[00:00:07] 2:00 PM [CALL TO ORDER] DECEMBER 15TH, 2022. I CALL THIS MEETING OF THE COMMUNITY DEVELOPMENT COMMISSION, UH, TO ORDER. AND THANK YOU ALL FOR JOINING US AND YOUR FLEXIBILITY IN DOING THAT. UH, I KNOW THAT, UM, WE HAVE POSTPONED OUR MEETING NOW TWICE WHILE WE CANCELED THE NOVEMBER MEETING DUE TO ITS, UH, TIMING WITH THE ELECTION. UH, I APPRECIATE THE COMMISSIONERS WHO BROUGHT THAT UP, UH, AND MADE SURE WE TOOK ACTION ON THAT. AND I ONLY WISH THAT, UH, I HAD BEEN ON THAT SOONER. UH, AND THEN OF COURSE, THE RESCHEDULED DATE, OR THE FOLLOW-UP DATE FOR OUR COMMISSION MEETING THAT WAS ALREADY SCHEDULED WAS ON THE RUNOFF ELECTION DAY. AND SO I APPRECIATE, UH, OUR, UH, HOUSING AND PLANNING STAFF, UH, AND FOR WORKING AND FINDING ANOTHER DATE THAT WORKS FOR US, UH, TODAY. THAT WAS CLOSE ENOUGH. AND, UH, ALSO, WHILE WE'RE APPRECIATING THEM ABOUT THAT, I'D JUST ALSO LIKE TO APPRECIATE OUR OUTGOING, UH, COMMISSIONER LIAISON STAFF, JESSE GUTES, UH, WHO IS HERE, UH, LISA RODRIGUEZ, UH, WHO'S ALSO HERE REMOTELY. UH, ERICA LEE, UH, WHO IS THE FEARLESS LEADER OF THAT TEAM. AND IF WE COULD JUST APPLAUD THEM, UH, FANTASTIC. UH, JUST KNOW THAT, UH, WE HAVE, UH, KIT KATS, UH, FOR EVERYONE WHENEVER WE SEE YOU IN PERSON. UM, EUROPEAN KIT CATS. THAT IS NOW THAT BEING SAID, UH, WE SHOULD REMIND OURSELVES THAT THE PURPOSE OF THIS BOARD IS TO ADVISE COUNCIL AND THE DEVELOPMENT AND IMPLEMENTATION OF PROGRAMS DESIGNED TO SERVE THE POOR AND THE COMMUNITY AT LARGE WITH AN EMPHASIS ON FEDERAL PROGRAMS. UH, AND, UH, WE WILL BEGIN WITH PUBLIC COMMUNICATION [PUBLIC COMMUNICATION: GENERAL] AS WE ALWAYS DO. THE FIRST, UH, 10 SPEAKERS SIGNED UP PRIOR TO THE MEETING, OR, UH, BEING CALLED TO ORDER WILL EACH BE ALLOWED A THREE MINUTE ALLOTMENT TO ADDRESS THEIR CONCERNS REGARDING ITEMS NOT POSTED ON THE AGENDA. THANK YOU. THANKS, JESSE. OUR FIRST SPEAKER IS ELISA. UH, RENDON. OKAY. ELI RENDON. GOOD EVENING. MY NAME IS ELISA RENDON MONTOYA. THANK YOU COMMISSIONERS FOR HEARING ME OUT. UM, TONIGHT, UH, I HAVE AN ISSUE THAT I'M VERY CONCERNED, UH, THAT HITS MY NEIGHBORHOOD. I AM ALSO THE VICE PRESIDENT OF EAST TOWN LAKE CITIZENS NEIGHBORHOOD ASSOCIATION. UH, I AM A LANDOWNER IN 2008 HASKELL STREET, WHERE THIS FACILITY'S GONNA BE DISCUSSED. UH, I AM A COUPLE OF AWAY FROM IT AND ALSO BEEN A RESIDENT THERE ALL MY LIFE WITH MY, MY GRAND, MY PARENTS THAT LIVED AT 1705 HASKELL, WHICH NO LONGER EXISTS CUZ UH, MY PARENTS, MY, THEY PASSED AWAY AND THEY DEMOLISHED THE HOME THAT I'M VERY DISAPPOINTED. BUT THAT'S POLITICS. UM, SAME THING THAT I, FOR FORESEE RIGHT NOW, IS THAT FOR MANY YEARS WE WORKED ON THIS PLAN WITH PARKS RECREATION AND THEIR BOARDS AND THE COMMISSION WITH THE, UH, BOARDS IN, UH, THE HOLLY POWER PLANT. I WAS ONE OF THE FOUNDERS OF, OF, OF THAT BOARD WHERE, UH, WE DEMOLISHED THE, UH, OR CLOSURE OF THE HOLLY POWER PLANT. ALSO, UH, ALSO FOUGHT FOR MANY YEARS TO TRY TO PRESERVE THE RENDON PARK WITH A MASTER PLANT THAT WAS, UH, INITIATED IN MY DAD'S FRONT YARD AND, AND NEIGHBORHOOD, UH, THAT TIME. WE FOUGHT MANY, MANY YEARS TO PRESERVE THAT AREA. AND, AND RIGHT NOW IT'S GOING TO ATTACK AGAIN WITH ONE OF THE FACILITIES THAT IS THERE CALLED THE NA HERNANDEZ BUILDING. AND, UH, WE HAVE BEEN WAITING AND WORKING WITH PARKS DIRECTORS, UH, FOR YEARS ON THIS MASTER PLAN THAT IT WAS GIVEN TO THE COMMUNITY TO PRESERVE IT AND TO, UH, USE, UTILIZE IT FOR OUR PURPOSE IN THAT AREA, FOR OUR, OUR NEIGHBORHOOD, FOR OUR CHILDREN, FOR OUR ELDERS, WHATEVER PROGRAMS WE, WE WERE SUPPOSED TO HAVE IT FOR. AND WE WERE WORKING WITH, WITH PARKS ON THAT. AND NOW WE, FOR, WE HAD BEEN WAITING FOR THE FUNDING. WE HAD, WE HAD WAITING FOR, UH, OUTSIDE, UH, SUPPORT ON THE, UH, WITH SOME OF THE, THE NEIGHBORHOOD SURROUNDING NEIGHBORHOODS AND THE CHAVEZ NEIGHBORHOOD, UH, DEVELOPMENT. AND ALL OF US, YOU KNOW, UH, COLLABORATING TOGETHER TO TRY TO COME UP WITH A BIG PLAN FOR OUR NEIGHBORHOOD THERE TO PRESERVE THIS NATIONAL ON THIS BUILDING, BECAUSE IT WAS, IT [00:05:01] WAS SOMETHING THAT'S REAL IMPORTANT TO US IN THAT, IN THAT PARK. AND TO MAINTAINING A PARK FACILITY WHERE, UH, WE WILL HAVE PARKS, UH, SECURITY THERE TOO, AND THEIR OFFICES. AND WE WOULD HAVE A COMMUNITY, UH, UH, SITE THERE THAT, FOR OUR, OUR MEMBERS THAT, THAT ARE, UH, CONCERNED ABOUT ISSUES WITHIN THEIR AREA. UH, WE ALSO, UH, AND WE ARE ENGAGING A LOT WITH PARKS. AND BACK IN THE OTHER, LIKE, UH, THE, UM, THE, UM, I CAN'T REMEMBER THE NAME OF THAT, UH, WHERE THEY, THE, WE HAD, WE WORKED WITH THE RBJ PEOPLE FOR THE SENIORS ACTIVITIES THERE. AND WE'RE VERY CONCERNED BECAUSE IT GOT DEVELOPED WHERE THOSE AREAS WERE GONNA BE FOR OUR SENIORS AND LOW INCOME FAMILIES, UH, THOSE BUILDINGS. AND NOW IT, IT'S BECOME SOMETHING VERY DIFFERENT THAN WHAT WE PROPOSED. SO, AND NOW THEY'RE DOING OUTREACH TO TRY TO GET A SENIOR ACTIVITY IN THIS, IN THIS AREA WITH THE BUILDING, WHICH WE DON'T NEED THAT. WE ALREADY HAD ALL THE SPACE THAT DEDICATED FOR OUR SENIORS AT THE RBJ, UH, SITE. AND THERE'S STILL A LOT OF SPACE THERE THAT CAN BE UTILIZED FOR OUR SENIORS AND THAT, BUT BECAUSE A DEVELOPER BOUGHT IT, AND IT'S BECOME A SELF LIVING, UH, WHATEVER DEPARTMENT IT IS, UH, AND IT'S REALLY IMPORTANT THAT IT COMES BACK TO, UM, THE FACILITIES THAT ARE, THAT OUR SENIORS NEED, WHICH WOULD BE THAT AREA WHERE THE RBJ BUILDING IS. AND, AND ITS LITTLE AREA WHERE THEY WAS SUPPOSED TO BE SOME FACILITIES THERE FOR OUR SENIORS, A LITTLE GROCERY STORE. THEY WAS SUPPOSED TO BE THERE, A COMMUNITY CENTER THERE FOR THEM THAT WOULD UTILIZE THE, THE SENIORS WOULD UTILIZE THIS. NOW I'M HEARING THAT THEY WANNA GO TO NATIONAL ARTISTS, WHERE THIS WAS TOTALLY DIFFERENT. AND, AND WE HAD A SENIOR ACTIVITIES AT, AT THE COMMERCIAL BUILDING THAT WAS ALSO TAKEN AWAY, BUT ANOTHER DEVELOPER, UH, IT WAS PROMISED, UH, TO OUR COMMUNITY THAT WAS A RECREATION CENTER FOR OUR SENIORS AND FOR AFTERCARE PROGRAMS. NOW THAT WE DON'T HAVE SCHOOLS, ELEMENTARY SCHOOLS IN THAT AREA, IT'S GONE TO, UH, A PRIVATIZED FACILITY WHERE, UM, IT IS CALLED, UH, FOR SOME KIND OF ROWING, UH, CANOEING THING NOW. NOW THEY WANNA PUT CONCESSIONS IN THERE AND, AND SO FORTH MAKING THING, WHICH IT SHOULDN'T HAVE BEEN. IT WAS A PARK AREA. AND FOR OUR SENIOR ACTIVITIES, LIKE THE MESH RECREATION, THERE'S ALSO ANOTHER SENIOR ACTIVITY PROGRAM THERE. THERE'S PANAM AND PAN, PAN-AMERICAN. THEY TRY TO DO THAT TOO BY RENAMING IT. SO WE WERE, WE HAD A VICTORY TO MAINTAIN IT FOR THEIR KIDS IN NAVARRO AND OUR ELDERS IN NAVARRO AND ALL THAT. SO I'M VERY CONCERNED HOW THIS DEVELOPMENT HAS COME THROUGH SAYING THAT THEY HAD, UH, COMMUNITY ENGAGEMENT. WE DID NOT KNOW ANYTHING ABOUT THIS. WE DID NOT KNOW THAT, UH, THEY WERE PLANNING THIS. SO NOW I'M VERY CONCERNED THAT IT'S GOING THROUGH, IT WENT TO COUNCIL, UH, I WAS THERE AND I DID MENTION THAT THIS WAS NOT RIGHT BECAUSE WE HAVE HAD PROMISES AFTER PROMISES BY THE CITY COUNCIL, AFTER CITY COUNCIL THAT THIS AREA IS FOR OUR COMMUNITY. WE'RE THE TAXPAYERS THERE. WE STILL LIVE THERE. WE HAVEN'T GONE ANYWHERE UNLESS, YOU KNOW, UH, GOD FORBIDS WE'RE LIKE MY DAD. HE HAD TO LEAVE. HE WAS THE PRESIDENT OF EAST TOWN LAKE CITIZENS. THIS, THIS PARK WAS NAMED AFTER HIM. IT WAS AN HONOR TO US BECAUSE WE WA WORKED VERY HARD, MANY, MANY NIGHTS, AND WE LOBBIED AND NOBODY PAID US FOR THIS. I'M GONNA PAUSE. I'LL VOLUNTEER. I'M GONNA PAUSE YOU ONE SECOND. MR. RENDON. UH, YOU'RE AT TIME, SO IF YOU WANT OH, I AM. OKAY. I'M SORRY. I CAN KEEP GOING ON AND ON, BUT THIS HAS BEEN DECADES AND I, I WILL APPRECIATE THAT THIS BOARD WILL HONOR OUR COMMUNITY BY NOT, YOU KNOW, SPONSORING THIS, KNOW, SPONSORING THIS AT ALL WITH A LETTER OR ANYTHING. UH, AND, AND IT CAN BE A PILOT PROJECT. THANK YOU VERY MUCH. THANK YOU. HAVE ANY QUESTIONS YOU CAN ASK ME? , DO WE HAVE OUR TIMER SITUATION RESOLVED? YES. OUR NEXT SPEAKER IS COMMISSIONER, UH, BETA. UH, DEL UH, BETA ANDON DELGADO. THANK YOU, CHAIR. UM, I DO HAVE A SLIDE THAT I WANNA SHOW MY COMMISSIONERS. I