AND AFTER THAT WE HAVE COMMITTEE UPDATES AND STAFF ITEMS AND FUTURE AGENDA ITEMS. WE'RE GONNA READ THROUGH THE NUMBERS
[Consent Agenda]
OF THE AGENDA ITEMS THAT ARE BEING CONSIDERED FOR CONSENT.I DIDN'T HEAR ANYBODY SPEAK UP DURING THOSE, THOSE TIMES.
UH, ITEMS UP FOR CONSENT ARE AGENDA ITEMS 1, 6, 7, 8, 9, 10, 15, 17, 18, 19, 20, 25, 27, AND 28.
DO I HEAR A MOTION TO APPROVE THE CONSENT AGENDA? MOVE TO APPROVE THE CONSENT AGENDA, ASSUMING NO CONCESSION CON DISCUSSION ON THAT ONE.
THE CONSENT AGENDA IS APPROVED.
AND DO WE NOW HAVE COMMISSIONER UH, CASTILLO PRESENT? YES.
ALMOST AN HOUR TO GET HERE MILES AWAY.
WE'VE HAD ALL KINDS OF THINGS LIKE BONNIE RAY CONCERTS AND, UH, YEAH.
OTHER EXTRAORDINARY EVENTS THAT HAVE HAD, HAD US SHOW UP LATE BEFORE.
SO, UM, ONTO THE CONSENT POSTPONEMENT AGENDA, JUST A QUICK NOTE, IF YOUR ITEM DID PASS ON CONSENT, YOU MAY LEAVE.
UH, STAFF WILL FOLLOW UP WITH YOU TOMORROW WITH NEXT STEPS.
THE AGENDA ITEMS. THERE ARE 2, 3, 5, 12, 13, 14, 21 AND 23.
UH, DO I HEAR A MOTION TO APPROVE THOSE CONSENT POSTPONES? SO MOVED.
SECOND, I HEAR A MOTION FROM COMMISSIONER COOK AND I HEARD COMMISSIONER MCCR AS THE SECOND.
UH, RAISE YOUR RIGHT HAND OR SAY AYE.
AND THEN WE WILL ADDRESS THE, UH, ITEMS UP FOR DISCUSSION POSTPONEMENT.
FIRST, I THINK THAT THESE TWO ITEMS
[Items 4 & 22]
ARE RELATED TO EACH OTHER, AND WE SHOULD PROBABLY HAVE A MOTION TO COMBINE THEM.DID YOU HEAR THEM AT THE SAME TIME? UM, I WOULD ENTERTAIN A MOTION TO HEAR ITEM AGENDA ITEMS FOUR AND 22 AT THE SAME TIME.
SECOND WORKING, WORKING TOGETHER HERE.
UM, AND THEN, UH, WE'LL VOTE ON THAT MOTION, UM, WITH APPROVAL.
RAISE YOUR HAND OR SAY, AYE, ALL IS OPPOSED.
UH, INTERIM CHAIR PATTON FOR STEPPING IN THIS EVENING.
I WANNA GIVE A, UH, BRIEF PREAMBLE TO THIS ITEM.
UM, THESE ITEMS ARE TAKEN TOGETHER AS A DISCUSSION POSTPONEMENT AS WE WERE MADE AWARE TODAY BY THE APPLICANT THAT THE SCOPE OF WORK HAS CHANGED SIGNIFICANTLY, UH, FROM THE ORIGINAL APPLICATION.
SO THE APPLICANT WILL BE WITHDRAWING THAT AND STARTING FRESH,
[00:10:01]
UH, WITH A NEW APPLICATION AND AN UPDATED SCOPE OF WORK, UH, AND NEW FEES AND NOTIFICATION.UM, SO SINCE WE'VE NOT YET RECEIVED THESE NEW MATERIALS, UM, IN TIME TO REVIEW THEM, UM, AND THE CURRENT APPLICATION HAS BEEN CONFIRMED AS INVALID, UH, THIS ITEM IS OFFERED FOR POSTPONEMENT TO GIVE THE APPLICANT TIME TO WITHDRAW AND REAPPLY WITH DSD.
SO AT THIS TIME, DO WE NEED TO MAKE ANY MOTION AT ALL OR, I MEAN, IT'S GO, IT'S EFFECTIVELY WHAT WE HAVE IN FRONT OF US IS, UM, OVERCOME BY EVENTS AND WILL EXPIRE ON ITS OWN.
THERE'S NOTH NO ACTION TO TAKE FOR US.
UM, YOU MAY NEED TO MAKE A MOTION TO POSTPONE JUST TO KEEP IT ON THE AGENDA BECAUSE THE APPLICANT IS GOING TO WITHDRAW IN BETWEEN NOW AND THE NEXT MEETING.
UM, SO AT OUR NEXT AGENDA IT WILL SHOW IS WITHDRAWN.
UM, SO FOR FORMALITIES, DO WE HAVE ANYBODY HERE TO SPEAK IN FAVOR OF THE POSTPONEMENT OR OPPOSED? I WOULD ENTERTAIN A MOTION TO POSTPONE AGENDA ITEMS FOUR AND 22 UNTIL OUR JUNE MEETING.
I HEARD A, A MOTION FROM COMMISSIONER COOK AND A SECOND FROM COMMISSIONER GROGAN.
AND ALL THOSE IN FAVOR SAY, AYE, RAISE YOUR HAND.
AND ALL THOSE OPPOSED THE MOTION PASSES.
I DO WANNA GO BACK TO THE BEGINNING
[PUBLIC COMMUNICATION: GENERAL]
OF THE AGENDA.I THINK WE WENT OVER, UH, PUBLIC COMMUNICATION.
WHY I DON'T, I SKIMMED OVER IT WHEN WE RAN THROUGH THE AGENDA, BUT I THINK THAT WOULD BE THE APPROPRIATE TIME TO DO IT.
SO, UH, DO WE HAVE ANYBODY SIGNED UP FOR PUBLIC COMMUNICATION? THAT WOULD BE ANYBODY WHO WANTS TO SPEAK ON AN ITEM THAT IS NOT ON THE AGENDA.
IF YOU WANNA SPEAK ON AN ITEM ON THE AGENDA, WE WILL GET TO IT WHEN IT COMES UP ON THE AGENDA.
READY, MEGAN, POLICY AND OUTREACH PLANNER FOR PRESERVATION.
UM, REMINDER OF OUR BIRTHDAY PARTY NEXT MONTH, UH, JUNE 7TH.
IT'S GONNA BE AT THE DRISCOLL.
WE'RE GONNA HAVE SOME MORE DETAILS ON OUR WEBSITE PRESERVATION AUSTIN.ORG.
IT IS A NIGHT THAT THE COMMISSION IS MEETING, BUT HOPEFULLY I'LL WILL LET OUT EARLY SO YOU CAN JOIN US.
UM, AND ALSO A REMINDER THAT OUR SUMMER GRANT CYCLE IS CLOSING ON JUNE 15TH.
UM, WE OFFER MATCHED GRANTS OF UP TO $10,000 AND ROLLING GRANTS OF $1,500 FOR PROJECTS, UM, BRICK AND MORTAR PROJECTS, EDUCATION PRODUCT PROJECTS, AND PLANNING PROJECTS.
AND YOU CAN LEARN MORE ABOUT THAT@PRESERVATIONAUSTIN.ORG AS WELL.
I HAVE A QUESTION FOR STAFF AGAIN, AS FAR AS, UH, SURE.
MEMBERS OF THE COMMISSION ATTENDING THE PRESERVATION AUSTIN BIRTHDAY PARTY, AS LONG AS WE, HOW MANY OF US ARE ALLOWED TO BE THERE AT ONCE? LESS THAN FIVE? LESS THAN FIVE AT A TIME? YES.
SO LIKE, IF YOU WANNA DO SHIFTS OR SOMETHING
SINCE IT WAS, SINCE IT IS ON THE NIGHT OF OUR MEETING, IS IT POSSIBLE TO POST AND COMMUNITY INTEREST STATEMENT SAYING THAT IT MIGHT HAPPEN THAT WOULD ALLOW QUORUM TO ATTEND OR YEAH, I'LL ASK.
