BUT, UH, ANYWAY, I, IT'S MY PLEASURE, UH, TO BE HERE AND WELCOME YOU TO THIS MOMENTOUS OCCASION. THINK BY 2022 IS 10 YEARS AFTER THE ORIGINAL, UH, THINK BY 2012. AND MY GOSH, IT'S, IT'S BEEN QUITE A JOURNEY BOTH FOR US AND FOR OUR, UM, OUR HOSTING, OUR, OUR, OUR VISITORS FROM THE DUTCH, DUTCH DELEGATION. MANY OF THEM ARE HERE TODAY. UH, WE'VE GOT A VERY EXCITING DAY PLAN FOR YOU TODAY, INCLUDING, UH, THOSE BIKE TOURS. UM, YOU KNOW, UH, THE CITY OF AUSTIN HAS MADE GREAT STRIDES IN THE LAST 10 YEARS, UH, BUILDING OUT OUR BICYCLE NETWORK. AND IT'S ALL IN THE MIND OF, OF SAFETY FOR EVERYBODY. YOU KNOW, RIGHT NOW WE'RE AT SIX OUTTA 10 FOLKS WITH ACCESS TO OUR ALL AGES AND ABILITIES BICYCLE NETWORK. AND BY 2025, OUR GOAL IS TO REACH 10 OUT OF 10 AUSTINITE. SO THAT'S GONNA BE AN INCREDIBLE ACHIEVEMENT DONE IN QUITE AN ACCELERATED TIMELINE, AND WE COULD NOT HAVE DONE IT WITHOUT THE PARTNERSHIP OF MULTIPLE DEPARTMENTS, BUT ALSO GOING OUT AND LEARNING LESSONS FROM OUR PARTNERS. UH, FROM, UH, THE DUTCH DELEGATION, UH, IN 2019, I HAD THE HONOR AND PRIVILEGE TO TRAVEL, UH, TO THE NETHERLANDS AND TO RIDE ON THEIR BICYCLE NETWORK. AND I WAS JUST AMAZED AT HOW TRANSFORMATIVE IN HOW THE EVOLUTION OF THEIR MOBILITY HAS OCCURRED, UH, OVER QUITE A BIT A PERIOD OF TIME, I BELIEVE, OVER THE LAST 40, UH, 50 YEARS. BUT, YOU KNOW, ONE THING THAT STRUCK ME THE MOST WHEN I WAS OVER THERE WAS NOT SO MUCH THE INFRASTRUCTURE ITSELF, BUT THE ATTITUDES AND THE BEHAVIORS OF THE DUTCH PEOPLE. I MEAN, TO, TO, UH, JUST WITNESS HOW EVERYONE KIND OF, UH, COHABITATES THE SAME RIGHT OF WAY TO, UH, REACH THEIR DESTINATION SAFELY, UH, WITH BIKES, WITH, UH, TRANSIT, UH, EVEN WITH, WITH AUTOMOBILES. IT WAS QUITE AMAZING. IT, IT ALL SEEMED TO WORK AND EVERYBODY, UH, IT WAS ALMOST LIKE AN, AN ORCHESTRA OF BEING CONDUCTED. AND SO OF COURSE, HERE IN THE UNITED STATES, WE'VE BEEN CAR CENTRIC FOR QUITE A LONG TIME. YOU KNOW, WE ASPIRE TO ACHIEVE THOSE SAME TYPES OF, OF BEHAVIORS AND ATTITUDES, BUT IT'S BY THESE INVESTMENTS IN OUR INFRASTRUCTURE THAT WILL US ENABLE US TO BE ABLE TO AFFECT, UH, THAT CHANGE IN ATTITUDES AND BEHAVIORS SO THAT WE CAN, UH, YOU KNOW, ACHIEVE THAT SAFE MOBILITY NETWORK FOR ALL AGES AND ABILITIES AND, AND ALL USES. UH, SO WITH THAT INTRODUCTION, UM, I BELIEVE I HAVE COUNCIL MEMBER, UH, FUENTES FROM DISTRICT TWO, ONE OF OUR LARGEST, UH, UH, BIKE ADVOCATES FOR THE CITY COUNCIL. AND, UH, WE'VE BEEN VERY PRIVILEGED TO ENJOY COUNCIL AND OUR OWN MAYOR, STEVE ADLERS, UH, SUPPORT, UH, TO BUILD OUT OUR PROGRAM. SO, WITH THAT, I'M GONNA HAND IT, UH, TO COUNCIL MEMBER FUENTES. I'M SO EXCITED TO BE HERE WITH YOU ALL TO RECOGNIZE 10 YEARS OF OUR PARTNERSHIP AND COLLABORATION WITH THINK BIKE. I, UH, RECENTLY HAD THE OPPORTUNITY TO TRAVEL TO THE NETHERLANDS, UM, LITERALLY ABOUT THREE WEEKS AGO, , AND IT WAS SUCH AN INCREDIBLY IMMERSIVE EXPERIENCE FOR ME, ESPECIALLY AS A, AS A LOCAL POLICY MAKER. I GOT TO UNDERSTAND THE IMPORTANCE OF STREET DESIGN. UH, WE SAW ALL THE DIFFERENT TYPES OF BIKE LANES, TWO-WAY BIKE LANES, CYCLE STREETS, CYCLE BRIDGES, CYCLE, HOT HIGHWAYS. I MEAN, IT WAS [00:05:01] JUST EVERYTHING AND SO COMPREHENSIVE. AND I ESPECIALLY APPRECIATED WHEN WE, UH, TOOK A LOOK AT THE ROUNDABOUTS AND HOW YOU CAN INCORPORATE, UM, SAFE, UM, PROTECTED INTERSECTIONS AND HAVE CYCLISTS AND HAVE A VEHICLE TRAFFIC AND HAVE PEOPLE WALKING AND IT, AND IT CAN BE DONE. IT REALLY, IT TRULY SHOWED ME WHAT IS POSSIBLE. UH, YESTERDAY, UH, NATHAN WILKES PRESENTED US, UM, WITH A, AN OVERVIEW OF ALL THE CHANGES THAT WE'VE SEEN IN AUSTIN IN THE LAST 10 YEARS. AND IT WAS, IT WAS REALLY NICE TO SEE ALL OF THOSE CHANGES REFLECTED IN OUR CITY, AND TO KNOW THAT WE NOW HAVE OVER 200 MILES OF, OF PROTECTED BIKE LANES THROUGHOUT OUR CITY, AND WHAT'S TO COME IN THE NEXT 10 YEARS. AND THAT'S WHAT MAKES ME REALLY EXCITED, AND I ENCOURAGE EVERYONE, I KNOW I'VE SHARED THIS MANY TIMES, BUT IF YOU COME BACK TO AUSTIN 10 YEARS FROM NOW, WE'RE GONNA HAVE A TRANSFORMATIONAL TRANSIT SYSTEM, AND WE'RE GONNA HAVE THOSE FIRST AND LAST MILE CONNECTIONS AND MAKE SURE THAT WE HAVE, UM, CYCLING AS A PART OF THAT, AND WE WANNA ENCOURAGE FOLKS TO USE OUR NEW TRANSIT SYSTEM. AND SO AS WE LOOK AHEAD, I'M EXCITED FOR WHAT'S TO COME IN. AWESOME. EXCITED FOR WHAT WE CAN GET DONE AND ARE THRILLED TO BE A CHAMPION. THANK YOU ALL SO MUCH. I'M LAURA DEERFIELD WITH THE ACTIVE TRANSPORTATION STREET DESIGN DIVISION, AND IT IS TRULY MY PLEASURE, UH, TO INTRODUCE, UH, MAYOR ADLER AND HAVE HIM SAY A FEW WORDS TO KICK US OFF THIS MORNING. I REALLY APPRECIATE, AND THE CITY APPRECIATES EVERYONE PARTICIPATING IN THIS WORKSHOP, UH, IN THIS EFFORT, UH, ON THIS CAUSE. AND, AND WE REALLY WELCOME BACK HOME, UH, THE, THE, THE, THE DUTCH ADVOCATES, UH, WHO HAVE REALLY SHINED THE, THE FLASHLIGHT AND THE SPOTLIGHT ON THE PATH FOR, FOR ALL OF US TO FOLLOW. YOU KNOW, WHEN YOU