBE TRANSPORTATIONS OR GOING A LITTLE SLOW AND ANIMAL RESOURCES CURRENT REALLY WELL, THAT WOULD GET BLURRED HERE.

WHEREAS IF WE, IF WE COULD DRILL DOWN INTO THE INDIVIDUAL PROJECTS, I THINK, AND SEE THAT VARIANCE, I THINK THAT WOULD ALSO BE USEFUL.

[00:20:01]

ARE, ARE THE, ARE THE SPIN DOWN CURVES ON, ON EACH PROJECT AS WELL, OR JUST OVERALL, WE HAVE NOT CREATED THEM, UH, FOR WE'VE WE'VE ONLY GOTTEN TO THE PROPOSITION LEVEL PROBABLY AT THIS POINT.

OKAY.

SO I CAN CERTAINLY LOOK INTO THAT.

WELL, AND AGAIN, IT DOESN'T NEED TO BE THAT CHART NECESSARILY, BUT JUST LIKE, THIS WAS THE ORIGINAL PROJECTED COST OF THIS, UM, IT'S NOW, OH, AND THIS WAS THE ORIGINAL ENDING TIME OF THE PROJECT IS NOW THIS NEW NUMBER, THIS NEW DATE, YOU KNOW, BEING ABLE TO DRILL DOWN TO THAT LEVEL.

SO SOME BENCHMARKING DATA AT THE PROJECT LEVEL, UH, VERY ROUGH, BUT NOT, YOU KNOW? YEAH.

AND YOU'RE LITERALLY TALKING ABOUT LIKE THE ACTUAL SPECIFIC, GRANULAR BUILDING OR ROAD, OR NOT NECESSARILY SOME OF THESE PROJECT, OR NOT NECESSARILY SOME OF THESE PROJECTS WILL BE LIKE ALL SIDEWALKS ON THAT SIDE OF TOWN.

SO THAT MIGHT NOT, I DON'T KNOW IF THAT'S OUR PURVIEW, BUT I LIKE IT, BUT, UM, YEAH, BUT THIS IS A TREMENDOUS START FOR NOT EVEN A START.

IT'S A START IN MOST OF THE FINISH ACTUALLY.

YEAH.

GREAT.

UH, VERY GOOD.

VERY GOOD QUESTION.

OVER HERE FROM COMMISSIONER, HAVE YOU DEFINED WHAT ORIGINAL PLAN IS? I'LL GO AHEAD AND TAKE THAT ONE.

UM, SO FOR SOME OF THE OLDER BOND PROGRAMS, WE DON'T HAVE THAT DATA, BUT AS WE GET TO OUR MORE CURRENT, MORE ACTIVE PROGRAMS, WE ARE ABLE TO, UM, HAVE SOME OF THAT DATA.

AND AS YOU HAVE SEEN ON SOME OF OUR PREVIOUS PRESENTATIONS THAT DEPARTMENTS ARE PROVIDING, UM, YOU WILL SEE THE, THE TWO LEGGED GRAPHS.

SO WE'LL SHOW LAST YEAR'S PROJECTIONS, AND THEN THE CURRENT YEAR'S PROJECTION.

AND, YOU KNOW, UM, HERE WE'RE ABOUT TO FLIP OVER TO THE NEXT FISCAL YEAR, SO THAT DATA WILL BE, UH, UPDATED AND REFRESHED AS WELL AS ON THE, UH, WEBSITE, WHENEVER IT GOES LIVE, USED TO BE A LONG TIME AGO, WE ALWAYS SEEMED TO HAVE A PROBLEM ON DEFINING WHAT THE ORIGINAL PLAN WAS.

IS IT THE ORIGINAL PLAN WHEN YOU PUT THE BOND PROPOSITION TOGETHER? WAS IT THE ORIGINAL PLAN WHEN YOU WENT OUT FOR A BID? WAS IT THE ORIGINAL, YOU KNOW, THAT WE, BECAUSE WE CONTINUALLY UPDATE THE PLAN, FIGURING OUT WHERE WE GO BACK AS THE STARTING POINT USED TO BE A PROBLEM.

AND THAT'S WHY I ASK IF YOU HAD RESOLVED THAT WELL, AND I THINK ONE OF THE, UH, BENEFITS TO HAVING THE CONTRACTS WITH THE VOTERS IS IT, IT KIND OF SUMS ALL OF THAT UP FOR A BOND, UH, PROGRAM SO THAT IN THOSE CONTRACTS WITH THE VOTERS, THERE IS A TIMEFRAME.

SO REGARDLESS OF EVEN INDIVIDUAL PROJECTS, THERE IS AN INTEGRAL SET.

SO I THINK ULTIMATELY THAT'S WHAT, YOU KNOW, THE STANDARD IS BEING HELD TO, UH, THE OTHERS HELP, YOU KNOW, TRACK THE PROJECTS ALONG, BUT ULTIMATELY WE NEED TO MEET WHAT'S IN THE COUNTRY.

AND THE CONTRACT WITH THE VOTERS IS BY PROPOSITION BY PROJECT BY, UM, IT, IT, IT CAN GO TO LARGELY, YEAH, THAT'D BE GREAT.

IT LARGELY IS BY PROPOSITION, BUT SOME OF THOSE GET INTO FURTHER DETAILS AS ABOUT SPECIFIC PROJECTS.

UM, THE TIMEFRAMES, I BELIEVE, ARE ALL AT THE, UH, BOND PROGRAM LEVEL.

SO, UH, IT WOULD COVER ALL OF THE, UH, PROPOSITIONS, BUT SOME OF THE DETAILS IN THESE CONTRACT WITH THE VOTERS GO INTO MORE PROJECT SPECIFICS REGARDING DOLLAR AMOUNTS AND, AND THINGS LIKE THAT.

MM-HMM GENERAL QUESTION REGARDING THE, THE CHART AND THE SUBSTANTIALLY COMPLETE, BUT WHEN YOU GO TO THE PROJECT PAGE, THAT GIVES YOU THE, THE BALANCE, RIGHT? YEAH.

YEAH.

SO LOOKING AT SUBSTANTIAL, WELL, LOOKING AT THE SUBSTANTIALLY SPENT INFORMATION, UM, THAT IS, THAT IS WHERE WE REACH THAT 90% POINT.

UM, BUT AT THE PROJECT PAGE, IT GIVES YOU THE DOLLAR AMOUNT.

THAT'S, THAT'S UNSPENT IN THE TOP, IN THAT PROJECT.

YES.

YEAH.

SO LIKE, FOR EXAMPLE, HERE, YOU KNOW, WITH THIS MOBILITY PROJECT UP TOP, UM, YOU CAN SEE THERE'S, IT'S MOSTLY, IT'S MOSTLY UNSPENT, BUT YOU COULD FILTER TO FIND, YOU KNOW, WHICH ONES ARE PARDON 99%, UM, BOND AMOUNT.

THANK YOU.

ARE THERE ANY OTHER QUESTIONS FROM FOLKS VIRTUALLY? I CAN'T, I CAN'T REALLY SEE YOU VERY WELL, UM, WITH THE PRESENTATION, BUT IF NOT.

OKAY, WELL, UH, THANK YOU FOR SHARING THAT.

THAT WAS FANTASTIC.

UM, I DID HAVE A QUESTION NOW ARE, IS, UH, ARE YOU TAKING ANY ADDITIONAL FEEDBACK FROM THE PUBLIC OR FROM ANYONE ELSE, IS THAT REQUIRED? SO AT THIS POINT, UH, WE ARE, WE ARE ACCEPTING, YOU KNOW, WE ARE EXPECT ACCEPTING ALL FEEDBACK.

UM, WE DON'T HAVE A VENUE AT THIS TIME TO, YOU KNOW, KIND OF BRING IT BEFORE THE PUBLIC, YOU KNOW, PRIOR TO LAUNCH.

BUT IF, UM, IF YOU HAVE ANY SUGGESTIONS, YOU KNOW, WE'RE, WE'RE

[00:25:01]

DEFINITELY OPEN TO THAT.

