UM, AND I'M DOING SO ON BEHALF OF THE ARTS COMMUNITY, UM, THE LATINO HISPANIC COMMUNITY, BUT FURTHER, FURTHERMORE, UM, ON BEHALF OF THE LEGACY ARTS ORGANIZATIONS HERE IN AUSTIN, UM, I HATE TO SOUND LIKE A BROKEN RECORD.
WE'VE HAD NUMEROUS MEETINGS ON, ON, ON, ON THIS ITEM AND, AND THE CULTURAL ARTS FUNDING PROGRAM IN GENERAL.
UM, AND ON ONE NOTE, UH, I MEAN, IT'S EXCITING THAT WE'RE HERE NOW, UH, YOU KNOW, KIND OF SHORT TIME AWAY FROM THE OPENING AND, YOU KNOW, BEING ABLE TO APPLY AND, AND TURNING THE PAGE, YOU KNOW, INTO SOMETHING THAT LOOKS PROMISING.
BUT WITHIN THAT, AND AS WE'VE STATED THROUGHOUT THIS PROCESS, THERE ARE SOME, SOME CHALLENGES THAT WE SEE THAT WE'VE ASKED, UM, TO HAVE EITHER INPUT TO BE ALTERED, TO BE CHANGED SO WE COULD HAVE THE BEST POSSIBLE PROGRAM THAT CAN ENSURE, YOU KNOW, SUCCESS FOR THESE ARTS ORGANIZATIONS THAT, THAT KIND OF HAVE BEEN SUFFERING, YOU KNOW, FOR QUITE SOME TIME, AS WE KNOW.
AND IT'S BEEN DOCUMENTED, YOU KNOW, THE, THE, UH, HISTORIC, UM, INEQUITIES HERE IN AUSTIN WHEN IT, WHEN IT, WHEN IT PERTAINS TO CULTURAL ARTS.
UM, SO THE MAIN THINGS THAT, YOU KNOW, THAT WE'D LIKE TO SEE IS ON, ON, ON MOVING FORWARD.
SOME OF THESE CHANGES ARE, YOU KNOW, THE INCREASE OF, UH, OF THE FUNDING.
UH, I BELIEVE, UM, THERE WAS A RECOMMENDATION FOR THE 200, UH, THOUSAND DOLLARS MARK.
UM, IN, I, I GUESS IT WAS, IT WAS THE RECOMMENDATION TO INCREASE FROM ONE 50 TO $200,000.
UM, SO WE'D LIKE TO SEE THAT HAPPEN.
WE'D LIKE TO SEE AN INCREASE, IN ESSENCE, JUST AN INCREASE, UH, IN THE BUDGET, IN THE POOL.
UM, THERE, THERE THERE'S BEEN DOCUMENTATION AND INFORMATION, UM, AVAILABLE THAT THE HOT TAX MONEY THAT HAS INCREASED AS WELL, YOU KNOW, UH, SO WE'D LIKE TO SEE THAT INCREASE.
UH, WE'D ALSO LIKE TO SEE AN INCREASE IN THE POOL OF APPLICANTS, UM, BECAUSE THERE'S MORE ARTISTS AND THERE'S MORE, UM, LEGACY ARTISTS AS WELL, THAT, THAT REQUIRE OUR NEED OF ASSISTANCE IN ORDER, YOU KNOW, TO PROMOTE, PRESERVE, AND TO SUSTAIN THE, THE, THE, THE CULTURAL ARTS HERE IN AUSTIN.
UM, AND LAST BUT NOT LEAST, AND I THINK LIKE THE MOST IMPORTANT THING, AND I, AND I'VE VOICED IT BEFORE IN, IN ONE OF THE, ONE OF THE SESSIONS, IS THAT AS A MINORITY COMMUNITY, WE'VE ALWAYS BEEN GIVEN SOMETHING ON THE PLATE, AND WE'VE BEEN TOLD KIND OF LIKE, THERE WILL BE CHANGES TO WHAT'S ON THE PLATE.
AND AS A COMMUNITY, WE'VE ACTED IN GOOD FAITH AND SAID, OKAY, LET'S TAKE WHAT'S ON THE PLATE AND LET'S MOVE FORWARD AND LET'S MAKE CHANGES, YOU KNOW, AS WE MOVE FORWARD.

