[2. Staff Briefing from Public Works and Austin Transportation Department on the Transportation and Mobility Bond programs.]

WE'LL MOVE ON TO, UH, STAFF BRIEFINGS.

YOU CAN GO AHEAD AND KICK THAT OFF, PLEASE.

TRANSPORTATION MOBILITY.

HELLO.

ALL RIGHT.

UM, THANK YOU, UH, COMMISSIONERS.

UM, WE'RE HERE TO PRESENT TODAY ON THE, UH, TRANSPORTATION MOBILITY BONDS FROM 20 16 20 18 AND 2020.

UH, I'M ERIC BAILEY, ASSISTANT DIRECTOR OF PUBLIC WORKS OVER CAPITAL PROJECT DELIVERY.

AND JOINING ME TODAY ARE ANNA MARTIN, UM, ASSISTANT DIRECTOR AT AUSTIN TRANSPORTATION, AND SUSAN DANIELS WITH THE CORRIDOR PROGRAM OFFICE.

UM, AND WE'LL GO AHEAD AND, AND GET GOING.

SO NEXT SLIDE PLEASE.

UM, FIRST OF ALL, WE'RE GONNA START OFF WITH A GENERAL OVERVIEW OF THE, THE PROGRAMS AND SUMMING UP THE APPROPRIATIONS AND COMMITMENTS TO DATE.

UM, ALL THESE WILL GO INTO FURTHER DETAIL, UM, FURTHER ON IN THE PRESENTATION, BUT FIGURED BEST TO START OFF WITH A GENERAL OVERVIEW OF WHERE WE'RE AT.

UM, THIS IS THE 2016, UH, PROPOSITION ONE BOND.

UH, IT'S A HUNDRED PERCENT APPROPRIATED, 53% COMMITTED.

UM, THIS IS SPLIT BETWEEN CORDO PROJECTS, REGIONAL MOBILITY AND LOCAL MOBILITY.

UM, THE BULK OF THE, THE REGIONAL AND LOCAL FUNDS HAVE BEEN MOSTLY EXPENDED WITH THE REMAINING BALANCE, UH, MOSTLY ALLOCATED TO THE CORDO PROGRAMS, UH, UPCOMING CONSTRUCTION EFFORT THAT, THAT SUSAN'S GONNA TALK MORE ABOUT LATER ON IN THE PRESENTATION.

UM, THEY'RE MOVING THROUGH THE PROCESS THERE AND, AND GONNA HAVE A LOT OF CONSTRUCTION WORK COMING UP HERE IN THE NEXT SEVERAL YEARS.

SO, UH, NEXT SLIDE PLEASE.

UH, FOR 2018, AGAIN, THAT'S A HUNDRED PERCENT APPROPRIATED, 46% COMMITTED.

UH, THIS FUNDS PROJECTS FOR STREET RECONSTRUCTION, SIDEWALKS, VISION ZERO BRIDGES, URBAN TRAILS, AND NEIGHBORHOOD PARTNERING.

UH, THE 2018 PROJECTS ARE MOSTLY FINISHING WITH DESIGN AND REACHING THE CONSTRUCTION PHASE, AND WE SHOULD BE SEEING A CORRESPONDING INCREASE IN SPENDING IN THE NEXT YEAR TO OR TWO.

UM, IN TERMS OF THE COMMITTED FUNDS, UH, FOR THE 2018 BOND, UM, FOR 2020 ONE'S, ALSO A HUNDRED PERCENT APPROPRIATED, 10% COMMITTED.

UM, THE FUNDING IT FUNDS PROGRAMMATIC AND MAJOR C I P PROJECTS, INCLUDING SIDEWALKS, URBAN TRAILS, BIKEWAYS, VISION ZERO, SAFE ROUTES TO SCHOOL, LOCAL TRANSIT ENHANCEMENT, AND NEIGHBORHOOD PARTNERING.

UM, THIS SPENDING IS EXPECTED TO RAMP UP IN MID 2023 AS THE PROJECTS ARE MOVING THROUGH THE PLANNING AND DESIGN PHASE AND GETTING INTO CONSTRUCTION AS WELL.

SO, UM, THAT'S A, A VERY BRIEF OVERVIEW AND AS I MENTIONED, WE'RE GONNA DIVE INTO THOSE, UH, INDIVIDUAL PROGRAMS HERE COMING UP.

AND WITH THAT, I WILL, UM, HAND IT OVER TO ANNA TO START THE REVIEW OF THE 2016 BOND.

THANKS ERIC.

SO, JUST A REFRESHER ON THE 2016 BOND VOTERS APPROVED 720 MILLION FOR TRANSPORTATION AND MOBILITY IMPROVEMENTS.

UM, LIKE ERIC SAID, THE BULK OF THAT RESIDES WITH THE CORRIDOR PROGRAM OFFICE, WHICH SUSAN WILL SPEAK TO.

UM, THEY'LL BE WORKING ON IMPROVEMENTS ACROSS NINE CORRIDORS, ALMOST 50 MILES, UM, WITHIN AUSTIN.

UM, AND DIVING DEEPER DOWN, THERE'S 101 MILLION TO REGIONAL PROJECTS AND 137 MILLION FOR LOCAL MOBILITY PROGRAMS. UH, NEXT SLIDE PLEASE.

AND THIS IS OUR, UM, SPENDING CURVE.

IT'S HARD TO SEE FROM A, FROM A DISTANCE HERE.

YOU CAN SEE THOUGH THAT WE STARTED AT SEVEN 20 AND WE'VE BEEN ROUGHLY FOLLOWING OUR SPENDING CURVE AS WE GO DOWN.

UM, WE EXPECT FUNDS TO BE FULLY, UM, EXHAUSTED BY AROUND FISCAL YEAR 27, BUT REALLY EVEN BEFORE THAT YOU'LL SEE THAT THE VAST MAJORITY OF THE FUNDS WILL MEET THAT, UM, EIGHT YEAR COMMITMENT TO THE VOTERS TO BE EXPENDED BY FISCAL YEAR 20 24, 25 TIMEFRAME.

UM, NEXT SLIDE PLEASE.

AND WE'RE GONNA START WITH THE QUARTER PROGRAM.

UM, AND SUSAN, WE'LL GIVE AN OVERVIEW HERE.

THANKS ANNA.

UM, I'M SUSAN DANIEL, THE, THE DEPUTY DIRECTOR OF THE QUARTER PROGRAM OFFICE.

UM, AS ANNA MENTIONED, THE QUARTER PROGRAM HAS OVER 50 MILES OF ROADWAY, UM, ACROSS NINE MAJOR CORRIDORS IN THE CITY OF AUSTIN.

UM, DO WANT TO HIGHLIGHT THAT WE HAVE CONSTRUCTION GOING ON CURRENTLY IN SEVEN OF THOSE NINE CORRIDORS.

UH, THE TWO SECTIONS RIGHT NOW ARE SOUTH LAMAR AND MLK, THOUGH THAT IS ABOUT TO CHANGE AS WELL.

UM, WE HAVE TWO PROJECTS I WANNA HIGHLIGHT, UH, FOR YOU THAT HAS ONGOING CONSTRUCTION.

THAT'S AIRPORT BOULEVARD FROM NORTH LAMAR.

THAT'S UP AT THE CRESTVIEW STATION AREA DOWN TO 55TH STREET, AS WELL AS BURNETT ROAD NEAR LAMAR MIDDLE SCHOOL, UM, AT KENIG LANE TO

[00:10:01]

WHITEHORSE TRAIL.

UH, WE'RE REALLY EXCITED TO GET THOSE PROJECTS ON THE GROUND.

THEY SET A GOOD EXAMPLE FOR SOME OF THE LARGER PROJECTS THAT WE'LL HAVE COMING.

UM, WE ALSO HAVE BIKE AND PEDESTRIAN IMPROVEMENT PROJECTS GOING ON ACROSS SEVEN OF THOSE CORRIDORS, AS WELL AS TRAFFIC SIGNAL AND PEDESTRIAN HYBRID BEACON IMPROVEMENTS GOING ON AND, AND MANY COMPLETED.

I WANNA BRING YOUR ATTENTION TO TWO OTHER PROJECTS ARE GOING INTO CONSTRUCTION IN THE NEXT THREE MONTHS.

