AND THAT IS THE END OF THE CONSENT AGENDA.
SO, UH, COMMISSIONERS, ANY, UM, ANYBODY YOU WANNA SPEAK ON ANY OF THE ITEMS THAT WE HAVE BEFORE WE, UH, VOTE ON THIS CONSENT AGENDA? UH, COMMISSIONER AZAR? SURE.
I JUST WANNA CONFIRM, I NOTE THAT THAT IS INDEED WHAT, UM, COMMISSIONER FLORES HAD READ OUT, BUT ITEM 14 IS POSTPONED TO JANUARY 10TH, CORRECT? UH, YES, THAT'S RIGHT.
I'LL READ THAT INTO THE RECORD WHEN I REPEAT IT.
YES, I, I I JUST KIND LIKE TO COMMENT THAT, UM, ON THE 1304 NOSIS, I THINK THAT'S 19.
UH, I'M GONNA ABSTAIN JUST BECAUSE I HAVEN'T HAD A CHANCE TO TALK TO THE APPLICANT.
I WAS, I DIDN'T SEE ANY CONTACT INFORMATION, WASN'T ABLE TO FIND ANY.
UM, AND I'M, I'M, I'M NOT COMFORTABLE WITH STAFF DEFAULTING TO A, A NEIGHBORHOOD PLAN THAT'S, YOU KNOW, OVER A DECADE OLD.
UM, AND, YOU KNOW, AFTER WE'VE ALREADY COME UP WITH A PLAN OF PUTTING AN ORANGE LINE TWO BLOCKS AWAY FROM THIS PROPERTY, YOU KNOW, WHERE CITY COUNCIL HAS APPROVED TODD ZONING IN PLACES THAT'S, YOU KNOW, MUCH HIGHER THAN 60 FEET, 85 OR 90 FEET IN DIFFERENT PARTS OF THE CITY.
AND, AND I THINK THAT COUNCIL WOULD PROBABLY, YOU KNOW, SUPPORT HIGHER ZONING HERE.
UM, AND, AND SO WITHOUT TALKING TO THE APPLICANT, UH, AND UNDERSTANDING EXACTLY WHAT THEIR PLANS ARE, I'M NOT COMFORTABLE VOTING FOR A LIMIT OF 60 FEET, BUT I'M HAPPY TO LEAVE IT ON CONSENT.
UH, I DON'T STAFF IS ANY COMMENTS NOT REQUIRED, BUT ANY ANYBODY WANTS SPEAK TO THAT? OKAY.
ANY, UH, COMMISSIONER ZA? SORRY, I DO HAVE A QUESTION FOR STAFF ON THAT.
DID THE APPLICANT REQUEST 60 FEET OR DID THE APPLICANT REQUEST SOMETHING, UM, IN ADVA IN ADDITION TO 60 FEET?
[00:10:01]
UH, WITH REGARD 19, UH, 19, UH, MY NAME IS WENDY RHODES WITH THE HOUSING AND PLANNING DEPARTMENT.THE APPLICANT ORIGINALLY JUST APPLIED FOR DMU ZONING.
UH, THE, THE STAFF RECOMMENDED THE 60 FEET IN CONFORMANCE WITH THE DOWNTOWN AUSTIN PLAN AND THE APPLICANT, UM, DID ACCEPT THAT CONDITIONAL OVERLAY.
THANK YOU CHAIR AND THANK YOU.
UH, I WILL JUST COMMENT ON ITEM, UH, 26.
UM, I, IF I CAN GET SUPPORT FOR THIS, WHEN WE DO FUTURE AGENDA ITEMS, JUST AS A PLACEHOLDER, I'D LIKE TO GO AHEAD AND, UM, UH, PROPOSE THAT WE, UH, RE DISCUSS, UH, FORMING A WORKING GROUP ON THE, UH, PALM DISTRICT PLAN.
JUST, UH, BUT WE CAN DISCUSS THAT MORE IN OUR NEXT MEETING.
