IT IS WEDNESDAY, JANUARY

[CALL TO ORDER]

THE 11TH.

IT IS 3 0 1 AND I, MY NAME IS EUGENE SEPAL.

I'M THE CHAIR OF THE AUSTIN AIRPORT ADVISORY COMMISSION.

UM, THANK YOU TO OUR GUESTS WHO ARE HERE BOTH PHYSICALLY AND ONLINE.

WE'RE GONNA CALL THIS MEETING TO ORDER.

IT'S OUR FIRST TIME IN THE, UH, AUSTIN CITY HALL AT THE DOWNTOWN, AND THE BOARDS AND COMMISSIONS ROOM.

UH, SO ALL OF US NEED TO BE REMEMBERED THAT WE'RE NOW LIVE.

UH, WE HAVE A QUORUM, MS. VICKY SEPULVEDA.

UH, RAYMOND.

RAYMOND YOUNG, CHAD ENNIS, WENDY PRICE, EUGENE SEPULVEDA AND JEREMY HENDRICKS ARE HERE.

ARE THERE ANY COMMISSIONERS ONLINE? JOHN JONATHAN C**N ONLINE? YES.

OKAY.

AND, AND PLUS JONATHAN C**N ONLINE.

AND JONATHAN, JUST REMEMBER WHEN WE COME FOR VOTES, WE'LL NEED YOU TO SHOW YOUR FACE.

PLEASE.

UH, I CALL THE MEETING TO ORDER.

WE

[PUBLIC COMMUNICATION: GENERAL]

HAVE A COUPLE OF FOLKS FOR GENERAL CITIZEN'S COMMUNICATION.

THE FIRST IS AMANDA CARILLO, AND I KNOW SHE'S ONLINE.

NICOLE, CAN YOU BRING AMANDA ON? AMANDA, ANYTIME YOU'RE READY, WE CAN HEAR YOU.

OKAY.

ALRIGHT.

WELL, MY NAME IS AMANDA CARILLO.

I LIVE OFF OF MCCA LANE.

A FEW HUNDRED FEET FROM THE TANK FARMS, UM, IS BEING BUILT.

THE CONSTRUCTION ON THE TANKS IS MOVING PRETTY QUICKLY, SO IN THE MATTER OF NINE MONTHS, UM, SINCE THE CITY COUNCIL LET THEM MOVE FORWARD, THEY HAVE BUILT TWO JET FARM FUEL TANKS.

UM, THERE HAS ALSO BEEN NO NOTICEABLE CHANGES TO OUR QUALITY OF LIFE AND INCLUDING WILDLIFE, WHICH, UM, I'VE SEEN RUN INTO MY YARD.

UH, THE RUNWAYS, UH, NEAR OUR NEIGHBORHOOD, UM, THE NOISE HAS INCREASED SINCE THEY'VE PUT THE TANKS UP.

UM, THE, THE NOISE IS DISTURB OUR SLEEP, ESPECIALLY THOSE WHO WORK SEVEN DAYS OF THE WEEK.

UM, AS I MENTIONED BEFORE IN SEVERAL MEETINGS, THERE HAS BEEN AN INCREASE IN EVIDENCE OF HOW MUCH THIS PROJECT IS AFFECTING PEOPLE OF COLOR WITHIN A MINOR MINORITY GROUP.

UH, WITHIN THE NINE MONTHS, THE RISK OF OUR SAFETY IS THAT THREAT FOR OUR CHILDREN BECAUSE OF TRAFFIC THAT HAS INCREASED WITHIN THESE PAST NINE MONTHS.

WE HAVE, UH, COMMERCIAL TRUCKS GOING THROUGH OUR NEIGHBORHOODS.

WE HAVE OTHER VEHICLES THAT ARE, UH, TRYING TO GET DOWN TO 180 3 AND USE OUR STREETS AS A SHORTCUT, UM, PUTTING OUR CHILDREN, UM, AT RISK, UM, WITH THESE HUGE TRUCKS THAT ARE COMING THROUGH OUR NEIGHBORHOOD.

WE HAVE TWO SIGNS AT THE BEGINNING AND AT THE END, UH, SHOWING THAT IT IS A NO TRUCK.

UM, BUT WHILE CONSTRUCTION ON THE FARM IS HAPPENING QUICKLY, AND THE NEW EXPANSION PRO PRO, UM, EXCUSE ME, PROJECTS ARE HAPPENING QUICKLY, THE PROMISE THAT THE AIRPORT MADE TO OUR COMMUNITY ARE NOT HAPPENING AT ALL.

ONE MAJOR PROBLEM IN THE DECISION TO PUT THE TANK FARM WHERE IT IS, IS THAT THERE HAS BEEN ZERO COMMUNITY ENGAGEMENT.

THE AIRPORT SAID THEY DID NOT LEGALLY NEED TO COMMUNICATE WITH THE COMMUNITY.

GIVEN AUSTIN'S HISTORY, THE, THE, UM, WITH LOCATING PAINT FARMS NEAR POOR NEIGHBORHOODS IN EAST AUSTIN, THIS SHOULD HAVE BEEN A NO-BRAINER.

BUT TO AVOID CITY COUNCIL TO, UM, BUT TO A, EXCUSE ME, BUT TO AVOID HAVING CITY COUNCIL TELL THEM TO FIND AN ALTERNATIVE SITE, THE TANK FARM FOR THE TANK FARM, THE AIRPORT MADE PROMISES THAT THEY WOULD DO BETTER MOVING FORWARD AND NOT MAKE THE SAME MISTAKES AGAIN.

THEY SAID THEY WOULD CREATE A GREEN TEAM TO ENSURE THE COMMUNITY'S ENGAGEMENT HAPPENS.

THEY DON'T MAKE THE MISTAKES.

AGAIN, WITHIN THE NINE MONTHS, THE AIRPORT HAS A FANCY NEW MARKETING CAMPAIGN CALLED JOURNEY WITH A U S BUT NOT A GREEN TEAM.

UH, AMANDA, UH, I WILL TELL YOU, THE GREEN TEAM IS, I'M SORRY, AMANDA, EXCUSE ME.

UH, YOU'RE AT YOUR THREE MINUTES.

I'M GONNA GIVE YOU ONE MORE MINUTE, BUT WE NEED TO WRAP UP IN, WE'RE ONLY SUPPOSED TO ALLOW THREE MINUTES.

OKAY.

SO, SO WE'RE ASKING FOR THE GREEN TEAM.

WE ARE ASKING, YOU KNOW, THAT THERE IS SOME, UH, COMMUNITY ENGAGEMENT, WHICH, YOU KNOW, WE ALSO WANT BETTER TRANSPARENCY OVER THE SITE AND THE BUILDING OF THE TANK FARM, UH, BY THE PRIVATE AIRLINES.

UM, WE'RE, WE'RE ASKING, YOU KNOW, THERE WAS SOME, SOME MUD WATERS AND WE IN SEPTEMBER, AND WE WEREN'T EVEN NOTIFIED UNTIL TWO WEEKS AGO OF THIS HAPPENING, WHICH CAN, YOU KNOW, CAN ALSO, UH, CAUSE FLOODING AND, AND WE'RE, WE'RE AT RISK FOR FLOOD ZONE AS WELL, YOU KNOW, WHICH CAN GO INTO OUR YARD.

SO WE WANT SOMETHING DONE.

WE NEED SOMETHING DONE RIGHT NOW, YOU KNOW, WE WANT AIR QUALITY EQUIPMENT

[00:05:01]

OUT THERE AND, AND NOBODY'S SPOKEN TO US ABOUT ANYTHING.

WE NEED THIS AND WE NEED THIS NOW, NOT LATER.

WE NEED IT NOW.

THIS SHOULD HAVE BEEN DONE BEFORE YOU GUYS EVEN STARTED BREAKING GROUND.

AMANDA, THANK YOU.

UM, MS. GUILLO, THANK YOU SO MUCH.

AND I WILL BRING, BE BRINGING THESE ISSUES UP WITH THE STAFF TO GET SOME ANSWERS.

I THINK, I THINK YOU CERTAINLY THROUGH BOBBY, HAVE MY, UH, PERSONAL COMMUNICATION, SO FEEL FREE TO REACH OUT TO ME INDIVIDUALLY.

OKAY.

THANK YOU.

UM, WE HAVE, UM, LAUREN ICE, WHO IS ASKED TO MAKE A GENERAL PRESENTATION, UM, GENERAL COMMENTS, AND THEN, UH, SEPARATELY TO COMMENT ON ITEM NINE ON THE AGENDA.

SO I'VE AGREED TO GRANT YOU TWO, THREE MINUTE SLOTS.

ONE THREE MINUTES FOR EACH.

THANK YOU CHAIR.

OKAY.

UM, IS THIS ON? Y'ALL CAN HEAR ME.

OKAY.

UM, YEAH.

MY NAME IS LAUREN ICE.

UM, I'M AN ENVIRONMENTAL ATTORNEY.

I'M HERE ON MY, UM, INDIVIDUAL CAPACITY, THOUGH AS A, A RESIDENT OF DISTRICT ONE.

AND AS AMANDA SAID, YOU KNOW, ABOUT A YEAR AGO, IF YOU'LL REMEMBER, FOLKS NEAR THE AIRPORT FIRST LEARNED ABOUT THE TANK FARM THAT WAS BEING BUILT.

UM, ONE OF MYSELF AND ONE OF MY LAW PARTNERS KIND OF VOLUNTARILY JOINED IN THE OPPOSITION WITH THE COMMUNITY, GIVEN JUST HOW WRONG THAT FELT.

AND WE SUBMITTED TWO PUBLIC INFORMATION ACT REQUESTS TO THE CITY IN MARCH AND APRIL OF LAST YEAR THAT ASKED FOR, I PROBABLY DON'T HAVE TIME TO GO INTO IT HERE, BUT A VARIETY OF INFORMATION, UM, RELATED TO THE TANK FARM, RELATED TO THE ENVIRONMENTAL ASSESSMENT THAT WAS DONE.

UM, TO SUMMARIZE THAT INCLUDED, YOU KNOW, INFORMATION RELATED TO, UH, OTHER FEDERAL, STATE, AND LOCAL PERMITS, CONTRACTS, AND INVOICES AND COMMUNICATIONS WITH THE FIRM THAT PREPARED THE ENVIRONMENTAL ASSESSMENT, UM, AND THE FIRM THAT DID THE EMISSIONS MODELING, UM, THE FUEL FARM MASTER PLAN ITSELF, UM, AND A VARIETY OF OTHER COMMUNICATIONS AND DOCUMENTS BETWEEN THE PRIVATE AIRLINE CONSORTIUM AND THE CITY STAFF.

THE SHORT STORY IS, IS THAT THE CITY HAS REPEATEDLY VIOLATED THE TEXAS PUBLIC INFORMATION ACT OVER THE COURSE OF THE LAST NINE MONTHS, AND REFUSE TO PROVIDE US WITH ANY OF THIS INFORMATION, DESPITE THE FACT THAT WE HAVE PAID NEARLY $450 FOR THAT INFORMATION.