YOU CAN TELL ME I'M FRESH, FRESH OFF THEIR TRAINING, SO OF COURSE I REMEMBER THEM.
YEAH, I WILL, UH, CHANGE WITH THE CLERK'S OFFICE.
SO, UM, WHAT'S THE DATE OF, IS IT THE SAME NIGHT AS HLC? SAME NIGHT NEXT.
I'LL ASK, UH, THE CLERK'S OFFICE TO SEE IF WE CAN DO COMMUNITY AND COMMUNITY INTEREST ANNOUNCEMENT FOR THAT.
I THINK THAT TAKES US TO OUR NEXT, UH, ITEM FOUR DISCUSSION, WHICH WOULD BE AGENDA ITEM NUMBER
[11. HR-2023-034969 – 204-206 E. 6th St. – Discussion]
11, UH, PAINT ON BRICK AT 2 0 4 AND 206 EAST SIXTH STREET.ITEM 11 IS A PROJECT AT THE HOCK BUILDING TO RESTORE THE MAIN DOORS, REMOVE THE NON HISTORIC AWNING AND ADD NEW SIGNAGE, AS WELL AS PAINTING A GHOST SIGN ON THE SECONDARY FACADE.
UM, THIS IS MOSTLY A RESTORATION PROJECT, UH, REMOVING THE EXISTING AWNING AND, UH, NON HISTORIC CLOCK SIGNAGE AND REPLACING IT WITH A NEW SIGN AS WELL AS REFINISHING THE EXISTING DOORS AND BRASS HANDLES.
UM, ADDING, MISSING KICK PLATES, UH, TO MATCH THE EXISTING HANDLES, UM, AND PAINTING A MASON PAINTING MASONRY SIGNAGE AT THE WESTERN FACADE.
UM, HANN BUILDING IS ONE OF THE MOST RECOGNIZABLE ON SIXTH STREET.
IT'S VERY ORNATE, UH, RENAISSANCE REVIVAL FACADE.
UM, SO THE CITY OF AUSTIN'S HISTORIC DESIGN STANDARDS ARE BASED ON THE SECRETARY OF THE INTERIOR STANDARDS FOR REHABIL REHABILITATION, AND ARE USED TO EVALUATE PROJECTS AT HISTORIC LANDMARKS, UM, AS WELL AS THE GUIDELINES FOR SIGNS IN HISTORIC DISTRICTS, UM, OR AT A CITY HISTORIC LANDMARK.
SO BOTH OF THESE HAVE BEEN APPLIED, UM, AND STAFF FOUND THAT ALL ELEMENTS OF THE PROJECT MEET THE APPLICABLE STANDARDS, SAY FOR THE FOCO SIGN ON THE SECONDARY ELEVATION.
UM, THEREFORE, STAFF RECOMMENDATION IS TO APPROVE THE AWNING REMOVAL, THE DOOR RESTORATION, UM, AND THE TWO SIGNS, UM, BUT DO NOT APPROVE THE APPLICATION
[00:15:01]
OF PAINT TO THE HISTORIC MASONRY.IS ANYONE HERE TO SPEAK IN FAVOR OF THE PROPOSAL? PLEASE STATE YOUR NAME.
I'M THE ARCHITECT FOR THE PROJECT.
THIS IS AN INTERIOR FINISH OUT ON THE SPACE THAT USED TO BE THE OLD BD RILEY'S.
AND WE HAVE JUST A COUPLE OF, UH, EDITS TO THE EXTERIOR.
UM, AS IT RELATES TO THE ENTRANCE TO THIS, UH, THE NEW, UH, BAR THAT'S GONNA GO INTO THIS LOCATION.
UM, THE BUILDING RIGHT NOW HAS, UH, SIX PAIRS OF DOORS ACROSS THE FRONT TUBE OF THE PAIRS WERE USED TO ENTER INTO A LOBBY FOR THE UPPER LEVELS.
AND THE OTHER FOUR PAIR OF DOORS ARE, UH, WHAT WAS, IS THE ENTRANCE INTO THIS SPACE.
UH, BD RILEY'S USED TO USE THE LEFTMOST PAIR OF DOORS, AND THAT'S WHERE THEY HAVE AN AWNING.
THAT AWNING IS FROM BD RILEY'S.
UM, THE OTHER DOORS HAVE JUST BEEN KEPT LOCK SHUT.
UM, OUR PLAN IS TO UTILIZE THE TWO CENTRAL PAIR OF DOORS TO THIS SPACE, HAVE NO AWNING, UH, AND JUST USE, UH, SIGNAGE IN THE GLASS AS A WAY TO GET IN AND THEN TO HAVE THAT SMALL BLADE SIGN ON THE EXTERIOR.
I'M AVAILABLE FOR ANY QUESTIONS Y'ALL MAY HAVE.
DO YOU, DO YOU HAVE ANYTHING TO ADD RELATIVE TO THE, THE GO SIGN PROPOSED TO BE PAINTED ON THE BRICK? YOU KNOW, THAT'S, THAT'S NOT A HIGH PRIORITY FOR A CLIENT, UM, BUT IT WAS SOMETHING THEY WANTED TO DO THINKING THAT THAT'S BEEN DONE IN THE PAST, YOU KNOW, KIND OF HISTORIC, ADD A LITTLE BIT OF ADVERTISEMENT FOR THE BUSINESS WITHIN.
UM, BUT THAT IS A SECONDARY ELEMENT.
SO, UM, IF Y'ALL DON'T FIND THAT ACCEPTABLE, THAT'S NOT GONNA BE A, A HUGE EFFORT.
BUT WE WOULD APPRECIATE, UH, CONSIDERATION OF THAT ELEMENT.
ANY OTHER QUESTIONS FROM THE COMMISSION? ALL RIGHT, THANK YOU.
IF SOMEONE'S, UM, OPPOSED, YOU'LL BE, HAVE A CHANCE TO REBUT THEIR OPPOSITION, BUT, OKAY.
AND DO WE HAVE ANYBODY HERE OPPOSED TO THE PROPOSAL? DO I HEAR A MOTION TO CLOSE THE PUBLIC HEARING? I HAVE A QUICK QUESTION.
WHAT WOULD THE ALTERNATIVE TO NOT PAINTING THE, THE BRICK, WHAT WOULD, SO, UH, WE COULD, WE COULD BRING HIM BACK UP HERE AND ASK, UH, THE APPLICANT THAT QUESTION.
SO WHAT WOULD HAPPEN TO THE BRICK IF AT, DID YOU HEAR THE QUESTION THAT IT WAS, IF YEAH, WHAT WOULD BE THE ALTERNATIVE TO, TO, YOU KNOW, NOT, NOT, YOU KNOW? YEAH, THAT'S A KIND OF A SECONDARY MEANS OF SIGNAGE.
AND SO ALONG, UH, EAST SIXTH STREET, THEY'LL HAVE THE MAIN SIGN AND THEN, UH, ANY, UH, UH, KIND OF GOLD LEAF PAINTING IN THE GLASS.
AND THEN THIS WOULD JUST BE ON BRAZO AS YOU APPROACH FROM CONGRESS, JUST BE A LITTLE EXTRA SIGNAGE.
SO IF IF THAT WASN'T GRANTED, THEN THEY WOULD JUST RELY ON THE MAIN BLADE SIGN AT THE FRONT.
I THINK YOU ANSWERED THE QUESTION RELATIVE TO SIGNAGE IS ARE THERE ANY CONCERNS ABOUT THE INTEGRITY OF THE MASONRY? WAS THERE ANY, ANY INTENT OF THE PAINT DOING SOME SORT OF ASSET PRESERVATION THERE? OR IS IT, UH, NO, THERE'S, THERE'S NOTHING THAT SEEMS INTRINSIC TO THE CONDITION OF THE BRICK WHERE THE, THE PAINT WOULD, WOULD HARM IT OR ADD TO THE, UH, PRESERVATION OF THE BRICK, REALLY.
