THE FIRST OF THESE WAS DISCUSSION AND RECOMMENDATION ON THE 10 YEAR TRANSPORTATION PLAN.

AND THEN WILLIAMSON COUNTY, UH, COMMITTED TO FUNDING THE REMAINING PORTION OF 9 73 WITHIN WILLIAMSON COUNTY FROM 1660 TO USS 79.

UM, BUT WE DO HAVE TWO, UH, PRETTY SIGNIFICANT PROJECTS THAT ARE BEING, UH, ADDED TO THE TRANSPORTATION IMPROVEMENT PROGRAM.
WE HAVE THE CAPITAL METRO DEMAND RESPONSE FACILITY.
UH, THEY DID RECEIVE A GRANT FROM FTA FOR APPROXIMATELY $76 MILLION.
AND SO THAT WILL NEED TO GO INTO THE TIP, UM, AND BE APPROVED BY THE POLICY BOARD BEFORE THOSE FUNDS CAN BE RELEASED.
UM, ADDITIONALLY, THE TECHO, UH, UH, PROGRAM, UH, THE COMMISSION HAS, UH, COMMITTED FUNDING TO, UH, 27 20, UH, DOWN THERE IN CALDWELL COUNTY.
THIS IS IN RELATION TO AN ECONOMIC DEVELOPMENT DEAL IN THAT AREA.
SO THIS IS POISED TO BE, UH, FUNDED FOR CONSTRUCTION, UM, APPROXIMATELY $50 MILLION.
AND SO, UH, THESE ARE THE TWO NEW PROJECTS THAT DO, DO NEED THAT INITIAL APPROVAL BY THE POLICY BOARD IN ORDER TO MOVE FORWARD.
AND AS I MENTIONED, THE OTHER TWO ARE ROLLOVERS.
UM, AND I DO WANNA JUST POINT OUT, ANYTIME WE MAKE A CHANGE TO THE TRANSPORTATION IMPROVEMENT PROGRAM, WE AUTOMATICALLY MAKE THOSE CHANGES IN THE RTP, UM, PURSUANT TO, TO FEDERAL LAW.

UH, DISCUSS AND TAKE APPROPRIATE ACTION ON THE CHESTNUT STREET, UM, MULTIMODAL CORRIDOR STUDY.I'M WILL LISKA, REGIONAL PLANNING MANAGER FOR CAMPO THE CHESTNUT STREET, UH, STATE LOOP ONE 50 MULTIMODAL CORRIDOR STUDY IS A PARTNERSHIP BETWEEN CAMPO AND THE CITY OF BASTROP.
CAMPO WILL LEAD A CORRIDOR STUDY ON CHESTNUT STREET AND BASTROP BETWEEN SH 71 AT CHILDERS'S DRIVE TO SH 71 AT DE HEIAN DRIVE.
THIS SECTION OF ROADWAY IS ALSO SIGNED AS STATE LOOP ONE 50.
THIS STUDY WILL IDENTIFY, UM, SAFETY AND MOBILITY NEEDS AND DEVELOP A CONTEXT SENSITIVE TRANSPORTATION VISION AND, UH, AND PLACE MAKING VISION WITHIN KEY FOCUS AREAS ALONG THE CORRIDOR, INCLUDING THROUGH DOWNTOWN BASTROP.
THIS INTERLOCAL AGREEMENT WILL FORMALIZE THE PARTNERSHIP BETWEEN CAMPO AND BASTROP, UH, ON THE STUDY, AND ALSO ALLOW FOR THE TRANSFER OF LOCAL MATCH FUNDS FROM THE CITY OF BASTROP.

NUMBER 10, UM, AUTHORIZE, UH, MR. JOHNSON TO BEGIN NEGOTIATION WITH THE NORTHEAST BURNETT COUNTY CORRIDOR STUDY CONTRACT.THIS ITEM IS FOR, UM, CONTRACT FOR THE NORTHEAST BURNETT COUNTY CORRIDOR STUDY.
SO THIS WILL ALSO BE A STUDY, UM, WITHIN THE NORTHEAST SECTION OF BURNETT COUNTY.
YOU'LL SEE THE STUDY AREA INCLUDES TO THE NORTH OF STATE HIGHWAY 29, UM, TO THE EAST OF FM 9 63.
AND THEN OVER ON THE EASTERN SIDE, THAT'S THE BURN WILLIAMSON COUNTY LINE AND TO THE NORTH HIGHWAY 180 3, AND ALSO THE BELL BURNETT COUNTY LINE.
SO WE WILL PRIORITIZE LOOKING AT EXISTING ALIGNMENTS AND EXISTING FACILITIES TO SEE WHAT TYPES OF IMPROVEMENTS WILL BE NEEDED IN THE FUTURE, UM, IDENTIFYING CURRENT AND FUTURE TRANSPORTATION NEEDS, AND THEN ADVANCING THOSE RECOMMENDATIONS FOR, UM, FUTURE PROJECT DEVELOPMENT PHASES.
SO THIS WILL BE A HIGH LEVEL FEASIBILITY STUDY.
UM, IF YOU CAN GO TO THE NEXT SLIDE, RYAN.
UM, SO WE DO NOT HAVE AN EVALUATION MATRIX IN HERE.
WE RECEIVED ONE, UM, PROPOSAL FOR THE, UM, FOR THIS STUDY.
UM, AND SINCE THERE WAS ONLY ONE PROPOSAL, WE WANTED TO DO OUR DUE DILIGENCE, WE PUT OUT, UM, AN RFP THE SECOND TIME.
WE KEPT THE BUDGET THE SAME, BUT TOOK OUT THE ENGINEERING TASK, WHICH CAN BE, UM, QUITE EXPENSIVE AND QUITE LENGTHY.
AND THEN WE ALSO REDUCED THE ENVIRONMENTAL STUDIES PHASE.
SO RATHER THAN THIS GOING ALL THE WAY THROUGH AND CHOOSING A PREFERRED ALIGNMENT AND GOING INTO LIKE A 30% DESIGN STAGE, UM, WE ARE GOING INTO A FEASIBILITY STUDY THAT WILL STOP AROUND THE, THE PHASE OF IDENTIFYING SOME, UM, ALTERNATIVE, UM, ROUTES OR ALIGNMENTS.
SO, UM, WE REDUCED THAT SCOPE, UM, WHILE KEEPING THE BUDGET THE SAME.
UH, THE SECOND TIME WE ISSUED THE PROPOSAL, WE RECEIVED THE SAME CONSULTING FIRM WAS THE ONLY ONE TO SUBMIT.
UM, SO WE FEEL WE'VE DONE OUR DUE DILIGENCE HERE.
UM, WE EVALUATED THE PROPOSAL AND FOUND, FOUND IT QUITE RESPONSIVE TO THE RFP.
SO WE ARE RECOMMENDING THAT THE BOARD AUTHORIZE THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE A CONTRACT FOR THE NORTHEAST BURNETT COUNTY STUDY.