I JUST WANTED TO HAVE THAT OPPORTUNITY, UH, TO PUT IT ON THE AGENDA IN CASE THAT'S SOMETHING WE WANNA DO.
UH, AND I ALREADY SEE A SECOND FROM COMMISSIONER ZA, SO, UM, WE'LL MOVE ON THAT.
WELL WITH THAT, ANY OTHER DISCUSSION BEFORE I DO A NE THE NEXT READING, FINAL READING OF THE CONSENT AGENDA? OKAY.
[Consent Agenda]
ALL RIGHT.UH, WE HAVE ITEM ONE WITH YOU.
THIS IS THE APPROVAL OF MINUTES FROM NOVEMBER 15TH, 2022.
TWO IS, UM, PLAN AMENDMENT STAFF POSTPONE TO JANUARY 10TH.
PLAN AMENDMENT STAFF POSTPONEMENT TO FEBRUARY 14TH.
PC POSTPONEMENT TO JANUARY 10TH.
REZONING PC POSTPONEMENT TO JANUARY 10TH.
REZONING STAFF INDEFINITE POSTPONEMENT.
PLAN AMENDMENT CONSENT, UH, THIS IS N P A ONLY.
ITEM EIGHT REZONING WITHDRAWN BY APPLICANT.
REZONING PC POSTPONEMENT TO JANUARY 24TH.
10 REZONING STAFF POSTPONEMENT TO FEBRUARY 14TH.
UH, ITEM 11, REZONING, UH, IS ON CONSENT.
REZONING PC POSTPONEMENT JANUARY 10TH, 13.
REZONING, IT'S, UH, PC POSTPONEMENT TILL JANUARY 10TH.
REZONING STAFF INDEFINITE POSTPONEMENT.
REZONING PC POSTPONEMENT TO JANUARY 10TH, 18.
REZONING STAFF INDEFINITE POSTPONEMENT.
AND AS NOTED, UH, COMMISSIONER THOMPSON IS ABSTAINING FROM THAT ITEM.
UH, ITEM 20 REZONING STAFF POSTPONEMENT TO JANUARY 24TH.
ITEM 21, REZONING STAFF POSTPONEMENT TO JANUARY 24TH.
ITEM 22, REZONING STAFF POSTPONEMENT JANUARY 10TH.
THIS WILL BE HEARD IN TANDEM, UH, WITH THE P A 23 SITE PLAN.
PC POSTPONEMENT TO JANUARY 24TH, 24.
ITEM 25 RE SUBDIVISION APPROVAL WITH CONDITIONS, UH, FOUND IN, UM, EXHIBIT C.
UH, ITEM 26, IMAGINE AUSTIN AMENDMENT PC POSTPONEMENT TO JANUARY 10TH.
SO, UM, DO I HAVE A MOTION TO CLOSE A PUBLIC HEARING AND APPROVE CONSENT AGENDA? UH, COMMISSIONER AZAR, SECONDED BY COMMISSIONER HOWARD, LET'S GO AND TAKE A VOTE.
SO THAT'S NINE ZERO, UH, ZERO.
[FUTURE AGENDA ITEMS]
ALL RIGHT.UH, LET'S GO AHEAD AND MOVE TO FUTURE AGENDA ITEMS. I THINK I, AS I HAD MENTIONED, I'D LIKE TO, UM, CONSIDER, UM, FORMULA WORKING GROUP FOR THE ITEM, THE PALM DISTRICT PLAN.
UH, I THINK I HAD A SECOND FROM COMMISSIONER AZAR.
SO WE'LL GO AHEAD AND PUT THAT ON THE AGENDA FOR OUR JANUARY 10TH MEETING.
UH, BUT JUST KNOW, UH, WE HAVE THE OPTION TO GO AHEAD AND, UM, DISCUSS AND, AND, UH, YOU KNOW, DISCUSS THAT ONE AND, AND PASS IT.
JUST WANTED TO GIVE IT OURSELVES THE OPTION.
