UH, OVERALL THROUGH Q4, WE DID SEE A SLIGHT DECREASE IN OUR RESPONSE TIMES, WHICH IS A POSITIVE. UM, HOWEVER, WE STILL REMAINED WELL ABOVE OUR CITYWIDE TARGET OF EIGHT MINUTES AND 24 SECONDS. UH, WITH ALL OF OUR, UH, STATISTICS FOR THIS PARTICULAR QUARTER IN THE MID TO HIGH 10 MINUTE RESPONSE TIMES RANGE NEXT LINE. AND THIS IS JUST A BREAKDOWN BY SPECIFIC DISTRICTS AS IT RELATES TO THOSE RESPONSE TIMES OF OUR HIGHEST LEVEL CRIMES. NEXT LINE. AND THEN YOU CAN SEE AN OVERALL MONTH TO MONTH OF BREAKDOWN OF OUR EMERGENCY AND URGENT CALLS, WHICH ARE OUR MOST SERIOUS CALLS FOR SERVICE. NEXT SLIDE. AS WE, UH, WRAPPED UP OUR FISCAL YEAR, UH, YOU COULD SEE OUR OVERTIME ACCRUED, I'M SORRY, OUR APPROVED OVERTIME BUDGET WAS A LITTLE OVER 5.8 MILLION. UH, OUR ACTUAL OVERTIME EXPENDITURE FOR THE YEAR WAS, UH, 21.34 MILLION, WHICH WAS ABOUT 285% OVER OUR AUTHORIZED BUDGET. NEXT SLIDE, PLEASE. OUR OVERALL PERSONNEL COST, UH, WERE SLIGHTLY DOWN AS COMPARED TO OUR AUTHORIZED BUDGET, WHICH IS DUE TO OUR VACANCY RATE. UH, SO WE HAVE, UH, WE HAD APPROVED BUDGET OF 334, WELL, ALMOST 335 MILLION, AND WE EXPENDED A LITTLE OVER 318.2 MILLION OR 0.1 MILLION. NEXT SLIDE. AND THIS IS JUST A HISTORICAL LOOK. AND THIS IS, UH, LIKELY TO CONTINUE FOR, UH, SOME TIME AS WE CONTINUE TO DEAL WITH THE CHA UH, CHALLENGES OF OUR STAFFING AND TRYING TO MEET THOSE STAFFING NEEDS. NEXT SLIDE, PLEASE. THE LAST SEVERAL SLIDES JUST TAKE A LOOK AT OUR STAFFING RATES. UH, WE HAVE AUTHORIZED COMPLIMENT OF 1,809 POSITIONS, OF WHICH WE CURRENTLY HAVE A 1,529 FIELD, AND I SHOULD SAY THAT IS OF SEPTEMBER 22ND. I DO NOT KNOW IF, UH, WE HAVE HAD ANY ADDITIONAL SEPARATIONS, UH, FROM THAT TIME. UM, BUT, UH, GOING BACK TO THE SEPTEMBER 22ND, WE DO HAVE A OPERATIONAL VACANCY RATE OF 280 POSITIONS IN THE SWORN RANKS. NEXT SLIDE, PLEASE. AS FOR OUR CIVILIAN POSITIONS, WHICH DOES INCLUDE OUR ACADEMIES, WE HAVE AN AUTHORIZED COMPLIMENT OF 764 POSITIONS OF WHICH 604 ARE FIELD, UH, LEAVING US A VACANCY OF ABOUT 160 POSITIONS, WHICH DOES INCLUDE, UH, FOUR INTERNS. NEXT SLIDE. SO, WANTED TO KIND OF DO A BREAKDOWN HERE FOR OUR, UH, CIVILIAN EMERGENCY COMMUNICATION. THIS WOULD BE THE COMMUNICATION CENTER. ALL OF OUR CALLERS, UH, WHEN THEY CALL INTO NINE ONE ONE, UH, OR ANY NON-EMERGENCY INTO THE POLICE DEPARTMENT WOULD BE GOING TO THIS PARTICULAR UNIT. AS YOU COULD SEE, UH, THE 9 1 1 OPERATOR, WHICH IS THE PERSON WHICH WOULD BE TAKING THE PHONE CALL, WE DO HAVE APPROXIMATELY A 48% VACANCY RATE WITH, UH, 50 OUT OF 105 POSITIONS CURRENTLY SITTING VACANT. OUR DISPATCHERS, WHICH ARE THE ONES THAT WOULD BE COMMUNICATING BY OUR RADIO WITH OUR INFIELD PERSONNEL, UH, YOU COULD SEE WE ARE AT A APPROXIMATELY A 20 PER 28% VACANCY RATE WITH A 21 OUT OF 75 POSITIONS CURRENTLY VACANT, AND THEN SUBSTANTIALLY LESS AS WE MORE OF OUR LEAD AND SUPERVISORS, WE ARE CARRYING MANY, UH, SMALLER RATE OF VACANCIES AS COMPARED TO