IT'S JUST KIND OF A SUPERFICIAL, UH, TOPICAL APPLICATION.
IS THE MATERIAL THERE BRICK OR IS IT LIMESTONE? UM, THAT FACADE IS, YOU KNOW, LET ME DOUBLE CHECK MY IMAGE JUST TO MAKE SURE.
I WAS THINKING IT WAS BRICK, BUT IT MAY VERY WELL BE NOW THAT I'M, YOU BRING IT UP.
THAT BUILDING IS, UH, I THINK IT, AT LEAST THE FRONT OF IT IS LIMESTONE, BUT YEAH, IT'S, IT'S, IT'S A KIND OF A CHOPPED LIMESTONE, UH, BLOCK UP THERE ON THAT, THAT FACADE.
I, I'LL ONCE AGAIN ASK IF ANYONE IS, IF, IF THAT NEW INFORMATION, UH, CHANGED ANYBODY'S MIND AND NOW THEY'RE OPPOSED TO IT, NOW'S YOUR, NOW'S YOUR CHANCE TO SPEAK.
I'LL ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING.
AND, UH, ALL THOSE IN FAVOR OF CLOSING THE PUBLIC HEARING, SAY AYE.
DO I HEAR A MOTION ON THE CASE? I'LL MOVE TO APPROVE STAFF RECOMMENDATION.
[00:20:05]
DO I HEAR A SECOND? I'LL SECOND.THAT ONE, COMMISSIONER GROGAN IN A SECOND.
UM, A AND YOU WANNA SPEAK TO YOUR MOTION? SURE.
UH, BECAUSE OBVIOUSLY THE APPLICANT SAID IT WOULDN'T BE, WOULDN'T BE A HARDSHIP AND WE WOULDN'T WANT TO BE PAINTING, UH, VIRGIN LIMESTONE, UH, BOTH FOR THE SAKE OF THE LIMESTONE AND, UH, UH, FALSE HISTORICISM.
UM, PROBABLY A VIOLATION OF SIGN AND RULES ALONG SIXTH STREET HISTORIC DISTRICT.
I WOULD IMAGINE, UH, THERE'S MULTIPLE REASONS NOT TO APPROVE IT, BUT THE REST OF IT, UM, VERY EXCITED TO SEE RESTORATION HAPPENING ON SIXTH STREET.
I'LL, I'LL BE SUPPORTING THE MOTION ON A PERSONAL NOTE.
THIS IS WHERE MY WIFE AND I WENT, UH, AFTER OUR WEDDING RECEPTION, SO TO BD RILEY'S.
UM, ANY OTHER COMMENTS? ALL RIGHT, WE'LL VOTE ON THE MOTION.
COMMISSIONER BEFORE Y'ALL VOTE.
UM, I AM JUST GONNA, FOR THE BENEFIT OF THE APPLICANT, UM, SAY THAT THIS BUILDING IS ON AN INTERSECTION.
SO, UM, A SECOND SIGN, UM, IS AVAILABLE, WHEREAS NORMALLY, UM, BUILDINGS THAT OUR NON INTERSECTIONS GET ONE SIGN PER STREET.
DID THE APPLICANT HEAR THAT? OKAY.
HOW WOULD THE APPROVAL OF THAT SIGNAGE THAT WOULD COME BACK THROUGH YOU GUYS AND YOU WOULD APPROVE ADMINISTRATIVELY? RIGHT? OKAY.
YEAH, IF ANY THE STANDARDS, THEN WE CAN APPROVE ADMINISTRATIVELY.
ALL THOSE IN FAVOR OF THE MOTION, RAISE YOUR HAND OR SAY, AYE, THAT'S UNANIMOUS.
[16. HR-2023-043031 – 1509 Travis Heights Blvd. – Discussion Travis Heights-Fairview Park National Register District]
FOR DISCUSSION IS AGENDA ITEM NUMBER 16, WHICH IS AN ADDITION REMODEL AT 1 59 TRAVIS HEIGHTS BOULEVARD.CHAIR 1509 TRAVIS HEIGHTS BOULEVARD.
UH, THIS IS A PROPOSAL TO PARTIALLY DEMOLISH AND CONSTRUCT AN ADDITION TO A CIRCA 1925 HOUSE, UM, AS WELL AS CONSTRUCT A GUEST HOUSE.
UH, THIS IS A, UH, PROPERTY IN THE TRAVIS HEIGHTS NATIONAL REGISTER DISTRICT, UM, WHICH DESCRIBES THE BUILDING AS A CRAFTSMAN, DUPLEX CLAD, AND BRICK AND STUCCO FEATURES A GABLE ROOF, A PARTIAL WIDTH PORCH WITH SCREEN DOUBLE ENTRY DOORS AND MATCHING SCREENED WOOD WINDOWS.
DECORATIVE DETAILS INCLUDE TRIANGULAR JIGS ON BRACKETS OF THE GABLE ENDS AND EXPOSED RAFTER TAILS.
1509 TRAVIS HEIGHTS WAS BUILT AROUND 1925.
ITS FIRST RESIDENT WAS ASSISTANT ATTORNEY GENERAL OF TEXAS.
NEIL POWERS AND HIS WIFE GWENDOLYN.
THE POWERS ONLY LIVED IN THE HOUSE FOR AROUND TWO YEARS WHEN IT WAS RENTED TO THE GARRISON FAMILY.
CARL EDWARD PETERSON, A CITY UTILITIES WORKER, PURCHASED THE HOME IN 1939, UH, FROM BEER DISTRIBUTORS THOMAS AND MARTHA MARTIN, WHOSE PARENTS RENTED THE OTHER HALF OF THE DUPLEX.
THOMAS AND MARTHA, WHO OWNED A PACKAGE STORE, CONTINUED TO RENT THEIR UNIT AFTER THE PETERSON'S BOUGHT THE PROPERTY.
CARL EDWARD PETERSON DIED IN 1940 AND HIS WIFE ELLEN, REMAINED IN THE HOME UNTIL AROUND 1958.
PETERSON CONTINUED TO RENT OUT THE OTHER HALF OF THE DUPLEX INTO THE 1950S.
THE CITY OF AUSTIN'S HISTORIC DESIGN STANDARDS ARE BASED ON THE SECRETARY OF THE INTERIOR STANDARDS FOR REHABILITATION AND ARE USED TO EVALUATE PROJECTS IN NATIONAL REGISTER DISTRICTS.
UH, THE PROJECT MEETS FEW APPLICABLE STANDARDS, HOWEVER, THE APPLICANT HAS AMENDED THE, AMENDED THE DESIGN TO RETAIN THE FRONT AND SIDE ELEVATIONS RATHER THAN DEMOLISH THE ENTIRE EXISTING HOUSE.
UM, AS I SAID, THIS PROPERTY CONTRIBUTES TO THE TRAVIS HEIGHTS FAIRVIEW PARK NATIONAL REGISTER DISTRICT, UH, STAFF HAS EVALUATED THE PROPERTY AND DETERMINED THAT IT DOES NOT MEET TWO CRITERIA FOR LANDMARK DESIGNATION.
SO STAFF RECOMMENDATION IS TO COMMENT ON PLANS AND REQUEST A CITY OF AUSTIN DOCUMENTATION PACKAGE PRIOR TO CONSTRUCTION.
IS THE APPLICANT HERE TO SPEAK IN FAVOR OF THEIR PROPOSAL? THE APPLICANT IS JOINING US BY PHONE, UH, MR. JOHN.
PER MR. PER, CAN YOU HEAR US? DID THAT DO IT? CAN YOU HEAR ME? WE HEAR YOU NOW.
UM, SORRY, I, UH, INTENDED TO BE THERE IN PERSON, BUT, UH, CAME DOWN WITH A TOUCH OF THE OLD COVID THIS MORNING.
UM, AND SO ANYWAY, UM, I DO, UH, I HAVE REVIEWED SOME OF THE INITIAL COMMENTS FROM THE, UM, FROM THE STAFF.