UM, THESE TWO PROJECTS, BURNETT ROAD, UM, AT THE AUSTIN ENERGY KRAMER SITE, WHICH IS DRAINAGE IMPROVEMENTS AND OUR WILLIAM CANNON DRIVE PROJECT ON THE EAST SIDE OF WILLIAM CANNON FROM RUNNING WATER TO MCKINNEY HALL'S PARKWAY.

THESE ARE TWO VERY SUBSTANTIAL PROJECTS THAT WILL MOVE OUR PROGRAM FORWARD.

UM, THEY HAVE ALREADY BEEN BID COUNCIL HAS AWARDED THOSE CONTRACTS AND WE'RE IN THE FINAL NEGOTIATION STAGE RIGHT NOW ON THOSE TWO.

AND THOSE WE'LL BE BREAKING GROUND IN THE NEXT THREE MONTHS.

UH, WE ALSO HAVE 10 PROJECTS THAT ARE IN THE FINAL PERMITTING STAGE RIGHT NOW FOR APPROVALS TO GO OUT TO BID AND CONSTRUCTION.

UM, WANTED TO HIGHLIGHT JUST A COUPLE OF THEM HERE, WHICH WOULD BE SOUTH LAMAR.

THIS IS FROM RIVERSIDE TO BEN WHITE AND ALSO BERNARD ROAD FROM WHITE HORSE TRAIL TO 180 3.

AND THAT WOULD BE, UM, THE NEXT SEGMENT NORTH FROM WHAT'S UNDER CONSTRUCTION RIGHT NOW ON BURNETT ROAD.

NEXT SLIDE.

WE HAVE 75 MILLION COMPLETED IN CONSTRUCTION, ARE WAITING FOR NOTICE TO PROCEED LIKE THOSE TWO THAT I, UM, HAD JUST TALKED ABOUT THAT WILL BE GOING INTO CONSTRUCTION IN THE NEXT THREE MONTHS.

UM, AND THESE PROJECTS REALLY RANGE FROM ALL SIZES OF BIKE AND PEDESTRIAN IMPROVEMENTS, SIGNAL AND PEDESTRIAN HYBRID BEACONS AND MULTIMODAL IMPROVEMENTS.

UM, A LOT OF THE, THE LARGER PROJECTS WERE ALWAYS UNDERSTOOD THAT THEY WOULD BRING UP THE TAIL END OF THE PROGRAM AND THOSE ARE THE ONES THAT YOU'RE GONNA START SEEING, UM, SOME OF THEM IN OUR CONSTRUCTION RIGHT NOW, BUT A LOT COMING IN 2023 AS WELL AS IN 2024.

UM, DO YOU ALSO WANT TO MENTION THAT WE HAVE, UM, BEEN ABLE TO LEVERAGE FUNDS FROM MANY OTHER SOURCES? UM, CURRENTLY WE'RE IN THE RANGE OF A HUNDRED TO 130 MILLION, AND I PUT A RANGE THERE SPECIFICALLY BECAUSE SOME OF THOSE FUNDS ARE ACTUALIZED, MEANING THAT WE HAVE THOSE DOLLARS IN THE BANK READY TO, UM, BE SPENT ON CONSTRUCTION.

BUT THEN WE ALSO HAVE SOME THAT WE'RE FINALIZING AGREEMENTS ON RIGHT NOW, AND THOSE COME, THOSE FUNDS COME FROM MANY DIFFERENT SOURCES, UH, FROM GRANTS, FROM PRIVATE SECTOR, BEING ABLE TO DO SOME OF THE, UH, IMPROVEMENTS AHEAD OF US AND TAKING THAT OFF OF OUR PLATE AS THEY'RE GOING THROUGH AND DURING THEIR DEVELOPMENT AND BACK OF CURB, UH, WORK.

UH, WE'RE ALSO PARTNERING WITH A LOT OF THE LOCAL MOBILITY PROGRAMS TO HAVE SOME GREATER IMPACT AND EFFICIENCIES IN DELIVERING THE PROGRAM.

AND WE ARE WORKING WITH THE UTILITY DEPARTMENTS, UM, PRIMARILY AUSTIN WATER AND WATERSHED PROTECTION DEPARTMENT TO ENSURE THAT WE'RE GETTING INFRASTRUCTURE THAT THEY NEED IN THESE CON THESE CORRIDORS IN CONSTRUCTION.

UM, AT THE SAME TIME AS WHAT WE LIKE TO CALL A DIG ONCE OPPORTUNITY.

AND WE'RE DOING THAT SPECIFICALLY SO THAT WE HAVE AS FEW INTERRUPTIONS TO THE, UM, OWNERS AND RESIDENTS ALONG THE CORRIDOR, BUT THEN ALSO TO THE TRAVELING PUBLIC.

WE WANT THOSE EFFICIENCIES IN GETTING IN, UM, HAVING THOSE DISRUPTIONS ONE TIME INSTEAD OF BACK TO BACK NEXT SLIDE.

SO THERE IS A LOT TO SEE IN 2023 IN THE CORRIDOR PROGRAM.

WE HAVE 150 MO MILLION DOLLARS THAT WILL BE GOING TO BID OUR CONSTRUCTION IN 2023 AGAIN, UM, OF VARIETY OF TYPES AND SIZES OF PROJECTS.

UM, AND YOU CAN SEE THOSE LISTED THERE, THE TYPES OF IMPROVEMENTS THAT WE'LL BE MAKING.

UM, BUT MORE IMPORTANTLY I WANTED TO HIGHLIGHT A LIST OF PROJECTS THAT WE'LL BE MOVING FORWARD.

UM, THESE ARE SOME OF THE LARGER PROJECTS IN THE PROGRAM AND, UM, YOU KNOW, IN ADDITION WE HAVE THREE TO FIVE ADDITIONAL ONES THAT WE'RE GONNA TRY TO GET INTO 2023 THAT RIGHT NOW ARE, ARE KIND OF, YOU KNOW, COULD GO 23 OR 24.

WE'RE DOING EVERYTHING THAT WE CAN TO GET THOSE INTO 2023.

UM, BUT YOU CAN SEE, UH, THERE'S A VARIETY OF PROJECTS ACROSS THE CORRIDORS THAT WE'LL BE WORKING ON AND, UM, UH, YOU KNOW, ADDITIONAL SEGMENTS ON BURNETT ROAD, NORTH LAMAR, SLAUGHTER BURNETT, UH, SOUTH LAMAR, WILLIAM CANNON, ET CETERA.

SO THERE WILL BE A LOT OF WORK GOING ON.

WE DO HAVE A WEBSITE AND ARE DOING A LOT OF COMMUNICATIONS FOR OUR CONSTRUCTION PROGRAM SO THAT WE'RE KEEPING EVERYONE UP TO DATE.

AND WE'LL BE WORKING VERY CLOSELY.

WE HAVE A COMMUNICATIONS LIAISON WHO IS ASSIGNED TO EACH CORRIDOR, AND WE'LL BE WORKING

[00:15:01]

VERY CAREFULLY WITH ALL OF THE, THE BUSINESS AND PROPERTY OWNERS ALONG THE WAY AS WE ARE DOING THIS MAJOR CONSTRUCTION.

SO I WILL GO AHEAD AND PASS IT BACK TO ANNA.

YEP.

ALL RIGHT.

NEXT SLIDE PLEASE.

OKAY, SO MOVING ON TO THE OTHER BUCKETS IN THE 2016 BOND.

UM, I'LL START WITH REGIONAL MOBILITY.

WE HAD 101 MILLION AND THAT WAS DIVIDED AMONG TWO TYPES OF PROJECTS.

UM, ONE SET BEING THE CITY LED PROJECTS AND THE OTHER BEING CON CONTRIBUTIONS TO TEXT DOT, UM, PROJECTS.

SO STARTING HERE WITH THE CITY LED PROJECTS, THERE WERE THREE.

UM, ANDERSON MILL ROAD, UM, HAS BEEN CONSTRUCTED AND IS COMPLETE.

UM, THE SECOND LARGE PROJECT IS SPICEWOOD SPRINGS ROAD.

UM, HAPPY TO REPORT THAT WE'RE IN THE FINAL PERMITTING STAGE.

WE EXPECT TO BID THAT PROJECT IN APRIL AND GET TO CONSTRUCTION THIS FALL.

WE HAVE TO WAIT, UM, TILL AFTER A NESTING SEASON FOR SOME BIRDS OUT THERE, BUT CONSTRUCTION WILL HAPPEN LATER THIS FALL.