THINK ABOUT, UH, YOU KNOW, VANESSA TALKING ABOUT THIS 10 YEAR PERIOD OF TIME, JUST INCREDIBLY TRANSFORMATIVE. THE TRUTH IS, UM, UH, I DIDN'T KNOW MUCH ABOUT ACTIVE TRANSPORTATION. I WAS ONE OF THE, THE NEARLY A MILLION PEOPLE IN THE, IN THE COMMUNITY THAT WAS PRETTY LOCKED AND LOADED IN MY CAR, UH, AND REALLY NEVER THOUGHT MUCH, UH, ABOUT IT. UH, THERE WAS, THERE WAS THIS PIONEER, CHRIS RILEY, WHO WAS ON THE CITY COUNCIL, UM, WHO FOR ME WAS, WAS THE PERSON THAT REALLY INTRODUCED THIS ALTERNATE WORLD TO ME. I CAN REMEMBER RUNNING FOR OFFICE IN, UH, 2014, AND HE SHOWED UP AT, AT ALL OF OUR FORUM, UH, ON HIS BICYCLE. UH, AND IT WAS A NOVELTY, UH, THAT, THAT HE DID THAT. AND QUITE FRANKLY, THERE WAS A FAIR AMOUNT OF SCORN AND RIDICULE, UH, ASSOCIATED WITH THAT. AND FOR A POLITICIAN TO DO THAT IN THE MIDDLE OF A COMPETITIVE ELECTION, RECOGNIZING THE REACTION THAT WAS HAPPENING, I THINK WAS ONE OF THE, THE BRAVEST MOMENTS OF, OF THAT ENTIRE 2014 CAMPAIGN. BUT IT HAD AN IMPACT. IT HAD AN IMPACT ON THE CITY. IT HAD AN IMPACT ON ALL OF US, ALL OF THE VOTES, ALL OF THE THINGS YOU TRIED TO DO, UH, UH, CHRIS, MANY SUCCESSFUL, SOME NOT, UH, REALLY, UH, UH, FOLLOWED UP ON THAT WORK THAT, THAT THAT WAS DONE IN 2012, UH, WHEN, WHEN THE CITY HAD ITS FIRST REAL OFFICIAL, UH, EXPOSURE TO, TO THIS WORLD. UH, 24 TURNED INTO 2015, AND WE HAD THE NEW TEN ONE COUNCIL, UH, AT THAT POINT IN 2015. IT WAS A DIFFERENT WORLD BACK THEN. BUT IN 2015, WHEN YOU POLL PEOPLE IN OUR COMMUNITY AND ASKED WHAT THE MOST SIGNIFICANT CONCERN WAS, IT WAS NOT HOMELESSNESS OR AFFORDABILITY OR HOUSING, IT WAS TRANSPORTATION, IT WAS MOBILITY. AND BY FAR, I MEAN IT POLLED TWICE AS MUCH AS NUMBER TWO ON THINGS THAT OUR COMMUNITY WAS INTERESTED IN. I BELIEVE THAT MOST OF THE PEOPLE THAT ANSWERED THAT QUESTION, WHEN THEY ANSWERED THAT QUESTION THAT WAY, WERE [00:10:01] THINKING ABOUT MORE ROADS. THEY WERE THINKING ABOUT MORE LANES. THEY WERE THINKING ABOUT WAYS TO, TO, TO MAKE CONGESTION GO AWAY BY MAKING IT MORE ATTRACTIVE TO, TO, TO RIDE IN YOUR CARS. WHEN YOU THINK ABOUT WHERE WE HAVE COME FROM 2012 TO WHERE WE ARE TODAY, THERE IS NO PART OF OUR CIVIC LIFE IN THIS CITY THAT HAS SHOWN GREATER TRANSFORMATIVE CHANGE THAN IN THE WAY THAT THIS COMMUNITY THINKS ABOUT. MOBILITY BEGAN WITH THAT EFFORT IN 2012 AND 20 15, 20 16, IN SPRING OF 2016, WE STARTED TALKING ABOUT DOING A TRANSPORTATION BOND. THAT 2016 TRANSPORTATION BOND, PRETTY TRANSFORMATIVE. YOU KNOW, USUALLY BOND PROGRAMS GO THROUGH A YEAR, YEAR AND A HALF OF A BOND PROCESS. THE 2016 BOND DID NOT, THE 2016 BOND WAS FIRST ARISEN, AROSE AS A POSSIBILITY IN SPRING OF 2016, IN MARCH, WHICH IS AN UNHEARD OF MOMENT TO BE LAUNCHING A NOVEMBER CAMPAIGN. BUT IT WAS REAL APPARENT, REAL FAST THAT THIS COMMUNITY WAS HUNGRY FOR US TO DO SOMETHING ON MOBILITY. NOW, THE QUESTION WAS HOW MUCH MONEY DO WE PUT TOWARD IT? AND, AND, AND, AND WHAT DO WE PUT IT TOWARD? THE INITIAL VOICES IN THAT, UH, WERE ASKING FOR US STEPPING OUT AND DOING A HUNDRED MILLION BOND. YOU RECALL THAT JUST TWO OR THREE YEARS EARLIER, WE HAD A HOUSING BOND AT 85 MILLION THAT FAILED. WE CAME BACK WITH A HOUSING BOND YEAR LATER, UH, UH, THANKS TO, TO THAT PERSISTENT COUNCIL THAT PROCEEDED OUR TEN ONE COUNCIL, UH, CAME BACK AT $65 MILLION. SO A HUNDRED MILLION DOLLARS MIGHT HAVE SOUNDED RIGHT FOR A TRANSPORTATION BOND, BUT THERE WAS A PUSH IN THIS COMMUNITY TO SAY, WE HAVE TO THINK BIGGER. WE HAVE TO THINK MORE TRANSFORMATIONAL. WE HAVE TO REALLY QUESTION THE PATH AND TRAJECTORY WE'RE ON IF WE'RE GONNA REALLY CHANGE THE LIFE IN THIS COMMUNITY. AND WE ENDED UP WITH A 720 MILLION BOND. THAT 720 MILLION BOND WAS MORE IN THAT ONE BOND THAN OUR CITY HAD BONDED FOR TRANSPORTATION IN THE PRECEDING 20 YEARS. CUMULATIVELY. I MEAN, IT WAS THAT SIGNIFICANT TO CHANGE. AND THEN THE CONVERSATION TURNED OUT, AS WE'RE DOING THAT BOND, COULD WE ACTUALLY PUT IN A LINED ITEM THAT WAS FOR ACTIVE TRANSPORTATION? COULD WE PUT A LINE IN THE BOND THAT TALKED ABOUT BUILDING OUT A BICYCLE NETWORK, THIS, IN A CITY THAT, THAT NEW BEYOND A SHADOW OF IT OUT THAT YOU COULD NEVER REALLY DO BICYCLE NETWORK IN AUSTIN BECAUSE IT'S TOO HOT TO BIKE IN THE SUMMER. AND THE EXAMPLES THAT WE HAVE IN NORTHERN EUROPE ARE REALLY GOOD FOR NORTHERN EUROPE. THAT HAS NOTHING TO DO WITH US, UH, BECAUSE WE'RE NOT LIKE NORTHERN EUROPE. WE PUT IN THAT LINE ITEM $20 MILLION FOR ACTIVE TRANSPORTATION THE FIRST TIME WE HAD DONE SOMETHING LIKE THAT, AS WE DIPPED OUR TOE INTO THAT WATER. AND THEN WE WENT INTO THE CAMPAIGN, I WAS PART OF MANY PEOPLE OUT EVERY DAY CAMPAIGNING FOR THAT BOND. AND AS I WENT AROUND THE CITY, ONE OF THE MOST POPULAR ASPECTS OF THAT ENTIRE $720 MILLION BOND WAS THE $20 MILLION THAT WAS BEING DEVOTED TO THE BICYCLE NETWORK. AND THE ADVOCATES IN THIS COMMUNITY, HUNGRY FOR A BICYCLE NETWORK, ADOPTED THAT $720 MILLION BOND AND WENT DOOR TO DOOR