THREE.

[CALL TO ORDER]

I'M GOING TO CALL THE ROLL MIS, UH, CHAIR MAT.

VICE CHAIR.

KAREN POP.

I'M HERE.

COMMISSIONER DELGADO.

PRESENT.

MR. BROWN.

COMMISSIONER THOMPSON.

COMMISSIONER G GARCIA.

COMMISSIONER ALIAS.

PRESENT.

MR. JASSO? PRESENT.

MR. SLOAN? MR. TOLIVER? HERE.

COMMISSION WOODS? HERE.

COMMISSIONER ERHART? HERE.

DID STAFF CATCH ALL OF THOSE? YES.

GARCIA, MR. GARCIA JUST JOINED? YES, I'M HERE.

YES.

[PUBLIC COMMUNICATION: GENERAL]

IS THERE ONE ANYONE WISHING TO SPEAK? NOT FOR THE PUBLIC HEARING THAT WE'LL BE HAVING, BUT IN GENERAL ABOUT ANOTHER MATTER THAT'S NOT PART OF THE PUBLIC HEARING.

I SIGNED UP.

MS. MACIEL, WOULD YOU LIKE TO MARCIEL, WOULD YOU LIKE TO ADDRESS THE COMMISSION COMMUNICATION RIGHT HERE? YES.

OKAY.

YOU SIT NEXT TO YOU.

THANK YOU.

HELLO, MY NAME'S ANNA MASSEL.

I AM A RESIDENT OF THE ALRIDGE 51 APARTMENTS.

THEY'RE LOW INCOME.

UM, I'M HERE JUST TO GIVE YOU AN UPDATE OF MY SITUATION AT THESE APARTMENTS AND COMMENTS ON THESE, UH, SO-CALLED RENTAL ASSISTANCE PROGRAMS. I CALL IT AS SUCH BECAUSE THERE'S NO, THERE'S NO BACKBONE TO WHAT THE CITY OF AUSTIN SAYS ABOUT ASSISTANCE ON RENTALS, ON, ON RENTAL ASSISTANCE.

UM, BUT LET ME GO BACK TO ALRIDGE 51.

OKAY? I DID CONTACT CHERYL CROW, NO, CROW COLE.

AND, UM, AND I DID CONTACT THE ALRIDGE 51 MANAGEMENT, UH, FOR, I GUESS IT'S BEEN LIKE, MAYBE ALMOST A YEAR.

THEY NEVER RESPONDED TO ME, BUT UNTIL I STARTED CALLING, UM, PEOPLE WHO ARE IMPORTANT IN THIS, IN THIS, UH, IN THIS, IN THE CITY, UH, WHO ARE LEADERS, UH, NOW I'M BEGINNING.

I'M GETTING ALL THE ATTENTION THAT I NEED.

ALL OF A SUDDEN, UM, THIS FACILITY LOOKS GREAT FROM THE OUTSIDE.

IT'S WHAT HAPPENS IN THE INSIDE.

MUELLER IS A VERY, UH, VERY TIGHT-KNIT TYPE OF, OF, UH, COMMUNITY.

BUT AT THE SAME TIME, YOU GOTTA REALIZE THAT YOU WON'T SEE A LOT OF HOMELESS PEOPLE AROUND THERE.

BUT WHEN IT COMES TO THE GARAGE AND, UM, I, I RECEIVED A REPORT FROM THE POLICE DEPARTMENT, HOW MANY ROBBERIES WE HAVE HAD IN THE PAST YEAR.

YOU WOULD BE AMAZED.

THEY'VE STOLEN CARS.

THEY'VE BROKEN INTO, INTO, INTO CARS THAT, THAT HAVE, UM, UH, DISABLED PLAQUES.

THERE'S A LOT OF THINGS THAT ARE HAPPENING.

DOORS THAT DON'T WORK.

THEY DON'T LOCK.

THERE'S NO PROTECTION WHATSOEVER THAT HAPPENS AT THESE FACILITIES, AT MY, THIS FACILITY ESPECIALLY.

BUT I DID GET A RESPONSE, LIKE I SAID, FROM, FROM THE REPRESENTATIVE.

AND, UM, THEY'RE WORKING WITH ME BECAUSE THERE IS BLACK MOLD IN BETWEEN THE WALLS.

AND THEY TOLD ME THAT THEY WERE GONNA DO, UH, THEY WERE GONNA DO SOME KIND

[00:05:01]

OF STUDY ABOUT THE BLACK MOLD.

WHENEVER THAT HAPPENS.

I JUST WANNA BE, I JUST WANNA MAKE SURE THAT THEY LET ME KNOW ABOUT THAT BLACK MOLD.

UM, BUT THERE'S A, LIKE I SAID, THERE'S A LOT OF PEOPLE THAT DON'T SPEAK UP BECAUSE THEY DON'T WANNA LOSE THEIR APARTMENTS.

AND, UH, IT'S, IT'S A SCARY SITUATION.

I'M AT THE POINT WHERE I JUST WANNA PROTECT MY HEALTH, AND I THINK THAT'S REALLY IMPORTANT FOR ME.

IT IS.

AND, UM, I ALSO WANT TO MAKE SURE THAT THIS COMMISSION REALLY WORKS AT WHAT THE NEEDS OF THE RESIDENTS ARE IN THESE HOUSING FACILITIES, BECAUSE THEY'RE NOT OKAY.

THEY ARE NOT.

OKAY.

AND, AND I HOPE THAT YOU CAN, CAN GO INTO THESE FACILITIES AND ASK THE REAL PEOPLE, NOT THAT, THAT THE MANAGEMENT, BECAUSE THEY'RE NOT GONNA TELL YOU, BUT THE REAL PEOPLE THAT LIVE THERE.

THANK YOU.

THANK YOU STAFF.

IS THERE ANYONE ELSE SIGNED UP TO SPEAK? NO.

DO YOU HAVE A NEW COMMISSIONER JOINING US? YES.

COMMISSIONER DELANO? I DON'T.

OKAY.

CAN YOU HEAR ME? UM, MS. MANEL.

ANNA? YES.

UM, I DO WANNA RESPOND TO COMMISSIONER DELGADO.

UH, I'M, I'M NOT SURE IF, IF YOU WERE AWARE THAT OUR, OUR OFFICE DID CONTACT, UH, THE APARTMENT COMPLEX, AND I WANTED TO GIVE YOU AN UPDATE, UH, TO THAT EMAIL THAT WAS SENT TO ALL THE COMMISSIONERS, UH, REGARDING THIS.

SO, IF, IF I MAY, I WOULD LIKE TO JUST READ A LITTLE BIT FOLLOWING THE MARCH 14TH MEETING STAFF REACH OUT TO D M A TO ADDRESS THE CONCERNS.

LIZ LOGAN, REGIONAL MANAGER EXPRESS CONCERN AND NOTED THE FOLLOWING.

WE HAVE TWO SEPARATE EPISODES OF VEHICLES BEING TAMPERED WITH THE GARAGE, ALTHOUGH, UH, AND THE HANDICAP SPOTS, UH, WE'RE SPECIFICALLY TARGETED, BUT MANY OF THE HANDICAPPED SPOTS ARE ON THE BOTTOM FLOOR OF THE GARAGE.

AND ALTHOUGH WE'RE NOT RESPONSIBLE FOR RESIDENTS VEHICLES, WE'VE BEEN ABLE TO HELP OUT WITH FOLKS WHO HAVE REACHED OUT TO OUR OFFICE AND STAFF.

ADDITIONALLY, D M A, UH, COMMITTED TO SENDING OUT A REMINDER NOTICE TO ALL RESIDENTS AND DOORS THAT SHOULD, UH, YOU KNOW, ON, ON THEIR DOORS, UH, REGARDING THIS ISSUE.

THE DOORS IN THE GATES AND THE ELEVATORS ARE ALL INSPECTED AND REPAIRED REGULARLY.

UH, MR. WHITMER, UH, REACHED OUT LAST WEEK TO INFORM US THAT THE ELEVATORS ARE NOW ALL WORKING PROPERLY.

WE HAVE YET TO CONFIRM THAT EITHER D M A OR MS. MARCEL HAVE MADE CONTACT WITH EACH OTHER.

UH, WE WILL CONTINUE TO PRESS DMA TO DISCUSS THESE ISSUES WITH THE RESIDENTS.

UM, AND THIS IS BY, UH, JAMIE MAY, HOUSING AND COMMUNITY DEVELOPMENT OFFICER AUSTIN HOUSING FINANCE, UH, CORPORATION HOUSING AND PLANNING DEVELOPMENT.

SO, I JUST WANTED TO RESPOND TO YOU CUZ YOU DID COME TO OUR BOARD OF COMMISSION LAST MONTH AND BROUGHT THESE CONCERNS TO US.

UH, AND THEY DID.

SOME OF THEM DID GET ADDRESSED.

UH, I DIDN'T SEE ANYTHING ABOUT THE MOLD AND I'M NOT QUITE SURE.

UM, AND I, I'M GONNA ASK, TURN TO THE DIAS RIGHT NOW.

WHO'S THE COMMISSIONER THAT'S OVER THE MUELLER AIRPORT AREA? I KNOW I'M NOT THE COMMISSIONER, BUT ON THIS DIAS, WHO'S OUR COMMISSIONER THAT'S OVER HER APARTMENT COMPLEX.

YEAH.

DISTRICT ONE I, NO, DISTRICT NINE.

OKAY.

I WAS GONNA SAY I'M NOT FAMILIAR.

YEAH, IF IS, I'M NOT FAMILIAR WITH THE AIRPORT, BUT THAT MAY JUST BE MY IGNORANCE IN TERMS OF THAT.

SO WHAT'S DISTRICT NINE CITY COUNCIL MEMBERS THOUGH? THAT'S, THAT'S NINE.

SO WHOEVER, UH, IS IN THAT AREA, WHO'S, WHO'S THAT COMMISSIONER? WE DON'T HAVE A COMMISSIONER IN DISTRICT.

SO IN, BUT IN THAT DEMOGRAPHIC AREA, DISTRICT, NOT A CDC.

IN, IN THAT ZONING AREA ON AIRPORT? YES, SIR.

ONLY, UM, LIKE FIVE COUNCIL MEMBERS ARE REPRESENTED ON THIS SPOT.

NO, I'M ASKING.

AND THE DEMOGRAPHIC AREA OF WHERE MS. MARCEL LIVES, THERE IS A COMMISSIONER THAT OVERSIGHTS THAT AREA.

SO, ON THIS DIAS, WHO IS THAT COMMISSIONER? DOES, DO, DO Y'ALL KNOW YOUR DEMOGRAPHIC AREAS FROM ST.

JOHN'S? OKAY.

THIS IS AIRPORT.

AND, UM, WHAT'S YOUR CROSS STREET? ST 51ST.

YES.

ST.

JOHN'S IS ON THE OTHER SIDE.

SO WE MIGHT HAVE A VACANCY CUZ WE DO HAVE, WE DO HAVE ABOUT FOUR VACANCIES.

SO I JUST WANNA MAKE SURE, UM, MS. MARCEL, CUZ YOU ARE A RESIDENT, AND THIS IS YOUR SECOND TIME HERE, THAT WE ARE ADDRESSING THESE CONCERNS TO THE COMMISSIONER THAT OVERSIGHTS YOUR AREA.

