DOWN

[CALL TO ORDER]

NEW SUNDAY.

COMMISSIONER MODO IN SHORTLY.

BUT I'D LIKE TO GO AHEAD

[PUBLIC COMMUNICATION: GENERAL (Part 1 of 2)]

AND GET STARTED SINCE WE DO HAVE A FEW PEOPLE SIGNED UP FOR PUBLIC COMMUNICATION AND, UM, ANOTHER PRESENTATION THAT'S TIME SENSITIVE WAITING ON THE LIST FOR PUBLIC COMMUNICATION.

WE WERE GONNA, WE'RE GONNA, SHE SAID TO GO AHEAD AND DO PUBLIC COMMUNICATION FIRST FOR THOSE THAT ARE HERE.

SO DO YOU WANT GO AHEAD AND, SURE.

I JUST DON'T HAVE THE LIST.

HAVE KEEPING JESUS ON HIS TOES.

GOOD EVENING, COMMISSIONER.

THANK Y'ALL FOR BEING HERE TODAY.

I HAVE COMMISSIONER SCHACH WITH ME HERE IN PERSON, VICE CHAIR SCHACH.

OKAY.

KATHERINE FRANKLIN, YOU HAVE THREE MINUTES.

AND JUST A REMINDER TO THE COMMISSION, UM, WE CANNOT RESPOND TO THESE QUESTIONS, UM, BUT JUST LISTEN INTENTLY AND ACTIVELY.

THANK YOU GUYS.

GOOD EVENING.

MY NAME IS KATHERINE FRANKLIN.

I AM THE DEVELOPMENT ASSOCIATE AT EASTERSEALS CENTRAL TEXAS.

UM, I'M HERE THIS EVENING JUST TO SHARE THE IMPORTANCE OF CULTURAL ARTS FUNDING FOR LARGE NONPROFIT ORGANIZATIONS AS OURSELVES.

UM, EASTERSEALS HAS HOSTED A DIA DE MARTHAS MUSIC FESTIVAL FOR THE PAST NINE YEARS WITH SUPPORT FROM THE CITY OF AUSTIN AND CULTURAL ARTS FUNDING.

UM, UH, WITH THESE FUNDS, WE'VE BEEN ABLE TO BOOST FUNDRAISING EFFORTS TO SUPPORT OUR LIFE CENTER, WHICH IS AN FREE ACCESSIBLE GYM FOR ANYONE WITH OR WITHOUT INSURANCE.

AND THOSE INDIVIDUALS WITH OR WITHOUT INTELLECTUAL AND PHYSICAL DISABILITIES.

THE GRANT OPPORTUNITIES PROVIDED BY CULTURAL ARTS FUNDING ALLOWS EASTERSEALS TO CONTINUE ENGAGING IN OUR COMMUNITY ON A SOCIAL LEVEL WITH THE ONE THING THAT ALL AUSTIN KNIGHTS HAVE IN COMMON, AND THAT IS LIVE MUSIC.

DDE MARTOS IS NOT JUST A DAY OF REMEMBRANCE, BUT EASTER SEALS HAS ELEVATED OUR MISSION TO CELEBRATE A DAY OF INCLUSION WITHIN OUR COMMUNITY.

OUR GOAL IS TO CONTINUE SPREADING AWARENESS TO OUR SERVICES IN THE COMMUNITY, UH, FOR THOSE IN NEEDS.

UM, THIS YEAR'S CELEBRATION WAS ONE OF THE MOST SUCCESSFUL AND REENGAGING EVENTS THAT WE'VE HAD POST PANDEMIC WITH AN OFFICIAL PROCLAMATION FROM THE CITY OF AUSTIN.

UM, A SPEECH AND SUPPORT FROM MAYOR ADLER AT OUR EVENT AND SUPPORT FROM JOSE VELASQUEZ, UM, WITH PROGRAMMATIC OPERATING BUDGETS OF LESS THAN $150,000 A YEAR.

THESE FUNDS ARE VITAL TO OUR LIFE CENTER.

I'M ASKING THAT YOU RECONSIDER THE BUDGET FOR THE THRIVE PROGRAM THAT LIMITS, THAT LIMITS THE, UM, THAT LIMITS AND WILL EXCLUDE EASTER SEALS FROM CULTURAL ARTS FUNDING IN THE NEXT TWO YEARS.

THANK, THANK YOU.

THANK YOU FOR BEING HERE, MS. FRANKLIN.

OKAY, WITH THAT, UM,

[3. Discussion of the Austin Economic Development Corporation/Cultural Trust Advisory]

CAN I GET A MOTION TO MOVE ANN UP NEXT? SO MOVED.

I'D LIKE TO MAKE A MOTION TO MOVE ANNE UP.

CAN I GET A SECOND FROM A COMMISSIONER IN CYBER WORLD SECOND? FROM COMMISSIONER CRAY.

THANK YOU, ANNE FOR BEING HERE.

THANK YOU.

OH, LOOK, THAT'S LOUD.

SORRY.

.

SEE? OKAY.

THANKS FOR HAVING ME.

I APPRECIATE IT.

UM, I'M ANNE HAYNES FROM THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION.

UM, I THINK I'VE SPOKEN WITH Y'ALL A COUPLE TIMES NOW ABOUT THE CULTURAL TRUST PROGRAM THAT WE'VE BEEN RUNNING, UH, FOR THE PAST YEAR AND A HALF.

AND I DID, UH, BRING SOME SLIDES THAT I WANNA GO THROUGH.

THIS IS KIND OF A, A SHORTENED VERSION OF WHAT WE WERE ABLE TO PRESENT TO CITY COUNCIL, UM, WORK SESSION LAST TUESDAY, DECEMBER 6TH.

AND ACTUALLY, THAT'S PROBABLY A GREAT, UM, FULL-ON PRESENTATION OF EVERYTHING WE'VE LEARNED TO DATE.

I KNOW THIS GROUP HAS BEEN AWARE OF THE PROCESS, UM, UP UNTIL THIS POINT, BUT I DID WANNA BRING EVERYBODY UP TO SPEED WITH SOME ACTION BY COUNCIL LAST WEEK.

UM, AND CERTAINLY LOOK FORWARD TO SEEING YOU IN THE NEW YEAR AS WELL.

SO I THINK, HI.

HI.

I THINK THERE'S A PRESENTATION SOMEWHERE.

OH, DO I OPERATE CITY STAFF? THEY'RE, THEY'RE BRINGING IT.

OH, THEY'RE BRINGING IT UP.

OKAY.

BACK THERE.

SORRY, I'M NOT USED TO THIS ROOM.

.

OKAY.

THANK YOU SO MUCH.

YEAH, AND I REALLY WANNA JUST SPEAK BRIEFLY TO THESE SLIDES, BUT MOSTLY ANSWER QUESTIONS THAT Y'ALL MIGHT HAVE.

SO LET'S GO TO THE NEXT ONE.

UM, THIS IS REALLY ABOUT THE CULTURAL TRUST, AND I KNOW SINCE MANY OF YOU HAVE BEEN INVOLVED SINCE THE VERY, VERY EARLY STAGES OF COLLECTING DIFFERENT BUCKETS OF MONEY FOR THIS PROGRAM.

[00:05:01]

UM, THE RFP THAT WENT OUT A YEAR AGO, NOVEMBER 30TH, UH, 2021, WAS ABOUT SECURING AFFORDABLE SPACE FOR EXISTING VENUES AS WELL AS DEVELOPING SOME NEW ONES, UH, THAT ACTUALLY PREVENT FURTHER DISPLACEMENT.

AND OBVIOUSLY THOSE WHO HAVE AB BEEN DISPLACED HAVE SOME SPACES TO OPERATE.

UM, AND REALLY JUST IMPORTANTLY THIS, I JUST THANK YOU FOR THE OPPORTUNITY.

SO I'LL GO THROUGH SOME OF THESE SLIDES AND YOU CAN BRING ME, UM, BACK WITH SOME QUESTIONS.

NEXT ONE.

UM, REALLY FROM THE EARLIEST STAGES OF WHEN WITHING, WE SPOKE TO YOU ABOUT THE RFP PROCESS, OUR GOAL WAS TO REALLY DO THE NEEDS ASSESSMENT, A CURRENT NEEDS ASSESSMENT LAST YEAR OF ALL OF THE NEEDS, UH, IN THE ECOSYSTEM.

UH, WE CERTAINLY ARE GRATEFUL FOR THE SEED FUNDS.

WE DO HAVE THAT.

IT TOOK A LOT OF PEOPLE, UH, MANY EFFORTS TO TRY AND PULL TOGETHER, BUT WE STILL HAVE NEEDS THAT EXCEED THAT.

OUR CURRENT RESOURCES, AND THIS, THIS HAS BEEN THE HARDEST PART ABOUT THE PROCESS SO FAR, IS NARROWING DOWN THAT LIST OF NEEDS DOWN TO AN INITIAL INVESTMENTS.

UH, IT IS ALSO A NEW, AND IT'S HARD TO LOOK AT THE SCREEN WITH PEOPLE AND BACK OVER HERE, SO I'M LOOKING AT EVERYBODY.

UM, BUT IT'S, IT'S A REALLY A NEW PROCESS.

UM, I THINK THAT CITY, UH, ECONOMIC DEVELOPMENT DEPARTMENT WHO IS HERE TODAY AND OTHERS WORKED REALLY HARD TO FIND WAYS TO BRING THESE TYPES OF DOLLARS INTO PROJECTS FOR A LONG TIME.

AND REALLY A LOT OF VARIABLES THAT WE'VE HAD TO CONSIDER ON FEASIBILITY.

UM, ONE OF THE THINGS WE'VE RECOGNIZED SPECIFICALLY WITH THE NEEDS IN THE PIPELINE IS THAT THERE WE NEED MORE ADDITIONAL, MORE FLEXIBLE FUNDS.

THE FUNDS THAT WE HAVE, WE'RE GONNA USE THEM TO OUR BEST ABILITIES, BUT WE REALLY NEED MORE FLEXIBILITY IN THE FUTURE.

UM, AND REALLY BESIDE JUST VENUES AND PERFORMANCE SPACES, THE DEFICIT OF AFFORDABLE PRODUCTION AND PRACTICE SPACES CONTINUES TO GET, GET LARGER AS WE GO.

THE NEEDS FOR THAT.

UM, AND THEN THIS WILL STILL TAKE TIME.

I, UM, BELIEVE IT OR NOT, I THINK WE'VE MADE GREAT PROGRESS IN A YEAR, BUT IT SEEMS THAT FOLKS HAVE BEEN WAITING FOR A LONG TIME FOR THIS.

SO I'M VERY RECOGNIZING, UM, THAT, THAT THESE PROJECTS ARE COMPLEX AND THEY WILL STILL MAKE MORE, TAKE MORE TIME.

SO, NEXT SLIDE.

UM, THIS IS JUST A REMINDER OF THE THREE SORT OF CATEGORIES OF MONEY THAT WE HAVE.

THE 12 MILLION FOR THE CREATIVE SPACES BOND, UM, FROM 2018 AS ONE OF THE PRIMARY SOURCES OF FUNDING.

2.4 MILLION IN HOT, UH, HOTEL OCCUPANCY TAX FOR ICONIC VENUE, AND THEN 5 MILLION FROM CITY OF AUSTIN BUDGET.

UH, LAST TIME YOU MIGHT HAVE SEEN THIS SLIDE BEFORE BUDGET SEASON, IT MAY HAVE BEEN 2.5 MILLION, BUT THIS YEAR WE GOT ANOTHER 2.5.

SO THAT IS PART OF THE, THE POCKET WE'VE ALWAYS INTENDED TO LEVERAGE THIS FUNDING WITH ADDITIONAL FUNDS.

UH, WE ARE DOING THAT INDIRECTLY WITH THESE INITIAL INVESTMENTS.

UH, BUT CERTAINLY OVER TIME, I THINK AS WE HAVE PROJECTS THAT HAVE GONE OUT THE DOOR, I AM, I WOULD, I, I'M ANTICIPATING THAT WE WILL FIND ADDITIONAL FUNDING THAT CAN BE BROUGHT TO BEAR.

NEXT ONE.

THIS IS REALLY A DI A DIAGRAM OF THE PROCESS.

WE'VE BEEN IN THE INITIAL, UM, RFP THAT WENT OUT LAST NOVEMBER.

BY THE END OF MARCH, WE HAD 45 OFFICIAL SUBMISSIONS AND THEN 16 ADDITIONAL PIPELINE ONLY.

UH, WE KEPT THE, THE APPLICATION OPEN FOR FOLKS THAT WANTED TO MAKE SURE THAT WE KNEW WHAT THEIR NEEDS ARE, EVEN IF THEY WOULDN'T BE RECEIVING FUNDS THIS TIME.

UM, AND CERTAINLY THAT HAS TOLD US A LOT ABOUT THE NEEDS IN THE ECOSYSTEM FROM, AGAIN, VENUES PERFORMANCE TO PRACTICE, TO AFFORDABLE STUDIO SPACES.

UH, WE'VE BEEN IN A PROCESS SINCE JUNE OF THE LONG LIST, WHICH IS REALLY AN INTERMEDIATE LIST OF 14 PROJECTS THAT MET THE INITIAL CRITERIA, THE SCORING RUBRICS AND SCORING TO BE IN THE TOP 14.

THOSE ARE BOTH EXISTING VENUES AS WELL AS NEW VENUES REQUESTS FOR NEW SPACES.

UM, AND WE, AND THOSE ARE WITH ALL THE DIFFERENT CATEGORIES OF MONEY.

SINCE THEN, THE LAST FOUR MONTHS, WE'VE BEEN SPENDING A LOT OF TIME ON THE FEASIBILITY TRYING TO BRING EACH PROJECT TO THE BEING THE MOST FEASIBLE AND READY TO GO.

SO IF WE CAN'T, WE CAN'T NECESSARILY INVEST THIS ROUND THAT AS SOON AS FUNDS BECOME AVAILABLE, WE'RE READY TO BE ABLE TO INVEST.

UM, WE, WE HAD, AT THE TIME THAT WE HAD BEEN PUTTING TOGETHER THE RFP, WE ANTICIPATED TWO TO SIX PROJECTS FOR THESE INITIAL INVESTMENTS.

WE BELIEVE WE CAN ACTUALLY EXCEED THAT NUMBER STILL WITH MEANINGFUL INVESTMENTS, ALTHOUGH IT IS TOO EARLY TO TELL YOU HOW MANY EXACT INVESTMENTS WE CAN MAKE.

I KNOW, I'M SORRY.

UM, LET'S KEEP GOING.

, I KNOW WE ALL CAN'T WAIT TO SHOUT FROM THE ROOFTOPS ALL THE FINAL INVESTMENTS, BUT THEY'VE BEEN VERY COMPLEX, SPECIFIC SPECIFICALLY AROUND THE REAL ESTATE MATTERS.

UM, NEXT, UM, THIS IS KIND OF THE VARIETY OF SPACES THAT ARE IN THAT LONG LIST.

IT REALLY RUNS THE GAMUT FROM VISUAL ART TO, UM, TO MUSIC, TO REHEARSAL SPACES TO THEATER, A VARIETY OF DIFFERENT THINGS.

UH, WE CAN GO TO THE NEXT ONE.

UM, WE REALLY WENT BACK, UM, BOTH DURING THE EVALUATION PROCESS

[00:10:01]

AS WELL AS MOST RECENTLY AS WE'VE BEEN TOUCHING ON THE FEASIBILITY TO MAKE SURE THAT WE'RE ALIGNING WITH WHAT THE RECOMMENDATIONS WERE FROM THE JOINT MUSIC AND ARTS COMMISSION.

UM, THIS WAS REALLY IMPORTANT TO US, UM, AS WRITING THE R F P AS WELL AS SORT OF MAKING SURE THAT AT EACH STAGE THAT WE'RE REALLY THINKING ABOUT THIS.

AND I'M JUST GONNA POINT YOU TO UNDER, ESPECIALLY UNDER THE EQUITY, ONE OF THE RECOMMENDATIONS IS ABOUT FREE AND SIGNIFICANTLY REDUCED RATE FOR CREATIVE SPACE TO UNDERSERVED AND MARGINALIZED INDIVIDUALS.

ALTHOUGH THAT WAS SORT OF PART OF MANY OF THE ORGANIZATION'S PROPOSALS.

IT'S REALLY WHEN WE GET DOWN TO THE OPERATOR AGREEMENTS WITH THE USERS TO MAKE SURE THAT WE'VE GOT PERFORMANCE METRICS THAT ALLOW US TO ASSURE AFFORDABILITY OVER TIME.

SO EVEN IF IT'S NOT ALL BEEN EVERY SINGLE ONE CHECKED OFF IN THIS EARLY LIST, WE'RE REALLY TRYING TO MAKE SURE THAT WE CONTINUE THIS AS A THROUGH LINE OF WHAT WE'RE TRYING TO ACHIEVE.

NEXT ONE, THE FEASIBILITY, UM, REALLY LOOKED AT, INTERESTINGLY ENOUGH, EACH PROJECT WAS LOOKED ON ITS OWN MERITS AND ACTUALLY WHAT MIGHT BE FEAS, WHAT SORT OF A MARKER OF FEASIBILITY FOR ONE PROJECT WAS NOT THE SAME WITH OTHERS.

WE LOOKED AT ORGANIZATIONAL CAPACITY SITE CONTROL SPECIFICALLY FOR EXISTING, UH, VENUES, UH, NEGOTIABILITY, WHICH IS JUST HOW, UM, HOW, WHAT IS THE ABILITY TO NEGOTIATE WITH THE EXISTING LANDOWNER, UH, PROJECT ECONOMICS, HOW MUCH MIGHT IT COST? HOW MANY, UH, DOLLARS DO WE HAVE AVAILABLE? AND ULTIMATELY, HOW IS IT MAINTAINING AFFORDABILITY OVER TIME? AND THEN WE ACTUALLY WAITED ALL OF THE PROJECTS FOR EQUITY BASED ON THE INITIAL SCORE THAT INCLUDED EQUITY AS A PART OF IT.

CAUSE THAT WAS REALLY IMPORTANT TO US.

UH, AGAIN, WE'VE ADVANCED AS MANY AS WE CAN TO BEING MOST FEASIBLE READY TO GO.

UH, WE'VE LOOKED VERY CAREFULLY AT MAKING SURE WITH WHAT WE KNOW NOW, UM, AS PROJECTS ARE, UM, AS WE START TO LOOK AT WHAT AFFORDABILITY MEANS FOR THE INITIAL OPERATORS OF THE EXISTING VENUES THAT MIGHT BE LOOKING FOR SUPPORT.

WE DON'T WANNA RAISE THEIR RENT.

WE WANNA AT LEAST MEET THEM WHERE THEY ARE OR MAKE IT A BETTER SITUATION THAN THEY'VE GOT NOW.

UM, AND THEN AGAIN, WE HAVE A PIPELINE OF PROJECTS, UM, TO REALLY REPRESENT THE VARIETY OF WAYS THAT WE CAN ACTUALLY INVEST THESE TYPES OF DOLLARS INTO THESE PROJECTS.

UM, AND GOING, GETTING TO THE NEXT ONE, REALLY, UM, IN THE 14, UH, 10 OF THOSE WILL BE ELIGIBLE FOR BOND FUNDS.

UH, BUT THIS ROUND WE REALLY WERE TRYING TO BOTH SECURE EXISTING SPACES AND THEN LOOK AT, UH, NEW SPACES THAT WOULD BE READILY AVAILABLE AND AFFORDABLE.

AND A COUPLE OF THOSE ARE CITY OWNED BUILDINGS.

SO NEXT ONE THAT WOULD LEAD.

OKAY, THIS IS, DON'T REMEMBER WHICH ONES, UM, I TOOK OUT, BUT I'LL GET TO THIS NEXT.

THIS IS REALLY SOMETHING THAT WE'VE LEARNED THROUGH THE PROCESS OF THE PIPELINE, AND I THINK I MAY HAVE SHOWN THIS PRIOR, UM, BUT IF NOT, WE'VE REALLY LOOKED AT THE, THE WHOLE SPECTRUM OF TYPES OF SPACES, UH, BOTH THAT APPLIED FOR FUNDING IN THIS ROUND.

EVERYTHING FROM CITY OWNED FACILITIES THAT ARE MANAGED BY, UH, THE PARKS DEPARTMENT ALL THE WAY TO NON-PROFIT VENUES, LARGE ONES ON CITY OWNED PROPERTY AND NON-PROFIT COMMERCIAL VENUES, UM, THAT OWN THEIR OWN THAT, THAT OWN THEIR OWN PROPERTY.

SO REALLY, A VARIETY OF DIFFERENT ENTITIES ARE ALREADY IN THIS SYSTEM, BUT WHAT WE'VE REALLY TRIED TO LOOK AT IS USING THE DOLLARS IN THIS INITIAL ROUND AND HOPEFULLY IN THE FUTURE TO SUPPORT THE MAJORITY OF PRO PROJECTS, UH, OPERATORS AND, UM, UH, ORGANIZATIONS THAT ARE REALLY AT THE WHIMS OF REAL ESTATE.

SO GOING FORWARD, THAT'S REALLY WHAT WE'RE TRYING TO SPEND THE MAJORITY OF DOLLARS ON.

NEXT ONE, UH, THIS IS REALLY JUST A HIGHLIGHT THAT WE HOPE TO BE ABLE TO STRETCH THE TWO TO SIX PROJECTS TO POTENTIALLY, UM, WHAT IS THIS, SEVEN TO 10.

BUT UNTIL WE CAN GET THROUGH THE NEGOTIATIONS WITH MANY OF THE DIFFERENT OPERATORS AND ORGANIZATIONS AND, AND PROPERTY OWNERS, UH, WILL SEE HOW MUCH WE CAN STRETCH THE DOLLARS.

UM, BUT ONE OF THE THINGS THAT'S REALLY IMPORTANT TO US, AND IT WAS ACTUALLY DISCUSSED QUITE A BIT AT WORK SESSION LAST WEEK, UM, IS TO REALLY START TO ALIGN THE FEASIBLE PROJECTS TOWARDS THE NEXT CULTURAL FUNDS BOND CYCLE.

AND THEN CERTAINLY WITH, FOR OTHER, UM, OTHER FINANCING SOURCES THAT WE CAN FIND, UM, THAT'S IMPORTANT, BUT AGAIN, THIS WILL TAKE TIME AND THE PROJECTS WILL, UM, REALLY TAKE THE NEXT TWO TO THREE YEARS TO FULLY BUILD OUT OR, UM, UP, YOU KNOW, SECURE.

UH, SO WE ALL HAVE TO HAVE A LITTLE BIT OF PATIENCE WITH THAT, EVEN THOUGH WE WANT THEM ALL TO BE ACCOMPLISHED IMMEDIATELY, INCLUDING MYSELF.

I'M JUST REALLY ANXIOUS.

SO NEXT ONE.

UM, SO THESE ARE THE TWO THAT WERE ANNOUNCED, UM, LAST WEEK, UH, BASED ON A COUNCIL, UM, A COUNCIL ACTION.

AND SO I WANTED TO GO THROUGH THEM JUST REALLY BRIEFLY.

UH, THESE TWO PROJECTS WOULD BASICALLY EQUATE TO ABOUT 2.4 MILLION OF THE 12 MILLION.

THE FIRST ONE IS A NEW CREATIVE SPACE, ACTUALLY RIGHT HERE.

[00:15:01]

NOT IN THIS BUILDING, BUT IN THE GARAGE, WHICH IS FACING MIDDLE FISCAL ROAD, WHICH IS AN EMPTY 7,000 SQUARE FOOT OF SPACE.

UM, THAT CAN BE, UM, CAN REALLY BE, UM, UTILIZED AND BUILT OUT AS SOON AS POSSIBLE BECAUSE IT'S EMPTY RIGHT NOW.

WE WOULD USE UP TO 2 MILLION TO FIT OUT THAT SPACE.

UH, WE'VE IDENTIFIED A LEAD OPERATING COMPANY IN OUR LONG LIST THAT WOULD BE THE LEAD OPERATOR OF THE SPACE, BUT IT WOULD BE AVAILABLE AND OPEN TO THE PUBLIC AND CERTAINLY UNDER A USE AGREEMENT SO THAT IT WOULD BE AT VERY AFFORDABLE RATES, UM, AND ULTIMATELY PROVIDE THAT SWING SPACE TO A NUMBER OF ORGANIZATIONS.

IT WOULDN'T BE UTILIZED ONLY BY THAT LEAD, LEAD OPERATING COMPANY.

UM, AND THE DESIGN PROCESS, REALLY IMPORTANTLY, AS WE KICK THAT OFF IN THE FIRST QUARTER OF THE NEXT YEAR, UH, WE'D REALLY BE LOOKING TO THIS COMMUNITY HERE AT THE COMMISSION AND OTHER COMMUNITY MEMBERS TO REALLY ENGAGE IN THAT DESIGN PROCESS.

NOW, 7,000 SQUARE FEET ISN'T GONNA SOLVE ALL OF OUR ISSUES FOR ALL THE SPACE WE NEED, BUT CERTAINLY TRYING TO MAKE SURE IT'S AS FUNCTIONABLE AS POSSIBLE FOR THE MOST THAT WE CAN.

UM, AND THEN THE SECOND ONE IS THE MILLENNIUM YOUTH ENTERTAINMENT COMPLEX PART IS ACTUALLY INVESTED QUITE A BIT IN THE LAST COUPLE OF YEARS, OR ABOUT TO, WITH THE OVERALL COMPLEX, UM, OF SPACES, EVERYTHING FROM ROOF REPAIRS, UM, TO MECHANICAL SYSTEMS AND THINGS LIKE THAT.

BUT THE LEAD OPERATING COMPANY WHO'S NOW MANAGING THAT SPACE HAD, UH, REQUESTED FUNDS TO BE ABLE TO, UM, BETTER FIT THAT MOVIE THEATER SPACE FOR ACTUALLY FUNCTIONING THEATER SPACE FOR A VARIETY OF DIFFERENT ORGANIZATIONS.

AND CERTAINLY IN, IN THAT NEIGHBORHOOD.

THIS IS, I THINK, A GOOD, GREAT NEW AMENITY.

UM, AND IT IS A MODEST BUDGET, BUT WE DO BELIEVE THAT THAT WILL BE HELPFUL TO KIND OF BETTER UTILIZE THAT SPACE, UM, TO A BROAD VARIETY OF ORGANIZATIONS.

UM, AND THEN UNFORTUNATELY AT THIS TIME, WE CAN'T ANNOUNCE ANY FUTURE PROJECTS, BUT WE HAVE THEM IN THE PIPELINE.

WE ARE ACTIVELY WORKING WITH, UH, ECONOMIC DEVELOPMENT AND REALLY SPECIFICALLY CITY LEGAL BECAUSE SOME OF THE REALLY COMPLEX WAYS THESE BOND FUNDS HAVE BEEN SET UP AND HOW THEY ENTER INTO PROJECTS SPECIFICALLY WITH EXISTING, UM, PROPERTY HAS BEEN THE BIG CHALLENGE.

BUT WE, WE SEE THE LIGHT AT THE END OF THE TUNNEL AND WE HOPE TO BE ABLE TO ANNOUNCE THEM AS SOON AS WE CAN.

WE WILL HAVE TO COME BACK TO COUNCIL FOR APPROVAL ON THE NEXT SET OF BOND FUNDED PROJECTS, AND THAT'LL BE IN THE NEXT YEAR.

SO I THINK THAT'S IT.

UM, WE'VE THOUGHT ABOUT QUITE A BIT ABOUT HOW TO IMPROVE, UM, THE PROGRAM MOVING FORWARD AND WHAT THE NEEDS MIGHT BE.