AND IF YOU HAVE ANY SPECIFIC INFORMATION, UM, YOU KNOW, IN ADDITION TO WHAT WAS SHARED TODAY, I, I HAVE NOTES AND TINA HAS NOTES.

UM, BUT IF YOU HAVE ANY, YOU KNOW, ADDITIONAL IDEAS, UM, PLEASE FEEL FREE TO REACH OUT.

OKAY.

AND, UM, WE'RE CERTAINLY, YOU KNOW, WE'LL BE WORKING ON IT FOR THE NEXT MONTH PLUS, UH, BEFORE IT LAUNCHES SO WE CAN SEE WHAT ELEMENTS WE COULD, UM, WE COULD KIND OF FIT INTO THAT TIMEFRAME.

SURE.

AWESOME.

UH, COMMISSION BRAND I ONE LAST FORM CHARITY IS SO, UH, FIRST I JUST WANTED TO SAY THIS IS LOOKING REALLY GOOD, SO JUST WANTED TO, UH, COMMEND THE WORK ON IT FIRST.

UM, AND I KNOW I ALSO APPRECIATE YOU TAKING TO ACCOUNT SOME OF THE BOND OVERSIGHT, COMMISSIONS THOUGHTS ON THIS SUBJECT.

PARTICULARLY I REMEMBER COMMISSIONER, UH, NEER HAS SPOKEN A LOT ABOUT TRANSPARENCY INTO WHAT WE DO AND ALSO AN UNDERSTANDING AND BEING ABLE TO SHARE THAT WITH THE PUBLIC.

SO I'M REALLY EXCITED FOR THIS TO GO LIVE IN OCTOBER.

UM, THE ONLY OTHER THING THAT I ONLY WANTED TO SAY IS I HAD ONE SUGGESTION FOR THE WEBSITE AND THEN ONE THOUGHT AS WELL.

UM, THE SUGGESTION WAS JUST IN, REGARDING REGARDS TO THE KEY TERMS. I LOVE THAT THERE'S A SEPARATE PAGE FOR THAT.

WHAT I THINK WOULD BE MOST HELPFUL FOR PEOPLE WHO ARE NAVIGATING THAT IS IF THERE IS A WORD THAT COMES UP ON THE SITE, SOMETHING THAT FOLKS DON'T NECESSARILY UNDERSTAND IF IT IS HIGHLIGHTED AND THERE'S A CAPABILITY TO HOVER OVER IT.

AND I KNOW THAT, AND I'M NOT SURE HOW DIFFICULT I'M NOT A WEB DESIGN EXPERT OR ANYTHING LIKE THAT, BUT I THINK THAT WOULD BE HELPFUL FOR MOST FOLKS.

OKAY.

THANK YOU FOR THAT FEEDBACK.

WE DID ACTUALLY TRY TO IMPLEMENT THAT, UM, BECAUSE AGREED THAT IS KIND OF THE BEST FUNCTIONALITY YEAH.

FOR DEFINITIONS.

UH, AT THIS POINT WE HAVEN'T, UH, WE HAVEN'T BEEN ABLE TO FIGURE IT OUT, GIVEN OUR, YOU KNOW, THE RESOURCES AND SURE THAT WE'RE WORKING WITH, BUT IF THAT CHANGES, WE WILL DEFINITELY IMPLEMENT THAT IN THE SITE BECAUSE WE RECOGNIZE THAT, THAT IT IS MUCH MORE ACCESSIBLE HAVING IT RIGHT THERE.

AWESOME.

UM, AND MY LAST POINT, I, I TOTALLY CAN, I CAN APPRECIATE THAT.

THE LAST POINT THAT I WAS JUST GOING TO KIND OF TALK TO MY FELLOW COMMISSIONERS ABOUT IS ALSO SINCE THIS IS A SITE FOR THE PUBLIC, IT'S IMPORTANT TO BALANCE GRANULARITY ALL WITH WHAT THE BEST INFORMATION THAT PEOPLE NEED, THE MOST HARD HITTING POINTS OF HOW THIS BOND MONEY IS BEING SPENT.

MM-HMM .

SO I THINK THERE'S ALWAYS A BALANCE BETWEEN MAKING SURE THAT PEOPLE ARE EASILY UNDERSTANDING THE IMPACT OF WHAT'S HAPPENING VERSUS KIND OF THE GRANULARITY AND THE DETAIL.

SO THAT WAS THE LAST THING I WAS GONNA SAY, BUT THANKS SO MUCH FOR THE PRESENTATION.

OKAY.

WELL, THANK YOU ALL FOR YOUR TIME.

ALL APPRECIATE IT.

THANK YOU.

GREAT JOB.

ALL RIGHT.

I MAKE A SUGGESTION.

ONE SUGGESTION.

YES.

YEAH.

UH, WHEN THIS IS COMPLETED, YOU'RE LOOKING AT, UH, YOU, YOU MENTIONED THAT YOU'D LIKE TO LET ALL THE RESIDENTS KNOW MAYBE YOUR PUBLIC SERVICE ANNOUNCEMENT OR SOMETHING LIKE THAT WOULD GO A LONG WAY TO LETTING ALL RESIDENTS AUSTIN KNOW, HEY, BY THE WAY, HERE'S A GREAT RESOURCE FOR YOU USE.

YEAH.

YEAH.

THERE MAY BE A CHANCE TO PUT IT ON THE CITY'S NEXT DOOR OR, YOU KNOW, THOSE, THOSE APPS THAT GET CIRCULATED.

GREAT, GOOD POINT.

OKAY.

ONTO THE

[3. Staff briefing from the Austin Police Department related to the 2012 bond program ]

NEXT, UH, STAFF BRIEFING FROM AUSTIN POLICE DEPARTMENT RELATED TO THE 2012 BOND PROGRAM.

HI, GOOD AFTERNOON, COMMISSIONERS.

THIS IS CHELSEA DIMAN INTERIM CHIEF ADMINISTRATIVE OFFICER FOR ATD I'M PRESENTING WITH ME TODAY IS ASSISTANT DIRECTOR.

MICHELLE SCHMIDT.

CAN YOU HEAR ME OKAY? MM-HMM YES.

THANK YOU.

YES.

PERFECT.

THANK YOU.

UM, IF SOMEBODY COULD PUT THE PRESENTATION UP AND I CAN FOLLOW ALONG, I'M WORKING ON IT.

I THINK MY SCREEN MIGHT BE FROZEN.

SORRY.

ONE SECOND.

NO WORRIES.

THANK YOU SO MUCH.

ALL RIGHT.

THANK YOU.

NEXT SLIDE PLEASE.

UM, THANK YOU AGAIN.

MY NAME IS CHELSEA DITMAN.

I'M THE INTERIM CHIEF ADMINISTRATIVE OFFICER FOR THE AUSTIN POLICE DEPARTMENT.

AND PRESENTING WITH ME TODAY IS ASSISTANT DIRECTOR MICHELLE SCHMIDT OF THE AUSTIN POLICE DEPARTMENT.

NEXT SLIDE.

[00:30:04]

CHELSEA, DO YOU WANT ME TO TAKE THESE NEXT TWO? YES, PLEASE.

THANK YOU, TINA.

SURE.

YEAH.

SO THIS IS JUST PART OF OUR TEMPLATE, UM, TO PROVIDE YOU, UH, RESOURCES WITH, UM, THE PROPOSITION BEING DISCUSSED.

SO, UH, YOU KNOW, THIS IS A, UH, ROUGHLY $31 MILLION PROPOSITION FROM THE 2012.

THIS IS THE, THE LAST PROPOSITION, UM, THAT APD HAS RECEIVED FUNDING FOR THROUGH RE PUBLIC IMPROVEMENT BOND PROGRAM.

UM, AND THERE ARE LINKS TO THE, UH, VALID LANGUAGE AS WELL AS, UH, THE, UH, BOND BROCHURE.

EXCELLENT.

UM, HERE, VERY HAPPY TO SAY THAT AS OF THIS PAST, UH, QUARTER OF, UH, OUR THIRD QUARTER, WE ROLLED OVER TO 90%, UH, SPENT, AND WE'RE NOW 91% COMMITTED.

SO AT THIS POINT WE, UM, ARE SUBSTANTIALLY SPENT ON THIS, UM, PARTICULAR PROPOSITION.

