AND SO WE GIVE THEM EACH, IF THEY WANT DESIRE TO SPEAK TO OUR COMMISSION BASED ON AN ITEM ON THE AGENDA, WE GIVE THE PUBLIC THE OPPORTUNITY TO SPEAK FOR THREE MINUTES, UM, ABOUT ANY ISSUES OR CONCERNS THAT THEY MAY HAVE. UM, WE DON'T ALWAYS GET THEM EVERY MONTH, BUT PERIODICALLY WE DO GET MEMBERS FROM THE AUSTIN COMMUNITY, UM, TO SPEAK TO US. OH, OKAY. MM-HMM. . OKAY. HEARING THAT WE HAVE NO PUBLIC COMMUNICATION FROM CITY STAFF, MOVE ON [1. NO WORRIES. NO WORRIES. I APPRECIATE YOU TAKING, UM, THE OPPORTUNITY. UM, WERE THERE ANY QUESTIONS, INQUIRIES, COMMENTS ABOUT LAST MONTH'S MEETING? MINUTES? OH, OKAY. NO, WE DO NOT HAVE EVERYONE'S CAMERA ON. I WAS JUST GETTING READY TO PUT ON, UM, MS. UH, COMMISSIONER DURAN AND LEE JAMES. MAY I BELIEVE THOSE, THOSE ARE PRESENTERS. YEAH. THEY'RE NOT PRESENTERS. OKAY. SO ALL, UH, THE COMMISSIONERS WERE ALL VISIBLE FOR THE VOTE? YEAH. OKAY. OKAY. I'LL CHECK THAT. WE'LL CHECK THAT EVERY SINGLE TIME. YEAH, BECAUSE WE CAN'T SEE, I CAN'T SEE FOR, UM, YOU CAN'T SEE IT. WE CAN'T SEE IT EITHER, THOUGH. YEAH. SO FOR MICKEY, I AM BLIND, SO I CANNOT SEE THE SCREEN THAT IS DE DISPLAYING EVERYONE'S, UM, VIDEO. SO THAT'S WHY I'M ASKING FOR OKAY. US JUST IN THAT MATTER. SO. OKAY. I, WE'LL BE CHECKING. COMMISSIONER LASSEY CAN MOVE ON TO THE NEXT TOPIC, PLEASE. OKAY. [2. Presentation from the Housing and Planning Department followed by discussion and input on the FY23-24 Action Plan.] UH, DISCUSSION ITEMS. THIS IS A PRESENTATION FROM THE HOUSING AND PLANNING DEPARTMENT FROM THE CITY OF AUSTIN, UH, FOLLOWED BY DISCUSSION AND INPUT ON THE FISCAL YEAR, UH, 2324 ACTION PLAN. AND THIS IS GONNA BE A POWERPOINT, ADAM, THAT PEOPLE KNOW THAT THAT'S WHAT THE PRESENTATION IS. THANK YOU VERY MUCH ALREADY. I THINK THAT'S US. I HOPE EVERYONE CAN HEAR ME. OKAY. UM, BY BRIEF WAY OF INTRODUCTION, MY NAME IS CHRIS DURAN. I'M RELATIVELY NEW ON STAFF OF THE HOUSING AND PLANNING DEPARTMENT. I REALLY APPRECIATE, UH, Y'ALL'S TIME TODAY AND, UH, THE SPACE TO BE HERE. AND JAMIE, WELCOME. HI. GOOD, GOOD EVENING. MY NAME IS JAMIE MAY, I'M THE HOUSING AND, UM, I'M SORRY. I'M THE HOUSING AND COMMUNITY DEVELOPMENT OFFICER FOR THE HOUSING AND PLANNING DEPARTMENT. YES. AND, UH, SO WHAT WE ARE HERE TONIGHT, UM, WE'RE GOT, WE'VE GOT ABOUT ROUGHLY ABOUT HALF AN HOUR. UM, WE'LL PROBABLY TRY TO MAKE THIS PRESENTATION ABOUT 15 TO 20 MINUTES AND THEN LEAVE THAT LAST 10 TO 15 MINUTES FOR ANY DISCUSSION OR INPUT, UH, ANY QUESTIONS. UM, AND THEN OF COURSE, IF, IF THAT DISCUSSION DRIES UP, WE CAN GIVE YOU SOME OF THAT TIME BACK. UM, BUT WE ARE HERE BECAUSE WE ARE GOING THROUGH OUR ANNUAL COMMUNITY NEEDS ASSESSMENT PERIOD FOR THE ACTION PLAN THAT OUR DEPARTMENT, THE HOUSING AND PLANNING DEPARTMENT PUTS TOGETHER EVERY YEAR. UM, SO THIS COMMUNITY NEEDS ASSESSMENT HAPPENING RIGHT NOW IS, UM, TO, IS WHERE WE GO OUT INTO THE COMMUNITY, MEET WITH A DIVERSE, UH, ARRAY OF GROUPS, UH, INCLUDING THIS COMMITTEE AND, UH, EDUCATE ABOUT THE, UH, ACTION PLAN THAT WE PUT TOGETHER AND, UH, TRY TO SOLICIT FEEDBACK AND ALSO, UH, MOST OF ALL PROMOTE, UH, THE LINK, UH, THAT WE HAVE TO OUR SPEAK UP AUSTIN PAGE, WHERE THE PUBLIC CAN, UM, UH, PUT, UH, THEIR COMMENTS, UM, REGARDING THE ACTION PLANS, SEE THE C CURRENT PAST ACTION PLANS, AND GIVE INPUT. SO, UH, NEXT SLIDE. SO, UM, JUST A QUICK [00:10:01] AGENDA, UH, SLIDE HERE. WE'RE GONNA REVIEW SOME OF THE, UM, LAST FISCAL YEAR'S PERFORMANCE WITH SOME OF THE PROGRAMS THAT THE ACTION PLAN DICTATES. UM, WE'RE GONNA GO THROUGH THE FEDERAL REPORTING PROCESS THAT, UM, IS, UH, THAT REQUIRES THE ACTION PLAN, AND I'LL TALK MORE ABOUT THAT. I'LL TALK ABOUT HOW, UH, THE, PROBABLY THE MOST IMPORTANT PART THE COMMUNITY NEEDS ASSESSMENT AND, UH, THE PUBLIC COMMENT THAT WE'RE IN. UH, WE'D LOVE TO HEAR YOUR FEEDBACK BOTH IN THIS MEETING, BUT ALSO, UM, DIGITALLY AS WELL ON THAT SPEAK UP AUSTIN PAGE. AND I ALSO DID WANT TO STRESS, TOO, UH, IF WE GET INTO A LOT OF, A LOT OF INFORMATION, I'M DEFINITELY HERE OUTSIDE OF THE MEETING AS WELL TO, UH, ANSWER ANY QUESTIONS OR, UM, JUST REALLY, UM, I'M AVAILABLE AS A RESOURCE OUTSIDE TOO, IF THIS IS KIND OF A LOT OF INFORMATION QUICKLY. SO, UH, NEXT SLIDE, PLEASE. ALL RIGHTY. YES. REVIEW PASS PERFORMANCE. WE CAN GO TO THE NEXT SLIDE. THANK YOU. UM, SO JUST A QUICK SNAPSHOT. UH, WE SERVED A LITTLE OVER TWO, UH, EXCUSE ME, IT'S LATE ON A FRIDAY, UH, 2,600, UH, PEOPLE LAST YEAR. THAT WAS, UM, DOWN FROM THE YEAR BEFORE WHEN THERE WAS A LOT OF PANDEMIC ERA, UM, ACTIVITY GOING ON, I BELIEVE, UM, FORMULA GRANTS, THAT'S THE REGULAR ANNUAL GRANTS THAT WE WORK WITH EVERY YEAR. UM, THOSE WERE A BIT OVER 16 MILLION THAT WERE SPENT. AND THEN, UM, THERE WAS UNIQUE PANDEMIC ERA FUNDING CARES ACT FUNDING. UH, THAT WAS A LITTLE OVER 12, UH, MILLION DOLLARS. AND WE CAN GO TO THE NEXT SLIDE, PLEASE. THIS IS A QUICK SNAPSHOT OF, UH, DEMOGRAPHICS WE SERVE AS IT PERTAINS TO RACE. I, UM, I ALWAYS FEEL BAD KIND OF QUICKLY GOING THROUGH THIS SLIDE. I FEEL LIKE IT CAN GENERATE A LOT OF GOOD, UM, DISCUSSION. BUT I WANTED TO INCLUDE IN HERE, I BELIEVE YOU ALL WILL GET THIS PRESENTATION, SO YOU CAN GO BACK AND SEE THIS, BUT WE DO, UM, SERVE AN OUTSIZED POPULATION RELATIVE TO THE POPULATION OF AUSTIN FOR, UM, RACIAL MINORITIES, UH, PARTICULARLY BLACK AND AFRICAN AMERICAN. AND, UM, IF YOU GO TO THE NEXT SLIDE, WE KIND OF CONTINUE THAT, UH, CONVERSATION BEING, UH, WITH, UH, ON THE ETH