CERTAINLY SOMETHING THAT WE'RE LOOKING AT AN OVERALL PROGRAM MANAGEMENT BUDGET.

UM, BUT HOPEFULLY IN THE NEW YEAR WE'LL BE ABLE TO ALSO SOLICIT FEEDBACK FROM THIS COMMISSION AND OTHERS AS SOME ADDITIONAL, UH, PROJECTS ARE ANNOUNCED TO MAKE SURE THAT WE'RE CONTINUALLY IMPROVING THE PROGRAM TO SUIT AT LEAST THE ABILITY TO LOG AND CHARACTERIZE ALL THE NEEDS THAT ARE IN THE, THE COMMUNITY.

NEXT SLIDE.

I THINK THAT'S IT.

UM, THANK YOU SO MUCH.

THAT WAS ACTUALLY BRIEFER THAN MY, MY, MY, UH, CEO TASA ALVAREZ PRESENTED TO THE WORK SESSION LAST WEEK, AND SHE SPOKE FASTER THAN I DID WITH MORE SLIDES.

SO ANY ADDITIONAL QUESTIONS I'M HAPPY TO ANSWER.

SO THANK YOU.

THANK YOU SO MUCH, ANN.

THAT WAS VERY COMPREHENSIVE FOR BEING IN ABRIDGED VERSION OF THAT.

IT WAS MUCH LONGER.

MS. CARTER, I'M GONNA GO TO MY COMMISSIONER'S FIRST.

COMMISSIONER FLORES.

UH, THANK YOU.

UM, SO, UH, JUST TO BE, UH, JUST TO BE CLEAR, THOSE LAST TWO PROJECTS, THOSE ARE, UH, BEING FUNDED THROUGH THE, THE THE $12 MILLION, UH, BOND PROGRAM.

YES.

AND YOU SAID THEY, THE, THE CHECKLIST THAT YOU, THAT, THAT THE JOINT COMMISSION ARTS AND MUSIC COMMISSION PUT TOGETHER, THAT YOU WENT THROUGH, UH, WAS SATISFIED.

AND I JUST, IN PARTICULAR FOR THESE TWO PROJECTS, ESPECIALLY THE EQUITY COMPONENT, I'M JUST WANTING TO MAKE SURE THAT, THAT THEY IN FACT DID MEET THOSE, UH, IS THAT CORRECT? YES.

THE, THE CHECKLIST OR THE THE COMMISSION RECOMMENDATIONS INFORMED THE R F P AND INFORMED THE INITIAL SCORING RUBRIC.

UM, I WOULD SAY THAT EACH PROJECT MET THOSE QUALIFICATIONS IN DIFFERENT WAYS.

UM, BUT THEY IN FACT DID INFORM, UM, THE, THE OVERALL LONG LIST OF PROJECTS AND THE SELECTION CRITERIA.

OKAY.

AND DID YOU MIGRATE THOSE, UH, RECOMMENDATIONS THAT WE MADE? THEY DON'T, THEY DON'T GO AND BLEED OVER INTO THE ICONIC, UH, PROJECTS, DO THEY? THE, UH, THE ONES WITH THE ICONIC MUSIC FUND, DO THEY THESE WERE STRICTLY, YES.

THESE WERE STRICTLY FOR THE BOND DOLLARS? YES, THAT'S WHAT YOUR QUESTION IS.

YEAH, THAT'S WHAT WE LOOKED AT.

I MEAN, THERE WERE VERY SIMILAR, UM, NOT SIMILAR CRITERIA.

THERE WERE SOME SIMILAR CRITERIA FOR THE ICONIC VENUE PROJECTS AS WELL THAT WERE EMBEDDED IN THE RFP PROCESS.

OKAY.

AND THEN ONE LAST THING, ONE LAST QUESTION IS ABOUT THE AFFORDABILITY OR FREE OR VERY AFFORDABLE.

UM, IS THAT GONNA BE IN THESE FIRST TWO PROJECTS? IS IS, IS THAT GONNA BE, UH, I, I THINK YOU SAID YES, BUT UH,

[00:20:01]

UH, OR YOU'RE LOOKING AT IT, UM, I'M HOPING THAT THEY WILL BE VERY, UM, VERY AFFORDABLE AND THAT THEY'LL BE MULTIPLE, UH, ORGANIZATIONS AND GROUPS THAT WILL BE ABLE TO UTILIZE THESE SPACES.

YES.

IS THAT CORRECT? YES.

YES.

AT VERY AFFORDABLE.

AND WHAT ABOUT THE OPERATIONAL IS THAT, IS WAS THE 33%, UH, YOU KNOW, UM, THRESHOLD MET ON THOSE PROJECTS? UM, YES.

I THINK IF I UNDERSTAND YOUR QUESTION CORRECTLY, MANAGEMENT, THE MANAGE, THE, THE MANAGEMENT, WELL THAT IN PARTICULAR, THAT ONE, UM, BECAUSE OF THE WAY THE RFP WAS WRITTEN, WHICH WAS FOCUSED ON, UH, THE COMMUNITIES IN TERMS OF THE AUDIENCES THAT THEY MET, AS WELL AS THE PRODUCTION AND PROGRAMMING THAT THE ORGANIZATION HELD, UM, I'M LESS AWARE OF ALL OF THE DETAILS OF WHAT WAS MAYBE DISCUSSED LAST YEAR.

UM, BUT I KNOW THAT ONE OF THE THINGS THAT WE DID NOT FEEL AT THE TIME WE COULD PUT INTO THE, UM, RFP IS THE ABILITY TO MEASURE THE ACTUAL MANAGEMENT AND BOARD OF THE SPECIFIC ORGANIZATIONS THAT THERE WERE PEOPLE OF COLOR.

AND SO WHAT WE DID IS WE MADE SURE THAT ALL OF THE ORGANIZATIONS MET EXPECTATIONS AROUND AUDIENCE AND, UM, PROGRAMMING, AND CERTAINLY EACH ORGANIZATION AS THEY FELT THEY COULD IN THEIR, THEIR OWN STATEMENTS ABOUT THE TYPES OF, UM, EFFORTS THAT THEY HAVE MADE ON THEIR BOARD, THEIR STAFF, THEIR MANAGEMENT TO ACQUIRE, OR ACQUIRE IS THE WRONG WORD, ACHIEVE EQUITY ON THOSE DIFFERENT BOARDS.

EACH ONE HAS PROBABLY A DIFFERENT STORYLINE IN TERMS OF WHAT THEY'VE BEEN ABLE TO ACHIEVE AND WHERE THEY'VE GOTTEN TO.

UM, SO THEY'VE ALL MET OUR RFP REQUIREMENTS AND CERTAINLY WITH THE AFFORDABLE RATES AND THE UTILIZATION OF THE SPACE, UM, IT IS SOMETHING THAT WOULD BE PART OF THEIR OPERATING AGREEMENTS GOING FORWARD AND EXPECTATIONS OF THE ORGANIZATION.

I SERVED ON THAT.

I I SERVED ON THAT JOINT COMMISSION AND WORKED FOR A LONG, LONG TIME ON THAT.

AND I KNOW THAT IT WAS VERY IMPORTANT THAT, UH, YOU KNOW, UM, ORGANIZATIONS OF COLOR, UH, AND WOULD NOT BE, YOU KNOW, THAT THEY WOULD HAVE THE OPPORTUNITY AND NOT NECESSARILY BE SQUEEZED OUT OF, AND THEN BE A ELIGIBLE AND A AVAIL, UH, I CAN'T THINK OF THE RIGHT WORDS, I'M SORRY.

WOULD BE ABLE TO, TO, UH, PARTICIPATE, UH, IN THIS PROGRAM ROBUSTLY AND NOT BE SQUEEZED OUT.

YES.

AND I JUST WANNA MAKE SURE THAT WE ARE MEETING OUR EQUITY, UH, UH, GOALS BECAUSE THAT WAS VERY IMPORTANT TO THE FOLKS THAT SERVED ON THAT, ON THAT, UH, JOINT COM COMMITTEE.

YES.

NO, I UNDERSTAND THAT.

AND IT IS VERY IMPORTANT TO THE PROGRAM AS A WHOLE.

UM, I WOULD SAY THAT, UM, CERTAINLY SOME OF THE REQUIREMENTS, UM, FOR THE EXISTING VENUES, UH, RELATIVE TO SITE CONTROL AND SOME OF THOSE OTHER THINGS MADE IT SOMETIMES VERY DIFFICULT.

UM, AND THE SCORING RUBRIC WAS AS GOOD AS IT WAS TO TRY AND PRIORITIZE AND WAIT, UM, APPLICATIONS AND ULTIMATELY PROGRAMS FOR THAT EQUITY PIECE.

AND THAT IS, IS VERY IMPORTANT TO OUR PROGRAM GOING FORWARD AS WELL.

SO, OKAY.

THANK YOU.

THANK YOU.

COMMISSIONER MOCK.

UM, A COUPLE OF QUESTIONS.

UM, SO WHEN YOU, I MEAN, IT IS INCREDIBLE WITH 7,000 SQUARE FEET, UH, SPACE.

I MEAN, SO, UH, I'M WONDERING THAT IN THE PROPOSAL, THEY MUST BE TALKING ABOUT DIFFERENT SIZE OF PERFORMING SPACE, RIGHT? IT, IT IS NOT LIKE ONE BIG SPACE FOR, YOU KNOW, UM, FOR, FOR, FOR PERFORMANCE.

SO I'M JUST, JUST, JUST CURIOUS ABOUT THE PROPOSAL, UH, DO THEY TAKE INTO CONSIDERATION ABOUT DIFFERENT SIZE OF AUDIENCE IN DEVELOP THIS ENTIRE PROJECT? UH, YOU HAVE A COUPLE QUESTIONS.

DO YOU WANT ME TO ANSWER THAT ONE FIRST? UH, OKAY.

AND THEN THE SECOND ONE IS, UH, IN THE DEVELOPMENT, BECAUSE PARKING IS ALWAYS AN ISSUE, SO I'M HOPING THAT, THAT THAT $2 MILLION DEVELOPMENT, UH, DOES NOT INCLUDE OR, OR, OR ASK THEM TO PROVIDE PARKING SPACE OR IS IT, YOU KNOW, BECAUSE THAT CAN BE VERY EXPENSIVE.

SO I'M JUST TRYING TO PROTECT THE INCHES OF THIS 7,000 SQUARE FEET THAT IS NOT GOING TO BE ALLOCATED FOR PACKING.

JUST CURIOUS.

OKAY.

WHY DON'T YOU, YEAH, SO THE DESIGN OF THAT 7,000 SQUARE FEET HAS NOT BEEN DONE YET.

UM, A COUPLE OF YEARS AGO WITH THE DESIGN OF THE OVERALL BUILDING HERE AT THE PDC, THERE WAS A TEST FIT TO MAKE SURE THAT A NUMBER OF SPACES COULD POTENTIALLY FIT IN THAT SPACE.

AND SO WE WILL

[00:25:01]

BE KICKING OFF THE DESIGN OF THAT SPACE IN THE FIRST QUARTER, JANUARY, FEBRUARY.

WE'VE GOTTA GO THROUGH AN RFP PROCESS TO SELECT A CONSULTANT.

WE WILL DESIGN THAT SPACE AND THAT WILL INCLUDE INPUT FROM, FROM YOU ALL HERE AS WELL AS THE COMMUNITY ABOUT THE TYPES OF SPACES NEEDED.

UM, IT CAN'T FIT EVERYTHING FOR EVERYBODY, BUT WE BELIEVE IT COULD FIT AT LEAST ONE THEATER SPACE OF 75, UH, 75, I CAN'T REMEMBER WHAT WE'VE FORMALLY SAID, BUT 75 TO A HUNDRED PEOPLE.

UM, IT WOULD BE MORE LIKE A BLACK BOX WITH SOME SEATING WITHIN IT OF SOME SORT, WHICH OF COURSE HASN'T BEEN DESIGNED YET.

UH, BUT WE'LL BE LOOKING AT ALSO SOME ANCILLARY SPACES TO SUPPORT THAT THEATER AS WELL AS LIKELY SOME SMALLER REHEARSAL SPACES, POTENTIALLY AT LEAST ONE OF THE WALLS INTERIOR TO BE VISUAL ARTS.

I MEAN, REALLY WE COULD LOOK AT SERVING A NUMBER OF DIFFERENT NEEDS, BUT AGAIN, IT WON'T BE EVERYTHING FOR EVERYBODY, BUT CERTAINLY THERE IS A LOT OF SPACE.

SO WE WILL COME BACK AND ANNOUNCE WHEN THAT DESIGN PROCESS IS OPEN SO THAT PEOPLE CAN PROVIDE THEIR FEEDBACK.

UM, THAT WOULD BE GREAT.

UM, AND THEN I THINK THE OTHER QUESTION WAS RELATED TO PARKING.

THIS SPACE IS RIGHT WITHIN A PARKING GARAGE OWNED BY THE CITY.

UM, WE HAVE NOT NEGOTIATED ANY SORT OF TERMS, BUT LIKE OTHER CITY FACILITIES, THERE ARE MECHANISMS FOR WHICH IT'S CURRENTLY NOT CHARGING FOR PARKING, ALTHOUGH WE ANTICIPATE THAT WILL HAPPEN IN THE FUTURE, THAT THERE WILL BE SOME VALIDATION PROCESS.

AND AGAIN, WE HAVEN'T FINALIZED ANY OF THOSE DETAILS, BUT IT IS SITTING OFFICIALLY IN A PARKING GARAGE, SO THAT HOPEFULLY WORKS.

THAT IS GREAT NEWS.

I JUST DON'T WANT THE $2 MILLION TO HAVE PARKING LOT DEVELOPMENT.

YEAH.

, BECAUSE THANK YOU SO MUCH.

I AGREE WITH YOU.

OKAY.

SO , THAT'S GOOD.

OKAY.

COMMISSIONERS, ANY OTHER QUESTIONS? I GUESS MY MAIN QUESTION WAS WHAT WAS THE SORT OF THEORIZED USE OF THIS 7,000 SQUARE FEET AND IT SOUNDS LIKE A THEATER WITH A MULTIPURPOSE SPACE THAT WOULD SERVE AS A THEATER SPACE? YES.

OKAY.

UM, IDEALLY, AGAIN, IT DEPENDS ON SPACE, THE DIFFERENT FUNCTIONS THAT MIGHT ALL BE ABLE TO HAPPEN.

AND THEN I THINK, UM, FROM AN OPERATIONS PERSPECTIVE, YOU KNOW, ANY KIND OF CHANGEOVER FROM ONE SPACE TO ANOTHER AND WHAT TYPES OF USAGE WE CAN HAVE IN THAT SPACE WOULD START TO LIMIT HOW MANY TIMES YOU CAN USE THAT SPACE.

UM, THERE'S AT LEAST ONE DRAWING I KNOW OF DURING THE DESIGN OF THIS FACILITY, THEY LOOKED AT MAYBE TWO SMALLER THEATER SPACES, BUT THAT REDUCED THE NUMBER OF EITHER REHEARSAL OR OUTSIDE SPACES.

SO I THINK WE'RE GONNA TRY AND FIGURE OUT WHAT THE BEST BALANCE IS.

WONDERFUL.

AND, AND WRITE WHAT THE NI RIGHT NUMBER OF, WHETHER IT'S SEATS, PERMANENT SEATS, OR FLEXIBLE SEATING ARRANGEMENTS.

THAT WOULD BE THE BEST.

SO AMAZING.

AND IT'S AN OPER, THE OPER SELECTED OPERATORS COMING FROM THAT LIST OF 14 MM-HMM.

.

SO THEY'RE ALREADY, UM, THEY HAVE THAT EXPERIENCE IN TERMS OF RUNNING A PERFORMANCE BASE.

YES.

OKAY.

UM, I, THEY WILL BE ANNOUNCED AS SOON AS WE HAVE A TERM SHEET THAT CITY LEGAL APPROVES US TO BE ABLE TO ISSUE SO THAT WE CAN ACTUALLY GET INTO THE DETAILS.

IT WOULD BE, UM, I THINK MANY OF THE ORGANIZATIONS THAT NEED SPACE THAT HAVE BEEN DISPLACED HAVE QUITE A BIT OF EXPERIENCE MANAGING MULTI, MULTI-USER SPACES.

YEAH.

OH, I DON'T WANNA GET INTO 20 QUESTIONS.

I WAS LIKE, DOES THIS OPERATOR HAVE A SPACE CURRENTLY? ARE THEY, IS THIS A SET, AN EXTENSION OF THAT SPACE? YEAH.

UM, SO I GUESS THAT'S A QUESTION.

WOULD IT BE CONSIDERED, UM, IT'S OWN STANDALONE ENTITY AS A CITY OWNED FACILITY, OR IS IT AN EXTENSION OF AN EXISTING THAT'S A GREAT QUESTION.

SO THIS WOULD BE TECHNICALLY WHAT WAS ON THE ACTUAL COUNCIL AGENDA IS A E D C WILL BE THE PRIMARY LEASEE OF THE SPACE.

SO WE ARE SORT OF LIKE A SANDWICH LAYER, REALLY SORT OF MONITORING AND OVERSEEING AND SETTING UP THE USER AGREEMENT WITH THE USER.

SO CITY OWNS THE BUILDING, WE ARE THE PRIMARY LEASE C AND THEN ULTIMATELY THE OPERATOR WOULD HAVE A CONTRACT FOR A SERIES OF YEARS TO MANAGE THAT MULTI-TENANT SPACE WITH A, A SERIES OF EXPECTATIONS AND THINGS LIKE THAT.

RIGHT.

THAT'S, AND IN FACT, TECHNICALLY, UM, AS WE'RE LEARNING, UH, THERE WOULD BE AN ANNUAL SCHEDULE OF RATES THAT WOULD HAVE TO BE APPROVED.

UM, SO THAT'S HOW WE MONITOR THAT.

IT STAYS AFFORDABLE AS WELL.

FANTASTIC.

THAT'S REALLY EXCITING.

HE WAS LIKE LOOKING, I'M SURE WE'RE ALL WITH BAITED BREATH COMMISSIONER POLGAR, SO I APOLOGIZE CAUSE I CAME IN SORT OF THE TAIL END OF THIS, BUT, UM, WHAT, IN TERMS OF IF YOU GUYS ARE THE PRIMARILY C AND YOU'RE GONNA HAVE AN OPERATOR FOR A SET NUMBER OF YEARS, WHAT'S THE TERM THAT YOU'RE THINKING FOR THE OPERATOR INITIALLY? UM, I DON'T KNOW THAT ANSWER YET.

UM, EVERY PROJECT, I MEAN, IF YOU'RE TALKING ABOUT THE PD C I THINK IT NEEDS TO BE LONG ENOUGH FOR THAT ORGANIZATION TO HAVE A RUNWAY BECAUSE WE'RE ALL GONNA BE LEARNING FOR THE FIRST TIME IN THIS SPACE WITH AUDIENCES WITH A KIND OF USAGE PATTERN.

UM, SO I'M VERY CONCERNED THAT WE HAVE AT LEAST ENOUGH OF A RUNWAY.

UH, BUT I WOULD SAY THE FIRST COUPLE OF YEARS IS THE FIRST TIME WE'VE BEEN A PRIMARY LEASE OF SPACE.

UH, WE'RE GONNA LEARN IN TERMS OF WHAT KIND OF REVENUE WE'RE GONNA NEED TO MAKE.

ALL OF THOSE KINDS OF THINGS WILL HAVE TO BE KIND OF A WORK IN PROGRESS FOR THE FIRST COUPLE OF YEARS SO THAT BOTH THE, THE PD C SPACE AND THE

[00:30:01]

LEAD OPERATOR AND ANY PROGRAM PARTNERS, UM, ARE HITTING THEIR STRIDE.

SO IT WOULD, OUR LEASE WILL, I BELIEVE IS A 15 YEAR LEASE WITH A RENEWAL OF 15 YEARS, WHICH HAS ALSO NOT BEEN FINALIZED YET, BUT THAT'S WHAT WAS ON THE COUNCIL AGENDA.

AND SO WE WOULD TRY AND MATCH UP, UM, AGAIN WITH THE ORGANIZATION, THEIR CAPACITY AND CERTAINLY WHAT KIND OF, UM, YOU KNOW, WE'LL HAVE ANNUAL REVIEWS AND LOTS OF LOT AND IN FACT THE CITY WANTS QUARTERLY REPORTING, SO THERE'LL BE QUITE A BIT OF EYES ON THIS THE FIRST FEW YEARS, BUT WE NEED THE ORGANIZATIONS TO HAVE ENOUGH OF A RUNWAY TO BE ABLE TO OPERATE AND, AND LEARN FROM IT.

UM, THERE ARE GONNA BE SOME OTHER PROJECTS THAT ARE GONNA BE EXISTING VENUES WHERE IN JUST THE MECHANISM OF THE WAY THE BOND DOLLARS WILL COME IN, WILL WANNA MATCH THE TERM OF THE LEASE WITH SOMETHING THAT THEY'RE, THAT'S LONG ENOUGH AGAIN, SO THAT THEY CAN STAY IN PLACE.

UM, AND THEN ALSO SATISFIES THE, BOTH THE TERM OF THE BOND FUNDS AND AS WELL ANY SORT OF, UM, INCOME TAX OR OTHER KIND OF, UM, BENEFIT THAT WE BRING AS A SORT OF INNER LAYER THERE.

SO EACH OF THE TERMS FOR EACH OF THE PROJECTS WILL BE DIFFERENT, BUT FOR THE PD C, UH, WE HAVE NOT SET IT YET FOR THE OPERATOR.

SURE.

YEAH.

NOW MY CONCERN WAS TO MAKE SURE THAT THERE WAS ENOUGH SPACE SO THAT YOU COULD DO THE LEARNING WITHOUT SOMEBODY ENDING UP BACK ON THE STREET BECAUSE IT DIDN'T WORK AND THERE WASN'T ENOUGH TIME TO FIGURE THAT OUT.

YEAH.

THANK YOU GUYS FOR THE WORK YOU'RE DOING.

THANK YOU.

COMMISSIONER GRAY.

UH, THANK YOU SO MUCH FOR THE PRESENTATION.

IT WAS IT MY UNDERSTANDING THAT THE LEASE AGREEMENT WITH THE CITY WAS A HUNDRED DOLLARS A YEAR.

YES.

LEASE AGREEMENT FOR THE SPACE.

YES.

I BELIEVE THAT WAS ACTUALLY IN THE COUNCIL ACTION.

SO THE LEASE BEING THE ARTIST THAT WOULD BE, UH, TAKING OVER THE SPACE WOULD BE PAYING THE RATES WOULD BE SET.

I MEAN, OBVIOUSLY, AND THAT'S TO BE DETERMINED.

WHERE DOES THAT LEASE, UH, MONEY GO? WHERE THE A HUNDRED DOLLARS A YEAR? NO, WHAT THE ACTUAL ARTIST AS RENTER? OH, I'M SORRY.

OKAY.

UM, WELL, RIGHT NOW WE'RE LOOKING AT AN OPERATING PROFORMA THAT NEEDS TO BE TESTED WITH, UM, ULTIMATELY NOT JUST THE POTENTIAL LEAD OPERATOR, BUT ULTIMATELY THE REALITY OF HOW THIS RUNS.

AND SO WE'RE GONNA HAVE TO MAKE SOME, UM, UNDERSTANDING OF IT COSTS MONEY FOR INSURANCE SECURITY, KIND OF DIFFERENT SYSTEMS THAT MAY HAVE TO BE IN PLACE TO BE ABLE TO OPERATE THIS SPACE.

AND AS WELL, UM, THAT MONEY IS COMING IN TO SUPPORT LIKELY WITH A, WITH A LEAD OPERATOR OR ANY OTHER OPERATOR, UM, SOME STAFFING TO MAKE SURE THAT THIS IS OPEN AND AVAILABLE TO THE PUBLIC AS MUCH AS, AS IT NEEDS TO BE.

I DON'T HAVE ANY DETAILS ON THOSE NUMBERS AT THIS TIME, BUT WE'RE LOOKING VERY CAREFULLY AT THAT BECAUSE AT THE END OF THE DAY, WE'RE TRYING TO ASSURE AFFORDABILITY.

AND SO IT, IT IS REALLY TRYING TO BALANCE ALL OF THOSE THINGS.

UM, IT WOULD BE, YOU KNOW, WE NEED TO KNOW THAT WE HAVE THE BOTH ORGANIZATIONS AND OPERATING STAFF TO MAKE THIS OPEN AND AVAILABLE TO THE PUBLIC AND CAN BE SWITCHED FROM, FROM, UM, ENTITY TO ENTITY.

AND I WANNA MAKE SURE THAT FOLKS HERE, THAT IT IS OUR INTENT TO MAKE SURE THIS IS PROFESSIONALLY OPERATED BY AN ORGANIZATION THAT UNDERSTANDS THE NEEDS OF THE PROFESSION OF THE CREATIVE, UM, ORGANIZATIONS THAT WE USING THIS SPACE AND ALL OF THOSE THINGS NEED TO GO INTO THIS OPERATING PROFORMA AND THAT WOULD THEN SET THE RATES.

BUT AGAIN, THESE FIRST COUPLE OF YEARS WILL BE LEARNING A LOT.

UM, YOU KNOW, THERE'LL BE EXPECTATIONS OF THAT OPERATOR FOR BOTH MARKETING THE SPACE AND MAKING SURE THAT ENOUGH PEOPLE KNOW ABOUT IT.

AND THAT WILL INCLUDE MANY, MANY, MANY OF OUR ORGANIZATIONS OF COLOR THAT MAY NOT BE IMMEDIATELY ADJACENT TO THE SPACE AND SEEING IT ALL THE TIME.

SO I THINK THERE'S A LOT OF LEARNING THAT WE'LL BE DOING IN THOSE FIRST COUPLE YEARS.

THERE'S NO, UM, EXPECTATION THIS IS GOING TO BE CREATING A PROFIT .

UM, SO THAT, YOU KNOW, THAT IS WHY THE MONEY THAT IS COMING IN IS GONNA BE SUPPORT THE OPERATIONS OF THAT SPACE.

OKAY.

DOES THAT HELP? THANK YOU.

SO ANSWER THE QUESTION.

YEAH.

I KNEW IT WASN'T A, I JUST WANTED TO SEE HOW OKAY.

THE PROCESS, I MEAN THE BOND MONEY AND WHETHER IT WAS YEAH.

JUST WONDER KIND OF TRYING TO FIGURE OUT WHERE THOSE RATES WERE SITTING AND WHAT THEY'RE FACING.

YEAH.

NO, AND IT'LL BE A CHALLENGE BECAUSE REALLY THE AFFORDABILITY IS GONNA DEFINITELY COME FROM A HYPER UTILIZATION OF THAT SPACE AND IT'S UTILIZED TO ITS FULLEST.

BUT THAT AGAIN, GOES BACK TO MAKING SURE IT'S NOT RELYING ON VOLUNTEERS TO MAKE SURE THAT IT GETS CHANGED OVER FROM ONE GROUP TO ANOTHER.

SO WE, WE ARE AWARE OF, IT'S A VERY COMPLEX MODEL THAT WE HAVE NOT YET STRUCTURED YET.

YEAH.

AND IT WOULD BE, AGAIN, STAFFED BY THAT OVERSEEING NON-PROFIT ENTITY.

MM-HMM.

GREAT.

YES.

THANK YOU.

MM-HMM.

, ANY OTHER QUESTIONS? OKAY.

THANK YOU SO MUCH, ANNE, FOR BEING HERE.

WE REALLY APPRECIATE RELAYING ALL THE INFORMATION TO US DIRECTLY.

UM, I KNOW WE WOULD LOVE TO GET, UM, UPDATES AS SOON AS YOU HAVE THEM.

YEAH.

UM, CARL'S AMAZING.