SO I GUESS WE CAN TAKE THAT BACK TO, I GUESS, BOARDS AND COMMISSIONS, YOU KNOW, NEIGHBORHOOD HOUSING STAFF, SOMEBODY TO BE ABLE TO TELL US IF

[00:10:01]

HER AREA'S BEING REPRESENTED BY A COMMISSIONER.

ALDRIDGE, ALDRIDGE STREET.

OKAY, I'LL, I'LL FIND OUT.

OKAY.

THANK YOU.

BUT WE, WE ARE GONNA, CAN I SPY TO SOMETHING YOU SAID? YOU SEE THIS BOB, IT MEANS NOTHING.

BUT IF WE LOSE IT, IT'S $150.

$250, WE HAVE TO PAY THEM.

IT DOESN'T MEAN A THING BECAUSE WHEN YOU GO INTO THE GARAGE, IT'S OPEN.

IT DOESN'T WORK TO GET INTO THE BUILDING, TO THE FLOORS, YOU HAVE TO USE A FOB.

IT DOESN'T WORK BECAUSE NOW THE DOORS WORK.

OKAY.

DISTURBING.

VERY DISTURBING.

AND THE ELEVATOR, WE ONLY HAVE ONE ELEVATOR WORKING.

NOW ALL OF A SUDDEN WE HAVE TWO, WHICH IS A MIRACLE.

THAT'S, THAT'S A STEP IN THE RIGHT DIRECTION.

OKAY? THAT'S A STEP IN THE RIGHT DIRECTION.

I WILL RECOGNIZE WHEN IT IS, WHEN IT IS SOMETHING THAT NEEDS TO BE TO BE ADDRESSED.

AND I, AND I, AND I APPRECIATE EVERYTHING THEY TRY TO DO, BUT YOU HAVE TO, YOU HAVE TO THINK AS COMMISSIONERS THAT THESE PEOPLE, THEY, THEY HAVE THEIR HANDS ON ALL THESE LOW INCOME HOUSING FACILITIES, INCLUDING R B J, THE NEW LADY BIRD.

AND I JUST WANTED TO MAKE SURE THAT JUST, I DON'T KNOW IF THEY THINK THAT THEY OWN THE BUILDINGS THEMSELVES, BUT I TELL YOU WHAT, THERE'S A LACK OF COMMUNICATION AND RESPECT TO RESIDENTS WHEN IT COMES TO, TO APPROACHING THEM WITH COMPLAINTS OF WHAT NEEDS TO BE DONE.

BECAUSE THEY LOOK AT THE, THEY LOOK DOWN AT YOU AND THEY DON'T RESPECT YOU AS A PERSON.

BUT I'LL BE DAMNED IF I'M NOT GONNA BE RESPECTED BECAUSE I WORKED ALL MY LIFE AND I AM WHERE I AM RIGHT NOW FOR A REASON.

IT'S NOT BECAUSE I WANTED TO BE THERE.

IT'S WHERE I AM AT THE MOMENT.

SO I, I DEMAND TO BE RESPECTED FROM THESE PEOPLE.

I DON'T CARE WHO THEY ARE.

BUT I TELL YOU WHAT, RESIDENTS LIKE ME NEED TO BE RESPECTED.

AND IT'S NOT FAIR.

IT'S NOT FAIR.

AND Y'ALL ARE HERE FOR A REASON.

AND I WANNA HOLD Y'ALL ACCOUNTABLE TOO.

AND I WANNA AUDIT.

I WANNA AUDIT DONE ON, ON THESE, UH, ON THESE PEOPLE ARE DMA.

I DO, I WANNA SEE WHAT THEY DO WITH THEIR MONEY, BECAUSE LET ME TELL YOU WHAT, THEY'RE NOT SPENDING IT ON THEIR, ON THEIR FACILITIES TO MAKE SURE THAT THEY'RE, THAT THEY PROTECT THE RESIDENTS THAT LIVE THERE.

THANK YOU.

THANK YOU.

THANK YOU.

UH, MRS. ANN.

OH, UH, I WOULD LIKE TO KNOW, HAVE YOU SEEN CODE ENFORCEMENT ON YOUR PROPERTY? NO.

OKAY.

THAT'S GONNA BE THE NEXT, UH, THING THAT I WOULD INFORM YOU TO, UH, NOTIFY, BECAUSE RIGHT NOW THEY ARE WORKING WITH THIS APARTMENT AT ANCHORAGE AND MAINER ROAD, WHERE THESE PEOPLE HAVE HAD BURGLARIES OF THEIR MAILBOXES.

EVERYTHING HAS BEEN DESTROYED AND EVERYTHING.

NOW, CODE ENFORCEMENT WENT IN THERE, WROTE 'EM UP TO MAKE SURE THAT THEY GO BACK AND REPAIR.

SOME OF THE PEOPLE WAS WITHOUT HOT WATER, SOME WAS WITH NO WATER AT ALL.

SO I'M RECOMMENDING THAT Y'ALL, UH, LOOK INTO CODE ENFORCEMENT TO COME IN THERE TO YOU.

ALL YOU HAVE TO DO IS CALL THE NUMBER AND SAY, I LIVE AT THIS ADDRESS.

AND THEY SEND THE SHAMIS NOW WITH THAT MOLD, THAT BLACK MOLD THAT THEY'RE DISCUSSING THAT'S INSIDE OF THE WALLS, WHICH WHEN THEY WAS BUILDING THAT COMPLEX, THEY DECIDED, BUT THEY DON'T COVER THE ROOF UNTIL IT IS TIME TO PUT THE SHINGLES UP THERE.

AND THAT'S WHY Y'ALL GOT BLACK MOLD IN THE WALL.

I, I APPRECIATE YOU, UH, I APPRECIATE YOU GOING OVER THERE.

I HEARD THAT YOU WENT OVER THERE.

I GOT LIKE A, A SENIOR, BUT I SHOW THEY DIDN'T GIVE ME NO RESPECT, NITA.

BUT SOME OF THE PEOPLE I , I, I, I BELIEVE ME, IT, IT'S, IT'S, UH, IT'S HURTFUL TO ME BECAUSE THERE'S, THERE'S, THERE'S ALL TYPES OF PEOPLE LIVING THERE.

THERE'S ALL TYPES OF PEOPLE.

THERE'S NOT JUST MEXICAN AMERICANS, THERE'S AFRICAN AMERICANS, THERE'S, THERE'S ANGLOS IN THERE.

IT'S A MIX, YOU KNOW, BUT IT'S A LACK OF RESPECT FOR MAKING SURE THAT, THAT WE'RE SHAPING THOSE IN THOSE FACILITIES.

BUT EVEN WHEN YOU, WHEN YOU DO GET INFORM WITH CODE ENFORCEMENT, GIVE THEM EVERYTHING THAT Y'ALL HAVE THAT'S NOT WORKING.

[00:15:01]

THAT NEEDS TO BE FIXED.

BECAUSE THIS HERE, MY UNDERSTANDING, THIS HERE WAS A SECURED PREMISES, BUT NOW IT'S NOT.

IT'S, IT'S, THERE'S NOTHING SECURE ABOUT THAT BUILDING.

WE'VE HAD SO MANY ROBBERIES.

MY MY DAUGHTER WHO CAME TO VISIT HER TRUCK WAS STOLEN.

OH YEAH.

YOU KNOW, THERE'VE BEEN A LOT OF STOLEN VEHICLES.

THERE, THERE, THERE'S A LOT THERE.

AND SEE, THAT'S RIGHT AT THE, UH, THAT'S THE ENTRANCE OF COMING OFF OF MAINER ROAD ONTO, UH, TO, UH, BERKMAN ALL THE WAY OUT.

SO BERKMAN, UH, UH, BARBARA JORDAN HITS H HEB RIGHT THERE.

RIGHT.

UM, BUT IT'S A VERY DANGEROUS SITUATION THAT, THAT I'M LIVING IN.

AND, UH, I JUST HOPE THAT, THAT WE REALLY TAKE, TAKE A LOOK AT WHAT'S HAPPENING OUT, UH, HAPPENING ON THE HOUSING COMMUNITIES, BECAUSE THIS IS WHY WE'RE HERE.

RIGHT? Y'ALL ARE HERE.

I, I WOULD THINK THAT YOU REALLY, UH, GIVE YOUR INPUT AND, AND PAY ATTENTION TO, TO PEOPLE WHO, WHO REALLY CARE ABOUT THEIR SURROUNDINGS.

AND I'M ONE OF THEM.

AND I KNOW THAT, THAT I HAVE A RIGHT TO SPEAK UP WITH WHAT I BELIEVE IN YOU DO.

YOU KNOW, I KNOW THAT.

AND I'M GONNA WANT IT.

I'M THE ONLY ONE THAT TAKES CARE OF ME.

THAT'S TRUE.

YOU KNOW, SO THANK YOU VERY MUCH.

YOU'RE WELCOME, SIR.

I FORGOT COMMISSIONER.

OH, .

THAT WAS COMMISSIONER TOLLIVER.

UM, MR. BROWN, WELCOME TO THE COMMISSION.

I THINK THIS IS YOUR FIRST MEETING HERE.

YEAH.

THANK YOU FOR HAVING ME.

YOU'RE APPOINTED.

WE'RE WE WELCOME YOU TO BE HERE.

I'M EXCITED TO LEARN.

I'M EXCITED TO, UM, TO SEE HOW I CAN, UH, LEND, UH, MY LIVED EXPERIENCE AND ALSO, UM, BE ABLE TO MAKE RECOMMENDATIONS THAT REPRESENTS THE WILL OF THE PEOPLE.

VERY GOOD.

DISTRICT NEXT IT, SO I'M IN, I LIVE IN DISTRICT ONE, BUT, UH, I DON'T, I HAVEN'T BEEN APPOINTED A DISTRICT.

IT SAYS THAT I'M A PUBLIC SECTOR APPOINTEE.

SO I'M HAPPY TO.

I'M A FOURTH GENERATION AUSTINITE, BORN AND RAISED IN EAST AUSTIN.

SO I'M ALWAYS GONNA REPRESENT MY EAST AUSTIN DISTRICT.

SO THANK YOU.

NEXT ITEM.

WELCOME.

THANK YOU.

NEXT ITEM ON

[APPROVAL OF MINUTES]

THE AGENDA IS APPROVAL OF THE MINUTES.

WE HAVE, I THINK THREE MONTHS WORTH OF MINUTES BEFORE US TONIGHT.

AND THERE WERE SOME ERRORS LAST MONTH.

THAT'S WHY WE HAVE SO MANY THIS MONTH.

AND SO TAKE A GOOD LOOK AND MAKE SURE IF IT SAYS YOU WERE THERE OR YOU WERE THERE, OR YOU DID SOMETHING, YOU DID THAT THING OR YOU DIDN'T DO THAT THING, YOU CAN CALL AND MAKE AN APPOINTMENT SEPTEMBER.

OKAY.

SO CALL, MAKE AN APPOINTMENT.

YEAH.

, VICE CHAIR, POP.