AND HANDED OUT LEAFLETS AND, AND, AND TALKED TO PEOPLE ABOUT THAT FUTURE FOR AUSTIN IN, IN MOBILITY. I, WE, WE WON THAT $720 MILLION BOND BY, BY AN UNPRECEDENTED NUMBER FOR A BOND THAT SIZE. AND I DON'T KNOW THAT IT WOULD'VE HAD THAT RESULT IF WE HADN'T HAD $20 MILLION FOR BICYCLE NETWORK, 40 MILLION FOR, FOR PATHWAYS AND TRAILS. I THINK THERE WAS $60 MILLION IN THAT BOND FOR ACTIVE TRANSPORTATION, 60 MILLION, WHICH WOULD'VE BEEN HUGE ALL BY ITSELF, BUT PART OF A BOND THAT, THAT, THAT, THAT WE'RE IN THE MIDDLE OF SPENDING NOW, THAT THAT'S, THAT'S, THAT IS CHANGING THE WAY OUR STREETS LOOK IN THIS CITY, CHANGING EXISTING RIGHT OF WAY TO PROVIDE FOR MOBILITY CHOICES, FOCUSING ON MOVING PEOPLE INSTEAD OF MOVING CARS TO BE FOLLOWED BY THE 2018 BOND, WHICH HAD MAINTENANCE FOR THOSE KINDS OF ACTIVITIES. AND THEN THE 2020 BOND, I HAD THE OPPORTUNITY [00:15:01] TO, TO TAKE THE SAME TRIP THAT, UH, MY COLLEAGUE TOOK, UH, TO, TO NORTHERN EUROPE. I WENT THERE WITH SECRETARY FOX, UH, SECRETARY OF TRANSPORTATION AT THE TIME, AND WITH A MAYOR FROM SOUTH BEND THAT WOULD LATER BE SECRETARY OF OF TRANSPORTATION. AND THAT WAS IN 20 16, 20 17 WAS, WHICH IS MIND BENDING, UH, FOR, FOR ME TO SEE A PARKING GARAGE WITH 27,000 BICYCLES IN IT, TO KNOW THAT A COMMUNITY COULD ACTUALLY BIKE IN HOT WEATHER OR DRIVING SNOW, UH, YOU JUST WEAR THE RIGHT CLOTHES TO, TO BE ABLE TO, TO DO IT, WAS, WAS SOMETHING THAT MADE IT EVEN THAT MUCH MORE REAL. BUT WE HAD ADVOCATES. WE HAD, UM, THE, THE, THE WALTON FAMILY COMING IN WITH FUNDING TO DO BICYCLE CAMPAIGN IN 20 17, 20 18, 20 19. EVERYBODY WORKING ON THIS POINTED TOWARD THIS TO WHERE IT WAS WHEN, WHEN, AND WE WERE LOOKING AT 2020 OF DOING PROJECT CONNECT. WE KNEW WE, WE COULDN'T JUST DO PROJECT CONNECT. WE HAD TO DOUBLE DOWN ON ACTIVE TRANSPORTATION SENTIMENT IN THIS COMMUNITY. AND WE SAID, WELL, WE DID 20 MILLION BEFORE, ACTUALLY WE DID PROBABLY 40. HOW MUCH COULD WE STRETCH IT IF WE DID JUST THIS? AND ARE WE BRAVE ENOUGH TO BE NAKED? PUT IT ON THE BALLOT, NAKED, NAKED, ACTIVE TRANSPORTATION? DO YOU WANT IT? IT'S BICYCLES. YES, IT'S BICYCLES AND IT'S TRAILS AND IT'S SAFETY. THAT'S WHAT THIS IS. WE'RE NOT GONNA HIDE IT IN ANYTHING ANYMORE. DOES DO OUR VALUES REFLECT THIS? UH, UH, COUNCIL MEMBER ELLIS PICKED UP THE LEAD ON THAT, AND, AND, AND WE STARTED OUT AT, OKAY, A HUNDRED, 200 EVERY TIME WE GOT TOGETHER, SOMEBODY SAID, NOW THAT WAS 250, RIGHT? AND WE SAID, UH, YEAH, YEAH, IT WAS 250 AND WE HAD TO GET TOGETHER THE NEXT TIME. AND SOMEONE WOULD START OUT THE MEETING BY SAYING, I LOVE THIS THING WE'RE DOING. WE TALKED ABOUT 300, RIGHT? SO THEN IT BECAME 300, AND UNTIL IT WAS WELL OVER $400 MILLION IN A, IN A, IN A DIRECT SOLICITATION OF OUR COMMUNITY TO GAUGE INTEREST. AND, AND IT PASSED, WHAT 70% WAS THE NUMBER IN THAT? NO OPPOSITION, NO OPPOSITION IN THIS CITY TO THAT KIND OF BOND FOR THAT KIND OF THING. THE NUMBERS THAT OUR STAFF PRESENTED AND OUR STAFF HAS DONE SUCH AN INCREDIBLE JOB, UH, IN THIS PROGRAM. UH, IN, IN LAYING OUT THE 2016 BOND, THERE WAS THE CONFIDENCE THAT PEOPLE FELT THERE WAS THE FACT THAT THEY COULD GO TO THE WEBSITE AND SEE WHERE EVERY PENNY WAS ALLOCATED AND HOW IT WAS BEING SPENT. THE TRANSPARENCY IN THIS PROCESS HAS BEEN INCREDIBLE. AND, AND, AND WE, WE, WE LAUNCHED THAT A CAMPAIGN AND, AND WON. THIS IS THE PRESENTATION THAT THE STAFF DID YESTERDAY SHOWING WHERE WE WERE IN, IN 22,000 AND 2010, INTER STARTED COMING UP IN 2012. YOU DON'T SEE IT ON THE GROUND, BUT IT LAID THE, THE GROUNDWORK FOR US. AND THEN IT'S LIKE A HOCKEY STICK. YOU KNOW, I, I THOUGHT ABOUT THIS A LOT. AND THE MOVEMENT IN OUR CITY, UH, WHEN I HAD THE OPPORTUNITY TO, TO, TO RIDE WITH, UH, THE QUEEN, UH, WHEN SHE WAS WITH US, UH, AND REMARKING ON THE RESOLUTION THAT OUR COUNCIL HAD PASSED THE PROCLAMATION, UH, DECLARING THE SPECIALNESS OF OUR RELATIONSHIP, UH, WITH, UH, WITH AMSTERDAM, UH, KNOWING THAT, THAT, THAT, THAT YOU GUYS REALLY ARE, ARE IN SIGNIFICANT DEGREE RESPONSIBLE FOR THE TRANSFORMATION IN THIS CITY. WE DROVE ON CONGRESS, UH, AVENUE BRIDGE, WE SAW THE BATS, OR AT LEAST WE SAW THE EYES OF THE BATS WITHIN THE BRIDGE, AND WE ENDED UP AT THE CAPITAL. AND, UH, I MUST TELL YOU, IT WAS REALLY AN EXCELLENT BIKE RIDE. I FELT SAFE ALL THE WAY THE, THE, THE BIKE LANES WERE MAGNIFICENT. SO I REALLY UNDERSTAND WHAT YOU HAVE BEEN DOING THESE PAST YEARS. IN FACT, WE HAVE A BIG HOUSING CHALLENGE IN THE NETHERLANDS. WE NEED TO BUILD 1 MILLION NEW HOUSES WITHIN THE NEXT 10 YEARS, WHICH ALSO PUTS A LOT OF STRAIN ON MOBILITY. WE ARE NOT ABLE TO, UH, HAVE THE SPACE FOR, UH, THE CARS AND THE HIGHWAYS FOR A MILLION MORE, UH, PEOPLE, OR ACTUALLY, IT'S MORE THAN THAT. IT'S A MILLION HOUSES. SO WE ARE LOOKING AT, UH, SMART MODES OF TRANSPORTATION, MORE USE OF TRANSIT, MORE USE OF CYCLING. AND I THINK THE SAME GOES FOR AUSTIN, WHICH IS ALSO A VERY GROWING CITY. SO THE SECOND