SO TO START OFF WITH, UM, WE'RE GOING TO DISCUSS THE CITY'S PROPERTY TAX, UM, WHICH FACTS AND PAYS FOR THE CITY'S GENERAL OBLIGATION DEBT.
THE CITY'S PROPERTY TAX IS COMPRISED OF TWO PORTIONS.
ONE PORTION IS FOR THE OPERATING AND MAINTENANCE, UM, WHICH FUNDS THE GENERAL FUND.
I DID ALSO WANNA MENTION THAT THE OPERATING AND MAINTENANCE, UM, TAX RATE DOES ALSO FUND PROJECT CONNECT, WHICH WAS THAT 2020 BOND ELECTION, OR, I'M SORRY, 2020 TAX RATE ELECTION THAT WAS APPROVED.

PORTION FUNDS THE GEO DEBT SERVICE COMING DUE IN THE FOLLOWING FISCAL YEAR, OTHERWISE KNOWN AS THE DEBT SERVICE TAX RATE AND THE DEBT SERVICE TAX RATE FUNDS, DEBT SERVICE FOR PREVIOUSLY ISSUED DEBT AND DEBT THAT IS EXPECTED TO BE ISSUED IN THE SEPTEMBER BOND SALE THAT WE'RE GOING TO DISCUSS WITH YOU TODAY.UM, JUST FOR CONTEXT, THE APPROVED FISCAL YEAR 23 TAX RATE IS 46.27 CENTS, OF WHICH 9.58 CENTS IS THE DEBT TAX RATE.
AND JUST SOME QUICK FACTS ON THE CITY'S GEO DEBT.
UM, THERE IS CURRENTLY APPROXIMATELY 1.656 BILLION IN OUTSTANDING GEO DEBT AS OF TODAY.
UM, OUR GENERAL OBLIGATION DEBT IS ISSUED ONCE PER YEAR.
THAT'S GENERALLY IN THE LATE SUMMER, EARLY FALL TIMEFRAME.
AND OUR GENERAL OBLIGATION DEBT IS BACKED BY THE FULL FAITH AND CREDIT OF THE CITY.
UM, UNDER THE GENERAL OBLIGATION CREDIT OF THE CITY, THERE ARE THREE TYPES OF BONDS THAT THE CITY OF AUSTIN ISSUES.
AND THAT'S, UM, FIRST OFF THE PUBLIC IMPROVEMENT BONDS.
UM, AND THESE ARE ISSUED TO FUND CAPITAL IMPROVEMENT PROJECTS AND CAPITAL ASSETS.
THESE ARE VOTER AUTHORIZED DEBT, UM, AND THERE IS A TERM OF 20 YEARS WITH THAT DEBT.
THE NEXT IS CERTIFICATES OF OBLIGATION.
UM, THESE ARE USED TO CONSTRUCT OR PURCHASE REAL PROPERTY.
I GENERALLY EQUATE THIS TO NON MOVABLE ASSETS, UM, LAND ACQUISITION OR BUILDINGS.
UM, AND THIS HAS A 20 YEAR TERM AS WELL.

THE PROJECTS THAT ARE BEING FUNDED WERE APPROPRIATED FUNDS DURING THE ANNUAL CAPITAL BUDGET APPROPRIATION PROCESS.
THE CITY UTILIZES REIMBURSEMENT RESOLUTIONS TO APPROPRIATE FUNDS TO PROJECTS WITHOUT HAVING TO ISSUE THE DEBT UPFRONT.
UM, BY DOING THIS, THE CITY LIMITS, THE ARBITRAGE EXPOSURE FACED BY THE CITY DOES NOT HAVE TO PAY INTEREST ON UNUTILIZED BOND PROCEEDS, AND IT IS ALSO A FISCALLY, FISCALLY PRUDENT CASH MANAGEMENT.
IN WORKING WITH BUDGET THIS YEAR, WE ANALYZED THE SPENDING TRENDS IN COMPARISON TO VARIOUS PROJECT SPENDING PLANS.
AFTER LOOKING AT THIS DATA, WE LOOKED AT HOW MUCH IN, WE LOOKED AT HOW MUCH IN PROCEEDS THOSE PARTICULAR PROJECTS RECEIVED.
IN THE PAST, ONLY THOSE PROJECTS THAT WERE FOR FORECASTED TO HAVE A LOW TO NEGATIVE FUND BALANCE WERE INCLUDED IN THIS YEAR'S SALE.
IT'S IMPORTANT TO NOTE THAT THE WORK ON THE VARIOUS BOND RELATED PROJECTS CONTINUE TO MAKE PROGRESS, EVEN IF DEBT IS NOT CURRENTLY ISSUED.
FOR THE 2023 SERIES GEO BOND SALE, WE ARE ANTICIPATING, UM, AN ISSUANCE OF 170.5 MILLION.
UM, THE BREAKOUT IS PROVIDED BELOW RELATED TO EACH OF THE DIFFERENT BOND PROGRAM YEARS.
UM, TO DIVE INTO A LITTLE MORE DETAIL, UM, RELATED TO THE OUTSTANDING DEBT, UM, OR THE REMAINING AUTHORIZED, BUT UNISSUED GEO BONDS, UM, AFTER, AND THIS IS AFTER THE EXPECTED 2023 ISSUANCE OF THE 175, 170 0.5 MILLION ON THE PREVIOUS SLIDE.