WANTED TO TAKE THIS TIME TO SPEAK ON PUBLIC CITIZENS COMMUNICATION. CAUSE IT'S VERY IMPORTANT THAT YOU LOOK IN THE LENS OF A CITIZEN'S, UM, VIEW, BECAUSE THIS IS MY NEIGHBORHOOD THAT YOU'RE TALKING ABOUT. UH, THIS IS A PARK LIKE MY MOTHER SAID THAT SHE JUST SPOKE RIGHT NOW AS PRESIDENT OF EAST TOWN LAKE CITIZENS NEIGHBORHOOD ASSOCIATION, UH, PRESIDENT OF OUR LULAC CHAPTER, WHICH IS A CIVIL RIGHTS ORGANIZATION IN MY NEIGHBORHOOD. ALSO, CDC COMMISSIONER, AS WELL AS PART OF THE [00:10:01] VETERANS ASSOCIATION. UM, AND THE PARK, UH, CHAIR, UH, WORKING GROUP WHEN THIS MASTER PLAN WAS ADOPTED. SO WE'RE TALKING ABOUT WORK THAT WE DID AS, AS A COMMUNITY. UM, THIS IS A PART OF THE CAESAR CHAVEZ CONTACT TEAM. UM, IF YOU LOOK AT THE SECTOR, UH, THE CONTACT TEAM DID NOT EVEN HAVE ANY INFORMATION REGARDING THIS. UH, SO THEY'RE OUT OF THE LOOP. THE NEIGHBORHOOD ASSOCIATION'S OUT OF THE LOOP. UM, THIS WENT TO COUNCIL LAST WEEK. WE HAD STRONG OPPOSITION, IF YOU CAN SHOW MY SLIDE. IT WAS SHOW ON THERE ON HOW MANY YEARS OF COMMUNITY ENGAGEMENT WE'VE DONE. WE'VE DONE A SURVEY, UM, WE'VE DONE, UH, ALL THE WORK THAT NEEDS TO BE DONE TO MAKE SURE THAT THIS MASTER PLAN WAS ADOPTED, THIS BUILDING WAS PRESERVED, AND THAT IT CAME BACK TO THE COMMUNITY'S HANDS. AND THE PARKS AGREEMENT THAT WE WENT INTO IS AN, IS A NEIGHBORHOOD AGREEMENT THAT'S BEEN ADOPTED BY COUNCIL, BY THE MAYOR, AND IT IS A BREACH OF CONTRACT. IF, IF ANY OTHER PROPOSAL GETS SUBMITTED WITHOUT THE NEIGHBORHOOD'S, UH, APPROVAL, CONSENT, AND THAT THE MASTER PLAN BE, UM, UH, AMENDED BECAUSE THERE'S A MASTER PLAN HERE. AND CHILDCARE IS NOT IN THE MASTER PLAN FOR THIS FACILITY. WE DO HAVE OTHER FACILITIES THAT, UH, ARE AVAILABLE. THE METS ELEMENTARY SCHOOL, A I S D, HAS CLOTHED OUR SCHOOL THAT'S WITHIN 300 TO 400 FEET OF THIS FACILITY. SO WE'VE LOST CHILDREN. MY AREA HAS BEEN DISPLACED. I'VE LOST MANY ELDERS THAT HAVE PASSED AWAY. SO IF WE'RE GONNA BE TALKING ABOUT THE R RBJ FACILITY, LET'S STICK TO THE RBJ AREA, WHICH IS NOW A SMALL DO DOMAIN. IF YOU GO TO MY RBJ FACILITY, IT IS NO LONGER A SENIOR LIVING CENTER. IT HAS BECOME A MIXED USE DOMAIN, AND THERE'S PLENTY OF SPACE THERE. WE HAVE THE RBJ DENTAL CLINIC THAT WAS THERE PREVIOUSLY. WE HAD THE AUSTIN PUBLIC HEALTH FACILITY THAT WAS THERE PREVIOUSLY. WE HAVE BUILDINGS THAT WE CAN UTILIZE AND ACCESS FOR SENIOR CENTERS. UH, THAT, AND THIS IS A GREAT PLAN THAT THE UNIVERSITY OF TEXAS AND CENTRAL HEALTH IS, UM, PROPOSING. AND IT IS A GREAT DIRECTION. BUT WHEN YOU WANNA TALK ABOUT ZIP CODES, LET'S TALK ABOUT THE AREAS THAT REALLY NEED IT. 78, 7 44. DEV SPRINGS DOES NOT HAVE A SENIOR CENTER. EAST AUSTIN 78 7 0 2 HAS A SENIOR CENTER. WE HAVE THE K GUERRERO SENIOR CENTER. WE HAVE , WE HAVE PANAM. SO WE HAVE SEVERAL FACILITIES THAT WE CAN BE LOOKING AT. I WOULD LIKE YOU ALL TO TAKE IN CONSIDERATION TO NOT SUPPORT THE UNIVERSITY OF TEXAS AND CENTRAL HEALTH AND ALL OF THESE NON NEIGHBORHOOD PARTNERS THAT WANT TO TAKE OUR, OUR BUILDING. THIS IS ANOTHER WAY OF GENTRIFICATION. THANK YOU. THANK YOU, COMMISSIONER DELGADO. WE CAN, UH, HAVE MORE DISCUSSION AROUND THIS. WHEN, UH, THAT AGENDA ITEM ROLLS UP, WHICH, UH, ACTUALLY IS NOW PROVIDED. WE DON'T HAVE ANY OTHER ADDITIONAL SPEAKERS, OR, NO, WE DON'T HAVE ANY OTHER SPEAKERS. RIGHT. SO ACTUALLY IT'LL BE COMING UP SOON. THE, UH, AGENDA ITEM THAT FOLLOWS IS NUMBER TWO, BRIEFING ON CITY CODE TWO DASH ONE DASH 48 RULES OF ORDER DISCUSSION AND POSSIBLE ACTION ON ANY C D C AUTHORED NEW RULES. OH, LOOK AT THAT. [APPROVAL OF MINUTES] NUMBER ONE'S PRETTY IMPORTANT. . WE NEED TO APPROVE THE MINUTES. UM, AND I'M OPEN TO, UH, A MOTION. SO LET ME KNOW. SO IT LOOKS LIKE WE HAVE ONE, UH, AMENDMENT TO THE MINUTES, WHICH IS THAT WE WOULD EDIT THOSE MINUTES TO ADD IN COMMISSIONER HASSEL AS HAVING ATTENDED. HAPPY TO TAKE A, A MOTION FROM ANYONE TO APPROVE THE MINUTES AS, AS, UH, WITH THE, INCLUDING THE SUGGESTED AMENDMENT. I, I MAKE A MOTION. I MAKE A MOTION. IS YOUR MIC ON? IT HAS TO BE FURTHER. THERE WE GO. I'M SORRY. YEAH, I APOLOGIZE. I MAKE A MOTION CHAIR THAT WE ACCEPT THE MINUTES AS, UM, LISTED, I MEAN AS WRITTEN WITH THE AMENDMENT FORTHCOMING. THANK YOU. COMMISSIONER THOMPSON. WE HAVE A MOTION TO APPROVE THE OCTOBER 11TH MINUTES WITH THE AMENDMENT AS STATED. SECOND. I SECOND. SECOND. COMMISSIONER DELGADO, ANY DISCUSSION? ALL IN FAVOR. [00:15:01] AYE. PLEASE INDICATE BY SAYING AYE OR RAISING YOUR HAND IF YOU'RE ONLINE. AYE. ANY OPPOSED? MOTION PASSES. MINUTES ARE APPROVED. THANK YOU. NOW ON TO NUMBER TWO, BRIEFING [2. Briefing on City Code ยง 2-1-48 - RULES OF ORDER; discussion and possible action on any CDC-authored new rules (Chair Motwani, HPD staff)] ON CITY CODE TWO DASH ONE DASH 48. RULES OF ORDER DISCUSSION AND POSSIBLE ACTION ON ANY C D C AUTHORED NEW RULES. UH, AND THAT, WOULD IT INCLUDE MYSELF AND H HPD STAFF? I'LL DEFER TO H HP D STAFF FIRST. UH, AND, UH, WELL, I GUESS I'LL INTRODUCE THIS A LITTLE BIT. OUR LAST MEETING WAS, UH, IN, IN, IN OCTOBER, UH, I FELT WAS REALLY NOT AS CONTROLLED AS IT CAN BE. AND I KNOW THAT WE CAN DO A LOT BETTER THAN THAT. WE AGREE, AND WE TAKE AN OATH AS COMMISSIONERS TO FOLLOW A CERTAIN SET OF RULES. NOW, WHETHER WE AGREE TO THOSE RULES OR NOT IS INDEPENDENT FROM HOW WE OPERATE. WHEN WE ARE COMMISSIONERS, FOR EXAMPLE, IF SOMEBODY WERE TO PUT A MOTION ON THE FLOOR AND I WERE SIMPLY TO SAY, NO, I WON'T TAKE UP THAT MOTION. WE'RE NOT GOING TO VOTE ON THAT MOTION. THAT WOULD BE A PRETTY STRONG VIOLATION OF DECORUM IN ORDER. NOW, IN THE SAME WAY, IF WE DON'T FOLLOW THE RULES WHEN IT COMES TO SPEAKING OUT OF TURN OR SPEAKING INTERN WHEN RECOGNIZED, OR IF WE DON'T FOLLOW THE RULES WHEN IT COMES TO OBSERVING TIME LIMITS FOR SPEECH, THEN WE LOSE THE ABILITY TO BE ABLE TO CONDUCT BUSINESS EFFECTIVELY AND EFFICIENTLY. WHAT THAT MEANS IS, NUMBER ONE, THAT WE LOSE CREDIBILITY AS AN ORGANIZATION OR AS A BODY AND A BOARD AND BEYOND THAT, AND EQUALLY AND PERHAPS MORE IMPORTANT, IT IS DISHONORING THE TIME OF THE STAFF WHO ARE WORKING HERE IN THE EVENINGS, AS WELL AS ALL OF US COMMISSIONERS WHO ARE VOLUNTEERS, UH, IN CONTRIBUTING OUR TIME HERE AS WELL. AND SO I ASKED THE STAFF IF THEY COULD PROVIDE AN AGENDA ITEM WHEREIN WE COULD DISCUSS THIS IF NECESSARY, PROVIDE GUIDANCE OF COURSE, ON THE RULES AS NECESSARY. AND ALSO INCLUDE THE NOTION THAT IF WE ARE NOT ABLE TO MAINTAIN DISCUSSION WITHIN THE RULES OF ORDER THAT WE HAVE AGREED TO, UH, THEN WE WILL THEN I, UH, AND AS WE PREVIOUSLY DISCUSSED, WILL, YOU KNOW, SUGGEST THAT WE LOOK INTO LIMITING THE AMOUNT OF TIME ON DEBATE, UH, UNLESS OF COURSE MOVED BY THE, UH, BODY TO INCREASE TIME ON DEBATE ON PARTICULAR ITEMS, BECAUSE WE CAN'T BE COMING IN HERE AT SIX O'CLOCK OR SIX 30 AND LEAVING AT 9, 9 30 FOR JUST A COUPLE, THREE AGENDA ITEMS THAT REALLY SHOULDN'T REQUIRE, UH, SOMETIMES THE LENGTHY DEBATE THAT COMES HERE. IF WE SHOULD BE ABLE TO READ BACKUP INFORMATION THOROUGHLY, WE SHOULD BE ABLE TO KNOW WHAT'S WHAT'S HAPPENING BEFOREHAND, UH, AND BE ABLE TO COME IN, EXPRESS OUR OPINIONS WITHIN THE, THE TIME ALLOTTED TO US VOTE AND MOVE ON. IF WE DON'T AGREE, WE DON'T AGREE. AND THAT'S FINE. UH, AND SO WITH THAT BEING SAID, I'LL TURN IT OVER TO HPD STAFF FOR ANYTHING ELSE THAT THEY MIGHT LIKE TO ADD. I THINK THAT WAS PRETTY WELL STATED. I THINK AS I STATED HERE IN THE, ON THE BACKUP IN TERMS OF IT'S A CITY CODE THAT THEY'RE, UH, EVERY BOARD MEETING SHOULD OBSERVE DECORUM. AND I THINK THAT'S IMPORTANT. IT'S PRETTY, PRETTY, YOU KNOW, DOESN'T HAVE TO BE STATED NECESSARILY, BUT SOMETIMES IT'S WORTH REMEMBERING THAT, UM, YOU KNOW, YEAH, THERE'S AN ALLOTTED AMOUNT OF TIME AND THAT THERE CAN BE A POINT OF ORDER CALLED IF, YOU KNOW, THINGS KIND OF GET OUTTA HAND OR HEATED, UM, WHICH IS, YOU KNOW, TYPICAL OF SOME CONVERSATIONS. SO JUST UNDERSTANDING THAT, UM, THAT'S A, THAT'S ANOTHER KIND OF WAY TO BRING THINGS BACK IF THEY GO OFF TOPIC OR IF, YOU KNOW, YEAH, IT JUST GETS TOO