WE, OUR MISSION IS TO ADVANCE THE CAREERS OF ARTISTS THROUGH EQUITABLE AND INCLUSIVE PLATFORMS. WE DO THIS THROUGH GALLERY EXHIBITIONS, RESIDENCY PROGRAMS, STUDIO SPACES, CASH AWARDS FOR EXCELLENCE, A STATEWIDE BIANNUAL SURVEY OF ART MAKING IN TEXAS.
AND WHAT WE'RE MOST KNOWN FOR IS PRODUCING THE ESAU AND STUDIO TOUR IN THE WEST AUSTIN STUDIO TOUR, WHICH ARE NOW COMBINED INTO THE AUSTIN STUDIO TOUR.
UH, THIS IS OUR 21ST YEAR OF STUDIO TOUR PROGRAMMING IN AUSTIN, AND WE HAVE DONE 30 SEPARATE STUDIO TOURS TO DATE, AND WE SERVE OVER 600 ARTISTS, COLLECTIVES, GALLERIES, AND ARTS ORGANIZATIONS EACH YEAR.
IN ADDITION TO MY WORK AT BIG MEDIUM, I SERVED ON THE BOARD OF THE AUSTIN CREATIVE ALLIANCE FOR FIVE LONG YEARS.
I BECAME BOARD CHAIR IN 2015, AND THEN I RESIGNED FROM THE ORGANIZATION WHILE STILL SERVING AS BOARD CHAIR IN 2018.
AND I MENTIONED MY TENURED ACA BECAUSE THAT IS THE REASON WHY I'M HERE BEFORE YOU TODAY.
I JOINED ACA BECAUSE I, LIKE MANY OF US, RECOGNIZED THAT THIS THE NEED FOR AN ORGANIZATION TO SPEAK ON BEHALF OF OUR COMMUNITY AND TO ADVOCATE FOR THE ADVANCEMENT OF ART AND CULTURE IN AUSTIN.
I LEFT ACA BECAUSE I REALIZED THAT ACA WASN'T UNITING OUR COMMUNITY.
IT WAS DIVIDING US AND I COULD NOT CHANGE THE LEADERSHIP NOR THE DIRECTION OF ACA.
OUR COMMUNITY WAS DIVIDED WHEN I LEFT.
AND I THINK IT IS EVEN MORE DIVIDED THAN THEN THAN IT WAS THEN, THAN IT DIVIDED THAN IT IS NOW.
UM, I'M HERE REPRESENTING A SMALL GROUP OF INDIVIDUALS AND ORGANIZATIONS IN OUR COMMUNITY TO STATE PUBLICLY OF THE AUSTIN CREATIVE ALLIANCES.
NOT SPEAK ON, BE ON OUR BEHALF OF THE WHOLE CREATIVE SECTOR.
MANY OF US DO NOT AGREE WITH OR ALIGN WITH ACA, ESPECIALLY WITH THEIR RECENT LETTER THEY SENT TO THE COUNCIL, CITY MANAGER AND MAYOR.
WE ARE IN SUPPORT OF THE ARTS COMMISSION, THE CULTURE ARTS DIVISION, THE ECONOMIC DEVELOPMENT DEPARTMENT, AND THEIR APPROACHED AND COMMITMENT TO EQUITABLE FUNDING FOR THE ARTS.
WE HAVE WRITTEN A LETTER IN RESPONSE TO ACAS LETTER STATING THIS AND ARE CIRCULATING IT AROUND FOR OTHER MEMBERS OF THE COMMUNITY TO SIGN AND VOICE THEIR OPPOSITION TO ACA.
THIS STATEMENT IS JUST ONE SMALL STEP IN MOVING TOWARD THE RIGHT REPRESENTATION OF THE CREATIVE SECTOR AND FOCUSING ON OUR ENERGY ON BUILDING RESOURCES AND FUNDING FOR ALL OF US.
