THIS PLAN HAS OVER 150 MILLION OF NEW CONSTRUCTION PROPOSED VERSUS VERY, VERY LITTLE FOR THE ACTUAL ECOLOGY OF THE CROWN JEWEL OF AUSTIN'S PARK PARK SYSTEM. THERE'S ACTUALLY 93 ACRES OF ECOLOGICAL UPLIFT THAT ARE BEING ADDED TO PARK BY TAKING AWAY SURFACE PARKING AND ALSO REMOVING PARKING FROM THE POLO FIELDS AND THE BUTLER LANDFILL. AND PRETTY MUCH EVERYBODY AGREES THOSE ARE GREAT THINGS. UM, IT ALSO PROPOSES A NEW WELCOME CENTER THAT IS NOT A BRAND NEW CONCRETE BUILDING. IT'S JUST REPURPOSING THE, UH, EXISTING CARETAKERS COTTAGE AND HOPEFULLY THE QUONSET HUT AREA. AND THAT COULD BE A LOVELY OUTDOOR EDUCATION OPPORTUNITY FOR THE VISITORS OF THE PARK TO LEARN ABOUT THE ENVIRONMENT, THE THREATS TO IT, AND HOW WE, PARDON ME, THE TIME HAS EXPIRED. OH, I'M SORRY. QUESTIONS ASKING HOW WELL ZER PARK IS MEETING PEOPLE'S NEEDS AND WHY PEOPLE DON'T VISIT OR ASKED AMONG OTHERS. HIGHLIGHTING THE CHALLENGES THAT WERE TO BECOME CENTRAL TO THE RECOMMENDATIONS PRESENTED IN THE DRAFT. NATURAL AREAS AND TRAILS ARE SOME OF THE CURRENT ELEMENTS OF THE PARK THAT MEET PEOPLE'S NEEDS. BUT PARKING ISSUES, CROWDING ISSUES, AND ACCESS WERE INDICATED AS PROBLEMS TO SOLVE FOR. OTHER ISSUES ARE EVIDENT AS ONE WALKS AROUND THE PARK, SOME OF WHICH ARE PICTURED HERE, LIKE AREAS THAT SEE INTENSE STORM AND EROSION PROBLEMS AND INACCESSIBLE AREAS ALONG THE CREEK. NEXT SLIDE. THERE HAVE BEEN VISION PLANS DONE FOR DISCREET ELEMENTS OF, UH, AND FACILITIES IN ZILKER PARK, SUCH AS THE NATURE AND SCIENCE CENTER, BARTON SPRINGS POOL, AND THE SUNKEN GARDENS. BUT THIS IS THE FIRST COMPREHENSIVE PLAN DONE FOR ZILKER PARK AS A WHOLE. IT IS IMPORTANT TO UNDERSTAND WHAT THIS VISION PLAN IS INTENDED TO BE. IT WILL OUTLINE THE LONG TERM, DECADES LONG VISION PRINCIPLES, GOALS, AND STRATEGIES FOR ENHANCEMENT MANAGEMENT AND OPERATIONS AT THE PARK. THE VISION PLAN DOES NOT SERVE AS DETAILED DESIGNER CONSTRUCTION PLANS, PLANS FOR DAY-TO-DAY PARK MANAGEMENT AND MAINTENANCE, NOR DETAILED BUDGETING FIRM PARK ENHANCEMENTS. THIS IS HELPFUL TO KEEP IN MIND AS WE GO THROUGH THE RECOMMENDATIONS IN THE DRAFT PLAN. NEXT SLIDE. THE ZILKER METROPOLITAN VISION PLAN'S MAIN OBJECTIVE IS TO PROVIDE A VISIONARY FRAMEWORK TO DIRECT THE PRESERVATION FUTURE IMPROVEMENTS IN CARE OF ZILKER PARK. ZILKER PARK NEEDS A VISION TO MAKE SURE IT IS VIABLE AND ACCESSIBLE FOR GENERATIONS TO COME. IT INVOLVES IDENTIFYING THE NEED FOR RECREATIONAL AMENITIES, RECOMMENDING IMPROVEMENTS TO THE PARKS, CURRENT FACILITIES AND PROGRAMS, AND PUTTING AN EMPHASIS ON PRESERVING THE HISTORIC CULTURAL AND ECOLOGICAL CHARACTERISTICS. SUSTAINABILITY, ACCESSIBILITY, EQUITY, NATURE, AND ECOLOGY AND HISTORY AND CULTURE ARE THE FIVE GUIDING PRINCIPLES FOR THE GOALS. THE BEGINNING OF OUR PLANNING PROCESS INCLUDED ESTABLISHING THESE GUIDING PRINCIPLES AND GOALS IN PULLING FURTHER RECOMMENDATIONS AND CONTEXT FROM AFFILIATED CITY ADOPTED PLANS SUCH AS THE URBAN DESIGN GUIDELINES, CLIMATE EQUITY PLAN, THE LONG RANGE PLAN, THE WORKING GROUP REPORT, AND MANY MORE. NEXT SLIDE. ALTHOUGH THE URBAN DESIGN GUIDELINES ARE CURRENTLY UNDER REVIEW FOR BEING UPDATED, OUR TEAM WANTS TO POINT OUT THE ZER PARK VISION PLAN. TONIGHT'S HEARING IS ONE TOUCHPOINT IN THE FINAL STAGES OF THE PROJECT WITH OTHER FORTHCOMING BOARDS AND COMMISSIONS HEARINGS. UM, OUR NEXT STEP IS PARKS BOARD, NOT PLANNING COMMISSION, AS I HEARD, UM, STATED EARLIER AND WILL CONCLUDE WITH