THIS IS COMMISSIONER SLOAN.

CAN I MAKE A NOTE HERE? CERTAINLY.

UM, I SEE IN OUR, UM, AGENDA FOR TODAY THAT IT INCLUDES THE APPROVAL OF THE MINUTES FROM THE MARCH 14TH MEETING.

AND I DON'T SEE THOSE MINUTES INCLUDED IN OUR PACKET.

SO I JUST WANTED TO NOTE THAT WE'LL NEED TO COME BACK TO THOSE IN MAY AND NOT WE SHOULD, UM, MAKE A NOTE ON THE MEETING, THE MINUTES OF THIS MEETING THAT WE DIDN'T GET TO THAT, UNLESS I'M JUST MISSING THEM.

YEAH, YOU'RE RIGHT.

OKAY.

[00:20:15]

IS THERE A MOTION ON THE DECEMBER MINUTES, MR. THOMPSON? SORRY ABOUT THAT.

I MAKE A MOTION THAT WE ACCEPT THE DECEMBER MINUTES AS PROVIDED.

IS THERE A SECOND? AYE SECOND.

COMMISSIONER TOVER SECOND.

IT'S BEEN MOVED BY COMMISSIONER THOMPSON AND SECONDED BY COMMISSIONER TOLIVER TO APPROVE THE DECEMBER MINUTES.

ALL IN FAVOR? AYE.

I'M ABSTAINING.

ANY OPPOSED? ANY ABSTENTIONS? AYE.

I'M ABSTAINING THE JANUARY MINUTES.

IS THERE A MOTION TO APPROVE THE JANUARY MINUTES CHAIR? OUR COMMISSIONER TOVER APPROVES JANUARY MINUTES.

IS THERE A SECOND? COMMISSIONER THOMPSON? I SECOND AND I SECOND, UM, THAT FOR COMMISS TO OLIVER.

IS THERE ANY DISCUSSION? IT'S BEEN MOVED BY COMMISSIONER TOLLIVER AND SECONDED BY COMMISSIONER THOMPSON TO APPROVE THE JANUARY MINUTES.

ALL IN FAVOR? AYE.

AYE.

AYE.

ANY OPPOSED? ANY ABSTENTIONS? I ABSTAIN NOTED.

MR. BROWN ABSTAINS.

AND IT'S BEEN, UH, THERE ARE NO FEBRUARY MINUTES AND IT'S BEEN POINTED OUT, THERE'S AN ISSUE WITH THE MARCH MINUTES NOT BEING IN OUR PACKET.

MARCH MINUTES IS IN WITH DECEMBER AND JANUARY, MARCH.

YEAH.

MAYBE IT'S JUST THE ONLINE VERSION, BUT I HAVE TO MARCH MINUTES IN MINE.

YES.

UH, PAGE 13 ON 36.

I'M GONNA BE, THEY'RE FARTHER BACK.

WAS THAT GOOD? OKAY.

IT, IT'S BEHIND THE FIRST PRESENTATION THEREAFTER.

THIS WAY? THIS WAY? YEAH.

OKAY.

THIS CENTER.

YEAH.

LET'S SEE.

SO THIS IS WHERE IT'S SUPPOSED TO BE.

THIS IS THE PACKAGE.

SEE, THERE'S MARCH.

SEE YOU GOT APRIL? YEAH.

THIS IS, THIS IS MARCH.

THAT'S MARCH.

YEAH.

SO THESE ARE THE DRAFT MINUTES FOR MARCH.

MARCH.

SORRY ABOUT THAT VICE CHAIR.

I SEE THEM NOW.

THANKS FOR POINTING THAT OUT.

OKAY.

THEY'RE IN A WEIRD SPOT.

THEY SHOULD HAVE BEEN.

I DON'T KNOW.

I DON'T KNOW WHAT TO TELL HIM.

WHO'S ASKING? OKAY.

SO DOES SOMEBODY WANNA MAKE A MOTION TO APPROVE THE MARCH MINUTES? I'M COMMISSION.

AND IS THERE SECOND COMMISSIONER TK SECOND.

ANY DISCUSSION? IT'S BEEN MOVED BY COMMISSIONER DELGADO AND SECONDED BY COMMISSIONER TOLIVER TO APPROVE THE MARCH MINUTES.

ALL IN FAVOR? AYE.

AYE.

ANY OPPOSED? ANY ABSTENTIONS? AYE.

BROWN ABSTAIN.

THANK YOU.

NOTE THAT COMMISSIONER BROWN ABSTAINS.

[2. Appoint a representative and an alternate representative from the Community Development Commission to the Joint Sustainability Committee.]

NEXT ITEM ON THE AGENDA IS APPOINT A REPRESENTATIVE AND AN ALTERNATE TO THE COMMUNITY DEVELOPMENT COMMISSION'S, UH, REPRESENTATIVE TO

[00:25:01]

THE JOINT SUSTAINABILITY COMMITTEE.

THIS IS SOMETHING THAT COMMISSIONER EO SERVED ON FOR SEVERAL YEARS.

IS THERE SOMEBODY WHO'S INTERESTED IN ENERGY EFFICIENCY AND SUSTAINABILITY IN BUILDINGS? WHO WOULD LIKE TO REPRESENT THAT PERSPECTIVE ON THAT COMMITTEE TOPIC THAT SOMETIMES IS ASSOCIATED WITH LOWER INCOME PEOPLE AND SOMETIMES IS NOT.

I DON'T SEE ANY VOLUNTEERS.

, WAIT, HE SUPPOSED TO PRESENT.

WOULD YOU BE INTERESTED IN THAT COMMITTEE TO COMMISSIONER TOLLIVER? UH, TAMMY IS ALMOST UP.

I DON'T KNOW WHAT THEY'RE GOING TO DO WITH ME.

.

WELL, LET'S VISIT ABOUT THAT FOR THE NEXT MEETING.

UH, UH, I LIKE TO STAY WHERE I'M AT, UH, CHAIR.

THE REASON FOR IT IS THAT, UH, WITH THAT SUB, UH, SUBSTANTIAL MM-HMM.

PROBLEM THAT THEY MIGHT HAVE, I MIGHT NOT BE ABLE TO HELP THEM.

OKAY.

COMMISSIONER BROWN, YOU WANNA JUMP IN AND JOIN A COMMITTEE? UH, NO.

I MAKE A MOTION THAT WE MOVE THIS TO ANOTHER DATE OR A NEXT MEETING SO I CAN MAYBE DO A LITTLE MORE RESEARCH, BUT NO, NOT AS OF NOW.

NO.

OKAY.

WELL, LET'S JUST TABLE THIS UNTIL NEXT MONTH.

MM-HMM.

, THE NEXT ITEM

[3. CDC annual Officer elections. Current officer terms will expire at the end of April with new terms beginning May 1, 2023. City Code requires that all boards/commissions elect at least a Chair and Vice Chair, but individual bylaws will include any other offices that may also need to be filled.]

ON THE AGENDA IS THE CDC ANNUAL OFFICER ELECTIONS.

MM-HMM.

.

AND WE NEED TO DO THIS BECAUSE THE TERMS OF THE CURRENT OFFICERS ARE EXPIRING.

THE CURRENT OFFICERS OF THE CHAIR AND THE VICE CHAIR AND THOSE TERMS ARE EXPIRING AND THEY'VE BOTH OF HAVE REACHED THE END OF THEIR TERM LIMITS.

AND ALSO THERE ARE TERMS ON THE COMMISSION.

SO WE REALLY NEED SOME OFFICER ELECTIONS FOR NEW OFFICERS.

THERE ARE SOME PROCEDURES TO ELECTING OFFICERS THAT ARE A LITTLE DIFFERENT FROM OTHER ELECTIONS.

SO I WANTED TO ASK IF THE STAFF CAN EXPLAIN HOW BOARD AND COMMISSION OFFICER ELECTIONS LIKE OURS WORK.

SO THE QUESTION WAS WHETHER ED OR JAMIE OR RUNDOWN ON HOW OFFICER ELECTIONS WORK FOR THE COMMUNITY DEVELOPMENT COMMISSION? WE WOULD, I CAN'T HEAR THEM.

I CAN'T HEAR THAT AT ALL.

ANGEL SHOULD BE, WHO HAVE WE GOT MR. ZAMBRANO TUNED BACK IN TO WHERE HE CAN HEAR US? YEAH, HE COULDN'T HEAR SO WE'RE WAITING.

OKAY.

HE CAN COMMUNICATE WITH US, BUT HE CAN'T HEAR US NOW.

HE CAN'T HEAR US.

CORRECT.

I DUNNO HOW TO HELP HIM.

CAN HEAR WE'VE BEEN, WE'VE HAVING A TECHNICAL DIFFICULTY OVER HERE.

WE WE'VE BEEN TRYING TO FIX THIS FOR LIKE THAT LAST 30 MINUTES AND WE, HE CAN HEAR, HE CAN HEAR US, BUT HE BUT WE CAN'T HEAR HIM.

NO, NO OTHER, OTHER WAY AROUND.

YEAH.

HE CAN'T HEAR US OTHER WAY AROUND.

PLEASE TABLE THIS.

THE COMMISSIONERS ARE APPOINTED BY THE COUNCIL MEMBERS.

WE DO HAVE A FEW VACANCIES AND WE'RE GETTING NEW COMMISSIONERS DAILY, SO WE DON'T APPOINT THEM BEING THE HOUSING DEPARTMENT.

THE COUNCIL MEMBERS, UH, APPOINT THOSE SEAT, UH, PEOPLE FOR THOSE SEATS.

AND AS FAR AS VOTING FOR THE CHAIR AND THE VICE-CHAIR, IT'S REALLY, UM, ON THE COMMISSION TO, TO VOTE.

AND OF COURSE WE'RE RECORDED, BUT IT'S ON YOU GUYS TO VOTE.

NOMINATE SOMEBODY FOR CHAIR, AND THEN WE VOTE AND THEN NOMINATE SOMEBODY FOR VICE CHAIR AND THEN YOU GUYS VOTE AND WE RECORD IT.

I THINK THAT WAS, THAT WAS MY UNDERSTANDING.

WHAT'S KIND OF UNIQUE ABOUT

[00:30:01]

OUR OFFICER ELECTIONS ARE THAT, UH, EVERYBODY RUNS ONE AT A TIME.

WHOEVER'S ELECTED HAS TO GET AT LEAST EIGHT VOTES.

CORRECT.

AND SO, PERSON A WOULD, IF PERSON A, B, AND C ALL WANTED TO RUN, THEY WOULDN'T RUN IN ONE RACE.

PERSON A WOULD RUN.

AND IF PERSON A DIDN'T GET EIGHT VOTES, PERSON B WOULD RUN.

PERSON B DIDN'T GET EIGHT VOTES, PERSON C B WOULD RUN THAT.

THAT'S WHAT I THINK IS A LITTLE DIFFERENT FROM OTHER ELECTIONS.

THAT'S MY UNDERSTANDING AS WELL.

MR. DELGADO, DID I SEE YOU MOVE TOWARDS THE MICROPHONE? YES.

ACTUALLY, I, I WANTED, UM, JUST STAFF, UH, MS. LETICIA BROWN, UM, CUZ SHE DIDN'T SAY HER NAME.