INTENSE. UM, SO, UM, THAT'S SOMETHING THAT I THINK THE CHAIR COULD DO, STAFF CAN DO, UM, OR REALLY, YOU KNOW, ANY, ANY MEMBER SHOULD BE ABLE TO SAY, HEY, LET'S BRING IT BACK TO TOPIC SO WE CAN, YOU KNOW, YOU KNOW, BE HAVE A HAVE A, A CONVERSATION THAT, THAT MOVES, MOVE THINGS ALONG AND WE CAN GET THROUGH THE AGENDA, YOU KNOW, IN A, YOU KNOW, REASONABLE TIME. THANK YOU, JESSE. AND I WANNA REITERATE THAT NOTION THAT EVERY COMMISSIONER HERE HAS THE OPTION TO CALL A POINT OF ORDER IF SOMETHING IS GETTING OUT OF HAND. AND I, AND I SEE YOU ALL WHO ARE REMOTE, AND I KNOW MANY OF YOU SHOW UP IN PERSON VERY OFTEN, UH, BUT WHEN WE'RE REMOTE, WE CAN BE A LITTLE BIT DETACHED FROM THE DISCUSSION. AND I ENCOURAGE EVERYBODY IN PERSON OR REMOTE TO CALL A POINT OF ORDER BECAUSE IT'S DOESN'T LOOK AS EASY PERHAPS AS IT IS, UH, TO TELL SOMEONE THEY'RE OUT OF ORDER AND TO STOP TALKING SO WE CAN MOVE ALONG. UM, HOWEVER, AS A BODY OF PEERS HERE, UH, WE CAN CALL EACH OTHER IN WITHOUT CALLING EACH OTHER OUT. AND SO I ENCOURAGE EVERYONE TO BE MORE PARTICIPATORY IF WE WANT TO DO BUSINESS EFFECTIVELY AND BE TAKEN MORE SERIOUSLY. I THINK IN THE LAST, WELL, WE NEED [00:20:01] TO FOLLOW OUR RULES AND, UH, OPEN TO ANY THOUGHTS, UH, FROM ANY OF THE COMMISSIONERS. UH, I'M GOING TO GO AROUND, UH, IN, UH, IN ORDER AROUND THE TABLE AND THEN GO TO REMOTE. UH, COMMISSIONER TOLLIVER, DO YOU HAVE ANY THOUGHTS ON THIS? AND DON'T FEEL OBLIGED IF YOU DON'T. AND JUST WANNA CHECK AND MAKE SURE, CHAIRMAN, I UNDERSTAND THE RULES AND REGULATION. I'VE BEEN HERE 16 YEARS, SO I UNDERSTAND COMMISSIONER TOLLIVER. GOT IT. UH, COMMISSIONER. THANK YOU. COMMISSIONER TOLLER. COMMISSIONER HASSO, I AGREE. WE NEED TO STICK TO THE RULES. THANK YOU. COMMISSIONER HASSO. COMMISSIONER DELGADO, I AGREE TO BE RESPECTFUL AND FOLLOW THE RULES. THANK YOU, COMMISSIONER THOMPSON. I AGREE WITH MY COLLEAGUES, ABSOLUTELY. FOLLOWING THE RULES IS ALWAYS THE BEST WAY. THANK YOU SO MUCH. UH, UH, VICE CHAIR, POP. ANY THOUGHTS? I LIKE THE, UM, YOU CAN CALL EACH OTHER IN INSTEAD OF CALLING EACH OTHER OUT. I LIKE THAT PHRASE. AND I AGREE WITH WHAT YOU SAID ABOUT DECOR ON THE ORDER. THANK YOU, UH, AND CERTAINLY APPRECIATE THAT REVERB YOU GOT GOING ON. COMMISSIONER GARRETT TO THE AGENDA. UM, WE'LL HARDLY AGREE WHAT'S BEEN SPOKEN AND FOLLOWING RULES. AND I ALSO AGREE WITH COMMISSIONER PAUL. UM, WE CAN ALL BRING EACH OTHER IN WITHOUT, YOU KNOW, PUTTING EACH OTHER OUT. SO I APPRECIATE THAT. THANK YOU SO MUCH. THANK YOU. COMMISSIONER WOODS. I AGREE WITH, UH, FELLOW COUNCIL MEMBERS AND, UM, COMMISSIONER MEMBERS. THANK YOU. UM, AND, UH, AGAIN, THANKS FOR BRINGING THIS TO THE AGENDA. THANK YOU ALL. AND AGAIN, I APPRECIATE EVERYBODY'S TIME COMMITMENT HERE. AND, UH, WOULD LIKE TO PARTICULARLY CALL OUT IN A POSITIVE WAY, VICE CHAIR POP, WHO HAS BEEN IN ATTENDANCE IN PERSON NEARLY EVERY SINGLE TIME. AND IT IS NOT EASY, UH, TO HAVE THE REQUIREMENT TO HAVE TO SHOW UP IN PERSON EACH AND EVERY TIME, UH, TO THESE MEETINGS. UH, SHE IS THERE, AND MANY OF YOU AROUND ME ALSO ARE, I WON'T CALL EVERYONE OUT BY NAME, BUT, UH, CERTAINLY WANNA RECOGNIZE OUR VICE-CHAIR. UH, AND, UH, UH, SO THANK YOU. THANK YOU VERY, VERY MUCH FOR THAT. OH, REALLY QUICKLY, UM, IF YOU DID WANNA ADD LIKE A TIME LIMIT TO CONVERSATIONS OR ANYTHING LIKE THAT, YOU COULD PROPOSE THAT YOU'D HAVE TO VOTE ON IT AS A GROUP MM-HMM. AND PASS THAT, AND THEN POST THAT ONLINE THAT THOSE ARE NEW RULES OR ADDITIONAL RULES, WHAT HAVE YOU. IF YOU WANTED TO ADD OR, OR ADD, YOU KNOW, DO SOMETHING DIFFERENT THAN WHAT'S HERE NOW, IN TERMS OF CITY CODE, YOU CAN JUST ADOPT YOUR OWN RULES OR ADDITIONAL RULES, UM, AS A COMMISSION. UNDERSTOOD. AND FOR EVERYONE HERE, I THINK WE ALL CAUGHT THAT. BUT WHAT THAT MIGHT LOOK LIKE IS WE WOULD OPEN THE MEETING AND, AND REALLY EACH AND EVERY TIME WE WOULD HAVE A MEETING, THERE WOULD BE A MOTION, UH, THAT WOULD BE OUR SORT OF DEFAULT MOTION THAT SOMEONE WOULD PUT ON THE FLOOR TO LIMIT DEBATE TO SAY, TWO MINUTES PER PERSON, PER ITEM, OR LIMIT DISCUSSION TO TWO MINUTES PER PERSON, PER ITEM. UH, AND THAT WOULD JUST BE IN PLACE TO KEEP THE MEETING MOVING ALONG. HOWEVER, IF WE WERE TO HIT AN ITEM WHERE, UH, WE FELT LIKE WE NEEDED MORE TIME, SOMEBODY COULD PUT A MOTION ON THE FLOOR SAYING THEY WANNA SUSPEND THAT RULE. SO WE COULD HAVE SOME MORE TIME, BUT BY DEFAULT WE'D BE LIMITED. AND THEN AS A BODY, WE COULD VOTE TO SUSPEND THAT, THAT RULE. SO IT'S NOT LIKE WE WANT TO CURTAIL ANYTHING, BUT WE'RE PUTTING IN SOME GUARDRAILS TO KIND OF KEEP US MOVING ALONG AND HONOR EVERYONE'S TIME. UM, ANY, UH, AND IF THERE'S ANY DISCUSSION OR THOUGHTS ON THAT, I'M HAPPY TO HEAR THAT RIGHT NOW TOO. COMMISSIONER THOMPSON, I, I, WHAT IS THE CURRENT, UM, DEFAULT FOR THE AMOUNT OF TIME? I THOUGHT THAT WAS ALREADY SET SOMEWHERE. I JUST DIDN'T KNOW IT. WOULDN'T THAT BE NICE? SO HOW DOES THE BELL GO OFF? HOW DO WE KNOW WHEN THE BELL GOES OFF? TO BE CLEAR, THOSE THREE MINUTES ARE FOR THE PUB, FOR A CITIZEN'S COMMUNICATION FOR PUBLIC. OH, OKAY. WE DON'T, OH, OKAY. BUT FOR US, WHAT WE WOULD DO IS, LIKE, AS WE GO AROUND, WE KIND OF WOULD BE ABLE TO ESTIMATE THAT I GO OVER, ACTUALLY, I JUST, I JUST, I, I, THAT'S MY LEARNING CURVE, IS I, I AUTOMATICALLY THOUGHT THAT THERE WAS SOMETHING LIKE THAT, THAT I JUST HADN'T BEEN AWARE OF IT YET. THANK YOU. THANK YOU. ALL RIGHT. JESSE, ANYTHING ELSE YOU THINK? NO, I, I GUESS, UM, IN TERMS OF TIME, IT KIND OF FALLS SOMETIMES TO THE CHAIR TO BE LIKE, HEY, WE'VE, YOU KNOW, CONS, LET'S MAKE ROOM FOR SOMEONE ELSE TO SPEAK, OR DOES ANY, I THINK, UH, BY DEFAULT, SOMETIMES THE CHAIR BECOMES ALMOST A FACILITATOR OF THE CONVERSATION. UM, SO YEAH, THERE'S NO, RIGHT NOW THERE'S NO TIME LIMIT IN TERMS OF HOW LONG YOU CAN TALK ON AN ITEM. FOR INSTANCE, IT SURE DOES FALL TO THE CHAIR , UH, [00:25:01] AND, UH, YOU KNOW, THAT SOMETIMES HASN'T WORKED OUT AS WELL AS WE'D LIKE, WHICH IS WHY THIS IS AN AGENDA ITEM. UH, AND, UH, IT DOESN'T FEEL GOOD TO HAVE TO YELL OVER SOMEONE ELSE WHO MAY BE YELLING AS WELL. RIGHT? AND SO THAT'S WHY I THINK AS A GROUP, WE CAN SORT OF MONITOR OURSELVES, UM, BECAUSE TO CONCENTRATE THAT AUTHORITY IN THE HANDS OF ONE INDIVIDUAL, THOUGH AGAIN, IT'S THE RULES WE'VE AGREED TO. I STILL THINK IT'S NOT NECESSARILY ALL OF OUR FAVORITE PRINCIPLE. UH, AND, UH, AND SO I WOULD LOVE FOR THIS TO BE AS MUCH OF A DISTRIBUTED POWER SET AS POSSIBLE. UM, BUT, UH, AGAIN, MY ROLE THAT I'VE AGREED TO IS TO FACILITATE THIS DISCUSSION AND MOVE IT ALONG EFFECTIVELY, UH, AND WHILE HONORING ALL OF OUR TIME. SO THAT'S AN OBLIGATION THAT I TAKE SERIOUSLY. COMMISSIONER GARRETT. HEY, WHEN I GO AHEAD AND SET, UM, A RULE THAT FROM AN ITEM, OR EACH ITEM CAN TAKE NO MORE THAN 20 MINUTES, WE ARE POSTED FOR ACTION AND WE CAN DO THAT. UM, AND SO, UH, IF SOMEBODY WERE TO PUT A MOTION ON THE FLOOR, MY DRU, MY PREFERENCE WOULD BE THAT IT WOULD BE PER PERSON, PER ITEM AS OPPOSED TO OVERALL ITEM TIME. UM, BECAUSE IT, I THINK IT KEEPS IT A LITTLE BIT MORE, UH, UH, EQUITABLE. UM, BUT OPEN TO Y'ALL'S THOUGHTS AND DISCUSSION ON IT. COMMISSIONER THOMPSON? OH, I'M, I'M SORRY FOR, FORGIVE ME. COMMISSIONER THOMPSON. COMMISSIONER GARRETT. OH, I WAS GONNA SAY I WAS, I'M HAPPY TO PUT A MOTION ON THE BOARD FOR THREE MINUTES PER PERSON. PER ITEM. OKAY. AND WE, THERE WILL BE, THERE WILL BE CHAN UH, TIME FOR DISCUSSION. UH, UH, COMMISSIONER THOMPSON, DO YOU SECOND THAT OR, UM, SO WE CAN DISCUSS IT? YES, I DO. SECOND IT SO THAT WE, THAT WE CAN DISCUSS IT. AND I DO, I DO FEEL THAT IF WE HAVE SOMETHING IN PLACE, THAT THAT'S GONNA HELP EVERYONE, AND IT TAKES IT ALL FOR YOU, MR. FACILITATOR. . THANK YOU. UH, SO WE HAVE A SECOND, UH, AND, AND WE, UH, COMMISSION, WE'RE DISCUSSING COMMISSIONER DELGADO. SO, UM, I, I DON'T AGREE WITH THE THREE MINUTES. I THINK THAT THAT'S VERY TRAUMATIZING FOR SO MANY OF US THAT HAVE TO GO TO COUNCIL, AND WE HAVE TO PUSH EVERYTHING THAT WE HAVE TO TALK ABOUT AND CRAM IT IN THREE