ADDITIONALLY, THAT DOES NOT INCLUDE FUNDS COLLECTED IN SEPTEMBER, THE AVAILABLE AMOUNT OF HOT FUNDS WILL BE ALMOST OR TWICE THE AMOUNT OF THE ORIGINALLY BUDGETED THIS PRESENTATION AND LETTER IS TO REQUEST THE FOLLOWING, INCREASE THE BUDGET OR POOL OF FUNDS FOR THE THRIVE PROGRAM.
THE THRIVE PROGRAM CO CURRENTLY INCLUDES ALL THE CULTURALLY DIVERSE GROUPS AS WELL AS THE L G B T Q I T PLUS AND DIVERSITY COMMUNITIES.
THIS PROGRAM REQUIRES MORE FUNDING IF IT IS INTENT, IS TO ADDRESS THE LONG TERM NEED FOR INTENTIONAL INVESTMENT TO DEVELOP ARTS ORGANIZATIONS FOR COMMUNITIES THAT ARE IMMEDIATE RISK OF CULTURAL ERASURE AND DISPLACEMENT.
NUMBER TWO, INCREASE THE MAXIMUM AMOUNT TO 200,000 AS RECOMMENDED BY THE CULTURAL ART STAFF.
THE RECOMMENDATION WAS IF THERE WAS MORE FUNDING, THAT IT WOULD BE INCREASED TO 200,000 IN THE FUTURE.
WHEN THE HOT FUND BUDGET ALLOWS, WE ASK THAT THAT RECOMMENDATION BE IMPLEMENTED NOW.

INCREASE THE NUMBER ESTIMATED NUMBER OF 35 AWARDS.SO MORE GROUPS, UH, WILL, WILL, UH, BE ABLE TO GET FUNDED SINCE WE SERVE A LARGE PERCENTAGE OF AUSTIN'S POPULATION.
NUMBER FOUR, THESE CHANGES NEED TO BE IMPLEMENTED NOW BEFORE APPLICATIONS ARE SUBMITTED ON NOVEMBER 23RD.
CURRENTLY, WE ARE WORKING WITH DRAFT PILOT GUIDELINES AND FUNDING BUDGETS THAT WERE DONE BEFORE THE ACTUAL HOT FUNDS WERE AVAILABLE.
IT IS NOT FAIR OR CORRECT FOR INSTITUTIONALLY MARGINALIZED GROUPS, UNDERFUNDED GROUPS BY THE CITY OF AUSTIN TO APPLY TO A PROGRAM THAT IS IN A DRAFT FORMAT AND WORK WITH NUMBERS THAT ARE UNDER BUDGETED.
IN ADDITION, THE APPLICATION WILL BE FOR TWO YEARS THAT WILL IMPACT US FOR TWO YEARS.
CHANGES TO THE BUDGETS AND MAXIMUM AWARDS MUST BE MADE.
NOW, NUMBER FIVE, THE THRIVE APPLICANTS MUST HAVE THE SAME OPPORTUNITIES AS ALL OTHER APPLICANTS IN OTHER PROGRAMS. ALL CHANGES TO ALL PROGRAMS MUST BE MADE BEFORE APPLICATIONS ARE SUBMITTED.
WE CANNOT APPLY TO DRAFT PROGRAMS AND INCREASES OR IN CHANGES IN PROGRAMS THAT WERE MADE AFTER APPLICATIONS ARE TURNED IN.
THE INCREASES ARE NEEDED TO PROVIDE FUNDS TO SUSTAIN AND GROW ORGANIZATIONS THAT ARE DEEPLY ROOTED AND REFLECTIVE OF OUR COMMUNITIES.
THE INCREASES ARE ESSENTIAL TO ADDRESS THE HISTORIC AND EQUITIES AND PAST FUNDING MODELS.
THE CULTURALLY DIVERSE LEGACY ORGANIZATIONS MUST RECEIVE EQUITABLE OPPORTUNITIES LIKE OTHERS HAVE HAD IN THE PAST AND PROVIDE OP AND BE PROVIDED OPPORTUNITIES TO GROW AND TO FLOURISH.

UM, THIS YEAR WE'RE, WE'RE COMING BACK OUTSIDE OF THE PARK, WE'RE TAKING THE ART BACK TO THE CREEK, UM, WITH MORE ART THAN WE'VE EVER DONE.
WE WILL HAVE EIGHT LIGHT-BASED ART INSTALLATIONS ALONG THE CREEK, UM, BEFORE THE PUBLIC IS ABLE TO EXPERIENCE SOME MORE PERFORMATIVE ART AND HANDS ON ART INSIDE OF WATERLOO PARK.

UM, TRADITIONALLY THE ARTS COMMISSION MEETS THE THIRD MONDAY OF THE MONTH.
UM, AND SO IT'S JUST THAT NOVEMBER AND DECEMBER BECAUSE OF THE HOLIDAYS.
YOU USUALLY MEET EITHER THE SECOND OR THE FOURTH MONDAY OF THE MONTH AND THEN JANUARY AND FEBRUARY THE THIRD.
UM, SO YES, I KNOW MAYBE I SHOULD HAVE MADE A SLIDE FOR THIS, BUT I I THINK THAT THAT DEFINITELY WOULD HELP.