SO JUST A PROTOCOL, A REMINDER, UM, UH, TO MY, TO MY KNOWLEDGE, UH, I JUST WANTED TO KIND OF EXPLAIN TO THE COMMISSION IF, IF YOU ARE A VOTED ELECTED, UM, YOU KNOW, IF YOU'RE ELECTED, IF YOU'RE, IF YOU'RE COMING FROM YOUR COMMUNITY, THEN YOU HAVE AN ELECTION.

UH, IF YOU ALL DON'T KNOW THAT.

UM, AND THAT'S HELD BY THE AUSTIN PUBLIC HEALTH, UH, DEPARTMENT, UH, WITH YOUR NEIGHBORHOOD ASSOCIATION OR CONTACT TEAM.

UH, SO THAT'S HOW, LIKE MYSELF, I'M AN ELECTED, UH, FROM MY COMMUNITY.

AND THEN THERE'S APPOINTEES AND OUR APPOINTEES ARE APPOINTED BY PRIVATE SECTOR OR, UM, YOU KNOW, PUBLIC SECTOR.

AND SO IF YOU ALL WANTED TO ASK HOW I, I HEARD THE CONVERSATIONS CUZ WE'RE TRYING TO FIGURE OUT, WELL, HOW DO THEY GET REAPPOINTED? WELL, YOU'RE, WHOEVER APPOINTED, YOU KNOW, HAS TO BE NOTIFIED BY THE COMMISSION, NOT BY THE COMMISSIONER, BUT BY THIS BOARD OF COMMISSION, NEIGHBORHOOD HOUSING AND AUSTIN PUBLIC HEALTH, THAT THEY'RE, UM, THAT, YOU KNOW, THEIR APPOINTEE SEAT, UH, CANDIDATE IS ALREADY EXPIRED AND THEY HAVE TO REAPPOINT SOMEONE BY GETTING AN APPLICATION FILLED OUT, SCREENED, ACCEPTED, AND THEN WHEN THEY ARE ACCEPTED, THEN THEY ARE MANDATORY TO ATTEND A CITY TRAINING AND BE SWORN IN UNDER OATH, UM, BEFORE THEY CAN EVEN COME AND SERVE.

SO I NOTICED THAT WHEN I DID, I DID REACH OUT TO THE CITY ATTORNEY'S OFFICE.

OBVIOUSLY I DON'T THINK THEY'RE HERE TODAY TO ANSWER THESE QUESTIONS.

THAT I FEEL THAT OUR COMMISSION, OUR BOARD OF COMMISSIONERS, FOR YOU ALL TO KNOW AND UNDERSTAND THE LEGAL AND, AND THE WHOLE STRUCTURE OF, OF HOW YOU'RE ABLE TO SERVE ON THIS BODY.

I THINK IT'S VERY IMPORTANT THAT OUR, OUR OWN STAFF EDUCATE US AND BRING US THE TOOLS, UH, SO WE CAN KNOW AND WE CAN BE ABLE TO ANSWER THESE QUESTIONS TO THE PUBLIC.

CUZ THEY'LL ASK US, WELL, HOW DID YOU GET APPOINTED? WHO APPOINTED YOU? WHEN'S YOUR TURN UP? AND, AND WE NEED TO BE PREPARED TO BE ABLE TO RESPOND TO THOSE QUESTIONS FROM OUR CONSTITUENTS AS COMMISSIONERS OF THIS DIAS.

AND SO, OBVIOUSLY STAFF'S NOT HERE IN OUR LEGAL DEPARTMENT.

I, I COME BACK TO LETICIA BROWN, OUR STAFF, UH, IN OUR SUP YOU, YOU ARE ON A SUPERVISOR'S LEVEL, UM, TO BE ABLE TO EDUCATE THIS BODY OF, YOU KNOW, THEIR TERMS. UM, AND WHAT IS THE WINDOW PERIOD OF THE COMMISSIONERS THAT ARE EXPIRED? UM, HOW LONG ARE THEY GONNA BE ABLE TO SERVE? WHILE WE'RE STILL WAITING FOR A NEW, UM, COMMISSIONER TO COME ON BOARD.

CUZ THAT DOES TAKE A PROCESS WHEN IT COMES TO APPOINTING COMMISSIONERS.

AND SO SINCE I REACHED OUT AND GOT THE INFORMATION, I'M NOT LEGAL AND I'M, I'M JUST HERE TO SHARE IT WITH MY COLLEAGUES BECAUSE I WANT YOU ALL TO KNOW IT'S VERY IMPORTANT.

I'M NOT, I'M VERY DISAPPOINTED IN NEIGHBORHOOD HOUSING AND WHOEVER'S IN CHARGE OF THIS BODY AND COMMISSION FOR NOT GIVING THE PROPER TRAINING AND THE TOOLS THAT WE NEED TO BE ABLE TO SERVE AS COMMISSIONERS ON A PROFESSIONAL LEVEL.

UH, WE ALSO HAVEN'T EVEN HAD A, UM, UH, WHAT WE USUALLY HAVE, WHICH IS A RETREAT EVERY YEAR.

UH, THAT'S, WE HAVEN'T HAD ONE IN THREE YEARS.

UM, AND SO THOSE ARE CONCERNS AS, AS A LONGSTANDING COMMISSIONER OF EIGHT, ALMOST EIGHT YEARS HERE, MY TERM WILL BE UP IN THE NEXT TWO YEARS.

AND I WILL NEVER BE ABLE TO SERVE ON THIS COMMISSION AGAIN.

BUT I'VE NOTICED FROM A, A NEW COMMISSIONER TO AN OLD COMMISSIONER THAT I, I AM NOW I SEE THAT YOU, THERE'S NOT ENOUGH TRAINING FOR OUR NEW COMMISSIONERS AND OUR NEW PEOPLE THAT ARE PUBLIC SERVANTS.

AND I THINK THAT THIS, UH, NEIGHBORHOOD HOUSING, AUSTIN PUBLIC HEALTH AND THIS CITY OF AUSTIN SHOULD BE TREATING US IN A, IN A DIFFERENT, YOU KNOW, A DIFFERENT LEVEL OF TRAINING.

AND, AND, AND WE SHOULD HAVE THAT RESPECT.

AND, AND I FEEL LIKE I'M STILL WAITING FOR THE STAFF TO COME FROM CITY, UH, ATTORNEY'S OFFICE, WHICH I REQUESTED.

UH, IF YOU LOOK AT OUR MINUTES, UH, FOR THEM, FOR SOMEONE TO BE HERE TO BE ABLE TO ANSWER THOSE QUESTIONS.

CUZ OBVIOUSLY YOU ARE NOT, YOU KNOW, THAT'S

[00:35:01]

NOT YOUR DEPARTMENT AND YOU REALLY DON'T KNOW.

UM, THAT IS CORRECT.

SO, UH, MY TRAINING IS NOT UNTIL TOMORROW.

UM, THANK YOU.

THIS, YES.

SO WE DO HAVE, UH, ED RUBEN AND I, WE HAVE TRAINING SCHEDULED FOR TOMORROW WITH THE CITY CLERK'S OFFICE.

I HAVE SPOKEN WITH LAW, I'VE SPOKEN WITH THE CITY CLERK'S OFFICE.

I'VE BEEN INFORMED THAT ONCE COMMISSIONERS, UH, ARE APPOINTED OR ELECTED THAT THEY GO THROUGH SOME TYPE OF FORMAL TRAINING.

SO I WILL FIND OUT ABOUT THAT, UH, ON TOMORROW AND WE'LL BE BETTER, UH, ABLE TO SERVE YOU GUYS.

AS YOU KNOW THAT THIS WAS RECENTLY TRANSITIONED TO, UM, MY DIVISION AND JUST, JUST HAPPENS THAT THE TRAINING IS NOT UNTIL TOMORROW.

THAT'S FINE.

UM, BUT I DO WANNA JUST LET MY COLLEAGUES KNOW THAT COMMISSIONER POP AND COMMISSIONER, UM, UH, WANNI, WHICH IS OUR CHAIR AND OUR VICE-CHAIR, VERY IMPORTANT ROLES OF THIS BODY CUZ THEY RUN THE MEETINGS MM-HMM.

.

UM, THEY ARE ELIGIBLE TO SERVE UNTIL AUGUST.

UM, AND SO I GOT THAT FROM, FROM LEGAL MYSELF, SO I COULD BE ABLE TO EDUCATE YOU ALL.

SO WE KNOW THAT WE HAVE THAT AMOUNT OF TIME, UH, TO MAKE SURE THAT, UH, THOSE SEATS ARE FILLED, UM, THAT WE STAY ON TOP OF AUSTIN, PUBLIC HEALTH, NEIGHBORHOOD HOUSING, AND THOSE APPOINTINGS, UH, TO MAKE SURE THAT THOSE POSITIONS ARE FILLED.

AND THAT WE DO HAVE A NEWS CHAIR AND A NEW VICE CHAIR FOR, FOR OUR DI OUR DAS.

THANK YOU.

UM, COMMISSIONER, LIKE TO MAKE A SUGGESTION, I RECENTLY LEARNED THAT THE CHAIR OF A SMALLER COMMISSION LIKE OURS IS ELIGIBLE TO MAKE MOTIONS.

SO I WOULD LIKE TO TAKE ADVANTAGE OF THAT NEW KNOWLEDGE AND PLACE INTO NOMINATION.

THE NA UH, OUR COMMISSIONERS, CHERYL THOMPSON FOR CHAIR AND COMMISSIONER ALIAS FOR VICE CHAIR.

AND OF COURSE ANYBODY IS WILLING, UH, ABLE TO MAKE ADDITIONAL NOMINATIONS OR DECLINE OR SUGGEST SOMETHING ELSE.

I WANNA SECOND THAT NOMINATION.

COMMISSIONER TOLLIVER, YOU HAD YOUR HAND UP? YEAH, I HAVE A, UH, IF THE NOMINATION AND THE VOTING IS OVER WITH NO UHUH, I, I DO THINK I, I, UM, ONE OTHER THING IS THAT YOU HAVE TO BE PRESENT TO NOMINATE AND YOU MUST BE PRESENT TO WIN.

SORRY, A SEAT.

AS AN OFFICER OF THE COMMUNITY DEVELOPMENT COMMISSIONER.

MR. TOLLIVER, DID YOU HAVE ANOTHER QUESTION? UH, VICE PRESIDENT.

I HAVE, UH, I SECOND, UH, COMMISSIONER DELGADO, UH, WITH ALL SHE SAID ABOUT, I THINK WE NEED MORE INFORMATION.

WE DO THAT.

AND, AND, AND, AND IF, IF IT'S TRUE AS YOU SAID, WE CAN YOU, UH, AND, AND SHARE, I MEAN, IT CAN BE IN THE POSITIONS UNTIL AUGUST.

I WOULD LIKE TO MOVE THE NOMINATIONS, UM, UNTIL THE NEXT MEETING SO THE STAFF CAN PROVIDE ALL THE INFORMATION THAT WE NEED.

MM-HMM.

