[00:00:02]
DO WE HAVE ANY PUBLIC SPEAKERS? NO.
IT HELPS TO HAVE A FOOTBALL GAME TONIGHT, I GUESS ON THAT.
[1. Approve the minutes of the Electric Utility Commission Regular meeting on November 14, 2022. ]
THIS, WHAT ABOUT APPROVAL FOR THE MINUTES? LAST MEETING WAS NOVEMBER 14TH.DO I HAVE A MOTION? UM, I, ONE SLIGHT CHANGE I WOULD SUGGEST IS, UM, ON PAGE THREE IT SAYS, UH, THE COMMISSION DISCUSSED AND DEBATED THE PROPOSED BASE RATE CHANGES AND APPROVED TWO RECOMMENDATIONS IN THE CENTER.
DO WE WANT TO MAKE IT CLEAR THAT ONE OF THEM WAS UNANIMOUS AND THE OTHER WAS A SPLIT VOTE JUST IN THE INTEREST OF POSTERITY? OR DOES DOES IT NOT MATTER? I'M LOOKING AT PAGE THREE OF THE NOTES OF, UH, FROM, UM, FROM THE NOVEMBER MEETING.
I, I'M FINE WITH MODIFYING IT TO REFLECT REALITY.
JUST, YEAH, IF WE COULD JUST MODIFY THAT.
UM, AND I ACTUALLY DON'T KNOW WHICH IS WHICH, BUT TO MAKE IT CLEAR THAT ONE OF THEM WAS UNANIMOUS AND THE OTHER WAS, I BELIEVE IT WAS A SIX TO THREE VOTE, BUT HOPEFULLY SOMEBODY TOOK NOTES.
AND I CAN'T REMEMBER WHICH IS ONE AND ONE TWO, BUT I ASSUME YOU'LL JUST SO WE CAN MAKE THAT CHANGE, JUST, YOU KNOW, SO THAT IT'S OKAY WITH THE CHANGE.
UH, I WAS GONNA MAKE A, A REQUEST ALSO ON THE MINUTES TO SURE.
AND, AND THAT IS, UH, READING THE, COMING ON AS A NEW COMMISSIONER.
UH, I CAN GO BACK AND LOOK AT THE OLD MINUTES.
COULD WE SIMPLY, UH, UH, INCLUDE THOSE ITEMS, REFERENCED ITEMS AS AN ATTACHMENT? CAUSE O OTHERWISE IT, IT'S DIFFICULT.
I THOUGHT THAT THOSE WERE IN HERE ON PAGE THREE AND FOUR, AT LEAST ON PACKAGE.
MAYBE THEY'RE HYPERLINK WHAT THEY WERE YOU WANNA SPEAK UP? MIKE'S NOT WORKING.
THEY WERE INCLUDED AS HYPERLINKS SINCE THEY'RE ALL ONLINE.
IF AS LONG AS THEY'RE LINKED THERE, THAT'S FINE.
I'VE WITH WITHDRAW MY COMMENT THEN.
WITH THAT WE HAVE THAT APPROVED VOTE ALL APPROVED.
I SEE TWO HANDS ONLINE AND US FOUR HERE, SO IT'S PROVED.
[Items 2 - 14]
NEXT THING, RECOMMENDED ACTIONS TWO THROUGH 14.ANY OF THEM WANT TO BE PULLED FOR DISCUSSION? I JUST HAVE SOMETHING AT 11 AND 12.
ANYONE ELSE? THIS MIGHT, THIS MIGHT, I MIGHT BE DOING THIS FOR RANDY, BUT 15, WHICH IS ABOUT OUR CUSTOMER CARE AND BILLING.
I DON'T KNOW IF THAT'S SOMETHING YOU HAVE QUESTIONS ABOUT.
OKAY, WELL I'LL JUST, I'LL JUST CALL UP 15.
COMMISSIONER REED WANTS TO POLL ITEM 15 TESTING.
SO WHAT ABOUT APPROVAL ON 2, 3, 4, 4, 5, 6, 7, 8, 9, 10, 13 AND 14.
APPROVAL FOR ALL EXCEPT FOR 11, 12
[00:05:01]
AND 15.AND I WOULD NOTE KAREN HADDON IS JOINED.
YEAH, AND I VOTE FOR JUST A SECOND.
THERE, SHE'S OKAY ON 11 WHO CAN TALK TO 11 ELECTRIC VEHICLES, RIGHT.
ELECTRIC VEHICLES ON THAT ONE.
SO LET ME JUST GIVE SOME QUESTIONS.
YOU KNOW, THEY'RE LISA, DO YOU WANT TO, NOT FOR 11, BUT I CALL OKAY.
WE WANT TO GET QUEUED UP AND I'LL JUST SAY SOME OF MY QUESTIONS AT 11 AND WE CAN GET SOME OF THE GANG INVOLVED WITH THIS NEXT TIME.
UM, CUZ WE'RE NOT GONNA HOLD IT UP, BUT I'D LIKE TO JUST GET SOME FOLLOW UP.
YOU KNOW, THERE'S A STUDY ON CCS DC FAST CHARGING UPTIME, AND WE'RE GONNA TRY AND GET THE SOUND ONLINE.
[12. Recommend approving an ordinance amending City Code Chapter 15-9 (Utility Service Regulations) to allow installation of approved socket-mounted transfer switch devices between the City’s meter and customer-owned service terminal to allow customer equipment that provides back-up power to connect to a customer’s electric service terminal.]
LISA, UM, THIS IS THE SOCKET MOUNTING TRANSFER SWITCH.SO MY QUESTION ON THIS IS, IS THIS SORT OF A STANDARD THAT ISN'T JUST ONE COMPANY'S COLLAR MOUNTED TO WHERE IT CAN BE MULTIPLE VENDORS AS LONG AS THEY MEET WHATEVER, ANY C OR OTHER STANDARDS, IT'S NOT JUST TIED TO ONE PARTICULAR VENDOR CORRECTLY.
SOME MARTIN VICE PRESIDENT OF ELECTRIC SYSTEM ENGINEERING AND TECHNICAL SERVICES FOR AUSTIN ENERGY.
AND UH, WHAT ITEM 12 IS, IS AN ORDINANCE, UM, THAT WOULD ADJUST CITY CODE TO ALLOW FOR THE, THIS TYPE OF, UM, SOCKET MOUNTED DEVICE.
AND IT IS NOT, UH, VENDOR SPECIFIC.
IT, UM, RIGHT NOW THE ONLY TIME YOU CAN HAVE A TRANSFER SWITCH IN PLACE HAS TO BE SEPARATE FROM THE MAIN.
AND SO, UH, THIS IS MORE OF AN ENABLING CODE THAT WOULD THEN ALLOW DEPARTMENT DIRECTOR TO APPROVE, UH, CERTAIN VENDORS AND MAKES AND MANUFACTURERS AS THEY GET TESTED THROUGH OUR PROCESS.
AND SO HOW LONG DO YOU THINK IT WILL TAKE TO GET SOME OF THOSE CERTIFIED? BECAUSE THIS IS NOT A NEW TECHNOLOGY.
OTHER UTILITIES HAVE HAD THIS FOR A WHILE, RIGHT? RIGHT.
UM, SO FIRST STEP IS TO GET THE CODE ENABLED, UM, OR, UH, EFFECTIVE.
AND THEN, UH, THROUGH OUR DESIGN CRITERIA, MANUAL UPDATES, THAT'S HOW WE WILL BE, UH, DEMONSTRATING WHICH ONES HAVE BEEN APPROVED BY THE DEPARTMENT DIRECTOR.
AND SO WE ANTICIPATE THAT THE FIRST ONE WILL BE IN THE CODE UPDATE, UM, SORRY, IN THE DESIGN CRITERIA, MANUAL UPDATE IN MAY.
AND DO YOU KNOW WHAT CURRENT RATING THAT'LL BE, MAX? I DO NOT.
UM, IF YOU COULD SEND ME AN EMAIL OR MOMENT, THAT'D BE FINE.
SOME ALLOW FOR B METER STORAGE, SOME ALLOW FOR, UM, GENERATORS.
ANY OTHER QUESTIONS ON THIS ONE? OKAY.
DO YOU HAVE A MOTION? CYRUS? YES.
ALL IN FAVOR? CAN I, OKAY, RANDY, YOU IN FAVOR OF 12 FIVE? YES.
