ITEM NUMBER 26 IS MY RESOLUTION ABOUT THE LITTLE BEAR CREEK RECHARGE ENHANCEMENT PROJECT.
THIS SITE WAS FORMERLY COED OUT AND HAS LEFT A SECTION OF THE EDWARDS AQUIFER RECHARGE ZONE OPEN TO THE SURFACE SINCE 2002, WHEN THE CITY IN PARTNERSHIP WITH THE HILL COUNTRY CONSERVANCY PURCHASED IT WITH OPEN SPACE BOND FUNDS.
THIS ENHANCEMENT PROJECT WILL ALLOW THE CITY TO RECONFIGURE THE SITE SO THAT RAINWATER HAS A CHANCE TO BE FILTERED BEFORE THE WATER GETS INTO THE AQUIFER.
AND MODELING SUGGESTS THIS PROJECT MAY BE ABLE TO RECHARGE MORE THAN A HUNDRED MILLION GALLONS PER YEAR.
THIS MAY ALSO HELP PREVENT AERIAL WELLS FROM DRYING UP DURING TIMES OF DROUGHT.
SO I APPRECIATE GETTING TO WORK WITH THE, ON THIS PROJECT WITH THE WATERSHED PROTECTION DEPARTMENT.

THIS MORNING WE RECEIVED THE NEWS A SUCCESSFULLY NEGOTIATED AND INCREASE IN THREE BEDROOM UNITS FROM FIVE TO 20.
THE DEVELOPERS ADDED 10% OF THE UNITS AT 60% M F I BRINGING IT TO 30 BUILDING HEIGHT AS CAP AT 75 FEET AND THEY'LL MAKE A LUMP SUM CONTRIBUTION OF 75,000 TO THE COMMUNITY BENEFIT.
BUT IT IS STILL A LESS THAN OPTIMAL DEAL BECAUSE IT SHOULDN'T.
OOPS, BECAUSE THE COMMUNITY DIDN'T GET EVERYTHING THEY WANTED OR NEEDED.
WE ARE A WORK, WE ARE AWARE WORK HAS BEEN DONE FOR SEVERAL WEEKS AND IT IS FORTUNATE THEY WERE ABLE TO FURTHER IMPROVE THE AGREEMENT, BUT IT SHOULDN'T AND DOESN'T NEED TO BE FINALIZED AT THE PROVERBIAL 11TH HOUR.
GOING FORWARD, WE ARE URGING COUNSEL TO SLOW DOWN THE PROCESS INSTEAD OF RUSHING BY CONSENT WITH NO DISCUSSION, YOU MUST PROTECT AND RESPECT THE PUBLIC PROCESS.
ENCOURAGE DEVELOPERS TO TAKE TIME FOR AUTHENTIC COMMUNITY ENGAGEMENT, ESPECIALLY IN DISTRICTS ONE THROUGH FOUR IN THE EASTERN CRESCENT.
A RUSH PROCESS LACKING COMMUNITY PARTICIPATION IN THE PUBLIC PROCESS IS A RECIPE FOR DISASTER CAN AND WILL SET DANGEROUS PRECEDENTS LEADING TO GENTRIFICATION AND DISPLACEMENT.
LAST WEEK, COUNCIL APPROVED THE PROJECT CONNECT ANTI-DISPLACEMENT FUNDS, UH, ROADMAP
SUCH ROADMAPS ARE DANGEROUS WHEN LACKING A PUBLIC PROCESS LED BY VULNERABLE AND IMPACTED COMMUNITY MEMBERS.
IT INCLUDED REDUCED FUNDING TO COMMUNITY-BASED ORGANIZATIONS AND MOVED IT TO LAND ACQUISITION.
SINCE CBOS CAN PROVIDE DIRECT SUPPORT TO VULNERABLE RESIDENTS, WE ENCOURAGE COUNCIL TO CONSIDER USING THE LAND ACQUISITION FUNDS IN PUBLIC-PRIVATE PARTNERSHIPS TO ENSURE TRULY, DEEPLY AFFORDABLE HOUSING, ESPECIALLY IN THE EASTERN CRESCENT AND OTHER VULNERABLE COMMUNITIES.