CONSIDERATION OF ADOPTION BY CITY COUNCIL LATER [00:50:01] THIS SPRING, EARLY SUMMER. NEXT SLIDE. THE CITY USES THE INTERNATIONAL ASSOCIATION OF PUBLIC PARTICIPATION SPECTRUM OF PARTICIPATION AS THE GUIDE TO FORMING COMMUNITY ENGAGEMENT STRATEGY. THE DRAFT PLAN WAS RELEASED ON NOVEMBER 15TH, 2022. THE PLANNING TEAM HELD A VIRTUAL MEETING ON WEDNESDAY, DECEMBER 7TH, AND AN OPEN HOUSE ON SATURDAY DECEMBER 10TH. THERE WERE 148 VIRTUAL MEETING PARTICIPANTS AND 130 OPEN HOUSE ATTENDEES AT THE OPEN HOUSE. THERE WAS REPRESENTATION FROM ALL 10 COUNCIL DISTRICTS WITH ABOUT A QUARTER OF ATTENDEES FROM DISTRICT FIVE. ALMOST 300 WRITTEN COMMENTS WERE RECEIVED AT THE OPEN HOUSE AND ALL WERE DIGITALLY DOCUMENTED THROUGHOUT THE MONTHS OF DECEMBER AND JANUARY FOR THAT. FOR THE FINAL COMMUNITY SURVEY NUMBER SIX, THERE WERE NEARLY 27,000 VIEWS AT THE DOCUMENT WITH ALMOST 3000 PARTICIPANTS. AMONG THE PARTICIPANTS, 2300 PEOPLE LEFT COMMENTS AND ABOUT 30% OF THE COMMENTS ARE FROM THE ZIP CODES, 7, 8, 7 0 4, AND 45, WHICH ARE THE AREAS CLOSEST TO THE BARK. THE TEAM ALSO RELEASED A SEVEN MINUTE VIDEO TO EXPLAIN THE PLAN IDEAS AND RECOMMENDATIONS WITH MORE THAN 6,800 VIEWS. NEXT SLIDE. FOLLOWING THE FINAL PHASE OF COMMUNITY OUTREACH IN NOVEMBER AND DECEMBER, THE PLANNING TEAM WAS WORKING THROUGHOUT THE MONTH OF JAN IN PART LEADERSHIP GUIDANCE. THIS SLIDE HIGHLIGHTS A FEW OF THOSE UPDATES, UH, INCLUDING MOVING THE SPORTS AREA AND REDUCING ITS FOOTPRINT, LEAVING DISC GOLF AND ITS CURRENT CONFIGURATION AND THE INCLUSION OF A DISC GOLF WARMUP AREA. THE ROWING DOCK WILL REMAIN IN ITS CURRENT LOCATION, AND ON THE SOUTH SIDE, THE SIZE OF THE PLAY SKATES WAS REDUCED TO KEEP THE MONKEY TREE LAWN SIZE INTACT. NEXT SLIDE. TONIGHT'S PRESENTATION HIGHLIGHTS SOME OF THE RECOMMENDATIONS IN THE PLAN. FIRST, THE EXTERNAL SHUTTLE, AS SHOWN ON THIS SLIDE, IS CRITICAL TO SUPPORT THE ANTICIPATED INCREASE IN ZILKER VISITORSHIP AS THE CITY'S POPULATION GROWS IN THE FUTURE. THE TWO PROPOSED LINES WILL CONNECT THE PARK TO TRANSPORTATION HUBS AND EXTERNAL PARKING GARAGES, LIKE ONE TEXAS CENTER, REPUBLIC SQUARE AND CITY HALL. A SHUTTLE WAS PILOTED LAST SUMMER WITH AROUND 500 RIDER GETTING FREE LIFTS FROM THE GARAGE AT ONE TEXAS CENTER TO ZILKER. AND THE PLAN IS TO DO THAT AGAIN THIS SUMMER. NEXT SLIDE. REGARDING VEHICULAR CIRCULATION, THE PLAN RECOMMENDS HOLDING THE NUMBER OF PARKING SPACES WITHIN THE PARK AS THERE ARE TODAY, BUT BY CONCENTRATING PARKING AND GARAGES, IMPERVIOUS COVERS REDUCED FROM 36 ACRES TO 27 ACRES. ADDITIONALLY, THERE WILL BE AN INTERNAL SHUTTLE CIRCULATOR AS SEEN IN THE ORANGE LINE, AN EXPANSION OF THE ZILKER EAGLE TRAIN ROUTE TO THE NORTH AS SEEN IN TEAL COLOR TO SERVE AS BOTH A RECREATION ELEMENT AND A WAY TO GET AROUND THE PARK. OTHER RECOMMENDATIONS IN THE PLAN SERVE AS A COMPREHENSIVE PLA WAY TO ADDRESS ACCESS AND MOBILITY WITHIN THE PARK, INCLUDING, UM, HIGHLIGHTING SHARED PARKING SOLUTIONS, CAPITALIZING ON PARKING GARAGE INVESTMENTS ADJACENT TO THE PARK LIKE THE NEW DOHERTY ART CENTER AND PEDESTRIAN BRIDGES FROM THE NORTH AND EAST INTO THE PARK FOR EASIER, SAFER ACCESS. NEXT LINE. TODAY, BARTON SPRINGS ROAD DIVIDES THE PARK AND PRESENTS CHALLENGES TO SAFETY AND ACCESS TO ALL PORTS OF THE PARK. THERE IS SUPPORT FOR SLOWING VEHICLES AS THEY TRAVEL THROUGH THE PARK. THE AUSTIN AMERICAN STATESMAN REPORTED ON JANUARY 12TH, 2023 THAT IN 2022, AUSTIN BROKE ITS TRAFFIC