AND, UH, IT SOUNDS LIKE, UH, WE ARE PRETTY MUCH IN AGREEMENT ON MOST OF THESE, UH, ITEMS. I CAN TELL YOU THAT THE OWNER'S, UH, ORIGINAL INTENT WHEN THEY BOUGHT THIS PROPERTY, THEY, THE, THE DESIGNATION OF THE NATIONAL HISTORIC DISTRICT WAS NOT PART OF THEIR ORIGINAL DUE DILIGENCE ON THIS PROPERTY.
AND IT WASN'T UNTIL WE JOINED THE TEAM AND STARTED LOOKING INTO DEMOLITION OPTIONS
[00:25:01]
THAT WE FOUND OUT, UM, THEIR ORIGINAL IDEA WAS TO TEAR THE HOUSE DOWN ENTIRELY.UM, SO WE CAME BACK AND, UH, SORT OF CONVINCED THEM THAT WE COULD, WE COULD COME UP WITH A SCHEME TO STILL KIND OF REACH THEIR DEVELOPMENT GOALS, UH, FOR PROGRAM AND KEEP AS MUCH AS POSSIBLE OF THE EXISTING, UM, HOUSE.
UH, THE HOUSE ITSELF IS NOT IN GREAT SHAPE.
UH, THE FLOORS ARE VERY KIND OF LOPSIDED AND TILTED, AND THE CONDITION OF THE STRUCTURE UNDERLYING IT IS SUSPECT, I GUESS WE SHOULD SAY.
UM, HOWEVER, I THINK THAT, UM, YOU KNOW, OUR, OUR PLAN, YOU KNOW, PRESERVES THE FRONT FACADE AND SORT OF THE, THE TWO FRONT CORNERS OF THE EXISTING HOUSE, THE EXISTING SORT OF GABLE ROOF LINE.
AND IF WE, UM, ACCESS ALL OF THAT FROM THE BACK, I DO THINK THAT WE SHOULD BE ABLE TO, UH, INTERVENE, UH, IN SUCH A WAY AS, YOU KNOW, TO PRESERVE LITERALLY INTACT THE VAST MAJORITY OF THAT, OF THOSE ELEMENTS.
AND WHERE, WHERE THE CONDITION IS SUCH THAT WE CAN'T LITERALLY PRESERVE IT, WE CAN RESTORE IT TO THE WAY IT CURRENTLY LOOKS.
YOU KNOW, IF, IF THERE'S SOME ROTTEN WOOD THAT NEEDS TO BE REPLACED, ET CETERA, UH, WE SHOULD BE ABLE TO TAKE CARE OF THAT.
UM, ANYWAY, UH, SO THAT'S, THAT'S OUR GOAL IS TO TRY TO FIND A WAY, UH, TO, YOU KNOW, TO KEEP THE KIND OF STREET FACING FACADE INTACT AND, AND STILL MEET THE, THE OWNER'S, UH, DEVELOPMENT GOALS FOR THE PROGRAM.
ANY, ANY QUESTIONS FOR THE APPLICANT? OKAY.
IF THERE'S ANYBODY OPPOSED, YOU'LL HAVE A CHANCE TO REBUT.
UM, IS THERE ANYONE HERE WHO'S OPPOSED TO THE PROPOSAL? PROPOSAL? OKAY.
UM, DO I HEAR A MOTION TO CLOSE THE PUBLIC HEARING? SO MOVED.
UH, ALL THOSE IN FAVOR SAY AYE.
AND DO I HEAR A MOTION ON THE CASE? I'LL MOVE FOR US TO MAKE OUR COMMENTS AND RELEASE THE PERMIT TONIGHT.
UH, WOULD YOU LIKE TO SPEAK TO YOUR MOTION? YES.
THE, UM, KNOWING THE ORIGINAL APPROACH WAS FULL DEMOLITION, I THINK THIS HAS COME A LONG WAY.
IT LOOKS LIKE THEY BOUGHT A VACANT PROPERTY NEXT TO IT AND SHOWS TO MAKE THE ADDITION IN THE BACK, WHICH KEEPS THE ORIGINAL PATTERNS, IT KEEPS THE ORIGINAL FACADE.
UH, THE, UH, TOPOGRAPHY THERE DEFINITELY HELPS, HELPS IT.
THE RENDERINGS THAT WERE SHOWED IN THE PLANS ARE TAKEN FROM QUITE A HIGH VANTAGE POINT BASED ON THE GOOGLE EARTH IMAGES OF, UH, CAMERA ON TOP OF A CAR.
SO I THINK IT'S GONNA BE EVEN BETTER.
THE, THE SECOND STORY ADDITION.
UH, WHILE IT HAS THE, UM, PRESERVATION MAGAZINE HAD HAD A SERIES CALLED STOP THE POP, WHERE ADDING THE SECOND, SECOND STORY JUST POPPING UP AND ADDING A SECOND STORY TO ONE STORY BUILDINGS, YOU KNOW, HAS A DEFINITE IMPACT.
BUT, UM, GIVEN THE PROGRAM THAT WAS CLEARLY ON THIS, I THINK, UH, THE RESULT IS AS GOOD AS WE CAN HAVE EXPECTED.
AND I DO WANT TO REWARD APPLICANTS WHO MAKE CHANGES AND, UH, TRY THEIR BEST TO WORK THEIR PROGRAM INTO THIS NEIGHBORHOOD.
COMMISSIONER ALVAREZ, WOULD YOU LIKE TO SPEAK TO YOUR SECOND? I'LL SPEAK AND SAY, I ALSO ALSO AGREE WITH COMMISSIONER COOK.
UM, IT'S, IT'S NICE TO SEE HOW MUCH IS GETTING PRESERVED FROM THE ORIGINAL IDEA OF JUST TEARING IT DOWN.
ANY OTHER COMMENTS FROM THE COMMISSIONERS? ALL THOSE IN FAVOR OF THE MOTION, UH, SAY AYE, OR RAISE YOUR HAND.
ALL THOSE POSED IT'S UNANIMOUS.
[24. PR-2023-029667 – 1904 Raleigh Ave. – Discussion Council District 10]
ON TO AGENDA ITEM 24 IS THE TOTAL DEMOLITION OF 1904 RALEIGH AVENUE.THIS IS A PROPOSAL TO DEMOLISH A CIRCA 1953 HOUSE OF 1904 RALEIGH.
UH, THIS IS A ONE STORY HOUSE WITH A COMPOUND HIP ROOF, UH, CLA WITH RUSTIC ROMAN BRICK AND VERTICAL SIDING.
IT FEATURES CASEMENT RIBBON WINDOWS AND A FLAT ROOF CARPORT WITH ROOF ACCESS BY A SPIRAL STAIRCASE.
UM, THIS HOUSE WAS BUILT BY EUGENE AND MARGIE NOWMAN AS THEIR FAMILY HOME WHERE THEY LIVE FROM 1953 TO 1960, GENE
[00:30:01]
WAS THE OWNER AND OPERATOR OF GENE NOWMAN REAL ESTATE, AND HE WAS A LONGTIME AUSTIN BUSINESS OWNER AND A FIXTURE IN THE REAL ESTATE BROKERAGE COMMUNITY.HE BEGAN HIS CAREER IN 1944 AS AN AGENT AT HARRISON WILSON.
PEARSON THEN OPENED HIS OWN FIRM, WHICH OPERATED FOR MORE THAN 60 YEARS.
NOWMAN SPECIALIZED IN THE SALE OF WATERSIDE PROPERTIES.
UH, BOTH OF HIS MID-CENTURY RESIDENCES HAD RIVER VIEWS.
ACCORDING TO NOW, MEN'S OBITUARY.
HE HAD NO HOBBIES NOR ANY DESIRE TO RETIRE, CHOOSING INSTEAD TO FOCUS UPON THE CAREER HE LOVED UNTIL HIS DEATH.
IN 2007, MARGIE NOWMAN WAS AN ARTIST AND A HOMEMAKER.