WE NO LONGER CAN CONTINUE THE ENDLESS FIGHT OVER HOW HOT FUNDS ARE DISTRIBUTED.
WE CAN COLLECTIVELY WORK TOWARDS ASSESSING THAT WEALTH AND SUPPORTING ONE ANOTHER, BUT NOT AS LONG AS ACA IS PERCEIVED AS OUR MOUTHPIECE.
WE HOPE THIS COMMISSION, CITY STAFF AND MEMBERS OF THE CREATIVE SECTOR WILL SUPPORT OUR EFFORTS TO BUILD A MORE UNITED COMMUNITY WORKING TOGETHER FOR THE SUCCESS OF EACH AND EVERY ONE OF US.

UH, THIS QUICK PRESENTATION, WE'LL PROVIDE YOU WITH AN UPDATE ON THE CULTURAL ARTS, UM, THE CULTURAL FUNDING ARTS EDUCATION RELIEF GRANT.
UH, THE FUNDS FOR THE ARTS EDUCATION RELIEF GRANT COME FROM THE NATIONAL ENDOWMENT FOR THE ARTS, OR THE NEA, UH, THEIR AMERICAN RESCUE PLAN ACT.
UM, OUR ARPA GRANTS TO LOCAL ARCH AGENCIES FOR SUB GRANTING.
UH, THE CITY HA WAS AWARDED $500,000 AND WILL USE THOSE DOLLARS TO FUND 1920 $5,000 GRANTS TO ARTS, EDUCATION, NONPROFITS, ARTS EDUCATION, NONPROFITS MUST OFFER ACTIVITIES THAT PRIMARILY SERVE PARTICIPANTS FROM EARLY CHILDHOOD THROUGH 18 YEARS OF AGE.
AT LEAST 50% OF THE AWARD MUST BE PAID TO TEACHING ARTISTS WHO ARE PROVIDING DIRECT SERVICES TO STUDENTS.
UM, ELIGIBLE APPLICANTS MUST BE A 5 0 1
UH, THE ORGANIZATION MUST BE HEADQUARTERED IN THE AUSTIN METROPOLITAN STATISTICAL AREA WITH AT LEAST ONE YEAR OF OPERATING HISTORY.
THE MAJORITY OF THE APPLICANTS ACTIVITIES, HOWEVER, MUST BE WITHIN THE AUSTIN CITY LIMITS, UH, WHICH MAY INCLUDE THE EXTRA TER TERRITORIAL JURISDICTION.
PRIORITY WILL BE GIVEN TO APPLICANTS THAT SERVE AND ARE ACCOUNTABLE TO COMMUNITIES THAT ARE AT IMMEDIATE RISK OF CULTURAL ERASURE AND DISPLACEMENT WITHIN AUSTIN AND OR HAVE BEEN INSTITUTIONALLY MARGINALIZED AND UNDERFUNDED BY THE CITY OF AUSTIN CULTURAL ARTS DIVISION.

SO TE IS TEXAS EDUCATION AGENCY, UM, ORGANIZATIONS THAT OFFER SERVICES THAT ARE BILINGUAL OR BICULTURAL, UM, AND ORGANIZATIONS THAT PRIMARILY SERVE STUDENTS RECEIVING DISABILITY SERVICES.
THE ARTS EDUCATION RELIEF GRANT WILL OPEN ON TUESDAY, AUGUST 8TH AT 10:00 AM WE WILL OFFER WORKSHOPS AND OPEN OFFICE HOURS THROUGHOUT THE APPLICATION PERIOD.
THE DEADLINE TO APPLY IS TUESDAY, SEPTEMBER 12TH AT 5:00 PM THE PANEL WILL OCCUR ON SEPTEMBER 27TH, AND WE WILL ANNOUNCE AWARDS ON SEPTEMBER 29TH.
