[CALL TO ORDER] [00:00:04] OF THE BOND OVERSIGHT COMMISSION. WE'LL GO AHEAD AND, UH, GET STARTED HERE WITH, UH, ROLL CALL. WE'LL START WITH, UH, FOLKS ONLINE. COMMISSIONER MCNABB, IF YOU COULD JUST SAY, HERE, HERE, UH, COMMISSIONER JOHAN. HERE. MR. CURRY. HERE. COMMISSIONER EATER? HERE. COMMISSIONER BENES HERE. OKAY. ANYONE ELSE? ALL RIGHT. WE'LL GO AHEAD AND GET STARTED. UM, UH, ANY PUBLIC COMMUNICATION TODAY? NONE. OKAY. WE'LL JUMP RIGHT INTO THE [1. Approval of the minutes of the Regular meeting of the Bond Oversight Commission on September 21, 2022.] APPROVAL OF MINUTES THEN FROM, UH, SEPTEMBER 21ST. IS THERE A MOTION TO APPROVE? I WOULD MAKE A MOTION THAT WE APPROVE THE MINUTES AS NOTED. ALL RIGHT. IS THERE A SECOND? SECOND. SECOND. SECOND. OKAY. UH, ALL THOSE IN FAVOR OF APPROVAL OF MINUTES FOR SEPTEMBER 21ST, SAY, I, I, AYE. ANY OPPOSED NAME? ALL RIGHT. THAT PASSAGE UNANIMOUSLY, WE'RE ROLLING RIGHT ALONG INTO, [2. Staff Briefing from the Parks and Recreation Department on Proposition C of the 2018 Bond Program.] UH, STAFF BRIEFING. WE HAVE, UH, PARKS AND REC DEPARTMENT ON PROP C, THE 2018 BOND PROGRAM. DON'T YOU TAKE IT AWAY. HEY, THIS IS STEPHEN LYNNETTE, CAPITAL IMPROVEMENT PROGRAM MANAGER WITH THE PARKS AND RECREATION DEPARTMENT HERE WITH AN UPDATE ON PARKS AND RECREATIONS PROPOSITION C FROM THE 2018 BOND PROGRAM. OH, THERE WE GO. OKAY. SO THIS IS JUST OUR, UM, A TYPICAL SLIDE THAT WE HAVE, WHICH, UM, REITERATES THE, UM, BOND LANGUAGE, UM, THAT THE VOTERS ARE APPROVED. WE'RE ON AN EIGHT YEAR TIMELINE FOR THIS, UH, PROPOSITION, AND WE HAVE REFERENCED THE VALID LANGUAGE AND CONTRACT WITH THE VOTERS AS WELL. NEXT SLIDE. UH, FOR THIS, WE'RE LOOKING AT A TOTAL OF $149 MILLION. WE ARE A HUNDRED PERCENT APPROPRIATE AND 38%, UH, COMMITTED WITH A 92 MILLION AVAILABLE BALANCE, AND WE HAVE ISSUED TO, TO DATE IN OUR BONDS, UH, 43.275 MILLION. AND THESE NUMBERS ARE, UM, PRELIMINARY CLOSE NUMBERS FROM F Y 22 FOR EXPENSES. AND THIS, UH, INCLUDES THE ISSUANCE, UH, THAT YOU WERE BRIEFED ON, UH, JUST LAST MONTH. NEXT SLIDE. UH, WE CAN SEE, UH, OUR SPENDING CURVE HERE, WHICH IS, UH, CARRYING ALONG PRETTY STEADY. UM, AS A REMINDER, LAND ACQUISITION IS NOT PROJECTED IN WHO OUR SPENDING PLANS JUST BECAUSE OF THE, UH, NATURE OF THE UNCERTAINTY, AS WELL AS JUST NOT WANTING TO GIVE OUR AWAY OUR HAND IN WHAT, UH, PURCHASES WE MAY BE PROCEEDING WITH. UM, BUT WE ARE CARRYING ON WITH THAT SPENDING. NEXT SLIDE. ALL RIGHT, SO I'LL TAKE IT BACK FROM HERE. UM, JUST SOME SUMMARY INFORMATION FROM HOW THIS ALL STARTED. BACK IN 2018. THE COUNCIL'S CONTRACT WITH THE VOTERS FOR PROPOSITION C. UM, SET ASIDE SOME, UM, PRIORITIES FOR DEVELOPING OUR BOND PROGRAM AND SELECTING WHICH PROJECTS WE WERE GOING TO HAVE WITHIN THE PROGRAM. UM, THEY HAD GOALS OF IMPROVING PARK ACCESS, RENEWING AND, AND REINVESTING IN AGING FACILITIES, IMPROVING EQUITY THROUGH INVESTMENT IN UNDERSERVED COMMUNITIES AND ADVANCING HEALTH AND ENVIRONMENT INDICATORS IN THE STRATEGIC DIRECTION. 23, UM, PLAN. THE PROPOSITION WAS FOR 149 MILLION, AS TINA SAID. UM, IT WAS SPLIT INTO FIVE CATEGORIES, PARKLAND ACQUISITION, AQUATICS, PARKLAND IMPROVEMENTS, BUILDING RENOVATIONS AND INFRASTRUCTURE. AND WITHIN THOSE PROGRAMS, WE HAD THE LATITUDE AT PARKS AND RECREATION TO PRIORITIZE PROJECTS THAT MET THOSE INDICATORS THAT COUNCIL, UM, SET FORTH AND PUT FORTH IN THE CONTRACT WITH THE VOTERS. UM, AS A REMINDER, WE GOT OUR FIRST APPROPRIATIONS BACK IN MARCH, 2019. SO WE'RE ABOUT THREE AND A HALF YEARS INTO PROGRAMS. [00:05:01] THE PROGRAMS IMPLEMENTATION NOW. UM, SO WE'RE A LITTLE BIT LESS THAN HALFWAY THROUGH THE EIGHT YEAR TIMELINE. UM, TO DATE, WE'VE FUNDED ALMOST A HUNDRED CAPITAL PROJECTS, OR AT LEAST IN PART, AND ABOUT 40 PARK LINE ACQUISITION EFFORTS HAVE BEEN STARTED OR HAD 2018 BOND FUNDING CONTRIBUTING TO THEM. AT THIS POINT IN THE PROGRAM, WE'RE FAIRLY CLOSE TO ASSIGNING OUT ALL OF THE MONEY THAT WE HAD. THERE'S ABOUT $30 MILLION TOTAL LEFT OVER TO BE ASSIGNED. MORE THAN HALF OF THAT'S FOR PARKLAND ACQUISITIONS. THE BULK OF THE REST OF IT WE'RE HOLDING AS PROGRAMMATIC CONTINGENCIES. WE'LL START A FEW MORE PROJECTS, BUT WITH THE UNCERTAINTY IN THE CONSTRUCTION MARKET NOW, WE ARE BEING PRETTY CAREFUL WITH STARTING NEW PROJECTS THAT WE'RE NOT SURE WE'LL BE ABLE, WE'LL BE ABLE TO COMPLETE. UM, WE ARE STARTING ON A NUMBER OF PLANNING EFFORTS FOR THE NEXT BOND PROGRAM, UM, AND HAVE ANOTHER, A NUMBER OF VISION, UH, CONCEPT AND FACILITY EXPANSION PLANS THAT HAVE ALSO OCCURRED IN THE PAST FEW YEARS OR ARE IN PROGRESS NOW THAT WILL HELP US PLAN THE NEXT BOND PROGRAM. STARTING OFF PROGRAM BY PROGRAM. UM, WITHIN THE AQUATICS PROGRAM, WE HAD $40 MILLION. UM, MUCH OF WHAT, UH, WE'VE DECIDED TO DO IN THE PROGRAM WAS BASED OFF THE WORK COMPLETED DURING THE AQUATICS, UM, VISION PLANNING PROCESS. UM, THIS WAS PASSED JUST BEFORE THE 2018 BOND HAPPENED