AND I THINK, IF I'M NOT MISTAKEN, UH, MR. RIVERA COUNSEL IS GONNA TAKE UP THAT ITEM LATER IN FEBRUARY.
IS THAT CORRECT? CHAIR COMMISSION LEAVE ON ANNE VERA? THAT IS CORRECT.
ANY OTHER FUTURE AGENDA ITEMS? UH, COMMISSIONER SHAKE?
[00:15:04]
SO I KNOW I MENTIONED IT BEFORE, UM, BUT WE HAD MET WITH AIA ABOUT, UM, JUST HOUSING IDEAS AND JUST WANTED TO TAKE THE OPPORTUNITY TO BE ABLE TO KIND OF, UM, UPLOAD TO EVERYBODY WHAT WAS DISCUSSED.UM, AND THEN JUST KIND OF GO FROM THERE.
UM, I KNOW WE HAD PUT IT ON A FUTURE AGENDA ITEM, THIS, YOU KNOW, BUT WE HADN'T PICKED A DATE YET.
UM, AND IF WE'RE GONNA GET THERE TIME WHEN IT'S NOT AS BUSY AS IT WAS, UM, WHEN IT WAS IN THE FALL, THEN MAYBE WE CAN SCHEDULE IT.
SO IS THIS TIED TO, UM, THE HOUSING WORKING GROUP? IT IS TIED TO THE HOUSING WORKING GROUP.
SO FUTURE AGENDA ITEM IS TO HAVE A PRESENTATION ON YOUR FINDINGS? YES.
FROM OUR MEETING WITH, UH, AIA, THEY, THEY KIND OF HAD A NICE LIST AND WE HAD GOOD DISCUSSION WITH OUR WORKING GROUP.
UH, AND DO WE HAVE A SECOND FOR THAT? PUT THAT ON THE, UH, OKAY.
ANY OTHER FUTURE AGENDA ITEMS?
[BOARDS, COMMITTEES & WORKING GROUPS UPDATES]
OKAY.UH, WELL, NEXT STEP ACCORDING TO MY AGENDA HERE, IS TO GO THROUGH OUR BOARD'S COMMITTEES, WORKING GROUP UPDATES, UH, CODES, NOR IS JOINT COMMITTEE VICE CHAIR.
YOU WANT TO GIVE US A QUICK UPDATE THERE? YES, WE'RE MEETING TOMORROW.
UH, CONFERENCE PLAN, JOINT COMMITTEE, ANY ACTIVITY? NO, WE HAVE NOT MET.
UM, WE DON'T HAVE COMMISSIONER SCHNEIDER HERE, SO WE'LL GO AHEAD AND MOVE ON.
SMALL AREA PLANNING JOINT COMMITTEE.
WE WERE SUPPOSED TO HAVE A MEETING THIS MONTH, BUT, UM, IT WAS MOSTLY QUESTIONS TO STAFF AND UPDATE FROM STAFF.
SO INSTEAD OF HAVING A MEETING, UM, I HAD STAFF GENERATE A MEMORANDUM FOR EVERYBODY THAT KIND OF WENT THROUGH OUR QUESTIONS.
SO THIS, OUR NEXT MEETING, UH, THERE'LL BE MORE STUFF TO DISCUSS, UH, WITH, WITH THE INFORMATION THAT THEY PROVIDED TO US.
UM, ANYTHING ON SOUTH CENTRAL WATERFRONT ADVISORY BOARD? COMMISSIONER THOMPSON? WE, WE DID, WE MET LAST NIGHT, ACTUALLY.
UM, WE HAD A, AN UPDATE FROM STAFF JUST ON THE PROCESS, UH, AND A, A BRIEF UPDATE ON TWO PROJECTS THAT ARE GOING THROUGH BASICALLY THE, THE FIRESTONE PUD AND A PUD WHERE THE, UH, THE TEXAS DEPARTMENT OF TRANSPORTATION WAS BOTH THERE ON RIVERSIDE.