DEATH TOLL RECORD THAT WAS UPSET ONLY A YEAR EARLIER. IN FACT, THERE WAS A PEDESTRIAN DEATH DUE TO A VEHICULAR ACCIDENT THAT HAPPENED ON BARTON SPRINGS ROAD AND AZ MORTON. IN 2022, THE PLAINTIFF PLANNING TEAM WORKED WITH THE TRANSPORTATION DEPARTMENT ON WAYS TO SLOW SPEEDS AND PROMOTE PARK CONNECTIVITY. THIS CONFIGURATION IS SHOWN HERE, ONE LANE IN EACH DIRECTION WITH PROTECTED BIKE LANESS AND PARALLEL PARKING WITH SHARED USE PATHS ON EACH SIDE IS BEING CONSIDERED, BUT ONLY AFTER A TRAFFIC STUDY AND PILOT PROGRAM IS CONDUCTED AND PROVES TO BE SAFE AND BENEFICIAL. THIS CONFIGURATION WORKS WITHIN THE EXISTING PAVEMENT SECTION OF BARTON SPRINGS ROAD AND DOES NOT INCREASE IMPERVIOUS COVER. NEXT SLIDE. AND THAT WAS SOMETHING THAT WE REFERENCED DURING THIS PROCESS AT THE VERY BEGINNING TO MAKE SURE THAT ANY RECOMMENDATIONS THAT HAD NOT YET BEEN COMPLETED BY PART IN THE CITY IN THE PARK MOVED FORWARD INTO THIS PLAN. SO ACCESSIBILITY WAS A, WAS A KEY FOCUS. IN FACT, WE HAD AN ACCESSIBILITY SUB-CONSULTANT ON OUR TEAM. THANK YOU. AND IF ANYBODY'S FAMILIAR WITH THE UT WE HAD PLANNED LONG AGO, MAYBE 30 YEARS, MAYBE 10 YEARS BEFORE I EVEN BUILT THAT PARKING GARAGE TO KIND OF GET THE TRAFFIC OFF THE CAMPUS. AND IF YOU'VE TRAVELED ON THE CAMPUS AND LOOKED AT THE SPEEDWAY, LOOKED AT SANTO, WE'VE PUT ALL THE CARS IN THE PARKING GARAGE. THERE ARE NO PARKING LOTS ON THE CAMPUS ANYMORE, WHICH HAS, WHICH HAS OPENED UP SPACE FOR NEW BUILDINGS, NEW AREAS WHERE PEOPLE CAN CONGREGATE. SO THAT'S A REAL SUCCESS WITH THE PALMER EVENT CENTER. AND IF IT'S DONE RIGHT, SATELLITE PARKING GARAGES, AND I'VE MENTIONED THIS TO THE CITY OF BOSTON BEFORE, WE NEED TO LOOK AT AN IDEA OF SATELLITE PARKING GARAGE WITHIN THE WHOLE CITY WHERE THE CARS, THE CARS CAN BE PARKED ON THE OUT OUTSKIRTS, AND THEN THE PEOPLE CAN BE SHOVELLED IN OR THEY CAN WALK A LITTLE BIT CLOSER. UM, THERE'S SOME PARKING UNDERNEATH MOPAC, UH, SOUTH OF BARTON SPRINGS ROAD. SO KIND OF ON THAT WESTERN EDGE. AND THEN WE COUNT FOR APPROXIMATELY 300 SPACES ALONG BARTON SPRINGS ROAD WITH THAT PARALLEL PARKING. AND HOW MANY LEVELS ARE THESE GARAGES? THEY VARY. UM, I THINK THE UNDERGROUND PARKING GARAGE IS TWO STORIES. IT HAS A LARGER FOOTPRINT. UM, THE ONE UNDER MOPAC, I BELIEVE IS THREE. AND I BELIEVE AZ MORTON IS TWO. I'M GOING OFF THE TOP OF MY HEAD. OKAY. UM, I, I WILL SAY I FEEL LIKE, WELL, A COUPLE THINGS. THE, THE ONE THAT'S IN THE CENTER OF THE PARK, IF I'M READING IT RIGHT, THE, THE WAY TO GET TO THE GARAGE IS YOU HAVE TO REALLY KIND OF DRIVE AROUND A LARGE PIECE OF THE PARK TO ENTER IT. YOU CAN'T ENTER DIRECTLY FROM BARTON SPRINGS, IS THAT CORRECT? NO, YOU WOULD ENTER OFF BARTON SPRINGS ROAD. OKAY. IT'S REALLY UNCLEAR THEN IN THIS PRESENTATION OF HOW, HOW YOU DO THAT. AND SO I WOULD, I, I WOULD CAUTION AGAINST THAT LOCATION. SECONDLY, UH, BRINGING THAT MUCH TRAFFIC ONTO THAT ROAD, THAT IS A SINGLE LANE IN EACH DIRECTION. GOING TO A NEIGHBORHOOD SEEMS VERY PROBLEMATIC TO ME. I UNDERSTAND THE ADJACENCY TO THE MOFF, BUT YOU'RE GONNA CREATE A LOT OF TRAFFIC JAMS ON THAT ROAD. UM, AND SO I FEEL LIKE THAT'S JUST, THAT'S ANOTHER ISSUE WITH THAT GARAGE. AND I WOULD, I WOULD SUGGEST LOOKING AT ANOTHER LOCATION, UH, FOR THAT GARAGE. UM, AND, AND AGAIN, UH, I ALSO NEVER SUGGEST ABOVE GRADE PARKING GARAGES, BUT IT REALLY CONCERNS ME GOING BELOW GRADE IN, IN THIS LOCATION, SO CLOSE TO THE SPRINGS. UM, AND I