SO COUNCIL MEMBER, UH, I'LL, I'LL TELL YOU, AFTER WE ONLY GOT ONE THE FIRST TIME, UM, I REACHED OUT TO DIFFERENT FIRMS TO TRY TO GET SOME FEEDBACK.
AND WHAT I WAS TOLD WAS THEY THOUGHT THE, THE INITIAL SCOPE WAS WAY TOO BIG FOR THE BUDGET.
SO THAT'S WHEN WE WENT BACK AND WE REVISED IT.
UM, NOW BY THE TIME WE ISSUED AGAIN, WE ALSO HAD TWO OTHER THINGS THAT WERE EITHER OUT ON THE STREET OR ABOUT TO COME OUT ON THE STREET.
AND SO THE OTHER FIRMS WERE TELLING ME THEY WERE TRYING TO DECIDE WHICH THING THEY WERE GOING TO APPLY FOR.
UM, BECAUSE THEY DIDN'T, THEY DIDN'T THINK THEY WERE GONNA GET TWO OR THREE CAMPO CONTRACTS AT ONCE.
SO THEY WERE HAVING TO PICK AND CHOOSE AND A LOT OF THEM CHOSE TO GO EITHER WITH THE GEORGETOWN OR THE BASH PROP.

AND, UH, IF YOU'RE NOT FAMILIAR, UH, WE DO HAVE TO MAKE FUNCTIONAL CLASSIFICATION CHANGES TO THE ROADWAY NETWORK, UM, TYPICALLY TO, UH, REFLECT CHANGES SUCH AS CONNECTIVITY, TRAFFIC, AND CAPACITY CHANGES THAT HAPPEN OVER TIME.
UH, ONE OF THE CRITICAL THINGS THAT FUNCTIONAL CLASSIFICATION DOES IS THAT AUTHORIZED, UH, FEDERAL FUNDING HAS TO BE SPENT ON A FUNCTIONAL CLASSIFICATION OF A MINOR COLLECTOR OR ABOVE.
UM, SO WE HAVE TWO PROJECTS, UM, BREAKER LANE AND BREAKER, LANE NORTH.
CITY OF AUSTIN IS, UH, SPONSORING BREAKER LANE, UH, FROM DOS TO SAMSUNG BOULEVARD.
AND THEN, UH, TRAVIS COUNTY IS DOING BREAKER LANE NORTH, WHICH IS FROM, UH, SAMSUNG BOULEVARD, I THINK, TO HARRIS BRANCH PARKWAY.
UM, SO THEY'RE DOING THOSE IN PARTNERSHIP, BUT IN ORDER FOR THOSE TO RECEIVE FEDERAL FUNDING, THEY DO HAVE TO BE FUNCTIONALLY CLASSIFIED.
UM, THEY'RE CURRENTLY UNCLASSIFIED.
THIS IS AN EXTENSION OF THE, UH, THE CURRENT BREAKER LANE, UH, ROADWAY.

SO THE, UH, CITY OF AUSTIN PORTION FOR BREAKER LAND IS GOING TO MOVE FORWARD, I BELIEVE IN MARCH OF 23 IS WHERE IT'S CURRENTLY SCHEDULED TO LET, UM, BUT IN ORDER FOR THAT TO, UH, MOVE FORWARD, WE HAVE TO CHANGE THE FUNCTIONAL CLASSIFICATION.
SO, UM, WE ARE RECOMMENDING, SINCE IT'S UNCLASSIFIED NOW, WE ARE RECOMMENDING THAT THESE BE, UH, CLASSIFIED AS A MINOR ARTERIAL.
UM, AND THAT'S BECAUSE BREAKER LANE IS, UH, THE EXISTING BREAKER LANE IS CURRENTLY CLASSIFIED AS A MINOR ARTERIAL.
SO WE'LL JUST BE EXTENDING THAT CLASSIFICATION, UH, TO THESE NEW, UH, UH, ROADWAY SECTIONS.
UM, AND SO WITH THAT, UM, I'LL BE ASKING THE POLICY BOARD TO APPROVE THOSE CHANGES.
UM, AGAIN, THE POLICY BOARD DOES HAVE TO APPROVE ALL FUNCTIONAL CLASSIFICATION CHANGES.
