NOT ONLY SOME PLACE THAT PEOPLE ARE WALKING THROUGH, BUT ALSO, YOU KNOW, ENJOYING THEIR TIME ON, UM, THE RIGHT OF WAY SPACE THAT IS IN DOWNTOWN. AND THAT INCLUDES THOSE AMENITIES. SO YOU HAVE, LIKE I SAID BEFORE, YOUR BIKE RACKS, YOUR STREET TREES, PEDESTRIAN SCALE LIGHTING AND BENCHES. IT'S ALL INCLUDED IN THAT KIND OF BUFFER ZONE BETWEEN THE PEDESTRIAN SPACE AND THE ROAD ITSELF. AND WITHIN THAT SPACE TOO. UM, IN THE PEDESTRIAN REALM, THE SIDEWALK CAN ALSO BE ACTIVATED THROUGH THE INCORPORATION OF LIKE A SIDEWALK CAFE, FOR EXAMPLE. SO NOT ONLY HAVING, LIKE I SAID, A SPACE WHERE PEOPLE CAN WALK THROUGH, BUT WHERE THEY CAN, YOU KNOW, SIT AND RELAX AND EN ENJOY DOWNTOWN AUSTIN. AND THAT ALSO KIND OF TIES INTO SAFETY AS WELL IN JUST HAVING ALTERNATE FORMS OF TRANSPORTATION, BUT LOOKING AT HOW TO MAKE THOSE PEDESTRIAN AREAS SAFE, UM, AS THEY COME INTO CONFLICT WITH THE ROADS THEMSELVES. SO THIS REALLY SPEAKS TO EQUITY AND INCLUSION AND THINKING ABOUT HOW THE STREETS ARE FOR EVERYONE. NEXT SLIDE. SO THIS NEXT SLIDE TALKS ABOUT, UM, THE PROGRAM BOUNDARIES. SO WHAT IS IN THE DASHED GREEN LINE IS THE CURRENT BOUNDARIES OF THE GREAT STREETS DEVELOPMENT PROGRAM. SO THAT'S BORDERED BY 35 TO THE EAST, AND THE NORTH IS 11TH STREETS. THE WEST SIDE IS LAMAR AND THE SOUTH SIDE OF THE CAESAR CHAVEZ. AND SO THAT'S REALLY THE CORE [00:10:01] OF OUR GREAT STREETS IS, UM, INCORPORATED INTO THAT CROSS SECTION TODAY. UM, WE ARE LOOKING INTO EXPANDING THAT BOUNDARY TO RAINING STREETS AS WELL AS TO THE AREA TO THE NORTH WHERE IT'S AROUND THE STATE CAPITAL. JUST AS DEVELOPMENT INCREASES IN THOSE AREAS, GREAT STREETS HAS THE OPPORTUNITY TO BE INCORPORATED INTO THOSE AREAS AS WELL. AND SOMETHING ELSE THAT I WANTED TO POINT OUT ON THIS MAP WAS, UM, THE SOLID RED LINES AND THE SOLID PURPLE LINES. SO THE, THE SOLID RED LINES ARE THE HIGH PEDESTRIAN AREAS, AND THOSE ARE DETERMINED FROM, UH, PEDESTRIAN COUNTS AS WELL AS, UM, JUST INCREASED DEVELOPMENT IN THOSE ALONG THOSE, UM, STREET CROSS SECTIONS AS WELL. CAN I JUMP IN WITH ONE QUESTION REAL QUICK? SURE. UH, HAS THERE BEEN ANY DISCUSSION OF INCLUDING THE SOUTH WATERFRONT OVERLAY DISTRICT, WHEREVER IT'S CALLED? SO CURRENTLY THERE ARE THREE WAYS TO IMPLEMENT GREAT STREETS, AND THE FIRST ONE IS THROUGH S C I P PROJECT, WHICH IS A CAPITAL IMPROVEMENTS PROJECT THAT CAN, UM, WHEN YOU LOOK AT REDOING A SEGMENT OF A STREET, YOU CAN, YOU KNOW, INCORPORATE GREAT STREETS INTO THAT CROSS SECTION. UM, AND THE SECOND ONE IS THE GREAT STREETS DEVELOPMENT PROGRAM, AND THAT IS FOR IMPLEMENTING GREAT STREETS VOLUNTARILY, AND THAT INVOLVES COST SHARING BETWEEN THE CITY AND THE DEVELOPER. AND THE LAST ONE THAT I SEE THE MOST OFTEN IS THE GRAPE STREETS, UM, BEING IMPLEMENTED AS PART OF THE DOWNTOWN DENSITY BONUS PROGRAM. AND AGAIN, THAT IS A GATEKEEPER REQUIREMENT FOR, UM, THE LARGER SKYSCRAPERS THAT ARE IN DOWNTOWN AUSTIN. UH, NEXT SLIDE. SO LET'S TALK ABOUT, UH, FUNDING. SO, UM, INITIALLY