AND DESPITE THE FACT THAT THE ATTORNEY GENERAL'S OFFICE HAS DIRECTED THE CITY TO PROVIDE AT LEAST SOME OF THAT INFORMATION.

AND SO, I AM HERE TODAY TO ASK THIS COMMISSION.

UM, GIVEN THAT I THINK PUBLIC TRANSPARENCY AND ACCOUNTABILITY IS ONE OF YOUR OBJECTIVES TO PUT THIS ITEM ON A FUTURE AGENDA SO THAT WE CAN TALK ABOUT THIS, SOME OF THIS INFORMATION THAT'S MISSING AND HOW IMPORTANT IT IS NOT JUST TO THE DECI, HOW IT WOULD'VE BEEN IMPORTANT TO THE DECISION THAT WAS MADE ABOUT THE TANK FARM, BUT IT'S ALSO IMPORTANT TO THE DECISIONS ABOUT THE EXPANSION PROJECTS MOVING FORWARD.

AND SO THIS IS REALLY IMPORTANT INFORMATION THAT THE PUBLIC HAS A RIGHT TO SEE, BUT ALSO THAT I THINK THE COMMUNITY THAT'S CONCERNED ABOUT THE EXPANSION, UM, NEEDS TO SEE.

SO MY UNDERSTANDING IS THAT IT TAKES TWO OF Y'ALL TO ASK FOR A, UH, FUTURE AGENDA ITEM ON THIS.

AND SO I, I'M HERE TO JUST MAKE THAT REQUEST THAT, THAT THIS BECOME AN ISSUE OF PUBLIC, UH, DISCUSSION.

THANK YOU.

GREAT.

ANYTHING ELSE TO YES, UH, CAN MIND THE COMMISSIONER AUTHORIZATION OF NEGOTIATION EXECUTION CONTRACT? OH, YOUR MICROPHONE IS NOT RIGHT.

YOUR MICROPHONE'S NOT ON.

UH, SORRY.

UH, SO, UH, LAUREN IS NOW GONNA SPEAK ON ITEM NINE, WHICH IS TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT TO PROVIDE COMMUNICATIONS, COMMUNITY ENGAGEMENT, AND MARKET AND SUPPORT MS. ICE.

YES.

THANK YOU.

AND AGAIN, FOR THE RECORD, MY NAME IS LAUREN ICE.

UM, ITEM NINE IS LISTED AS POSSIBLE ACTION TO EXECUTE A CONTRACT TO PROVIDE COMMUNICATIONS, COMMUNITY ENGAGEMENT, AND MARKETING SUPPORT WITH A FIRM CALLED THE EISS DESIGN INCORPORATED, UM, FOR AMOUNT AT 2.5 MILLION OVER THE NEXT FIVE YEARS.

I WANNA FOCUS ON THE TERM COMMUNITY ENGAGEMENT.

AS YOU HEARD MS. CARILLO SPEAK TO EARLIER.

UM, WHAT I SEE HERE IN THIS PACKAGE IS NOT COMMUNITY ENGAGEMENT.

UH, I LOOKED AT THE FIRM'S WEB WEBSITE, NOTHING AGAINST THIS FIRM, BUT IT'S JUST THEY DON'T SEEM TO DO COMMUNITY ENGAGEMENT.

THEY SEEM TO DO BRANDING AND MARKETING.

SO MAYBE IT'S COMMUNITY ENGAGEMENT THE WAY THE AIRPORT DEFINES IT, BUT THAT'S NOT REALLY THE, WHAT THE, THE KIND OF COMMUNITY ENGAGEMENT THAT AMANDA AND HER NEIGHBORS WERE PROMISED.

UM, THE JOURNEY WITH A U S CAMPAIGN DOES NOT SEEM TO BE COMMUNITY ENGAGEMENT.

IT SEEMS TO BE MARKETING AND BRANDING AS FAR AS I CAN TELL.

AND THIS IS MORE THAN JUST SEMANTICS.

AS YOU HEARD AMANDA SAY, THIS IS VERY IMPORTANT TO THE AFFECTED COMMUNITY.

AND THE BIGGEST PROBLEM WITH THE TANK FARM FIGHT WAS THAT THE COMMUNITY WAS NOT ENGAGED AND THE COMMUNITY WAS TOLD THAT THEY DIDN'T HAVE TO BE ENGAGED.

AND THE CONSULTANT THAT WAS HIRED TO PREPARE THAT ENVIRONMENTAL ASSESSMENT SPECIFICALLY SAID THEY DIDN'T DO ANY COMMUNITY ENGAGEMENT BECAUSE THEY DIDN'T HAVE TO DO ANY COMMUNITY ENGAGEMENT.

AND SO THE FEAR IS BY CONTINUING TO USE THIS TERM, UM, IN A, IN THE WRONG MANNER, YOU COULD BE HIRING A FIRM THAT'S TELLING THE AIRPORT HOW TO NOT DO COMMUNITY ENGAGEMENT, HOW TO AVOID COMMUNITY ENGAGEMENT.

AND SO I THINK WE NEED A FUNDAMENTAL, UH, REDEFINING

[00:10:01]

OF WHAT COMMUNITY ENGAGEMENT MEANS WITH THE AIRPORT.

UM, AND I THINK THAT IF WE HAVE A CONTRACT BEFORE US THAT HAS TO DO WITH COMMUNITY ENGAGEMENT, THE COMMUNITY SHOULD BE INVOLVED.

AND AS YOU HEARD AMANDA SAY, THAT COMMUNITY HAS NOT BEEN REACHED OUT TO ONCE SINCE THIS DECISION ON THE TANK FARMS WAS MADE MORE THAN NINE MONTHS AGO.

AND SINCE THE COMMUNITY WAS PROMISED MORE COMMUNITY ENGAGEMENT.

AND SO I THINK THAT YOU SHOULD, AND I'M HERE TO ASK YOU TO POSTPONE TAKING ACTION ON THIS ITEM SINCE IT'S NOT CLEAR THAT THE SUBJECT REALLY IS COMMUNITY ENGAGEMENT.

AND TO PROVIDE MORE INFORMATION TO THE COMMUNITY SO WE KNOW WHAT THIS CONTRACT IS REALLY FOR.

AND IF IT IS FOR COMMUNITY ENGAGEMENT TO ALLOW THE COMMUNITY TO BE INVOLVED IN WHAT THIS CAMPAIGN THAT THE AIRPORT SEEMS TO BE DEFINING, UH, LOOKS LIKE MOVING FORWARD SINCE IT'S SUPPOSED TO INVOLVE THE COMMUNITY.

UM, THANK YOU.

THANK YOU VERY MUCH.

ALRIGHT.

I'M GONNA MOVE IT ON TO CHAIR YOUR MICROPHONE.

I'M SO SORRY.

NO, THANK YOU.

I'M GONNA LEAVE MINE OFF.

UM, I'M GONNA MOVE IT.

THANK YOU, MS. ICE.

AND I'M GONNA MOVE US TO APPROVAL OF THE MINUTES.

DO I HAVE A MOTION, UH, CHAIR? YES.

I JUST WANTED TO, UM, HAD A QUESTION FOR THE SPEAKER.

OKAY.

UM, I JUST WANTED TO THANK THEM FOR BEING HERE.

UM, AND THIS IS A, A FIRST STEP FOR PUBLIC PARTICIPATION AND COMMUNITY ENGAGEMENT AND TRANSPARENCY.

WE'VE, WE'VE BEEN WORKING ON BEING HERE.

AND AS TO ECHO THE CHAIR, WE'RE REALLY PLEASED TO BE AT CITY HALL, UM, AND, AND MAKE IT POSSIBLE FOR THE PUBLIC TO PARTICIPATE IN REAL TIME AT THIS MEETING.

UM, AND, UH, WHAT I HEARD FROM MS. CARILLO, AND I'M A LITTLE BIT CONCERNED, WAS THAT I THOUGHT WE WERE PROMISED MONITORING OF THE, UM, CONSTRUCTION SITE.

AND I KNOW THAT THERE IS A, THERE IS INFORMATION ON THE WEBSITE, AND THIS MAY BE MORE OF AN A QUESTION FOR STAFF, BUT IS THAT, WILL THAT INFORMATION OF, OF THIRD PARTY MONITORING OF THE AIR QUALITY AT THE, DURING CONSTRUCTION AND FOLLOWING CONSTRUCTION, IS THAT PUBLIC INFORMATION OR WILL THAT ALSO BE SOMETHING THAT IS PROPRIETARY TO THE AIRLINE CONSORTIUM OR SOME OTHER ENTITY, IF I MAY RESPOND? UH, TRACY THOMPSON, DEPARTMENT OF AVIATION.

WE HAVE ON THE FEBRUARY AGENDA AN ENTIRE FUEL FARM UPDATE.

SO WHY DON'T WE TAKE THAT QUESTION AND MAKE SURE THAT GETS ANSWERED AT OUR NEXT MEETING.

WELL, UH, LET'S HOPE THAT, THAT THE ANSWERS IN FEBRUARY REFLECT 10 MONTHS OF CONSTRUCTION AS WELL.

YES, MA'AM.

THANK YOU.

THANK YOU,

[1. Approve the minutes of the AAC special called meeting on December 12, 2022.]

COMMISSIONER.

OKAY.

UH, DO I HAVE A MOTION FOR THE MINUTES? MOTION TO APPROVE.

IS THERE A SECOND? MS. SEPULVEDA? UH, ANY COMMENTS, QUESTIONS, WENDY? I THINK WE'VE ALREADY ADDRESSED.

OKAY.

ALL IN FAVOR? AYE, JONATHAN.

AYE.

THERE'S ARIA AND JONATHAN.

GREAT.

ALL RIGHT.

MOVING ON.

[2. November 2022 Financial Results presented by Rajeev Thomas, Deputy Chief Finance Officer.]

WE'VE GOT STAFF BREEDING BRIEFINGS.

THE FIRST IS FROM RAJIV.

RAJIV.

YEAH.

GOOD AFTERNOON.

UH, RAJIV THOMAS, DEPUTY CHIEF OF FINANCE.

UH, THE NOVEMBER RESULTS AS, UH, AS SHOWN IN THE WRITTEN BRIEFING, UH, WAS VERY GOOD.

THE OPERATING REVENUES WERE ABOUT 3.3 MILLION OVER NOVEMBER OF 2021.

UM, THE OPERATING REVENUES CAME IN AT 22.6 MILLION VERSUS 19.3 MILLION IN THE PRIOR YEAR.

UM, ONE OF THE CONCERNS I THINK YOU HAD CHAIR WAS ON THE OPERATING EXPENSES, HOW IT WAS ON, AND THAT OPERATING EXPENSES FOR THE MONTH OF NOVEMBER WAS 27.8% HIGHER THAN I WASN'T WISHING THAT THEY WOULD INCREASE.

I JUST EXPECT THAT THEY WOULD.

YEAH, THEY ARE.

AND YEAR TO DATE, UM, YOU KNOW, LAST YEAR, IF YOU LOOK AT IT ON A YEAR TO DATE BASIS, IT ONLY SHOWS ABOUT A 6.6% INCREASE.

BUT THAT IS BECAUSE LAST YEAR, OCTOBER, 2021 HAD A THREE PAY PERIOD MONTH.

