UM, I'M SHAILA THE EXECUTIVE DIRECTOR OF BIG MEDIUM.

WE, OUR MISSION IS TO ADVANCE THE CAREERS OF ARTISTS THROUGH EQUITABLE AND INCLUSIVE PLATFORMS. WE DO THIS THROUGH GALLERY EXHIBITIONS, RESIDENCY PROGRAMS, STUDIO SPACES, CASH AWARDS FOR EXCELLENCE, A STATEWIDE BIANNUAL SURVEY OF ART MAKING IN TEXAS.

AND WHAT WE'RE MOST KNOWN FOR IS PRODUCING THE ESAU AND STUDIO TOUR IN THE WEST AUSTIN STUDIO TOUR, WHICH ARE NOW COMBINED INTO THE AUSTIN STUDIO TOUR.

UH, THIS IS OUR 21ST YEAR OF STUDIO TOUR PROGRAMMING IN AUSTIN, AND WE HAVE DONE 30 SEPARATE STUDIO TOURS TO DATE, AND WE SERVE OVER 600 ARTISTS, COLLECTIVES, GALLERIES, AND ARTS ORGANIZATIONS EACH YEAR.

IN ADDITION TO MY WORK AT BIG MEDIUM, I SERVED ON THE BOARD OF THE AUSTIN CREATIVE ALLIANCE FOR FIVE LONG YEARS.

I JOINED THE BOARD IN 2014.

I BECAME BOARD CHAIR IN 2015, AND THEN I RESIGNED FROM THE ORGANIZATION WHILE STILL SERVING AS BOARD CHAIR IN 2018.

AND I MENTIONED MY TENURED ACA BECAUSE THAT IS THE REASON WHY I'M HERE BEFORE YOU TODAY.

I JOINED ACA BECAUSE I, LIKE MANY OF US, RECOGNIZED THAT THIS THE NEED FOR AN ORGANIZATION TO SPEAK ON BEHALF OF OUR COMMUNITY AND TO ADVOCATE FOR THE ADVANCEMENT OF ART AND CULTURE IN AUSTIN.

I LEFT ACA BECAUSE I REALIZED THAT ACA WASN'T UNITING OUR COMMUNITY.

IT WAS DIVIDING US AND I COULD NOT CHANGE THE LEADERSHIP NOR THE DIRECTION OF ACA.

OUR COMMUNITY WAS DIVIDED WHEN I LEFT.

AND I THINK IT IS EVEN MORE DIVIDED THAN THEN THAN IT WAS THEN, THAN IT DIVIDED THAN IT IS NOW.

YOU KNOW WHAT I'M SAYING? .

UM, I'M HERE REPRESENTING A SMALL GROUP OF INDIVIDUALS AND ORGANIZATIONS IN OUR COMMUNITY TO STATE PUBLICLY OF THE AUSTIN CREATIVE ALLIANCES.

NOT SPEAK ON, BE ON OUR BEHALF OF THE WHOLE CREATIVE SECTOR.

MANY OF US DO NOT AGREE WITH OR ALIGN WITH ACA, ESPECIALLY WITH THEIR RECENT LETTER THEY SENT TO THE COUNCIL, CITY MANAGER AND MAYOR.

WE ARE IN SUPPORT OF THE ARTS COMMISSION, THE CULTURE ARTS DIVISION, THE ECONOMIC DEVELOPMENT DEPARTMENT, AND THEIR APPROACHED AND COMMITMENT TO EQUITABLE FUNDING FOR THE ARTS.

WE HAVE WRITTEN A LETTER IN RESPONSE TO ACAS LETTER STATING THIS AND ARE CIRCULATING IT AROUND FOR OTHER MEMBERS OF THE COMMUNITY TO SIGN AND VOICE THEIR OPPOSITION TO ACA.

THIS STATEMENT IS JUST ONE SMALL STEP IN MOVING TOWARD THE RIGHT REPRESENTATION OF THE CREATIVE SECTOR AND FOCUSING ON OUR ENERGY ON BUILDING RESOURCES AND FUNDING FOR ALL OF US.

WE NO LONGER CAN CONTINUE THE ENDLESS FIGHT OVER HOW HOT FUNDS ARE DISTRIBUTED.

AUSTIN IS ABUNDANT IN.

WE CAN COLLECTIVELY WORK TOWARDS ASSESSING THAT WEALTH AND SUPPORTING ONE ANOTHER, BUT NOT AS LONG AS ACA IS PERCEIVED AS OUR MOUTHPIECE.