UM, AND THEN THE LAST ONE ON THE SIDE LAKELINE BOULEVARD IS ACTUALLY A CHANGE.

UM, PREVIOUSLY WE WERE GOING TO CONTRIBUTE 17 MILLION TO TEXT OUT IMPROVEMENTS ON PALMER LANE.

UH, THAT PROJECT WAS PUT ON HOLD INDEFINITELY, UM, BY TECH STOP, UM, WHILE CAMPO STUDIES A LARGER CORRIDOR PROJECT FOR THE, THE WHOLE OF PARMER LANE.

SO IN APRIL OF 2022, COUNCIL APPROVED A TRANSFER OF FUNDS FROM THAT PARMER LANE PROJECT TO ANOTHER, UM, VERY SIMILAR AND ADJACENT PROJECT, WHICH IS THE EXPANSION OF, UM, LAKELINE BOULEVARD.

IT'LL IMPROVE THE CONNECTION BETWEEN PALMER LANE AND THE CAP METRO LAKELINE STATION, PARK AND RIDE.

WE'RE ACCELERATING THE DESIGN THERE AS MUCH AS POSSIBLE.

UM, WE'RE JUST WRAPPING UP.

A P E R DESIGN WILL START, UH, THIS SPRING.

AND, UM, WE'RE AGGRESSIVELY TRYING TO GET TO CONSTRUCTION BEFORE THE END OF, UM, 2024.

UH, NEXT SLIDE.

AND FINALLY, THE LOCAL MOBILITY PROGRAMS. THESE WERE OUR FLEXIBLE PROGRAM BUCKETS THAT REALLY, UM, ALLOWED US TO GET SOME IMPROVEMENTS ON THE GROUND, UM, STARTING IMMEDIATELY AFTER THE PASSAGE OF THE 26 TEAM MOBILITY BOND.

UM, AND I'M ALWAYS HAPPY TO SHARE HIGHLIGHTS HERE.

UM, STARTING WITH THE SAFETY AND VISION ZERO, UM, BUCKET, WE HAD 15 MILLION, WE WERE PLANNING TO IMPROVE, UM, 15 HIGH CRASH INTERSECTIONS.

UM, HAPPY TO REPORT THAT.

UM, WE HAVE THE 15TH UNDER CONSTRUCTION AND THERE ACTUALLY HAVE ENOUGH FUNDS THAT WE'RE GONNA BE ABLE TO DO, DO A 16TH INTERSECTION AS WELL.

WE EXPECT ALL THE FUNDS HERE TO BE, UM, EXHAUSTED BY THE END OF, UH, 2023.

UM, OTHER GOOD NEWS THERE, WE'VE BEEN MONITORING, UM, BEFORE AND AFTER CRASH DATA FOR THESE PROJECTS AND, UH, WE HAVE ABOUT A 30% REDUCTION IN SERIOUS INJURIES AND FATALITIES.

SO REALLY, REALLY, UM, PLEASED WITH THE RESULTS HERE AND EAGER TO DO MORE, UM, WITH 2018 AND 2020 FUNDING.

UM, ALSO I'LL HIGHLIGHT A COUPLE PROJECTS FOR THE BIKEWAYS PROGRAM.

WE WERE ABLE TO DO SOME REALLY TRANSFORMATIVE INNER IMPROVEMENTS OVER THE LONGHORN DAM.

UM, THEY HAVE RECENT INSTALLATION OF PROTECTED BIKE LANES ON ESCARPMENT METRIC, TECH RIDGE AND GRACIE FARMS. UM, THE SUBSTANDARD STREET BUCKET THO THOSE, UM, WE WERE FUNDED FOR, UH, PRELIMINARY ENGINEERING REPORTS FOR NINE ROADWAYS.

THAT WAS ACTUALLY COMPLETED IN THE FIRST COUPLE YEARS OF THE BONDS.

SO THOSE ARE, ARE DONE IN COMPLETE TWO OF THOSE, UH, RECEIVED FUNDING IN THE 2020 MOBILITY BOND.

SO THOSE ARE MOVING FORWARD TO DESIGN AND CONSTRUCTION.

UM, AND THEN SAFE ROUTES TO SCHOOL AND SIDEWALKS.

THOSE HAVE BEEN REALLY SUCCESSFUL PROGRAMS THAT HAVE JUST BUILT DOZENS TO, UH, A HUNDRED PROJECTS ARE ALREADY AROUND THE CITY.

BOTH OF THOSE PROGRAMS ARE LIKELY TO, UM, EXPEND ALL OF THEIR FUNDS, UM, BY THE SUMMER AND THEY'LL JUST MOVE ON TO DELIVER, CONTINUING TO DELIVER PROJECTS, UH, WITH THE 2020 BOND FUNDS.

UM, NEXT SLIDE.

OKAY, SO UPCOMING HIGHLIGHTS.

UM, LIKE I MENTIONED, WE HAVE, UM, OUR FINAL THREE SAFETY PROJECTS IN CONSTRUCTION RIGHT NOW.

UM, IF YOU GET A CHANCE, TAKE A LOOK AT BARTON SPRINGS AND SOUTH FIRST.

IT'S RIGHT ACROSS THE BRIDGE, UM, OUTSIDE OF ONE TEXAS CENTER.

UH, THERE'S WORK GOING ON THERE RIGHT NOW THAT'S LOOKING REALLY, REALLY GOOD.

UM, WITH SOME BEHIND THE CURB IMPROVEMENTS FOR PROTECT PROTECTED BIKE LANES AS WELL AS ACCESS MANAGEMENT.

UM, AND AGAIN, UM, WE EXPECT ALL THOSE FUNDS AND PROJECTS TO BE DONE BY THE END OF THIS YEAR.

UM, SIDEWALKS IS CURRENTLY WORKING AT 12TH STREET AND CHESTNUT AVENUE.

UM, BIKEWAYS HAS A LOT OF EXCITING UPCOMING PROJECTS.

WE HAVE SOME NEIGHBORHOOD BIKEWAYS IN THE 46TH, 47TH STREET AREA.

UM, PLANNING A, UM, ROUNDABOUT AT TERRY AND PLEASANT VALLEY.

UM, WE'LL BE BUILDING SOME SHARED USE PATH ON BARTON SPRINGS ROAD THROUGH Z THROUGH ZILKER PARK, UM, AND SOME

[00:20:01]

WORK ON ST.

JOHN'S AVENUE UP NORTH.

UM, AND FINALLY FOR URBAN TRAILS, UM, THERE'S ONGOING CONSTRUCTION ON NORTHERN WALNUT CREEK AND THEY JUST HAD AN OPENING OF A NEW SECTION, I THINK JUST YESTERDAY.

UM, AND IT LOOKS LIKE, UH, RIBBON CUTTING AND COMMUNITY CELEBRATION IS PLANNED FOR MARCH 4TH.

UM, OKAY, NEXT SLIDE PLEASE.

OKAY, NOW WE'RE GONNA PIVOT TO 2018 AND I'LL HAND IT TO ERIC.

GREAT, THANK YOU ANNA.

UM, AS A REMINDER FOR THE 2018 BOND, UM, IT INCLUDED 66 AND A HALF MILLION DOLLARS IN STREET RECONSTRUCTION, 50 MILLION FOR BRIDGES AND STRUCTURES, 20 MILLION FOR SIDEWALKS, 15 MIL MILLION FOR VISION ZERO FOUR AND A HALF MILLION FOR SIGNALS IN TECHNOLOGY, 3 MILLION FOR URBAN TRAILS, AND 1 MILLION FOR NEIGHBORHOOD PARTNERING.

UM, YOU CAN SEE HERE THIS IS, IS, UH, SIMILAR TO THE 2016 BOND STRUCTURE WHERE THERE'S SOME, UH, PROGRAMMATIC FUNDS AND SOME, UM, YOU KNOW, LARGER FUNDING FOR C I P AND SOME OF THE BIGGER PROJECTS THAT WE HAVE OUT THERE.

UM, NEXT SLIDE PLEASE.

THIS IS THE SPENDING CURVE.

UM, THE BLUE LINE IS THE ACTUAL YEAR END BALANCE.

SO THIS GRAPH IS SHOWING US THAT THE 2018 BOND FUNDS DIDN'T GET SPENT QUITE AS QUICKLY AS WE ANTICIPATED IN FISCAL 22, BUT WE HAVE ADJUSTED THAT SPENDING SO THAT IT REALIGNS IN FISCAL 24 WITH THE EXPECTATION THAT THAT BOND IS, IS NEARLY FULLY EXPENDED WITHIN AN EIGHT YEAR TIMEFRAME.

