SO THIS HERE IS JUST, UH, SHOWING OUR, UM, BALLOT LANGUAGE FOR THE PROPOSITION F OF THE 2018 BOND, UM, WITH SOME REFERENCES TO THE SPECIFIC, UM, MORE GRANULAR INFORMATION WITH THE CONTRACT, WHICH THE, WITH THE VOTERS THAT JUST PROVIDES A LITTLE BIT MORE DETAIL, UM, THAN THE BALLOT LANGUAGE ABOUT WHAT WAS IN THE PROGRAM.

PLEASE.

UH, AT THE, UH, END OF, UH, QUARTER TWO IN FY 23, UH, WE'RE LOOKING AT THE ACTUALS BEING, UM, AT 12.9 MILLION ENCUMBERED OUT OF THE TOTAL AMOUNT, 16 MILLION THAT VOTERS HAVE AUTHORIZED.

UH, THEY'VE SPENT A LITTLE UNDER 2 MILLION.

UM, AND SO WE'VE

GOT A BIT OF WAYS TO SPEND THE DOLLARS, BUT YOU'LL HEAR THE UPDATE ON THE ACTUAL CONSTRUCTION PROGRESS.

UM, AND THIS JUST LEAVES US ABOUT 1.3 MILLION AVAILABLE.

THIS GRAPH HERE, UM, REPRESENTS ACTUAL SPENDING IN THE BLUE LINE AND PROJECTED SPENDING OUT WITH THE YELLOW LINE AS OF THE FY 23 BUDGET TIME FRAME.

UM, THE OTHER LINES HERE REPRESENT PREVIOUS ESTIMATES OF THAT PROJECTED SPENDING.

SINCE THIS IS A PROPOSITION WITH A SINGULAR PROJECT, YOU CAN SEE THAT IT'S JUST KIND OF BEEN PUSHED OUT BASED ON THE REALITY OF WHEN THE PROJECT HAS, UM, IS STARTING CONSTRUCTION.

UM, AND YOU'LL HEAR MORE ABOUT WHEN THAT PROJECT IS, IS EXPECTED TO BE COMPLETE.

UH, I WILL JUST GIVE YOU A SHORT BACKGROUND ON THE PROJECT.

UM, AT THE DO SPRINGS NEIGHBORHOOD, AUSTIN PUBLIC HEALTH PROVIDED, UH, SERVICES TRADITIONALLY IN, UM, COLLABORATION WITH, UH, PARKS AND RECS FROM THE EXISTING, UH, REC CENTER.

UH, BUT ABOUT 10 YEARS AGO WHEN WE HAD THOSE LARGE FLOODS IN, UH, 2013 AND 14, UH, WE REALLY DISCOVERED THAT WE HAVE TO HAVE A MUCH STRONGER PRESENCE THERE WITH THE EXPANDED FULL SERVICES THAT WE OFFER.

UH, WE ALSO CALCULATED THAT IT TAKES THE RESIDENTS OF DOVE SPRINGS ABOUT AN HOUR OF A BUS DRIVE TO OUR CLOSEST NEIGHBORHOOD CENTER.

SO THAT WAS ONE OF OUR, UH, REASONS FOR ASKING FOR THIS PROJECT TO BE PUT ON BOND.

AND, UH, WE'RE VERY FORTUNATE TO RECEIVE ALL THE FUNDING.

UH, I'LL, UH, UH, JUST GIVE YOU A, A CERTAIN RUNDOWN ON, UH, SERVICES THAT WILL BE OFFERED.

BUT ON THE NEXT SLIDE, YOU CAN SEE WHERE THE, UH, FACILITY IS LOCATED.

IT'S RIGHT NEXT TO THE GEORGE MO MORALES, UH, DUFF SPRINGS REC CENTER.

AND IT, IT'S RIGHT ACROSS THE STREET FROM, UH, WIDEN ELEMENTARY SCHOOL IN MEN MENDEZ, UH, MIDDLE SCHOOL.

SO IT WILL BE A GREAT SYNERGY WITH THESE FACILITIES, UH, TO, UH, OFFER ALL THESE PUBLIC HEALTH SERVICES TO THE NEIGHBORHOOD.

UH, IN TERMS OF THE ACTUAL SERVICES THAT WE OFFER, WE WILL HAVE A FULL SERVICE NEIGHBORHOOD CENTER.

UH, WE WILL PROVIDE, UM, BASIC NEEDS SERVICES.

THAT'S, UH, OUR FOOD PANTRY, CLOSET, CLOSET, UH, CLOTHES CLOSET, UH, VARIOUS APPLICATION ASSISTANCE FOR JOB APPLICATIONS, RESUMES, SO FORTH.

UH, WE WILL HAVE PUBLIC HEALTH, NURSING AND HEALTH SCREENING.