[11. Recommend authorizing an amendment to a contract with ChargePoint, Inc., to provide continued electric vehicle plug-in charging station software and support services to increase the amount by $380,000 and to extend the term by six months, for a revised total contract amount not to exceed $1,329,000.]
UM, WE HAVE STAFF ON AVAILABLE TO AN, UM, ANSWER QUESTIONS ABOUT ITEM 11.WHO DO WE ANSWER? HI, THIS IS LINDSEY MCDOUGLE WITH AUSTIN ENERGY.
I'M A UTILITY STRATEGIST FOR THE ELECTRIC VEHICLES AND EMERGING TECHNOLOGIES TEAM.
SO, YOU KNOW, THERE WAS A RECENT STUDY ON THE CCS DC FAST CHARGING INFRASTRUCTURE AND HAVING SOME CHALLENGES WITH ITS UPTIME AND RELIABILITY.
AND SO CHARGEPOINT, DOES CHARGEPOINT ALSO MANAGE THE DC FAST CHARGERS AND AE SERVICE TERRITORY AS WELL AS THE LEVEL TWO CHARGERS? UH, CORRECT.
WELL, CHARGEPOINT IS A VENDOR OF AUSTIN ENERGY CITY OF AUSTIN, AND THEY, THEY PROVIDE THE EQUIPMENT AND CLOUD SERVICES SOFTWARE TO OPERATE THE CHARGEPOINT MANUFACTURED DC FAST STATIONS.
THERE, THERE ARE SOME OTHER THIRD PARTY
[00:10:01]
DC FAST STATIONS IN OUR SERVICE TERRITORY.SO MY QUESTION IS, FOR THIS EXTRA SOFTWARE COST OR JUST THE FUNDAMENTAL COST HERE, I MEAN, WHAT, WHAT ARE THE PLANS TO MAKE SURE THAT THAT IS AS RELIABLE BLUNTLY AS THE TESLA SUPERCHARGING NETWORKS? BECAUSE THEY, THEY SEEM TO HAVE VERY HIGH UPTIME AND ALL THE CCS VENDORS, WHICH ARE CRITICAL TO GET UP TO THE SAME STANDARDS ARE LACKING.
AND PART OF THAT IS THE MANAGEMENT SOFTWARE AND THE MONITORING.
AND SO CAN YOU TALK ABOUT WHAT YOU'RE SEEING WITH THE SOFTWARE? IS IT HELPING YOU IMPROVE THAT SO YOU CAN GET THOSE DC FAST CHARGERS AND ACTUALLY THE LEVEL TWO CHARGERS BECAUSE THERE COULD BE SOME DOWNTIME WITH THEM, YOU KNOW, MORE RAPID RESPONSE ON THOSE BEING FIXED.
SO WHEN EV DRIVERS GO UP TO A CHARGING STATION, THEY'RE NOT JUST LEFT STRANDED BECAUSE THEY THINK IT'S GONNA BE WORKING LIKE THEY KIND OF SEE WITH EVERY GAS STATION.
MOST OF THE TIME THEY, THEY NEED TO SEE RELIABLE E V S E? ABSOLUTELY, YES.
THESE CLOUD SERVICES DO PROVIDE REMOTE MONITORING OF DC FAST AND LEVEL TWO STATIONS THAT ARE MANUFACTURED BY CHARGEPOINT.
AND SO THAT ENABLES AUSTIN ENERGY TO ASSIST IN THE DEPLOYMENT OF OUR, UM, SERVICE PROVIDERS TO, TO BE BOOTS ON THE GROUND TO, UM, TO MAKE THOSE REPAIRS.
BUT THE CLOUD SERVICES WILL DETECT THEM AS EARLY AS POSSIBLE AND IT WILL ALSO ENABLE, UM, DRIVERS TO COMMUNICATE THOSE, THOSE PROBLEMS. IF, IF THE SOFTWARE IS NOT DETECTING A MALFUNCTION IN THE EQUIPMENT, UM, IT, IT ALLOWS FOR THE CUSTOMERS TO CALL IN TO LIKE A, A SERVICE HOTLINE.
AND THE CHARGEPOINT CLOUD SERVICES ENABLES THAT HOTLINE FOR THE MESSAGES TO BE RELAYED BACK TO, TO AUSTIN ENERGY TO DEPLOY, UH, SERVICE CREWS TO THE STATION IN A TIMELY MANNER.
AND, UM, YEAH, THE, THESE CLOUD SERVICES ARE ESSENTIAL AND, AND THAT REMOTE MONITORING YEAH, ANOTHER ESSENTIAL, I'M JUST WONDERING HOW EFFECTIVE THEY ARE.
THE OTHER THING WAS A SOFTWARE UPGRADE TO MAKE IT WHERE YOU HAD MORE GRANULARITY ON THE IDLE TIME.
SO IT COULD BE SORT OF THE SAME MODEL, UM, WHERE YOU, YOU WANT TO GET PEOPLE CHARGED UP QUICKLY ON THE DC FAST CHARGERS AND THEN ENCOURAGE THEM TO GET OFF QUICKLY.
AND SOME OTHER VENDORS HAVE, ONCE YOU HAVE A GRACE PERIOD OF SAY FIVE MINUTES, THEN THEY START CHARGING YOU A DOLLAR A MINUTE.
AND I THOUGHT THE LAST I'D HEARD, AND THIS MAY BE OLD DATA, UM, THE SOFTWARE COULDN'T SUPPORT THAT.
AND SO I'M JUST WONDERING WHAT THE SOFTWARE UPGRADE PATH IS SO YOU CAN HAVE SORT OF MORE SOPHISTICATED, UM, IDLE TIME PENALTIES TO GET PEOPLE OFF THE DC FAST CHARGING.
THE, THE SOFTWARE HAS IMPROVED TO HAVE MORE OF A DYNAMIC, UM, YOU KNOW, PRICING POLICY THAT THE UTILITY CAN SET.
UM, AND WE, IT IT HAS DEVELOPED MORE OF THOSE LIKE IDLE TIME, UM, TIME, TIME LIMITS TO WHERE IT'LL INSTILL A FEE IF, IF, IF THE IDLING EXCEEDS A CERTAIN AMOUNT OF MINUTES.
AND WE ARE LOOKING TO, UM, BETTER UTILIZE THOSE FEATURES WITH A, WITH A, A PRICING POLICY TO, TO UTILIZE THOSE FEATURES PROVIDED BY THE CLOUD SERVICES SOFTWARE.
AND IS THERE ANY KIND OF MOVE TO HAVE THIS OPEN STANDARD IN ANY WAY INSTEAD OF HAVING A SINGLE VENDOR? YES.
WE'RE MAKING PROGRAMMATIC CHANGES TO ENCOURAGE, UH, A VARIETY OF VENDORS TO COME INTO OUR SERVICE TERRITORY TO WELCOME THEM MORE.
AND, UH, BUT THIS, THIS CLOUD SERVICES CONTRACT IS, IS JUST FOR THE ONE ONE MANUFACTURER.
WE, UM, WE'RE MAKING PROGRAMMATIC CHANGES NOT REALLY THROUGH, THROUGH THE CONTRACT TO, TO ENABLE THAT.
ANY OTHER QUESTIONS ON THIS ONE? OKAY, I I MOVE THAT WE PASS IT, I MOVE PASSAGE OR APPROVAL.
OKAY, I THINK WE HAVE A MOTION AND A SECOND.
MCKENNA, WE SEE YOU CHARLES VOTES.
I THINK WE HAVE UNANIMOUS VOTE THERE.
[15. Recommend authorizing negotiation and execution of multi-term cooperative contracts with Oracle America, Inc. to provide Customer Care and Billing (CC&B) hosting and support services, for up to 17 months for a total contract amount not to exceed $14,605,332.]
WAS AUTHORIZING NEGOTIATING EXECUTION, ORACLE, VERY QUICK QUESTION.CITY COUNCIL AND A AND APPROVING THE NEW RATES ALSO APPROVED, UM, LOOKING AT ENHANCING CAP.