IN 1998, UM, BOND FUNDING WAS THE WAY THAT GRAY STREETS PROJECTS WERE IMPLEMENTED, BUT IN 2003, COUNCIL ADOPTED, LIKE I SAID, THE PARKING METER FUNDS AND 30% OF THOSE PARKING METER REVENUES WENT TO GREAT STREETS, OR CURRENTLY ARE GOING TO GREAT STREETS. AND THAT, UM, GENERATES OVER ALMOST $730,000 PER YEAR GOING TO THAT FUND. AND THERE'S ALSO A PROPOSAL FOR A FEE AND LIEU OPTION. SO ALONG TEXT DOT, FOR EXAMPLE, UM, ALONG THE FRONTAGE ROAD, THERE'S UM, SOME PLACES WHERE GREAT STREETS CANNOT BE IMPLEMENTED. AND SO BECAUSE OF THE REGULATIONS OF TEXT DOT, AND SO THERE'S A PROPOSAL TO CONSIDER THE COST OF GREAT STREETS AND PUTTING THAT INTO THE FEE IN LIEU TO, UM, GO BACK AND, UH, APPLY THAT MONEY TO A C A P PROJECT AT A LATER DATE. NEXT SLIDE PLEASE. SO THIS IS SOMETHING THAT'S REALLY IMPORTANT. SO LOOKING AT GREAT STREETS, NOT ONLY ON ITS OWN, BUT HOW IT RELATES TO THE AUSTIN URBAN DESIGN GUIDELINES. SO THESE WERE ADOPTED, UM, BY AUSTIN DESIGN COMMISSION BACK IN 1990, OR ESTABLISHED IN 1999. AND THESE PROMOTE POSITIVE AND ENRICHING DEVELOPMENT BY ENSURING THAT IT ASPIRES TO A GREATER ARCHITECTURAL AND URBAN SCIENCE STANDARD. SO GREAT STREETS IS ONE OF THE IMPLEMENTATION MECHANISMS FOR THIS VISION, AND THE URBAN DESIGN GUIDELINES ARE CURRENTLY ALSO UNDERGOING AN UPDATE AS WELL. NEXT SLIDE, PLEASE. SO THIS IS A PRIME EXAMPLE OF GREAT STREETS. SO YOU HAVE YOUR TREES, YOUR BENCHES AND BIKE RACKS ALL NICELY PLACED AND EIGHT FOOT CROSS SECTION WITH A 10 FOOT PEDESTRIAN SIDEWALK. BUT THIS IS A PARKING GARAGE. SO YOU HAVE TO THINK ABOUT ACTIVATING THE SPACE AND HOW THE BUILDING FACADE SPEAKS TO GREAT STREETS AND HOW THOSE RELATIONSHIPS WORKS AS IT RELATES TO EACH OF THESE ITEMS. NEXT SLIDE PLEASE. SO NEXT, LET'S TALK ABOUT THE STATE OF THE PROGRAM. SO THE PROGRAM SUCCESSES, UM, THE FIRST ONE IS ALMOST OR APPROXIMATELY 211 BLOCKS OF GREAT STREETS HAVE BEEN IMPLEMENTED CURRENTLY. UM, AND THE PROGRAM HA HAS, LIKE I SAID, BEEN A PRIORITY FOR COUNCIL, AND THAT IS PART A GATEKEEPER REQUIREMENT FOR THE DOWNTOWN DENSITY BONUS PROGRAM. AND THAT PROGRAM, UM, THE PROGRAM IS ALSO, UH, FUNDED AND, UH, HAS FINANCIAL ASSISTANCE AVAILABLE FOR SOME OF THE PROJECTS. AND THESE HAVE BEEN SUCCESSFUL IN FINDING CREATIVE DESIGN SOLUTIONS. SO EVERY SINGLE PROJECT THAT WE A DEVELOPER BRINGS TO MY DESK AND WE, UH, TALK ABOUT THERE'S ALWAYS SOME UNIQUE ISSUE THAT COMES UP. AND SO, WHICH IS WORKING THROUGH THOSE CHALLENGES TO IMPLEMENT GRAY STREETS ON THOSE PROPERTIES. NEXT SLIDE PLEASE. SO THIS IS A PERFECT EXAMPLE OF, UH, JUST GREAT STREETS BEING IMPLEMENTED. SO THIS IS COLORADO STREET AND THE BEFORE PICTURE AND THE TOP LEFT, AND LOOKING AT HOW THERE'S A VERY SMALL CROSS SECTION FOR PEDESTRIANS JUST SHOVED UP AGAINST THE BUILDING PIAT AND THEN HAVING A ONE-WAY TRAVEL LANE [00:15:01] FOR VEHICLES, UM, IN THAT CROSS SECTION. BUT THEN THE AFTER PICTURE IN THE BOTTOM RIGHT SHOWS, YOU KNOW, THE STREET