RIGHT.

SO IF YOU TAKE THAT INTO ACCOUNT, ACTUALLY YEAR TO DATE, IT HAS GONE UP ALMOST 20, 19%.

SO, OTHER THAN THAT, ON THE REVENUE SIDE, UM, YOU KNOW, IT, IT WAS A VERY GOOD MONTH.

NOTHING UNUSUAL TO SPEAK OF IN TERMS OF WHAT WE EXPECTED IN TERMS OF THE RESULTS.

UH, IT WAS WHERE WE THOUGHT IT WOULD COME IN.

AND, UH, UH, A VERY GOOD MONTH, THAT 22.6 MILLION COMMISSIONERS.

QUESTIONS FOR RAJIV? UM, I'VE GOT A COUPLE, WELL, REALLY NOTATIONS, I JUST WANNA CALL OUT THAT SINCE NOVEMBER, 2019, WE HAVE 68 MORE DAILY DEPARTURES.

UM, AND THANK YOU FOR MAKING NOTE OF THAT.

UM, AND THEN I, I WANTED TO ASK RAJIV IF, SO, WE'RE AT 44% AIRLINE REVENUES, 55% NON-A AIRLINE.

WHAT HAS THAT BEEN HISTORICALLY IN 2019? IT WAS ROUGHLY THE SAME.

THAT MIX WAS ROUGHLY THE SAME.

YEAH.

AND, UH, BUKI DO, DO YOU THINK WE'RE, I KNOW THAT, THAT WE'RE UNDER CAPACITY FOR CONCESSIONS PER PASSENGER TRAFFIC RIGHT

[00:15:01]

NOW? YEP.

YOU THINK THAT'S AT RISK OF UPSETTING NON-A AIRLINE REVENUES? WELL, THE CONCESSIONS REVENUE THAT IS GENERATED IN INSIDE OF THE TERMINAL, SO IN TERMINAL CONCESSIONS IS, IS GROSSLY UNDER, UNDER WHAT WE SHOULD BE SERVING BASED ON THE PASSENGER LOADS.

UM, DO I BELIEVE THAT THERE'S LEAKAGE, MEANING THAT CUSTOMERS ARE JUST NOT PURCHASING? UM, YES, BUT WE, WE, WE'VE MADE SOME EFFORTS WITH PRODUCT AND FOOD DELIVERY AND STORAGE ON THE PROPERTY INSIDE OF THE TERMINAL BUILDING SO THAT THE CONCESSIONAIRES CAN REPLENISH AND SERVE.

AND THEN AS THEY'VE BEEN RAMPING UP, UH, WITH THE, WITH THE LABOR CRISIS AND THEY'RE STABILIZING NOW WITH WORKFORCE, WE'RE SEEING THAT, UM, THEY ARE ABLE TO SERVE.

BUT I THINK AT SOME POINT IN CAPACITY, WE WILL SEE THAT LEAKAGE.

NOW, WHEN IT COMES TO JUST FOOD, BEVERAGE AND RETAIL, IT'S NOT THE LARGEST REVENUE DRIVER OF NON-A AIRLINE REVENUE.

OF COURSE, WE HAVE PARKING REVENUES THAT ARE THE, THE, THE SUBSTANTIAL PORTIONS.

SO, UM, IN TERMS OF THE METRICS AND THE INDICATOR, I THINK IT'LL HAVE A SLIGHT IMPACT, BUT WON'T MOVE THE NEEDLE AS MUCH.

OKAY.

YEAH.

AND, UH, CONGRATULATIONS ON THE NEW FOOD VENDING MACHINES, WHICH I KNOW HELPED QUICKLY.

ALL RIGHT.

ANY OTHER QUESTIONS FOR RAJI? RAJI? THANK YOU.

JOB WELL DONE.

[3. Air Service Update presented by Jamy Kazanoff, Air Service Development.]

UH, MOVING ON TO AIR SERVICE UPDATE, AND I KNOW JAMIE IS NOT HERE TODAY.

TRACY, YOU WANNA TAKE QUESTIONS FOR YOU GUYS OR LOOK AT PAGE 14 OF, OF YOUR PACKAGE IS JAMIE'S REPORT.

UM, THAT IS CORRECT.

I'M PLEASED TO TAKE ANY QUESTIONS, AND IF I CAN'T ANSWER THEM, I'M PLEASED TO GET THE ANSWERS AND, AND REPORT BACK IF ANYBODY HAS ANY.

AND OF COURSE, YOU CAN EMAIL ME LATER AS WELL.

YES, WENDY? UH, YEAH, I HAD A QUESTION ABOUT THE PROJECTION FOR JANUARY.

IT SEEMS, UM, EXCITING THAT THERE'S A BIG SPIKE IN, UM, FLIGHTS, AND I DIDN'T KNOW IF THAT IS HISTORICALLY, UM, BECAUSE JANUARY'S A VERY BUSY MONTH, OR I JUST DIDN'T UNDERSTAND WHY THE, UM, PROJECTED INCREASE FOR JANUARY 23 WAS UNLESS, YEAH, IT WAS SO HIGH, SO MUCH HIGHER THAN FOR OTHER MONTHS BASED ON, UM, THE SORT OF ANNUALIZED FLIGHT, UM, PATTERN.

I CAN SPEAK GENERALLY, BUT I'LL GIVE YOU THE, UH, THE ANSWER.

SOMETIMES IT'S A RELATIVE MEASURE AGAINST PREVIOUS JANUARYS MM-HMM.

.

AND SO, UM, WITH THE CO WITH COVID BEING OUR MOST RECENT JANUARYS AND COVID, IT, IT, THAT MAY BE PART OF IT, BUT LET ME GET THAT, UH, SPECIFIC ANSWER FROM JAMIE AND I'LL REPORT BACK TO THE COMMISSION.

SURE, YEAH.

AND COMMISSIONERS, I'LL POINT OUT TO THE REST OF US JUST THAT, THAT WE OPERATED AT 20 MILLION PASSENGERS LAST YEAR.

WE HAD SIX OF OUR SEVEN HIGHEST DAYS EVER LAST YEAR.

UM, I BELIEVE WE ORIGINALLY ESTIMATED OUR, OUR CAPACITY AT 15.6 OR 15.8, SO WE'RE OPERATING THAT SIGNIFICANTLY OVER CAPACITY.

RIGHT.

AND MOKI, YOU HAD A, YEAH, JUST ONE, ONE CLARIFICATION FOR WENDY, JUST TO SUPPORT THE, THE CHART THAT YOU SEE ON THE FIRST PAGE OF THE SNAPSHOT.

THE 54% FOR THIS COMING JANUARY IS THE TOTAL SEAT GROWTH THAT WE'VE SEEN SINCE JANUARY OF 19.

SO THAT'S A COMPOUNDED SEAT GROWTH.

UM, TECHNICALLY JANUARY OF, UM, THIS PAST JANUARY OF 22 TO JANUARY OF 23, REALLY, THE SEATS I THINK ARE ADJUSTED TO ABOUT 10%, IS WHAT WE'RE SEEING ON AVERAGE.

AND THE SCHEDULES, WHEN THESE THINGS ARE PUBLISHED, THE SCHEDULES ARE A LITTLE, UM, JUST TO USE MY WORD WONKY, RIGHT? THERE'S SOME THINGS THAT ARE PUBLISHED AND THEN CARRIERS WILL ADJUST SCHEDULES.

AND SO THE SEAT CAPACITY CHANGES, UH, BUT IT'S ABOUT 10%.

SO A 10% INCREASE YEAR OVER YEAR IS STILL DRAMATIC, RIGHT? LIKE, THAT'S, IT'S A VERY BIG INCREASE FOR US TO SEE.

BUT THAT IS, UH, IS JUST A LITTLE, PROVIDING A LITTLE BIT MORE CLARITY.

WENDY, TO PUT IT IN CONTEXT, THE BONDING COMPANIES DON'T ALLOW US TO SEE MORE THAN WHAT FOUR PERCENTS ON THE HIGH END, IF A YEAH, I MEAN, ROUGHLY, YEAH.

45% IS WHAT THEY LIKE TO SEE, BUT LAST JANUARY AND FEBRUARY WAS AFFECTED BY OMICRON, SO THAT WAS REALLY, YOU KNOW, DEPRESSED.

UM, BUT YEAH, YOU ARE SEEING THE, THE EFFECT OF SINCE LAST SUMMER, THE PUSH IN INCREASE IN SEEDS, AND THAT'S KIND OF CULMINATING IN THE FIRST HALF OF THIS YEAR.

IT, AT SOME POINT, ARE WE GETTING CLOSE TO, I MEAN, WE'RE SEEING 30%, 40, 50% INCREASES, YOU KNOW, FROM THE PAST.

WE'VE GOTTA BE GETTING CLOSE TO WHERE YOU CAN'T SQUEEZE THAT MANY MORE PEOPLE INTO THE AIRPORT, RIGHT? I MEAN, I KNOW WE'RE GOING TO EXPAND, OBVIOUSLY.

YEAH.

BUT HOW, HOW CLOSE IS THAT TO WHERE WE START SEEING THESE DROP BY TO 4% BECAUSE OF NECESSITY? WELL, YOU KNOW, YOU KNOW, WHEN, RIGHT NOW THE DATA THAT WE HAVE IS, YOU KNOW, WE ARE COMPARING IT TO LAST NOVEMBER,

[00:20:01]

UH, WHICH WAS JUST BARELY GETTING TO 2019 LEVELS IN TERMS OF TRAFFIC, RIGHT? SO WE'VE SEEN THAT DOUBLE DIGIT GROWTH THAT WE'VE, UH, THAT WE'VE EXPERIENCED THROUGHOUT THIS YEAR, AND PART OF THAT HAS BEEN DRIVEN BY CONNECTING TRAFFIC TO THE INCREASE ON THE CONNECTING TRAFFIC THAT WE HAVE SEEN TOO.

RIGHT? UM, SO, YOU KNOW, IT WOULD BE INTERESTING TO SEE JANUARY BECAUSE WHEN WE ARE LOOKING AT THE YEAR TO DATE NUMBERS, THE DAILY TRAFFIC NUMBERS IN JANUARY, IT IS COMING IN, UH, YOU KNOW, A LITTLE LOWER THAN WHAT YOU WOULD EXPECT WHERE VERSUS THE GROWTH THAT WE HAVE SEEN PREVIOUSLY.

WE ARE TRENDING TOWARDS MAYBE ABOUT 650 TO 700 EMPLOYMENTS IS WHAT WE ARE THINKING.

SO THAT WILL KIND OF PUT IT, PUT IT BACK TO NORMAL, UM, INTO WHAT WE ARE EXPECTING, BUT ALSO INTERNATIONAL TRAVEL REALLY DIDN'T REBOUND UNTIL, YOU KNOW, MUCH LATER IN 2021 TOO.

SO YOU'LL SEE SOME OF THAT EFFECT.