IN FEBRUARY, 2018 BY COUNCIL. UM, IT'S SET FORTH GOALS FOR THE ENTIRE POOL SYSTEM, UM, AQUATIC SYSTEM FOR THE CITY, UM, NAMING DIFFERENT TYPES OF, UH, POOLS, THE COMMUNITY SCALE POOLS, METRIC OR CITYWIDE SCALE POOLS AND NEIGHBORHOOD ONES. UM, IT ALSO NAMED SOME AREAS WHERE WE WOULD NEED SYSTEM EXPANSION, UM, AS WELL AS REPLACEMENTS OF EXISTING AQUATIC ASSETS IN OUR SYSTEM. UM, THE PLAN ACTUALLY CAME OUT WITH OUR RECOMMENDATION FOR, I BELIEVE IT WAS OVER $130 MILLION IN, UM, IN BOND NEEDS IN THE NEAR TERM, WHICH IS A 10 YEAR TERM IN THIS ONE. UM, WE ENDED UP WITH $40 MILLION AFTER THE PLAN, UM, CAME OUT AND WITH THAT MONEY, WE HAD THE PRIMARY GOAL OF, UH, ACCOMPLISHING FOUR MAJOR PROJECTS. ONE OF THEM WAS NAMED WITHIN, UM, THE GUIDANCE FROM COUNCIL, UH, THE COLONY PARK POOL, WHICH IS A NEW FACILITY IN NORTHEAST AUSTIN. IT'S GONNA BE CO-LOCATED WITH, UM, TURNER ROBERTS RECREATION CENTER, UH, OVERTON ELEMENTARY SCHOOL, AND, UM, THE COLONY PARK DISTRICT PARK PROJECT, WHICH WE COMPLETED A COUPLE YEARS BACK. UM, THIS IS JUST OFF LOYOLA LANE, UM, AND, UH, COLONY DRIVE. UM, THE NEXT POOL THAT WE, UM, WANTED TO GET GOING ON WAS GIS POOL, UM, AROUND EAST 12TH STREET. UM, THE POOL WAS, WENT TOTALLY OUTTA SERVICE IN 2019 DUE TO JUST IRE. IT WAS TOTALLY IRREPARABLE AT THAT POINT. SO THOSE PAIR, UM, COLONY PARK AND GIBBONS WERE THE FIRST ONES WE STARTED ON. WE CONTRACTED 'EM OUT, UM, TOGETHER WITH THE SAME PM DESIGN AND, UM, CONSTRUCTION MANAGER TEAM. UM, FOLLOWING ABOUT A YEAR LATER THAN THAT, WE HAVE CHEF YEM AND TOPLESS POOLS. UM, BOTH OF THOSE ARE ALSO CRITICAL POOLS THAT WERE IDENTIFIED, UM, IN THIS PLAN FOR REPLACEMENT. WE ALSO HAVE ONE OTHER PROJECT THAT'S LARGER GOING ON RIGHT NOW, REPLACING THE BATHHOUSE. WE'RE RENOVATING THE BATH HOUSE AT PARGO. THAT'S A FACILITY FROM THE 1930S THAT WAS ORIGINALLY THE REC CENTER AT PARGO AND IS SERVED AS THE BATHHOUSE, BUT HAS BEEN, UM, OUTTA COMMISSION FOR A FEW YEARS AT THIS POINT. SO TO GIVE SOME BACKGROUND ON THE GIVENS AND COLONY PARK POOL PROJECTS, UM, WHICH ARE MOVING IN TANDEM, UM, WE STARTED BACK IN DECEMBER, 2019 WITH OUR INITIAL SOLICITATION FOR AN OUTSIDE PM FIRM. THIS WAS KIND OF THE FIRST TIME THE CITY OF AUSTIN HAD BROUGHT ON AN OUTSIDE PM FIRM FOR A PROJECT SINCE I THINK THE AUSTIN WATER PROGRAM IN THE LATE TWO THOUSANDS. UM, SO WE HIRED A, A THIRD PARTY PM FOR THESE TWO POOLS. WE DID THAT FOR THE NEXT TWO POOLS AS WELL. WE ALSO DID IT FOR ONE OF THE CULTURAL CENTERS, UM, FUNDED BY PROPOSITION B. UM, FROM THERE WE GOT THE OTHER CONTRACTING UP IN, UH, UP AND MOVING FOR THE AE TEAM AND THE CONSTRUCTION MANAGER TEAM. SO THAT ALL IN ALL TOOK ABOUT A YEAR AND A HALF FROM DECEMBER, 2019 THROUGH JUNE, 2021. UM, WE WERE ACTUALLY ABLE TO START WITH COMMUNITY ENGAGEMENT IN EARLY 2021. EACH OF THE POOLS HAD THREE COMMUNITY MEETINGS OCCURRING BETWEEN, UH, THE START OF 2021 AND SUMMER. UM, WE ALSO HAD SURVEY OPPORTUNITIES FOR PEOPLE THAT WERE UNABLE TO MAKE THE MEETINGS. ALL OF THESE WERE VIRTUAL, UM, DUE TO THE COVID SITUATION. AND, UM, SINCE THAT [00:10:01] TIME, OUR DESIGN TEAM HAS BEEN WORKING TO FINISH UP, UM, THE CONSTRUCTION DOCUMENTS, WHICH ARE NOW IN FOR PERMITTING. AND, UM, WE'RE FINALIZING THE GUARANTEED MAXIMUM PRICE PACKAGES FOR THE TWO POOLS. NOW, UM, WE EXPECT THAT BOTH OF THESE ARE GONNA START CONSTRUCTION EARLY NEXT YEAR, UM, WITH COMPLETION IN EARLY 2024 AND OPEN AND READY TO USE FOR THE 2024 POOL SEASON. UM, I'VE INCLUDED LINKS THROUGHOUT THIS PRESENTATION TO, UH, THE SPECIFIC PROJECTS. THERE'S ACTUALLY ONE MORE FINAL SURVEY, WHICH IS KIND OF FUN FOR COLONY PARK POOL, UM, SELECTING SOME OF THE PLAY ELEMENTS ON THE SITE, SO WHAT CERTAIN KIND OF FOUNTAINS AND OTHER FEATURES WILL LOOK LIKE IN THERE. SO IF YOU HAVE AN OPINION ON WE WANT CRABS OR OC OCCUPY OR SQUIDS OR ANY OF THOSE THINGS IN THE POOL, MAKE YOUR VOICE KNOWN . UM, UM, HERE'S A COUPLE RENDERINGS OF WHAT THE TWO POOLS WILL LOOK LIKE. UM, ALL OF WHAT WAS HERE CAME THROUGH COMMUNITY FEEDBACK. UM, AS YOU COULD SEE, THERE'S SEPARATE LAP LANES, UM, ACTIVITY POOLS, UM, THAT ARE DESIGNED FOR LIKE YOUNGER KIDS OR FOR EXERCISE COURSES, UM, SEPARATING THOSE TWO USES. THERE'S ALSO, UM, A WATER SLIDE AT COLONY PARK, UM, TWO NEW, TWO SIDES OF A BATHHOUSE OUT THERE. WE'RE ALSO CONSTRUCTING ALL OF THE SITE INFRASTRUCTURE AT COLONY PARK. UM, IT'S HAVING A NEW ENTRANCE OFF LOYOLA LANE, A ROAD LEADING UP TO THE POOL AND A NEW PARKING FACILITY. GIBBONS IS PRIMARILY UNCHANGED AT THE SITE. UM, WE'RE RENOVATING THE EXISTING BATH HOUSE THERE AND ADDING A NEW, SMALLER, UM, BUILDING, WHICH IS GONNA HOUSE A, UM, FAMILY RESTROOM AND HAVE SOME SPACE FOR SMALL KIND OF PARTY ROOM EVENTS. UM, THAT'S THE SAME KIND OF THING AT COLONY PARK AS WELL. UM, THE NEXT TWO POOLS WE HAVE, WHICH ARE IN THE COMMUNITY ENGAGEMENT PHASE RIGHT NOW ARE CHEF YIELD, NORTHWEST DISTRICT PARK, AND POLIS