WE ALSO HAVE A VARIETY OF SOCIAL SERVICES, SOCIAL WORK SERVICES, AND THEN SEASONAL SERVICES THAT WE OFFER.

UH, WE WILL ALSO HAVE A FULL, UH, WOMEN INFR CHILDREN, UH, WIC CENTER WITH COUNSELING SERVICES FOR, UM, YOUNG MOMS AND THEN OUR IMMUNIZATION CLINICS THAT WILL OFFER, UH, VACCINATIONS BOTH FOR ADULTS AND, UH, CHILDREN.

AND FINALLY, WE WILL HAVE A HIGH QUALITY CHILDCARE CENTER THAT WILL SERVE UP TO 75, UH, CHILDREN ON THAT LOCATION.

AND THAT'S ONE OF THE THINGS THAT, UH, NEIGHBORHOODS STRONGLY ADVOCATED FOR.

AND WE WERE REALLY FORTUNATE TO BE ABLE TO CREATE INTO THE A PROJECT.

UH, THE FACILITY WILL HAVE, UM, MULTIPURPOSE SPACES, AND THEN WE WILL ALSO, UH, MAKE SOME IMPROVEMENTS IN THE NEIGHBORHOOD, UH, MEAN ADDING, UH, TRAILS, UH, ADDING LIGHTS TO THE EXISTING SOCCER FIELDS SO THAT, UH, THIS PROPERTY AND, AND, AND THIS, UH, FACILITIES WHILE CONNECTED TO THE EXISTING REC CENTER.

UH, SO FAR, UH, WE'VE, UH, INVOLVED COMMUNITY AND EVERY STEP OF THE PROGRESS OF THE PROCESS.

UH, WE'RE VERY FORTUNATE TO HAVE A VERY ACTIVE COMMUNITY THERE.

UH, WE FORMED, UH, EARLY ON A TASK FORCE WITH THE COMMUNITY LEADERS THAT PROVIDED INPUT ON ALL THEIR NEEDS.

UH, THEY ALSO CONTRIBUTED IT TO THE ACTUAL DESIGN OF THE FACILITY BY CHOOSING THE COLORS, THE TYPE OF SPACES THEY WILL NEED.

UM, WE WERE VERY FORTUNATE, UH, EVEN DURING COVID TO BE ABLE TO STAY CONNECTED TO OUR COMMUNITY AND TO OFFER, UH, UH, VARIOUS WAYS FOR THEM TO PROVIDE INPUT.

SO WE HAD, UH, IN-PERSON MEETINGS, ONLINE MEETINGS, WE HAD A, UH, A SURVEY THAT WENT TO THE COMMUNITY, UH, THAT ASKED A BUNCH OF QUESTIONS THAT THAT HELPED US DESIGN THE FACILITY.

UH, WE ALSO HAD, UM, MORE RECENTLY LAST YEAR, UH, DURING THE, UM, UH, GEORGE MORALES REC CENTER DEDICATION, WE PRESENTED OUR, UH, PROJECT.

AND NOW WHEN THE CONSTRUCTION PROJECT STARTED, UH, WE HAVE A MONTHLY, UH, NEWSLETTER THAT GOES TO ALL THE, UH, COMMUNITY PARTNERS AND THE NEIGHBORHOOD, SO THEY KNOW EXACTLY WHAT'S GOING ON AND, UH, WHAT TO EXPECT.

UH, ON THE NEXT SLIDE YOU CAN SEE, UH, ALL THE TASK FORCE MEMBERS.

I WON'T GO THROUGH EVERY INDIVIDUALLY, BUT YOU CAN SEE THAT PRETTY MUCH EVERYBODY IN THE COMMUNITY WAS REPRESENTED AND THEY'RE STILL, UM, VERY ACTIVE IN, IN HELPING US, UH, DEAL WITH ISSUES.

UH, IF, IF WE NEED TO NOTIFY NEIGHBORHOOD, WE HAVE NEIGHBORHOOD LEADERS THAT HELP US WITH THAT.

UH, IF THERE ARE LIKE SOME MAYBE, UH, COMPLAINTS, WE CAN ADDRESS THEM TOGETHER.

UM, SO THAT PROJECT CAN MOVE ALONG.

UH, SO FAR, UM, YOU CAN SEE WHAT WE'VE COMPLETED.

UH, UH, PRETTY MUCH WE COMPLETED EVERYTHING BUT ACTUAL CONSTRUCTION, UM, THAT, UH, STARTED, UH, WE, UH, EXPECT TO BE COMPLETED IN SUMMER OF 24 NEXT YEAR.

UM, WE KIND OF TAKE A GREAT PRIDE AND WE WERE ABLE TO MAKE THESE TRIES DURING COVID WHERE, UH, EVERYTHING WAS SLOWED DOWN WHERE EVERYTHING, UH, WAS THREE TIMES THE COST.