ETHNICITY SIDE, UM, SERVING AN OUTSIDE PORTION, UM, IN THE COMMUNITY WITH IT COMES TO HISPANIC LATINX POPULATION AS WELL. SO, NEXT SLIDE, PLEASE. I'LL, UH, HAND IT OVER TO JAMIE, WHO REALLY, UM, KNOWS, UH, IS, UH, VERY STEEPED IN ALL OF OUR PROGRAMMING. THANK YOU, CHRISTIAN. UH, SO, UH, I'D LIKE TO GO OVER SOME OF OUR, UH, PRO, UH, GOALS AND OUTCOMES FROM, UH, JUST A FEW OF OUR SELECTED PROGRAMS, UH, FROM THE LAST, UH, FISCAL YEAR. NOW WE ARE TALKING ABOUT, UH, SERVICE FROM OCTOBER, 2021 THROUGH SEPTEMBER, 2022. UH, AND I, I HIGHLIGHT THAT BECAUSE I JUST WANTED TO, THIS IS THE LAST YEAR THAT WE GET TO, UH, UH, TALK ABOUT COVID, HOPEFULLY. UM, AND, UH, WE DID SEE SOME SERIOUS IMPACT FROM THAT PANDEMIC, UH, ON OUR, ON SEVERAL OF OUR PROGRAMS. UM, SO TO HIGHLIGHT A FEW OF THOSE, UH, THOSE PROGRAMS THAT WE SERVED IN THE LAST YEAR. UH, THESE FIRST THREE CHILDCARE SERVICES, MENTAL HEALTH SERVICES, AND SENIOR SERVICES. UH, THESE ARE PROGRAMS FOR, UH, UH, MANAGED BY OUR FRIENDS AT AUSTIN PUBLIC HEALTH. UM, AND YOU CAN SEE THAT THEY, UH, UH, THROUGH CHILDCARE SERVICES AND SENIOR SERVICES, THEY OUTSTRIPPED THEIR GOAL, UH, BY CONSIDERABLE MARGINS. UM, UH, AND THEY WERE RELATIVELY ON TRACK FOR THE MENTAL HEALTH SERVICES. UM, UH, DIDN'T QUITE MAKE IT, BUT RELATIVELY ON TRACK. UM, DOWN BELOW WE HAVE OUR TENANT-BASED RENTAL ASSISTANCE SERVICES, OUR HOMELESSNESS ASSISTANCE, AND OUR TENANTS RIGHTS ASSISTANCE. AND THESE ARE PROGRAMS THAT ARE MANAGED IN THE HOUSING AND PLANNING DEPARTMENT. AND AGAIN, YOU CAN SEE THAT THE TENANT-BASED RENTAL ASSISTANCE, THIS WAS THE TIME WHEN PEOPLE DID NEED, UH, RENTAL ASSISTANCE, UH, DUE TO THE PANDEMIC. UM, OUR HOMELESSNESS ASSISTANCE. UH, THE REALLY, THE ONLY REASON WHY THAT FELL SHY, UH, WOULD BE, UH, LIMITATION OF RESOURCES AND, AND, UH, ACCESSING INDIVIDUALS. UH, AGAIN, UH, DUE TO THE, THE SOCIAL DISTANCING, UM, AND OUR TENANT'S RIGHTS ASSISTANCE, THIS WOULD BE, UH, PRIMARILY, UH, REPRESENTATION, UH, IN COURT OR, UH, THROUGH, UH, UH, MEDIATION OF A, OF A LANDLORD. THIS IS A CONTRACT WITH OUR FRIENDS AT, UH, UM, UH, TEXAS RIO GRANDE LEGAL AID. UH, SO THAT, UH, INTERACTION WAS DEFINITELY A LIMITING FACTOR. WE'LL GO TO THE NEXT SLIDE. THESE ARE SOME OF OUR, UH, MORE FINANCIALLY DRIVEN PROGRAMS, UH, THROUGH OUR, UH, AUSTIN HOUSING FINANCE CORPORATION, UH, DOWN PAYMENT ASSISTANCE PROGRAM, ARCHITECTURAL BARRIER REMOVAL, BOTH OWNER AND, UH, RENTER. UM, THESE, UH, AND OUR MINOR HOME REPAIR PROGRAMS. UM, THESE ARE PROGRAMS THAT ARE TARGETED TOWARD, UH, UM, INDIVIDUALS AND SMALLER, UH, IN INVESTMENT INTO THESE, UH, THESE INDIVIDUAL HOMEOWNERS. UM, OUR OTHER LARGER, UH, REPAIR PROGRAMS [00:15:01] INCLUDE OUR, UH, HOMEOWNER REHABILITATION LOAN PROGRAM, UM, AS WELL AS OUR, UH, GO REPAIR PROGRAM, WHICH IS LOCALLY FUNDED. YOU'LL ALSO SEE OUR RENTAL HOUSING DEVELOPMENT ASSISTANCE AND OWNERSHIP HOUSING DEVELOPMENT ASSISTANCE. AND THAT'S, UH, FINANCIAL ASSISTANCE THAT WE PROVIDE TO DEVELOPERS FOR THE PRODUCTION OF AFFORDABLE HOUSING. UM, AND YOU CAN SEE THOSE TWO, UH, GAP FINANCING PROGRAMS, BECAUSE THAT WAS FINANCING FOR CONSTRUCTION. UM, THEY WERE LESS IMPACTED. AND WE ACTUALLY SAW, UH, UH, UH, PUSHING BEYOND THE GOAL, UH, FOR THOSE PROGRAMS. THE, UH, REPAIR PROGRAMS WILL HIGHLIGHT THE ARCHITECTURAL BARRIER REMOVAL AGAIN, UH, DUE TO THE SOCIAL DISTANCING. UH, WE, AS WE ASSUME THAT THOSE, UH, THAT WAS THE MAJOR IMPACT ON THOSE PROGRAMS. AND WE DO HOPE TO SEE, UH, UH, MUCH HIGHER INVESTMENT IN OUR MINOR HOME REPAIR, OUR ARCHITECTURAL BURIAL REMOVAL, AND, UH, OUR, UH, OUR OTHER HOME REPAIR PROGRAMS IN THE NEXT, IN THE COMING YEARS. WE'LL GO TO THE NEXT SLIDE. THESE ARE A FEW OF OUR, UH, UM, UH, PROGRAMS THAT WERE SPECIFICALLY TARGETED. I'M SORRY, WAS THIS, UH, UH, CHRISTIAN? WAS THIS YOU? UM, NO, I THINK YOU WERE, I WAS GONNA LET YOU DO THIS. YEAH, . UH, SO THESE WERE, UH, PROGRAMS THAT WERE SPECIFICALLY, UH, UH, FUNDED AS A RESULT OF THE, UH, PANDEMIC, THE CV. UH, UM, WE DO EXPECT TO SEE THESE, UH, UH, NOT TO SEE THESE PROGRAMS, UH, REPEATED. AND NEXT YEAR, HOWEVER, UM, THE CHILDCARE SERVICES WILL CONTINUE, UM, UH, THROUGH THAT EARLIER PROGRAM. UM, AND THE RAPID REHOUSING PROGRAM, UH, THE MAIN LIMITATION ON, ON THIS, UH, WAS, UH, PROPERTY MANAGER PARTICIPATION. UH, WE HOPE TO SEE MORE, UH, PARTICIPATION FROM OUR PROPERTY MANAGERS TO REALLY SERVE THIS MEETING. UM, AND WE, UH, LOOKED TO OUR FRIENDS AT ECHO TO HELP US WITH CONSIDERABLE OUTREACH. WE'LL GO TO THE NEXT SLIDE, AND NOW I'LL HAND IT BACK TO YOU, CHRISTIAN. OKAY. THANKS, JAMIE. UM, SO LET'S SEE. FEDERAL REPORTING PROCESS. SO THIS IS REALLY THE, KIND OF GETS TO THE CRUX OF WHY WE'RE HERE TODAY. WE WANTED TO SPREAD, UH, AWARENESS ABOUT, UM, WHAT'S HAPPENING WITH THE ACTION PLAN. SO THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UM, OUT OUTLINES A PROCESS, UH, THAT WE FOLLOW, UH, WITH THE HOUSING PLANNING DEPARTMENT, A FEDERAL REPORTING PRO PROCESS, WHERE, UM, THERE'S A FIVE YEAR CONSOLIDATED PLAN THAT REALLY GUIDES ALL OF OUR FEDERALLY FUNDED PROGRAMS, AND WE'RE IN YEAR FIVE OF THAT. SO, UM, WHILE IT'S GREAT THAT WE'RE HERE THIS YEAR, I, I'VE, I'M ESPECIALLY EXCITED TO BE BACK YET NEXT YEAR BECAUSE WE WILL BE, UM, SOLICITING INPUT FOR THAT FIVE YEAR CONSOLIDATED PLAN. UH, AND THAT'S A VERY IMPORTANT DOCUMENT, UM, AS IT GUIDES THOSE NEXT FIVE YEARS. UM, THIS YEAR WE'RE IN YEAR FIVE OF THE ACT FIVE ACTION