UM, SO THERE WAS A MEETING OF THE TECHNICAL ADVISORY COMMITTEE LAST MONDAY, SEPTEMBER 26TH.

UH, FOLLOWING APPROVAL OF THE MEETING SUMMARY, WE HAD JUST TWO ACTION ITEMS ON THE AGENDA.

THE FIRST OF THESE WAS DISCUSSION AND RECOMMENDATION ON THE 10 YEAR TRANSPORTATION PLAN.

RYAN COLLINS WILL BE PRESENTING THIS ITEM LATER IN TODAY'S AGENDA AS WELL.

AND THE TECH, UH, UNANIMOUSLY RECOMMENDED BOARD APPROVAL OF THE 10 YEAR PLAN.

THE NEXT ITEM WAS DISCUSSION AND AMENDMENTS FOR THE TRANSPORTATION IMPROVEMENT PROGRAM AND REGIONAL TRANSPORTATION PLAN.

UM, AS WITH THE TENURE PLAN, RYAN WILL ALSO BE PROVIDING THE SAME, UH, PRESENTATION TO THIS BOARD.

UM, AND AS WELL, THE TECH UNANIMOUSLY RECOMMENDED BOARD APPROVAL OF THE TIP.

UM, WE ALSO HAD AN UPDATE FROM OUR GENERAL ENGINEERING CONSULTANT TEAM ON THE CORRIDOR READINESS SEGMENTATION EFFORTS, UM, SINCE THE PREVIOUS TECH MEETING, THE AD HOC SUB COMMITTEE HAD MET ONCE TO PROVIDE THEIR FEEDBACK ON THAT.

SO THEY'RE REALLY JUST GETTING GOING ON THAT PROCESS AND DIDN'T HAVE MUCH TO, UM, UH, PRESENT ON THAT AT THIS TIME.

THEY'RE JUST NOW GETTING INTO THE DATA ON THAT.

UM, WE DID HAVE, UH, NEW COMMITMENT.

WE DID FIND OUT DURING THAT PROCESS THAT WE HAVE NEW COMMITMENTS TO FUND SOME OF THE STUDIES THAT ARE PART OF THE CORRIDOR READINESS PROGRAM.

UM, WHICH SUPPLEMENTS THE FUNDING THAT THIS BOARD APPROVED LAST YEAR.

SO THIS INCLUDES TEXT DOT COMMITTING TO FUND STUDIES ON, UH, FM 7 34 OR PARMER LANE FROM 1431 TO MOPAC, UH, AS WELL AS FM 9 73 FROM US TWO 90 TO FM 1660.

AND THEN WILLIAMSON COUNTY, UH, COMMITTED TO FUNDING THE REMAINING PORTION OF 9 73 WITHIN WILLIAMSON COUNTY FROM 1660 TO USS 79.

UM, SO THAT WAS ALL FROM THE TAC MEETING, BUT I WOULD JUST ALSO LIKE TO NOTE THAT THE ONE YEAR TERM FOR TECH UMAC MEMBERS EXPIRES AT THE END OF JANUARY AND A NOTIFICATION OF APPOINTMENT PROCESS WITH APPOINTMENT FORMS AND, UH, INSTRUCTIONS FOR 2023 TAC MEMBERSHIP WILL BE SENT TO BOARD MEMBERS AND TRANSPORTATION AGENCIES, UM, WITH A DEADLINE FOR THOSE APPOINTMENTS, UH, FOR DECEMBER 16TH OF THIS YEAR.

UM, AGAIN, WE DO REGULARLY AMEND, UH, THESE DOCUMENTS AND ESPECIALLY THE TIP PROGRAM TO REFLECT ANY CHANGES THAT MAY HAVE HAPPENED OVER THE LAST SIX MONTHS.

UM, AND REGULAR AMENDMENTS ARE THOSE MAJOR CHANGES TO THE PROGRAMMING DOCUMENT.

UM, SO, UH, YOU KNOW, IT'S CRITICAL REALLY FOR THE REGIONAL, UH, YOU KNOW, FOR THE TRANSPORTATION POLICY BOARD TO, UH, MAKE THESE APPROVALS CUZ THIS DOES

INVOLVE FEDERAL FUNDING.

UM, SO ANY NEW CHANGES TO FEDERAL FUNDING SOURCES, UM, THAT ARE MAJOR CHANGES, UH, DO HAVE TO BE APPROVED BY THE REGIONAL BODY, UM, WHICH IS WHY WE DO THIS ON A REGULAR BASIS.

UM, SO WE DO, UH, WE'VE TAKEN THIS TO THE TECHNICAL ADVISORY, UH, COMMITTEE AS CHAD MENTIONED, UH, LAST WEEK.

UM, THIS IS A PUBLIC HEARING AND AN OPPORTUNITY FOR THE PUBLIC TO COMMENT ON THE CHANGES TO THE TRANSPORTATION IMPROVEMENT PROGRAM IN RTP.