IT'S OBVIOUSLY NOT HERE TONIGHT BECAUSE YOU'RE HERE.

YEAH.

UM, BUT, UM, ANY, UH, VITAL INFORMATION THAT YOU CAN PROVIDE US ANY WAY THAT WE CAN BE OF SERVICE TO YOU, PLEASE DO NOT HESITATE TO REACH OUT TO US.

I KNOW WE'RE ALL, UM, VERY EXCITED TO SEE ANY OF THESE CONTRACTS COME TO FRUITION.

SO ANYWAY, WE CAN SUPPORT.

I WILL JUST MENTION I WANTED TO THANK

[00:35:01]

FOLKS, I'M NOT SURE NECESSARILY IN THIS GROUP, BUT CERTAINLY PEOPLE, UM, THAT WE'VE BEEN WORKING WITH OVER THE LAST YEAR WHO SUPPORTED US THROUGH MENTIONING TO COUNCIL MEMBERS HOW URGENT THIS ISSUE IS.

AND I THINK THAT IS THE ABSOLUTE ONE MESSAGE THAT NEEDS TO CONTINUE INTO THIS NEW COUNCIL AS WELL.

UM, BECAUSE WE'RE TRYING TO BE AS FAST AS NIMBLE AS POSSIBLE, BUT WE'RE GONNA NEED BOTH YOUR SUPPORT AND COUNCIL SUPPORT TO GET US THERE.

SO THAT IS THE KEY.

AND SO I MIGHT COME BACK WITH A REQUEST FOR WHETHER A RESOLUTION OR OTHER KIND OF SUGGESTION.

ABSOLUTELY.

YEAH.

OKAY.

THANK YOU.

THANK YOU SO MUCH.

THANKS COMMISSIONERS.

YOU HAVE YOUR MARCHING ORDERS FROM ANNE.

[PUBLIC COMMUNICATION: GENERAL (Part 2 of 2)]

OKAY.

WITH THAT, I'M GONNA PUT US BACK ON A SCHEDULE HERE AND WE'VE GOT ANOTHER PUBLIC COMMUNICATION, UM, UH, FROM A COMMUNITY MEMBER IN NAGA VALLEY, ME CHARLA, WHO'S GONNA JOIN US, AND THIS IS THE VICE CHAIR OF THE MUSIC COMMISSION, SO I FEEL VERY LUCKY TO HAVE HER HERE.

THANK YOU.

THANK YOU COMMISSIONERS.

UH, UH, I'M HERE, UM, TO SUPPORT THE EARLIER COMMENTS FROM CATHERINE FRANKLIN REGARDING, UM, THE IMPORTANCE OF CULTURAL ARTS FUNDING FOR ORGANIZATIONS SUCH AS, UH, EASTER SEALS, CENTRAL TAXES, UM, NAGA, UH, I'M A MUSICIAN, AND, UM, ALSO HERE IN MY CAPACITY AS THE BOARD CHAIR FOR EQ AUSTIN.

UM, A NON-PROFIT ORGANIZATION THAT IS HEAVILY FOCUSED ON DIVERSITY AND INCLUSION IN AUSTIN MUSIC.

WE HAVE, UH, COLLABORATED WITH EASTER SALES OVER THE YEARS.

UH, ON NOVEMBER 2ND THIS YEAR, IQ AUSTIN AND EASTER SEAS PRESENTED THE, UH, A BEAUTIFULLY DIVERSE SHOWCASE AT THREE AND ACL WITH OVER 35 ARTISTS OF COLOR ALL PERFORMING ON THE SAME STAGE, THE SAME EVENING TO A FULL HOUSE, REFLECTING JUST HOW DIVERSE AUSTIN CULTURE AND MUSIC COULD LOOK LIKE ON ANY GIVEN EVENING ON OUR STAGES AND ALL OF THIS IN SUPPORT OF ESSENTIAL SERVICES THAT ORGANIZATIONS SUCH AS EASTER SEALS PROVIDE IN OUR COMMUNITIES.

WE HAD MILAT SINGING IN UMHER, HER NATIVE LANGUAGE, UH, TO THE SOUNDS OF, UH, LATIN AND ROOT MUSIC.

UH, FROM CARRIE RODRIGUEZ.

WE HAD, UH, GRAMMY AWARD-WINNING SANGITA CORE WITH HER SPIRITUAL SOUNDS AND A LOT OF EMERGING, UH, AND YOUNG ARTISTS AS WELL IN THE MIX.

NOVEMBER 2ND WAS CITY PROCLAIMED AS THE DAY OF DIVERSITY AND INCLUSION AWARENESS, SHOWING SUPPORT FROM THE CITY AND THE HONORABLE MAYOR ADLER, SUPPORTING DIVERSITY IN THE DIFFERENT WAYS THAT IT MANIFESTS IN OUR COMMUNITIES.

ADE, WE HOPE WILL BE A RECURRING EVENT EVERY YEAR.

WE ASPIRE TO SCALE IT, AND WE CANNOT DO THIS WITHOUT SUPPORT FROM THE CITY.

I WOULD LIKE TO LEAVE THE COMMISSIONERS WITH THE IDEA OR THE THOUGHT THAT AN IN AN INITIATIVE SUCH AS ADE IS ONE VERY EFFECTIVE AND PROFOUND WAY TO USE CITY TAXPAYER MONEY EARMARKED FOR THE ARTS, WHERE WE BRING TOGETHER FROM DIVERSE COMMUNITIES IN A MANNER THAT THEY ARE WELL SUPPORTED, THEY FEEL SUPPORTED AND CONNECTED, AND ARE ALSO OFFERING THEIR TALENTS TO SUPPORT THE AMAZING GOOD AND ORGANIZATION SUCH AS EASTER SEALS DOES.

THANK YOU.

THANK YOU FOR YOUR TIME AND, UH, I APPRECIATE YOUR SERVICE ON THIS BOARD.

THANK YOU FOR BEING HERE.

THANK YOU.

[1. Approve the minutes of the Arts Commission Regular Meeting on October 17, 2022. ]

OKAY.

NEXT IS THE APPROVAL OF MINUTES FROM THE MEETING IN OCTOBER.

I SEE, UH, COMMISSIONER POLGAR.

MOTION TO APPROVE.

AND COMMISSIONER GRAY, I'M ASSUMING YOU'RE A SECOND.

WONDERFUL.

UM, GOSH, I'M OUT OF PRACTICE.

DO WE NEED A VOTE ON TO APPROVE? I THINK WE DO, DON'T WE? YEAH.

SO, UH, ALL THOSE IN FAVOR OF APPROVING THE MINUTES? HANDS UP.

WE'RE GOOD TO GO.

ALRIGHT, UNANIMOUS.

UH, THE NEXT IS PROBABLY MY CHAIR'S REPORT, THOUGH I DON'T SEE IT ON HERE, SO I'M JUST GONNA STICK IT IN THERE CUZ I'M THE CHAIR AND I CAN DO THAT.

.

UM, UM, WE KIND OF GOT OFF TO A QUICK START.

SO, HELLO AND WELCOME TO THE DECEMBER MEETING OF THE ARTS COMMISSION.

MY NAME IS CELINA ZISMAN.

MY PRONOUNS ARE SHE, THEY, I AM A WOMAN OF COLOR WEARING A NEON BEANIE TODAY.

UM, AND I JUST WANT TO CLOSE

[00:40:01]

OUT THE YEAR WITH A MESSAGE OF GRATITUDE.

AS WE BRING 2022 TO A CLOSE, IT'S IMPORTANT TO REFLECT ON ALL THAT WE, THE COMMISSIONERS HAVE LEARNED AS A COLLECTIVE.

WE MUST ENSURE WE TAKE WITH US INTO THE NEXT YEAR ONLY THE ENERGY THAT SERVES OUR HIGHEST AND BEST GOOD.

OUR SENSE OF AGENCY AND OUR VOICE, OUR POWERFUL TOOLS AND THE ROLES WE HOLD HERE.

WE SHAPE OUR ARTS ECOSYSTEM.

WE ARE ABLE TO LEARN MOST WHEN WE LISTEN AND ALIGN OUR EFFORTS WITH THAT IS, WHICH, WHAT, WHICH, EXCUSE ME, WITH WHAT IS BEING COMMUNICATED TO US AS LEADERS.

OUR PRESENCE HERE ON THE DIAS HAS AN IMPACT BY SHOWING UP IN THIS SPACE.

YOU ARE EACH ACCOUNTABLE AND TAKE ON THE WEIGHT, A WEIGHT OF RESPONSIBILITY, BUT MORE IMPORTANTLY, YOU INSPIRE OTHERS TO STEP INTO THEIR OWN POWER AND ALSO SHOW UP FOR THEIR COMMUNITY.

THANK YOU, EACH OF YOU FOR SHOWING UP.

THANK YOU CAT STAFF FOR ALL OF YOUR TIME.

AND C DEDICATION TO THE WORK THAT HAS BEEN DONE OVER THE LAST YEAR.

THIS HAS BEEN AN EVENTFUL YEAR, AND I'M VERY EXCITED TO SEE IT CLOSE WITH A SUCCESSFUL ROLLOUT THRIVE.

THE FIRST OF THREE NEW FUNDING PROGRAMS WAS LAUNCHED IN DECEMBER, UM, OR LAUNCHED AND CLOSED IN DECEMBER.

WE WILL BE RECEIVING A THOROUGH UPDATE FROM STAFF LATER TONIGHT, BUT I KNOW THAT WE ARE ALL LOOKING FORWARD TO STARTING 2023 WITH A FUND, WITH FUNDING TO THE COMMUNITY, UM, UNDERWAY, THANK YOU TO THE COMMUNITY MEMBERS THAT HAVE ENGAGED WITH US, BUT ALSO TO EVERYBODY WHO CONTINUES TO MAKE THIS CITY ABUNDANT IN ITS CREATIVITY AND CULTURE.

WE WOULD NOT BE AUSTIN WITHOUT YOU, AND I CAN CONFIDENTLY SPEAK FOR THE COMMISSION WHEN I SAY WE ARE GRATEFUL FOR ALL THAT YOU HAVE CREATED AND LOOK FORWARD TO WHAT IS TO COME.

LET US ALL EMBODY THE CHANGE WE WANT TO BE SEEN AND REMAIN ROOTED IN OUR COMMITMENT TO OUR COMMUNAL WELLBEING.

THANKS EVERYONE.

WITH THAT, WE'RE GONNA GO ON

[2. Discussion of the Art in Public Places Liaison Report by Commissioner Gray]

TO OUR DISCUSSION ITEMS. WE HAVE THE DISCUSSION OF THE ART AND PUBLIC PLACES LIAISON REPORT WITH COMMISSIONER GRAY.

HEY EVERYBODY.

I ACTUALLY HAVE TWO MONTHS OF REPORTS SINCE WE, UH, DIDN'T MAKE QUORUM LAST TIME.

WHERE DID IT GO? WHERE DID IT GO THERE? IT'S, SO FROM THE NOVEMBER 7TH, A IPP MEETING.

IT WAS A MID DESIGN PRESENTATION FOR THE AUSTIN CONVENTION CENTER WAREHOUSE.

UH, AND THE MIDD DESIGN WAS CELEBRATING COMMUNITY BY ARTIST BRIAN JOSEPH, WHICH IS BEAUTIFUL.

AND THE, UH, CONVENTION CENTER WAREHOUSE IS BETWEEN, UH, OR OVER BY THE AIRPORT, WHICH I THOUGHT WAS REALLY COOL.

WE WILL ACTUALLY BE ABLE TO SEE HIS WORK FLYING IN ON A PLANE, UH, COMING INTO THE AIRPORT.

UM, THE AIP P PANEL ALSO APPROVED ARTIS XAVIER CHAP'S FINAL ZONE FOR THE, UH, FINAL DESIGN FOR AUSTIN FIRE DEPARTMENT'S TILES.

THE EAST AUSTIN LUTHER, UH, KING CORRIDOR AIP P PROJECT WAS PUSHED TO THE NEXT MEETING, WHICH WAS DECEMBER 5TH, WHICH WAS APPROVED.

THE RECOMMENDED ARTIST, UH, THE APPROVED RECOMMENDED ARTIST FOR THE LONGHORN DAM WAS ALSO A BRIDGE, WAS ALSO MADE, UH, THIS LAST, UH, WEEK ON DECEMBER 5TH, THERE WERE UPDATES ON RECENT A I P P INSTALLATIONS AND COMMUNITY ENGAGEMENT EVENTS.

CONSTANT, UH, PROGRAM MANAGER CONSTANCE WHITE PROVIDED UPDATES ON THE STATUS OF, UH, CURRENT AIP P ARTIST CALLS, THE EXCITING NEWS AND HIRING OF TWO NEW A I PPP STAFF MEMBERS.

AND A THIRD A I PPP STAFF MEMBER HOUSED IN THE A B A I A DIVISION.

SO THERE'LL BE STAFF MEMBERS ACTUALLY AT THE AIRPORT, WHICH I THOUGHT WAS VERY EXCITING.

AND SHE HAS WELL UPDATED, UH, THE PANEL'S COLLABORATIVE WORK WITH THE TRAIL CONSERVATORY, OR THE, I SHOULD SAY, DIVISION WITH THE TRAIL CONSERVATORY AND FORTHCOMING A I P P POLICY, POLICY REVIEW AND REVISION.

THANK YOU COMMISSIONER GRAY.

ANY, UH, COMMISSIONERS? ANY QUESTIONS? ALL RIGHT, WONDERFUL.

NEXT ON OUR AGENDA IS AN UPDATE FROM THE ADC, WHICH WE'VE

[4. Discussion of the Downtown Commission by Commissioner Mok]

ALREADY RECEIVED.

SO NEXT IS OUR DOWNTOWN COMMISSION'S REPORT WITH COMMISSIONER MOCK.

YES.

THEY DON'T HAVE A MEETING BECAUSE THERE'S NOT ENOUGH AGENDA.

SO, UM, I DON'T HAVE ANYTHING TO REPORT AT THIS TIME.

MAYBE AT THE NEXT MEETING AT THE NEW YEAR.

YOU'RE GETTING OFF EASY.

COMMISSIONER MOCK , COMMISSIONER POLGAR, UH, COMMISSIONER MOCK IS THE, UH, BRINGING BACK THE DILL ON YOUR AGENDA FOR NEXT YEAR.

.

OH, EVERY MEETING I HAVE BEEN LAUGHED AT, BUT I THINK THEY'RE EXCITED THAT I DON'T LET THEM FORGET THAT.

BRING BACK THE DEALER, BRING BACK THE .

SO THEY, THEY MIGHT NAME THE DEALER UP TO ME.

COMMISSIONER MOCK.

I THINK YOU NEED TO BUDDY UP WITH ALMOST

[00:45:01]

REAL THINGS BECAUSE THEY HAVE A BUS.

IT'S FOR REAL.

AND THEY LOVE US AND I HOPE THEY'RE WATCHING RIGHT NOW BECAUSE THEIR BUS IS COOL.

AND I REALLY THINK THAT THERE'S A, A POTENTIAL COLLABORATION HERE.

SO IF YOU NEED THEIR INFORMATION, YOU JUST HIT ME UP.

, DEFINITELY.

I REALLY THINK THAT, YOU KNOW, WITH, WITH THE TRAFFIC DUN IN DOWNTOWN AREA, ANYTHING THAT'S, THAT CAN HOLD MORE THAN FOUR PEOPLE, YOU KNOW, UH, IT'S A GOOD THING.

LISTEN, YOUR, YOUR TERM ENDS IN 2025, AND BY THE TIME THAT YEAR ROLLS AROUND, I WANT TO SEE THIS FRUITION FOR YOU.

DON'T, DON'T WORRY, .

I WILL REMIND THEM AT EVERY MEETING.

.

THANK YOU, COMMISSIONER MARK.

[6. Presentation by Kelsey Lammy of Capital Metro on the MetroArt program]

UM, NEXT WE HAVE A PRESENTATION, UH, BY KELSEY LAMMY OF CAT METRO AND THE METRO ART PROGRAM.

I WAS REALLY EXCITED THAT SHE WAS ABLE TO, UM, PRESENT TO US, THEY HAVE A LOT OF REALLY COOL PROGRAMS GOING ON AND, UM, I HAD THE PLEASURE OF MEETING, UH, KELSEY PERSONALLY AND HEARING ABOUT ALL THIS COOL STUFF.

SO, UH, TAKE IT AWAY.

KELSEY.

HI EVERYONE.

YES.

UM, THANK YOU SO MUCH FOR INVITING ME HERE.

MY NAME IS KELSEY LAMY.

UM, I'M A COMMUNITY ENGAGEMENT COORDINATOR AT CAP METRO.

UM, AND HELP OVERSEE YOUR ME A LITTLE BIT, UM, TODAY ABOUT WHAT THAT PROGRAM ENTAILS.

AND WE CAN GO TO THE NEXT SLIDE.

SORRY, I ALSO DON'T KNOW IF I HAVE CONTROL.

YOU'LL JUST SAY NEXT SLIDE AND IT'LL MAGICALLY HAPPEN.

PERFECT.

NEXT SLIDE.

THERE WE GO.

SORRY.

THERE MIGHT BE LIKE ART THAT LIKE, OR, UH, THE WORDS MIGHT.

YES, THERE WE GO.

.

UM, SO METRO ART ENGAGES AND EDUCATES THE CENTRAL TEXAS RESIDENTS ABOUT THE VALUE OF PUBLIC TRANSPORT, UM, BY CELEBRATING ARTS, CULTURES AND HERITAGE OF OUR COMMUNITY.

UM, WE REALLY LOOK AT OUR METRO ART PROGRAM AS KIND OF LIKE A MUSEUM WITHOUT WALLS.

UM, SO THIS COULD MEAN PUTTING ART ON BUSES, UM, THAT GO AROUND OUR CITY.

THE GREAT THING TOO ABOUT OUR BUS SYSTEM IS THAT OUR BUSES DON'T HAVE FIXED ROUTES, SO OUR BUSES GO EVERYWHERE.

UM, AND SO THAT'S REALLY COOL WHEN THINKING ABOUT HAVING ARTWORK ON BUSES.

IT'S THAT ARTWORK HAS THE POTENTIAL TO BE SEEN BY FOLKS ALL OVER THE COMMUNITY.

UM, WE ALSO DO, UM, BUS SHELTERS OR, UM, OR TRAIN STOPS, UM, ARTWORK ACTUALLY ON THE SHELTER.

AND WE ALSO DO COMMEMORATIVE ART PIECES FOR DIFFERENT PUBLIC EVENTS THAT WE HOLD AS WELL.

YOU CAN KEEP CLICKING OR NEXT SLIDE.

THERE YOU GO.

THAT'S ACTUALLY A PICTURE OR TWO OF A PROGRAM THAT WE'VE DONE.

THIS WILL BE OUR THIRD YEAR DOING THE PROGRAM.

UM, IT'S CALLED THE ART ON THE BUS PROGRAM, AND WE GO INTO ELEMENTARY SCHOOLS WITHIN OUR, UM, THE AREA IN WHICH WE SERVE CAP METRO SERVES.

SO THAT INCLUDES AUSTIN, BUT ALSO INCLUDES LAKE MAYNARD, UM, DEL VALLEY LEANDER.

UM, AND WE WORK WITH CREATIVE ACTION AND HAVE A PARTNERSHIP WHERE WE HAVE, UM, ART CURRICULUM THAT FOCUSES AROUND SUSTAINABILITY AND ART, UM, AND TRANSPORTATION.

UM, AND SO IT'S A FOUR TO SIX WEEK CURRICULUM WITH ELEMENTARY SCHOOL STUDENTS.

UM, AND THEN AT THE END THERE IS A CONTEST WITHIN THOSE SCHOOLS TO SEE WHICH KIDS ARTWORK, UM, WILL THEN BE FEATURED ON THE BUS.

SO THAT'S REALLY COOL.

AND THAT'S A PICTURE FROM CAMPBELL ELEMENTARY A FEW YEARS AGO.

WE ALSO HAVE OPPORTUNITIES FOR FOLKS TO BE METRO ART ARTISTS.

UM, THERE WE GO.

AWESOME.

SO WE, UM, HAVE DIFFERENT ART OPPORTUNITIES AND ARTIST CALLS THAT WE PUT OUT.

AND, UM, WHAT WE'RE LOOKING FOR NOW TOO, UM, IS REALLY TO BUILD OUR CAT METRO OR OUR METRO ART ARTIST POOL.

UM, SO ANYTIME WE HAVE A NEW OPPORTUNITY FOR ARTISTS, WE CAN DISTRIBUTE THAT INFORMATION THAT ARTISTS CALL TO FOLKS WITHIN OUR NETWORK.

UM, WE DO HAVE A COUPLE OF ELIGIBILITY REQUIREMENTS.

UM, IT'S REALLY ARTISTS LIVING, IT SHOULD SAY, AND OR WORKING IN THE AUSTIN METRO SERVICE AREA, UM, ARE ELIGIBLE TO APPLY.

UM, IT COULD BE VISUAL ARTISTS, IT COULD ALSO BE AN ARTIST TEAM, UM, AT LEAST 18 YEARS OF AGE.

WE DO HAVE OTHER ARTISTS OPPORTUNITIES FOR FOLKS YOUNGER, BUT FOR OUR ARTISTS POOL 18 YEARS OF AGE.

UM, AND THEN FOLKS THAT OUR CAT METRO EMPLOYEES, UM, ARE NOT ABLE TO APPLY.

UM, AND WE ALSO TRY TO LIMIT IT TO HAVE ONE METRO ART CONTRACT PER YEAR PER ARTIST, BUT THEN ARTISTS CAN, YOU KNOW, APPLY IN THE FUTURE.

NEXT SLIDE.

UM, A REALLY BIG PART TOO OF OUR, UM, METRO ART PROGRAM AND THE REASON THAT IT LIVES IN OUR COMMUNITY ENGAGEMENT TEAM, UM, WHICH I'M A PART OF, OF CAT METRO, IS REALLY TO, UM, MAKE SURE THAT OUR ARTWORK REFLECTS THE NEEDS AND THE WANTS AND THE GOALS OF THE COMMUNITY.

UM,

[00:50:01]

AND SO WHEN WE ARE WORKING WITH ARTISTS, WE REALLY MAKE SURE TO, UM, KIND OF DISCUSS A COMMUNITY ENGAGEMENT PLAN AND THINK THROUGH WAYS THAT WE CAN ENGAGE THE COMMUNITY AND, AND THE ARTWORK AS WELL.

UM, AND SO, UM, SOME OF THOSE CAN INCLUDE, BUT YOU ARE NOT LIMITED TOO OF USING SOCIAL MEDIA, IN-PERSON CONVERSATIONS, INTERVIEWS, UM, WORKING WITH COMMUNITY LEADERS OR ORGANIZATIONS.

UM, WE'VE KIND OF DONE COMMUNITY ENGAGEMENT IN, IN VARIOUS DIFFERENT WAYS AND, UM, WE REALLY TRY TO SUPPORT THE ARTISTS, UM, WITHIN THE COMMUNITY ENGAGEMENT AS WELL.

NEXT SLIDE.

OH, THAT'S OKAY.

NEXT SLIDE.

AWESOME.

UM, THE COMMUNITY ENGAGEMENT THAT WE DO TOO, IT'S, YOU KNOW, NOT A ONE SIZE FITS ALL AS FAR AS COMMUNITY ENGAGEMENT.

WE REALLY TRY TO TALK ABOUT, UM, KIND OF THE GOALS OF THE PROJECT AND FIGURING OUT, YOU KNOW, IS IT, UM, IS OUR COMMUNITY FOR THIS PROJECT, THE FOLKS THAT LIVE IN THIS ZIP CODE, IS IT FOLKS THAT, UM, HAVE CERTAIN IDENTITIES? WHAT, WHAT DOES THAT COMMUNITY ENGAGEMENT LOOK LIKE? UM, AND SO THAT'S, UM, ALSO IMPORTANT TO US.

UM, YES, AND YOU CAN CLICK AGAIN.

SORRY, I SHOULD HAVE ADDED SO MUCH LIKE WORD ART OR TRANSITIONS.

UM, YOU CAN CLICK, THERE SHOULD BE TWO MORE COLUMNS.

PERFECT.

UM, AWESOME.

SO YEAH, SO WE HAVE DIFFERENT, UM, THESE ARE NORMALLY, SOMETIMES WE ALL, WE'LL HAVE CALLS THAT DIFFER FROM THIS, BUT JUST TO LET YOU ALL KNOW, THESE ARE KIND OF THE THREE CATEGORIES OF CALLS THAT WE USUALLY HAVE FOR OUR METRO ART ARTISTS.

WE HAS, WE HAVE BUS WRAP, ART, BUS, SHELTER, ART, AND THEN COMMEMORATIVE ART.

SO JUST GIVING YOU A LITTLE BIT OF A RUNDOWN.

UM, HAPPY TO GO INTO MORE DETAIL AND TO GIVE MY EMAIL TO ANY FOLKS WHO WOULD LIKE MORE DETAIL ON THIS AS WELL.

UM, OUR BUS WRAP ART, UM, AGAIN, THAT'S ARTWORK THAT GOES ACTUALLY ON OUR, OUR BUSES, UM, THAT CAN BE THEN SEEN, UM, THROUGHOUT THE COMMUNITY.

OUR BUS SHELTER ART IS ART THAT IS ACTUALLY DIGITALLY PRINTED ON BUS SHELTERS AT BUS STOPS.

UM, AND THEN OUR COMMEMORATIVE ART, UM, IS WHEN WE HAVE, UM, OFTENTIMES WHEN WE ARE, UM, CREATING NEW BUS ROUTES OR TRAIN ROUTES WITHIN A COMMUNITY, UM, WE LIKE TO DO A COMMEMORATIVE ART PIECE FOR THAT COMMUNITY AS WELL AND TO HAVE, UM, KIND OF A CELEBRATION OF, OF SERVICE COMING TO THAT, TO THAT COMMUNITY.

UM, AND SO WE USUALLY TRY TO GET AN ARTIST THAT LIVES IN THAT COMMUNITY TO MAKE A COMMEMORATIVE ART PIECE THAT WE THEN, UM, CAN GIVE TO ATTENDEES WHO COME TO CELEBRATE, UM, THE NEW, UM, SERVICE IN THEIR AREA.

AND YOU'LL SEE THAT THERE'S DIFFERENT BUDGET FOR EACH, UM, EACH ONE OF THOSE PROJECTS WITH BUS WRAP AND BUS SHELTER ART BEING AROUND 5,000 IN COMMEMORATIVE ART.

UM, 2,500, UM, FOR THE ARTIST.

AND NEXT SLIDE, SORRY.

UM, THESE ARE JUST SOME EXAMPLES OF, UM, BUS, UM, RAP ART THAT HAS HAPPENED IN THE PAST.

UM, ON THE LEFT HAND SIDE, YOU'LL SEE THAT WAS FOR A BLACK HISTORY MONTH.

UM, AND, UM, THIS WAS, UM, BLACK HISTORY MONTH HAD A, A THEME THAT WAS BLACK HEALTH AND WELLNESS.

AND SO THAT WAS A THEME THAT WAS THEN THE ARTIST WANTED TO INCORPORATE INTO THEIR WORK AS WELL.

UM, AND THEN YOU'LL SEE WOMEN'S, UM, HISTORY MONTH ON, ON THE RIGHT, SORRY, YOU CAN CLICK NEXT SLIDE.

UM, HERE'S, UH, SOME PICTURES OF BUS, SHELTER ART, UM, THAT WE'VE DONE IN THE PAST.

THIS IS NORWOOD.