WE HOPE THIS COMMISSION, CITY STAFF AND MEMBERS OF THE CREATIVE SECTOR WILL SUPPORT OUR EFFORTS TO BUILD A MORE UNITED COMMUNITY WORKING TOGETHER FOR THE SUCCESS OF EACH AND EVERY ONE OF US.

I WANTED TO TAKE THIS MOMENT TO LOOK AT WHAT LAY AHEAD.

FAA IS SOMEONE WITH A LOT OF EXPERIENCE AND KNOWLEDGE, AND I'M THRILLED THAT SHE'LL BE GIVEN THE OPPORTUNITY TO SERVE IN THIS SPACE.

THE NATIONAL LEAGUE OF CITIES RECOGNIZED OUR CULTURAL ARTS DIVISION, UM, WITH A CULTURAL DIVERSITY AWARD FOR THEIR COMMUNITY LEADERSHIP AND CONTRIBUTIONS TO PROMOTING DIVERSITY IN THE CULTURAL FUNDING REVIEW PROCESS.

JULIE, ON THE HORIZON IS THE OPENING OF ELEVATE THE SECOND OF OUR THREE PILOT FUNDING PROGRAMS. I KNOW THAT STAFF WILL BE PRESENTING ON THE PROGRAM IN DETAIL, BUT I THINK IT IS IMPORTANT TO ADDRESS SOME KEY POINTS OF THE GRANT HERE AT THE TOP OF OUR MEETING.

THIS IS A ONE YEAR SUPPORT PROGRAM WITH FUNDS ELIGIBLE TOWARDS SPECIFIC PROJECTS AS WELL AS GENERAL OPERATIONAL SUPPORT.

ELEVATE WILL SERVE 125 NONPROFITS AND 75 5 0 1 NON 5 0 1 ENTITIES NON 5 0 1 ENTITIES WILL RECEIVE GRANTS RANGING FROM 10 TO $25,000.

ORGANIZATIONS WILL RECEIVE GRANTS RANGING FROM 30,000 TO $70,000.

EVERY APPLICATION SUBMITTED TO ELEVATE WILL BE READ TOP TO BOTTOM BY NO LESS THAN THREE PEOPLE TO MY COMMUNITY.

THE DISCUSSION AND ACTION ITEMS INCLUDED THE APPROVAL OF THE FINAL DESIGN FOR THE AUSTINBURG INTERNATIONAL AIRPORT TERMINAL AND, UH, THE EXPANSION PHASE TWO B, ART AND PUBLIC PLACES PROJECT WITH ARTIST JOSEPH CHRISTO FALETTI AND MATTHEW MAZAK.

THERE WAS DISCUSSION AND REVIEW OF THE MIDD DESIGN FOR THE COMAL PARK, UH, POCKET PARK AIP, P P PROJECT, AS WELL BY ARTIST DANA PERRO.

UH, THE PANEL ALSO APPROVED THE RECOMMENDED ARTIST FOR THE MEXICO CARTE MUSEUM.

THERE WAS A DISCUSSION, UH, IN RESPONSE TO THE AIP P PANEL RECOMMENDATION FOR MONOPOLI ARTIST SELECTION.

AND THE PANEL, UH, DECIDED TO SEND THAT, UH, APPLICATOR OR PROJECT FOR APPROVAL.

BACK TO OUR MEETING TODAY, THERE WAS A POWERPOINT PRESENTATION, UH, ABOUT CONSTANCE, UH, THE DIRECTOR, UH, REVIEW OF THE YEAR, WHICH I BELIEVE WE'RE GONNA SEE TODAY, WHICH IS EXTREMELY HARD THIS EVENING, WHICH IS VERY EXCITING.

IT'S, IT'S JUST AMAZING WHAT ARTS AND PUBLIC PLACES IN AUSTIN IS AMAZING.

UH, STAFF BRIEFING BRIEFINGS INCLUDED A COLLECTION MANAGER UPDATE BY FRANK WICK.

UM, IF ANYBODY'S FAMILIAR WITH THE LANCE ARMSTRONG ART PROJECT THAT'S BEEN THERE FOREVER, I DON'T KNOW WHAT THEY'RE ACTUALLY CALLED, BUT I ALWAYS THOUGHT OF THEM AS YELLOW MARKERS.