BEFORE TAKING A DECISION AND FOLLOW ALL THE STEPS WE NEED TO FOLLOW AND JUST MAKE SURE, I DON'T KNOW IF THAT'S POSSIBLE TO MOVE IT TO THE NEXT MEETING AND JUST GET ALL THE INFORMATION WE NEED TO, TO KNOW BEFORE, UH, BEFORE THE DECISION AND, AND JUST TAKE THE DECISION ON THE NEW, THE NEW POSITIONS.

UM, THE STAFF HAVE A COMMENT ON THAT.

I READ THE BYLAWS THIS AFTERNOON AND IT APPEARED TO ME THAT WE HAD TO SEE NEW OFFICERS BY MAY ONE.

SO THEY COULD PRESIDE AT THE MAY MEETING.

THAT IS CORRECT.

MR. THOMPSON.

I SEE YOU, YOU SEEM TO HAVE A WORD RIGHT AT, RIGHT WAITING FOR US TO, WELL, YES.

I ACTUALLY WAS GOING TO, UM, COMMENT ON COMMISSIONER GARCIAS, UM, RECOMMENDATION THAT WE HOLD OFF BECAUSE I ACTUALLY WAS UNDERSTANDING THAT COMMISSIONER DELGADO WAS SAYING THAT THERE WAS, UM, INFORMATION THAT SAID THAT WE COULD WAIT UNTIL AUGUST.

BUT NOW THAT I'VE HEARD FROM THE CITY, IT SEEMS LIKE THAT SPECIFIC PART IS IN QUESTION BECAUSE YOU RAISED THE MAY 1ST REQUIREMENT.

AM I UNDERSTANDING CORRECTLY? YES.

SO, SO COMMISSIONER GARCIA, IF YOU ARE UNDERSTANDING THAT WHAT COMMISSIONER DELGADO IS SAYING, I AGREE WITH YOU THAT WE COULD WAIT.

HOWEVER, IF IN FACT IT

[00:40:01]

IS A MAY DATE, THEN I WOULD LIKE A LITTLE BIT MORE, UH, EXPLANATION AND PERHAPS COMMISSIONER DELGADO CAN HELP WITH THAT.

COMMISSIONER DELGADO.

SO, JUST FOR CLARIFICATION, UH, COMMISSIONER GARCIA AND THOMPSON, I'M, I WAS REFERRING TO, THEY ARE ELIGIBLE TO SERVE ON THE BOARD ON THE DAS AS A MEMBER, AS A COMMISSIONER.

THEY DON'T, UH, HAVE TO STILL HOLD THAT SEAT.

UM, BUT THEY STILL HAVE, THEY ARE STILL ELIGIBLE TO SERVE UNTIL THE VACANCIES IS FILLED.

SO YOU HAVE LIKE A KIND OF LIKE A, UM, YOU KNOW, LIKE A PERIOD OF TIME THAT YOU CAN, YOU CAN BE ABLE TO SERVE.

SO JUST CLARIFICATION.

BUT I ALSO, UM, THANK YOU COMMISSIONER GARCIA CUZ THESE THINGS ARE VERY, VERY IMPORTANT, ESPECIALLY FOR YOU NEW COMMISSIONERS THAT ARE NEW TO SERVING AS A COMMISSIONER.

IT'S THESE, THESE, UH, QUESTIONS THAT I'VE BEEN BRINGING UP TO STAFF, THIS WILL BE MY THIRD TIME.

UM, IT'S VERY, VERY IMPORTANT THAT YOU ALL HAVE THOSE TOOLS, UH, IN HAND WITH YOU ALL AND THAT YOU KNOW WHO TO CONTACT IF YOU HAVE THESE TYPE OF QUESTIONS.

UM, NOW I AM CONCERNED THAT WE WEREN'T NOTIFIED IN OUR LAST MEETING, UH, CUZ THIS IS OUR FOURTH COMMISSION MEETING OF THE YEAR.

AND NO ONE HAS MENTIONED TO US THAT PROTOCOL WAS STATING THAT WE NEEDED TO HAVE, UH, NEW, UM, CHAIRS BY MAY 1ST.

UH, CUZ I DO AGREE THAT, UH, YOU KNOW, WE ARE BRINGING THIS ALL OUT TODAY.

AND SO SOME OF THE COMMISSIONERS ARE NOT PREPARED, UH, TO, UH, MAKE NOMINATIONS OR TO BE ABLE TO ACCEPT NOMINATIONS.

AND I THINK THAT, UM, THE PROTOCOL TIMELINE, A DEADLINE MAY 1ST.

WHY WEREN'T WE NOTIFIED ABOUT THAT? WHY DIDN'T ANYBODY TELL THIS BOARD THAT WE HAD TILL MAY 1ST? THAT'S OUR NEXT MEETING STAFF.

THERE WAS EMAILS SENT OUT.

I SENT EMAILS OUT ABOUT, ABOUT THE, UM, UM, EXPIRATION RESPONSE, YOU KNOW, AND, AND TO VOTE FOR OFFICERS TODAY AT THE, THIS MEETING.

I DID SEND EMAILS OUT NOTIFYING EVERYONE ABOUT THAT.

ALL THE COMMISSIONERS SHOULD HAVE GOT AN EMAIL FROM YOU ABOUT THAT.

UM, IF YOU DID NOT APOLOGIZE, BUT I DID SEND THAT OUT TO EVERYONE ALSO.

UM, I'M GONNA CONTACT THE CITY CLERK'S OFFICE CUZ THERE IS, UM, TRAIN TRAINING FOR NEW COMMISSIONERS THAT I'LL HAVE SET UP FOR YOU GUYS.

UH, FOR, FOR, I'VE, I'VE BEEN TO TRAINING YOU'VE BEEN TO ALREADY.

OKAY.

JUST MAKING SURE.

OKAY.

SO ARE YOU SAYING, UM, AND YOU'RE NEW, SO I AM.

I I APOLOGIZE THAT YOU HAVE TO TAKE ALL THIS.

UH, SO THE DEPARTMENT, UH, OBVIOUSLY KNEW THAT WE HAD TO MAKE A DECISION TODAY AND AN EMAIL THAT WAS SENT OUT TO US, UH, WHICH I, I DIDN'T RECEIVE IT, BUT IT'S OKAY.

UM, ARE YOU SAYING THAT WE DON'T EVEN HAVE AN EXTENSION OR WE CAN'T EVEN REQUEST AN EXTENSION CUZ YOU'RE THERE, YOU'RE HEARING THAT SOME OF THE COMMISSIONERS ARE NOT, UH, COMFORTABLE WITH VOTING FOR THAT TODAY.

WE CAN AT THE NEXT COMMISSIONER'S MEETING, UM, UM, VOTE FOR OFFICERS AT THE NEXT MEETING.

WE CAN, IT, IT IS ON THE AGENDA FOR TODAY AND WE CAN DO IT TODAY.

THERE'S, UH, SUGGESTION.

I DON'T KNOW IF THAT WAS COMMISSIONER DELGADO, IF YOU MEANT THAT AS A MOTION OR SUGGESTION.

YOU GOT A SECOND.

SO WAS THAT A MOTION TO POSTPONE? I, YES.

UM, I WOULD LIKE TO MAKE A MOTION.

COMMISSIONER DELGADO WOULD LIKE TO MAKE A MOTION TO POSTPONE DENOMINATION AND VOTING UNTIL OUR NEXT, UH, AGENDA, OUR NEXT MONTH AGENDA.

THANK YOU.

COMMISSIONER GARCIA SECONDED TO THAT.

IS THAT RIGHT? YEAH, I SECONDED.

SO IT'S BEEN MOVED, UH, NOW WE ARE MISSING A COMMISSIONER .

HELLO? WE STILL HAVE QUORUM.

YEAH, IT'S HAVE QUO QUORUM.

WE STILL HAVE QUORUM.

OKAY.

SO, UH, IT'S BEEN MOVED BY COMMISSIONER DELGADO AND SECONDED BY COMMISSIONER GARCIA THAT WE POSTPONE OFFICER ELECTIONS UNTIL NEXT MONTH.

SO IS THERE ANY FURTHER DISCUSSION ON THAT? ALL IN FAVOR? AYE.

AYE.

AYE.

AYE.

OPPOSED? I WAS THAT A, UH, COMMISSIONER WOODS? IS THAT YOUR OPPOSING OR YOU'RE EYEING YOU'RE YES.

SAYING THAT, UH, THAT WAS, I OPPOSE IF ANYONE OR IF THE NOMINEES WOULD RUN TODAY.

I'M NOT SURE IF WE WERE GETTING INTEND OF INFORMATION IN NEXT MONTH.

UM, BUT IF THEY WANNA WAIT TONIGHT, I WOULD AS WELL.

OKAY.

I WANTED TO ASK IF WE CAN OPEN A MEETING AND HOLD THE ELECTIONS IF WE DON'T

[00:45:01]

HAVE AN OFFICIAL CHAIR IN PLACE ON THE DIAS.

UM, THIS IS JUST SORT OF A ROBERTS RULES OF ORDER ISSUE THAT I'M WORRIED ABOUT THAT IF THE CHAIR'S TERM HAS EXPIRED OH, THEN WHO WILL BE CONDUCTING THE ELECTION VICE? THE, THE VICE CHAIR.

VICE.

BUT HERS IS THE VICE CHAIR'S TERM VICE EXPIRED TOO? YES.

UH, ALSO, SORRY, I'M CONFUSED.

WILL THE VICE CHAIR STILL BE IN OFFICE? UM, AND, AND I THUS ABLE TO CHAIR THE MEETING.

MY TERM EX EXPIRED AT THE END OF FEBRUARY AND I AM ABLE TO ATTEND, I THINK I CAN REMAIN ON THE COMMISSION FOR 60 DAYS WHILE THE CITY LOOKS FOR SOMEBODY TO FILL THE VACANCY UP TO APRIL 30TH.

SO COMMISSIONER, UH, CHAIR.

CAN, CAN I ADDRESS COMMISSIONER WOOD? COMMISSIONER DELGADO.

COMMISSIONER WOOD.

UM, THAT IS I THINK A, UH, A PROTOCOL QUESTION TO STAFF, BECAUSE I THINK YOU ARE RIGHT.

MM-HMM.

MM-HMM.

.

I JUST REALIZED THAT TOO, BECAUSE IF THEY BOTH VICE THE CHAIR AND VICE CHAIR'S EXPIRATION DATES.

WERE FEBRUARY, THE END OF FEBRUARY, WERE IN APRIL.

AND EVEN THOUGH THEY CAN STILL STAY IN THEIR POSITION UNTIL AUGUST THE 60 DAYS, I DON'T KNOW IF THEY CAN HOLD THE OFFICER CHAIR POSITION STILL.

SO WE, WE DO HAVE A, A, A QUESTION THAT WE NEED TO ASK STAFF.

IS HE STAFF CONFERRING ? MM.

TAKE CARE.

MR. TOVER.

YES, MA'AM.

CHAIR.

UH, I UNDERSTAND THAT BY THE CITY CLERK'S OFFICE MOVING TO THE SECOND FLOOR, THEY GOT BEHIND ON GIVING US NOTATIONS ABOUT THIS ELECTION.

, THAT'S THE WAY I, I HAVE JUST CAME OUT FROM ASKING SOMEONE SOME INFORMATION.