NEIGHBORHOOD PARK. UM, WE ACTUALLY APPLIED FOR A GRANT FOR THE POLIS POOL THROUGH THE NATIONAL PARK SERVICE, AND ARE, I THINK, PRELIMINARILY . IT LOOKS LIKE WE HAVE AN AWARD NOW. THE DEPARTMENT OF INTERIOR DEPUTY CAME TO TOWN A FEW MONTHS AGO, UM, MAKING THE ANNOUNCEMENT THAT WE WERE ONE OF THE FINALISTS FOR THIS AWARD. UM, SO WE'RE HOPING THAT $3.1 MILLION WE GET FINALIZED IN THE NEXT FEW MONTHS OR SO AND CAN ADD THAT TO THE PROJECT BUDGET AND MAKE SURE WE'RE ABLE TO TAKE ALL FOUR OF THESE PROJECTS, UM, MAJOR PROJECTS IN THE AQUATICS PROGRAM AND BRING THEM TO FRUITION FOR THE COMMUNITY. NEXT UP, WE HAVE OUR BUILDING RENOVATIONS PROGRAM, UM, WHICH INCLUDED 16 AND A HALF MILLION DOLLARS FOR GENERAL BUILDING RENOVATIONS AND THEN 5 MILLION FOR ACCESSIBILITY RELATED PROJECTS. UM, AS YOU CAN SEE, WE'VE HAD A NUMBER OF SMALLER PROJECTS THAT HAVE COMPLETED BEEN COMPLETED. UM, MANY OF THESE HAVE BEEN DONE IN TANDEM WITH CAPITAL REHABILITATION FUND MONEY, UM, WHICH COUNCIL, UH, APPROPRIATES HAS APPROPRIATED SINCE 2019. UM, TO PAR IN THE BUDGET PROCESS, WE'VE RECEIVED ABOUT ONE TO $3 MILLION EACH YEAR, AND THAT'S HELPED US A TON WITH BEING ABLE TO ADDRESS SMALL BUILDING REPAIRS AND RENOVATION PROJECTS LIKE A HVAC UNIT OR SOMETHING WHICH MAY COST BETWEEN LIKE 50 TO FEW HUNDRED THOUSAND DOLLARS. SO WE COULD FOCUS ON THE LARGE PROJECTS IN THIS BOND PROGRAM. UM, RIGHT NOW WE HAVE TWO, UM, OR, OR ONE SIGNIFICANT REC CENTER RENOVATION IN DESIGN RIGHT NOW FOR THE GIBBS RECREATION CENTER. UM, AND WE HAVE TWO PROJECTS UNDER CONSTRUCTION NOW AT FAR TENNIS CENTER, UM, WHICH IS OVER BY MUELLER ON 30 OR OVER BY MUELLER ON AIRPORT BOULEVARD ON THE WEST SIDE. UM, THAT'S BEING BASICALLY TOTALLY REPLACED RIGHT NOW. AND THE ZILKER MAINTENANCE BARN PROJECT, WHICH IS OCCURRING, WHICH IS ALSO UNDER CONSTRUCTION RIGHT NOW. UM, I INCLUDED A PHOTO HERE OF THE SEA HOME INTAKE FACILITY, WHICH IS JUST A COUPLE OF BLOCKS, UM, SOUTHWEST OF US RIGHT FROM RIGHT HERE. UM, WE FINISHED THAT REHABILITATION PROJECT WITH SOME FUNDING FROM THE HISTORIC PRESERVATION FUND AS WELL. UM, THE GRAND OPENING WAS ABOUT A MONTH AGO NOW. AND, UM, OUR PARTNER, THE TRAIL CONSERVANCY, IS GOING TO TAKE ON THE SECOND PHASE OF THE PROJECT, WHICH WILL BRING IT TO LIKE A FULLY FLEDGED OPEN, OPEN FACILITY RIGHT NOW. IT'S ONLY GONNA BE USED FOR SPECIAL EVENTS AND SOME HISTORIC, UM, HISTORIC TOURS AND INTERPRETIVE TOURS, UM, SO IT WON'T BE OPEN ALL THE TIME TO THE PUBLIC. UM, NEXT WE HAVE OUR PARKLAND IMPROVEMENTS PROGRAM. UM, WITHIN THIS PROGRAM, WE SET ASIDE FUNDING FOR METRO PARKS, DISTRICT PARKS, DOWNTOWN SQUARES, UM, NEIGHBORHOOD AND POCKET PARKS AND NEIGHBORHOOD AND POCKET PARKS AND GREEN BELTS. UM, WE'VE FINISHED A, A HANDFUL OF PROJECTS AT THIS POINT. UM, WE [00:15:01] HAVE TWO UNDER CONSTRUCTION NOW, ONE AT GIVENS DISTRICT PARK AND ONE AT BRUSH SQUARE. UM, WE WILL HAVE A COUPLE MORE UNDER CONSTRUCTION WITHIN THE NEXT, UH, QUARTER OR SO. UM, ALTA NEIGHBORHOOD PARK IN DISTRICT EIGHT, AND THEN HIGHLAND AND BROWNIE DISTRICT OR NEIGHBORHOOD PARKS IN DISTRICT FOUR. UM, WE ALSO HAVE A NUMBER THAT ARE COMPLETING THE PERMITTING PROCESS NOW AT DUNCAN OR LEE AND LITTLE WALNUT CREEK. UM, ALL OF THOSE WILL HOPEFULLY BE IN CONSTRUCTION AT SOME POINT DURING FY 23, BUT WE'RE STILL WORKING THROUGH PERMITTING ON THOSE. UM, LASTLY, WE'RE IN THE PRELIMINARY PHASE OF THE PAIR OF METRO PARK VISION PLANS THAT WERE COMPLETED IN LATE 2019. UM, THESE FOR JOHN TRAVINO JR. AND WALL THREE LONG METRO PARKS, UM, IN NORTHEAST EAST AUSTIN, AND WE'RE JUST GETTING DESIGN TEAMS UNDER CONTRACT NOW FOR THOSE TWO. UM, NEXT I JUST WANTED TO HIGHLIGHT BROWNIE AND HIGHLAND NEIGHBORHOOD PARKS. UM, THESE WENT TO COUNCIL LAST WEEK FOR THEIR CONSTRUCTION CONTRACT AWARD. IT WAS PASSED BY COUNCIL, SO WE WERE WORKING ON NEGOTIATING THESE NOW, UM, WITH THE CAPITAL CONTRACTING TEAM. UM, BROWNIE NEIGHBORHOOD PARK IS ESPECIALLY IS ONE THAT I THINK IS REALLY ESPECIALLY NEAR AND DEAR TO US. UM, BACK IN 2019, DURING THE PARKS AND RECREATION LONG RANGE PLANNING PROCESS, WE DID A SITE ASSESSMENT OF ALL OF OUR NEIGHBORHOOD AND POCKET PARKS AND BROWNIE, UM, RANKED KIND OF NEAR THE BOTTOM IN TERMS OF CONDITION. UM, IT'S ALSO IN AN IMMENSELY HIGH NEED AREA OF TOWN. UM, WE KNOW IT'S A PARK THAT WILL GET A LOT OF USE ONCE IT'S BUILT, AND WE REALLY, I THINK, PUT TOGETHER A REALLY BEAUTIFUL DESIGN WITH OUR, UM, DESIGN TEAM FOR THIS ONE. AND I'M REALLY HAPPY THAT THIS IS, UH, ABOUT TO START CONSTRUCTION, UM, IN THE NEXT COUPLE MONTHS. AS YOU CAN SEE, THERE'S A WHOLE BUNCH OF LANDSCAPE WORK. UM, THERE'S AN EXISTING SOCCER FIELD THERE. UM, WE'RE ADDING A BASKETBALL COURT, SOME PICNIC AREAS, A LOT OF WALKING TRAIL, A SMALL PARKING FACILITY, AND, UH, PLAYGROUND. IT'S, I THINK IT'S REALLY GONNA BE, UM, A, IT'S ALSO GOING TO ACHIEVE A SITE'S, UM, CERTIFICATION SUSTAINABLE SITES, WHICH IS KIND OF