SIMILAR TO THE BUS PASS, UT STUDENTS ARE USING AT PRESENT HELP FOR THE HOMELESS TODAY.

AND WE WILL HELP CAPITAL, HELP CAPITAL METRO SHORTLY BY INVESTING IN CAPITAL PROJECTS TO INCREASE CAPITAL METROS REVENUE STREAM PARTNERSHIPS, PROJECTS FOR THE FUTURE, REDUCTION IN POVERTY AND HOMELESSNESS.

FOR EXAMPLE, 100 YEAR LEASE OF CAPITAL METROS AIRSPACE OVER BUS AND RAIL YARDS TO BUILD 300 TO 400 LUXURY APARTMENT COMPLEX.

THIS SCENARIO, TO ACHIEVE OUR OBJECTIVE GOES LIKE THIS, A HOMELESS PERSON BECOMES A CLIENT OF HALLIBURTON ENTERPRISES GLOBAL INVESTMENT.

THE CLIENT CAN ONLY AFFORD TO PAY $800 PER MONTH SUBSIDIZE, OR THE PERSON IS CONSIDERED THE WORK IN POOR PROPERTY VALUE IS 400 TO $500,000 WITHIN THE CITY LIMITS.

THE GOAL OF THE, THE GOAL OF THE CLIENT IS TO PAY OFF THEIR AGREED VALUE OF THE APARTMENT OR HOUSE THROUGH RENTAL PAYMENTS.

THE CLIENT CLIENT PAYING PAYMENT REQUIRES REQUIREMENT FOR RENT OR LEASE IS $2,800 PER MONTH.

THE $2,000 DIFFERENCE WILL BE PAID BY A SPONSOR.

Long Park, 6614 Blue Bluff Road, Austin, Texas 78724, also known as 7001 Decker Lane, Austin, Texas 78724, pursuant to Chapter 26 of the Texas Parks and Wildlife Code, and authorizing all acts and proceedings done or initiated by the Capital Metropolitan Transportation Authority, its employees, agents and attorneys for the acquisition of the fee simple title interest in the referenced property by the process of eminent domain for the public purpose of the development and construction of the Expo Center Park and Ride to serve the MetroRapid Expo Center line.]

THIS IS ITEM NUMBER ONE, APPROVAL OF A RESOLUTION AUTHORIZING THE PROPOSED NON, UH, NON-PAR TAKING OF APPROXIMATELY EIGHT ACRES OF PARK LAND.

LOCATED AT WALTER ELONG PARK, 66 14 BLUE BLUFF ROAD, AUSTIN, TEXAS 78 7 24, ALSO KNOWN AS 7,001 DECKER LANE, AUSTIN, TEXAS 78,724.

UH, PURSUANT TO CHAPTER 26 OF THE TEXAS PARKS AND WILDLIFE CODE AND AUTHORIZING ALL ACTS AND PROCEEDINGS DONE ARE INITIATED BY THE CAP, UH, CAPITAL METRO TRANSPORTATION AUTHORITY.

ITS EMPLOYEES, AGENTS, AND ATTORNEYS FOR THE ACQUISITION OF THE FEE.

AS, AS YOU ARE AWARE, AND I'LL SHARE THESE SAME SLIDES FROM THE PUBLIC HEARING THAT, UH, WE ARE IN THE PROCESS OF, UH, DEVELOPING THE, UH, EXPO CENTER RAPID LINE AS PART OF A FEDERALLY FUNDED PROJECT.

AND THE, UH, NORTHERN TERMINUS OF THIS, UH, THIS LINE IS IN THE TRAVIS COUNTY EXPO PROPERTY, A PROPERTY THAT'S OWNED BY THE CITY OF AUSTIN.