THERE ARE NO REAL UPDATES OTHER THAN THAT.

JUST TO REITERATE, WE'RE GOING THROUGH THIS, UM, THE FINAL STAGES OF THE RFP PROCESS FOR, UM, TO PUT ON RFP FOR BLOCKS 16 AND 18, UH, TO, TO DEVELOP THOSE REGARDING, UH, THE ALLOW FOR CULTURAL CULTURAL SPACE WITHIN THE DEVELOPMENT THERE.

UM, WE ARE CONTINUING TO WORK ON THOSE, UH, ORGANIZATIONS THAT ARE IN THE PIPELINE, UM, AND HAVE, HAVE NEGOTIATIONS WITH THEM TO, UH, UH, RE REALLY START TO LOCK INTO PLACE.

UM, SOME, UH, SOME ACTUAL FUNDING THAT'S GONNA BE RELEASED.

I KNOW IT'S BEEN A, A LONG WAIT, UH, FOR THAT.

UM, STILL NOT AT LIBERTY TO BE ABLE TO DISCLOSE WHO EXACTLY THO THOSE, UH, THOSE, UH, BUSINESSES OR ORGANIZATIONS ARE, BUT WE ARE CONTINUING TO MAKE PROGRESS, UH, ON THAT.

UM, IT'S LOOKING THAT LOOK LIKE WE WILL FINISH UP THIS RFP DEVELOPMENT PROCESS, UM, PROBABLY BY MID-SUMMER.

THERE WERE 45 ORGANIZATIONS, INDIVIDUALS INVOLVED IN THE INITIAL, UH, STAGE OF THAT.

CAN YOU, DO YOU HAVE A PERCENTAGE OF THOSE PIPELINE, THE 45, UH, OF WHO ARE INVOLVED AND KNOW WHAT'S GOING ON, AND PERHAPS SOME OF THOSE 45 THAT DON'T KNOW ANYTHING THAT'S GOING ON? WELL, ALL OF THEM KNOW WHAT'S GOING ON WITH THEM EACH RESPECTIVELY.

UH, THERE ARE 13 THAT ARE IN THE, I GUESS THE, THE TOP TIER AND UNDER CONSIDERATION MM-HMM.

, UM, AND THEY'RE, THEY'RE ALL AWARE, YOU KNOW, THERE'S, THERE'S NEGOTIATION PROCESS THAT'S GOING, GOING ON WITH THOSE FOLKS AND, UH, TERM TRYING TO, UH, DETERMINE TERM SHEETS AND THO THOSE TYPES OF THINGS.

UM, AS FAR AS THE OTHER, UH, ORGANIZATIONS, THEY ARE, THEY, THEY ARE AWARE OF, OF WHAT THEIR RESPECTIVE STATUSES, UH, ARE, UH, IN THE PROCESS.

AND WE, WE STILL COMMUNICATE WITH THEM, UH, PERIODICALLY AS WELL.

UH, CARL, I JUST WANNA CORRECT YOU ON THAT BECAUSE I DO KNOW OKAY.

OF ORGANIZATIONS THAT ARE NOT HEARING WHAT'S GOING ON.

SO IF IT'S, UH, A SUBMITTABLE OR THROUGH AN EMAIL, THROUGH SUBMITTABLE OF JUST, UH, GENERAL INFORMATION, I WILL LET YOU KNOW THAT NOT ALL THE 45 ORIGINAL ORGANIZATIONS OR INDIVIDUALS DO REALLY KNOW WHAT'S GOING ON.

IF THE PIPELINE OR THE 13, WHICH TOTALLY MAKES SENSE THAT IT WOULDN'T INVOLVE ALL 45 AS FAR AS ACTIVE THINGS THAT ARE GOING ON THE NEGOTIATIONS MM-HMM.

AND, AND PLANS.

BUT THERE NEEDS TO BE A DELINEATION BETWEEN THOSE THAT ARE ACTIVE, THAT 13, WHICH IS A NUMBER THAT HAS COME UP IN THE PAST, AND THE ADDITIONAL MEMBERS OF THE ORIGINAL 45.

SO MAYBE IN THE NEXT MEETING WE CAN FIND OUT PERHAPS IF THERE'S A LONG TERM OR, OR EVEN INTERIM PLAN OF WHAT WOULD HAPPEN WITH THE ADDITIONAL, UH, PEOPLE INVOLVED IN THE ORIGINAL 45.