LIKE THE LEAD ADJACENT PROGRAM FOR SITE DEVELOPMENT PROJECTS. UM, NEXT UP WE HAD HIGHLAND, UM, WHICH IS ALSO AN EXISTING PARK, UM, UP IN NORTH CENTRAL AUSTIN ON ST. JOHN'S, JUST WEST OF, UM, I 35. UM, THAT'S JUST ALSO A RENOVATION PROJECT OF AN EXISTING PARK WHERE WE'RE RECONFIGURING SOME OF THE BALL FIELDS OUT THERE, UM, MAKING IT A LITTLE BIT MORE FLEXIBLE SPACE TO ALLOW FOR, UM, AN OPEN PLAYING FIELD IN THAT AREA AS WELL. AND THEN OPENING UP THE REST OF THE PARK AND ADDING A LOT MORE GREEN SPACE THAN IS CURRENTLY THERE. NEXT STAR INFRASTRUCTURE PROGRAM, UM, THIS WAS SPLIT UP INTO A NUMBER OF DIFFERENT AREAS SUPPORTING, UH, REPLACE OR RENOVATION AND REPLACEMENT PROJECTS REALLY THROUGHOUT THE SYSTEM. UM, YOU SPLIT IT UP INTO ATHLETICS, CEMETERIES, GOLF, PARKING LOTS AND ROADWAYS, PLAYGROUNDS AND TRAILS. A LOT OF THESE ARE PRETTY SMALL PROJECTS. THE LARGEST AMONG THEM ARE, UM, WITHIN GOLF WHERE THERE WERE SOME MAJOR GREENS RENOVATIONS AND IRRIGATION REPLACEMENT PROJECTS OUT OF THE CLAY KAI, UH, CLAY AND KAISER COMPLEX IN SOUTHEAST AUSTIN. UM, THEY RECENTLY DID A GRAND OPENING OR REOPENING CEREMONY FOR THE COURSES ABOUT, I THINK THAT WAS ALSO LATE SEPTEMBER. UM, BEYOND THAT, WE'RE DOING A FEW, UH, ROAD REHAB PROJECTS WITHIN OUR CEMETERIES. UM, AUSTIN MEMORIAL PARK WAS FINISHED UP AROUND A YEAR AGO, AND EVERGREEN IS UNDER CONSTRUCTION RIGHT NOW. WE'VE HIT A HUGE NUMBER OF PLAYGROUNDS. UM, WE'VE COMPLETED NINE FULL REPLACEMENTS, SEVEN SAFETY SURFACE UPGRADES FROM, UM, OLD NON-COMPLIANT SURFACES AND HAVE SIX MORE REPLACEMENT PROJECTS AND PROJECT PROCESS NOW. SO, UM, THIS BRO BOND PROGRAM ALONE IS COVERING OVER 20 PLAYGROUNDS, UM, OF THE A HUNDRED SOME AND WE HAVE IN THE SYSTEM. UM, WE'RE ALSO SUPPORTING, UM, PUBLIC WORKS AND IN THE, UM, NORTHERN WALNUT CREEK TRAIL PROJECT, WHICH IS EXTENDING THE EXISTING HIKE AND BIKE TRAIL FROM WITHIN WALNUT CREEK METRO PARK EAST OF LAMAR BOULEVARD. UM, WE'RE EXPECTING THAT PROJECT TO BE TOTALLY FINISHED IN THE NEXT FEW MONTHS. UM, SO THAT'S EXTENDING THE EXISTING TRAIL BY ABOUT A MILE AND A QUARTER OF, UM, URBAN TRAIL, UH, SHARED USE PATH. NEXT SLIDE. I HAVE A FEW PICTURES OF PROJECTS HERE. UM, I'VE HIGHLIGHTED THE EVERGREEN CEMETERY, UM, ROAD REHAB. UM, THIS IS THE CEMETERY THAT'S AT EAST 12TH AND AIRPORT BOULEVARD. UM, BASICALLY IT HAD SUBSTANDARD STREETS THROUGHOUT. YOU COULD SEE A LOT OF POOLING CRACKING. UM, WE'VE [00:20:01] GONE IN AND PUT IN RIBBON CURVES THROUGHOUT AND ARE ABOUT TO START THE ASPHALT PAVING, UM, IN THE COMING WEEKS. SO, UM, THIS PROJECT IS NEARING COMPLETION NOW. IT SHOULD BE DONE IN ABOUT A MONTH AND A HALF, I THINK. UM, I ALSO WANTED TO HIGHLIGHT THE HOLLY LAKEFRONT TRAIL. UM, THIS IS THE NEW TRAIL SEGMENT THAT'S OPENED UP ALONG THE SHORE THROUGH THE OLD HOLLY POWER PLANT SITE. UM, JUST OPENED UP ABOUT A MONTH AGO. IT'S REALLY A REALLY BEAUTIFUL RESOURCE. THERE'S AN AWESOME VIEW OF THE LAKE, UM, RIGHT THERE AS WELL. SO WOULD HIGHLY RECOMMEND STOP AND BY AND USING THAT NEW SEGMENT OF THE TRAIL. LASTLY, UM, I KNOW OUR PARKLAND ACQUISITION AND PLD TEAM WAS HERE A FEW MONTHS BACK, SO I'M NOT GONNA DIVE TOO MUCH INTO THIS ONE. UM, WE HAVE CLOSED ON THREE MORE ACQUISITIONS SINCE THAT TIME USING BOND FUNDING. ONE BULL CREEK BLUFF NEIGHBORHOOD PARK, WHICH IS KIND OF AT THE, UH, THE INTERSECTION OF ETJ DISTRICT SIX AND DISTRICT 10, UM, JUST WEST OF SPICEWOOD SPRINGS OR WEST OF 360 ON SPICEWOOD SPRINGS ROAD. UM, IT'S A REALLY BEAUTIFUL PARCEL YOU COULD SEE THERE WITH THE ALONG BULL CREEK. UM, WE ALSO ACQUIRED SOME MORE PROPERTY NEXT TO JAMESTOWN NEIGHBORHOOD PARK, UM, WHICH IS A NEW PARK THAT WAS ACQUIRED LAST, UH, FALL UP IN THE AREA JUST NORTH OF 180 3 ALONG JAMESTOWN ROAD. UM, AND LASTLY, WE ACQUIRED A SMALL SEGMENT NEXT TO LADER BRANCH, THE EXISTING LOT OF BRANCH GREEN BELT IN SOUTHWEST AUSTIN IN DISTRICT EIGHT. UM, LASTLY, I DID WANT TO HIGHLIGHT THIS NEW PART, CIP P SITE. UM, I INCLUDED A LINK TO THE C I P OR THE PARKS GIS HUB. UM, IT'S FAIRLY SIMILAR TO THE, UM, CAPITAL PROJECT EXPLORER SITE, BUT IT'S A LITTLE BIT MORE SPECIFIC TO PARKS AND RECREATION. UM, FROM THERE THAT YOU CAN SEE THE MAP APPLICATION, UM, THAT SHOWS BUBBLES FOR THE SIZE OF PROJECTS ALL OVER THE CITY. CLICK ON THE BUBBLE, IT HAS INFORMATION ON THE BUDGET, UM, A PROJECT WEBSITE IF IT EXISTS. AND, UM, HOPING THIS SERVES AS LIKE A LITTLE BIT MORE OF A, A DEFINED AREA WHERE YOU COULD GO SEE WHAT'S HAPPENING, UM, ALL OVER THE CITY IN THE PARK SYSTEM. LIKE AS I SAID BEFORE, WE HAVE ALMOST A HUNDRED PROJECTS ON, UM, FUNDED BY THIS BOND PROGRAM, BUT THE BONDS ARE REALLY ONLY FUNDING ABOUT TWO THIRDS TO THREE QUARTERS OF ALL OF PARKS CAPITAL WORK. SO WE HAVE A NUMBER OF OTHER SOURCES. ANOTHER, A NUMBER OF OTHER PROJECTS THAT DON'T HAVE ANY BOND FUNDING OR JUST PARTIAL BOND FUNDING SUPPORTING THEIR, UM, DEVELOPMENT. AND LASTLY, UM, AS I MENTIONED