SO VERY EXCITED TO SAY THAT.

AND I THINK A LOT OF IT HAS TO DO WITH, UH, APDS SUCCESS IN SOME OF THEIR RECENT PROJECTS.

CONGRATS.

THAT'S GREAT.

ALL RIGHT.

SO FROM THE 2012 BOND, APD HAS TWO PROJECTS.

THE FIRST ONE IS NORTHWEST SUBSTATION, WHICH WAS FUNDED FOR LAND PURCHASE.

AND THE DESIGN PHASE APD BEGAN THE LAND ACQUISITION PHASE IN THE FALL OF 2015 APDS NEEDS ASSESSMENT SHOWED THAT WE NEEDED AN ESTIMATED 15 TO 25 ACRES FOR A NORTHWEST SUBSTATION.

APD WORKED WITH THE OFFICE OF REAL ESTATE AND REVIEWED APPROXIMATELY 50 POTENTIAL LISTINGS IN THE NORTHWEST AREA OF THE CITY AND PERFORMED FIVE SITE VISITS.

DURING THIS TIME LAND PURCHASING CONSTRAINTS INCLUDED A VERY ACTIVE REAL ESTATE MARKET WHERE LISTED PROPERTY WAS PURCHASED QUICKLY BY OTHER ENTITIES OR IN TWO INSTANCES, THE SELLER WITHDREW THE LISTING ALTOGETHER IN DECEMBER, 2018, APD WAS ABLE TO SUCCESSFULLY PURCHASE TWO ADJACENT TRACKS OF LAND FOR APPROXIMATELY $4.03 MILLION TOTALLING 16.376 ACRES LOCATED IN 98 0 4, FM SIX 20 SINCE DECEMBER OF 2018.

APD HAS MOVED INTO THE PRE-DESIGN PHASE AND HAS BEEN WORKING WITH OUR PUBLIC SAFETY PARTNERS AT AFD AND EMS TO CONSIDER WHETHER THIS LOCATION COULD FEASIBLY HOLD CO-LOCATED PUBLIC SAFETY FACILITIES FOR ALL THREE ENTITIES FOR OUR PROJECT MANAGER AT PUBLIC WORKS, WE ENGAGED A FIRM TO CONDUCT A FEASIBILITY STUDY ON THE LAND, WHICH WAS COMPLETED IN AUGUST OF 2020.

THIS FEASIBILITY FEASIBILITY STUDY CONTAINED THREE MAIN ELEMENTS, INCLUDING A CIVIL ENGINEERING STUDY OF THE SITE, INITIAL PROGRAMMING OF THE TWO PUBLIC SAFETY FACILITIES AND A SITE LAYOUT TEST FIT.

ALTHOUGH THE PROPERTY IS A TOTAL OF 16 OR MORE ACRES, THERE ARE BUILDABLE RESTRICTIONS RELATED TO A 20% IMPERVIOUS COVER LIMITATION ON THE PROPERTY THAT EQUATES TO A BUILDABLE AREA OF APPROXIMATELY 3.2 ACRES OR 139,000 SQUARE FEET.

THE FEASIBILITY STUDY DID CONFIRM THAT THE SITE WILL ALLOW FOR CO-LOCATED FACILITIES WITH APD AFD AND EMS. SINCE AUGUST, 2020, APD HAS BEEN WORKING WITH THE DESIGN TEAM AND PUBLIC WORKS TO DESIGN THE SUBSTATION TO 75% COMPLETE DESIGN DRAWINGS, WHICH WERE COMPLETED IN JUNE OF 2022.

NEXT SLIDE, PLEASE.

THE SECOND APD PROJECT FROM THE 2012 BOND IS THE MOUNTED PATROL EQUESTRIAN FACILITY FUNDS WERE ALLOCATED IN THE 2012 BOND PROGRAM TO BUILD A NEW AMOUNT OF PATROL FACILITY ON 88 ACRES OF LAND THAT THE DEPARTMENT HAD ACQUIRED FROM THE AVIATION DEPARTMENT IN JANUARY, 2011.

HOWEVER, THE CONSTRUCTION PROJECT WAS SEVERELY UNDERFUNDED AND HAD MULTIPLE SITE PERMIT HURDLES.

APD BEGAN WORKING WITH A PROJECT MANAGER IN PUBLIC WORKS IN NOVEMBER OF 2013 AND CONTINUED WORKING DILIGENTLY WITH THEM TO OVERCOME THE BUDGET AND SITE PERMIT HURDLES IN ORDER TO PUT THE PROJECT OUT FOR BID IN JANUARY OF 2020, THE PROJECT FINALLY PASSED ALL SITE PERMIT HURDLES AND WAS SENT OUT TO BID EIGHT.

CONTRACTORS ATTENDED THE PRE-BID MEETING, WHICH MADE US HOPEFUL THAT THE CONSTRUCTION BIDS WOULD BE COMPETITIVE.

BUT IN THE END WE ONLY HAD ONE CONTRACTOR SUBMIT A BID ON THE PROJECT, THE BASE BID CONSISTING OF A BARN WITH 20 STABLES, TWO ROUND PENS, AND A HAY BARN WAS $8.8 MILLION.

AND WITH THE ALTERNATES, THE TOTAL CAME TO $14.4 MILLION, WHICH INCLUDED AN OFFICE BUILDING COVERED ARENA, MANURE PIT OPEN ARENA AND MAINTENANCE SHED.

THE REMAINING BUDGET FOR THIS PROJECT AT THAT TIME WAS APPROXIMATELY 6.9 MILLION IN MARCH OF 2020.

THE CITY DECIDED TO REJECT THE BID AND BEGIN RESEARCHING ALTERNATIVE SOLUTIONS FOR AMOUNT OF PATROL FACILITY.

APD G BEGAN WORKING WITH OFFICE OF REAL ESTATE AND IDENTIFIED A

[00:35:01]

FACILITY THAT WAS ALREADY BUILT OUT FOR REQUESTING USE AND LOCATED APPROXIMATELY SEVEN MILES FROM THE 88 ACRE LOCATION.

THIS FACILITY ALREADY INCLUDED ALL THE ALTERNATES IN OUR CONSTRUCTION BID ESTIMATES AND WAS LISTED FOR SALE AT $1.5 MILLION OFFICE OF REAL ESTATE APD AND OUR CITY PARTNERS AT COMMUNICATIONS AND TECHNOLOGY MANAGEMENT TOUR.

THE FACILITY IN UNANIMOUSLY AGREED THE PROPERTY WOULD BE IDEAL FOR THE MOUNT PATROL UNIT.

THE APPRAISAL PROPERTY CONDITION REPORT AND ENVIRONMENTAL SITE ASSESSMENTS WERE ALL COMPLETED.

AND THE CITY OF AUSTIN INITIATED AN INTENT TO PURCHASE CONTRACT IN MAY OF 2020 IN JULY, 2020.

THE CONTRACT PURCHASED THIS CONTRACT AND PURCHASE REPLACED ON HOLD.

AS THE CITY BEGAN A REIMAGINING PUBLIC SAFETY INITIATIVE, WHICH INCLUDED APDS MONO PATROL UNIT AND EARLY FISCAL YEAR 2022 APD BEGAN WORKING WITH OFFICE OF REAL ESTATE AGAIN, TO INITIATE AN ATTEMPT TO PURCHASE CONTRACT FOR THE AUSTIN EQUESTRIAN CENTER CITY COUNCIL UNANIMOUSLY APPROVED THE REQUEST OF PURCHASE FOR 1.8 MILLION IN FEBRUARY OF 2022.

AND THE CITY OF AUSTIN CLOSED ON THE PROPERTY IN JUNE 22, LOCATED AT 1495 SOUTH STATE HIGHWAY 21, CEDAR CREEK, TEXAS.

NEXT SLIDE.

THE ACQUIRED PROPERTY IS LOCATED 28 MILES OR 35 TO 40 MINUTES EAST OF THE POLICE HEADQUARTERS.