SO THROUGH, I THINK THE FIRST HALF OF THIS YEAR, YOU'LL SEE SOME, YOU KNOW, PRONOUNCED INCREASED YEAR OVER YEAR, BUT I THINK THE SECOND HALF OF THE YEAR, I THINK YOU'RE GONNA NORMALIZE INTO NORMAL GROWTH RATES BECAUSE NOW YOU'RE COMPARING, YOU KNOW, APPLES TO APPLES IN TERMS OF BUSINESS TRAVEL AND INTERNATIONAL TRAVEL.

RIGHT.

SO, YEAH.

AND, AND JUST TO ADD TO YOUR, UH, QUESTION ABOUT DOES IT, DOES IT STOP OR DOES IT SLOW DOWN? UM, THERE IS STILL ROOM FOR SCHEDULE OPTIMIZATION, AS WE CALL IT.

SO WHEN AN AIRCRAFT LAND LANDS AND THERE'S CERTAIN AMOUNT OF GROUND TIME FOR THAT CARRIER TO PROCESS, SOME CARRIERS DO HAVE THE FLEXIBILITY TO SHRINK THAT DOWN A LITTLE BIT, UTILIZE THEIR GATES A LITTLE BIT MORE, TURN AIRCRAFT A LITTLE BIT FASTER.

SO WE MAY SEE SOME OPTIMIZATIONS IN SCHEDULES.

UM, AND THAT JUST COMES FROM LEARNING, UH, THE STATION MANAGEMENT FOLKS, THE AIRLINE, THE NETWORK, IF THEY HAVE THAT RELIABILITY, THEY'LL OBVIOUSLY DO THAT.

SO I THINK THERE'S STILL ROOM FOR CAPACITY GROWTH TO COME.

OKAY.

I APPRECIATE THAT.

THANKS GUYS.

THAT'S GREAT.

WOULD THIS BE AN APPROPRIATE TIME TO ASK ABOUT, UM, AIR SERVICE TODAY AND WHAT HAPPENED TODAY? UH, WE DON'T HAVE, I SEE THAT THE DIRECTORS ON THE LINE.

YOU'RE HERE TODAY AS WELL.

WE HAVE A NUMBER OF THE CHIEFS HERE.

IS THERE ANY, UM, PUBLIC COMMENT THAT YOU CAN MAKE AS TERMS OF AIR SERVICE, IMMEDIATE AIR SERVICE, BECAUSE OF WHAT HAPPENED THIS MORNING? THE, THIS, THE, UM, STOP IS JUST LINE IS JUST LINE WITH US OR JACKIE? CAN, CAN YOU SPEAK TO THAT? HEAR ME? THIS IS JACQUELINE.

THANK YOU.

YEAH.

UM, DID YOU HEAR WENDY WAS ASKING HER THAT, DO WE HAVE ANY PUBLIC COMMENTS ABOUT TODAY'S, UM, F A DISRUPTION? WE DO NOT.

UM, IT WAS AS THE GENERAL INFORMATION WE HAVE AS THE SYSTEM FAILURE WITH THE F A, THEY QUICKLY WORKED ON RETURNING IT BACK AND CANCELING THE GROUND STOP AS THE SYSTEM RECOVERED BACK AND BEING ABLE TO HANDLE IT.

WE HAD SEVERAL CALLS TO WASHINGTON AND THE FA AND THE AIRLINES.

UM, IT, WE DON'T, WE DIDN'T HAVE TOO MANY DISRUPTIONS AT THE AIRPORT, BUT WE'RE COLLECTING ALL THE FLIGHT, THE NUMBERS OF THE FLIGHTS THAT GOT CANCELED OR, UH, DELAYED.

WE DON'T HAVE THAT NUMBER YET, BUT, UH, BECAUSE OF, WE'RE POST THE HOLIDAY SEASON WHERE OUR NUMBERS ARE ACTUALLY ALREADY LOW.

SO OUR IMPACT WAS LOWER.

UM, AND WE DIDN'T, WE DIDN'T HAVE MAJOR DISRUPTIONS.

OKAY.

THANK YOU, DIRECTOR.

GOOD.

ALL RIGHT.

UM, MOVING ON TO, UH, WHERE ARE WE? UH, WE ARE,

[4. Journey with AUS (AUS Capital Improvement Program) presented by Somer Shindler, Chief Development Officer. ]

OH, OKAY.

UH, SUMMER ON THE JOURNEY WITH AUSTIN KEPPER IMPROVEMENT PROGRAM.

THANK YOU.

LYNN'S GOING TO, WE'RE GONNA SHARE THE UPDATE.

OKAY.

SHARE, SHARE, SHARE THE PROGRESS, THE GOOD NEWS WHERE WE, WHERE WE HAVE IT.

RIGHT.

AND IS THIS COMING ON? GREAT.

ALL RIGHT.

IT'S ONLINE.

OKAY, GREAT.

SO, UM, FOR THE RECORD, LYNN, ESTHER BROOK, I'M THE PLANNING AND DEVELOPMENT AND DIVISION MANAGER, AND I'M GONNA GIVE YOU AN UPDATE ON SOME OF THE ACTIVE PROJECTS THAT WE'VE GOT GOING ON.

UM, NEXT PLEASE.

WE'RE GONNA GO OVER THE KE PROJECTS EXPANSION AND THIS LITTLE, UM, AND THEN SUMMER WILL ALSO GO OVER SOME OF THIS PACKETS.

NEXT, NEXT.

SO THIS IS THE MAP JUST TO REFERENCE EVERYONE ON WHERE THE ACTIVE PROJECTS ARE TO DATE, COLOR CODED BY TYPE OF PROJECT.

AND SO YOU'RE LOOKING AT, UM, THE BLUE IS THE AIRPORT AIRFIELD, UM, INFRASTRUCTURE PROJECT.

THE, UH, SORT OF REDDISH COLOR IS THE CARGO DEVELOPMENT EAST, THE GREEN COLOR.

IF YOU ZOOM, SORT OF RIGHT IN ON THE CENTER, THAT'S THE WESTGATE EXPANSION AND GATE 13 PROJECT.

THE ORANGEISH COLORS, THE MIDFIELD INVESTIGATION PROJECT, THE YELLOW

[00:25:01]

SORT OF RIGHT IN THE CENTER.

THAT'S THE, UM, BAGGAGE HANDLING PROJECT.

PROJECT.

AND THEN THE PURPLE IS THE FUEL FACILITY.

YEP.

NEXT, SO THE AIRPORT INFRASTRUCTURE PROJECT, THIS IS, UH, EXTENSIVELY THE PROJECT THAT CREATES TWO CROSS MIDFIELD TAXIWAYS.

THOSE ARE IN LAYMAN'S TERMS, THOSE ARE HIGHWAYS FOR PLANES THAT CONNECT YOU TO THE RUNWAYS ARE RUNWAYS GO NORTH, SOUTH, THIS GOES EAST, WEST.

SO IT'S AN EAST WEST, A NEW CONNECTION.

THE REASON WHY WE NEED THIS NEW CONNECTION IS BECAUSE THE EXISTING CONNECTION WILL BE WHERE THE NEW CONCOURSE GOES.

AND SO WE CAN'T SORT OF START BUILDING THAT NEW CONCOURSE UNTIL WE HAVE THE NEW ROADWAY CONNECTION FOR THE PLANES TO THE, THE, UM, THE RUNWAYS.

SO THIS PROJECT IS SORT OF IN THAT PRELIMINARY PHASE.

THE TEAM IS WORKING ON A PRELIMINARY, UM, ENGINEERING REPORT.

AND SO THAT'S SORT OF THAT, UM, FIRST PHASE THAT YOU SEE THERE ON THE SCREEN.

AND THEY'RE WORKING TOWARDS THAT TO FINISH, UM, BY THE END OF THE, UM, END OF THE FIRST QUARTER OF THIS, THIS NEW CALENDAR YEAR.

NEXT.

LYNN, BEFORE WE LEAVE THAT PAGE, MAY I ASK? SURE.

I KNOW I'VE ASKED YOU THIS BEFORE.

I'M SORRY.

SO MUCH TIME HAS PASSED THAT I'VE FORGOTTEN.

EXPLAIN TO ME THE BOX, THE PROJECT BUDGET BOX, THE DIFFERENCE.

SO TODAY, OBLIGATED IN TOTAL BUDGET.

YES.

SO TODAY IS THE SORT OF CURRENT TOTAL PROJECT BUDGET.

SO NOT JUST CONSTRUCTION, EVERYTHING OBLIGATED ARE WHAT WE'VE CONTRACTED FOR, WHAT CONTRACTS DO WE HAVE.

OKAY.

AND THEN, UM, AND THEN THE TOTAL BUDGET IS THE, THE TOTAL BUDGET, THE TOTAL PROJECT BUDGET.

SO TODAY IS SORT OF THE, WHERE WE, UM, WHERE WE ARE EX WHERE WE ARE NOW IN TERMS OF WHAT WE'VE, WHAT WE'RE, WHAT WE ARE.

UM, OKAY, SO YOU'RE, WE'RE, SO WE SPENT, OKAY, SO WE'RE REVISING TODAY IS WHAT IS SPENT.

YEP.

MM-HMM.

SORRY.

YEP.

OKAY.

SO LET'S THAT, CAN WE CHANGE THAT LANGUAGE? YES.

YES.

SO, YEAH, SO, OR, OR THAT'S FINE.

WE'LL JUST REMEMBER THEN OBLIGATED, SO WE CAN CHANGE IT.

SO YOU WANT THE TODAY TO SAY SPENT WELL, OR SOMETHING LIKE THAT.

I THINK I'LL RE I'LL REMEMBER NEXT TIME.

OKAY.

AND OBLIGATED IS CONTRACTS.

CONTRACTS DID IN TOTAL, THAT'S ANTICIPATED TOTAL BUDGET.

ANTICIPATED TOTAL BUDGET.

SO TOTAL, TOTAL EVERYTHING.

THE, YOU MAY, I MAY JUST NEED TO CALCULATE THESE INDIVIDUALLY.

PRE-MEETING.

I'M ALWAYS INTERESTED IN LOOKING WHAT'S THE PERCENTAGE COMPLETION AND THE PERCENTAGE SPENT RELATED TO BUDGET.

YEAH.

OKAY.

BECAUSE THOSE DELTAS GENERATE QUESTIONS.

YEAH.

SO IF, IF IT'S EASY ENOUGH TO ADD TO THESE, THAT WOULD BE GREAT.

OKAY.

THANK YOU.

SURE, NO PROBLEM.

OKAY.

SO NEXT, SO THIS IS THE, UM, DEMOLITION PROJECT, THE BUILDING DEMOLITION PROJECT.

AND THIS PROJECT IS CURRENTLY IN THE BID PHASE.

SO IT'S ON THE, UM, WE'VE, UH, HAVE SOME OF THE BIDS GOING, COMING, AND WE SHOULD GET ALL OF THAT, UM, IN THE COMING DAYS.

AND HOPEFULLY, UM, YOU'LL SEE THIS BY NEXT COUNCIL, UM, BY NEXT MONTH COMING TO YOU WITH THE ACTUAL BIDS SO THAT WE CAN THEN GO TO COUNCIL THE FOLLOWING MONTH.

SO, UM, THAT'S WHERE THIS PROJECT IS.

THIS IS A LOW BID PROJECT.