PLANS. AND SO WE'RE SOLICITING INPUT AND CRAFTING, UH, THE, UH, ACTION PLAN FOR FISCAL YEAR 23, WHICH WILL START IN OCTOBER OF THIS YEAR, AND GUIDE THE DEPARTMENT'S, UH, FUNDING THROUGH, UH, SEPTEMBER OF 2024. AND THEN YOU ALSO SEE SOMETHING THAT WE PUT TOGETHER, WHICH IS A CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT, ALSO KNOWN AS A CAPER. UH, THAT ESSENTIALLY IS JUST KIND OF A, UH, REVIEW OF THE YEAR, UH, REPORTING BOTH TO THE PUBLIC AND ALSO TO THE, THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. SO, HOW WE, UH, MEASURED UP WITH OUR, OUR GOALS AND, UM, WHAT WE EXECUTED THAT YEAR. SO, NEXT SLIDE, PLEASE. AND THIS IS JUST, UH, OUTLINING THOSE, UH, GRANTS I KEEP REFERRING TO THROUGHOUT THE, UH, THE PROGRAM ARE THE PRESENTATION, UH, THE FORMULA GRANTS. THEY'RE ALSO CALLED ENTITLEMENT GRANTS. THIS IS WHAT WE'RE REFERRING TO, UH, THESE FOUR GRANTS THAT WE, UM, WE OPERATE, UH, WITH, UH, THEY PROVIDE A LOT OF, UH, FUNDING, FEDERAL FUNDING FOR BOTH HOUSING PROGRAMS, BUT ALSO SOME PUBLIC SERVICES PROGRAMS, WHICH IS WHY WE'VE MENTIONED, UH, AUSTIN PUBLIC HEALTH AS THEY ADMINISTER SOME OF THOSE. SO WE'RE NEAR FIVE FOR, UH, THE ACTION PLAN FOR, UH, THESE, UM, AND, AND ACTUALLY, UM, I WILL GO AHEAD AND, UM, AND, UH, UH, SAY THOSE OUT TOO, FOR THOSE WHO CAN SEE. IT'S A COMMUNITY DEVELOPMENT BLOCK GRANT, C D B G, THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS HK, THE HOME INVESTMENT PARTNERSHIPS, AND THE EMERGENCY SOLUTIONS GRANT. SO, NEXT SLIDE, PLEASE. ALRIGHTY. AND I'LL UH, PASS IT BACK TO JAMIE QUICKLY TO GIVE A BIT OF OVERVIEW, UH, REGARDING THE PROGRAMS AND ACTIVITIES THAT WE EXECUTE. THANK YOU, CHRISTIAN. UM, AND THIS WILL, UH, BE KIND OF REPETITIVE OF WHAT WE WENT OVER FOR LAST YEAR. UH, BUT THIS IS, UH, JUST TO LIST OUT, UH, OUR MAJOR PROGRAM AREAS, HOMELESSNESS ASSISTANCE, SPECIAL NEEDS ASSISTANCE, RENTERS ASSISTANCE, HOMEOWNER ASSISTANCE, HOME [00:20:01] BUYER ASSISTANCE, HOUSING, DEVELOPER ASSISTANCE, AND OTHER COMMUNITY DEVELOPMENT PROGRAMS. WE'LL GO TO THE NEXT SLIDE. SO, UNDER HOMELESSNESS ASSISTANCE, THIS INCLUDES FUND UH, PROGRAMS FUNDED THROUGH OUR EMERGENCY SOLUTIONS GRANT, WHICH INCLUDES RAPID REHOUSING, UH, TENANT-BASED RENTAL ASSISTANCE, AS WELL AS, UH, THE OPERATION AND MAINTENANCE OF, UH, OUR, UH, BRIDGE SHELTERS OR TRANSITIONAL SHELTERS IN INCLUDING THE ARCH. WE'LL GO TO THE NEXT SLIDE. WITHIN SPECIAL NEEDS ASSISTANCE, THIS INCLUDES, UH, HOUSINGS FOR OPPORTUNITIES FOR PERSONS WITH AIDS, THOSE HK PROGRAMS, UH, OUR CHILDCARE SERVICES, YOUTH MENTAL HEALTH SERVICES, AND SENIOR SERVICES. THESE ARE PROGRAMS, UH, MANAGED THROUGH OUR FRIENDS AT, UH, AUSTIN PUBLIC HEALTH. IN THE NEXT SLIDE. SO, OUR RENTER ASSISTANCE PROGRAMS INCLUDE TENANT BASED RENTAL ASSISTANCE. THIS WOULD BE SIMILAR TO A VOUCHER PROGRAM, UH, THAT YOU MIGHT BE FAMILIAR WITH THROUGH, UH, OUR HOUSING AUTHORITY FRIENDS ARCHITECTURAL BARRIER REMOVAL. WE, AGAIN, WE HAVE A RENTER, UH, PROGRAM AS WELL AS AN OWNER PROGRAM, UM, AS WELL AS OUR TENANTS RIGHTS ASSISTANCE PROGRAMS. WE'RE REALLY HELPING, UH, TENANTS TO DEFEND AND ENFORCE THEIR RIGHTS. NEXT SLIDE. WHAT ARE YOU STILL ON YOUR CALL? YEAH. UH, THE, UH, HOMEOWNER ASSISTANCE PROGRAMS INCLUDES OUR ARCHITECTURAL BARRIER REMOVAL, OUR MINOR HOME REPAIR, AS WELL AS OUR, EVEN OUR HOMEOWNER REHABILITATION LOAN PROGRAM, UH, WHICH GOES UP TO 75,000 OR IN CERTAIN, UH, SITUATIONS, UH, COULD BE A HOMEOWNER, UH, REPLACEMENT LOAN PROGRAM WHERE WE COULD RE REBUILD A HOME WHERE NECESSARY. NEXT, UH, ONE OF OUR MORE POPULAR PROGRAMS THAT WE REALLY HOPE TO, UH, ACHIEVE, UH, GREAT SUCCESS IN THE NEXT YEAR IS OUR DOWN PAYMENT ASSISTANCE PROGRAM. UH, THIS IS, UH, JUST, UH, HELPING INDIVIDUALS, UH, BECOME HOMEOWNERS, UH, THROUGH A VERY, UH, GENEROUS, UH, DOWN PAYMENT ASSISTANCE LOAN NEXT PROGRAM, OUR HOUSING DEVELOPER ASSISTANCE INCLUDES, UH, BOTH OUR RENTAL HOUSING DEVELOPMENT ASSISTANCE, AS WELL AS THE OWNERSHIP HOUSING DEVELOPMENT ASSISTANCE PROGRAMS. AND AGAIN, THAT'S GAP FINANCING FOR THE PRODUCTION CONSTRUCTION OR REHABILITATION OF, OF, UH, AFFORDABLE HOUSING UNITS. UH, WE ALSO HAVE MULTIPLE INCENTIVE BASED PROGRAMS FOR DEVELOPERS INCLUDING, UH, SMART HOUSING AFFORDABILITY, UNLOCKED, UH, AND VARIOUS GEOGRAPHICALLY BASED, UH, INCENTIVE PROGRAMS. NEXT, OTHER COMMUNITY DEVELOPMENT PROGRAMS INCLUDES, UH, OUR FAMILY BUSINESS LOAN PROGRAM, AS WELL AS OUR CHOTO OPERATING EXPENSE GRANTS. AND THAT'S A GRANT FOR COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS TO KEEP THE LIGHTS ON TO, TO OPERATE. NEXT SLIDE. AND I'LL HAND IT BACK TO CHRISTIAN. ALL RIGHTY. UM, I'M GONNA, I'M GONNA GO THROUGH THIS SLIDE REALLY FAST, JUST CUZ I FEEL LIKE I WANT TO MAKE SURE TO GET INTO OUR ACTION PLAN. BUT, UM, THIS IS JUST UPDATING THAT, UM, IN ADDITION TO, UH, THE PROGRAMS THAT WE'VE TALKED ABOUT ALREADY, THERE'S ALSO, UM, ADDITIONAL FUNDING COMING THROUGH THAT IS A CONSEQUENCE OF THE AMERICAN RESCUE PLAN. UM, AND THAT'S A PRETTY MEANINGFUL, UH, GRANT AND FUNDING AMOUNT THAT'S COMING THROUGH OVER 11 MILLION. AND SO, UM, I CAN DEFINITELY SPEAK MORE ABOUT IT TO ANYONE OUTSIDE IF THEY'RE INTERESTED. I KNOW I'M GOING THROUGH IT REALLY QUICKLY. UM, BUT THAT'S JUST SOMETHING ELSE TO BE AWARE OF. UH, WE'RE SUPPOSED TO LEARN ANY DAY NOW IF OUR, UM, MOST RECENT, UH, DRAFT ALLOCATION PLAN HAS BEEN APPROVED. SO, UM, DEFINITELY EXCITING, UH, NEWS FOR CITY AS WELL THERE. UH, NEXT