UM, OFTENTIMES WE END UP WITH, UM, YOU KNOW, ON THE ORDER OF FIVE TO 10 MILLION LEFT AT THE END, DEPENDING ON INDIVIDUAL PROJECT BUDGETS AND THINGS LIKE THAT.

SO THAT'S WHY YOU SEE THE TAIL THERE IS, UM, WE IDENTIFY SOME PROJECTS AT THE END WE CAN USE, LIKE ANNA WAS MENTIONING, THE ADDITIONAL INTERSECTION AND THINGS LIKE THAT THAT, UM, WE HAVE SOME LEFTOVER MONEY FOR.

SO, UM, NEXT SLIDE PLEASE.

UM, WE'LL GET INTO SOME OF THE PROJECT HIGHLIGHTS FROM THE 2018 BOND.

UM, PUBLIC WORKS COMPLETED THE STREET RECONSTRUCTION OF SPRINGDALE ROAD, WHICH IS THE PICTURE IN THE UPPER LEFT-HAND CORNER THERE.

UM, VISION ZERO IS IN THE PROCESS OF INSTALLING FOUR NEW TRAFFIC SIGNALS AND FOUR NEW STREET LIGHTING PROJECTS, INCLUDING A NEW SIGNAL AT CONGRESS AND ALPINE, WHICH IS THE PICTURE IN THE LOWER LEFT, UM, NEIGHBORHOOD PARTNERING COMPLETED A PROJECT AT COLONY PARK TO IMPROVE THE PARK ENTRANCE, ADD NEW LIGHTING, NEW CONCRETE PATHWAYS AND LANDSCAPING, WHICH IS THE UPPER MIDDLE PICTURE.

UM, THE DESIGN OF THE NEW REDBUD TRAIL BRIDGE IS MOVING FORWARD THROUGH THE DESIGN PROCESS WITH AN ESTIMATED CONSTRUCTION IN EARLY 2025.

THAT'S THE, THE RENDERING DOWN THERE AT THE BOTTOM.

AS YOU CAN IMAGINE, THIS IS A BRAND NEW STRUCTURE, UH, ON REDWOOD BUD TRAIL OVER LADY BIRD LAKE.

UM, SO IT'S, THERE'S A LOT THAT GOES INTO THE, UH, THE PLANNING AND DEVELOPMENT OF THE, THE RENDERINGS AND, AND SPECS AND COORDINATION WITH A LOT OF OTHER DEPARTMENTS AS WELL AS THE ENVIRONMENTAL PROCESS TO BUILD A, A BRIDGE IN A PRETTY SENSITIVE ENVIRONMENTAL AREA THERE.

UM, AND THE UPPER RIGHT IS ONE OF THE, THE MANY SIDEWALK PROJECTS THAT, UH, THE SIDEWALKS AND SPECIAL PROGRAMS, UH, GROUP HAS COMPLETED.

THIS ONE'S AT, UH, US TWO 90 AND, AND CAMERON ROAD.

UM, AND THEN IN THE LOWER RIGHT YOU CAN SEE A PORTION OF THE MOAN TRAIL THAT WAS COMPLETED BY OUR, UM, URBAN TRAILS GROUP WITH FUNDING FROM THE, UH, 2018 BOT.

SO A LOT OF GOOD WORK THROUGHOUT THE CITY IN A LOT OF DIFFERENT PROGRAMS HERE COMING OUT OF 2018.

UH, NEXT SLIDE PLEASE.

WE'RE TALKING ABOUT UPCOMING HIGHLIGHTS FOR THE 2018 BOND.

UM, WE RECENTLY SERVED SOME, RECEIVED SOME GREAT NEWS FOR THE DIVISION ZERO PROGRAM.

UM, WE WERE ABLE TO LEVERAGE THE 2018 BOND FUNDS TO OBTAIN AN ADDITIONAL 7 MILLION FROM THE HIGHWAY SAFETY IMPROVEMENT PROGRAM GRANT FROM TECH DOT.

UM, THE VISION ZERO PROGRAM HAS TWO PROJECTS THAT ARE CURRENTLY IN CONSTRUCTION AND ANOTHER MAJOR SAFETY PROJECT AT, UM, STASSY IN SOUTH CONGRESS THAT'S GONNA START IN APRIL.

UM, SIDEWALK PROGRAM CONTINUES CONSTRUCTION WITH PROJECTS AT WOOLRIDGE AVENUE AND PEYTON JEN ROAD.

UM, THEY'RE WORKING THROUGHOUT THE CITY, UM, ON A LOT OF MOSTLY I D I Q TYPE OF PROJECTS WHERE THEY COME IN AND, AND DO THOSE SIDEWALK IMPROVEMENTS.

AS I MENTIONED, THE UM, REDBUD TRAIL BRIDGE OVER LADY BIRD LAKE, THE HUNDRED PERCENT DESIGN ON THAT IS DUE IN JUNE OF 2024.

SO THAT'S MOVING FORWARD THROUGH THE DESIGN PROCESS.

AND THEN ALSO WE HAVE SOME ADDITIONAL RESOURCES AND LINKS PROVIDED OVER ON THE RIGHT THAT TALK ABOUT, UM, YOU KNOW, THE BOND PROGRAM AND, UH, NEIGHBORHOOD PARTNERING VISION ZERO AND SOME OF THE PEDESTRIAN, UM, ACTION PLANS AS WELL AS THE, UH, MOBILITY ANNUAL PLAN, UM, INVOLVED THERE TOO.

SO, UM, WITH THAT I'M GONNA PASS IT BACK TO ANNA TO TALK ABOUT THE 2020 BOND.

GREAT.

NEXT SLIDE PLEASE.

NEXT SLIDE PLEASE.

OKAY, SO OUR FINAL, UM, BOND PROPOSITION WE WILL TOUCH ON TODAY IS 2020.

UM, AND AS A REMINDER, THERE IS 460 MILLION, UM, OBLIGATED FOR VARIOUS, UM, TRANSPORTATION PROGRAMS FROM SMALL PROJECTS, UM, ALL THE WAY TO LARGE CAPITAL PROJECTS.

AND I'LL GO THROUGH THOSE BRIEFLY.

UM, NEXT SLIDE PLEASE.

AND THIS IS OUR SPENDING CURVE AS, AS WE'VE MENTIONED THROUGHOUT THIS PRESENTATION, THIS, OUR

[00:25:01]

STAFF LARGELY HAS BEEN FOCUSED ON EXPENDING THOSE 2016 AND 18 FUNDS, UM, WHILE WE'RE PLANNING AND, UM, GETTING SOME EARLY OUTS FOR 2020, BUT REALLY THE BULK OF THAT SPENDING WILL HAPPEN, UM, STARTING LATER THIS YEAR THROUGH THE NEXT FOUR YEARS.

UM, UH, NEXT SLIDE.

OKAY.

SO HAPPY TO GIVE, UM, UM, A FEW HIGHLIGHTS FROM EACH OF THESE PROGRAMS. UM, FOR BIKEWAYS, THEY WERE GIVEN AN ADDITIONAL 40 MILLION IN 2020.

OUR FIR FIRST FOCUS AREA FOR, FOR THE BIKEWAY PROGRAM AS WELL AS SIDEWALKS AND URBAN TRAILS HAS BEEN A TWO YEAR PROCESS TO UPDATE THOSE PLANS.

UM, AND THAT EFFORT IS CALLED ATX WALK BIKE ROLL.

I WANNA GIVE A PLUG HERE BECAUSE THE PLANS ARE NOW ONLINE AND THEY'RE GONNA BE OPEN FOR PUBLIC COMMENT UNTIL MARCH 20TH.

SO WE'D REALLY LOVE TO HEAR ANY, ALL, ALL FEEDBACK ON THOSE PLANS.

AND THOSE REALLY WILL GUIDE, UM, THE REMAINING BALANCES OF THESE BONDS IN TERMS OF WHERE WE'LL PRIORITIZE PROJECTS, UM, FOR THE NEXT SEVERAL YEARS.