MINUTES. UM, I THINK IT'S AN ISSUE IN COUNCIL ALREADY FOR PUBLIC CITIZENS COMMUNICATION AND FOR DISCUSSION. UH, I DON'T THINK THREE MINUTES, UH, IS ACCURATE TIME FOR DISCUSSION. I, I WOULD AGREE WITH FIVE MINUTES. UM, AND I DO AGREE THAT WE SHOULDN'T GO FURTHER ON FOR, YOU KNOW, DISCUSSION, BUT I DON'T THINK THREE MIN, I THINK THREE MINUTES IS JUST TOO, TOO SHORT. BUT THAT'S MY COMMENT. THANK YOU. UH, ANY OTHER COMMENTS? OKAY. UH, ANY OTHER DISCUSSION? UH, YES. I, I, I'M NOT OPPOSED TO, I DO FEEL JUST THE TIME IS, IS GOOD. AND IF I UNDERSTAND CORRECT, COMMISSIONER DELGADO, IS THAT IF WE ARE GO TO DO SO, DO WE HAVE TO SAY WE WANT TO SUSPEND THE THREE MINUTE RULE WHEN WE GET TO OUR THREE MINUTES? OR DO WE NEED TO SAY THAT BEFORE THE, THE DAY BEGINS OR THE MEETING BEGINS? IT DOESN'T NEED TO BE BEFORE IT CAN BE AT ANY TIME. UH, I THINK, UH, DURING, DURING THE DISCUSSION ITSELF. UM, SO WHAT WOULD HAPPEN IS THAT EACH MEETING WE WOULD BEGIN, WE WOULD HAVE THAT MOTION, AND THEN AS WE WERE ALL DISCUSSING AN ITEM, IF WE WERE LIMITED ON TIME, SOMEBODY COULD PUT A MOTION ON THE FLOOR TO SUSPEND THAT RULE. OKAY. ALL RIGHT. AND THEN, SO THE FOLLOW UP ON THAT IS, IS, I, I DON'T EXPECT THIS TO BE THE CASE, BUT IS THERE DATA AS TO WHAT OUR AVERAGE IS OR HOW WE'RE AVERAGING? I MEAN, IF THREE MINUTES IS SOMETHING THAT IS TOO TIGHT, WHICH COULD BE IT, ARE WE MOST OF US FINISHING WITHIN FIVE? I MEAN, I WOULD LIKE TO DO IT WHERE WE ARE NOT HAVING TO SUSPEND THE RULES EVERY SINGLE TIME. SO IF WE HAVE IT AT SOMETHING THAT'S REASONABLE, PLUS A LITTLE GRACE, I, I THINK, AND IF FIVE IS THAT I'M OKAY, I MEAN, WHATEVER, BUT SOMETHING NEEDS TO BE IN PLACE THREE, MINIMUM. UM, OKAY. I DON'T KNOW. WHATEVER. I JUST, I JUST WAS CURIOUS TO KNOW QUESTION. IS THERE DATA THAT TELLS US HOW, HOW, HOW LONG DO WE TALK? NO, I DON'T THINK ANYONE'S, UH, RECORDED THAT. OKAY. I JUST DIDN'T KNOW IF THREE MINUTES OR FIVE MINUTES WAS OUR NORM OR WHATEVER. TO, TO BE CLEAR, UHHUH, WE HAVE, UH, EIGHT TO BE QUORUM, UH, TO BE AT QUORUM. 14 TOTAL MEMBERS, IS THAT RIGHT? OR 15 MM-HMM. . UH, SO IF WE IMAGINE 15 MEMBERS AT FIVE MINUTES PER MEMBER COULD BE 75 MINUTES PER ITEM. MM-HMM. , UH, I THINK THAT WE ARE PRESENTING THIS BECAUSE FRANKLY, I DON'T THINK THAT WE ARE IN THE SPACE TO NEED GRACE TIME. OKAY. UH, OKAY. BECAUSE THE, THE AGENDA ITEM IS HERE. IN FACT, THIS AGENDA ITEM IS TAKING OUR TIME FOR THIS MEETING BECAUSE WE'RE HAVING TO DISCUSS SURE. HOW MUCH TIME WE COULD TAKE TO TALK ABOUT THINGS. YEAH. SO, BUT, BUT, BUT, BUT CERTAIN RULES USUALLY DOES REQUIRE THE MOST THOUGHT BECAUSE WE WANNA GET IT AS RIGHT AS POSSIBLE THE FIRST TIME AS POSSIBLE, RECOGNIZING THAT WE DON'T AGREED. AND SO I THINK THAT SOMETIMES I'M OKAY WITH TAKING TIME FOR THIS SO WE CAN GET THIS [00:30:01] STRAIGHT SO THAT OUR FOLLOWING EVENTS OR OUR MEETINGS WILL FLOW SMOOTHER. I, I JUST WOULD LIKE TO NOT HAVE SUSPENDING THE RULES ALL THE TIME, BUT IF THREE IS GOOD, I'VE OBVIOUSLY EXCEEDED THAT. SO LET ME BE QUIET FROM YOUR MOUTH TO GOD'S EAR AND NOT SUSPENDING THE RULES ALL THE TIME. UH, AND ALSO, UH, WELL, NO, JESSE, PLEASE. YEAH. YOU COULD HAVE LIKE AN INITIAL THREE MINUTES, AND THEN IF EVERYONE, IT GOES AROUND THE ROOM, EVERYONE'S HAD THEIR SAY, IT'S LIKE, OKAY, DOES ANYONE NEED AN ADDITIONAL THREE MINUTES TO ADD MORE? AND THEN YOU KIND OF JUST KEEP DOING THAT. AGAIN, THAT WOULD, UH, UH, LIKELY FALL TO THE DISCRETION OF THE CHAIR. I JUST DON'T LIKE TO BE IN A POSITION TO MAKE UNILATERAL DECISIONS, ESPECIALLY WHEN SOMEBODY'S NOT RES LISTENING. YOU KNOW, IT'S A, I I THINK COMMISSIONER THOMPSON, AT THE END OF THE DAY, WE READ OUR BACKUP. WE KNOW WE PLAN WHAT WE NEED TO SAY BEFOREHAND. WE START TO OPERATE MORE EFFICIENTLY. IF WE CAN'T SAY, IN MY OPINION, IN SERVING ON A VARIETY OF BOARDS, IF WE CAN'T SAY WHAT WE NEED TO SAY IN THREE MINUTES, EFFECTIVELY, AS COMMISSIONERS, WE HAVEN'T DONE OUR HOMEWORK. AND IF WE NEED US TO SPEND THE RULES EVERY SINGLE TIME, THEN I THINK THAT'S SOMETHING WORTH REVISITING IN A WAY THAT, AND IF WE HAVE, IF WE NEED TO SUSPEND THE RULES IN EVERY SINGLE TIME IN A WAY THAT WE NEED, AGAIN, POTENTIALLY 75 MINUTES PER DISCUSSION ITEM, WHEN WE CAN HAVE UP TO SIX DISCUSSION ITEMS, UH, I THINK THAT WE PROBABLY NEED TO REVISIT OUR WAYS OF DOING BUSINESS. WELL, LET ME FOLLOW UP ON THAT, AND THEN I'LL, I WILL BE QUIET. I PLEASE, I, I TOTALLY HEAR WHAT YOU'RE SAYING AND I, I WILL YIELD TO YOUR LEADERSHIP ON THIS. ALL I AM SAYING IS I, I LIKE TO PREPARE IN A WAY THAT'S EQUITABLE, CONSIDERING THE MIX OF WHO WE HAVE SO THAT WE DON'T RARE UP. AND I JUST WANNA BE, I JUST WANNA BE FAIR AND KEEP IN MIND, EQUITABLE SOMETIMES IS NOT THE SA, YOU KNOW, THERE'S LIKE, IT'S LIKE A LITTLE BIT OF AN ACTION GOING ON, AND I JUST WANNA MAKE SURE THAT WE WORK TOGETHER HARMONIOUSLY. SO YES, I'M FINISHED. AND TO BE CLEAR, AS FAR AS EQUITABLE SPEAKING TIME, WE HAVE NOT BEEN EQUITABLE IN OUR SPEAKING. WE HAVE NOT, HAS NOT BEEN, UH, UH, YEAH. THAT'S WHY I FEEL WE NEED THIS. I AGREE. THANK YOU. MM-HMM. , THANK YOU. UH, COMMISSIONER DELGADO, I JUST WANTED TO SHARE THAT, UM, THAT I WANNA ALSO CONSIDER IF WE'RE GONNA BE TALKING ABOUT LIMITING OUR DISCUSSION ON ITEMS THAT ARE VERY IMPORTANT TO THE CITY. CUZ THAT'S WHAT WE'RE HERE TO DO, IS TO SERVE, THIS IS OUR DISCUSSION TIME. UM, I REALLY THINK THAT WE ALSO NEED TO TALK ABOUT CRA NOT CRAMMING, UH, OUR AGENDA WITH ITEMS AND WANTING US TO TAKE ACTION ON ITEMS AND THINGS THAT ARE JUST, I FEEL TOO, WHENEVER, UM, CHAIR OR VICE-CHAIR, WHOEVER IS A PART OF CREATING OUR AGENDAS, THAT WE NEED TO, TO ALSO BE MINDFUL OF WHAT'S ON THE AGENDA, HOW MANY AGENDA ITEMS, AND WHAT'S REALLY PRIORITY AND NOT, CUZ I DO SEE THINGS COMING TO OUR AGENDA THAT ARE NOT ALIGNED WITH THE HOUSING COMMISSION. UH, WE SHOULD BE SOLELY TALKING ABOUT HOUSING, UH, AND, AND WHAT WE'RE HERE TO SERVE FOR, NOT FOR, UH, OTHER PEOPLE THAT JUST WANNA COME AND GET A LETTER OF RECOMMENDATION FROM US. SO, JUST SO YOU KNOW, IF WE'RE GONNA BE SHORTENING OUR DISCUSSION TIME, I'LL AGREE WITH IT, BUT WE NEED NOT TO HAVE ITEMS ON THE AGENDA THAT DON'T PERTAIN TO THIS HOUSING COMMISSION. THANK YOU. NOTED. I WANNA REITERATE AS I DO IN NEARLY EVERY MEETING, THAT EVERY COMMISSIONER IS INVITED TO JOIN, UH, VICE CHAIR, POP AND I, AND AGAIN, THANK YOU VICE CHAIR FOR YOUR TIME COMMITMENT OUTSIDE OF THESE MEETINGS, UM, UH, IN OUR AGENDA SETTING MEETINGS THAT HAPPENED TWO WEEKS BEFORE ON, UH, THE MONDAY, TWO WEEKS BEFORE OUR COMMISSION MEETINGS. SO, UH, PLEASE MAKE SURE THAT YOU ARE INFORMING US IF YOU'D LIKE TO JOIN THOSE MEETINGS. WE'LL MAKE SURE YOU'RE THERE, UH, IN, UH, UH, OBSERVANCE OF QUORUM ISSUES. COMMISSIONER GARRETT. THANK YOU, ADAM. I JUST, UH, WELL, A COUPLE THINGS I WANTED TO SAY, I THINK THE THREE MINUTES IS A GOOD AMOUNT OF TIME. UM, BUT IN, I GUESS THE EFFORT SORT OF IN THE HOUSE ON THE COMPROMISE OF SORT OF DISTRIBUTION OF HOW OF SORT OF RESPONSIBILITY AMONG THE GROUP. CAN WE ALSO DONATE WORKING NUMBER OF TIME JUST SO ANOTHER COMMISSIONER, IF WE, WE, WE REALLY WANNA MAKE SURE THAT THEY'RE ABLE TO FINISH THEIR THOUGHTS. I REALLY APPRECIATE THAT. I JUST DON'T KNOW THAT WE HAVE THE, I I DON'T THINK THAT WE HAVE THE STAFF POWER TO START TO CALCULATE AT THAT LEVEL THE AMOUNT OF TIME THAT'S STARTING TO GET DEFERRED BACK INTO A POOL. I THINK Y'ALL, WE COULD KEEP THIS SIMPLE AND WE COULD JUST DO IT. UM, IT JUST TAKES A LITTLE BIT OF DISCIPLINE. IF WE DON'T WANT TO DO IT, WE DON'T NEED TO DO IT. BUT I, MY PREFERENCE WOULD THAT THIS NOT BE TOO COMPLICATED. UM, SO, UH, WE HAVE A MOTION ON THE FLOOR. IS THERE ANY MORE DISCUSSION AROUND THAT MOTION? WE HAVE A MOTION FROM COMMISSIONER GARRETT. A SECOND FOR COMMISSIONER THOMPSON. NO MORE DISCUSSION. ALL IN FAVOR, PLEASE VOTE. AYE. AYE. ALL OPPOSED? PLEASE VOTE. NAY. IS, UH, DO WE HAVE A NAY FROM VICE CHAIR POP? I HAVE A NAY. WE HAVE A NAY FROM COMMISSIONER DELGADO, VICE CHAIR. I CAN'T, I DUNNO IF YOU MAY HAVE