TREES BEING INSTALLED AND THE PAVERS AND HAVING A LARGER PEDESTRIAN SPACE THAT'S MUCH MORE ENJOYABLE TO WALK THROUGH. SO CURRENTLY SOME OF THE PROGRAM CHALLENGES INCLUDE JUST THE COMPETITION FOR RIGHT AWAY SPACE AND HAVING VEHICULAR AND ACCESS AND MOVEMENT THROUGH THAT CORRIDOR AND UTILITY CONFLICTS. SO EVERY SINGLE PROJECT THAT I'VE WORKED ON HAS UTILITY CONFLICTS, THERE ARE UTILITIES EVERYWHERE AS PROJECT GLIDER CONSTRUCTION THAT WE HAVE TO, UM, UTILITIES WILL COME UP. AND SO LOOKING AT HOW TO NAVIGATE THOSE ISSUES AS WELL AS, UH, THE FINANCIAL IMPACTS ON THOSE PROJECTS. SO I'VE HEARD OVER AND OVER THAT GRAY STREETS IS REALLY EXPENSIVE, UM, NAVIGATING THOSE WATERS, UH, CURRENTLY AND THEN LOOKING AT STANDARDS, UH, AND MATERIALS AND MODERNIZATION AND JUST LACK OF PROCEDURAL, UH, CONSISTENCY AND LACK OF DATA AND METRICS. CAN I JUMP IN WITH A QUICK QUESTION? SURE, SURE. UM, SO I ACTUALLY JUST SPOKE WITH A, A BUSINESS OWNER THAT ON SOUTH CONGRESS RECENTLY THAT TALKED ABOUT THIS, UH, PROJECT AND HOW THEY REALLY LIKE IT. BUT ONE OF THE THINGS YOU KIND OF MENTIONED HERE UNDER THE PROGRAM CHALLENGES, THE UTILITY CONFLICTS, UH, THEY'RE THE AREA FOR THEIR GREASE TRAP WHERE THE CITY MANDATED THEY PUT THAT IS NOW INTO THE SIDEWALK. AND SO FOR THEM TO HAVE THE SERVICE DONE, THEY HAVE TO BASICALLY HAVE THIS LIKE, YOU KNOW, TRUCK COME ON AND DO THIS UTILITY SERVICE THERE. AND OF COURSE, GREASE CAN SOMETIMES SPILL ONTO A PLACE WHERE PEOPLE ARE WALKING AND THEN THAT CREATES A SLIPPING HAZARD. SO THAT MEANS OTHER DEPARTMENTS LIKE AT D FOR EXAMPLE, AND AUSTIN ENERGY AND GETTING EVERYONE ON THE SAME PAGE, UH, MOVING FORWARD CUZ THERE ARE SO MANY CHALLENGES. AND THAT DOESN'T MEAN, UM, ONLY TECHNOLOGICALLY, BUT ALSO LOOKING AT, YOU KNOW, IN THE LAST 23 YEARS, DIFFERENT, UM, ELEMENTS THAT ARE AVAILABLE, UM, LIKE COLORS OR DIFFERENT BENCHES, FOR EXAMPLE. AND, UM, THAT JUST SPEAKS TO UPDATING THE MATERIALS AS WELL AND LOOKING AT PARTNERSHIPS WITH OTHER DEPARTMENTS, UM, WITHIN THE CITY AND INCREASED PROGRAM FUNDING AND THEN HAVING A CLEAR PROCESS OF PROCEDURE. SO HAVING THAT CONSISTENCY AND PREDICTABILITY FROM PROJECT TO PROJECT. NEXT SLIDE PLEASE. SO THIS IS THE GREAT STREETS UPDATE PROCESS. CURRENTLY WE ARE IN THE FIRST PRE-PLANNING PHASE AND DEFINE THE PROJECT TIMELINE. AND FROM THERE, UM, WE'LL MOVE ON TO PHASE ONE, WHICH LOOKS AT EXISTING CONDITIONS. SO THAT MEANS WHAT IS IN DOWNTOWN AUSTIN RIGHT NOW AS FAR AS THE AMENITIES AND FACILITIES THAT ARE AVAILABLE ON THE CONDITION OF THOSE FACILITIES. AND MOVING TO PHASE TWO, WHICH IS THE VISION WHICH THAT CAN TIE DIRECTLY INTO THE URBAN DESIGN GUIDELINES IN THAT UPDATE PROCESS AND SHARING, UM, JUST COMMUNITY INVOLVEMENT AND THE OVERLAP OF THOSE TWO PLANS AS THEY'RE BEING UPDATED. FROM THERE, MOVE ON TO PHASE THREE, WHICH IS SCOPING, AND THAT WILL INCLUDE, UM, JUST WHAT WE HEARD FROM THE PUBLIC AND HOW TO SCOPE THE PROJECT MOVING FORWARD. AND PHASE