UM, WE'VE HAD TWO, WE HAD TWO DIFFERENT ARTISTS WHO COMPLETED THESE, UM, THESE PIECES, BUT THAT'S AN EXAMPLE OF IT ACTUALLY BEING PRINTED ON THE, THE SHELTER, UM, VERSUS LIKE PAINTED OR MOSAIC.

UM, OTHER TYPES OF ART.

NEXT SLIDE.

HERE IS AN EXAMPLE OF COMMEMORATIVE ARTWORK, UM, THAT WE'VE DONE IN THE PAST.

THE ONE ON THE LEFT, UM, THE ARTIST AMI AND OUR SON.

UM, THIS WAS ACTUALLY IN THE LBJ HIGH SCHOOL AREA.

UM, AND IT'S REALLY COOL.

THEY BOTH, UM, WENT TO LBJ HIGH SCHOOL.

UM, AND THEN THE ONE ON THE RIGHT IS, UH, J DIAZ.

UM, AND THIS WAS, UM, FOR THE DUB SPRINGS AREA AND HE, UM, GREW UP IN THE DUB SPRINGS AREA TOO.

AWESOME.

UM, AND THIS IS FROM J DIAZ, JUST REALLY TALKING ABOUT THE IMPORTANCE OF COMMUNITY ENGAGEMENT AND REALLY MAKING SURE THE COMMUNITY IS INVOLVED.

UM, THIS IS, UH, UM, A QUOTE FROM HIM.

THE MOST MEANINGFUL PART OF THE PROCESS HAD TO HAVE BEEN THE COMMUNITY ENGAGEMENT, INTERVIEWING AND TALKING CLOSELY WITH

[00:55:01]

SOME OF THE COMMUNITY LEADERS AS WELL AS INTERACTING WITH SOCIAL MEDIA TO GET EVERYDAY DEV SPRINGS FOLKS OPINIONS.

THE PEOPLE ARE, AFTER ALL, WHAT TRULY MAKES THE COMMUNITY GREAT FROM THE JUMP.

I KNEW THAT'S WHERE MY FOCUS HAD TO BE.

THROUGH IT ALL.

I MET GREAT PEOPLE AND GOT NEWFOUND PERSPECTIVES OF THE COMMUNITY I GREW UP IN.

I LOVED EVERY BIT OF IT ALL, BUT THE PEOPLE WERE TRULY THE HIGHLIGHTS THINGS WE DO NEXT.

UM, THANK YOU.

SORRY.

THERE'S A COUPLE CLICKS.

THIS, UM, REALLY TALKS ABOUT OUR PROCESS OF BEING PART OF OUR, OUR ARTIST POOL.

UM, SO ONCE FOLKS ARE A PART OF OUR ARTIST POOL, THAT'S WHEN WE, UH, THEN PUT OUT OUR DIFFERENT ARTIST CALLS TO OUR ARTIST POOL.

UM, SO WE HAVE A METRO ART TEAM OF FOLKS, UM, WHO, UM, HELP TO SELECT OUR ARTIST SELECTION PANEL.

UM, AND SO THAT'S TO ALSO MAKE SURE THAT IT'S NOT, UM, THAT WE HAVE FOLKS THAT ARE REPRESENTATIVE OF THE COMMUNITY WHO ARE THEN CHOOSING FOLKS THAT ARE IN OUR, UM, OUR POOL OF ARTISTS.

UM, SO WE HAVE ABOUT THREE TO FIVE ART SLASH DESIGN PROFESSIONAL PROFESSIONALS WHO ARE PART OF OUR ARTIST SELECTION PANEL OR JURY.

UM, AND THEN THEY ARE THE ONES THAT ACTUALLY SELECT OUR POOL OF ARTISTS.

THEY'RE, AS OF RIGHT NOW, THERE'S NO CAP ABOUT, UM, YOU KNOW, HOW MANY ARTISTS WE, WE ALLOW OUR POOL.

UM, AND THAT'S SOMETHING THAT WE ARE OPENING OUR POOL UP AGAIN THIS JANUARY.

SO WOULD LOVE TO SPREAD THE WORD TO LET ARTISTS KNOW IN THE COMMUNITY, UM, TO APPLY FOR OUR ARTIST POOL AND HIT NEXT SLIDE.

SO THEN TO MAKE THINGS EVEN MORE CONFUSING, OF COURSE, UM, WE THEN HAVE AN ARTIST SELECTION PROCESS FOR PROJECTS.

UM, SO WE ALSO HAVE OUR, AGAIN, OUR ARTIST SELECTION PANEL, UM, FOR PROJECTS.

WE CAN ALSO HAVE COMMUNITY REPRESENTATIVES, ART DESIGN PROFESSIONALS, DEPARTMENT REPRESENTATIVES.

SO I THINK THERE'S A LITTLE BIT MORE TO THE SLIDE TWO, UM, WHO THEN CAN HELP US SELECT OUR ARTISTS, OUR, OUR ARTIST TEAM.

UM, SO SOMETIMES OUR ARTIST SELECTION PANEL, UM, OUR JURY WILL BE A PART OF OUR, UM, SELECTION FOR CERTAIN PROJECTS, BUT WE ALSO THEN MIGHT INVITE OTHER FOLKS TO BE A PART OF IT TOO.

SO FOR INSTANCE, RIGHT NOW WE HAVE, UM, AN ARTIST CALL, UM, THAT IS CLOSED.

WE'RE INTERVIEWING FOLKS RIGHT NOW FOR, UM, OUR MCCULLOUGH TRAIN STATION.

UM, AND SO WE'RE PUTTING SOME REALLY BEAUTIFUL MOSAIC ARTWORK ON OUR NEW TRAIN STATION.

UM, RIGHT NOW WE ALSO HAVE SOME OTHER FOLKS THAT ARE INVOLVED IN THAT PROCESS, INCLUDING SOME ENGINEERS THAT ARE WORKING ON OUR, THAT KNOW, KIND OF THAT INFORMATION ABOUT WHAT WE NEED AS FAR AS MOSAIC AND, UM, WHAT THE, UH, ENGINEER PIECES OF IT.

SO WE MIGHT INVITE OTHER FOLKS AS WELL.

AWESOME.

NEXT SLIDE TO BE CONSIDERED, WE HAVE A PRETTY SHORT APPLICATION THAT I'M HAPPY TO SEND TO FOLKS.

IT'S NOT OPEN WRITE THE SECOND, IT WILL BE OPEN IN JANUARY.

WE JUST ASK FOLKS, FOLKS TO SUBMIT A STATEMENT OF INTEREST, A RESUME, SOME IMAGES OF PAST WORK OR THAT COULD ALSO INCLUDE LIKE A LINK TO A WEBSITE, SOCIAL MEDIA PLATFORMS, GOOGLE PICTURE, DRIVE, ANYTHING OF THAT SORT.

UM, WE THEN NOTIFY FOLKS IF THERE'RE SELECTED TO BE A PART OF THE POOL, AND THEN WE WILL, UM, LET FOLKS KNOW ANYTIME WE HAVE NEW ARTIST CALLS COMING OUT, AND THEN FOLKS MAY BE INTERVIEWED FOR A SPECIFIC PROJECT.

UM, THIS IS OUR SELECTION CRITERIA FOR OUR PROGRAM.

IT'S BASED ON ARTISTIC MERIT AND TECHNICAL EXPERTISE.

UM, DEMONSTRATED ABILITY TO SUCCESSFULLY EXECUTE A PUBLIC ART PROJECT, UM, AND EXPRESS INTEREST IN CREATING ARTWORK FOR THE COMMUNITY.

UM, THIS IS ALSO AN OPPORTUNITY WE REALLY LOOK ABOUT, UM, HOW WE CAN REALLY HELP EMERGING ARTISTS TOO.

UM, AND SO I KNOW IT SAYS DEMONSTRATED ABILITY TO SUCCESSFULLY EDUCATE OR EXECUTE A PUBLIC ART PROJECT ON TIME AND ON BUDGET, BUT WE ALSO TALK THROUGH, SOMEONE DOESN'T HAVE A LOT OF PUBLIC ART EXPERIENCE OF, OF HOW WE CAN HELP DEVELOP THAT TOO.

ARTIST BENEFITS, UM, YOU KNOW, IT'S OPPORTUNITY FOR EXPERIENCE.

UM, WE ALSO OF COURSE DO SOCIAL MEDIA.

WE, UM, YOU KNOW, WANT FOLKS TO REALLY PROMOTE THE WORK THAT THEY DO.

UM, AND SO, UM, WE TRY TO PROMOTE THEM SOMETIMES WE HAVE, YOU KNOW, CELEBRATION EVENTS OR UNVEILING EVENTS TOO, UM, TO, TO SHOW THAT ARTWORK.

UM, OF COURSE THEY GET COMPENSATED AS WELL.

UM, AND WE, UM, MAKE SURE TO REALLY HAVE THEIR NAME OR SOCIAL MEDIA HANDLE OR WHAT WEBSITE, WHATEVER IT IS, REALLY KIND OF, UM, DISPLAYED IN A, IN A BIG MANNER TOO.

AWESOME.

NEXT SLIDE.

THIS IS, UM, WE CAN DO NEXT SLIDE TOO.

THIS IS JUST MORE INFORMATION TOO.

[01:00:01]

IF FOLKS ARE INTERESTED IN BEING A PART OF OUR JURY, UM, PANEL, WE'D LOVE TO HAVE THAT TOO.

OH, SORRY.

SOME OF THESE DATES ARE, UH, YEAH, SORRY ABOUT THAT.

WE DON'T HAVE DATES RIGHT NOW FOR UPCOMING JURY OPPORTUNITIES.

WE WILL ONCE OUR, OUR, OUR PUBLIC POOL IS, UM, OPEN AGAIN IN, IN JANUARY.

RIGHT NOW WE HAVE OUR JURORS THAT WE'VE BEEN, UM, UTILIZING NOW.

UM, AND THEY'VE BEEN REALLY, REALLY WONDERFUL.

UM, BUT WE ARE LOOKING FOR OUR PROFESSIONALS AND LOCAL COMMUNITY MEMBERS TO BE JURY MEMBERS FOR OUR NEXT YEAR.

UM, WE'D REALLY LOVE TO, UM, SELECT A DIVERSE PANEL, UM, FOR OUR JURORS.

UM, IT IS, UH, A PAID OPPORTUNITY AS WELL.

UM, AND SO THAT IS AN OPTION IF ANYBODY IS INTERESTED IN THAT TOO.

AWESOME.

THIS IS MORE INFORMATION ABOUT OUR PROGRAM.

I KNOW THAT WAS REALLY QUICK.

I DIDN'T WANNA GET TOO NITTY GRITTY.

UM, THAT'S ALSO AN EMAIL, UM, THAT YOU ALL CAN, CAN EMAIL TO, OR IF YOU HAVE QUESTIONS OR WANNA REQUEST THIS PRESENTATION OR TO TALK MORE ABOUT THIS OPPORTUNITY TO ANYONE, WE'D BE HAPPY TO, TO COME IN AND SHARE.

UM, BUT JUST REALLY WANNA SPREAD THE WORD ABOUT OUR, OUR PROGRAM AND REALLY HOPING TO, TO GROW IT.

WE'VE ONLY HAD, UM, ONE ROUND OF OUR ARTISTS POOL BEING OPEN, SO WE'RE REALLY EXCITED TO DO THIS SECOND ROUND, UM, IN THIS UPCOMING YEAR IN 2023.

THANK YOU SO MUCH, KELSEY.

COMMISSIONERS COMMISSIONER MOCK.

THANK YOU MISS KELSEY.

THAT'S EXCITING.

YOU MAKE, UH, TAKING PUBLIC TRANSPORTATION CALL.

OH, THANK YOU .

UM, JUST A QUESTION.

SO EVERY YEAR YOU HAVE THIS, UH, OPPORTUNITY FOR, FOR, FOR ARTISTS? YES.

YES.

AND WE'RE, WE'RE, EVERY YEAR THE POOL WILL BE OPEN, UM, AND EVERY YEAR WE WILL HAVE NEW ARTISTS CALLS, UM, FOR PROJECTS TOO.

SO, SO USUALLY FOR HOW MANY BUSES? UH, GREAT QUESTION.

BUSES.

YEAH.

HOW MANY BUSES THAT THE CAPITAL METRO CAPITAL METRO HAVE TOTAL.

TOTAL FOR ART OR TOTAL? UM, TOTAL.

I MEAN, SO HOW, HOW IS IT POSSIBLE FOR US TO PUT OUR ARTWORK IN EVERY BUS? OH, I SEE WHAT YOU'RE SAYING.

THE, UM, THAT IS A GREAT QUESTION AND THAT WOULD BE A LOVELY, IF THAT WAS POSSIBLE.

I KNOW THAT THE, UM, WHAT CAN MAKE IT DIFFICULT TO PUT ART ON EVERY BUS IS THAT TAKING THE BUS OUT OF CIRCULATION TO THEN PUT ART ON REALLY, UM, IS, IS DIFFICULT.

UM, AND SO THAT'S ALWAYS SOMETHING WE ARE UP AGAINST IS TRYING TO MAKE SURE THAT WE'RE NOT TAKING TOO MANY BUSES OUT OF SLOWS OUR SERVICE, BUT THEN WANTING TO HAVE, UM, ART ON THE BUSES.

WE ALSO HAVE ANOTHER PROGRAM THAT I OVERSEE, IT'S CALLED METRO CARES, WHERE WE, UM, UM, PARTNER WITH A NONPROFIT IN THE COMMUNITY AND GIVE THEM THREE MONTHS OF FREE AD SPACE, UM, TO PROMOTE THEIR NONPROFIT OR TO PROMOTE AN EVENT OR SOMETHING THEY HAVE COMING UP.

SO SOME OF OUR BUSES ARE ALS ALSO ALLOCATED FOR DIFFERENT PURPOSES IN THAT WAY TOO.

BUT WE'D LOVE TO PUT MORE ART ON BUSES.

THAT'S ALWAYS, I THINK, PART OF OUR GOAL TOO.

YEAH.

THAT, THAT IS REALLY COOL.

WELL, I, AND ANOTHER I THINK UNINTENDED, UH, BENEFIT IS, UH, FOR, FOR PEOPLE THAT ENGLISH IS NOT THEIR FIRST LANGUAGE.

UH, THEY CAN POINT TO THE BUS SHELTER AND SAY, YOU KNOW, GO TO, YOU KNOW, WHICH AT WORK TO TAKE THE RIGHT BUS.

YOU KNOW? SO, I MEAN, SO I THINK THERE'S A LOT, I MEAN, UH, UH, YOU KNOW, ON TOP OF, YOU KNOW, BEAUTIFYING OUR CITY, I THINK IT IS WONDERFUL TO HAVE THIS MOVING ARTS, YOU KNOW, GOING ALL OVER.

SO THANK YOU SO MUCH FOR DOING THIS.

YES, THANK YOU SO MUCH.

COMMISSIONER GRAY.

YES.

THANK YOU SO MUCH.

I'VE BEEN SAYING THIS FOR, FOR YEARS.

IT'S GREAT TO SEE IT.

I GO BACK TO COMMISSIONER MO'S QUESTION, HOW MANY BUSES ARE THERE AVAILABLE FOR THIS NEXT UPCOMING YEAR THAT YOU GUYS ARE THINKING ABOUT? FOR ARTWORK SPECIFICALLY? YES.

OH, GREAT QUESTION.

SO EVERY TIME WE DO, UM, A NEW PROJECT THAT IS FOR ONE BUS THAT WE WRAP BOTH SIDES YES.

FOR ONE BUS, BECAUSE AGAIN, OF THE TAKING BUSES OUT OF CIRCULATION, IT'S REALLY HARD.

NO, THAT MAKES TOTAL SENSE.

YES.

SO IT'S ONE BUS FOR THE WRAP ONE AND THE SECOND, UM, THE, YOU HAD THREE DIFFERENT THINGS, THE WRAP AND THEN OH YES.

THE BUS SHELTER, AND THEN ONE BUS SHELTER A YEAR.

[01:05:01]

AND THEN THE COM COM COMMEMORATIVE.

SO WE DO, SORRY.

WE DO MORE THAN ONE BUS A YEAR, SORRY, FOR EACH PROJECT.

IT'S ONE BUS THAT WE DO.

SO RIGHT NOW WE HAVE FOUR BUSES FOR NEXT YEAR THAT WE'VE ALREADY SELECTED OUR ARTISTS FOR BASED ON THE ARTIST POOL THAT WE OPENED THIS YEAR.

OKAY.

UM, AND THEN WE WILL BE HAVING, UM, I THINK PROBABLY SEVERAL MORE BUSES THE END OF, UM, 2023 RIGHT NOW.

OKAY.

TO WHEN WILL, YOU KNOW WHAT, SEVERAL MORE MAINE? UH, GREAT QUESTION.

I THINK THAT WILL BE AROUND THE TIME THAT WE HAVE OUR POOL OPEN.

SO AROUND JANUARY, FEBRUARY OKAY.

OF NEXT YEAR.

WE'LL HAVE SOME MORE.

THIS IS A GREAT OPPORTUNITY FOR ARTISTS OF A, OF A SMALLER, UH, YOU KNOW, EMERGING ARTISTS, AS YOU SAID THAT, UH, GREAT OPPORTUNITY.

THANK YOU SO MUCH.

YES, THANK YOU.

THANK YOU.

AND ALSO JUST ABOUT THE BUS SHELTERS, SO YOU KNOW, TOO, UM, PROJECT CONNECT IS OUR, UM, WHICH YOU ALL MIGHT BE FAMILIAR WITH, BUT WE ARE WORKING TO REALLY EXPAND OUR SERVICE.

UM, WITH PROJECT CONNECT, WE'RE GONNA BE PUTTING IN NEW, UM, BUS STOPS, UM, EVENTUALLY RAIL LINES, ALL OF THAT.

SO WE'RE ABOUT TO HAVE MORE SHELTER, BUS, SHELTER AND TRAIN SHELTER OPPORTUNITIES.

UM, AND THAT'S MORE OF A LONG TERM, UM, THAT WE WILL HAVE THOSE TWO WONDERFUL COMMISSIONERS.

ANY OTHER QUESTIONS? I HAVE A COUPLE, BUT I WANNA GIVE EVERYBODY A CHANCE.

OKAY.

I'LL MOVE THROUGH THESE QUICKLY.

SO, UM, IS THERE AN ARCHIVE THAT WE CAN REFER PEOPLE TO SO THAT WE CAN HELP SPREAD THIS INFORMATION? THE, THE BUSES THAT HAVE BEEN WRAPPED? UM, GREAT QUESTION.

OH, SORRY.

DID I CUT SOMEONE OFF OR NO, NO, NO.

JUST A PROJECT.

IS THERE A PROJECT ARCHIVE THAT WE CAN POINT TO? YES, YES.

GREAT QUESTION.

SO WE HAVE OUR METRO ART WEBSITE, UM, OR WEBPAGE ON, UM, ON CAT METROS.

UM, I KNOW THAT THEY WERE IN THE PROCESS OF UPDATING AND PUTTING MORE PICTURES ON.

UM, I'M GONNA HAVE TO DOUBLE CHECK TO SEE IF WE CAN SPEED THAT PROCESS ALONG, BUT HOPEFULLY BY JANUARY WE WILL HAVE AN ARCHIVE.

AMAZING.

AND THEN, UM, LET'S SEE, UH, COMMUNITY ENGAGEMENT TEAM, YOU MENTIONED BRIEFLY, IS THAT A TEAM THAT IS UPDATED CONSISTENTLY? CAN YOU SPEAK TO THAT? LIKE WHAT WAS YOUR RECRUITMENT FOR THAT? WHO MAKES UP THAT TEAM? JUST TO ENSURE THAT THAT, YOU KNOW, THINGS ARE, YOU KNOW, WE'RE GETTING TO ALL THE, THE NOOKS AND CRANNIES OF OUR COMMUNITIES.

OH, SO FOR COMMUNITY ENGAGEMENT, OUR COMMUNITY ENGAGEMENT TEAM FOR CAT METRO IS FULL-TIME STAFF MEMBERS, UM, THAT WORK WITHIN CAT METRO.

UM, SO WE DO HAVE, UH, COMMUNITY ENGAGEMENT TEAM THAT WORK IN PROGRAMMING AND SPONSORSHIP.

WE HAVE COMMUNITY ENGAGEMENT TEAMS, MEMBERS THAT WORK MORE IN HELPING WITH FAIRS OR, UM, HELPING WITH OUR DIFFERENT, UM, COMMITTEES.

MAYBE IT'S ACCESS, UM, COMMITTEES AS WELL.

SO, UM, THOSE ARE FULL-TIME STAFF MEMBERS.

AND WE ALSO HAVE AN INTERN.

UM, WE ALSO ARE IN THE PROCESS OF HIRING MORE FOLKS FOR OUR COMMUNITY ENGAGEMENT TEAM.

WE, UM, ARE EXPANDING.

AND SO WE ACTUALLY HAVE A COUPLE OF JOBS POSTED, UM, FOR THAT AS WELL.

AMAZING.

UM, I WOULD LOVE, SO I PUT TOGETHER OUR NEWSLETTER AND MANAGE, UM, A PLATFORM THAT WE CAN SHARE INFORMATION TO.

SO IF YOU, WHEN THOSE CALLS ARE ANNOUNCED, UM, AND EVEN THE JOB OP OPPORTUNITIES, IF YOU CAN SEND THAT ALL OVER TO ME.

AND I, I THINK THE WHOLE COMMISSION WOULD LOVE TO HELP BE AN AMPLIFIER FOR OPPORTUNITIES THROUGH CAT METRO, CUZ THIS IS REALLY SUCH A, A STEPPING STONE OPPORTUNITY, UH, ESPECIALLY THOSE THAT ARE WORKING WITHIN GALLERY SPACES THAT ARE INTERESTED IN EXPANDING TO PUBLIC ART.

I THINK THIS IS JUST SUCH A COOL OPPORTUNITY.

UM, JUST A COUPLE MORE QUESTIONS.

THE, THE MATERIAL OR THE, I'M SORRY, THE $5,000 COMPENSATION AND THE COMPENSATION DOLLAR AMOUNT, THAT DOES NOT INCLUDE MATERIALS THAT'S JUST PAY FOR THE ARTIST, OR DOES THAT INCLUDE YES.

SO $5,000 GOES DIRECTLY TO THE ARTIST.

AMAZING.

YES.

YEAH.

YES.

SO IF, YOU KNOW, THE PRINTING OF THE BUS WRAP, THE INSTALLING IT, THAT'S ALL CAT ME.

THAT'S A SEPARATE CAT METRO PACE FOR THAT.

PHENOMENAL.

AND SO THE, THE, THE PROJECTS THAT YOU WORK WITH ELEMENTARY SCHOOLS ARE, ARE THE SCHOOLS COMPENSATED? DO, ARE THE PARENT, LIKE HOW DID THE, THE SCHOOLS BENEFIT? YEAH, IT'S A GREAT QUESTION.

SO, UM, SCHOOLS APPLY TO BE A PART OF IT.

UM, AND SO WITH THAT, WE THEN HAVE TEACHING ARTISTS WHO GO IN AND PROVIDE ALL THE MATERIALS FOR IT THAT, UM, ACTUALLY TEACH EVERYTHING.

SO THERE'S NOTHING ON THE SCHOOL AS FAR AS GETTING THAT CURRICULUM IN THE SCHOOLS.

AND THEN WE ALSO GIVE AN ADDITIONAL THOUSAND DOLLARS TO EACH ART TEACHER, UM, TO USE FOR SUPPLIES

[01:10:01]

THAT'S SEPARATE FROM THIS PROJECT.

SO WE DON'T ASK THEM TO USE THAT THOUSAND DOLLARS FOR THE SUPPLIES FOR THIS, BUT THAT'S SOMETHING SEPARATE FOR THEM.

AND THEN EACH SCHOOL THEN GETS A BUS AS WELL, OR I SHOULD SAY EACH SCHOOL GETS SOME KIND OF VEHICLE.

UM, SO OUR SCHOOLS THAT ARE IN LEANDER, FOR INSTANCE, LEANDER USES PICKUP, SO WE WRAP A PICKUP VEHICLE.

UM, SO WE TRY TO MAKE SURE THAT THERE'S A VEHICLE, UM, THAT SERVICES THEIR COMMUNITY SO THAT WAY IT CAN BE SEEN.

WOW, AMAZING.

THAT'S SO COOL.

THANK YOU SO MUCH, KELSEY.

I REALLY APPRECIATE YOU TAKING THE TIME TO BE HERE TONIGHT.

UM, IF ANYBODY NOTICED, COMMISSIONER MALDONADO WAS IN THE PRESENTATION.

SO WE HAVE A CELEBRITY IN OUR MIDST , UM, WHO IS THAT? MONICA MONICA'S HERE.

SHE IS AN ARTS COMMISSIONER.

SHE, YES.

WHICH IS WONDERFUL.

SHE'S ALSO VERY HEAVILY INVOLVED IN OUR METRO ART PROGRAM.

I'VE BEEN IN MANY MEETINGS WITH HER JUST TODAY, SO SHE'S SO WONDERFUL.

MAYBE COMMISSIONER MALDONA WANTS TO BE OUR MET CAT METRO LIAISON, A VERY UNOFFICIAL MADE UP POSITION THAT I JUST CREATED ON THE SPOT .

WE LOVE THAT.

WE LOVE THAT.

PHENOMENAL.

OKAY, WONDERFUL.

WELL, NOW THAT I KNOW WHO MY MOLE IS, I'M GONNA BE BE PESTERING HER INSTEAD OF YOU WITH ALL MY QUESTIONS.

? YES.

OKAY.

EITHER WAY.

I THINK THAT'S IT.

THANK YOU SO MUCH.

YOU ARE FREE.

KELSEY, THANK YOU AGAIN SO MUCH.

APPRECIATE YOU BEING HERE.

YOU TOO.

HAVE A GOOD ONE.

BYE.

YOU TOO.

OKAY, COMMISSIONERS NEXT THAT TAKES US TO STAFF BRIEFINGS.

UM, UH,

[7. Staff briefing regarding the Emma S. Barrientos Mexican American Cultural Center by Laura Esparza, Parks & Recreation Department Division Manager]

LAURA ESPARZA WAS SLATED FOR OUR NOVEMBER MEETING, BUT WAS NOT ABLE TO MAKE IT TONIGHT.

UM, PLEASE SEE YOUR BACKUP FOR HER PRESENTATION.

AM I ON? YEAH.

FOR OUR PRESENTATION THAT WALKS THROUGH, UM, AN ISSUE THAT WAS BROUGHT TO US, UH, BY PUBLIC COMMUNICATION.

UM, COMMISSIONER MOCK, DO YOU HAVE A QUESTION? YES.

YEAH, I, I I, I, I READ THE BACKGROUND MATERIAL.

I WAS TRYING TO SEND HER SOME QUESTIONS, BUT I'M LOOKING FOR HER EMAIL ADDRESS, BUT I, I LIKE TO ADDRESS, YOU KNOW, UH, UH, YOU KNOW, SOME OF THE ISSUES THAT SHE BROUGHT UP, APPARENTLY, ACCORDING TO HER REPORT, UM, THE, THE BREAKDOWN OF THE, THE SYSTEM, UH, WAS STUNNED BECAUSE THERE'S SOMEBODY WHO'S NOT PROFESSIONAL, UM, DEAL WITH THE LIGHTING OR WHATEVER, THE SUN SYSTEM AND, AND SOMEHOW IT TRIGGER AND, AND JUST BROKE DOWN THE SYSTEM.

YOU KNOW, I WAS HORRIFIED WHEN I HEARD ABOUT THE COMPLAINT ABOUT, YOU KNOW, IN A THREE DIGIT HEAT, THERE'S NO AIR CONDITIONING AND THERE WAS A BLACKOUT, YOU KNOW, IF THAT IS THE CASE ACCORDING TO THE REPORT, UM, THE TRIGGER WAS DONE BY NOT HAVING PROFESSIONAL, UH, I GUESS TECHNICAL PEOPLE DOING THE WORK.