THE PROPERTY INCLUDES TWO BARNS, A SMALL OFFICE BUILDING A COVERED TRAINING ARENA, COVERED TRAINING PENS, A METAL MAINTENANCE BUILDING, TURNOUT PASTURES AND PADDOCKS ON 61.7 ACRES OF LAND.

THE PROPERTY HAD BEEN VACANT FOR SOME TIME.

AND APD HAS STARTED COMPLETING SITE IMPROVEMENT PROJECTS.

SOME OF THE PROJECTS BEING COMPLETED ARE REPAIRS AND ALASKA MATERIAL COATINGS TO RESTRUCTURES ADDRESSING DRAINAGE ISSUES, COMPLETING MINOR BUILDING REPAIRS, AND ULTIMATELY REPLACING THE ASPHALT PAVED DRIVEWAY.

NEXT SLIDE, THERE'S AN AERIAL VIEW OF THE PROPERTY IN THE LEFT PHOTO.

THE FOUR SMALLER PHOTOS SHOW INTERIOR VIEWS OF THE TRAINING ARENA.

IT'S THE TOP LEFT HAND CORNER, THE BARN TOP RIGHT HAND CORNER AS WELL AS CLOSER EXTERIOR PHOTOS OF THE MAIN BARN SHOWN IN THE LEFT BOTTOM CORNER AND THE COVER TRAINING PENS IN THE BOTTOM.

RIGHT CORNER.

NEXT SLIDE PLEASE.

SO NEXT STEPS IN UPCOMING HIGHLIGHTS FOR OUR PROJECTS FOR MOUNTED PATROL.

AGAIN, WE ARE WORKING ON SITE IMPROVEMENT PROJECTS AND WE ESTIMATE COMPLETION IN SPRING OF 2023.

ANY UNSPENT FUNDS WILL LIKELY BE REALLOCATED TOWARDS THE NORTHWEST SUBSTATION DESIGN AND CONSTRUCTION FOR OUR NORTHWEST SUBSTATION.

THE DESIGN FACES REACH 75% COMPLETE DRAWINGS, AND THE DEPARTMENT WILL WORK TOWARDS SEEKING FUNDING TO DESIGN TO 100% COMPLETE AND CONSTRUCT THE FACILITY AND COLLABORATION WITH OUR INTERNAL AND EXTERNAL STAKEHOLDERS.

ADDITIONAL FACILITY NEEDS.

WE HAVE AS WELL, OUR TRAINING CAMPUS EXPANSION, WHICH WOULD INCLUDE CLASSROOM SPACE AND A REAL WORLD TRAINING FACILITY, A NORTHEAST SUBSTATION, A SOUTHWEST SUBSTATION, A POLICE HEADQUARTERS, OR JOINT USE PUBLIC SAFETY FACILITY, EVIDENCE, WAREHOUSE STORAGE, AND PERMANENT BLUE SANTA AND OFFICE OF COMMUNITY LIAISON WAREHOUSE, AND OFFICE SPACE.

NEXT SLIDE.

AND I'LL NOW OPEN UP TO ANY QUESTIONS YOU MAY HAVE, UH, LOOKS LIKE COMMISSIONER SUPTA.

UM, DID I HEAR YOU RIGHT? THAT THE ORIGINAL BIT WAS REJECTED BECAUSE IT WAS TOO MUCH WAY OVER WHAT WAS ALLOCATED IN THE BOND PACKAGE AND THAT THE SECOND SOLUTION ACTUALLY CAME IN BELOW THE ALLOCATED AMOUNT SO THAT THE EXCESS CAN BE TRANSFERRED OVER TO THE NORTHWEST, UH, YOU KNOW, PROJECT.

THAT'S CORRECT, SIR.

WOW.

THAT'S FANTASTIC.

NOW, IS THERE GONNA BE ANY NEGATIVE CONSEQUENCES? THE FACT THAT IT'S GONNA BE ABOUT 30 MINUTES AWAY FROM, UH, POLICE HIT QUARTERS OR THAT'S NOT A BIG DEAL, UM, AT THIS TIME, IT, THERE HAS NOT BEEN ANY NEGATIVE CONSEQUENCES, ALTHOUGH IT IS A LITTLE BIT FURTHER OUT, UM, THE, THE FACILITIES THAT ARE ON SITE AND THAT WE'RE ABLE TO WORK WITH, UM, FAR OUTWEIGH THE ADDITIONAL 10 MINUTES OR SO, UM, WHICH IS THE DRIVING DIFFERENCE BETWEEN WHERE THEY WOULD'VE BEEN AT THE 88 ACRES VERSUS THEIR CEDAR CREEK LOCATION.

AND MY LAST QUESTION IS, IS THIS, UH, IS THIS, UH, LOCATION, WILL IT ALLOW YOU TO, UH, SCALE UP IN CASE YOU NEED MORE HORSES AND MORE BARN? YES, SIR.

THANK YOU.

[00:40:02]

YEAH, IT'S GREAT.

I JUST HAD, UH, ONE QUICK COMMENT.

SO WHAT, SO THE TURNKEY PART ABOUT THIS WAS IT HAD ALL OF THE IMPROVEMENTS ALREADY ON THE PROPERTY.

THAT'S CORRECT.

IT HAD ALL OF THE STRUCTURES AND, UM, THE FACILITIES THAT WE NEEDED ALREADY BUILT ON SITE.

THAT'S GREAT.

GREAT JOB.

ANY OTHER QUESTIONS? I HAVE QUESTION, UH, GO AHEAD.

YEAH.

UH, YOU CAN HEAR ME RICHARD GONZALEZ.

YEAH.

UH, I KNOW THAT THIS WAS, UH, YOU KNOW, IT WASN'T WRITTEN DOWN HERE, BUT YOU MENTIONED THAT THIS, THE ORIGINAL PROPERTY THAT THE BID WAS SOLICITED FOR WAS PURCHASED IN 2011.

SO THAT FALLS OUTSIDE OF THE PURVIEW OF THIS 2012 BOND.

IS THAT CORRECT? THAT'S CORRECT.

IT WAS PURCHASED WITH 2006 BOND FUNDING.

OKAY.

OKAY.

THANKS.

I THINK THAT'S A GOOD, GOOD POINT THOUGH.

WHAT, WHAT ARE WE DOING WITH THAT LAND OR DID YOU ALREADY SAY WE SOLD IT? I, I, I SEEM TO RECALL THERE'S SOME CONTROVERSY MAYBE WITH THE COUNTY AND WATER AND SOME OTHER THINGS, BUT I COULD BE WRONG.

SO WE, WE STILL OWN THE 88 ACRES.

UM, AND WE HAVE BEEN IN CONTACT WITH S F G T AND OTHER, UM, CITY PARTNERS TO SEE WHAT ALTERNATIVE USES WE COULD PUT USE FOR THAT LAND.

UM, YOU KNOW, SO WE'RE WORKING WITH THEM TO SEE IF THERE'S A CITY NEED, IT COULD ADDRESS OR ANOTHER, YOU KNOW, APT DEPARTMENTAL NEED.

AND THAT'S THE 98 0 4, 6 20.

WHAT'S THAT WHICH TRACK? I'M SORRY, THE 88 ACRE TRACK, THE 88 ACRES.

UM, THAT ONE IS OUT ON, UH, MCUS MCUS ROOM BY ONE 30.

MM-HMM .

OKAY.

UM, I JUST, THIS IS SORT OF ANECDOTAL, BUT I WANTED TO CHELSEA AND MICHELLE, THANK YOU SO MUCH, BUT, UM, I WANNA ROPE SOMETHING THAT YOU PUT INTO YOUR PRESENTATION ABOUT THE, UH, LET'S SEE, UNSPENT FUNDS WILL BE ALLOCATED TOWARD NORTHWEST SUBSTATION FOR DESIGN FEES.

UM, I MEAN TO DUST, UH, COMMISSIONER DUST GUPTA'S POINT AND, AND TINA, YOUR POINT, YOU KNOW, THERE ARE SMALL, REALLY SMALL AMOUNTS KIND OF ROUNDING ERRORS AT THE RISK OF SENDING INSENSITIVE.