FOUR, UM, IS PRODUCTION. SO FROM THERE WE WILL DRAFT THE PLAN, HAVE A REVIEW, AND CREATE DRAFT DELIVERABLES. SO WITH THAT INFORMATION, WE CAN USE THAT DATA, UPDATE THAT DATA AND UPDATE, AND THEN HAVE THE BOND GO TOWARDS C I P PROJECTS TO UPDATE AN ENTIRE PORTION OF A STREET IS REALLY THE BEST WAY TO IMPLEMENT GREAT STREETS. UM, BECAUSE I MEAN, I THINK THAT THE OTHER CONCERN IS THERE'S A LOT OF DOWNTOWN THAT'S STILL REDEVELOPING AND BIG BUILDINGS ARE GOING UP, BUT THERE'S A LOT OF DOWNTOWN, EVEN SOME PLACES THAT MAY BE RELATIVELY HIGH TRAFFIC OR MODERATE TRAFFIC AT LEAST, THAT MAY NOT DEVELOP IN THE NEAR FUTURE REDEVELOP INTO SKYSCRAPERS, BUT THEY STILL ARE PLACES WHERE PEOPLE ARE AND NEED THOSE DESIGN ELEMENTS AND AMENITIES, UM, AND NEED TO BE INCLUDED. AND THEY BROUGHT A LOT OF VALUE TO THE PROJECT AS THEY WERE ABLE TO HAVE MORE IN-DEPTH CONVERSATIONS WITH COMMUNITY MEMBERS, AND THEN BRING US THESE REAL LIVED EXPERIENCES AND STORIES, WHICH IS MORE IN-DEPTH INFORMATION THAN WE CAN TYPICALLY GET THROUGH A SURVEY RESPONSE. THAT BEING SAID, WE ALSO WORK TO EXTEND WHO WE WERE GETTING THE SURVEY OUT TO AND TRY AND REACH MORE PEOPLE WITH OUR SURVEYS AS WELL. AND ALONG WITH THAT, WE ALSO BROKE OUT THE RESPONSES. AND SO THROUGHOUT ALL OF THIS, WHAT WE KEPT HEARING AGAIN AND AGAIN, IS THAT WE CAN'T EQUITABLY ADDRESS ACTIVE TRANSPORTATION WITHOUT FIRST ADDRESSING AUSTIN'S AFFORDABILITY CRISIS. SO ALL AUSTINITES, REGARDLESS OF INCOME, SHOULD BE ABLE TO LIVE WHETHER OUR SAFE PLACES TO WALK, BIKE AND ROLL. AND WERE THERE DESTINATIONS CLOSE ENOUGH TO WALK, BIKE AND ROLL TWO. AND WE CAN'T DO THIS THROUGH TRANSPORTATION INFRASTRUCTURE ALONE, BUT RATHER THE CITY NEEDS TO PRIORITIZE AN INTEGRATED APPROACH TO AFFORDABILITY, ANTI-DISPLACEMENT, LAND USE, AND MOBILITY. NEXT. SO UNDERSTANDING HOW IMPORTANT ADDRESSING AFFORDABILITY WAS, WE LOOKED AT SOME POLICY IDEAS THAT COULD HELP MEANINGFULLY REDUCE TRANSPORTATION COSTS. AND THESE WERE DEVELOPED WITH INPUT FROM THE COMMUNITY AMBASSADORS. SO WE CAME UP WITH SOME IDEAS SUCH AS SUBSIDIZING TRANSIT AND BIKE SHARE, DEVELOPING A GUARANTEED BASIC MOBILITY PROGRAM, INCREASING SUBSIDIES FOR E-BIKES AND ATTIC LIGHTING ON SIDEWALKS, BIKEWAYS, AND URBAN TRAILS, AND OTHER ACTIVE TRANSPORTATION ROUTES TO MAKE SURE THAT PEOPLE HAD EQUITABLE ACCESS TO ROUTES THEY NEEDED TO USE NEXT. AND ACROSS THE BOARD, THE PUBLIC HAD STRONG SUPPORT FOR THESE POLICY IDEAS, AND YOU CAN SEE EVEN STRONGER SUPPORT FROM OUR FOCUS POPULATIONS NEXT. SO BASED ON THIS, THIS IS SOME OF THE AMENDMENTS YOU'RE GONNA SEE GOING INTO THE A S P AND THE DETAILS WILL BE RELEASED, RELEASED CLOSER TO ADOPTION, BUT HERE YOU CAN SEE THE AS MP SECTION THAT WE'RE LOOKING AT AND THE TYPE OF ACTION ITEM THAT WE RECOMMEND ADDING NEXT. OKAY, SO NOW SHIFTING GEARS, I'M GONNA SPEAK, UM, MORE SPECIFICALLY TO THE DRAFT URBAN TRAILS PLAN. SO CURRENTLY WE'VE BEEN WORKING TO IMPLEMENT THE URBAN TRAILS NETWORK