UM, AT THE SAME TIME WHILE WE'VE BEEN DOING THAT PLAN, WE HAVE STILL BEEN ADVANCING MULTIPLE PROJECTS, UM, INCLUDING REALLY TRANSFORMATIVE SHARED USE PATHS ON YEAGER LANE, UM, AND WORKING WITH CAP METRO FOR STATION ENHANCEMENTS AT THE METRO RAPID STATIONS THAT ARE CURRENTLY UNDER CONSTRUCTION.

UM, FOR REVISION ZERO AND SAFETY, WE HAVE MULTIPLE FOCUS AREAS WITHIN THE 2020 BUCKET FROM SPEED MANAGEMENT, UM, SIGNAL UPGRADES TO MORE LARGE SCALE INTERSECTION PROJECTS.

UM, AND TO, UH, TO COMPARE WITH 2016, WE HAD 15 MILLION, WE'RE ABLE TO DO 15 OR 16 PROJECTS.

UM, WITH THIS, THIS BUCKET WE HAVE 65 MILLION.

UM, SO RIGHT NOW WE HAVE TWO INTERSECTION PROJECTS IN DESIGN, 10 LOCATIONS, UM, THAT HAVE BEEN SCOPED AND UNDER RE UNDER REVIEW BY TECH STOP AND ANOTHER 16 MORE, UM, THAT WE'RE WORKING THROUGH.

SO REALLY ABLE TO RAMP UP, UM, THE EFFORT HERE WITH ADDITIONAL FUNDING.

SO WE'RE ALSO FOCUSED ON SYSTEMIC SAFETY, SO THE IDEA THAT NOT JUST IMPROVING INTERSECTIONS WHERE THERE ARE KNOWN COLLISIONS, BUT TRYING TO BE MORE PROACTIVE TO LOOK AT LOCATIONS AROUND THE CITY TO PREVENT FUTURE CRASHES.

SO ONE OF THOSE AREAS, UM, WERE SHARP CURVES AND, UM, VEHICLES EXITING THE ROADWAY.

UM, HIGH SPEEDS AROUND CURVES.

SO WE IDENTIFIED 40 LOCATIONS IN AUSTIN THAT MET SPECIFIC CRITERIA, UM, THAT HAD A HIGHER RISK.

AND WE'RE INSTALLING SIGNS, CHEVRONS AND STRIPINGS TO TRY TO PRO PROACTIVELY, UM, ADDRESS KNOWN LOCATIONS.

WE HAVE ALSO ALREADY COMPLETED TWO SPEED MANAGEMENT PROJECTS, UM, BILL BROOK PLACE AND LOYOLA LANE.

AND WE HAVE FOUR MORE THAT WILL GO TO CONSTRUCTION THIS SPRING.

UM, THE LOCAL TRANSIT PROGRAM HAS DONE A COMBINATION OF PLANNING AND CONSTRUCTION.

UH, THERE IS A TRANSIT ENHANCEMENT REPORT THAT WILL BE COMPLETELY LATER THIS YEAR, AND THAT'LL HELP GUIDE OUR REMAINING INVESTMENT TO TARGET IMPROVEMENTS FOR THE MOST BUS RIDERS.

UM, AND WHILE THAT PLANNING PROCESS HAS BEEN GOING ON, THEY'VE BEEN ALSO COMPLETING PROJECTS, UM, OPPORTUNISTICALLY.

SO THEY'VE WORKED ON, UM, SIX NEW BUS STOPS PAIRED WITH SIX PEDESTRIAN CROSSINGS.

UM, AND I DID NOT MENTION, UM, SIDEWALKS AND SAFE ROUTES TO SCHOOL.

AND THAT IS BECAUSE AS I POINTED OUT BEFORE, THOSE PROGRAMS ARE EXPENDING ALL OF THE 2016, UM, FUNDS.

THEY THINK THEY'LL BE DONE ABOUT THIS SUMMER AND THEN THEY'LL BEGIN SIGNIFICANT WORK, UM, ON THE 2020 BOND BUCKETS.

OKAY, NEXT SLIDE.

OKAY.

WE HAD FIVE LARGE CAPITAL PROJECTS, UM, NAMED IN THE 2020 BOND.

UM, ALL OF 'EM ARE IN VARIOUS STAGES OF ENGINEERING.

UM, ONE OF THE FIRST THAT WE'RE GONNA SEE GO TO CONSTRUCTION IS THE LONGHORN DAM BRIDGE, THE REALLY EXCITING PROJECT IN EAST AUSTIN.

UH, WE'RE IN FINAL DESIGN RIGHT NOW AND ANTICIPATE GETTING TO CONSTRUCTION.

UM, THIS, UH, FALL, THERE'S ALSO WORK GOING ON ON BERGSTROM SPUR.

UM, THERE WAS JUST RECENTLY A PUBLIC OPEN HOUSE, UM, AND A LOT OF DESIGN EFFORTS FOCUSED IN THE SUBSTANDARD STREETS BUCKET.

THERE WERE TWO LARGE ROADWAY PROJECTS, UM, NAMED FOR CONSTRUCTION, AND THOSE WERE ROSS ROAD AND JOHNNY MORRIS ROAD.

UM, BOTH ARE APPROACHING 90% DESIGN.

WE'VE BEEN OUT AND HAVING TOUCHPOINTS WITH THE COMMUNITY, UM, AROUND THE 60% STAGE.

AND, UM, THOSE ARE MOVING FORWARD AND WE'LL GET TO THE PERMITTING PHASE LATER THIS YEAR.

AND LAST SLIDE PLEASE.

OKAY.

UPCOMING, UM, UPCOMING WORK AND MORE GOOD NEWS HERE.

OUR, UM, VISION ZERO TEAM, UM, WAS ABLE TO USE 2020 BOND

[00:30:01]

FUNDS TO OBTAIN, UM, ALMOST 23 MILLION, UM, FOR THE SAFE STREETS FOR ALL GRANT FROM THE U S D O T.

UM, SO THAT'S GREAT NEWS.

AND AGAIN, THAT'S ANOTHER 23 MILLION ON TOP OF THE 65 WE'RE ALREADY WORKING ON.

SO WE'RE REALLY PROUD OF THAT AND WE'LL BE ABLE TO, UM, REALLY EXPAND OUR REACH TO MORE LOCATIONS.

UM, YEAH, I MENTIONED THE SUBSTANCE STREETS ALREADY.

JOHNNY MORRISON AND ROSS ROAD ARE PROGRESSING ON SCHEDULE AS PLANNED.

UM, AND THEN, UM, LONGHORN DAM, WE EXPECT A HUNDRED PERCENT DESIGN HERE LATER THIS MONTH.

UM, AND THE SOUTH PLEASANT VALLEY IS A, IS A GREAT PROJECT AS WELL.

IT'S A CONNECTION, A MISSING CONNECTION THAT WE'RE REALLY IN HELP IMPROVE BUS TRAVEL TIME.

UM, WE'RE ABOUT AT 90% THERE, SO REALLY MAKING GREAT PROGRESS OVERALL.

AND THEN, UM, LIKE ALL THE SLIDES, 20 16, 18 AND 20, WE HAVE RESOURCES TABS ON THE RIGHT.

UM, WE'VE TRIED REALLY HARD TO BE, UM, TRANSPARENT, UM, WITH THE PUBLIC AND PROVIDE AS MUCH INFORMATION AS POSSIBLE.

SO THERE ARE LINKS THERE.

UM, AND THERE'S JUST A LOT OF DETAILED, UM, PROJECT STATUS, UM, SPENDING, UM, CONSTRUCTION INFORMATION ON THOSE PAGES AS WELL.

SO WITH THAT, I THINK THAT WRAPS UP OUR PRESENTATION AND, UM, ERIC'S, SUSAN AND I ARE HAPPY TO TAKE ANY QUESTIONS.

GREAT.

THANK YOU ALL FOR THIS.

THIS IS, UH, REALLY WELL PUT TOGETHER AND THEN, UH, APPRECIATE THE SPIN DOWN CURVES AND THE UPDATES TO THOSE AS WELL.

UM, ANY QUESTIONS OUTTA THE GATE FROM THE COMMISSION? NOPE, I HAVE A COUPLE, UM, CHAIR.

YES.

UM, WHEN YOU'RE DONE, I, YOU KNOW, SUDDENLY MY CAMERA WENT HAYWIRE.

I CAN'T GET MY CAMERA TO WORK.

OKAY.

YEAH, I'LL, UH, I'LL TRY TO GET IT WORKING, BUT I'VE GOT A WHOLE BUNCH OF QUESTIONS AFTER YOU'RE DONE.