SO, QUICK TURNAROUND TIME, UH, FUNDS WILL COVER EXPENSES INCURRED OCTOBER 1ST, 21ST, 2023 THROUGH JUNE 30TH, 2024.
UM, AND THAT IS BECAUSE, UM, WE HAVE TO REPORT BACK AT THE NE NEA HOW WE SPENT THE FUNDS.
SO THAT'S WHY THAT'S A LITTLE BIT OF A TRUNCATED, UM, CONTRACT PERIOD.
UM, ARE THERE ANY QUESTIONS ABOUT THE ARTS EDUCATION RELIEF GRANT THAT'S COMING UP?
UM, HOW IS THE, UM, PERHAPS ORGANIZATIONS THAT WILL HAVE, UH, ARTS EDUCATION PROGRAMMING IN ELEVATE, UH, AND, UH, DEAL WITH THIS? IN OTHER WORDS, HOW DO THEY, HOW DO THEY LINE UP SIDE BY SIDE AS FAR AS FUNDING? OBVIOUSLY THEY WOULD, THEY'D BE EL THEY WOULD BE ELIGIBLE FOR FUNDING.
SO DIFFERENT PROJECTS OR SAME PROJECT, OR IT DOESN'T MATTER.
UM, BECAUSE THESE FUNDS ARE FROM THE NEA, THEY PRI AND FROM SPECIFICALLY FROM THE, UM, AMERICAN RESCUE PLAN ACT, THE FUNDS ARE VERY SPECIFICALLY TIED, NOT SO MUCH TO PROGRAMMING, BUT TO, UM, GENERAL OPERATING SUPPORT.
UM, THEY PRIMARILY ARE GOING TO FOCUS ON PAYING PEOPLE, TEACHING ARTISTS.
UM, I WOULD SAY THAT, UM, I DON'T THINK THAT THERE WILL NECESSARILY BE A LOT OF CROSSOVER BETWEEN ELEVATE AND THE ARPA FUNDS.
UM, BUT I THINK WE'RE GOING TO ALLOW THAT.
THERE WILL PROBABLY BE SOME CROSSOVER, BUT BECAUSE THESE FUNDS ARE RELIEF GRANT DOLLARS,

SO 2022 WAS VERY MUCH A REBOUND YEAR FOR, UH, THE PROGRAM, AND NOT POST PANDEMIC, BUT, BUT EDGING ON THE END OF WHAT WAS CONSIDERED, UM, A GLOBAL, UM, HEALTH CRISIS.
AND SO, UM, JUST GONNA PRESENT, TOUCH THE HIGHLIGHTS ON, ON WHAT WE'VE DONE IN 2022, UH, WHICH IS THE FISCAL YEAR.

THE JOINT WORKING GROUP FOR JOINT CULTURAL COMMITTEE WITH COMMISSIONER ZIMAN, THAT'S ME AND WORKING MEMBERS OF THE QUALITY OF LIFE COMMISSIONS.I'VE HAD CONVERSATIONS WITH BOTH FORMER COMMISSIONER POLGAR AND, UH, FORMER COMMISSIONER, UH, JAIME CASTILLO.
I BELIEVE BASED ON THOSE CONVERSATIONS THAT THE BEST COURSE OF ACTION WOULD BE TO SUNSET THIS GROUP.
UM, I THINK THAT THERE, THESE CONVERSATIONS BEGAN AT THE BEGINNING OF 2021 WE, AND KIND OF HALTED AT THE END OF 2022.
UM, THERE'S A BIG GAP IN THIS COMMUNICATION AND IN LIEU OF TRYING TO REIGNITE IT ALONGSIDE A LOT OF THE RENOVATIONS THAT ARE HAPPENING WITH THE CULTURAL ART CENTERS AT THIS TIME.
A BETTER MOVE WOULD BE TO SUNSET THIS GROUP AND RESTART IT WHEN IT FEELS MORE APPROPRIATE IN THE GRAND TIMELINE.
