SOMETIMES WE'RE GETTING DOWN TO, YOU KNOW, $3,000 BALANCES, UH, $2,000 BALANCES AND TO COBBLE THOSE ALL TOGETHER, MAKE SURE ALL THE PAYMENTS FOR THE PROJECTS THAT ARE ACTIVE AND FINISHING OUT HAVE EVERYTHING THAT THEY NEED IN ORDER TO MAKE THOSE FINAL PAYMENTS.

AND AS YOU HAVE SEEN ON SOME OF OUR PREVIOUS PRESENTATIONS THAT DEPARTMENTS ARE PROVIDING, UM, YOU WILL SEE THE, THE TWO LEGGED GRAPHS.

SO WE'LL SHOW LAST YEAR'S PROJECTIONS, AND THEN THE CURRENT YEAR'S PROJECTION.

AND THAT'S WHY I ASK IF YOU HAD RESOLVED THAT WELL, AND I THINK ONE OF THE, UH, BENEFITS TO HAVING THE CONTRACTS WITH THE VOTERS IS IT, IT KIND OF SUMS ALL OF THAT UP FOR A BOND, UH, PROGRAM SO THAT IN THOSE CONTRACTS WITH THE VOTERS, THERE IS A TIMEFRAME.

SO REGARDLESS OF EVEN INDIVIDUAL PROJECTS, THERE IS AN INTEGRAL SET.

SO I THINK ULTIMATELY THAT'S WHAT, YOU KNOW, THE STANDARD IS BEING HELD TO, UH, THE OTHERS HELP, YOU KNOW, TRACK THE PROJECTS ALONG, BUT ULTIMATELY WE NEED TO MEET WHAT'S IN THE COUNTRY.

AND THE CONTRACT WITH THE VOTERS IS BY PROPOSITION BY PROJECT BY, UM, IT, IT, IT CAN GO TO LARGELY, YEAH, THAT'D BE GREAT.

SO FROM THE 2012 BOND, APD HAS TWO PROJECTS.

THE FIRST ONE IS NORTHWEST SUBSTATION, WHICH WAS FUNDED FOR LAND PURCHASE.

AND THE DESIGN PHASE APD BEGAN THE LAND ACQUISITION PHASE IN THE FALL OF 2015 APDS NEEDS ASSESSMENT SHOWED THAT WE NEEDED AN ESTIMATED 15 TO 25 ACRES FOR A NORTHWEST SUBSTATION.

APD WORKED WITH THE OFFICE OF REAL ESTATE AND REVIEWED APPROXIMATELY 50 POTENTIAL LISTINGS IN THE NORTHWEST AREA OF THE CITY AND PERFORMED FIVE SITE VISITS.

DURING THIS TIME LAND PURCHASING CONSTRAINTS INCLUDED A VERY ACTIVE REAL ESTATE MARKET WHERE LISTED PROPERTY WAS PURCHASED QUICKLY BY OTHER ENTITIES OR IN TWO INSTANCES, THE SELLER WITHDREW THE LISTING ALTOGETHER IN DECEMBER, 2018, APD WAS ABLE TO SUCCESSFULLY PURCHASE TWO ADJACENT TRACKS OF LAND FOR APPROXIMATELY $4.03 MILLION TOTALLING 16.376 ACRES LOCATED IN 98 0 4, FM SIX 20 SINCE DECEMBER OF 2018.

APD HAS MOVED INTO THE PRE-DESIGN PHASE AND HAS BEEN WORKING WITH OUR PUBLIC SAFETY PARTNERS AT AFD AND EMS TO CONSIDER WHETHER THIS LOCATION COULD FEASIBLY HOLD CO-LOCATED PUBLIC SAFETY FACILITIES FOR ALL THREE ENTITIES FOR OUR PROJECT MANAGER AT PUBLIC WORKS, WE ENGAGED A FIRM TO CONDUCT A FEASIBILITY STUDY ON THE LAND, WHICH WAS COMPLETED IN AUGUST OF 2020.

THIS FEASIBILITY FEASIBILITY STUDY CONTAINED THREE MAIN ELEMENTS, INCLUDING A CIVIL ENGINEERING STUDY OF THE SITE, INITIAL PROGRAMMING OF THE TWO PUBLIC SAFETY FACILITIES AND A SITE LAYOUT TEST FIT.