ONE IS, UH, THE ENVIRONMENTAL ASPECTS, THE AIR POLLUTION. UM, CYCLING, UH, DOES NOT ADMIT ANYTHING. IT'S, IT DOESN'T GIVE OUT COT, [00:25:01] A CO2, SORRY. UM, IT'S ALSO GOOD FOR THE LOCAL AIR QUALITY. SO I THINK IT HELPS US, UM, WITH REACHING OUR GOALS AROUND AIR POLLUTION AND HEALTH. UM, WE ARE ALSO WORKING ON THE HEALTH OF OUR PEOPLE. WHILE, YOU KNOW, CYCLING IS VERY GOOD FOR YOUR HEALTH, UH, PEOPLE WHO CYCLE REGULARLY ARE HAPPIER, MORE PRODUCTIVE AND HEALTHIER, THEY, UH, LOSE LESS WORK. SO IT'S ACTUALLY QUITE, UH, SMART INVESTMENT. AND THE LAST ONE IS SOCIAL INCLUSION. WE BELIEVE, WE BELIEVE CYCLING CAN HELP WITH A MORE INCLUSIVE SOCIETY BECAUSE BICYCLING IS INEXPENSIVE AND IT'S, UM, EASY WAY TO, UH, GO TO WORK OR TO SCHOOL. SO THERE'S GROUPS OF PEOPLE WHO ARE NOT, UM, DON'T HAVE THE MEANS RIGHT NOW TO DO THAT, AND WE THINK CYCLING CAN HELP WITH THAT. NEXT SITE, PLEASE. UM, I'VE HEARD A LOT ABOUT ALL THE THINGS THAT NETHERLANDS HAS ALREADY DONE, BUT WE ARE ALSO STILL WORKING VERY HARD. UH, THERE'S STILL A LOT TO BE DONE. UH, ACTUALLY, WE'VE RECENTLY, UH, RELEASED A NATIONAL CYCLING VISION, 2040. IT WAS DEVELOPED, UH, IN CORPORATION WITH A LOT OF PARTIES WITH, UH, GOVERNMENTS, BUSINESSES, NGOS, KNOWLEDGE INSTITUTES, AND BICYCLING ADVOCATES. AND TOGETHER THEY BUILT THIS VISION, WHICH, UH, CONTAINS THREE MAIN PILLARS. THE FIRST ONE IS TO DEVELOP THE MAIN CYCLING ROUTES. UH, THE PURPOSE OF THAT IS TO CONNECT THE ENTIRE NETWORK. SO, UH, THAT IS POSSIBLE TO GO FROM ONE CITY TO THE NEXT AND TO HAVE ALL THE CYCLING CONNECTED. AS I LOOKED AT THE PRESENTATION YESTERDAY, UH, THAT NATHAN HAD, I KNOW IN AUSTIN YOU'RE DOING EXACTLY THE SAME THING, YOU KNOW, CONNECTING THE, THE DIFFERENT ROUTES. AND THIS IS DONE ON THE NATIONAL LEVEL. THE SECOND ONE IS INCREASE THE PARKING FACILITIES. AND INDEED, LIKE MAYOR LER SAID, THERE WERE ALREADY A LOT OF PARKING FACILITIES IN THE NETHERLANDS, BUT IF YOU HAVE AS MANY BICYCLES AS WE DO, PARKING IS A CONSTANT CHALLENGE. SO WE ARE CONSTANTLY WORKING TO BUILD NEW PARKING FACILITIES OR TO INNOVATE THEM. AND THE THIRD ONE IS TO FURTHER PROMOTE, UH, THE USE OF THE CYCLE BICYCLE, BECAUSE THERE'S STILL PEOPLE WHO ARE NOT CYCLING. AND WITH ALL THE BENEFITS I MENTIONED PREVIOUSLY, WE THINK THAT IT WOULD BE HELPFUL TO HAVE EVEN MORE PEOPLE USING THEIR BICYCLE. UH, WE DON'T DO ROYAL VISITS EVERY YEAR. ACTUALLY, THE PREVIOUS ONE WAS IN 2015. SO , THIS WAS QUITE, UH, AN EVENT AND THAT, UH, AUSTIN WAS SELECTED TO BE THE CITY TO GO TO. UH, AND WE ARE, UH, A PUBLIC PRIVATE PARTNERSHIP OF NEARLY A HUNDRED ORGANIZATIONS FROM ACROSS THE NETHERLANDS, UH, INCLUDING THREE OF WHOM YOU'LL YOU'LL HEAR FROM TODAY, UH, THAT ARE WORKING IN THE FIELD OF CYCLING INTERNATIONALLY. SO IT'S PRIVATE CONSULTANTS, ENGINEERS, TRANSPORTATION PLANNERS, BICYCLE MANUFACTURERS LIKE ELLE, UH, BICYCLE PARKING MANUFACTURERS. UM, SO I'M, I'M PERSONALLY REALLY EXCITED AND PROUD OF LIKE A, AN AMAZING STORY AND KIND OF PROGRESSION THAT'S HAPPENED HERE IN AUSTIN. BUT THERE'S ALSO KIND OF A HEAVINESS THAT COMES WITH THIS BECAUSE THERE ARE MANY, UM, CONTINUING CHALLENGES AND EVEN INTENSIFYING CHALLENGES THAT OUR COMMUNITY FACES THAT, UH, WE LOOK TO TAKE HEAD ON. AND, YOU KNOW, THESE ARE THINGS THAT ARE NOT GONNA HAVE EASY SOLUTIONS, AND WE MAY NOT EVEN LIKE THE OUTCOMES OF THE SOLUTIONS. SO, UH, I WAS REMINDED THIS MORNING, UM, HOW IMPORTANT IT IS TO MAKE SURE THAT THERE ARE DIVERSE VOICES IN THE ROOM. SO THANK YOU. UM, AND I THINK WE SHOULD START WITH AN ACKNOWLEDGEMENT THAT, UH, WHILE THIS DUTCH CULTURAL EXCHANGE AND THIS KNOWLEDGE IM DEPART IS COMING FROM A LARGELY WHITE COUNTRY, IT IS AN IMPERIAL COUNTRY. UH, US CANNOT JUDGE IN THAT REGARD. UH, WE HAVE SYSTEMIC DISCRIMINATION AND RACISM STILL IN THIS COUNTRY AND LONG HELD, AND THAT STILL AFFECTS KIND OF THE ECONOMICS, THE DISPLACEMENT, THE AFFORDABILITY PRESSURES THAT ARE AFFECTING EVERYTHING THAT WE DO. SO THAT'S THE HEAVINESS PART. UM, AND YEAH, THE, THE MAYOR MENTIONED THE, UH, NUMBER ONE CHALLENGE BACK, YOU KNOW, IN THIS ERA, WHEN WE STARTED START THIS STORY WAS MOBILITY. IT WAS IN EVERY POLL. UH, NOW THE, THE STRONGEST ISSUE, AND I HAVE A SLIDE LATER TODAY, AND THE POLICY WORKSHOP IS AFFORDABILITY AND DISPLACEMENT. IT FAR OUTSTRIPS EVERYTHING ELSE. IT'S LIKE THREE TIMES BIGGER OF AN ISSUE THAN EVERY SINGLE OTHER ISSUE. SO OUR ISSUE NOW IS NOT GONNA BE WHAT IS THE BICYCLE NETWORK OR ARE OUR STREETS MULTIMODAL, OR ARE OUR STREETS SAFE? OUR BIGGEST ISSUE IS GONNA BE WHO HAS ACCESS TO HAVE MOBILITY CHOICE? WHO HAS ACCESS TO LIVE IN CITY OF AUSTIN? AND THIS IS SOMETHING THAT WE ARE GONNA HAVE TO GRAPPLE WITH, AND I THINK QUITE HARD. SO, UM, YOU KNOW, IT'S TANGENTIAL TO, THOSE ARE THE, YOU KNOW, SHADE, HEAT, WHO'S VULNERABLE TO SHADE AND HEAT AND CLIMATE THAT ARE GONNA, YOU KNOW, BE THE GLOBAL GRAPPLING THAT, YOU KNOW, THESE ARE ALL, UM, VERY