THAT WAS ADOPTED AS PART OF THE 2014 URBAN TRAILS PLAN. AND WITH THIS UPDATE WE'RE, UM, UPDATING THAT NETWORK, SO UPDATING WHERE THE LINES ARE DRAWN ON THE MAP BASED ON FIELD WORK AND COMMUNITY INPUT. ADDITIONALLY, WE'RE UPDATING HOW WE PRIORITIZE OUR TRAIL PROJECTS. SO WE'VE CREATED A NEW DATA-DRIVEN APPROACH TO PRIORITIZATION, AND OUR METHOD WAS BASED ON PUBLIC INPUT AND CITY POLICIES. AND THE PIE CHART SHOWN HERE SHOWS ALL OF THE DIFFERENT FACTORS THAT ARE GOING INTO THIS DATA-DRIVEN METHOD. AND THE TOP THREE ARE IMPROVING ACCESS ACROSS BARRIERS, INCREASING ACCESS TO HIGH CAPACITY TRANSIT, AND IMPROVING ACCESS TO NEIGHBORHOOD DESTINATIONS. NEXT. SO HERE YOU CAN SEE JUST A SCREENSHOT OF THE URBAN TRAIL NETWORK, AND IN DARK GREEN YOU CAN SEE THE TIER ONE TRAILS. SO THESE ARE THE TRAILS THAT ARE IDENTIFIED AS HIGH PRIORITY FOR URBAN TRAILS TO IMPLEMENT IN THE NEAR TERM. [00:40:01] SOME OF THESE ARE ALREADY ACTIVE PROJECTS, AND THEN OTHERS MEET THOSE GOALS THAT I JUST WENT OVER. THE TIER TWO IN THE TIER THREE TRAILS, UM, ARE STILL REALLY IMPORTANT TO THE NETWORK, BUT WE'RE JUST RECOMMENDING TO LOOK AT THEM MORE OPPORTUNISTICALLY OVER TIME. FOR EXAMPLE, IF A SITE REDEVELOPS OR DEVELOPS AND WE CAN ACQUIRE AN EASEMENT THROUGH DEVELOPMENT, OR IF A NEW PARTNERSHIP OPPORTUNITY ARISES, WE MIGHT PICK UP A TIER TWO OR TIER THREE TRAIL BEFORE A TIER ONE NEXT. SO AS WE IMPLEMENT OUR URBAN TRAILS, WE ALSO WANNA BE SURE THAT WE'RE THINKING ABOUT THE EQUITY AND AFFORDABILITY IMPLICATIONS. SO WE HEARD CONCERNS FROM COMMUNITY MEMBERS THAT URBAN TRAILS CAUSE DISPLACEMENT. CURRENTLY THERE'S NOT A LOT OF DATA AROUND THIS. SO THE PLAN RECOMMENDS STUDYING DISPLACEMENT IMPACTS NEAR URBAN TRAILS AND DEVELOPING AN ACTION PLAN TO MITIGATE WHERE WE ALREADY KNOW THAT DISPLACEMENT IS OCCURRING. UM, WE ALSO RECOMMEND PARTNERING WITH EXISTING ANTI-DISPLACEMENT EFFORTS AND THEN BUILDING ON THE SUCCESS OF THE ATX WALK BIKE ROLL AMBASSADORS. THE PLAN RECOMMENDS THAT WE HIRE COMMUNITY AMBASSADORS TO CONDUCT OUTREACH AND EDUCATION AROUND URBAN TRAILS. WE CAN'T JUST BUILD THIS INFRASTRUCTURE AND EXPECT EVERYONE TO USE IT, BUT WE NEED TO MAKE SURE PEOPLE FEEL COMFORTABLE AND HAVE OUTREACH AND EDUCATION AROUND THAT AND THE AMBASSADORS CAN HELP NEXT. AND SO ALONG WITH TRYING TO BRING NEW USERS AND MORE, MORE DIVERSE USERS TO THE TRAILS PROGRAMMING IS REALLY KEY TO THIS AS WELL. SO THE PLAN RECOMMENDS TRAIL STEWARDS WHO CAN SERVE AS A RESOURCE ALONG THE TRAIL PLACEMAKING, WHICH IS AN OPPORTUNITY TO PARTNER WITH LOCAL ARTISTS THAT REPRESENT NEARBY COMMUNITIES AND TEMPORARY ACTIVATION, WHICH CAN BE, YOU KNOW, A TEMPORARY EVENT ON A TRAIL THAT BRINGS NEW USERS TO A TRAIL AND MAKES THEM MORE COMFORTABLE . NEXT. AND THEN LASTLY, BUT PERHAPS MOST IMPORTANTLY, WE NEED TO BE SURE THAT WE HAVE PROPER MAINTENANCE FOR ALL OF OUR URBAN TRAILS. SO THE URBAN TRAIL PLAN UPDATE INCLUDES AN ADA TRANSITION PLAN AND THE OUTLINE FOR A