ALTHOUGH THE PROPERTY IS A TOTAL OF 16 OR MORE ACRES, THERE ARE BUILDABLE RESTRICTIONS RELATED TO A 20% IMPERVIOUS COVER LIMITATION ON THE PROPERTY THAT EQUATES TO A BUILDABLE AREA OF APPROXIMATELY 3.2 ACRES OR 139,000 SQUARE FEET.

THE FEASIBILITY STUDY DID CONFIRM THAT THE SITE WILL ALLOW FOR CO-LOCATED FACILITIES WITH APD AFD AND EMS. SINCE AUGUST, 2020, APD HAS BEEN WORKING WITH THE DESIGN TEAM AND PUBLIC WORKS TO DESIGN THE SUBSTATION TO 75% COMPLETE DESIGN DRAWINGS, WHICH WERE COMPLETED IN JUNE OF 2022.

NEXT SLIDE, PLEASE.

THE SECOND APD PROJECT FROM THE 2012 BOND IS THE MOUNTED PATROL EQUESTRIAN FACILITY FUNDS WERE ALLOCATED IN THE 2012 BOND PROGRAM TO BUILD A NEW AMOUNT OF PATROL FACILITY ON 88 ACRES OF LAND THAT THE DEPARTMENT HAD ACQUIRED FROM THE AVIATION DEPARTMENT IN JANUARY, 2011.

HOWEVER, THE CONSTRUCTION PROJECT WAS SEVERELY UNDERFUNDED AND HAD MULTIPLE SITE PERMIT HURDLES.

APD BEGAN WORKING WITH A PROJECT MANAGER IN PUBLIC WORKS IN NOVEMBER OF 2013 AND CONTINUED WORKING DILIGENTLY WITH THEM TO OVERCOME THE BUDGET AND SITE PERMIT HURDLES IN ORDER TO PUT THE PROJECT OUT FOR BID IN JANUARY OF 2020, THE PROJECT FINALLY PASSED ALL SITE PERMIT HURDLES AND WAS SENT OUT TO BID EIGHT.

CONTRACTORS ATTENDED THE PRE-BID MEETING, WHICH MADE US HOPEFUL THAT THE CONSTRUCTION BIDS WOULD BE COMPETITIVE.

BUT IN THE END WE ONLY HAD ONE CONTRACTOR SUBMIT A BID ON THE PROJECT, THE BASE BID CONSISTING OF A BARN WITH 20 STABLES, TWO ROUND PENS, AND A HAY BARN WAS $8.8 MILLION.

AND WITH THE ALTERNATES, THE TOTAL CAME TO $14.4 MILLION, WHICH INCLUDED AN OFFICE BUILDING COVERED ARENA, MANURE PIT OPEN ARENA AND MAINTENANCE SHED.

THE REMAINING BUDGET FOR THIS PROJECT AT THAT TIME WAS APPROXIMATELY 6.9 MILLION IN MARCH OF 2020.

THE CITY DECIDED TO REJECT THE BID AND BEGIN RESEARCHING ALTERNATIVE SOLUTIONS FOR AMOUNT OF PATROL FACILITY.

APD G BEGAN WORKING WITH OFFICE OF REAL ESTATE AND IDENTIFIED A

FACILITY THAT WAS ALREADY BUILT OUT FOR REQUESTING USE AND LOCATED APPROXIMATELY SEVEN MILES FROM THE 88 ACRE LOCATION.

THIS FACILITY ALREADY INCLUDED ALL THE ALTERNATES IN OUR CONSTRUCTION BID ESTIMATES AND WAS LISTED FOR SALE AT $1.5 MILLION OFFICE OF REAL ESTATE APD AND OUR CITY PARTNERS AT COMMUNICATIONS AND TECHNOLOGY MANAGEMENT TOUR.

THE FACILITY IN UNANIMOUSLY AGREED THE PROPERTY WOULD BE IDEAL FOR THE MOUNT PATROL UNIT.

THE APPRAISAL PROPERTY CONDITION REPORT AND ENVIRONMENTAL SITE ASSESSMENTS WERE ALL COMPLETED.