UM, BUT YOU KNOW, WHEN THERE'S A SUBSTANTIAL AMOUNT OF MONEY THAT'S BEING ROLLED INTO A, A SIMILAR PROJECT, I THINK THAT'S SOMETHING WOULD ALSO BE HELPFUL TO PUT ON THE, THE, THE, THE SITE, THE BOND SITE.

YEAH.

UM, THAT, YOU KNOW, YES.

IF, IF THERE IS IN FACT A SIX OR SEVEN FIGURE AMOUNT LEFT OVER, IT'S GONNA BE ROLLED INTO SOMETHING SIMILAR.

I THINK THAT WOULD BE INCREDIBLY, UH, HELPFUL TO THE PUBLIC, BUT ALSO JUST THAT'S THAT'S I DON'T WANNA SAY CELEBRATE, BUT THAT'S SOMETHING TO KIND OF BROADCAST.

THAT'S A GREAT EXAMPLE OF TO BROADCAST.

YEAH.

UM, I MEAN, THIS WAS, I MEAN, THIS IS A NO BRAINER TO MOVE IT TO THAT NORTHWEST SUBSTATION, WHICH HAS NEEDS AS WELL.

IF WE COULD SHOW THAT IN OTHER TYPES OF OTHER PROJECTS, I THINK THAT'D BE, YOU KNOW, THIS WAS JUST A, THIS IS JUST A BULLET POINT, BUT THAT'S SOMETHING REALLY IMPACTFUL ANYWAY, MY 2 CENTS, BUT THANK YOU ALL FOR THE PRESENTATION.

YEP.

ANYTHING ELSE? UH, THANKS SO MUCH FOR THE PRESENTATION, CHELSEA AND MICHELLE.

UM, I'M SORRY.

DID I INTERRUPT ANYONE? WAS SOMEONE ELSE SAYING SOMETHING? OH, NO WORRIES.

THAT I'LL GO AFTER YOU.

OKAY, GREAT.

UH, THANKS.

UH, COMMISSIONER WEAVER.

UM, WHAT I WOULD SAY IS I WAS ACTUALLY JUST CURIOUS, UM, ABOUT THE, THE PRIORITIZATION OF SOME OF THE PROJECTS AND, UH, POLICE FACILITY NEEDS.

SO I WAS JUST CURIOUS IF YOU COULD ELABORATE A LITTLE BIT ON THE MOUNTED PATROL FACILITY, UH, VERSUS SOME OF THE OTHER SUBSTATIONS AND THE TRAINING CAMPUS EXPANSIONS, AND, UH, WHY THE MOUNTED PATROL FACILITY WAS ADDRESSED, UM, UH, KIND OF AS A, AS A PRIORITY.

SO WE HAVE BEEN LEASING A PROPERTY, UM, OFF OF TWO 90 AND ONE 30 SINCE 1998.

AND SO, YOU KNOW, WE WANTED TO MAKE SURE THAT WE HAD A PERMANENT HOME FOR OUR AMOUNT OF PATROL UNIT.

UM, AND WE DID, YOU KNOW, AT THE TIME, AS WE WERE GETTING TOWARDS, YOU KNOW, THE END OF THE AMOUNT OF CONTROL CONSTRUCTION BIDDING PROJECT, UM, YOU KNOW, THAT PROPERTY WAS FOR SALE AND HAD BEEN FOR SALE FOR SOME TIME, THE SITE THAT WE WERE LEASING, UM, YOU KNOW, SO WE WANTED TO MAKE SURE THAT WE WERE ABLE TO FIND A PERMANENT HOME FOR THAT UNIT.

OKAY.

THANKS SO MUCH FOR THE CLARIFICATION UHHUH.

HI, THANK YOU, CHELSEA AND MICHELLE, THE QUESTION I HAVE WAS, UH, AGAIN, ADDRESSING THE, THE UPCOMING NEEDS THAT YOU'VE LISTED AT THE END OF THE PRESENTATION.

I'M JUST WONDERING IF YOU CAN SPEAK TO, ARE YOU ANTICIPATING A REQUEST FOR A FUTURE BOND? HOW ARE YOU PRIORITIZING OR COMMUNICATING ABOUT THOSE NEEDS? UM, TINA, WOULD YOU MIND TO ANSWER THAT ONE? YEAH.

SO, UM, GENERALLY THE CITY AND OUR DEPARTMENTS HAVE MORE NEEDS THAN WE DO HAVE RESOURCES.

THE BOND DEVELOPMENT PROCESS IS REALLY KEY HERE.

SO APD IN PARTICULAR, HASN'T RECEIVED BOND FUNDING SINCE

[00:45:01]

THIS LAST 2012, UH, PRO UM, PROGRAM.

UM, SO, UM, YOU KNOW, CERTAINLY OVER TIME, THESE NEEDS DO BUILD UP.

UM, AND WHEN, UM, IT EITHER COMES TIME FOR, UH, A STAFF INITIATED, UH, BOND, UH, ELECTION OR A COUNCIL DRIVEN ELECTION, THAT WOULD BE SOMETHING THAT WOULD BE HANDLED THROUGH THE DEVELOPMENT PROCESS.

OKAY.

THANK YOU.

IT JUST, IT JUST LOOKS LIKE A SUBSTANTIAL LIST.

LIKE YOU SAID, IT'S BEEN, IF IT'S BEEN 10 YEARS AND THERE'S A SUBSTANTIAL LIST THERE, SO WANTED TO UNDERSTAND THAT.

THANK YOU.

OKAY, GREAT.

THANK YOU VERY MUCH.

THANK YOU.

THANK YOU.

OKAY.

ONTO THE NEXT

[4. Staff briefing from the Austin Public Health Department related to the 2018 bond program ]

ITEM HERE.

STAFF BRIEFING FROM AUSTIN PUBLIC HEALTH DEPARTMENT RELATED TO 2018 BOND PROGRAM IN CHARGE OF THIS PROGRAM, MY DEPARTMENT, WE NEED PROJECT MANAGER PUBLIC WORKS.

UM, THANK YOU.

THANK YOU FOR THIS OPPORTUNITY TO PRESENT, UH, PROGRESS IN THIS, UH, BOND PROJECT.

WONDERING IF YOU SLIDES.

OKAY.

NEXT.

OKAY.

SO, UM, THIS, UH, PROPOSITION IS FROM 2018.

THIS IS ACTUALLY A, A SINGLE PROJECT.

SO IN THE CONTRACT WITH, WITH THE VOTERS, UM, THIS, UH, 16 MILLION IS COMPLETELY ALLOCATED, UM, TO THIS DOVE SPRINGS, AS WELL AS OF COURSE THE, UH, BALLOT LANGUAGE THEY'RE, UH, POSTED ON THE SLIDE.

UM, AND THEN THE TIMELINE FOR THIS PROGRAM IS EIGHT YEARS.

NEXT SLIDE.

AND HERE ARE JUST SOME, UM, NUMBERS OF WHERE WE'RE AT THROUGH THE QUARTER THREE OF 22.

WE DO JUST SEE A LITTLE BIT SPENT, BUT THAT'S NATURAL BECAUSE THIS IS A SINGLE PROJECT AND YOU CAN SEE THAT GRADUAL, UH, SPENDING, TAKING PLACE WHILE THAT THEY'RE IN THE, UM, DESIGN PHASE OF THE PROJECT.

UM, NEXT SLIDE AND HERE IS JUST A REPRESENTATION OF THAT BLUE LINE SHOWING OUR ACTUAL EXPENSES, UH, THAT HAVE OCCURRED.

AND, UH, THE ORIGINAL PROJECTION, UM, CAPTURED AT THE 21, UH, BUDGET TIMEFRAME AND THE MOST CURRENT 22 TIMEFRAME IN THE SOLID LINE.

YOU CAN SEE THAT IT HAS A PRETTY STEEP DROP JUST FOR THE NATURE OF THE RAPID SPENDING THAT WILL TAKE PLACE IN THE CONSTRUCTION PHASE.