OUR BASELINE. AND, UM, SO THAT WAS JUST A PARTICULAR NOTE. UH, OVERALL, WE HAVE 75 OUT OF, UH, 225, I'M SORRY, 223 POSITIONS CURRENTLY VACANT. IN THIS POSITION, WE HAVE SEVERAL CLASSES THAT WE WILL CONTINUE TO TRY TO MEET OUR PERSONNEL NEEDS. UH, WE HAVE THE UH, HUNDRED 45TH CADET CLASS, WHICH STARTED IN MARCH OF THIS YEAR WITH 84. UH, WE CURRENTLY HAVE, UH, 56, WHICH IS A POSITIVE. UM, WE HAVE ONE PENDING AN INJURY THAT WILL LIKELY BE MOVED TO THE NEXT ACADEMY. UM, THEY'RE SCHEDULED TO GRADUATE NOVEMBER 18TH OF THIS YEAR. UH, IT SHOULD BE NOTE, UM, NOTED, UH, THOUGH THAT WITH THIS, THIS DOES NOT MAKE THEM A FULLY FUNCTIONING OFFICER ON THEIR OWN, AS THEY AND NOVEMBER WILL THEN TRANSITION TO THEIR FIELD TRAINING OFFICER PROGRAM, WHICH THEN EXTENDS ON FOR, UH, SEVERAL MORE MONTHS BEFORE YOU WILL SEE A FULLY INDEPENDENT OFFICER. UH, WE HAVE STARTED [00:10:01] OUR 146 CADET CLASS, WHICH IS OUR TRANSITIONAL OFFICER PROGRAM, UM, WITH EIGHT OFFICERS. AND THIS IS A PROGRAM, UH, WHERE AN OFFICER WITHIN ANOTHER JURISDICTION HAS TRANSITIONED TO THE AUSTIN POLICE DEPARTMENT AND IS GOING THROUGH, UH, THEIR OWN LEVEL OF TRAINING AND FIELD TRAINING BEFORE THEY WILL BE A FULLY INDEPENDENT, UH, OFFICER. AND THEN, UH, NEXT WEEK WE ARE GETTING READY TO START OUR 147TH ACADEMY CLASS. UH, AND AS IT CURRENTLY SITS, WE ARE PREDICTING THAT WE WILL START WITH 50 CADETS IN THAT CLASS. SO REMAINING HOPEFUL THAT WE CAN, UH, MEET THAT 50 NUMBER, UH, STARTING A WEEK FROM TODAY. NEXT SLIDE, PLEASE. UM, I CAN, UH, EITHER I CAN ANSWER, I'LL DEFER TO CHIEF, BUT, UH, I WILL SAY IS THAT THIS IS NOT A UNIQUE, UH, SITUATION AS IT IS TO MOST, UH, JURISDICTIONS. IT'S A VERY STRESSFUL POSITION, AND WE DO CONTINUOUSLY ACROSS, UH, THE LAW ENFORCEMENT SPECTRUM, SEE QUITE A FEW OF THE, UH, VACANCIES IN THIS. AND SO WITH THIS, THERE'S AN ACTIVE RECRUITMENT THAT THAT IS GOING ON, UH, TO TRY TO MEET A LOT OF THOSE NEEDS. UM, IN THE SHORT TERM THOUGH, WE ARE HAVING TO STAFF IT WITH, UH, ALTERNATIVE PERSONNEL OUTSIDE OF THE DISPATCH RANKS, UM, THAT ARE NOT CLASSIFIED AS DISPATCHERS TO OTHERWISE TRY TO MEET, UH, TO MEET, UH, THE CALL REQUIREMENTS THAT DO COME INTO THE AUSTIN POLICE DEPARTMENT. UM, BUT IT JUST TAKES AN ONGOING ACTIVE RECRUITMENT, UH, TO TRY TO GET THE, GET THE POSITIONS FILLED. UM, I DO KNOW, UM, THAT THERE ARE SOME DIFFERENT, UH, FOCUSES ON MAYBE SOME SALARY UNDERSTANDINGS AND STUFF AS THAT, AS AN OVERALL EVALUATION, UM, AS WELL TO MAYBE HELP, UH, WITH COMPENSATION EFFORTS, UH, TO MAKE THAT A MORE ATTRACTIVE POSITION FOR PEOPLE THAT MAY OTHERWISE BE DRIVEN BY, BY THE FINANCIAL FACTORS. UM, AND IF THERE'S SOMETHING MORE SPECIFIC, I'LL, I CAN DEFER TO THE CHIEF AS WELL TO SPEAK ON THAT. YES, SIR. JUST TO ADD TO THAT, OUR RECRUITING TEAM FOR THE AUSTIN POLICE DEPARTMENT, THEY HAVE PAIRED UP WITH OUR 9 1 1 COMMUNICATIONS. THAT WAY, WHEN THEY GO OUT ON THEIR OWN RECRUITING