BEFORE, WE'RE EXPECTING CONSTRUCTION STARTS FOR BROWNIE AND HIGHLAND NEIGHBORHOOD PARKS THIS WINTER, AND, UM, GIVEN SOME COLONY PARK POOLS EARLY NEXT CALENDAR YEAR, UM, WE'LL ALSO BE BACK ON NEXT, UM, THE NEXT BOND OVERSIGHT COMMISSION AGENDA TO DISCUSS PROPOSITION V FOR LIBRARIES, MUSEUMS, AND CULTURAL CENTERS. UM, I'VE ALSO INCLUDED SOME LINKS HERE, UH, TO THE PARKS AND RECREATION HUB SITE. UM, THIS DOESN'T ONLY COVER CAPITAL IMPROVEMENT PROJECTS, BUT ALSO ASSETS, INTERACTIVE MAPS, UM, SOME HISTORIC RESOURCE INFORMATION, UM, AND INVENTORY. ALSO MUSEUMS AND CULTURAL CENTERS, UM, INFORMATION ON PARK RANGERS AND, UM, A WHOLE BUNCH OF OTHER GEOSPATIAL INFORMATION. UM, ALSO HAVE LINKS THERE TO ACTIVE, UM, VISION CONCEPT FACILITY AND, UH, SYSTEM PLANS THROUGHOUT A PARK SYSTEM. AND, UM, SOME MORE INFORMATION ON PLD AND UH, PAR PROJECT WEBPAGES. AND THAT'S ALL I HAVE PLANNED RIGHT NOW, AND I'M OPEN TO TAKING ANY QUESTIONS. ALL HAVE QUESTION COMMISS? SURE. MAYBE. YES. UH, HI. UM, EARLIER IN YOUR PRESENTATION YOU TALKED ABOUT, UM, PROPOSITION IN GENERAL AND, AND, UH, YOU MENTIONED THAT YOU WERE ON THE LOOKOUT FOR PROJECTS YOU MIGHT NOT BE ABLE TO COMPLETE. WOULD THESE BE PROJECTS THAT ARE STILL, STILL VERY EARLY IN THE PLANNING FOR PHASE AND THAT PERHAPS, I MEAN, WHAT WOULD BE THE REASON FOR THEM? UH, COSTS COMING IN TOO HIGH OR SOMETHING LIKE THAT? YEAH, A LOT OF IT HAS BEEN COST ESCALATION. UM, IT'S HARD TO PEG DOWN A SPECIFIC NUMBER. WE'VE SEEN A FEW PROJECTS THAT HAVE COME IN A HUNDRED PERCENT OVER OUR ESTIMATE. UM, AND WE JUST WEREN'T ABLE TO MOVE FORWARD WITH, WE'VE SEEN OTHERS THAT HAVE COME IN UNDER OUR CONSULTANT'S OPINION OF COSTS. SO IT'S JUST A LOT OF UNCERTAINTY. SO WE'RE REALLY HEDGING AGAINST THAT UNCERTAINTY, I'D SAY MORE SO THAN, UM, MAYBE JUST SAYING WE, WE, WE CANNOT DO ANY MORE PROJECTS. WE'RE JUST TAKING IT A LITTLE BIT SLOW AT THIS POINT WITH STARTING NEW PROJECTS UP. IF I COULD ADD TO THAT, IF IS, ARE THERE PARTICULAR [00:25:01] PROJECTS THAT HAVE BEEN IDENTIFIED THAT AREN'T IN, THAT AREN'T IN THE CONSTRUCTION PHASE? YOU KNOW, ANY OF THE PLANNING STAGES THAT, YOU KNOW, FOR CERTAIN AREN'T GONNA GET DONE WITHIN, YOU KNOW, THE EIGHT YEAR PERIOD? YEAH, I'D SAY IF WE GO BACK TO THAT PARK IMPROVEMENTS ONE. SURE. UM, COULD YOU PULL THE PRESENTATION AGAIN? SORRY. YEAH, I THINK GOING FORWARD IT'D BE GOOD TO JUST KIND OF HAVE A, A NOTE OUT BESIDE THOSE PROJECTS RIGHT. THAT MAY FALL OUT OF THAT. RIGHT, RIGHT. SO WE, UM, SORRY IT'S WORKING ANYMORE. UM, WE HAVE A FEW VISION PLANS IN PROGRESS NOW, MOST NOTABLY ZILKER PARK, UM, THAT IS GOING TO GO PUBLIC WITH ITS DRAFT VERSION. UM, I THINK EARLY NEXT CALENDAR YEAR. WHAT'S IN THERE IS NOT SOMETHING WE'RE GONNA BE ABLE TO FUND OUT OF THIS BROAD PROGRAM. UM, WE ALSO HAVE ONE FOR BOLD DISTRICT PARK STARTING UP NOW, OR IN THE NEAR FUTURE. WE'LL BE DOING COMMUNITY ENGAGEMENT FOR THAT. IT'S POSSIBLE WE'LL BE ABLE TO FUND A SMALL AMOUNT OF WORK, UM, IN THIS PROGRAM, BUT UNLIKELY FOR THE MOST PART. UM, WE ALSO HAVE THE NEXT WAVE OF POOLS COMING, UM, FROM THE AQUATICS PLAN, UH, THAT NEED REPLACEMENT AND ANY NEW SYSTEM EXPANSION THAT WOULD COME FROM THAT AS WELL. UM, SO THESE ARE ALL KIND OF KNOWNS OUT THERE, UM, THAT WE, THAT JUST ARE NOT GONNA BE FUNDED BY 20 EIGHTEENS PROGRAM. OKAY. WELL, I WANTED TO SAY THANKS TOO. THERE'S A LOT GOING ON HERE MM-HMM. AND, UH, A LOT OF WORK. SO I APPRECIATE ALL THE HARD WORK ON THIS AND UM, YEAH. JUST REALLY IMPROVES THE QUALITY OF LIFE HERE. RIGHT. AND THE POOLS ARE SUPER IMPORTANT AS WELL. WELL, JUST CUZ OF THE HEAT. RIGHT. BUT I HAD A POOL RELATED QUESTION. I DON'T KNOW IF YOU CAN SPEAK TO IT, BUT I SEEM TO RECALL LAST SUMMER WHEN THE POOLS OPENED, THERE WAS A LIFEGUARD SHORTAGE, RIGHT. I DUNNO IF YOU CAN SPEAK TO THAT OR HOW IT RELATES TO THE ADDITIONAL PULLS AND KIND OF WHAT, WHAT WERE THE DRIVERS AND WHAT CHANGED? AND THEN WHAT ARE YOU EXPECTING WITH THE ADDITIONAL POOLS? I'M NOT GONNA KNOW MUCH ABOUT THAT ONE. THAT'S FINE. YEAH. I'M NOT REALLY AT THE PRO PROGRAM SIDE, BUT YEAH, THERE WAS A LIFEGUARD SHORTAGE. WE WEREN'T ABLE TO OPEN MANY POOLS LAST SUMMER OR MANY POOLS WERE NOT ABLE TO OPEN LAST SUMMER AT ALL. SO, UM, RIGHT NOW WE'RE ONLY BUILDING ONE NEW POOL. UM, THAT'S, YEAH. OKAY. YEAH. ARE THERE ANY QUESTIONS FROM ANYONE ON THE, ON THE LINE? I KNOW, UM, SUMIT WAS TRYING TO GET ONLINE. I DON'T KNOW IF YOU SEE HIM IN THE WAITING ROOM OR ANYTHING. YEAH. UM, THIS IS, UH, COMMISSIONER JOHAN HERE. UH, MR. LYNNETTE, THANKS SO MUCH FOR, UH, THE PRESENTATION. I DO HAVE A, A QUESTION. UM, I'M NOT SURE IF SUE'S GONNA BE ABLE TO JOIN, BUT, UM, I DO HAVE ONE. AND THAT WAS JUST IN REGARDS TO, UM, THE MASTER AQUATIC PLAN AND, UH, YOU MENTIONED A LOT OF DIFFERENT COMMUNITY ENGAGEMENT AND KIND OF THE ANALYTICS AND RESEARCH AND I WAS JUST CURIOUS WHAT THE METRICS WERE AND HOW ESSENTIALLY YOU CAME TO