OKAY.

GRA I I JUST HAD A COUPLE ONE, UH, ON THE A HUNDRED TO 130 MILLION IN LEVERAGE FUNDS, WHAT PERCENTAGE OF THAT IS FINALIZED? I KNOW IT WASN'T COMPLETELY FINALIZED, RIGHT? JUST TRYING TO GET AN IDEA.

YEAH.

CLOSE TO A HUNDRED MILLION IS FINALIZED.

OKAY.

UM, AND AGAIN, IT COMES FROM ALL OF THOSE DIFFERENT CHOICES THAT ON THE SLIDE, UM, AND WE'RE, WE CONTINUE TO WORK ON LEVERAGING, UM, EVEN IF WE ARE ABLE TO HIT THE HUNDRED 30 THAT WE'RE WORKING BOARD RIGHT NOW, UHHUH, WE ARE GOING TO CONTINUE TO DO, UM, THAT GOING AFTER ADDITIONAL GRANTS, UM, WORKING ALL OF THE DIFFERENT ANGLES TO BE ABLE TO BRING AS MUCH FUNDING TO THE PROJECTS AS POSSIBLE.

FANTASTIC.

UH, NEXT QUESTION ON THE 30%, UM, WHAT WAS THAT CRASH REDUCTION? WAS IT, IS THAT DATA BEING PUBLISHED ANYWHERE AND SHARED? I FEEL LIKE YOU SHOULD, YOU SHOULD TOUT THAT, RIGHT? WE, WE HAVE BEEN, UM, AND WE HAVE A VISION ZERO PORTAL THAT HAS, HAS REALLY KIND OF UP TO DATE INFORMATION.

UM, AND WE DEFINITELY DID SOME, UM, WE'VE BEEN MONITORING OF COURSE AND COLLECTING MORE DATA, BUT WE, WE PUSHED OUT SOME INFORMATION THIS SUMMER TO THE PUBLIC AS WELL.

BUT I AGREE WITH YOU, IT'S A GREAT STORY AND UM, WE NEED TO KEEP TELLING IT.

FANTASTIC.

UM, THAT IS ALL OF THE CALL OUTS I HAVE.

COMMISSIONER DUSS GUPTA.

READY? READY WHEN YOU ARE YOU OKAY? I FINALLY GO TO MY CAMERA WORKING IN, SO, UH, I HAVE A WHOLE BUNCH OF QUESTIONS, SO PLEASE BEAR WITH ME.

SO, AND THESE, UH, APPLY TO PRETTY MUCH ALL OF THE BONDS, BUT PICK WHICHEVER ONE IS MORE APPROPRIATE.

UH, YOU MENTIONED THAT YOU'RE WORKING WITH OTHER CITY DEPARTMENTS TO MAKE SURE YOU GET SYNERGIES SO THAT WHEN YOU DIG A STREET, YOU'RE DIGGING IT ONCE AND NOT TWICE, THREE TIMES, FOUR TIMES, WHICH IS GREAT.

I APPLAUD THAT, WHICH WONDERFUL.

OKAY.

BUT HOW ABOUT WORKING WITH INDUSTRY? YOU KNOW, THE CELL PHONE, UH, SUPPLIERS, UH, YOU KNOW, THESE, THE BROADBAND SUPPLIERS, THEY HAVE TO PUT CABLES DOWN THERE, UH, THE CITIES, UH, PUTTING DOWN, YOU KNOW, WIRES FOR 5G, UH, AND ALSO IN 4G IN CERTAIN AREAS OF THE CITY WHERE IT'S NOT AS STRONG.

SO ARE YOU WORKING WITH THEM AS WELL SO YOU DON'T HAVE TO DIG UP THE STREET OVER AND OVER AND OVER? I, I'M HAPPY TO, TO TAKE THAT ONE.

UM, THE ALL PROJECTS THAT, UM, WORK IN THE RIGHT OF WAY ARE REQUIRED TO GO THROUGH THE A U L C C PROCESS, WHICH IS THE AUSTIN UTILITY LOCATION COORDINATION COMMITTEE, I THINK IS THE ACRONYM THERE.

UM, AND THAT BASICALLY WORKS WITH NOT ONLY CITY PROJECTS, BUT ALSO THE, THE PRIVATE UTILITIES.

SO, YOU KNOW, GOOGLE FIBER, VERIZON, ALL THE OTHER FOLKS THAT ARE OUT THERE, GAS COMPANY, UM, TO COORDINATE ON THOSE PROJECTS AND FIND OPPORTUNITIES WHERE FOLKS ARE GONNA BE AND BE ABLE TO COORDINATE THOSE AS MUCH AS POSSIBLE.

SO, UH, THAT'S THE, THE LARGER EFFORT IT APPLIES TO NOT ONLY THE BOND PROJECTS, BUT TO, TO ALL CITY PROJECTS THAT ARE WORKING IN THE RIGHT OF WAY.

OKAY.

THANK YOU.

THE NEXT QUESTION, UH, THIS IS A SORT OF LIKE A FEEDBACK.

YOU KNOW, THE PEDESTRIAN HYBRID BEACONS IS ONE OF THE THINGS THAT CAME UP IN THE 2018 BOND AND THE CHAIR AND I WERE BOTH IN THAT, UH, BEAT OF, UH, DASHBOARD

[00:35:01]

AND I CHAIRED THE TRANSPORTATION WORKING GROUP.

AND SO I'M INTIMATELY FAMILIAR WITH ALL THE WORK THAT YOU'RE DOING ON VISION ZERO AND PEDESTRIAN HYBRID BEACONS.

BUT I HAD AN EXPERIENCE RECENTLY, AND I DON'T KNOW WHETHER THE BEACON WAS NOT WORKING PROPERLY OR NOT.

I WAS DRIVING DOWN THE STREET AND I NOTICED THAT THAT WAS A BRAND NEW PEDESTRIAN HYBRID BEACON.

AND THESE PEDESTRIANS, THEY RAN UP TO THE, THE POST PRESSED THE BUTTON AND RAN ACROSS, I ALMOST HIT THEM.

IT HAPPENS.

SO THERE SHOULD BE SORT OF LIKE A DELAY SUCH THAT AFTER YOU'VE PRESSED THE BUTTON, YOU SHOULD ALLOW THE TRAFFIC TO GO THROUGH AND NOT HAVE IT ALL HAPPEN AT THE SAME TIME.

UH, I'VE NEVER HAD THAT SITUATION BEFORE.

I DON'T KNOW IF IT'S A DIFFERENT BRAND YOU'RE USING, BUT JUST FEEDBACK THAT THERE SHOULD BE SOME AMOUNT OF TIME LAG BEFORE THE PEDESTRIANS WALK OUT ONTO THE STREET.

UM, OTHERWISE IT DEFEATS THE .

UM, UH, ALSO IN THE 2018 BOND, THERE WAS MONEY FOR THE 360 SPICEWOOD SPRINGS INTERCHANGE.

UH, I HAVE NOT SEEN MUCH CONSTRUCTION THERE OR ANY, IS THAT PART OF THE 2018 BOND PACKET STILL? THAT WAS DEAR TO ME, YES.

UM, THAT WAS PART OF THE 20, NO, I'M SORRY, THAT WAS PART OF THE 2016 BOND PACKAGE.

WE WERE GOING TO CONTRIBUTE FUNDS TO FOUR GRADE SEPARATIONS ALONG LOOP 360.

UM, THERE HAS BEEN SOME STATUS CHANGES AT, AT TECH OT WHEN THE I 35 PROJECT, UM, MOVED FORWARD, A LOT OF THE CAMPO FUNDING THAT WAS ALLOCATED TO 360 AND OTHER PROJECTS WAS SWEPT UP TO PUT INTO THE POT FOR I 35.

SO THAT HAS TAKEN FUNDING OFF OF SOME OF THOSE INTERCHANGES ON, ON 360.

AND THAT'S NOT TO SAY THAT THEY'RE NOT GOING TO STILL BE DESIGNED AND CONSTRUCTED.

IT'S JUST GONNA TAKE A LITTLE BIT LONGER, UM, TO FIND THE REGIONAL MONEY TO SUPPORT THAT.

UM, THERE IS ONE INTERCHANGE, PROJECT WESTLAKE THAT'S UNDER CONSTRUCTION.