EFFORTS, OUR 9 1 1, UH, TEAM WHEN THEY'RE AVAILABLE WILL ALSO PAIR UP WITH THEM. SO, SHOULD SOMEONE NOT BE INTERESTED IN BEING A FULL-FLEDGED APD OFFICER, THERE'S AN OPPORTUNITY FOR THEM TO EXPLORE OUR 9 1 1 COMMUNICATIONS ALSO, COMMISSIONER KOFF. AND I'M GONNA SHARE ONE CONCERN THAT I GOT FROM A, AN OFFICE, UH, STAFF THAT'S IN OUR AREA OUT HERE. UM, THEY SHOWED UP FOR WORK, UM, LAST OR A COUPLE WEEKS AGO, AND THERE WAS A PERSON, UH, LAYING IN FRONT OF THEIR BUILDING, UH, ON THE SIDEWALK. THEY CALLED 9 1 1, IT WAS KICKED OVER TO THREE 11, AND THE THREE 11 OPERATOR TOLD THEM TO GO OUT AND ROLL THE PERSON OVER TO SEE IF THEY WERE BREATHING. I DON'T THINK THAT IS GOOD INSTRUCTIONS FROM, UH, THE COMMUNICATIONS DEPARTMENT. UM, IT, DO YOU HAVE A QUESTION, COMMISSIONER KOFF? UNDERSTAND OUR CLASS HASN'T QUITE FULLY STARTED YET, SO WE WON'T UNDERSTAND THE IMPACTS OF IT UNTIL ONCE WE GET THAT CLASS FULLY STARTED IN OCTOBER 10TH. BUT WE CAN BE SURE TO COME BACK WITH THOSE DATA SETS TO SEE HOW THOSE, THOSE CHANGES IN THE DISQUALIFIERS HAS IMPACTED OUR HIRING. UM, CAN YOU TELL US ABOUT THE CHANGES? YES, MA'AM. A COUPLE OF CHANGES, UH, SPECIFICALLY WAS RELATED TO OUR PT BATTERY OF TESTS THAT WE WERE DOING. WE MOVED TO A THREE SET OF TESTS THAT A PROSPECTIVE APPLICANT HAS TO PERFORM, AND THEN IT'S A PERCENTAGE OF THE TOP TWO, UM, THAT THEY NEED TO SCORE 70 ON. AND THEN IN ADDITION TO THAT, IT WAS RELATED TO THE USE OF MARIJUANA. WE'VE MADE SOME ADJUSTMENTS TO THAT, UM, THEN ALSO TO OUR CREDIT SCORES. UM, WE UNDERSTAND THAT IN THE TIME OF COVID, MANY FOLKS WERE NOT IN VERY GOOD FINANCIAL POSITIONS, AND WE DON'T WANT THAT TO ADVERSELY IMPACT THEM WHEN THEY'RE TRYING TO MOVE INTO A SPACE OF, UH, LAW ENFORCEMENT. UM, SO YOU CAN KIND OF BREAK IT DOWN THAT WAY. AND THEN WE ALSO LIKE TO LOOK AT THESE STATS BY DEMOGRAPHICS AND ESPECIALLY RACE AND ETHNICITY. WE KNOW THAT DIFFERENT COMMUNITIES IN AUSTIN ARE IMPACTED BY THESE TRAGEDIES IN DIFFERENT WAYS, AND WE KNOW THAT AUSTIN'S COMMUNITIES OF, OF COLOR ESPECIALLY ARE DISPROPORTIONATELY IMPACTED. UM, WE RELEASED A REPORT LAST YEAR THAT SHOWED THAT, UM, AUSTIN'S BLACK POPULATION MAKES UP LESS THAN SEVEN OR LESS THAN 8% OF AUSTIN'S POPULATION, BUT ACCOUNTS FOR OVER 16% OF THE SERIOUS INJURY AND FATAL CRASHES. AND SO THAT, THAT'S A TREND THAT YOU SEE NATIONALLY, REALLY. WE, WE'VE SEEN A BIG INCREASE IN, UM, IMPAIRED DRIVING AND IN SPEEDING AND ALL KINDS OF RISKY BEHAVIORS THAT ARE LEADING TO THOSE INCREASES THAT, THAT WE'RE SEEING OVER THE LAST FEW YEARS. AND SO WE'RE DOING THAT AT, AT ALL IN ALL KINDS OF DIFFERENT WAYS. UM, AT MAJOR INTERSECTIONS, UM, WE'RE, WE'RE, WE HAVE A BIG FOCUS ON SPEED MANAGEMENT, UM, LOWERING SPEED LIMITS AND ALSO DOING TRAFFIC CALMING TECHNIQUES. UM, AND, AND THOSE TYPES OF IMPROVEMENTS WE'VE SEEN PRETTY SUBSTANTIAL DECREASES IN SEVERE CRASHES AT THE LOCATIONS THAT WE'VE BEEN ABLE TO TREAT.