HOPE THAT THERE IS SOME SORT OF ENVIRONMENTAL CONSULTANT THAT'S GONNA BE BE BEFORE ANY SHOVEL HITS THE GROUND IS GONNA BE LOOKING AT THIS AND DOING SOME STUDIES OF WHAT IMPACT THIS IS GONNA HAVE. YES, ABSOLUTELY. A ANY OF THESE PROJECTS MOVING FORWARD HAVE AN ENVIRONMENTAL ASSESSMENT, UM, JUST AS PART OF THE DESIGN PROCESS IN ADDITION TO OTHER COMMUNITY OUTREACH. UM, SPEAKING ABOUT THE PROXIMITY TO THE CREEK, BASED ON THE, THE BASE INFORMATION THAT WE HAVE, THE GIS MAPPING THAT WE HAVE, ALL OF OUR FOOTPRINTS ARE OUTSIDE OF CRITICAL WATER QUALITY, UH, ZONES, ENVIRONMENTAL BUFFERS, CRITICAL ENVIRONMENTAL FEATURE BUFFERS. CORRECT. WE WOULD BE RELOCATING THE IDEA OF THE HILLSIDE THEATER TO THE NEW LOCATION AT THE NORTH SIDE OF THE LAND BRIDGE. UM, THE REASON BEING, AND WE TALKED WITH CITY DEPARTMENTS WITH, UM, THE STAKEHOLDERS WHO RUN THE PRODUCTIONS, UM, THAT WHERE THEY ARE TODAY, THEY CAN'T GET ANY BIGGER. AND WITH THE PRODUCTIONS AND THE AUDIENCES THAT THEY WISH TO REACH, THEY WOULD LIKE TO GROW THE SIZE. UM, IN ADDITION, THE ELECTRIC NEEDS, WHICH FOR, UH, UH, THEATER PRODUCTION IS VERY IMPORTANT. THEY CANNOT GET ANY MORE ELECTRICITY, UM, TO THAT SITE. AND THE ACCESSIBILITY FROM THE LIGHTING AT NIGHT, IF YOU'RE WALKING THERE AND HAVE ANY KIND OF MOBILITY IMPAIRMENT, IT'S VERY, VERY DIFFICULT TO GET DOWN INTO THAT AREA. SO IS THE LAND BRIDGE GOING TO BE ACCESSIBLE? ADA ACCESSIBLE? YES. OKAY. UM, WE, UH, CHAIR WEAVER TALKED ABOUT IMPERVIOUS COVER, AND I'M GLAD SHE SHE DID. WHAT WE HAVE SEEN, UM, WITH MANY OF THE PARK VISITS WE HAVE MADE, UM, WE HAD LOOKED AT SOME DRONE FOOTAGE, WAS THAT WHEN LOOKING AT THE WHOLE PARK, WE NOTICED THAT THERE WAS A LOT OF VEHICLES KIND OF REALLY BEING INTRUSIVE INTO THE PARK. AND WE THOUGHT, WELL, IF WE CAN TAKE PORTIONS OF COLUMBUS, ANDREW ZER AND LOU NAF, AND PRIORITIZE THOSE FOR BIKES AND PADS, IT TAKES AWAY THAT THAT VEHICLE CONGESTION AND TRAVEL POINTS THROUGH THE PARK. UM, WE, WE KNOW WE CAN'T DO ANYTHING WITH BARTON SPRINGS ROAD. UM, AND WE KNOW THAT STRATFORD WAS EVEN A ROAD THAT GOES BEHIND, UH, THE [01:20:01] BOTANICAL GARDENS, AND WE RELOCATED THAT ALONG MOPAC SO THAT THE VEHICLE WASN'T SO INTRUSIVE IN THE PARK ANY LONGER. SO WHAT WE THOUGHT WAS, IF WE CAN REMOVE THE VEHICLE FROM PROTRUDING IN THE PARK SO MUCH, WE COULD THEN RECLAIM THOSE FOR BIKE AND PED, UH, PRIORITIES. UH, BECAUSE WE KNEW THAT THAT WAS SOMETHING THAT WAS LACKING IN THE PARK, WHICH WAS CONNECTIVITY. AND WE ALSO HEARD FROM THE COMMUNITY THAT THEY WANTED TO HAVE MORE OF THE GREEN SPACE BACK, WHICH IS WHY WE WERE REMOVING THE SURE. THE PARKING LOTS. SO, UH, UM, AND, AND I THINK THAT'S GOOD INTENTION. WHAT I'M SAYING IS YOU CAN DO THAT BY GETTING RID OF THE ROAD AND DOING A TRUE BIKE AND PEDESTRIAN PATH. SO, SO IN THE VISION PLAN, IT MIGHT BE HELPFUL FOR YOU TO SEE THAT THIS ROAD, WE WOULD SUGGEST THAT THIS ROAD, UH, BE CONVERTED TO A TRAIL WITH PERMEABLE BEACHES. THAT'S THE WAY IT'S SHOWN. I, I'M SEEING A, A SORT OF TRANSLUCENT GRAY AREA, LIKE IT'S A TRAIL, BUT IN FACT, IT'S STILL GONNA BE THE SAME ROAD THAT'S THERE TODAY. AND TO BE YEAH. TO MAKE SURE IT'S CLEARER ON WHATEVER WE SUGGEST THAT THAT IS CRYSTAL CLEAR. RIGHT. LIKE IT'S SORT OF EMBEDDED INTO THAT BRIDGE, AND YOU'RE GONNA HAVE A LOT OF CIRCULATION OF PEOPLE COMING AROUND THAT THEATER THERE, THERE'S JUST AN AWKWARDNESS TO IT. SO I WOULD, UM, I WOULD RECOMMEND THAT YOU REEVALUATE