UH, THE COURTYARD IS NEXT UP, I THINK THEY'RE AT ABOUT 90% DESIGN.

UM, AND THEN THERE'LL BE LAKEWOOD AND THEN SPICEWOOD SPRINGS ROAD.

UM, THE, WHAT I CAN REPORT FOR SPICEWOOD SPRINGS ROAD IS THAT, UM, THERE IS AN AT AND T DUCT BANK, UM, ADJACENT TO THAT INTERSECTION, AND THE UTILITY RELOCATIONS WILL BE LENGTHY, MEANING IT COULD BE FIVE PLUS YEARS, AND DESIGN HAS NOT EVEN BEGUN TO BEGIN THOSE RELOCATIONS.

SO THAT IS GONNA BE LAST ON THEIR LIST.

UM, THE CITY MADE AN AGREEMENT WITH TEXT.TO REALLOCATE THE FUNDS THAT WE WERE GOING TO USE TO GIVE THEM BECAUSE THEY WILL NOT BE EXPENDED IN A REASONABLE AMOUNT OF TIME.

AND SO WE'RE GONNA PUT SOME OF THOSE FUNDS TO OUR 360, I'M SORRY, TO OUR SPICEWOOD SPRINGS ROAD PROJECT.

SO THAT'LL BRING SOME IMMEDIATE, UM, SAFETY MOBILITY RELIEF TO THE IMMEDIATE AREA.

AND, UM, TEXT OUT WILL ACCOMMODATE THOSE CHANGES WHEN THEY BUILD THE, THE FINAL GRADE SEPARATION PROJECT.

SO IT WILL NOT BE TORN UP OR, OR WASTED.

IT'LL WORK WELL TOGETHER.

OKAY.

THANK YOU.

UH, THE NEXT QUESTION IS 2018 BOND OFFSET QUITE A BIT OF MONEY FOR SIGNAL IMPROVEMENTS.

MM-HMM.

, UH, THOSE MONIES BEING USED FOR THE SIGNAL, I MEAN, MODERNIZE THE SIGNALS SO THAT, FOR INSTANCE, WHEN A FIRE ENGINE COMES TO INTERSECTION, THE SIGNALS CHANGE SO THAT THE FIRE ENGINE CAN GO THROUGH OR AN EMS CAN GO THROUGH.

ARE THOSE IMPROVEMENTS HAPPENING? YES.

UM, SIGNAL IMPROVEMENTS ARE, ARE HAPPENING CITYWIDE, PRIORITIZING THE ROUTES, UM, USED MOST FREQUENTLY BY EMS. THERE'S ALSO SOME FUNDS IN 2020 FOR TRANSIT, UM, SIGNAL PRIORITY AS WELL.

UM, SO WE'RE WORKING ON SOME, UM, BACKEND, UM, INFRASTRUCTURE TO MAKE SURE THAT WE CAN DELIVER ON THAT AS WELL.

OKAY.

NOW, CAP METRO BUS STOPS AND OTHER IMPROVEMENTS THAT ARE GOING TO BE HAPPENING AS PART OF PROJECT CONNECT MM-HMM.

, ARE THOSE FUNDS PURELY BEING DRIVEN BY CAP METRO, YOU KNOW, THE 2020 BOND OR ARE THOSE ALSO PART OF THE 2018 PACKAGE? SO 2020 BOND HAS SOME FUNDS FOR, UM, LOCAL TRANSIT ENHANCEMENTS.

AND SO WHAT WE'RE DOING THERE IS PARTNERING WITH CAP METRO.

SO WHEN THEY PUT A STATION IN, THEY'RE GONNA PAY FOR THAT STATION.

UM, BUT WE'RE GONNA HELP PAY FOR CONNECTING TO THAT STATION, WHETHER IT'S A BIKEWAY OR, OR SIDEWALK OR, UM, A SAFE CROSSING.

SO WE'RE WORKING TOGETHER JUST TO MAKE THOSE COLLECTIVE FUNDS GO AS FAR AS POSSIBLE.

OKAY.

SECOND LAST QUESTION.

UH, SIDEWALK IMPROVEMENTS.

OUR SIDEWALKS ARE WAY BEHIND IN ADA COMPLIANCE.

HOW ARE WE DOING RELATIVE TO THAT? ARE WE AT, UH, YOU KNOW, 20%, 30%? WHERE ARE WE? YEAH, I'LL TAKE THAT ONE.

UM, I DON'T HAVE THE EXACT NUMBER OFF THE TOP OF MY HEAD, BUT MY RECOLLECTION IS WE'RE AROUND 30, 35%.

AND THAT'S ONE OF THE THINGS THAT, UM, FOCUSING ON WITH THE ATX WALK BIKE ROLE, IDENTIFYING THOSE PRIORITY AREAS.

UM, THERE'S A LOT OF WORK THAT NEEDS TO BE DONE ON THE SIDEWALKS, AND THAT MEANS THAT WE HAVE TO PRIORITIZE, UM,

[00:40:01]

YOU KNOW, WHERE WE CAN GET THE MOST IMPACT FOR THE MONEY THAT WE SPEND.

SO, UM, AS ANNA MENTIONED, PART OF THAT ATX WALK BIKE ROLE AND THE, AND THE PUBLIC OUTREACH REGARDING THAT AND COMMENT ON IT, UM, DEALS WITH SIDEWALKS AND WHERE THE MISSING SIDEWALKS ARE AND, UM, BRINGING THOSE UP INTO COMPLIANCE.

AND MY LAST QUESTION, REDBUD TRAIL BRIDGE, ARE YOU GOING TO, WHEN YOU BUILD THE NEW ONE, ARE YOU GONNA TEAR DOWN THE OLD ONE AND THEN BUILD A NEW ONE? OR ARE YOU GONNA BUILD THE NEW ONE AND THEN TEAR DOWN THE OLD ONE BECAUSE THAT'S SUCH AN IMPORTANT BRIDGE? YEAH, I, WE'RE NOT GOING TO STRAND PEOPLE WITHOUT A WAY TO GET ACROSS REDBUD TRAIL RIGHT THERE.

I, I'M NOT A HUNDRED PERCENT FAMILIAR WITH THE EXACT WAY IT'S GONNA GO.

WHETHER THEY'RE GONNA DO THE WAY THEY DO IT SOMETIMES IS, YOU KNOW, THEY'LL BUILD HALF AND HALF AND, AND SHIFT TRAFFIC TRAFFIC BACK AND FORTH.

I DON'T HAVE THE EXACT DETAILS ON THERE, BUT WE ARE NOT GOING TO BE ELIMINATING THE CONNECTION BETWEEN THE NORTH AND I GUESS IT'S NORTH AND SOUTH SIDE RIGHT THERE, UH, WHILE THAT PROJECT IS IN CONSTRUCTION.

SO, YEAH.

OKAY.

THANK YOU.

I'M DONE.

ALL RIGHT.

THANKS FOR ALL THE GREAT QUESTIONS.

UM, I'D LIKE TO THANK STAFF AND THANK, UH, THANK YOU FOR THE PRESENTATION, ALL THE INPUT.

THANKS.

THANK YOU.

ALL

[3. Discussion and possible action on permitting process for public safety projects. ]

RIGHT.

UH, ONTO DISCUSSION AND ACTION, UH, PERMITTING PROCESS FOR PUBLIC SAFETY PROJECTS.

THIS IS SOMETHING THAT WAS BROUGHT UP A COUPLE MEETINGS AGO THAT, UH, WE'RE WORKING ON STILL.

SO ONCE I, I FINALIZE A FEW MORE OF THE DETAILS, I'LL PRESENT THAT, UH, TO THE COMMISSION AND WE CAN TALK ABOUT THAT.

UM, FUTURE AGENDA

[FUTURE AGENDA ITEMS ]

ITEMS? UH, I THINK THE ONLY THING IS THE NEXT MEETING IN MARCH.

WE HAD PREVIOUSLY VOTED TO PUSH THAT OUT A WEEK, BUT, UM, WE CANNOT FIND AN APPROPRIATE LOCATION FOR THAT MEETING, SO WE'D LIKE TO PUSH IT OUT YET ANOTHER WEEK, UM, IN TARGET 3 29 FROM, UH, BEGINNING TWO O'CLOCK, SAME, SAME TIME, SAME LOCATION.

UM, SO JUST WANTED TO CHECK IN WITH EVERYONE AND I DON'T KNOW IF WE NEED TO SEND AN EMAIL OUT, UM, TO NOTIFY OTHERS THAT AREN'T HERE TODAY.