IS THERE A START OVER POINT THAT THE CULTURAL TRUST IS THINKING ABOUT? I THINK THAT KIND OF INFORMATION WOULD GO A LONG WAY.

WELL, WE, WE, WE, WE ONLY HAVE THE RESOURCES THAT WE HAVE RIGHT NOW.

UM, AND SO THO THOSE ARE FOCUSED ON THE FIRST 13, UH, THE ADDITIONAL ONES THAT ARE IN THE PIPELINE.

UM, AS, AS, AS WE SAY, WE ARE CONTINUING TO LOOK FOR WAYS TO PROVIDE, UM, THEM WITH, UM, OTHER WAYS, UH, OF DOING CAPACITY BUILDING.

UM, OUR ARPA GRANTS TO LOCAL ARCH AGENCIES FOR SUB GRANTING.

UH, THE CITY HA WAS AWARDED $500,000 AND WILL USE THOSE DOLLARS TO FUND 1920 $5,000 GRANTS TO ARTS, EDUCATION, NONPROFITS, ARTS EDUCATION, NONPROFITS MUST OFFER ACTIVITIES THAT PRIMARILY SERVE PARTICIPANTS FROM EARLY CHILDHOOD THROUGH 18 YEARS OF AGE.

AT LEAST 50% OF THE AWARD MUST BE PAID TO TEACHING ARTISTS WHO ARE PROVIDING DIRECT SERVICES TO STUDENTS.

UM, ELIGIBLE APPLICANTS MUST BE A 5 0 1 NONPROFIT ORGANIZATION PROVIDING SIGNIFICANT ARTS EDUCATIONAL SERVICES.

UH, THE ORGANIZATION MUST BE HEADQUARTERED IN THE AUSTIN METROPOLITAN STATISTICAL AREA WITH AT LEAST ONE YEAR OF OPERATING HISTORY.

THE MAJORITY OF THE APPLICANTS ACTIVITIES, HOWEVER, MUST BE WITHIN THE AUSTIN CITY LIMITS, UH, WHICH MAY INCLUDE THE EXTRA TER TERRITORIAL JURISDICTION.

UM, THEY PRIMARILY ARE GOING TO FOCUS ON PAYING PEOPLE, TEACHING ARTISTS.

UM, WHAT YOU'RE SEEING IS A MURAL THAT PAYS TRIBUTE AND HONORS GUS GARCIA, WHO IS THE FIRST, UH, HISPANIC LATINO MAYOR FOR THE CITY OF AUSTIN.

AND THERE'S A DEDICATION FOR THIS MURAL COMING UP, UM, REALLY SOON, MAY 27TH.

THE CITY OF AUSTIN WAS THE FIRST MUNICIPALITY TO ESTABLISH A PERCENT FOR ART PROGRAM THAT WAS DEDICATED SPECIFICALLY FOR, TO FUND PUBLIC ART OR ART IN PUBLIC PLACES.

IT IS THE OLDEST PROGRAM IN THE CITY OF TEXAS THAT WILL BE 40 YEARS OLD IN 2025.

SO 2022 WAS VERY MUCH A REBOUND YEAR FOR, UH, THE PROGRAM, AND NOT POST PANDEMIC, BUT, BUT EDGING ON THE END OF WHAT WAS CONSIDERED, UM, A GLOBAL, UM, HEALTH CRISIS.

AND SO, UM, JUST GONNA PRESENT, TOUCH THE HIGHLIGHTS ON, ON WHAT WE'VE DONE IN 2022, UH, WHICH IS THE FISCAL YEAR.

UM, A I P P CONTRACTS REALLY SH CAN BE PERCEIVED AS, UH, CONSTRUCTION PROJECTS, UM, THAT EMPLOY HIGHLY SPECIALIZED ARTISTS TO CONCEIVE PROJECTS, YOU KNOW, THAT ARE SPECIFIC TO SITES AND TO NEIGHBORHOODS.

AND THE ARROW HERE IS REALLY INDICATING THAT THE, THERE'S A 15 TO 20% PERCENTAGE OF THE OVERALL PROJECT BUDGET THAT IS REALLY A BEST PRACTICE AND A STANDARD FOR THE ARTISTS TO REALIZE AS THEIR DIRECT FEE AND THE REST OF THE BUDGET REALLY SHOULD GO TO THE PROJECT.