AND OUR GOAL REALLY HERE IS TO EXPAND OUR SERVICE TO THE NORTHEAST PORTION OF OUR SERVICE AREA, TO PROVIDE THAT AREA WITH FREQUENT 10 MINUTE SERVICE, UH, TO DOWNTOWN, CONNECTING MANY OF THE ACTIVITIES, UH, CENTERS ON THE WAY, INCLUDING THE MILLER DEVELOPMENT DECO ACTIVITY CENTER, UM, THE UT AND THE CAPITAL, AS WELL AS PROVIDING THAT CONNECTION OUT TO THE TRAVIS COUNTY EXPO CENTER.

I THINK IT MIGHT BE GOOD TO NOTE THAT, UH, THIS IS AN AREA, IF YOU'RE GOING UP, UH, LOYOLA, THE 2 33 OR THE 2 37, THOSE ARE PLACES THAT HAVE AN HOUR HEADWAY.

SO AN HOUR BETWEEN BUSES, UH, THIS WOULD, UH, HAVE A, UH, A BUS LEAVING A METRO RAPID, LEAVING EVERY 15 MINUTES COMING TOWARDS, UH,

THIS IS AN AERIAL VIEW OF THAT SAME SITE, APPROXIMATELY EIGHT ACRES, JUST OVER EIGHT ACRES.

AND, UH, IT IS, UH, AS I MENTIONED, OWNED BY THE CITY OF AUSTIN, AND LEAST A PORTION OF THE LEASE TO TRAVIS COUNTY FOR THE EXPO CENTER.

UM, THE, UH, IN DISCUSSIONS WITH THE CITY, WE'VE HAD DISCUSSIONS WITH THE CITY AND THE COUNTY FOR MANY MONTHS ON THIS PROPOSED PARK AND RIDE, AND ARE BOTH, ARE IN AGREEMENT THAT THIS IS A, UH, SUITABLE USE FOR THAT PORTION OF THE TRACT AS WELL.

AND SO THE CITY HAS CONCURRED THAT WE SHOULD FOLLOW CHAPTER 26 IN ORDER TO, UH, ACQUIRE THIS PROPERTY THROUGH THE IMMINENT DOMAIN PROCESS.

AND OUR TRAVIS COUNTY, UH, REPRESENTATIVES AS WELL ARE IN AGREEMENT WITH THIS ARRANGEMENT.

UH, WE WILL FOLLOW THE UNIFORM, THE FEDERAL UNIFORM ACT ON THIS LAND ACQUISITION.

WE DID PROVIDE A FINAL OFFER TO THIS CITY BACK IN AUGUST, AND, UH, THEY HAVE IT FOR THEIR REVIEW.

UM, WE WILL BE USING PROJECT CONNECT LOCAL FUNDING TO ACQUIRE THIS PROPERTY.

AND THE, UH, CITY, UH, UH, PLANNING AND ZONING COMMISSION HAS ALREADY, UH, UH, AUTHORIZED THE REZONING OF THIS SITE.

CITY COUNCIL DID APPROVE THAT SEPTEMBER 1ST, UH, ZONING THIS PROPERTY NOW FOR PUBLIC USE.

SO WE'RE MOVING FORWARD WITH THE PLANNING PROCESS ASSOCIATED WITH THE DEVELOPMENT OF THIS SITE.

HERE'S SOME OF THE IMPROVEMENTS THAT WE PLAN, UH, FOR THIS FACILITY.

YOU CAN SEE IN THE CENTER THERE, UH, BUS LOOP, EIGHT BUS BAYS WITH ELECTRIC CHARGING INFRASTRUCTURE FOR OUR ELECTRIC FLEET.

INITIALLY 150 PARKING SPACES THAT WE COULD EXPAND.

UM, EVEN FURTHER BEYOND THAT IN THE FUTURE, WE'LL HAVE CAMERAS, DYNAMIC MESSAGE SIGNS, SHELTER FOR OUR PASSENGERS, AND, UH, AGAIN, THE, UH, THE CHARGING A AS WELL, AS I MENTIONED, THE, UH, CITY IS WORKING WITH US TO DESIGN A SIGNALIZE INTERSECTION THERE AT DECKER LANE.