I WAS THINKING WHEN I WAS READING THE REPORT REPORT, AND I WAS LIKE, WHAT IF, UM, WHAT IF, WHAT IF IT CAUSE FIRE? YOU KNOW, BECAUSE THE ELECTRICAL THING CAN, CAN BE DISASTROUS.

SO I'M WONDERING, IS THERE ANY, UM, MECHANISM IN PLACE, YOU KNOW, TO PREVENT THIS FROM HAPPENING AGAIN? YOU KNOW, SO IF, IF, IF THAT PROBLEM WAS CAUSED BY THE RENT RENTEE, YOU KNOW, THE SOMEONE WHO RENTED THE SPACE, UM, IS THERE SOMETHING WRITTEN IN THE CONTRACT? BECAUSE I KNOW, UH, WHEN I RENTED THE LONG CENTER, I HAVE TO USE THEIR STAFF, YOU KNOW, FOR, FOR ALL THE LIGHTING AND THE SUN AND ALL OF THAT.

RIGHT.

AND SO, UM, SO IS THERE SOMETHING THAT WE CAN DO BECAUSE I HATE, YOU KNOW, TO HAVE, UM, MORE SERIOUS PROBLEM AS A RESULT OF, UH, NOT BEING DONE, ESPECIALLY FOR ELECTRICAL STUFF NOT BEING DONE CORRECTLY? WELL, WE KNOW THAT THE MAC IS GOING UN UNDER, GONNA BE UNDER RENOVATION, AND I THINK THAT THAT'S THE LAID OUT AS WELL IN THE PRESENTATION IS THE AREAS OF IMPROVEMENT THAT, THAT THEATER IN PARTICULAR WILL BE RECEIVING.

SO I THINK THAT WILL CIRCUMVENT ANY FUTURE ISSUES.

UM, I APPRECIATE, UH, LAURA PUTTING TOGETHER THAT, UM, DECK SO THAT WE COULD SEE, AND AGAIN, MISSED OUT ON THE OPPORTUNITY TO HAVE HER HERE, UH, PRESENT TO, UH, SORT OF FILL IN THE GAPS FOR US.

UM, BUT I THINK THAT, UH, IT WAS VERY INFORMATIVE AND, YOU KNOW, I THINK WE COULD DEFINITELY INVITE HER BACK, AMY.

YEAH, I I ALSO HAVE A FOLLOW UP, UH,

[01:15:01]

QUESTIONS.

I MEAN, UM, SO I, IS THERE A ALSO A PROCEDURE, YOU KNOW, TO GIVE THE PEOPLE WHO RENTED THE SPACE, UH, THE FEEDBACK, YOU KNOW, ABOUT HOW THE PROBLEM, WHAT'S THE CAUSE OF THE PROBLEM, YOU KNOW, SO THAT, UM, SO THAT THERE IS A COMMUNICATION, YOU KNOW, BECAUSE I DO NOT UNDERSTAND IF THEY KNOW THAT THEY ARE THE ONE WHO CAUSED THE PROBLEM, WHY WOULD THEY BRING THIS PROBLEM UP TO US AT TWO MEETINGS? YEAH.

SO YEAH, SO, SO I HAVE ALL THESE QUESTIONS THAT, WELL, I, I THINK THAT'S TWOFOLD.

I THINK THAT WHEN THEY BROUGHT THE ISSUES UP TO THE MAX STAFF, THAT, THAT, I IMAGINE THAT WOULD'VE BEEN A CONVERSATION THAT HAPPENED, BUT I ALSO THINK BECAUSE THEY CAME HERE, IT'S NOW OUR RESPONSIBILITY, RIGHT? SO WE'VE BEEN THE MECHANISM FOR COMMUNICATION WITH PAR.

THEY HAVE BEEN IN DIRECT COMMUNICATION WITH US, AND I THINK WE AS COMMISSIONERS NEED TO TAKE THAT ON AND BE THE, THE, YOU KNOW, THE CATALYST FOR COMMUNICATION THAT WE ARE.

SO, UM, AMY, YOU KNOW, DO YOU WANT TO COMMUNICATE WITH LUIS? UM, OR WOULD YOU LIKE ME TO DO IT? I'M HAPPY TO HELP FACILITATE THAT COMMUNICATION.

I THINK PASSING ALONG THE PRESENTATION FROM LAURA WILL BE IN PUBLIC BACKUP, SO THAT'S SOMETHING REALLY EASY TO POINT TO.

BUT, YOU KNOW, I THINK IF THIS NEEDS TO BE A FURTHER CONVERSATION, WE CAN DEFINITELY DO THAT OFF THE DIAS.

WELL, I APPRECIATE CHAIR, AND YOU KNOW, YOUR, YOUR SENTIMENT.

I, I THINK IT IS NOT AMY'S ISSUE.

I THINK IT'S JUST LIKE WHAT YOU SAID, THAT THIS IS, THIS IS PART OF OUR JOB AS, AS A COMMISSIONER, YOU KNOW, TO HELP HOPEFULLY BE THE VOICE OF THE COMMUNITY.

THAT'S WHY THEY BROUGHT THE ISSUE UP TO US.

AND, UH, AND MAYBE THIS IS AN OPPORTUNITY TO ADDRESS AND THEN, UH, SET UP A BETTER SYSTEM FOR COMMUNICATION, FOR HANDLING, YOU KNOW, UM, ISSUES LIKE THIS.

SO, UM, I WOULD APPRECIATE ACTUALLY, UH, I WOULDN'T MIND TO SUBMIT MY QUESTION TO YOU.

OKAY.

AND THEN, UH, IF OTHER COMMISSIONERS HAVE ALSO HAVE QUESTIONS AND WE CAN PUT, UH, A WHOLE LIST OF QUESTIONS TOGETHER.

UH, SO WHEN WE INVITE THEM, YOU KNOW, BACK TO, TO, TO, TO HAVE A CONVERSATION WITH US, UH, THEY ALREADY KNOW WHAT KIND OF ISSUES THAT WE HAVE.

SO THAT WILL MAKE THE, THE DISCUSSION OR THE VISIT MORE EFFICIENT.

GREAT IDEA.

COMMISSIONER GRAY, I THINK THAT, YOU KNOW, THERE'S JUST ALSO, WE HAVE TO REALIZE THAT THERE'S, THERE IS THE DIFFERENCE BETWEEN THE ARTS COMMISSION AND, UM, ECONOMIC DEVELOPMENT AND PARKS AND RECREATION DEPARTMENT, AND WE JUST HAVE TO REALIZE THEY ARE ALL DIFFERENT THINGS.

AND WE DO NEED TO KNOW HOW IMPORTANT THE ARTS COMMISSION IS WITH THE ARTISTS IN THE CITY.

AS WE ARE SAYING, EXCUSE ME NOW.

AND THOSE COMMUNICATIONS, A LOT OF THE COMMUNITY THINKS THAT WE ARE RESPONSIBLE FOR HOW ARTISTS ARE TREATED IN THESE SPACES.

SO PERHAPS THERE NEEDS TO BE A LIAISON BETWEEN THE PARKS AND RECREATION DEPARTMENT AND THE ARTS COMMISSION, THAT, THAT THERE IS REALLY A DIRECT LINK BETWEEN HOW ARTISTS, YOU KNOW, WHAT'S GOING ON, YOU KNOW, THAT WE REALLY DO HAVE SOME DIRECT LINK OF, YOU KNOW, WE ARE DOING OUR BEST TO GET THE, THE, THE, UH, THE BUILDINGS FIXED AND THEY'VE BEEN NEEDING TO BE FIXED FOR YEARS AND YEARS AND YEARS AND YEARS AND YEARS.

BUT IS THERE THAT DIRECT LINK OF BEING SURE THAT THE ARTIST YEARS TO COME WHEN THIS STUFF IS DONE, WHO'S TALKING TO WHO AND ARE WE BEING SURE THAT THE CONTRACTS ARE, YOU KNOW, TAKEN CARE OF? AND, YOU KNOW, I THINK, YOU KNOW WHAT I'M SAYING, JUST THAT THERE'S A WAY, I THINK IN, JUST IN THE BIG PICTURE, JUST WHERE DO, DOES THE COMMUNITY KNOW WHERE WE STAND AND WHO ARE, WHO ARE WE LISTENING TO AND WHAT, HOW CAN WE HELP AS AN ARTS COMMISSION ALL ACROSS THE BOARD IN THIS CITY? BECAUSE A LOT OF OUR COMMUNITY FEELS THAT WE MAKE DECISIONS THAT WE MAY OR MAY NOT HAVE ANYTHING TO DO WITH OR CAN HELP WITH.

AND, UM, AND WE NEED TO ALL KNOW WHERE THINGS HAPPEN AND PEOPLE NEED TO REALIZE THAT, UM, UM, WHERE DECISIONS ARE MADE AND IF THEY DON'T LIKE THE WAY THINGS ARE BEING DONE, THAT THEY NEED TO STEP UP AND HELP ALL OF US AT THIS TABLE AND HELP THE COMMUNITY AND HELP MAKE CHANGES HAPPEN IF, BECAUSE WE HAVE, WE HAVE HEARD A LOT OF COMMUNICATION ABOUT YOU NEED TO HELP MAKE THESE THINGS CHANGE, AND WE DON'T HAVE ANY POWER TO MAKE THOSE CHANGES.

I THINK THAT'S WHAT I'M GETTING SAY, RESPONSIBILITY.

HANG ON JUST ONE SECOND.

COMMISSIONER FLORES.

I, UH, GREAT.

UM, COMMISSIONER GRAY, I AGREE WITH YOU THAT THERE NEEDS TO BE A MECHANISM

[01:20:01]

FOR COMMUNICATION.

YES.

THAT'S ALL I'M SAYING.

THE MECHANISM AND WHAT THAT, WHAT THAT LOOKS LIKE, I THINK CAN BE A FURTHER DISCUSSION.

BUT I AGREE THAT, YOU KNOW, YES, WE ARE SEPARATE DEPARTMENTS.

COMMISSIONER FLORES, TO YOUR POINT, THAT'S NOT OUR JOB, BUT IT KIND OF IS.

AND THERE'S A TON OF INTERSECTIONALITY THAT HAPPENS WITHIN THIS COMMUNITY, WITHIN DIFFERENT DEPARTMENTS.

AND I KNOW THAT WE, UM, COLLECTIVELY HAVE BEEN WORKING TO DECI OUR DEPARTMENTS.

RIGHT? UM, COMMISSIONER CASTILLO, WHO WE, MY DEARLY WAS A MAJOR ADVOCATE OF THAT, OF, OF CONNECTING, UM, ARTS AND MUSIC AND ARTS AND HERITAGE AND ARTS IN PART BECAUSE THESE PROGRAMS, I MEAN, JUST LIKE WE SAW, KEPT METRO HAS ARTS IN THEIR, UH, PURVIEW AND AREN'T COMING TO US INNATELY, RIGHT? SO WE ARE BUILDING THESE BRIDGES BETWEEN DEPARTMENTS AND I, I COMPLETELY AGREE, UM, THAT THERE SHOULD BE SOME SORT OF PROTOCOLS AND MECHANISMS BECAUSE YES, THE COMMUNITY DOESN'T KNOW WHO TO GO TO, AND SO THEY SEE US AND WE ARE THEIR ALLIES.

AND EVEN IF WE CAN'T SOLVE THE PROBLEM, YOU KNOW, THIS I THIS ILLUSION OF POWER THAT WE HOLD, UM, WE SHOULD BE AT LEAST BE ABLE TO CONNECT THEM WITH SOMEONE WHO CAN HELP.

RIGHT.

UM, COMMISSIONER FLORES, DID YOU WANNA FINISH YOUR THOUGHT? OKAY, COMMISSIONER GRAY, JUST BACK TO THAT POINT.

I DO, I THINK THAT WE ARE THEIR ALLIES, BUT I BELIEVE THAT MANY OF, MANY PEOPLE IN THE COMMUNITY FEEL THAT WE'RE NOT, JUST BECAUSE THOSE SILOS AND WALLS ARE UP.

JUST GOING BACK TO THE CULTURAL TRUST, I MEAN, JUST SO MUCH HAS HAPPENED, EVEN WITHIN THE CULTURAL TRUST THAT WE MAY NOT HAVE EVEN BEEN AWARE OF UNTIL IT HITS THE CO UNTIL IT HITS CITY COUNCIL.

AND, YOU KNOW, IT'S JUST KNOWING WHAT'S HAPPENING.

YEAH.

FOREVER A WORK IN PROGRESS, COMMISSIONER.

IT'S ALL WORK.

IT IS.

IT'S NOT A COMPLAINT, IT'S JUST THE INTERSECTIONALITY OF A COMMUNITY.

IT TAKES TIME AND JUST, YOU KNOW, ABSOLUTELY.

COMMISSIONER POLGAR.

ALL RIGHT.

JUST A POINT OF CLARIFICATION FOR FOLKS WHO ARE OUT WATCHING, THE REASON THAT THIS CONVERSATION IS SORT OF SPINNING IN THIS WAY IS BECAUSE THE ARTS COMMISSION IS NOT RESPONSIBLE FOR THE CULTURAL CENTERS.

THE CULTURAL CENTERS ARE MANAGED BY PARKS AND RECREATION.

THAT IS NOT WHAT WE DO.

SO JUST FOR ANYBODY WATCHING POINT OF CLARIFICATION, THAT'S WHY THERE'S A QUESTION ABOUT WHAT, IF ANYTHING, THE ARTS COMMISSION CAN DO WHEN THERE ARE CHALLENGES WITH THE WAY THAT CULTURAL CENTERS ARE RUN, OR AN ARTIST EXPERIENCE AND A CULTURAL CENTER.

WE ARE ADVOCATES ABSOLUTELY FOR THE ARTS COMMISSIONER UP ONE SIDE AND DOWN THE OTHER.

AND WE DON'T RUN THE CULTURAL CENTERS .

SO JUST TO BE CLEAR, COLE, THANKS.

THANK YOU.

COMMISSIONER POLGAR.

YES.

THAT'S A VERY IMPORTANT DISTINCTION TO MAKE, UM, AND WHY WE HAD LAURA SPAZA HERE FROM, UH, PARKS AND REC DEPARTMENT.

UM, YES.

AND IT'S ALL VERY STRAIGHTFORWARD AND SUPER CLEAR AND EASY TO UNDERSTAND.

SO THIS IS WHY, THIS IS WHY WE ARE WHERE WE ARE.

UM, COMMISSIONERS, ANY OTHER COMMENTS ON THIS ITEM BEFORE WE MOVE ON? OKAY, THANK YOU, COMMISSIONER GRAY, COMMISSIONER MOCK COMMISSIONER FLORES, UM, AND COMMISSIONER POLGAR FOR YOUR INPUT ON THAT ITEM.

UH, NEXT STAFF BRIEFING

[8. Staff briefing regarding an update on the Hotel Occupancy Tax by Laura Odegaard, Cultural Investment Program Manager]

REGARDING UPDATE ON HOTEL OCCUPANCY TAX BY LAURA OGAR, CULTURAL INVESTMENT PROGRAM MANAGER.

GOOD EVENING, EVERYBODY.

I'M LAURA OGAR, CULTURAL INVESTMENT PROGRAM MANAGER WITH THE CITY OF AUSTIN'S ECONOMIC DEVELOPMENT DEPARTMENT.

I'M A WHITE WOMAN WITH SHORT BROWN HAIR WEARING GLASSES, A LIGHT GRAY BLAZER, AND A DARK BLUE SCARF.

MY PRONOUNS ARE SHE HER.

UH, AND I WILL BE REPORTING ON THE HOTEL OCCUPANCY TAX UPDATE FOR BOTH OCTOBER AND NOVEMBER TONIGHT.

UM, SO NEXT SLIDE, PLEASE.

THANK YOU.

SO OUR TOTAL HOTEL OCCUPANCY TAX COLLECTION IN OCTOBER WAS $27,278,757.

THIS IS 25% OF THE TOTAL APPROVED BUDGET OF 108 MILLION AND SOME CHANGE, UM, DOLLARS.

SO THIS MEANS OUR HOTEL OCCUPANCY TAX CULTURAL ARTS FUND COLLECTION NUMBERS FOR OCTOBER WERE $2,000,605, $605,121.

SO THAT WAS OCTOBER.

NEXT SLIDE PLEASE.

SO OUR TOTAL, UH, HOT COLLECTION IN NOVEMBER WAS $320,065.

THIS BRINGS US UP TO 33% OF THE TOTAL APPROVED BUDGET OF $108,348,799.

SO THIS MEANS OUR HOT CULTURAL ARTS FUND COLLECTION NUMBERS FOR NOVEMBER WERE 30,600 $566, WHICH I DID NOT PUT THAT CORRECTLY IN

[01:25:01]

THE SCRIPT, BUT IT IS CORRECT ON THE SLIDE.

UM, IT IS $772,329 FOR NOVEMBER.

UH, NEXT SLIDE PLEASE.

SO HERE YOU CAN SEE THE TWO CORRECT NUMBERS FOR OUR CULTURAL ARTS FUND INTAKES.

WE HAVE THE 2.6 MILLION IN OCTOBER AND THE 772,000 IN NOVEMBER.

SO OUR TOTAL RIGHT NOW FOR CULTURAL ARTS FUND, HOT NUMBER IN THE BANK IS 3.3, WELL, $3.4 MILLION.

SO YOU CAN SEE THE LITTLE DOTTED LINE UP AT THE TOP WHERE OUR APPROVED BUDGET, THAT'S OUR APPROVED BUDGET FOR THIS YEAR.

SO THAT'S WHAT OUR GOAL IS, AND WE'RE ALREADY AT 33% OF THE WAY THERE.

ANY QUESTIONS? AND TO CLARIFY, THAT'S FY 23, RIGHT? MM-HMM.

, BECAUSE OUR, WE'VE ALREADY CLOSED FY 22, AMAZING COMMISSION MAR OH, I HAVE A QUICK QUESTION.

SO HOW DOES THAT COMPARE TO PRIOR YEAR? THAT IS A GREAT QUESTION.

UM, THIS TIME LAST YEAR WE WERE AT $2,060,765.

SO WE ARE ABOVE WHERE WE WERE FROM LAST YEAR.

UH, AND ALSO, JUST SO YOU ALL KNOW, THE BUDGET AMENDMENTS, UM, ADJUSTMENTS FOR THIRD PARTY RECOMMENDATIONS, UH, IS PLANNED TO GO TO CITY COUNCIL IN LATE JANUARY AS WELL.

SO THAT WILL BE, UM, HOT THINGS, UH, COMING.

ANY OTHER QUESTIONS? STAFF? CAN I GET THE COMMISSIONERS BACK ON SCREEN SO I CAN SEE IF WE HAVE ANY QUESTIONS? THANK YOU KINDLY.

COMMISSIONERS.

COMMISSIONER MOCK, NO QUESTION.

JUST HAPPY, HAPPY, HAPPY .

POPULAR SENTIMENT.

OKAY, THANK YOU SO MUCH.

UH, NEXT WE

[9. Staff briefing regarding the Cultural Arts Funding Programs by Meghan Wells, Cultural Arts Division Manager, and Laura Odegaard, Cultural Investment Program Manager]

HAVE A STAFF BRIEFING REGARDING THE CULTURAL ARTS FUNDING BY MEGAN WELLS, CULTURAL ARTS DIVISION MANAGER AND LODA OTA GUARD CULTURAL INVESTMENT PROGRAM MANAGER.

SO I'M JUST GONNA KEEP GOING, I THINK TONIGHT.

UH, IF YOU COULD PULL UP THE, THE FEW SLIDES FOR THIS ONE.

JUST GONNA GIVE A SHORT UPDATE ABOUT WHERE WE ARE WITH CULTURAL FUNDING PROGRAMS. AND YOU CAN GO AHEAD AND GO TO THE NEXT SLIDE, PLEASE.

THANK YOU.

UM, SO WE ARE PAST THE LAUNCH AND WE PROBABLY SHOULD HAVE CALLED THIS PHASE SOMETHING SLIGHTLY DIFFERENT, BUT WE'RE BASICALLY IN THE EVALUATION STAGE OF THE THRIVE PROGRAM AT THIS MOMENT.

NEXT SLIDE PLEASE.

SO, JUST A VERY BRIEF SUMMARY, BECAUSE WE'RE STILL KIND OF IN THE MIX IN, IN THE, THE MIDST OF ALL OF THE THINGS, BUT THE THRIVE APPLICATION OPENED ON OCTOBER 12TH AND THEN CLOSED ON DECEMBER 2ND, WHICH WAS A SLIGHT EXTENSION.

WE HAD 206 APPLICATIONS STARTED, AND WE HAD 154 SUCCESSFULLY SUBMITTED BY THE DEADLINE OF 5:00 PM ON DECEMBER 2ND.

146 OF THOSE 154 MET ELIGIBILITY REQUIREMENTS.

AND SO SOME OF THOSE, UM, WERE NOT ACTUALLY 5 0 1 UM, WEREN'T ACTUALLY BASED IN AUSTIN, WEREN'T ARTS AND CULTURE NONPROFITS, THINGS LIKE THAT.

SO 146 ORGANIZATIONS WENT TO THE READERS WHO ARE CURRENTLY REVIEWING AND SCORING THAT WILL BE DUE ON THE 19TH OF DECEMBER BACK TO STAFF.

AND THEN THE TOP 50 APPLICATIONS WILL GO TO PANELISTS ON THE 21ST OF DECEMBER, DECEMBER, AND THEN THEY WILL BE DUE BACK TO STAFF.

ALL THE SCORES WILL BE DUE BACK TO STAFF ON JANUARY 21ST, AND THEN THE PANEL MEETINGS WILL BE TAKING PLACE JANUARY 23RD, 24TH, AND 25TH.

AND THAT'S GONNA BE DONE THROUGH A ZOOM WEBINAR.

SO THE PANELISTS WILL BE INTERACTING WITH EACH OTHER, UM, BUT THE PUBLIC WILL NOT BE INTERACTING WITH THE PANELISTS, JUST TO CLARIFY.

BUT EVERYONE CAN WATCH THOSE PANELS.

UH, AND THEN JUST QUICKLY JUST TO SHARE SOME OF THE MARKETING, UM, EFFORTS THAT WENT INTO THE THRIVE PROGRAM.

WE HELD 12 AWARENESS SESSIONS, BOTH VIRTUAL AND IN PERSON, AND WE PARTNERED WITH GROUPS AROUND TOWN TO HELP HOST INFORMATION MEETINGS AT THEIR SPACES AND TO HELP GET THE WORD OUT AS WELL AS THE COMMUNITY NAVIGATORS THAT ASSISTED US.

UH, AND WE HAD 234 ATTENDEES AT THOSE AWARENESS

[01:30:01]

SESSIONS THAT WERE IN PERSON AND VIRTUAL.

WE HAD THREE, UH, ECONOMIC DEVELOPMENT DEPARTMENT NEWSLETTERS THAT INCLUDED INFORMATION ABOUT THE THRIVE GRANTS, AND THAT HAS OVER 5,000 INDIVIDUALS ON THOSE LISTS ON THAT LIST SERVE.

UM, I PUT THE SOCIAL REACH, UM, FOR ALL OF OUR SOCIAL ACCOUNTS UP ON THE SLIDE, SO YOU CAN SEE BOTH THE ORGANIC REACH AS WELL AS PAID POSTS ACROSS OUR ACCOUNTS FOR FACEBOOK, TWITTER, AND INSTAGRAM.

AND THEN WE ALSO HAD TWO GENERAL PROMOTIONAL EMAILS TO ALMOST 600 ORGANIZATIONAL CONTACTS IN ED D'S, UM, CRM SYSTEM.

AND WE ALSO EMAILED THEM SEVERAL TIMES TO GROUPS THAT HAD STARTED OR WERE IN PROCESS OR HADN'T STARTED JUST TO CR TRY TO ENCOURAGE FOLKS, UM, TO SUBMIT BY THE DEADLINE.

AND SO THAT'S WHERE WE ARE RIGHT NOW WITH THAT.

UM, ALSO WE HAD A VERY THOROUGH PANELIST ORIENTATION ON THE 17TH OF NOVEMBER.

UM, THERE WAS THE PRE-WORK THAT WE ARE HAPPY TO SHARE POTENTIALLY ON OUR WEBSITE.

UM, AND THEN WE HAD A THREE HOUR ORIENTATION FOR BOTH HERITAGE PANELISTS AS WELL AS THRIVE PANELISTS.

UM, AND THAT WAS A FACILITATED MEETING, UM, NOT JUST STAFF.

SO IT WAS, UM, I MEAN, WE'LL DO, WE'LL DO SURVEYS BECAUSE WE ALWAYS DO SURVEYS, BUT I THINK IT WAS, UM, A GREAT FIRST STEP IN THIS NEW PROCESS OF PANEL TRAININGS AND PANEL REVIEWS.

HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU SO MUCH, LAURA.

COMMISSIONER POLGAR.

UM, HEY, THANK YOU, LAURA.

THANK YOU.

AND THANK YOU STAFF AND WELL, YEAH.

WOW, HERE WE GO.

THIS IS AWESOME QUESTION.

DO WE KNOW, OR ARE WE TRACKING? DO WE HAVE A SENSE OF HOW MANY OF THE 154 AND THEN RESULTING 146 ELIGIBLE APPLICANTS WHO WERE PREVIOUSLY IN SOME SORT OF CULTURAL ARTS FUNDING ENVIRONMENT AND HOW MANY WERE NEW? DO WE HAVE A SENSE OF THAT BREAKDOWN? WE WILL HAVE A SENSE OF THAT BREAKDOWN AT THE NEXT MEETING.

.

HEY, GREAT QUESTION, COMMISSIONER.

THANK YOU.

SURE.

THANKS COMMISSIONERS.

ANY OTHER QUESTIONS? OKAY, THANK YOU GUYS SO MUCH.

I KNOW THIS HAS BEEN A HUGE LIFT AND, UM, THE, THE NUMBERS ARE GREAT AND I'M LOOKING FORWARD TO THE RESPONSE TO, UH, COMMISSIONER PGA'S QUESTION AND JUST SEEING HOW THIS CONTINUES TO ROLL OUT.

UM, YEAH, I'M NO COMMI NO OTHER QU COMMENTS, QUESTIONS FROM THE COMMISSION, SO I THINK WE CAN MOVE ON.

DID JUNE, I JUST WANNA KNOW WE CAN, CAN WE GET A COPY OF THE SLIDE THAT SHOWS WHAT STAGE Y'ALL ARE ON SO WE HAVE ALL OF OUR PRESENTATIONS AND OUR BACKUP? I'LL, I'LL HOOK YOU UP.

OKAY.

YEAH, FOR SURE.

ALL RIGHT.

THANK YOU.

THANK YOU SO MUCH.

THAT HAD A LOT OF REALLY GOOD INFORMATION AND I'M SO HAPPY TO HAVE IT.

OKAY.

DISCUSSION AND ACTION ITEMS.

[Items 10 - 15, & 25]

UH, APPROVE ART AND PUBLIC PLACES, ARTWORK LOAN RENEWAL OF ATLAS FOUR BY BETTY GOLD.

ARE WE GONNA HAVE, IS THIS WHERE WE MAKE THE MOTION TO MOVE UP THE YEAH, WE CAN MAKE THAT MOTION NOW.

MOTION TO MOVE.

AGENDA ITEM.

SORRY, I HAVE A COUGH DROP IN MY MOUTH.

AGENDA ITEM 25, UP INTO CONSIDERATION WITH THE REST OF THE AIP P APPROVALS.