THE LOCATION OF THAT THEATER. I MEAN, I APPRECIATE THAT AT, AT THE VERY LEAST, IT'S, IT'S TUCKED IN, LIKE IT'S NOT IN THE MIDDLE OF THE GREAT LAWN, BUT, YOU KNOW, IF, IF THERE'S ANOTHER LOCATION THAT, THAT CAN CONSERVE IT, UM, THE GROWTH THAT IT NEEDS, I WOULD SUGGEST LOOKING AT THAT, CUZ IT, IT JUST FEELS VERY AWKWARD IN, IN THAT LOCATION THAT IT'S SHOWN. HOW DOES THE AMBULANCE GET TO ME? SO IF, IF BY LEAVING THIS A LARGER AREA, BUT MAKING IT, I AGREE MORE PERMEABLE, THERE ARE WAYS THAT THE, THE FIRE DEPARTMENT THAT EMS ALLOWS FOR THAT TO OCCUR. UM, I JUST THINK HIGHLIGHTING SOME OF SOME OF THOSE CONCERNS AS WELL THAT PEOPLE MIGHT HAVE OF SAFETY IN THE PARK AND HOW THAT'S ACCESSED. SURE. AND SAFETY AND SERVICE VEHICLES, MAINTENANCE VEHICLES WOULD STILL BE ABLE TO GO ON THAT ROAD, EVEN THOUGH IT'S MOSTLY FOR PEDESTRIANS AND BIKES. HOWEVER, TO COMMISSIONER CAROL'S POINT, THAT CAN BE DONE WITH REINFORCED TURF WITH, UH, REINFORCED DECOMPOSED GRANITE. SO THERE'S WAYS TO DO THAT, UM, EVEN WITH THE APPEARANCE OF HAVING CONTINUOUS GRASS AS LONG AS THOSE LANES ARE DEFINED. SO A A VEHICLE WOULD KNOW WHERE TO GO IF THEY HAD TO. OKAY. UM, I DID WANNA ASK. THERE WAS COMMENTS ABOUT THE SHUTTLE, UM, THAT COME, GOES FROM ONE TEXAS CENTER, AND WE TALKED A LOT ABOUT EQUITY AND INCLUSION IN THE PARK. UM, I WAS A FREQUENT USER OF THE SHUTTLE LAST SUMMER, UM, AND IT REQUIRES A CELL PHONE. UM, SO WHEN YOU PARK AT ONE TEXAS CENTER, THEY SHOVEL YOU. THEIR, THE SHUTTLES WERE WAITING THERE FOR US. THEY TOOK US TO THE PARK AND THE ANSWER WAS JUST, HERE'S MY PHONE. THE WHOEVER WAS DRIVING THE SHUTTLE THAT DAY SAID, HERE'S MY PHONE NUMBER. JUST TEXT ME WHEN YOU WANNA BE PICKED UP. I KNOW THAT THAT'S REQUIRED, UH, THAT REQUIREMENT IS PART OF SUB CHAPTER E AND SUB CHAPTER E STATES THAT YOU NEED TO HAVE A SHADED SIDEWALK FROM THE RIGHT OF WAY TO YOUR BUILDING. BUT BECAUSE THIS IS A PARK, YOU'RE NOT ALWAYS GOING TO A BUILDING. SO I THINK SHOWING SOME MORE IMAGERY OF WHAT THE VISION FOR THAT IS AND INCLUDING THAT IN SOME OF THE, THE RENDERINGS THAT ARE SHOWN, UM, AS WHAT, AS TO WHAT THOSE PARKING GARAGES ABOVE AND UNDERGROUND WOULD LOOK LIKE. UM, I WOULD LIKE TO SECOND COMMISSIONER CAROL'S POINT ABOUT THE LAND BRIDGE. I, YOU KNOW, PLAYING PACMAN ACROSS, UH, BARTON SPRINGS ROAD IS, NO ONE SHOULD HAVE TO DO THAT. I KNOW PRODUCTIONS ARE PRIMARILY DONE AT NIGHT. PEOPLE GET THERE BEFORE THAT. UM, AND IT'S A FAR MORE EXPOSED LOCATION HERE THAN IT IS DOWN AND BY THE POOL. SO JUST, IS THERE SOMETHING WE CAN DO TO LOOK AT THAT? RIGHT. WE LOOKED AT TWO DIFFERENT LOCATIONS FOR THE ALTERNATIVE THEATER. UM, ACTUALLY THREE, ONE OF THEM TO REMAIN IN HIS EXISTING LOCATION, ONE AT THE NORTH SIDE OF THE LAND BRIDGE, AND THEN THE SECOND OVER BY MOPAC IN THE CURRENT LANDFILL AREA. UM, THAT LOCATION, UM, ALTHOUGH ACCESSIBLE WOULD PROVE TO BE TOO NOISY, AND THERE WAS JUST TOO MANY DOWNSIDES TO THAT LOCATION. AND SO WE SETTLED ON THE LOCATION AT THE NORTH END OF THE LAND BRIDGE. UM, WE, KNOWING THAT THE, THE PRODUCTIONS ARE USUALLY AT NIGHT, UM, WEREN'T AS CONCERNED ABOUT THE SUN AND, AND THAT AS YOU WOULD, UM, ANOTHER KIND OF A STAGE OR A BALL FIELD FOR INSTANCE. UM, AND SO IS THERE A PLAN IN WHICH, AND I'VE NEVER BEEN TO THE, THE, ONCE THERE'S THE BIG EVENT LIKE A C L FEST OR SOMETHING LIKE THAT, UM, I AM UNAWARE OF WHAT'S HAPPENED ON THE OTHER SIDE, BUT FROM WHAT I UNDERSTAND, IT'S