UM, AND, UH, JUST SORT OF THE PROMISE THAT THEY WOULD WORK CLOSELY WITH THE, UM, EMERGING PROJECTS WORKING GROUP.
UH, DESIGN GUIDELINES, UPDATE, UM, ANYTHING VICE SHARE ON NET WORKING GROUP? YEAH, SO, UM, I HAVEN'T DONE A GREAT JOB IN THE PAST OF EXPLAINING WHAT'S HAPPENING WITH THIS GROUP.
UM, IT'S FAIRLY LARGE GROUP AND I'M ON ONE OF THE SUBWORK GROUPS.
SO THERE'S A BUILDING ADVISORY GROUP, INFRASTRUCTURE ADVISORY GROUP, PUBLIC SPACES ADVISORY GROUP, WHICH IS THE ONE THAT I'M ON A STREET SCAPE ADVISORY GROUP AND THE URBAN STRUCTURE ADVISORY GROUP.
AND, UM, SO, UH, THE PUBLIC SPACES ADVISORY GROUP, WE'VE MET TWO TIMES NOW, AND WE'RE GOING THROUGH THE DRAFT URBAN DESIGN GUIDELINES, UH, CHAPTER BY CHAPTER AS RELATED TO OUR TOPIC AND SUGGESTING, UH, EDITS AND, AND ADDITIONS AND DELETIONS.
SO, UM, IF THE PUBLIC'S INTERESTED, YOU CAN GO TO WWW.SPEAKUPAUSTIN.ORG/URBAN DASHES, DESIGN DASH GUIDELINES, OR JUST SEARCH, SPEAK UP AUSTIN URBAN DESIGN GUIDELINES, AND YOU'LL FIND A LANDING PAGE THERE WITH LOTS OF INFORMATION AND A WAY TO PROVIDE YOUR INPUT.
SO JUST FOR CLARIFICATION, WE HAVE, UH, YOURSELF AND, UH, COMMISSIONER COHEN THAT ARE MAKE UP THAT WORKING GROUP, BUT IS IT ACTUALLY THAT I'M TRYING, DO WE ACTUALLY NEED THAT WORKING GROUP YOU'RE PARTICIPATING ON, I GUESS OTHER GROUPS? I'M JUST WONDERING IF, UH, WHAT THE PURPOSE IS, UH, AND MAY WE ALREADY DISCUSSED THIS? IS THERE DO ANY CLARIFICATION ON THAT? ARE YOU ALL GOING TO, I GUESS, BRING BACK, UM, JUST FROM YOUR WORK THERE GONNA BRING BACK, UH, RECOMMENDATIONS TO THE PC? IS THAT KIND OF THE IDEA? I THINK THE PROCESSES, ALL OF THE, THE RECOMMENDATIONS THAT ARE BEING MADE BY THESE VARIOUS SUBGROUPS WILL BE WRAPPED INTO A DRAFT.
AND, UM, I CAN'T SPEAK FOR SURE ON ITS PATHWAY TO APPROVAL, BUT, UM, THIS IS ULTIMATELY A DOCUMENT THAT THE DESIGN COMMISSION USED
[00:20:01]
TO REVIEW PROJECTS.UM, SO I DON'T KNOW IF I ANSWERED YOUR QUESTION, BUT YEAH.
I, WELL, WE'LL LEAVE THE WORKING GROUP IN PLACE.
I'M JUST WONDERING WHAT THE, IT'S A LITTLE DIFFERENT THAN WHAT YOU GUYS ARE ACTUALLY WORKING UNDER DIFFERENT GROUPS THAT ARE UNDER THE DESIGN COMMISSION.
I JUST WAS WONDERING HOW IT RELATES TO THIS WORKING GROUP.
BUT, UM, WE DON'T NEED TO DO ANYTHING CURRENTLY.
UH, JUST JUST A QUESTION AHEAD.