AND, UH, SO IT'LL MAKE, UH, FOR SAFE AUTO AND PEDESTRIAN CONNECTIONS WITH THE, UH, SURROUNDING AREA HERE.

SO WE'RE VERY PLEASED TO BE WORKING WITH THE CITY ON THIS.

WE'VE HAD THE EXTENSIVE PUBLIC OUTREACH ON BOTH THE EXPO LINE AS WELL AS THIS, UH, PARK AND RIGHTS, SPECIFICALLY INCLUDING MEETING WITH THE, UH, UH, COLONY PARK NEIGHBORHOOD ASSOCIATION.

AND, UH, OUR PUBLIC HEARING ON AUGUST 29TH WAS TO SATISFY THE REQUIREMENTS OF THE TEXAS TRANSPORTATION CODE SECTION 4 51 RELATED TO IMMINENT DOMAIN PROCEEDINGS, AS WELL AS THE TEXAS PARKS AND WILDLIFE, UH, CHAPTER 26 FOR PROTECTION OF PUBLIC PARKS AND REC RECREATIONAL LAND.

SINCE, UH, THIS LAND IS DESIGNATED AS PARK LAND BY THE CITY.

AND TODAY BEFORE YOU, IS THE RESOLUTION REQUESTING YOUR APPROVAL TO MOVE FORWARD WITH THE EMINENT DOMAIN PROCESS, UM, AUTHORIZING US TO MOVE FORWARD, UH, AND, UH, OFFER THE, UH, FAIR MARKET VALUE, UM, IN THOSE OF NATION PROCEEDINGS.

IT'S AN UPDATE ON OUR TRANSIT EMPOWERMENT FUND AND, UH, AND SAM ALEXANDER IS HERE TO, UH, ENLIGHTEN US, RIGHT? PLEASE GO AHEAD.

SO WE ARE HERE TODAY TO GIVE Y'ALL AN OVERVIEW OF THE WORK WE'VE DONE WITH THE TRANSIT EMPOWERMENT FUND.

SINCE THE LAST TIME WE SPOKE OVER THE COURSE OF THE PAST FEW MONTHS, WE'VE HAD CONVERSATIONS ABOUT HOW WE CAN WORK THROUGH OUR PROCESS WITH THE TRANSIT EMPOWERMENT FUND, NOT ONLY FOR THE LONG TERM PERMANENT SOLUTION THAT WILL HAPPEN IN CONJUNCTION WITH THE AMP ACCOUNT BASED SYSTEM, BUT WHAT DO WE DO RIGHT NOW? SO WE'VE HEARD FROM SOME OF OUR SOCIAL SERVICE PROVIDERS, OUR COMMUNITY MEMBERS, THAT THERE'S A NEED FOR AN INTERIM SOLUTION FOR SOMETHING THAT GETS US KIND OF A GAP SOLUTION UNTIL WE GET TO EARLY NEXT YEAR.

SO THE TRANSIT EMPOWERMENT FUND HAS DEVELOPED AN EMERGENCY ABBREVIATED REQUEST FOR APPLICATIONS.

I'D LIKE TO RUN Y'ALL THROUGH THAT PROCESS, WHAT WE'RE ALREADY IN THE MIDDLE OF DOING RIGHT NOW AND WHAT THE NEXT STEPS LOOK LIKE.

SO FIRST OF ALL, AS I MENTIONED, IT'S A BRIDGE SOLUTION THAT WOULD GET US TO, UM, THE END OF FEBRUARY, WHICH IS WHEN WE'RE ANTICIPATING THE BEGINNING OF THE AMP ACCOUNT BASED SYSTEM.

THE APPLICANTS THAT CAN APPLY FOR THIS EMERGENCY ABBREVIATED REQUEST FOR APPLICATIONS ARE EITHER CURRENT OR FORMER TE RECIPIENTS.