THE BRIDGE IS A VERY DIFFICULT PLACE TO NAVIGATE, SO I STAY AWAY. UM, SO ON THE SOUTH SIDE OF BARTON SPRINGS, UM, I'M NOT SURE CURRENTLY THAT'S OPEN DURING BIG EVENTS LIKE ACL FEST, UM, BUT IS THERE A PLAN IN WHICH PEOPLE CAN STILL USE THAT PARK, UM, WHILE THERE'S BIG EVENTS HAPPENING [01:45:01] ON THE NORTH SIDE? YEAH, SO I THINK FOR OUR VISION PLAN, IT WAS TO LOOK AT HOW WOULD THEY PARK COULD BE RESTORED AND ENHANCED AND, YOU KNOW, WHERE THINGS NEEDED TO SHIFT. IF, IF THAT WAS SOMETHING THAT WAS, YOU KNOW, COMING OUT OF THE, THE COMMUNITY MEETINGS. UM, I THINK WHEN IT COMES TO THE PARK MOVING FORWARD WITH THESE TRADITIONAL EVENTS THAT YOU SEE IN THE PARK TODAY, TRAIL LIGHTS, KITE FESTIVAL, ACL, ET CETERA MM-HMM. , UM, I THINK THAT ONCE THE PLAN STARTS TO BE IMPLEMENTED, I THINK THE DEPARTMENT'S GONNA HAVE TO CONNECT TO THOSE EVENT ORGANIZERS THAT HAVE, YOU KNOW, PUTTING ON THESE, THESE EVENTS FOR, FOR GENERATIONS. SO I THINK THERE'S GONNA HAVE TO BE COORDINATION IN THIS PLANNING PROCESS. WE DIDN'T SIT DOWN WITH THOSE EVENT ORGANIZERS TO HAGGLE DOWN LIKE, THIS IS, THIS IS GONNA STAY CLOSED, THIS IS GONNA BE OPEN. WHAT WE WERE SHOWING THEM WAS SAYING, HERE'S WHAT, YOU KNOW, WE'RE HEARING AND, AND THIS IS WHAT WE'RE LOOKING AT AT PROPOSING FOR THE PLAN. I THINK THEY'RE GONNA HAVE TO RETHINK HOW THEY PUT ON THEIR EVENTS IN THIS PARK BECAUSE THERE WAS CERTAIN EFFORTS, UM, AND INPUT THAT WERE PROVIDED FOR FOLKS THAT WANTED TO HAVE THE SOUTH SIDE, THE PORTION OF THE PARK SOUTH OF THE POOL ALONG AZZIE MORTON MM-HMM. AVAILABLE AND ACCESSIBLE WHILE CERTAIN EVENT'S GOING ON. AND SO WE TRIED TO ACCOMMODATE THAT, AND THAT'S WHY THAT SOUTH SIDE INCORPORATES THINGS THAT ARE VERY NEIGHBORHOOD ORIENTED, BECAUSE WE HAD STARTED TO HEAR THAT, SO WE TRIED TO RESPOND TO THAT. OKAY. BUT, UM, I DON'T KNOW IF THAT ANSWERS YOUR QUESTION. YEAH. UM, AND IT'S TAKEN INTO CONSIDERATION A LOT OF DIVERSE FEEDBACK AND IDEAS. UM, THAT BEING SAID, UM, I DO, UH, AGREE WITH THE THOUGHTS THAT WERE SHARED ABOUT, UM, THE PARKING STRUCTURES IN SENSITIVE AREAS, THE MOST SENSITIVE AREAS. UM, WHERE I THINK IT'S INTERESTING IS THAT YOU ARE, UH, RECLAIMING, UH, AREA THAT WAS POTENTIALLY USED, UH, AS A LANDFILL IN THE PAST. AND I THINK THAT'S ADMIRABLE AND MAYBE POTENTIALLY REFOCUSING SOME OF THE ENERGY OF RECLAIMING THE SURFACE PARKING LOTS. CONSOLIDATING THAT INTO PARKING STRUCTURES IN THOSE AREAS, UM, WOULD KIND OF ACCOMPLISH BOTH, RIGHT? YOU'RE REMEDIATING AN AREA THAT WAS A LANDFILL, UM, AND REPURPOSING IT, REDUCING THAT SURFACE PARKING. UM, I THINK, UH, AS FAR AS VISION IS CONCERNED, I LOVE THE IDEA THAT YOU'VE ALREADY PILOTED, UM, THE SHUTTLE PROGRAM AND GETTING PEOPLE, UH, FROM AREAS OUTSIDE OF THE PARK INTO THE PARK. I THINK THAT THAT IS PARTIALLY AN ISSUE OF CULTURE. I THINK CULTURALLY IN AUSTIN, UM, WE EXPECT TO BE ABLE TO PARK, UH, RIGHT IN FRONT OF EVERYTHING. UM, AND, YOU KNOW, TAKING ACCESSIBILITY INTO CONSIDERATION, OBVIOUSLY, UM, WE WANNA ACCOMMODATE FOR THAT, BUT I THINK WE'RE GOING TO HAVE TO SHIFT CULTURALLY AS A CITY AND UNDERSTAND THAT, UM, WE'RE, WE'RE NOT GONNA BE ABLE TO DRIVE EVERYWHERE. UM, AND SO I THINK FURTHER PROMOTION OF THE SHUTTLE PROGRAM, UM, IS, IS A KEY PIECE OF THIS. UH, I THINK THE LAND BRIDGE FALLS INTO THAT AS WELL. UM, YOU TALKED A LITTLE BIT ABOUT THE, UH, THE TRAIN POTENTIALLY BEING USED AS A MEANS FOR, FOR SHUTTLING FOLKS AROUND. UM, I