UM, IT, IT ALSO IS A PROJECT THAT IS GETTING FUNDED BY THE F FAA.

PARTIALLY, THAT'S ALL THAT'S EXTRANEOUS.

IT'S A LOT OF THE BUILDINGS ARE FULL BUILDINGS THAT HAVE BEEN THERE THAT WE'VE TRIED TO UTILIZE AND MADE THE BEST OF THOSE RESOURCES FOR AS LONG AS WE COULD.

AND NOW THEY'RE REALLY, UM, IN THE WAY, AGAIN, OF THOSE NEW MIDFIELD TAXIWAYS, AND THEY'RE WAY PAST THEIR LIGHT.

AND THIS INCLUDES THE REMEDIATION OF THE ENVIRONMENTAL.

THEY'VE ALREADY HAD REMEDIATION DONE.

OH, MM-HMM.

, OKAY.

MM-HMM.

.

SO THE FOAM FIELD IS ALREADY DONE, THE BUILDING REMEDIATION.

OKAY.

AS IS ASBESTOS LED, THAT KIND OF THING.

OKAY.

HMM.

NEXT, THIS IS THE DEM, THE CARGO BUILDING.

AND SO THIS PROJECT IS UNDER CONSTRUCTION.

THE STEEL, THE STEEL FRAME IS ACTUALLY UP.

SO IF ANY OF YOU GUYS, UM, DO COME TO THE AIRPORT IN THE COMING WEEKS, OR HAVE COME IN THE, COMING IN THE PAST FEW WEEKS, YOU'LL SEE THE STEEL, UH, IS ERECTED IN.

THEY'RE WORKING ON THIS.

AND THE CONSTRUCTION, UM, IS SCHEDULED TO FINISH, UH, THE THIRD QUARTER OF THIS, UH, NEW CALENDAR YEAR.

AND THIS IS, AGAIN, THIS IS A PROJECT THAT IS A BUILDING THAT WE WILL THEN RENT OUT TO CARGO DEVELOPERS.

SO IT IS A RE REVENUE GENERATING FOR US NEXT.

SO THIS IS THE WESTGATE EXPANSION PROJECT.

UM, THIS PROJECT ADDS THREE NEW GATES AT THE END OF THE CONCOURSE.

THIS'LL THEN ALLOWS US TO TEAR DOWN THE

[00:30:01]

THREE GATES IN THE CENTER OF THE CONCOURSE IN ORDER TO BUILD THE NEW TUNNEL THAT WILL CONNECT US TO THE NEW CONCOURSE.

SO IT'S NOT ADDITIONAL GATES AS WE CONSTANTLY REMIND THE AIRLINES.

UM, IT'S L GATES IN LIEU OF, UM, SO THAT WE CAN THEN BUILD THAT OTHER INFRASTRUCTURE.

AND IT'S A LOT MORE CONCESSION SPACE FOR MOOKY.

IT ADDS CONCESSION SPACE.

IT ADDS IN BATHROOMS. BATHROOMS. IT ADDS, UM, ANOTHER PET RELIEF AREA.

THERE'S GOING TO BE A SENSORY ROOM.

THERE'S GONNA BE ANOTHER DECK THAT'S OUT, UM, OUTSIDE AS WELL.

THERE IS GOING TO BE, UM, A NEW PLAY, A PLAY AREA, PLAY SCAPE AREA FOR CHILDREN RIGHT OUTSIDE THE BATHROOMS. AND WE'RE WORKING WITH A I P P ON THAT, AS WELL AS ON A NUMBER OF OTHER AREAS FOR ART.

UM, AND THEN WE WORKED WITH THE DESIGN TEAM IN PARALLEL WITH, UM, THE PROPERTIES TEAM TO DECIDE WHERE ALL OF BOTH THE ART AND THE, UM, THE ADVERTISING WOULD GO SO THAT THE DESIGN TEAM COULD PICK SORT OF THE LOCATIONS AND MADE SURE THEY WERE APPROPRIATE AND NOT OVERWHELMING TO THE PASSENGERS.

SO WHAT WOULD IT TAKE TO COORDINATED ALL OF THAT? WHAT WOULD IT TAKE TO BRING THIS IN IN 2025? UH, , THEY'RE WORKING AS FAST AS THEY CAN.

IS THERE ANY, ANY THINGS THAT WE COULD DO THAT WOULD, RIGHT NOW, THE, IT, IT, IT'S ABOUT, UM, PROCURING, UM, SOME, THE LONG LEAD ITEMS UP FRONT IS IN THE PHASING OF JET BRIDGES AND THOSE SORTS OF THINGS.

SO WE'RE GONNA DO A LOT OF JET BRIDGE RE REPLACEMENTS, PROCURING THOSE EARLY ON.

UM, I THINK THAT THERE COULD BE SOME SH SOME SHRINK SHRINKING OF THAT SCHEDULE OR COMPRESSING OF THAT SCHEDULE IF WE'RE ABLE TO ACHIEVE THOSE.

BUT THOSE SORTS OF THINGS THAT WE'RE NOT, WE'RE SAYING, REALLY, THIS IS WHAT WE THINK IT WILL BE.

WE ARE HAVING SOME OPPORTUNITIES THAT THE TEAMS ARE LOOKING AT WITH OUR, WITH OUR CONTRACT WITH PENCIL PHELPS TO MOVE THOSE IN.

SO I THINK THERE'S A POSSIBILITY, BUT WE'RE NOT AT THAT POINT TO REDO THE SCHEDULE TO SEE THAT WE CAN TAKE ADVANTAGE OF THOSE OPPORTUNITIES.

OKAY.

THANK YOU.

BUT IT'S THE MI IT'S A MICRO PHASING, WHICH IS CAUSING THIS A LITTLE BIT LONGER THAN WHAT YOU NORMALLY WOULD'VE.

OKAY.

THIS IS THE GATE, OOPS, SORRY.

THIS IS THE GATE 13 PROJECT.

SO, UM, THIS ALLOWS ADDITIONAL, UM, SERVICE FOR ADA.

THERE'S TWO NEW ESCALATORS AND A MUCH LARGER STERILE AS WELL TO GET PEOPLE DOWN TO GATE 13.

GATE 13 IS OUR OVERFLOW GATE.

UM, A GATE SOMETIMES WE USE FOR THOSE, UM, PLANES THAT MAY HAVE GOTTEN DEPARTED TO US, UM, FROM OTHER, UM, AIRLINE, FROM OTHER AIRPORTS WHERE THEY HAVE TO NOW LAND AT AUSTIN BECAUSE OF DIFFERENT THINGS LIKE WEATHER.

SO THESE ARE JUST IMPROVEMENTS TO GATE 13 TO MAKE THAT A MORE OPTIMIZED SPACE.

WE'RE ALSO DOING SOME REFRESH IN THE WHOLE ROOM ITSELF.

SOME NEW CARPETING, NEW LIGHTING, NEW SEATING, THAT KIND OF THINGS TO MAKE, UM, IT MORE PLEASING SPACE.

AND, AND SO IT LOOKS LIKE CONSTRUCTION WILL BE COMPLETED AT THE END OF THIS QUARTER.

YEAH, THEY'RE CURRENTLY UNDER CONSTRUCTION.

BUT WHAT DOES, WHAT DOES CONSTRUCTION MEAN? IT'S REALLY OUR WARRANTY PHASE.

ONCE THE CONSTRUCTION IS DONE, WE GIVE A YEAR.

THE CITY GIVES A YEAR TO SORT OF MANAGE THE SPACE AND MAKE SURE NOTHING BREAKS OR, BUT WE CAN BE OPERATING IT, WE OPERATE IT AND IT'S A WHOLE WARRANTY PERIOD.

WE THEN ALLOW THE CONTRACTOR TO COME BACK AND IT FIX THINGS.

OBJECTION.

YES, WE DID.

SO WE'LL BE ONLINE SECOND QUARTER.

YEAH.

IT'S UNDER CONSTRUCTION AND IT'S ON SCHEDULE.

CHAIR.

CHAIR, YES.

I JUST HAVE A, A SECOND QUESTION.

I HEARD YOU MENTION ACCESSIBILITY.

THERE IS AN ELEVATOR.

THERE IS AN ELEVATOR.

IT'S NOT IN THIS RENDERING, BUT IT'S OFF TO THE SIDE OF, OF IT, BUT THERE IS CURRENTLY AN ELEVATOR.

YES.

GOOD QUESTION.

OKAY, NEXT.

SO THIS IS OUR MIDFIELD INVESTIGATIONS AND, AND CHECK, UH, VEHICLE CHECKPOINTS.

SO LARGELY THIS PROJECT IS GEOTECH SURVEYING, TESTING OF THAT WHOLE AREA WHERE THE NEW CONCOURSE AND MIDFIELDS WILL GO.

IT ALSO PROVIDES, UM, IMPROVED, UM, CHECKPOINTS INTO THE AIRFIELD.

SO WE'RE ADDING SOME ENHANCED SECURITY THINGS LIKE FASTER GATES AND, UH, UH, ACTUAL GUARD SHACK THAT'S GOT ALL THE AMENITIES THAT, UM, THAT WOULD BE EXPECTED FOR SOMEONE STANDING THERE 24 7.

NEXT.

SO THIS IS THE BAGGAGE HANDLING SYSTEM UPGRADE.

AND THIS PROJECT IS ALSO A PHASED PROJECT.

SO, UM, IT'S GOT, PARTS OF IT ARE UNDER CONSTRUCTION.

AND IF YOU DO GO TO THE AIRPORT AND YOU'RE IN BAGGAGE CLAIM, YOU'LL SEE A GIANT CONSTRUCTION WALL UP ON BAGGAGE CLAIM.

UM, THIS IS PROJECT, WE'LL ALSO ADD, UM, SCREENING LANES IN WHAT WE CALL THE WEST EN FILL AND BUMP OUT.

AND SO THERE'LL BE SOME MORE NEW SCREENING LANES AS WELL THAT HAVE NEW SCREENING BAGS SYSTEMS

[00:35:01]

IN THEM, UM, AS WELL AS THE WHOLE NEW BAGGAGE SYSTEM TO GET US TO THAT 30 MILLION ANNUAL PASSENGERS NEXT.

SO THIS IS WHERE I'M GONNA HAND OFF TO SUMMER.

YES.

SO I WANTED TO GIVE A UPDATE, UM, ON, UH, 2023.

LOOK, LOOK AHEAD.

UM, THERE IS A LOT OF WORK THAT'LL BE GOING ON INTERNALLY, UM, WITH MY TEAM AND, UM, WITH OUR PARTNERS, UM, H AND TB WSP.

UM, AND, UM, SO I WANTED TO KIND OF GIVE YOU A LOOK AHEAD AND WHAT'S GONNA HAPPEN, BECAUSE MAY SEEM SOMETIMES WE'RE REMOVING AT GLACIAL PACE, UH, WITH THESE BIG PROGRAMS. SO AT THE, THIS MONTH, WE'LL BE, UM, FINALLY, UM, DESIGNATING OUR DESIGN DAY FLIGHT SCHEDULE.

THIS IS SOMETHING THAT WENT IN FLUX AFTER THE EXPONENTIAL EXPLOSIVE GROWTH OF, UH, 2022.