AND THEN WE'VE GOT A TIMELINE MAPPED OUT HERE.

SO LAST WEDNESDAY, OCTOBER 5TH, TE HOSTED A MEETING WITH ALL OF THE FORMER, UM, AND CURRENT RECIPIENTS.

THEY WERE ALL INVITED TO ATTEND A MEETING TO UNDERSTAND WHAT DOES THIS EMERGENCY ALLOTMENT LOOK LIKE, WHAT ARE THE REQUIREMENTS, WHAT IS THE TIMELINE? UM, IMMEDIATELY AFTER THE MEETING, THE EMERGENCY AND ABBREVIATED RFA OPENED.

UM, SO AGENCIES ARE ALREADY ABLE TO APPLY FOR THOSE PASSES NOW IT WILL CLOSE ON OCTOBER 20TH AND BEFORE THE END OF THE MONTH, TE WILL CONFIRM PASS ALLOTMENTS WITH THE APPLICANTS.

UM, AND WE PLAN TO DO THOSE ALLOTMENTS WITH TEF AT THE BEGINNING OF NOVEMBER.

SOMETHING YOU HEARD FROM A LOT OF OUR PROVIDERS WERE, UH, COMMENTS ABOUT THE APPLICATION PROCESS, UM, THAT THERE WERE QUESTIONS, COMMENTS ABOUT HOW WE COULD IMPROVE THAT PROCESS, HOW WE COULD APPROVE IT IN THE FUTURE.

SO WE TOOK THE OPPORTUNITY TO DO THAT IMMEDIATELY AS WELL.

UM, SINCE THESE ARE ALREADY, UH, SOCIAL SERVICE PROVIDERS ARE ENROLLED WITH TEF, WE HAVE A CERTAIN AMOUNT OF INFORMATION RELATED TO THE PROVIDERS.

AND SO WE ARE ABLE TO DO AN ABBREVIATED APPLICATION WITH TEF,

WHICH REALLY ONLY REQUIRES NAME AND CONTACT INFORMATION, THE NUMBER AND TYPE OF PASSES REQUIRED, INTENDED RECIPIENTS, AND POST REPORTING ON PASSES DISTRIBUTED AND UNIQUE RECIPIENTS.

SO SOMETHING THAT WE REALLY WANNA POINT OUT IS THERE IS, THERE IS ANOTHER SERVICE THAT THIS WILL PROVIDE.

SO NOT ONLY ARE WE HELPING OUR SOCIAL SERVICE ENTITIES AND PEOPLE WHO REALLY NEED ACCESS TO TRANSIT INTO TRANSPORTATION, WE WERE ASKED THE QUESTION, WHAT IS THE UNMET NEED? AND THAT'S A BIG QUESTION.

AND RIGHT NOW TO ANSWER THAT QUESTION, WE NEED MORE DATA.

SO THROUGH THIS PROCESS, WE ARE GOING TO BE ABLE TO COLLECT A LOT MORE DATA THAT WILL HELP TO ANSWER WHAT IS THE UNMET NEED.

SO THE PASSES WILL BE VALUED BY USAGE VERSUS PASS TYPE.

WHEN WE TALK ABOUT THAT ACCOUNT BASED SYSTEM, YOU'LL HAVE YOUR CARD AND YOU'RE GONNA BE CHARGED AS YOU USE IT.

RIGHT NOW WE DON'T HAVE THAT ACTIVE.

SO WE ARE BEING CREATIVE AND WE'RE USING THE PASSES THAT WE DO HAVE IN EXISTENCE, ALMOST LIKE A PAY AS YOU GO CARD THROUGH THIS ALLOTMENT.

WHAT THAT ALLOWS US TO DO IS THE TE FUNDS THAT TEF IS, UM, THAT HAS BEEN APPROVED AS PART OF OUR BUDGET AND THAT THEY HAVE FROM THE PREVIOUS YEAR AS WELL.