THE DECISION TO INVEST IN THESE CERTAIN POOLS REVAMP WHICH POOLS, UM, I BELIEVE YOU MENTIONED SOME OF THEM WERE REALLY DECREPIT, BUT I WAS JUST CURIOUS OF AN OVERVIEW OF YOUR METHODOLOGY. YEAH, SO THE AQUATICS VISION PLAN WAS REALLY A, I THINK ALMOST THREE FOUR YEAR PROCESS BETWEEN THE INITIAL IDENTIFICATION PHASE OF HAVING CONSULTANT TEAMS GO OUT AND EVALUATE THE EXISTING CONDITIONS. FROM THERE, THEY CAME UP WITH A SET OF CRITICAL POOLS THAT WERE LIKELY ON THE VER OR WERE ON THE VERGE OF FAILURE IN THE NEXT, UM, FIVE YEAR PERIOD. GIBBONS POOL IS ONE OF THEM, WHICH DID END UP TOTALLY FAILING, UM, BEFORE THE SPAWN PRO OR NEAR THE START OF THE SPAWN PROGRAMS DEVELOPMENT. SO THAT PRO POOL HAS BEEN OUT OF SERVICE SINCE 2019. UM, THE OTHERS, UM, POLIS AND NORTHWEST WERE ALSO PRETTY HIGHLY PRIORITIZED BY THAT, UM, PLAN AS WELL. THEY BOTH WERE ALSO IN THAT KIND OF CRITICAL LEVEL. UM, THERE ARE A FEW OTHERS THAT WERE IDENTIFIED. I THINK GILLIS, UM, MABEL DAVIS, UM, WERE THE OTHER TWO. I THINK WITH SOME FURTHER INVESTIGATIONS WE WERE ABLE TO MAKE SOME FIXES AT MABEL DAVIS THAT ARE KEEPING IT GOING. UM, AND GILLIS WAS ALSO NOT OPEN THIS PAST SUMMER. UM, SO, UM, THAT STUDY OR THE AQUATIC PLAN LOOKED AT A WHOLE HUGE NUMBER OF THINGS. BASICALLY LOOKING AT GAPS IN THE SERVICE AREA, SO, UM, OF POOLS. UM, SO IT IDENTIFIED FOUR OR FIVE DIFFERENT AREAS WHERE WE COULD USE THEM. UM, COLONY PARK WAS THE HIGHEST PRIORITY ONE. UM, THEY LOOKED AT ALL KINDS OF INDICATORS WITH DEMOGRAPHICS AND SOCIOECONOMICS TO MAKE THOSE RECOMMENDATIONS IN THAT PLAN. UM, FROM THE THAT POINT, [00:30:01] UH, THE BOND GUIDANCE WAS PRETTY MUCH IN LOCKSTEP WITH THAT, WITH IMPROVING EQUITY AND HISTORICALLY UNDERSERVED AREAS. UM, I MEAN, COLONY PARK WAS AN AREA THAT'S BEEN GREATLY UNDERSERVED FOR YEARS AND YEARS. UM, WE'VE PUT, WE'VE DONE A LOT OF WORK THERE IN THE PARK SYSTEM. UM, THERE'S ALSO THE PUBLIC HEALTH FACILITY THAT'S GOING TO BE CONSTRUCTED OUT THERE. UM, AND WE ALSO JUST RECEIVED DIRECT GUIDANCE FROM COUNCIL THAT YOU MUST DO THIS IN THE SPAWN PROGRAM. YEAH. UM, SO , SO ALL THOSE FACTORS MADE THAT ONE KIND OF AN OBVIOUS CHOICE FOR, UM, NEW DEVELOPMENT. THE OTHERS FOR REPLACEMENT, UM, THE AQUATIC SYSTEM PLAN SHOWED, UM, POLIS POOL AND SYON POOL ARE THE TWO MOST PROXIMATE IN OUR ENTIRE SYSTEM. THEY BOTH ARE NEARING THE END OF THEIR LIFETIMES, SO THE PLAN ACTUALLY RECOMMENDED DOING ONE OF THE TWO. AND IF THERE IS ONE OF THE TWO, IT SHOULD BE METROPOLIS. IT'S CO-LOCATED WITH THE PUBLIC HEALTH AND RECREATION CENTER FACILITY THAT WE OPENED UP A COUPLE YEARS BACK AND JUST REALLY MAKES A WHOLE LOT OF SENSE TO CO-LOCATE THERE AND, UM, JUST FOR PROGRAMMING PURPOSES AND JUST, YEAH. UM, AND LAST SHEF YIELD POOL, UM, RECEIVED A FEW INFUSIONS FROM COUNCIL IN THE LAST, I THINK FIVE OR SIX YEARS TO DO SOME EMERGENCY REPAIRS TO DECKS AND, UM, SOME OF THE PLUMBING SYSTEMS. UM, SO WE KNEW THAT ONE WAS ALSO NEARING END OF LIFE. THAT POOL, UM, HAS A WIDER SERVICE AREA. IT'S ONE OF THE ONES THAT'S OPEN FOR MORE OF THE SEASON. UM, SO WE ALSO WANNA MAKE SURE THAT THERE'S THAT ONGOING USE, UM, AVAILABLE AND NOT JUST THE ONES THAT ARE OPEN AS NEIGHBORHOOD POOLS DURING THE SUMMER. RIGHT. UM, I HAVE ONE BRIEF FOLLOW UP QUESTION. UM, AND THAT'S JUST, UH, REGARDING MABEL DAVIS POOL. I CURRENTLY REPRESENT DISTRICT TWO, UM, BUT I KNOW IN DISTRICT THREE, UM, I LIVED THERE FOR MANY YEARS. IT'S A GREAT PUBLIC PARK SOMEWHAT, UH, HAS SOMETIMES HAS SOME ISSUES WITH UPKEEP, UM, NOW BOTH ON THE POOL SIDE AND ON THE PARK SIDE. SO I, I NOTICED THAT IT WASN'T, YOU KIND OF FOLLOWED UP ON IT IN YOUR ANSWER RIGHT THERE, BUT YOU DIDN'T MENTION IN THE POWERPOINT. SO I WAS CURIOUS IF YOU COULD SPEAK SPECIFICALLY SINCE THAT'S ONE OF THE LARGER PARKS IN DISTRICT THREE, IF YOU COULD SPEAK TO SOME OF THE IMPROVEMENTS OR RENOVATIONS THAT ARE TAKING PLACE AS PART OF THE BOND PROGRAM RIGHT NOW FOR THAT PART. YEAH. WE ACTUALLY DON'T HAVE ANYTHING IN THIS CURRENT BOND PROGRAM AT MABEL DAVIS. UM, WE'RE IN SOME DISCUSSIONS ABOUT DOING IMPROVEMENTS TO THE BASKETBALL COURTS OUT THERE. YEAH. UM, BUT OTHERWISE THE POOLS WAS, THE POOL REPAIRS WERE ADDRESSED IN THE 2012 PROGRAM. TO MY KNOWLEDGE, I THINK THOSE ARE HOLDING JUST FINE AT THIS POINT. UM, THE AQUATICS PLAN, I THINK RECOMMENDED THAT SITE FOR THE LARGE AQUATIC CENTER IN THE FUTURE. SO THAT'S, THAT, THAT IS A REALLY LIKE MASSIVE PROJECT. UM, YEAH. THAT WOULD EVENTUALLY HAPPEN THERE. UM, OTHERWISE WE, WE DON'T HAVE MUCH IN OR ANYTHING IN OUR C I P, UM, HAPPENING AT MAPLE DAVIS RIGHT NOW. OKAY. THANK YOU FOR THE CLARIFICATION. APPRECIATE THE PRESENTATION. UH, COMMISSIONER DU GUPTA. YEP. YEAH, FINALLY, I MAY, I COULDN'T TURN ANYTHING ON NEXT TIME. I HOPE IT WON'T BE THIS BAD. SO, UH, THE QUESTION I HAVE IS THAT, UH, UM, YOU MENTIONED THAT, UH, IN SOME OF YOUR, UH, REPAIRS, THE, THE, THE, YOU KNOW, THE, THE COST