SLIDE. AND, UM, YEAH, LET'S JUST GO AHEAD TO THE NEXT SLIDE, JUST CAUSE WE'RE A LITTLE SHORT ON TIME WITH THE HOME. A R P NEXT SLIDE. ALRIGHTY. YEAH, THIS, THIS IS THE, KIND OF GETS TO THE, ANOTHER KIND OF CRUX OF WIRE HERE. SO HERE'S THE COMMUNITY NEEDS ASSESSMENT, UM, LIST OF, UH, ORGANIZATIONS, GROUPS THAT WE MEET WITH. UH, SO Y'ALL ARE PRETTY, UH, UH, EARLY ON THIS LIST I DID WANNA HIGHLIGHT, TOO, UH, IN ADDITION TO, UM, YOU KNOW, SOME FEEDBACK YOU CAN GIVE IN THIS MEETING NOW AND DIGITALLY AT THE SPEAKUP AUSTIN PAGE, WHICH I'LL, WE PROVIDE THE LINK TO AT THE END. THERE'S ALSO PUBLIC HEARINGS THAT, UH, IF YOU OR ANYONE YOU KNOW, IS INTERESTED IN, UM, MA GIVING SOME INPUT ON, UH, TOP PRIORITIES FOR HOUSING AND PUBLIC SERVICE NEEDS. UM, WE'RE GONNA BE HOLDING A PUBLIC HEARING, OR CITY COUNCIL IS GONNA BE HOLDING A PUBLIC HEARING ON, UH, THURSDAY, MAY 23RD. AND THEN WE'RE ALSO, UM, IF YOU CAN'T MAKE THAT OR YOU WANT TO, YOU KNOW, UH, A LITTLE BIT OF A SMALLER AUDIENCE, UM, AT THE COMMUNITY DEVELOP COMMAND COMMISSION, WE'RE ALSO, UH, CONDUCTING A PUBLIC HEARING ON TUESDAY, APRIL 11TH. AND SO, UM, THOSE ARE, THOSE ARE SOME KEY DATES IN THE TIMELINE. SO NEXT SLIDE. [00:25:03] AND THEN, UM, WE GET NO SHORTAGE OF PUBLIC INPUT, CUZ ONCE THE, UM, ACTION PLAN IS, UH, CRAFTED, THEN WE ACTUALLY DO PUBLISH, UH, THE, UM, NOT FINAL DRAFTS SINCE WE DO TAKE PUBLIC COMMENT. BUT THE, UH, KIND OF FINISHED FIRST DRAFT, UH, THAT IS AVAILABLE FOR PUBLIC COMMENT FROM, AS YOU SEE ON THE TIMELINE HERE, TUESDAY, MAY 2ND TO FRIDAY, JUNE 9TH. SO IF YOU'RE INTERESTED IN, UH, SEEING THAT, OR ANYONE WANTS TO KIND OF SEE WHERE THINGS ENDED UP AND HOW WE'RE GONNA BE ALLOCATING FUNDS GOING INTO THE NEXT FISCAL YEAR, THE DRAFT WILL BE AVAILABLE DURING THAT TIME. AND, UM, I, I WON'T READ, READ THE DATES OFF TO YOU, YOU'LL HAVE THIS, UH, POWERPOINT AVAILABLE FOR YOU. BUT, UM, THEY'RE NUMBER OF, UH, PUBLIC HEARINGS AND PUBLIC, UM, BOTH, BOTH CITY COUNCIL AND A COMMUNITY DEVELOPMENT COMMISSION, UH, WHERE, UH, COMMENTS CAN BE HEARD IN THAT PUBLIC FORUM AS WELL. AND THEN WE, UH, KIND OF HUSTLE ON THE BACK END, UH, TO GET THE FINAL, UH, ACTION PLAN SUBMITTED TO THE DEPARTMENT OF HOUSING AND REDEVELOPMENT IN MID-AUGUST WHEN IT IS, UH, DUE FOR ALL PARTICIPATING JURISDICTIONS AROUND THE COUNTRY. SO, NEXT SLIDE, PLEASE. AND THE MOST IMPORTANT SLIDE, . IT'S, UM, I, OKAY, WELL, IT WAS, IT'S THE MOST IMPORTANT SLIDE. I WANTED THE LINK ON HERE, BUT I GUESS I SENT YOU, UH, OUTDATED SLIDE. BUT, UM, I'LL GET SURE TO GET THE LINK OUT TO Y'ALL. IT'S WWW.PUBLICHOUSING.COM/HOUSING NEEDS. AND, UH, I'LL HAVE STAFF EMAIL THAT OUT TO YOU. BUT THAT'S THE LINK, UH, I'VE BEEN REFERRING TO, WHICH TAKES YOU TO THE SPEAKUP AUSTIN PAGE. UM, I THINK IT LINKS HERE, BUT JUST IF YOU CLICK ON IT. SO, UM, YEAH, I THINK THAT WRAPS US UP, REALLY. UH, JAMIE, DO YOU HAVE ANYTHING ELSE? NOPE, NOPE. WE'D BE HAPPY TO ANSWER ANY QUESTIONS. ALL RIGHT. THANK YOU VERY MUCH FOR YOUR PRESENTATION. I WILL OPEN UP THE FLOOR FOR ANY QUESTIONS OR COMMENTS. JUST STATE YOUR NAME, UH, COMMISSIONER SO-AND-SO, AND I'LL RECOGNIZE YOU AND YOU CAN SPEAK. COMMISSIONER TE WHO, GO AHEAD. MY QU WHAT KIND OF INPUT CAN WE GIVE YOU RELEVANT TO DISABILITY? YOU'RE CHECKING US OFF HERE, TOUR OF GROUPS YOU'RE PRESENTING TO, BUT I'M NOT REALLY SURE WHAT THE COMMUNITY ENGAGEMENT PIECE IS HERE AND WHAT INSIGHTS WE MIGHT GIVE TO YOU RELATIVE TO OUR AREA OF INTEREST, WHICH IS DISABILITY. AND I HAVEN'T HEARD YOU TALK ABOUT DISABILITY AT ALL IN TERMS OF YOUR PRESENTATION. JAMIE, DO YOU WANNA SPEAK TO THAT SINCE, OR I CAN TRY TO, ABSOLUTELY. YES. THANK YOU. UH, THANK YOU FOR THE QUESTION. THE, UH, UM, UH, WHAT WE'RE LOOKING FOR IN TERMS OF, UH, THE ACTION PLAN ITSELF IS, UH, UM, GUIDANCE ON HOW WE ALLOCATE THE FUNDS. UH, FOR THE VARIOUS PROGRAMS THAT WE, UH, UH, THAT WE PRESENTED ON, UH, THERE ARE A FEW PROGRAMS THAT ARE, UH, SPECIFICALLY TARGETED FOR, UH, UM, INDIVIDUALS, UH, WITH MOBILITY IMPAIRMENT. THE ARCHITECTURAL BARRIER REMOVAL PROGRAM IS ACTUALLY, UH, DESIGNED SPECIFICALLY TO ELIMINATE THOSE ARCHITECTURAL BARRIERS. UH, SO, UH, GRAB BARS IN THE BATHROOM OR, OR RAMPS, UH, ARE SOME OF THE MORE, UH, COMMON PROJECTS THROUGH THOSE PROGRAMS. UM, BUT, UH, IF THERE ARE OTHER PROGRAMS, UH, THAT OR OTHER NEEDS THAT ARE NOT BEING MET, THIS IS THE TIME TO ACTUALLY VOCALIZE THAT AND SAY, AND, UH, UH, SUGGEST, UH, DIFFERENT AREAS THAT WE COULD BE EXPLORING. NOW, UH, WE ARE IN AN ACTION PLAN STAGE. SO WE ARE, AS CHRISTIAN MENTIONED, WE ARE KIND OF CONSTRAINED BY THE, UH, CONSOLIDATED PLAN, UM, WHICH IS A FIVE YEAR PLAN. HOWEVER, UH, WE ARE ENTERING THE NEXT PHASE OF THE FI OF THAT CONSOLIDATED PLAN. SO AS MUCH INPUT AS YOU HAVE ON NEW PROGRAM AREAS OR, OR DIFFERENT PROGRAM DESIGNS, IT WOULD BE HELPFUL, UH, IF NOT FOR THIS YEAR, THEN FOR, UH, FUTURE ITERATIONS. OKAY. THEN LET, UH, WHICH IS, UM, WE CONSISTENTLY HAVE STATED A REQUEST AND DESIRE THAT THE CITY FUND DEEPLY AFFORDABLE HOUSING, MORE SPOTS FOR DEEP AFFORDABLE HOUSING AND MORE AND PRIORITIZATION OF PEOPLE WITH DIS DISABILITIES THAT THIS PROGRAM, UM, A LOT. SURE, THERE ARE FOLKS WHO HAVE PHYSICAL MOBILITY IMPAIRMENTS WHO ARE DISABLED. UH, THERE'S ALSO A, A REAL OVERLAP BETWEEN EMPLOYMENT UNDEREMPLOYMENT AND LOW INCOME DISABILITY HOUR AND HALF. AND WHAT PRIOR PRESENTATION FROM, I AM I START TALKING. NO, IF YOU ARE NOT SPEAKING, COULD YOU PLEASE