IT'LL HELP THOSE FUNDS GO FURTHER BECAUSE INSTEAD OF BEING CHARGED UP FRONT FOR A 31 DAY PASS, IF THEY HAVE A RECIPIENT WHO GETS THAT 31 DAY PASS AND USES IT AS PAY AS YOU GO, LET'S SAY THEY USE IT THREE OR FOUR TIMES, WE'RE ACTUALLY ONLY CHARGING THE THREE OR FOUR TIME RATE, THE USAGE RATE VERSUS THE FULL COST OF THAT 31 DAY PASS.

IN TURN.

WHAT THAT TELLS US IS HOW OFTEN PEOPLE ARE REALLY USING THE PASSES.

AND THEN THAT WILL INFORM THE MORE LONG TERM DISCUSSIONS WE HAVE ABOUT HOW DO WE STRUCTURE TRANSIT EMPOWERMENT FUND, WHAT DOES THAT PARTNERSHIP LOOK LIKE? WHAT DOES THE FUNDING LOOK LIKE? UM, CAP METRO WILL DO AN ASSESSMENT ON THE PAST SERIAL NUMBERS.

SO THROUGH THIS ALLOTMENT, ALL OF THOSE PASSES WILL HAVE A SERIAL NUMBER THAT WE'LL BE ABLE TO PULL AND WE'LL BE ABLE TO SAY, OKAY, SO THROUGH THIS ALLOTMENT X, Y, OR Z AGENCY HANDED OUT THIS MANY PASSES THAT WERE USED ON AVERAGE THIS MANY TIMES AND THAT WILL HELP INFORM, OKAY, WHAT WE CAN PLAN FOR FOR THE PERMANENT TEF PROGRAM AS WE INCORPORATE THE ACCOUNT BASED SOLUTION IS THAT PROBABLY THIS AGENCY'S GONNA SERVE A POPULATION THAT WILL USE IT THIS MANY TIMES, WHICH EQUATES TO OOPS TO THIS MUCH FUNDING.

UM, BECAUSE WE DO HAVE THE FUNDING AVAILABLE, THERE WOULDN'T BE FURTHER BOARD ACTION REQUIRED.

I THINK THAT WAS A, A QUESTION TOO.

AND WE FEEL VERY CONFIDENT IN THIS SOLUTION, UM, THAT WE HAVE THE RESOURCES AVAILABLE TO DO IT.

YOU KNOW, WE'RE WORKING OF COURSE WITH THE CAT METRO TEAM, UM, AS WELL AS WITH THE NONPROFIT SERVICE PROVIDERS.

SO WE WANNA MAKE SURE THAT WE'RE SENSITIVE TO THEIR NEEDS AND THAT ANY OF OUR PROVISION OF SERVICES IS ACTUALLY IN LINE WITH WHAT WORKS FOR THEM.

SO I THINK THIS HAS BEEN REALLY EDUCATIONAL FOR US ACROSS THE BOARD.

SO WHAT WE'VE HEARD FROM OUR PROVIDERS, AND PLEASE IF YOU ADD ANY ADDITIONAL TO THIS AFTERWARDS, BUT WE'VE HEARD FROM OUR PROVIDERS IS THEY STILL DO WANT, SOME OF THE PROVIDERS PREFER TO GET A SEVEN DAY PASS.

AND IT'S BEEN A RISK WHERE THERE'S BEEN FIGHTS AND SOMETIMES, UH, THE VOLUNTEERS GET, I GUESS

SO THE PROS OF, UH, DOING THIS WILL BE MAKING IT SAFE FOR OUR SERVICE PROVIDERS TO KIND OF CONTINUE TO PROVIDE SERVICES, UH, GIVE INDIVIDUALS, UM, A SENSE OF EASE KNOWING THAT THERE IS GONNA BE ENOUGH.