THEIR LATER HOUSE AT 28 16 SCENIC DRIVE WAS APPROVED FOR DEMOLITION BACK IN 2019.
IN 1960, NAMAN SOLD THIS PROPERTY TO GRADY STARNS, WHO IS AN AUDITOR AND AN ACCOUNTANT AT UT.
UM, AND HIS WIFE, MARY HELEN STARNS, UH, PROPERTIES MUST MEET TWO CRITERIA FOR LANDMARK DESIGNATION.
STAFF HAS EVALUATED THE PROPERTY AND DETERMINED THAT IT MAY MEET TWO CRITERIA.
UH, THIS IS A GOOD EXAMPLE OF MID-CENTURY MODERN DESIGN, AND THE PROPERTY IS ASSOCIATED WITH REAL ESTATE BROKER AND BUSINESSMAN JEAN NOWMAN.
THEREFORE, THE STAFF RECOMMENDATION IS TO CONTINUE WHETHER THE NEUMAN'S TENURE IN THE HOUSE FROM 1953 TO 1960, A SUFFICIENT TIME TO ESTABLISH A SIGNIFICANT HISTORICAL ASSOCIATION WITH THE HOUSE.
IF SO, INITIATE HISTORIC ZONING AND IF NOT STRONGLY ENCOURAGE ADAPTIVE REUSE, BUT RELEASE THE DEMOLITION PERMIT UPON COMPLETION OF A CITY OF AUSTIN DOCUMENTATION PACKAGE.
UM, IS THE APPLICANT HERE TO SPEAK ON THEIR PROPOSAL PLEASE? JUST ONE PERSON AT THE PODIUM AT A TIME.
AND WE HAVEN'T HAD THIS ISSUE YET THIS EVENING, BUT NORMALLY YOU GET THREE MINUTES AND, AND THEN THERE'LL BE A BUZZER JUST HERE TO SUPPORT THE, THE CLIENTS.
UM, I'M THE ARCHITECT FOR THIS PROJECT.
UM, AND JASON, THEY'RE JUST HERE TO REPRESENT WHAT I'M PROPOSING HERE.
SO, UM, WE ARE LOOKING TO BUILD A NEW SINGLE FAMILY HOME ON THIS PROPERTY.
SO THEY WANNA MOVE THEIR FAMILY HERE.
THE EXISTING CONDITION OF THE HOME HAS SIGNIFICANT CRACKS.
THE FOUNDATION IS SETTLING AND IT'S NOT IN GREAT CONDITION.
AND TALKING TO OUR STRUCTURAL ENGINEER, THIS AREA IS KNOWN FOR REALLY POOR SOIL.
AND SO THE FOUNDATION'S NOT IN GREAT CONDITION.
AS YOU CAN SEE FROM THESE PHOTOGRAPHS AND THE INTERIOR, THERE'S A LOT GOING ON AND IT'S, UM, IT'S REALLY NOT IN A GREAT, GREAT STATE.
IN ADDITION, WE HAVE SUPPORT FROM ANOTHER NEIGHBOR FOR THE DEMOLITION OF THIS PROPERTY.
UM, AND JUST SO TO SHOW THAT THERE'S COMMUNITY SUPPORT AND NOT OPPOSITION FOR THIS.
UM, ADDITIONALLY, I THINK THEY MENTIONED THE 2019, UM, DEMOLITION OF THE SAME OWNER'S PROPERTY, AND IN WHICH THAT PROPERTY, THAT GENE AND MARJORIE ACTUALLY LIVED THERE FOR A MUCH LONGER PERIOD OF TIME.
THEY LIVED THERE FROM 1965 TO 2018.
IN FACT, MARJORIE LIVED AND, UM, EVENTUALLY PASSED AWAY IN THAT HOME.
AND THAT WAS NOT CONSIDERED TO BE OF HISTORIC, YOU KNOW, REACHED THE HISTORIC STATURE TO MAKE THAT DETERMINATION, UM, TO, TO REACH THE MERIT OF HISTORIC, UH, YOU KNOW, SORRY.
UM, SO WITH THOSE TWO COMPONENTS, WE JUST, WE THINK THAT THIS HOUSE STILL REACHES THE CRITERIA TO BE DEMOLISHED.
AND, UM, WE ARE DESIGNING A MID-CENTURY HOME IN REPLACEMENT TO THIS.
UM, BUT THAT IS IN KEEPING WITH THE CHARACTER OF THE NEIGHBORHOOD.
ANY QUESTIONS? THE APPLICANT? IS THERE ANYBODY ELSE HERE TO SPEAK IN FAVOR OF THE APPLICATION? OKAY.
ANYBODY OPPOSED? UH, DO I HEAR A MOTION TO CLOSE THE PUBLIC HEARING? SO MOVED.
AND ALL US IN FAVOR OF CLOSING THE PUBLIC HEARING? RAISE YOUR HAND OR SAY, AYE.
AND DO I HEAR A MOTION ON THE CASE? I'LL MOVE TO RELEASE AN DEMOLITION PERMIT PENDING A CITY OF AUSTIN DOCUMENTATION PACKAGE.
DO I HEAR A SECOND? ONE SECOND.
COMMISSIONER COOK, WOULD YOU LIKE TO SPEAK TO YOUR MOTION? YEAH, I THINK IT'S A NICE ENOUGH HOUSE, BUT I DON'T THINK IT RISES TO THE LEVEL OF A LANDMARK.
UH, IT'S NOT BY A NOTED MID-CENTURY ARCHITECT THAT I CAN SEE.
I DON'T THINK IT REALLY CONTRIBUTES TO THE CHARACTER OF THE NEIGHBORHOOD THAT STRONGLY.
AND AS MENTIONED, UH, ANOTHER RESIDENCE, UH, MORE PROMINENT WITH LONGER ASSOCIATIONS WITH THE ALMONDS, UH, WAS RELEASED FOR
[00:35:01]
DEMOLITION.SO I THINK IT'D BE HARD TO MAKE THE ARGUMENT THAT THIS ONE WOULD, UH, RE WOULD SUPPORT ITS DESIGNATION.
COMMISSIONER MCC, ANYTHING TO ADD? I'VE DONE A LOT OF RESEARCH IN THAT NEIGHBORHOOD, AND I HAVE NOT COME ACROSS, UH, AN ARCHITECT FOR THAT PARTICULAR HOUSE.
AND, UM, IT DOESN'T REALLY, FROM, FROM AT LEAST THE STREET STAND OUT FOR ANY KIND OF ARCHITECTURAL STYLE.
SO, YEAH, IT, IT DOES NOT TO ME MEET THE, THE REQUIREMENTS.
ANY COMMENTS FROM ANY OTHER COMMISSIONERS? I, YOU KNOW, PERSONALLY, WHEN I WAS THINKING ABOUT, UM, THAT ANOTHER HOUSE WAS ALLOWED TO BE DEMOLISHED, I, I MEAN, WE DON'T HAVE A BREAKDOWN OF LIKE, WHAT IT, WHICH CRITERIA IT MET AND WHICH CRITERIA IT FAILED AT.
IT, IT COULD HAVE MET THE HISTORIC ASSOCIATION CRITERIA, BUT FAILED AT EVERYTHING ELSE.
AND THAT COULD HAVE BEEN WHY WE LOST THAT HOUSE.
SO I HESITATE TO THINK OF THE PRECEDENT SET BY THAT OTHER HOUSE AS AFFECTING THE SITUATION HERE.
UM, BUT THAT SAID, I WILL SUPPORT THE MOTION.
I THINK THE CURRENT HOUSE IS, UH, VERY HANDSOME AND I HOPE THAT, UH, THE NEW ONE, YOU KNOW, MAYBE YOU CAN SALVAGE SOME OF THIS, UH, THIS MASONRY AND, AND REUSE IT IN A WAY THAT, UH, PAYS, PAYS AMISH HOMAGE TO THE, THE PREVIOUS HOME.
ANY OTHER COMMENTS? ALL THOSE IN FAVOR OF THE MOTIONS.