FROZEN THERE OR IF, UH, IF I CAN'T HEAR OR, UH, I COULDN'T TELL. IF YOUR HAND [00:35:01] WAS UP FOR IRONY, TRY OUT. OKAY. SO, UH, WE HAVE EYES, UH, UH, ALL AROUND NAY WITH, UH, UH, BARRING COMMISSIONER DELGADO, UH, WITH A NAY. CAN YOU REPEAT REALLY QUICKLY WHAT THE MOTION WAS? THE MOTION, UH, UH, COMMISSIONER, UH, GARRETT'S MOTION. WOULD YOU LIKE TO REPEAT IT? SURE. IT WAS, UM, TO LIMIT, UM, EACH COMMISSIONER TO THREE MINUTES PER ITEM TO SEEK. DID I MISS THAT? YES. I THINK WE'LL RUN IT BY THE CITY CLERK'S OFFICE. THERE'S A CHANCE WE HAVE TO, UH, IMPLEMENT THAT MOTION, UH, AT THE BEGINNING OF EVERY MEETING. SO JUST KNOW THAT IT'S NOT, UH, NOTHING WE DO IS CARVED IN SOME KIND OF CONCRETE THAT WE CAN'T REVERSE. AND I APPRECIATE EVERYBODY'S WILLINGNESS TO TRY SOMETHING NEW TO KEEP THIS STUFF MOVING ALONG. SO I APPRECIATE IT. THANK YOU. ITEM NUMBER THREE, [3. Presentation and possible action on RBJ Intergenerational Resource and Activity Center (Jacqueline Angel, Ph. D., Professor of Health and Sociology, LBJ School of Public Affairs)] PRESENTATION AND POSSIBLE ACTION ON THE RBJ INTERGENERATIONAL RESOURCE AND ACTIVITY CENTER WITH, UH, DR. UH, JACQUELINE ANHILL, UH, PROFESSOR OF HEALTH AND SOCIOLOGY AT THE LBJ SCHOOL OF PUBLIC AFFAIRS. UM, YOU'LL RECALL THAT DR. ANHILL WAS HERE, UH, IN, UH, BOTH SEPTEMBER AND OCTOBER. UH, IN SEPTEMBER, UH, UH, RECEIVED, UH, A VERY WARM RECEPTION, UH, TO THE PLAN THAT WAS PRESENTED IN OCTOBER. UH, RECEIVED. UH, WELL, OUR MEETING WAS PRETTY OUT OF ORDER IN OCTOBER. UH, AND SO, UM, WE, UH, HAVE, UH, DR. HIL BECK, UH, AND LOVE TO HEAR WHAT YOU HAVE TO SHARE. THANK YOU. GOOD EVENING ALL, UH, BOARD MEMBERS OF THE COMMISSION, UH, FOR COMMUNITY DEVELOPMENT, COMMUNITY DEVELOPMENT COMMISSION. I WANTED TO SHARE WITH YOU SOME SLIDES TO BRING SOME EXTRA CLARITY ON MANY OF THE ISSUES THAT WE HAD DISCUSSED. UH, AND I PRESENTED TO YOU, UH, IN SEPTEMBER AND REALLY APPRECIATED YOUR FEEDBACK. SO, HOPING TO, UH, IF WE SEE THE NEXT SLIDE, THERE'S A LOT THAT'S HAPPENED SINCE SEPTEMBER, UH, INCLUDING, UH, AN A FINAL, UH, ITEM NUMBER 59 THAT JUST, UH, WAS SENT A COUPLE OF HOURS AGO ABOUT THE, THE ISSUE OF THE IRAQ AND AT, UH, IN MANY DIFFERENT, UH, PLACES THAT WILL BE EVALUATED FOR ITS PLACEMENT. BUT I WANNA JUST BEGIN WITH YOU ON, UH, JUST STEPPING BACK HERE, THE WHOLE OB OBJECTIVE OF THIS INTERGENERATIONAL RESOURCE AND ACTIVITY CENTER IS TO BRING, UH, GENERATIONS TOGETHER. ONE OF THE, UH, INSIGHTS THAT WE'VE HAD, UM, IS THAT INCREASINGLY WE'RE SEEING IN NEIGHBORHOODS THAT COMMUNITIES ARE BEING DIVIDED ACROSS AGE GROUPS. THIS MODEL IS A NEW WAY TO PROVIDE ADULT DAY HEALTHCARE, AS WELL AS RECREATIONAL ACTIVITIES. AND ALSO HAVE CHILDREN, TODDLERS, PRESCHOOLERS, WHO ARE ABLE TO, AS WELL AS INFANTS, EVENTUALLY COME TOGETHER. AND THERE'S MANY DIFFERENT, UH, BENEFITS OF THAT. AND THIS IS A VERY UNIQUE MODEL. IT'S, AGAIN, IT'S NEW. IT'S TAKING THE CITY OF AUSTIN IN A DIRECTION WHERE WE NEED TO, GIVEN THE AGING OF OUR POPULATION, THAT'S RAPID. UH, AND IT'S DIVERSE. AND THIS PROGRAM IS GOING TO, UH, AND THE WAY WE'VE ORGANIZED THE MODEL, UH, WHICH IS COMPREHENSIVE SERVICES, WHICH IS IMPORTANT TO US. SO IT IS MULTI-GENERATIONAL. UH, BUT WHAT'S UNIQUE HERE IS THAT IT'S CO-LOCATED VERY CLOSE TO AFFORDABLE SENIOR HOUSING. THIS IS A MODEL THAT IS, UH, TRENDING NATIONWIDE, AND WE, WHEN WE'RE LINKING AFFORDABLE SENIOR HOUSING AND SUPPORTIVE SERVICES AND SUPPORTIVE CARE, AND THIS IS WHAT IT'S ALL ABOUT. NEXT SLIDE. THANK YOU. SO, UH, WHY IS THIS IMPORTANT? BECAUSE CAREGIVERS NEED RESPITE. UH, THAT'S NUMBER ONE. UH, WE NEED WAYS TO OPTIMIZE, UH, PUBLIC, UH, SPACE IN PUBLIC PLACES BECAUSE, UH, IT LAND IS TIGHT. AND THIS, THIS PARTICULAR MODEL ALLOWS US TO DO THAT. UH, IT SAVES, NOT ONLY DOES IT SHARE SPACE, BUT ALSO IT'S MORE COST EFFECTIVE, AT LEAST BASED ON ALL THE RESEARCH AND DEMONSTRATION PROJECTS. THE PANDEMIC, UH, SORT OF RAISED THESE ISSUES AS WELL IN TERMS OF THE NEED FOR CARE. UM, AND THE, THE CARE NEEDS TO BE, AGAIN, BROUGHT TOGETHER, UH, IN AN IDC SETTING. AND THE, WHAT WE HAVE PLANNED [00:40:01] IS A WAY TO BE ABLE TO RESPOND TO THE CHANGING NEEDS FOR ASSISTANCE FOR WHAT OUR RESIDENTS, UH, WANT. WE HAVE DONE A LOT OF, UH, COMMUNITY OUTREACH, FOCUS GROUP INTERVIEWS, POLLING AT THE OBJ SCHOOL, UH, WITH OUR RESIDENTS, UH, OLDER ADULTS. WE HAVE ALSO, UH, DONE, UM, DOCUMENTARIES, UH, TO BE ABLE TO SEE EXACTLY WHAT, SEE OLDER, UH, ADULTS ARE SHARING WITH US. AND THESE ARE, AGAIN, OF COURSE, JUST FOR OUR LOW INCOME POPULATION, UM, BECAUSE THEY'RE NEED, THEY'RE THE NEEDIEST IN TERMS OF ALL THESE SERVICES. NEXT SLIDE. SO WHAT WE'RE ASKING FOR, UM, UH, FOR CITY COUNCIL, UH, WAS TO TAKE A LOOK AT THIS, A NASH BUILDING. WE WERE INVITED TO SUBMIT, UH, TO, TO THE NASH BUILDING. WE HAD INITIALLY, UH, EXPLORED OTHER OPTIONS. AGAIN, IT'S VERY SPECIAL HAVING THIS PARTICULAR NEIGHBORHOOD. AND SO WE, WE WANTED TO, UH, BE ABLE TO, UH, RESPOND TO THIS, UH, OPPORTUNITY. AND THAT'S WHAT WE DID. AND PART HAD ASKED US TO DO THAT. WE DID THAT SEVERAL YEARS AGO. AND IT RESULTED IN, UH, RESOLUTION 89, AND NOW IT'S MOVED UP TO RESOLUTION, UH, F ITEM NUMBER 59. UH, AND ESSENTIALLY IT'S DIRECTING THE CITY MANAGER TO BE ABLE TO BRING EVERYBODY TOGETHER, CUZ THIS IS FOR THE COMMUNITY, NOT FOR, UH, SOLELY ADMINISTRATIVE OFFICES WITH JUST, YOU KNOW, A LITTLE BIT OF SPACE FOR THE COMMUNITY. THIS BUILDING IS SUPPOSED TO BE FOR THE COMMUNITY. THAT'S THE BOTTOM LINE. AND WE HONOR THAT IN TERMS OF WHAT, UH, WE NEED TO ACCOMPLISH TO, AGAIN, BRING OUR, OUR NEIGHBORS TOGETHER AND KEEP THEM WELL. UH, WE ALSO WANT TO BRING IN OTHERS WHO WOULD LIKE TO BE PART OF OUR IDC ADVISORY GROUP. NEXT SLIDE. SO, CITY COUNCIL HAS RESPONDED IN A VERY THOUGHTFUL WAY, AND THERE WILL BE A FEASIBILITY STUDY OF SOME OTHER PROPERTIES, UH, TO BE ABLE TO MAKE SURE THAT WHEN WE START WITH A COMPREHENSIVE MODEL, WE'LL ALSO, UH, WHICH WILL AGAIN INCLUDE, UH, THESE VARIOUS DIFFERENT, UH, SERVICES THAT WILL IMPROVE HEALTH AND WELLBEING, THE SOCIAL DIMENSIONS, THE COGNITIVE DIMENSIONS, AS WELL AS, UH, LEARNING AS WELL. AND THIS IS IMPORTANT AS WE MOVE FORWARD IN TERMS OF WHAT THOSE EXTRA BENEFITS ARE OF THIS. IT'S NOT JUST THE PHYSICAL SPACE, IT'S WHAT YOU PUT IN THE SPACE. AND IT MUST BE COST EFFECTIVE. IT MUST BE SUSTAINABLE, AND IT MUST BE, UH, SCALABLE. SO THE VISION HERE IS FOR THESE, THIS MODEL. AND IT CAN, AGAIN, IT, IT, IT'S A CROSS CONTINUUM OF A FULL, UM, COMPREHENSIVE MODEL OR HIGH INTEGRATION OF THESE SERVICES FOR ID INTERGENERATIONAL DAY ACTIVITIES, AS WELL AS LOW INTEGRATION. AND SOME CENTERS, DEPENDING ON THE NEIGHBORHOOD. UM, CUZ BECAUSE RESOLUTION, ALL THESE RESOLUTIONS, OF COURSE, HAVE BEEN BASED ON CITY OWNED PROPERTY, RIGHT? AND THE OPERATIONAL EXPENSES, WHICH I'LL SHARE WITH YOU JUST A MOMENT, ARE, UH, PROVIDED BY THE PARTNERS. SO THESE IS THE BENEFITS. THIS IS A, A CHART HERE JUST TO MAKE IT VERY SIMPLE, WHERE IT HAS SORT OF COVERS EVERYTHING. UH, BOTH HEALTH AS WELL AS ECONOMIC BENEFITS. AND MOST IMPORTANTLY, PROVIDING AN IMPORTANT SERVICE FOR OUR CITY TO BE ABLE TO RECOGNIZE OUR CAREGIVER CRISIS. AND WE'RE NOT, AND WE'RE TALKING NOT JUST CHILDCARE, BUT ALSO, UH, IN TERMS OF ADULT DAY CARE. AND THIS IS GOING TO BE, UH, SOMETHING THAT WE'RE GOING TO SEE MORE OF, NOT LESS OF AS OUR POPULATION AGES, NOT JUST HERE IN THE CITY OF AUSTIN, CUZ WE HAVE BEEN YOUNG AND HIP, BUT WE ARE RAPIDLY GETTING OLDER, AS I MENTIONED, BUT WE'RE SEEING THIS AROUND THE WORLD. NEXT SLIDE, PLEASE. MENTAL HEALTH IS SUCH A, A BIG ISSUE HERE, AND WE'LL BE HAVING TELEBEHAVIORAL HEALTH SERVICES, UH, ACTUALLY PROVIDED BY MEALS ON WHEELS. THEY'RE IN THE 78,702 ZIP CODE. UH, MOVING, JUST, UH, BRIEFLY HERE, THIS IS A BUSY CHART, BUT I WANTED TO SHARE WITH YOU WHO'S INVOLVED IN, IN, UH, IN THIS. UH, WE ARE MAGNANIMOUS AND WANT EVERYONE INVOLVED. UH, BUT TO GET THIS ALL BEEN ORGANIZED OVER THE PAST COUPLE YEARS, WE'VE HAD PARTNERS, OF