THINK TOO, PART OF THE, THE THOUGHT, UM, I DON'T DRIVE, SO FULL DISCLOSURE, I DON'T HAVE A CAR. I'M NOT LIKE PRO CAR BY ANY MEANS, BUT, UM, I KNOW THAT FOR MY FRIENDS THAT DO DRIVE THERE, UH, THEY'RE OFTEN IDLING THEIR CAR LOOKING FOR PARKING. SO I THINK THE, THE PARKING STRUCTURE MITIGATES THAT TO AN EXTENT. UM, I THINK AS FAR AS THE SURFACE PARKING LOTS ARE CONCERNED, YOU KNOW, I MEAN, PEOPLE ARE PARKING THEIR CARS THAT ARE LEAKING OIL ALL OVER THAT PARK. UM, SO, YOU KNOW, I [01:50:01] I THINK THAT THE PARKING GARAGE IS POTENTIALLY CONSERVED AS A WAY TO CAPTURE, UM, SOME OF THAT, UH, DAMAGE THAT'S BEEN DONE ENVIRONMENTALLY. SO I DO THINK THAT THERE ARE PROS TO IT. UM, UH, THAT BEING SAID, UM, I, I WOULD LIKE TO, UH, ALSO, UH, ADVOCATE FOR, UH, I, I THINK, CORRECT ME IF I'M WRONG, BUT YOU SAID THE, THE BUTLER SHORES, UH, FIELD WOULD BE CONSOLIDATED INTO A NEW AREA POTENTIALLY. DID I HEAR THAT THE, THE GREAT LAWN, OR NO, THE, UM, THE, UH, THE AREA THAT'S, I BELIEVE IT'S THE CITY LAND. IT WAS WHERE THEY WERE PROPOSING A SOCCER STADIUM AT ONE POINT. IT'S WHERE THE, THE BALL FIELDS ARE. OH, THE THE SPORTS AREA. YEAH, THE SPORTS AREA. THE WEST SIDE. YES. YEAH, WE, WE RECONFIGURED A LITTLE BIT AND TRIED TO SQUEEZE DOWN SO IT DIDN'T TAKE UP AS MUCH AREA AND KEPT THE DIS GOLF IN PLACE. OKAY. GOT IT. BECAUSE I THINK, UM, YOU KNOW, AS FAR AS LIKE A PROPOSED SOLUTION FOR, UH, THE HILLSIDE THEATER, I THINK IF YOU TRIED TO TAKE IT OUT OF THE PARK, YOU WOULD HAVE PEOPLE THAT ARE UPSET ABOUT THAT BECAUSE OF THE TRADITION, WHICH I UNDERSTAND. UM, I THINK THERE'S OBVIOUSLY A NEED FOR SOME, UM, NEWER, UPDATED FACILITIES. UM, SO, YOU KNOW, I DON'T KNOW IF THERE'S A COMPROMISE, YOU KNOW, SOMEWHERE WITHIN THE CITY WHERE, UM, WE COULD LOOK AT, UM, HAVING MORE SYNERGY WITH THE DOHERTY ARTS CENTER AREA OR WITH THOSE, UH, FIELDS, UM, YOU KNOW, TO KIND OF CREATE MORE OF AN ARTS DISTRICT OR A PERFORMING ARTS DISTRICT WITH THE ZACK THEATER, ALL OF THAT, THAT KIND OF PUT IT CLOSER TOGETHER, UM, AND THEN POTENTIALLY UTILIZE, UM, THE SAFETY AND INFRASTRUCTURE, UH, OF THE DOHERTY, UM, YOU KNOW, AS KIND OF A WAY TO CONSOLIDATE. UM, SO I THINK ALL IN ALL, I MEAN, I, I KNOW THAT YOU'RE KIND OF STUCK BETWEEN IRAQ AND A HARD PLACE WITH, WITH A LOT OF THIS, UM, BECAUSE WE ARE A GROWING CITY AND WE DO WANT TO, UM, YOU KNOW, CREATE A, A CITY FOR THE ENTIRE PARK AND NOT JUST FOR THOSE THAT LIVE CLOSEST BY, UM, YOU KNOW, SO THAT BEING SAID, I THINK YOU ALL ARE ON THE RIGHT TRACK, BUT THERE ARE DEFINITELY SOME VALID POINTS THAT HAVE BEEN MADE TODAY, UH, THAT, UH, THAT I WOULD SUPPORT AS WELL, UM, TO MAKE IT EVEN BETTER. UH, YEAH, , WE SHOULD ACTUALLY, WE SHOULD ACTUALLY CALL 'EM PARTYING FACILITIES BECAUSE THE PARKING GARAGES, THE REMOTE PARKING GARAGES PROVIDE AN EXCELLENT SPACE TO HAVE OTHER SERVICES LIKE RESTROOMS, MAYBE COFFEE SHOPS, MAYBE FOOD SERVICES, MAYBE BIKE PARKING. I MEAN, THEY'RE NOT JUST TO STORE CARS IN. SO, YOU KNOW, WE'RE GONNA HAVE TO HAVE THOSE THROUGHOUT THE PARK. AND THIS IS A GREAT PLACE TO HAVE THAT INFRASTRUCTURE WHERE WE CAN ADD THOSE ITEMS WHERE WE DON'T HAVE TO BUILD SEPARATE, UH, SEPARATE STRUCTURES LIKE RESTROOMS, ESPECIALLY, I MEAN, CAN YOU IMAGINE BRINGING YOUR, YOUR KIDS, UH, OVER THERE AND HAVING TO GO TO THE RESTROOM WHEN YOU GET TO THE PARK AND YOU'RE LOOKING AROUND AT WHERE THEY ARE? WELL, THIS WOULD BE A GREAT PLACE WHEN YOU PARK YOUR CAR. YOU