UM, HOUSING WORKING GROUP, UM, COMMISSIONER SHADE, DID YOU WANNA SAY ANYTHING ANY MORE TO THAT BESIDES WHAT, UM, YOUR FUTURE AGENDA ITEM? NO, I THINK, I THINK ALL WE WERE ABLE TO DO, I MEAN, CONSIDERING WE WERE WORKING WITH COMPATIBILITY AND COMMERCIAL AND ALL THAT STUFF, SO THAT KIND OF ATE UP OUR TIME, BUT WE WERE ABLE TO SQUEEZE IN THAT MEETING WITH THE AIA.
SO, UM, I THINK THAT'LL BE KIND OF A START.
UM, I HAVEN'T HAD ANY MORE DISCUSSIONS WITH, UM, LIKE THE BUILDING COMMUNITY OR OTHERS YET, BUT I FIGURED, UH, YOU KNOW, JUST OUT OF RESPECT FOR THE AIA THEM TAKING THEIR TIME WORKING WITH US, UM, WE SHOULD BE ABLE TO, WE SHOULD GIVE YOU AN UPDATE AND THEN WE CAN FIGURE OUT NEXT STEPS AFTER THAT.
UM, ANYTHING ELSE? COMMISSIONER AZAR? I MIGHT HAVE A MOMENT OF PERSONAL PRIVILEGE.
I, HE JUST WANTED TO, UM, YOU KNOW, MR. J RUSTEN, OUR CHIEF ZONING OFFICER, WILL BE RETIRING AT THE END OF THIS MONTH AFTER YEARS OF SERVICE AT THE CITY IN SO MANY DIFFERENT ROLES.
AND I THINK ALL OF US HAVE WORKED WITH HIM IN, OR THEIR CAPACITY AS PLANNING COMMISSIONERS, BUT I KNOW HIS ROLE EXTENDS WAY BEYOND THAT, EVEN AS INTERIM DIRECTOR WHILE WE WERE WORKING ON THE L D C DIVISION BEYOND.
SO ALL THAT TO SAY, I JUST WANNA THANK MR. ROVAN FOR HIS YEARS OF SERVICE, FOR HIS COMMITMENT TO THE WORK THAT THE CITY DOES, AND FOR JUST BEING AN AMAZING STAFF MEMBER AND JUST BEING A RESOURCE FOR US OVER THESE YEARS.
I KNOW I HAVE BENEFITED FROM HAVING HIM AS A STAFF MEMBER AT THE CITY.
THERE IS NO DOUBT THAT HE WILL BE MISSED.
AND OF COURSE, WE WISH HIM THE BEST AS HE MOST FORWARD, BUT I JUST WANTED TO ACKNOWLEDGE, UM, THE WORK THAT HE HAS DONE.
THANK YOU FOR THAT ACKNOWLEDGEMENT.
UM, I WILL, UH, JUST SAY, UH, YOU KNOW, I KNOW WE'RE GONNA OFFER SOME TIME IN FEBRUARY TO KIND OF RECOGNIZE THOSE OF YOU THAT'LL BE LEAVING THE COMMISSION.
UM, IT'S
BUT, UH, WE'LL SAVE THAT, UH, FOR THE NEXT, UH, MEETING IN FEBRUARY.
BUT JUST WANTED TO SAY WE WILL DO THAT BECAUSE, UH, WE GOT, WE'RE GONNA HAVE SOME NEW FOLKS COMING ON AND, UH, WHICH IS EXCITING AND, UH, AND WE'LL HAVE NEW CHALLENGES.
BUT JUST WANNA BOY RECOGNIZE FOLKS THAT YOU, THAT HAVE BEEN HERE, UH, WILL DO THAT IN EARNEST IN A FEBRUARY MEETING.
ANYTHING ELSE BEFORE WE MOVE TO ADJOURNMENT? ALL RIGHT.
IF THERE'S NO OPPOSITION, I'LL GO AHEAD AND, UH, ADJOURN THIS MEETING AT THE PLANNING COMMISSION AT, UH, 5 34.