FOR, FOR CLARIFICATION COMMISSION, WE HAVE, UM, A PA AN ADDENDUM THAT REALLY GOES UP HERE WITH OUR A I P P ITEMS. AND SO THE MOTION WAS TO MOVE ITEM 25 UP, UH, BEHIND ITEM 14.

I SEE.

SECOND BY COMMISSIONER POLGAR.

ALL IN FAVOR, COMMISSIONER FLORES.

IS THAT COOL WITH YOU? WONDERFUL.

ALL RIGHT.

UNANIMOUSLY, UM, COMMISSIONER POLGAR, I'M JUST GONNA MAKE A MOTION TO TAKE ITEMS 10 THROUGH 15 AND 25 ON CONSENT, SECONDED BY FLORES.

ALL IN FAVOR? UH, MOVING ON CONSENT.

OKAY, SO MOVED.

THANK YOU.

UH,

[16. Approve 2023 Arts Commission meeting schedule]

THAT TAKES US TWO ITEM 16 APPROVAL OF THE 2023 ARTS COMMISSION MEETING SCHEDULE, WHICH I THINK, CAN WE, IS THERE A SLIDE FOR THAT? CAN, WE CAN GET PULLED UP JUST SO THAT EVERYBODY CAN SEE IT.

IT IS IN THE BACKUP UP.

AND I GUESS MY QUESTION TO STAFF IS, IT LOOKS LIKE THERE ARE ADJUSTMENTS FOR HOLIDAYS, BUT I KNOW WE RAN INTO SOME, LIKE, ISSUES THIS PAST YEAR WHERE THINGS WERE MOVED AROUND LAST MINUTE.

HAVE WE TAKEN THAT INTO ACCOUNT FOR 2023? YES.

THAT

[01:35:01]

IS TAKEN INTO ACCOUNT FOR THESE ONES SPECIFICALLY.

UM, JUNETEENTH IS A NEW-ISH CITY HOLIDAY, AND SO WE HAD NOT, UM, TAKEN THAT INTO CONSIDERATION, UH, LAST TIME.

UM, AND JUST SO, UH, THE COMMISSIONERS KNOW WE ONLY GET A CERTAIN NUMBER OF SPEC.

OH, AND THIS IS JESUS PENTEL, UM, CAD, UH, STAFF LIAISON TO THE ARTS COMMISSION.

UM, WE ONLY GET A CERTAIN NUMBER OF SPECIAL CALLED MEETINGS PER QUARTER.

UM, AND SO SINCE THAT JUNETEENTH, UM, WAS A CITY HOLIDAY AND WE WERE SCHEDULED TO MEET ON THAT DAY, WE HAD TO USE OUR SPECIAL CALLED MEETING FOR THAT QUARTER, UH, TO BE ABLE TO MEET IN JUNE.

BUT, UH, TO THE CHAIR'S QUESTION, UH, YES, THESE DO TAKE THAT INTO ACCOUNT.

SO THE, UM, UH, COLUMN A THE MEETING DATES, UH, SHOWS, UH, THE PROPOSED MEETING DATES GOING ON, WHAT WE HAVE, UH, TRADITIONALLY DONE IF THEY'RE HIGHLIGHTED IN READ, UH, THAT IS NOT, UH, THE THIRD MONDAY OF THE MONTH, MONTH, WHICH IS LIKE NORMAL.

UM, AND SO YOU CAN SEE THERE, UH, FOR JUNE 12TH, UM, IN COLUMN B, IT'S, IT'S WHEN THEY WOULD NORMALLY BE THE THIRD MONDAY OF THE MONTH.

AND WHEN WE MOVE THEM TO A DIFFERENT DIFFERENT DATE.

SO WE ARE SAYING, UM, LET'S MOVE THAT TO JUNE 12TH.

THEY ARE HIGHLY HIGHLIGHTED RED ALSO, JUST TO SEE, YOU KNOW, ARE THOSE THE DATES YOU WANNA DO, DO YOU WANNA MOVE 'EM, YOU KNOW, AFTER THAT, DO YOU WANNA MOVE 'EM BEFORE? SO THIS IS UP TO YOU, BUT IT'S JUST, YOU KNOW, A DRAFT GOING OFF OF WHAT THE ARTS COMMISSIONER HAS TRADITIONALLY DONE, UM, TO, AS A STARTING POINT FOR YOUR DISCUSSION ON, ON WHEN TO MEET, UH, IN 2023.

FABULOUS.

THANK YOU FOR THAT CLARIFICATION.

JESUS.

COMMISSIONER POLGAR DIDN'T PUSH THE BUTTON FAST ENOUGH.

MOTION TO APPROVE.

SECONDED BY GRAY.

ALL IN FAVOR OF APPROVING THIS SCHEDULE FOR 2023.

COMMISSIONER FLORES, ARE WE GOOD IN THE ROOM? I, I, I HAVE A QUESTION FOR SURE.

CLARIFICATION BEFORE THE VOTE IS CALLED, UM, I, YOU KNOW, WE HAVE TRADITIONALLY MET IN CITY HALL, UM, AND SO THAT WAS INCLUDED ON THERE AS WELL.

SO JUST TO MAKE SURE, UH, WHEN COMMISSIONER POLGAR IS MAKING THE MOTION THAT IT INCLUDES THOSE DATES AND THOSE MEETING LOCATIONS, IS THAT CORRECT? UM, I'M GOING FOR THE DATES, KNOWING THAT SOMETIMES WE HAVE TO ADJUST AND TRUSTING THAT STAFF, YOU CAN HELP US FIGURE THAT OUT.

BUT THAT, THAT IS OUR PRIORITY TO BE IN CITY HALL FOR ACCESSIBILITY REASONS.

THANK YOU.

COMMISSION.

HOW DO WE FEEL ABOUT THAT? CAUSE I KNOW THAT THAT CAN BE A DIFFICULT TIME AND PLACE TO BE.

UM, OBVIOUSLY WE HAVE MANY REMOTE AND I, UM, IT'S NOT ALL THAT CONVENIENT FOR MYSELF EITHER, BUT, UM, AND I THINK IT DOES TAKE MORE, UH, SCHEDULING AND, UM, COORDINATION TO GET US OUTSIDE OF THERE.

I DO THINK IT IS THE MOST CENTRAL POINT, ALTHOUGH A BIT OF A PAIN AT TIMES.

UM, SO JUST WANNA, TO JESUS'S POINT, WE'RE APPROVING DATE AND LOCATION.

YES.

SO LET'S GO AHEAD AND CALL THE VOTE.

ALL IN FAVOR OF THE SCHEDULE IS PRESENTED.

WONDERFUL.

SO MOVE UNANIMOUSLY.

THANK YOU, JESUS.

THANK YOU.

OKAY, NEXT ITEM

[17. Reconvene Equity Working Group]

IS THE, UM, RECONVENING THE EQUITY WORKING GROUP.

THIS WAS A WORKING GROUP THAT WAS FORMED AROUND THE, UM, DR WHEN THE GUIDELINES FOR THE NEW PROGRAMS WERE DRAFTS.

WE DISCUSSED MANY TIMES BRINGING THIS WORKING GROUP BACK AS A POINT OF CONTACT FOR COMMUNITY MEMBERS FOR FEEDBACK ON THE GUIDELINES AND THE PROCESS, UH, FOR THE ROLLOUT.

COMMISSIONER POLGAR, ACTUALLY, BEFORE YOU LEAVE THE, UM, MEETING SCHEDULE, I JUST WANNA PUT A PIN IN AN IDEA TO SEE IF WE CAN SCHEDULE TWICE DURING THE YEAR, A JOINT MEETING WITH THE MUSIC COMMISSION, WHICH IS SOMETHING THAT WE'D TALKED ABOUT TRYING TO DO.

SO I'D JUST LIKE TO PUT A LITTLE ASTERISK ON THAT BEFORE WE LEAVE TO GO TO THE NEXT PIECE.

ABSOLUTELY.

DO WE NEED TO SET THAT IN OR PROPOSE DATES FOR THAT AT THIS POINT? OR JUST, JUST HAVE PLACEHOLDERS FOR THAT? NO, JUST SAY THAT WE WANNA DO IT AND PUT IT AS A FUTURE AGENDA ITEM.

I THINK WE GOT THAT.

COOL BEANS.

THANK YOU COMMISSIONER POLGAR.

AND WE'LL BE MEETING WITH, UM, MUSIC COMMISSION THIS WEEK.

UM, SO WE CAN BRING THAT UP AT THAT POINT.

COOL.

THANKS.

SORRY.

THAT'S OKAY.

UM, TO THAT POINT, DID YOU WANNA ADD ANYTHING ABOUT THE WORKING GROUP? CUZ I FEEL LIKE THAT WAS OUR BEAST AS WELL.

TOTALLY.

UM, YEAH, I THINK WE NEED TO, WE DO NEED TO, UH, REINSTITUTE IT.

I THINK THE QUESTION FOR ME IS WHERE IN THE PROCESS WITH STAFF AND THRIVE IS THE BEST PLACE TO DO IT.

IT SEEMS, IT'S A LITTLE EARLY IN MY, IN MY BRAIN RIGHT NOW.

UM, CUZ WE'RE NOT THERE YET.

THERE, THERE ARE STILL THINGS THAT ARE BEING REVIEWED, LIKE ONCE WE GET INTO REVIEWS AND DISCUSSIONS, SEEMS LIKE THE PLACE TO HAVE IT.

AND CERTAINLY AS A MECHANISM FOR EVALUATION OF THE PROCESS SEEMS

[01:40:01]

LIKE A GOOD PLACE.

BUT IT JUST SEEMS LIKE IT MIGHT BE A TAD EARLY FOR ME.

I WOULD SAY, YOU KNOW, READING OUT THE PARTICIPANTS AND MAYBE MAKING A PLAN FOR FEBRUARY AT LEAST, SORT OF JUST SLIGHTLY WARMING THE BURNERS A BIT FOR THE COMMISSION ON THE COMMISSION END.

UM, WE ALL KNOW HOW EASY IT IS TO GET ALL OF US IN A ROOM.

SO PERHAPS NOW IS THE TIME TO START TALKING ABOUT SCHEDULING THAT INITIAL MEETING.

UM, THAT BEING SAID, THE PANEL MEETS, UM, AND THE PUBLIC WILL HAVE ACCESS TO THAT, THOSE THAT PROCESS THE 23RD TO THE 25TH OF JANUARY.

DO WE KNOW WHEN THINGS WILL BE ANNOUNCED IMMEDIATELY AFTER THAT? OKAY, SO THE 25TH SLASH 26, WE WILL KNOW WHO'S RECEIVED THE THRIVE GRANT.

LET'S GO WITH EARLY THE FOLLOWING WEEK.

OKAY, THAT'S MY QUESTION.

SO BASICALLY I WANT TO HAVE US, THE WORKING GROUP WHO I WILL READ NOW, GRAY, MALDONADO, POLGAR, ZIMAN, AND COMMUNITY MEMBERS.

AGAIN, BECAUSE WE HAD OUTSIDE COMMUNITY MEMBERS AS A PART OF THAT GROUP.

I THINK GETTING PEOPLE, GIVING THEM THE HEADS UP THAT THIS IS TO BE RECONVENED AND WE WILL NEED TO BE MEETING LATE JANUARY, EARLY FEBRUARY.

COMMISSIONER POLGAR, YOU KNOW, I'M, I'M GONNA KEEP YOU AS LONG AS I CAN HAVE YOU, BUT I KNOW THAT YOU'RE ALSO IN A TRANSITIONAL PERIOD.

SO IF ANY OTHER COMMISSIONERS ARE INTERESTS ARE PEAKED AT THIS POINT IN TERMS OF THIS WORKING GROUP, UM, START SIMMERING ON THAT.

COMMISSIONER GRAY.

JUST THE THOUGHT THAT, UH, BEFORE THEY GO TO PANEL, WHEN, UM, UH, IS IT, MY BRAIN IS VERY TIRED.

I WAS ON K VIEW AT FOUR 30 THIS MORNING, REALLY CLOSE UP.

SO, SO SORRY.

UM, WHITTLED DOWN TO THE 50, UH, WHEN IT GOES FROM THAT BIG NUMBER TO THE SMALLER NUMBER, UM, THAT MAY BE THE TIMELINE THAT THE, THAT THE PANEL NEEDS TO COME TO PLAY.

THAT'S A VERY GOOD OBSERVATION.

WILL THAT, WILL THE 50 BE ANNOUNCED? THAT'S WHAT MY NEXT QUESTION.

THAT'S WHEN MY TIRED BRAIN WENT.

DO WE KNOW THAT IN THERE I'M SEEING, I'M SEEING FACES THAT ARE BEAUTIFUL, BUT EXPRESSING THAT THAT MAY NOT BE A PUBLIC PROCESS.

OKAY.

THAT'S MY S I'M, YEAH.

GOTCHA.

ALL RIGHT.

COMMISSIONERS.

MEGAN WELLS, CULTURAL ARTS DIVISION MANAGER.

I WOULD RATHER WAIT UNTIL WE HAVE FINAL RESULTS OF THE PROCESS JUST BECAUSE THEY'RE, THIS IS OUR FIRST TIME WITH A NEW PROCESS AND WE MAY NEED TO JUST MAKE ADJUSTMENTS ALONG THE WAY.

AND I DON'T WANT TO, I DON'T WANNA SAY THIS IN AN EFFORT OR IN AN, IN ANY PERCEPTION THAT IT MAY BE NOT AS TRANSPARENT AS WE WOULD LIKE IT TO BE, BUT I JUST WANNA MAKE SURE THAT WE'RE CROSSING T'S DOTTING IS WITH REGARD TO OUR PROCESS SO THAT WE CAN MAKE SURE WE'RE POLICY, FOLLOWING POLICY AND PROCEDURES CORRECTLY.

AND, YOU KNOW, REALLY MAKING SURE THAT WE'RE PASSING FORWARD THE RIGHT, THE CORRECT, YOU KNOW, APPLICATIONS AND IF THERE ARE SOME THAT MAY NEED TO BE SUBBED INTO THE FINAL PANEL, UH, THAT WE ARE DOING THAT RESPECTFULLY OF THE, OF THE APPLICANTS.

SO I WOULD PREFER IT BE THAT MAYBE FIRST PART OF FEBRUARY AND ACT AND THAT WOULD ACTUALLY COVER THE, YOU KNOW, THE FULL PROCESS AS WELL.

YEAH, NO, I, I DEFINITELY SEE WHAT YOU'RE SAYING.

I THINK, UM, COMMISSIONER, GREAT.

TO YOUR POINT THAT THAT IS A GOOD INTERNAL TIMELINE MARKER FOR US.

YEAH, THAT'S WHAT I'M THINKING.

YOU KNOW, UH, I THINK HAVING US PRIMED AND READY AND HAVING MET MAYBE FOR THE FIRST TIME BY THAT ROLLOUT DATE, CAN, DO YOU KNOW WHAT THAT IS AT THE TOP OF YOUR HEAD OR I CAN THE ROLLOUT DATE, THE, WHEN THAT FIRST GROUP IS JUST FOR OUR INTERNAL USES, LIKE, REMIND ME, IS THAT BEGINNING OF JANUARY? SO THE, THE READERS ARE SCORING EVERYBODY NOW MM-HMM.

AND THEN THE TOP 50 WILL BE IDENTIFIED AND SENT TO THE PANELISTS ON THE 21ST OF DECEMBER 50.

OKAY.

AND THEN THEY'LL BE REVIEWING THOSE TOP 50 BETWEEN DECEMBER 21ST AND JANUARY 21ST.

OKAY.

SO WE HAVE A NICE WIDE MM-HMM.

, UM, TIMELINE THERE.

OKAY.

SO THAT'S, THAT'S FOR OUR, BUT THIS IS JANUARY.

YES, I THINK JANUARY.

YEAH.

UM, THAT, I THINK IF WE GET A MEETING WITH COMMISSIONERS PERHAPS EARLY JANUARY, AND THEN WE CAN TALK, WE HAVE A ROBUST LIST OF COMMUNITY MEMBERS THAT WE ENGAGED WITH THROUGHOUT THAT PROCESS.

SO CHOOSING WHO THOSE MIGHT BE AND PREPARING ALTERNATES SO THAT COME, YOU KNOW, AND, AND SETTING A MEETING DAY.

CHOOSING A MEETING, I THINK, YEAH, I THINK WE'RE GIVING OURSELVES A GOOD RUNWAY HERE.

SO WHILE WE'RE NOT COMPLETELY ACTIVE, WE CAN AT LEAST START THIS PROCESS IN A TIMELY MANNER.

DOES THAT SOUND GOOD TO EVERYBODY? OKAY.

I WOULD ALSO, UM, WE WOULD WELCOME FEEDBACK ALSO FROM APPLICANTS.

SO IF JUST A FRIENDLY SUGGESTION THAT IF YOU DO TALK TO YOUR WORKING GROUP, MAYBE YOU

[01:45:01]

TALK NOW TO APPLICANTS ABOUT WHAT THEIR EXPERIENCE WAS APPLYING.

I MEAN THAT, THAT'S FEEDBACK WE CAN GET SOONER RATHER THAN LATER.

OKAY.

AND THEN AS WE WORK THROUGH THE PROCESS, WE CAN GATHER ADDITIONAL FEEDBACK ABOUT, YOU KNOW, HOW THE REST OF THE PROCESS UNFOLDED.

HOW THEY FELT ABOUT OPPORTUNITIES TO ENGAGE OR HOW THEY GOT INFORMATION OR HOW, YOU KNOW, I THINK THERE'S, YOU KNOW, SORT OF PHASES OF INFORMATION MM-HMM.

THAT WOULD BE HELPFUL TO US, TO YOU BOTH.

SO I DON'T WANNA HA PRECLUDE CONVERSATIONS FROM HAPPENING NOW IF YOU WANNA GET AN EARLY START.

UH, YEAH.

AND I IMAGINE THOSE CONVERSATIONS ARE HAPPENING WITHIN THE COMMUNITY ALREADY.

YEAH.

WILL YOU BE CREATING A PORTAL FOR FEEDBACK? YES.

YEAH.

YES.

THAT IS PART OF THE MARKETING PLAN THAT WILL BE GOING OUT.

I FORGET THE EXACT DATE, BUT IT WILL BE GOING OUT.

THERE'LL BE A SURVEY THAT GOES OUT TO EVERYONE THAT'S STARTED AN APPLICATION DIDN'T NECESSARILY FINISH.

SO THERE'LL BE DIFFERENT TYPES OF SURVEYS BECAUSE WE WANNA GET ALL THE FEEDBACK WE POSSIBLY CAN AS WE KEEP ITERATING THE SYSTEM, THE PROCESS, THE PROGRAM, ALL THE THINGS.

FEEDBACK, FEEDBACK, FEEDBACK.

MM-HMM.

.

OKAY.

AND THAT'S WONDERFUL THAT THOSE SURVEYS WILL BE GOING DIRECTLY TO THOSE PARTICIPANTS.

CORRECT.

OKAY.

AMAZING.

ALL RIGHT.

AND WE'VE GOTTEN A LOT OF FEEDBACK ALREADY.

I JUST WANNA SAY WE ARE OPEN TO ALL THE FEEDBACK.

WANT TO HEAR IT, WANT TO WANT TO FABULOUS.

MAKE PEOPLE FAMILIAR WITH HOW TO GIVE IT TO US.

OH, WONDERFUL.

UM, COMMISSIONER POLGAR.

YEAH.

AND WE'D LOVE TO HEAR IT TOO, BY THE WAY.

YEAH.

UH, CHAIRS THIS MAN.

I THINK PROBABLY THE PLAN IS A SHORT CHECK-IN IN DECEMBER.

I KNOW DECEMBER'S RAPIDLY COMING TO A, A HEAD HERE, BUT I THINK TOUCHING THE BASE SOONER AND THEN WE CAN HAVE A LONGER CONVERSATION ABOUT, UM, ENGAGING THE BROADER, THE REST OF THE PUBLIC COMMUNITY WORKING GROUP MEMBERS AS WE GET INTO JANUARY.

BUT IT SOUNDS LIKE WE NEED TO TOUCH BASE SOONER RATHER THAN LATER.

I AGREE.

I THINK THAT WE'VE GOT, IF WE DO IT, IF WE START NOW, THEN WE'RE GIVING OURSELVES PLENTY OF, OF BREATHING ROOM AS OPPOSED TO JAM PACKING A LOT OF WORK INTO A SHORT AMOUNT OF TIME.

SO I'VE GOT A, A DRAFT OF A TIMELINE HERE AND SO I'LL GET AN EMAIL OUT AS I BELIEVE I'M THE CHAIR OF THAT.

OH, MAYBE NOT, I'M NOT SURE.

ARE YOU, I'M NOT SURE YOU ARE COLLECTIVE CHAIR ENTITY HERE.

UM, WE'RE ALL THE CHAIR OF THAT BECAUSE WE'RE ALL VERY INVESTED.

UM, OKAY.

SO I'VE GOT THAT.

I WILL AT LEAST INITIATE THE COMMUNICATION AND WE'LL GO FROM THERE.

WONDERFUL.

OKAY.

WITH THAT PERFECT SEGUE INTO WORKING GROUP UPDATES.

WE'VE DONE A VERY THOROUGH CAN CONVERSATION.

SORRY, CHAIR.

YEAH.

PLEASE JUMP, JUMP IN.

DID YOU TAKE OFFICIAL ACTION TO RECONVENE THE EQUITY? OH, WE NEED TO DO THAT.

DOES ANYBODY WANNA MAKE A MOTION TO RECONVENE OUR EQUITY WORKING GROUP? THREE OF US.

WONDERFUL.

LET'S SAY COMMISSIONER MOCK.

CAN I GET A SECOND? COMMISSIONER GAN GIVING THE PEOPLE IN PERSON HERE A CHANCE TO, YOU KNOW, YOU GUYS ARE TOO QUICK ON SCREEN.

YEAH.

YOU CAN'T SEE US.

IT'S TRUE.

MY, I MY EYES ARE ON SCREEN.

I HAVE NO PERIPHERAL VISION RIGHT NOW.

IT'S TOTALLY BLOCKING THEM OUT.

UM, OKAY,

[19. Update from Joint Working Group for Joint Cultural Committee with Commissioners Polgar (chair) and working group members from the Quality of Life Commissions]

NEXT IS THE UPDATE FROM THE JOINT WORKING GROUP FOR CO, UH, JOINT CULTURAL COMMITTEE WITH COMMISSIONERS POLGAR WITH WORKING GROUP MEMBERS, QUALITY OF LIFE COMMISSION.

HOW ARE WE DOING THERE? COMMISSIONER POLGAR? SO, YEAH, IT'S TRYING TO GET ATTENTION BUT TO THE CONVERSATION ABOUT CULTURAL CENTERS IN PART, I THINK LIKE, I THINK THE, THE TEMPERATURE IS HIGH ENOUGH THAT I NEED TO LIKE REALLY SERIOUSLY KNOCK ON SOME DOORS.

I WOULD LOVE SOME COMPANY FROM THE ARTS COMMISSIONER ON THAT GROUP BECAUSE IT WAS COMMISSIONER CASTILLO AND MYSELF AND THERE IS NOT A COMMISSIONER CASTILLO WITH US IN THIS MOMENT.

UM, SO IF SOMEONE WOULD LIKE TO JOIN ME IN THAT SPACE, THAT WOULD BE GROOVY.

DON'T EVERYBODY RAISE YOUR HAND AT ONCE.

I, I WOULD LOVE TO JOIN YOU IN THOSE CONVERSATIONS.

YAY.

OKAY, LET'S MAKE THAT.

SO, UM, AND THEN LET'S GET THIS PUPPY UP AND SEE IF WE CAN GET IT ACTIVATED.

ANY OTHER COMMISSIONERS WANTING TO BE A PART OF THOSE CONVERSATIONS? THE PRESSURE FLOORS YOU'RE LEAVING US ANYWAY.

SO , I I HAVE A QUESTION.

I'M SORRY.

I HEARD YOU GET A, A FIRST AND A SECOND, BUT I DIDN'T HEAR A VOTE ON THAT LAST ITEM.

OH, I'M SORRY.

THANK YOU.

UH, LET'S GO BACK TO ITEM 17 FIRST AND A SECOND.

ALL IN FAVOR OF RECONVENING THE WORKING GROUP, THE EQUITY WORKING GROUP.

WBA.

SO PASSES YOU NOW UNANIMOUSLY.

UNANIMOUSLY.

THANK YOU.

I THOUGHT YOU WERE SHAKING YOUR HEAD AT THE WORKING GROUP.

AND TYPICALLY WE NEED MEMBERSHIP OF WHO'S ON THAT AND WHO THE CHAIR IS.

UH, WELL WE'VE GOT IT LISTED HERE.

I THINK WE KNOW WHO THE MEMBERSHIP IS, BUT WHO? YES, AND I I WILL CHAIR IT.

OKAY.

THANK YOU.

STAFF.

WE HAD NOVEMBER OFF.

I WAS SICK IN OCTOBER.

I'M OUTTA PRACTICE YOU GUYS.

HEY, IS IT WHAT'S HAPPENING? I DON'T KNOW.

COMMISSIONER FLORES, I DON'T KNOW IF YOU CAN LEAVE CUZ YOU ARE OUR, OUR STEADFAST RULE CHECKER HERE.

I THINK THIS MIGHT BE MY, I'M NOT SURE THIS IS MY LAST MEETING.

MAYBE JANUARY.

I'M NOT SURE.

BOO HISS TO THAT.

YOU'RE NOT ALLOWED TO LEAVE ACTUALLY.

OKAY.

UM, LET'S SEE.

UH, NEXT.

OKAY, SO I HAVE UM, POLGAR AND MYSELF

[01:50:01]

FOR THE JOINT WORKING GROUP FOR JOINT CULTURE COMMITTEE WITH UM, QUALITY OF LIFE COMMISSIONS.

ARE THERE ANY OTHER TAKERS BEFORE WE MOVE ON? IS ANYBODY ELSE INTERESTED IN BEING IN THOSE ROOMS? JUST THE TWO OF US YOU THINK? OKAY.

YEAH, IT'S GOOD CUZ THAT'S HOW WE'RE BREAKING UP THE REST OF THE GROUP.

SO DO WE NEED TO VOTE FOR THAT TOO? NO.

OKAY.

I'M SEEING IT OUT.

WONDERFUL.

[20. Update from Public Private Partnership (P3) Working Group Commissioners Flores, Gray (chair), Mok, and Schmalbach]

UH, UPDATE FROM, UH, P THREE PUBLIC-PRIVATE PARTNERSHIP WORKING GROUP WITH COMMISSIONERS FLORES GRAY, WHO IS THE CHAIR MOCK AND SCHALK NO UPDATE ACTUALLY WE'RE WORKING ON DO, WE'RE TRYING TO GET SOMETHING TOGETHER.

OKAY.

IT'S A BUSY SEASON.

COMMISSIONER MA, I DON'T THINK WE HAVE A MEETING TOMORROW.

HUH? THE P THE P P P, YOU KNOW, THE P THREE? I DON'T THINK WE HAVE MET.

NO.

OKAY.

IT'S, IT'S IMPORTANT.

NO, WE DID.

WE HAD A MEETING.

OKAY.

THANK YOU CONSTANCE.

CONSTANCE.

WE DEFINITELY HAD A MEETING.

ACI CONSTANCE UPDATE LAST MONTH.

CONSTANCE, WILL YOU SPEAK FOR THAT COMMITTEE? WILL YOU INTRODUCE YOURSELF TO CONSTANCE AS OUR SAVIOR HERE? UM, HELLO, MY NAME IS CONSTANCE WHITE.

I AM THE NEW MANAGER FOR ART AND PUBLIC PLACES PROGRAM FOR THE CITY OF AUSTIN AND CULTURAL ARTS DIVISION.