RAISE YOUR HAND OR SAY, AYE, UH, IT PASSES UNANIMOUSLY.
[26. PR-2023-034850 – 1504 Willow St. – Discussion Council District 3]
ITEM UP FOR DISCUSSION IS ITEM NUMBER 26, WHICH IS THE TOTAL DEMOLITION OF 1 54 WILLOW STREET.THIS IS OUR LAST DISCUSSION ITEM IN RECORD TIME.
THIS IS A PROPOSAL TO DEMOLISH THE CIRCA 1920 HOUSE.
UH, IT'S A VERNACULAR ONE-STORY COTTAGE WITH A RECTANGULAR PLAN AND AN INSET PORCH.
SIMILAR TO THE HOFFINS HOUSE PLAN, IT HAS ONE OVER ONE REPLACEMENT WINDOWS, HORIZONTAL WOOD SIDING AND EXPOSED RAFTER TAILS BENEATH THE PARAMETER ROOF.
IT WAS CONSTRUCTED AROUND 1920 AS A RENTAL PROPERTY THROUGHOUT THE TWENTIES.
SEVERAL SHORT-TERM OCCUPANTS LIVED THERE, INCLUDING A WAITER, A TAILOR, A CARPENTER, AND A RESTAURANT EMPLOYEE.
IN THE THIRTIES, THE HOME WAS PURCHASED AND OCCUPIED BY JAMES AND BULE LUNG AND THEIR CHILDREN.
JAMES LUNG WAS THE SON OF RESTAURATEURS, JOE AND DO THE LUNG.
FAMILY WAS ONE OF THE FIRST CHINESE FAMILIES TO SETTLE IN AUSTIN AND MAINTAINED A THRIVING RESTAURANT BUSINESS FOR OVER 60 YEARS.
AFTER JOE LUNG'S DEATH IN 1926, HIS SON JIM, HELPED HIS MOTHER AND BROTHERS RUN THE JOE LUNG CAFE ON EAST SIXTH STREET.
BY WORKING AS A CHEF, JIM AND BEULAH'S SON, JIMMY JO WOULD LATER FOLLOW IN THE FAMILY'S ENTREPRENEURIAL FOOTSTEPS BY OPENING LEN DEL POPULAR MEXICAN RESTAURANT.
THE LUNG FAMILY OCCUPIED 1504 WILLOW STREET UNTIL AROUND 1943.
UM, BUT SOON AFTER THEY MOVED AWAY, JAMES AND BU LONG WERE KILLED AT A CAR ACCIDENT.
THROUGHOUT THE FORTIES AND FIFTIES, THE HOUSE RETURNED TO ITS ORIGINAL FUNCTION AS A RENTAL PROPERTY.
RESIDENTS INCLUDED JOHN FICK BUTCHER AND HIS WIFE MILLIE, AND MRS. IRENE M SANDERS, WHO WAS A SALESWOMAN.
IN 1959, REVEREND BONITO AND BESSIE GUERRERO PURCHASED THE HOME WHERE THEIR FAMILY REMAINED FOR THE NEXT 20 YEARS.
THE 2016 EAST AUSTIN HISTORIC RESOURCE SURVEY LISTS THE PROPERTY AS CONTRIBUTING TO A LOCAL, TO A POTENTIAL LOCAL HISTORIC DISTRICT, AS WELL AS A POTENTIAL NATIONAL REGISTER.
HISTORIC DISTRICT, UH, STAFF HAS EVALUATED THE PROPERTY AND DETERMINED THAT IT MAY MEET TWO CRITERIA FOR DESIGNATION AS A GOOD EXAMPLE OF VERNACULAR.
NATIONAL, NATIONAL FOLK ARCHITECTURE AND THE PROPERTY APPEARS TO BE ASSOCIATED WITH THE LUNG FAMILY WHO ARE PROMINENT CHINESE BUSINESS, AMERICAN, CHINESE AMERICAN BUSINESS OWNERS IN EARLY 20TH CENTURY AUSTIN.
UH, HOWEVER, JAMES LUNG DOES NOT APPEAR TO HAVE BEEN AN ENTREPRENEUR LIKE HIS FATHER AND HIS SON, UM, WHO CHOSE INSTEAD TO SUPPORT HIS FAMILY'S EXISTING BUSINESSES.
SO THE STAFF RECOMMENDATION IS TO CONSIDER WHETHER THE HOUSE'S HISTORICAL SIGNIFICANCE IS SUFFICIENT TO INITIATE HISTORIC ZONING.
UH, IF NOT, STAFF RECOMMENDS STRONGLY ENCOURAGING ADAPTIVE REUSE, THEN RELOCATION OVER DEMOLITION, BUT RELEASE OF THE DEMOLITION PERMIT UPON COMPLETION OF A DOCUMENTATION PACKAGE.
UH, IS THE APPLICANT HERE TO SPEAK IN ON THEIR PROPOSAL, CALEB COLEMAN? UM, SO WE BOUGHT THIS HOUSE, UH, OBVIOUSLY TO TEAR IT DOWN AND WE DID NOT KNOW IT'S HISTORICAL.
UH, THE NEIGHBORING PROPERTY HAS BEEN TORN DOWN AND THE GUY NEXT TO IT'S ALSO TEARING IT DOWN.
UH, THE BIGGEST PROBLEM WE HAVE RIGHT NOW IS THAT, UM, WE HAVE TRANSIENTS BREAKING INTO THE HOUSE EVERY DAY AND THEY'RE DISRUPTING THE NEIGHBORS.
SO WE REALLY DO NEED TO DEMO THIS AND MOVE ON WITH THE PROJECT.
WE'RE, WE TRY TO SAVE AS MUCH AS POSSIBLE, WE BUILD, BUT UH, THIS HOUSE IS FALLING DOWN THE LAST THEY, THEY'VE DEFECATED IN THE HOUSE, THEY'VE BROKEN IN WHEN WE,
[00:40:01]
WE'VE DONE THAT AND WE'VE ALSO THE, UM, PREVIOUS OWNERS HAD TORN THE HOUSE APART OR RENTERS, I'M NOT SURE WHO WAS IN THERE.UM, SO WE, WE, WE TRY TO SAVE AS MUCH AS POSSIBLE, PLANT AS MANY TREES DO WHAT WE CAN.
BUT THIS CURRENT HOUSE, UH, WE, WE ONLY BUY HOUSES TYPICALLY THAT ARE, THAT WE NEED TO TEAR DOWN.
WE'RE NOT IN THE GAME OF, UH, SAVING THINGS.
WE DID NOT KNOW THIS PROPERTY WAS, UH, DEEMED THIS.
ANY QUESTIONS FOR THE APPLICANT? THANK YOU.
ANYBODY ELSE HERE IN FAVOR OF THE APPLICATION AND ANYBODY OPPOSED TO THE APPLICATION? I WILL ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING TO A MOVED ONE SECOND.
AND ALL THOSE IN FAVOR OF CLOSING THE PUBLIC HEARING, RAISE YOUR HAND AND SAY, AYE.
UH, DO I HEAR A MOTION ON THE CASE? I'LL MOVE TO RELEASE, UH, THE PERMIT PENDING A CITY OF AUSTIN DOCUMENTATION PACKAGE.
DO I HEAR A SECOND OR DO I HEAR AN ALTERNATE MOTION? I'LL SECOND WE COOK.
WOULD YOU LIKE TO SPEAK TO YOUR MOTION? YEAH, I HESITATE TO, UM, LET THIS GO SO QUICKLY.
DUE TO, UH, THE LACK OF REPRESENTATION OF THE ASIAN AMERICAN COMMUNITY IN OUR HISTORY, THE LONG FAMILY BEING A PARTICULARLY STRONG ONE, I JUST DON'T THINK THIS IS THE PROPERTY THAT IS ASSOCIATED WITH THEM TO SEND UP.
THERE IS A ANOTHER PROPERTY THAT'S ACTUALLY REGISTERED TEXAS HISTORIC LANDMARK ASSOCIATED WITH THAT FAMILY.