AND MY QUESTION IS JUST WILL, WILL THE AGREEMENT WITH ORACLE ON BILLING AND
[00:15:01]
CUSTOMER KAREN BILLING HOSTING THAT PROGRAM, IS IT DONE IN SUCH A WAY THAT IF WE CHANGE CAP OR EXPAND IT, THEY CAN EASILY DO THAT? OR IS THAT A WHOLE SEPARATE, IS THAT GOING TO TAKE A WHOLE SEPARATE CONTRACT? UM, ELAINE, THE SKA VICE PRESIDENT OF CUSTOMER ACCOUNT MANAGEMENT? NO, NOT A SEPARATE CONTRACT WITH, WITH ORACLE, WITH CCM B AND, UH, CUSTOMER CARE AND BILLING, UM, THE SYSTEMS IN PLACE, WE WOULD JUST ENHANCE ANY, UH, ANY PROGRAMMATIC CHANGES TO CAP WOULD JUST COME ACROSS AS A SYSTEM ENHANCEMENT OR A FUNCTIONALITY CHANGE OR ANYTHING LIKE THAT.SO MEANING THERE WOULD BE EXTRA COST ON THE SOFTWARE PART? NO.
NO EXTRA COST ON THE, SO IT WOULD JUST BE PART OF OUR NORMAL, LIKE IF, IF A, UH, A RATE VALUE CHANGES OR A PROGRAM CHANGES WITHIN ONE OF OUR CUSTOMER UTILITIES OR AT AUSTIN ENERGY, WE, WE DO THE, THE ENHANCEMENTS AND THE FUNCTIONALITY CHANGES AT NO EXTRA COST.
THAT'S NOT IN MY AREA, SO I'M NOT QUITE SURE, RANDY.
I, BUT MY UNDERSTANDING IS, UNDERSTANDING IS IT WOULD REQUIRE OR WILL REQUIRE A CONTRACT AMENDMENT AS SCHOOL DISTRICTS AND SO FORTH ARE ADDED.
AS I UNDERSTAND IT, IF, UM, IF THERE ARE CHANGES TO THE, UM, FILTERS TO ALLOW FOLKS TO BE IDENTIFIED OR TO REGISTER FOR CUSTOMER FOR THE DISCOUNT PROGRAM THAT YES, THERE, THERE COULD BE SOME.
SO I'M NOT SURE IF THAT WOULD BE HANDLED IN THE CURRENT CONTRACT AS AN AMENDMENT OR IF IT WOULD BE A NEW CONTRACT.
YEAH, I, I, I ALL OF WHICH IS, I JUST WANTED TO SEPARATE.
WE'RE NOT, IT, IT'S NOT A, THIS IS, SO THAT'S SOX AND THIS IS ORACLE? YEAH, NO, THIS IS SOLELY FOR THE, THE BIG, UH, CUSTOMER CARE AND BILLING SYSTEM THAT WE USE FOR 2 BILLION REVENUE ACROSS THE CITY FOR ALL OUR UTILITIES TO DO THE WIDGETS TO HOST THE SOFTWARE.
UM, THE FUNCTIONALITY, THE BILL, PRINT AND MAIL, UM, ENHANCEMENTS, THOSE TYPES OF THINGS ARE ALL IN THIS CONTRACT.
AND IT'S, IT'S, UH, IT'S AN EXTENSION.
AND, AND, UH, JUST FOR INFORMATION, HOW, HOW IS IT, UH, HOW IS IT THAT THOSE BILLING COSTS GET ALLOCATED BETWEEN THE VARIOUS DEPARTMENTS, UH, FOR WHICH AUS AUSTIN ENERGY IS DOING THE BILLING? IT, IT DEPENDS.
UM, CERTAIN THINGS ARE ALLOCATED.
SOME OF THE LABOR COSTS AND OTHER THINGS ARE ALLOCATED, UM, BY PERCENTAGE OF SERVICE ORDERS GENERATED BY OUR CUSTOMER UTILITIES.
UM, SOME OF THE OTHER COSTS ARE ALLOCATED BY HOW MUCH, UH, REVENUE THEY BILL.
UM, SO, YOU KNOW, UM, AND, AND I BELIEVE THIS IS ONE THAT'S ALLOCATED BASED UPON THE AMOUNT OF REVENUE THAT'S BILLED.
SO AUSTIN ENERGY HAS A LARGER PORTION.
AUSTIN WATER HAS A LARGE PORTION, AND THEN THE SMALLER DEPARTMENT'S A MUCH SMALLER PORTION, BUT IT'S, IT'S PART OF THE CUSTOMER CARE ALLOCATION MODEL.
I MOVE APPROVAL ITEM 15, SECOND OF 15 ENTHUSIASTICALLY
FOR K? CAN WE SAW HAND KAREN? AYE.
[16. Discussion of report regarding City Council action on items previously reviewed by the EUC. ]
THEN THE NEXT ITEM 16 DISCUSSION OF REPORT REGARDING CITY COUNCIL ACTION ON ITEMS. WHAT DO WE NEED TO DO WITH THIS? IT'S JUST A DISCUSSION ITEM.IT'S ATTACHED TO OUR, UM, OUR MEETING NOTICE.
AND IF ANYBODY HAS ANY QUESTIONS, THEY CAN ASK THEM.
ANY DISCUSSION ON THIS? IT'S MOSTLY INFORMATION.
IT, IT JUST TRACKS VARIOUS RCAS THAT HAVE BEEN, UH, RECOMMENDED.
UH, ONE QUESTION AND THAT IS, EXCUSE ME.
DO YOU HAVE A COMMENT? ME, KAY.
AND I'M LIKE, WAIT, ARE YOU TALKING
THINK WE'RE THROUGH WITH THIS.
ANY DISCUSSION ON NUMBER 16? OKAY.
[FUTURE AGENDA ITEMS]
AND THEN FUTURE ITEMS, AND THAT'S WHERE WE'VE BEEN SENDING SOME EMAILS.[00:20:01]
DO YOU WANNA PUT IT UP, ROBIN? I'VE HANDED IT OUT HARD COPY, AND I THINK YOU MAY HAVE SENT IT OUT.AND WHILE SHE'S DOING THAT, THE IDEA HERE WAS JUST GETTING SOME IDEAS ON WHAT WE WANTED TO LAY OUT OVER THE COURSE OF THE YEAR.
NOT EVERYTHING, YOU KNOW, IN FEBRUARY OR SUCH.
NOT, UM, ON THE TOPICS THAT WE THINK ARE RELEVANT FOR US OR THAT WE WANT TO TALK ABOUT WITH OUR RESPECTIVE CITY COUNCIL MEMBERS AND BE LITERATE WITH THE STAFF AND ENGAGE WITH THE STAFF ON.
BUT I THINK ALL THESE ARE PROBABLY IN THE PURVIEW.
UM, WE CAN GO BY EACH LINE ITEM HERE.
THERE'S ITEMS ONE THROUGH 17, AND I THINK RANDY HAS SOME THAT HE MIGHT WANT TO ADD, MAYBE OTHERS DO TOO.
UM, WE HAVE IT IN FRONT OF US.
UM, AND THE, THE IDEA AGAIN HERE IS JUST TO QUEUE THESE UP AND LET STAFF GO AND CREATE SORT OF TIMELINES WHERE WE CAN HAVE THEM PUT ON THE AGENDA FOR FUTURE MEETINGS.
SO THE FIRST ONE WAS A BASE RATE OVERVIEW, UM, WHEN THE, WHEN THE RATES REALLY KICK IN, WHEN THEY ARE PHASED IN AND THE ASSOCIATED TOPICS BELOW.
UM, WERE THERE OTHER SPECIFIC THINGS BESIDES THE VALUE OF SOLAR AND THE PRIMARY SERVICE DISCUSSIONS? I THINK THERE WERE A GROUP IN ADDITION TO THE TARIFFS, THERE WERE A GROUP OF ITEMS THAT THE PARTIES AGREED ON, INCLUDING THE CITY, UH, ALL OF WHICH IS JUST A RECOMMENDATION THAT THAT BE, UH, CIRCULATED IN.
ANY QUESTIONS COMMISSIONERS HAVE ANSWER, CYRUS? WELL, I WAS GONNA SAY, YEAH, SOME OF THESE OTHER ISSUES, UM, LIKE CAP PROGRAM ENHANCEMENTS? OH, NO, I'M JUST TALKING NUMBER ONE.
UM, WELL, SOME OF THE ASSOCIATED TOP, IN OTHER WORDS, SOME OF THE ASSOCIATED TOPICS THAT WERE INVOLVED IN THE BASE RATE CASE, LIKE CAP PROGRAM ENHANCEMENTS.
SEE WHAT I'M SAYING? IT'S SOMEWHAT RELATED.
IT FALL UNDERNEATH THAT MIGHT FALL UNDERNEATH THAT OR MIGHT NOT.
UM, BUT CERTAINLY NUMBER TWO, UM, BECAUSE THE BASE RATE CASE INCLUDED SOME LANGUAGE ABOUT FUTURE STUDIES ON VOS.