COURSE, FROM THE AGING COMMUNITY, FROM THE CHILD DEVELOPMENT COMMUNITY, [00:45:01] FROM DELOITTE, ST. DAVIS FOUNDATION HAS BEEN OUR SUPPORTER ALL ALONG WITH CENTRAL HEALTH, UH, COMMUNITY CARE, UNITED WAY. UH, THEIR, UH, TOLLER FOUNDATION IS EXPRESSED AN INTEREST. ANDERSON FOUNDATION. WE HAVE LETTERS OF SUPPORT AND, AND COMMITMENT FROM THEM ALL. AND IT'S A VERY DYNAMIC PROCESS BECAUSE LEADERSHIP IS CHANGING ACROSS THESE ORGANIZATIONS. AND SO, UH, JUST TO BE CLEAR HERE, I WANNA BRING SOME CLARITY HERE THAT ALL OF THESE, UH, ORGANIZATIONS, PARTNERSHIPS ON THE LEFT HAND SIDE OF THIS, UH, PAGE, ARE THOSE WHO WE'RE WORKING WITH NOW. BUT WE WELCOME OTHERS WHO WANT TO BE INVOLVED, INCLUDING, UM, JUST NEW IDEAS FOR REALLY MAKING THIS THE IDEAL FIT FOR, FOR EACH NEIGHBORHOOD, FOR EACH PILOT, AGAIN, WE'RE GONNA BE, UH, EXPANDING THIS TO OTHER CITY OWNED FACILITIES. MAKE SURE THAT IT'S, IT'S CLEAN, IT'S FULL ACCESSIBLE, AND THAT, UH, IT'S WHAT, UH, SENIORS AND, UH, CHILDREN AND TOGETHER WHAT THEY WANT WILL HAVE INFANTS AS WELL EVENTUALLY. AND THOSE WHO NEED THESE SERVICES THE MOST, ESPECIALLY THOSE WITH SERIOUS COGNITIVE IMPAIRMENT. NEXT SLIDE. THIS IS AN IDEAL MODEL. UH, JUST BRIEF HISTORY. WE'VE BEEN, UH, MAYOR'S TASK FORCE ON AGING. BACK IN 2013. WE HAD ACTUALLY SERVED ON THAT, UH, TASK FORCE, AND WE HAD PUBLISHED A PAPER THAT SHOWED THAT WE NEEDED, UH, NEW RESOURCES THAT SENIORS WERE AWARE OF THAT THEY COULD TAKE ADVANTAGE OF BECAUSE WE, WE, UH, THERE WAS A GLARING GAP, UH, IN, IN THAT, WHAT THEY WANTED. AND SO THAT'S BEEN COMING TOGETHER. AND, UH, SO WE STARTED WORKING ON THIS, UH, AGAIN, THE MODEL HERE OF HOW DO WE LINK, UH, AFFORDABLE, UH, SENIOR HOUSING WITH SUPPORTIVE CARE AND SERVICES AND RESOURCES. AND, UH, THIS TURNED INTO RESOLUTION 41, UH, WHICH WE WORKED ON, UH, WITH THE CITY OF AUSTIN. ALL OUR WORK HAS BEEN PRO BONO, UH, BECAUSE, UH, WE WANT TO PROVIDE THE INFORMATION. AND THEN FOR RESOLUTION 89, WE, THE IDC ADVISORY GROUP PROVIDED GUIDANCE, UH, FOR THE REQUEST OF, UH, AUSTIN PUBLIC HEALTH AND PART, AND WE WENT AHEAD AND DID THAT. THERE WAS A, A, A PROCESS THAT, UH, WAS NOT FULLY ENGAGED IN THAT PROCESS. AND SO, UH, THAT'S WHY I'M GLAD THAT WE'RE, WE'RE HERE TONIGHT TO BE ABLE TO AGAIN, UH, UH, CORRECT SOME OF THE INACCURACIES. NEXT SLIDE. NASH HERNANDEZ AT EDWARD REN, SENIOR METROPOLITAN PARK. AND WE'RE ALL FAMILIAR WITH THIS AFTER OUR DISCUSSION. THE KEY HERE IS JUST CO-LOCATING THE SERVICES. THIS IS VERY IMPORTANT. EVERYTHING SHOULD BE IN ONE, IN ONE PLACE. AGAIN, BOTH INSIDE, OUTSIDE, AS WELL AS TRANSITIONAL SPACE TO BRING THESE, THESE GENERATIONS TOGETHER. THIS HAS BEEN IN EVERY REPORT THAT'S COME OUT OF THE CITY, ESPECIALLY, UH, IMAGINE AUSTIN, UH, AS WELL, UH, WITH RESPECT TO DESIGNING, UH, THESE, UH, NEIGHBORHOODS SO THAT THEY CAN BRING PEOPLE TOGETHER, UH, AND WHAT THEY WANT. AND SO THAT'S WHY THIS COMMUNITY OUTREACH HAS BEEN SO IMPORTANT. AND THAT'S GUIDED OUR WORK. IT'S A TALL ORDER, BUT IT'S CRITICAL. SO HERE ARE THE IMPORTANT POINTS JUST TO, UH, UNDERSTAND WHAT, YOU KNOW, A COMMUNITY CENTERED LOCATION SHOULD CONSIST OF. IF, IF ONE IS GONNA REALLY FOLLOW A PHILOSOPHY, AND, UH, THERE IS SHOULD BE HIGHEST QUALITY FOR OUR LOW INCOME, UH, FAMILIES, IF WE WANT THEM TO BE TAKEN CARE OF. AND THE CITY RECOGNIZES THAT. NEXT SLIDE HERE, YOU CAN SEE ALL OF THE IMPORTANT DOMAINS THAT HAVE BEEN COMING TOGETHER TO BRING US WHERE WE'RE AT TODAY. AND IT'S VERY DYNAMIC, AND WE WANT TO CONTINUE TO UPDATE THOSE WHO WANT TO BE INVOLVED, BECAUSE THIS WILL NOT WORK UNLESS WE'RE ALL ALL INVOLVED. AND I'VE SAID THAT FROM, FROM THE START. WE NEED THE SCHOOLS. YES, THEY'RE CHANGING. UM, AND CHANGE IS GOOD, JUST LIKE OLDER ADULTS. THERE'S CHANGING NEEDS FOR ASSISTANCE AND, AND FOR CHILDREN AND FOR WHEN THEY ARE WORKING TOGETHER AND TRYING TO, UH, DEVELOP AND BUILD SELF-ESTEEM AND ENGAGE SOCIALLY SO THAT THEY CAN, UH, YOU [00:50:01] KNOW, IMPROVE THEIR OVERALL HEALTH AND WELLBEING. THAT'S THE OBJECTIVE HERE. AND MOST IMPORTANTLY, IT, UH, ADHERES TO THE AGE-FRIENDLY AUSTIN PLAN, WHICH AUSTIN CITY OF AUSTIN WAS DESIGNATED, UM, AS THE FIRST IMPLEMENTATION PLAN, THE STATE OF TEXAS. AND, UH, THIS IS IMPORTANT FOR US TO, IN TERMS OF DOMAIN EIGHT, DOMAIN TWO, ALL OF THE DOMAINS TO BE ABLE TO HAVE SOMETHING LIKE THIS. IT REALLY FITS VERY SQUARELY INTO THAT. UH, AND I SHOULD ALSO SAY THAT THIS, UH, MODEL HAS, WHAT WE'VE DONE IS, UH, WON THREE, UH, NATIONAL ASSOCIATION FOR, UH, PUBLIC ADMINISTRATION, UM, AWARDS, AS WELL AS A NATIONAL AWARD, UH, FROM THE PEN INVITATIONAL. WE CAN GO ON, UH, JUST BRIEFLY. AND, UH, DR. JE, UH, WE COULD WIND DOWN IN THE NEXT THREE TO FIVE MINUTES. SURE. LET ME, LET ME, UH, GO THROUGH THIS VERY QUICKLY. I WANNA JUST TO PROVIDE SOME DETAIL, BUT NOT TOO MUCH BECAUSE, UH, I'M HAPPY TO ANSWER QUESTIONS. US TO DO THAT. UH, WHEN IS THIS GOING TO OPERATE AND WHY IS IT SO IMPORTANT TO BE ABLE TO HAVE A PLACE WITH THE PAR AND APH? UH, THAT, YOU KNOW, IT WORKS. YOU KNOW, WE NEED TO HAVE CAREGIVERS, UH, TO HAVE AN, A LICENSE ADULT DAY HEALTH CENTER. IT HAS TO BE ALL DAY LONG, UH, FROM STARTING AT SEVEN 30 TO FIVE 30. IT HAS TO HAVE PARTICIPANTS, UH, WHO ARE ABLE TO, UH, BE THERE. AND FOR SENIORS. UH, SOME OF THE CENTERS ARE ONLY OPEN FOR THE MORNING SESSION AND THE CHILDREN, IF THEY'RE THERE ONLY COME IN THE AFTERNOON. THE YOUNGSTERS, THE TODDLERS THAT IS. AND THAT PROGRAM IS VERY IMPORTANT FOR US BASED ON ALL THE RESEARCH. AND AGAIN, IT HAS TO BE, UM, IMPORTANT TO BE ABLE TO HAVE STAFF TO MAKE THAT HAPPEN. AND CENTRAL HEALTH IS GONNA PLAY AN IMPORTANT ROLE ON THAT. NEXT SLIDE. THAT'S HOW IT LOOKS. UM, AND THAT'S JUST A RENDERING, A TEMPLATE, AND THERE'S MUCH MORE INPUT THAT WILL COME FROM, UH, THE CITY ON THAT. AND THEY'VE, THEY'VE WORKED ON IT AS WELL. BUT THAT GIVES YOU AN IDEA OF MAKING SURE THAT, AGAIN, EVERYONE CAN BENEFIT FROM DIFFERENT SPACES, BUT ALSO COME TOGETHER AS ONE. ALL RIGHT, NEXT SLIDE. AND THOSE ARE ALL THE THINGS THAT YOU HAVE TO THINK ABOUT, AND THAT'S JUST SCRATCHING THE SURFACE, BUT SAFETY AND SECURITY IS CRITICAL. YEAH. AND MAKING SURE IT'S ADA APPROVED. NEXT SLIDE. GOVERNANCE STRUCTURE. WHO'S GOING, HOW'S THIS ALL GONNA WORK? UM, AND I WANTED JUST TO LET YOU KNOW THAT THIS IS A SHARED LEADERSHIP PLAN IN TERMS OF OPERATING THIS FACILITY. AND, UH, WE'RE WORKING ON THAT RIGHT NOW IN TERMS OF ALL OF OUR PARTNERS. BUT THE, UH, IDEAL IS, AND WHAT WE'VE, UH, PROPOSED IS FOR ALL OF THEM, UH, TO COME TOGETHER, WHICH WOULD BE OUR AGING PROVIDERS AND OUR CHILDCARE PROVIDERS, UH, FOR THE LEASE AND, AND FOR ALL OF THIS. UH, AND JUST TO BE CLEAR AGAIN, NEXT SLIDE, IN TERMS OF THE BUDGET, UH, WE'RE, THERE'S AN ESTIMATE HERE ABOUT 1.8 FOR THE OPERATIONAL EXPENSES. END UP PART HAS PUT TOGETHER 3.3, UH, FOR THE RENOVATION. UH, THEY HAVE EARMARKED THAT FOR ADMINISTRATION, AND IT'S ABOUT, ROUGHLY SPEAKING, $200 A SQUARE FOOT, UH, THAT NEEDS TO BE RAISED AS WELL. NEXT STOP THERE. THANK YOU SO MUCH. THANK YOU SO MUCH DR. HAN. AND, UH, THANKS AGAIN FOR, UH, COMING BY, UH, SOME VISITS. I WILL GO AROUND THIS TIME IN REVERSE ORDER. WE'LL START WITH OUR REMOTE FOLKS, UH, COMMISSIONER WOODS. UH, ANY THOUGHTS, QUESTIONS, DISCUSSION? IF NOT, I'LL, SORRY, I HAVE NO QUESTIONS AT THIS TIME. THANK YOU. GREAT. UH, COMMISSIONER GARRETT? UH, I DON'T HAVE ANY, I ALSO WANNA, UH, THANK, UM, PROFESSOR AHA. FOR THE PRESENTATION IS GREAT. AND I HAVE NO, A BIT, I HAVE NO FURTHER QUESTIONS. OKAY. VICE CHAIR, POP. I DON'T HAVE ANY MORE QUESTIONS OR, AND IT DOESN'T ONLY HAVE TO BE QUESTIONS, ANY DISCUSSION AS WELL. REMEMBER. UM, AND, UH, COMMISSIONER THOMPSON, I'VE AGREED TO, UH, PASS. SO THANK YOU SO MUCH FOR YOUR QUE PRESENTATION. COMMISSIONER [00:55:01] DELGADO, UM, I DO YOU WANNA THANK, UH, OUR, UH, CITIZENS COMMUNICATION FOR COMING OUT HERE? THANK YOU. VICE OF LOUISTOWN, LADIES, CITIZENS. UM, AND I ALSO WANT TO THANK YOU ALL FOR PRESENTING. UM, I DO, I DID WANNA