STAFF, EVEN THOUGH THIS IS MY LAST TERM.

I LOOK AT THE SITUATION THAT THERE IS THE ELECTION APPOINTED, LIKE ME, I WAS APPOINTED TO THIS COMMISSIONER AND VOTED FOR BY CONLEY PARK NEIGHBORHOOD ASSOCIATION.

THAT'S THE WAY MOST OF US GOT ON THIS COMMISSION.

NOW, WITH THE PROCESS OF, UH, ELECTOR ANY NEW OFFICERS, WE CAN'T ELECT NO NEW OFFICERS CHAIR OUR VICE BECAUSE THEY'VE GIVEN US UNTIL APRIL, THE MARCH THE 20, OH THIS MONTH.

APRIL THE, UH, 30TH MM-HMM.

, APRIL THE 30TH TO FILE OUR SFI.

OH, NO, THAT'S SOMETHING ELSE.

OUR FINANCIAL STATEMENTS.

THAT'S SOMETHING ELSE.

THAT'S RIGHT.

MM-HMM.

FEBRUARY, MAY.

OH, YOU HAVE TO, UH, FILE 'EM THIS BEFORE THE END OF THIS MONTH.

BY THE 1ST OF MAY.

BEFORE THE 1ST OF MAY.

MM-HMM.

.

SO THE STAFF HAVE ANY FURTHER BACKGROUND INFORMATION FOR US? YES.

UH, JAMIE MAE, HOUSING AND COMMUNITY DEVELOPMENT OFFICER.

UH, FIRST I'D LIKE TO APOLOGIZE FOR THE CONFUSION.

UH, AS UH, STAFF HAS MENTIONED, WE ARE, UH, STILL ADAPTING, GROWING INTO THESE ROLES.

UH, THE CHALLENGE, UH, WE HAVE IS, UH, UH, TAKING IN ALL THE INFORMATION FROM A FIRE HOSE AND, UH, TRYING TO, TRYING TO MANAGE THAT FLOW.

UM, THE, THAT DOES NOT EXCUSE OUR, UH, UH, OUR IGNORANCE IN, UH, THE ELECTION PROCESS, UM, AND THE NEEDS AND THE TIMING.

UM, HOWEVER, UH, WE DO HAVE SOME, SOME OPTIONS.

WE'RE NOT LOCKED INTO ANYTHING.

UM, FIRST TO THE, UH, TO THE QUESTION OF, UH, HOLDING ELECTIONS NEXT MONTH, THAT IS A VIABLE OPTION.

YOU CAN, UH, YOU CAN TABLE THIS OPTION UNTIL NEXT MONTH.

UH, THE CHAIR, THE VICE CHAIR, UH, WOULD, UH, CONTINUE TO HOLD THAT SEAT, UH, UNTIL REPLACED AT THE ELECTION.

UM, SO BASICALLY, UH, UH, CHAIR, UH, ACTING CHAIR POP WOULD, UH, SERVE, UH, OPEN THE, OPEN THE MEETING, HOLD THE ELECTIONS, AND THEN, UH, RESIGN THE GAVEL, UH, TO THE NEW NEWLY ELECTED CHAIR.

UM, IF IN THE EVENT THAT, UH, CHAIR POPS, UH, UM, TERM IS NO LONGER ELIGIBLE TO BE EXTENDED FOR THAT EXTRA 30 DAYS OR EVEN 15 DAYS, REALLY, UM, THEN WE WOULD, UH, WORK WITH THE CLERK'S OFFICE TO IDENTIFY THE NEXT ELIGIBLE INDIVIDUAL TO OPEN THE MEETING.

MORE THAN LIKELY, THAT WOULD BE THE INDIVIDUAL WITH THE, UH, LONGEST TERM, UH,

[00:50:01]

WHAT WE WOULD CALL A PROTE, UH, UH, MEMBER.

UH, SO EVEN IF YOU DO NOT VOTE TONIGHT, WE CAN VOTE NEXT WEEK, UH, NEXT MONTH TO APPOINT A CHAIR AND A VICE CHAIR.

UH, AND WE CAN WORK THROUGH THOSE PROCESSES.

WE WILL, UH, AT THAT TIME, WE CAN BRING BACK ALL THE INFORMATION THAT YOU'VE REQUESTED, INCLUDING, UH, TERM LIMITS AND, UH, PROCESSES AND INDIVIDUALIZED PROCESS FOR THE CDC AT, UM, UH, ELECTIONS.

UH, SO WE CAN HAVE ALL THAT INFORMATION READY FOR YOU.

AND AGAIN, I APOLOGIZE FOR NOT HAVING IT FOR YOU THIS EVENING.

UH, THIS WAS INFORMATION THAT CAME UP KIND OF, UH, AFTER OUR AGENDA WAS SET, UH, WE REALIZED WE NEEDED TO DO THIS.

SECONDLY, UM, OR THAT BEING SAID, I WOULD, THE REASON WHY, UH, THE CLERK'S OFFICE HAS ASKED TO HAVE THE ELECTIONS IN APRIL IS SO THAT, TO YOUR POINT, SO THAT WE CAN HAVE CHAIRS AND VICE CHAIRS IN PLACE BY MAY 1ST.

UM, THERE'S, UH, IT'S NOT A, UM, IT'S NOT A MAKE OR BREAK TYPE OF SITUATION, BUT IT HELPS TO HAVE, UH, UH, THE ELECTED CHAIR AND THE ELECTED VICE CHAIR, UH, NAMED, UH, FOR THAT FOR THE MONTH OF MAY.

UM, I'M HOPING THAT I ANSWERED SOME OF THE QUESTIONS.

MM-HMM.

COMMISSIONERS, ANY FURTHER QUESTIONS? UH, COMMISSIONER ARD? YEAH.

DO THE NOMINEES WANNA RUN? CUZ SINCE WE ONLY HAVE TWO NOMINEES, IT FEELS PRETTY STRAIGHTFORWARD JUST TO VOTE ON IT TODAY.

I THOUGHT WE ALREADY VOTED TO MOVE THIS.

VERY GOOD.

WE'RE DISCUSSING THE MOTION.

WE ACTUALLY, YES, THAT WOULD TAKE PRECEDENCE, BUT I THINK THAT THAT'S COMMISSIONER'S, UM, COMMENT ON WHERE WE STAND.

ARE THERE OTHER COMMENTS? MR. THOMPSON? I SEE YOU LOOKING LIKE YOU'RE READY TO SAY SOMETHING.

THANK YOU, CHAIR FOR READING MY FACE.

I APPRECIATE THAT.

, UH, TO THE, TO THE STAFF, THERE HAVE BEEN TIMES THAT, UM, FROM A STAFF PERSPECTIVE, WE MAY NOT HAVE BEEN AS ACCURATE AS WE LATER DISCOVERED THAT WE MIGHT NEED IT TO HAVE BEEN.

WHAT HAPPENS IF WE ARE IN ERROR MOVING FORWARD WITH THE POSTPONEMENT? WITH REGARD TO THE ELECTIONS? YES.

UM, IF FOR SOME REASON THERE'S A, UH, UH, WE CANNOT HOLD ELECTIONS IN MAY.

UM, IF FOR SOME REASON THERE, THERE IS A, UH, A COMPLICATION, UM, THE COMMUNITY DEVELOPMENT COMMISSION WILL CONTINUE.

THE COMMUNITY DEVELOPMENT COMMISSION WILL HAVE A CHAIR AND A VICE CHAIR.

UM, WE WILL HOLD THOSE ELECTIONS.

MORE THAN LIKELY IT WILL HAPPEN IN MAY.

UH, AT THE MAY MEETING, IT'S POSSIBLE, ALTHOUGH I, I ONLY RAISED HIS POSSIBILITY IN RESPONSE TO YOUR QUESTION, IT IS POSSIBLE THAT WE MIGHT NEED TO CALL A SPECIAL MEETING, UH, PRIOR TO MAY 1ST, UH, SPECIFICALLY TO ELECT A CHAIR AND A VICE CHAIR.

OKAY.

UH, HOWEVER, I WOULD NOT PUT THAT AS THE FIRST OPTION, ONLY BECAUSE CALENDARING IS IMPOSSIBLE.

MM-HMM.

.

SO, THANK YOU FOR THAT.

I JUST REALLY WANTED TO KNOW WHAT, WHAT, YOU KNOW, WHAT IF AFTER TOMORROW WE DISCOVER THAT, WHAT WE'RE DISCUSSING TODAY, CUZ WE'VE HAD THAT EXPERIENCE MM-HMM.

.

SO I, WE'VE HAD QUITE A NUMBER OF OPPORTUNITIES FOR PEOPLE TO SPEAK.

SO I'M GONNA BRING THAT FORWARD FOR A VOTE.

IT WAS MOVED IN, MOVED BY COMMISSIONER DELGADO AND SECONDED BY COMMISSIONER GARCIA THAT WE POSTPONE THE ELECTIONS.

ALL IN FAVOR? AYE.

AYE.

ANY OPPOSED? ANY ABSTENTIONS? THE EYES HAVE IT.

SO WE WILL TAKE THIS BACK UP IN MAY.

THE SAME THING.

NEXT ITEM

[4. CSBG Monthly Reporting (Angel Zambrano) ]

ON THE AGENDA IS C S B G MONTHLY REPORTING AN SANO.

SO I DON'T KNOW IF YOU CAN HEAR US, BUT WE CAN'T HEAR YOU.

CAN YOU HEAR ME NOW? BARELY.

CAN YOU HEAR ME NOW? YES.

OKAY.

I APOLOGIZE.

I'VE BEEN HAVING TECHNICAL DIFFICULTIES AND, UH, FOLKS SAID I'VE BEEN SOMEWHAT HELPFUL, BUT IT'S STILL NOT PERFECT.

I'M ON THE PHONE AT MY OFFICE, SO I WILL DO IT AS BEST I CAN TO GIVE

[00:55:01]

YOU THE REPORT.

UM, CAN YOU HEAR ME WELL ENOUGH THOUGH THROUGH THE PHONE? YES.

YES.

OKAY.

THANK YOU SO MUCH.

ALL RIGHT.

SO I'LL WAIT FOR THE, UM, I CAN'T SEE THE PRESENTATION.

IS THAT UP ON YOUR SCREEN? UH, THE BACKUP 2022 CONTRACT REPORT.

OKAY.

THERE WE GO.

MORGAN, THANK YOU FOR HAVING ME.

GOOD EVENING.

THIS IS THE COMMUNITY SERVICES BLOCK GRANT, 2022 CONTRACT, PROGRAMMATIC AND FINANCIAL REPORT.

WE'LL START WITH REMINDING ALL THE COMMISSIONERS THAT THE COMMUNITY SERVICES BLOCK GRANT POINTS OF DELIVERY OF SERVICES TO LOW INCOME TEXANS IN ALL 254 COUNTIES.

WE ARE JUST A SMALL PART OF THAT HERE IN AUSTIN.

OUR MISSION IS THE NEIGHBORHOOD SERVICES UNIT IMPROVED THE LIVES AND HEALTH OF PEOPLE EXPERIENCING POVERTY BY PROVIDING PUBLIC HEALTH AND SOCIAL SERVICES, AND CONNECTING RESIDENTS OF AUSTIN AND TRAVIS COUNTY TO COMMUNITY RESOURCES.