I MEAN, THAT SORT OF FALLS IN THERE MM-HMM.
SO, YOU KNOW, THINGS LIKE, UH, ROBIN, YOU HAD KINDLY SENT OUT A LINK THAT HAD, UH, A SUMMARY OF SOME OF IT, IF NOT A LOT OF IT.
UM, AND IF THERE'S ANY UPDATES ON MORE OF THE DETAILS WHEN YOU GET THAT TO SEND IT OUT, THAT WOULD BE GREAT.
BUT WE'D LIKE SOME KIND OF ENGAGEMENT TO GO THROUGH THAT.
AND I GUESS IT REALLY STARTS IN MARCH.
NO, THIS IS ON NUMBER ONE BASE RATE, THE RATE CASE, THE NEW RATES KICK IN IN MARCH? CORRECT.
UM, CAN WE GIVE THEM MORE DETAILS OF WHAT WE'D LIKE TO SEE? SO D DOES THAT MEAN, I KNOW THAT THE COUNCIL ENDED UP, UM, ADOPTING KIND OF A PHASED IN APPROACH WHERE THE, THE, UM, THE MONTHLY FIXED FEE WOULD GO WOULD RISE TO 13 AND THEN 14 TO 15 AND JUST, YOU KNOW, HAVING THAT INFORMATION.
IS IT JANUARY? WOULD IT GO UP TO 14 OR IS IT THE NEXT MARCH? I, I DON'T REMEMBER.
IT WAS, IT WAS A CONFUSING, AND I WAS WATCHING IT ONLINE, SO IT WAS EVEN MORE CONFUSING.
SEE WHAT I'M ASKING? LIKE, IF WE COULD JUST HAVE THAT INFORMATION.
AND THEN COUNCIL ALSO ADOPTED A NUMBER OF OTHER PROVISIONS, SOME OF WHICH WERE REALLY FUTURE ACTION, BUT JUST HAVING THAT ALL LAID OUT SOMEWHERE SO WE KNOW, YOU KNOW, THAT THERE'S SUPPOSED TO BE, UH, A, A STAKEHOLDER GROUP ON, UM, VALUE OF SOLAR IS SUPPOSED TO START IN, I CAN'T REMEMBER WHAT IT SAID, OCTOBER, WHATEVER IT WAS, YOU KNOW, JUST SO WE, WE HAVE THAT INFORMATION SOMEWHERE AND IT, IT COULD JUST BE A REALLY BRIEF PRESENTATION JUST SO WE WE KNOW THE TIMING.
SO ARE YOU THINKING THE TIMELINE AND UH, ASSOCIATED ACTION ITEMS? YEAH, SOMETHING LIKE THAT RELATED TO WHAT CITY COUNCIL DID IN, IN, WAS IT DECEMBER? YEAH.
DECEMBER 5TH OR WHATEVER IT WAS.
CAN I ADD, ADD A QUESTION ALSO ON THIS? THE, UM, PHASE IN OF THE CUSTOMER CHARGE, IF IT, I WANNA KNOW IF IT, UM, APPLY WHEN IT BEGINS, DOES IT APPLY TO, UM, METER READS
[00:25:01]
ON A DATE SPECIFIC OR DOES IT APPLY TO BILL SENT? IN OTHER WORDS, THERE'S, THERE'S A GAP BETWEEN THOSE TWO.SO I WANT TO KNOW WHAT ACCOUNT WHEN IT WILL BE CHARGED, IS IT CHARGED TO CUSTOMERS WHO BEGIN HAVING THEIR METERS READ ON MARCH ONE? OR TO PEOPLE WHO HAVE THEIR BILLS SENT BEGINNING MARCH ONE, BY WAY OF EXAMPLE.
OKAY, WE CAN GO TO NUMBER TWO.
AND SO, YOU KNOW, SOME MORE DETAIL ON WHEN THIS VALUE OF STORAGE, AND WE TALKED ABOUT BEHIND THE METER STORAGE VALUE, SOLAR BEHIND THE METER STORAGE, AND ALSO OTHER FORMS OF STORAGE LIKE VTA G AND VTA H UM, I DON'T RECALL WHEN THAT WAS SUPPOSED TO BE SCHEDULED, BUT I REMEMBER IT DEFINITELY BEING IN THE CONVERSATION.
SO WORKING ON WHEN THAT COULD BE LAID OUT AND GET GOING.
UM, THE PRIMARY SERVICE CUSTOMER, AGAIN, ONE OF THOSE, YOU KNOW, HOW IS THAT GONNA GET NAILED DOWN? UH, CAP PROGRAM ENHANCEMENTS.
RANDY, I'M SORRY FOR NUMBER THREE, THE C AND I, WHAT IS THAT? COMMERCIAL AND INDUSTRIAL? YEAH.
I THINK THAT WAS ONE OF THE PROVISIONS THAT WAS AGREED TO, WASN'T IT? AS I REMEMBER, AND THIS WAS SEEMED REALLY IMPORTANT LAST DECEMBER, AND I'VE FORGOTTEN EVERYTHING
AND BOTH OF THEM PROBABLY HAD SOME TIMING, UM, ISSUES, BUT THEY, THEY MAY HAVE BEEN FOR THE FUTURE.
YOU KNOW, THERE MAY NOT BE ANYTHING YOU HELP US, TAMMY.
IT'S NOT POSITIVE FOR DISCUSSION.
OH, IT'S NOT POSITIVE FOR DISCUSSION.
CAN I ASK A QUE A QUESTION THEN? YEAH.
WHAT WERE THE TWO ISSUES INVOLVING INDUSTRIAL CUSTOMERS THAT WERE AGREED TO AS PART OF THE RATE CASE THAT WE, WE WERE GONNA LOOK AT? SO THERE IS THE, UM, WE ARE GOING TO DO SOME RESEARCH ON DEVELOPING A PRIMARY SUBSTATION TARIFF, UM, TO LOOK AT FOR THOSE CUSTOMERS THAT MAY BE ELIGIBLE.
AND THEN THERE IS ALSO, WE ARE GOING TO LOOK AT, UH, THE COST TO POTENTIALLY TRANSITION CERTAIN PRIMARY CUSTOMERS TO TRANSMISSION SERVICE.
BUT THAT, THAT WAS THE, FOR THOSE WITH, UM, GREATER THAN 20 MEGAWATTS OF HIGH LOAD FACTOR CUSTOMERS, RIGHT? SO THERE WAS A SEPARATE TARIFF, UM, THAT WAS ALSO FOR CERTAIN PRIMARY CUSTOMERS THAT WAS ADOPTED.
IT'S BASICALLY, YOU COULD KIND OF ANALOGIZE IT TO A DATA CENTER TYPE TARIFF.
BUT THAT WAS, THAT WAS PART OF, UM, WHAT WAS APPROVED AND GOING FORWARD WILL BE IN PLACE MARCH 1ST.
THE, UM, THE, THE OTHER ISSUES OR THINGS THAT, THAT WE'RE JUST DOING SOME DATA GATHERING ON AND, AND, YOU KNOW, WE'LL LOOK AT FOR POTENTIALLY THE NEXT RATE REVIEW OR, OR SOMETHING IN BETWEEN FOR THOSE SPECIFIC CUSTOMERS.
SO DOES THAT MEAN THOSE ARE NOT ISSUES THAT ARE, ARE PRIME FOR DISCUSSION NOW? THOSE ARE REALLY FURTHER OUT.
YEAH, THERE'S REALLY NOTHING TO TALK ABOUT ON THOSE TWO ISSUES THAT WE'RE PART OF THE JOINT SETTLEMENT AGREEMENT BECAUSE THEY'RE REALLY BEING TEED UP FOR A FUTURE.
THEY'RE NOT, SO BASICALLY THERE WAS ONE ITEM THAT WAS APPROVED, RIGHT? SO IT'S GONNA BE IMPLEMENTED AND OTHERS THAT ARE OF DISCUSSION FOR SOME TIME IN THE FUTURE.
SO DO WE NEED TO HAVE THIS DISCUSSION THEN? I WOULD, WE CAN STRIKE IT.
I I THINK WE CAN STRIKE THAT FOR THE IMMEDIATE.
SO THE STRIKE THREE, WELL, UH, THIS IS KRO.
UM, IT SEEMS TO ME IT MIGHT BE USEFUL TO HAVE A REPORT BACK ON WHAT THEY'RE DOING TO DEVELOP THAT PRIMARY SUBSTATION RATE FOR THE, YOU KNOW, AS PART OF WHATEVER THE NEXT RATE FILING IS.