AND, UH, NOT EVEN THE, THE RELATIVELY, UM, LIBERAL 2016 HISTORIC RESOURCES SURVEY SUGGESTED THAT DISQUALIFIED AS A, UH, LANDMARK.
SO THAT ON THAT BASIS ALONE IN MY INTEREST IN RELIABILITY ON THOSE RESOURCES, UH, KIND OF CEMENTED IT FOR ME COMMISSION.
NICK MCC, WOULD YOU LIKE TO SPEAK TO YOUR SECOND? NOPE, THAT'S ENOUGH.
I DON'T THINK I HAVE ANYTHING ELSE TO ADD EITHER ANY, ANY OTHER COMMISSIONERS WOULD LIKE TO SPEAK TO THE MOTION.
UM, ALL THOSE IN FAVOR OF THE MOTION, RAISE YOUR HAND OR SAY AYE.
AND ALL THOSE OPPOSED, IT PASSES UNANIMOUSLY.
[29. Architectural Review Committee – Updates from previous meeting. (2 vacancies)]
UPDATES AND POSSIBLE ACTION.UH, THE ARCHITECTURAL REVIEW COMMITTEE, I MEAN, I'LL STOP
THE, ANY UPDATES FROM THE ARCHITECTURAL REVIEW COMMITTEE? UH, NONE SPECIFICALLY.
JUST, UM, YOU KNOW, A COUPLE OF THOSE ITEMS PASSED ON CONSENT.
THERE WERE, YOU KNOW, IT'S AN EXAMPLE OF THE SUCCESS OF THE COMMITTEE THAT SOME MINOR CHANGES, ADJUSTMENTS WERE MADE THAT REALLY, UH, MADE BIG DIFFERENCES IN THESE.
AND IT'S ALWAYS GOOD TO HAVE, UM, APPLICANTS WHO ARE WILLING TO TAKE ADVANTAGE OF THAT AS A RESOURCE, UH, RATHER THAN SEE IT AS SET A PUNISHMENT.
SO, UM, IT WAS A SUCCESSFUL MEETING AND, UH, HELPED KEEP US UNDER AN HOUR MAYBE THIS TIME.
UM, I MEAN, AS PART OF THE COMMITTEE UPDATES AND POSSIBLE ACTION, WE SHOULD NOTE THE VACANCIES THAT ARE PRESENT ON THE AGENDA.
AND, UH, ALSO THE WAY THAT WE, UH, SORT OF MANAGED THE ATTENDANCE OF THE ARCHITECTURAL REVIEW COMMITTEE LAST TIME I WAS THERE AS, UH, JUST AN OBSERVER, BUT AS SUCH, I COULD HAVE THEORETICALLY JOINED IN IF WE WERE MISSING QUORUM.
AND I GUESS IS THAT A WAY THAT WE CAN CONTINUE TO MOVE FORWARD OR, UM, BUT WE DO, UH, NEED TWO COMMISSIONERS FORMALLY APPOINTED TO THE COMMISSION, UH, TO THE COMMITTEE.
UM, LAST TIME IT WAS CAROLINE WRIGHT.
SHE IS NO LONGER ON THE DIAS, HER TERM ENDED LAST WEEK.
UM, SO THE ONLY APPOINTED COMMISSIONER WE HAVE TO THE ARCHITECTURAL REVIEW COMMITTEE IS, UH, COMMISSIONER COOK.
SO WE NEED ONE MORE VOLUNTEER TO, UM, AND IT DOESN'T HAVE TO BE, YOU DON'T HAVE TO BE APPOINTED FOREVER.
UM, JUST UNTIL SEATS ARE FILLED, PEOPLE ARE BACK ON, YOU KNOW, THE COMMISSION AND HAVE MORE WORKING KNOWLEDGE OF WHAT THESE COMMITTEES ARE AND CAN MAKE THOSE COMMITMENTS.
UM, SO YEAH, WE JUST NEED ONE MORE APPOINTMENT AND TO VOTE ON IT AND TO MAKE SURE THAT YOU ACTUALLY ATTEND A COMMISSIONER COOK.
I ASSUME YOU'RE GONNA ATTEND NEXT WEDNESDAY.
SO SOMEONE WHO CAN ACTUALLY ATTEND, BECAUSE WE DO NEED TO PRESENT TO HAVE THE MEETING.
AND IT IS IN THE AFTERNOON ON WEDNESDAY AFTERNOON, SO YES.
YEAH, WEDNESDAY, WEDNESDAY, MAY 10TH, UH, AT 3:30 PM AT THE PERMITTING AND DEVELOPMENT CENTER.
AND I'LL SEND YOU ALL THE INFORMATION FOR WHOEVER IS APPOINTED.
I WOULD VOLUNTEER MY NAME FOR A ONE ONE OFF TO BE OFFICIALLY ON THE COMMITTEE FOR ONE MONTH.
I WILL BE OUT OF TOWN ON THE 10TH.
SO WE DO NEED, UH, SOMEBODY TO,
[00:45:02]
I, I HESITATE TO LIKE, MAKE EYE CONTACT AND, AND MAKE IT AWKWARD.BUT YOU KNOW, SOMEBODY, JUST AS A REMINDER FOR THOSE NEW COMMISSIONERS, THE ARCHITECTURAL REVIEW COMMITTEE IS AN INFORMAL COMMITTEE MADE UP OF A HANDFUL OF COMMISSIONERS YOU ALL, UH, TO MEET WITH APPLICANTS, UH, OF HIS APPLICANTS AND HOMEOWNERS OF HISTORIC PROPERTIES AND PROJECTS.
UH, EITHER, YOU KNOW, PRIOR TO GOING TO THE FULL HISTORIC LANDMARK COMMISSION FOR INFORMAL REVIEW, UM, OF THEIR PROJECTS TO GET MORE, UM, PERSONAL ONE-ON-ONE FEEDBACK OF THEIR DESIGNS AND MAYBE EVEN PRODUCE SOME REVISIONS THAT ARE MORE APPROPRIATE TO THE HISTORIC DESIGN STANDARDS.
UH, IN PREPARATION OF THE NEXT MEETING.
WE DO HAVE FOUR ITEMS ON THE AGENDA.
USUALLY LASTS UNDER TWO HOURS.
UM, YEAH, I, I GUESS I'D ALSO ADD, OR, OR EMPHASIZE IT IS INFORMAL AND IT IS NON-BINDING AND NO ACTION IS TAKEN AT THE, AND NO ACTION IS TAKEN.
IT'S LITERALLY JUST OPEN DISCUSSION WITH, UH, PROJECT TEAMS. BUT WE DO NEED, UH, A CERTAIN TWO IN ORDER TO ACTUALLY HOLD, UH, MEETING.
AND I, I WOULD NOTE THAT IT IS REWARDING BECAUSE PEOPLE THAT ARE THERE ARE THERE BY THEIR OWN CHOOSING.
SO YOU TEND TO HAVE A MORE RECEPTIVE AUDIENCE.
UH, IT'S RARELY BEEN CONTENTIOUS.
IT'S, UH, USUALLY VERY, UH, VERY POSITIVE INTERACTION.
AND YOU GET TO LOOK AT SOME OF THESE PROJECTS IN A LITTLE MORE DETAIL, TALKING TO THE APPLICANTS DIRECTLY, WHICH IS REWARDING AS WELL.
I, I HAD PLANNED ON, UM, VOLUNTEERING FOR THE PRESERVATION PLAN COMMITTEE, BUT IF YOU NEED SOMEBODY FOR THAT, FOR THAT, I, I'LL, I'LL DO IT.
I JUST, I DON'T THINK I, I HAVE SOMETHING NEXT WEDNESDAY, BUT I THINK I CAN GET OUT OF IT FOR THOSE, THOSE COUPLE HOURS OR WHATEVER.
YEAH, SO IT'S LIKE THREE 30 TO FIVE KIND OF THING.
SO WE NEED A FORMAL MOTION APPOINTING COMMISSIONER CASTILLO AND THEN A VOTE I MOVE TO APPOINT COMMISSIONER CASTILLO, UM, TO THE ARCHITECTURAL REVIEW COMMITTEE.