SO WHAT WE THOUGHT THAT WE NEEDED TO BE IN 2040 IS ACTUALLY WHERE WE NEED TO BE IN 2028.

THIS REALLY CHANGES THE WAY WE LOOK AT THE INFRASTRUCTURE.

SO WE'RE REALLY SETTLING IN ON THAT DESIGN DAY FLIGHT SCHEDULE THAT ALLOWS US TO START PROGRAMMING WHAT WE ACTUALLY NEED IN THE BUILDING.

SO THIS IS WHAT WE'VE BEEN DOING OVER THE PAST, UM, SEVERAL, SEVERAL MONTHS AS THE, THE GROWTH HAS STARTED TO SETTLE DOWN OR GET MUCH MORE PREDICTABLE FOR US, THAT IN ITSELF, UM, LENDS US TO OPERATING WHAT WE WOULD WE'RE CALLING OUR TRIGGER MODEL.

THIS GOES TO ANSWER SOME OF THESE QUESTIONS.

AT SOME POINT, WE'RE NOT GONNA BE ABLE TO SQUEEZE ANYMORE OUT OF THIS, THIS AIRPORT.

THIS ACTUALLY LETS US KNOW BY PROCESSING UNIT IN THE AIRPORT.

UM, THINK ABOUT SECURITY TICKETING OR, UH, LOBBY GATE, WHEN THEY START TO SEE A LOWER LEVEL OF SERVICE AND WHEN IT COULD TRIGGER EVEN IN THE FUTURE YEARS, 10, 15 YEARS.

NOW, WHEN WE WOULD TRIGGER TO NEED TO BUILD SOMETHING, IT ALSO ALLOWS US TO PLAN BETTER OPERATIONALLY WITH OUR OPERATIONS AS WELL AS AIRLINE OPERATIONS.

SO THIS IS SOMETHING THAT'S GREATLY NEEDED OVER THE NEXT COUPLE YEARS TO MANAGE THAT GROWTH AND COMMUNICATION WITH OUR AIRLINE PARTNERS.

FROM HERE, WITH THOSE TWO THINGS, UH, IN HAND, WE'LL BE ABLE TO KICK OFF OUR PROGRAM DEFINITION DOCUMENTS AND DEFINE OUR MAJOR C COMPONENTS OR ELEMENTS OF THE PROGRAM.

AND THOSE REALLY ARE THE B BJ T OPTIMIZATION, THE TERM OF THE CONCOURSE, THE TUNNEL, UH, THE CRO, THE TAXIWAYS, AND THEN THE CENTRAL UTILITY PLANT, POTENTIALLY LANDSIDE AS WELL.

ONCE WE START TO HAVE THOSE PARAMETERS, WE'RE GONNA KICK THAT OFF.

THOSE DOCUMENTS WILL TAKE A WHOLE YEAR LONG PROCESS EACH ABOUT, BUT THAT REALLY IS A LOT OF DECISION MAKING WITHIN, UM, WITHIN THE AIRPORT.

THIS IS, THIS IS WHEN, UH, A LOT OF COLLABORATION WILL BE NEEDED OVER THE NEXT NINE TO 12 MONTHS.

DURING THIS PROCESS, WE'LL BE DOING RISK ASSESSMENTS, DETERMINING DELIVERY METHODS FOR ALL OF THESE, THESE ELEMENTS.

THERE WILL BE SEVERAL, SEVERAL ELEMENTS OF 500 MILLION, A BILLION EACH, UM, IN THE, THEN FROM THERE, WE'LL START, UM, OUR, UM, WE'RE KICKING OFF OUR COMMUNITY AND INDUSTRY OUTREACH WITH COMMUNITY.

UM, JANUARY 19TH, WE'RE HAVING OUR FIRST OPEN HOUSE, AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT LATER.

UM, WHERE WE WILL BE HAVING ONE-ON-ONE CONVERSATIONS WITH OUR NEIGHBORS, BUT INDUSTRY DAYS, WE PLAN TO HAVE THEM IN THE SPRING AND FALL OF 2023.

SO BY THE END OF JANUARY, WE'LL HAVE US SAVE THE DATE, BUT THIS WILL BE A BIG EVENT WHERE WE START TO TALK ABOUT REALLY THE SCOPE AND REALLY HOW OUR BUSINESS PARTNERS CAN WORK WITH US TO HELP, UH, WHEN WE START TO GET THESE RFPS OUT, WHICH WILL BE TOWARDS THE FOURTH QUARTER OF NEXT, NEXT YEAR, FIRST QUARTER OF 2024.

WE'LL GO IN DEPTH WHAT THE SCOPE AND DELIVERY METHODS ARE AND HOW WE GO ABOUT IN THE PROCUREMENT AND WHAT WE'LL BE LOOKING FOR.

THIS WILL ALSO GIVE THE TIME FOR OUR PRIMES AND OUR SMALL BUSINESSES TO HAVE NETWORKING AND START TO MEET WITH EACH OTHER.

WE'LL GO OVER HOW TO DO BUSINESS WITH THE CITY, HOW TO REGISTER YOUR FIRM IF YOU'RE A SMALL BUSINESS.

BUT THIS IS JUST THE START.

UM, WE'LL BE MEETING WITH, WITH, UH, EDWARD COMPOST TEAM TO START BUILDING A STRATEGY OF WHAT THIS REALLY LOOKS LIKE, UM, FOR ALL OF AUSTIN, FOR ALL OF OUR BUSINESS PARTNERS HERE.

SO THIS IS, THIS IS REALLY EXCITING FOR US TO DO THAT, AND IT'S GONNA TAKE A LOT OF WORK FOR US TO GET THERE BY, BY MID-APRIL.

UM, THEN TOWARDS THE END OF THE YEAR, YOU'LL START TO SEE PUBLISH OF PROCUREMENTS.

THIS IS WHY IT'S REALLY IMPORTANT THAT WE GET THE WORD OUT NOW, UM, IS THAT WE WILL HAVE SEVERAL BILLION, THREE TO 4 BILLION WORTH OF CONTRACTS COMING OUT IN ABOUT 12 TO 18 MONTHS.

WE REALLY NEED TO EDUCATE, INFORM, AND BRING ALONG OUR, UH, COMMUNITY FOR THIS.

UH, THE TEAM WILL BE GROWING SIGNIFICANTLY, SO YOU'LL SEE A LOT MORE A U S EMPLOYEES AND ALSO, UM, OUR STAFF AUGMENTATION WILL GROW.

UM, WE'RE ALSO IMPLEMENTING A NEW GOVERNANCE PROGRAM IN TECHNOLOGY TO THE, TO THIS, TO THIS PROGRAM.

A LOT MORE TRANSPARENCY, A LOT MORE, UM, ACCOUNTABILITY.

WE SHOULD KNOW HOW WE'RE SPENDING EVERY DOLLAR, WHAT DAY WE'RE SPENDING IT.

SO ALL OF THOSE ENHANCED PROCEDURES WILL

[00:40:01]

GET DEFINED AND IMPLEMENTED THIS YEAR.

WE'RE ALSO GOING TO, UM, WE'VE KICKED OFF LAST YEAR, THE END OF THE LAST YEAR, OUR SUSTAINABILITY GOALS FOR THE PROGRAM.

AND THAT WILL ALSO BUILD INTO, UM, WHAT IT IS FOR THE AIRPORT AND SUSTAINABILITY IN ALL FORMS, JUST NOT ON THE ENVIRONMENTAL SIDE, REALLY WHAT THIS PROGRAM MEANS.

AND THEN START TO HAVE A LONG STRATEGY FOR US.

AND THEN WE'LL BE DEVELOPING THE DESIGN STANDARDS, ARCHITECTURAL ENGINEERING DESIGN STANDARDS, UM, AS WELL.

THESE WILL BE IMPORTANT TO FINISH BEFORE THE PROGRAM DEFINITION DOCUMENTS SO THAT WE CAN HAVE THESE OUT WITH OUR PROCUREMENTS.

A TON OF WORK, UM, PROBABLY WON'T BE SEEING THE FAMILY ANYTIME SOON, LONG NIGHTS AT THE OFFICE FOR US.

SO BEFORE YOU MOVE ON AND ASK WHERE, UM, IN THE TIMELINES, WHERE DOES CITY PERMITTING? WE'LL GO FROM CREATING OUR PROGRAM DEFINITION DOCUMENTS, PUBLISHING.

THOSE GO TO PROCUREMENT.

FROM PROCUREMENT, WE WILL THEN, UH, CONTRACT OUT THE DESIGNERS.

UM, THEN DEPENDING ON DIFFERENT DELIVERY METHODS WITH THE DES, WHETHER WE DO DESIGN BUILD OR C A R OR THOSE SORTS OF THINGS, THEN WE'LL START THE PER THE PERMITTING PROCESSES AT CERTAIN POINTS OF THE DESIGN.

SO WE'RE PROBABLY A GOOD TWO YEARS AWAY FROM THOSE BIG PROGRAMS. GETTING INTO THAT.

THAT DOESN'T MEAN THAT WE HAVEN'T STARTED WORKING WITH OUR PARTNERS AT DSD ON PROCESS IMPROVEMENTS AND THINGS LIKE THAT.

SO THIS IS SOME OF THE WORK THAT LYNN HAS DONE BEFORE I EVEN CAME ON BOARD, IS TO REALLY REFINE THAT AND, UM, CREATE REALLY GOOD RELATIONSHIPS WITH THOSE OTHER DEPARTMENTS THAT WE LOOK TO ROLL OUT, UM, IN THE UPCOMING YEARS TO HELP US IN THIS PROGRAM.

WHAT, AND I'M JUST WONDERING ABOUT, UM, HOW WE PARTNER WITH OTHER CITY DEPARTMENTS, , SORRY, HOW WE PARTNER WITH OTHER CITY DEPARTMENTS TO HAVE THAT CAPACITY.

YES.

AT THAT POINT, BECAUSE WE'VE ALREADY STARTED TO, IT'S LIKE THEIR CAPACITY'S PRETTY STRETCHED NOW.

YES.

WE'VE ALREADY STARTED ALL OF THAT PLANNING.

UM, THEY STARTED TO, UM, WITH CERTAIN DEPARTMENTS WHAT WE NEED TO RAMP UP.

AS WE START TO GET THESE IN, IN THE FIRST QUARTER, WE'LL HAVE A BETTER IDEA OF SOME OF THESE INITIAL SCHEDULES.

WE'LL START WORKING WITH THEM ON WHAT THEN THEIR RESOURCE PLANS ON THERE.

I THINK THAT'S ONE OF THE THINGS I HAVE HERE IS BUILD THE RESOURCE PLANS.

IT'S JUST NOT FOR ME.

IT'S FOR PUBLIC WORKS, IT'S FOR CCO, IT'S FOR ALL OF THOSE TEAMS TO BE ABLE TO PROCESS THAT AMOUNT OF WORK, NOT ONLY FOR ME, BUT FOR THE OTHER PROJECTS IN THE CITY.

SO DO THOSE COST, WILL WE BEAR THE COST OF INCREASED CAPACITY? THOSE ARE ALWAYS INCLUDED IN OUR PROJECTS.