SO IT JUST DOESN'T DISAPPEAR AND WE ALL FORGET ABOUT IT FOR A COUPLE YEARS.
WELL, WE COULD PUT IT TOWARD THE END OF THE YEAR.
I MEAN, CUZ I, I UNDERSTAND THAT THAT WAS SOMETHING THAT THE COUNCIL APPROVED, RIGHT? TO HAVE TO DIRECT AE TO LOOK AT THAT TO DEVELOP A PRIMARY SUBSTATION RATE.
LET'S JUST BACK AND LOAD THAT TOWARD THE END OF THE YEAR JUST SO WE DON'T LOSE IT.
YEAH, AND IF YOU COULD FILL IN THE DETAILS ON THOSE DIFFERENT THINGS, THAT WOULD BE GREAT.
[00:30:01]
PROGRAM ENHANCEMENTS.RANDY, DID YOU WANNA TALK? UH, YES.
UH, ALL OF WHICH IS, UH, UH, HAD REQUESTED CITY COUNCIL, UH, AUSTIN ENERGY, UH, PROVIDED A LIST OF RECOMMENDATIONS FOR IMPROVEMENTS.
UH, I THINK THOSE POWERPOINTS POINTS, UH, I SENT 'EM TO, I SENT 'EM, UH, AND I DON'T KNOW IF THEY'VE BEEN CIRCULATED, BUT FOR INFORMATIONAL PURPOSES, BUT ALL OF WHICH IS I'M RECOMMENDING THAT, UH, THEY'RE GONNA TAKE A WHILE AND THEREFORE RECOMMEND THAT THEY, UM, BE SET FOR DISCUSSION JULY OR MAYBE SEPTEMBER, SO SOMETIME IN THE SECOND HALF, JULY TO SEPTEMBER.
NUMBER FIVE, RELIABILITY AS A SERVICE, JUST GETTING AN UPDATE FROM, UM, VICE PRESIDENT BIEROCK, UM, THAT WAS REQUIRED BY 2021 LEGISLATION.
JUST WANTED TO SEE WHAT THE STATUS OF THAT IS.
YOU KNOW, MID-YEAR SOMETIME TO SAY, CYRUS, YOU HAD NUMBER SIX STORAGE RFP RESULTS.
Y YEAH, THIS WAS SOMETHING WE REQUESTED A WHILE AGO.
AS, AS PART OF THE LAST GEN PLAN, THERE WAS A REQUIREMENT TO, TO DO A, UM, I DON'T KNOW IF IT WAS AN RFP OR AN RFI, BUT ON STORAGE.
I DON'T THINK WE EVER GOT A REPORT BACK.
IT'S FINE WITH ME IF THAT'S INCORPORATED INTO THE GEN PLAN OR WHENEVER IT'S, YOU KNOW, WHENEVER IT'S APPROPRIATE.
BUT IT, I I THINK WE, WE WERE SUPPOSED TO GET A REPORT BACK ON THAT.
I CAN'T REMEMBER HONESTLY IF IT WAS AN RFP OR AN RFI, BUT IT WAS TO LOOK AT STOR UP TO, UH, I THINK A HUNDRED MEGAWATTS OF STORAGE.
UM, I'D LIKE TO DO THIS ONE AS SOON AS WE CAN, UM, YOU KNOW, SOONER RATHER THAN LATER, UM, BECAUSE WE'VE BEEN ASKING FOR IT FOR A WHILE AND, YOU KNOW, WE REALLY WANNA SEE WHAT AUSTIN ENERGY IS THINKING THESE DAYS IN TERMS OF PRICE ON STORAGE AND, AND MOVING FORWARD.
SO WE HAVE A, WE HAVE A THAT ON OUR LIST THAT'LL BE COMING IN THE NEXT SEVERAL MONTHS.
UH, NUMBER SEVEN WAS EV CHARGING PROGRAM.
THERE'S A T O U PILOT THAT'S BEEN, WELL, IT'S BEEN UNDERWAY FOR YEARS.
I THINK IT'S BEEN CLOSED AT SOME NUMBER A HUNDRED LET'S SAY, BUT I THINK IT'S GONNA MIGRATE TO A TRULY INTELLIGENT CHARGING PROGRAM.
I'D JUST LIKE TO UNDERSTAND WHEN THAT'S GONNA HAPPEN AND WHAT THE FORM IS.
AT LEAST A DR, IF NOT FULLY INTELLIGENT PROGRAM.
AND SO KIND OF HAD THIS ON THE BURNER FOR A WHILE AND SO I'D LIKE IT, YOU KNOW, OVER THE NEXT FEW MONTHS.
AND IF THERE ARE MORE QUESTIONS ON THAT ONE, YOU CAN EMAIL ME.
UH, RANDY, NUMBER EIGHT, WEATHERIZATION PROGRAM AND CHANGES.
THAT, THAT HAS, THAT KIND OF INTEGRATES INTO THE WORK RECOMMENDATIONS THAT THE WORK GROUP DID THIS LAST YEAR.
AND WE PRESUMABLY WE'LL BE DOING THIS THIS YEAR TO LOOK AT, LOOK AT, UH, UH, WHAT, WHERE THE SPENDING IS, HOW MANY HOUSEHOLDS ARE BEING, UH, HOW MANY HOUSEHOLDS ARE BEING AFFECTED, AND IF ANY OF THE PARAMETERS, UH, NEED TO BE UPDATED SUCH AS, UH, WINDOW UNITS FOR OLD CLUNKERS THAT JUST RUN ALL THE TIME.
SO, UH, AS PART OF, AS PART OF THAT UPDATE, LIKE THAT INFORMATION, UH, MAYBE SECOND QUARTER OF THIS YEAR.
ANY OTHER COMMENTS ONLINE? OKAY, MCKENNA.
OH, ALSO THE NEXT ONE, NUMBER NINE.
UM, KURT HAD COME BY, I FORGOT WHEN IT WAS LAST YEAR, AND TALKED ABOUT BUILDING ENERGY CODES.
EV READY, ELECTRIC READY, AND I THINK THAT WAS, UH, I DON'T REMEMBER THE RESOLUTION OF IT, SO IF WE COULD JUST HAVE AN UPDATE.
Y Y SO WHAT HAPPENED IS BASICALLY CITY COUNCIL ADOPTED THE 2021 ENERGY CODES MIGHT HAVE BEEN BACK IN 2020 MM-HMM.
AND AS PART OF THAT, THERE WAS A DISCUSSION, MIGHT HAVE BEEN 21, I CAN'T REMEMBER.
UM, THERE WAS A DISCUSSION ABOUT, UH, SHOULD WE INCLUDE EV READY AND ELECTRIC READY? AND THE RESOLUTION WAS TO
[00:35:01]
SAY, LET'S HAVE A, A STAKEHOLDER PROCESS, WHICH HAPPENED LAST YEAR AND GET LOTS OF INPUT AND LOOK AT POTENTIAL FOR CODE CHANGES AND PROGRAMS. UM, BUT WHAT I'M INTERESTED IN KNOWING IS THE PLAN TO LOOK AT EV READY AND ELECTRIC READINESS PART OF THE 24 CODES, OR IS THE PLAN TO DO SOMETHING IN THE INTERIM.UM, AND SO JUST HAVING AN UPDATE AND HAVING, YOU KNOW, US, ALLOW US TO GIVE SOME INPUT ON THAT.
UM, THERE ARE A NUMBER OF CITIES THAT ARE NOW LOOKING AT, UM, NOT REALLY AT ELECTRIC READY, BUT REALLY LOOKING AT EV READY.
I KNOW THE, THE CITY OF, UM, SAN ANTONIO ADOPTED SOME MINIMAL REQUIREMENTS UNDER THEIR NEW CODES AND NOW CITY OF DALLAS IS LOOKING AT IT AS WELL.
SO IT'S KIND OF A TIMELY TIME TO LOOK AT EV READY.
UM, ELECTRIC READY IS A LITTLE DICIER, BUT, UM, UH, IT'S WORTH HAVING A DISCUSSION ABOUT.
NUMBER 10, LINE EXTENSION COST POLICIES TO RECOVER COST.
RANDY, DO YOU WANT TALK WITH THAT? UH, A AGAIN, THAT'S SOMETHING WE'VE DISCUSSED, UH, IN MATTERS PERTAINING TO THE RIGHT CASE, AND I THINK EVERYONE'S LOOKING FORWARD TO THE INFORMATION.