MUTE YOUR [00:30:01] MIC? THANK YOU. UM, BUT WHAT, WHAT WE'VE SEEN IN, IN CITY PRIOR CITY PRESENTATIONS ABOUT THE PERCENTAGE OF INCOME, YOU KNOW, OF, UH, THE CALCULATIONS YOU ALL USE TO DETERMINE ELIGIBILITY FOR THE PROGRAMS IS THAT MOST OF THE PROGRAMS ARE NOT TARGETING THE VERY, VERY LOW INCOME COMMUNITY MEMBERS AND MANY, MANY OF THEM ABLE. WE WOULD LIKE TO EXPRESS TO YOU THAT THERE'S A REAL OVERLAP BETWEEN THE NEED FOR, UM, MORE DEEPLY A AFFORD PROGRAM. NOT THAT, YOU KNOW, KIND OF MIDDLE CLASS FAMILY CAN USE AND BENEFIT ONE FROM, BUT THOSE THAT ARE ON THE BORDERLINE LISTEN, REALLY STRUGGLING ON SOCIAL SECURITY, HAVE DISABILITIES, BUT THEN YOU PRIORITIZE WITH DISABILITIES WITHIN THOSE PRO. HI, THIS IS COMMISSIONER POWELL. CAN YOU GUYS HEAR ME OKAY? YES. I JUST WANNA MAKE YES. BISHOP POWER. I JUST WANTED TO, SORRY, I JUST WANTED TO ASK HOW, UH, HOW YOU DO YOUR OUTREACH TO PEOPLE WITH DISABILITIES, HOW PEOPLE FIND OUT ABOUT YOUR PROGRAMS AND, UH, HOW, HOW YOU GUYS, I GUESS, ADVERTISE OR, OR GET, GET THE WORD OUT ABOUT THIS STUFF. CUZ I'VE NEVER HEARD OF IT AND IT WAS AN INTERESTING PRESENTATION. SO THANK YOU. HONESTLY, I CANNOT SPEAK DIRECTLY TO OUR COMMUNICATIONS STRATEGY, BUT WE CAN, UH, GET SOME INFORMATION FROM OUR COMMUNICATIONS TEAM, UH, AND GET BACK TO YOU WITH THAT. OKAY, THANK YOU. YES, PLEASE DO. BECAUSE, UM, I'M A ACTUALLY THE PRESIDENT OF A VERY STRONG LOCAL DISABILITY GROUP AND WE'VE NEVER HAD ANY TYPES OF REACHING OUT AND I'VE NEVER HEARD AMONGST OTHER DISABILITY COMMUNITY GROUPS OF BEING REACHED OUT IN THIS MANNER. SO A FOLLOW BACK WOULD BE, UM, REALLY BENEFICIAL FOR THIS, FOR OUR COMMUNITY HERE IN AUSTIN. UM, I DEFINITELY WANT TO DE-STRESS THE IMPORTANCE OF THE LOW INCOME FOR PEOPLE WITH DISABILITIES. UM, MANY HAVE TO LIVE MULTIPLE IN ONE HOUSE JUST CUZ OF THE COST OF LIVING. UM, WHEN SOCIAL SECURITY BENEFITS, UM, GO UP, SO DOES THE COST OF LIVING EACH YEAR. SO THERE'S REALLY, THEY BASICALLY OFFSET AND THERE'S NO REAL BENEFIT OF SOCIAL SECURITY CHECKS GOING UP BECAUSE OF THE COST OF LIVING GOING AND THAT THE RENT, IT GOES UP AND OVER 70% OF THE CITY IS UNAFFORDABLE. SO IT IS EXTREMELY IMPORTANT THAT WE CONTINUE TO STRIVE TOWARDS MAKING SURE THAT THIS CITY IS MORE AFFORDABLE, ESPECIALLY FOR THOSE, FOR PEOPLE WITH DISABILITIES BECAUSE, AND ESPECIALLY EVEN THOUGH THOSE WITH HOMELESSNESS AS WELL. CAUSE THERE'S A LARGE SUBSET OF THAT POPULATION THAT DO HAVE DISABILITIES. SO IT'S, UH, AS ONE OF THE LEADING CITIES IN HERE OF AUSTIN, WE NEED TO WORK TOGETHER AND JUST STRIVING FORWARD TO MAKING, ENSURING THAT AUSTIN IS AFFORDABLE FOR ALL AND ESPECIALLY FOR PEOPLE WITH DISABILITIES. UM, I WANNA KINDA, OH, IF I COULD JUST JUMP IN AND SAY, UM, I PERSONALLY WILL, UM, ASSURE TO FOLLOW UP WITH YOU, ESPECIALLY ON THAT COMMUNITY ENGAGEMENT PIECE. MM-HMM. AND I THINK, UM, RELEVANT TO THAT, I THINK VALID, UM, YOU KNOW, QUESTION, FIRST QUESTION WE GOT. I THINK THAT THIS IS RIGHT HERE IS A MAJOR TAKEAWAY AND A VALUE OF COMING BEFORE Y'ALL. UM, AND I'LL DEFINITELY, UM, LOOK FORWARD TO, UH, SEEING WHAT WE CAN DO TO ENHANCE THAT COMMUNITY ENGAGEMENT PIECE. THIS COMMISSIONER BRAK, UM, GO AHEAD. I'VE HEARD OF IT, BUT THAT'S PROBABLY ONLY CAUSE UM, THE OTHER BOARD THAT I'M ON IS THE CAC, UM, FOR THE PROJECT CONNECT. SO I HEAR MORE ABOUT TRANSPORTATION AND OTHER CITY OUTREACH, PROBABLY FASTER THAN OTHER PEOPLE DO. UM, BUT THAT'S HOW, UM, I KNEW WHAT YOU WERE SPEAKING OF, BUT OTHER PEOPLE WON'T KNOW THAT. UM, AND YEAH, JUST TO STRESS WHAT THEY'VE ALREADY SAID, UM, MOST OF US ARE GETTING SSI OR S S D I, UM, AND I'M NOT SURE HOW MUCH SOCIAL SECURITY IS RIGHT NOW, BUT SOCIAL SECURITY DISABILITY, I'M AT, YOU KNOW, 13, 1400. I DON'T MIND, UH, DIVULGING THAT BECAUSE AS, UM, AS WAS STATED, YEAH, COST OF LIVING WENT UP. I THINK THE HIGHEST IT'S EVER BEEN THIS LAST TIME, PERCENTAGE WISE MM-HMM. , BUT THEN THE GOVERNMENT DOESN'T CARE THAT INFLATION WENT UP. SO THE HIGHEST COST OF LIVING INCREASE DOES NOT [00:35:01] HELP. I MEAN, AND, UM, YOU CAN'T AFFORD A PARDON OR EVEN LIKE A GROUP HOME ENVIRONMENT. UM, I LOOK THEM UP AND THEY'RE 14, 1600 A MONTH AS WELL. SO IT'S, UM, THE SAME AS, UH, THING. SO IF IF THERE'S NOT EVEN A GROUP HOME THAT'S AFFORDABLE, THEN WE HAVE NOWHERE TO GO. SO THAT, THAT'S REALLY DISTURBING, UH, TO ME AS SOMEONE WITH A DISABILITY, UM, THAT EVEN, AND I KNOW, UH, GROUP HOMES ARE NOT, UH, YELLOW'S PROBLEM, BUT IF THE GROUP HOMES ARE THAT EXTENSIVE, THEN WE HAVE NOWHERE ELSE TO GO. UM, AND THEN THE ARCHITECTURAL ONE, AGAIN, I'M NOT SURE IF THIS IS YOU IN YOUR PURVIEW, BUT, UM, I, I WOULD SAY WHEN, WHEN THEY'RE BUILDING APARTMENT COMPLEXES, THE, THE ARCHITECTURAL NEEDS TO BE AWARE THAT, UM, AT MY APARTMENT THERE'S THIS LARGE METAL DOOR GATE, WHATEVER YOU WANNA CALL IT THAT IS LOCKED BY A FOB THING ON YOUR KEY CHAIN. BUT THIS METAL GATE IS LIKE, I'M NOT SURE HOW HOW MUCH IT WEIGHS, BUT SINCE IT'S METAL AND VERY THICK AND HAS THIS LOCK ON IT, YOU CAN'T OPEN IT VERY WELL ABOUT YOURSELF. IT'S GOTTA GET 50 GALLON DOOR MM-HMM. . SO I JUST WANT SAY FOR THE ARCHITECTURAL, MAYBE IT'S JUST THE HOUSES THAT GET CHANGED OR YOU MENTIONED THE GOD BARS AND THAT'S GREAT, BUT THEY'RE TRYING TO SAY THAT IT'S HER SECURITY TO HAVE THIS LOCKED GATE. WELL, YOU COULD PROP IT OPEN WITH A ROCK AND STRANGERS CAN STILL GET IN. WE HAD HOMELESS PEOPLE CAMPING OUT IN OUR APARTMENT HALLWAYS BECAUSE SOMEONE PROPPED