AND THE CITY OF AUSTIN INITIATED AN INTENT TO PURCHASE CONTRACT IN MAY OF 2020 IN JULY, 2020.

THE CONTRACT PURCHASED THIS CONTRACT AND PURCHASE REPLACED ON HOLD.

AS THE CITY BEGAN A REIMAGINING PUBLIC SAFETY INITIATIVE, WHICH INCLUDED APDS MONO PATROL UNIT AND EARLY FISCAL YEAR 2022 APD BEGAN WORKING WITH OFFICE OF REAL ESTATE AGAIN, TO INITIATE AN ATTEMPT TO PURCHASE CONTRACT FOR THE AUSTIN EQUESTRIAN CENTER CITY COUNCIL UNANIMOUSLY APPROVED THE REQUEST OF PURCHASE FOR 1.8 MILLION IN FEBRUARY OF 2022.

AND THE CITY OF AUSTIN CLOSED ON THE PROPERTY IN JUNE 22, LOCATED AT 1495 SOUTH STATE HIGHWAY 21, CEDAR CREEK, TEXAS.

THE ACQUIRED PROPERTY IS LOCATED 28 MILES OR 35 TO 40 MINUTES EAST OF THE POLICE HEADQUARTERS.

THE PROPERTY INCLUDES TWO BARNS, A SMALL OFFICE BUILDING A COVERED TRAINING ARENA, COVERED TRAINING PENS, A METAL MAINTENANCE BUILDING, TURNOUT PASTURES AND PADDOCKS ON 61.7 ACRES OF LAND.

THE PROPERTY HAD BEEN VACANT FOR SOME TIME.

AND APD HAS STARTED COMPLETING SITE IMPROVEMENT PROJECTS.

SOME OF THE PROJECTS BEING COMPLETED ARE REPAIRS AND ALASKA MATERIAL COATINGS TO RESTRUCTURES ADDRESSING DRAINAGE ISSUES, COMPLETING MINOR BUILDING REPAIRS, AND ULTIMATELY REPLACING THE ASPHALT PAVED DRIVEWAY.

SO, UH, WE WERE ABLE TO COORDINATE, UH, TASK FORCE WITH THE COMMUNITY LEADERS THAT HELPED US THROUGH THE WHOLE DESIGN.

AND PLEASE KEEP IN MIND THAT EVEN DURING THE PANDEMIC, WE WERE STILL ABLE TO HAVE, UH, UH, FOUR IN PERSON, UH, COMMUNITY MEETINGS AND FOUR ONLINE MEETINGS AND, UM, 10 TASK FORCE MEETINGS.

UH, WE ARE VERY LUCKY TO HAVE VERY ACTIVE LEADERS, UH, IN THAT NEIGHBORHOOD THAT, THAT HELP US THROUGH THAT PROCESS.

UH, AS YOU CAN SEE, THE LIST OF THE TASK FOR MEMBERS IS, UH, REALLY LONG.

UM, THEY COME FROM ALL KINDS OF, UH, NONPROFITS, UH, UH, IN, IN OTHER AGENCIES IN, IN THE NEIGHBORHOOD.

SO, SO FAR, UH, WE WERE ABLE TO, UH, FULLY COMPLETE THE DESIGN, UH, AND, UH, WE'RE IN THE PROCESS OF, UH, COMPLETING GUARANTEED MAXIMUM PRICE GMP.

UH, WE, UH, HOPE TO BREAK GROUND IN FEW MONTHS, UH, IN NOVEMBER AND THEN, UM, COMPLETE CONSTRUCTION BY THE END OF WINTER OF THE NEXT YEAR, 2023.

SO, UH, THERE WERE CONSIDERABLE CHALLENGES IN THIS PROCESS, UH, BASICALLY BECAUSE OF THE EVER-CHANGING MARKET.

UH, THERE WERE SOME C RESTRICTIONS THAT ALSO AFFECTED THE SUPPLY CHAIN, LABOR SHORTAGES, UH, AND, AND MUCH HIGHER CONSTRUCTION PRICES THAT, THAT WE ANTICIPATED.