INTERRELATED AND PART OF. SO WITH ALL THAT [00:35:01] SAID, UH, I DO WANNA SAY, UH, IN REFLECTING IN JUST THE KIND OF MOMENT, AND I THINK THIS GATHERING, UM, AND THE, THE KIND OF REKINDLING OF THIS CONVERSATION AND THE KNOWLEDGE EXCHANGE, UH, IS DEFINITELY A MOMENT IN THE PROGRESSION OF THIS CITY TO BETTER UNDERSTAND HOW TO PERFORM MOBILITY, HOW TO INTEGRATE THAT WITH LAND PLANNING AND OTHER AFFORDABILITY POLICIES AND ECOLOGICAL POLICIES. SO WE WERE WALKING ON ALONG THAT ROAD WITH SOME CONSULTANTS AND PEOPLE FROM THE CITY AND NGOS. AND IN A LAND WHERE, WHERE YOU MAKE GOOD NIKE SHOES, YOU CANNOT WALK ALONG THAT STREET. SO IT WAS VERY STRANGE. IT WAS A LONG TRIP. SO WE CAME BACK BY UBER AND, UH, BUT THIS IS A RESULT OF HALF A DAY. SO WE, WE MET SOME DESIGNS WITH CYCLE TRACKS ON BOTH SIDES AND ALSO SOME IDEAS ABOUT RIGHT AWAY AND THINGS TO DEVELOP, UH, ALONG THAT ROAD. AND THE GOOD NEWS IS ANNA TOLD ME YESTERDAY, SO WE START IN JANUARY WITH REALIZING [00:45:01] THE FIRST PHASE, UH, THINK ABOUT INTERSECTION. THAT'S THE SECOND MAKE GOOD SAFE INTERSECTIONS. AND MAYBE WE WILL WORK IN SOME WORKSHOPS TODAY ON DESIGNING THOSE THINGS, WHAT HAPPENING HAPPENED IN AUSTIN. THERE HE IS, NATHAN. THANK YOU. ALL RIGHT. BUT EARLY RIGHT AFTER THE THINK BIKE VISIT, WE WERE DESIGNING THE THIRD STREET, UM, RECONSTRUCTION DOWNTOWN. AND WE HAD A CHOICE TO MAKE THE, THE US NATIONAL COLOR FOR PROTECTED BIKE. LANESS WAS GREEN. I WAS LIKE, HOW DO YOU GET A GREEN BIKE LANE? DO YOU PUT GREEN COLOR IN CONCRETE? IS THAT GONNA LOOK LIKE SEWAGE? SO WE DECIDED THAT WE WOULD GO DUTCH AND THE KIND OF EARTH END TERRACOTTA WOULD, WOULD BE A NICER KIND OF AESTHETIC TO BAKE INTO OUR CITY. SO THAT THAT'S NOW THE STANDARD COLOR. SO, UH, THE 2014 BICYCLE PLAN, UH, WAS A BIG MOMENT AND ONE OF THE, UH, YOU KNOW, THINK BIKE AND THE EARLY STUDY TOURS THAT RICHARD TALKED ABOUT AND THE BIKE PLAN WERE KIND OF THESE PIVOTAL, UH, PIECES THAT STARTED TO CHANGE THE WAY WE SAW THINGS. SO IN 2014, WE WORKSHOP THIS AND THINK BIKE A VISION SHIFT BETWEEN, YOU KNOW, BEFORE IN THE 2009 BICYCLE PLAN, IT WAS, WHAT CAN AUSTIN DO TO MAKE CYCLING BETTER? CUZ WE NEED TO MAKE IT BETTER FOR THOSE PEOPLE, RIGHT? AND THEN WE SHIFTED THAT TO SAY, WELL, BICYCLING IS JUST A TOOL AND THE DUTCH REALLY THINK ABOUT THIS REALLY WELL. IT'S JUST A TOOL. IT'S JUST LIKE A SHOE, IT'S JUST LIKE A CAR, IT'S JUST LIKE A BUS. AND HOW CAN WE USE THAT TOOL OF CYCLING TO MAKE THE CITY BETTER AND MEET OUR CITY GOALS. SO WE WERE PIGGYBACKING ON, UH, YOU KNOW, THE IMAGINE, IMAGINE AUSTIN VISION PLAN AND BICYCLING RELATED TO ALL THE EIGHT PRIORITY PROGRAMS. I DIDN'T KNOW I PUT THAT SLIDE BACK IN. UM, WE ALSO ALSO DID A DEMOGRAPHIC SURVEY, UM, AS WE WERE DOING THE 2014 BICYCLE PLAN TO SAY, YOU KNOW, UH, TEST HOW MANY PEOPLE WOULD RIDE IN ALL AGES AND ABILITIES FACILITIES. SO THE OLD APPROACH WITH PAINTED BIKE LANES 15%, WHICH I THINK IS QUITE GENEROUS, UH, THAT'S A PICTURE OF SOUTH LAMAR THAT RICHARD, YOU SAID IT WAS CRAZY, RIGHT? LIKE TO GO DOWN THERE, THERE, THERE YOU TOOK AN UBER BACK CUZ YOU DIDN'T FEEL SAFE. BUT, SO I DON'T THINK IT'S REALLY 15%, BUT THAT'S WHAT OUR, OUR STUDIES SHOWED. BUT IF WE SWITCH TO A PROTECTED BICYCLE LANE, ALL AGES AND ABILITIES APPROACH, IT WAS 55 TO 60%. THE, THE PERCENTAGES UNDOUBTEDLY HIGHER NOW, UM, BECAUSE THAT LAST CATEGORY OF NO WAY, NO HOW IS THE PEOPLE THAT AREN'T IN INTERESTED, PHYSICALLY ABLE. AND WHAT WE SEE OVER TIME IS THAT THAT SHRINKS AS YOU HAVE MORE AND MORE SAFE OPTIONS AND THIS BECOMES NORMALIZED. SO WE SHIFTED OUR STRATEGY TO ALL AGES AND ABILITIES AND THAT BIKE PLAN AND NOW IT'S THE MAJORITY OF THE POPULATION MIGHT BE INTERESTED IN GETTING AROUND IN A DIFFERENT WAY IF IT WERE SAFE. SO WHAT WE DID TO DO THAT, WE WERE RETROFITTING A KIND OF HORRIBLE TRANSPORTATION SYSTEM. AND IT'S NOT LIKE WE HAD A CITY WHERE TRAILS WERE PLANNED EVERYWHERE COMPREHENSIVELY, OR WE HAD GREAT STREETS THAT HAD PROTECTED BIKE LANES. WE HAD TO PUT IT EVERY LITTLE PIECE TOGETHER. SO PROTECTED BIKE LANES, QUIET STREETS, INTERSECTION TREATMENTS TO CROSS BUSY STREETS AND URBAN TRAILS TO CREATE A COMPREHENSIVE NETWORK. AND THIS IS ALL ABOUT GETTING PEOPLE FROM A TO B WHERE THEY NEED TO GO, WHERE THEY WANT TO GO, WHERE THE TRIPS MAKE SENSE TO GET AROUND IN A DIFFERENT WAY. AND I SAY A DIFFERENT WAY THAN DRIVING, WHICH WAS THE PARADIGM AT THE TIME THE DUTCH SHOWED US WHERE OUR SHORT TRIPS WERE. IT WAS VERY COOL. THEY TOOK OUR REGIONAL TRAFFIC MODELING DATA, WHICH I'M SKEPTICAL OF, BUT THEY PUT IT IN A MODEL. I COULDN'T READ THE UNITS ON THE WEB TOOL THAT THEY GAVE US. SO WE DID OUR OWN ANALYSIS AND THAT'S WHERE THE SHORT TRIPS ARE ALL OVER THE CITY. THERE'S A LOT OF 'EM TO CATCH. UM, AND WE PLANNED A NETWORK OF ALL AGES AND ABILITIES FACILITIES RIGHT ON TOP OF THOSE SHORT TRIPS. WE ALSO TOOK TO HEART THAT WE SHOULD CATCH TRANSIT. UM, YOU