THE GATE OPEN WITH A ROCK. UM, BUT YET IT'S TOO HEAVY FOR SOMEONE TO GET INTO WITHOUT HAVING TO LIKE SLAM IT AGAINST A WHEELCHAIR, YOU KNOW, TO, TO THROW IT OPEN. SO AGAIN, I DON'T KNOW IF THERE'S ANYONE THAT YOU GUYS CAN CONTACT, UH, ON THE, UH, ON THAT TEAM THAT, FOR THE BUILDING ASPECT OF IT, BUT, OR SOMEONE ELSE THAT I CAN CONTACT. BUT I WANTED TO TAKE THAT OPPORTUNITY AND MENTION THAT THERE BUILDING SOMETHING FOR DISABLED EVIL, THAT'S NOT THE BEST IDEA. UM, AND THEN OF COURSE, I HOPE YOU GET, UH, MORE FUNDING BECAUSE THE WAIT LIST ARE TOO LONG FOR AFFORDABLE MM-HMM. OUT, UM, BLUE BONNET STUDIOS IS LIKE TWO YEARS. MM. OR MORE AND MORE. SO THANK YOU. THANK YOU. COMMISSIONER BROADWATER, WE, IF ANYONE HAS AN ANOTHER QUICK QUESTION OR COMMENT, GO AHEAD AND STATE YOUR NAME AND, BUT UM, WE'LL DO, WE ALSO HAVE OTHER ITEMS ON THE AGENDA, SO I WANNA BE RESPECTFUL OF THOSE ITEMS AND THEN OUR PRESENTER'S, UM, TIME AS WELL. IF THERE'S NO OTHER QUESTIONS, I WAS MEANING TO GET IN A QUICK COMMENT TOO. I JUST WANTED TO MENTION LIKE, UH, UM, WHAT JUST OCCURRED, WHICH WAS THAT OUR FIRST MEETING WAS EARLY CHILDHOOD COUNCIL THAT WE PRESENTED TO. AND AFTER THAT I NOTICED WE STARTED GETTING SOME OF OUR FIRST COMMENTS IN AND, UH, THEY WERE REALLY FOCUSED ON CHILDREN, WHICH, YOU KNOW, IS A GREAT CAUSE. BUT I THINK THE REASON I'M HIGHLIGHTING THAT IS THAT THERE'S SOMETIMES THERE'S SO MANY NEEDS THAT, YOU KNOW, THERE'S SO MANY NEEDS, THERE'S SO MANY SERVICES AND THE MORE PUBLIC COMMENTS THAT WE GET AS STAFF ON A PARTICULAR NEED THAT KIND OF GIVES, UH, STAFF A LITTLE BIT MORE, UM, I THINK, UH, FOR LACK OF A BETTER WORD, POWER OR SOMETHING TO POINT TO IN ADVOCATING FOR CERTAIN PROGRAMS. SO, UM, I JUST WANTED TO, TO MENTION THAT. BUT WE REALLY APPRECIATE Y'ALL'S TIME AND, UM, I'LL DEFINITELY BE FOLLOWING UP ON, UH, EVERYTHING WE TALKED ABOUT. GREAT. THANK YOU. CUZ I DEFINITELY WOULD LIKE FOR THE DIFFERENT POPULATIONS OF THE DIS DISABILITY COMMUNITY TO PROVIDE FEEDBACK AT THIS, YOU KNOW, THE SPEAK UP OPPORTUNITIES AND, UM, HEAR ABOUT THE DIFFERENT OUTREACH, UM, EFFORTS, THE COMMUNITY, UH, YOUR COMMUNITY TEAM IS MADE. SO THANK YOU SO MUCH FOR YOUR TIME AND PRESENTING TO US. THANK YOU ALL. THANK FOR, UH, THANK YOU FOR HAVING US, [00:40:01] UH, AND THANK YOU SO MUCH. THANK YOU. I WOULD, UM, MISS, I WOULD LIKE TO FOLLOW UP WITH, UH, COMMISSIONER BROADWATER AND, UH, WITH, WITH YOU CHAIR, UH, AFTERWARDS. UH, SO THANK YOU FOR YOUR TIME. SURE. THANK YOU. THANKS A LOT. Y'ALL HAVE A GOOD WEEKEND. YOU TOO. STAY SAFE. [3. Approve a recommendation to City Council related to the City of Austin Fiscal Year 2022-2023 Budget.] OKAY, GO AHEAD. UM, WHAT'S NEXT, AGENDA ITEM? COMMISSIONER LASKI. OUR NEXT AGENDA ITEM IS GOING TO BE APPROVED RECOMMENDATION TO CITY COUNCIL RELATED TO, UM, THE CITY OF AUSTIN FISCAL YEAR 22, 20 22, 20 23 BUDGET. OKAY. THANK YOU. SO, UM, AFTER SPEAKING WITH THE CIVIL RIGHTS OFFICE TEAM, WE DON'T NEED TO BASICALLY GO INTO A DISCUSSION OF THE ITEMS THAT WERE SPOKEN ABOUT LA LAST MEETING. UNFORTUNATELY, UM, THESE, IT WAS UNCLEAR IF THESE VOTE ITEMS LAST MONTH WERE VOTED ON AS A CLUMP OR INDIVIDUALLY. SO WE JUST NEED TO VOTE ON EACH OF THESE ITEMS INDIVIDUALLY. UM, SO IF SOMEONE HAS ACCESS TO THE EXACT TITLES OF THE RECOMMENDATIONS TO VOTE ON, UM, SO THAT WE CAN, CAN TALK TO OUR CITY COUNCIL MEMBERS ABOUT ADVOCATING FOR THESE ITEMS. IF SOMEONE HAS THAT, UM, COULD YOU PLEASE LIST IT OUT LOUD AND THEN I'LL CALL FOR A VOTE ON EACH. PLEASE MAKE SURE THAT YOUR CAMERA AND MICROPHONE IS ON, UH, RECOMMENDATION NUMBER. UM, THAT'S NOT WHAT THE AGENDA SAYS. THE AGENDA SAYS BUDGET ITEMS, AND THERE HAPPENED TO BE TWO RESOLUTIONS UNDERNEATH IT. SHE'S NOW, NOW GOING TO THE NEXT AGENDA. ITEMS. BOTH OF THE RESOLUTIONS THAT WE NEED TO APPROVE ARE UNDER THE SAME LISTED AGENDA ITEM. THEY'RE BOTH RELATED TO BUDGET. UH, OKAY. LET ME SEE. UM, HMM. DIANE, ARE YOU ON? DO YOU HAVE THE, CAN YOU READ THE TITLE? IT WOULD BE SUFFICIENT. OKAY. UH, OKAY. THE ZILKER PARK ONE, RIGHT? YES. IT'S ABOUT, YEAH. OKAY. PLEASE MAKE SURE TO REACH OUT TO YOUR CITY COUNCIL MEMBERS AND ADVOCATE FOR THESE DIFFERENT PIECES, UM, OF RECOMMENDATIONS THAT WE'RE TRYING TO GET SUPPORT ON. OH, WAIT, I, YEAH, I FOUND IT. IT WAS STICKING TOGETHER. SORRY ABOUT THAT. OH, NO WORRIES. COMMISSIONER LASKI. SORRY ABOUT THAT. I DO APOLOGIZE. DON'T WORRY ABOUT IT. OKAY. OKAY. SO WE ADOPTED ALL THE BUDGET RECOMMENDATIONS, CORRECT? CORRECT. I DO APOLOGIZE. SORRY ABOUT THAT. OKAY. UM, OKAY. NEXT [4. Approve a recommendation to require certified ASL interpreters to be dispatched onsite with deaf survivors.] AGENDA ITEM TOPIC, PLEASE. OKAY. UM, OKAY. NOW APPROVE A RECOMMENDATION TO REQUIRE CERTIFIED ASL INTERPRETERS TO BE DISPATCHED ON SITE WITH DEAF SURVIVORS. UH, THIS UP, UH, LET ME SEE, UH, A RECOMMENDATION. THE TITLE IS A RECOMMENDATION TO REQUIRE CERTIFIED ASL INTERPRETERS BE DISPATCHED TO A SITE WITH DEAF SURVIVORS. I MOVE TO APPROVE THAT. OKAY. WE WILL NEED A SECOND. UH, ALL I'LL SECOND IT AGAIN. OKAY. HAS IT MOVED? AND SECONDED. ALL THOSE IN FA FAVOR PLEASE SIGNIFY BY SAYING AYE. AYE. AYE. AYE. AYE. OPPOSED? HEARING NONE IS THE RECOMMENDATION HAS BEEN ADOPTED. UH, THE NEXT ITEM IS [5. Approve a recommendation regarding the pre-existing City of Austin MBWE Program to be amended and expanded to include disability.] APPROVED OF RECOMMENDATION REGARDING THE