UH, IT MAY TAKE A WHILE IF, IF THERE'RE GONNA BE SOME CHANGES, IT MAY TAKE A WHILE.
I WOULD SUGGEST THIRD QUARTER THIS YEAR, THIS YEAR IF, IF THAT, IF THAT WORKS WITH STAFF.
SORRY, YOU HAD COMMENTS ON THAT TOO? NO.
RANDY, I, YOU MAY HAVE HAD YOUR CONCERN DEALT WITH ON NUMBER 11.
SO 11 WE TALKED ABOUT AT THE LAST MEETING AND, UH, ALL OF WHICH IS, UH, UH, ROBIN SENT ME SOME ADDITIONAL INFORMATION AND IT APPEARS THAT THESE ARE MAINLY PEOPLE WHO MOVE OUT OF THE SERVICE AREA, UH, SKIP THEIR BILLS, UH, UH, ARE THEIR MAILS MISPLACED.
BUT ANYWAY, ALL OF WHICH IS, THERE'S BEEN NO TRANSFER OF THE DEBT TO, TO A DEBT COLLECTOR.
IT HAS STILL, UH, MAINTAINED AND CONTROLLED BY AUSTIN ENERGY.
UM, THEN 12 COMMUNITY BENEFIT CHARGES AND BUDGET LINE ITEMS. UH, AGAIN, LOOKING AT, AGAIN, THIS WILL BE TAKEN UP AS PART OF THE CITY'S ANNUAL BUDGET.
UH, AND, AND, UH, HOPEFULLY WILL CONTINUE THE, UH, THE WORK GROUP AND BE BRING AND THEY WILL BE MAKING RECOMMENDATIONS BACK, BACK.
SO AS SOON AS, UH, UH, WE TALKED A LOT THIS YEAR ABOUT WHAT'S INCLUDED IN THOSE CHARGES AND THEY INCLUDE THE ENERGY EFFICIENCY PROGRAMS, WEATHERIZATION AND, UH, AND, UH, LADING LIGHTING.
SO CERTAINLY WE THAT NEEDS TO BE UPDATE UPDATED.
AND I REMEMBER THIS, UM, THERE MAY BE SOME CHANGES NEEDED BECAUSE OF THE RATE CASE MAY INFLUENCE, YOU KNOW, THE, THE AMOUNTS OR, OR WHAT'S CHARGED PEOPLE, UH, TO RECOVER THE COST NEEDED TO RUN THOSE PROGRAMS, ESPECIALLY IF THERE'S AN EXPANSION OF CAP.
SO THAT AND THE LEGISLA PROBABLY.
SO THAT SHOULD BE A FIRST QUARTER ITEM GIVEN THE, UH, GIVEN THE, UH, TIMING OF THE BUDGET TO COUNT COUNSEL, UH, OR AT LEAST TO THE WORK GROUP IN THE FIRST QUARTER.
AND THEN, UH, LET'S SAY APRIL, ACCORDING TO THIS SCHEDULE, DOES THAT WORK? RE REALLY WHAT WE WE'RE LOOKING FOR YOU FOR GUY, WE'RE LOOKING TO YOU FOR GUIDANCE.
OH, WE ARE JUST TALKING, UH, CALENDAR YEAR OR FISCAL YEAR.
SO YOU'RE TALKING SECOND QUARTER, UM, OR FIRST QUARTER CALENDAR YEAR, CORRECT.
UH, YEAH, I'M TALKING ABOUT APRIL, UH, ALL OF WHICH IS IF WE'RE GONNA HAVE ANY, ANY INPUT, INPUT INTO THE PROCESS.
UH, DOES THAT WORK, DOES THAT WORK IN TERMS OF THE BUDGET PROCESS? I'M, I'M, I'M JUST TAKING NOTES FOR, FOR RIGHT NOW.
UM, AND THEN WE'RE GONNA HAVE GONNA HAVE TO GO BACK AND, UH, KIND OF PLUG SOME THINGS IN, UM, AND THEN, AND WE CAN PR YOU KNOW, PROVIDE SOME MORE INFORMATION AND FEEDBACK PROBABLY AT THE NEXT MEETING.
AND THERE'S ALWAYS THIS NOT DISCONNECT, BUT THERE'S, THERE'S ALWAYS A DIFFERENCE BETWEEN THE BUDGET IS DISCUSSED AND WHEN THE TARIFFS ARE ADOPTED TO PAY FOR THAT BUDGET.
SO IT'S ALWAYS A LITTLE TRICKY.
[00:40:01]
I'LL JUST MAKE THAT COMMENT.UM, A FEW YEARS AGO, MS. COOPER DID AN EXCELLENT JOB GIVING US A LEGISLATIVE UPDATE.
WE'D LIKE TO JUST SEE ANOTHER ONE SINCE WE'VE GOT THE SESSION IN RIGHT NOW STUDYING WHAT TOMORROW.
UM, AND SO WHENEVER YOU THINK, YOU KNOW, IF THERE'S SOMETHING THAT WE, THAT YOU SEE IT'S REALLY SOLID, THEN MAYBE A INITIAL ONE, BUT AT THE END, JUST LIKE YOU DID LAST TIME, IT WAS EXCELLENT.
UM, AND KIM, CAN I ADD TO THAT PLEASE? UM, I JUST LEARNED TODAY THAT THE TEXAS SUPREME COURT IS HEARING A CASE, UM, ABOUT WHETHER OR NOT ERCOT HAS SOVEREIGN IMMUNITY.
SO I THINK, UH, MS. COOPER WOULD BE GREAT TO, WHEN AND WHEN AND IF THEY RULE ON THAT, I MEAN, THAT COULD BE A YEAR OR MORE AWAY, BUT, UH, I'D LIKE TO HEAR A REPORT ON WHATEVER THE RULING IS THAT COMES OUT OF THE TEXAS SUPREME COURT ON THAT.
DOESN'T THAT HAPPEN EVERY FEW YEARS? THAT SAME TOPIC? THAT THIS IS SLIGHTLY DIFFERENT? YEAH, THEY, OKAY.
ARE THEY A GOVERNMENTAL ENTITY OR ARE THEY NOT? ARE THEY SUBJECT TO, DO THEY HAVE SOVEREIGN IMMUNITY, ET CETERA.
IF YOU COULD FLAG THAT, WE'D LIKE YOUR INTERPRETATION, A REGULATORY UPDATE FROM THE PUC SINCE THEY'RE DISCUSSING PHASE TWO.
I'M NOT SURE IF THIS IS MS. COOPER OR ERICA BIBA, GIVEN IT'S MORE MARKET ORIENTED AND IT'S PUC AND IT'S TALKING ABOUT PCMS OR LOAD SERVING ENTITY OBLIGATIONS OR WHATEVER THE, THE FOUNDATION MAY BE FOR THE PHASE TWO THAT KIND OF IS CREATING SOME UNCERTAINTY IN THE MARKET.
UM, SO I KIND LIKE TO KEEP ON TOP OF THAT AND NOT JUST WAIT UNTIL IT FINALLY GETS DONE TO GET YOUR VIEW OF WHAT YOU'RE TELLING YOUR REPRESENTATIVES AND THE PUBLIC POWER ORGANIZATION OR WHAT YOU THINK.
UM, AND THEN NUMBER 15, IRA OPPORTUNITIES.
SO I O OVER THE YEARS I'VE OBSERVED THAT AUSTIN ENERGY HAS BEEN VERY RESOURCEFUL IN USING FUNDING FROM DIFFERENT DOE GRANTS OR WHATEVER TO TRY TO SAVE RATE PAYERS MONEY.
AND IRA CERTAINLY IS A MEANINGFUL BILL.
WE'D JUST LIKE TO SEE WHAT IS HAPPENING WITH THAT.
AND, AND SOME OF THAT MAY GO INTO THE DISCUSSION ON THE, UM, GENERATION PLAN CUZ THERE MAY BE OPPORTUNITIES THAT WOULD INFLUENCE WHAT HAPPENS TO THE GENERATION PLAN.
SO IT COULD BE THAT, UM, I'M NOT SURE THE TIMING, BUT IT COULD, IT MIGHT MAKE SENSE LATER IN THE YEAR AS PART OF THAT DISCUSSION.
BUT IF THERE'S AN OPPORTUNITY RIGHT NOW MM-HMM.