2018 HAS, UH, A HANDFUL OF DIFFERENT AREAS, AFFORDABLE HOUSING, LIBRARY, PART DRAINAGE, HEALTH, EMS, FIRE TRANSPORTATION, UH, THAT MAKE UP THAT REMAINING BALANCE.
UH, 2020 IS ALL TRANSPORTATION.
AND 2020 IS OUR RECENTLY APPROVED FOR AFFORDABLE HOUSING.
SO, UH, TREASURY WILL BEGIN WORKING ON THE PRELIMINARY, THE POS, THE PRELIMINARY OFFICIAL STATEMENT AND BOND OFFERING DOCUMENTS IN EARLY SUMMARY BA IN SUMMER.

I THINK DOES, DOES THAT MAKE, I THINK THAT THERE WAS CERTAIN LEGISLATION, UM, THAT WAS MORE SO TARGETED AT SCHOOL DISTRICTS WHO WERE KEEPING THEIR DEBT SERVICE TAX RATE CONSTANT, AND THEN WERE USING ADDITIONAL, UM, TAX DEBT SERVICE TAX REVENUE TO FEES DEBT.
UM, THAT IS NOT A PRACTICE THAT THE CITY UNDERTAKES.

$44,000 FOR THREE LOCAL ARTISTS WHO MAY BE, UH, PRACTICING A LITTLE BIT EARLIER IN THEIR CAREER.
THIS WILL BE AN OPPORTUNITY FOR THE ARTISTS TO WORK WITH THE DESIGN TEAM, THE ARCHITECTS, AND THE ENGINEER, TO REALLY DETERMINE WHAT THE SITES AND THE LOCATIONS ARE FOR THEIR WORK AS THE DEVELOPMENT OF THE SITE PROGRESSES.
AND THERE WILL BE ONE, UM, OPPORTUNITY THAT WILL BE MORE OF AN ICONIC SCALE.
AND THE BUDGET FOR THE ICONIC ARTWORK IS $200,000.
THE FINAL SITES FOR ALL OF THESE PROJECTS WILL BE A COLLABORATIVE PROCESS BETWEEN THE ARTISTS THAT ARE SELECTED, UM, THE COMMUNITY, THE CITY STAKEHOLDERS, UM, AND THE DESIGN TEAM.
AND WHAT YOU SEE HERE IS REALLY AN ARCHITECTURAL, UH, RENDERING OF A SCREEN, WHICH IS THE FACADE OF, UH, THE NEW DOHERTY, UH, ARTS CENTER.
SO WHO WAS SELECTED? WE HAVE, THESE ARE THE THREE LOCAL ARTISTS.
AND, UM, JUST WE HAD, UH, QUITE A FEW ARTISTS THAT APPLIED FOR THESE OPPORTUNITIES.
AND THIS IS A LOCAL ARTIST TEAM.
SO YOU'LL SEE THE VARIETY OF WORK THAT, UH, HOW THE ARTISTS, UH, HAVE PRESENTED IN THEIR PORTFOLIO AND, UM, ANTICIPATE, YOU KNOW, BEAUTIFUL WORK TO COME.

UM, THE ITEM I'D LIKE TO ADD TO OUR, OUR GOALS AND OBJECTIVES WOULD BE AN EVALUATION OF THE TIMING OF THE NEXT BOND ELECTION.