KNOW, VERY EXCITED WITH ALL THE PROJECT CONNECT INVESTMENT THAT WE'RE GONNA HAVE A LOT MORE TRANSIT TO FEED. UM, BUT THIS IS THE LAKELINE STATION SHOWING THAT THE LAND AREA IS 16 TIMES BIGGER. IF IT'S NOT JUST A WALKING RADIUS, IT'S A BI RADIUS. AND SEVERE SPAIN DID IT IN THREE AND THEY BUILT A COMPREHENSIVE CONNECTED ALL AGES AND ABILITIES NETWORK AND THEY HAD A VERY BIG BIKE SHARE. THEY DID IT SUPER QUICK AND THEY GOT A SUPER QUICK RESPONSE. SO WE'RE LIKE, WELL, LET'S PLAY CATCH UP. THE DUTCH TOLD US THAT, YOU KNOW, AND I I LOVE THAT THEY JUST THINK IN THESE KIND OF MATTER OF FACT TERMS OF LIKE, YOU KNOW, BICYCLES ARE GOOD FOR SHORT TRIPS, LESS THAN THREE MILES IS REASONABLE AND YOU SHOULD BE ABLE TO CATCH 15% OF THOSE TRIPS. NOTHING LIKE WHAT WE'RE CATCHING SOMETHING REASONABLE LIKE 15% FOR Y'ALL. SO WE RAN THE NUMBERS ON THOSE SHORT TRIPS THAT WE ANALYZED AND IF WE BUILT THAT NETWORK AND WE SAID, WHERE WOULD THAT NETWORK CATCH THE SHORT TRIPS? WE ESTIMATED THAT WE WOULD REDUCE MOTOR VEHICLE TRIPS TO DOWNTOWN BY 7%, WHICH IS A REALLY BIG DEAL. AND THEN WE, WE STARTED TO LOOK AT LIKE, WHAT DOES THAT MEAN? THAT'S 20,000 PEOPLE. THAT WAS THE SAME NUMBER OF PEOPLE THAT CAN USE THE NEW MANAGED LANES ON NORTH MOPAC OR THEY, THEY WERE BEING DESIGNED AND IN CONSTRUCTION AT THE TIME. SO WE PUT LIKE A KIND OF COST BENEFIT CASE OUT THERE OF, WELL WE SPENT 200 MILLION AS A REGION ON THIS MANAGED LANE PROJECT THAT MOVES 20,000 PEOPLE CLOSE TO DOWNTOWN BUT NOT ACTUALLY IN IT. AND WHO KNOWS ABOUT THE PARKING AND YOU KNOW, WHAT ABOUT THE INTERSECTIONS AS YOU GET CLOSE AND THE BICYCLE NETWORK FOR LESS MONEY WOULD DO THE SAME THING IN TERMS OF PEOPLE MOVING CAPACITY. AND THERE'S ALL THESE OTHER BENEFITS, NOT JUST TO THAT AREA. THERE'S JUST CITYWIDE REDUCTIONS IN TRIPS. THERE'S REDUCTIONS IN CARBON DIRECT, $170 MILLION ESTIMATED. I USED A, WHAT IS THE COST OF DRIVING CALCULATOR? $170 MILLION A YEAR IN DIRECT SAVINGS TO PEOPLE THAT WOULD BE GETTING AROUND IN A DIFFERENT WAY. AND PHYSICAL ACTIVITY, YOU KNOW, NOW IN I THINK FRONT AND CENTER IN THE PANDEMIC ERA, MENTAL HEALTH, YOU KNOW, HAS IMPLICATIONS ON MANY DIFFERENT KIND OF PARTS OF SOCIETY. SO 2016 IS KIND OF, UM, THAT WAS ALL THE SETUP TIME WHERE WE FORMULATED THESE PLANS AND LAID A VISION OUT. AND IN 2016 WE ACTUALLY, UH, GOT SOME TRACTION ON PUTTING OUR MONEY WHERE OUR, UH, YOU KNOW, ASPIRATIONS WERE OR SO THERE WAS A, A PROCESS I GUESS THAT STARTED IN MARCH OF 2020, UH, AHEAD OF THE ELECTION, WHICH WAS UNPRECEDENTED. BUT THERE WAS A, A NICU RAN THIS PROCESS, I THINK A MOBILITY ATX AND THE NUMBER ONE REQUEST WAS TO BUILD OUT THE ALL AGES AND ABILITIES BICYCLE NETWORK AS KIND OF A ADOPTED PLANNER. I FEEL LIKE THAT'S A HUGE SUCCESS THAT WE LAID OUT A VISION THAT WAS COMPELLING, COMPREHENSIVE AND SOLVED PROBLEMS AND PEOPLE LATCHED ONTO IT. THEN WE VOTED AND WE ENDED UP WITH, FROM A MODAL PERSPECTIVE, THE MOST PROGRESSIVE MOBILITY BOND. AND UH, LIKE THE MAYOR SAID, THE LARGEST ONE WE HAD EVER VOTED ON AS A CITY, 720 MILLION STRICT TIMELINE CONTRACT WITH THE VOTERS EIGHT YEARS. AND IT KIND OF GAVE BIRTH TO THIS MODERN ERA OF PROGRAMS. AND I'LL JUST SAY THE PROGRAMS CUZ IT'S REALLY IMPORTANT. THERE'S THE CORRIDOR PROGRAM, SO THAT THEIR JOB IS THE NINE CORRIDORS, UH, THE BIKEWAYS ON STREET PROGRAM. THE URBAN TRAILS PROGRAM, SAFE ROUTES TO SCHOOL PROGRAM, SAFE, UH, SIDEWALKS, SUBSTANDARD STREETS, AND VISION ZERO SAFETY. UM, AND I'LL TALK MORE ABOUT WHAT THOSE PROGRAMS MEAN IN 2020 WE RE-UPPED THOSE PROGRAMS AND AN EVEN MORE PROGRESSIVE FROM A MOBILITY, UM, KIND OF OPTIONS PERSPECTIVE. UH, THIS WAS ALL ACTIVE TRANSPORTATION AND SAFETY. UM, $420 MILLION IN AN EVEN STRICTER, WELL I SAY SEVEN YEARS, BUT IT WAS SIX YEARS WITH A BONUS PLANNING YEAR. AND THIS IS WHAT THOSE INVESTMENTS LOOK LIKE IN TIME. THE GREEN LINE IS THE CUMULATIVE INVESTMENT, AND THIS IS JUST FROM, UM, I PULLED SIDEWALKS OUT OF THIS, THIS IS JUST, THIS IS THINK BIKE, SO I'VE GOT THAT HAT ON. THIS IS BIKE AND TRAIL FUNDING, UH, THROUGHOUT ALL THE WAY BACK TO 1998 IN THE CITY OF AUSTIN. SO YOU CAN SEE HOW BIG WE HAD BASICALLY VERY LITTLE RESOURCES. AND THEN IN THAT 20 12, 20 13, 20 14, UH, THE STUDY TOUR, [00:55:01] THE THINK BIKE EVENT AND THE BIKE PLAN LAID THIS FOUNDATION FOR OUR COMMUNITY TO MAKE A PRETTY BIG PIVOT. AND YOU CAN SEE 2016 ECLIPSED ALL PRIOR FUNDING, 2020 DID IT AGAIN. SO ABOUT THE PROGRAMS, AND THIS IS, UM, I GUESS I DIDN'T EXACTLY SAY WHY I WAS SO EXCITED TO SHARE THIS STORY WITH Y'ALL. ONE IS TO SHARE BACK TO THE DUTCH KIND OF THE, UH, WHAT HAS HAPPENED WITH THE KIND OF GENEROSITY OF THEIR KNOWLEDGE TRANSFER. AND THE OTHER IS TO SHARE BACK TO A BROAD GROUP OF PEOPLE THAT HAVE BEEN WORKING HARD FOR A LONG TIME. UH, ALSO LIKE WHAT IS BEHIND THE STORY AND, AND HOW DID IT HAPPEN? SO FOR ALL THE WONKS OUT THERE, PROGRAMS ARE IMPORTANT AND GENERALLY YOU SHOULD