WE EXIST TO A VARIETY OF MEANS BASIC NEEDS SERVICES, PREVENTIVE HEALTH TO OUR PUBLIC HEALTH, NURSING SERVICES, CASE MANAGEMENT WITH OUR SOCIAL WORKERS, HELPING REENTER THE WORLD OF WORK, BE SUCCESSFUL, AND EMPLOYMENT SUPPORTS.

THE BOTTOM OF THIS PAGE SHOWS THAT WE'RE ALMOST FULLY EXPENDED OUR 2022 CONTRACT.

WE WILL CLOSE THIS CONTRACT OUT, UH, THIS MONTH AND BEGIN USING OUR FUNDING FOR 2023 NEXT MONTH.

NEXT PAGE, PLEASE.

ALL RIGHT.

LET'S KIND OF SUMMARIZE TO SOME OF OUR SERVICES FOR LAST YEAR.

I KNOW, UH, WE HAVEN'T, UH, MET OFFICIALLY IN THE LAST FEW MONTHS, BUT WE WERE ABLE TO TRANSITION 39TH, UH, INDIVIDUALS OUT OF POVERTY PROPERTY TO OUR SOCIAL SELF SUFFICIENCY CASE MANAGEMENT PROGRAM.

THAT'S A 91%, UM, SUCCESS RATE.

SO WE'RE VERY HAPPY WITH THAT.

AND IT'S BEEN VERY DIFFICULT DURING THE PANDEMIC, UH, FOR STAFF AND CLIENTS TO, UM, TO BE SUCCESSFUL OUT THERE IN THE WORLD OF WORK.

IF YOU GO DOWN TO SOME OF OUR, UM, OUTCOMES, WE WERE ABLE TO HELP A WHOLE LOT OF PEOPLE AVOID EVICTION 1062.

UH, TO BE EXACT, OUR TARGET WAS 400 LAST YEAR.

WITH THE FUNDING WE HAD.

WE RECEIVED SOME EXTRA FUNDING THROUGH THE E R A, UH, PROGRAM, UH, EMERGENCY RENTAL ASSISTANCE PROGRAM, AND WE WERE ABLE TO, UH, TO SURPASS THE GOAL OF 400 WE'RE ALSO CONTINUED TO DO A LOT OF FOOD DISTRIBUTIONS ADDRESSING FOOD INSECURITY HERE IN AUSTIN.

AS YOU CAN SEE THE NUMBERS THERE, ALMOST 34,000 PEOPLE, UH, RECEIVED AT, UH, THAT SERVICE AND PEPPER PUT IN THROUGH THIS, UH, REPORT.

WE HAVE A LOT OF FOLKS WHO RECEIVED SOME IMMUNIZATIONS FROM OUR PUBLIC HEALTH NURSES.

AGAIN, THEY WERE, UM, REASSIGNED FOR ALMOST THREE YEARS.

THEY JUST CAME BACK TO THE NEIGHBORHOOD SERVICES UNIT AT THE END OF NOVEMBER, UH, 22.

AND THEY ARE WORKING HARD TO, TO, UH, START THEIR, UH, PUBLIC HEALTH NURSING SERVICES AGAIN AT THE NEIGHBORHOOD SERVICE NEIGHBORHOOD CENTERS AT THE BOTTOM OF THE PAGE, THIS REMINDS YOU OF WHAT WE DO.

WE REOPENED TO THE PUBLIC ALMOST A YEAR AGO WHEN WE HAD BEEN CLOSED FOR ALMOST TWO YEARS IN DOING ALL VIRTUAL DRIVE UP IN CURBSIDE.

NEXT PAGE, PLEASE.

SOME SERVICES TO HIGHLIGHT.

THE FE GROUP FOR FAMILIES PROGRAM CONTINUES TO BE A STRONG COMPONENT OF OUR, UH, FOOD AND SECURITY AND OUR HOME DELIVERY PROGRAM.

I HAVE SOME REALLY GOOD NEWS WITH HOME DELIVERY.

UM, WE WILL BE ABLE TO EXPAND THAT PROGRAM, AND I'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE, UH, 2023, UH, REPORT COMING UP.

BUT AS YOU CAN SEE HERE, UH, WE SERVE A LOT OF FOLKS WHO DO A LOT OF HOME DELIVERIES IN PARTNERSHIP WITH, UH, AMAZON AND THE CENTRAL TEXAS FOOD BANK.

WE ALSO DO OUR UTILITY ASSISTANCE TO OUR AUSTIN ENERGY PLUS ONE PROGRAM.

UH, WE'RE STARTING TO EXPEND OUR QUARTER THREE FUNDING AS WE SPEAK.

STILL A LOT OF LEAVE THERE TRYING TO HELP PEOPLE KEEP THEIR LIGHTS ON.

AND NUMBER FIVE, PUBLIC HEALTH NURSING.

UH, THEY PROVIDE, UH, FREE SERVICES, UH, BLOOD PRESSURE A1C TESTING, BLOOD SUGAR READINGS, CHOLESTEROL TESTING, PREGNANCY TESTS, AND JUST GENERAL HEALTH INFORMATION AND REFERRALS, UH, TO OUR CLIENTS.

I'LL TALK A LITTLE BIT MORE ABOUT IN THE 2023 REPORT WITH SOME, UH, MORE DETAILS.

ALL RIGHT, IF YOU GUYS CAN GO TO THE, UH, 2023 CONTRACTS.

BACK UP.

ALL RIGHT.

SO WE WILL BEGIN, BEGIN EXTENDING.

UM, THE FIRST FUNDING THAT WE RECEIVED FROM THE STATE WAS $284,000

[01:00:02]

AND HUNDRED 62.

UH, WE ARE HOPING TO RECEIVE A LITTLE BIT OVER A MILLION DOLLARS OVER THIS, UM, CALENDAR YEAR.

UH, NEXT PAGE.

WE ALREADY HAVE TWO TRANSITIONS, UM, IN OUR MANAGEMENT PROGRAM FROM THE, UH, ST.

JOHN'S, UH, NEIGHBORHOOD CENTER.

UH, IF YOU GO DOWN HERE LOOKING AT NUMBER FOUR E HOUSEHOLD TOTAL EVICTION, UH, WE WERE ABLE TO HELP 15, UM, HOUSEHOLDS AVOID EVICTION IN THE LAST, UM, MONTH OR SO.

WE, WE ARE IN THE PROCESS OF GETTING MORE FUNDING, UH, TO HELP US CONTINUE TO DO THAT, DOING THAT SERVICE AND HELP PEOPLE STAY HOUSED.

UM, FOOD DISTRIBUTION PROGRAM FIVE JK THIS YEAR.

SO FAR, ALMOST 14,000 PEOPLE HAVE SERVED THROUGH OUR FRESH FOODS.

OUR HOME PROGRAM, OUR SHOP FOR EMERGENCY CLOTHING ASSISTANCE, TRANSPORTATION.

WHAT PASSES? UM, UTILITY PAYMENTS.

18 PEOPLE SERVED SO FAR.

WE GO TO THE NEXT PAGE.

COUPLE OF, UH, HIGHLIGHTS ON THIS PAGE FROM DELIVERY PROGRAM.

EXCUSE ME, SIR, I'M HAVING A HARD TIME HEARING YOU.

IT, I THINK YOUR HAND IS OVER THE PHONE.

I'M HAVING A HARD TIME HEARING YOU.

WELL, I HAVE, I DON'T, DOES IT WORK WITHOUT MY HAND? CUZ I HAVE THE OTHER SPEAKER AS WELL.

IT'S JUST, I'M TRYING TO IS IT BETTER NOW? THAT SOUNDS A LOT BETTER.

OKAY.

SO MAYBE THE OTHER SPEAKER ISN'T WORKING.

LET ME THINK THAT OUT.

ALL RIGHT.

I DIDN'T WANT ANY ECHO.

SO THANK YOU FOR SPEAKING UP.

ALL RIGHT.

THE HOME DELIVERY PROGRAM IN MARCH, 2000 198, HOUSEHOLD TOTAL OF 6,500 INDIVIDUALS HAD FOOD BOXES DELIVERED TO THEIR DOORSTEP.

AND THE BRIGHT SPOT RIGHT NOW IS THAT WE'RE WORKING CLOSELY WITH THE CENTRAL TEXAS FOOD BANK ON SUPPLEMENTING THE FOOD BOXES WITH FRESH NON-REFRIGERATED PRODUCE.

SO PEOPLE HAVE BEEN ASKING ABOUT THIS, WHETHER IT'S OTHER AGENCIES OR CLIENTS, OUR STAFF, IF THAT WAS EVER GONNA BE A POSSIBILITY.

WE'VE BEEN WORKING WITH THE FOOD BANK AND HOPEFULLY WE WILL BE ABLE TO DO THAT.

IT WOULD BE A 10 POUND, UH, BAG OF, UM, FRESH NON-REFRIGERATED PRODUCE LIKE POTATOES, CARROTS, ONIONS, CABBAGE, EGGPLANTS, OR APPLES.

I THINK IT'S A GREAT ADDITION TO OUR SELF SHELF STABLE FOODS, WHICH IS MORE STAPLES AND CANNED GOODS.

THAT'S SOME MORE TO COME ON THAT THEY'RE WORKING ON A LOT OF LOGISTICS AND IT'S COMPLICATED.

UH, NUMBER FIVE IS THE OTHER HIGHLIGHT.

UM, IT'S NOT ON THIS REPORT, UH, BUT OUR NURSES HAVE BEEN REALLY BUSY STANDING UP, UH, HUBS AS THEY'RE CALLED.

AND THEY HOST FREE HEALTH SCREENINGS AT OUR NEIGHBORHOOD CENTERS, UH, AT LEAST ONCE A WEEK WHERE, UH, THEY PROVIDE ALL THESE SERVICES, UH, FREE OF CHARGE TO OUR CLIENTS.

UM, THEY'VE ONLY BEEN BACK A COUPLE OF MONTHS.

THEY'RE ALSO STARTING UP, UH, CASE MANAGEMENT, DIABETES CASE MANAGEMENT PROGRAM.

SO WE WILL BE ABLE TO WORK WITH FOLKS AND FOLLOW 'EM ON A LONGER TERM BASIS INSTEAD OF THE WORKING WITH THEM.

ONCE DOING A WARM HAND OFF TO A DIFFERENT AGENCY, WE WILL ACTUALLY HAVE THE CAPACITY TO PROVIDE CASE MANAGEMENT, UH, FOR FOLKS WHO ARE, ARE DEALING AND STRUGGLING WITH DIABETES.

SO HOPEFULLY THERE'LL BE A LOT MORE GOOD INFORMATION TO COME IN THE FUTURE ON THAT PROGRAM.

AND THAT IS THE END OF MY, UH, MY REPORT.

AGAIN, I APOLOGIZE FOR THE, UH, TECHNICAL DIFFICULTIES, UM, AND ME KIND OF RUSHING THROUGH IT CUZ KIND OF THREW ME OFF A LITTLE BIT.