THE TIME THAT THEY ARE SPENT ARE BILLED BACK TO OUR PROJECTS THAT CITI.

SO THAT'S, THAT'S, THOSE MECHANISMS ARE ALREADY SET UP IN PLACE.

OKAY.

MM-HMM.

, WENDY, THANK YOU LYNN FOR WALKING US THROUGH THE PROJECT.

WHAT'S HAPPENING IN THE COMING YEAR? UM, HOW MANY OF THESE THINGS ON THIS LIST ARE FUNDED CURRENTLY? WHAT'S, WHAT'S FUNDED IN THE, THE BOND THAT WENT OUT OR ON THE ACTIVE PROJECTS? UM, AND THEN A PORTION OF THE PROGRAMMING AND DESIGN OF, OF THESE PROJECTS.

SO THE ACTIVE PROJECTS LIKE THE BAGGAGE, THE WESTGATE, THOSE THINGS FUNDED.

THESE WILL GET FUNDED AS WE DEFINE AND THEN HAVE THE MOMENT TO, AND, AND ONCE THEY'RE DEFINED TO A CERTAIN POINT, WE'LL THEN GO BACK TO MARKET FOR THOSE BONDS.

CORRECT.

OKAY.

I UNDERSTAND THAT.

BUT I'M TALKING ABOUT THIS CURRENT, YOUR, YOUR PORTION OF THE PRESENTATION, THIS 2023 PAGE HERE, THIS SORT OF INCREMENTAL, THE PIECES OF THE PUZZLE MM-HMM.

THAT IS FUNDED.

MM-HMM.

.

THE STA.

YES, MA'AM.

GOT IT.

THANK YOU.

ROGER.

CHIEF, CORRECT ME, BUT I THINK YOU TOLD US THAT WE, ON CURRENT TIMELINES, WE DON'T NEED TO GO BACK OUT UNTIL 2025.

24.

2024.

YEAH.

2024.

OKAY.

SO WHAT WHAT IS FUNDED IS ALL THE BJT OPTIMIZATION PROJECTS, UM, EXCEPT THE, THE ATRIUM INFO.

UM, SO ALL THE BUDGET PROJECTIONS THAT WE'VE SEEN FOR THE THREE GATE EXPANSION, UH, THE BHS PROJECTS, THE WEST INFILL, THE GATE 13, IT'S ALREADY KIND OF FUNDED WITH THE, THE 2022 ASSURANCES.

AND SO AS THAT SPENDING COMES DOWN, WE EXPECT IN 2024 IS WHEN, YOU KNOW, WE WILL NEED TO GO OUT, GO BACK OUT FOR, TO START FUNDING IN 2025.

YEAH.

OKAY.

AND ALL THE EXISTING DEBT IS FIXED RATE.

YES.

SO WE HAVEN'T BEEN, OKAY.

YEAH.

ALL RIGHT.

SORRY.

SORRY.

OH, NO, NO, NO.

KEEP GOING.

ON THE NEXT COUPLE PAGES, I INCLUDED A SCHEDULE, UM, THAT H AND T B SHARED WITH US.

WHAT WE'RE WORKING OFF OF, WANTED TO BE CLEAR IN THEIR SCOPE.

THERE ARE MASTER A AND E, OUR ARCHITECT AND ENGINEER, AND REALLY WHAT THEY'RE DOING IS HELPING US GO THROUGH THE MASTER PLAN, DOING MORE FEASIBILITY STUDIES, AND THEN HELPING US WITH THE PD D.

UM, THEY WILL THEN HELP US WITH THE QA, ASSIST US WITH THE QA, QC, AND THE DESIGN PROCESS, AS WELL AS THE CONSTRUCTION

[00:45:01]

ADMINISTRATION PROCESS.

MAY I JUMP IN HERE? CHAIR.

ALL RIGHT.

SUMMER, UM, FOR THE BENEFIT OF THE NEWLY INITIATED, UM, CAN YOU PLEASE USE THE ? YES, MA'AM.

CUT THE ACRONYMS. .

THANK YOU.

YEAH, I'LL, I'LL CATCH MYSELF OR, YOU KNOW, GIVE ME A, A LITTLE SIGNAL IF I, I GO OFF A LITTLE BIT.

I APOLOGIZE FOR THAT.

UM, THEY WILL BE PART OF, IT'S THE QUALITY ASSURANCE, QUALITY CONTROL OF THE DESIGN AS WELL IN 30, 60, 90 REVIEWS TO MAKE SURE THAT IS IN ALIGNMENT.

UM, THIS IS SO MUCH WORK.

WE DON'T HAVE THE INTERNAL STAFF TO, TO DO THAT WORK.

UM, SO THEIR CONTRACT SCOPE GOT PULLED IN, THOUGH IT IS WAY MUCH MORE, UM, THAN, THAN WHAT IT WAS IN WHAT WE INTENDED IT TO.

UM, THEY WILL NOT BE SEEING DESIGNS THROUGH 30%.

THEY'LL BE HELPING US WITH THOSE PDS.

SO WE WE'RE, WE WILL, UM, BE ABLE TO HIRE ON, UM, MANY MORE A AND E FIRMS THAT WILL BE COMING ON AT THAT POINT, HELPING US FINISH THROUGH CONCEPT AND CONSTRUCTION DOCUMENTS.

UM, THE LAST PAGE I WANTED TO SHARE OF THEIR SCHEDULE, WE REALLY GET INTO THE PROGRAM DEFINITION DOCUMENT, AND YOU CAN SEE A LOT.

EXCUSE ME, SUMMER.

OKAY.

YOU ONE MORE, THE OTHER WAY.

ONE MORE.

YES.

THAT WAY.

ONE MORE.

YES.

PERFECT.

UM, YOU'LL START TO SEE THAT THOSE DOCUMENTS FINISH UP IN THE, THE FOURTH QUARTER OF NEXT YEAR.

UM, WHAT OUR, WHAT OUR PLAN AND OUR SCHEDULE IS, IS TO FOUR TO SIX WEEKS AFTER THOSE DOCUMENTS ARE, UM, FINISHED, UM, THAT PROCUREMENTS ARE STARTING TO GO WITH THOSE ELEMENTS.

UM, WE WANT TO MAKE SURE THAT THEY'RE PUBLISHED IN A PUBLIC WAY SO THAT EVERYBODY HAS ACCESS TO THOSE DOCUMENTS AND THAT INFORMATION.

AND THEN WE WILL THEN DO THE PROCUREMENTS FOR ARCHITECTURAL ENGINEERING FIRMS, CONSTRUCTION FIRMS, CONSTRUCTION MANAGEMENT FIRMS IN, IN, IN, UH, AND, UM, ALL THE OTHER SUPPLEMENTARY CONTRACTS THAT MAY COME WITH THAT.

A LOT OF THAT PROCESS WILL BE DETERMINED IN THE FIRST QUARTER, AND WE WILL HAVE ALL OF THOSE TYPES OF CONTRACTS IDENTIFIED FOR US FOR OUR INDUSTRY DAY MID APRIL.

SO I WANTED JUST TO GIVE Y'ALL A LITTLE BIT OF INSIGHT OF WHAT THE, WHAT THE STEPS ARE IN THESE REALLY BIG PROGRAMS SINCE THIS, THIS IS SOMETHING NEW FOR THE AIRPORT.

AND WE'LL GO TO THE NEXT ONE.

WE'LL GO THROUGH THESE QUICK.

THESE ARE, UM, PROJECTS THAT ARE IN THE REALLY INITIATING, UM, INITIATION PHASE, WHAT WE CALL ENVISION.

WE'RE STILL, WE'RE STILL CONCEPTUALIZING COMING UP WITH THE DEFINITION ON, ON, ON A LOT OF THESE PROJECTS.

UH, BUT WE NEED TO MOVE FORWARD WITH THOSE.

THE FIRST ONE IS THE B J T OPTIMIZATION.

PHASE TWO.

WE SOMETIMES, UH, REFER IT AS THE ATRIUM INFO.

WE'RE STARTING TO SEE ALL OF THESE COMPONENTS COME TOGETHER THAT WE ARE, THAT WE GIVE THOSE UPDATES ON, LIKE THE, UH, BAGGAGE PROJECT.

UM, WITH ALL OF THESE PROJECTS, UM, COMING INTO PLAY, WE'LL START TO SEE, AND WHEN THEY FINISH A LITTLE BIT MORE RELIEF TO THE OPERATION WITH SPACE FOR, UM, EXPANSION OF OUR CHECKPOINTS, THOSE SORTS OF THINGS THAT HELP US GET TO THAT 30 MILLION.

SO THAT IS UNDERWAY RIGHT NOW INTO PLANNING.

UM, WE'LL START TO YOU ON THE NEXT ONE IS A CUSTOMS ESCALATOR REFURBISHMENT.

UM, AS WE GO THROUGH OUR PROGRAM DEFINITION, WE'LL KNOW WHAT ESCALATORS ARE STAYING , WHICH ESCALATORS AND THINGS ARE, WILL NOT BE STAYING AFTER FIVE YEARS.

AND THEN WE WILL, UM, JUST LIKE THIS ONE, WE'LL START TO DO A WHOLE REPLACEMENT PROGRAM.

THIS ONE, WE'RE GONNA BE FOCUSED ON THE CUSTOMS AREA WHEN I NOTICED GATE GATE 13 IS ON HERE NOW, BUT IF WE'RE TR IF WE'RE BRINGING THAT ONLINE NEXT QUARTER, DOES THAT NOT GET SOME PRIORITIZATION? IT, THE, THERE'S ONE NEAR IT.

SO THERE'S ONE IN THE CUSTOM, NOT THE SAME.

YOU HALL? YES.

OKAY.

YES.

OKAY, GOOD.

VERY NEAR THE GATE.

13, BUT IT'S IN THE CUSTOMS FACILITY.

OKAY, COOL.

MM-HMM.

.

UM, WE ARE GOING TO BE KICKING OFF, UH, THE, THE PROJECT FOR THE CUP, UM, ESSENTIAL UTILITY PLANT.

WE WILL CALL IT CUP IN OUR WORLD, BUT CENTRAL UTILITY PLANT.

UM, AND WE'LL BE BUILDING A NEW ONE.

SO WE WILL BE KICKING OFF THAT, UM, THIS YEAR AS WELL EARLY ON THIS YEAR TO DO THE PRO, UH, PROGRAM DEFINITION DOCUMENT AND ALL OF THESE RIGHT HERE, WE JUST WANTED TO MAKE SURE THE NEXT ONE, THE TUNNEL, THAT YOU START TO SEE THESE THINGS IN A REPETITIVE WAY, CONSISTENT WAY, AND THEY WILL GET MORE MEAT ON THEM AS THE, THE PROGRAMS START TO DEVELOP EVEN FURTHER ALONG THE YEAR.

SO WE'LL BE, UH, KICKING OFF THE PASSENGER UTILITY TUNNEL AS WELL.

UM, AND THE GATES ON THE VERY LAST SLIDE IS OUR UPCOMING RCA FORECAST.