UH, SO AS YOU CAN SEE, IN, IN MULTIPLE SEVERAL YEARS, UM, IN SEVERAL YEARS, MULTIPLE FLOOD EVENTS REVEALED THAT, UH, AT THE DO SPRINGS AREA, WE DID NOT HAVE SUFFICIENT SERVICES TO HELP THE COMMUNITY WITH, UH, PRETTY MUCH EVERYTHING FROM, UH, COMMUNITY, UH, HELP WITH, WITH, UH, PROVIDING BASIC NEED SERVICES, EMPLOYMENT SERVICES.

UH, WE DID WORK WITH OUR PART, UM, PARKS PARTNERS AT REC CENTER PROVIDED LIMITED SERVICES.

UH, BUT THAT WAS RULE NOT TO BE, UH, SUFFICIENT.

SO WE PROPOSED IN FOR THE 2018 BOND PROJECT TO HAVE A FULL PURPOSE PUBLIC HEALTH FACILITY.

AND WE ARE VERY EXCITED, UH, TO OFFER NOW, UH, A WHOLE SLEW OF SERVICES AND I'LL COVER ALL OF THAT.

UH, IT'S IMPORTANT TO MENTION THAT IN 2019, UH, UH, PARKS, BOARD AND CITY COUNCIL, UH, APPROVED USE OF THE PARKLAND, UH, RIGHT NEXT ADJACENT TO THE, UH, DO SPRINGS REC CENTER.

SO WE'LL BE ABLE TO PROVIDE ALL OUR SERVICES IN SYNERGY WITH THE PARK SERVICES, UM, AS YOU CAN SEE ON THE SITE, UH, IT IS RIGHT NEXT TO IT.

WE WILL BE TAKING A VERY SMALL PORTION OF THE PARKLAND, UM, AND WHILE MAINTAINING MOST OF THE PARK, THE, THE WAY IT IS, WHICH WAS A GREAT IMPORTANCE TO THE COMMUNITY.

UH, SPEAKING OF ALL THE, UH, PROGRAMS THAT WE WILL OFFER, UH, WE WILL HAVE A FULL NEIGHBORHOOD CENTER THERE, UH, WITH BASIC NEEDS SERVICES, SUCH AS FOOD PANTRY, CLOSED CLOSETS, UM, UH, JOB APPLICATION ASSISTANCE.

UH, WE WILL HAVE, UH, PUBLIC HEALTH NURSING AND HEALTH SCREENING, SOCIAL WORK SERVICES.

UH, WE WILL HAVE SEASONAL SERVICES.

UM, UH, WE WILL HAVE ANOTHER UNIT.

THAT'S A WOMEN, INFANT AND CHILDREN, UM, WIC, UH, WITH, FOR ALL THE COUNSELING SERVICES FOR, UH, YOUNG MOMS, UM,

[00:50:01]

IMMUNIZATION CLINIC, UH, WITH FREE IMMUNIZATION OR LOW COST IMMUNIZATION FOR BOTH, UH, KIDS AND ADULTS.

AND WE WILL HAVE, UM, HIGH QUALITY CHILDCARE CENTER THAT WILL SERVE UP TO 75.

UH, CHILDREN, THE FACILITY WILL ALSO HAVE, UM, MULTIPURPOSE SPACE IN DEMONSTRATION KITCHEN FOR, UH, NUTRITIONAL CLASSES.

UH, WE WILL ALSO, UH, IMPROVE, UH, SOME OF THE PARKS AMENITIES, UH, THERE TO SOCCER FIELDS THAT WE WILL, WILL BE ADDING SOME LIGHTING TO, UH, SOME, UH, VIEWING PAVILION AND, UH, UH, UH, WE WILL BE, UM, ABLE TO, UH, OFFER ALL THOSE SERVICES IN HOUSE WITH, UH, UH, CONTRACTING THE CHILDCARE SERVICES FOR THE CHILDCARE PORTION OF THE FACILITY.

UH, UH, FROM THE VERY BEGINNING OF THE PROJECT, UH, WE, UM, WERE VERY LUCKY TO HAVE A VERY ACTIVE COMMUNITY.

SO, UH, WE WERE ABLE TO COORDINATE, UH, TASK FORCE WITH THE COMMUNITY LEADERS THAT HELPED US THROUGH THE WHOLE DESIGN.

AND PLEASE KEEP IN MIND THAT EVEN DURING THE PANDEMIC, WE WERE STILL ABLE TO HAVE, UH, UH, FOUR IN PERSON, UH, COMMUNITY MEETINGS AND FOUR ONLINE MEETINGS AND, UM, 10 TASK FORCE MEETINGS.

WE ALSO HAD, UH, A SURVEY THAT WENT TO ALL THE, UM, RESIDENTS, UH, THAT PROVIDED THEIR INPUTS.

SO THE DESIGN PROCESS US WAS, UH, STRICTLY GUIDED BY THE COMMUNITY INPUT AND, UH, WHATEVER COMMUNITY WANTED TO SEE IN THIS NEW FACILITY.

UH, WE ARE VERY LUCKY TO HAVE VERY ACTIVE LEADERS, UH, IN THAT NEIGHBORHOOD THAT, THAT HELP US THROUGH THAT PROCESS.

UH, AS YOU CAN SEE, THE LIST OF THE TASK FOR MEMBERS IS, UH, REALLY LONG.

UM, THEY COME FROM ALL KINDS OF, UH, NONPROFITS, UH, UH, IN, IN OTHER AGENCIES IN, IN THE NEIGHBORHOOD.

SO, SO FAR, UH, WE WERE ABLE TO, UH, FULLY COMPLETE THE DESIGN, UH, AND, UH, WE'RE IN THE PROCESS OF, UH, COMPLETING GUARANTEED MAXIMUM PRICE GMP.

UH, WE, UH, HOPE TO BREAK GROUND IN FEW MONTHS, UH, IN NOVEMBER AND THEN, UM, COMPLETE CONSTRUCTION BY THE END OF WINTER OF THE NEXT YEAR, 2023.

SO, UH, THERE WERE CONSIDERABLE CHALLENGES IN THIS PROCESS, UH, BASICALLY BECAUSE OF THE EVER-CHANGING MARKET.

UH, THERE WERE SOME C RESTRICTIONS THAT ALSO AFFECTED THE SUPPLY CHAIN, LABOR SHORTAGES, UH, AND, AND MUCH HIGHER CONSTRUCTION PRICES THAT, THAT WE ANTICIPATED.

UH, WE WERE ABLE TO MAINTAIN THE CURRENT DESIGN WITH MAKING ONLY, UH, NECESSARY CUTS AND MODIFICATIONS TO DESIGN, UH, AGAIN, TASK FORCE AND THE COMMUNITY HELPED US TREMENDOUSLY THAT PROCESS THAT WERE REALLY INVOLVED, UH, IN UNDERSTANDING ALL THE CONSTRAINTS, UH, OF THIS INCREASE IN COST.

UM, SO, UH, HOWEVER, THERE STILL MAY, MAY BE SOME ADDITIONAL BUDGET IMPACTS.

UH, IF THE MARKET CONTINUE TO CHANGE, UH, PER IN TERMS OF PERMITTING, IS IT BEING IMPORTANT, UH, IMPORTANT PART OF, OF THE PROCESS, UH, UH, JUST THIS MONTH, UH, WE SECURED SITE DEVELOPMENT PERMIT AND BUILDING PERMIT, UH, PLAN REVIEW IS IN PROGRESS, AND WE ARE HOPEFUL THAT WE WILL, UH, COMPLETE THE PERMITTING PROCESS BY, UH, END OF OCTOBER OF THIS YEAR.

UH, IF YOU LOOK AT THE SITE PLAN, UM, YOU CAN SEE THAT, UM, THE CURRENT EXISTING SOCCER FIELDS ARE INTACT, BUT THERE WILL BE CONSIDER IMPROVEMENTS WITH THE TRAILS CONNECTING THE NEIGHBORHOODS, UH, WITH THE PAVILION THAT WILL CARRY ARTS IN PUBLIC PROCESS, UH, PUBLIC PLACES, PROJECT.

AND ON THE LEFT SIDE OF THE SLIDE, YOU CAN SEE THAT A CHILDCARE CENTER IS A CONSIDERABLE COMPONENT OF THE FACILITY.

UH, IT WILL BE, UH, UH, SO CALLED, UH, UM, HIGH LEVEL.