PROACTIVE MAINTENANCE PLAN. AND WITH THAT, I'LL TURN IT OVER TO JOHN EASTMAN. THANKS, KATIE. UM, SO I'LL TALK ABOUT THE SIDEWALK CROSSINGS AND SHARED STREETS PLAN, AND IT IS REALLY BASED ON THREE OVERARCHING STRATEGIES THAT FOCUS ON PRIORITIZING EQUITY, WHICH YOU'VE HEARD. UM, KATIE TALK ABOUT PROVIDING SAFE, COMFORTABLE, AND ACCESSIBLE PEDESTRIAN PASSAGE ALONG AND ACROSS EVERY PUBLIC STREET. UM, AND THEN COLLABORATING WITH PUBLIC AND PRIVATE PARTNERS, UM, USING A COMPLETE STREETS APPROACH TO IMPROVE THE PEDESTRIAN NETWORK PART. EXCELLENT. SO THE UPDATE PROCESS REALLY STARTED WITH AN EVALUATION OF THE CURRENT SYSTEM USING EQUITY ANALYSIS ZONES OR EASS. UM, WE FOUND THAT A DISPROPORTIONATE SHARE OF THE CITY'S PEDESTRIAN HIGH INJURY STREETS ARE LOCATED IN THE FOCUS EASS, WHICH ARE AREAS WITH HIGHER CONCENTRATIONS OF HISTORICALLY MARGINALIZED POPULATIONS. THERE WOULD ALSO, UM, A HIGHER PERCENTAGE OF GAPS BETWEEN SUITABLE CROSSINGS IN THE FOCUS EASS AS COMPARED TO THE CITY AS A WHOLE. NEXT SLIDE, USING EASS TO LOOK AT. THE SIDEWALK SYSTEM DID SHOW A COUPLE OF POSITIVE TRENDS. BOTH THE EXTENTS OF THE SIDEWALK NETWORK AND THE OVERALL CONDITION OF THE NETWORK WE'RE SLIGHTLY BETTER WITHIN THE FOCUS EASS, WHICH IS REALLY ENCOURAGING OUTCOME OF, OF THE EQUITY-BASED PRIORITIZATION MODEL FROM THE ORIGINAL 2009 SIDEWALK PLAN. UM, THE OVERALL EXTENS AND FUNCTIONALITY OF THE SIDEWALK NETWORK HAVE ALSO IMPROVED SIGNIFICANTLY IN THE SIX YEARS SINCE THE LAST SIDEWALK PLAN UPDATE. UM, THE SIDEWALK NETWORK HAS GROWN FROM 2,400 MILES, UM, IN 20 15, 20 16 TO 2,800 MILES TODAY, UM, AND HAS IMPROVED FROM 16% FUNCTIONALLY ACCEPTABLE TO 32% FUNCTIONALLY ACCEPTABLE. SO OVERALL, A LOT OF PROGRESS IN THE LAST 10 TO 15 YEARS, BUT STILL A LONG WAYS TO GO TO ACHIEVING AN EQUITABLE TRANSPORTATION SYSTEM. YOU KNOW, HAVING A SYSTEM WHERE SOMEONE WALKING OR ROLLING OR USING TRANSIT, WHETHER BY CHOICE OR FOR PHYSICAL OR ECONOMIC REASONS, HAS THE SAME LEVEL OF ACCESS TO SCHOOLS, GROCERY STORES, OTHER DESTINATIONS, AND THE SAME QUALITY OF TRANSPORTATION FACILITIES AS SOMEONE WHO'S DRIVING. NEXT SLIDE. SO HOW DOES THE PLAN HELP US GET THERE? FIRST OF ALL, IT BUILDS ON LOCAL AND NATIONAL RESEARCH AND EXPERIENCE TAKING A COMPREHENSIVE AND A AND REALLY A VERY PRAGMATIC APPROACH TO IMPROVING THE CITY'S PEDESTRIAN NETWORK. IT BUILDS ON THE WORK OF SAFE ROUTE TO SCHOOL, HEALTHY STREETS, VISION [00:45:01] ZERO, AND LIVING STREETS AND GREAT STREETS THAT YOU HEARD ABOUT EARLIER TODAY. UM, USING CONTEXT SENSITIVE DESIGN AND THE DEVELOPMENT OF A CITYWIDE PEDESTRIAN NETWORK PLAN, THE NETWORK WILL INCLUDE SIDEWALKS ON BOTH SIDES OF MOST STREETS, UH, INCLUDING ALL NEW STREETS, WHILE RECOGNIZING THAT IN AREAS WITH MATURE TREES AND LANDSCAPING OR STEEP SLOPES, A SIDEWALK ON ONE SIDE OF THE STREET MAY BE SUFFICIENT. NEXT SLIDE. AND ON LOW VOLUME, A LOW TRAFFIC VOLUME, RESIDENTIAL STREETS, GREETING SHARED STREETS AS A MORE