UH, WE WERE ABLE TO MAINTAIN THE CURRENT DESIGN WITH MAKING ONLY, UH, NECESSARY CUTS AND MODIFICATIONS TO DESIGN, UH, AGAIN, TASK FORCE AND THE COMMUNITY HELPED US TREMENDOUSLY THAT PROCESS THAT WERE REALLY INVOLVED, UH, IN UNDERSTANDING ALL THE CONSTRAINTS, UH, OF THIS INCREASE IN COST.

UM, SO, UH, HOWEVER, THERE STILL MAY, MAY BE SOME ADDITIONAL BUDGET IMPACTS.

THE SECOND IS CERTIFICATES OF OBLIGATION OR CEOS.

UM, AND THESE ARE USED TO CONSTRUCT OR PURCHASE REAL PROPERTY.

I GENERALLY EQUATE THESE TO NON MOVEABLE ASSETS.

SO BUILDING IMPROVEMENTS, PARKS, THINGS OF THAT NATURE.

AND THIS HAS A 20 YEAR TERM AS WELL, FINALLY, AS CONTRACTUAL OBLIGATIONS, OTHERWISE KNOWN AS PF COS.

THE PROJECT FUNDED WERE APPROPRIATED FUNDS DURING THE ANNUAL CAPITAL BUDGET APPROPRIATION PROCESS AND THE CITY UTILIZES REIMBURSEMENT RESOLUTIONS TO APPROPRIATE FUNDS TO PROJECTS WITHOUT HAVING TO ISSUE THE DEBT UP FRONT, BY DOING THIS, THE CITY LIMITS ITS ARBITRAGE EXPOSURE.

IN ADDITION, WE DON'T HAVE TO PAY INTEREST ON UNUTILIZED BOND PROCEEDS AND FINALLY, IT'S JUST FISCALLY PRUDENT CASH MANAGEMENT MM-HMM AND WORKING WITH BUDGET THIS YEAR, WE DID ANALYZE SPENDING TRENDS IN COMPARISON TO VARIOUS PROJECTS SPENDING PLANS.

AND AFTER LOOKING AT THAT DATA, WE LOOKED AT HOW MUCH IN PROCEEDS THOSE PARTICULAR PROJECTS RECEIVED IN THE PAST.

ONLY THOSE PROJECTS THAT WERE FORECASTED TO HAVE LOW OR NEGATIVE BALANCES WERE INCLUDED IN THIS YEAR'S SALE.

AND IT IS IMPORTANT TO NOTE THAT WORK ON VARIOUS BOND RELATED PROJECTS CONTINUE TO PROGRESS EVEN IF DEBT IS NOT ISSUED.

SO THIS IS, UM, JUST A LISTING OF THE PUBLIC IMPROVEMENT BONDS THAT WERE ISSUED AS PART OF THIS YEAR'S BOND SALE.

WE HAD 200 MILLION IN PROJECT PROCEEDS, AND THESE CAME FROM OUR 20 16, 20 18 AND 2020 BOND PROGRAMS. AS YOU CAN SEE, THE 2016 BOND BOND PROGRAM HAD 110 MILLION IN PROJECT PROCEEDS.

2018 HAD 81 MILLION, AND THOSE WERE ATTRIBUTED TO THE AFFORDABLE HOUSING PARKS AND RECREATION, FLOOD MITIGATION, OPEN SPACE, WATER QUALITY, AND LIBRARY AND CULTURAL ART, UH, PROPOSITIONS.

AND THE 2020 BOND PROGRAM HAD A 9 MILLION IN PROJECT PROCEEDS.

SO, UM, WE FELT IT WAS IMPORTANT TO NOTE THAT THE ENTIRE BOND SALE SUPPORTED PROJECTS AND RELATED APPROPRIATIONS THAT WERE ALREADY APPROVED BY CITY COUNCIL.

SO YOU, YOU KNOW, A LOT OF THESE PROJECTS, UM, YOU KNOW, START OFF A LITTLE SLOW BEING IN THE DESIGN PHASE, BUT IT WILL PICK UP, UH, NATURALLY.

AND THEN WHAT, WHAT WAS THE SPREADS ON, ON, OR WHAT WAS THE SPREAD THAT IT PRICED AT? SO, UM, ALL IN TRUE INTEREST COSTS AS FAR AS, UH, PERCENTAGE OR BECAUSE JUST KIND OF ALLOCATE THROUGHOUT THE, THROUGHOUT THE TERM OF THE BONDS?