PREEXISTING CITY OF AUSTIN M B W E PROGRAM TO BE AMENDED AND EXPANDED TO INCLUDE DISABILITY. Discussion and possible action regarding a recommendation for the Downtown Commission's position on the use of scooters in the downtown areas and its impact on people with disabilities.] PLEASE. UH, AND THE LAST ONE IS DISCUSSION AND POSSIBLE ACTION REGARDING A RECOMMENDATION FOR THE DOWNTOWN COMMISSION'S POSITION ON THE USE OF SCOOTERS AND THE DOWNTOWN AREA AND ITS IMPACT ON PEOPLE WITH DISABILITIES. UH, THIS IS RECOMMENDATION NUMBER, UH, 2 2 2 0 4 2 2 DOWNTOWN MICRO DOWNTOWN MOBILITY, MICRO MOBILITY SOLUTIONS. UH, AND, UM, THIS WAS RELEVANT TO US BECAUSE, UH, THEY FOUND THAT, UH, DOWNTOWN SCOOTERS, UH, AS THEY'RE CURRENTLY BEING USED, UH, PRESENT A VIOLATION OF THE AMERICANS WITH DISABILITIES ACT, A PUBLIC DANGER AND A PUBLIC NUISANCE. AND SO THEY, UH, RECOMMENDED CREATING A DESIGN, DEDICATED ENFORCEMENT MECHANISM TO, UH, AMEND THE CITY CODE TO INCREASE THE VIOLATIONS, UM, TO $100 ON A FIRST CONVICTION AND 250 ON A SUBSEQUENT CONVICTION. AND I THOUGHT WE SHOULD SUPPORT THE RESOLUTION. ABSOLUTELY. CAUSE ABSOLUTELY. THEY SUPPORTED THE ADA. THOSE, THOSE THINGS ARE A MENACE. I, I MOVED TO ADOPT THIS. YES. CAUSE IT'S UNLIKE, THEY HAVE A RACK LIKE THE, THE, THE BIKES THAT ARE FOR RENT, THERE'S AT LEAST BIKE RACKS. THERE'S NOWHERE TO RETURN THE SCOOTERS. SO [00:50:01] THEY'RE JUST LEFT ON THE SIDEWALK ON THEIR SIDE, NOT EVEN UPRIGHT. WHEN THEY'RE ON THEIR SIDE, THEY'RE BLOCKING THE ENTIRE SIDEWALK. THEY DON'T EVEN FOLLOW THE DIRECTIONS OF THOSE COMPANIES. YEAH. YEAH. SO THEY SHOULD GET, UH, REPRIMANDED TO THAT. YEAH, DEFINITELY. THIS HAS BEEN AN ONGOING CONVERSATION FOR THE PAST COUPLE YEARS SINCE IT WAS INTRODUCED TO OUR, OUR CITY. UM, IT'S JUST SUCH A BARRIER FOR PEOPLE WITH DISABILITIES, VARIOUS TYPES OF DISABILITIES, WHETHER YOU'RE BLIND AND YOU CANNOT SEE THE CORRECT PATHWAY. YOU EITHER USING YOUR, YOUR CANE, LIKE A CANE LIKE, LIKE, LIKE, EXCUSE ME, LIKE I USE, OR A GUIDE DOG ISN'T ALWAYS, UM, AN OPTION FOR PEOPLE WHO ARE BLIND AS A PERSONAL CHOICE OR WHAT TOOL THEY WANT TO USE. UH, PEOPLE WITH ANY TYPE OF UPPER MODE, UM, UPPER STRENGTH, UM, DISABILITIES CANNOT LIFT THE SCOOTER OUT OF THE WAY OR UTILIZE A WHEELCHAIR AND IS DIRECTLY IN THE PATH OF HAVING THEM TO ACCESS A CERTAIN LOCATION. THEY HAVE TO FIND AN ALTERNATIVE ROUTE. AND SOMETIMES THAT JUST DIRECTLY LEAVES THEM FAR OUTSIDE OF WHERE THEY'RE TRYING TO GO IN A TIMELY MANNER. SO I AM ALSO IN FULL SUPPORT OF THIS RECOMMENDATION. AND IF THERE'S ANY FURTHER, OR IF THERE'S NO FURTHER DISCUSSION, WE CAN OPEN THIS UP FOR A MOTION. OR IS THERE ANY FURTHER DISCUSSION? UH, NO. I'LL, I'LL, THERE'S NO FURTHER DISCUSSION. I'LL MAKE THE MOTION. OKAY. OKAY. COMMISSIONER BROADWATER MAKES THIS MOTION. I'LL SECOND THE MOTION. I'M VERY HAPPY TO SEE IT. FINALLY, AND I BELIEVE THAT'S COMMISSIONER POWELL SECONDING. ANY LAST MINUTE QUESTIONS REGARDING THIS HEARING? NONE. UH, CITY STAFF CAMERAS. ARE WE GOOD? UH, I CAN'T SEE MICKEY. YES, YES, YES. OKAY. HAS BEEN CONFIRMED BY COMMISSIONERS AND BY CITY STAFF. THANK YOU VERY MUCH. ALL RIGHT. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. AYE. AYE. AYE. AYE. OPPOSED? ALL RIGHT. RECOMMENDATIONS BEEN ADOPTED. FINALLY. THANK YOU, . ALL RIGHT. WHAT'S NEXT? UM, LET'S SEE. I BELIEVE, UH, HOLD ON. UM, WE [7. Discussion and vote on future agenda items.] HAVE ITEM SEVEN, WHICH IS DISCUSSION AND VOTE ON FUTURE AGENDA ITEMS. OKAY. SO, UM, EVEN I UNDERSTANDABLY THAT TWO COMMISSIONERS, UH, ON THIS CALL TONIGHT SLASH MEETING TONIGHT WILL KNOW, WILL NOT BE PART OF THE COMMISSION PROCEEDING FORWARD. THEY HAVE FILLED OUT THE FULL TERMS. I'LL AT LEAST, LEAST, LEAST TO LET THEM GIVE THE OPPORTUNITY IF THEY WANT ANY FEATURE AGENDA ITEMS ON THE NEXT MONTH'S AGENDA. AND THEN A CURRENT COMMISSIONER CAN TALK ABOUT THE ISSUE SO WE CAN CONTINUE THEIR LEGACY OF ADVOCACY THAT BE A SIGN OF TRUE SIGN OF RESPECT FOR THE PAST EIGHT YEARS THAT COMMISSIONER LAKI AND COMMISSIONER TREY HAVE BOTH GIVEN US DEFINITELY COMING FROM ME SINCE I'VE BEEN HERE SINCE 2017, THAT I FULLY APPRECIATE THE WORK THAT YOU HAVE DONE. OR IF THERE ARE ANY OTHER FUTURE AGENDA ITEMS THAT WE CAN VOTE ON TONIGHT. UM, GO AHEAD AND SPEAK OF NOW, I ADD, AND CAN I ADD IN KERN ZOSTER A WHILE INTO THE MIX? SHE'S BEEN IN ON HERE WITH ME TOO, AND YOU DEFINITELY, I WANNA ALSO GIVE HER SOME PRAISE AS WELL. DEFINITELY. UH, SHE'S BEEN ANOTHER, UM, STUNT MEMBER OF THIS COMMISSION FOR A VERY LONG TIME, AND ALL THREE OF YOUR PRESENCES WILL BE MISSED. BUT, UM, YOU HAVE MY COMMUNICATION OUTSIDE OF THE COMMISSION, UM, WHETHER I'M ON THE COMMISSION OR NOT, I'M STILL AN ADVOCATE AND I STILL WANNA FIGHT FOR PEOPLE DISABILITIES, SO PLEASE KEEP IN CONTACT, LET ME KNOW WHAT YOU'RE DOING. AND ON AN OUTSIDE PERSPECTIVE, I'M ALWAYS HAPPY TO HELP. WELL, THANK, THANK YOU VERY MUCH. UM, UH, I REALLY APPRECIATE THAT. UH, I AM, UM, STILL SERVING ON THE STATE BAR DISABILITY COMMISSION, AND, UM, WE'RE TRYING TO PUT TOGETHER A EVENT AND, UH, LET YOU KNOW HOW THAT GOES. GREAT. ALL RIGHT. ARE THERE ANY FUTURE AGENDA ITEMS? UH, THIS IS COMMISSIONER BROADWATER. [00:55:02] GO AHEAD. UM, AND, AND BEFORE I, UH, SAY THAT, UH, I JUST WANNA SAY, UH, AS YOU DID, UM, IF IF YOU GUYS WANNA REACH OUT TO ME, UH, OUTSIDE THE COMMISSION, UM, YOU'RE WELCOME TO CONTACT ME AS WELL. UM, BUT ANYWAY, FOR FUTURE