COULD, COULD WE INCLUDE THAT, UH, STARTING IN APRIL AS A, AS A STANDING ITEM? I MEAN I GUESS YOU CAN ALWAYS PUT SOMETHING ON THE AGENDA AND IF THERE'S NOTHING TO REPORT, YOU DON'T REPORT ANYTHING.
BUT MCKENNA, KAREN K ANY COMMENTS? OKAY.
THERE'S A LITTLE BIT TOO MUCH TEXT HERE, BUT UM, YOU KNOW, SOME OF THIS IS UNFAIR, SOME OF IT'S FAIR.
UM, THE TECHNOLOGY, YEAH, IT'S A LITTLE BIT BLUNT, BUT IT'S FAIR AND UNFAIR.
UM, I FULLY UNDERSTAND THE DIFFERENT INCENTIVES OF AN IU, UM, WITH THE FINANCIAL STRESSES THAT AE HAD OVER THE PAST FEW YEARS.
I COULD JUST SEE A CASE WHERE IF IT WAS A MARGINAL RETURN THEN YOU KNOW, YOU JUST DIDN'T HAVE BUDGET.
BUT I'M WONDERING IF THERE ARE, WHAT THE REAL STATUS WAS.
FROM WHAT I'VE READ ON APPENDIX B OF A REPORT IN 2022, THERE WERE THREE CIRCUITS POTENTIALLY BEING IT THEN IT MENTIONED SEVEN.
ARE ANY OF THE THE ONES GETTING CHANGED IN ANY WAY FOR SUB SEXUALIZATION? UM, YOU KNOW, EITHER WAY IT, IT WASN'T A VERY OPTIMISTIC OUTLOOK AS FAR AS, UH, SIGNIFICANT INCREASES IN LOAD SHIP CAPABILITY ARE NOT EXPECTED FROM THIS ACTIVITY.
ON THE OTHER HAND, AT THE VERY END IT SAID WITH CURRENT TECHNOLOGICAL CAPABILITIES.
SO OVER THE LONGER TERM, CAN WE BE TALKING ABOUT SOME IDEAS THAT REALLY PROBABLY WEREN'T VIABLE FROM THE CONVERSATIONS WE HAD BEFORE WITH THE TECHNOLOGY AS IT STANDS, FOR EXAMPLE, CUTTING OFF WITH EMI METERS BECAUSE I GUESS THE BACK HAUL DIDN'T HAVE THE CAPACITY.
BUT IS THAT SOMETHING OVER TIME THAT
[00:45:01]
COULD BE IMPROVED? UM, BEHIND THE METER STORAGE, THERE ARE DISCUSSIONS ON THAT FROM THE DIFFERENT WORK GROUPS LIKE THE VALUE OF SOLAR BUT COULD BEHIND THE METER STORAGE FOR MEDICALLY CRITICAL CUSTOMERS TO KEEP THEM GOING.UM, VEHICLE TO HOME WITH LIGHT DUTY VEHICLES THAT ARE PERSONALLY OWNED OR VEHICLE TO BUILDING OR FEEDER.
WE'RE GONNA HAVE HUNDREDS OF MILLIONS OF DOLLARS AND HUGE AMOUNTS OF STORAGE ON CAPITAL METRO BUSES AND AIS S D E SCHOOL BUSES.
THEY'RE JUST GONNA BE BIG ROLLING BATTERIES.
AND THEN OVER TIME, THINKING ABOUT HOW THEY COULD BE MAYBE BACKING UP A FEEDER.
SO SOME OF THIS IS FOCUSING ON, YOU KNOW, CAN WE CHANGE THE NATURE OF THE CURRENT TECHNOLOGICAL CAPABILITIES AND THINK FURTHER ALONG THAT.
BUT I THINK THAT PEOPLE WANT US TO LOOK AT SOMETHING BEYOND, WELL WE REALLY CAN'T DO ANYTHING WITH WHAT WE HAVE TODAY.
UM, AND THEN THE NEXT BUDGET TIMELINE, CHAIR, CHAIR, WHEN WOULD YOU LIKE TO HAVE THAT TAKEN OUT? THAT MAY BE, THAT MAY BE SOMETHING THAT CAN ROLL INTO THIS DISCUSSION ON VALUE SOLAR AND BEHIND THE METER STORAGE BECAUSE WHAT WOULD YOU HAVE PART OF THAT MIGHT BE THE BEHIND THE METER STORAGE STORY? UM, GOOD EVENING.
STUART RILEY, INTERIM DEPUTY GENERAL MANAGER AND CHIEF OPERATING OFFICER.
I WAS JUST GOING TO MENTION THAT, UM, WE WILL BE INCLUDING AN UPDATE ON SEXUALIZATION NEXT MONTH IN THE OPERATIONS REPORT.
THE OTHER ITEMS THAT YOU'RE MENTIONING ABOUT UM, BEHIND THE METER STORAGE, UM, STORAGE ON BUSES, THOSE KINDS OF THINGS MIGHT BE SOMETHING, UH, FUTURE THAT WOULD BE KIND OF A SEPARATE TOPIC.
BUT IN TERMS OF THE SEXUALIZATION, THAT WILL BE NEXT MONTH.
IN BUDGET CYCLE, I THINK ROBIN SAID THAT WE HAVE THAT ROLLED INTO THE SCHEDULE DOWN BELOW.
YES, IT'S LISTED UNDER THE, UM, STANDARD QUARTERLY AND ANNUAL EUC BRIEFINGS.
WE HAVE LISTED THE QUARTERLY FINANCIAL AND OPERATIONS REPORTS, AND THEN WE HAVE THE FINANCIAL FORECAST IN APRIL.
AND THEN WE HAVE THE AUSTIN ENERGY BUDGET PRESENTATION SCHEDULED FOR AUGUST.
ARE THERE ANY OTHER TOPICS THAT FOLKS WOULD LIKE TO ADD TO THIS? UM, JUST DOWN BELOW ARE THE DIRECTED UC BRIEFINGS.
UM, ONE OF IT IS THE REQUIRED UPDATE ON THE TRANSMISSION STUDY.
UM, AND THIS SAYS JULY, SO I'M ASSUMING THAT IT'S JUST GONNA BE JULY BEFORE IT'S AVAILABLE.
CAUSE THAT'S WHAT YOU GUYS PUT.
AND THEN, UM, I THINK THE IDEA WAS THE GENER, AS SOON AS THE TRANSMISSION STUDY IS DONE, THEN THE GENERATION PLAN COULD START.
SO I DON'T KNOW IF IT COULD START AT THE SAME TIME, BUT SOMETIME IN THAT PERIOD.
UH, CUZ I THINK THAT THE, THE CITY COUNCIL DIRECTIVE IS TO HAVE IT RECOMMENDATIONS BACK, UM, WITH OUR INPUT BY THE FIRST QUARTER OF 2024.
SO IT'S NOT A LOT OF TIME, BUT OKAY.
AND THEN ON THAT CENTER SECTION, QUARTERLY FINANCIAL REPORT, I INCLUDED THE PSA, YOU KNOW, THE PSA SURPRISED A LOT OF PEOPLE.
WELL WE HAD, IT SEEMED LIKE WE WERE GIVING BACK SOME OVER RECOVERY IN THE FIRST PART.
THEN PUTIN AND UKRAINE HAPPENED, THE NATURAL GAS IN INCREASED HAPPENED.
SOME OF THIS YOU COULD PREDICT SOME OF IT COULDN'T AND THERE WAS ALL THAT.
BUT I JUST WANT TO GET SORT OF IN FRONT OF WHAT MIGHT HAPPEN.
IT SEEMS LIKE SOME UTILITIES HAVE MONTHLY UPDATES TO THE PSA, BUT I, WHAT DID THE CITY COUNCIL APPROVED? DID THEY JUST HAVE A STATUS WITH A YEARLY CHANGE OR WAS IT QUARTERLY CHANGES? SO THERE WAS, UH, LANGUAGE APPROVED BY CITY COUNCIL THAT WOULD GIVE AUSTIN ENERGY ADMINISTRATIVE AUTHORITY TO MAKE MONTHLY ADJUSTMENTS WITHIN A SMALL RANGE.
UH, AND THEN WE, YOU KNOW, THERE'S A PROCESS FOR US TO NOTIFY CITY COUNCIL WHEN WE'RE DOING THAT SO THAT IT COULD POTENTIALLY, UH, MITIGATE ANY LARGE, UH, IMPACTS.
SO THAT IS, THAT IS LANGUAGE THAT, UM, IS THERE NOW.