SUSTAINABLE, FASTER TO IMPLEMENT AND LOWER COST APPROACH TO IMPROVING THE PEDESTRIAN NETWORK. NEXT SLIDE. SO RATHER THAN TAKING OVER A HUNDRED YEARS TO BUILD SIDEWALKS ON EVERY FRONTAGE OF EVERY STREET, WE CAN ENVISION COMPLETING A CITY-WIDE PEDESTRIAN NETWORK IN A 20 TO 30 YEAR TIMEFRAME. NEXT SLIDE. A CONTEXT SENSITIVE APPROACH WILL ALSO BE USED TO GUIDE CROSSING IMPROVEMENTS AT ALMOST 2000 LOCATIONS THROUGHOUT THE CITY. NEXT SLIDE. UM, AND THIS NEW APPROACH IS REFLECTED IN THE UPDATED PLAN NAME, UM, WHICH HIGHLIGHTS THE THREE KEY ELEMENTS. ALL RIGHT, SO THE BICYCLE PLAN UPDATE, IT WAS LAST UPDATED IN 2014. UM, WE'VE FRAMED, THERE'S ACTUALLY THREE CENTRAL CHALLENGES, UH, IF YOU REVIEW THE DRAFT ONLINE. BUT, UM, THE FIRST CHALLENGE IS MUCH LIKE WHAT JOHN DESCRIBED IT, IT, UH, THE WORK OF MAKING OUR STREETS SAFE. UM, IN THE 2014 PLAN, WE INTRODUCED THE IDEA OF THE ALL AGES AND ABILITIES BICYCLE NETWORK. UM, THIS WAS INTENDED TO BE A LOW COST, UH, VERY COST EFFECTIVE, UM, RAPIDLY, UH, IMPLEMENTED NETWORK WHERE WE COULD START SERVING PEOPLE'S TRAVEL DEMAND. UH, WE'VE MADE A LOT OF PROGRESS IN THAT NETWORK. IT GOT, UH, AFTER THE 2014 PLAN, SIGNIFICANT FUNDING IN THE 2016 AND 2020 BONDS. UH, WE'VE SCALED UP OUR INFRASTRUCTURE EFFORTS AND THAT'S WELL UNDERWAY. UH, LIKE SIDEWALKS, THERE'S A LONG WAY TO GO. UH, AND THIS PLAN WILL SET KIND OF BIGGER AND MORE AMBITIOUS, UM, KIND OF GOALS FOR THAT NETWORK BUILD OUT. AND THEN THE SECOND CHALLENGE IS WHAT KATIE GOT TO, OF WHO HAS ACCESS TO THAT MOBILITY CHOICE AS PEOPLE ARE BEING, UH, DISPLACED AND PRICED OUT. AND IT'S HARD TO LIVE IN CENTRAL AREAS THAT HAVE TRADITIONAL LAND USES THAT, THAT FAVOR WALKING AND BI. AND, AND THE THIRD CENTRAL CHALLENGE, AND AND THIS WAS REALLY, UM, CAME ABOUT IN THE PLANNED REVIEW BY OUR COMMUNITY AMBASSADORS, WAS REALLY HAVING DEEP EMPATHY, UM, WITH EVERYBODY IN AUSTIN, UM, NO MATTER KIND OF WHAT, UH, SOCIAL STATUS OR, YOU KNOW, COLOR OF THEIR SKIN OR HOW THEY GET AROUND. UM, AND WE'LL TALK MORE ABOUT THAT IN THAT NEXT SLIDE PLEASE. SO THE, THIS IS ABOUT THE ALL AGES NETWORK AND KIND OF WHAT WE'VE DONE IN THIS PLAN UP UPDATE. UM, WE EXPANDED THE NETWORK. SO IN, IN 2014, THE ORIGINAL NETWORK WAS, UH, ABOUT 400 MILES. THAT'S WHAT WE KIND OF DISCOVERED AT THE TIME. UM, AND IN THE AUSTIN STRATEGIC MOBILITY PLAN, UPDATED 2019, WE EXPANDED THAT NETWORK BY ABOUT 50% AND WE'RE EXPANDING IT AGAIN ABOUT 50%. SO IT'S NOW ABOUT, IN THIS PLAN UPDATE ABOUT A THOUSAND MILES. WE FOCUSED ON HOW WE GET, UM, CONNECTED TRANSIT, CONNECT TO THE CORRIDOR PROJECTS, CONNECT TO ALL THE NEW I 35 CTMA. AND, UM, NEW DEVELOPMENTS HAVE HAPPENED THAT, THAT PROVIDE OPPORTUNITIES FOR COST EFFECTIVE CONNECTIVITY. SO, UH, AND, AND IN ADDITION, THE, UH, REALLY VALUABLE INPUT THAT WE'VE GOTTEN THROUGH, WE HAD A, UH, COMMUNITY WEB MAPPING PROCESS, UM, TO SUGGEST, YOU KNOW, CONNECTIONS AND BARRIERS. SO THAT'S THE EXPANDED NETWORK, UM, WITH, UH, URBAN