UM, I JUST WANNA BRING ATTENTION

[00:50:01]

TO A COUPLE THINGS THAT YOU WILL BE SEEING FROM US.

UM, ONE WILL BE ON A PROJECT, UM, COMING UP IN FEBRUARY, GOING TO COUNCIL IS THE SOLICITATION FOR THE CONTRACT ON THE BUILDING DEMOLITION PROJECT THAT LYNN JUST SPOKE OF.

UM, AND THEN COMING UP IN, UM, UH, IN THE BEGINNING OF THE SECOND QUARTER AND THE SECOND QUARTER, YOU'LL ALSO SEE US COME BACK TO COUNCIL, UM, FOR ADDITIONAL FUNDS TO THE BAGGAGE PROJECT.

WE CALL IT BAGGAGE INFILL.

WE'VE EXPANDED THAT SCOPE TO THE BAGGAGE PROJECT TO INCLUDE THE INFILL AND A BUMP OUT TO THE BUILDING, TO THE NORTH, AS WELL AS MEZZANINE.

THIS WILL ALLOW US TO INCREASE THE CAPACITY OF THE SECURITY CHECKPOINTS, WHICH WE DESPERATELY NEED.

ADD A RESTROOM IN THAT AREA, AND THEN ALSO ADD ADDITIONAL, UH, SUPPORT SPACE TO THE MEZZANINE.

AND IN NEXT MONTH, I CAN SHOW YOU A PRELIMINARY CONCEPT, EVEN THOUGH WE'RE STILL IN THE WORKS.

OTHERWISE, I WOULD SHOW Y'ALL ON THE 23RD CALENDAR.

THANK YOU.

AND THAT IS ALL THAT I HAVE.

IT'S A TON OF WORK.

THOSE ARE THE PROJECTS THAT, UM, A U S IS LEADING.

THOSE ARE OUR, OUR PROJECTS THAT WE'RE GIVING THE UPDATE ON.

SO YEAH, 23 Q ONE.

OKAY.

THANK YOU.

THANK YOU.

UH, COMMISSIONERS QUESTIONS FOR SUMMER OR LYNN? ANY OTHER? I, I DO HAVE A, A QUESTION, UH, CHAIR.

IT'S MORE, MORE OF A, A COMMENT, BUT I'VE NOTICED IN, IN THE PROJECT COSTS AND, AND WHAT MIGHT HOPE BE BETTER PROCESSED INFORMATION IS THAT IT, IT'D BE GREAT TO SEE A NORMALIZATION OF, OF THE TERMS. SO, UM, AS, AS PREVIOUSLY NOTED, YOU KNOW, FOR EXAMPLE TODAY, BUT YOU KNOW, IN SOME BOXES WE'LL SEE OBLIGATED OTHERS TOTAL BUDGET, OTHERS APPROVED SPEND, CURRENT BUDGET, AND TOTAL PRODUCT, UH, PROJECT COSTS.

IS THERE A WAY TO ENSURE THAT FOR EACH KIND OF PROJECT SLIDE, WE CAN HAVE SORT OF JUST A, A COMMONALITY.

IT'LL JUST MAKE IT EASIER, AT LEAST FOR FOLKS LIKE MYSELF TO, TO BETTER UNDERSTAND WHAT'S GOING ON.

WE WILL DO THAT.

YOU GIVE THANKS MACARI.

OTHERS COMMISSIONERS, COMMISSIONER TODD? UH, YEAH, CHAIR, I, UM, COMMISSIONER BROCK.

I, I HEAR YOU ABOUT THAT.

AND I, I, I ALSO NOTICED SOME CHANGES AND I THINK THAT HAS TO DO WITH THE PROJECT DELIVERY SYSTEM.

LIKE SOME OF THE PROJECTS WILL NOT BE BID FOR LOW COST BID, SO THEY DON'T APPEAR AND IT DOESN'T APPEAR ON THE BAND ON THE TOP OF THE PAGE.

BUT THIS INFORMATION IS INCREDIBLY HELPFUL AND LONG OVERDUE FOR US TO DO OUR JOB AS PUBLIC OVERSIGHT.

SO THANK YOU VERY MUCH.

YEAH.

YEAH.

AND IT'S ABOUT OPTIMIZING, SO.

YEAH, I AGREE.

THANKS, COREY.

SUMMER, LYNN, ANYTHING ELSE ON THIS ONE? NOPE.

ALL RIGHT.

LET'S MOVE ON TO, UM, MARK AND COMMUNICATION AND COMMUNITY ENGAGEMENT.

WHO'S PRESENTING ON THIS? HI, SAM.

HELLO.

BUT MY DECK, I HAVE A NEW PARTNER.

THIS ONE? YES.

OKAY.

NEW PARTNER.

UM, OH, YOU'RE GONNA DO THE OPEN HOUSE FIRST? UM, THAT'S WHAT, THAT'S WHAT ON THE NEXT ON AGENDA IS THE OPEN HOUSE.

OKAY.

OKAY.

[5. Overview of January 19, 2023 Airport Open House presented by Somer Shindler, Chief Development Officer.]

OH, I'M SORRY.

ITEM FIVE IS OPEN HOUSE.

RIGHT? RIGHT.

SIT HERE.

ANYWAY.

OKAY.

THAT'S GOOD.

THIS IS DEF SAM IS DEFINITELY MY PARTNERS.

OKAY.

WE WANTED TO GIVE YOU AN UPDATE ON OUR FIRST AIRPORT OPEN HOUSE, UM, THAT WE'LL BE HOSTING.

UM, NEXT WEEK, NEXT SLIDE.

I'LL GIVE YOU ALL THE DETAILS.

UM, NEXT THURSDAY, JANUARY 19TH, FROM FIVE 30 TO 8:00 PM UM, WE'LL BE HOST HOSTING AN OPEN HOUSE AT THE SOUTHEAST BRANCH OF THE AUSTIN PUBLIC LIBRARY.

UM, SO WHAT WE PLAN TO DO AT THIS OPEN HOUSE ARE, THE INTENT OF THIS IS TO HOST A CASUAL AND APPROACHABLE EVENT FOR OUR NEIGHBORS.

UM, CAN HAVE A CONVERSATION WITH A U S EMPLOYEES, UM, MY TEAM MEMBERS, UM, ENVIRONMENTAL, OUR COMMUNICATION STAFF, HR, EVERYBODY THERE AS WELL.

AND TO REALLY HAVE A LISTENING SESSION AND IF ANSWER ANY QUESTIONS THAT THEY MAY HAVE.

THIS ONE IS FOCUSED ON, UM, ONGOING CURRENT PROJECTS AS WELL.

UM, SO WE'LL BE ABLE TO HAVE REPRESENTATIVES FROM EACH ONE OF THE PROJECTS.

UM, WE'LL MAKE SURE, UM, WE'LL ALSO HAVE INFORMATION ABOUT CAREERS.

UM, WE'LL ALSO HAVE FREE FOOD.

UM, WE'RE GONNA HAVE, UH, MUSIC AS WELL.

AND WE'LL ALSO MAKE SURE THAT WE HAVE, UM, TRANSLATORS AT THE EVENT, UM, IN SPANISH.

UM, I'LL LET, UM, ON THE NEXT SLIDE, I'LL LET, UH, SAM GO OVER KIND OF REALLY HOW WE WENT TO THE PUBLIC NOTIFICATION OF, OF THIS, UM, EVENT.

WE CONSIDER THIS OUR FIRST EVENT.

WE'D LIKE TO AT LEAST HOST ONE MORE MID-YEAR OF THIS TYPE OF INFORMATIONAL EVENT, EVEN THOUGH WE WILL HAVE OTHER EVENTS THAT ARE, UM, MORE ENGAGING

[00:55:01]

OR ACTIVE WITHIN THE COMMUNITY.

ARE THOSE DEFINED YET? NO, THIS IS THE FIRST BACK OF A FEEDBACK SESSION OF WHAT DO OUR NEIGHBORS WANT FROM US AND EXPECT FROM US.

WE'D REALLY LIKE TO HAVE THOSE SORT OF IN INTIMATE CONVERSATIONS WITH THEM ON, IN THIS EVENT.

AND SAM, IF YOU'LL ADDRESS HOW, HOW THE NEIGHBORS WERE INVOLVED IN PLANNING THIS EVENT, TOO.

SURE.

THANK YOU, COMMISSIONER.

UM, I'M SAM HAYES.

I'M A SENIOR PUBLIC INFORMATION OFFICER AND THE ACTING MARKETING AND COMMUNICATIONS MANAGER FOR THE AIRPORT.

AND FOR THIS EVENT, UM, THIS HAS BEEN PLANNED BY STAFF, BUT REALLY WE'RE THE, WHERE THE PUBLIC AND THE NEIGHBORS ARE INVOLVED IS US GOING OUT TO THEM.

AND SO YOU CAN SEE UP ON THE SLIDE THAT WE'RE USING A COMBINATION OF PAID MEDIA EFFORTS, OWNED MEDIA EFFORTS, EARNED MEDIA EFFORTS, AND THEN COMMUNITY OUTREACH SEPARATE FROM ALL OF THOSE EFFORTS TO SPREAD THE WORD AND SHARE INFORMATION ABOUT THIS EVENT.

AND TRY TO JUST GET SUPPORT, EXCITEMENT AND GET PEOPLE IN THE KNOW SO THAT THEY CAN SHOW UP, UM, AND REALLY COME OUT AND LIKE SUMMER SAID, TALK TO US.

AND, UM, IT'S AN OPPORTUNITY FOR US TO LISTEN TO THEM.

WHY, WHY WOULDN'T WE HAVE, PARTICULARLY SINCE NEIGHBORS ORGANIZED AND MS. GAIL KIND OF CAME TOGETHER AS ONE OF THE NEIGHBOR LEADERS AND SPOKESPEOPLE, WHY WOULDN'T WE HAVE ENGAGED THEM IN THE PLANNING OF THIS? THAT'S A GREAT QUESTION.

AND I, I THINK THAT'S SOMETHING THAT THE GREEN GREEN TEAM CAN SOLVE FOR.

THAT'S SOMETHING THAT ONCE WE HAVE A COMMUNITY OUTREACH AND ENGAGEMENT PLAN AND A PROGRAM THAT CAN SOLVE FOR, BUT RIGHT NOW WE DON'T HAVE FULL-TIME STAFF DEDICATED TO THIS.

SO IT'S BEEN MYSELF AND OTHER PIO TEAM MEMBERS THAT HAVE BEEN STEPPING IN AND DOING THIS WORK ON TOP OF OUR DAILY WORK OF MEDIA RELATIONS, MARKETING, COMMUNICATIONS, PUBLIC INFORMATION.

SO, BUT THIS IS LOW HANGING FRUIT.

THIS WOULD'VE SEEMED LIKE QUITE A NATURAL, I MEAN, DO WE KNOW THAT THE TIME WORKS FOR THOSE NEIGHBORS? AND, UM, THAT'S A GREAT QUESTION.

AND THAT'S SOMETHING THAT WE LOOKED AT TOO WITH, WITH THE FUEL FACILITY COMMUNITY MEETINGS THAT YOU'LL REMEMBER FROM LAST JANUARY.

WE TALKED WITH