HAVE DOUBLED A HUNDRED PERCENT MORE AND SOME THERE WERE LESS. SO, UM, DID YOU DO ANY ANALYSIS TO UNDERSTAND WHAT THE CONTRIBUTORS WERE SO THAT YOU COULD MAYBE HAVE WORKAROUNDS IN THOSE AREAS WITH THE COSTS OF MORE THAN DOUBLE? YEAH. I, I, MAYBE I SHOULDN'T OVERPLAY THAT ONE. THAT WAS ONE INSTANCE WHERE IT WAS A HISTORIC FACILITY THAT WE WERE TRYING TO DO, UM, A RESTORATION PROJECT ON. UM, WE BID IT THROUGH A COMPETITIVE SEAL PROPOSAL, UM, TO ENSURE THAT OUR CON OR THE SELECTED CONTRACTOR WOULD NEED QUALIFICATIONS, UM, FOR HISTORIC ARCHITECTURE. UM, I THINK THAT KIND OF BID PACKAGE, IT JUST REQUIRES A LOT MORE EFFORT ON THE FRONT END FROM CONTRACTORS, UM, JUST TO SUBMIT. SO THAT'S ALREADY GONNA LESSEN THE AMOUNT OF INTEREST I THINK OUT THERE FOR A PROJECT, FOR A PROJECT LIKE THAT WHEN THERE'S SO MUCH WORK ALL OVER THE CITY AND THE STATE. ANYWAY, UM, I THINK THAT WAS ONE OF THE CONTRIBUTING FACTORS. THE OTHER IS IT'S SOMEWHAT LIKE SPECIALIZED, UM, THAT HISTORIC RESTORATION. IT WAS AT THE ZILKER, UM, UH, ZILKER CLUBHOUSE FACILITY. SO, UM, WE'RE GETTING THINGS TOGETHER AND GOING TO REBID THAT AGAIN. AND THAT'S, IT'S NOT A BOND FUNDED PROJECT. IT WAS FULLY FUNDED THROUGH THE HISTORIC PRESERVATION FUND. UM, SO IT'S NOT IMPACTING THE 2018 PROGRAM, BUT IT IS SOMETHING [00:35:01] WE'RE WATCHING OUT FOR ON OTHER HISTORIC RESTORATION PROJECTS, UM, THAT WE HAVE PLANNED AS WELL. AND MY AND MY FOLLOW UP QUESTION IS THESE ARE ALL 2018 I'M SEEING AT THE BOTTOM OF MY SCREEN. IT'S ALL PART OF THE 2018 BOND PROGRAM. RIGHT? THEY AREN'T ANY OTHER, UH, THAT'S, THAT'S WHAT I'VE DISCUSSED TODAY. IT'S 2018. YES. GOOD. 2018. OKAY. YEAH. OKAY. THANK YOU. ANY OTHER QUESTIONS? ALL RIGHT, WELL, THANKS AGAIN. UM, APPRECIATE YOUR TIME AND, UH, ALL THE INFORMATION. THANK YOU. THANKS. THANK YOU. YOU'RE WELCOME. THANKS. ALL RIGHT. NEXT ITEM. [3. Discussion and possible action on 2023 Meeting Schedule and topics for agenda.] DISCUSSION AND ACTION ON, UH, THE 2023 MEETING SCHEDULE AND TOPICS FOR AGENDA. I DON'T KNOW IF WE HAVE THAT AVAILABLE TO SHARE JUST YET. UM, YEAH, YEAH. FOR . OKAY. AND THEN, UH, ONTO FUTURE. GO AHEAD. WELL, I'M, I'M NOT SURE WHERE TO PUT THIS IN THE DISCUSSION, BUT, UM, JUST FROM MY CALENDAR STANDPOINT, WHEN FOLKS MIGHT ROLL OFF AND BE ONBOARDED AFTER ELECTIONS WHEN THAT IT'S MM-HMM. TYPICALLY TAKING PLACE JUST SORT OF AS NEEDED. BUT I KNOW THAT THERE'S USUALLY MORE OF A OVERARCHING THEME. UH, OBVIOUSLY WE CAN ALL DISCUSS WITH OUR PARTICULAR COUNCIL MEMBERS, BUT, UM, BUT YOU KNOW, THERE'S ALSO SOME FOLKS THAT AREN'T HERE THAT I DON'T GET A CHANCE TO TALK TO A LOT THAT MAY BE ROLLING OFF OR ON, OR WELL, YEAH, THAT'S A GREAT POINT. UM, AND NOT THAT WE NEED TO TAKE A STRAW POLL OF 30 POTENTIAL NEW CANDIDATES OR ANYTHING, BUT JUST, UH, SO THAT WE'RE KIND OF AWARE PROBABLY IN JANUARY OR FEBRUARY I'D ASSUME THERE MIGHT BE SOME ATTRITION IN ADDITION, SOME TURNOVER. YEP. NOPE, GREAT POINT. I'M TOLD BY THE TELEVISION THAT IT'S AN ELECTION YEAR. IT IS. YEAH. YEAH, WE CAN, UM, I THINK WE CAN ADD THAT TO FUTURE AGENDA ITEMS, RIGHT. JUST FROM A TIMING PERSPECTIVE AND, AND ALSO INCLUDE THAT IN THE CALENDAR, RIGHT. IF, IF THERE'S A HARD DATE OR ANYTHING. YEAH. UM, YEAH. GREAT POINT. SPEAKING OF FUTURE AGENDA ITEMS, [FUTURE AGENDA ITEMS] UM, ANYTHING ANYBODY WANTS TO BRING UP? COMMISSIONER CUR ONE OF THE THINGS THAT WE DISCUSSED, UH, BEFORE THE BOND SALE, AND WE WERE TALKING ABOUT WHAT, UH, PROPOSITIONS WERE OUT OF BOND AUTHORIZATION, ET CETERA. MM-HMM. , EACH TIME WE HAVE, AS WE DID TODAY, WE HAVE A, A SPENDING PLAN THAT SHOWS HOW A PARTICULAR PROPOSITION IS GONNA BE SPENT OVER TIME. MM-HMM. , IS THERE ANY PLACE WHERE THESE ARE ALL COMBINED TOGETHER SO THAT, UM, THAT, AND THEN IN ADDITION TO THAT, THE FINANCIAL POLICY THAT GOVERNS WHEN, UM, THE CITY WOULD HAVE ANOTHER BOND ELECTION. SO YOU CAN SEE WHEN WE'RE GONNA REACH THAT POINT WHERE OUR OUTSTANDING BONDS WOULD BE, UH, SUCH THAT A BOND ELECTION COULD BE HELD UNDER THE FINANCIAL POLICY AND WHERE THE DIFFERENT PROPOSITIONS WERE AT THAT POINT IN TERMS OF, UH, REMAINING BOND AUTHORITY OR AS WE RAN INTO WITH THE HOUSING BOND SITUATION, ANY PROPOSITION THAT MIGHT BE RUNNING OUT OF BOND AUTHORITY BEFORE WE REACH THAT POINT. MM-HMM. ? YEAH. SORT OF AN OVERVIEW OF THE WHOLE YEAH. LIKE AN AGGREGATION OF ALL OF THE SPIN DOWNS BY PROP. UM, YEAH, THAT'S A GREAT IDEA. I DUNNO IF YOU COULD TAKE THAT AWAY, TINA, AND SEE. OKAY. AWESOME. YEAH, GREAT TOPIC. UH, ALSO WANTED TO JUST SHARE AS A COMMUNITY ENGAGEMENT PIECE, UH, THE DOVE SPRINGS PUBLIC HEALTH FACILITY. UH, IT'S GONNA HAVE A GROUNDBREAKING NOVEMBER 5TH AT 10:00 AM UH, THIS IS, UH, MRS. UH, TWO-STORY FACILITY. BRING A FULL SAVE, FULL SERVICE, NEIGHBORHOOD CENTER, FOOD PANTRY, WIC, UH, HIGH-END QUALITY CARE CENTER FOR CHILDREN, UH, COMMUNITY HALL, KITCHEN IMPROVEMENTS TO TRAILS, ET CETERA. SO, UH, COME