MA TAWNY TONED WOMAN.

FIVE TWO WITH K***Y CURLY BLONDISH, SWEET COLORED, MULTI TONED HERE.

AND I HAVE ON TORTOISE RIMMED GLASSES AND A SCARF.

CONSTANCE, THIS IS MEGAN.

UM, DO YOU WANNA JUST REMIND THE WORKING GROUP KIND OF WHERE WE LEFT OFF WITH THE CONVERSATION AND THE DRAFT THAT YOU'VE PREPARED? THE RECOMMENDATION THAT'S YES.

GOING TO BE WORKING ITS WAY BACK UP TO THE ARTS COMMISSION.

GREAT STAFF.

YEAH.

YES.

UM, HAVE, I'VE HAD A SUCCESSFUL CONVERSATION WITH THE, UM, FINANCIAL SERVICES DIVISION.

UH, NOT, I'M NOT REMEMBERING HIS TITLE RIGHT NOW, BUT ANDY MOORE, WHO IS UH, WHO HAS, IS WILLING TO WORK WITH US ON LANGUAGE THAT WE CAN ALL AGREE TO FOR, UM, ART AND PUBLIC PLACES, INCLUSION AND CONSIDERATION IN PUBLIC-PRIVATE PARTNERSHIPS.

THE BALL IS IN MY COURT.

SO CONSTANCE WILL BE SHARING A DRAFT WITH THE WORKING GROUP AND YOU ALL CAN PUT EYES ON THAT AND MAKE EDITS ANY SUGGESTED EDITS AND WE'LL BRING THAT BACK NEXT MONTH FOR THE BENEFIT OF THE WHOLE SOUND GOOD.

AND I APOLOGIZE AS CHAIR OF THAT WORKING GROUP.

THOSE NOTES WERE IN OUR NOVEMBER MEETING.

IT WAS THAT LONG AGO IN CONSTANCE.

MY APOLOGIES TO YOU.

THAT'S OKAY.

WE WE'RE GONNA NO WORRIES.

I JUST DIDN'T WANT IT TO SEEM LIKE WE DIDN'T DO ANY WORK.

NO, WE DID.

WE DID.

AND I KNEW ANNETTE SAID YOU WERE GOING TO STAFF TO DO WHAT YOU JUST SAID YOU DID .

MY APOLOGIES.

WELL, WELL YOU ARE ON THE AGENDA FOR NEXT TIME FOR THAT WORKING GROUP.

THANK YOU GUYS.

4:30 AM AIA.

THAT WAS VERY EARLY .

OKAY.

NEXT IS

[21. Update from Quarterly Arts Community Commission Meet-ups Working Group with Commissioners Barnes, Garza (chair), Gray, and Zisman]

A UPDATE FROM THE QUARTERLY ARTS COMMUNITY COMMISSION MEETUPS WORKING GROUP WITH COMMISSIONERS BARNES GARZA CHAIR.

GREAT.

AND ZIMAN, UH, COMMISSIONER GARZA, DO YOU WANNA JUMP IN? SURE.

UH, WELL WE'VE BEEN LOOKING AT THE SCHEDULE.

I TALKED TO ONE OF OUR COMMISSIONERS, UH, MS. MANNO ABOUT COMING TOGETHER AND DOING OUR, OUR QUARTERLY SESSIONS TOO.

BUT ONE OF THE THINGS THAT OF COURSE WE'VE GOT RIGHT NOW IS THE HOLIDAY SEASON AND A LOT OF OUR CREATIVES USING THOSE SPACES TO MAKE THEIR MONEY CUZ THIS IS WHEN THEY REALLY NEED THEIR MONEY THE MOST.

AND THEN THE OTHER THING OF COURSE IS WE KNOW TOMORROW THERE'S A, A RUNOFF ELECTION AND THERE'S GONNA BE AT LEAST THREE NEW COMMISSIONERS, I MEAN CITY COUNCIL MEMBERS, A NEW MAYOR, AND OF COURSE THAT COMES WITH NEW APPOINTMENTS.

SO WE WANNA, YOU KNOW, TAKE A LITTLE BREAK AND SEE WHAT HAPPENS HERE.

WE GET APPOINTMENT DOESN'T GET APPOINTED AND MAKE SURE THAT, UH, PROCESS CONTINUES.

SO JUST PUT IT ON HOLD MAYBE UNTIL ABOUT FEBRUARY SO WE CAN FIGURE OUT WHAT'S GOING ON AND WHO'S GONNA BE AROUND.

WONDERFUL.

YEAH, WE ARE IN KIND OF A LIMBO POSITION RIGHT NOW AS WE WAIT FOR ELECTION RESULTS AND RUNOFF RESULTS.

UM, PERHAPS WE SHOULD MAP OUT LIKE THE, THE DAYS OR APPROXIMATE MEETING TIMES.

LIKE, I GUESS WHEN DO YOU THINK THE MEET THE WORKING AT SOMEBODY WHO ON THE WORKING GROUP AND JUST CURIOUS, WHEN DO YOU THINK WE SHOULD GET TOGETHER AS A COMMISSION TO PLAN FOR Q1 MEETUP? UH, MAYBE LIKE SAY IN FEBRUARY ONCE EVERYTHING GETS A LITTLE SETTLED DOWN, I THINK IF WE WAIT UNTIL FEBRUARY THEN WE'LL MISS

[01:55:01]

THE OPPORTUNITY BECAUSE WE NEED A GOOD AMOUNT OF TIME SO THAT PEOPLE HAVE OPPORTUNITY TO KNOW ABOUT IT.

RIGHT.

I DON'T WANT TO GIVE THEM EXACTLY.

EXACTLY.

SO SHOULD WE PLAN TO MEET AROUND JAN? LIKE BE WE SHOULD MEET IN JANUARY, WE SHOULD MEET IN JANUARY, UM, MAYBE FIRST OR SECOND WEEK.

DO YOU WANNA SEND, DO YOU MIND SENDING OUT A SURVEY FOR BEST TIMES AND DATES? WE DON'T HAVE TO DO A DOODLE POLL OR ANYTHING COMPLICATED.

SURE, NO PROBLEM.

YEAH, WE SHOULD.

I THINK TWO THINGS I THINK WE DEFINITELY NEED TO GET ON Q1 DAY ASAP.

UM, BECAUSE I KNOW THAT OUR PREVIOUS QUARTERLY MEETUPS HAVE BEEN A LITTLE LOW ATTENDANCE.

UM, AND THAT WAY WE CAN SCHEDULE Q2 THROUGH Q4 AND START AMPING UP THE DATE SO THAT PEOPLE KNOW THAT THEY'RE THERE.

UM, AND CAN START PLAYING.

I ACTUALLY HAVE AT LEAST TWO MEETINGS, UH, AHEAD OF THE MEETING.

SO LIKE WE'LL KNOW TWO MONTHS BEFOREHAND WHERE THE NEXT MEETING'S GONNA BE.

THAT WAY THERE'S ENOUGH TIME WITHIN TWO MONTHS TO MAKE SURE EVERYBODY GETS INFORMATION.

UH, THERE'S CLARIFICATION OF WHAT IT IS AND WHAT IT IS NOT.

YEAH.

THEN EVERYBODY'S KIND ON THE SAME PAGE GOING THAT WAY.

BUT, YOU KNOW, TRY TO GIVE TWO MONTHS PLANNING TIME AND HAVE THE THREE COMMISSIONERS COME TOGETHER TO THEN SELECT NEUTRAL OR WHATEVER'S MORE ADJACENT OR WORKS OUT BETTER THAT WAY.

ABSOLUTELY.

YEAH.

SO AGAIN, I THINK THE SOONER THAT WE HAVE THOSE DATES, THE SOONER WE CAN SORT OF DESIGNATE COMMISSIONERS AND WE'LL KNOW WHO THOSE COM THE FULL ROSTER OF COMMISSIONERS WILL BE COME THE BEGINNING OF THE YEAR.

SO YEAH, LET'S JUST PENCIL IN A MEETING FOR THAT WORKING GROUP FOR JANUARY.

SURE.

SOUNDS GOOD ABOUT IT.

AFTER MLK, DAVID WOULD IMAGINE.

RIGHT.

LET'S SPLIT.

YOU WANNA THROW TOGETHER SOME DATES AND WE'LL SEE.

I KNOW YOUR TEACHING SCHEDULE IS A BIT RIGOROUS, SO I, I THINK, YOU KNOW, IF YOU WANNA PUT WHAT WORKS BEST FOR YOU AND THEN WE CAN WORK AROUND THAT IF, IF THAT'S WEEKENDS OR EVENINGS.

OKAY.

YEAH, I THINK THE MEETINGS THEMSELVES, I WOULD LIKE TO HAVE 'EM ON THE WEEKENDS.

JUST THAT HEY, MORE PEOPLE CAN GO, GO TO THEM.

THE QUARTERLY MEETUPS YOU MEAN? YES, OF COURSE.

LOVE IT.

LOVE IT.

LET'S DO IT.

ALRIGHT, COOL.

LET'S DO IT.

THANK YOU COMMISSIONER GARZA.

NEXT

[22. Update from Emergency Funding and Proactive Strategies for Future Funding Working Group with Commissioners Flores, Polgar, Schmalbach, and Zisman (chair)]

UP IS THE UPDATE FROM THE EMERGENCY FUNDING AND PROACTIVE STRATEGIES FOR FUTURE FUNDING WORKING GROUP WITH CO COMMISSIONERS FLORES, PAUL GARAL AND ZISMAN.

THAT'S ME.

WE DID HAVE A MEETING AND IT FEELS LIKE WE'VE GOT A NINE.

WE HAD TWO MEETINGS, YOU GUYS.

WHY AM I SHORT CHANGING OURSELVES? UM, TWO MEETINGS WHERE THERE WAS A LOT OF REALLY AMAZING BRAINSTORMING HAPPENING.

UM, WE'VE HAD WONDERFUL MEMBERS OF STAFF JOIN US, INCLUDING CONSTANCE WHITE, WHO'S GOT A TON OF EXPERIENCE.

UM, I FEEL LIKE EVERYBODY'S REALLY BRINGING IN A LOT OF GREAT IDEAS AND WE'RE JUST LOOKING FORWARD TO CONTINUING THESE CONVERSATIONS AND KIND OF NARROWING DOWN THE OPPORTUNITIES.

SO I KNOW WE HAVE A DEADLINE FOR, UM, WHEN THAT MONEY NEEDS TO BE SPENT.

SO WE'RE MO MOVING ALONG AT A VERY PROGRESSIVE RATE.

OKAY, THANK YOU.

[23. Update from Art Neighborhoods Working Group with Commissioners Gray, Mok, and Zisman ]

UM, NEXT, YOU KNOW, I'M JUST GONNA SKIP ITEM 23 HERE.

I DON'T THINK THAT THERE'S MUCH TO BE DONE THERE AT THE MOMENT.

UM, UH, UPDATE FROM JOINT

[24. Update from joint Arts/Music Commission Working Group on Urban Core Issues with Commissioners Gray, Schmalbach, and Zisman. ]

ARTS MUSIC COMMISSIONER, WORKING GROUP ON THE URBAN COURT ISSUES WITH COMMISSIONER GRAY, SCHALK AND CHAIR.

WE DO NOT HAVE A CHAIR DESIGNATED, BUT I'M GONNA TOSS IT TO VICE CHAIR SCHALK ON THAT ONE.

YOU MEAN FROM US? YEAH, DO IT.

I'LL DO IT.

THERE YOU GO.

CAN YOU CLARIFY WHO VICE CHAIR OR WHO'S THE CHAIR OF THE COMMISSIONER IS THAT WE'RE LOOKING? OH, THE CHAIR IS ANNE CHARLOTTE PATTERSON FROM THE MUSIC COMMISSION AND I WILL MEET HER AS OUR REPRESENTATIVE IF THAT'S NECESSARY.

DO YOU WANNA JUST GIVE THAT, DOES THERE HAVE TO BE TWO ONE OF EACH WHEN WE HAVE JOINT? THAT'S A GOOD QUESTION.

IT DOES.

MEGAN'S NODDING YES.

YES.

WELL THERE NEEDS TO BE, I DON'T WANNA, THERE NEEDS TO CHAIR OF THE WORKING GROUP IN EACH, IN EACH COMMISSION.

COMMISSION.

BUT TO COME TOGETHER, THERE'S NOT, I MEAN, YOU BOTH, WE CONVENE TWO MEETINGS.

RIGHT? OKAY.

SO I'M JUST YES, BUT FOR THE JOINT COMMISSION, WHEN WE HAVE JOINT WORKING GROUPS, NO, THERE, DOES THERE NEED TO BE A CHAIR FROM EACH COMMISSION OR CAN THERE BE ONE CHAIR FROM EITHER COMMISSION, ONE CHAIR FROM EITHER THE YEAH, THE JOINT ONE DOESN'T NEED.

WELL, BUT I, AS THE CHAIR, I'M DESIGNATING YOU AS THE LIAISON.

I, I'LL BE THE LIAISON.

BUT THERE, BUT YOUR WORKING GROUP NEEDS A CHAIR, SO YEAH.

SO WE DO NEED A CHAIR.

THE WORKING THE CHAIR IS ANNE CHARLOTTE PATTERSON? NO, FOR THIS WORKING GROUP ON NUMBER 24.

YEAH.

YEAH.

THERE NEEDS TO BE A CHAIR OF THE ARTS COMMISSION.

OH, THAT'S WHAT I JUST ASKED.

OKAY.

THERE DOES NEED TO BE THAT'S A CHAIR.

I'LL DO IT.

OKAY.

IN OF THE ARTS COM OF YEAH.

FROM, THAT'S HEIDI SCH SMALL ABOUT.

YES.

YES.

AND AND CHARLOTTE IS THE CHAIR FOR THE ART FOR THE MUSIC COMMISSION.

CORRECT.

SO, SO THERE DOES, SO TO CLARIFY, WHEN WE HAVE JOINT WORKING GROUPS, THERE NEEDS TO BE A CHAIR, THERE NEEDS TO BE

[02:00:01]

TWO CHAIRS.

ONE FROM EACH COMMISSION.

YES.

THAT IS JOINTLY COMING TOGETHER.

YES.

THANK YOU.

WELL, GLAD WE'VE GOT THAT SETTLED.

YES.

AND WE ARE STILL WORKING ON A MEETING TOMORROW.

TOMORROW.

THERE'S A MEETING TOMORROW.

YES.

YOUR MIC SHOULD BE ON SO YOU CAN GIVE THIS UPDATE.

9 45.

RIGHT.

WE'RE MEETING TOMORROW.

OKAY.

SO WE'LL HAVE AN UPDATE NEXT MONTH.

GREAT JOB CHAIR.

SMALL BOOK , THE CHAIR OF THIS WORKING GROUP, .

OH GOD, HELP US.

OKAY, I'M MOVING ON.

UH, LET'S SEE HERE.

ITEMS FOR INFORMATION COMMISSIONERS.

I'M LOOKING AT YOU, COMMISSIONER FLORES.

UH, SORRY YOU DIDN'T LOOK UP SOON ENOUGH.

I WANTED TO SAY ABOUT ALL THESE WORKING GROUPS, I'M GONNA HAVE TO LIKE, GET OFF OF ALL OF THOSE.

I HAVE NO TIME TO BE MEETING WITH IN THE NEXT COUPLE OF MONTHS ON ANY WORKING GROUPS.

I APOLOGIZE, BUT I'M JUST GONNA HAVE TO, UH, WITHDRAW FROM THOSE WORKING GROUPS AT THIS TIME.

BUT THAT'S WHY I WAS LOOKING DOWN SO THAT I DIDN'T HAVE TO ALLOW YOU TO LEAVE.

OKAY, FINE.

ALRIGHT, LET'S GO BACK.

OKAY.

COMMISSIONER FLORES.

YEAH.

YOU'RE NOT A CHAIR OF ANYTHING, BUT LET'S SEE, WHERE ARE YOU? WELL, Y'ALL SAID SOMETHING ABOUT MEETING AND I DIDN'T HEAR UH, YOU ALL SAID YOU ALL MET ON ONE OF THE WORKING GROUPS THAT YOU MET.

YOU NAMED MY NAME AND I DON'T REMEMBER ANY MEETINGS, BUT OKAY.

IF YOU SAID SO, BUT, UH, IT DOESN'T MATTER.

I JUST REALLY JUST DON'T HAVE ANY MORE TIME.

I DON'T THINK YOU WERE AVAILABLE WHEN WE THREW OUT THE, WE THREW OUT THE DATE AND THAT'S PROBABLY WHAT HAPPENED, BUT THAT'S OKAY.

OKAY.

SO THE P THREE WORKING GROUP HAS GRAY MOCK AND SCH SMALL BLOCK.

THAT'S WHERE I'M SEEING YOU.

BESIDES THE PROACTIVE STRATEGIES, IS IT JUST THE TWO, COMMISSIONER FLORES, OR IS THERE ANOTHER ONE THAT I'M FORGETTING? UM, PROACTIVE STRATEGIES.

YEAH, I THINK THAT'S IT.

OKAY.

I THINK THAT'S IT.

OKAY.

JUST, I JUST WANNA LET YOU KNOW.

THANK YOU.

I MEAN, I CAN, I CAN TRY, BUT IT'S REALLY JUST GETTING IMPOSSIBLE.

NO, NO, NO, NO.

I'M JUST IN DENIAL.

THAT'S OKAY.

UM, LET'S SEE.

SO P THREE WORKING GROUP, IS THERE ANYBODY ELSE THAT WOULD BE INTERESTED IN TAKING COMMISSIONER FLORES'S PLACE AT THE MOMENT? THAT ONE ACTUALLY CAN BE SUNSET.

WE CAN SAY CAN SUNSET NOW.

OH, OKAY.

SO WE'LL LET AFTER THE RECOMMENDATION, WELL, WE CAN SUNSET THAT ONE.

GREAT.

SO THAT ONE'S GOOD.

AND THEN I FEEL LIKE WE COULD PROBABLY HOLD DOWN THE FOR, FOR PROACTIVE STRATEGIES FOR THE TIME BEING SINCE, ESPECIALLY SINCE WE WERE WORKING WITH STAFF COMMISSIONER POLGAR, UM, CAN WE, WHERE ARE WE ON OUR NEIGHBORHOODS AND IS THAT SOMETHING WE CAN SUNSET? I THINK THERE WAS SOMETHING LEFT THAT WAS NOT OUTSIDE OF OUR PURVIEW.

RIGHT? THAT'S, YEAH.

IT'S NOT THE MOST CLEAR BECAUSE WHAT WE DID GET IN AGREEANCE ON WAS THE ETHOS OF THE PROJECT.

BUT I THINK WITH ALL OF THE, WITH THRIVE ROLLING OUT AND NEEDING ADDITIONAL ATTENTION FROM STAFF, IT WASN'T SOMETHING THAT I WANTED TO ADD TO THEIR PLATE.

SO THAT WAS WHY THERE'S, THERE'S NO, I GUESS THE UPDATE IS THERE'S NO UPDATE ON ARTS NEIGHBORHOOD.

I WOULD, WE CAN, I'LL CIRCLE BACK WITH STAFF.

I'M GETTING VERY ASSURING HEAD NODS OVER HERE.

SO YES, THAT'S, IT'S IN MY COURT, BUT I WAS GIVING SPACE AND BREATH TO THE PROCESS THAT THEY CURRENTLY HAVE UNDERWAY.

I GUESS MY NOTE WOULD BE AS WE END THE YEAR, I'M LOOKING AT A VERY LONG LIST AND I'M WONDERING WHAT OF THESE WE CAN MOVE OFF OF OUR PLATE.

SO WE MAKE ROOM FOR OTHER STUFF, WHICH WE DEFINITELY HAVE BREWING.

I AGREE.

WE'LL GET THAT FOR, FOR JANUARY, AND WE'LL HAVE ONE LESS WITH THE P THREE RESOLUTION OR RECOMMENDATION.

EXCUSE ME.

THERE'S JUST TOO MUCH TO BE DONE.

COMMISSIONER BULGAR.

GET WITH IT, MISSY.

OH GOD.

UM, .

[ITEMS FOR INFORMATION]

OKAY.

UH, ITEMS FOR INTER UH, INFORMATION, UH, LET'S SEE.

COMMISSIONER MOCK, I JUST WANT EVERYBODY TO KNOW THAT, UM, NEXT YEAR'S THE GOING TO BE THE YEAR OF THE BUNNY AND THE RABBIT IS THE LUCKIEST, LUCKIEST ANIMAL IN THE SOC.

SO WE SHOULD ALL FEEL LUCKY.

BUT AT THE ASIAN AMERICAN CULTURE CENTER, WE ARE GOING TO CELEBRATE AND WELCOMING THIS BUNNY ON SATURDAY, JANUARY 28TH FROM 10 TO THREE.

SO THERE WILL BE DIFFERENT ASIAN CULTURAL, CULTURAL PERFORMANCES, DANCE, MUSIC, AND THEN OF COURSE THE AUTHENTIC NEW YEAR FOOD.

WE ONLY OPERATE ONCE A YEAR, SO JUST SO THAT YOU KNOW.

YUM.

AMY, I MISSED MEETINGS IN PERSON CUZ YOU WOULD ALWAYS SNEAK IN GOODIES.

PLEASE COME BACK.

I, I, I, YOU KNOW, I REALLY THINK THAT

[02:05:01]

WE SHOULD MEET IN PERSON AND HAVE FOOD IN PLACE.

FOOD IS THE KEY.

AMY, WILL YOU SEND ME A FLYER OR A WEBSITE OR SOMETHING SO I CAN INCLUDE THAT ON OUR PLATFORMS? OKAY.

WOULD LOVE TO SPREAD THE WORD ABOUT THAT.

UM, BEYOND THAT, I WILL SAY, SEE MANY OF YOU LIKE TO SEE MANY OF YOU THERE.

YEAH.

YES, PLEASE, EVERYBODY.

LET'S GO WITHOUT BREAKING, YOU KNOW, HITTING QUORUM.

OF COURSE.

UM, I'LL SAY THAT THERE ARE AMPLE OPPORTUNITIES TO SUPPORT LOCAL ART AND MAKERS.

WE HAVE THE BLUE JEANIE CRAFT BAZAAR OFF AND RUNNING WITH MANY, MANY, MANY LOCAL ARTISTS THERE.

UH, ARMADILLO STARTS ON FRIDAY, I BELIEVE THE 17TH.

AND IF ANYBODY'S LOOKING AT ANYTHING, YOU'LL SEE A HUGE LIST OF POP-UP MARKETS.

SO GET OUT THERE AND SHOP LOCAL AND SHOP SMALL.

UM, NOBODY WANTS ART FROM TARGET IS MY FAVORITE QUOTE FOR THE HOLIDAY SEASON.

EVERYBODY WANTS ORIGINAL ART, SO THERE'S PLENTY OF PLENTY OF IT TO BE HAD IN THIS TOWN.

ABUNDANCE OF BOUNDS.

ANY OTHER ITEMS FOR INFORMATION? OKAY,

[FUTURE AGENDA ITEMS]

FUTURE AGENDA ITEMS. UH, LET'S SEE.

WE'VE GOT, WHAT DID WE TALK ABOUT AS A FUTURE AGENDA ITEM? WE JUST TALKED ABOUT SOMETHING FOR NEXT.

WE'RE GONNA PUT THE, UM, RECOMMENDATION FOR THE P THREE WORKING GROUP FOR ACTION.

THAT'S ONE OF THEM.

JESUS, YOU GOT THAT.

UM, THERE WAS A QUESTION OF THE HUNDRED 54 THRIVE APPLICANTS, HOW MANY WERE NEW VERSUS RETURNING.

SO WE'LL HAVE THAT FOR YOU NEXT.

WE CAN, THAT'LL BE AN UPDATE.

STEPH UPDATE.

AMAZING.

UH, PK, WE TALKED ABOUT, UH, TRYING TO SCHEDULE A COUPLE OF JOINT MEETINGS WITH MUSIC.

YES.

THAT WAS THE ONE THAT I COULD NOT REMEMBER.

THANK YOU.

AND LIKE I SAID, WE'RE GONNA BE IN CONVERSATION AND WORKING GROUPS WITH, WITH THE CHAIR, UH, THIS WEEK.

SO WE'LL PLANT THAT SEED WITH HER AS WELL AND START FIGURING OUT.

YES.

COMMISSIONER POLLAR.

I DON'T KNOW IF THIS, IF THIS IS A FUTURE AGENDA ITEM, BUT SOMETHING TO, BECAUSE THE ELECTIONS ARE HAPPENING AND BECAUSE OF TRANSITIONS AND BECAUSE, UM, I'M ROLLING OUT, UM, COMMISSIONER FLORES IS ROLLING OUT, UM, SOME TRANSITION CONVERSATIONS PROBABLY WOULD BE A GOOD THING.

I DON'T KNOW HOW WE WANNA STRUCTURE THAT, BUT IT SEEMS LIKE THAT'S KIND OF IMPORTANT.

THAT WAS SOMETHING THAT I DEFINITELY WANTED TO SPEAK TO BEFORE WE CLOSE TODAY.

UM, WE ARE AMIDST, UM, THIS NEW ELECTION, NEWLY APPOINTED OR ELECTED COUNCIL PEOPLE AND OH, AND CONSTANCE, I DID WANNA BRING YOU BACK ON TO HAVE A CONVERSATION ABOUT AIP P ESSENTIALLY WE HAVE LOTS OF AMAZING PEOPLE THAT ARE GRADUATING, THAT ARE ROLLING OFF, UM, THEIR TENURE HERE.

AND I THINK AN IMPORTANT PART OF BEING A COMMISSIONER, AS STATED IN OUR PILLARS IS, UH, FOSTERING THE NEXT GENERATION OF LEADERS.

AND SO AS A PART OF LEAVING AND MOVING ON, HAVING CONVERSATIONS WITH COMMUNITY MEMBERS THAT YOU THINK WOULD BE SUITABLE FOR THIS ROLE AND BASICALLY USHERING IN A SUCCESSOR.

WE DON'T GET TO DECIDE WHO, UH, FOLLOWS US AS WE LEAVE PARTICULARLY WITH NEW COUNCIL FOLK, BUT WE CAN SURELY MAKE RECOMMENDATIONS AND MAKE THOSE INTRODUCTIONS.

AND I WOULD STRONGLY ENCOURAGE THOSE.

UM, PARTICULARLY LIKE COMMISSIONER FLORES, WHO'S HAS BEEN IN THE COMMUNITY A LONG TIME, WHO HAS A DEEP UNDERSTANDING OF THIS WORK.

UM, IF, YOU KNOW, THERE'S NO TIME TO MAKE THOSE INTRODUCTIONS, THEN AT LEAST CONNECT FOLKS WITH ME.

YOU KNOW, I WOULD LOVE TO KNOW WHO YOU THINK WOULD BE A GREAT, UM, REPLACEMENT.

THERE, THERE'S NO FILLING YOUR SHOES, BUT, UM, IF YOU DON'T HAVE THE CAPACITY TO HAVE THOSE CONVERSATIONS WITH YOUR REP, PLEASE PASS ALONG RECOMMENDATIONS TO ME.

UM, I'VE HAD MANY CONVERSATIONS WITH FOLKS IN THE COMMUNITY THAT I THOUGHT MIGHT BE SUITABLE FOR THESE ROLES AND SO I'M WELL VERSED IN THAT, UH, SPIEL AS IT WERE.

SO IF YOU HAVE THOUGHTS ON WHO MIGHT BE A GOOD FIT FOR YOUR SPOT HERE ON THE DIAS, UM, PLEASE MAKE THOSE RECOMMENDATIONS.