DO I HEAR A SECOND? SECOND? ALL THOSE IN FAVOR, UH, RAISE YOUR HAND.
ALL THOSE OPPOSED, I THINK COMMISSIONER CASTILLO ABSTAIN FROM VOTING HIMSELF ON, BUT
AND I WOULD SAY IF ANY OTHER, UH, COMMISSIONERS ARE INTERESTED IN ATTENDING, AS LONG AS WE DON'T, YOU KNOW, THEY'LL BEAT JUST TWO OF US.
SO IF WE CAN GET ANY, THE, THE MORE VOICES THEY HEAR OUT OF A QUORUM, THE BETTER IT IS FOR THE APPLICANTS TO HAVE SOME RELIABILITY.
SO IF ANYONE ELSE FELT LIKE SHOWING UP, I THINK WE WOULD.
YEAH, AS LONG AS IT'S LESS THAN NOTIFY IN ADVANCE.
YEAH, AS LONG AS IT'S LESS THAN FIVE.
SO TWO OTHER PEOPLE CAN ATTEND IF THEY WANT AS SPECIAL GUESTS.
I'M OUTTA TOWN NEXT WEDNESDAY AS WELL, BUT I CAN CONSIDER, YOU KNOW, OCCASIONAL APPEARANCES IN THE FUTURE.
[Items 30 & 31]
AND THEN I'LL, I'LL SPEAK TO THE OPERATIONS AND GRANTS COMMITTEES AT THE SAME TIME.UH, I THINK THAT THE, THOSE MEETINGS ARE CURRENTLY ON HOLD PENDING, UM, A MORE FULL COMMISSION AND UH, THAT IS CORRECT.
AND, UH, ONCE WE GET SETTLED OUT, UM, WE DO NEED THOSE VACANCIES FILLED.
I DON'T THINK I FEEL ANY GUILT THERE.
CAUSE I THINK I'M ACTUALLY ON BOTH OF THOSE COMMITTEES.
UM, AND THEN THE PRESERVATION PLAN COMMITTEE
[32. Preservation Plan Committee – Future meeting to be scheduled. (1 vacancy)]
IS ON HOLD UNTIL WE HAVE, UH, STAFFING TO FILL POSITIONS TO TAKE OVER THAT PROJECT.SO THAT WRAPS UP, UH, 29, 30, 31, AND 32 OF OUR AGENDA ONTO
[33. 2023 Commission Elections]
33, WHICH WOULD BE THE 2023 COMMISSION ELECTIONS.DO YOU HAVE ANYTHING TO ADD IN OR, UM, I WAS JUST GOING TO ADD THAT COMMISSION ELECTIONS ARE USUALLY DONE IN APRIL FOR CHAIR AND VICE CHAIR.
UM, AND UH, THOSE TERMS RUN FROM APRIL TO APRIL.
UM, SO HEADING THE MEETING IS THE CHAIR.
IF THE CHAIR IS ABSENT, IT IS THE VICE-CHAIR.
AND THEN FROM THEN ON IT IS SENIORITY OF THOSE ON THE COMMISSION.
UM, WE'VE PUT OFF THE ELECTIONS BECAUSE THERE ARE, THERE HAS BEEN A LOT OF TURNOVER ON THIS COMMISSION AS WELL AS ALL THE COMMISSIONS AND BOARDS RIGHT NOW.
SO, UM, IT IS AVAILABLE TO BE POSTPONED UNTIL WE HAVE A FULLER COMMISSIONER, AT LEAST MORE PEOPLE IN ATTENDANCE.
UH, CAUSE WE ARE MISSING THREE COMMISSIONERS.
OR WE COULD HAVE THE ELECTION TODAY.
THAT'S COMPLETELY UP TO YOU ALL.
I, I'LL, I'LL SAY THAT THIS IS THE SMALLEST ATTENDANCE THAT I'VE PARTICIPATED IN IN FOUR YEARS.
SO I THINK EVEN JUST HAVING THREE PEOPLE LIKE ACTUALLY ABSENT IS, IS, UH, THAT'S THE HIGHEST NUMBER WE'VE EVER GOTTEN TO IN THE LAST FOUR YEARS.
SO I HAVE MY THOUGHTS ABOUT WHAT MOTION WE SHOULD MAKE, BUT I'LL, I'LL SEE WHAT THE REST OF THE COMMISSION SAYS.
I'LL MOVE TO POSTPONE TO OUR JUNE MEETING.
WE HAVE A, WE HAVE A MOTION FROM COMMISSIONER COOK AND A TIED FOR A SECOND BETWEEN COMMISSIONER MCC RECORDER AND COMMISSIONER GROGAN.
UH, ANYBODY WANNA SPEAK TO THAT MOTION? I'M JUST LIKE TO NOTE THAT COMMISSIONER FEATHERSTON DID A FANTASTIC JOB.
SO HE'S GOT A TARGET ON HIS BACK, BUT I WILL GIVE HIM A ONE MONTH REPRIEVE
[00:50:01]
I, UH, I ACTUALLY READ THE CAPTIONS OF YOU SAYING THAT WHILE YOU'RE SAYING IT'S PRETTY INTERESTING
UM, YEAH, WE WILL, UH, I, I WILL SUPPORT THE MOTION.
SO, UM, ALTHOUGH IN FAVOR, AYE, THAT'S UNANIMOUS.
[34. 2023 Commissioner Training and Retreat – Summer 2023]
THEN ONE LAST THING, FUTURE AGENDA ITEMS THIS SUMMER COMMISSIONER TRAINING AND RETREAT.IT'LL BE AN ALL DAY TRAINING SIMILAR TO WHAT WE DID LAST YEAR.
UM, IT'LL PROBABLY BE IN JULY, A LITTLE BIT LATER IN THE SUMMER.
THERE'S A LOT GOING ON BETWEEN NOW AND THEN.
UH, SO I WILL BE SENDING OUT A SURVEY IN THE NEXT MONTH PROBABLY WITH, UM, VARIOUS DATES, UM, TOPICS OF INTEREST, UH, AND IF YOU HAVE ANY FOOD ALLERGIES FOR CATERING,
UH, JUST ONE LAST, UM, QUESTION.
DO WE HAVE ANY INFORMATION ON THE OPEN SPOTS HAS AND HAVE INDIVIDUALS BEEN IDENTIFIED TO FILL THOSE SPOTS? OR ARE WE JUST WAITING ON, ARE YOU ASKING ABOUT THE VACANCIES? CORRECT.
NO APPOINTMENTS HAVE BEEN MADE FOR THOSE VACANCIES.
THOSE CITY COUNCIL OFFICES HAVE NOT MADE APPOINTMENTS YET.
UH, THEY HAVE, I MEAN, UNTIL THEY WANT TO
SO RIGHT NOW WE ARE, UM, PUSHING FORWARD WITH A COMMISSION OF NINE, UM, AND TRYING TO RUN THINGS AS SMOOTHLY AS POSSIBLE WITH THAT NUMBER.
I'LL REFRAIN FROM ASKING YOU TO SAY OUT LOUD, WHICH, UH, COUNCIL MEMBERS HAVEN'T YET.
ARE YOU GONNA DO IT, COLIN? YOU'RE GONNA SAY NAME, NAMES.
IF YOU WANT, IF, IF YOU'RE ACTUALLY WATCHING ON TV RIGHT NOW, YOU CAN LOOK THAT UP,
UM, DO I HEAR A MOTION TO ADJOURN? I HAVE A MOTION FROM COMMISSIONER GROGAN.
SECOND FROM COMMISSIONER MCCR.
ALL THOSE IN FAVOR OF ADJOURNING, RAISE YOUR HAND, SAY, AYE.
QUICKEST MEETING EVER UNDER ONE HOUR, MR. F.
REMEMBER YOU LONE BE WITH YOU.
DON'T SAY WHEN YOU COMING HOME, THERE'S, I HEAR YOU.