STICK TO PROGRAMS, NOT NAME PROJECTS. AND THERE'S PLACES FOR NAME PROJECTS, PROGRAMS FOLLOW THEIR PLANS. SO THEIR PLANS HAVE TO BE GOOD, THEY HAVE TO BE EQUITABLE. UH, AND THE PROGRAMS FOLLOW THEIR PRIORITIZATION AND IDENTIFIED NEED. THIS, THIS MEANS THAT WHEN YOU'RE SETTING A BOND REFERENDUM, YOU DON'T HAVE TO PICK THE PROJECTS, YOU JUST TRUST IN THE PROGRAMS. SO THE PROGRAMS ARE FLEXIBLE TO SEIZE OPPORTUNITY TO PIVOT, TO COORDINATE, TO LEVERAGE. UM, WE'VE BAKED IN, YOU KNOW, THE 20 16, 20 20 BOND. IT'S BEEN A PRIVILEGE TO BE PART OF LIKE THE TIGHTEST MANAGED, UH, UH, FUNDING PROGRAMS I'VE EVER SEEN AT THE CITY. UM, AND THIS COMES WITH REALLY GOOD RESULT. AND ONE OF THE PIECES THAT'S PART OF THAT IS THAT THERE'S ACCOUNTABILITY, THERE'S TRANSPARENCY, THERE'S TRUST BUILDING. WE PUBLISH OUR WORK PLANS ANNUALLY TO THE PUBLIC. WE GET FEEDBACK ON THOSE WORK PLANS. WE GET FEEDBACK ON THE PROJECTS BEFORE WE DO 'EM. THERE'S COMPREHENSIVE LAYERS, UM, OF THIS TRANSPARENCY AND TRUST BUILDING. AND THEN THE LAST POINT IS REALLY IMPORTANT. THIS WORK DOESN'T HAPPEN ON ITS OWN. UH, WHEN I WAS HIRED, I THINK A UNIQUE FOURTH PERSON WORKING FOR NOT CARS, YOU KNOW, LIKE THERE WERE FOUR OTHER PEOPLE BUILDING SIDEWALKS. WE CANNOT DO WHAT WE'RE DOING TODAY WITH EIGHT PEOPLE. YOU KNOW, THAT IS IMPOSSIBLE. SO DEVELOPING SPECIALIZED TEAMS UNDER THESE PROGRAMS THAT UNDERSTAND SAFE ROUTES TO SCHOOL, THAT UNDERSTAND HOW TO BUILD URBAN TRAILS AND DEAL WITH, UH, SENSITIVITIES AROUND ENVIRONMENTAL FEATURES THAT UNDERSTAND HOW TO TALK ABOUT STREETS IN A MULTIMODAL WAY AND, AND RETROFIT BIKE WAYS IN. SO BUILDING THE CAPACITY IN SCALING THOSE PROGRAMS IS SUPER IMPORTANT. AND, AND THIS IS KIND OF JUST A FLOW CHART OF WHAT, HOW THAT PLAYS OUT. THE ELECTED OFFICIALS AND THE VOTERS SAY WHAT IS THE NEED AND AT WHAT LEVEL? AND THEN THE PROGRAMS, UH, DEVELOP THE PROJECTS AND THE PRIORITIZATIONS AND UH, YOU KNOW, BUILD THE TRUST. AND THEN THE PROJECTS THEMSELVES ARE LIKE THEIR, THEIR OWN LITTLE ENTITIES THAT HAVE TO DEVELOP AND MATURE. AND THIS IS A VERY POWERFUL APPROACH. SO THERE'S ONE OTHER KIND OF NERDY BUREAUCRATIC STORY THAT'S I THINK IMPORTANT TO EVERYBODY IN HERE UNDERSTAND. UH, AND THIS GETS BACK TO THE, THE BENEFITS OF BEING REALLY TIGHTLY MANAGED IN, IN OUR BOND DELIVERY STARTING IN 2016. SO THIS IS JUST THE BIKEWAYS PROGRAM, UH, BECAUSE I COULD PULL IT REALLY EASILY. YOU KNOW, WE CAN'T TURN ON THE SWITCH OVERNIGHT AND BE DELIVERING PROJECTS THAT WE HAVEN'T DEVELOPED, RIGHT? WE HAD TO STAFF UP, BUILD CAPACITY, BUILD EXPERTISE, DEVELOP THE PROJECTS. SO WE WERE RIGHT ON TRACK AND WE SAID THAT THIS IS REALLY A DECISION ABOUT DO WE PLATEAU THE PRODUCTION AND THE TRANSFORMATION OF OUR STREETS IN 26 FROM THE 2016 BOND AT $4 MILLION OF TRANSFORMATION A YEAR? OR DO WE CONTINUE TO RAMP UP INSTEAD OF PLATEAU AND [01:00:01] GET TO $10 MILLION OF TRANSFORMATION A YEAR. SO I HOPE I DIDN'T GET TOO NERDY, BUT I THINK THAT'S A REALLY IMPORTANT IDEA OF HOW YOU MANAGE THESE TYPES OF INVESTMENTS AND TALK ABOUT A PROGRAM SCALE. SO THIS IS THE PERFORMANCE MONITORING, THIS IS THAT THE BLUE IS THE BASELINE SPENDING CURVE. SO FROM 2014 TO 2016, SO THIS IS, THIS IS WHEN THE MONEY ARRIVED AND WE STARTED BUILDING THAT CAPACITY. THIRD STREET USED TO LOOK LIKE THIS, THREE AND FOUR LANES. SOME OF IT WAS ONE WAY, SOME OF IT WAS TWO WAY TONS OF PARKING. NOW IT LOOKS LIKE THIS AND THIS 2016 TO 2018, YOU CAN SEE WE'RE STARTING TO RAMP UP THE PROJECTS. THEY PUT LIGHTING ALONG THAT TRAIL. UM, PLAZA SALTILLO USED TO LOOK LIKE THAT, LIKE A RAIL YARD. UM, AND NOW NEW DEVELOPMENT, AFFORDABLE HOUSING, GREAT TRAIL DOWNTOWN STATION. UM, AND WE HAD THE FIRST CAR TRAFFIC JAM IN THE 1950S AND IN THE 19, AND AS D ROSE, WE HAD THE FIRST BICYCLE TRAFFIC JAM. UM, SO WE CHANGED SOMETHING AROUND, UH, DURING THOSE YEARS. LIKE IT WAS MENTIONED BEFORE THAT, UH, AND THE NETHERLANDS WASN'T ALWAYS LIKE THIS. UM, SO THIS IS WHAT OUR CITY CENTER USED TO LOOK LIKE. WE BUILT THIS HIGHWAY IN THE MIDDLE OF OUR CITY, DOWNTOWN AREA. UH, IT'S A SIX LANE HIGHWAY THAT'S, UH, I'M GOING AN UNDERPASS. AND THEN THERE'S MORE SPACE FOR CARS ON THE, UH, GROUND LEVEL. UM, YEAH, IT'S, AND WE CHANGED THAT. WE, IN THE NINETIES, WE DECIDED WE WANTED TO BE A DIFFERENT KIND OF CITY, AND THIS IS WHAT IT LOOKS LIKE TODAY. YEAH. SO WE DECIDED WE WANT A BIT MORE SPACE FOR PEOPLE, UH, PEOPLE, UH, ABLE TO RELAX, UM, HAVE A BIT OF A COOL SPACE IN THE CITY. UM, HAVE A BIT OF, UH, SOCIAL, UH, SPACE TO, TO CONNECT TO EACH OTHER, MEET EACH OTHER, AND IT'S ONE OF OUR MOST POPULAR, UH, WALKING ROUTE. YOU CAN GO ON A BOAT ALL AROUND THE CITY CENTER. UH, WE, WE WANT HEALTHY URBAN LIVING FOR EVERYONE, EVERYONE TO BE ABLE TO GO OUT OF THEIR DOOR AND, UM, ENJOY THE PUBLIC SPACE, ENJOY GREENERY, UH, BE CONNECTED, UM, HAVE A HOUSE TO LIVE IN, UM, THAT'S AFFORDABLE. SO NOT JUST ONE CITY CENTER WHERE