CONSTANCE, UM, DO WE KNOW HOW MANY AIP P P PANELISTS ARE? UM, WELL, HOW MANY SPOTS THEY'LL BE OPEN AND WHEN, UM, I KNOW I HAVE THAT INFORMATION RIGHT IN FRONT OF ME.

I WAS TRYING TO HURRY UP, PUZZLE IT UP.

OH, IT'S ALL GOOD.

WHILE YOU'RE LOOKING.

OH, BUT WE, YEAH.

OH, GO FOR IT.

WE DEFINITELY HAVE ONE OPEN SPOT RIGHT NOW.

OKAY.

SO WE HAVE ONE VACANCY, A FEW COMING UP AS WELL.

WE'LL GET THOSE EXACT NUMBERS FROM CONSTANTS, BUT I WANNA REMIND EVERYBODY THAT ON YOUR CALENDAR THROUGH YOUR OUTLOOK ACCOUNT IS, UM, YOU'VE BEEN INVITED TO A I P P MEETINGS, UM, CONSTANT SENT OUT, UH, VIRTUAL INVITATIONS FOR EVERY MEETING FOR NEXT YEAR,

[02:10:01]

I BELIEVE, OR AS MANY AS THAT HAVE BEEN BOOKED.

PLEASE MAKE IT A PRIORITY TO ATTEND AT LEAST, UH, ONE OR TWO OF THOSE SO THAT YOU CAN NOT ONLY UNDERSTAND THAT PROCESS FURTHER, BUT THAT YOU CAN, UM, GET TO KNOW OUR, UH, A SUBSET OF OUR, OUR PROGRAMS HERE.

CUZ THEY DO A LOT OF AMAZING WORK.

THEY'RE ACTIVE IN THE COMMUNITY AND I FEEL LIKE, AGAIN, WHEN WE TOUCH ON DESILOING, ALL THE MOVING PARTS THAT WE SHOULD ABSOLUTELY BE FAMILIAR WITH THOSE FOLKS.

COMMISSIONER GRAY.

YEAH.

AND UH, SPEAKING OF THAT, UH, WE WERE DISCUSSING THE, UH, A RETREAT, A I PPP RETREAT AND COMMISSIONERS CAME UP IN THAT DISCUSSION AND, UM, JUST PERHAPS JUST GETTING, YOU KNOW, MORE INVOLVED IN TALKING TO EACH OTHER AND ALL OF THAT STUFF.

ABSOLUTELY.

UM, YEAH, FOR SURE.

DO WE, WHAT I GUESS WOULD BE THE PROTOCOLS FOR DOING A JOINT AIP P P AND COMMISSION GATHERING OF SORTS? I KNOW COMMISSIONER POLGAR AT OUR RETREAT ONE YEAR, WE HAD AIP P P PANEL PRESENT.

CORRECT.

PRE PANDEMIC.

PRETTY MUCH EVERY YEAR WE DO THIS.

OKAY.

PART OF THE DAY IS, IS COMMITTED TO AN OVERLAP BETWEEN AIP P P AND THE COMMISSION.

OKAY.

WHICH I THINK IS A NICE STANDING PRACTICE AND WHICH WE SHOULD CONTINUE.

LOVE IT.

COMMISSIONER GRAY, DO YOU HAVE THE DATES? ARE YOU GUYS TALKING ABOUT DATES ALREADY? CUZ I WOULD BE HAPPY TO.

THERE'S NO, YEAH, UNFORTUNATELY THERE'S NO DETAILS YET.

UM, BUT AS SOON AS WE DO HAVE 'EM, I WILL LET YOU KNOW FOR SURE.

YEAH, I THINK LET'S USE THAT AS A JUMPING OFF POINT FOR CONVERSATION.

THAT'S RIGHT.

CORRECT.

WE DIDN'T TALK DETAILS YET, DID WE? NO.

YEAH, JUST SHE'S SAYING NO.

OKAY.

LET'S, SINCE YOU GUYS HAVE AT LEAST STARTED THAT CONVERSATION, UM, AND WE HAVE NOT.

LET'S, WHEN YOU, UH, ARE YOU, WHEN'S YOUR MEETING IN JANUARY? IT IS, UM, HOLD ON SECOND.

I GUESS I COULD LOOK AS WELL.

LET ME SEE.

ONE SECOND.

IT IS, I THINK IT'S THE NINTH.

SO EARLY IN THE MONTH.

IT'S THE NINTH.

SO LET'S, LET'S ADD TO OUR FUTURE AGENDA ITEMS. CONVERSATION, DISCUSSION, POSSIBLE ACTION FOR OUR RETREAT, JOINT RETREAT WITH AIP PPP OR JUST A NORMAL RETREAT THAT ALWAYS INCLUDES AIP PPP.

REMEMBER WE ACTUALLY MISSED OUR RETREAT LAST YEAR.

WE HAD TO PESKY COVID.

YEAH, THERE WAS, WE MAY HAVE TALKED SOME RETREAT KIND OF STUFF, BUT WE HAD THAT MISSED MEETING.

AND WELL, AND AGAIN, LIKE I THINK IF WE CAN GET RECOMMENDATIONS TO COUNCIL, TO NEW COUNCIL AND GET THE BALL ROLLING, YOU KNOW, AND POTENTIAL, I DON'T KNOW IF THE JANUARY'S QUITE FEASIBLE, BUT JUST FOR INTRODUCTION'S SAKE, I'M SEEING A NODDING SHAKING HEAD FROM PUSH PULGAR.

WELL, I WAS GONNA SAY, SO, YOU KNOW, IN THE BEST OF ALL POSSIBLE WORLDS RIGHT, THE EXISTING COUNCIL MEMBERS GO UNTIL JANUARY 6TH, THEN THAT TRANSITION HAPPENS, BUT IT U THERE'S USUALLY A LAG TIME.

SO THOSE OF US WHO ARE CURRENTLY SERVING WILL SERVE UNTIL OUR SUCCESSORS ARE APPOINTED.

RIGHT, RIGHT.

OKAY.

SO YOU DON'T HAVE TO WORRY ABOUT JANUARY 7TH.

WE'VE GOTTA BE READY TO GO BECAUSE, BECAUSE IT TAKES A WHILE.

SO IT MIGHT BE GOOD TO BUILD IN SOME BREATHING ROOM THERE.

JESUS.

AND I ACTUALLY JUST FORWARDED ALL OF THE COMMISSIONERS, UM, AN EMAIL I GOT FROM THE CLERK'S OFFICE THIS MORNING.

I WANTED TO WAIT SINCE WE HAD THE MEETING.

AND SO I WASN'T INUNDATING Y'ALL WITH STUFF, UH, WHILE YOU WERE PREPARING FOR THE MEETING.

BUT, UM, IT, I SENT IT TO BOTH YOUR, UH, BOARDS AND COMMISSION'S EMAIL AS WELL AS YOUR PERSONAL ONE.

AND YOU KNOW, IT'S A LONG EMAIL, BUT THE LONG AND THE SHORT OF IT IS THE TERMS ARE UNTIL FEBRUARY 28TH.

UM, EVEN IF THE, YOU KNOW, NEW COUNCIL MEMBERS ARE ARE TAKING OFFICE IN JANUARY.

SO THERE IS, UM, UM, SOME TIME WITH WHAT HAS BEEN DISCUSSING, YOU KNOW, WHAT, AS COMMISSIONER POLGAR WAS SAYING, IT'S NOT GONNA BE RIGHT AWAY.

YOU'RE DONE.

RIGHT.

YEAH, I KNOW WE'VE, IN A PERFECT WORLD, WE COULD JUST JUMP RIGHT IN.

BUT YEAH, AND THE ONBOARDING PROCESS, THE FOR NEW COMMISSIONERS IS NOT SWIFT I'M SURE IS, UH, COMMISSIONER MALDINADO CAN SPEAK TO .

SO, UM, YOU KNOW, I GUESS A AC CONSTANCE WHEN YOU ARE IN COMMUNICATIONS WITH A I P P, YOU KNOW, THERE'S NO RUSH FOR THE RETREAT.

DOESN'T NEED TO HAPPEN RIGHT AT THE BEGINNING OF THE YEAR.

IF WE WANTED TO LOOK AT MARCH-ISH OR LATE FEBRUARY.

I KNOW WE ARE JUST COMPETING WITH OURSELVES IN THIS COMMUNITY.

LET ME TELL YOU, THERE'S ALWAYS SOMETHING ON SALUD.

COMMISSIONER POLGAR, UM, UM, UH, GOSH, WHAT ELSE WERE WE TALKING ABOUT HERE? I KIND OF WALKED THE LINE.

TANGENT.

YES.

COM, COM.

UM, CONSTANCE, COMMISSIONER WHITE.

YOU CAN CALL ME COMMISSIONER IF IF YOU WANT.

YES.

PRESIDENT WHITE, PLEASE TAKE IT AWAY.

UM, I WILL SAY THAT THE, UM, A I P P PANEL DID DISCUSS SINCE IT'S BEEN A WHILE AND THERE'S SO MANY NEW FOLKS AND NEW FOLKS COMING ON THAT THEY DID WANT A SIGNIFICANT CHUNK OF TIME TO MEET AS THE PANEL AND THEN SHARE OVERLAP WITH THE COMMISSION.

AND SO MAYBE IF, IF THEIR DESIRE IS TO HAVE A RETREAT IN JANUARY, THEN MAYBE THEY COULD JOIN ON THE LATTER PART OF YOUR RETREAT.

LIKE IF YOU HAVE A HALF DAY, THEN MAYBE THAT LAST HOUR, 90 MINUTES IS SHARED WITH PANEL.

THAT SOUNDS GREAT.

COMMISSIONER POLGAR.

[02:15:01]

YEAH, THAT'S TYPICALLY STANCE.

WHAT WE'VE DONE IS LIKE YOU GUYS WILL MEET PART OF THE DAY, THEN WE'D LIKE SHARE LUNCH AND SOME TIME, AND THEN ONE, ONE GROUP WOULD LEAVE AND THE OTHER GROUP WOULD CONTINUE THEIR CONVERSATION.

SO WE JUST BLOCK IT AS A DAY AND THERE'S NO REASON IT HAS TO BE ON THE SAME DAY.

SO CAN YOU REMIND ME, COMMISSIONER PILGER, WHEN DOES OUR RETREAT USUALLY TAKE PLACE? IT'S NOT JANUARY, IS IT? IT'S USUALLY IN THE FIRST QUARTER.

OKAY.

AM I MISREMEMBERING THAT? JESUS, AM I, AM I RIGHT? WE TRY TO GET IT IN THE FIRST QUARTER.

I THINK THAT'S CORRECT.

I THINK WE'VE MET AT DIFFERENT TIMES.

SO THERE IS NO, I MEAN, WHEN, WHENEVER IT WORKS BEST FOR Y'ALL IS THE SHORT ANSWER.

.

THE THE TRICK IS THAT WE ONLY HAVE ONE SPECIAL MEETING PER QUARTER.

AND SO IT'S BEEN A MOVING TARGET AS THINGS WERE PARTICULARLY TOASTY WITH BOND ISSUES AND THINGS LIKE THAT.

AND WE WERE WORKING WITH OUR COLLEAGUES ON MUSIC.

UM, BUT IN A, IN A PERFECT UNIVERSE, WE KIND OF TRY TO START SETTING THAT UP AS AT THE BEGINNING OF THE YEAR AS A FRAMEWORK FOR MOVING THROUGH THE REST OF THE CALENDAR YEAR.

YEAH.

OKAY.

WELL IT SEEMS LIKE GETTING IT, USING OUR SPECIAL MEETING IN Q1 FOR THE RETREAT SO THAT WE CAN BE MORE STRATEGIC WITH OUR JOINT MEETINGS, WITH MUSIC, WITH PEOPLE SEATED AND UP AND RUNNING FOR Q2.

IT SEEMS LIKE THE RIGHT MOVE.

AND JUST TO GET A TEMPERATURE READ HERE, ARE WE ALL COMFORTABLE MEETING IN PERSON? BECAUSE I'LL TELL YOU, A VIRTUAL RETREAT DOES NOT SOUND LIKE FUN TO ME.

WE CAN BE MASKED INSIDE.

THAT'S, YOU KNOW, AND UH, CAD FACILITIES WOULD BE ABLE TO HOST US.

OH, PARTY HERE, CAN WE PARTY? LET'S PARTY HERE AND BE PERMITTING AND DEVELOPMENT.

OKAY, GREAT.

SO FOR FUTURE AGENDA ITEMS, WE HAVE JOINT MEETINGS WITH MUSIC RETREAT FOR Q1 AND A COUPLE OTHER REALLY IMPORTANT THINGS THAT I KNOW JESUS GOT.

I JUST ALSO, UM, AS Y'ALL ARE THINKING ABOUT, UH, POTENTIAL, UH, DATES FOR THE RETREAT, UM, UH, THE SPECIAL, YOU KNOW, ONE SPECIAL CALLED MEETING PER QUARTER, JUST SO YOU KNOW, THE, THE QUARTER'S KIND OF WEIRD.

AND SO, UH, THE QUARTER STARTS DECEMBER.

SO THE FIRST QUARTER IS, YOU KNOW, DECEMBER, JANUARY, FEBRUARY AFTER THAT IT'S, IT'S MARCH THROUGH MAY.

SO JUST KEEP, JUST KEEP THAT IN MIND WHEN YOU'RE RIGHT.

OKAY.

WHEN YOU'RE MAKING, UM, THINKING ABOUT SPECIAL CALL MEETINGS FOR QUARTER DECEMBER THROUGH FEBRUARY, DECEMBER THROUGH FEBRUARY.

OKAY.

SO WE MIGHT MESS UP.

THANKS.

ANYONE CURIOUS? IT WAS MARCH 27TH LAST YEAR.

IT WAS A SUNDAY FROM ONE TO FOUR.

THANK YOU.

THANK YOU.

DECEMBER THROUGH FEBRUARY.

OKAY.

YEAH.

I FORGET THAT PESKY LITTLE DETAIL.

OKAY.

ALL RIGHT.

ANYTHING ELSE? JUST NEED TO SEE THIS VISUALLY.

.

YES.

YEAH, I KNOW.

OKAY.

ANY MOTION? RANDOM MOTION SOMEBODY MIGHT WANNA MAKE COMMISSIONER? OH, CAN I, CAN I JUST, UM, ON BEHALF OF A I P P CONSTANCE, DO YOU WANNA REMIND EVERYBODY THAT THE DEADLINE FOR THE CALL CLOSES ON DECEMBER 21ST? ANYTHING ELSE YOU WANNA ADD ABOUT THAT HINT HINT? UM, WELL, YOU CAN FIND INFORMATION@AUSTINTEXAS.GOV SLASH A IPP TEAM EFFORT HERE.

PLEASE APPLY.

WAS THAT, YEAH, SORRY.

WE DID HAVE AN ENGAGEMENT MEETING WITH DECEMBER AND THEN IT GOT EXTENDED.

WAS IT JUST LACK OF APPLICANTS OR WHAT WAS THE REASON FOR DECEMBER 7TH SURE.

TO 21ST JUST CUR, LET'S LET YES, YES, YES.

UM, WE HAD LOW APPLICATION.

I THINK WE, UM, LOTS OF CONVERGENCES OF LOTS OF REASONS.

EAST WAS ENDING, UM, THANKSGIVING.

THANKSGIVING WAS ENDING AND, UM, AND WE HAD LOW APPLICATIONS.

AND SO WE HAVE, WE HAVE ENGAGED OUR COMMS TEAM TO DEVELOP A STRATEGY.

WE'VE DONE A COUPLE OF ENGAGEMENT MEETINGS, WHAT I'M CALLING PRE SUBMITTAL MEETINGS TO DISCUSS THE TECHNICALITIES OF OUR APPLICATION PROCESSES AND ALL OF THE OPPORTUNITIES.

UM, SO WE MET AT THE CARVER ON A KIND OF A LUNCH BROWN BAG.

WE PROVIDE THE, THE LUNCH YOU COME AND TALK WITH US.

AND THEN WE MET AT MECHI CARTE LAST THURSDAY EVENING.

WE HAD ABOUT 15 ARTISTS SHOW UP.

UH, GLASS HIRE IS GONNA HELP US DO A PUSH ON THAT AS WELL.

AND SO, UH, WE ARE REALLY OPENING THE DOOR.

WE HAVE VIRTUAL OPEN OFFICE HOURS, UH, THROUGH THE, THE NEXT TWO TUESDAYS AS WELL, UH, JUST TO BE AVAILABLE FOR ANY, UM, QUESTIONS THAT ANY ARTISTS MAY HAVE.

AND SO, UM, JUST REALLY TRYING TO PIVOT AND, AND CONTINUE TO

[02:20:01]

BE AS OPEN TO PROBLEM SOLVE, UM, ON HOW WE CAN INCREASE APPLICANTS AND ENGAGEMENT AROUND ALL OF OUR OPEN CALLS, WHICH CLOSES 5:00 PM ON DECEMBER 21ST.

AWESOME.

ARE YOU GUYS WORKING, I KNOW YOU HELD MEETINGS OR WERE, WAS HOSTED AT ALMOST REAL THINGS.

ARE THEY A COMMUNITY PARTNER FOR AMPLIFYING OPPORTUNITIES? ARE YOU SENDING THESE THINGS DIRECTLY TO THEM SO THEY CAN AT LEAST GET IT THROUGH TO THEIR COMMUNITY? OTHER LIKE HUBS, COMMUNITY HUBS? I WANT TO SAY YES, BUT I HAVEN'T PERSONALLY DONE THAT.

AND SO I WOULD HAVE TO GET BACK TO YOU TO HONESTLY TO PROVIDE AN HONEST ANSWER ON THE LIST OF COMMUNITY PARTNERS THAT THE INFORMATION HAS BEEN SENT TO ALL GOOD COMMISSION.

OH YEAH.

I'M JUST CURIOUS TOO, UM, IN THE APPLICATION, DOES IT ASK THE ARTISTS HOW THEY FOUND OUT ABOUT THE PROGRAM OR ABOUT THE ART CALL? ARE WE TRACKING HOW THE ARTISTS ARE FINDING OUT ABOUT THE ARTIST CALLS? I THINK THE PARTICULAR PLATFORM THAT WE'RE USING RIGHT NOW, THAT IS NOT ONE OF THE QUESTIONS, BUT IN THE FUTURE WHEN WE, UM, MOVE OVER TO THE CITY'S, UM, ED D PORTAL PROCESS, THAT WILL BE A WAY THAT WE COULD DO IT, THAT WE'LL BE ABLE TO TRACK HOW PEOPLE ARE FINDING OUT INFORMATION.

OKAY.

THANK YOU.

WONDERFUL.

AND I'LL TRY AND GRAB SOME OF THOSE POSTS AND INCLUDE THEM IN THE NEWSLETTER AS WELL AS THE, THE PLATFORMS FOR, AS A MESSAGE TO ANYBODY EVERYWHERE, CITY BASED OR NOT.

SEND ME EVERYTHING AND I WILL SHARE IT IF YOU WANNA TAG ME OR EMAIL ME OR WHATEVER, I'M HAPPY TO HELP AMPLIFY.

THE ALGORITHM IS AWFUL.

AND SO I KNOW THE MORE EYES WE HAVE ON SOME OF THIS STUFF, THE BETTER.

UM, YEAH.

SO USE THIS, USE THE ARTS COMMISSION AS A PLATFORM.

WE ARE OURSELVES A NETWORK OF NETWORKS, SO PLEASE FEEL FREE TO EMAIL US AND WE'LL HELP, YOU KNOW, GET THOSE TO THE APPROPRIATE CHANNELS.

COMMISSIONER GRAY.

YEAH, AND IF, IF THOSE OF US ON THE PANEL HERE, IF WE CAN ALL SHARE THAT NEWSLETTER ON OUR OWN SOCIAL MEDIA WOULD BE GREAT.

I WOULD LOVE THAT SO MUCH.

COMMISSIONER POLGAR.

YEAH, YOUR AGENDA ITEM.

SHARE THE LOVE AND THE MARKETING FOR ALL THINGS CITY OF AUSTIN ARTS.

SO THAT, THAT ALL OF THIS IS NOT CONSTANTLY ON COMMISSIONER ZEN'S PLATE.

SHE'S BEEN AMAZING.

UM, OUR CONNECTION WITH THE COMMUNITY HAS JUST BLOSSOMED WITH HER TIME AND ENERGY, BUT SHE ALSO IS DOING ALL THE THINGS AND COULD USE SOME SUPPORT.

SO IF WE COULD SPLIT THAT UP AND SHARE SOME THINGS AND MAYBE SHARE A FACEBOOK LOGIN INFORMATION AND DO IT TOGETHER, THAT MIGHT BE SOMETHING TO TALK ABOUT IN A FUTURE MEETING.

I WOULD LOVE THAT.

I'M HAPPY TO MAKE ANY AND EVERYBODY IN ADMIN.

UM, IF I CAN FIGURE OUT HOW THE, I GUESS, UH, THE ITEM FOR INFORMATION IS THAT OUR QUARTERLY, OR I'M SORRY, OUR NEWSLETTER, WHICH I HAVE HAPPILY DONE MONTHLY TO RECAP EACH MEETING WILL BE TRANSITIONING TO A QUARTERLY RECAP, UM, TO, TO EASE MY PLATE A BIT.

SO IF THERE ARE ANY OTHER MAILCHIMP EXPERTS OUT THERE WHO, UM, OR ANYBODY WHO WANTS TO HELP COLLABORATE ON THAT, I REALLY DON'T MIND PUTTING IT TOGETHER.

UM, YOU KNOW, BUT DIVIDING AND CONQUERING WITH SOME OF THE MARKETING THAT WE'RE DOING TO, OH, I'M SEEING A TIER RIGHT NEXT TO ME.

IT'S WORKING OKAY, SO WE'LL COLLABORATE.

UM, BUT YES, AT THE BOTTOM OF THE NEWSLETTER IT SAYS, PROMOTE THE ART OF COMMUNICATION AND SHARE THIS WITH ANOTHER ARTS PROFESSIONAL, PLEASE.

UM, YOU KNOW, THE, THE SIGNUP LINK FOR THE NEWSLETTER, THE SUBSCRIBE LINK IS IN MY FOOTER, UH, IN MY SIGNATURE AND MY EMAIL.

SAME GOES FOR THE, THE PLATFORM THAT WE POST ON.

SO IF ANYBODY EVER ASKS YOU HAVE THAT INFORMATION, AND IF YOU'VE EVER RECEIVED AN EMAIL FROM ME, FROM MY UH, CITI EMAIL, IT'S IN THERE, PLEASE, YOU KNOW, PUT THAT IN YOUR SIGNATURE.

LIKE, I DON'T, THERE'S NO REASON WHY THAT THOSE LINKS COULDN'T BE IN YOUR EMAIL AS WELL.

WE'RE ALL TRYING TO AMPLIFY THAT ACC ACCESS, THE ACCESS AND TRANSPARENCY AND, AND THAT TRUST, I THINK IS WHAT WE'RE, WE'RE REALLY WORKING TOWARDS.

SO THAT'S ANOTHER AREA FOR PEOPLE TO GO AND LOOK AND FIND WHAT THEY'RE LOOKING FOR.

COOL.

THUMBS UP.

OKAY, COMMISSIONER BOGAR, ONE SMALL ITEM OF INFORMATION AND THANKS.

UM, I KNOW COMMISSIONER FLORES THAT YOU ARE NOT DONE YET, BUT YOU ARE ALSO ABOUT TO STEP A FOOT INTO A BIGGER, BIGGER POOL THAN THIS ONE.

AND JUST LIKE FOR ON, ON A PERSONAL LEVEL, JUST WANNA SAY WHAT A JOY AND A PRIVILEGE IT IS TO WORK WITH YOU IN THIS SPACE AND EVERY OTHER, AND HOW EXCITED I AM FOR THE ADVENTURE THAT YOU HAVE COMING.

THANK YOU, MICHELLE.

YOU'RE GONNA MAKE ME CRY.

UH, YES.

I'M STARTING TO HAVE ALL THESE CONFLICTS.

I'M GONNA HOPE TO BE AT THE JANUARY MEETING.

I KNOW THERE'S ALREADY AN

[02:25:01]

EVENT THAT'S ALREADY ON THE CALENDAR FOR THAT DAY, BUT I MAY TRY TO SNEAK OUT EARLIER FROM THAT AND MAKE THE MEETING.

UH, BUT IT'S GETTING INCREASINGLY DIFFICULT.

BUT I HAVE ENJOYED THE LAST 12 YEARS , I GUESS IT'S BEEN, UH, SERVING ON THE ARTS COMMISSION FROM THE TIME IT WAS, UH, NOT A TEN ONE COUNCIL TO, UH, WHEN THE MEETINGS WERE NOT AS LONG AND, UH, AS ROBUST, LET'S JUST SAY.

SO, UM, IT'S BEEN, UH, A REAL HONOR AND A PRIVILEGE TO SERVE WITH EACH AND ALL OF YOU AND ALL MY, YOUR PREDECESSORS.

IT'S JUST BEEN A VERY, UH, GREAT, UH, TIME IN MY LIFE.

I'VE ENJOYED IT VERY MUCH AND I'M GONNA, YOU KNOW, TAKE THESE MEMORIES WITH ME AND I WILL NOT BE FAR, I WILL BE LOOKING AT, UH, HOPEFULLY MAYBE ONE OF MY COMMITTEE ASSIGNMENTS WOULD BE, UH, LOOKING OVER THE CULTURAL ARTS.

I DON'T KNOW YET.

IT DEPENDS ON WHAT I AM GIVEN.

UH, WE DO MAKE OUR REQUESTS, UM, IN, UM, UH, JANUARY.

AND THOSE ARE, I GUESS, NEEDED OUT BY THE SPEAKER, UH, PROBABLY IN FEBRUARY.

SO I WON'T KNOW YET, BUT I'LL BE AROUND AND IF THERE'S ANYTHING ARTS RELATED THAT I CAN, UM, YOU KNOW, WE'LL, I'LL BE HAPPY TO DO THAT.

SO THANK YOU ALL AND THANKS MICHELLE FOR THAT.

THANK YOU FOR YOUR SERVICE.

COMMISSIONER FLORES A ROUND, EVERYBODY TURN ON THEIR MICS.

TURN ON YOUR MICS.

YAY.

YAY.

WE'RE SO PROUD OF YOU.

CONGRATULATIONS.

SO GET 'EM.

HAPPY TO CALL.

LULU, WE'RE SO EXCITED FOR YOU MOVING ON TO THE BIG TIMES.

I WISH YOU HAD YOUR MIC ON .

HEIDI'S GOT GREAT PEANUT GALLERY FEEDBACK OVER HERE.

NEXT TIME I'LL JUST MIC HER THE WHOLE TIME.

UM, WITH THAT, I WANNA WISH EVERYBODY A HAPPIEST SOLSTICE AND HOLIDAY AND NEW YEAR AND WE'VE GOT SO MUCH TO LOOK FORWARD TO.

ANYBODY.

HAPPY HOLIDAY, HAPPY HOLIDAYS, EVERYBODY.

DOES ANYBODY WANNA MAKE A MOTION? I MOVE , WE GOT EIGHT SECONDS SECONDED BY FLORES AND I'M HAPPY TO SEE THAT WE GOT SOME FUNDING ON THE WAY ON THAT 12 MILLION THING THAT I WORKED ON FOR SO LONG.

IT SEEMED LIKE A LIFE TIME ON THAT JOINT COMMITTEE AND MORE IS COMING.

HAPPY TO SEE IT'S COMING ON.

I MEAN, IT'S ACTUALLY GETTING OUT THERE, SO YAY.

AND YES, SECOND THE MOTION .

WONDERFUL.

WITH THAT WE ARE ADJOURNED.