UM, OR DO WE NEED TO VOTE ON IT OR THAT VOTE DOESN'T HURT? I THINK CONSENSUS IS FINE, BUT WE WOULD, UM, CANCEL THE REGULAR MEETING AND THEN LOU DO A SPECIAL CALL MEETING, SPECIAL MEETING ON THE 29TH SO WE COULD MAINTAIN THE SAME LOCATION AND TIME.

OKAY.

SO CHECK YOUR CALENDARS, WE'LL DO A QUICK VOTE.

UM, SO WE WILL CANCEL THE REGULARLY SCHEDULED MEETING AND MEET, UH, MARCH 29TH AT TWO O'CLOCK HERE, UM, VIRTUAL AS WELL.

RIGHT.

SO ALL IN FAVOR OF THAT? AYE.

VERBAL, AYE.

AYE.

OKAY.

ANY OPPOSED? NA.

OKAY.

UM, ALSO FUTURE AGENDA ITEMS I WAS SEEKING, UM, COMMISSIONER NEER, THIS IS YOUR LAST MEETING, CORRECT? UM, SO JUST WANTED TO CALL THAT OUT.

THIS IS POTENTIALLY MY LAST MEETING, UM, STILL IN DISCUSSIONS.

I KNOW THERE'S A TRANSITION PERIOD THAT IS ALLOWED.

UM, SO, UM, TECHNICALLY, UM, I WILL NEED TO GO BACK AND HAVE THOSE DISCUSSIONS.

SO ANY, IS ANYONE ELSE THAT WAS IMPACTED ON YEAH, WE HAVE A TOTAL OF SIX MEMBERS THAT WILL BE DROPPING OFF.

OH.

SO YEAH.

QUITE, QUITE A FEW.

YES.

COMMISSIONER CRIPT, UH, I, I ASSUME I'LL BE ONE OF THEM THAT WILL BE DROPPING OUT TOO, BECAUSE I WAS APPOINTED BY MAYOR ADLER.

RIGHT.

AND, UH, THIS IS MY SEVENTH YEAR.

I HAVE COMPLETED MY SEVENTH YEAR.

MM-HMM.

.

SO THIS IS MY EIGHTH YEAR AND UH, UM, I PROBABLY WILL DROP OUT TWO.

YEP.

I I'M ASSUMING THAT, UH, OF THE LIST OF SIX, I'M ONE OF THEM, RIGHT? YES.

YEAH.

I BELIEVE YOU'RE, I THINK SO.

SO DO WE, WHAT IF THE MECHANISM, DO WE CONTINUE UNTIL OUR REPLACEMENTS ARE APPOINTED OR THE COMMISSION GOES INTO HEIGHT UNTIL REFILL? THERE IS A GRACE PERIOD OF, OF 60 DAYS, UH, WHERE Y'ALL CAN CONTINUE YOUR SERVICE AND ATTEND MEETINGS AND PARTICIPATE.

UM, BUT NATURALLY AT THIS BREAKING POINT IN THE YEAR WITH NEW COUNCIL MEMBERS, IT, IT MAY TAKE A LITTLE WHILE FOR THEM TO MAKE ALL OF THE APPOINTMENTS.

UM, WHAT WE COULD DO IS IF THERE'S CONSENSUS AND YOU WANT, WHAT WE CAN DO IS AS I SEND OUT THE SURVEYS FOR EACH MONTH, IF WE ARE ABLE TO MEET QUORUM, THEN WE CAN MOVE FORWARD.

BUT IF, YOU KNOW, THERE'S CONSENSUS, WE'RE NOT GONNA MEET QUORUM PERIOD ANYWAY.

WE CAN GO AHEAD AND CANCEL THE MEETING.

SO WE'RE NOT COMING HERE AND SITTING FOR 30 MINUTES.

RIGHT.

SO, BUT THAT'S SOMETHING Y'ALL NEED TO FEEL COMFORTABLE.

NO, MY CONCERN IS, UH, THAT, YOU KNOW, THAT, UH, IF SIX NEW MEMBERS ARE GONNA BE COMING IN AND WE PUT A PLAN IN PLACE FOR THE FOLLOW, YOU KNOW, FOR THE UPCOMING YEAR, THEN THEY WILL INHERIT THE PLAN THAT THEY HAVE NO, NO INPUT INTO.

WELL, I THINK THEY COULD PROBABLY, I MEAN, THEY'LL HAVE TO ELECT A NEW CHAIR OR A NEW VICE CHAIR, YOU KNOW, NEW

[00:45:01]

DATES.

THEY, THEY CAN GO AND VOTE ON ANY OF THAT RIGHT.

AS NEEDED.

SO THAT, THAT'S A GOOD POINT.

YEAH.

WE SHOULDN'T SET AGENDA ITEMS ANYWHERE OUTSIDE OF SAY, APRIL, I GUESS OR MAY 60 DAYS.

RIGHT.

I THINK AFTER THAT THEN THEY SHOULD START SETTING THEIR OWN, UM, JUST, YOU KNOW, OUT OF RESPECT FOR STAFF PRESENTATIONS.

SURE, YEAH.

SOME IDEA OF WHAT'S GONNA BE JUST HERE IN THE NIGHT.

YEAH.

HE WON.

OR APRIL.

AND AS LONG AS WE DON'T GET BLAMED FOR NOT MAKING QUORUM BLAMING THOSE OF US ROLLING OFF .

RIGHT, RIGHT.

SO, OKAY.

SO WE'LL HAVE MORE DISCUSSION.

UM, WE'LL, WE'LL WE'LL DO THE, THE EMAIL, UH, POLL AND SEE, SEE WHO IN BETWEEN NOW AND THEN, YOU KNOW, IF THERE'S ANY QUESTIONS, WE CAN FEEL FREE TO SEND AN EMAIL TO TINA STAFF.

WE CAN REACH OUT TO THE CLERK'S OFFICE AND SEE WHAT'S, WHAT'S ALL.

OKAY.

WELL, UM, CLARIFICATION.

COMMISSIONER CURRY.

YES.

THERE WERE A COUPLE OF FUTURE AGENDA ITEMS, UH, FROM LAST MONTH, THOSE CARRIED FORWARD.

YES.

THOSE ARE, UH, TEENAGER, COULD YOU SPEAK TO THOSE? YEAH.

SO WE, FROM LAST, UH, UM, AGENDA, WE, UM, SORRY, THE LAST MEETING TIME, WE HAVE, UH, TWO ITEMS THAT WE WILL BE PLACING ON THE AGENDA.

ONE WHICH IS DISCUSSIONS ON, UM, POSSIBLE RECOMMENDATIONS ON THE ANNUAL BUDGET, AS WELL AS ANOTHER ITEM FOR, UH, A BRIEFING ON CONTRACTS WITH THE VOTERS, WHAT THEY ARE, UM, AND WHAT, WHAT THEY MEAN TO OUR BOND PROGRAMS. SO THOSE TWO ITEMS WILL, WE WILL KEEP, UM, ON THE, ON THE, UH, ON THE LIST TO BE ADDED TO THE AGENDAS.

IS THAT GOOD? UH, MR. CURRY? OKAY, GREAT.

WELL, UH, FOR THOSE OF YOU THAT WE WILL NOT SEE, AGAIN, APPRECIATE ALL YOUR HARD WORK AND SERVICE, UM, THAT'S BEEN REAL AND, UH, MR. CHAIR AND, UH, GOOD LUCK TO YOU ON YOUR FUTURE ENDEAVOR.

SO I APPRECIATE ALL THAT YOU'VE DONE.

UM, TO THOSE OF YOU STICKING AROUND, WE WILL TALK TO YOU SOON.

ALL RIGHT.

THANK, THANK YOU.

THANK YOU.

THANK YOU, TINA.

THANK YOU, UH, YOUR PREDECESSOR, KATIE AND ALL THE STAFF.

TAKE CARE.

THIS WAS, THIS ENDED UP A LOT MORE FUN AND USEFUL THAN IT STARTED OUT AS I CAN SAY THAT , THANK YOU.

IN HERE, EVERYBODY LOOKING SMART.

NEVER SEE ME CRY.

YOU NEVER SEE ME CRY.

EVERYONE GETS C ALL THE THINGS I CAN'T ERASE MY LIFE.

EVERYBODY KNOWS.