BUT THANK YOU FOR LISTENING.

THANK YOU.

ARE THERE QUESTIONS OR COMMENTS ABOUT MR. SOPRANO'S PRESENTATION? MOVE ON TO THE NEXT ITEM.

OH, VICE CHAIR.

CAN I, SO I'M SORRY.

UH, THIS IS, YES.

UH, COMMISSIONER SLOAN.

COMMISSIONER SLOAN.

I WAS A LITTLE SLOW ON THE TRIGGER.

UH, ANHILL, THANK YOU SO MUCH.

UM, I, MAYBE I'M MISSING AGAIN IN THE PACKET, BUT I DIDN'T SEE YOUR FIRST REPORT IN OUR PACKET.

WOULD LOVE TO GET THAT FROM YOU, UH, IF, WHEN YOU AND STAFF HAVE A CHANCE.

AND THEN I HAD TWO QUESTIONS FOR YOU.

UM, I'LL TRY TO MAKE THEM BRIEF.

ONE IS, WITH THE COVID SNAP BENEFITS AT THE FEDERAL LEVEL EXPIRING, ARE WE SEEING, UM, ARE YOU SEEING YET THE LEVEL OF INTEREST IN THE, THE FRESH FOOD AND, UM, OTHER FOOD SECURITY PROGRAMS INCREASING WITH FOLKS ROLLING OFF OF SNAP AND OR NOT BEING ELIGIBLE ANYMORE? AND THEN TWO, CAN WE GET A LINK TO THE CALENDAR FOR THE HUBS WHERE THE NURSES ARE DOING THEIR POPUPS? OH, FOR SURE.

THANK YOU COMMISSIONER FOR YOUR COMPLIMENTS.

AND UH, NUMBER ONE, I JUST

[01:05:01]

BE ANECDOTAL, UH, RIGHT NOW I COULD GET SOME DATA FOR YOU, BUT I THINK WE ARE SEEING AN INCREASE, UH, IN FOOD INSECURITY FOR SURE.

A LOT OF FOLKS COMING OUT.

UH, AS YOU CAN TELL, OUR HOME DELIVERY PROGRAM HAS GROWN IMMENSELY OVER THE LAST, UH, YEAR, YEAR AND A HALF.

I THINK WE STARTED OUT WITH 10 DELIVERIES A DAY.

WE'RE UP TO 600 A MONTH, UM, OUT OF ROSEWOOD.

SO YES, THERE IS MORE, UM, MORE DEMAND FOR, FOR FOOD, ESPECIALLY FRESH PRODUCE AND, UM, MORE OF THE PERISHABLE GOODS.

BUT DEFINITELY THERE IS A DEMAND.

AND NUMBER TWO, I WILL DEFINITELY EMAIL ALL OF THE COMMISSIONERS THROUGH THE BC EMAIL ARE, UH, FLYER.

WE UPDATE IT MONTHLY AND IT'LL TELL YOU EXACTLY WHERE THE HUBS ARE AND WHAT THE NURSES ARE DOING.

THANK YOU SO MUCH, COMMISSIONER.

THANKS ON HAND.

COMMISSIONER BROWN.

UH, IT'S COMMISSIONER BROWN.

I KNOW I'M NEW TO THE COMMISSION, BUT I WAS JUST CURIOUS, UM, HOW LONG IS THIS GRANT FOR OR IN, UH, DO WE NEED TO REAPPLY? AND HOW OFTEN IS THAT? DOES THAT TAKE PLACE IF THERE IS A NEED? YES.

GOOD QUESTION.

COMMISSIONER BROWN AND, UH, NICE TO MEET YOU.

I DON'T THINK I'VE SEEN YOU BEFORE.

UM, THIS IS THE CSP G GRANT.

THIS GRANT HAS BEEN COMING TO THE CITY OF AUSTIN, I BELIEVE SINCE 1974.

UM, THERE IS NO APPLICATION PROCESS.

IT JUST, UH, KEEPS COMING EVERY YEAR THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.

UM, IT STARTED A LONG TIME AGO AND UM, I HOPE THAT WE CONTINUE TO RECEIVE IT.

UM, DEPENDS ON THE PRESIDENT AND THE CONGRESS AND WHAT THEY WANNA DO WITH THE FUNDING, BUT IT'S BEEN PRETTY CONSISTENT SINCE 1974.

THANK YOU.

COMMISSIONER DELGADO ON HILL.

NICE TO SEE YOU.

THANK YOU FOR THAT REPORT.

UM, I DID HAVE A COUPLE QUESTIONS.

SO, UM, HOUSEHOLD HOUSEHOLDS WHO AVOIDED EVICTION TARGET 400 ACHIEVE 15.

SO IS THAT YOUR TARGETING 400 RESIDENTS AND THEN YOU ONLY ASSISTED OR HELP NOT GET EVICTED 15? THAT'S AN ONGOING MEASURE FOR THIS YEAR.

WE WERE JUST CLOSING OUT, WE EXTENDED OUR 2022, UM, FUNDING.

SO THAT IS JUST THE NUMBERS FROM THIS PAST MONTH.

SO THAT NUMBER WILL CONTINUE TO BE ADDED TO BY THE END OF THE YEAR.

WE SHOULD HAVE 400 AT LEAST IF WE GET ADDITIONAL FUNDING, WE MIGHT ALSO BE ABLE TO HELP A LOT MORE THAN THAT.

UM, CAN YOU, CAN YOU GIVE ME ANY INFORMATION TO HOW UM, THESE PEOPLE ARE RECEIVING RENTAL ASSISTANCE? ARE YOU ALL, UM, ALLOWING, LIKE CALLING, HAVING THEM CALL IN, THEY DO LIKE AN ASSESSMENT OVER THE PHONE.

ARE YOU JUST TARGETING YOUR CASE MANAGEMENT, UM, CLIENTS? COULD YOU KIND OF EXPLAIN TO THE BOARD OF HOW YOU ARE WHEN IT COMES TO THE RENTAL ASSISTANCE? I JUST WANNA SEE, UH, YES, WHERE THAT INFORMATION IS.

YEAH.

OR OR HOW THEY'RE EVEN GETTING ASSISTANCE.

YEAH, THAT INFORMATION IS ON THE WEBSITE FOR THE NEIGHBORHOOD SERVICES UNIT.

UH, AN A P H UH, PEOPLE CAN ALSO CALL IN.

A LOT OF PEOPLE DO JUST KNOW THAT WE, WE OFFER THIS SERVICE.

UM, AS FUNDS ARE AVAILABLE.

IF WE DON'T HAVE ANY FUNDING, WE REFER TO OTHER AGENCIES THAT ARE OFFERING RENTAL ASSISTANCE AT THE TIME.

UH, IT'S UP TO THE INDIVIDUAL HOW THEY WANT TO DO IT.

WE'RE VERY FLEXIBLE WITH COVID.

WE'RE ABLE TO DO A LOT OF IT VIRTUALLY OR ONLINE OR ON THE PHONE.

BUT PEOPLE CAN COME IN, THEY CAN DROP OFF THEIR PAPERWORK, THEY CAN DO IT ONLINE.

UM, THEY CAN SEND THINGS ONLINE OR SCAN THINGS FOR US.

THEY CAN GO TO A DIFFERENT NEIGHBORHOOD CENTER IF THEY CAN'T GET TO THE ONE THAT THEY'RE ACTUALLY WORKING, UH, WITH.

SO THAT A VARIETY OF, OF WAYS THAT PEOPLE CAN ACCESS, UH, THE APPLICATION AND GET THROUGH THE SCREENING PROCESS.

SO DID YOU SEE ELIGIBILITY? THE TERMINATION? OKAY.

OKAY, GOOD.

UM, THANK YOU FOR THAT CUZ I, MY CONSTITUENTS HAVE BEEN ASKING, ASKING AND I, I DIDN'T KNOW IF YOU ALL ARE, YOU KNOW, DOING, UM, YOU KNOW, PR ABOUT THIS.

UM, YOU KNOW, I DON'T, I DON'T SEE SIGNS OR, YOU KNOW, I DON'T, I DON'T SEE ANYTHING SEEING RENTAL ASSISTANCE, UH, WITH THE NEIGHBORHOOD HOUSING, UM, RECS, I MEAN, UM, CENTERS.

I DON'T SEE THAT.

SO THAT'S WHY I'M, I'M TRYING TO FIGURE OUT HOW DO PEOPLE GONNA KNOW THAT YOUR, YOUR CENTERS ARE PROVIDING THIS SERVICE.

BUT YOU JUST SAID THEY HAVE TO GET ONLINE.

UH, THEY HAVE TO GET ONTO THE WEBSITE TO SEE RIGHT.

AND THEN THEY'LL BE ABLE TO WALK THEM THROUGH OF HOW THEY CAN, UH, QUALIFY OR BE ELIGIBLE, CORRECT.

OH,

[01:10:01]

EXACTLY.

OKAY.

EXACTLY.

ANOTHER THING IS, HOW MUCH MONEY DO WE HAVE FOR RENTAL ASSISTANCE RIGHT NOW? ARE YOU ABLE TO PROVIDE THOSE NUMBERS? UH, AND YOU, I JUST MENTIONED, YOU JUST MENTIONED THAT THERE'S ALSO AN EXTENSION.

UM, SO, UH, YES.

DO WE HAVE THOSE NUMBERS? RIGHT NOW WE DON'T HAVE RENTAL ASSISTANCE.

UM, WE JUST RAN OUT AT THE END OF MARCH.

SO WE'RE WAITING FOR A CONTRACT TO GO THROUGH, UH, WITH, UM, CATHOLIC CHARITIES OF CENTRAL TEXAS, WHO IS OUR FISCAL AGENT.

AND WE WILL BE GETTING MORE FUNDING IN THE NEAR FUTURE.

WE'RE ALSO WORKING WITH HOUSING AND PLANNING AND THEY MIGHT HAVE MORE EMERGENCY RENTAL ASSISTANCE FUNDS THROUGH THE AMERICAN RESCUE ACT PLAN OR ARPA.

UM, SO WHEN THOSE FUNDS COME IN, WE'LL BE ABLE TO, UM, KEEP HELPING PEOPLE.

SO CURRENTLY RIGHT NOW, RIGHT NOW WE ARE OUT.

WE DON'T, WE'RE OUT OF FUNDING FOR RENTAL ASSISTANCE.

YES.

THANK YOU.

CORRECT.

THANK YOU.

OTHER QUESTIONS? THANK YOU ANKI.

NEXT ITEM ON

[5. Presentation on the Equitable Transit-Oriented Development (ETOD) planning process (Shanisha Johnson and Lucy Hall, HPD Staff) ]

OUR AGENDA IS A PRESENTATION ON THE EQUITABLE TRANSIT.

TODD DEVELOPMENTS.

WE HAVE TWO STAFF HERE, SHISHA JOHNSON AND LUCY HALL.

GOOD EVENING HALL.

I'LL WAIT FOR THE PRESENTATION.

MY NAME IS SHISHA JOHNSON.

I'M A SENIOR PLANNER IN THE INCLUSIVE PLANNING DIVISION, UM, AT THE HOUSING AND PLANNING DEPARTMENT OF,