THERE HAS A VERY STRINGENT, UH, UH, UH, NATIONAL, UH, STANDARDS, UH, IMPLEMENTED.

UH, WE, UH, WORKED WITHIN OUR DEPARTMENT WITH THE CHILDCARE CONSULTANTS THAT HELPED DURING THE DESIGN PROCESS TO REALLY BRING THE 21ST CENTURY CHILDCARE CENTER TO THIS NEIGHBORHOOD.

UH, THERE'S SOME PHOTOS THAT WILL SHOW THE DESIGN.

UM, EVERYTHING FROM THE COLORS TO THE LOOK OF THE BUILDING, UH, CAME FROM THE COMMUNITY INPUT IN WORK WITH OUR, UH, UH, CONTRACTOR.

UH, THERE ARE, UH, SOME MODIFICATIONS THAT HAD TO BE MADE IN TERMS OF MATERIALS TO STILL BE WITHIN THE BUDGET.

UH, BUT, UH, WE WERE ABLE TO INCO INCORPORATE EVERYTHING THAT COMMUNITY, UH, NEEDED, UM, GOOD PART OR VERY IMPORTANT PART, UH, OF THE PROJECT IS OUT OR LEARNING ENVIRONMENTS FOR THE CHILDCARE CENTER.

WE WILL HAVE THREE OF THEM, UH, WITH VARIOUS, UM, APPROPRIATE LANDSCAPE ELEMENTS, UH, FOR AGE GROUP.

UH, WE WILL, UH, ALSO, UM, UH, WORK WITH, UH, THE CHILDCARE

[00:55:01]

CONSULTANT TO MAKE THAT APPROPRIATE FOR, UM, THE CURRENT STANDARDS OF THEIR CHILDCARES.

AND YOU CAN SEE THAT, UH, IT LOOKS, UH, UM, VERY INTERESTING IN, IN MY GENERATION, EVERYTHING WAS PLASTIC AND CHAININGS, AND NOW EVERYTHING LOOKS LIKE NATURAL WOODS, UH, UH, AND KIDS SEEMS TO ENJOY IT.

UM, THE FINAL SLIDE, THIS IS ONE OF OUR, UH, ACTIVE, UH, TASK FORCE MEMBERS GRACIOUSLY POSING FOR THE SCALE.

UH, THIS WAS PART OF THE, UH, OUR DEPARTMENT'S, UH, CONTRIBUTION TO THE EXISTING, UH, PARKS AT REC CENTER'S PLAY SCAPE AS A PART OF THE MITIGATION PROCESS FOR THE PARK LAND THAT WAS GIVEN TO, UH, THIS PROJECT.

AND WITH THAT, WE ARE OPEN FOR ANY QUESTIONS.

THANK YOU VERY MUCH.

THERE.

ANY QUESTIONS FROM ANYONE COMMISSIONER DESTA? I WAS WAITING TO SEE IF SOMEBODY ELSE WOULD GO AHEAD FIRST.

THANK YOU.

THAT'S SO, SO, UM, YOU KNOW, A FEW YEARS AGO, DOUG SPRINGS HAD A LOT OF TROUBLE, THEY WERE FLOODED AND I'VE DONE SOME MISERABLE CONDITION AND THERE WERE SOME BUYOUTS OR PROPERTIES BEING REMOVED.

SO WHAT HAS HAPPENED TO THE NEIGHBORHOOD? WHERE EXACTLY IS THIS LOCATED? YOU KNOW, HOW IS IT, UH, PROTECTED FROM FUTURE FLOODS, FLOODS? THIS IS BEAUTIFUL, WHICH I APPLAUD THIS, UH, FACILITY, WHAT YOU'VE DONE.

GREAT.

YES, SIR.

BUT, UH, HOW, HOW, HOW, HOW WELL PROTECTED WILL IT BE? WILL IT BE USEFUL THROUGHOUT, DESPITE, YOU KNOW, BAD RAIN, WHICH WE ALL HOPE WE WILL HAVE SOME RAIN, BUT IF WE GET A BAD RAIN STORM, WHAT WILL HAPPEN THEN? YES, SIR.

ABSOLUTELY.

SO, UH, WE HAD TWO FLOODS BACK TO BACK, UH, UH, THAT, THAT AFFECTED HUGE PORTION OF IT NEIGHBORHOOD.

AND, UH, WE PROVIDED THE SERVICES FOR THOSE EVENTS FROM TEMPORARY TENTS AND FROM THE REC CENTER.

AND THAT REALLY RAISE A AWARENESS THAT WE NEED A FACILITY.

SO THIS FACILITY WILL BE A HUNDRED PERCENT SAFE.

I THINK IT'S IN THE 500 YEAR FLOOD PLANE IT'S ABOVE OR ABOVE, ABOVE 500 YEARS.

YES.

SO, SO IT, IT SHOULD BE THERE FOR MANY DECADES TO COME.

GREAT.

AND JUST, UH, ON THAT SAME NOTE, I, I LOOKED AT THE LAYOUT, I, CUZ I THOUGHT ABOUT THE SAME THING, RIGHT? THE SOCCER FIELDS ARE KIND OF ON THAT LOWER PART.

AND SO THE BUILDING'S FURTHER UP ON THE FLOOD PLAIN.

RIGHT? EXACTLY.

SO THE FIVE HERE, IF YOU GO TO THE SITE PLAN, I CAN SHOW YOU THAT, YOU KNOW, THERE IS A, A TRAIL, UM HMM.

GO TO THE SLIDE.

NUMBER 14, IT'S REALLY BEAUTIFUL.

SO, UM, THE 500 YEAR FLOOD PLANE IS SOMEWHERE, UH, BETWEEN THE TWO SOCCER FEUDS MM-HMM .

AND WE ARE IN FACT, A FEW FEET ABOVE THAT LEVEL.

AND ONE THING THAT, UH, YOU KNOW, THAT TRAIL, THE WHITE TRAIL, YOU SEE NEXT TO THE SOCCER FIELD, MM-HMM , THAT IS SOMETHING WHERE WE REALLY WORK WITH THE NEIGHBORHOOD BECAUSE THAT'S A TRAIL THAT TAKES NEIGHBORHOOD CHILDREN TO THE SCHOOLS YOU SAW IN THE FIRST SLIDE, THERE WAS TWO SCHOOLS, ELEMENTARY AND MIDDLE SCHOOL.

SO THEY ARE USED TO TAKING THIS TRAIL.

YEAH.

SEE THIS ONE, THAT HICKORY STREET THEY'RE USED TO TAKING THAT TRAIL TO THE SCHOOLS.

SO WE ARE GOING TO KEEP IT LIGHTED AND MAKE THAT SAFE TRAIL.

AND THAT IS SORT OF SOMETHING THAT WE HAVE REALLY MADE A COMMITMENT TO THE NEIGHBORHOOD THAT WE WANT TO MAKE, KEEP THIS WHOLE FACILITY SAFE AND LIGHTED FOR THE KIDS CUZ THEY GO IN WINTER WHEN IT'S VERY DARK.

AND SO, AND THAT'S SORT OF LIKE A, OUR ENTIRE FACILITY IS ON THE LEFT SIDE OF THE FIELDS AND WE WANT TO, WE DO NOT WANT TO DISTURB THE PARK IF AT ALL POSSIBILITIES.

MM-HMM, VERY NICE.

VERY NICE.

AND JUST, UH, I CAN DEFINITELY APPRECIATE, THERE WAS A LOT OF THOUGHT PUT INTO THE SITE PLAN, PARTICULARLY BASED AROUND THE FLOODING.

UM, I'M A REPRESENTATIVE FROM DISTRICT TOO.

SO I KNOW THIS IS VERY IMPORTANT TO COUNCILWOMAN FONTES.

UM, SO JUST TO BE CLEAR WITH THE RAIN GARDEN AND THE OUTFLOW, ESSENTIALLY THE WAY THAT IT'S DESIGNED THAT WILL HELP MITIGATE A HUGE STORM AND KIND OF MOVE IT AWAY FROM THE SITE PLAN OR MOVE IT BASED ON THE IMAGE I'M SEEING ESSENTIALLY MOVE THE WATER TO THE RIGHT OR DIRECT IT THAT WAY.