TRAILS AND BIKEWAYS SHARED THREE PRIORITIZATION THEMES, AND KATIE MENTIONED 'EM, THE ACCESS TO NEIGHBORHOOD DESTINATIONS, ACCESS TO NATURE, AND CITYWIDE DESTINATIONS. ALL WERE VERY HIGHLY SUPPORTED. UM, NEIGHBORHOOD DESTINATIONS RECEIVED THE TOP SUPPORT [00:50:01] FALLEN CLOSELY BY CITYWIDE, FALLEN CLOSELY BY ACCESS TO NATURE. SO WE'RE, WE'RE BASICALLY SAYING THAT THE NETWORK NOW, WHICH USED TO BE MORE OF A CITYWIDE FOCUS, AND WE REALLY, WE WERE TRYING TO CREATE LIKE A BASIC BACKBONE OF A WAY TO GET AROUND BY, YOU KNOW, BIKE AND NOW SCOOTER. UM, BUT ALL THREE OF THESE THEMES ARE, ARE VALID IDEAS OF, OF WHY PEOPLE MIGHT NEED TO GET SOMEWHERE, UM, AND HOW WE MIGHT, MIGHT ORIENT OUR RESOURCES. AND LASTLY, UH, WE'VE BUILT FOR THE FIRST TIME A GIS BASED KIND OF MODEL TO PRIORITIZE THAT INFRASTRUCTURE. IT'LL BE DATA DRIVEN AND INCLUDE ALL THOSE, UH, TYPES OF FACTORS IN, IN KIND OF A WEIGHTED, UH, YOU KNOW, DATA DRIVEN PROCESS. NEXT SLIDE, PLEASE. AND THEN WE HAVE A LOT OF NEW FOCUS AREAS. UM, SO REALLY FOSTERING KIND OF CROSS UNDERSTANDING OF THOSE TOOLS AND MAKING, YOU KNOW, WHAT ARE THE BARRIERS TO BICYCLING OR SCOOTERING LIKE, IS IT, UH, UH, E-BIKES ARE UP THERE LIKE ACCESS TO E-BIKES. THEY'RE EXPENSIVE, THEY'RE GAME CHANGING, BUT EXPENSIVE. AND, YOU KNOW, CITY COUNCIL RECENTLY, UH, UPDATED THEIR REBATE. SO RECOMMENDING KIND OF MORE, MORE PROGRAMMATIC, UH, APPROACHES TO REDUCE THOSE TYPES OF BARRIERS. FEEDING TRANSIT WAS SOMETHING WE TALKED ABOUT IN THE 2014 PLAN, BUT AS A MAJOR FOCUS NOW THAT WE'VE, UH, YOU KNOW, AUTHORIZED A SEVEN AND A HALF BILLION DOLLAR TRANSIT, UM, PROGRAM THROUGH PROJECT CONNECT. SO WE ARE LOOKING AT EVERY SINGLE METRO RAPID STATION, EVERY SINGLE L R T, EVERY SINGLE COMMUTER RAIL, UH, AS WELL AS THE HARDWORKING BACKBONE OF THE FREQUENT AND, AND OTHER LOCAL SERVICE. UM, WITH CLIMATE CHANGE, UH, TALKED ABOUT IN 2014, IT WAS ALREADY A GLOBAL ISSUE, EVEN MORE SO NOW. UM, YOU KNOW, REALLY LOOKING AT HOW OUR PLANS SUPPORT, UH, THESE BIGGER CITYWIDE AND AND AND BROADER GOALS. ON THE FLIP SIDE OF CLIMATE, THOUGH, WE JUST WENT THROUGH A WINTER STORM. THERE'S GONNA BE THE FLIP SIDE OF THAT IN THE SUMMER. AND WE HEARD A TON ABOUT SHADE. AND, YOU KNOW, WE NEED TO, UH, I THINK ALL THE KIND OF PLAN SPONSORS, SIDEWALKS, URBAN TRAILS, BIKEWAYS, CONSIDER TREES A BASIC PART OF THE INFRASTRUCTURE, JUST LIKE THE CONCRETE. BUT IT'S VERY, IT'S BEEN CHALLENGING TO PLANT TREES AND WE NEED TO GET BETTER AT PLANTING TREES AROUND, YOU KNOW, NEW AND EXISTING FACILITIES. UM, WE HEARD A LOT ABOUT IMPROVING THE QUALITY OF THE NETWORK, GETTING BEYOND FLEX POSTS. UM, SO THAT'S SPOKEN TOO. AND, AND IT'S A PRIORITY, UH, BUT IT'S A BALANCED PRIORITY BECAUSE WE'RE GONNA CONTINUE TO KEEP FOCUS ON REALLY TRANSFORMING THE NETWORK, YOU KNOW, THE STREET NETWORKS VERY QUICKLY TO GET THE SAFETY AND MULTIMODAL OUTCOMES AND PHASING IN THE QUALITY OVER TIME. UH, AND BOTH BETTER SOCIAL SUPPORT SERVICES.