JUST, I DON'T HAVE ANY QUESTIONS CUZ I'M VERY FAMILIAR NOW. UM, BUT I DO WANT TO, UM, TO EDUCATE THE BOARD, UH, THAT LAST THURSDAY AS, UH, WE HAD OUR LAST CITY COUNCIL MEETING. UM, THIS WAS ON THE CONSENT A AGENDA ITEM 59. I HAVE IT HERE. UM, AND IT WAS PULLED AND IT WAS, UH, AMENDED AND ASKED FROM, UH, CO COUNCIL MEMBER VANESSA FUENTES, UH, TO MAKE SURE TO BRING THIS BACK TO THE COMMUNITY. UH, AND A COMMUNITY ENGAGEMENT, UH, PROCESS HAS TO TAKE PLACE, UH, IN ORDER TO GET ANY TYPE OF, UM, MOVING FORWARD. THEY NEED, THE COMMUNITY NEEDS TO KNOW. UM, THEY'VE ALSO, I'VE ALSO SPOKE IN OPPOSITION, UH, OF THIS PLAN ONLY BECAUSE I, IT, LIKE I SAID, I DID EMBRACE IT, UH, IN THE BEGINNING UNTIL I FOUND OUT THAT THE NEIGHBORHOOD WAS IN OPPOSITION. I DON'T SPEAK FOR MYSELF PERSONALLY, I SPEAK FOR THE ENTIRE COMMUNITY THAT I SERVE IN THIS DEMOGRAPHIC AREA OF OH TWO. AND, UH, WHEN I WENT OUT TO THE COMMUNITY TO EDUCATE THEM ABOUT WHAT WAS BEING BROUGHT TO MY COMMISSION HERE, UH, THEY WERE VERY, VERY CONCERNED ABOUT THE PARTNERS, ESPECIALLY CENTRAL HEALTH, UH, AND THE UNIVERSITY OF TEXAS. AND SO THERE'S BEEN CONCERNED, WE HAVE A LOT OF DISCUSSION. PAR AND THE PARKS BOARD ARE NOT AN APPROVAL OF THIS. THEY'VE ACTUALLY ARE IN OPPOSITION. AND SO WE HAVE MAJOR CONFLICT OF INTERESTS GOING ON HERE, AND WE HAVE MAJOR DISCUSSION THAT NEEDS TO BE BROUGHT BACK TO MY NEIGHBORHOOD. AND THIS IS NOT A PRIORITY, UH, AGENDA ITEM, UH, IN OUR NEIGHBORHOOD RIGHT NOW. THAT'S IT. THANK YOU. THANK YOU. COMMISSIONER DELGADO. COMMISSIONER HASELL, UH, NO, NO QUESTIONS. THANK YOU, COMMISSIONER TOLLIVER. NO QUESTION. AND, UH, DR. ANHILL, UH, DO YOU HAVE ANY, UH, THOUGHTS OR ANY, UH, RESPONSES, UH, TO THE COMMENTARY MADE BY THE COMMISSIONERS? AND THANK YOU, UH, COMMISSIONER, UH, DELGADO, I, I APPRECIATE YOUR COMMENTS. WE HAVE BEEN VERY MINDFUL OF THE COMMUNITY RESPONSE AND WHAT WE UNDERSTOOD FROM PAR WAS THAT THIS BUILDING, THIS NASH, WHICH WAS AGAIN, WE WERE INVITED TO PRESENT OUR, OUR PROPOSAL TO THEM THROUGH A LETTER OF INTENT THAT IT WAS SUPPOSED TO BE FOR THE COMMUNITY BENEFITS, NOT FOR ADMINISTRATIVE BENEFITS. AND THAT'S WHY WE WERE INVITED. THE, UH, MANAGER WAS EXCITED ABOUT THIS AND WE RESPONDED, UH, THROUGH EXTENSIVE OUTREACH. UH, IT MAY BE THE CASE WHERE, YOU KNOW, 7 8, 7 0 2 IS A VERY SPECIAL NEIGHBORHOOD. UH, AUSTIN'S GROWING VERY RAPIDLY AND WE CLEARLY AS THROUGH THIS UPDATED 59 THAT JUST CAME OUT TODAY, IT'S MADE IT VERY CLEAR THAT THERE'LL BE ADDITIONAL, ADDITIONAL, UH, OUTREACH AND BY THE CITY MANAGER'S OFFICE. SO THEY ARE LISTENING TO US TO WHAT THE COMMUNITY WANTS. THIS HAS TO BE ABSOLUTELY RIGHT. SO I JUST WANNA EMPHASIZE ONE LAST POINT. MM-HMM. , AND I'VE SPOKE COUNCIL MEMBER OF AT LENGTH ABOUT THIS. AND SH WE WERE DISCUSSING HOW WE'RE GOING TO HAVE PILOTS PEPPERED THROUGHOUT THE COMMUNITY, THROUGHOUT THE CITY OF AUSTIN. ONCE WE GET ONE OF THE, THE COMPREHENSIVE MODEL AS A, AS THE, THE, THE CORE, UH, MODEL, SORT OF THE IDEAL MODEL OFF THE GROUND. IF, IF THERE WAS FUNDS AVAILABLE, WE COULD HAVE SIMULTANEOUS ONES, BUT THERE'S A LOT OF MOVING PARTS HERE IN THIS, AND WE WANNA BE ABLE TO EVALUATE THE QUALITY OF THE OUTCOMES. MM-HMM. AND ONE CANNOT DO UNLESS YOU ACTUALLY HAVE A BUILDING WITH A PROPER, UH, RE RESOURCES. UH, AND, AND IN TERMS OF WHAT, WHAT THE COMMUNITY WANTS AND IF IT'S CO-LOCATED ADJACENT TO AFFORDABLE SENIOR HOUSING, BECAUSE THAT'S THE WHOLE POINT OF, AGAIN, OPTIMIZING THIS, THIS SPACE IN, IN PUBLIC PLACES. CHAIR, CAN I RESPOND? COMMISSIONER ELTA? I JUST WOULD LIKE TO SHARE THAT. YOU YOU ARE RIGHT. IT WENT INTO NEIGHBORHOOD AGREEMENT. THE NEIGHBORHOOD WENT INTO A NEIGHBORHOOD [01:00:01] AGREEMENT BEFORE YOU ALL BECAME A BOARD. AND WE AGREED THAT PARK FACILITY OWNED THE PROPERTY LIKE THEY OWN IT, PROVIDE 3.3 MILLION TO RENOVATE THAT BUILDING, GIVE SPACE BACK TO THE COMMUNITY AS FAR AS ART PROGRAMMING, COMPUTER PROGRAMMING, COOKING, UM, NEIGHBORHOOD COMMUNITY SPACE FOR CONFERENCE ROOM, A VETERAN'S OFFICE. SO WE'VE ALREADY MADE ALL OF THE RECOMMENDATIONS AND THEY'VE ALREADY BEEN ADOPTED IN THE MASTER PLAN AND IT DOESN'T ALIGN WITH THE SENIOR CENTER ACTIVITY CENTER. AND THAT'S JUST SO YOU KNOW, WE'VE DONE THE WORK AS WELL. AND SO ALL WE'RE ASKING IS THAT WE COME BACK TO THE DRAWING TABLE IN OUR COMMUNITY AND DISCUSS THIS, UM, OUT OF COUNCIL, OUT OF CHAMBERS. AND WE REALLY TRY TO FIGURE OUT IF WE'RE ABLE TO, TO MOVE FORWARD ON THIS PROPOSAL OR NOT. BUT THIS COMMISSION IS NOT HERE TO GIVE LETTERS OF RECOMMENDATION FOR, UM, UH, PROPOSALS THAT HAVE YET TO BE, UH, BROUGHT TO THE COMMUNITY FOR COMMUNITY DISCUSSION. AND THAT'S WHY I, I'M IN, I'M, I'M NOT IN SUPPORT OF THIS. THANK YOU. I APPRECIATE THAT. HOWEVER, THERE'S A MA INACCURACIES IN THAT, UH, POINT. THIS IS A COMMUNITY CENTER THAT IN FACT INCORPORATES MANY OF, MATTER OF FACT, IT SOUNDS LIKE ALL PLUS MORE OF WHAT WE HAVE DISCOVERED. WITH THAT SAID, WE WOULD LOVE FOR YOU TO BECOME PART OF THIS, THIS DISCUSSION AND BE ABLE TO HELP US, UH, MAKE THIS JUST, UH, EVEN BETTER THAN, THAN, UH, WE ENVISION IT TO BE. THANK YOU. THANK YOU. UH, COMMISSIONER W UH, EXCUSE ME. COMMISSIONER THOMPSON, YOU HAD MENTIONED SOMETHING, UH, DID ABOUT MINUTES. I HEARD YOU SAY SOMETHING. IS EVERYTHING OKAY? NO, I JUST WANNA MAKE SURE THAT WE WEREN'T GOING ON AND ON WITH, WITH, WITH THE, I APPRECIATE. GREAT. AND YES, I WAS, I WAS DONE WITH, EXCUSE ME. I THOUGHT WE WERE GONNA WRAP IT UP. MAKE IT MORE, MORE, MORE THAN SAFE. OKAY. I WAS LIKE, THANK YOU WHEN YOU SAID SOMETHING. OKAY. UH, DO YOU I'M NOT SAYING ANYTHING. OH, OKAY. THANK YOU. UM, SO THEN TO BE CLEAR, UH, WHAT I'M SEE WHAT I'M HEARING IS, UH, WE HAVE THE, UH, UH, MRS. RENDON AND BERTA RENDON, UH, WHO ARE THE PRESIDENT AND THE VICE PRESIDENT OF EAST TOWN LAKE. UH, I DON'T BELIEVE THIS COMMISSION HAS HEARD FROM ANYBODY ELSE IN EAST TOWN LAKE. UH, ACTUALLY THERE'S LETTERS IN YOUR BACKUP. EXCUSE ME. THERE'S LETTERS. WE JUST, UH, HAD, UH, UH, AN ITEM ON RULES AND DECORUM. SO, SO, UM, WHAT I'M HEARING IN NOW THREE PRESENTATIONS ON THIS IS THAT THERE'S AN ORGANIZATION, UH, THERE, THERE'S A GROUP, A COLLABORATION LED BY A PROFESSOR OF COLOR AT THE LBJ SCHOOL WHO HAS PULLED TOGETHER 20 COMMUNITY RESOURCES TO PROVIDE A MIXED USE SENIOR CENTER THAT IS INTERGENERATIONAL AND BRINGING TOGETHER A BROAD SET OF SERVICES THAT IS EFFECTIVELY UNLIKE ANYTHING THAT WE HAVE RIGHT NOW IN THE CITY. AND IT'S FOCUSING THOSE IN A PLACE-BASED WAY THAT'S RESIDENTIAL FOR LOW INCOME SENIORS. I'M ALSO HEARING THAT THIS DOESN'T ALIGN WITH A MASTER PLAN, UH, THAT HAS ALSO OSTENSIBLY BEEN IN THE WORKS FOR SOME YEARS. AND MY FEELING IS THAT WHEN SOMETHING GOOD IS GOING ON, YOU HELP IT HAPPEN. UM, AND I'M GETTING A LOT OF FEELINGS OF, WAIT, THIS IS, WE SAID THIS FIRST, WE SAID THIS FIRST. THIS ISN'T EXACTLY WHAT WE WANTED. UH, THIS ISN'T, THIS ISN'T WHAT THE CITY SAID. WHAT I DO KNOW IS THAT COUNCIL, UH, UH, HAD US APPROVED A RESOLUTION LAST WEEK FOR THE CITY MANAGER TO WORK WITH THIS GROUP, UH, AND CONTINUE TO STUDY FEASIBILITY MY UNDER. SO, SO THEN TO ME, IT SEEMS LIKE THIS PROCESS IS JUST MOVING RIGHT ALONG. NOW, IF I HAD MY DRUTHERS, THIS COMMISSION, UH, WOULD, WOULD, WOULD SUPPORT AN INITIATIVE LIKE THIS AND WOULD BE ABLE TO SAY, WOW, THIS IS SOMETHING MEANINGFUL. UH, THIS IS THE KIND OF PROJECT WE LIKE TO SEE. UH, AND, AND WE WOULD LOVE TO ENDORSE THIS KIND OF PROJECT, ESPECIALLY IN AREAS WHERE THERE ARE HIGH CONCENTRATIONS OF SENIORS. AND IF THERE ARE DISAGREEMENTS ABOUT WHO SHOULD BE ALLOWED TO DO IT, WHEN THEY SHOULD BE ALLOWED TO DO IT, WHICH CITY DEPARTMENT SHOULD OR SHOULDN'T BE ALLOWED TO DO IT. I THINK LET THE LAWYERS FIGURE IT OUT. LET COUNCIL, LET, LET THE CITY MANAGER'S OFFICE FIGURE THAT OUT. THE QUESTION, I THINK, FOR OUR COMMISSION SHOULD BE, DO WE ENDORSE THIS KIND OF [01:05:01] PROJECT OR NOT? AND SO DO WE HAVE A MOTION ON THE FLOOR OR, WELL, UH, BEFORE WE DO THAT, UH, UM, I WANNA JUST GO AROUND AND