IS THAT CORRECT? SO THE WAY RAIN GARDENS WORK, YOU KNOW, THAT IT'S, SO WATER IS SLOWLY DRAINED OUT.

OKAY.

INSTEAD OF, YOU KNOW, COMING

[01:00:01]

DIRECTLY FROM THE DRAINS, THE ROOF DRAINS AND ETCETERA.

SO INSTEAD OF HAVING THAT FORCE, IT'S KIND OF SLOWED DOWN.

OKAY.

AND IT HOLDS WATER FOR AT LEAST LIKE 24 HOURS OR SO.

AND THAT'S GOOD FOR, YOU KNOW, ECOLOGICAL PART OF THE SITE.

AND IT DOES NOT DAMAGE DOES NOT, DOES NOT PROTECT THE SITE FROM THE FLOOD.

AND WE DEVOTED A WHOLE COMMUNITY MEETING WITH THE TASK FORCE JUST TO THAT QUESTION AND, AND REALLY MADE SURE THAT DESIGN TEAM UNDERSTANDS HOW BIG OF A CONCERN THAT IS BECAUSE THAT, THAT COMMUNITY SUFFERED QUITE A BIT.

AND COURSE YES.

YES.

THANKS FOR THE CLARIFICATION.

MAY ASK, MAY I ASK ANOTHER QUESTION FOLLOW UP? YEAH, SURE.

YEAH.

THAT, THAT THE BEIGE LINE RIGHT DOWN THE MIDDLE TO THE LEFT OF THE LEFT FIELD, IS THAT LIKE A, LIKE A WALL THAT RAISES THE PROPERTY OR IS IT OH NO, IT'S A TRAIL.

IT'S A GRANITE OF THE TRIP.

OKAY.

THAT'S PART OF THE TRAIL.

OKAY.

YEAH.

YEAH.

TO ANSWER YOUR QUESTION ABOUT THE FLOODS, UM, OUR WATERSHED PROTECTION DEPARTMENT IS WORKING WITH THE COMMUNITY, UH, TO, UH, WORK ON HOW TO STILL FLOOD PROOF, THAT WHOLE NEIGHBORHOOD YOU HAD THE, FROM THERE.

SO, SO THERE IS A BIG PROJECT GOING ON RIGHT NOW.

THAT'S SEPARATE FROM OURS.

OH, I SEE.

THANKS.

AND I, I DID JUST WANT TO SAY, THIS IS REALLY EXCITING.

I THINK THIS IS, UH, THIS LOOKS GREAT FOR THE DOVE SPRINGS NEIGHBORHOOD, ESPECIALLY KIND OF HOW IT'S INTEGRATED INTO THE COMMUNITY IN A REALLY EASY WAY, UH, OR NOT IN AN EASY WAY, BUT IN A WAY THAT'S SEAMLESS FOR THE PEOPLE WHO LIVE THERE TO GET TO THE PARK.

UM, I DID ALSO WANT TO ASK, OBVIOUSLY THERE'S A LOT OF COMPLICATIONS WITH BUILDING MATERIALS, AS YOU MENTIONED.

UM, DO YOU, ARE THERE ANY OTHER COMPLICATIONS THAT YOU SEE SINCE THE LAST TIME YOU'VE SPOKEN TO COUNCILWOMAN FUENTES OR THE TASK FORCE TEAM THAT HAVE COME UP MORE RECENTLY? WELL, THE, THE PRICES CONTINUE TO INCREASE.

SO THE, THE GREATEST CHALLENGE FOR US IS WORKING WITHIN THE CONFINES OF THE BUDGET AND THEN WORKING WITH THE DESIGN BUILT TEAM THAT, THAT ALSO SEEKING TO, TO MAKE A PROFIT ON SURE.

YOU KNOW, THIS PROJECT, BUT, BUT STILL KEEP IT VIABLE FOR US.

SO, UH, WE ARE EXPECTING ANY DAY NOW TO SEE THE BIDS COME IN FOR VARIOUS SUBCONTRACTORS THAT WILL DETERMINE HOW WELL WE ARE DOING WITHIN THAT BUDGET.

SO THAT, THAT WAS, WE SPENT MONTHS ON KIND OF TRYING TO, UH, UM, ADJUST OUR EXPECTATIONS TO, TO WHAT'S AVAILABLE BECAUSE WHEN WE PROPOSED THIS WITH 16 MILLION BACK IN 2017, THERE WAS AMAZING AMOUNT OF MONEY BECAUSE ONE OF OUR PREVIOUS PROJECT ACTUALLY BOTH WORKED ON IS MONOPOLISE REX AND COMMUNITY CENTER.

OKAY.

AND WE BUILD BASICALLY TWO BUILDINGS FOR LIKE 14 MILLION WITH FULLY FUNCTIONAL EVERYTHING.

AND NOW 16 MILLION FOR ONE BUILDING IS NOT SUFFICIENT.

SO YEAH.

HUGE CHANGE IN JUST SEVERAL YEARS.

OKAY.

WELL, UH, THANKS SO MUCH TO BOTH OF YOU FOR THE PRESENTATION AND THE ADDITIONAL INFO.

YEAH.

THANK YOU BOTH.

THANK YOU.

GOOD LUCK.

THANK YOU.

ALL RIGHT.

ONTO NEXT

[5. Staff Briefing from Treasury related to the Annual Public Improvement Bond Issuance]

ITEM, STAFF BRIEFING FROM TREASURY RELATED TO THE ANNUAL PUBLIC IMPROVEMENT BOND ISSUANCE.

GOOD AFTERNOON, COMMISSIONERS.

GOOD AFTERNOON.

DO WE HAVE THE PRESENTATION? THERE WE GO.

PERFECT.

UM, SO GOOD AFTERNOON.

UH, MY NAME IS BELINDA WEAVER.

I AM THE CITY TREASURER.

AND WITH ME TODAY, I HAVE JOEY KELLER.

HE IS THE DIVISION CHIEF OVER DEBT MANAGEMENT IN TREASURY.

SO WE'RE HERE TO PROVIDE, UH, AN UPDATE ON THE CITY'S ANNUAL GENERAL OBLIGATION BOND SALE.

NEXT SLIDE, PLEASE, TO START OFF WITH A DISCUSSION ON THE PROPERTY TAX RATE THAT SUPPORTS THE GENERAL OBLIGATION DEBTS.

UM, THE PROPERTY TAX RATE IS COMPRISED OF TWO PORTIONS.

ONE PORTION FUNDS, THE GENERAL FUND THAT'S THE ONM OR THE OPERATING AND MAINTENANCE PART OF THE TAX RATE.

AND THE OTHER PORTION FUNDS THE DEBT SERVICE COMING DUE IN THE FOLLOWING FISCAL YEAR.

THAT'S KNOWN AS THE DEBT SERVICE TAX RATE, THE DEBT SERVICE TAX RATE FUNDS, UH, THE DEBT SERVICE FOR PREVIOUSLY ISSUED DEBT AND DEBT THAT IS EXPECTED TO BE ISSUED AS PART OF THE SEPTEMBER BOND SALE.

THE APPROVED TAX RATE FOR FISCAL YEAR 23

[01:05:01]

IS 46.27 CENTS OF WHICH 9.58 CENTS IS THE DEBT TAX RATE.

NEXT SLIDE PLEASE.

SO SOME QUICK FACTS ON THE CITY'S GEO DEBT.

UM, AFTER THIS BOND SALE, THERE WILL BE APPROXIMATELY 1.675 BILLION IN OUTSTANDING GEO DEBT.

WE DO ISSUE OUR GENERAL OBLIGATION DEBT ONCE PER YEAR IN THE LATE SUMMER, EARLY FALL TIMEFRAME.

UM, AND AS WE JUST KIND OF TALK THROUGH, UH, OUR GENERAL OBLIGATION DEBT IS BACKED BY PROPERTY TAXES AND THE FULL FAITH AND CREDIT OF THE CITY.

SO THERE ARE THREE TYPES OF GEO DEBT, UH, THAT IS ISSUED BY THE CITY.

THE FIRST IS