ITEMS, UH, THERE, THERE HASN'T BEEN A, A DATE PICKED OUT YET OR ANYTHING, BUT, UM, I SHOULD BRING TO YOUR ATTENTION A POTENTIAL, UH, SPEAKER, I GUESS, UM, AS I WAS SAYING EARLIER, I'M ON THE, UH, PROJECT CON PROJECT CONNECT, UH, COMMUNITY ADVISORY COMMITTEE. AND, UM, WE, THEY'RE, THEY'RE GONNA GO OUT JUST LIKE THE HOUSING, UM, COMMITTEE DID. AND THEY'RE GOING TO BE GOING OUT TO THE DIFFERENT, UH, COMMITTEES HERE SOON TO GET, UH, INPUT FOR, UH, THEIR PROGRAM TOO, BECAUSE I, I, I'M SENSING THE SAME AS THE HOUSING, THEN NO ONE KNEW WHAT THEY WERE DOING. UM, MOST PEOPLE DON'T KNOW WHAT'S GOING ON OR FULLY KNOW WHAT'S GOING ON WITH PROJECT CONNECT, SO THEY'RE TRYING TO GET THE WORD OUT AS WELL SO THAT, THAT THEY GET PROPER, UH, INPUT INSTEAD OF, UM, AS YOU WELL KNOW, SOME OF THE BUS STOPS RIGHT NOW ARE NOT ADEQUATE. SO, UH, THEY, AT LEAST THEY'RE TRYING TO GET PUBLIC INPUT THIS TIME BEFORE THEY JUST START BUILDING, YOU KNOW, WHATEVER IT IS THAT THEY'RE GONNA BUILD. MM-HMM. . SO, UM, HOPEFULLY HERE SOON THEY CAN COME, UH, YOU KNOW, TALK TO US. AND I DO LOOK FORWARD TO HEARING FROM, UM, THE HOUSING, UH, COMMITTEE AGAIN SOMETIME SOON AS WELL. GREAT. THANKS COMMISSIONER BROADWATER. AND ONCE YOU GET A, UM, MORE OF A SENSE OF WHEN THE, THAT PERSON CAN COME AND SPEAK, UM, PLEASE LET ME KNOW AND, UH, WE'LL, UM, WORK TOGETHER AND PUT THING ON TO THE, THAT, THAT TIME'S NEXT AGENDA. I WILL. THANKS. THANK YOU. ANY OTHER FEATURE? POSSIBLE FUTURE AGENDA ITEMS? I BELIEVE IN APRIL IS WE STILL WOULD BE, UM, HOLDING ELECTIONS FOR TWO OFFICER CHAIRS. UM, CURRENTLY CHAIR PERSON HELD BY ME. AND THEN SINCE EMILY SHREK OUR FORMER VICE CHAIR, UM, IS NO LONGER ON THE COMMISSION, WE WILL BE LOOKING FOR A, UH, VICE CHAIR. SO, UM, JUST WANNA GIVE Y'ALL WHO WILL BE REMAINING ON THE, THE COMMISSION, UH, A GOOD AMOUNT OF TIME TO THINK ABOUT IF YOU WANTED CHOOSE AND SERVE. UM, IF YOU WANT SOMEONE TO REACH OUT TO NOMINATE YOU, UM, PLEASE GO AHEAD AND, UM, JUST, JUST THINK ABOUT THAT. BUT THAT WILL BE ON THE NEXT AGENDA ITEM, AND I DO PLAN ON RUNNING FOR ANOTHER TERM. ALL RIGHT. CALLING ONE LAST TIME FOR ANY FUTURE AGENDA ITEMS. HEARING NONE. UM, ONCE AGAIN, I WILL, CAN'T STOP SAYING THANK YOU, COMMISSIONER TREJO, COMMISSIONER KEWELL, AND COMMISSIONER ORLOWSKI FOR YOUR DEDICATED YEARS OF SERVICE ON THIS COMMISSION. YOU HAVE HELPED KEEP ME DEDICATED TO THIS COMMISSION, AND YOUR PRESENCE WILL NEVER BE LOST. AND I DO LOOK FORWARD TO KEEPING IN CONTACT WITH THE THREE OF YOU, UH, PROCEEDING FORWARD ONTO THE COMMISSIONERS WHO WILL BE STAYING ON. I LOOK FORWARD TO CONTINUE TO WORKING WITH YOU SO THAT WE CAN IMPROVE THE LIVES OF PEOPLE WITH DISABILITIES IN AUSTIN. UM, WHETHER IT'S WITH HOUSING OR JOBS, OR AC COMMUNITY ACCESS, PUBLIC ACCESS, PUBLIC TRANSPORTATION, ANYTHING THAT AFFECTS A PERSONAL DISABILITY. I WANT, I STRIVE, TIRELESS TIRELESSLY TO ENSURE THAT THE CITY WILL BECOME MORE ACCESSIBLE FOR PEOPLE DISABILITIES. THEY MADE A LOT OF GREAT STRIDES, BUT I, SOME PEOPLE SAY THE DISABILITY COMMUNITY, OUR WORK HAS NEVER DONE, SO. THANK YOU. ALL RIGHT. I WILL ASK. WELL, THANK YOU. MM-HMM. , I WILL, UM, IF NOTHING ELSE, I WILL ASK FOR A MOTION TO ADJOURN THE MEETING. I MOVE THAT WE ADJOURN THE MEETING. OKAY. HAS IT MOVED? SECOND HAS MOVED. AND SECONDED. ALL THOSE IN FAVOR BY SIGNIFIED BY SAYING AYE. AYE. AYE. [01:00:01] OPPOSED? ALL RIGHT. THAT, OH, I HAVE ONE QUESTION. HOW DO WE, UM, WHAT ARE WE SUPPOSED TO, HOW DO WE, UM, TELL OUR CITY COUNCIL PERSON TO ENDORSE THE, OR WHAT ARE WE SUPPOSED TO DO WITH THEM? CALL OUR EMAIL OR VISIT IN PERSON, CITY COUNCIL MEMBERS AND MAYOR AND LET THEM KNOW. YEAH, YOU CAN. OKAY. YOU CAN GO TO THEIR OFFICE, CALL THEIR OFFICE. THEY HAVE, EACH CITY COUNCIL MEMBER HAS A WEBSITE THAT HAS A, A WAY TO REACH OUT TO, UM, THAT PARTICULAR CITY COUNCIL MEMBER, AND YOU COULD TALK ABOUT EACH OF THE PARTICULAR ISSUES THAT WE DID PASS OKAY. THAT WE NEED, THAT WE ARE REALLY ASKING FOR SUPPORT ON. I'M, I'M GLAD YOU BROUGHT THAT UP THOUGH, COMMISSIONER ANTE, BECAUSE THAT REMINDS ME, WE REALLY NEED OUR LIAISON TO IMMEDIATELY SEND US A COPY OF THE ADOPTED RESOLUTIONS SO WE CAN SEND THEM ALONG, LET THE, THE CITY COUNCIL MEMBERS KNOW WHAT WE'RE SUPPORTING AND, AND THE COMMUNITY. HELLO, JACK, UH, JACQUELINE, IF YOU COULD PLEASE DO THAT AS SOON AS POSSIBLE, WE DEFINITELY WOULD APPRECIATE IT. THANK YOU. I JUST WANTED TO SAY THANK YOU TO EVERYBODY WHO'S LEAVING AND I'M GONNA MISS YOU. , COMMISSIONER POWELL. THANK YOU. IT'S BEEN, IT'S BEEN NICE TO LEARN FROM YOU. I'M SORRY YOU'RE LEAVING. KEEP UP THE GOOD WORK. YES. DO YOU'RE BOTH WORKING ANOTHER FORUM? I, I PROMISE. UH, INCLUDING WITH COUNCIL, TRYING TO REALLY GET THIS STUFF FUNDED. UM, SO YEAH, BE THERE FOR US IN THE COMMITTEE AND WE'LL BE THERE FOR Y'ALL ON THE OUTSIDE FIGHTING FOR PEOPLE WITH DISABILITIES IN AUSTIN. OKAY. TAKE CARE. THANK YOU SO MUCH. UM, SINCE WE DIDN'T OFFICIALLY CALL FOR A VOTE TO END THE MEETING, I WILL. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE TO ADJOIN THE MEETING. AYE. AYE. AYE. ALL RIGHT. OPPOSED? HEARING NONE, Y'ALL, PLEASE STAY SAFE. IT'S SOUTH BY SOUTHWEST, SO PLEASE JUST STAY SAFE. UM, AND FOR THOSE WHO WERE IN COLLEGE OR, UH, WORK IN THE SCHOOL SYSTEM LIKE I DO, HAPPY SPRING BREAK. THANK YOU, AND HAVE A GREAT NIGHT. BYE. BYE. SO CAN WE LEAVE? ARE WE PUSH OVER? YES. LEARN SO. * This transcript was created by voice-to-text technology.