UM, WE DID A PUBLIC OPEN HOUSE, UH, THIS MORNING HERE, AND THEN WE'RE GONNA BE HOLDING ANOTHER ONE IN LOCKHART ON THURSDAY FROM FOUR TO SEVEN, UH, AT THE LOCAL LIBRARY THERE IN DOWNTOWN LOCKHART.

UM, AFTER THIS PUBLIC, UH, HEARING, WE HAVE AN ONLINE OPEN HOUSE THAT'LL LAST UNTIL NOVEMBER 3RD.

THAT'S AN OPPORTUNITY FOR THE PUBLIC TO SUBMIT ANY KIND OF ELECTRONIC COMMENTS.

WE WILL PACKAGE ALL THOSE UP AND BRING THOSE BACK TO YOU IN, UH, NOVEMBER, UM, FOR, UH, A, A POTENTIAL ADOPTION OF THE CHANGES TO THE, THE PLAN IN THE PROGRAM.

WE'LL ALSO BE TAKING IT BACK TO THE TECHNICAL ADVISORY COMMITTEE, UM, FOR A RECOMMENDATION.

SO THE CHANGES, UH, WE, THERE WE GO.

UM, SO THIS IS A LIST OF THE CHANGES.

UH, THESE ARE ALL FOR THE TRANSPORTATION IMPROVEMENT PROGRAM.

UH, TWO OF THE, OR THREE OF THE PROJECTS, EXCUSE ME, ARE ROLLING OVER FROM A PREVIOUS TIP AND ARE NOT NEW PROJECTS.

UM, BUT WE DO HAVE TWO, UH, PRETTY SIGNIFICANT PROJECTS THAT ARE BEING, UH, ADDED TO THE TRANSPORTATION IMPROVEMENT PROGRAM.

WE HAVE THE CAPITAL METRO DEMAND RESPONSE FACILITY.

UH, THEY DID RECEIVE A GRANT FROM FTA FOR APPROXIMATELY $76 MILLION.

AND SO THAT WILL NEED TO GO INTO THE TIP, UM, AND BE APPROVED BY THE POLICY BOARD BEFORE THOSE FUNDS CAN BE RELEASED.

UM, ADDITIONALLY, THE TECHO, UH, UH, PROGRAM, UH, THE COMMISSION HAS, UH, COMMITTED FUNDING TO, UH, 27 20, UH, DOWN THERE IN CALDWELL COUNTY.

THIS IS IN RELATION TO AN ECONOMIC DEVELOPMENT DEAL IN THAT AREA.

SO THIS IS POISED TO BE, UH, FUNDED FOR CONSTRUCTION, UM, APPROXIMATELY $50 MILLION.

AND SO, UH, THESE ARE THE TWO NEW PROJECTS THAT DO, DO NEED THAT INITIAL APPROVAL BY THE POLICY BOARD IN ORDER TO MOVE FORWARD.

AND AS I MENTIONED, THE OTHER TWO ARE ROLLOVERS.

UM, AND I DO WANNA JUST POINT OUT, ANYTIME WE MAKE A CHANGE TO THE TRANSPORTATION IMPROVEMENT PROGRAM, WE AUTOMATICALLY MAKE THOSE CHANGES IN THE RTP, UM, PURSUANT TO, TO FEDERAL LAW.

THEY DO HAVE TO, UH, BE CONSISTENT WITH ONE ANOTHER.

SO ANY CHANGES IN THE ZIP ARE AUTOMATICALLY REFLECTED.

SO, UM, THAT'S IT.

UH, DISCUSS AND TAKE APPROPRIATE ACTION ON THE CHESTNUT STREET, UM, MULTIMODAL CORRIDOR STUDY.

GOOD AFTERNOON.

I'M WILL LISKA, REGIONAL PLANNING MANAGER FOR CAMPO THE CHESTNUT STREET, UH, STATE LOOP ONE 50 MULTIMODAL CORRIDOR STUDY IS A PARTNERSHIP BETWEEN CAMPO AND THE CITY OF BASTROP.

CAMPO WILL LEAD A CORRIDOR STUDY ON CHESTNUT STREET AND BASTROP BETWEEN SH 71 AT CHILDERS'S DRIVE TO SH 71 AT DE HEIAN DRIVE.

THIS SECTION OF ROADWAY IS ALSO SIGNED AS STATE LOOP ONE 50.

THIS STUDY WILL IDENTIFY, UM, SAFETY AND MOBILITY NEEDS AND DEVELOP A CONTEXT SENSITIVE TRANSPORTATION VISION AND, UH, AND PLACE MAKING VISION WITHIN KEY FOCUS AREAS ALONG THE CORRIDOR, INCLUDING THROUGH DOWNTOWN BASTROP.