CELEBRATE WITH US IS THE, IS THE TAKEAWAY THERE. UM, WE OBVIOUSLY CAN'T HAVE A WALKING QUORUM, BUT UH, THIS IS MORE FOR, UH, THOSE THAT ARE VIEWING AS WELL. SO THE BEST IS TO BE IN ALL DIFFERENT CORNERS OF THE EVENTS THAT WE NEVER SEE EACH OTHER. YEAH. YEAH. IF YOU SEE, SEE EACH OTHER, JUST TURN THE OTHER WAY AND YEAH. TURN THE OTHER WAY. . UM, ANYTHING ELSE FROM A FUTURE AGENDA ITEM PERSPECTIVE? I KNOW WE HAD TALKED ABOUT THE, UH, DEMONSTRATION OR [00:40:01] ANNOUNCEMENT OF THE BOND WEBSITE WHEN IT GOES LIVE. I THINK THAT'S SOMETHING THAT WE'RE TRACKING STILL, UH, WHICH IS GREAT. UM, I THOUGHT NOVEMBER WAS THE GO LIVE, BUT WE'LL WAIT TO HEAR. I DON'T WANT TO PUT ANYTHING ON WITHOUT CONFIRMING FIRST. UM, YES. UH, TALKING ABOUT FUTURE AGENDA ITEMS. THERE IS A BOND PACKAGE THIS YEAR, HOUSING BOND PACKAGE. MM-HMM. , HAVE YOU HEARD ENOUGH DETAILS ABOUT IT? I HAVE NOT. IS THERE BEEN ANYTHING FINALIZED? IT'S UP FOR ELECTION. I'M LOOKING AT TINA. YEAH. YEAH. IT'S ON THE ELECTION, BUT, UM, I DON'T HAVE ANY DETAILS ON IT. YEAH. WERE WE SUPPOSED TO REVIEW THAT BEFORE THEY PUT IT ON THE BALLOT? UH, I BELIEVE WE CAN. RIGHT. UM, AND SO IT'D BE UP TO US TO REVIEW, TO ASK FOR THE DETAILS OR WHENEVER THOSE GET PUBLISHED. UH, IT'D BE GOOD TO TAKE A LOOK AT THOSE, SO YEAH, FOR SURE. WE CAN PUT IT ON THE, GENERALLY WE HAVE IN THE PAST. YEAH. YEAH. WE HAVE IN, IN FACT, WE'VE MADE ONE RECOMMENDATION, RIGHT. UM, IT WAS 2016 TALKING ABOUT MAY OR NOVEMBER. UH, I DON'T KNOW WHEN WOULD IT BE? MAY, IT'S A NOVEMBER ELECTION. IT WAS A COUNCIL INITIATED ITEM. WELL, WE CAN PUT THAT ON FOR A FUTURE AGENDA ITEM. YEAH. FOR I WAS JUST GONNA ASK, UM, COMMISSIONER DO GUPTA, IF I MIGHT TAKE A LIBERTY, MR. CHAIR. SURE. UM, IS THAT STILL UNDER THE PURVEY OR PURVIEW OF, UH, THE BOND ADVISORY TASK FORCE OR? NO, THAT'S, THAT'S WAS, THAT WAS FINISHED IN, IN APRIL OF 2018 WHEN WE MADE OUR FI FINAL PRESENTATION TO OH, I WAS WONDERING WHY YOU NEVER TALKED ABOUT IT. CHAIR RODRIGUEZ AND I WERE THERE. OKAY. AND WE MADE OUR PRESENTATION TO THE, UH, COUNCIL AND AFTER THAT, WHAT DOES THAT DO? YEAH. WELL, IF I MIGHT JUST BRAINSTORM FOR A SECOND WHAT I, WHAT HAS REALLY BEEN A, A INTERESTING DEVELOPMENT FOR, AND POSITIVELY IT'S THAT THE REPORTING NOW IS A LITTLE BIT MORE UNIFORM. WE'RE GETTING BETTER DATA, WE'RE GETTING MORE TRANSPARENCY. WE'RE ABLE TO HELP BROADCAST THAT BACK TO COUNCIL IN OUR DISTRICTS. UM, SO MAYBE THIS IS GONNA SOUND REALLY IN THE ETHER AND ABSTRACT, BUT A, A GOAL SHOULD THEN BE, UM, TO APPLY THIS BETTER, MORE ROBUST AND MORE TRANSPARENT REPORTING, UM, ON TOP OF FUTURE BONDS AS THEY GO THROUGH. CUZ IT DID TAKE STAFF ABOUT A YEAR TO HAVE REALLY HARD WORK TO GET THIS STRUCTURE IN PLACE. AND NOW IF WE CAN, YOU KNOW, SUPPLANT THAT ON TOP OF, UM, PERHAPS THIS FIRST, THIS NEXT BOND BEING SORT OF THE GUINEA PIG FOR THAT. UM, YEAH. CAUSE I THINK THAT CAN ONLY HELP WITH FUTURE BOND ISSUANCES AND, UM, IT, IT TOOK US A WHILE TO GET HERE, BUT STAFF HAS BEEN GREAT ABOUT THAT. SO, UM, MAYBE THAT SHOULD SORT OF BE THE THEME OF, YOU KNOW, I DON'T WANT TO GET IN DISSECTION OF CAPITAL IMPROVEMENT PROJECTS AND PLANNING PHASES OF ALL THESE NEW BONDS THAT MAY COME THROUGH THE HOUSING BOND, BUT RATHER HOW CAN WE MAKE SURE THAT THAT IS IMMEDIATELY OUT OF THE GATE REPORTED MM-HMM. IN THE SAME UNIFORM WAY, WHICH HAS BEEN SO MUCH MORE OPEN AND AND DIGESTIBLE. YEAH. YEAH. MY WISH FOR 2023. THANK YOU. YEAH. TO, YOU KNOW, TO ADD ON TO THE, THE TIMING TOO, RIGHT. JUST KIND OF HAVE EVERYTHING KIND OF VIEW, TRANSPARENT VIEW. YEAH. OKAY. UM, IF THERE IS NOTHING ELSE, WE WILL ADJOURN. THANKS AGAIN FOR SETTING UP THIS, UH, THIS SPECIAL, UH, SPECIAL CALLED MEETING, UH, STAFF. TINA. I APPRECIATE IT. UM, AND WE WILL TALK TO YOU NEXT MONTH. NOPE. COMMISSIONER, ONE LAST QUESTION. WHAT IS THE JANUARY DATE? DO WE, ARE WE GONNA RESUME IN JANUARY? OH, YEAH. OR DO YOU WANNA WAIT? I, YEAH, THAT'S, WE CAN WAIT A LITTLE BIT. I JUST WANTED TO, YEAH, IF WE'RE HOLDING TO THE SAME SORT OF SCHEDULE IT WOULD BE, UM, IF WE CAN GET IT ALL RESERVED, IT WOULD BE THE THIRD WEEK, THIRD WEDNESDAY OF THE MONTH AT TWO O'CLOCK. MM-HMM. . THAT'S RIGHT. AND SO WE'RE OFF NOVEMBER, DECEMBER, IS THAT WHAT WE'VE DECIDED? WE'RE, WE'RE, WE HAVE A MEETING PLANNED FOR NOVEMBER. FOR NOVEMBER. SORRY. WE DO, IF Y'ALL WOULD LIKE A MEETING IN DECEMBER, WE CAN CERTAINLY SET THAT. UM, BUT OTHERWISE IT'LL BE COMING BACK IN JANUARY. WE DO. OKAY. YEAH. THANK YOU. VERY CLEAR. SO THERE IS A MEETING IN NOVEMBER, BUT NOT IN DECEMBER, CORRECT? CORRECT. YEAH, WE'LL MEET IN NOVEMBER, NOT IN DECEMBER, UNLESS WE DECIDE OTHERWISE IN NOVEMBER. YEAH. OKAY. THANK YOU. OKAY. MEETINGS OFFICIALLY ADJOURNED. THANK YOU VERY MUCH. TALK TO Y'ALL SOON. THANKS EVERYONE. BUT DON'T CALL IN LOVE. NO, DON'T CALL IN LOVE. DON'T, DON'T CALL IN LOVE. * This transcript was created by voice-to-text technology.