KNEW THAT YOU COULD MAYBE GET SOME SNACKS THERE. YOU COULD USE THE RESTROOM THERE, YOU COULD PARK YOUR BIKE THERE, MAYBE EVEN HAVE SHOWERS. SO IT'S MORE THAN A PARKING GARAGE. IT'S ACTUALLY A PARKING FACILITY. THAT'S IT. THANK YOU, CHAIR. UM, AND SINCE WE KNOW THIS IS A WATER RECHARGE ZONE, I THINK IT'S PRETTY SAFE TO STAY SUBTERRANEAN WOOD, UH, LIKELY RUN INTO, UM, A WATER PUMP SYSTEM. UM, I ALSO AM A LITTLE BIT CONCERNED ABOUT IN PAGES [01:55:01] 2 0 9 TO TWO 11 A DRAFT, UH, PLAN, THE ORGANIZATIONAL PARTNERSHIP. UM, SO WE HAVE PARKS AT THE TOP, ZILKER PARK UMBRELLA ORGANIZATION, AND THEN BELOW THAT, ZILKER ORGANIZATION'S EVENT PRODUCERS AND VENDORS. AND I THINK, YOU KNOW, YOU GUYS HAVE ALREADY STARTED THE DRAFT VISION PLAN. I THINK THIS IS A GREAT TIME, AGAIN, TO ENGAGE A P THREE ADVISOR. THIS IS A BUSINESS, LIKE THESE ARE SIGNIFICANT BUSINESSES. THIS, THIS CONSTRUCTION PROCESS, UM, 150 MILLION. THAT'S, THAT'S, YOU KNOW, IF WE WERE TALKING ABOUT A BUILDING, THERE WOULD CERTAINLY BE A P THREE ADVISOR ADVISING THE CITY ON THIS. AND THE SIZE OF THIS PROJECT IS, IS SIGNIFICANT. SO I WOULD JUST ENCOURAGE THAT. I THINK IT COULD HELP KIND OF CLARIFY SOME OF THE ONGOING OPERATIONAL THINGS AND AVOID A SITUATION LIKE WATERLOO GREENWAY, WHERE IT DOESN'T FEEL LIKE IT'S NECESSARILY AS MUCH AS A PARK FOR THE PEOPLE. I THINK IT COULD REALLY HELP BRING, UM, THE PROJECT UP TO ITS HIGHEST AND BEST USE, UM, AND, AND REALLY ALLOW PARKS TO DO WHAT PARKS DOES FAST, UM, WHICH IS OPERATE OUR PARKS. AND I THINK THE, AND, AND BECAUSE OF THAT, WELL, I, I APPRECIATE THE PLAN'S ATTEMPT AT CONNECTIVITY. YOU'RE ADDING TWO MORE BRIDGES ACROSS THAT WATER. ONE OF 'EM IS, APPEARS TO, TO SERVE THE PARKING GARAGE. AND I JUST THINK WE NEED TO BE CAREFUL. I MEAN, WE NEED CONNECTIVITY OBVIOUSLY, BECAUSE THAT'S PART OF THE PARK, BUT WE REALLY NEED TO BE CAREFUL ABOUT ADDING MORE BRIDGES ACROSS THERE BECAUSE IT'S NOT JUST IMPACTS OF CONSTRUCTION, IT'S IMPACTS OF THE PEOPLE AND EVERYTHING ELSE THAT WILL CONGREGATE IN AND AROUND THAT BRIDGE AND THE IMPACTS THEY HAVE ON, ON THOSE SPRINGS. AND SO I WOULD JUST CAUTION ABOUT HOW MANY BRIDGES YOU ADD AND, AND WHERE THEY'RE LOCATED. AND, AND TO ME, AGAIN, IF, IF WE CAN RELOCATE THIS PARKING GARAGE AND GET RID OF THAT BRIDGE, YOU KNOW, IT COULD KIND OF SOLVE TWO ISSUES THERE. AND, AND I DO SEE YOU'RE RELOCATING THE EXISTING PEDESTRIAN BRIDGE, AND, AND I SEE WHY YOU'RE KIND OF ALIGNING IT WITH THE EXISTING PARK SPACE, UM, CLOSER TO TOWN LAKE. AND SO THAT, THAT MAKES SENSE TO ME. UM, BUT YEAH, I JUST WANTED TO BRING UP THAT POINT BECAUSE I, I'M JUST REALLY CONCERNED ABOUT THE IMPACTS ON THE SPRINGS THAT, THAT SOME OF THIS COULD HAVE. AND DEPENDING ON, UM, THE DESIGN, THE FINAL DESIGN OF THE BARTON SPRINGS ROAD BRIDGE, THAT THAT'S AN ONGOING PROCESS RIGHT NOW. UM, THAT BRIDGE THAT YOU'RE TALKING ABOUT MAY NOT BE NEEDED. SO WE DON'T WANNA HAVE TOO MANY CONNECTIONS, BUT THAT ONE IS AN, AN IMPORTANT CONNECTION CURRENTLY WITH THE EXISTING CONFIGURATION BECAUSE OF THE LIMITED WAYS TO GET ACROSS THE CREEK WITHOUT HAVING TO PAY TO GET INTO THE POOL TO CROSS. AND SO THAT, TO THE EXTENT TO WHICH THAT COULD GO AWAY, WOULD BE A, A POSITIVE. THE OTHER THING THAT THAT CONCERNED ME WAS THE, UH, HILLSIDE, UH, UH, THEATER FIRST. AND, UH, I JUST, I JUST CAN'T HELP BUT THINK THAT 5,000 SEAT THEATER WOULD HAVE AN IMPACT ON, ON, UH, ON THE GREAT LAWN.