THAT WAS BEFORE WHEN WE BUDGETED ALL THIS.

SO WE WERE ABLE TO, UH, GET, UM, ALL THE COMPONENTS OF THE FACILITIES ON THE PROJECT, UH, WITH, UH, NEIGHBORHOODS, UM, CONTRIBUTIONS AND PARTICIPATION AND ALL DURING VERY, UH, CHALLENGE CHALLENGING YEARS.

SO, UH, UM, YOU CAN SEE IN THE NEXT SLIDE WE HAD A GROUNDBREAKING CEREMONY, UH, LAST YEAR, I BELIEVE IT WAS IN NOVEMBER.

UM, AND, UH, WITH THAT I WILL TURN PRESENTATION TO OUR PROJECT MANAGER KALPANA, WHO WILL JUST KIND OF GO THROUGH SOME DETAILS OF THE CURRENT PROJECT, UH, AND WHAT TO EXPECT.

UM, SO, UM, THE SITE WE HAVE IS USED TO BE PARKLAND.

AND, YOU KNOW, WE WENT THROUGH THE CHAPTER 26 PROCESS TO USE PART OF THAT PARKLAND.

AND WE HAD NO SURVEY WHEN, AND WHEN WE DID THE SURVEY, THAT RED LINE THAT YOU SEE, WHICH IS THE EXISTING ELECTRICAL DUCT BANK, WHICH FEEDS THE REC CENTER, YOU KNOW, SOUTH OF IT, I MEAN EAST OF IT.

SO, UM, WE HAD, AND WE HAD MANY CONSTRAINTS, WHICH WERE PUT BY THE CHAPTER 26 PROCESSES TO HOW MUCH WE CAN BUILD.

AND THEN THE WAY THE SOCCER FIELDS ARE SHOWN IN THE SLIDE, IT'S, SORRY, IT'S UH, IN, UM, FI IT WAS IN 500 YEAR FLOOD PLANE, BUT THEN THE FLOOD PLANES WERE REVISED.

AND SO THAT WAS LIKE A HUNDRED YEAR FLOOD PLANE.

AND SO WE WERE TOLD, I MEAN, WE WERE NOT GOING TO BUILD ON THAT SIDE.

AND SO THAT'S WHY I'M SHOWING THAT WE HAVE SO MANY CONSTRAINTS TO PLACE THE, THE HEALTH FACILITY.

SO AT THAT TIME, WE FOUND OUT ONLY WHEN THE ELECTRICAL APPLICATION, ELECTRICAL SERVICE APPLICATION WAS MADE, AND THEY SAID, OH, YOU HAVE THIS DUCT BANK HERE AND THAT, SO WE HAD NO CHOICE BUT TO REROUTE THAT.

AND THAT'S WHAT IT'S SHOWN IN BLUE.

IT'S REROUTING, IT'S THE ELECTRICAL BANK.

AND I'M GOING THROUGH ALL THIS BECAUSE THAT HAS AFFECTED TO SOME DEGREE COST AND SCHEDULE.

BUT NOW WE ARE WORKING WITH AUSTIN ENERGY FOR REROUTE OF THIS DUCK BANK.

AND IF THEY, YOU KNOW, WE, THE CONTRACTOR HAS ALREADY DONE THE NEW DUCK BANK AND NOW AUSTIN ENERGY HAS TO COME OUT AND, UH, REDO THE WIRING SO THAT THE RED ONE CAN BE VACATED.

SO WE ARE ASSUMING OUR WHOLE SCHEDULE IS BASED ON THAT.

AND WE ARE VERY HOPEFUL THAT AUSTIN ENERGY WILL BE ABLE TO HELP US OUT WITH THAT SCHEDULE, BECAUSE UNTIL WE DO THAT, WE CAN'T REALLY DO THE, THE FOUNDATION.

BUT OTHERWISE YOU CAN SEE ON THE LEFT SIDE WHERE THE RED LINE IS GOING.

IT'S THE HEALTH FACILITY, WHICH IS A TWO-STORY BUILDING.

AND ON THE RIGHT SIDE IS THE DAYCARE CENTER, WHICH HAS THREE PLAY AREAS ON EACH SIDE.

SO IT'S VERY TIGHTLY PACKED FACILITY.

SO, AND CONSTRUCTION.

SO THE, WE HAVE A, A NEW TRAIL THAT WE HAVE, I THINK IT'S ON THE NEXT PAGE, IS THIS, UM, YEAH, WE HAVE THIS NEW TRAIL SO THAT, UH, AND WE CAN NOW GO BACK.