MAKE SURE WE DON'T HAVE ANY OTHER COMMENTS OR QUESTIONS FROM COMMISSIONERS. THEN, UH, DR. ANHILL QUESTIONS FOR STAFF? I HAVE A QUESTION FOR STAFF. MM-HMM. , UM, JESSE, OR, UM, LET, I SEE LETICIA BROWN HERE. ANY OF YOU ALL? IS THERE A CONFLICT OF INTEREST IF OUR CHAIR SERVES ON THE CENTRAL BOARD AS ALSO A BOARD MEMBER TO TAKE A VOTE TODAY ON THIS ACTION ITEM THAT'S BEING PRESENTED HERE? CENTRAL HEALTH IS A PARTNER TO THIS PROPOSAL, AND THEY'VE PROVIDED A LETTER IN THE BACKUP QUESTION FOR STAFF. THANK YOU FOR YOUR QUESTION, COMMISSIONER. UM, I DON'T BELIEVE THAT H HOUSING AND PLANNING DEVELOPMENT STAFF SHOULD RESPOND TO THAT. I BELIEVE THAT THAT IS A QUESTION PROBABLY FOR THE CLERK'S OFFICE. MORE, MOST APPROPRIATE. THANK YOU. I THINK THAT THE QUESTION NEEDS TO BE CLARIFIED BEFORE VOTE IS MADE, BECAUSE THE CHAIR, UH, MEET WANNI SERVES ON THE CENTRAL HEALTH BOARD, AND I THINK IT'S A CONFLICT OF INTEREST FOR HIM TO TAKE ACTION ON THIS ITEM TODAY. SO I ASKED FOR A POSTPONEMENT, PLEASE NOTED. UH, I WOULD PREFER TO NOT HAVE TO ADDRESS THIS, BUT SINCE IT HAS BEEN DIRECTED AT ME, I THINK IT'S IMPORTANT TO DO SO. SERVING ON THE CENTRAL HEALTH BOARD IS SERVING ON THE TRAVIS COUNTY HEALTHCARE DISTRICT'S BOARD, WHICH WAS THE RESULT OF A DUAL, UH, OF A CITY COUNTY APPOINTMENT. UH, IT IS AN UNPAID POSITION, AND IT IS A GOVERNMENT ROLE, JUST AS IF I WERE TO BE SERVING ON ANOTHER BOARD OR COMMISSION HERE FOR THE CITY. UH, I DON'T UNDER QUITE UNDERSTAND HOW THERE'S A CONFLICT OF INTEREST, UH, FOR AN UNPAID POSITION AS A BOARD MEMBER FOR A COUNTY, UH, WIDE HEALTHCARE DISTRICT, UH, WHICH IS CLEARLY NOT PERFOR FOR PROFIT AND USING TAXPAYER DOLLARS. SO, UNLESS ANYBODY ELSE HERE, UH, UH, HAS A STRONG FEELING ABOUT, I DON'T, I, I CERTAINLY DON'T. WELL, COMMISSIONER DELGADO, I ALSO WANT TO CLARIFY THAT CENTRAL HEALTH IS CURRENTLY UNDER INVESTIGATION BY THE TRAVIS COUNTY COMMISSIONER'S COURT DUE TO ITS MANAGEMENT FUNDING AND ALL KINDS OF OTHER THINGS. I DON'T FEEL THAT COMMISSION DELGADO, THE, WE'RE NOT, WE'RE NOT POSTED FOR. THIS IS AN ITEM THAT'S POSTED FOR ACTION, AND I FEEL THAT YOU SHOULD ABSTAIN. THANK YOU, COMMISSIONER DELGADO. UH, WHAT YOU'RE SAYING IS NOT CLEAR. IT'S NOT TRUE. UH, AND, UH, CENTRAL HEALTH IS NOT UNDER INVESTIGATION, UH, BY THE TRA, BY THE, UH, TRAVIS COUNTY COMMISSIONER'S COURT. IN FACT, THE COMMISSIONER'S COURT VOTED TO APPROVE, UH, CENTRAL HEALTH'S BUDGET, UH, JUST, UH, RECENTLY AND RECENTLY, AND WE HAVE A WORK GROUP SESSION COMING UP WITH THEM. BELIEVE I'LL PROVIDE THE BACKUP FOR THAT. THANK YOU. OKAY. THAT BEING SAID, UM, DO WE HAVE ANY OTHER COMMENTS OR QUESTIONS FROM THE OTHER COMMISSIONERS? AND DR. AGHI IS THE ASK EFFECTIVELY A LETTER OF SUPPORT, UH, FOR THIS PROJECT, EVEN THOUGH IT'S ALREADY BEEN VOTED ON BY COUNSEL. THAT'S OKAY. DO WE HAVE A MOTION ON THE FLOOR FROM ANY OF THE COMMISSIONERS? I WILL PUT A MOTION ON THE FLOOR, UH, TO RESOLVE THAT WE SUPPORT THIS KIND OF INTERGENERATIONAL ACTIVITY THAT IS BRINGING TOGETHER A WIDE VARIETY OF COMMUNITY PARTNERS, UH, TO LEVERAGE PRIVATE NONPROFIT DOLLARS AND FUNDRAISE FOR RENOVATION OF A SITE THAT HAS BEEN UNUSED FOR YEARS TO DATE WHEN THERE IS NO OTHER ACTIVE PLAN THAT IS IN ENGAGEMENT RIGHT NOW. UH, ESPECIALLY CLOSE TO A HIGHER CONCENTRATION OF WHERE LOW INCOME SENIORS ARE LIVING. DO WE HAVE A SECOND? WE TELL ME A SECOND. WE HAVE A SECOND FROM COMMISSIONER GARRETT. ANY DISCUSSION? I HAVE A QUESTION. QUESTION FROM COMMISSIONER DELGADO STAFF. IS OUR CHAIR ABLE TO MAKE A MOTION ON THIS ACTION ITEM THAT'S NOT EVEN IN HIS NEIGHBORHOOD OR SERVING DISTRICT? YEAH, HE'S THE CHAIR OF THIS COMMISSION, SO HE CAN TOTALLY [01:10:01] DO THAT. YEAH. TO BE CLEAR, UH, I AM IN THAT DISTRICT, UH, AND I'M THE APPOINTEE OF THE DISTRICT COUNCIL MEMBER. YOU ARE NOT IN MY NEIGHBORHOOD. JUST CLARIFICATION. THANK YOU. UM, CHAIR? YES. COMMISSIONER, POP, VICE CHAIR. DO YOU HAVE A QUESTION ABOUT WHETHER THE CHAIR CAN MAKE? THANK YOU. MY UNDERSTANDING IS THAT IN, IN GROUPS OF, UH, 12 AND UNDER A CHAIR CAN MAKE A MOTION, JESSE, I CAN DOUBLE CHECK. AND, UH, SO WE COULD, UH, EITHER WAIT FOR YOU TO DOUBLE CHECK OR WE MAY, WE COULD, UH, SWITCH IT AROUND IF WE HAVE A SECOND FROM COMMISSIONER GARRETT. IF COMMISSIONER GARRETT MIGHT LIKE TO SUGGEST THAT MOTION AND I COULD SECOND MAYBE THAT COULD BE MADE EASIER. CHAIR COMMISSIONER DELGADO STAFF. UH, DO WE HAVE A COMMISSION OF 12 OR DO WE HAVE A COMMISSION OF 13? CURRENTLY, THE, THERE ARE TWO, I THINK OP THREE, TWO OR THREE OPEN SEATS. UM, THE COMMISSION SHOULD BE 15 TOTAL. UH, RIGHT NOW YOU HAVE TWO, FOUR. WHAT DO WE HAVE? 12? YEAH. 12. 12 COMMISSIONERS. EIGHT HERE TONIGHT. UH, EITHER WAY I WOULD ASK COMMISSIONER GARRETT IF SHE'S AMENABLE TO THE OTHER SOLUTION, SO WE COULD AVOID HAVING TO GOOGLE THINGS. AND IF NOT, WE CAN GOOGLE SOME THINGS. I'M HAPPY TO, UH, MAKE THE MOTION, UM, TO APPROVE A LETTER OF SUPPORT OR, UM, THIS PROJECT. OKAY. UH, SO WE HAVE A MOTION FROM COMMISSIONER GARRETT. WE HAVE A SECOND FROM MYSELF. UH, ANY DISCUSSION? ALL IN FAVOR, PLEASE SAY AYE. AYE. AYE. WE HAVE COMMISSIONER HASSO, AS IN AYE. MYSELF. WE HAVE COMMISSIONER, UH, VICE CHAIR POP COMMISSIONER WOODS AND COMMISSIONER GARRETT. 1, 2, 3, 4, 5. UH, ALL UH, OPPOSED. PLEASE, UH, SAY NAY OR RAISE YOUR HANDS. NAY. WE HAVE A NAY FROM COMMISSIONER DELGADO AND NAY FROM COMMISSIONER TOLLIVER. AND, UH, ANY ABSTAINING? AYE. WE HAVE A, UH, AN AB AN ABSTENTION FROM COMMISSIONER THOMPSON. SO THE, UH, THE RESOLUTION PASSES. THANK YOU ALL, OR THE, UH, RECOMMENDATION PASSES. THANK YOU. THANK YOU VERY MUCH. THANK YOU DR. ENGEL. WE WILL MOVE ON [4. Presentation on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health)] TO THE NEXT ITEM NUMBER FOUR, A PRESENTATION ON THE COMMUNITY SERVICES BLOCK GRANT, C S B G WITH ANG. AND WE'RE ALWAYS HAPPY TO SEE THE MANAGER OF THE NEIGHBORHOOD SERVICES UNIT OF AUSTIN PUBLIC HEALTH. HEY EVERYONE. HEY, HOLIDAY. ALL RIGHT. UH, LET'S GET STARTED HERE. I THINK THE, UH, BACKUP SHOULD SERVICE TO IMPROVE THE LIFE AND HEALTH OF PEOPLE EXPERIENCING POVERTY, PROVIDING HEALTH AND SOCIAL SERVICES, SUPPORT SERVICES TO THE CITY, SIX NEIGHBORHOOD CENTERS AND THE THREE OUTREACH SITES. WE HAVE OUR BUDGET THERE. WE'VE EXPANDED 60% OF OUR 2022 BUDGET. WE'RE GONNA ASK FOR AN EXTENSION, FULLY EXPEND THE FUNDS BY, UH, MARCH 31ST, MARCH 30TH. I HAVEN'T REPORTED A COUPLE MONTHS TO YOU. OH, ANHILL. UH, I NEED TO, UH, PAUSE YOU FOR A SECOND. IT APPEARS WE'VE LOST QUORUM. I THINK, UH, UH, ONE OF THE COMMISSIONERS HAS JUST DEPARTED. SO LET'S DOUBLE CHECK THAT WITH JESSE. YEAH, I BELIEVE THAT IF WE LOST ONE, WE, ONE, TWO, WE DON'T HAVE ONE, THREE BECAUSE WE HAVE THREE. 1, 2, 3, 3, 3 ONLINE, WHICH, FOUR? FOUR. AND THEN WE HAVE THREE ONLINE. IS THAT RIGHT? YEAH, THAT'S SEVEN. SO WE, WE, WE LOSE QUORUM. YEAH. UM, IT DOES APPEAR THAT SHE MAY HAVE FORGOTTEN HER SOUND LIKE SHE'S LEAVING. OH. UH, IF WE COULD JUST, [01:15:19] YEAH. WITH COMMISSIONER DELGADO LEAVING, WE LOSE QUORUM. THANK YOU, JESSE. UH, UNFORTUNATELY, UH, I'M SORRY AGAIN TO DISHONOR EVERYONE'S TIME WHO'S COME OUT HERE TO SERVE. UH, BUT WE WILL LOSE QUORUM, AND THAT MEANS THAT WE ARE NO LONGER ABLE TO CONTINUE MEETING, UM, UH, EVEN WITH NON-ACTION RELATED ITEMS, IF I'M CORRECT. IS THAT RIGHT, JESSE? THAT'S CORRECT. SO ON THAT UNFORTUNATE NOTE, UH, I OBVIOUSLY, I DON'T NEED TO CALL, I DON'T NEED TO ADJOURN THIS MEETING SINCE WE'VE LOST QUORUM AND THAT EFFECTIVELY ADJOURNED IT. UM, BUT I WISH EVERYBODY A LOVING AND PEACEFUL HOLIDAY TIME AND A VERY, VERY POSITIVE ENTRY INTO THE NEW YEAR. IT'S BEEN A REALLY TOUGH FEW YEARS, UH, AND, UH, LET'S JUST HOPE, UH, THAT WE CAN MAKE SOMETHING MUCH MORE POSITIVE THAN WE'VE SEEN IN, IN THE LAST FEW YEARS IN THIS NEXT ONE. SO THANK YOU ALL FOR YOUR SERVICE. UH, IT'S MEANT A LOT TO ME THAT EVERYONE SHOWS UP, UH, AND DOES THE WORK. THANK YOU. IS DEAD. AND SHOW ME. * This transcript was created by voice-to-text technology.