THIS INTERLOCAL AGREEMENT WILL FORMALIZE THE PARTNERSHIP BETWEEN CAMPO AND BASTROP, UH, ON THE STUDY, AND ALSO ALLOW FOR THE TRANSFER OF LOCAL MATCH FUNDS FROM THE CITY OF BASTROP.

THE PURPOSE OF THIS ITEM, UH, IS TO TAKE ACTION ON THE ILA, BUT I ALSO WANT TO MAKE NOTE THAT CAMPO HAS ISSUED A REQUEST FOR PROPOSAL FOR PLANNING SERVICES FOR THIS STUDY WITH A DUE DATE OF FRIDAY, OCTOBER 7TH.

CAMPO STAFF WILL BE RETURNING TO THE POLICY BOARD AT A FEATURE MEETING TO ASK FOR AUTHORIZATION, NEGOTIATE AND EXECUTE A CONTRACT WITH A TOP RANKED CONSULTANT FIRM FROM THE RFP PROCESS.

UH, THESE ARE THE ROADWAY PROJECTS THAT ARE LISTED, UH, INDIVIDUALLY IN THE UTP.

AND SO OUR TENURE PLAN IS ESSENTIALLY GOING TO MIMIC THAT JUST TO, TO SHOW THAT SUPPORT FOR THOSE PRODUCTS.

UM, AND BECAUSE THE TENURE PLAN OR UTP IS, UH, UPDATED, UH, ON AN ANNUAL BASIS TO, UH, TO, UM, SHOW THOSE UPDATED, UH, FINANCIAL NUMBERS, WE ARE GONNA BE UPDATING OUR TENURE TRANSPORTATION PLAN AS WELL.

THIS ITEM IS FOR, UM, CONTRACT FOR THE NORTHEAST BURNETT COUNTY CORRIDOR STUDY.

SO THIS WILL ALSO BE A STUDY, UM, WITHIN THE NORTHEAST SECTION OF BURNETT COUNTY.

YOU'LL SEE THE STUDY AREA INCLUDES TO THE NORTH OF STATE HIGHWAY 29, UM, TO THE EAST OF FM 9 63.

AND THEN OVER ON THE EASTERN SIDE, THAT'S THE BURN WILLIAMSON COUNTY LINE AND TO THE NORTH HIGHWAY 180 3, AND ALSO THE BELL BURNETT COUNTY LINE.

SO WE WILL PRIORITIZE LOOKING AT EXISTING ALIGNMENTS AND EXISTING FACILITIES TO SEE WHAT TYPES OF IMPROVEMENTS WILL BE NEEDED IN THE FUTURE, UM, IDENTIFYING CURRENT AND FUTURE TRANSPORTATION NEEDS, AND THEN ADVANCING THOSE RECOMMENDATIONS FOR, UM, FUTURE PROJECT DEVELOPMENT PHASES.

SO THIS WILL BE A HIGH LEVEL FEASIBILITY STUDY.

UM, IF YOU CAN GO TO THE NEXT SLIDE, RYAN.

UM, SO WE DO NOT HAVE AN EVALUATION MATRIX IN HERE.

THIS RFP WAS PUT OUT TWICE.

THE FIRST TIME WAS IN JUNE.

UM, AND SINCE THERE WAS ONLY ONE PROPOSAL, WE WANTED TO DO OUR DUE DILIGENCE, WE PUT OUT, UM, AN RFP THE SECOND TIME.

WE KEPT THE BUDGET THE SAME, BUT TOOK OUT THE ENGINEERING TASK, WHICH CAN BE, UM, QUITE EXPENSIVE AND QUITE LENGTHY.

AND THEN WE ALSO REDUCED THE ENVIRONMENTAL STUDIES PHASE.

SO RATHER THAN THIS GOING ALL THE WAY THROUGH AND CHOOSING A PREFERRED ALIGNMENT AND GOING INTO LIKE A 30% DESIGN STAGE, UM, WE ARE GOING INTO A FEASIBILITY STUDY THAT WILL STOP AROUND THE, THE PHASE OF IDENTIFYING SOME, UM, ALTERNATIVE, UM, ROUTES OR ALIGNMENTS.

SO, UM, WE REDUCED THAT SCOPE, UM, WHILE KEEPING THE BUDGET THE SAME.

UH, THE SECOND TIME WE ISSUED THE PROPOSAL, WE RECEIVED THE SAME CONSULTING FIRM WAS THE ONLY ONE TO SUBMIT.

UM, SO WE FEEL WE'VE DONE OUR DUE DILIGENCE HERE.

UM, WE EVALUATED THE PROPOSAL AND FOUND, FOUND IT QUITE RESPONSIVE TO THE RFP.

SO WE ARE RECOMMENDING THAT THE BOARD AUTHORIZE THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE A CONTRACT FOR THE NORTHEAST BURNETT COUNTY STUDY.