EVERYONE HAS TO GO, UM, BUT LOTS OF DIFFERENT PLACES WHERE WE WILL INVEST IN THE PLACES WHERE THERE'S, UH, TRANSIT, UM, WHERE THAT'S ALWAYS 10 MINUTES FROM THE OUTER PARTS OF THE CITY. UM, AND INVESTING OF COURSE IN ACCESS TO GREENERY, MEANING, UH, INSIDE OF THE CITY CENTER, THERE'S ALWAYS, UH, IN INVESTMENTS IN EVERY ASPECT OF PUBLIC SPACE. SO THE 2014 MOBILITY VISION, UM, IS A CONCEPT OF YOUR STREET AND OUR CITY, HEALTHY, ATTRACTIVE, AND ACCESSIBLE FOR EVERYONE. IT HAS FIVE GUIDING PRINCIPLES. AND ERICA, FROM JUST A, HOW ARE WE GONNA TACKLE SOME OF THESE INCREDIBLE PRESSURES THAT WE FEEL AS A CITY, UM, KIND OF GETTING, HOW CAN BIKES BE A TOOL FOR SOME OF THOSE, THOSE REALLY DEEPLY FELT CONCERNS? AND I'D LOVE TO JUST HAVE YOU ALL SHARE A LITTLE BIT OF WHAT YOU TOOK AWAY FROM THIS MORNING. YEAH. THANK YOU FOR THAT, LAURA. THAT I THINK WHAT WE'RE ALL HERE TODAY TO DO IS TO SAY WE'VE COME A LONG WAY AND THERE'S A LONG WAY TO GO. AND I THINK WHAT'S BEEN VERY CLEAR THROUGH ALL THE PRESENTATIONS IS THAT IT'S NOT JUST ABOUT BIKING OR WALKING ONE MODE OF TRAVEL. WE'RE NOT JUST TALKING ABOUT MOBILITY. WE'RE TALKING ABOUT HOW THAT INTEGRATES IN WITH OTHER SYSTEMS, HOW THAT PLAYS OUT WITH OTHER POLICY GOALS THAT WE HAVE AROUND COMMUNITY HEALTH, AROUND ECONOMIC ACCESS AND ACTIVITY. AND YOU CAN SEE THAT PLAY OUT IN ALL THE, ALL THE DISCUSSIONS SO FAR. AND I THINK IN THE WORKSHOPS TODAY TOO. AND I ALSO APPRECIATE THAT FIRST QUESTION WE RECEIVED. IT'S ABOUT CENTERING PEOPLE IN THIS DISCUSSION AND NOT CENTERING ONE MODE OF TRAVEL WHEN WE TALK ABOUT EDUCATION OR ENFORCEMENT. UH, WE TALK ABOUT ENGINEERING, YOU KNOW, WE'VE REALLY MOVED AWAY, I THINK IN THE, IN THE US LOOKING WELL BEYOND THOSE KIND OF THREES, FOUR E'S AS THAT FRAMEWORK AND, AND MORE OF THAT SAFE SYSTEMS APPROACH WHERE WE SAY WE'VE GOTTA HAVE THE, THE ENGINEERING BE DONE IN A WAY THAT WE HAVE A BUILT ENVIRONMENT THAT DOESN'T REQUIRE PEOPLE TO MAKE THOSE BAD DECISIONS, ENABLES PEOPLE TO HAVE EASIER DECISIONS TO MAKE THE SAFE CHOICE TO GET AROUND AND, AND HAVE THAT OPPORTUNITY TO DO THAT. SO I THINK THAT'S WHAT WE'LL TALK ABOUT THIS AFTERNOON, IS WHERE WE ARE AS A, AS A COUNTRY, AS A STATE, AS A CITY, AS IT RELATES TO KIND OF THE GOALS THAT WE'VE SEEN AND ALREADY KIND OF THE INSPIRATION THAT WE'VE SEEN THIS MORNING FROM THE PRESENTATIONS. AND SO THAT'S WHAT I'M MOST EXCITED ABOUT IS, IS THINKING MORE SYSTEMICALLY, THINKING ABOUT NOT JUST ONE MODE OF TRAVEL, BUT MOBILITY AND HOW IT FITS INTO ALL OF OUR OTHER POLICY GOALS. HOW DO WE TRANSLATE THAT POLICY INTO ACTION? WHICH IS THE KEY QUESTION. THANKS LOUIS. UH, I WILL SAY NOW THAT I'M WORKING A HUNDRED PERCENT, UM, ON A TRY AGENCY APPROACH TO IMPLEMENTING HIGH CAPACITY TRANSIT IN OUR CITY THAT WE'RE JUST GETTING STARTED WITH. YOU KNOW, I THINK IF RICHARD AND HIS TEAM COME BACK IN 10 YEARS, UM, WE'LL HAVE, HOPEFULLY LIGHT RAIL REVENUE SERVICE STARTED AND IT'S INTEGRATED WITH WALKING AND BICYCLING CARS, YOU KNOW, EVERYTHING'S WORKING REALLY WELL. BUT ONE OF THE CHALLENGES, LAURA, I APPRECIATE THE QUESTION VERY MUCH BECAUSE AS I GO SEAMLESSLY FROM WORKING IN BIKE P AND NOW WORKING IN TRANSIT, I BRING THAT PERSPECTIVE TO THE AUSTIN TRANSIT PARTNERSHIP, WHICH IS OUR NEW AGENCY THAT'S PART OF IMPLEMENTATION OF TRANSIT. AND I WILL SAY THE, THE BENEFIT OF AUSTIN BEING SO PROGRESSIVE WITH OUR BIKE NETWORK IS FANTASTIC. BUT WHEN WE TALK ABOUT THE LABOR FORCE WITH THE EXPERTISE TO BUILD LIGHT, BUILD LIGHT RAIL AND EXTENSIVE TRANSIT BUS, RAPID TRANSIT, WE ARE PICKING A LABOR POOL FROM OTHER CITIES IN THE US WHO AREN'T AS ADVANCED IN BICYCLE PROTECTED BICYCLE DESIGN AS WE ARE. AND IT'S ALMOST AS IF ON THE INSIDE OF THE WALLS, WE'RE HAVING TO REEDUCATE, UM, ENGINEERS AND PLANNERS AND DESIGNERS ABOUT GOOD BICYCLE DESIGN AND PEDESTRIAN DESIGN AS WELL AS WHAT OUR PLANS ARE AND THE EXPECTATIONS OF AUSTIN AND THE CONTEXT OF AUSTIN TO NOT LOSE THAT AS WE BUILD, UM, OUR, OUR TRANSIT SYSTEM. AND SO MY COMMITMENT, UM, AND I LOVE THAT THIS IS HAPPENING BECAUSE IT'S HELPING, UM, IS TO KEEP THAT TORCH BURNING AS WE START TRYING TO, UM, IMPLEMENT TRANSIT, WHICH IS SO IMPORTANT TO EVERYTHING THAT WE'RE DOING. IT ALL HAS TO WORK TOGETHER. SO, UM, THAT'S MY PERSPECTIVE IS, IS JUST HOW DO WE KEEP THE FOCUS STILL ON CONTIN THAT THAT BIKES AND WALKING ARE JUST AS IMPORTANT AS THE TRANSIT. AND THERE'S GONNA BE SOME HEAVY QUESTIONS FOR, FOR YOU ERIC AND, AND RICHARD AND, AND ALL OF YOU LATER OF, YOU KNOW, WHAT, HOW DO THE DUTCH LOOK AT THE TRADE OFFS? BECAUSE THAT'S SOMETHING THAT WE'RE, WE'VE ALWAYS GRAPPLED WITH. LIKE, IF YOU ONLY HAVE SO MUCH ROOM, DO YOU SPEND MORE MONEY ON BUYING REAL ESTATE AND POTENTIALLY DISPLACE, UH, HOUSING OR [02:15:01] DISPLACE BUSINESSES? OR HOW DO YOU DO THAT TRADE OFF? WHAT'S THE MOST IMPORTANT? AND I WOULD REALLY LOVE TO HEAR HOW THE DUTCH APPROACH THAT QUESTION. SO THANK YOU.