WAS THERE NOT INCLUDED, I'M SORRY, DID, WAS THERE WASN'T INCLUDED ANY SORT OF REPORTING REQUIREMENT TO, TO THE EUC AS PART OF THAT? WOULD THAT BE SOMETHING YOU'D REPORT TO US? WE HAD TO DO A MONTHLY REPORT TO COUNCIL, WHICH WOULD ALSO BE SENT TO YOU.
YEAH, I'D HAVE, I'D HAVE TO GO BACK AND LOOK AT THE LANGUAGE.
I DON'T, I DON'T KNOW, OFF SAID THERE WON'T, WE DID ONE IN DECEMBER THAT SAID THERE WON'T BE ANY CHANGES.
WE DID THERE, THERE WAS, THERE WAS A MEMO THAT THAT WENT TO CITY
[00:50:01]
COUNCIL, UM, IN DECEMBER THAT SAID THERE WERE, THERE WERE NO CHANGES.AND, BUT WE'LL LOOK BACK AT THE TARIFF AND IF IT'S SOMETHING THAT WE NEED TO, TO, UH, ALSO PROVIDE TO YOU, WE WILL CERTAINLY DO THAT.
UM, AND PUT THAT, UM, AS, AS PART OF OUR, UH, PROCESS.
I, I JUST DON'T REMEMBER THE LANGUAGE OFF THE TOP OF MY HEAD, BUT BASICALLY THAT'S WHAT, SO WE NOTIFY COUNSEL, UM, O OBVIOUSLY IF IT WOULD BE SOMETHING, UH, LARGER THAN THAT ADMINISTRATIVE APPROVAL THAN WE WOULD GO DIRECTLY TO CITY COUNCIL FOR THEIR APPROVAL.
BUT TAMMY, DO YOU KNOW WHAT'S THE RANGE THAT YOU CAN DO? UM, ADMINISTRATIVELY WITHOUT THE, I WANNA SAY 5%? YEAH, WITHIN 5% EITHER WAY.
SO COULD WE, IS IT REASONABLE TO HAVE A, IN THE QUARTERLY FINANCIAL REPORT, SOME KIND OF FORWARD LOOKING OR TO WHATEVER DEGREE FORWARD LOOKING DOESN'T CREATE PROBLEMS, BUT IT SEEMS LIKE WE CAN LOOK AT WHAT WE'VE SEEN IN TERMS OF, OF NATURAL GAS PRICES THAT AFFECT, YOU KNOW, I CAN'T, I CAN'T SPEAK FOR THE, THE FINANCE DEPARTMENT ON WHAT THEY MAY OR MAY NOT BE ABLE TO PROVIDE, BUT WE'LL CERTAINLY TALK TO THEM OKAY.
ABOUT WHAT MAY BE APPROPRIATE.
ANYTHING ELSE ON THAT? I THINK THAT CONCLUDES IT.
I, I, UH, ALL OF WHICH IS ON FUTURE AGENDA ITEMS, UH, I, I WOULD LIKE TO JUST INCLUDE US, CONTINUE THE WORK OF THE, OF THE WORK GROUP AND HAVE THAT AS A STANDING ITEM, INCLUDING RECOMMENDATIONS YOU WANNA DESCRIBE THE WORK.
UM, COMMISSIONER CHAPMAN, THE, UM, AS I MENTIONED IN THE EMAIL, THE, UH, WORK GROUPS ARE, UM, ARE NOT SUPPOSED TO BE PERMANENT.
THEY HAVE TO HAVE A, A PURPOSE AND A, AND A SCOPE PER THE CLERK'S OFFICE.
SO, UM, IF YOU WANTED TO HAVE A, UM, A PURPOSE SUCH AS PROVIDE BUDGET RECOMMENDATIONS AND START UP AS WE GET CLOSER TO BUDGET SEASON, THAT'S CERTAINLY APPROPRIATE.
UM, SO I JUST WANTED TO, TO REMIND YOU OF THAT.
WE, WE WILL, UH, HAVE THAT LANGUAGE, UH, FOR THE NEXT MEETING, FOR THE NEXT, UH, COMMISSION MEETING.
AND, UH, AGAIN, I, I'D HAVE TO LOOK AT WHEN THE WORK GROUP WAS ESTABLISHED THIS, THIS LAST YEAR.
UH, I UNDERSTAND IT NEEDS TO BE RENEWED.
IT'S, BUT IT WAS ALL OF WHICH IS, IT WAS NOT INTENDED THAT THE WORK GROUP, UH, DID A LOT OF WORK THIS YEAR, UH, BUT NOT, IT WAS NEVER INTENDED TO BE LIMITED TO THE RATE CASE.
UH, IT, IT BUDGET IS AN ANNUAL MATTER, UH, AUDITS, CITY AUDITS OR, OR ROUTINE PROCESS.
SO IT WAS NOT, UH, LIMITED, UH, IN ANY WAY TO THE RATE CASE.
CAN I JUST CHIME IN ON ONE SMALL ITEM ON, UM, ITEM 15 IRA, OPPORTUNITIES FOR FUNDING LOANS AND GRANTS.
UM, COMMISSIONER CHAPMAN MENTIONED A STANDING ITEM STARTING IN APRIL.
I AGREE WITH, UM, COMMISSIONER REID THAT REALLY WE WON'T HAVE MUCH TO REPORT ON ON THAT UNTIL WE GET INTO THE, UM, RESOURCE PLAN UPDATE PROCESS.
AND WE'LL REALLY BE DIGGING IN TO SOME OF THAT IN THE MEANTIME.
AND WE WON'T HAVE A LOT TO REPORT THERE.
SO IF WE COULD JUST REVISIT THAT WHEN WE START COMING BACK WITH SOME OF THAT MORE SUBSTANTIVE, UH, UPDATE MATERIAL TO THE RESOURCE PLAN, IF THAT WOULD BE OKAY.
I, I JUST DON'T THINK THERE'S GONNA BE A LOT IN THE MEANTIME.
THAT I, THAT, THAT MAKES SENSE.
I, WHEN, WHEN I SAY STANDING ITEM, I DON'T MEAN THAT IT REQUIRES A REPORT OR, OR, OR POWERPOINT, BUT IF THERE'S SOMETHING TO REPORT, UH, IN OTHER WORDS, IF YOU GUYS ACTUALLY APPLY FOR FUNDING AND IT REQUIRES CITY COUNCIL APPROVAL, WE SHOULD SEE IT ANYWAY.
RIGHT? IF THERE'S SOME BIG OR NOT, OR WE NOT SEE IT.
UM, I, I DON'T THINK THAT'S ALWAYS GOING TO BE THE CASE, BUT I'LL, IT DEPENDS.
I GUESS I'LL, I'LL YEAH, I'LL, I'LL, UM, KEEP THAT IN MIND AS, AS ADDITIONAL DIRECTION TO WHEN, WHEN WE MIGHT NEED TO MENTION SOMETHING.
I THINK THAT'S PLENTY RIGHT NOW TO WORK ON.
SO I DON'T HAVE ANYTHING MORE, ANYTHING ONLINE.
THE, AT, AT SOME POINTS WE HAVE HAD, UM, AND I MIGHT BE MIXING UP OUR, HAVEN'T WE HAD PRESENTATIONS BY THE, UM, FLEET FOLKS FOR THE CITY MM-HMM.
[00:55:01]
HOW ARE THEY DOING IN TERMS OF LOOKING AT ALTERNATIVE FUELED VEHICLES, ET CETERA.UM, SO TO THE EXTENT THAT'S AN, I CAN'T REMEMBER IF WE DID THAT ANNUALLY, BUT I THINK THAT'S A USEFUL EXERCISE.
WELL, IT'S GETTING MORE EXCITING NOW BECAUSE THEY'RE ACTUALLY VEHICLES THAT THEY CAN PURCHASE AND DEPLOY IN THE FLEET AND, AND SAVE MONEY.
I THINK I'VE SEEN A SLIDE THAT ACTUALLY SAID THEY'RE ALREADY SAVING MONEY.
SO IT, IT, IF WE COULD GET, I FORGOT WHAT HER NAME WAS.
UM, I CAN'T REMEMBER EITHER
BUT YOU KNOW, IT'S EXCITING AND IF THERE DOESN'T TAKE MUCH OVERHEAD JUST TO GIVE US AN UPDATE, THERE'S ALREADY SAVING MILLIONS OF DOLLARS OF SAVINGS ON THAT TOO.
UM, SO I DON'T HAVE ANYTHING MORE.