NOW, MANY OF THESE, UM, ITERATIONS IN THE PROJECT, MANY OF THESE DELIVERABLES THE ARTISTS ACTUALLY DO THE LABOR AND THE WORK THEMSELVES.

UM, AND SO THAT SHOULD BE THOUGHT ABOUT DIFFERENTLY AND HOW WE THINK ABOUT LABOR AND,

UM, AND INSTALLATION PRACTICES, UM, IN THE INDIVIDUAL BUDGETS.

AND SO THAT'S JUST SOMETHING TO TAKE NOTE OF WHEN WE'RE WORKING WITH ARTISTS TO HELP THEM UNDERSTAND THAT WE DON'T REALLY DOLE OUT LUMP SUMS, UM, LIKE 50% OF THE PROJECT UPFRONT.

BUT THE PROJECT BUDGETS ARE REALLY BASED ON DELIVERABLES AND HOW THINGS ARE PAID OUT.

AND THE CITY, UM, DOES NOT SUPPORT FUNDS TO INSTALL OR TRANSPORT, UH, PROJECTS OR TO MAINTAIN OBJECTS OR ARTWORKS THAT ARE LEND, UH, PROPOSED TO BE ON LOAN OR DONATED TO THE CITY.

UM, ALSO THESE ARTWORKS THAT ARE PROPOSED TO BE ON LOAN ARE DONATED TO THE CITY, HAVE TO ALWAYS HAVE COMMUNITY BUY-IN.

UM, THE COLLECTION CAN BE FOUND IN EVERY, UH, EACH OF THE 10 COUNCIL DISTRICTS, BUT ALWAYS ON CITY PROPERTY.

THE CURRENT STATUS OF AIP P P OF THOSE OVER 400, UM, OBJECTS, UM, ARE VALUED CURRENTLY AT OVER 20 MILLION.

BY THE END OF THIS CALENDAR YEAR, 12, NEW ART AND PUBLIC PLACES OPPORTUNITIES WITH COMBINED BUDGETS OF OVER 4 MILLION HAVE OR WILL LAUNCH ALSO, UH, BY THE END OF THIS CALENDAR YEAR, 11 ARTWORKS ARE IN NEED OF SIGNIFICANT RESTORATION.

WE HAVE SIX FULL-TIME EMPLOYEES AND CURRENTLY ARE RECRUITING FOR THREE OPEN POSITIONS.

RIGHT NOW WE CURRENTLY HAVE, UH, THREE OPPOR OR FOUR OPPORTUNITIES WITH FIVE PROJECTS.

SO BERGSTROM SPUR TRAIL HAS THREE PROJECTS, ALL, UM, OPEN TO TEXAS ARTISTS ONLY THE MEXICAN AMERICAN CULTURAL CENTER HAS ONE OPPORTUNITY OPEN TO AUSTIN O ARTIST ONLY.

UM, THE AUSTIN BERGSTROM INTERNATIONAL AIRPORT HAS ONE OPPORTUNITY THAT IS A QUIET SPACE THAT IS OPEN TO AUSTIN ARTIST ONLY.

AND THE AIRPORT ALSO HAS A LARGE SCALE OPPORTUNITY THAT IS OPEN TO A NATIONAL COMPETITION.

I'VE HAD CONVERSATIONS WITH BOTH FORMER COMMISSIONER POLGAR AND, UH, FORMER COMMISSIONER, UH, JAIME CASTILLO.

I BELIEVE BASED ON THOSE CONVERSATIONS THAT THE BEST COURSE OF ACTION WOULD BE TO SUNSET THIS GROUP.

UM, I THINK THAT THERE, THESE CONVERSATIONS BEGAN AT THE BEGINNING OF 2021 WE, AND KIND OF HALTED AT THE END OF 2022.

I THINK THAT'S RIGHT.

UM, THERE'S A BIG GAP IN THIS COMMUNICATION AND IN LIEU OF TRYING TO REIGNITE IT ALONGSIDE A LOT OF THE RENOVATIONS THAT ARE HAPPENING WITH THE CULTURAL ART CENTERS AT THIS TIME.

A BETTER MOVE WOULD BE TO SUNSET THIS GROUP AND RESTART IT WHEN IT FEELS MORE APPROPRIATE IN THE GRAND TIMELINE.

WE, AS A COMMISSIONER ALSO ROLLING OUT PILOT PROGRAMS AND MORE FUNDING.

THEY'VE NEVER HAD AN EXHIBITION OUTSIDE OF THE SCHOOL.