SO THAT TAKES THE NEIGHBORHOOD FOLKS FROM THE NEIGHBORHOOD TO THE, SORRY, THIS NEIGHBORHOOD TO THE REC CENTER AND THE SCHOOLS.

UM, WE HAVE THE SITE, ALL LIMITS OF CONSTRUCTION THERE.

WE HAVE, UH, ENVIRONMENTAL PROTECTIONS IN PLACE FOR STORMWATER.

UM, AND THEN WE ARE WORKING WITH PART SO THAT THEIR PROGRAMS IN THE REST OF THE PARK CAN CONTINUE.

SO SITE IS ALL SECURED.

DUCK BANK THAT CONTRACTOR HAD TO DO IS DONE.

AS SOON AS WE HAVE THE AUSTIN ENERGY WORK DONE, THEY WILL START FULL BLOWN FOUNDATION WORK.

AND, UM, AND THERE ARE, YOU KNOW, MILESTONES WE, THIS IS VERY CLAY, SO SOIL.

SO ONCE THE FOUNDATION IS DONE,

I THINK WE CAN SAY THAT WE WILL MOVE PRETTY QUICKLY WITH THE CONSTRUCTION.

AND RIGHT NOW EVERYTHING IS UNDERGROUND, SO THE CONSTRUCTION SITE LOOKS THAT WAY, YOU KNOW, BECAUSE UTILITY LINES ARE ALSO GETTING DONE DUCK BANK.

AND SO THIS IS HOW IT'LL LOOK LIKE FROM PALO BLANCO AND INNESS.

AND THIS IS ONE OF THE CHILDCARE CENTER'S, PLAYGROUND AREAS, WHICH WE CALL, THEY, THEY DESCRIBE THEM AS OUTDOOR LEARNING ENVIRONMENTS, AND IT'S GOING TO BE NATIONALLY CERTIFIED CHILDCARE FACILITY.

AND THERE ARE ABOUT 74 CHILDRENS THAT WHO WILL BE SERVED HERE.

HOW LONG HAVE Y'ALL BEEN WAITING ON THAT, AND DO YOU, HAVE THEY GIVEN YOU AN ANTICIPATED, UM, TIME FOR THAT TO BE RESOLVED SO YOU CAN GO AHEAD AND START DIGGING OUT THE FOUNDATION? SO YES, WE HAVE BEEN WORKING WITH THEM FOR QUITE SOME TIME.

UM, AND YOU KNOW, THERE IS A PROCESS OF APPROVAL OF THE DRAWINGS.

UM, SO AUSTIN ENERGY DESIGN TEAM, WHICH IS THE SOUTHEAST AUSTIN DESIGN TEAM, COMPLETED THOSE DRAWINGS IN FEBRUARY AND GAVE, GAVE US WHAT IS CALLED COMPLETION OF COMPLETED DRAWINGS FOR CONSTRUCTION.

AND SO THE, OUR CONTRACTOR STARTED THE VERY NEXT DAY IN MARCH.

AND SO THAT WORK HAS BEEN COMPLETED.

THE TARGET DATE AUSTIN ENERGY IS GIVEN IS MAY 22ND.

AND WE JUST CHECKED A FEW DAYS AGO AND THEY SAID THAT IS STILL THE TARGET DATE TO COMPLETE THE WORK.

UM, SO WE THINK, YEAH.

DID WAS THAT, DID YOU HAVE ANY THAT THAT WAS MY, THAT WAS MY QUESTION.

IT SEEMED, IT KIND OF SEEMED DURING THE PRESENTATION, LIKE THAT WAS A, A, UH, RATHER LARGE, UM, HOLDUP, BUT IT DOESN'T SOUND TO BE THAT, UH, THAT MAJOR NOW.

SO THAT, THAT IS WITHIN OUR DEPARTMENT AND OUR SERVICES THAT ARE OFFERED IN ALL OUR NEIGHBORHOOD CENTERS WHERE, UH, COMMUNITY MEMBERS IN TERMS OF FOOD PANTRY, DEPENDING OF A CENTER CAN COME EVERY FEW WEEKS TO GET A, A, A FULL BASKET OF, OF PROVISIONS.

AND BY BASKET IT'S, IT'S USUALLY REALLY LARGE WITH ALL KINDS OF PROVISIONS.

AND THEN FOR THE, UM, UH, THE CLOTHES CLOSET, I THINK IT'S OPEN EVERY DAY THAT THE CENTERS ARE OPEN.

SO, UH, IF, IF FOLKS NEED, UH, ADDITIONAL CLOTHING, THEY CAN GET IT THERE SO THAT THAT'S RUN ON A REGULAR SCHEDULE AND IT'S BEEN GOING, UH, ON FOR DECADES AT THIS POINT.

AND I GUESS THERE'S SOME QUALIFICATIONS TO RECEIVE THOSE BENEFITS.
